Rentals at the upcoming Dubai Outsourcing Zone will be half those in the Dubai Internet City, CEO Dr Omar bin Sulaiman told Gulf News. He said we are looking at Dhs55 per sqft. The DOZ will be formally launched in a roadshow this autumn and phase one will cover 3m sqft.

DOZ plots for private sector
Talks are in progress with private parties over participation in the Dubai Outsourcing Zone at the junction of the Emirates Ring Road and highway to Al Ain, reported Gulf News. Dubai Internet City is responsible for the USD55m infrastructure investment in DOZ but the private sector will develop some buildings.
The Dubai Internet City is establishing the Dubai Outsourcing Zone, a tax haven with 100 per cent foreign ownership for the providers of outsourcing services. Officials said India has benefited most from the outsourcing trend and the DOC will facilitate the creation of call centres in Dubai.

I dont think they're gonna be short, cuz I'm sure I read somewhere that they're gonna range from 40-45 storeys but I still cant find the article that said so. And anyways, even the logo they used shows high-rise buildings with crowns and stuff so they probably mean high-rise towers.

DUBAI (Reuters) - After years of paying the price of petty corruption, unreliable infrastructure and laws that allow for high staff turnover, outsourcing firm Netlink is planning to buck a trend by moving from India to the United Arab Emirates.
Dubai, the UAE's trading center, is setting up the Dubai Outsourcing Zone (DOZ) in 2005 to lure businesses away from high-cost Western countries.
Luxury lifestyles, modern infrastructure, a multinational talent pool and low taxes all add to the UAE's luster compared to outsourcing kingpin India.
But many businesses doubt whether Dubai will be able to compete with India or cheaper Middle East countries when it comes to costs, especially telecommunications.
"Dubai will own its share of the pie. But will it be a major force in the region? I'm not sure," Todd McGregor, regional vice president and general manager of META Group Inc Middle East, told Reuters.
India's huge, cheap, but well educated English-speaking workforce has attracted companies from around the world. It has created almost a million jobs in software and back-office work in a $12.5 billion industry growing at 30 percent a year.
Dubai is attracting thousands of skilled workers from less affluent countries in Asia and the Middle East, lured by the promise of higher wages and a comfortable way of life.
Kito de Boer, managing director of McKinsey & Co. Middle East, said his company considered Dubai as a destination for its own outsourcing facility that employs 200 people in India.
But Dubai's competitive advantage of a better lifestyle paled before telecommunication costs that are 60 percent higher than India's, he said.
"We did a cost comparison -- India versus Dubai," de Boer said. "Dubai lost out on telecommunications costs."
STEEP CALLING COSTS
IT giant Oracle Corp. said high telecommunications costs were blocking any plans to expand its 35-member Middle East and Africa call center in Dubai.
Husam Dajani, Oracle's senior vice president for Middle East and Africa, said it was cheaper to telephone neighboring Gulf state Qatar from Ireland than from Dubai.
"The environment in Dubai is very competitive," he said. "Income is tax free which means we can save substantially on wages... but telecommunications costs are our main inhibitor."
In mid-2004, the UAE said it would end the monopoly of Etisalat, the majority state-owned telecommunications provider, paving the way for cheaper rates.
But the government did not set a timetable, or specify which services would be deregulated, which is likely to dim the prospects of the proposed Dubai Outsourcing Zone.
The state-owned zone will be tax free and offer foreign investors full ownership.
DOZ is a sister development of Dubai Internet City, an industry cluster and home to such firms as Hewlett-Packard and Electronic Data Systems Corp. -- three of the world's leading outsourcing operators.
McKinsey's de Boer said Dubai might struggle to be price competitive on "low-end" outsourcing such as call centers, but it could succeed as a niche operator in "high-end" outsourcing such as technical drawing and medical second opinions, staffed by middle-income professionals.
"These high-end things are not quite so telecom capacity intensive, they are people intensive. They are much more sensitive about the environment they are in."
Netlink CEO Akash Arora agreed. "Can I attract international staff to live in India? It is very difficult. But people want to come and live in Dubai and the UAE."

DUBAI — Dubai Outsource Zone (DOZ) will become fully operational early next year once a major international company will start operations from the new park, according to a top official from Dubai Technology and Media Free Zone Authority.
Ahmad bin Bayat, director-general of Dubai Technology and Media Free Zone Authority, told this correspondent that it would be the first company to officially join DOZ.
DOZ, which was launched late last year, is the world’s first free zone dedicated for the outsourcing industry. Located adjacent to Academic City Project, with the total leasable area of 250,000 square feet, DOZ is ranked as potentially one of the three top offshoring locations in the world by a leading US-based consulting firm.
Around 20 companies are expected to operate out of the new park. Currently, some 10 business outsourcing companies are operating out of Dubai Internet City and this number is expected to almost double by the time the new free zone in fully operational.
Bin Bayat said: “Outsourcing is a very fast growing business. In fact, we anticipate 40 per cent annual growth in this field.”
Speaking about the future plans of Dubai Media City (DMC), he said that DMC had good business model and gathered enough experience in technology and media to start sharing it with those, who want to establish similar free zones in their respective countries.
“We have been approached by many cities in the world to help them start similar ventures, but we do not want to repeat what we have done here and add some value to those projects. We will help them establish their projects from scratch and we expect that by the year 2006 something will come,” he said.
He said currently DMC had three projects in pipeline, which are expected to materialise later this year.
“We have more than one potential agreements in India and are seriously considering to one in Moscow, Russia, or Iran,” he said adding that at least one agreement will be signed before the end of this year.

