Introduction

http://www.sial.com.pk/html/images/cover-3.jpg

Located right in the center of Pakistan's industrial hub, Sialkot International Airport is a viable private sector initiative. The project has received strong support from the Government of Pakistan and made impressive progress in a short span of time.

The company that is building the airport and will own and operate it, Sialkot International Airport Limited, was launched from the platform of Sialkot Chamber of Commerce & Industry in 2001. It was created with the clear aim to provide the much-needed facility of an international airport for the most heavily industrialized region of the country, forming the export-oriented golden triangle between Siakot, Gujranwala and Gujrat.

In two years, SIAL has matured into a dynamic organization, turning a challenging task into a commercially feasible venture. Top businessmen of the area comprising the company's board direct the affairs of the company, ensuring the best utilization of resources and dividends on investment.

The Sialkot International Airport would profit from the huge cargo market of industries around it and will be the natural first choice for the large number of air-travelers from the adjoining districts. It will not only fulfill a long-felt need but also create new commercial avenues unexplored so far due to lack of direct and speedy access to the international market. Ground realities guarantee its take-off to new heights.

Location
Export Hub

From the point of view of business, the Sialkot International Airport project has many plus points. To begin with is its ideal location. The potential for an international airport in the area has been appreciated for a long time. And over the years, air cargo and passenger needs of the districts that would be using the airport have grown manifold.

At present, airports at Lahore and Islamabad provide the facility to the project area, but both of them are too distant for practicality or comfort. For the numerous industrialists sending and receiving cargo to and from destinations around the globe or large number of air-travelers, the benefits of an international airport closer at home are many.

For the business community, the airport will bring an end to long delays, damage to goods or packing due to multiple handling, pilferage, security concerns and other losses. The airport will also be a welcome convenience for local and foreign business executives and other air-travelers who will be saved long road journeys from distant airports.

Sialkot International Airport is destined to become the first choice for large volumes of air cargo and passenger traffic that already exists in the areas around it. Furthermore, the full export potential of the region will be realized with the establishment of an airport, making many new markets and sectors accessible and generating more business.

The location of this airport is brilliant. Its in the middle of Pakistans main industrial towns, the idea is for the airport to be used as a much needed export hub in the area. I think therefore it will be a mainly cargo airport. This type of infrastructure is vital to boost our economy.

Well i believe they are building a new one in Gwadar, i dont know what it will look like though.

No they are not. they are renovating the old one, and are extending the runway so it could handle the 747. but there are plans to build a brand new airport over there, which the govt said would take four and a half years, they might start construction on the new airport around next year, and till it's built, they would use the old one for handling passengers!

Sialkot International Airport to be constructed on Build Own and Operate (BOO) Basis by Sialkot International Airport Limited under the auspices of Sialkot Chamber of Commerce & Industry.

During the presentation on 2nd February 2001 Chief Executive of Pakistan General Pervez Musharraf has given approval in principle for construction of an Airport at Sialkot. Memorandum of Understanding (MOU) has been signed between Sialkot Chamber of Commerce and Civil Aviation Authority with the approval of Ministry of Defence for construction of an Airport at Sialkot on 26th February 2001 at SCCI. The promoters from Private sector are invited to join the mega Project of Airport. A public limited company namely Sialkot International Airport Limited (Proposed) under the auspices of SCCI is being formed.

Demand for an airport for the city has been voiced by the business community since a long time. At present, air cargo from the area is sent to LHE/ISB Airports via Sambrial dry port. This procedure involves long time periods, damage to goods/packing during multiple handling, pilferage etfc. Due to above logistic problems, full export potential of Sialkot's industries is not being realized.

Foreign business executives are hesitant to travel to Sialkot as absence of airport entails long road journey times from other airports. Safety and security concerns are also important factors.

Hence, airport is required in Sialkot for
• Export Cargoes
• Passenger Traffic
Due to financial constraints, Government of Pakistan (GOP) / CAA are unable to implement the project. During a meeting held on 20-6-2000 at MOD, it was agreed that the project could be implemented on BOO basis by SCCI. SCCI provided an undertaking to construct and operate the airport. A fresh feasibility study was required to be carried out for SCCI by a consultant duly approved by CAA. Earlier studies were carried out by SCCI & CAA.

