This is Palace Albania in Belgrade, Serbia. It is really old and the first highrise of Belgrade so don`t be insensitive when voting.

I think it dates back to the times when Serbian army was going over Albania to Greece.

No, 5 was just the most random number I could think of.

It was built in the 30s obviously it's gonna look outdated. Anyway by that comment it would be like saying the ESB is outdated.

No, it looks outdated as if it could be cleaned. ;) There is a difference. You may disagree but thats cool.

Based on the open competition design of 1938, by Branko Bon and Milan Grakalić, this building was finished in 1940 according to the designs by Miladin Prljević and engineer Đorđe Lazarević. For a long time it has been the highest building, and the dominating structure of modern architecture on the Belgrade ridge, as well as a reference point of the spatial composition along the whole Terazije - Slavija line.

looks ugly which gives it a 4 then the history behind it takes it down even more for me. so less than 3.

I like it very much... It's very well positioned at the front of Terazije square..
Unfortunatly, It's in very bad condition... + invaded with air conditioner boxes :(
A reconstruction is planned and some people think It should get two more floors.