Work on the first phase of the Dubai Outsource Zone has begun, with the contract to develop the infrastructure going to Dubai Civil Engineering.
The first phase has an estimated total value of Dh150 million.
Dubai Civil Engineering will develop the infrastructure on a site adjacent to the Academic City project, close to Emirates Road.
The first phase will create 250,000 square feet of built-up area and is scheduled to be completed by early next year. Dubai Civil Engineering is part of the Al Hamad Contracting Company, a UAE-based firm engaged in the construction of residential and commercial buildings in Dubai and the northern emirates.
The second phase will add another 200,000 square feet and is to be ready by early 2007.
About 50 to 60 leading offshore and onshore firms are set to establish facilities in the zone, said Esmail Al Naqi, the zone director.

DUBAI — Dubai Outsource Zone (DOZ) yesterday announced that it has awarded the construction contract for the first phase of its infrastructure to Dubai Civil Engineering (DCE). The construction on the first phase of DOZ has started on a site adjacent to the 'Academic City' project close to Emirates Road.
The DOZ is developing a comprehensive infrastructure and environment for offshore service providers to set up global or regional hubs servicing the worldwide market.
Ismail Al Naqi, director of Dubai Outsource Zone, said: "DOZ is designed to provide a business and community infrastructure specifically suited to the needs of the outsourcing industry. It will provide one of the most cost-effective and supportive environments for onshore and offshore outsourcing service providers in the world."
The master plan also includes a Plug and Play Centre that will provide a ready infrastructure for BPO service providers to set up their operations and start providing their services. About 50 to 60 leading offshore and onshore companies are set to establish facilities in Dubai Outsource Zone. These include local companies with interests in the Business Process Outsourcing (BPO) , Back Office Operations and the Call Centre sectors. It also contains a pre-built infrastructure for outsourcing companies equipped with the latest technology that enables companies to get their business up and running from the moment they move into DOZ.
A significant feature of the master plan is a residential complex to be built by private investors. The DOZ master plan also includes sports, leisure and retail facilities that provides professionals the convenience of living and working in the same locality. In addition, this inexpensive residential facility will reduce personal relocation costs for employees of companies in the Zone.

Dubai is beckoning Indian IT companies to set up their bases with multifarious activities in its upcoming 'free zone' dedicated to the outsourcing industry.
Having a built-up area of around 50 lakh sq. ft, Dubai Outsourcing Zone is all set to start its initial phase of operations in the second quarter of the 2006 fiscal, Ismail Al Naqi, DOZ director said while announcing the appointment of IT-People (India) Ltd as its exclusive partner for India.
"The initial phase will cover around 9,00,000 sq ft area, while the second round of operations with more than two million sq. ft area would start within the next three years entailing an investment of $90 million," he said.
The total operation of the DOZ involving investment of around $200 million would start around 2015 with more than 200 companies operating in it, he said.
"We expect more than 60 Indian companies to set up bases in DOZ and one lakh knowledge workers to be employed in the area," he said.
DOZ would initially woo US, UK and German IT companies to start operations in the zone, apart from their Indian counterparts, he said.
Including domestic companies, more than 60 leading offshore and onshore companies have expressed interest in establishing facilities in DOZ, Naqi claimed.
DOZ, Naqi said, would offer 100 per cent exemption from taxes, world-class technology and communications infrastructure, a one-stop of support services and the best possible working environment to the aspiring IT companies from abroad willing to start operations.
"Located adjacent to the academic city, DOZ provides direct access to a strong talent pool of knowledge workers," he added. In order to keep the attrition rate at low ebb, DOZ would not allow a single employee to leave one organisation without showing a valid cause, he said.
The government, he said, would also allow women to work in night shifts at DOZ as well.
Stating that both domestic companies and companies from abroad equally treated, he said, DOZ would target to grab a five per cent share of the global outsourcing industry.

