Mount Hibok-Hibok

"A remote, unspoiled paradise” is how “All-Asia Travel Guide” describes Camiguin, an island-province approximately 90 kilometers north of Cagayan de Oro City.

The province is literally “born of fire” as it has more volcanoes than municipalities. Camiguin has only five municipalities (Catarman, Guinisiliban, Mahinog, Mambajao, and Sagay) but it has seven volcanoes (Mount Vulcan Daan, Mount Mambajao, Mount Karling, Mount Uhay, Guinisiliban Peak, Tres Marias Mountain, and Mount Hibok-Hibok). Not surprisingly though, it has earned the distinction of having the most number of volcanoes per square kilometer than any other island on earth (it has a total land area of 238 square kilometers).

This tiny island has a lot of attractions, ranging from green forests and mythical volcanoes to eternal hot and cold natural springs, from pristine patches of black and white beaches, majestic waterfalls, exotic marine life and blue-ridge mountains, to serene surroundings.

Going around the island’s 64-kilometer circumferential road on a motorbike is sheer fun — and highly recommended by locals. Motorbikes may be rented at reasonable rates in the capital town of Mambajao.

Fast facts

Camiguin is number seven in the top diving spots in the world. It is also famous for its craftworks. Blessed with a natural artistry and abundance of a variety of handicraft materials, the people have long been making baskets, pottery, metal works, and other products.

Camiguin is known for two activities: Lanzones Festival and Panaad.

Lanzones Festival — in honor of the tropical fruit that grows profusely in the island — is celebrated every year in October with a weekend of street dancing, parade, and pageants in the town of Mambajao.

Points of interest:

Katibawasan Falls — Some five kilometers southeast of Mambajao at the foot of Mount Timpoong, the falls tumble down into a green pool; ideal for a refreshing swim. Giant ferns decorate the surrounding land, carpeting for space with huge trees and dropping vines.

Tuasan Falls — Located six kilometers northeast of Catarman, the pool below the waterfalls is deep and clear. The surrounding scenery is unspoiled and perfect for a peaceful picnic; the only sounds around you are those of the tumbling falls and running water.

Bura soda water swimming pool — It’s only here where you can swim in a pool of soda water. It has great scenery over the fields and the seas as its cold water is refreshing to bathers and picnickers. Located in Bura, Catarman.

Ardent hot springs — A government-run resort located at the foot of Mount Hibok-Hibok, the place has a four-tiered pool of varying depths and warmth.

Tangub hot springs — Located 12 kilometers west of Mambajao, it is a volcanic hot spring below the sea bed. The small area is formed by a pool of sea stones and corals and is completely undeveloped. Water temperatures turn from cold to lukewarm, warm and hot as the tide changes.

Sto. Niño cold spring — Located four kilometers north uphill of Catarman proper, it has a pool measuring 25 meters by 40 meters and 1/2 meter deep of cold spring water sprouting from its sandy bottom.

Santo Rosario Church — An old church which was built in 1882 that is found in Sagay.

The sunken cemetery — Marked by a large white cross, this has a superb sunset and an ideal place for snorkeling and diving.

Ruins of San Roque Church — Located in Gui-ob, Bonbon, Catarman, this church was ruined by the eruption of Old Vulcan Daan in 1871. It is a monument with thick century-old walls, belfry, and convent reminiscent of the second Spanish settlement established in 1697.

Mount Hibok-Hibok — The only active volcano in the island has a 1,250-meter slope. A crater lake and stream serve as outlets in many places at the peak. A clear view of the entire island and Bohol beyond can be seen on clear days.

White Island — Also known as Medan Island, it is located two kilometers across from the beaches of Agohay and Yumbing. Aside from the fact that the island is purely white sands, it also vanishes during high tide.

Mantigue Island — This island, located three kilometers offshore across from Hubangon and San Roque in Mahinog, is only four hectares with evergreen forest, fringed with white granule sand beaches. A fishing village is found in the north of the island. One side of the island is a white sand beach with coral offshore, and the opposite side provides a deep drop-off for snorkeling and diving.

Taguines Lagoon — Located at Benoni, Mahinog. This is a man-made lagoon mantled by limpid water, large cliffs and gently rolling hills. The brackish water is engulfed by a century-old crater; ideal for boating and fishing.

How to get there:

Camiguin is accessible by air and sea from Cebu City; but trips are limited only. Most fly in to Cagayan de Oro City, which is 84 kilometers away from the port of Balingoan. For those who would like to bring their own vehicles to Camiguin, some of the ferryboats at Balingoan Port can transport cars, pick-ups, vans, and even large trucks to Benoni Port.

PIA Press Release
2010/12/03

Endangered flowers, plant species found in Camiguin

by Jorie C. Valcorza

Cagayan de Oro City (03 December) -- The volcanic pear shaped island in Northern Mindanao is not only a treasure trove of endangered fauna but of flora as well.

A team of Singaporean scientists recently visited Camiguin and confirmed some interesting flower and plant species found in its rain-forest.

The study of Dr. Lesley C. Lubos on the diversity of bryophytes plants in Camiguin, which won international recognition this year, has led to the discovery of these plants.

Most of the plants identified are endemic in the island, the list includes the red and yellow colored rhododendron orchid, begonia, nepenthes pitcher plant, spathoglottis orchid, aeschymanthus, balanophora plant, lopidium moss and the coral fugus.

Bryophytes are chiefly terrestrial, nonvascular plants, like the mosses, liverworts, and hornworts.

In a press release, Dr. Lubos said it took him a month to finish the study under the mentorship of Singaporean Bryologist and a herbarium keeper Dr. Benito C. Tan. The study poses the importance of bryophytes in preserving the forest ecosystem.

To date, the provincial government, in cooperation with the Office of Lady McNiece in Singapore, Philippine Association of Institutions for Research and the Liceo the Cagayan University have been actively campaigning for the protection of the endangered plant and flower species.

