New Murree Project To Promote Tourism Culture

LAHORE, Pakistan: July 08 (PNS) - Punjab Chief Minister, Ch. Pervaiz Elahi has said that New Murree Development Authority has been established which will ensure completion of all infrastructural development projects, including roads, buildings and provision of potable water to the area within the stipulated period.
He was presiding over a first meeting of New Murree Development Authority, here Wednesday. The meeting was attended By Minister Local Government and Law, Muhamamd Basharat Raja, Chief Secretary Kamran Rasool, Chairman P&D Salman Ghani and secretaries of respective departments.

Chief Minister said that concerted efforts are also being made to preserve forests and natural beauty of Murree and its suburban areas, besides improving atmosphere of other hilly areas. He directed the concerned departments to ensure protection of trees at all cost.

According to a handout, he stressed on implementing a comprehensive programme for undertaking widespread plantation in Murree as well as other areas of the province.

Ch. Pervaiz Elahi maintained that shopping mall, recreational park and other residential facilities would be made available at New Murree. He said roads, buildings and other infrastructure would be of international standard.

He observed that establishment of 'New Murree' would promote tourism culture, adding, it would bear fruitful result on foreign reserves and the national economy.

Election petitions against MPAs adjourned: Election Tribunal of the LHC Wednesday adjourned for September 6 the hearing on three different election petitions against Punjab Assembly Speaker Muhammad Afzal Sahi, Chairman Pakistan Awami Tehreek and MNA Tairul Qadri and MNA Talib Hussain Nakai, son of ex-Punjab chief Minister late Sardar Arif Nakai seeking their disqualification.

Earlier, the respondents informed the court that a division bench of the LHC had stayed the proceedings of the tribunal, hence the hearing be adjourned.
Convict seeks acquittal: A division bench comprising Justice Tassaduq Hussain Jillani and Justice Saeed Akhtar of the LHC has summoned the Superintendent District Jail, Sheikhupura along with complete record for today on the acquittal plea of a female prisoner, convicted in a drug trafficking case.

The petitioner Bano Bibi through her counsel Abid Saqi pleaded that the local police had arrested her on a picket when she was going on her car and allegedly recovered 3 kg charas from her possession. The Anti-Narcotics Court on the basis of prosecution story awarded her 5 years rigorous imprisonment with a fine of Rs 2,00,000, which she prayed to be declared as illegal.

Notice to Assistant Drug Controller: Justice Tassadaq Hussain Jillani of the LHC on a petition of Pacific Pharmaceutical Multan Road has issued contempt notice to Assistant Drug Controller (ADC) Muhammad Arif, who did not allow petitioner to sale life saving drugs in the market.

The petitioner company had imported life saving drugs used in the treatment of asthma after due permission from the government. However, the respondent ADC withheld the consignment. The pharmaceutical company challenged this decision of the ADC in the LHC, which while accepting the petition directed the drug controller to release the consignment.

The petitioner said the ADC had not fully complied with court orders as though he had released the consignment of drugs yet he did not allow the importer to sell the product in the market.

Shujaat briefed on New-Murree project

ISLAMABAD (August 01 2004): Prime Minister Chaudhry Shujaat Hussain was given on Saturday a detailed briefing on the New-Murree project, which will offer high-class facilities to the local and foreign tourists.

Chief Minister Chaudhry Pervaiz Elahi was also present at the briefing, which was held in Murree.

The Prime Minister directed the Chief Minister Punjab to ensure transparency in the award of tenders for the project. He said the model project should be completed in line with the international standards.

Chaudhry Shujaat Hussain expressed the hope that the project would attract domestic and foreign investments and would create numerous employment opportunities. The Prime Minister said the New-Murree project must have residential and recreational facilities for the middle class people also.

the design looks different in both the models, the first model, the original one is from 2003, so i guess they have redesigned the building, but i really like the first one, looks luxurious.

The Govt seriously needs to get rid of the height restriction.

I hope we dont have a height restriction in Gwadar, and I'm pretty sure we wont! :)

the point of height restriction is to prevent very large buildingd from fallin over and damagin the city in case of an earthquake, coz pak area has quite a few earthquakes on regular basis, which is why they got heght restriction, doubbt its gonne be in gwadar coz no earth quakes there.

But there is a technology that you put in buildings to prevent it from collapsing during an earth quake. so when there is an earth quake the building shifts.

yup but its just a concept. the Govt wont approve that structure at all.

after the new PC was unveilled. i think that would set standards for other hotels. so to match the quality and the design, this would never be built :)

WOW those are quite a number of phases!

You know it would be interesting to get information to see where the city is growing; seems as though it dosen't have very many options. The city can't grow towards the east mainly because it's VERY close to the Indian Border. It can't grow west because of the Ravi River; although the city could afford tp build bridges I'm quite sure they couldn't afford the cost to clean up after a massive flood. Just look at Dhaka for example; so growing west it out of the question! The only other options are North and South; I was really scared that these new projects wouldn't care and just start building anywhere; thankfully they hade the wits. Most of the projects are happening close to the new International Airport north of the city; haven't heard anything for South Lahore around the Garden Town area yet. Is there something in the south that builders are afraid of?

