Bhopal – The Urban Administration and Development Department has inked a memorandum of understanding with the Delhi Metro Rail Corporation (DMRC) to study the feasibility of launching the metro rail service in the state capital.
According to the terms of the document, signed by PS UADD, Raghav Chandra and DMRC Director, Mangulal, the corporation will conduct relevant surveys and submit a feasibility report to the state government in six months time.
The DMRC report will identify suitable routes, standards and specifications for the metro project in the state capital.
Urban Administration Minister Babulal Gaur said that a metro rail service, on the lines of the one already operating in the national capital, would be introduced in Bhopal in the next seven years.

Bhopal: The Madhya Pradesh government on Saturday sent a metro rail survey proposal for the city to the Centre.
Once the Centre approves the proposal, the state government will issue a tender to the Delhi Metro Rail Corporation (DMRC), giving the body legal sanction to conduct a feasibility survey in Bhopal.
Speaking to Dainik Bhaskar, SPS Parihar, Secretary, Urban Administration, said the state government has sent the cost assessment proposal of the survey to New Delhi alongwith the agreement (term of reference) with the DMRC.
The Centre is likely to give a green signal to the survey by December 15, he added.
DMRC Managing Director E Sreedharan has earlier said the feasibility survey will be completed within six months.
DMRC will be paid R 1,10,30,000 for the survey with 40 per cent of the cost borne by the Centre.

The Delhi Metro Railway Corporation (DMRC) will commence a pre-feasibility survey of establishing metro rail projects in Bhopal and Indore this month with a view to strengthening public transport system.
The Madhya Pradesh Government has already made a payment of Rs 55.10 lakh as advance to Delhi Metro Railway Corporation for carrying out the survey.
In this connection, Urban Administration and Development Minister Babulal Gaur had called on DMRC Managing Director E Sridharan and had urged him to start the pre-feasibility survey for metro rail system at Indore and Bhopal.
The survey in both the cities will be completed by October this year. After the survey, the Delhi Metro Railway Corporation will submit a detailed project report (DPR) to the Madhya Pradesh government, which will in turn send it to the Central Government for approval.
If everything remains the same after approval by the Central Government, then the metro rail projects in both the cities will probably be completed in 2012.
It may be mentioned here that a memorandum of agreement has already been signed between the Madhya Pradesh Government and DMRC in the year 2010 for conducting pre-feasibility surveys in Indore and Bhopal and a payment of Rs 55.10 lakh has been made to DMRC in this connection.
The survey will cost Rs 55.10 lakh per city. The rest of money will be paid to DMRC after commencement of the pre-feasibility survey.

ndore: Residents of both Indore and Bhopal are eagerly waiting for the arrival of the metro which can take the cities’ infrastructure and development to the next level. They now have to wait for two months more to find out the fate of the tube services in their city.
The DMRC (Delhi Metro Rail Corporation) will complete its survey in both the Madhya Pradesh cities by this month.
After an analysis, the DMRC officials will do another round of Bhopal and Indore, post which the details of the metro projects will be disclosed.
Sources say that the deadline for the metro projects can be expected to be revealed in August.

Bhopal: The central government has asked Madhya Pradesh government to prepare the Detailed Project Report (DPR) for metro rail in Bhopal by the end of July.
Delhi Metro Rail Corporation (DMRC) will review the report along with other facts (like number of private and public transport vehicles in the city) and decide whether the capital city of Madhya Pradesh can have metro rail network or not.
According to Urban Administration and Development Department officials, DMRC has asked for details on the number and kind of vehicles used for public transport in the city. Bhopal Municipal Corporation will soon present the data to DMRC. The department officials also said the DMRC will give a final report on the BRT corridor and the network of metro in the city.
Sharma said DMRC will be able to tell after reviewing the DPR whether bringing metro rail network to Bhopal will be economically feasible or not.

