This was pushed by Aurora province lone district representative Juan Edgardo Angara during the press launch for the Aurora province as this year’s host of the Mutya ng Pilipinas beauty pageant, which the local government hopes to attract more tourists for their eco-tourism kind of development. “We should implement this project as soon as possible,” Angara told reporters. Angara observed that the provinces that have suffered and still suffering from severe poverty are those in the eastern part like Aurora, Isabela, Quezon, Nueva Ecija, and Viscaya. He blamed this situation to the lack of infrastructure that would have opened the economic activities of these provinces. Access to these remote provinces has not been addressed. Aurora with its nature-tourism has remained hardly inaccessible. It has no developed seaport although a RORO port is being constructed now. There is no regular flight to Baler, the capital of Aurora, except for the chartered flights of Sea Air. Travel by land is recommended only by bus, vans or sports utility vehicles because the long stretch of rough roads could not tolerate small cars. Travel time is six hours by bus and an hour by plane. Angara said the extension of the SCTEX from La Paz, Tarlac to Aurora province has long been in the plans of the Department of Public Works and Highway. The extension of the SCTEX could mean the construction of at least 100 kilometers more. With the poor road network to access the eastern seaboard provinces, Angara said Aurora and the other provinces have been left behind in the development. The Aurora province, which is hosting the Mutya ng Pilipinas, has only hotel rooms enough for the Mutya delegates almost 300 contingent. There is only one hotel in Baler, the Bahia de Baler, although another 20-room hotel is being constructed now. In preparation for the Mutya visitors, the provincial government has adopted the home-stay or bed and breakfast schemes and is now accrediting homes that would let in visitors. Aurora, which is named after the wife of former president Manuel L. Quezon is comprised of only eight towns and is mostly agricultural. The province can grow almost all kinds of fruits except mangoes since it constantly rains in the area. Among its prime agricultural produce are rice, coconuts, corn, among others. Aside from the access road, the 36-year-old representative from the lone district of Aurora is pinning his hopes on the Aurora Special Economic Zone Authority, which was passed into law in June 2007. “We are still constructing our administration building, our airport and the civil works,” he said. The primary justification for SCTEX was the development and interaction of 4 industrial zones...Subic, Hermosa, Clark and Tarlac (Luisita). That didn't happen and probably doomed the financial rate of return for the expressway. Extending to Aurora also on this premise for a tollway doesn't make sense. In a disclosure, San Miguel said it had entered into a non-binding agreement to acquire a significant stake in the Private Infrastructure Development Corp. (PIDC), a consortium of construction companies behind the Tarlac-Pangasinan-La Union Toll Expressway Project. "This is in line with our diversification plans and we’re happy to be a catalyst for the infrastructure needs of the country," San Miguel President Ramon S. Ang said in a statement yesterday. Mr. Ang noted that the northern and central Luzon stretch is a "potentially dynamic industrial corridor" and the proposed expressway will make it easier and cheaper to move goods and people from one point of Luzon to another. "As a food and beverage conglomerate with one of the most developed distribution networks in the country, we have a strong interest in making it happen," Mr. Ang said. The expressway project will extend from La Paz, Tarlac to Rosario, La Union. Once completed, the expressway will cut by half the travel time from Manila to Baguio. The CEOs of a major investors’ league in Clark Freeport Zone (CFZ) said they prefer to use the 94-kilometer stretch for its time efficiency, citing reduced travel time as among the advantages of using the state-owned expressway. “SCTEX has made business and other activities easier not only for Clark investors but also for Angeles City residents and commuters,” Clark Investors and Locators Association, Inc. (CILA) president Jeannie del Rosario-Ng said. CILA is among the leading business organizations that played a big role