Glad to know that Vietnam has a fast growing and strong housing and construction sector. I'd love to see more build up of highrises in the central business district though.

I was wrong with this building (Larkhall Savico). It has 43 floors. It contains two tower, one for offices, and one for apartments.

ASC-An Phu to develop high-rise building

(SGT-HCMC) ASC-An Phu Development Co. will spend VND100 billion (US$6.4 million) developing an office and apartment building in HCMC next year.

The 17-story building will cover 2,000 square meters at 117-119 Ly Chinh Thang Street, District 3, where a hotel and the ASC-An Phu, AA Corporation and HCMC Handicraft and Wood Industry Association offices are located at the moment.

Construction on the planned building will take around 20 months to complete.

Vo Thanh Hung, director of ASC-An Phu, told the Daily yesterday that his company had completed the procedures to buy the right to use land at the site.

The property developer has got approval from the Service of Zoning and Architecture for the design of the building.

The first and second floors of the building will be used to provide office space and 80 fully-furnished apartments on the remaining 15 floors will be for lease or sale.

The company has yet to announce space and apartment rents. The price of apartments will be some
US$1,500 per square meter, much higher than average market levels, Hung said.

"We will earmark most of the 80 apartments for lease to foreigners working in the city," Hung said, adding ASC-An Phu had done good business with the leasing of villas to foreign expatriates in the past two years.

"The company's 200 villas in District 2's An Phu have been leased out. Many of the villa tenants want to switch to leasing apartments to cut accommodation costs," he said.

This has prompted us to proceed with the new property project on Ly Chinh Thang Street.

ASC-An Phu - an import-export arm of the Central Financial Management Commission, has been involved in the real estate field in the past three years.

Upgrade of Treasury office starts

(SGT-HCMC) The State Treasury yesterday commenced work on a project to upgrade its HCMC branch and, at the same time, develop a 12-story building next door.

The branch at 37 Nguyen Hue Boulevard, District 1, is too old to be safe since it was built in 1900 and used to be a treasury office during French rule, said branch director Nguyen Thi Nhon.

It needs to be upgraded but its French architecture will remain unchanged.

The 12-floor building will have a design harmonizing the neighborhood, which is home to many high-rise buildings.

TheVND81.8-billion(US$5.2million)project is expected to be completed by January 2006.

Vietnam Construction & Import-Export Corp. (Vinaconex) is the project contractor.

The city Treasury office temporarily moves to 3 Ba Thang Hai Street, District 10.

Japan propose building metro system for city

(SGT-HCMC) The Railway Bureau under Japan's Ministry of Infrastructure and Land has sought HCMC's consent to build the metro system linking downtown Ben Thanh Market with the outlying Thu Duc District, a bureau official said.

In a meeting with the city's Urban Metro Preparation Unit yesterday, the deputy director of international affairs of the Japanese bureau said he needed the written consent from HCMC authorities as a legal basis for the bureau to seek capital from the Japanese Government.

Inomata Hiroyuki, who is also head of the Japanese mission visiting HCMC, said they chose the Ben Thanh-Thu Duc route since this section was part of the master plan on communication development for HCMC prepared by JICA.

The master plan was made by experts of the Japan International Cooperation Agency in the past two years and has been submitted to the city government for consideration.

It highlights the need to build the Ben Thanh-Thu Duc metro system before 2010.

The working meeting yesterday was the second one of the Japanese mission in HCMC after the first one with HCMC vice chairman Nguyen Van Dua the day earlier.

Do Tien Luc, head of the Urban Metro Preparation Unit, supported the project, and said he would requested the city government to issue its approval soon.

The unit will also provide all necessary information relevant to the project to the Japanese side, Luc said.

He added a mission from HCMC will attend a conference on metro development in Japan on August 25, and the two sides will converge together for further discussion on the city's metro project.

According to the master plan prepared by JICA, the Ben Thanh-Thu Due route is part of the 29-km long urban mass railway traffic corridor linking Ben Thanh Market with Bien Hoa City in Dong Nai Province.

This corridor will include both the underground railway route and bus routes.

In the Japanee mission there were also representatives of Mitsubishi Heavy Industries and Sojitz, the two Japanese companies that have sought to prepare the feasibility study for this metro system and to act as the project investors.

Fluid Tech Australia received in principle agreement to build a plant in HCM City to incinerate solid waste and generate electricity on Tuesday.

Nguyln VSn Dua, vice chairman of HCM City People's Committee, has told the Australian company to submit the project to the Ministry of Planning and Investment for an investment licence.

The plant, which would be located in CO Chi District, would be able to treat 1 ,200 tonnes of rubbish per day

Condominiums in Ho Chi Minh City have been in high demand for the last two months, despite the fact that prices have gone through the roof.

Over the past two weeks, Ms. Kim Loan from the Central Highland province of Lam Dong has been trying to find a condo in the city for her daughter, who is to start university next year.

A real estate agent showed her a 364-million VND condo at the An Loc Apartment Building in Go Vap District and another in Binh Thanh District at nearly 1 billion VND.

“Possibly I will choose the one in Go Vap District, a 64-square-meter condo with a living room, a bedroom, and a bathroom,” she said.

An Loc, a newly built 12-storey apartment building, is about to be put into service. Most of its condos are already sold, but some owners will transfer ownership for those willing to pay a few dozen to a hundred VND million higher, according to property companies.

Following the increased demand many condominiums, particularly high-quality ones, have been constructed in the city. In mid-September, a nine-storey apartment building comprising 174 condominiums and covering an area of over 4,600 square meters in Thu Duc District was inaugurated. Up to now, 110 condos have been sold at 6.5 million VND per square meter.

Meanwhile, construction of a high-quality 18-storey complex in Binh Thanh District just began recently. Each condo will be 80 to 93 square meters in size, with three bedrooms, two bathrooms, a kitchen and a living-room, with a price tag of 780 to 945 million VND.

However, these prices are far less than those in the city center. A My Vinh condo in District Three is selling for US$ 137,000. Forty-four of its 62 units have already been sold although construction of the building itself will not be completed until next year, reported its investor Thao Loan Co., Ltd.

Thao Loan Co., Ltd. is also building another first-rate 12-storey complex in District Three. The price of each unit will range from $US 150,000 to 170,000.

The demand for condos is on a sharp increase, commented Le Quang Hang, Deputy Chief Executive of the Hoang Quan Real Estate Co., Ltd. Therefore, the firm is planning to build more condos in the near future. The Hoang Quan Company targets young customers who are interested in condos because they are affordable, Mr. Hang said.

High-quality condos have sufficient family conveniences, a nice environment and good security conditions, explained Deputy Director of the Asia Commercial Joint Stock Bank Real Estate Supermarket Vo Dinh Quoc. Also, most of these properties are located in the city center, he added.

But in fact, the Vietnamese do not really like living in condos, Mr. Quoc noted. They consider it as a temporary place before moving to a private house, he said.

A stalled project to build a skyscraper in Ho Chi Minh City is slated to get off the ground early next year, said a source from the project's developer Larkhall-Savico joint venture.

"Preparations for the long-delayed project are fast-tracked now. If things are okay, construction on the 43-storey building in the city downtown will resume early next year," Cheung Shuet Fei, general director of Larkhall-Savico, confirmed.

"We've decided to resume the project because of the recent upturn in the city office and residential leasing market. We hope this project will satisfy the ever-increasing demand for luxury offices and apartments," he added.

The project will cost an estimated US$95 million to build. Hong Kong's Larkhall will hold a 70% stake while local partner Savico will contribute the remaining 30% in land use rights on the 4,500-square-metre site.

The partnership was licensed in 1996 to develop a hi-rise office and apartment building standing 43 storeys high in downtown District 1. However, partners were forced to postpone construction due to the Asian economic crisis in 1997.

Savico, a state-owned company under the umbrella of Ben Thanh Corporation (Sunimex) that recently went public, then used the site, which is flanked by major boulevards Nguyen Hue and Dong Khoi, for shopping malls and restaurants.

"The site is now being cleared for the project. This work should be finished by mid-December so that construction on the project can proceed according to schedule," said Fei.

To suit the property market, Fei said there were some changes in the project's original design, but the number of storeys will remain unchanged with 43 storeys.

The Larkhall-Savico would become the tallest building in Ho Chi Minh City, shadowing the 33-storey Saigon Trade Centre, the city's current tallest hi-rise. Design of the building made by a group of Hong Kong's most experienced architects has recently been completed.

"Contractors for piling, foundation and construction will be chosen in two or three weeks," Fei said.

The Larkhall-Savico building, slated for completion by 2007, will also provide 118 high-end apartments and auxiliary facilities including shopping malls, hotels, retail, and restaurant outlets.

A foreign company will be chosen to build a road linking Tan Son Nhat airport with the outer beltway in the outlying Thu Duc district to help ease traffic congestion around the international airport in Ho Chi Minh City, a city official said.

The city government will next month submit a plan to the central Government seeking approval for choosing the foreign firm as contractor for the cost-extensive project.

The official said that the road would start from the airport to Binh Loi east of the city and on to Thu Duc district. The HCM City Department of Communications and Public Works has been told to supply relevant information required by the investor.