DUBAI — The Dubai Outsource Zone (DOZ) is about to announce a deal with a property developer to build a multi-million dollar residential complex within the zone, which is located near Academic City. The development will comprise 1,300 residential units, most of which will be one-bedroom apartments.
At about Dh23,000 a year the rentals are well below the current market price for similar properties.
Speaking with Khaleej Times, DOZ director, Ismail Al Naqi, said: “We will subsidise the cost of the residential facility. We are tied up with a developer to build this. We are in the final stages and an announcement is pending.” The deal with the developer means that residential property will be offered at a substantially reduced price, at about half of Dubai’s prices, said Al Naqi. “By doing this we are also eliminating transportation costs which could be significant for some companies,” he said.
The development is scheduled for completion at the end of 2007. This is one of several initiatives DOZ is undertaking to attract blue-chip companies from around the world to consider Dubai as an outsourcing location.
Aside from being located in a free zone, which offers tax-free status and 100 per cent foreign ownership, DOZ is also subsiding other commercial aspects of a business, said Al Naqi. Companies operating in the free zone will “get a state-of-the-art office for almost half the cost of a typical Dubai office today,” he said.
“DOZ is trying to control costs as much as possible by providing subsidised commercial and residential housing,” said Al Naqi. He also said that a recent study undertaken by DOZ, calculating direct costs such as infrastructure, labour and telecommunications, shows that Dubai is “only 30 to 35 per cent more expensive than India”, and if all the indirect costs were quantified such as quality of life, connectivity and infrastructure, the disparity is likely to be even less, suggested Al Naqi. DOZ is also providing a one-stop shop service for companies setting up in the zone, so that all the technicalities with which companies must deal are handled by personnel of the outsource zone.
Hotel bookings, airfares and accommodation in Dubai will managed by the DOZ’s hospitality department. Other departments will deal with such matters as visas, and recruitment. “We say outsource to Dubai and we’ll focus on the technicalities, while you focus on your business,” said Al Naqi. To date 20 firms have registered with the DOZ and are waiting for the facility to open.

The third phase is being developed in response to the tremendous demand Dubai Outsource Zone has evoked from outsourcing companies in the region and from around the world.
Phase III of Dubai Outsource Zone will have a range of facilities customised to the needs of the outsourcing industry. One of the key features is a Plug and Play Centre that offers pre-built infrastructure equipped with cutting-edge technology. This centre provides a ready infrastructure that enables outsourcing service providers to start operations with minimal upfront investment.
Meanwhile, work on the first and second phases of Dubai Outsource Zone is nearing completion, with the first companies set to move in by October this year.
'Dubai Outsource Zone is at the centre of a huge upsurge in the region's outsourcing industry,' said Ismail Al Naqi, Director of Dubai Outsource Zone. 'Over 55 companies from the region, US, India, UK, and the region will move into Dubai Outsource Zone when it opens for business. Key industry sectors that will be represented in DOZ include Banking, Call centres, Insurance, Medical services and Information Technology,' he said.
Phase I has five buildings in an area of 300,000 sq ft while Phase II and III have four buildings each spread over 250,000 and 200,000 sq. ft respectively.
Dubai Outsource Zone is the perfect base for both captive and third-party outsourcing companies to provide mid and high-end services in areas such as finance, accounting, IT, payroll processing, engineering, R&D and design. DOZ has evoked tremendous interest from Indian outsourcing companies as a location for their disaster recovery facilities.
DOZ provides a complete community infrastructure for the outsourcing industry to flourish. Besides commercial offices, retail facilities and a gymnasium, the free zone will feature a Research Centre for companies that offer outsourced research and development services (R&D), and a Networking Centre to facilitate collaboration and increased business opportunities within the community.

Dubai Outsource Zone (DOZ) has expanded its development masterplan to 11 times its original size in response to massive demand from local and international outsourcing companies, according to the zone’s director.
“The developers of DOZ decided to increase the size of the outsourcing free zone from three million square feet to 33 million square feet due to an unforeseen surge of interest from outsourcing service providers,” said Ismail Al Naqi, director of DOZ.
“Du and Jumeirah group are among the local firms who will shortly open call centres in the [now complete] first phase of DOZ. Emirates [airline] will relocate its call centre from Deira to a building in DOZ, which will accommodate about 1,000 employees,” he added.
While the original $200 million (Dh7.3 billion) cost of the project will “increase in light of the massive expansion”, a new figure has not been arrived at yet, according to Al Naqi.
“Around 11 clients have already moved into DOZ in the first phase alone, and they are now operational,” Al Naqi said. “Approximately, another 10 companies are setting up their offices in phase one, and it will be about another two months before they are ready to move in.” He added that DOZ has expanded the area to an “additional 30 million sq ft to accommodate about 150,000 people in total”.
“We aim to complete the infrastructure by the end of 2008. However, we were very conservative with our initial plans for three million sq ft because we were not sure about the reaction of the market to this kind of a free zone aimed at outsourcing companies,” said Al Naqi.
Furthermore, du will have a call centre facility for about “500 agents”; ABN Amro will have “1,000 employees” in a processing unit and call centre; and the Jumeirah group will set up a “call centre for 400 people to service its worldwide operation”, according to Al Naqi.
He further revealed that Mashreqbank will house 3,000 members of its workforce in three buildings in the DOZ. And buildings in the second phase of the project will be handed over to companies such as Axa Insurance and First Data from April 15 this year.
“These should be operational by June,” said Al Naqi.
“We are aiming for completion of the buildings and the infrastructure of the third phase by June 2008, and the space is about 50 to 60 per cent subscribed,” he said, listing DOZ’s four main target sectors as “banking and finance, healthcare, insurance and IT”.
The outsource zone, providing a community infrastructure for the industry, includes offices, retail facilities and 2,500 studio apartments at an annual price of Dh25,000 for five years.