The selected site is of 1007 acres at 13 km west of Sialkot linked by road with Sialkot, Gujranwala, Wazirabad, Gujrat, Norowal, Sialkot Export Processing Zone and Sialkot Dry Port Trust. Notifications in this respect have been made by Govt. However more land to the tune of approximately 1000 acres is being acquired. Rs. 230m was provided by GOP for land acquisition which has since been notified. Now this amount is being given to SCCI / Company as soft loan on long term basis for which details are being settled with Ministry of Finance. Acquisition will be carried out after approval of project by competent authority.

Following site investigation/studies were carried out by NESPAK:
• Topographical: Generally flat agricultural land under rice cultivation.
• Geotechnical: Lean clay with sand upto 6m depth. Net allowable bearing pressure 70 kN/m2 to 90kN/m2.
• Hydrological & flood study:Area is safe from floods. Additional safety precautions , include extension of bunds along Chenab River and canals.
• Utilities: Available in vicinity of site. Necessary connections can be obtained.
• Access routes: Site is accessible from Sialkot, Gujranwala, Gujrat & Wazirabad. Road improvement works are required.
• Construction Materials: All building materials are locally available at /near site.
• Environmental impact assessment was carried out. There will be no adverse effect on environment due to airport.
• Site was found to be technically suitable for development of airport.

Flights from Sialkot airport to begin next year
SARMAD MAHMUD

SIALKOT (November 21 2004): The construction work on the runway of Sialkot international airport is in top gear and this mega project would be completed at a cost of over Rs 1570 million. Airport sources told Business Recorder here on Saturday that the airport was being developed on Build, Own and Operate (BOO) basis and this new airport at Sialkot would be a landmark not only in the history of this export-oriented city and hub of cottage industries but also for the country.

This mega project has a great significance because it would be totally financed by the private sector. The private sector had not built a project of this magnitude and size so far in the country.

The Sialkot airport authorities have signed an agreement with an Australian company for air traffic control purposes, sources disclosed.

The development work on the country's longest runway measuring 3.6 km is briskly under way and that would provide landing and take off facilities to Boeing 747 and other aircraft in bad weather like mist. The cargo flights would be started from Sialkot international airport in April next, while passengers' flights would be started in July 2005.

The Sialkot airport would cater the needs of industrial triangle of Sialkot, Gujranwala and Gujrat as well as passengers from Mirpur Azad Kashmir. Undoubtedly, the airport will bring a revolutionary change in the socio-economic development of the region. With the merging of Dry Port, Export Processing Zone and airport at Sialkot, the importance of the area will further enhance which will ultimately help substantial increase in the exports from the area in future.

BEST FACILITIES: The Sialkot airport is being developed over 1004 acres of land about 13 KM to the west of Sialkot where best airport facilities would be available besides sufficient space has also been reserved and allocated at the airport for airlines offices, aircraft catering units, ground handling services, cargo warehouses, restaurant and car parking etc.

It may be mentioned that in the absence of airport, the exporters of Sialkot are confronting with multifarious problems because the air cargo from the area is sent via Lahore and Islamabad airports. But due to the support and co-operation of the government the construction of airport has been given practical shape, which would be ultimately help reduce the logistics problems of exporters of Sialkot, Gujranwala and Gujrat areas.

According to a rough estimate, 60 percent of aircraft movement will be for domestic, while 40 percent will be for the international carriers. The potential traffic forecast for Sialkot international airport is scaled down at the time of opening to 472,000 passengers a year while the estimated cargo tonnage at the time of opening is expected to be 24,000 tons. This means that by the end of year 2012 about 53,000 tons of cargo will be lifted from the airport.

SIALKOT - Air Marshal (Retd) Pervez Akhtar Nawaz, the Director General of the Civil Aviation Authority (CAA), said that the CAA would provide all technical support and assistance to the Sialkot International Airport, to enable it to fulfil future requirements.

Talking to media personnel during his visit to the airport the other day, he said that the concerned staff at the Sialkot Airport would be provided with training facilities at the Hyderabad Training Institute.