While the contractor's name has yet to be announced, the likely contender is LG Engineering & Construction, which had a meeting with the city government in August over this project as well as several other infrastructure projects in the city.

LG at the meeting sought the city's permission to develop the road, build a commercial-residential complex in District 1, and develop a new urban zone in the outlying district of Nha Be.

Another source said the Department of Communications and Public Works and the Republic of Korea's company held a meeting on Monday on the project to build the road, which is aimed to improve traffic for the airport.

Until now, Nam Ky Khoi Nghia and Nguyen Van Troi streets are virtually the only route for traffic flow to and from the airport, and this route is suffering from constant traffic congestion. No updated cost estimate for the new road project is available, but an old project to build the same road put the total cost at around VND2 trillion, or over US$130 million.

The Korea National Housing Corp. (KNHC) is seeking guarantees from either the State Bank of Vietnam or the Ministry of Finance for a US$900-million project to build 60,000 apartments in Ho Chi Minh City for low-income people.

Lee Ho-weon, general manager of KNHC's representative office in HCM City, said KNHC planned to sell the completed project to the Saigon Real Estate Corporation (Resco) of Vietnam, which will contribute land and some of the project's initial capital.

KNHC has submitted a petition to HCM City vice chairman Nguyen Van Dua asking for guarantees in case the State-owned Resco defaults on its payments and does not take over the project, he said.

"We need State guarantees that we will get back all of the money in time to minimize our investment risks," he said.

City leaders said they supported KNHC but said it might take months to get reply from the State Bank of Vietnam or the Ministry of Finance.

Lee said his company planned to cover all construction expenses for the low-income housing units.

When buying the completed project, Resco will have to pay 30% in advance and the rest in long-term installments.

A freshly formed Vietnamese company has taken over the site and foundations of a planned hotel by the Saigon River to build a shopping mall and apartment and office tower, a source said.

The buyer is a VND500-billion joint venture involving the Saigon M&C Real Estate Company with a 60% stake, the Saigontourist Holding Company with 30% and the Thu Do Land Company with 10%.

Originally, the 6,000sq.m site near the Thu Ngu flagpole on Ton Duc Thang street belonged to the Cot Co Thu Ngu Company, a US$25-million 75:25 joint venture between France's Feal International and Saigontourist.

In 1997, just after the hotel's foundations were laid, the Asian financial crisis broke out and put what was hoped to be a temporary hold on the project. A lack of capital has left the site dormant ever since.

The new owners estimate the cost of the mall and 40-story tower at VND1 trillion. Each apartment will have three bedrooms and range in size from 150 to 200sq.m.

The project has been submitted to the Ho Chi Minh City People's Committee, and is waiting for the final approval. The project owner anticipates construction starting early in 2005 and taking three years.

The off-the-plan apartment prices will be announced after the project is approved. Buyers will be able to make their payments over three years: 40% in the first year and 30% in each subsequent year.

American architectural firm Sasaki Associates Inc. presented on Tuesday its master plan for a new urban centre to be located on the Thu Thiem Peninsula across the Saigon River from downtown Ho Chi Minh City.

David McIntyre, principal of Sasaki, told Ho Chi Minh authorities that the proposal calls for 14 different kinds of use on 737ha of land.

Le Thanh Hai, chairman of Ho Chi Minh City's People's Committee, said construction will begin next year on several commercial centres.

Hai said while it took Phu My Hung Corporation 10 years to transform a swamp area in District 7 into the modern Saigon South development, it will take the city 20 years to complete the Thu Thiem urban centre.

"We are financially capable," Hai said, adding that land-use rights for some areas of land in Thu Thiem may be auctioned next year to raise capital.

Thu Thiem Peninsula, which is 300 metres from District 1, is now home to 40,000 people.

Construction, which will be done in four phases, is expected to be completed by 2025.

The much-awaited Thu Thiem Bridge will be built during the project's first phase of construction, which will cover 350ha.

Sasaki's land-use plan calls for residential housing, multi-storey office buildings, a convention centre, sports centre, museums and educational facilities, he said.

Commercial areas will be located near the main highway that parallels the Saigon River, and administrative and government offices will be located along the East-West Highway.

Schools and other public institutions will be situated in residential areas.

Public parks and natural wetlands areas will take up about one-third of the space of the peninsula, which is located in District 2. Parks will line the 8.5-km river banks and canals in the area.

By 2020, some 130,000 residents are expected to live in Thu Thiem while some 350,000 will work in the area, according to Sasaki's report.

Thu Thiem will be divided into five zones: a central zone, a multi-functional zone along the East-West Highway, a northern residential zone, an eastern residential zone, and a swamp zone to the south.

The central zone, which will become a commercial and financial centre, will house multi-storey office buildings, a convention centre, and a central plaza and public park. This area is expected to be complete by 2010.

The central zone is expected to employ the largest number of people and house 40,000 residents.

The so-called swamp zone to the south will eventually house a botanical garden, an aquatic park, a sports centre, an arena and a resort hotel.

The existing mangrove swamps in the area will be preserved as part of the cultural heritage of Thu Thiem and Ho Chi Minh City.

Public transport will include a subway line and station in the central zone, and bus and waterbus services that would link the area with District 1.

Five bridges over the Saigon River will be built, including the Thu Thiem and Ton Duc Thang bridges, a bridge to link the peninsula with district 2, and another to connect the area with District 7.

A pedestrian bridge over the river will link Me Linh Square in District 1 with Thu Thiem.

The eastern residential zone and most of the central zone will be built during the first five-year phase.

The second phase, from 2010-2015, will develop 180ha of the central zone and the multi-function zone along the East-West Highway.

The third phase from 2015 to 2020 will develop 87ha, and the fourth phase from 2020 to 2025, 120ha. (VNA)

Concept

SaigoMax - The Saigon Entertainment World - shall become the main modern entertainment landmark of HCMC and its surrounding provinces. The 47 hectare park is within minutes from the city center. In close proximity to a main highway, its location is also ideal for out-of-city visitors.
SaigoMax shall be a uniquely designed adventure and entertainment park with a significant educational focus, and a family and youth orientation. The park shall comprise a large palette of attractions and exhibits, grouped in five main sections: SaigoMax Plaza, TechnoMax, ShowMax, RideMax and SplashMax. All elements are embedded in a tropical garden-like setting with lakes, creeks and a small mountain. Individual attractions and recreation facilities shall have a common design theme and 'feel'. This park costs 220 mil $.

Project Status

The SaigoMax project was initiated in 1997 by IMA (Jersey) Ltd, an international project development and finance company. In the first years, IMA undertook detailed project initiation, mainly involving research, licensing, and concept design. IMA continually expanded the project and invited partner firms that would ideally contribute to the development of SaigoMax.
Since 2002 SaigoMax is a portfolio company of Asia Leisure Industries Holding (S) Pte Ltd, a financial investment company focused on the leisure industry. A group of leading firms have been assembled as Core Participants for the implementation of SaigoMax. The project is managed by Maxmakers, an internationally active management services company focused on the venue-based entertainment market. SaigoMax enjoys the full support of the relevant Vietnamese Government authorities.
Financial feasibility has been extensively examined and is today established. The chosen legal and financial structure optimizes both operational and tax parameters and is attractive for investors. Credit Suisse First Boston (CSFB) has been mandated as SaigoMax' investment bankers and financial advisers.
A detailed implementation plan is currently being executed. SaigoMax is scheduled to open its doors in 2006.

SaigoMax Plaza

Starting at the main entry gates of the park, SaigoMax Plaza is the main hub and entry point of the park. The Plaza square is designed in the form of an Italian piazza. From here, all other SaigoMax sections can be accessed.
SaigoMax Plaza hosts many restaurants, cafes, bars, and clubs, as well as a number of shops. Especially during evening hours, street performances and similar attractions offer entertainment. Access to the Plaza is free for all visitors with tickets to other park sections. Plaza visitors also have complementary access to a romantic float ride on the main pond of the park, as well as access to some of the recreational garden areas.

A key SaigoMax section is ShowMax - which stands for theatre, movie, music and other performances. While there is rapidly increasing demand for international entertainment content in Vietnam, existing offerings are limited in scope and quality.

SplashMax

SplashMax shall be one of Asia's most sophisticated water parks, bringing "refreshing" fun and excitement to the whole family. The SplashMax concept combines sporty activities with plain open-air fun.
Grouped around a huge wave-pool and several children's activity pools, there are a number of water-slides and "river- and raft-rides", some equipped with a variety of partly interactive elements, such as sprays, jets, waterfalls as well as optical and electronic fun-components.

The Saigon Jewellery Company (SJC) is making preparations for the reconstruction of the Saigon International Trade Centre (ITC), which was destroyed by a fire in October 2002.

The new building will be two 40-storey twin towers erected at the site of the former ITC in HCM City’s District 1. The 50 million USD project will include a basement, an 8,000 sq.m. trading floor, more than 200 hotel rooms and 115 luxurious apartments.

It will be home to the country's biggest gold trading centre.

The former ITC was a jewellery and precious stone trading centre in the city.

Work began on Saturday on a project to upgrade major infrastructure facilities in 3 3 poor residential areas in the Tan Hoa-Lo Gom canal basin in HCMC.