Hilton have a knack for building small plain hotels ... their first hotel in Dubai was a 4 floor block similar to this concept. However theyve built a new one here now and thats much better ... its about 15 floors ... still quite small though.

so we'll see a lot of steel and glass hotels then. rather than the plain dull look.

Yes this project is VERY close to the new international terminal; I'm still wondering about the noise pollution though...

There is a lot of development close to the terminal.. hmm

Rehmen Gardens are complete; there just finishing touchings left that's all. When I first heard about the project I thought it was a scam; I mean who would build homes that close to a int'l airport but they pulled it off!!! Though many of the people buying the homes are expats who are moving back from North America and Europe.

Bahria Town has planned two 38 storey building with the Malaysian firm to be built in Bahria Town Islamabad. These are quite magnificient buildings and a beautiful design. I saw its rendering in the newspaper. Both in The Jang and Jinnah for 5th November. Good addition to Pakistani skylines.

International standard cricket stadium for Islamabad

ISLAMABAD, Dec 13: A cricket stadium of international standard in Islamabad could soon become a reality as a Memorandum of Understanding (MoU) has now been sent to the chairman of Capital Development Authority (CDA).

Shaharyar M. Khan, the head of Pakistan Cricket Board (PCB) told a gathering after inaugurating the Diamond Cricket ground that Islamabad really needed to have a quality stadium. "The stadium will be built either on a short-term or long-term basis and we have dispatched the MoU to Mr (Kamran) Lashari."

He said that since the Rawalpindi Cricket Stadium was not under the PCB's control, therefore the Board could not make investments there. "Teams that play here have complained that the facilities at the stadium are inadequate."

"To improve the state of the stadium, the pavilion will have to be rebuilt but we cannot do that unless and until we have the control of the venue." Shaharyar disclosed the PCB could soon be controlling the stadium in Peshawar and Faisalabad. "Negotiations with the authorities there are on and they are cooperating with us fully."

The project has been sold to Al-Ghurair Giga Group of Dubai who are planning to construct 18/19 towers of twenty five storeys to house High Rise Apartment. Construction is likely to commence in December 2004/January 2005.

I don't exactly recall where I read this but CDA is inviting owners of plots/buildings in Blue Area to construct highrises (by demolishing the buildings).

KARACHI, Dec 27: A high-level meeting in Islamabad has given a go-ahead to the city government's plan of introducing a magnetic train from Sohrab Goth to Mere weather Tower , and a summary of the project is now likely to be moved to President Pervez Musharraf shortly.

The meeting, chaired by the Planning Commission's deputy chairman, Dr Akram Sheikh, gave the contract of the plan to an American firm 'Meglev' which has agreed to complete the project on Built-Operate-and-Transfer basis at an estimated cost of US dollars 289 million.

The meeting was attended, among others, by MNA Dr Farooq Sattar, city Nazim Niamatullah Khan, federal finance and railways secretaries, Member (Infrastructure and Planning), CDGK's Mass Transit departmnt's director-general while the American Meglev firm was represented by Siemens Pakistan's managing director, Sohail Wajahat, and chief executive officer of Infrastructure Development Corporation, a joint company of American Meglev firm.

The proposed project, commonly known as 'Corridor No 1', envisages introduction of a magnetic train on 17.5 kilometre double and single elevated tracks to be laid between Sohrab Goth and Tower.

The CDGK had earlier signed a preliminary implementation agreement with a Chinese firm, China National Machinery and Equipment Group (CNMEG), following an agreement signed with the governor for implementation of Rail-Based Mass Transit System for Karachi (Corridor No 1) on credit-financing basis at an estimated cost of US dollars 569.3873 million.

The preliminary accord was, however, subject to the approval of conditions of loan, etc., by the federal government. However, the Planning Commission objected to the preliminary agreement on the plea that its contract should have been given to such a firm which is willing to undertake the project on BOT basis, instead of credit financing basis.

Later, the president formed a committee under the chairmanship of Planning Commission's deputy chairman, Dr Akram Sheikh, to formulate its recommendations and it was after receiving the committees' suggetions that the high-level meeting on Friday decided to accept the American Meglev's offer of undertaking the project on BOT basis. The summary of the project is now expected to be submitted to President Musharraf soon for getting his final approval.

Sources in the CDGK said the Corridor-1, to be completed in about three years, will not only provide a fast mode of transport to Karachiittes, but would also help ease traffic flow on M A Jinnah Road, S M Taufic Road and Shahrah-i-Pakistan, where vehicular traffic often presents a scene of a 'traffic jungle', partly owing to a large number of number of vehicles taking this route and partly because of inefficient system of enforcing traffic rules and regulations on the part of traffic police.

The tracks for introducing magnetic train will initially be laid between Sohrab Goth and Mere weather Tower, but it will be later extended to New Sabzimandi on Superhighway, the sources added.

The terms and conditions on which the contract of the Corridor-1 project has been assigned to Meglev will be unfolded by the City Nazim shortly after it is approved by the president, sources added.

J/K Great news for Karachi, but are they gonna build underground tracks aswell? Tariq Road/Bahadurabad has no space for ground tracks so I hope they build them underground (Maybe in 6-7 years). Lets see the first Corridor get started!