Kamal Nagar, the Officer on Special Duty (Transportation), said that Sreedharan will tour the city on August 3. He will visit the BRTS corridor and later hold a meeting with senior officers. DMRC officials were earlier scheduled to visit the city last month to provide information collected in the pre-feasibility survey.
A contract between the DMRC and the state government was signed in April 2010 to assess the feasibility of Metro rail in Bhopal. It was also decided that DMRC would submit its report in six months. But the issue got delayed because of the Comprehensive Mobilisation Plan (CMP). DMRC, however, later agreed to conduct a survey without the CMP.
Union Minister for Urban Development Kamal Nath has written a letter to Chief Minister Shivraj Singh Chouhan asking him to prepare a Detailed Project Report (DPR) on constructing Metro rail for Bhopal and Indore.
Various issues are expected to be discussed in the meeting, such as the prospective time frame for beginning the construction of Metro, probable rail routes and the procedure to be followed after the preparation of DPR. The prospects of Bhopal getting Metro rail appear quite bright.

Great news to that the two upcoming cities of MP, Bhopal and Indore are both set to get Metro Rail soon. Central India really needs a metro city, hope that these two can the hubs for all of central India. After a survey and pre-feasibility study, the Madhya Pradesh Government is set to take up Indore-Bhopal Metro Rail project with the help of DMRC, the state Development Minister Babulal Gaur today indicated. The pre-feasibility report has been sent to the Delhi Metro Rail Corporation (DMRC) and the Central Government for approval, Gaur told reporters here. भोपाल. दिल्ली मेट्रो रेल कारपोरेशन (डीएमआरसी) के मैनेजिंग डायरेक्टर डॉ. ई श्रीधरन 15 से 22 दिसंबर के बीच भोपाल आएंगे। इसी दौरान वे मेट्रो रेल सेवा की रिपोर्ट भी पेश करेंगे। यह आश्वासन श्रीधरन ने नगरीय प्रशासन मंत्री बाबूलाल गौर को दिया है। गौर ने श्रीधरन से बुधवार को दिल्ली में मुलाकात की।
गौर ने बताया कि श्रीधरन दिसंबर के मध्य में राजधानी आकर भोपाल शहर की मेट्रो रेल सेवा की रिपोर्ट प्रस्तुत कर देंगे। राज्य सरकार की अनुमति प्राप्त होने के बाद भोपाल की मेट्रो रेल सेवा की डीपीआर एक साथ तैयार करवाई जाएगी।
गौरतलब है कि मेट्रो मेन इसी माह 31 दिसंबर को रिटायर हो रहे हैं। ऐसे में राज्य सरकार को चिंता होने लगी कि जब तक भोपाल में डीएमआरसी द्वारा किए गए फिजिबिलिटी सर्वे का प्रजेंटेशन नहीं होगा और राज्य सरकार की सैद्धांतिक सहमति नहीं मिलेगी, प्रोजेक्ट की डीटेल प्रोजेक्ट रिपोर्ट (डीपीआर) बनाने का काम शुरू नहीं हो पाएगा। क्योंकि श्रीधरन को मुख्यमंत्री शिवराज सिंह चौहान के समक्ष फिजिबिलिटी रिपोर्ट का प्रजेंटेशन करना है।

The Delhi Metro Rail Corporation (DMRC) has assured the Madhya Pradesh government to submit a detailed metro project report soon.
Managing Director of DMRC, E Sreedharan will be visiting Bhopal between December 15 and 22. He is likely to submit the detail report on metro rail operations in Bhopal during his visit.
The DMRC chief on Wednesday communicated the message to urban administration minister Babulal Gaur during a meeting in Delhi.
Gaur said, “After the approval from the state government, the DPR for the metro rail operations in Bhopal and Indore will be prepared.
Worthy mentioning that Sreedharan is retiring from his services on December 31. The retirement of the metro man has increased the worries of the Madhya Pradesh government, which fears that without presentation of feasibility survey by DMRC, metro rail will not get the approval. This will further delay the beginning of the detailed project report (DPR) of metro operations in Bhopal and Indore.
Sreedharan has to submit feasibility report to state chief minister Shivraj Singh Chauhan.