The water supply and drainage systems, embankments and sluices in these areas are deteriorating fast and exposing local residents to heavy environmental pollution.

Nguyen Hoang Nhan, director of the management unit of the HCMC Urban Upgrading Project (HUUP), said this was the first of the six components of the World Bank-funded HUUP.

In the first phase (December 2004 to June 2005), priority will go to improving the environment in heavily polluted areas of Tan Hoa-Lo Gom in districts 6, Tan Binh, Binh Tan and Tan Phu.

The second phase will begin in 2005 and continue upgrading infrastructure in 15 districts outside the basin, as well as building water supply systems and wastewater treatment facilities in the Nhieu Loc-Thi Nghe canal basin.

"The project aims to upgrade infrastructure, protect the environment and improve the living standards of local people, especially for the poor," Nhan said.

Nguyen Van Dua, vice chairman of the city, said the canal side dwellers would no longer endure the foul smell from the polluted canals after they were cleaned up.

The work which requires VND203 billion will also help reduce flooding in these areas and inturnreduce environmental pollution and waterborne diseases, Dua said.

Dua added the second component of the project would be to complete the drainage and sewage systems in the Tan Hoa-Lo Gom basin and other areas and the third component to build new residential areas in Binh Chanh, with more than 2,700 houses, which will start in the first quarter of next year.

The city government will establishaUSSl 1 million credit fund to provide loans for 10,000 poor families in these areas within 10 years to assist them to repair their houses and improve their incomes, Dua said.

The Sai Gon Zoo and Botanical Gardens is expecting permission to open bidding for the design of a safari park in the suburban district of Cu Chi.

The zoo's director, Nguyen Thi Hien Luong, said the 500ha safari park would receive financial support from the Government to buy animals and develop infrastructure.

Although the zoo received 600, 000 visitors this year, business continues to lag with attendance increasing only two per cent year-on-year.

Construction on a tunnel under the Saigon river and a new Thu Thiem road, part of Ho Chi Minh City's East-West Highway and Water Environment project, is planned to kick off on Jan. 29.

The contracts for these works, which are estimated to cost 2,083 billion VND in total, were signed in Ho Chi Minh City on Tuesday by the Management Board of East-West Highway and Water Environment Project and representatives of Japanese collaborative contractors- Obaysashi Corp and PS Mitsubishi firm.

Obaysashi & PS Mitsubishi will build a 2.2 km tunnel with six lanes separated by an 80cm-wide divider in the middle. Other features include emergency exits, a lighting system, sewage and ventilation systems and an intercom system.

Once completed in December 2007, the tunnel will become the largest of its kind in Southeast Asia.

Also signed on Tuesday was another contract to build a 13.4-km road running from District 1 to Binh Chanh District and expanding the cannal-side road. This second contract is worth 1,407 billion VND.

The East-West Highway and Water Environment Project is aimed at establishing a 21.89km road running through the city, including the tunnel under the Saigon River.

It encompasses improvement of water sanitation conditions for residential areas along the canals in the city and the building of new residential areas for households that will be affected by the project.

Investment for the project totals 9,864 billion VND, of which 6,394 billion VND comes from the Japan Bank for International Cooperation's loans and the remaining funds from the City's budget.-Enditem

Construction of the US$20.5 million Cantavil Apartment Project kicked off yesterday under the direction of the Dae won Thu Duc Housing Development Company.

The company is a joint venture between the Thu Duc Housing Development Joint Stock Co and the Korean Daewon Group, which are each contributing 40 and 60 per cent, respectively, to the project's registered capital of US$10.3 million. The apartments are situated on almost ll.000sq.m. of land in District 2.

After it becomes operational in two years, the apartment complex will include three buildings, each with 405 apartments of between 75-150sq.m. The buildings will boast gymnasiums, health clubs and swimming pools, said Executive Director Hwang Kyu Chul.

The joint venture has already developed custom apartment models for prospective customers and official purchasing began yesterday.

Le Chi Hieu, chairman of the Thu Duc Housing Development Company, announced that around 30 per cent of the apartments had been purchased.

The apartments were designed by a team of Vietnamese, Korean and French architects.

Cantavil is Daewon's first real estate project in Viet Nam. The company is now developing three additional projects in HCM City Ha Noi and Da Nang.

The Ministry of Planning and Investment has given Hong Kong's Nanjing Overseas Engineering Co a license to establish an affiliate to build apartment buildings for low-income people - the first foreign owned project in this field.

Under the license, the company will invest $80 million to construct buildings of five to 15 floors on 38ha in District 12. Investors expect to offer some 5,000 apartments. Construction will begin in three months.

Ho Chi Minh City officially began construction of the East-West highway, its largest-ever transport facility project worth about 9,864 billion VND (626 million USD), on Monday.
The 22-kilometer highway, due to open in 2007, will run along eight districts in the city. According to the project engineers, the facility will reduce the time it takes to travel from the city’s west to east to about 20 minutes.

The highway will ease traffic congestion on major roads in the southern part of the city and meet rising demand for goods transport from HCMC ports to neighboring provinces, added the engineers.

The freeway will also help develop district 2 in the Thu Thiem Peninsula, they said, as it will directly link the district to the city’s downtown.

Of the total investment, the city has contributed 3,470 billion VND (220 million USD), while the remainder is being financed by ODA (official development assistance) loans from the Japan Bank for International Cooperation.

Southeast Asia’s longest tunnel

The East-West highway project comprises of two construction packages. The first package is the 1,490-meter Thu Thiem Tunnel, the longest tunnel in the Southeast Asian region, with a 371-meter-long section running under the Saigon River, and a road system on the Thu Thiem side.

The tunnel will be furnished with its own water supply, lighting, fire alarms, ventilation, air pollution sensors and vehicle counting machine. There are also accident alarms and a speaker system.

The tunnel will be built in 36 months by Japanese construction giant Obayashi Corporation.

The second package is a western road system and an expansion of 13 kilometers of canal road which will lead to the tunnel gate in district 1. It will also be constructed by Obayashi Corporation in 33 months.

The local property developer Bitexco has been chosen by the city government as owner for a project to develop a complex of hi-rise buildings in a prime location in downtown HCMC.

The project site, bordered by three streets of Ho Tung Mau, Hai Trieu and Ngo Duc Ke, covers 5,000 squares meters and is adjacent to key financial institutions and commercial quarters of the city. Bitexco will develop hi-rise buildings to house commercial, office and financial facilities.

The site was previously zoned for building structures of 20 stories, said Dao Quoc Trinh, head of Bitexco’s project development department.

Bitexco, headquartered in northern Thai Binh Province, has developed several property projects in addition to its other business activities, including garment making and production of mineral water of the brand name Vital.

The company is operating an office tower at 19-25 Nguyen hue Boulevard, and is building a deluxe apartment building project on Nguyen Huu Canh Street. This project, named The Manor, will have 420 apartments in the first stage that requires an invested sum of US$37 million.

Bitexco is also building another The Manor project in Hanoi comprising of two apartment buildings and two seven-story apartment buildings, with 500 apartments in total.

Binh Minh Import-Export Co. (Bitexco) will build a 60-story office building, which would become Vietnam's second tallest, in District 1 in HCMC.

The company will spend an estimated US$96 million to construct the 5,200-squaremeter building, which will have six underground levels for parking.

The skyscraper, which will be HCMC's tallest, at the corner of Ho Tung Mau and Ngo Duc Ke streets will have a steel framework and glass walls. Construction is scheduled to start in late April and take two and a half years.

HCMC Chairman Le Thanh Hai and Vice Chairman Nguyen Van Dua on Wednesday met relevant agencies to discuss the project.

Bitexco already runs the 19-story Bitexco building in HCMC's District 1 and is building a US$85-million residential area called The Manor in the city's Binh Thanh District and another one with the same name worth US$125 million in Hanoi.

The property developer, based in the northern province of Thai Binh, also produces garments and bottled water.

Vietnam licenses tallest building project

The Ministry of Planning and Investment has licensed a US$ 115-million project to develop what will become the country's tallest building.

SA Coralis of Luxembourg got the license on January 26 for the 65-story Hanoi City Complex to be located at the intersection of Dao Tan and Lieu Giai streets in the capital city's Ba Dinh District.

The project, the largest foreign-invested venture yet in the real estate sector in Hanoi, will include apartments, offices for rent, and shopping and conference centers.

The country's tallest building at the moment is the 33-story Saigon Trade Center in HCMC.

In addition to the 128-meter-tall Hanoi City Complex building, which made big headlines in local media last year, other high-rise buildings are underway in the country.

Bonday Investment Limited of Hong Kong and two local partners - the Bank for Foreign Trade of Vietnam (Vietcombank) and Ben Thanh Tourist—are joining forces to develop a 35-story building with a total height of 170 meters.

This office building will be located on 3,000 square meters of land in HCMC.

Saigon Pearl, a 37-story luxury apartment building in downtown HCMC, will be built as well.

The foreign-invested projects licensed in January by the Ministry of Planning and Investment have total registered capital of US$357 million, said a ministry source.

The Hanoi City Complex is the second largest project with foreign involvement in the country that was approved last month, behind the Pou Sung Vietnam Industrial Enterprise Ltd. project of Taiwan with total pledged capital of US$190million.