However, I think this will certainly give Karachi a modern look ... and relieve congestion too ... so good stuff then !

The Magno TransCar can transport Oil and CNG (compressed natural gas) from the gas fields of Turkmenistan, Iran and other Countries across Afghanistan into Pakistan destined to the special purpose Port of Gwadar and other areas. Therefore Pakistan will become an energy trading hub for this area. See maps.

Depending on the volume of this energy trading hub business, the export balance of Pakistan can be increased up to $ 10 billion per year.

Compared to any pipe-line, the magnetic Transcar is superior in regards to a number of new qualifications :
- 10 time higher capacity in transporting gas or oil products.
- instead of pipe-iron buried in the ground, the country gets a main traffic artery and improves the infrastructure dramatically for the transport of goods and passengers
- only 1 hour between Islamabad and Multan, only 2 hours for Islamabad and Karachi running every 5 minutes
- The part of the investment price for oil- gas products is only half of the investment costs as for a pipeline.
- The project will bring high-tech and employment to Pakistan.

Prime Minister reviews Karachi Mass Transit Scheme

KARACHI: Prime Minister Shaukat Aziz reviewed the status of multi-million dollars Karachi Mass Transit Scheme at a high level meeting held at the Governor House here on Monday The meeting was attended by Sindh Governor Dr Ishrat-ul-Ebad, Chief Minister Dr Arbab Ghulam Rahim, Senior Finance Minister Sardar Ahmed, Sindh Planning Minister Shoaib Ahmed Bukhari, Sindh Transport Minister Adil Siddiqi, Advisor on Local Government Waseem Akhtar, MNA Dr Farooq Sattar, Deputy Chairman Planning Commission Dr Akram Shaikh and DG Mass Transit Malik Zahirul Islam.

The meeting was informed that the City District Government has already signed a memorandum of understanding (MoU) with a foreign company for construction of Corridor-I of Mass Transit Plan on BOT basis.

The Prime Minister directed that possibilities be explored for extending the scheme to include the construction of corridors II to VI for a cost effective mode of mass transit affordable for commuters also on BOT basis. He pointed out since the project involved huge investment of the company constructing the project on BOT basis, therefore, it could not have taken off without the assistance of Federal Government.

Shaukat Aziz told the meeting the present government keenly desired to provide a fast transport mode for the people of Karachi.

Besides the Mass Transit Scheme, he said the government had already decided to revive the Karachi Circular Railway and initial preparations for its immediate start were being completed by Pakistan Railways in collaboration with the provincial government, while both Federal and Sindh Governments were in total agreement for revival of that project.

It may be mentioned here that, initially the Karachi Mass Transit Project was initiated by City District Government which also signed an MoU without taking the Federal and Sindh governments into confidence and no company could take up the project without the sovereign guarantee of the Federal Government.

Ok Im a little confused here, the City Govt. is thinking of launching a local train on KCR tracks. Then we have news of the KCR being revived itself, then we hear about the Magnetic train .. whats going on?

Are we going to get a local locomotive or a Magnetic one? And aren't they going to unveil the train or the tracks before Jan 15th?

Can anybody explain this :S?

Yeah I mean its the 5th today, just 10 days left to the Inauguration but there hasn't been any media reports about what train is going to be used, what tracks will be upgraded.

Neither have they published any pictures regarding the train (Magnetic). I have a strong feeling that either they'll drop the Magnetic train and run a local locomotive from PR's fleet or delay it till Feb or March.

i just saw on ARY, they said the worlds biggest bridge will be constructed to connect karachi with bundle island. will also have a tram on it.

other news is from lahore,

- gov have decided to construct footpaths on the side of roads everywere in lahore, (all of the private owned societys allready have them)

- PACE mall on link road is just about complete now, they said it will open soon. link road has also really developed and is turning real urban, it allready has a few other malls under construction there. the pace on mm alam road is still u/c, it would take about 15 months more to complete.

- sheraton hotels will be constructed a 5 star hotel in lahore soon, also one of indias biggest hotel company obrois are also coming lahore,

- there is also a 40 storey tower coming up on main boulvard, gulberg. main boulvard will become a mini shiek zayed road :)

- also this is abit old, there is a multiplex cinema coming to fortress stadium, construction did start a while ago and is in full swing right now.


more news coming soon, also if you go around lahore you will see a huge construction boom and a really really big one around airport and raiwind road. there also many nice low risers being made,

If they are building an island that is potentially even greater in magnitude than the palm then why is it that if we ask a random person they wouldnt have heard of bundle island. Thats because Dubai robustly market their mega projects and we do not ... I really dont know why.

Yaar.. Bundle Island won't be a man made ISLAND.. Bundle Island already exists! Its on the Eastern Coast of Karachi, but the plan is to "develop" Bundle Island.