As soon as the Sialkot International Airport got operational, necessary certification would be issued to the airport, he said. Mr Pervez Akhtar said that as for as the cargo flights were concerned, CAA’s policy was quite clear, that allowed the cargo flight to land on any airport in Pakistan. The director-general said that a reciprocal policy was adopted vis-a-vis passenger flights, in order to protect and secure the interests of the national flag carrier.

The uppermost responsibility of the CAA was to ensure security of flights and the airports, he said. The DG CAA said that the government would extend its full cooperation to the business community in Sialkot and would need its assistance and guidance for undertaking mega projects in the country. The Sialkot International Airport was a mega project, totally financed by the private sector, he said. The DG CAA said that the functioning of the Sialkot International Airport would play an instrumental role, not only in catering to the needs of the business community but would also facilitate the passengers.

Earlier, Khawar Anwar Khawaja, the Chief Executive of the Sialkot International Airport, briefed the DG CAA about the pace of development work, being carried out at the airport. Khawar Khawaja said that 250 investors initiated this unique and challenging project, on a self-help basis.

Later, Pervez Akhtar Nawaz, along with the chief executive of the Sialkot Airport, visited different areas of the airport. Sialkot International Airport project would be completed at the cost of Rs 2 billion (two billion). The construction work on the runway was in the final stages, while the cargo terminal was 80 percent complete. Similarly, the work on the ‘air traffic control building’ was in full swing, while the work on airfield lights was 70 percent complete.

Test flight lands at Sialkot Airport

From AMRAIZ KHAN
SIALKOT- The first-ever test flight landed on Saturday at the Sialkot International Airport Limited (SIAL) which as per plan will start its full operation in 2006. The Cargo flights however would be operational by June next, stated by Khawar Anwar Khawja the SIAL Chief Executive while briefing the media-men at the site office of the airport.
According to him, almost 80 percent work of this mega project has been
Completed— the project was launched from the platform of Sialkot Chamber of Commerce & Industry in 2001 with a clear view to providing the much-needed facility of an international airport for the most heavily industrialized region of the country, forming the export-oriented golden triangle of Sialkot, Gujranwala and Gujrat.
In two years time, SIAL has matured into a dynamic organization, turning a challenging task into a commercially feasible venture. Top businessmen of the area, comprising the company’s board manage the affairs of the company, ensuring the best utilization of resources and dividends on investment.
Located in the center of Pakistan’s industrial hub, the SIAL is a viable private sector initiative which after receiving strong support from the Government of Pakistan made impressive progress in a short span of time. Mr Khawaja thanked President, Prime Minister of Pakistan Chief Minister Punjab, and senior officials of Civil Aviation Authority for their kind cooperation.
He said: the airport will be the first ever to be built and operated by private sector—SIAL hopes to profit from the huge cargo market of industries around it and will be the natural first choice for the large number of air-travelers from the adjoining districts. It will not only fulfill a long-felt need but also create new commercial avenues unexplored so far due to lack of direct and speedy access to the international market, he added.
In January 2003, construction work of international standard commenced at the airport runway measuring 3.6 km.
Khawar said that an amount of Rs 230 million was provided by the Government of Pakistan for land acquisition, and the entire land is now in possession of SIAL. The 1004-acre site is about 14 km west of Sialkot with existing road links to Wazirabad, Gujrat, Gujranwala, Narowal, Sialkot city, Sialkot Export Processing Zone and Sialkot Dry Port. The new bridge over River Chenab would bring drive time to Gujrat down to 25 minutes. Work on a shorter route to Sialkot city is underway and a comprehensive scheme to improve the existing road links has been launched for speedier access, he added.
At present, airports at Lahore and lslamabad provide the facility to the project area, but both of them are too distant for the business community. The SIAL will bring an end to long delays, damage to goods or packing caused due to multiple handling, pilferage, security concerns and other losses. The airport will also be a welcome convenience for local and foreign business executives and other air-travelers to visit Sialkot.
Besides its lucrative location, the viability of the project is greatly enhanced by a number of factors. It enjoys full backing of the Government of Pakistan and each aspect of the airport is in accordance with national and international regulations. The airport plan, developed by SIAL with the expertise of NESPAK has been approved by the government and meets International Civil Aviation Organization standards, making many new markets and sectors accessible and generating more business.
SIAL engaged the expertise of NESPAK to develop the master plan of the project and after much deliberation and consultation, a fully integrated plan was finalized. The airport master plan envisages phased development of facilities—essential facilities to make the airport fully functional will be developed in Phase 1.
The runway of SIAL would be 3,600-meter long, 45-meter wide with 7.5-meter wide shoulders on either side. The chief executive said that Category 2 would be installed at the SIAL, which would be extendable to Category 3 in the long-run, for passengers and cargo, that is 45,000-sq meter area; in-parking for 4 wide-bodied aircraft at a time or 3 Airbus plus 3 F-27 aircraft at a time could be parked.