Pou Sung will build a factory in Bau Xeo Industrial Park in the southern province of Dong Nai to produce footwear for export.

The third biggest project is a US$47.6-million motorcycle parts factory of Yamaha Motor in Thang Long Industrial Park in Hanoi.

The total investment capital of the projects licensed by city and provincial governments last month totals around US$50 million, bringing January's national total to more than US$400 million, excluding extra capital pledges by operational projects.

January's fresh foreign direct investment (FDI) approvals exceeded the combined level in the first two months of 2004 by US$100million.

The ministry has forecast new FDI approvals, including additional capital pledged by existing foreign-invested companies, will range from US$4.2 billion and US$4.5 billion this year given strong FDI activity in 2004.

The country last year attracted a total of US$4.2 billion in FDI, the highest level since the Asian financial and economic crisis in 1997.

Binh Phu complex is in district 6, has already completed the foundations.
VMF is a tower with 30 stories in Danang, not in Saigon nor Hanoi.

I have heard of a 'theory' about the origin. It may have to do with the fact that in ther early development state, the place had a lot of cotton flowers. The native called it 'con-tai'. When the French colonized the region and made Saigon the capital of Indochina, they had mispronouced 'con-tai' to "sai-gon".

I don't see any point in the Saigon Pearl project. The buildings are going to be built by the Singaporean firm and after the completion, this firm will sell the buildings to the local Vietnamese. This so-called "foreign direct investment" won't benefit Vietnam one bit.

A firm from the Republic of Korea is set to become the first foreign firm to invest in Vietnam's infrastructure sector under the turn-key method.

LG Engineering & Construction Corporation (LG E&C)'s bid to build a road connecting Tan Son Nhat international airport to Ho Chi Minh City's outer beltway had been approved, a source from the Ho Chi Minh City government said last week.

The source said city authorities will have to consult with the ministries of Transport, Construction, Natural Resources and Environment, and Science and Technology before submitting an initial feasibility study this quarter.

LG E&C will invest in the road, which will lead east over Binh Loi bridge to the outer beltway in Thu Duc, under the turn-key form, meaning that the company will handle all of the work on the road - from site clearance and compensation to actual construction - before transferring the finished product to the city.

In return, LG E&C will have the right to carry out other projects in the city, such as a planned commercial building at September 23 Park near the landmark Ben Thanh market in District 1 and a 340-hectare luxury apartment complex in Nha Be district.

"If the project goes ahead, LG E&C is the first foreign investor permitted to invest in the infrastructure sector under the turn-key form," said the source.

Both city authorities and foreign investors hope the groundbreaking turn-key method will pick up the pace of infrastructure work around the city, much of which has fallen behind schedule.

The slow progress has been attributed to higher-than-expected expenses associated with land clearance and compensation.

"A number of developers were forced to pay much higher compensation for house relocations than what had been outlined in previous forecasts," said Ha Van Dung, director of the Ho Chi Minh City Department of Communications and Public Works (DoCPW), adding that the extra expenses had developers scrounged for additional investment capital.

Nguyen Viet Son, DoCPW deputy director, said the 15km road would be an important component of the city's traffic system, especially as the airport becomes busier with the opening of a new terminal in 2006.

Currently, Nam Ky Khoi Nghia/Nguyen Van Troi street is virtually the only route for traffic to and from the airport, resulting in severe congestion and long delays.

Under the plan, the street will be widened from its current width of 14-21m to 30m. The project is part of a broader plan to attract foreign investors and visitors to the downtown area.

To that end, the city's airport is being upgraded to increase its capacity from its current level of four million passengers per year to 15 million by 2015.

City People's Committee chairman Le Thanh Hai said the city will provide the necessary support to help LG E&C carry out its investment projects in the area, much like it has done for the Korea National Housing Corporation (KNHC), which plans to develop US$900-million housing project.

KNHC plans to team up with the Saigon Real Estate Corporation (Resco) to build 60,000 apartments for sale to low-income people in HCM City.

KNHC has opened a representative office to facilitate its involvement in the rapidly growing local property market.

The Singaporean investor pledges to create the best possible conditions for Vietnamese bowlers.

As 10-pin bowling rises in popularity in HCM City, Singapore's private conglomerate Suit Group has revealed plans to build more bowling alleys in the city to tap future growth.

"We are looking for locations to open one or two bowling alley centres in HCM City, in addition to the existing two, to cash in on this growing market," said Peter Tay, chief executive officer of Suit Group.

The group already operates the Saigon Superbowl, also home to a KFC restaurant, near Tan Son Nhat airport, the Diamond Superbowl in the heart of the city, and the Dong Nai Superbowl in Bien Hoa outside of the second city.

Bowling in Vietnam has grown in popularity over the past few years and, according to Suit Group executives, there is a growing trend of people hanging out in leisure centres.

"We will deploy proper marketing strategies to attract people to play the game and professional players will be available so customers can improve their bowling skills," said Peter Leow, director of Saigon Superbowl.

Leow believes there is great potential for the development of bowling in Vietnam as bowling is widely recognized as a top sport in most other Asian countries.

"Hopefully, the Government will recognize bowling as a competitive sport, not just as entertainment soon. The recent participation of Vietnamese bowlers in the World Bowling Cup is a good sign for the future development of bowling," said Leow.

"We will create the best possible conditions for Vietnamese bowlers to improve their skills. We are also planning to promote bowling as a healthy, competitive, challenging sport in the country."

Leow said Saigon Superbowl has invested in the expansion and renovation of its shopping mall by the addition of a new wing which has created additional retail space with more product offerings.

"Customers will find a brighter, more spacious and modern shopping mall to be in," he said.

A Hong Kong-Vietnamese partnership has received the thumbs-up to revive a long-delayed office project in Ho Chi Minh City.

The Ministry of Planning and Investment last week awarded a licence to the joint-venture between Bonday Investments, Vietcombank and Ben Thanh Tourist to construct a $55-million office and retail block near Me Linh Square.
The project has chartered capital of $17.6 million, of which Ben Thanh contributed 18 per cent through land-use rights on the 3,232-square metre site, Vietcombank 52 per cent and Bonday the remainder.
The 35-storey building is the latest foreign-invested office project slated for the second city since the Vietnam Land of Hong Kong company received a licence to team up with a number of local companies to build a $156-million residential and office complex in Binh Thanh district last year.
The project is designed to provide 77,000sqm of office, restaurant, retail and parking space, along with other associated facilities.
Partners in the project signed the joint-venture contract late last year with construction expected to begin in the middle of 2005 and completed by the third quarter of next year.
Vietcombank – one of the four largest state-owned commercial banks in the country – started negotiations on the development in 2003 to secure a headquarters for all of its operations.
It intends to lease 10 floors of the building once the project is completed.
Ben Thanh director Than Hai Thanh said that the building would be an attractive location for tenants as it looks out over the future Thu Thiem urban development site and is a stone’s throw away from Ho Chi Minh City’s financial district.
The area was originally allocated in 1994 to a joint-venture between Ben Thanh and New Development of Hong Kong but the Asian economic crash in 1997 froze all work on the project.
German company Lars Windhorst then jumped in but left the site idle when it too encountered financial difficulties.
Ben Thanh acquired the foreign stakes in late 2003 and sought financially viable partners to restore the project.
Another foreign-invested property development in the city, the Larkhall Savico office, hotel and apartment complex in Nguyen Hue Street, has also resumed construction after being delayed for years. The project will cost an estimated $95 million to build.
The joint-venture was licensed in 1996 to develop a 43-storey high-rise office and apartment building in downtown District 1. However, the partners were forced to postpone construction due to the Asian economic crisis.
In another development, Bitexcoland, the owner of two residential projects under construction in Hanoi and Ho Chi Minh City, is scheduled to begin construction on a 60-storey office building in District 1 in April.

High-profile developer Bitexco is fine tuning preparations to begin construction on the tallest building in Ho Chi Minh City in the next few months.

Bitexco, or the Binh Minh Trade Import-Export Company - the owner of two luxury Manor condominium projects in Hanoi and HCM City, plans to invest US$90 million into building a 60-storey commercial become a key symbol of the city this century.

The tallest building in HCM City currently is the 33-storey Saigon Trade Centre on Ton Duc Thang street.

The Bitexco Financial Centre, designed to supply 100,000 square metres of floor space, will be built with steel structures and glass walls to provide tenants with a panoramic view of the city.

Ho Chi Minh City People's Committee chairman Le Thanh Hai said he highly appreciated the fact that a 100% locally owned company like Bitexco will be building the tallest sky-scraper in the city.

"After witnessing presentations by designers about site clearance and construction plans, plus taking into account the financial viability of the company, I highly appreciate the feasibility of the project," said Hai.

Municipal chief architect Vo Trong Hoa said the city has approved the height of the building and believes it will become "the main symbol of the city in early 21st century".

Hoa said the project will not affect any of the city's heritage sites or relics, and has asked the designers to pay more attention to lighting up the building at night.

"In the short-term, this will be the tallest building in the city, thus more attention should be paid to designing the upper floors," he said.