The state govt gave the go-ahead for the metro rail projects in Indore and Bhopal cities, on Monday. The metro in Indore will run on a 30 km rail track.
Chief Minister Shivraj Singh Chauhan and urban minister Babulal Gaur discussed the matter first, which was followed by a meeting with Indore mayor Krishnamurari Moghe and senior govt officials. The second round of meeting would be held in New Delhi with Delhi Metro Rail Corporation (DMRC) officials.
Moghe said that Indore will have a 30 km long metro track with three routes; MR10 to Ring Road via Palasia, Niranjanpura to Bypass and Shuklia to Rajendra Nagar.
However, the project will get the final nod of the state govt on Dec 20 after a meeting with DMRC chief E Sridharan. Sridharan will produce reports of metro services of the two cities before the chief minister. Thereafter, the state govt would prepare a detailed project report (DPR).
The preparation of the DPR will cost Rs 6,000 crore in total and the expenses would be equally shared by the state and the Center. The DPR will be ready within a period of six months, said sources.
The 6000 crores may be the project cost for Indore, DPR takes less than ~ 3crores IMO

Metro rail facility has become necessary in view of increasing population of Bhopal and Indore cities. The Union Government has underlined the need to launch metro rail service in the cities with a population of over 20 lakh.
Delhi Metro Rail Corporation MD Mangu Singh and Executive Director SD Sharma held detailed discussions with Chief Minister Shivraj Singh Chouhan at Mantralaya here on Tuesday on various points of preliminary survey report prepared for the ambitious metro rail projects and also gave a presentation on various technical aspects.
The Chief Minister urged DMRC to prepare a detailed project report of metro rail projects of both the cities in view of increasing pressure of population and extension of better traffic facilities. The estimated cost of Bhopal metro project will be `8000 crore and `8500 crore for Indore project.
Appealing for presenting the DPR in six months, the Chief Minister also urged the DMRC authorities to prepare a preliminary report on Bhopal metro rail service from airport to Misrod.
Three corridors are proposed for Bhopal. There will be 10 stations in the corridor from Kapila Nagar to Habibganj. The second corridor measuring nine kilometers will link Suruchi Nagar to BHEL and will have nine stations. The third corridor from Lal Ghati to Platinum Plaza will also be nine kilometer long with nine stations. Thus, 28 stations are proposed to be built in the corridors measuring 28.5 kilometers.
The route for first corridor will be Kapila Nagar, DIG Crossing, Shahjahanabad, Aishbagh, Pul Bogda, MP Nagar, Gautam Nagar and Habibganj. The second corridor will start from Suruchi Nagar upto BHEL via TT Nagar, Old Vidhan Sabha building, Pul Bogda and JH Road. The third corridor will be from Lal Ghati, Idgah Hills, Pan Bazar, Moti Masjid, Kamla Park, New Market, South TT Nagar and Platinum Plaza.
According to the presentation, four lakh commuters will avail benefit of the metro service and revenue worth `44 lakh will be generated daily.
Similarly, three corridors are also proposed for Indore metro rail service. The first corridor of 8.9 kilometers will be from Annapurna to Sukhalia. The second corridor from MR 10 to Ring Road will be of 11.70 kilometers. The third corridor of 11.47 kilometers will be from Niranjanpur to Bhanwar Kua.
It was informed during the presentation that population of Bhopal is increasing at the rate of 3.03 percent. According to it, Bhopal city population will be 21.68 lakh by 2016 and 24.54 lakh by 2021. Study of traffic has been undertaken on 21 roads of Bhopal. Metro rail service will reduce traffic pressure in Bhopal city. Relief from smoke and pollution will be witnessed.
Travel time and road accidents will also be reduced and the benefit of investment on metro rail service will go directly to the citizens.