Sialkot airport opens runways to test flights

--------------------------------------------------------------------------------

* Cargo service to start from July
* Airport directors want more government help

By Waqar Gillani

LAHORE: Sialkot International Airport Limited (SIAL), the first Pakistani airport to be built with private contribution, has opened its runways. The airport received two privately owned planes on Saturday afternoon. Regular cargo flights will commence from July while a passenger service will hopefully be started by 2006, said the airport directors.

Airport stakeholders, most of them leading businessmen, demanded that the federal government remove “the lacunas and hurdles” that were creating problems for this “unique example of public-private partnership”.

The two planes that landed at the airport were a Cessna-310 piloted by the president of the Pakistan Aircrafts Owners Association and a six-seater aircraft. Both took off from Lahore’s Walton airport that is available to private fliers.

The SIAL has 223 directors, who fronted Rs 5 million each for the airport. The SIAL chief executive (and a director), Khawar Anwar Khawaja, told reporters that once the facility became fully operational, it would share the burden of Lahore and Rawalpindi airports. “By catering to one of the most populous regions of the country, the airport will help increase exports and facilitate foreign businessmen interested in the sports and surgery items that Sialkot is famous for,” he said.

The directors said that every government had ignored Sialkot because it was at the edge of the province and so the private sector had to take an initiative to have an airport constructed. “The airport will be a privately-run, publicly listed concern. We have asked the government to share some of the financial burden of running the airport.” “President Gen Pervez Musharraf had approved the airport in 2002 and a memorandum of understanding was signed by the Civil Aviation Authority (CAA),” they said.

The 1,002-acre airport is13 kilometres west of Sialkot and is linked by a road to Gujranwala, Wazirabad, Gujrat, Narowal, the Export Processing Zone (EPZ) and the Sialkot Dry Port Trust.

Good news. Though we should not get excited about GWD intl. airport or PEW Intl. apt. Right now the Ministry of Defence and CAA are focussing on ISB Intl. and they have said they don't even have enough funds for the new isb apt. So i think a billion dollar GWD apt. seems a fairy tale when our MOD and CAA is crying over lack of funds for the 150-250million dollars ISB apt. project.
But SIAL is an excellent initiative and will certainly benefit the country.

It was created with the clear aim to provide the much-needed facility of an international airport for the most heavily industrialized region of the country, forming the export-oriented golden triangle between Sialkot, Gujranwala and Gujrat.

Over the years, SIAL has matured into a dynamic organization, turning a challenging task into a commercially feasible venture.
Ground realities guarantee its take-off to new heights.

http://www.sial.com.pk/html/pop_images/city_map.gif

Sialkot International Airport is destined to become the first choice for large volumes of air cargo and
passenger traffic that already exists in the areas around it. Furthermore, the full export potential of the region will be realized with the establishment of an airport, making many new markets and sectors accessible and generating more business.
The Government of Pakistan extended a soft loan of Rs 230 million for land acquisition, which has been completed and the entire land is now in possession of SIAL. The 1050-acre site is 14 km west of Sialkot with existing road links to Wazirabad, Gujrat, Gujranwala, Narowal, Sialkot city, Sialkot Export Processing Zone and Sialkot Dry Port. A comprehensive program for improving the existing road links has been launched for speedier access.

SIALKOT: The construction of Sialkot international airport is in the final stages of its completion and it would likely be operational by December, 2007, a mega project initiated by opulent Sialkot business community on self-help basis.