The project is situated on Hai Trieu street in District 1, where the offices of many international companies are located. It is also near Bitexco's office building, which was opened more than one year ago and is now fully occupied by international companies.

Bitexco will finish construction of 426 luxury apartments in HCM City and 500 condominium units in Hanoi by the end of this year with prices averaging at US$1,500/sq.m. It also plans to begin construction on a US$32-million shopping mall and office complex called The Garden in Hanoi in the next few months, as well as an office, hotel and apartment complex in HCM City.

Kumho Saigon, the 223 mil US$ project to construct a complex of office buildings, apartments, hotels, entertainment and shopping in the center of Saigon, will be restart soon. The owner of the project, Kumho, has given an official suggestion to reconstruct the complex in this year.

The different of both is that "The Manor " of Hanoi is larger than it of Saigon. Next to "The Manor" of Saigon Bitexcoland also build a skyscraper and next to the "The Manor" of Hanoi another complex "The Garden" which is unique in asia.

Since there is only one project under construction at Saigon right now and none in the last 5 years; with this pace of construction, I don't think Vietnam will have any skyline in the near future.

Anyway, according to a Vietnamese source, Bonday Ben Thanh will start construction in May 2005.

There are a number of projects UC in Saigon right now. A 20 story residential tower was recently topped out near District One, for example, and there are a many big things in the pipeline, not least the Saigon Pearl.

Having said that, Saigon perhaps will not have a skyline in the traditional sense of a concentrated CBD, because most of the downtown is being preserved. There are a great many architecturally valuable low-rise buildings in the central core, and these will stay. I like to think that Saigon will grow more deliberately than some other cities. It's certainly got a lot of bad examples to consider in Asia. I will not name any names. :)

There are a number of projects UC in Saigon right now. A 20 story residential tower was recently topped out near District One, for example, and there are a many big things in the pipeline, not least the Saigon Pearl.

Having said that, Saigon perhaps will not have a skyline in the traditional sense of a concentrated CBD, because most of the downtown is being preserved. There are a great many architecturally valuable low-rise buildings in the central core, and these will stay. I like to think that Saigon will grow more deliberately than some other cities. It's certainly got a lot of bad examples to consider in Asia. I will not name any names. :)


I agree too that Saigon rather be slowly (could be a little faster) yet consciously developing its urban landscape. The uncontrollable rush to development will only create problems that will take decades and billions to fix later on. There are too many massive cities nowaday (especially in China)therefore developing a city that is unique is a harder challange beside Paris is unique not because it's massive and dense......

Just curious do u have any latest picture of Saigon?
If I remembered correctly you are European....r u still living in Saigon? What do u think of Saigon?

I'm living in Saigon now.

The Manor project with 2 phase.
The first phase had starts construction in 2004. This phase will build a 30 storeys tower and a 13 storeys building. These buildings are apartments.
The second phase will starts to construct in June this year. This phase contains a 30 storeys tower which will be a 5 star hotel, and a 16 storeys for offices.
You can see the construction of this project when you drive in Nguyen Huu Canh Street of from the Saigon Brigde. It's really underconstruction.

I'm sorry about the mistaken information about this project. This new is reliable.

The Bitexco Building 60 storeys is another project that will be invested by Bitexco. That building will be located in downtown Saigon. So in this moment, there's no offices building being on construction. But in April, Bitexco building will, and after that, Vietcombank Bonday Benthanh 35 storeys will be the next in May (after receive the liensce from the government, this is the reason why they don't have any movements until now).

Larkhall Savico will construct on March too.

Rents are so high in Saigon that new highrise office construction is imminent.

I live in Saigon, yes, but I am temporarily travelling now. The Lancester broke ground about a month ago. This [19-story] building is up from back side of the zoo, I have to find out more about it. I'll do my best to give more updates. :) Anyway, here are some recent photos of this tower, there is a lot of other stuff going on too:

No, Jaroslaw1, the tower (nearest that being constructing) in your pics is Indochina Park Tower, an apartment, with 22 storeys. This tower is on Nguyen Dinh Chieu street, district 1.

The 3 blocks about 12 storeys (nearest) is Stampford Somerset Hochiminh City.

Between this 3 blocks and the Indochina Park Tower is the 1bis-1kep Nguyen Dinh Chieu project, which build an complex of apartment and office buildings.

The 2 buildings that being constructed (a bit far) and the building that yellow above and red below are the My Phuoc Apartments. This project contains 3 18 storeys building, located in Binh Thanh, near the Dien Bien Phu street.

And the last 2 buildings, HUD buildings, a 15 storeys for apartments and a 9 storeys for office, are on Dien Bien Phu street.

Lancaster, which is on Le Thanh Ton, district 1, is a 22 storeys, not 19 storeys.

SJC Tower project, had been accept by the city goverment. Now the investor, Saigon Jewerly Company, find to cooperate with other foreign partners to construct this. So, the time that will construct still unknown.

The Bitexco company is amazing , The Manor , The Garden and now that 60 storey building ...... they must have hundred of millions $ , i wonder how such a virtual unkown company from a poor province as Thai Binh not Hanoi or Saigon have that kind of capital.

On August 27th 2004, Prime Minister Phan Van Khai has attended and launched the ground breaking ceremony of a new terminal for the Tan Son Nhat International Airport in Ho Chi Minh City. The terminal is built to ensure the smooth travel for passengers to Tan San Nhat airport.

Every day, Tan San Nhat airport receives more than 160 flight landing and taking off with nearly 19,000 passenger turns. The airport also receives three forth international passengers to Vietnam every year.

By 2010, the airport will receive 10 million passengers with 70,000 flight. Therefore, the airport can not meet this demand.

As scheduled, the terminal will be completed by the end of 2006 with the total capital of more than 3,200 billion VND (210 mil US$) lent from Japanese Government’s ODA. It will increase the capacity of the Tan San Nhat airport 2.5 times in comparision with the present capacity. The terminal can receive 20 flights at the same time.

Addressing at the ceremony, Prime Minister Phan Van Khai expressed his thank to Japanese Government and people that have helped Vietnam build this important work. He stated that the terminal construction shows the will of building Vietnam Airlines a new modern, and convenient terminal.

The terminal is expected to receive 15 million passengers to Tan San Nhat Airport in the future. After that, a new international will be built in Long Thanh district, Southern Dong Nai province, about 100 km far from the Ho Chi Minh city.

This is why Singapore, despite having a great airport, is not a major hub. As for flights from Europe, maybe. But there is already Bangkok, with a huge new airport almost finished, and a much more liberal aviation policy than Vietnam.

Than Son Nat II is well under construction, and I can't wait to see how they widen the main road to downtown, that was supposed to start this month, more money will go for demolition compensation than for construction....

What is the widen of the main road project about?? more info?....this is the first time i have heard of this projec.

The project that widen the main road to Tan Son Nhat airport is The Widening Nam Ky Khoi Nghia Street Project. It costs about 800 billions VND (50 mil US$), with 90% for compensation. Many people in Saigon don't agree with this project.

Japan's Nidec Corporation has pledged to more than double its planned investment in Ho Chi Minh City's Saigon Hi-Tech Park (SHTP), showing a stronger commitment to Vietnam.

During the HCM City visit by Nidec president Shigenobu Nagamori last year, the company said it would invest US$200 million to build facilities in SHTP to produce optical pick-up and other precision devices for cars, PCs and digital equipment.

But under a contract signed in Kyoto on Friday between Nagamori and SHTP chief Pham Chanh Truc during a Japan visit last week by a HCM City government delegation led by city chairman Le Thanh Hai, the figure is now up to US$500 million.

Truc said after his return to HCM City that the sum would be disbursed within 10 years through projects of Nidec's subsidiaries to manufacture precision devices and optical pick-up that were not produced in the country at the moment.

The optical pick-up is a device that regenerates data by collecting reflected laser light from the optical disc or writes data on the optical disc by laser light.

At the signing of the contract, Sankyo Seiki Mfg. Co. Ltd., a subsidiary of Nidec, clinched a deal to lease five hectares of land in SHTP in District 9 for a US$15-million project.

Sankyo Seiki is expected to start work on Nidec's first facility designed to produce parts for computers, cameras, robots and other electronic devices, and put it into operation late this year.

Sankyo Seiki said it would invest a total of US$100 million in SHTP within five years.

Another subsidiary of Nidec plans to begin work on a factory in SHTP in June, which will make computer parts, Truc said, adding it would need around 10 hectares of land.

He said Nidec, the world's leading producer of small precision motors, was surveying the Vietnamese investment climate and that if things were fine, work on a third project in SHTP would commence late this year.

SHTP is stepping up site clearance to make land ready for Nidec on time, he said.

Nidec said during the HCM City visit by the Nidec president that it wanted 33 hectares of land in SHTP.

Nidec's projects are seen creating tens of thousands of jobs for local people, especially those possessing high skills.

Truc noted that given a big investment commitment, the city had pledged many special land rent and tax incentives for Nidec.

In addition to Nidec, SHTP has attracted seven local and foreign projects with total capital pledges of US$26 million and VND71.4 billion.

Nidec entered Vietnam some 10 years ago through a venture with Tosok Precision, also of Japan. Nidec Tosok Vietnam in the Tan Thuan Export Processing Zone in HCM City's District 7 specializes in electric wires, computer fan motors and parts for gearboxes, among others.

