Q1. why has skyscrapers.com changed the u/c skyscrapers in Seoul from 103 down to 79 (or 70 something forgot)?

- Their status have been changed to "completed".

Q2. Are there more skyscrapers u/c this year than last year and will there be more u/c in 2005 than this year?

- Uhh.. no. According to the government, the construction rate has dropped 30% during the last fiscal year due to the new restrictions on building residential skyscrapers. It is predicted that by the end of this fiscal year, the rate will drop another 10% compared to last year's.

Q3. What problems does Seoul have? (for london it would be rising crime rate, immigration and poor public transport) so what is Seouls problems?

- Pollution is one of the major problems, but things are slowly getting better. The most important problem, however, is the economic depression. South Korean economy is currently in a double-dip situation, and there is a chance that the depression will continue.

Q4. Roughly What percentage of skyscrapers u/c in seoul offices and what percentage roughly are residential?

There are about 15,000~20,000 highrises (+12 stories or more) in Seoul and its first ring of suburbs (Bundang, Incheon, Ilsan, etc.) right now. Most of them are residential and only 2,500 or so of them are being used as commercial. So I'd say 80~90% residential and 10~20% commercial. :)