Bundle Island isn't much far from Manora Island. And the CDGK is currently doing some work on it. There are plans to develop Manora into a tourist spot.

ok i got the whole area for bundle island, it is 250 acres big.

there is quite alot of development to happen on BI

-a us firm is to make a Karachi Technology Island City (KiTC) costing 6 billion rupees.
-there is huge investment by a saudi group, who are going to make 7-Star hotel, water park, safari, health club, animal rides, court yard, aquarium, bowling, ice skating, boat rides, a guest marina, restaurant, hospital and entertainment centre.


whole island will be completed by end 2007.

monoro island isnt that far Manora Island is a beach resort with a lighthouse, five km from Keamari, near Karachi Port. it is also were ibrahim dawood now lives and has many residants, also the beach there is one of the best.

The Island alread exists! .. Its just going to be built on by a Saudi firm that plans to invest $500m in this bundle island project.

The Govt said that the "Saudi firm failed to start the work on time", well, there isn't anything being built right now. I hope they start work on the project soon.

well the goverment opened the island to develop it.

there are so far 2 big projects,

1. saudi group making 7 star hotel, water park, safari, health club, animal rides, court yard, aquarium, bowling, ice skating, boat rides, a guest marina, restaurant, hospital and entertainment centre.
which will be completed by end of 2007.

2. a us firm making a technolgy island city, im sure youve heard of this. costing 6 billion rupess.


right now they are cleaning the island up and i think constuction on the bridge has started.

ISLAMABAD Oct 5 (PNS) - While the IT industry world over face tough times, a US company –AccessCapital - is all set to bring $100m (Rs 6 billion) in a joint venture with and Pakistan Software Houses Association (PASHA) and Karachi City District Government (KCDG) services to set up Karachi Technology Island City (KiTC) .

The KiTC will attract Foreign Direct Investment (FDI) and with the enterprise support systems and venture capital funding facilitated by IDEA Pakistan (a joint venture between AccessCapital LLC and EDP Services (Pvt.) Ltd), a positive environment will exist for nurturing and growing Pakistani SME\'s, Hamza Matin, EDP chief and driving behind the Thai JV’s arrival in Pakistan, told The News .

Some 250 acres island located just offshore Karachi Creek, KiTC would focus its activities on manufacturing and industrial engineering; Information Technology and multimedia; biotechnology (emphasizing research and development); commercialisation and human resource development; and environmental technology .

KTiC will comprise of a high quality physical environment with an advanced telecommunications infrastructure for indigenous and inward investment technology companies. KTiC will become a hub of technology and knowledge based activity with strong diffusion impact throughout Pakistan .

To realise the above objectives and take up the required activities the KCDG teamed up with IDEA Pakistan & AWT to come up with a concept for expanding beyond the boundaries within which Karachi currently operates and build a significant amount of infrastructure capacity .

The mega project is aimed at developing an international level Karachi Technology Island City (KTiC) with the help of international donor agencies and foreign investors to help institutionalise & internationalise the metropolitan’s IT industry .

The KTiC is planned to be “the best in providing the infrastructure, facilities and services related to the development of knowledge-based industries based on the immediate and pressing needs of Pakistan” .

“The park, which will be home to a number of inward investment projects, will have a core facility for incubating and growing new Pakistani & international technology companies and will include a number of spin-off campus enterprises. The Park will be linked to a global network of such centers,” says a concept document of the plan .

KCDG, the largest city government in Pakistan representing a population of over 15 million, would be providing land the bundle island land with basic infrastructure as equity in the project. There shall be a mutual exchange of ideas/possibilities depending on the feasibility of each project. Decisions will be made by consensus between KCDG, AccessCapital, EDP Services and PASHA .

KCDG shall follow rules and guidelines for assigning and operating BOT/BOO projects. This MoU shall be subject to the approval of the provincial government of Sindh and the federal government of Pakistan .

AccessCapital and EDP will manage & provide technical assistance to KTiC in generating & arranging investments for the development of KTiC on a build operate transfer (BOT) and/or build operate own (BOO) basis under the patronage & assistance of Pakistan Software Houses Association (PASHA). Army Welfare Trust (AWT) would provide technical support in design, development, management & maintenance of the project .

The financial benefits and responsibilities of the KTiC project will be shared by parties as per terms and conditions to be negotiated and agreed upon at a later date. The financial details outlining profits and project accounting will be as per agreement to be signed at a later date .

It is noteworthy that the KTiC will work closely with local Pakistani universities such as LUMS, IBA, QAU and Fast ICS, however, a key objective is to establish a global knowledge network allowing the participation of educational institutions from around the world .

This unique assembly of Karachi City District Government, IDEA Pakistan and AWT has all that it takes to come up with a concept to expand beyond the boundaries within which Karachi currently operates and build a significant amount of infrastructure capacity .

However, the project still depends largely on how the partners team up with each other against law and order problems and official bureaucratic attitudes .

KTiC is intended to provide specific long-term advantages to tenants and helpmeet their developmental and operational needs. Some of the key advantages enjoyed by the tenants in the technology park will include the ability to locate in close proximity to like-minded companies who are involved in the development or utilization of new and evolving technologies, fostering unique opportunities for positive interaction; It would also provide the companies access to shared services and amenities which will include video-conference facilities, multi-media meeting rooms, product display areas, and hiker/biker trails connected with the city-wide trails system .