They have already launched a poster showing the images of the flowers and plant bearing the slogan "Discover, Enjoy and Conserve the richness of the plant diversity in Camiguin Island." (PIA 10

New Zealand team in Camiguin to assess coastal resource project (http://www.pia.gov.ph/?m=12&r=r10&y=&mo=&fi=p101207.htm&no=F4)
Mahinog, Camiguin (7 December) -- A team from New Zealand Embassy arrived in Camiguin on Saturday to conduct mid-term assessment in the implementation of the five-year integrated coastal resource management project that started in 2007 in 40 coastal villages and five municipalities of the province.
Known for its rich and diverse coastal resources, Camiguin is one of the few provinces to get P116 million funding from the New Zealand Agency for International Aid (NZAid) to institutionalize its integrated coastal resource management program (ICRMP).
The project, as stated in the agreement, envisions to increase natural productivity and enhanced integrity of coastal and marine resources while providing sustainable economic activities towards an improved quality of life among the Camiguinons.
According to Mahinog town coastal resources management officer Arlino C. Arca that through the project, a series of development and conservation activities in Mantigue Island in barangay San Roque and Burias Reef to make these areas as ecotourism sites have been undertaken. Water quality monitoring stations in Mantigue Island have been established.
He said the project has since generated significant incomes for the municipality and provided livelihood opportunities among the fisherfolks.
In addition, seven (7) marine protected areas have been established and rehabilitated in Mahinog alone while municipal waters in five municipalities have been delineated.
Morever, coastal law enforcement action networks (CLEAN) formerly the bantay dagat teams have been trained and mobilized to strengthen coastal law enforcement. Four patrol boats have been provided for this purpose.
Also in Mahinog, alternative livelihood and enterprise activities such as green mussel production project in barangay Benoni, among others, are being established.
The team, composed of Rina Rosales as the team leader with Kenneth Mackay and Lourdes Padilla, will assess issues being faced in the implementation of the program and propose whether phase 2 of the project should be granted or not.
Their visit includes interaction with the technical working committee, the Governor and Mayors of the five municipalities of Camiguin and several beneficiary groups of the project. (Homer R. Jajalla MIO-Mahinog) [top]

Two kilometers off the coast of Agoho, Mambajao is the Camiguin's popular sand bar. At times it is in the shape of the letter C, sometimes the letter I, depending on the ocean tide. It has the picturesque Mount Hibok-Hibok and Old Vulcan as its backdrop. It is ideal for swimming, sunbathing and snorkeling.

Malaybalay farmers get subsidy on seeds, fertilizer from city government
http://www.bworldonline.com/content.php?title=Malaybalay%20farmers%20get%20subsidy%20on%20seeds,%20fertilizer%20from%20city%20government&id=24515
CAGAYAN DE ORO CITY -- Farmers in Malaybalay City in Bukidnon can now avail of certified rice seeds at a fraction of the regular market price. This came about after the city’s government decided to subsidize this year farmers’ acquisition of certified rice seeds under the Rapid Seeds Supply Financing Project under the Department of Agriculture (DA) through the National Food Authority.
A P1,200 bag of certified seeds is now P600 from the 50% subsidy from the DA. This is subsidized further by P300 by the city government putting the buying price from authorized dealers at P300 a bag. However, only 2,844 bags for roughly the same number of farmers as beneficiaries are available through this scheme.

Unlike regular palay seeds, certified seeds are produced from sources accredited by the government. These seeds are of high quality and are expected to produce more than the normal palay seeds.

Aside from the seeds, the Malaybalay city government also included in its financial subsidy program microbial fertilizers. From P240 per bag, cost has gone down by half to P120.

Andrew T. Bergado, city agriculture officer, said the subsidy program is expected to boost rice crop yield in the city.

Mayor Ignacio W. Zubiri has been encouraging farmers who rely on rainfall for their cropping to avail of certified seeds now so they can start planting ahead of the usual cropping cycle, which is in the second quarter.

Malaybalay City produces roughly 30,000 metric tons of palay annually, from close to 10,000 hectares of rice farms. The city shares at least 10% of Bukidnon’s total rice production, which comprises up to 60% of Northern Mindanao’s rice output. -- Louise G. Dumas

CAMIGUIN: The Island of Your Imagination (http://www.globalpinoy.com/gp.topics.v1/viewtopic.php?postid=4d37a6e223bcb&channelName=4d37a6e223bcb)

A peaceful Tropical Island Paradise awaits you on Camiguin. It is a place of distinction. A remarkable gateway island of steep volcanoes, verdant jungle and perfect beaches just a few hours by ferry from Cagayan de Oro city. In this immaculate setting, waterfalls thunder down into natural pools surrounded by wild ferns and orchids.

The island also has a pristine lagoon, stimulating hot springs to soothe your body, refreshing cold springs and relaxing, luminous soda springs. It is often described as the most beautiful island in the Philippines.

Camiguin is a pear-shaped volcanic island, 10 km north standpoint of Misamis Oriental and 54 km southeast of Bohol. Isolated from Mindanao peninsula and enclosed by Gingoong and Macajalar Bays on the south and Bohol Sea on the north. Its capital is Mambajao.

Its name was originated from the word Kamagong, a tree of the ebony family. Manobo's were the original residents of the island coming from Surigao. Before Magellan and de Legazpi’s expeditions in the Philippines, the province was already trading with the merchants of neighboring Asian countries.

The place is especially known for its sweet lanzones, seven active volcanoes, springs and waterfalls. The people of Camiguin celebrate Lanzones Festival every month of October…a two-day ground festival of agri-cottage industry products in exhibit, barangay beautification, indigenous sports and a grand parade of the golden fruit lanzones.

Camiguin insular is regarded as the Philippines’ equality of the Garden of Eden, dazzling with several tourist spots, which make the island unique and perfect for explorers.

Enjoy the beautiful beaches and breathtaking dive spots which are perfect for scuba diving and snorkeling in Secret Cove Beach Resort, Caves Resort, Islet Beach Resort, Paras Beach Resort and Mambajao Beach Resort.

Casa Grande Hotel, Bahay Bakasyunan sa Camiguin, Dayon sa Cabua-an Beach Resort, Camiguin Beach Club and Tia’s Beach Cottages are some of the best places to unwind and relax.

You will surely never forget your trip to Camiguin not just because of its romantic aura but also because it's a place full of gifts from heaven....

Valencia offers site for proposed airport in Mindanao’s heartland (http://mindanews.com/main/2011/01/26/valencia-offers-site-for-proposed-airport-in-mindanao%E2%80%99s-heartland/)

MALAYBALAY CITY (MindaNews/25 January) — President Benigno Simeon Aquino has tasked the National Economic and Development Authority (NEDA) to conduct a feasibility study for a an airport “more central in Mindanao so that distances to and from various areas will make more economic sense.”

Inset map courtesy of Wikipedia.
Inset map courtesy of Wikipedia.
Valencia Mayor Leandro Jose Catarata said Aquino mentioned this proposed airport in the heartland of Mindanao during the presentation of “Mindanao 2020” to the President on November 30 last year, as he announced his city’s offer of a site for the airport.

Earlier, the towns of Don Carlos and Maramag proposed sites for the airport which is being eyed to be constructed in Bukidnon, Mindanao’s heartland.

Catarata said senators Juan Miguel Zubiri and Teofisto Guingona III, both from Bukidnon, had requested the President to locate it in the province.

Aquino had ended his speech by saying that most Mindanao airports are located near the coast.