in attracting 781 investments in Clark. Ricafort said. “My confidence in the President’s sincerity to fulfill her promises is anchored on the positive impacts that her previous SONAs have created inside the Clark Freeport,” Ricafort said. Ricafort said the goals Ms. Arroyo delivered in her 2007 SONA “have become a reality” citing various development and infrastructure projects completed and ongoing inside the Clark Freeport. In her 2007 SONA, President Arroyo unveiled a plan to organize “Super Regions” composed of Mindanao, Central Philippines, North Luzon Agribusiness Quadrangle, Luzon Urban Beltway and the Cyber Corridor in a bid to “spread development away from an inequitable concentration in Metro Manila.” Ricafort cited the completion of the Subic-Clark-Tarlac Expressway (SCTEx) as “concrete proof” of the President’s determination to synergize Clark and Subic Freeports, “whose ‘spillover effect’ would complement the local economies of surrounding communities.” He added that the opening of the SCTEx last year has created a huge impact on Clark, particularly on the Freeport’s investment, export and employment performance in 2008 and the present. From Tarlac, not Manila. That’s how bad Highway 3 or the so-called MacArthur Highway has become — worn pavement in some parts, lots of trucks from dusk to midnight, besides buzzing scooters and tricycles from 4 a.m. onwards. The only time it is clear of traffic is from 12 midnight to four in the morning. Driving through Highway 3 in the day, after the civility and freedom of the SCTEx, is a stress-filled ordeal. An endless slog of piecemeal attempts to overtake slow mini buses and trucks. Jeepneys go on and off the shoulder every 300 meters and tricycles just never seem to get off the road. But if PIDCo finishes the TLUTEx (Tarlac La Union Toll Expressway) in 2013, three and half hours to Baguio from Manila may just be possible. To recap, the SCTEx is a project of the BCDA (Bases Conversion Development Authority). JBIC (the Japan Bank for International Cooperation) gave the BCDA generous funding of P29 billion — interest rate of 0.95% per year, 40-year term, grace period for 10 years — which means the BCDA will only start paying for the loan in 2018 up to 2048. With such generous conditions, JBIC only required that the highway be built by Japanese contractors to Japanese standards and should be four-lane dual carriageway. Filipino contractors can apply as subcontractors. Now operated by Metro Pacific Tollways’ TMC, same operator as the NLEx, the SCTEx is a huge success. The BCDA, having been a successful partner of the JBIC, was supposed to continue with the TPLEx (Tarlac-Pangasinan-La Union-Expressway) from SCTEx Tarlac to Bacnotan in La Union, with a spur expressway to Dingalan Bay, Nueva Ecija. The BCDA-JBIC funded TPLEx plan would also divert Cagayan Valley truck traffic from the two-lane Maharlika Highway to the safer dual carriageway SCTEx and on to the NLEx. About a year before the full operation of the SCTEx, PIDCo proposed the TLUTEx — a 88.58-km two-lane single carriageway expressway parallel to Highway 3, continuing from the Balingcanaway, Tarlac terminus of the SCTEx to Rosario, La Union. TLUTEx copies the BCDA’s TPLEx’s alignment and will have interchanges in Victoria, Gerona-Pura and Paniqui, all in Tarlac. There’s an interchange to serve both Nampicuan, Nueva Ecija and Anao, Tarlac. Crossing into Pangasinan province, interchanges will also be built to serve Carmen-Rosales and congested Urdaneta City. After Urdaneta, the TLUTEx will cross over Highway 3 to align west of it before another interchange for Pozzorubio. The TLUTEx toll plaza terminus will be where the Rosario-Pugo, La Union highway leads to Marcos Highway. Section 1A — a distance of 16.95 km from the SCTEx Tarlac toll plaza to Gerona — is due to be finished in 2009. Section 1B is 31.75 kms of expressway from Gerona-Paniqui-Moncada-Carmen. Section II, at 9.47 kms from Carmen to Urdaneta, will be the most expensive section per km because a long and costly viaduct will have to cross the wide Agno River. Section III traverses 30.41 km from Urdaneta-Pozorrubio-Rosario, which bypasses one of the most dangerous parts of Highway 3. To be initially financed by loan and toll collections, TLUTEx will be completed piecemeal — just like the decade-old STAR Tollway. Total project cost is estimated to be P15 billion. The Philconstruct Web site claims the consortium is