A strategic location near the Defense Housing Authority (DHA) would be availed for provision of housing opportunities, schools, a Golf Course with five star hotels, and a marina club .

In an impressive ceremony chaired by the minister for science and technology, Dr Atta-ur-Rahman, Karachi District Nazim Naimatullah Khan Advocate, AccessCapital representative Raja Sohail Bashi, Managing Director of AWT Lt Gen Parwaiz Masood, CEO of EDP Services Syed Hamza Matin and President of Pakistan Software Houses Association Zain I Syed would sign the detailed agreement on the project in Karachi on tomorrow (Tuesday) .

The mall (Jumeirah) looks big in the Picture's but actually it'll be build on a very small place ..

Tariq Road is filled with Malls, we have two right beside Jumeirah which are moreless empty as most "Brand" shops are in Dolmen .. I wonder how Jumeirah will attract business!

Actually, that design is not that bad. After the construction of too many glass and steel buildings, a building like this will look like a premium, because it would then standout. Although I know, that allover India and Pakistan, people really want to see alot more buildings like those in the west. Maybe there's a reason why this building should be build! ;)

I got some news on the KCR;

According to revival plan, the first phase of the project would take three years to complete at an estimated cost of Rs20 billion. Phase one of the project should be implemented immediately and ought to be completed in 3 years at a cost of Rs12 billion.

The consultants have recommended that the dual track for the KCR should take place along with the construction of the infrastructure in phase-1. The first phase will also include supply of locomotives, bogies and the development of the railway stations.

A bus shuttle service will also be linked with each KCR station. Initially, the KCR service will start from Drigh Colony to Karachi Cantt. Station via Nazimabad and Wazir Mansion in the first phase.

The second phase envisages extension of the circular railway to low income areas. It was suggested that the circular railway system should be connected to the Quaid-e-Azam International Airport, Orangi Town, New Karachi, Surjani Town, Baloch Colony, Landhi and Korangi.

Phase-2 of this project is to be completed at an estimated cost of Rs8 billion in which entire system would be modernized.

The fares being considered for the feasibility are Rs5 for 10 km, Rs10 for 10-20 km, and Rs15 for a journey between 20 to 30 km.

The federal government has also considered that an effective commuting system for the convenience of city commuters is of vital importance. It is suggested that in most of world metropolitan city arrangements and management of a commuter train system is responsibility of the metropolitan and provincial authority instead of running by the national railways.

The consultants said that locomotives and other equipment with the railways at present are not suitable for any urban mass transit programme, as the world over mostly diesel multiple units with attachments are used for running the urban transport.

The present government, it may be noted, taking special interest in developing a sound and effective communication infrastructure which includes construction of new roads, highways and complete overhauling of the railway system in Pakistan.

Well no .. It is just freaking amazing that the confusion created by the City Govt. is out of this world!

1) KCR is being revived

2) KCR is not being revived, the City Govt. will run trains on KCR Tracks

Fahad is right in being concerned. Why is the city government giving us mixed signals? If they have finalized a project, they need to let us know what it is, how it is going to be implemented and what is the date of its launch. Its called the concept of public responsibility. Mass transit for Karachi is extremely necessary and long overdue. It has been on the cards since a long time already, and again, the CDGK is beating about the bush. There needs to be some kind of petition that could be sent to the city nazim about it I wish...

The reason there is no clarity about it is because there is no firm project. In fact, I am willing to wager a significant amount of money that Karachi will not get a maglev line at all. (Not because I have anything against Karachi, but I can show that it is not a particularly attractive option for a mass transit line, though it makes sense for fast airport links like in Shanghai).

On the other hand, there is reasonable chance of a conventional elevated/underground metro line getting approved sometime soon (though there is nothing concrete on that either).

The KCR itself will get the same old coaches that used to run on it. Lahore's Moghalpora works do not have the capability yet to build new rolling stock for the KCR (though the capability to license-assemble is being acquired from China). It is only refurbishing the old coaches - perhaps involving repainting and fixing the interiors. It will have a conventional diesel engine and several regular railway bogies.

Services on the mainline (not on the loop) are likely to start sometime next month. At one point there were about 110 services a day on the mainline+loop. I think they will start with <10 services a day to start with. Services on the loop will have to wait for infrastructure (replacement of most if not all level crossings with flyovers/underpasses + doubling of the current single line). There is not much spare capacity on the mainline in any case since there are only two tracks on the mainline and even these are not exclusively available for mass transit since long distance and goods trains use the same tracks.

Hope this will clear some of the confusion.

Guys, I don’t think the map you guys creating are viable or practical. If you look around the world, i.e. London, New York, etc. metro/tube stations are generally within 1/2 miles distance from each other. Looking at the map above I can see no station between Karachi uni and Drigh road. Which according to my estimation is well over 5miles distance. It goes for Karachi uni to Sohrab Goth. So no chance that planner will plan in anything like this. The whole network once all the lines are constructed and amalgamation of KCR, overhead and underground lines would be more comprehensive and integrated than what you guys envisage.

Adnan Zafar's map is only a schematic map of the alignments of the various lines. It does not indicate every station along the route, only the most important ones.