“That doesn’t make tremendous sense to me, and I will be directing the director general of NEDA to study the feasibility and the placement of an airport more central in Mindanao so that distances to and from various areas will make more economic sense.”

Aquino, however, noted that “undoubtedly” there will be a lot of tension as to where to actually locate this central airport.

Catarata said they are serious in their proposal and are looking at recommending a site in barangays Sugod or Bagonta-as.

A domestic airport would give an edge to local farmers in transporting their products, he said.

The nearest airport to Valencia City is in Cagayan de Oro City, some 130 kilometers away while Valencia to the Davao City airport is about 190 kilometeres away. (Walter I.Balane/MindaNews)

Tribal Olympics is new feature of Bukidnon’s Kaamulan (http://mindanews.com/main/2011/01/30/tribal-olympics-is-new-feature-of-bukidnon%E2%80%99s-kaamulan/)

MALAYBALAY CITY (MindaNews/30 January) — Instead of just playing indigenous sports as it has been the tradition in the annual Kaamulan Festival, Bukidnon’s indigenous peoples and communities will hold the province’s Tribal Olympics on March 2 to 4.

The provincial government here through the Provincial Indigenous Communities Affairs Division (PICAD) in coordination with Bukidnon’s seven hill tribes, is holding the “Tribal Olympics of the Seven Hill Tribes,” PICAD chief Russel Aquino told MindaNews.

He said the event will be the province’s preparation for the Philippines’ own Tribal Olympics and the International Tribal Olympics. The 1st ASEAN Tribal Olympics was held in Kota Kinabalu, Malaysia last year.

Expected to be among the favorite events in Bukidnon’s Tribal Olympics is archery, Aquino said.

The Bukidnon provincial government has vowed to stick as close as possible to the Bukidnon culture in its celebration of the Kaamulan Festival.

Before the Olympics, tribal leaders and elders from the seven tribes are scheduled to hold the Seven Ethnic Tribes Convention on February 22 to 24.

He said among the major items in the agenda is the institutionalization of the seven hill tribes’ justice system.

The Kaamulan Festival opens on Feb. 18 and will close on March 10, the anniversary of the founding of the province. (Walter I. Balane/MindaNews)

To Take A Stand -- By Oscar P. Lagman, Jr.

Bukidnon has blazed the trail (http://www.bworld.com.ph/content.php?title=Bukidnon%20has%20blazed%20the%20trail&id=25895)

"We cannot wait for Manila, we cannot wait for the Department of Health, we cannot wait for America to help the people of Bukidnon. We are the only ones who can. We must set a system that will take care of the health of our people."

That was what the provincial administrator, Francis Xavier Intong, told 50 or so doctors, dentists, hospital owners, and administrators in January 1994 when he presented to them the concept of the Bukidnon Health Insurance Project (BHIP) and invited them to participate in th project.

BHIP’s aim was to provide comprehensive health care to residents of Bukidnon who were not covered by the Medicare system. As the great majority of the gainfully employed in the province were in the hard-to-cover, hard-to-enroll agricultural and service sectors of the labor force, about 80% of the residents of the province did not enjoy any Medicare benefits.

Faced with that situation, the provincial leadership sought innovative ways to respond to the formidable challenge. An advisory council composed of officials of the province, heads of cooperatives, leaders of NGOs, and officers of medical associations was formed in early 1993 to design a voluntary health financing scheme that could defray the cost of quality heath care. With the assistance of the Department of Health, the Philippine Medical Care Commission, the SSS, and the USAID, the council came up with a health insurance program.

I was a member of the USAID team of consultants that worked with Governor Fortich’s council to design the province’s health insurance system. Bukidnon was one of the poorest provinces in the country at that time. To give an idea of how poor the province was, I recount my experience during that trip to Malaybalay.

We flew to Cagayan de Oro and from the airport we hopped into a coaster that would take us to Malaybalay. We arrived in the provincial capital early evening. The whole town was already asleep. We had planned on having dinner at a restaurant in the town proper, but all commercial establishments including restaurants were closed. We decided to eat in the hotel.

We were booked in what was supposed to be the best hotel, if not the only hotel in town. It was not really a hotel, not even an inn. It looked to me like a large residential house with many large rooms converted into a lodging facility for visitors staying in town overnight or longer. When we arrived at the hotel at about 7:00 p.m. we were told the kitchen staff had been sent home. We slept without having dinner.

I was awakened at the crack of dawn by the cries of pigs for their morning rations. There was a piggery at the back of the hotel and the window of my ground floor room faced the pigpen. Awake and starved, I walked to the coffee shop of the hotel to have at least a cup of coffee and toast. The coffee shop’s door was locked and I was told that the cook reported for work at 7:00 a.m. When he came, I ordered ham and egg, toast, and coffee. It took almost an hour for my order to be served.

When the 8:00 o’clock sun rays hit the piggery, the stench from the pigs’ droppings wafted into my room. Leaving the hotel to meet with the governor was a big relief. I would go through the same ordeal for the next two days.

To make up for the missed dinner the night before, the governor asked his staff to treat us to dinner in Cagayan de Oro on our second night. We declined the offer because we did not want to impose. It was a quite a hassle to go to Cagayan de Oro as we had to negotiate the dangerous zigzag road at night to get to the big city. "No hassle at all," they said as they regularly go to movies in Cagayan de Oro. They were proud to treat us to Chicken Joy dinner at Jollibee in a recently opened mall as that was special dinner to them.

Anyway, the health insurance scheme the council came up with provided in- and out-patient benefits, including dental care, to the insured and his dependents for a modest premium.Under the scheme, the insured is assigned to the care of a designated physician in a designated hospital. It is for that reason that Intong invited all doctors, dentists, hospital owners in Bukidnon to participate in the program so that all insured could be assigned to easily accessible doctors and hospitals. The response of the medical sector of Bukidnon was tremendous. Specialists agreed to consult as general practitioners for the sake of the province’s constituents. I wrote about it in this space under the title "Bukidnon blazes the trail" in February 1994.

Today Bukidnon is a first-class province. According to the special supplement that appeared in the dailies just before Christmas, the province’s poverty incidence level has declined from one of the highest to one of the lowest in the country. The province, with the help of PhilHealth, now shoulders the whole cost of the health care benefits of the indigents.

The supplement further says that to give total access to health care for the indigents, the provincial government constructed 15 health stations in municipalities where there is no provincial hospital. Each of these stations is manned by a physician, nurse, midwife, laboratory technician, and pharmacist. Malaybalay, Maramag, and Manolo Fortich are the towns with provincial hospitals. The hospitals are equipped with CT scans and C ARM. They service all the constituents of the province.