राजधानी में मेट्रो रेल का प्रोजेक्ट वित्त विभाग में अटक गया है। प्रोजेक्ट की विस्तृत कार्य योजना (डीपीआर) के लिए करीब 2 करोड़ रुपए की राशि के प्रस्ताव को वित्त विभाग से हरी झंडी नहीं मिल पाई है। इसके चलते डीपीआर अब अगले साल ही बन पाएगी। यही नहीं डिपो और टर्मिनल के लिए जमीन का चयन भी समय पर नहीं हो पाएगा, क्योंकि दिल्ली मेट्रो रेल कॉरपोरेशन (डीएमआरसी) का कहना है कि जमीन का चयन डीपीआर बनाने के दौरान किया जाएगा। उधर केंद्र सरकार का कहना है कि इस वित्तीय वर्ष (31 मार्च तक) में डीपीआर के लिए राशि देना अब संभव नहीं है।
मेट्रो रेल प्रोजेक्ट के लिए पिछले साल 20 दिसंबर को मुख्यमंत्री शिवराज सिंह चौहान ने डीएमआरसी के एमडी (वर्क्*स) मंगू सिंह से चर्चा के दौरान भोपाल और इंदौर के लिए डीपीआर बनाने की सैद्धांतिक सहमति दे दी थी। इसके बाद नगरीय प्रशासन विभाग ने टीओआर (टर्म ऑफ रिफरेंस) के माध्यम से डीपीआर बनाने के लिए 6 करोड़ 28 लाख रुपए खर्च होने के डीएमआरसी के प्रस्ताव को राज्य सरकार को भेजा था। इसमें 50 फीसदी राशि यानी 3 करोड़ 14 लाख रुपए केंद्र सरकार और इतनी ही राशि राज्य सरकार वहन करेगी।
नगरीय प्रशासन विभाग के अनुसार राज्य सरकार 1 करोड़ 15 लाख रुपए प्री फिजिबिलिटी सर्वे के दौरान दे चुकी है। शेष 1 करोड़ 99 लाख रुपए की स्वीकृति के लिए पिछले साल दिसंबर माह में प्रस्ताव वित्त विभाग को भेजा गया था, लेकिन अभी तक वित्त विभाग से स्वीकृति नहीं मिली है।
वित्त विभाग से स्वीकृति के बाद प्रस्ताव मंजूरी के लिए कैबिनेट में भेजा जाएगा। इसके बाद डीएमआरसी के साथ राज्य सरकार एग्रीमेंट करेगी। इसकी प्रति केंद्र सरकार को भेजी जाएगी। जब केंद्र सरकार 50 फीसदी राशि देगी। लेकिन केंद्रीय शहरी विकास मंत्रालय का कहना है कि इस वित्तीय वर्ष में राशि का आवंटन संभव नहीं है।
सात माह और लगेंगे
डीएमआरसी का कहना है कि यदि राज्य सरकार मार्च माह में डीपीआर बनाने के लिए एग्रीमेंट करती है तो यह काम अक्टूबर में पूरा हो पाएगा। डीएमआरसी के अनुसार भोपाल में मेट्रो रेल के तीन कॉरिडोर (26.5 किमी) की डीपीआर तैयार की जाएगी। इसमें से कोई एक कॉरिडोर वर्ष 2016 में बनकर तैयार हो जाएगा। लेकिन जिस तरह यह प्रक्रिया धीमी गति से चल रही है, उससे लगता है कि केंद्र से स्वीकृति लेने में अभी दो माह का समय लग सकता है।

फरवरी अंत तक इस पर केबिनेट की मोहर लग जाएगी। इसके बाद ही दिल्ली मेट्रो कार्पोरेशन दोनों शहरों की डीपीआर पर आगे काम कर पाएगी। छह महीने में बनने वाली इस रिपोर्ट पर खर्च भी 6 करोड़ का आएगा। इसमें तीन करोड़ केंद्र व तीन करोड़ राज्य शासन को देना है। विभाग के ही ओएसडी कमल नागर के मुताबिक संभवत अगली केबिनेट में मंजूरी मिल जाएगी।