Look - we are talking of projects that are just in the initial planning stages (and have been since the late 1980s when the World Bank supported KMTP study was done). No finalization has been done, not even in-principle approval has been given, no question of tying up finances etc. It is not even clear that even a single new mass transit line would be constructed (though the chances of the Tower to Sohrab Goth line have brightened in the recent past). Keep things in that perspective. As of now, the only existing infrastructure is the KCR and the mainline.

Secondly, London's underground was built over a period of 100 years or so (I am counting the time to the last line in the 1960s, leaving aside the Docklands Light Rail). I think it would be overambitioius to dream that Karachi, which has almost zero mass transit infrastructure today, would be able to build that kind of a network in a short period of time. It is unfair to make a comparison between London and Karachi.

First of all do you guys have any idea how much does those train sets cost per unit?First world countries like the US,Japan and Germany are having second thoughts on implementing such rail network for linking the main cities and you guys are building a nationwide track?Using those units to carry cargo?FYI they cost almost a billion USD per set and the weight of gods have to be equally divided on both section of the train or else the maglev will have serious problem running.Pakistanis must be geniuses to have thought of this.

The Shanghai maglev cost about $40m a kilometer. Unlike conventional railways, maglevs cannot be built at grade and have to be on elevated guideways even for long distance routes and not just for intra-city routes. Thus, the costs for long distance lines remain the same.

Now consider this. If you consider only one line - say Karachi Lahore, that is 1220kms. That means a cost of about $4.9billion, that is PKR 288.7 billion (@PKR 59.15 per dollar)!!! That is for just one line. Now do your calculations for a 'network' of some sorts, connecting just the major cities.

I will be willing to wager any amount of money that Pakistan will not build a long-distance maglev network anytime in the foreseeable future. Any takers for gifting me some money by betting that it will be built? Fahad?

For the record, there is only one commercial maglev as of now and it is not a long distance one, but an airport-city transit in Shanghai. The Chinese plan to build a Shanghai-Beijing maglev has been stalled for quite some time now, though very recently, there have been some reports (subsequently officially denied) that there might be approval soon for a short section.

There is no such 'proposal' for the Maglev except by one Herr. Wagner of a company called InterGlob (which by the way does not exist except on paper). His greatest claim to fame is getting photographed with Gen. Musharraf. He claimed (and does on the website too) that his company built the Shanghai Maglev - which is an outright lie.

There is no Maglev coming to Pakistan in the near future, at least no longdistance one. And there is none coming to Asia either.

And Phase I of the KArachi metro is not under construction. It is a proposal (and has been since the 1980s at least) with no firm movement. There is hope that there is some movement soon, but it as of now only a hope. Saying that it is u/c is a lie.

The only thing that exists as of now is the KCR (two tracks shared with long distance trains on the 'mainline' and a single-track loop. Both these have a series of level-crossings, making the running of any serious mass transit system impossible. The current u/c part of it is the refurbishment of some 1960s-vintage coaches, which will run on a limited schedule on the mainline. There is no firm proposal for the KCR (e.g. doubling, electrification or underpasses/overpasses at level crossing) as of now, though there are vague plans for the future.

There is confusion only because of the assumption on the part of some members here that something is underway. Nothing is as of now, though the 'hope' is that something might get underway in some time.

I also think that Maglev won't be built on national scale. For one it's still not a mature technology and the cost is way beyong reach of Pakistani governments let alone private firms. Even if they somehow manage to build it the price of ticket won't be low enough to generate any profit. The Shanghai-Beijing line is already cancelled. The Chinese government is building an extension line linking Shanghai and nearby city of Hangzhou, mainly for 2010 Expo.

Building a MAGLEV in Karachi is highly unfeasible. Just imagine what the cost would be for the ticket? They would be charging the fare from N.Nazimabad to Saddar (RS. 70 to RS. 80) just for one ticket, its fate will be the same as the Scania Green Buses. Running low polutant airconditioned buses in Karachi was a very good idea, however running Scania buses was extremly stupid. First of all ive travelled in those buses and believe me, the experience was terrible. Why? because the tiket price was Rs. 15 (this was 2 years back, I can only imagine what it is right now) Secondly, even at Rs. 15 per ticket, their profitablity was so low that they couldnt even afford to run the AC's on the buses because of higher fuel consumption! The people were cooking inside them. On the other hand the Chinese Green Buses were a very pleasent trip. Airconditioning was excellent and the fare was only Rs. 10 (This was also two years back). Sridhar, since you know quite a bit about railways and such could you please shed some light on what someone said here earlier about the the soil of Karachi not being feasible for building an underground subway line in? As for the KCR, I personally think that the Circular Railway line should only be used to Transport people from the outter areas of Karachi into the central Part, and in the inner city there should be a cheap Rail method of Transport. Like a Monorail or elevated railway or something. What would you say, Sridhar?

Well, the best solution would be a multimodal one. It makes sense to optimally utilize existing infrastructure, while recognizing the new realities of the city and building for it.