negotiating for P8 billion from BDO and that San Miguel Infrastructure is also interested in buying 55% of the project. DPWH right-of-way acquisition is ongoing. The BCDA’s four-lane dual carriageway TPLEx was to finish in three years, as fast as the SCTEx. PIDCo’s TLUTEx has the same schedule but is only two lanes. Sadly, the latter will be fraught with traffic risks as fatal head-on accidents are germane to long and lonely single carriageway highways. Scheduled for completion in the third quarter of 2010 is the 48-km Tarlac City to Carmen, Pangasinan Section 1. A target traffic volume of 25,000 vehicles/day should trigger PIDCo to start building the other two-lane carriageway, a traffic volume that is already reached every weekend at the SCTEx Mabalacat toll plaza. It’s a pity that the project was packaged merely as a construction one without linked commitments to operate. A comprehensive package from building to operations, like the NLEx rehabilitation, would have attracted bigger financing. At P15 billion, project finance is limited to building only two lanes and several interchanges without the access roads, if only to finish sections 1A and 1B by 2010. And since a long viaduct spanning the Agno river will be costly, the Pozzorubio, Pangasinan to Rosario, La Union segment of Section 3, should be prioritized so that traffic can avoid the crumbling and sinking Highway 3 from Binalonan to Sison. The financing of toll roads is among the areas that DBP was active in as part of its developmental mandate, DBP president Reynaldo David said. It lies in between the second to the last last village and the last village of eastern Tarlac City. And from the last village, Lapaz town is still 6 kilometers from SCTex terminus. Exacto!, The main problem with those 18 wheelers with extra trailers are manuevering their trailers after exiting the freeways. Those large haul trucks are not the ones that they are talking about. Bases Conversion Development Authority President Narciso Abaya said the opening of the Porac interchange will further improve access and boost tourism and investment opportunities in the region. Abaya said the Porac interchange would be the 11th interchange along SCTEX, which has total project cost of P32 billion. (MPTC), said yesterday it was reviewing its options with respect to the Subic-Clark-Tarlac Expressway (SCTEX) after it was declared as lone eligible bidder for the multi-billion peso tollroad project. SCTEx, the biggest and most ambitious project to date of the state-run Bases Coversion Development Authority (BCDA), is a major infrastructure envisioned to serve as a backbone of development in the Central Luzon region. MNTC president and chief executive officer Rodrigo E. Franco said while the BCDA has found MNTC’s financial bid short of the minimum requirements, the tollways firm has until Monday to file a request for a reconsideration. Under the joint venture agreement rules of the National Economic and Development Authority, when financial bids fail to meet the criteria of a project, bidders can enter into a negotiation. “The advantage of having MNTC operate and maintain the SCTEX is to facilitate the integration of SCTEX with North Luzon Expressway (NLEX) in order to give motorists greater benefits,” Franco said. “MNTC will redesign and reconfigure certain toll plazas and the toll collection systems to achieve full integration of the two expressways. Customers will discover an even more pleasurable and convenient travel experience” Franco added. MNTC, the concessionaire and builder of the 93- kilometer NLEX, has been the consistent industry leader and premium developer of tollways in the country. MPTC will soon open its Phase 2- Segment 8.1 expansion project that will link Mindanao Avenue to the NLEX mainline. It will have the same modern and hi-tech features as the NLEX including a cloverleaf interchange, fully computerized toll collection system, efficient traffic management, and well maintained pavement. MNTC probably got a good estimate of the lower volumes so they got lower toll revenue estimates. Sa NLEx kasi, ang ginagamit na typeface sa mga signs, Arial Black tapos Interstate/Highway Gothic eh. Same din sa SLEx TR1 is Clearview, TR2-A is Arial and TR2-B is Interstate/Highway Gothic. Regarding sa sinasabing exit, basically tapos na po ang Floridablanca Interchange at meron na rin access road. This unfinished exit is called Mabiga Interchange in Bataan.