BHOPAL: Chief Minister of Madhya Pradesh, Shivraj Singh Chouhan on Monday has directed the officials to implement metro rail projects of Bhopal and Indore within time-limit.
According to state government authorities, the projects costing around Rs. 8,000 crore will be completed with 70 percent loans and 15 percent grants each of the central and state governments.
Chief Minister Shivraj Singh Chouhan gave these instructions at a review meeting of urban administration and development department in Bhopal on Monday. Departmental minister, Babulal Gaur and chief secretary R. Parasuram were also present on the occasion.
It was informed at the meeting that global tenders will be invited after centre's approval of detailed project report (DPR) of metro rail project.
Chief Minister Chouhan directed that work should be started soon on the project to free Narmada river from Amarkantak up to state's border. It was discussed at the meeting that there are 53 cities on the banks of Narmada river from Amarkantak upto Gujarat border where schemes are being chalked out for disposal of sewer water.
Chief Minister, Chouhan directed that special attention should be paid to quality of urban infrastructural works. Special attention should also be paid to tax recovery in urban bodies.

BHOPAL: Centre has given in-principle approval for preparing a detailed project report (DPR) for starting metro rail services in Bhopal and Indore cities, informed urban administration minister Babulal gaur while addressing a press conference here on Tuesday.
Gaur said that the DPR will be prepared within the next six months and the cost for the same would be borne 50:50 by the Centre and the state. A sum of about Rs 6 to 7 crore would be required for preparing the the DPR, he added.
"The total length of metro will be 28.5 km in Bhopal and for Indore it will be 33 km," he said. The estimated cost for implementing the metro rail project is around Rs 6,000 crore in Bhopal and about Rs 7,500 crore in Indore, the minister said, adding that the feasibility survey for the two projects was done by the Delhi Metro Rail Corporation (DMRC) Limited.
The Delhi Metro Rail Corporation Limited has already conducted the feasibility survey for developing metros here, he said.
The urban administration department will float a tender to select a company for preparing the DPR for the two cities, he said.
Gaur also said that the Centre has also asked for a DPR for Narmada Water Purification scheme. He said that it will be a Rs 1,066 crore project and will be divided into two phases.
The first phase will be worth Rs 578 crore and will cover 24 cities. The second phase will be of Rs 487 crore covering 29 cities.
"The centre will be contributing 70% of the total amount while the remaining 30% cost will be borne by the state government. Currently, Rs 115.38 crore has been sanctioned by the Centre for 14 cities under the national river water conservation scheme, of which the centre has already sanctioned Rs 85 crore to the state," he added.

A joint venture firm comprising German firm LRTC (GmbH) and Mumbai based Rohit Associates Architects & Engineers Pvt Ltd will prepare the detail project report (DPR) for the Indore and Bhopal metro. Urban Administration and Development Department of Madhya Pradesh has issued work order to JV firm and Memorandum of Agreement (MoA) will be signed on May 5.
LRTC is assisting metro, mono and light rail projects in several countries including Norway, Finland, Iran, Taiwan and in Germany. Confirming the development UADD official of state said JV has been awarded work for preparing DPR for metro after global tender. Now German company will provide the technical know how.
Initially Delhi Metro Rail Corporation was supposed to prepare DPR for metro but it did not worked out and state decided to issue global tender for DPR. State government will pay around Rs 10.50 lakh per kilometer.
LRTC was originally owned by the German government but later became an autonomous company. "It is a very well known company and it work on mass rapid transit system of Frankfurt, Bonn, Dusseldorf and Berlin," official said.
Half of the cost of preparing DPR will be shared by centre government while remaining amount will be furnished by the state government.