The venture began with total capital of US$1 million but the figure has now soared to about US$90 million.

Tan Tao Industrial Park Joint-stock Company (Itaco) has started work on the Tan Duc City, a large industrial-residential complex covering 1,175 hectares in Long An Province.

The project, which costs VND5 trillion (US$320 million), is part of an economic cooperation program between HCM City and Long An. Itaco will invest VND1.4 trillion to build the 540-hectare IP, including roads, waste water treatment system and power and water supply facilities. It will also build other facilities for banking, insurance, health care and warehousing there.

Tan Duc IP, 15km from Itaco-run Tan Tao IP in HCM City, will offer land rent at only one-third or one-fourth of that in Tan Tao, at US$25 per square meter over 50 years. Itaco expects to hand over land to tenants in the park by the middle of this year.

Itaco will also develop a port by the Vam Co River near Tan Duc IP, and a bonded warehouse to serve cargo storage and transport.

A 170-hectare recreational area and a 430-hectare residential area will be developed in the complex. The project will have buildings and houses for rent or sale to workers, luxury villas and other facilities serving investors, experts and their families.

Tan Duc City is the largest project in Long An. Once in full operation, it can provide jobs for about 100,000 people and generate revenue of VND700 billion a year.

The HCM City government has signed a contract with a local consortium to build the Phu My Bridge that spans the Saigon River linking districts 2 and 7.

The 2,031-meter cable stayed bridge with six lanes for vehicles and two lanes for pedestrians will be built under the build-operate-transfer (BOT) form at a cost of VND1.81 trillion (US$115 million). The developer is Phu My Bridge Joint-stock Company, a consortium of five local companies comprising Hanoi Construction Company, Investment and Development Construction, Concrete 620, HCM City Infrastructure Investment and Thanh Danh Construction and Trading.

Funding is provided by the consortium, loans from local banks and France's Societe Generale Bank.

Phu My will select a foreign contractor to build the bridge in March. The company will collect tolls over 26 years to recoup investment. It expects to start work in September and to complete it in the third quarter of 2008.

Phu My Bridge is one of the five key infrastructure projects to be developed in HCM City this year to mark the 30th national reunification

I don't think it's as high as 90%, but definitely up there... I do think this is a good project. Light rail would have been even better. :)

The old part of Tan Son Nhat has been refurbished nicely on the outside, and there are two large cranes and about ten pile drivers on the site of part II.

Anyway, this news is good, at least they are going ahead with it:


Less funding for pedestrian-only street project

Saigon Times

(SGT-HCMC) Funding for a project to turn Dong Khoi in the heart of HCMC into a pedestrian-only street has been scaled down as the cost estimate is higher than what is actually needed.

The city government and project owner District 1 agreed at a meeting yesterday that the original cost of VND34.7 billion (US$2.2 million) was too high and decided to cut it by one-fourth.

The decision was part of the city’s drive to stave off wastefulness and practice thrift.

“District 1 Public Works Co., the project contractor, can cut off about 10 items of work,” a district official said.

The city People’s Committee approved the project last November but the city People’s Council did not agree on the use of State money to fund the project, citing the waste of money.

The district expects the project to be approved this month and work on the 930-meter-long street starting from Notre Dame Cathedral to the Saigon River will start in April.

The project is envisaged resurfacing Dong Khoi, one of the city’s most beautiful and oldest streets, with granite tiles and upgrading the water drainage system.

New telephone booths, benches and lighting systems will be installed and more flowers and ornamental trees planted along the sidewalks.

The HCMC Architects Association proposed developing Dong Khoi into a pedestrian-only street in 2003 to promote tourism.

All of these buildings are apartments. I'm sure this picture is taken from An Dong Plaza.
The yellow building ( on the left) are Khahomex buildings.There are two more buildings ( with the same storeys near these 2 building) that don't show in this picture. All these building are in district 4.
The black and very old building (5 blocks of 11 storeys apartments, built since 1930) will be replace by another building because of the fire problems. It locates on Tran Hung Dao street, district 5.
And the 2 white blocks in the center of the picture are on a street (that I dont remember the name) near Nguyen Trai street. These buildings are for low-income people. They locates in district 5 too.

Japanese experts will submit the feasibility study for a US$474-million project to build a monorail from Ben Thanh Market in the heart of the city to National Highway 1 in District 12 to the city government next week.

The feasibility study, prepared in six months by the Japan External Trade Organization (JETRO), aims to build a 14-km monorail from the heart of the city to the outlying district, said a source from the HCM City Urban Metro Preparation Unit.

The feasibility study is made on the basis of an urban master plan for the city prepared by Japan International Cooperation Agency (JICA). In this master plan, JICA proposed building Railway No. 4 on the same route with the monorail plan.

According to the feasibility study, the monorail will start from Ben Thanh Market, go along Hai Ba Trung, Hoang Van Thu, Ho Van Hue, Nguyen Thai Son, Quang Trung and Le Duc Tho Streets before reaching Highway 1 in District 12.

An official of the city government said that local authorities might seek soft loans from the Japanese Government to cover 85% of the investment for the project, while the balance would come from the city budget.

Japanese experts expected the project would be ready for tenders in 2008, after three years for completing procedures and negotiations between the two sides. Work on the project will start in 2009 and the monorail system will be opened to traffic in 2013. A new Vietnamese consortium will take over a French firm's majority stake in a stalled hotel development on the Saigon River and replace it with a shopping mall, apartment complex and office tower, a source from partner Saigontourist said last week.

The source, who asked not to be named, said an undisclosed price was paid by a US$31.8-million consortium involving Saigon M&C Real Estate Company with a 60% stake, Saigontourist Holdings with 30% and Thu Do Land Ltd. with the remaining 10%.

The 6,000sq.m site near Cot Co Thu Ngu flagpole on Ton Duc Thang street, where the office tower is to be located, originally belonged to the Cot Co Thu Ngu Company, a joint venture between France's Feal International and Saigontourist, who held 75% and 25% stakes respectively.

The French group first invested in Vietnam in 1989 when it undertook the renovation of the five-star Sofitel Metropole Hotel in Hanoi.

The French-Vietnamese joint venture was licensed in 1993 to build a five-star hotel and office building at a cost of about US$76 million. The project was to be operational by 1997 but failed to get off the ground due to financial problems with the foreign partner and a lack of capital. The site has remained dormant since.

The new developers anticipate construction on the long-delayed project will start next quarter and take three years, pending final approval from the Ministry of Planning and Investment and Ho Chi Minh City authorities.

They estimate the cost of the mall and 40-storey tower at nearly US$65 million. A large part of the new building would comprise of luxury apartments for lease and sale, with about a third of the building to be used as office space.

The apartments will all have three bedrooms and range from 150 to 200sq.m. Apartment prices will be announced after the project is approved. Buyers will be able to make their payments over three years - 40% in the first year and 30% in each subsequent year.

Apart from the former Cot Co Thu Ngu hotel, some Vietnamese companies have moved to buyout foreign stakes in other stagnant developments.

Gemadept, Vietnam's largest shipping agency, has bought a 45% stake from Hong Kong's Keangnam Enterprise Ltd. in Le Loi Plaza to develop a 25-storey office building in the second city.

The Foreign Trade Development & Investment Corp. (Fideco) recently claimed it would develop an 18-storey office building in HCM City alone, after taking over VSC Properties of Thailand in the building investment and services (BLS) joint venture.

The Ben Thanh Tourist Company, under the Ben Thanh Corporation (Sunimex)'s umbrella, has decided to take over a 60% stake in Singapore-backed Orient Vacation Company (OVC) so that it can manage the US$8.5-million property project Heritage House, which was originally planned a decade ago for downtown HCM City.

Do you know about the Eden project. That project will build a complex located in the square, surrounding by Le Thanh Ton, Le Loi, Nguyen Hue and Dong Khoi st. This complex contains a hotel building, with 32 storeys, a offlice building with 22 storeys, and a trade center - department store. The clearance will be done in this year.

Company 584 of Civil Engineering Construction Corporation 5 (Cienco 5) yesterday began work on building five residential and commercial towers in HCMC's Tan Phu District.

When Phu Tho Hoa High-Rise Tenement on Luy Ban Bich Street is finished, there will be five 15-story buildings of apartments, shops and offices, even kindergartens, says Company 584 director Tran Kim Minh.

The VND197-billion project, which Minh describes as being of "three-star standard full of high-end services", will be able to accommodate 1,300 people in 364 apartments.

These apartments of 74 to 108 square meters will be available for purchase after 18 months, at a rate of VND9 million per square meter.

The 0.6-hectare site of Cienco 5's first property development in HCMC is adjacent to that of the 4.5-hectare Vikamex residential project.

Minh says the second project will be much bigger. Set to start by the end of April, number two will be a VND400-billion high-rise of 685 apartments taking up 5.3-hectares of Tan Kien Village, Binh Chanh District.

HCMC's January-March gross domes*tic product (GDP) growth leapt to a four-year high of 10% as the economy began to gain new momentum for growth.

The city government, de*livering a report on the city's first-quarter economic perfor*mance at a meeting with the city People's Council, said most major economic indica*tors registered positive year-on-year growth.