Bukidnon’s health program has drawn observers from other local governments, the national government, NGOs, and even foreign governments. Indeed, Bukidnon has blazed the trail in community health care. As I wrote in this space a year ago, poor communities can help its members reduce financial losses due to illness by adopting the concept of community-based health insurance schemes. Bukidnon is a classic model.

Sakto jud bamboo, we'll be restoring the airstrip because the need has arose again. Ug tingali mas grander ni karon kay mag-offer man ug aircraft mechanics ug mission pilot training ang college. Hai... napuno na akong mental sked unsa'y gusto nako buhaton sa akong life.

I hope (according to the indications) in-ani nga small planes ila gamiton Cessna 310.

So it was outside the main campus.

I was there only in 1994, the time of newly opened Gaisano Valencia w/ two cinemas. The place (MVC) is awesome, the landscapes and the whole environment including the people, not to mention the uptight policy regarding spirituality, parang di pinas..parang nasa harry potter scene hehe..but I left MVC coz of homesickness :D, though I enjoyed in some ways since I was a member of CMT band, officer in Student Council, had some good friends and college swetheart(s) :D but still i didnt find the place seemly to me, I frequently missed CDO a lot and occassionaly longing for freedom hehe..if you heard about that massive poison incident, i was one of the dire casualties :( sad experience though..But still wanted to visit the place in the future w/ my family to let them experience and picture my Harry P. life before :D

haha.. bestado jud... actually there was a missionary from south america where he said that he is proposing to open a flight school in the campus because of the existence of a run way and its flight history... the exciting part is when airplanes take-off at the end of the run way where the plane will fall off the gorge.. more or less having the same experience when a jet lifts off from a carrier.

@ Burt: I like the Analogy, mura jud tuod nag-take off sa Carrier no knowing that at the end the runway is the deep manupali gorge. But a Kodiak 100 can lift of up to 50 feet in just 900 feet runway. And remember MVC's air strip is approx 1000 meters. Nevertheless, the thrill is still there.

@adeuksom: yea, visitors are always welcome to the campus. After all, it's called MVC (Many Visitors Come).

For feasibility purposes, the area between maramag & don carlos best fits the description as "heartland airport". It will then serve the four surrounding provinces of LDS, ADS, NC and Bukidnon.^^

We stop over at Guadalupe Shrine. From Brgy. Balubal to Guadalupe Shrine (about 6km) it took us about 4.5 hrs because of the degree of difficulty. From Guadalupe Shrine to Brgy Agusan (about 4km) it only took us 45 minutes because it an easy route.

Aboitiz to open 2 hydropower plants in Bukidnon by 2013
By Walter I. Balane | Tuesday| February 22, 2011 | Filed under: Top Stories

links? here:http://mindanews.com/main/2011/02/22/aboitiz-to-open-2-hydropower-plants-in-bukidnon-by-2013/

CAGAYAN DE ORO CITY (MindaNews/21 February) — The Aboitiz Power Corporation will open two run of river hydropower plants in southern Bukidnon, Sebastian Lacson, APC vice president said in a briefing.
Lacson announced that the firm is building the plants in Sita and Simod rivers in Kitaotao town and that these will be completed in 2013. He said the plants will run at 18 and 12 megawatts, respectively.
He said the APC is has 55 power projects being built around Mindanao, including two in Tudaya, Davao del Sur.
Lacson said they have already started the pre-development requirements with local stakeholders.
APC is also proposing a 300-MW coal-fired power plant in Davao City which has met strong opposition from environment groups.
During the Bukidnon Power Summit last month, the provincial officials and the electric power cooperatives in the province asked the National Power Corporation and the Power Sector Assets and Liabilities Management Corporation (PSALM) to meet their power demand first before feeding power supply from the proposed Pulangui IV hydropower plant to the Mindanao grid.
Gov. Alex Calingasan convened the summit to assert that Bukidnon should be prioritized in the allocation of power supply following the Department of Energy’s department circular no. 2010-10-0211 ordering NPC-PSALM to “fully utilize all available capacities of hydroelectric power plants in Mindanao for energy purposes.”
Bukidnon hosts the Pulangui hydropower plants.
DoE’s order also told the NPC and PSALM to finalize the bilateral contract allocations to allow distribution utilities and electric cooperatives to determine the volume of energy they can buy from them or from other generating companies.
Forecast energy needs for Bukidnon from 2011 to 2015 stand at 66.88 megawatts – 32.23 MW for First Bukidnon Electric Cooperative and 34.65 MW for the Bukidnon Second Electric Cooperative (Buseco).
But Buseco said that based on recent arrangements Bukidnon will only be allocated 44.6 MW. The 22.25-MW deficit has to be bought from other power generators.
The actual production of Pulangui IV is estimated at 97 MW.
Lacson said they will build first the hydropower dams and address the concern in due time. (Walter I. Balane/MindaNews)

MALAYBALAY CITY -- Once upon a time, Dom Martin de Jesus H. Gomez, OSB, guest master of the Monastery of the Transfiguration in the province of Bukidnon in Northern Mindanao, was known as fashion designer Gang Gomez. Then he left Manila in 1990, forsaking the material life for one of the spirit. But he did not give up his art, this time focusing on traditional weaves, though not for material gain.

The Museum of Transfiguration

“When I closed shop, people could not understand why I went to Malaybalay to ‘plant camote,’” he said. “Some were speculating I went bankrupt. Now that I look back, all my 20 years as a designer was to prepare me for this. Eight years after I became a monk, I designed again -- and this time for the church.”

A little bit of heaven

“Heaven on earth.” This overused phrase is still commonly said by visitors to the Monastery of the Transfiguration. Located in Barangay San Jose, near the center of this upland city, the solemnity of the place is enhanced by the mountains at its backdrop.

Passing tourists visit the complex to take photos of the Church of the Transfiguration, designed by the late National Artist for Architecture Leandro V. Locsin. Guests seeking a break from the fast lane, are also welcome to spend a night or two at the monastery.

“As what our founder taught us, we are happy to receive anyone -- like we are welcoming Christ into our place,” said Dom Martin. Simple accommodations -- a bed, study table and a private toilet, or a common bathroom depending on the room chosen -- are offered to guests wishing for a quiet reprieve.

An overnight stay is only P700 per head -- a flat rate with or without breakfast, lunch and dinner -- which includes free-flowing coffee of the monastery’s famous Monk’s Blend. Retreats may be organized with the monks, or guests can bring their own facilitator.

Starting in 1983 with a small chapel and two buildings that served as the home of the first Benedictine monks in Malaybalay, they have since added the Church of the Transfiguration and a new one-story monastery to the complex.