Sialkot International Airport (SIA) Chief Executive Khawar Anwar Khawaja stated this while talking to the newsmen, here. SIA General Manager Muhammad Saleem was also present on this occasion.

He said the airport would be helpful in doubling the Sialkot exports from existing $1 billion(wow!), besides, opening the new vistas of socio-economic and human development in this Pakistan's first ever golden export triangle comprising Sialkot, Gujrat and Gujranwala districts.

Pakistan's first ever export triangle is internationally famous for producing and exporting sports goods, gloves, leathers goods, surgical and musical instruments, sports wears, cutlery, ceramics and leather garments.

Khawar Anwar said the airport, a unique project in private sector, was being speedily constructed in an investment-friendly atmosphere, incorporating the best airport facilities meeting international standard.

Giving the details of the Sialkot airport project, he said the airport site covering 1036 acres was located at 16 kms to the west of Sialkot city near Sambrial and at 30-minute drive from Gujrat and Gujranwala cities.

He said it would boost the transportation of Export Cargo by air and facilitate a great number of businessmen and Overseas Pakistanis of this particular region.

SIA chief executive said Sialkot airport would further attract worldwide clients. He said: "We foresee major strategic changes in Sialkot region which would change the mind set of industrialists, exporters and business community and it will direct unprecedented trade and business activities."

Sialkot airport would bring about a great industrial revolution particularly in the employment of the residents of cities of export triangle, he added.

Thats quite a good looking logo.

Ok some further information about the airport ( an old article but gives more info).

Khawaja said Sialkot International Airport, being developed on “Build, Own and Operate” (BOO) basis, would be a landmark in the history of export-oriented city.

The airport with longest runway measuring 3.6km, will provide landing and take off facilities to big aircrafts like Boeing 747 and others even in bad weather.

Catering fully to the requirements of the ‘golden industrial triangle’ of Sialkot, Gujranwala and Gujrat districts, the airport will step up pace of socio-economic development of the region.

The airport is being developed over 1004 acres of land, about 13km West of Sialkot city, with ample space for airlines offices, aircraft catering units, ground handling services, cargo warehouses, restaurants and car parking.

In the absence of the airport, the exporters of Sialkot are confronted with multifarious problems as the air cargo from the area has to sent via Lahore and Islamabad airports.

About 60 per cent of aircraft movement will be for domestic carriers while 40 per cent will be for international carriers from this international airport.

Initially more that 472,000 passengers will travel through this airport annual, while the estimated cargo handling will be 24,000 tons annually.

By the end of 2012 about 53,000 tones of cargo will be lifted from Sialkot International Airport.

Talking to journalists, he said that development work on passenger terminal was under way and it would be completed in a couple of months. He pointed out that a five-star hotel would be constructed near Sialkot airport for accommodating the foreigners and domestic visitors. He said that adequate efforts were being made for starting cargo flights at the earliest and in this regard necessary arrangements were being made.

He said that airport would not only cater to the needs of industrial triangle of Sialkot, Gujranwala and Gujrat but also generate thousands of employment opportunities besides bringing a revolutionary change in the socio-economic development of the region.

Its a good thing that CAA was out of this project, Airports should be privatized and run like a biz like rest of world.
That wasn't my point. My point was that when CAA was busy building airports in godforsaken places in Balochistan, why didn't it bother making one in Sialkot? Was it a political thing? Or did they think it was never going to be profitable? But then we have many such airports anyway.

SIALKOT: Pakistan International Airline (PIA) would announce its tentative flight schedule within a couple of days for plying flights between Islamabad and Sialkot, said Sialkot International Airport Chief Executive Khawar Anwar Khawaja at a special ceremony held on the landing of PIA test flight PK-613 at the Sialkot International Airport the other day.

He said PIA would initially start three flights between these cities.

The mega project of Sialkot International Airport costing over Rs 2 billion has a great significance because it has been solely financed by the private sector and so far the private sector has not built a project of this magnitude and size in the country even in South Asia, whereas the new Islamabad airport would be built at an estimated cost of Rs 20 billion.