First the KCR (the loop): When the KCR was built in the 1960s, Karachi was a city with a population one fourth of what it is today. The KCR formed the outer edge of the city. Also, the number of intersecting roads were fewer. It was a feasible option then. It is an infeasible option today and in its current form for travel from say Saddar to Nazimabad, since it goes around the city and is much slower than road transport despite the traffic on the roads. Yet, it has its uses, for travel from Saddar towards Mauripur Road, Sher Shah, Orangi etc. Also from North Nazimabad towards the University, Drigh Road etc. It requires extensions (spurs) from say Orangi station into the Kacchi Abadi areas of Orangi itself or from Baldia into the Kacchi Abadis nearby. It is a feasible option, with space available for construction along the existing roads. But there are two prerequisites - it has to be doubled and flyovers have to be built at ALL level crossings. It also needs electrification (electric traction provides faster acceleration and deceleration and also causes less pollution). There is NO mass transit option in the world that operates on a single track and virtually none on diesel traction. Thus doubling and electrification are necessities.

The mainline: This is the most promising of existing infrastructure. It is already a double track and it has fewer level crossings. There is considerable movement of people between the Saddar area and places like Landhi, Korangi and further towards Port Qasim. Such an option has been successfully used in many cities in South Asia itself. In India, Mumbai is the most prominent example, but also other cities (Kolkata, Chennai, Hyderabad, Bangalore, Delhi and even Lucknow have EMU services on rail track). In many of these cities lines have been largely quadrupled, providing an exclusive pair of tracks for mass transit. Such an option can be exercised by Karachi for relatively low cost. Quadrupling and electrification, along with grade separators at level crossings are necessary projects.

Elevated rail: There is need for at least one and preferably two or more elevated rail lines in Karachi to meet traffic needs and decongest the roads. Obvious routes include one north south route and another east west route (roughly forming four quadrants out of the KCR loop). The North-South route is the most obvious one if only one can be built. If there are heritage concerns, it can be partly underground. I don't know anything about Karachi's soil topography and hence cannot comment on how difficult the underground route would be. Mumbai faces such a problem as well (since it mostly consists of land reclaimed from the sea). But it is advisable to go underground in the very centre of the city and run elevated elsewhere. Generally, underground lines are twice as expensive as elevated ones, so it makes sense to go elevated wherever possible. This is particularly true of developing countries, which don't have budgets as high as some of the developed countries.

Buses: Karachi is perhaps the only city of its size which has no organized bus system and no transit options either. Almost all buses are run by small operators with a few buses. An efficient bus service is necessary even if a good rail-based mass transit system is built.

Light options: In the very centre of the city, light rail (modern trams) or even monorail could be an option. Delhi is seriously considering a monorail line in the congested Old Delhi area as a feeder service to the metro and to pedestrianize that part of the city. Karachi could consider something similar. Another option is the Skybus being built by Konkan Railway Corporation in Goa, India or something else of that kind (the skybus is actually a rail-based system in spite of the 'bus' in its name). The costs are far lower than the metro while still providing a modern system of lower capacity than a metro.


But going by past experience, I doubt much would happen in Karachi. It seems to be the most neglected city of the country even though it contributes much to the national economy. Even now the Govt. continues to talk of a privately built metro. Private enterprise cannot sustain mass transit anywhere - they are not profitable anywhere in the world. The only 'profitable' metro is the one in Hong Kong and even that is profitable only because of its revenues from land development (and even those are subsidies since it got very high value land in the centre of HK for free). Bombay's bus company is also profitable (and extremely efficient) but again because it also operates the city's electricity system whose profits cross-subsidize its transport operations. Thus, if any system has to be built in Karachi, it needs a big subsidy from the Govt. Only the Federal Govt. has the resources to do so in Pakistan and it seems to be unwilling to put its money where its mouth is.

At the moment, the best that can be hoped for is a revived KCR+mainline (though still very suboptimal) and perhaps one metro line (north-south) in the next 5 years if things go fast now. Else, the city will plod along based on the enterprise of its citizens, but no thanks to any of the authorities.

Such an option has been successfully used in many cities in South Asia itself. In India, Mumbai is the most prominent example, but also other cities (Kolkata, Chennai, Hyderabad, Bangalore, Delhi and even Lucknow have EMU services on rail track). In many of these cities lines have been largely quadrupled, providing an exclusive pair of tracks for mass transit. Such an option can be exercised by Karachi for relatively low cost. Quadrupling and electrification, along with grade separators at level crossings are necessary projects.

Elevated rail: There is need for at least one and preferably two or more elevated rail lines in Karachi to meet traffic needs and decongest the roads. Obvious routes include one north south route and another east west route (roughly forming four quadrants out of the KCR loop). The North-South route is the most obvious one if only one can be built. If there are heritage concerns, it can be partly underground. I don't know anything about Karachi's soil topography and hence cannot comment on how difficult the underground route would be. Mumbai faces such a problem as well (since it mostly consists of land reclaimed from the sea). But it is advisable to go underground in the very centre of the city and run elevated elsewhere. Generally, underground lines are twice as expensive as elevated ones, so it makes sense to go elevated wherever possible. This is particularly true of developing countries, which don't have budgets as high as some of the developed countries.

Buses: Karachi is perhaps the only city of its size which has no organized bus system and no transit options either. Almost all buses are run by small operators with a few buses. An efficient bus service is necessary even if a good rail-based mass transit system is built.