“The layout of the old monastery required the monks to go down a flight of stairs to the refectory from their lodging. The old chapel was also located on top of the other buildings,” explained Dom Martin. “We realized that if we didn’t build a flat building, the aging monks would have a hard time going up and down and might be discouraged from attending the prayers we have seven times a day.”

Holy style

A building was added in 2008 on the occasion of the Malaybalay monastery’s Silver Jubilee -- the Museum of Transfiguration, built mostly of lime, a mineral abundant in Bukidnon.

Located across the church with an expansive lawn at the front and Mt. Kitanglad at its background, it is seldom visited by tourists notwithstanding the value of its permanent display -- the Filipino Liturgical Vestments Exhibit.

Dom Martin designed the building as well as the collection of vestments.

Upon entering the airy lobby of the museum, the visitor is greeted with The Transfiguration sculpture by Ann Chiukinghoy Pamintuan.

The double doors at the sculpture’s base open to the first gallery of vestments. A flight of stairs leading up from the lobby goes to the second gallery, which has the more expensive vestments. First exhibited at the Ayala Museum in 2008, the vestments are made of the traditional weaves of the indigenous peoples of the Philippines.

Some vestments were 100% cotton weave, others of fine pineapple threads (piña), and the more expensive ones, of pure silk. “It’s very rare today to find 100% cotton but the Ifugaos were doing it before,” said Dom Martin, showing a paenula (a cloak).

“Many of our weavers also used to weave in silk a hundred or so years ago but have now shifted to polyester because it’s cheaper,” he said.

The collection’s vestments includes the bunga sama design of the Yakan; the Langkit, which is the center panel of the malong (tube skirt) done by the Maranaos; the tinalak of the T’boli; the dagmay of the Blaan; the embroidery of the Talaandig; as well as the rich colors of the Ifugao and other tribes in the Mountain Province.

“These are all products of my research which brought me to 20 weaving centers across the country,” said Dom Martin. “I was also doing product design because weavers, if their products are bought cheap, would stop weaving. This is progress enhancing culture. It is not bad to take inspiration from something and use it and develop it with different technologies.”

Dom Martin showed the bunga sama design done in a one-color weave, something which the Yakans did not do before since they thought the design won’t show with this method. The result is an elegant vestment -- the design is subtle but the entire robe is rich in texture.

All of the vestments’ colors were dyed the natural way -- using the yellow ginger of the Ifugaos, the guava for the caramel brown of the Blaan, the traditional three colors of the Tingguian and other ancient dyes quickly fading away with the use of commercial synthetics.

Unique

The vestments, the product of one and a half years of research, however, were not for commercial purposes. The designs have not been reproduced beyond the vestments on display.

“Except for one vestment, which was requested by the Cardinal of Los Angeles,” explained Dom Martin.

“They sponsored all our exhibits in the US and we couldn’t possibly deny the request. The purpose of the exhibit was to show to foreign anthropologists that the Philippines has original designs contrary to what they are saying that we are heavily using Spanish and other Western designs.”

Some of the vestments on display are also used during special masses.

Although sad that he cannot pursue this interest any further as there were only eight monks to manage the entire monastery’s complex, Dom Martin is glad that his greatest work would continue to be an inspiration for Philippine culture.

CDO-Dahilayan 55k Ultramarathon, 9 JULY 2011

When will you join an ultramarathon? I can’t count anymore how many times I’ve been asked that question. And, honestly, I never felt compelled to give a specific race for an answer.

First of all, I’m not in a mad rush to reach ultra distance. I’ve been quite fulfilled running my favorite 21ks and challenging myself with a 42k every now and then. Secondly, I am a bit choosy about my first ultramarathon. For the longest time now, I’ve had the following conditions for my first ultra:

1) Scenic and surrounded by nature
2) Off-road
3) Safe (traffic-free)
4) Fun (relaxed, nothing too serious, and among good friends)

I planned on shooting for my first ultra abroad, forever envious of Rick’s ultramarathon adventures. But, after a brief trip to Cagayan de Oro City last Saturday where I was invited by Circle Productions to give an inspirational talk on running at SM CDO, I changed my mind…

CDO-DAHILAYAN 55K TRAIL ULTRAMARATHON

Our hosts, Francis Velasquez and Jeffrey Ang of Circle Productions, are the organizers behind The CDO-Dahilayan 55k Trail Ultramarathon, which takes runners from Cagayan de Oro City to Bukidnon.

IT’S TIME

As with many things in life, I wasn’t looking for this one, but it just appeared out of nowhere. And, I think it’s the one!

So, after I viewed the route and before I left Dahilayan Park, I was 97% sure I was going to sign up for this as my first ultra. Then, I received a little surprise after our talk in SM. Francis and Jeff presented us with a little gift: a complimentary race pack for the Cdo-Dahilayan Ultramarathon. Thanks Circle Productions! It upped my decision to 98%!

MALAYBALAY CITY — Participants to the Bukidnon Watershed and River Basin Forum here have endorsed afternoon the formal and immediate appointment of Dr. Juan Romeo Nerius “Neric” Olaivar Acosta as the secretary of the Department of Environment and Natural Resources.

In their Bukidnon Watershed and River Basin Forum Resolution of 2011, drawn up at the closing ceremonies of the two-day forum at the Bukidnon State University (BSU) auditorium, the participants expressed confidence that the 18-point proposals/recommendations raised will be addressed and implemented by the Environment department only when Acosta is at its helm.

“And finally, in order to implement to above-mentioned concerns, to immediately appoint Dr. Juan Romeo Nerius O. Acosta as the Secretary of the Department of Environment and Natural Resources,” the resolution said Thursday formal and official endorsement of Acosta by various sectors was the second in Northern Mindanao.

The first endorsement of Acosta was in March 23 when President Benigno Simeon “Noynoy” C. Aquino III engaged the region’s civil society organizations in a dialogue at the Pilgrim Christian College auditorium.

During that dialogue, the CSOs told Aquino that Acosta will be a big asset to his administration’s thrust of protecting the environment. Acosta, who wrote Aquino’s “Green Agenda,” is a member of the Board of the Earth Council of the Philippines. He also served as lead convenor of The Philippine Climate Imperative, an initiative that aims to engage the private sector in drawing up a proposal that will address the issues of climate change.

He is also a Board member of the Population, Health and the Environment (PATH) Foundation, an active member of the Partnership for Clean Air-Philippines, and the founding director of E-LEAD [Center for Ecological Governance, Leadership and Development].

Acosta, who served as Bukidnon congressman representing the first district, is the principal author of such landmark pieces of legislation such as R.A. 8749 (Clean Air Act) and R.A. 8978 (Mt. Kitanglad Range Protected Area); R.A. 9275 (Clean Water Act); R.A. 9072 (An Act to Manage and Protect Cave Resources and for Other Purposes); R.A. 9147 (An Act Providing for the Conservation and Protection of Wildlife Resources ); and R.A. 9168 (An Act Providing Protection to New Plant Varieties, Establishing a National Plant Varieties Protection Board and for Other Purposes).