Trade and services, which have contributed significantly to the city's GDP in the past two years, rose a staggering 9.7%, higher than tourism and oil, says the report.

The report put revenue of retail sales and services at VND25.2 trillion, up 19.6%.

Total investment in the economy climbed 15.2% to VND6.3 trillion.

Exports rose 16.5% to US$2.53 billion, with rice and seafood registering strong export growth.

Despite bird flu hitting other parts of the country, interna*tional tourist arrivals still in*creased 21%.

The stock exchange's newcomer Southern Seed Co. plans to invest US$40 million to de*velop a 20-story office and apartment building in HCMC.



The building will be located at 282 Le Van Sy Street in Tan Binh District, where the com*pany is headquartered at the moment, said chairman and CEO Ngo Van Giao.



The company has paid US$6,600 for CB Richard Ellis (Vietnam) Ltd. to undertake the feasibility study for the project, he said. "The project is estimated to cost US$40 million, excluding the value of land."



The building will have 20 floors in addition to two un*derground floors. The company will use the first four floors to locate its headquar*ters and lease office space to outsiders while the re*mainder will be for apart*ments for sale.



Shareholders at the meet*ing on Saturday threw sup*port behind the project, say*ing that was a wise decision to invest in the project given increasingly huge demand for office space and apartments.



However, the firm will con*tinue focusing on expand*ing seed production.



Southern Seed now has incubators in Can Tho City, and Binh Duong and Lam Dong provinces in addition to factories in Tien Giang Province and HCMC's out*lying district of Cu Chi.



It is expanding the Cu Chi factory and setting up a new incubator in the Central Highlands province of Daklak.



It has registered capital of VND60 billion (US$3.8 mil*lion), with the State holding 20%, staff 23% and outsid*ers the remainder.



Southern Seed made a pre*tax profit of VND28.5 billion and offered a dividend of 20% in 2004. It targets a profit of around VND30 billion this year and the same dividend this year.

City's tallest building project closer to reality

HCMC's tallest building project is getting closer to reality as the city government has allocated 5,000 square meters of land in town to local property developer Bitexco.

The site of the 60-story build*ing, excluding six underground floors for parking, is surrounded by Hai Trieu, Ho Tung Mau and Ngo Duc Ke streets in District 1's Ben Nghe Ward.

Bitexco will spend US$96million on the building to be supported by a steel framework and covered by glass.

The first four floors will be for showrooms of cars and high-end products, and the remainder for of*fice space and convention centers.

Speaking at a meeting with the relevant authorities over the project in early February, city chair*man Le Thanh Hai threw support behind the project as it was totally financed by local capital.

Work on the building will start late next month if site clearance and compensation are completed as scheduled, and will take 30 months, according to the investor.

This will be the country's second tallest building behind the 65 -story Hanoi City Complex in Hanoi in*volving Luxembourg's SA Coralis, which was licensed by the Ministry of Planning and Investment in late January. The Hanoi City Complex will cost US$115 million.

The 33 -story Saigon Trade Center in HCMC is now the country's tallest building.

Bitexco now operates the 19-storey Bitexco building at 19-25 Nguyen Hue Boulevard in District 1 its first property project. More than 6,000 square meters of office space in the building has been leased out since it started operation a year ago.

The company is developing two apartment buildings at the moment -The Manor in HCMC worth US$85 million and The Manor in Hanoi valued at US$125 million.

Increasingly strong demand for office space in the country, espe*cially HCMC, will lead to rent leaping and provide an op*portunity for property devel*opers, said a leading commer*cial real estate services firm.

Marc Townsend, manag*ing director of CB Richard Ellis (CBRE) in Vietnam, told reporters in HCMC yester*day that Grade A office buildings were fully occu*pied with rent ranging from US$26 to US$27 per sq.m.

There is still sharp demand for Grade A office space, thus causing the already-high rent to continue to rise. But Townsend said this would result in a huge rise in Grade A office devel*opment in the next five years in HCMC.

In the long term, demand for office space will switch to lower grades like B and C and if this happens, its rent will go up as well, he said.

He said a CBRE survey showed that many Vietnam*ese companies were search*ing for grade B and C office space as they had found out the benefits brought by of*fice buildings.

This is quite different from previous years when local business people either used their own houses or leased street-front houses to open offices, he said.

He noted local companies were now aware that it was more convenient to open of*fices at office buildings man*aged by professional real es*tate services companies and that they could improve their corporate image among cli*ents and business partners.

More local private compa*nies have been set up, creat*ing a good opportunity for office buildings of grades B and C to expand business, he said, adding office build*ing operators should pay at*tention to these potential tenants, instead of only for*eign companies.

He said foreign companies with medium projects here were inclined to lease office space at affordable rent rates.

Occupancy at grade B and C office buildings in the city is relatively high and their tenants specialize in such sectors as IT, telecoms, ad*vertising, banking, tourism, insurance, consulting and import-export, he said.

The city now has about 10 grade B and C office build*ing projects underway.

Townsend noted office rent in major cities in Vietnam was higher than or a' most the same as in other regional cities.

Of the seven cities sur*veyed by CBRE, monthly Grade A office rent in HCMC is US$27 per sq.m and US$26 in Hanoi compared to US $14 in Bangkok, US$ 10 in Manila and Kuala Lumpur.

This rent is a mere US$2-3 lower than in Singapore.

CBRE also took the occa*sion of the news conference to announce its appointment as the sole leasing agent and property manager for the 12-story LTT Court apartment building, which was inaugu*rated on the same day.

An Hung Construction and Trading Co. spent US$6 million on the building at 10 Ly Tu Trong Street in HCMC's District 1, which comprises 38 serviced apartment.

The location where Larkhall Savico will be now had already clear away. A week ago, when I passed by, I saw people were drilling into the ground. This project really will be start soon.

About the Bonday Vietcombank Benthanh tower, the investor had receive the license. They announced on local papers that they will start to construct this building in May.

About Bitexco: the city goverment has allocated 5,000 square meters of land in town to local property developer Bitexco. This project surely will begin in April 30th, because this project is one of the works to celebrate the April 30th in Vietnam.

And because I live in Saigon, I don't have much information about Hanoi City Complex :).

Almost all of the notable projects that have been posted in here are nothing but preliminary planning without any actual construction at all.

I'm not very optimistic that those projects will ever be built and completed until I see actual photos of them being constructed and finished.

Work on the 35-story Vietcombank Tower office building will begin in mid-2006, instead of this year, the developer said yesterday.

Nguyen Phuoc Thanh, chairman of project developer Vietcombank-Bonday-Ben Thanh Joint Venture Co., told the Daily at a license presen*tation function in HCMC that the ground-breaking cer*emony could not take place before next June.

The venture licensed by the Ministry of Planning and In*vestment in February this year has registered capital of US$55 million, with 52% of it held by the Bank for Foreign Trade of Vietnam (Vietcombank), 30% by Bonday and the rest by Ben Thanh.

With total floor space of 77,000 square meters at Me Linh Square, a prime location in District 1, the tower is ex*pected to come into service in August 2008, almost two years later than originally planned by the venture at the signing of a joint venture deal in September 2004.

Earlier, Ben Thanh Tourist planned to team with Germany's Windhorst to build a 5 5-story tower at the site but the plan was abandoned due to financial difficulties.

The site overlooks the Saigon River and is sur*rounded by Ton Duc Thang, Hai Ba Trung, Mac Thi Buoi and Phan Van Dat streets.

The largest property development project in Ho Chi Minh City was unveiled today as a ground breaking ceremony was held for a US$156-million commercial and residential project along the Saigon River.
The project named "Saigon Pearl" will offer more than 2,000 apartments and 250 offices in an area of over 10 hectares.

Eight twin 37-storey apartment buildings and four office buildings are to tower over riverside area as Ho Chi Minh City’s tallest buildings when construction completes in 2010.

Vietnam Land SSG Ltd., a joint venture between Hong Kong and Vietnamese companies with Sun Wah Group as the single largest shareholder with a stake of 14%, received licensing to develop the project last September.

Saigon Pearl is the Sun Wah Group's second large-scale property investment in Vietnam. The company jointly developed the Sun Wah Tower, a 22-story office building, in downtown Ho Chi Minh City in 1993.

Saigon Pearl Development - Ho Chi Minh City
The 10 hectare site is located 4 minutes from Ho Chi Minh City's Central Business District and along the bank of the Saigon River.

The development comprises 8 residential blocks, 4 office towers with shopping mall, an international school and 124 villas with underground parking and complete infrastructure, such as road network and utilities including water and power supply, centralised liquid petroleum gas and sewage treatment plant.

The project owner of the high-rise buildings in the development is Vietnam Land SSG Company, a joint venture between Hong Kong and Vietnamese companies. Phase 1 will comprise the construction of 2 residential blocks of 38-storeys with a total GFA of 74,000m2 near the river and associated infrastructure.

The 135m tall residential blocks will comprise underground parking, 3 levels of private facilities including restaurants and bowling centre, gymnasium and health center, swimming pool and approximately 544 luxury apartments.