President Pervez Musharraf had approved the project of Sialkot International Airport and had helped in fulfilling dream of the business community of this export-oriented city and hub of cottage industry of the country, Khawar Khawaja said.

He said the business community of Sialkot had played a dominating role in undertaking the mage project elegantly on self-help basis on order to fulfil their dream.

He appealed to the PIA chairman to take adequate steps for starting the passenger and cargo flights between Sialkot-Lahore and Karachi at the earliest possible to facilitate the general public and the business community of the area.

Speaking on the occasion, Flight Services General Manager Zulfiqar Ahmad said the Sialkot International Airport is an ideal airport that has all the modern facilities of international standards.

The Sialkot airport would be the busiest airport of the country in the future, he said, adding it would play an instrumental role during bad weather especially in foggy season and for ensuring landing of diverted flights.

The runway of the airport is excellent having the facilities of international standards, he said.

He assured that direct flight for Europe and Middle East as well as other destinations would be introduced from Sialkot.

PIA Operation Deputy General Manager Ziaur Rehman also spoke on the occasion and expressed his full satisfaction over the facilities provided at the airport.

The airport has a most modern apron having parking capacity for six wide-body aircraft or three airbus plus F-27 aircrafts had been constructed at the airport apart from 3,600 meter-long, 45-meter wide taxiway has been constructed.

The longest international runway of the country measuring 3.6 kilometres has been constructed and it will cater the requirements of all aircrafts used for international and domestic cargo and passenger traffic.

The work on main passenger terminal is in full swing and temporary arrangements had been made accommodating domestic passengers at the airport.

The airport is modern and professionally designed and has been built on build, own and operate (BOO) basis and has been developed over 1,004 acres of land and is fully equipped for handling B747-400, A300 and 737 aircrafts.

The potential traffic forecast for Sialkot international airport has been scaled down at the time of opening to 530,339 passengers a year, while the estimated cargo tonnage at the time of opening is expected to be 28,515 tons. This means that by the end of year 2012 about 53,000 tons of cargo would be lifted from the Sialkot International Airport.

Due to the provision of passenger facilities at Sialkot International Airport, it was estimated that the general public would benefit to the tune of over Rs 2 billion in terms of time and money savings.

Similarly, cargo handling at the airport would save over Rs 1 billion for the businesses with total saving of at least Rs 3 billion annually would be a perpetual benefit.

The PIA general manager flight services and technical staff of the Civil Aviation Authority (CAA) were received at the airport by the Chairman Baber Iqbal, Sialkot International Airport Chief Executive Khawar A Khawaja and Task Force on Trade and Industry Chairman Mian Muhammad Riaz.

This airport would be great for connections from Leeds/Bradford since Sialkot is so close to Mirpur AJK. It would also be good for Norway's large Pakistani community which hails from Kharian Punjab.

Isn't Kharian far from Sialkot, Rawalpindi of FSD are the closest for Kharian.

No. Kharian is in Gujrat district, so its quite close to Sialkot. Rawalpindi is further away and Faisalabad is even more far off.

Doesn't make any sense to me..why wasn't a boeing 737 or an airbus A340 a big deal when they landed for the first time? Just because the jumbo is bigger doesnt make it difficult to land. In pakistan's world of aviation? what its the first Jumbo to land in the country or what?

Looks like a filler article journalist trying to spice up his news.

Au contraire, it's the longest runway in Pakistan.

There's nothing special about it. It's our usual Pakistani thing for getting a hard-on for nothing. Just like the biggest, longest, best claims.

SIALKOT (October 29 2008): Qatar Airways has become first airline by commencing its weekly cargo non-stop flights between the airlines operational hub of Doha and Sialkot. The first cargo flight with exportable consignments weighing 40 tons took off from Sialkot international airport on Monday evening.

Addressing the inaugural ceremony the Cargo Hub Operations Manager Khalid Munir said that our new five star cargo service which operates every Monday will prove to be a huge success. Qatar Airways are looking forward to working with local business community, exporters, freight forwarders and agents he said.

According to media release of Qatar Airways, Qatar Airways cargo is adding yet another freight service to its network with the launch of non-stop flights between Doha and Sialkot.
