Yesterday has been officially started the construction of the tallest building (until Torre Santander construction starts during first quarter next year) in the Monterrey Area. It is known as "Pabellón Monterrey" and it will be 182 m in height and approximately 40 floors.
It is part of a bigger project aimed at redeveloping Monterrey's downtwown, which in the past decades was ignored in favour of newer neighbordhoods (Del Valle and others).
This is a render taken from Landa Arquitectos website (the architecture firm in charge of the project) originally posted by arq kenny west:

The following photomanipulation was made by user JoseR Calvi and it shows how the area is going to look like once Pabellon Monterrey (right) and Torre Santander (left, a new development recently annouced by Santander Global Property that is going to be 198m in height and starts during first quarter next year) are finished.

The development will be mixed use and it will include an hotel, a wax museum, an auditorium, and Government and local TV offices.

Thanks for sharing updated info about this thread, @sieradzanin1. This project seems to be resumed in the last two months or so, after being on hold for several months due to problems emerged at excavation site (due to water found there).