He is also one of the major authors of R.A. 9003 or the Ecological Solid Waste Management Act

Hi guys, I plan on going to Camiguin next week. But I'm on a tight budget. I was wondering what's the best way to get around the island without having to pay for the expensive tour packages. I'm the adventurous type so if I can commute to get from one destination to the other around the island I'd do it. Are there any jeepneys or tricycles? Or if I hire a jeep for personal use for one day, around how much will I pay? I'd greatly appreciate any of your help. Thanks and more power!

No baptism, no walk down the aisle without first planting trees
By Walter I. Balane | Thursday| August 19, 2010 | Filed under: Environment, Top Stories

VALENCIA CITY (MindaNews/18 August) — Parents who wish their children to be baptized and couples applying for a church wedding are required to plant trees before they may receive these sacraments, Fr. Noel Suarez, parish priest of the San Agustin parish here said.
Suarez told MindaNews Wednesday the move aims to align the church’s mission of spreading the faith with current realities affecting the environment.
He said church rites must be able to also serve the earth where the “faithful” live amidst the growing threat of climate change.
He said parents are required to plant at least three trees before chapel officials endorse the application for baptism to the parish office for scheduling.
Both the bride and the groom are also required to plant three trees for each other as a sign of love.
Suarez explained the three trees stand for “I love you” to symbolize the parents’ love for their child and the couple’s affection for each other.
He said the parish preferred fruit trees because “it is harder for the residents to cut down a fruit-bearing tree than a tree meant for lumber,” he said.
Besides, he said, most parents and couples who are faithful to their vocation would want to see the trees grow as a remembrance of their love.
Suarez said they are using the basic ecclesial communities (BECs) to verify if the trees are indeed planted and taken care of.
The practice is generally observed only in Valencia City not in the entire Diocese of Malaybalay.
But Suarez clarified that the priests in other parishes are implementing their own ways of showing concern for the environment.
He traced his inspiration for the practice to the anti-logging protests in Bukidnon in the late 1980s initiated by the people of San Fernando town.
Suarez was ordained by then Bukidnon bishop Gaudencio Rosales in 1988, at the height of the anti-logging protests.
After the Department of Environment and Natural Resources imposed a logging moratorium in the province, Suarez was among 45 priests of the diocese who were deputized as forest guards.
Threats to the environment are still haunting us, Suarez said.
He said he also imposed the planting of trees in his previous parish assignments – Salawagan in Quezon town, Cabanglasan town, and Pangantucan town.
But he cited that the faithfulness of the church’s community leaders and the priests who replaced him in continuing the practice is a challenge. He said he can only trust them to be sincere in their duty to God and his creation.
“The idea that we plant is already something, we have something to look up to for the future of the children. But if we plant nothing today, that’s another thing,” he said.
Aside from its environmental thrust, the church is also implementing “FAITH” or “Food always in the home” gardening project through the BECs, he added. (Walter I. Balane/MindaNews)

DropZone soon at Dahilayan
Posted by Damarre on Jul.05, 2011 in Proposal, Tourism
http://www.cagayandeorodev.com/wp-content/uploads/2011/07/bot.jpg
Cable TV pioneer Engr. Elpie Paras again reiterated in his facebook account the putting up of DropZone, another adrenaline rush thrill ride amid the rising popularity of his Dahilayan Aventure Park.

In my post last February (LINK (http://www.cagayandeorodev.com/?p=9691)), I mentioned that DropZone is a base jumping simulator as announced by Engr. Paras. However, in his recent wall post in his FB account, pictures below show Engr. Paras trying out the Sky Coaster at Six Flags, a known chain of theme parks in the US.
http://www.cagayandeorodev.com/wp-content/uploads/2011/07/drop.jpg
In my opinion, this version is much safer than the base jumping simulator. In Sky Coaster, riders in groups of 1 to 3 are winched to the top of a launch tower and then dropped towards the ground, swinging from a cable tether back and forth until brought to a rest. Sky Coasters can range from 100–300 feet (30.5–91.4 m) in height.

Well, whatever the final DropZone will be, it’s still going to be quite an adventure…to the max!

Camiguin aims first-rate service delivery in tourism sector
by Jorie C. Valcorza

CAMIGUIN, Mambajao, July 5, PIA -– As one of the top tourist destination in the country, this small paradise island in the northern tip of Mindanao is pushing for first rate service delivery to continually lure tourists and enliven its economy.

An ideal getaway island for many, with its pristine waters, striking wonders, and serene environment, the island-province has continued to entice local and foreign tourist year after year.

With this, the provincial tourism office not only ensures infrastructure development but likewise looks into the service industry.

Provincial Tourism Officer, Candice Naomi Borromeo believes that improving the capacity of service providers can greatly contribute to their capacity to attract more tourists.

“Sometimes we need to think out of the box, first-rate service delivery is a total treat for visitors - a great way of making them want to come back again and recommend is to their friends or rave about it on the internet,” she said.

Training people in the service and tourism sector tops the priority of the provincial government this year, as millions spent in infrastructure will mean less if not balanced by a good service delivery.

Borromeo cited that even big hotels, restaurants and cottages operators has to undergo this, together with other moderately priced small cottage industries which also starts to surface in the island to accommodate the heavy influx of tourist during peak seasons.

The Provincial Tourism Office has also professionalized the front liners composed of drivers, vendors, and porters.

They already have undergone several trainings as they are the immediate persons who serve as tour guides or the ones who often engage visitors to a chat, thus ensuring that they will be able to assists and give correct information.

Promoting tourism and offering world class tourist facilities and products are among President Aquino’s priority agenda.

Camiguin Governor Jurdin Jesus Romualdo has likewise instructed tourism officials in the province to identify or develop new tourist spots or products to market as he also encouraged strong public-private cooperation. (PIA 10)

Southern Bred Wagyu Beef at The Fireplace

http://www.malaya.com.ph/july21/images/liv6.jpg

THURSDAY JULY 21, 2011

THROUGHOUT July, enjoy a satisfying melt-in-your-mouth experience as The Fireplace at Hyatt Hotel and Casino Manila introduces a new breed of Wagyu beef native to the Philippine province of Bukidnon.

Wagyu beef is famous around the world for its distinct marbling characteristics and buttery tenderness.

Bukidnon Wagyu evolved from pure Wagyu cattle imported from Australia and cross-bred with the local Brahman cattle. The resulting beef is exquisitely tender, with high levels of marbling, at a fraction of the price.