Light options: In the very centre of the city, light rail (modern trams) or even monorail could be an option. Delhi is seriously considering a monorail line in the congested Old Delhi area as a feeder service to the metro and to pedestrianize that part of the city. Karachi could consider something similar. Another option is the Skybus being built by Konkan Railway Corporation in India or something else of that kind. The costs are far lower than the metro while still providing a modern system of lower capacity than a metro.


But going by past experience, I doubt much would happen in Karachi. It seems to be the most neglected city of the country even though it contributes much to the national economy. Even now the Govt. continues to talk of a privately built metro. Private enterprise cannot sustain mass transit anywhere - they are not profitable anywhere in the world. The only 'profitable' metro is the one in Hong Kong and even that is profitable only because of its revenues from land development (and even those are subsidies since it got very high value land in the centre of HK for free). Bombay's bus company is also profitable (and extremely efficient) but again because it also operates the city's electricity system whose profits cross-subsidize its transport operations. Thus, if any system has to be built in Karachi, it needs a big subsidy from the Govt. Only the Federal Govt. has the resources to do so in Pakistan and it seems to be unwilling to put its money where its mouth is.

At the moment, the best that can be hoped for is a revived KCR+mainline (though still very suboptimal) and perhaps one metro line (north-south) in the next 5 years if things go fast now. Else, the city will plod along based on the enterprise of its citizens, but no thanks to any of the authorities.


I think the most efficient option (financially) and the only one possible is the KCR one. You are absolutly right about a private company building a metro. First of all nobody wants to do it and secondly its not going to be sustainable. Any kind of rail based transit system cannot be supported by any private company. Keeping in consideration the history, i dont even think that the KCR will be built in the next 5 to 7 years because the government said that their doing everything to revive the KCR and later we got to know that all they did was refurbish some old carriages and fix some rail lines. All that is being done for Karachi is done just to keep it alive, "up and running". It is indeed the most neglected city of Pakistan and it will remain so for some time to come. A metro or organised bus system or anything of that sort is wishful thinking at best.

If there is a will, there is a possibility of building a sufficient (though limited) system out of just the KCR and mainline. An example is the city of Hyderabad in India. It is now a large city of about 5 million people. It suffered from an absence of a metro system though it has had a good bus system for some time. A full metro is planned there (the feasibility studies are currently underway by the Delhi Metro Rail Corporation) but in the meantime, the Govt. developed a mass transit system using the existing railway lines and upgrading them for near-metro operation.

Karachi can learn from this experience and do something similar. You will be surprised to learn that this system cost only about Rs. 140 crores (about PKR 1.9 billion), which involves several new stations, upgradation of existing ones, new underpasses, integration with the bus system (new bus bays etc.) and new rolling stock (which are sufficient though not luxurious or anything of that sort). All with indigenous technology (hence cost effective and reasonably good, though not as fancy). And done within 2 years from the first announcement of intent to inauguration.

No. Signing of an MoU does not mean anything. For that matter, an MoU was signed between the CDGK and InterGlob (a non-existent company with no access to Maglev technology) and even in Lahore (with the same non-existent company). Nothing has come out of that MoU and nothing will come out of it. The Chinese company also signed an MoU to 'study' the project. Even a study has not been done by the Chinese company two years after the MoU.

Once again, as long as the Govt. is unwilling to invest in it and keeps hoping for the private sector to invest, it is almost certain that nothing will happen. Mass transit is not economically viable option for the private sector even in developed countries and it is certainly not one in developing countries where ticket prices have to be necessarily kept low.

Once again, there is absolutely nothing concrete on the Karachi mass transit project (KMTP) after the 1989 World Bank study. There is a lot of talk. The nearest it came to being built was when a Canadian-led consortium was given the contract for Line 1. But even that collapsed only because the Govt. was unwilling to release the money it was supposed to release. Nothing moved in that instance and nothing will move till the Govt. bites the bullet and decides that it has to invest money in the project. There is no free lunch.

I can understand what your saying; I guess upgrading KCR is the best option for now but Karachi should really smarten up and do something else as well.

I've been to that city...it's constant gridlock no matter what time of day it is even well into the late nights!

I know the federal government screwed around with that Canadian company; I really liked that project as well an elevated LRT system. Lets hope something happens...BTW you have information on anything for Lahore?

Kuala Lumpur’s Urban Transport Department on Wednesday started studies for a project to build a monorail train in Karachi.

A delegation from the department held a meeting with Karachi Mayor and District Coordination Officer. The delegation said it had identified six corridors for the monorail, which is successfully running in the Malaysian capital. The project is on BOT (build operate transfer) basis.

The estimated cost of the project is $568 million, which will be completed within four and a half years. The corridor-I, spreading over a total area of 15.2 km from Sohrab Goth to M W Tower, has been designed on both elevated as well as underground basis.

The route from Sohrab Goth to Teen Hatti (8 km) will be on elevated pattern, while the remaining corridor from Teen Hatti to Tower (7.2 km) on underground basis.

This corridor initially will facilitate about 0.4 million commuters with the fast, efficient and economical transport service that would later be expanded to 1 million commuters.