Meinhardt is the local consultant for the international design team which includes Ronald Lu & Partners (International) Limited, Levett & Bailey, JCL Consultants Ltd and Greg Wong & Associates.

Meinhardt is providing local design and construction practice including regulatory requirements and managing approval formalities. The main challenge faced by the project team is the tight schedule set by the project Owner for design and construction. Design commenced in September 2004, piling works will commence in late November 2004 and the target completion of the phase 1 residential blocks is by the end of 2006.

Hey guys
Just happened to run into this wonderful forum, and had a quick scan through the pages ....I love it!
May takes times before I know who's who, but I know some people are currently living in Saigon.
I just want to ask if you know anything about these 3 following projects:
1 - Located on Ben Chuong Duong, on the right of HongKong and Shanghai Bank.
2 - Le Duan Boulevard, on the left of the French building now home to the Viet Petro office.
3 - Facing Dong Khoi st. next to the Metroplitan building.

I went back to Saigon last year and saw all were under construction, but not sure what's going on with these projects
thanx.

Just remember there are two other projects on Ham Nghi st.
one beside the Vietcom bank and the other is right across the street
when I left they were just started to demolish and and putting in the building crane, so not sure what they're building?
It's nice to know SG is growing and everytime you turn around something is changing

The current Majestic is nice, but I kind of miss the original facade, don't know why they don't renovated it to the orginal architecture? Not the art-deco Majestic of the 50s ........ but the turn of the century, first built during the French period.
I have picture of the orginal, there's always this mystique about the orginal that modern French influence architecture cannot capture.

I don't think many people here believe me when I say this, but the expanding Majestic is exactly like what I have in mind, not in details, but the overall addition shape and height...

On April 24th 2005, a week before the whole country celebrates April 30th, Binh Minh Company (Bitexco) will start the construction of the highest office building in district 1, Saigon. This will be the highest building in Vietnam (till the time they start construction) and a symbol to show Saigon 's new developed strength in the 21st century.

The Bitexco Trade Center & Financial Service Project will be built in a 5432 square meters zone surrounding by Hai Trieu st., Ho Tung Mau st. and Ngo Duc Ke st. This project costs 96 mils US$.

HCMC Financial Tower (Bitexco Tower) may be 68 storeys :eek2: (include 7 underground storeys). And this project will cost 100 mils US$.

This is my first time attempt to post pictures so I'm not sure if it works.

If it does, Pelerin_au_tonkin, as you can see one photo is the picture of the first Majestic, it's kind of a combination of "French renaissance-Indochina" architecture, the other is the art-deco Majestic during the 50.
The beaux-art Majestic you see now is the result of the 1995 renovation.
From what I read years ago, the owner had to go to France and inspired by architectures of the coastal Nice, or Marseille, or somthing.....

Ha yeah i've got a similar problem too in the begining...try this step by step direction....

HCMC builds Vietnam’s tallest building

The construction of Vietnam’s tallest building will kick off in Ho Chi Minh City on Sunday, said local property developer Bitexco.
According to Vu Quang Hoi, a leader from Bitexco, a 68-storey building that will function as a finance and commerce center will be built on a commercial area in the city center.

The total capital investment for the building is 100 million USD, which was all contributed by domestic financial sources, said Mr. Hoi.

He added that Vietnam’s tallest building would be built within 30 months and based on modern architecture style. Also, 30 meters of the building top will be decorated with night lights.

As soon as construction is completed, tourists will have the chance to witness the city from atop, Mr. Hoi added.

I don't think Bonday Ben Thanh will be built. The project has been delayed since 1997. If the investors have the resource/intention/confidence they would have already built it already.

Despite all the "hype" about how scarce or highly demand office building space in Vietnam right now, the fact is that from the beginning of this year till now there is only one new notable project to be built and that is the above Bitexco building.

The question now is whether the 65-storey Ha Noi City Complex building will be built this year or not. The investors have gotten the license but haven't heard any news about the project starting construction yet.

Still, there should have been a little bit more construction going due to the demand, regardless of whether our economy is service dominant or not. However, as you said, only with a strong service sector will there be a lot more high rises.

you know why there are high demand for offices and hotels (and many foreign firms are interested in investment in vietnam) yet the construction rate is low and slow?

remember this word "joint venture" I hate this word the most!

I mean foreign investors once they explore the market and commit themselves in a big building projects that costs millions, they wanted to own it and operate it just as they did with other chains around the world, in other word, they want to see profits.
But in Vietnam they are forced to "joint venture" with a local company, this way it's easier for the government to have their control in the business through the local firm.
nobody wants to build a house with two entrances, one for you and the other is for strangers to get in?
That's why everytime there's a "fully owned" project in Vietnam it's making front page news.
this shows that there's no trust between the 2 parties, when you don't have trust it's pretty darn hard to do businesses, or anything else, especially when it comes to huge finnancial sum.
The "asian crisis" is bull shit. investors always use this tragedy to withdrawn projects from Vietnam, but personally I think only a fraction or maybe 50% of that is truth. take the German firm that had the 55 storeys highrise for example, they are german.... hello, it like saying I'm Saddam Hussein but mah father is Deng Xao Ping.
If you observe at some of the buildings in saigon right now you'll understand why the Sotifel Plaze hotel, Saigon River Side, Sheraton, Park Hyatt, they all building small and hideous looking buildings in Saigon while their chains in other places like Bangkok or Kualumpur etc... are tall, big, state of the art skyline, but in Saigon they're no less than an apartment buildings.
Most of the highrise in Saigon are ugly, so I thinking naming them will take a long time, so I just want to say a few succesful buildings are: Metroplitan, Diamond Plaza,, Saigon Trade, maybe Sunwah building...additional the Saigon Manor....
that shows you, Investors aren't keen in building big and beautiful skyline, and building it fast, once they knew for sure that they have to share their business with a local firm, which in the end will involve with the government.
Don't like politics, not into politics, and don't want to talk about politics, but boil down to it, I blame everything on the beauracracy. It's just an eyesore everytime I see the Saigon centre, it's ugly, doesn't look like a finished building at all with all those metal framework, and I don't think it look modern.
And the caravell Hotel just screams "demolish me, demolish me"
while the Legend hotel just yell "set explosion and blow me up"

In Hanoi, we also have so hideous ""skyscraper"", i'll just name a few:
the Sheraton is absolutly horrible, it's just a block, oh i forgot to mention, it is located just in front of a magnificient lake...
then we have Ciputra who is also a cheap-and-fast-and-ugly project
well those two are enough to tell how the mayors in vietnamese citys dont considere estetic...

City chairman Le Thanh Hai told the groundbreaking cer*emony that the VND 1.1 tril*lion (US$696million) Thu Thiem Bridge was one of the city's key projects to be car*ried out this year to mark the anniversary.
The bridge with six lanes and a total length of 1.250 ki*lometers will take 16 months.
The State-funded project also includes building an in*tersection plus a 460-meter-long underpass in Binh Thanh District and a 280-meter ac*cess road leading to Luong Dinh Cua Street in Thu Thiem.
Le Toan, director of HCMC Urban Transportation Man*agement Department, the project owner, said site clear*ance compensation cost a total of VND446billion.
General Construction Com*pany No. 1, the engineering-procurement-construction (EPC) contractor of the project, says eight sub-contractors will take part, includ*ing French consultant Freyssinet Vietnam.
Cuba's Quality Couriers International is the supervi*sor of the project.
The project was proposed in 1994 by the city Service of Construction and Germany's Dywidag Euromill, but the lack of funding deterred it from translation into reality.
When in place, the Thu Thiem Bridge will bring the number of bridges across the Saigon River to four. The three existing bridges are Saigon, Binh Trieu and Binh Trieu 2. Seen from the Saigon River, the Financial Tower will look like a sail rising up to the skies, he said, adding the 30-meter top section of the building would be lit as a lighthouse and opened to visitors who wanted to view the entire city from there.

Minister of Construction Nguyen Hong Quan appreci*ated the project, saying the Financial Tower could be seen as the city' s iconic building in the 21st century.
The building will be ready within 30 months and it will take at least 10 years to re*coup the investment capital, Hoi said.
A consortium led by the Bank for Investment and Development of Vietnam (BIDV) has lent US$60 million to the project.
The city's current tallest building is the Saigon Trade Center also in District 1, with 33 stories.
Early this year the Ministry of Planning and Investment licensed a US$115-million project to build the 65-story Hanoi City Complex in Hanoi.
The first property project of Bitexco, which is based in the northern province of Thai Binh and specializes in textiles, Vital-brand bottled drinking water and hydropower plant construction, is the 19-story Bitexco building in HCMC' s District 1.
This building with total floor space of more than 6,000 square meters is now full.
Bitexco is now involved in two other major property projects worth a total of US$205 million-The Manor in HCMC and The Manor in Hanoi.

note: Thuthiem Bridge is in Binh Thanh district (Ngo Tat To street), near the Saigon Manor. Phu My bridge is in District 4 join Nguyen Van Linh street in Saigon south. Both bridges are linking the city with Thuthiem, and a pedestrian bridge will join District 1 with Thuthiem locates at Tran Hung Dao statue.
the 3 districts are separated by 2 rivers, so there will be no driven bridge from District 1 to ThuThiem ..........only walking bridge.