Discover what makes Bukidnon Wagyu incomparable to other prized beef of its kind as The Fireplace showcases its distinct flavour in a sumptuous selection of à la carte dishes, cooked to perfection in the restaurant’s signature wood-fired oven.

Indulge in Bukidnon Wagyu as it takes centrestage in such specialty dishes as Tournedos Rossini with Pan-Fried Foie Gras and Port Wine Sauce; Striploin with Herb-Butter Sauce and Fried Potato Wedges; and the chef’s recommendation, Peppered Tenderloin with Creamy Cognac-Pepper Sauce, Roasted Capsicum and Green Asparagus, just to name a few.

Camiguin – a mountain climber’s haven (http://www.goldstardailynews.com/life-style/5237-camiguin--a-mountain-climbers-haven.html)
Tuesday, 02 August 2011 00:00

MAMBAJAO, Camiguin - While most tourisst only see the isLand's great beaches, hot and cold spring waters or falls, the place has yet more to offer.
As its name suggest Camiguin or "the isLand born of fire", also gives great outdoor adventures and rare opportunities for the visitors to camp near its old volcano crater, as well, as experience crossing through the dense forest and springs, rich of endemic plants and animals. A four-hour upway trek to the summit of Mt. Hibok-Hibok when climbers jump off in Ardent Spring, another entry point is in Tibulid, Yumbing, still in Mambajao town which runs little farther, but taken by those who prefer to camp in for a night.

Roberto Rufino, Protected Area Superintendent and Officer-in-Charge of the Forest Management Service of the Department of Environment and Natural Resources (DENR) in the province, said visitors are discouraged to camp on the summit for their safety but are accommodated instead to an equally beautiful spot along Mt. Hibok-hibok's old crater, free to indulge on the majestic view of the placid crater lake.

Rufino said the crater is safe as its bed is compact, but still they discourage guests of dipping into the water in fear of unfriendly animals.
From the summit, where the mossy crater formed from its past eruption can be seen, you get a good view of the nearby White IsLand, Bohol Sea to the north and Macahalar Bay in Cagayan de Oro and Siquijor IsLand to the west.

Around its summit are several small craters filled with water, which experts say are really where the burning lava flowed and are now hardened into water containers with bowl shapes and formed into shallow lakes. Climbers are also advised to descend early in the morning before the clouds starts rolling and block the majestic view in the later portion of the day.

"Mt. Hibok-Hibok is now fast becoming a popular hiking destination in the isLand and is popularly known among foreign tourist, as almost half of them always go for the climb," Rufino said. He reminded interested climbers to secure permits from their office, adding that no visitors are allowed to climb on the area without guides. "It is important to secure permits and undergo basic orientation, especially, for the first timers and be provided with capable tour guides who are more familiar with the terrain," he clarified.

Meanwhile, Rufino noted that Mt. Timpoong and Mt. Hibok-Hibok are proclaimed protected areas under the National Integrated Protected Areas System and is officially called the Timpoong and Hibok-hibok Natural Monument. He also said Mt. Timpoong is a magnet to researchers, as numerous scientific researches were conducted here and have come to identify and fingerprint various endemic plants and animal species. In fact, the smallest known rodent is also found on its forest, Rufino added. pia

Bukidnon: possible venue for a football stadium
OCTOBER 3 (Sugod.com) – The Durian Post has reported that First Fruits Christian Academy (FFCA) of Valencia, Bukidnon is donating a four-hectare property as a site for a world-class football stadium in Mindanao through the help of Federation of International Football Association (FIFA).

However, according to the report, it is just one of the options available to FIFA who are also considering other locations in the region which includes Davao, Dapitan and Tagum.

Immigration to put up one-stop shop in Camiguin‏ (http://www.pna.gov.ph/index.php?idn=&nid=6&rid=379440)

MANILA, Oct. 15 (PNA) -- The Camiguin Island will soon have an immigration booth in time for the celebration of its annual Lanzones Festival next week, to serve as a one-stop shop for foreign tourists who will be visiting the island during the event.

According to BI commissioner Ricardo David Jr., aside from providing visa extension services, the one-stop shop, that will be held in the capital town of Mambajao on Oct. 20 and 21, will also entertain queries and disseminate information about the various services that the bureau will provide for the foreigners visiting the country.

“We hope that through this one-stop shop, foreigners who will join the festivities will be encouraged to frequently visit not only Camiguin but also explore other tourist spot in the Philippines,” David said, adding, aside for boosting local tourism, it also aimed to generate employment opportunities for Camiguin residents.

David said that the bureau was also considering the putting of similar one-stop shop in other places of the country that hold annual festivities, which attracts large numbers of foreign tourists.

BI boarding section chief Theodore Pascual said that personnel from the bureau’s computer section in Manila and the BI-Cagayan de Oro field office, including a payment assessor and cashier, would man the booth to provide visa extension services to foreigners.

Other agencies such as the Department of Foreign Afairs, National Statistics Office, National Bureau of Investigation, Professional Regulation Commission will also participate in the one-stop shop activity organized by the Camiguin provincial government. (PNA)

White Island in Camiguin (Photo by Rhonson Ng)
MANILA, Philippines -- The smallest island province in Northern Mindanao is shaped like a pear with its land area measuring only 29,187 hectares. An estimated population of only 75,000 locals ranks it the second smallest province in the Philippines. But this small wonder is filled with a rich historical past, and a territory replete with a pristine ecosystem, shaped from the natural course of volcanic movements.

This top tourist destination is home to seven volcanoes, and is basically volcanic in origin, making it a veritable hot spot of a location (locals refer to it as the “Island Born of Fire”). Volcanoes that shaped both land and culture of the people are Mount Vulcan, Mount Guinsiliban, Mount Timpoong, Mount Uhay, Mount Tres Marias, Mount Mambajao, and the most active, Mount Hibok-Hibok. A challenging trek to its peak will afford a panoramic view of Mindanao, Siquijor and Bohol.

To us, it didn’t matter whether or not seismic activity would happen as we neared the island. We were determined to explore soon as our eyes caught sight of it from the ferry we boarded on.

We booked our stay in advance at the Paras Beach Resort (www.parasbeachresort.com) as it was the Lenten season, and the island was filled with tourists out to have some quiet R&R with friends and family. The resort was an ideal location because it was only a short trip from Mambajao, its capital town, and just a three-minute ride by boat across the sea to the famous White Island.

This striking powdery white sand bar is usually first on the list to explore. Shaped like a parenthesis, it is entirely uninhabited, save for vendors with their makeshift roofs and umbrellas who offer to catch fresh seafood and cook your meals for you. From its backdrop rise Mount Hibok-Hibok and Mount Vulcan. Boats float on standby for rides, while parasailing is a frequent adventure for the more daring ones. The place is best for swimming, snorkeling and sunbathing, but you better lather the best sun protection you can find all over your body. It gets hotter as the sun rises midday.

At noon when the tide rises, though, most of the white isle is submerged by a couple of feet, so some tourists leave by that time. It didn’t bother us, as we ate grilled tuna and barbecue with the knee deep waters around us. Low tide came back later in the afternoon, as we waited for a glorious sunset to cloak the island in a muted, reddish glow.

The island tour is an educational experience as well as a feast for the photographer’s eye. Rent a jeepney or van and you can round up Camiguin’s best sites in a day.

The Cross Marker and Sunken Cemetery located in Bonbon, Catarman was once a community cemetery devastated and sunk by the 1871 volcanic catastrophe (Vulcan Daan) and is now marked and guarded by a large cross. What makes it an interesting dive site is the sunken gravestones you find underneath.

Built in 1623, the old Catarman or Gui-ob church (Cotta Bato) in Bonbon once stood proudly before it was devastated by the 1871 Vulcan Daan earthquake, wiping out a Spanish settlement dating back to 1697. What remained are the moss and vine-covered stone walls, belfry and convent as a lasting memorial to its Spanish era.

Katibawasan Falls cascades down at 76.2 m. (250 feet), one of the highest waterfalls in the country. The water is icy cold where it touches the rock pool surrounded by lush giant ferns, plants and shiny boulders from granite mountain walls. People come in for picnics and a cool, invigorating swim after a humid day. One has to descend into a stairway of more than 60 steps to reach the falls.

Other highlights of the Camiguin experience are the 14 Stations of the Cross (life-sized cement statues depicting the passion, death and resurrection of Christ are scattered across the old volcano slope), the Sto. Nino Cold Springs, Ardent Hot Springs and other falls that dot the island. Every October, the Lanzones Festival is observed with pride to celebrate the abundance of harvest of this sweet fruit.

For dive enthusiasts, a visit across the six-hectare mushroom-shaped Mantigue Island is a must. Merely a 30-minute boat ride away, the isle is endowed with a thick forest bordered by white sands and blue waters. A spectacular drop off showcases an underwater aquarium that will delight divers.

Philippine Airlines flies from Manila to Cagayan de Oro daily for an hour and 20 minutes. A cab from the airport will take you to the bus terminal at the Agora Market. Ride a bus bound for Balingoan town, where a ferry boat travels for an hour to Camiguin. The Benoni Wharf and Guinsiliban are two points of entry to the island. Ferry boats are on hourly schedule, and some visitors opt to take their vehicles across the sea for convenience (but more expensive).

Don’t leave Camiguin without buying a souvenir item from its long stalls of inexpensive stuff sold and created by the locals themselves. There are trinkets, bracelets and necklaces that are unique and ethnic-inspired perfect for pasalubongs and for personal use. As one sign board puts it, “COME AGAIN SOUVENIRS.” ---a brief but exact description for an enchanting island you would like to revisit soon.

MALAYBALAY CITY (MindaNews/14 July) – Due to the five-percent shortfall in the national revenue in 2009, which is the basis for the computation of the internal revenue allotment (IRA) for 2012, local government units in Bukidnon will lose a total of about P213.8 million, according to a memorandum circular released recently by Budget and Management Secretary Florencio B. Abad.

Iligan City Mayor Lawrence Cruz, meanwhile, also complained that IRA would be further reduced because of the Supreme Court’s final ruling on the creation of 16 new cities, including 6 in Mindanao .

This year, Bukidnon – including its 2 cities and 20 municipalities – received a total of P4.486 billion. But due to the cut, they expect to receive P4.272 billion next year, a reduction of 4.77 percent.

MindaNews obtained a copy of the list of reductions Wednesday from Concessa B. Gamao, budget consultant of the Sangguniang Panlalawigan.

Gamao, previously head of the provincial budget office, said the reduction usually means a freeze on salary increases.

But Cruz said that budget cuts could affect administrative operational costs, development program agenda, maintenance of facilities, hiring of employees and allocation of benefits for regular employees.

He said he consequentially tightened budget for projects and festivities in the last two years, especially that the city need to regularly pay loans from banks incurred for Iligan’s water system development and solid waste management.

This year, Iligan City allocated nearly P72.9 million for debt servicing and interests fees.

The Provincial Government of Bukidnon, which received an IRA of P1.311 billion in 2011, will expect to get only P1.249 billion or about P62.265 million less.

Malaybalay City will receive P36.9 million less next year. From P765.9 million in 2011 to P728.9 million in 2012. Furthermore, Malaybalay expects to lose P60 million due to the creation of 16 new cities.

Valencia City, which received about P592.8 million in 2011, will expect to receive only P564.3 million next year, or about P28.6 million less.

Bukidnon’s 20 municipalities, with a combined IRA of P1.815 billion this year, would end up getting P1.729 billion in 2012.

According to Section 284 of Republic Act 7160 or the Local Government Code, LGUs shall have a 40 percent share in national internal revenue taxes “based on the collection of the third fiscal year preceding the current fiscal year.”

The DBM showed that tax collections in 2007 reached P699.7 billion; P761.95 billion for 2008; and P720.54 billion in 2009.

“The smaller [IRA] … for fiscal year 2012 is due to the sharp decrease of revenue collections in 2009 due to the global economic slump as well as revenue-eroding measures passed at that time,” the DBM said in a press statement published in its website, www.dbm.gov.ph.

The DBM encouraged LGUs to align their programs, projects and activities to the five priority areas under the social contract agenda of the national government.

“The National Government can co-finance LGUs’ critical development projects such as school buildings, rural health centers, infrastructure that supports agriculture and tourism, and other endeavours consistent with the Social Contract,” Abad said. He noted that each LGU is mandated to appropriate at least 20 percent of its IRA for development projects. (Walter I. Balane with reports from Violeta M. Gloria /MindaNews)

Korean researcher eyes Bukidnon as ‘honey paradise’
By Walter I. Balane | Saturday| November 5, 2011 |

MALAYBALAY CITY (MindaNews/4 Nov) – Lee Jong Hyuk, a Korean volunteer engaged in research in the honey bee industry, has opened a demo farm in the site of the defunct Bukidnon Resources Co., Inc. (BRCI) in Dicklum, Manolo Fortich, Bukidnon to help boost the province’s honey bee industry.

Lee, accompanied by provincial agriculturist Alson Quimba, identified himself as a “private researcher of honey bee production” who has lived in Mindanao since 1993.

He said in his PowerPoint presentation before members of the Sangguniang Panlalawigan Thursday that the province can be a honey paradise. He is requesting the board to allow him to use a space in the site for a year to conduct his adaptability and development research in the demo farm.
