Abi ko proposal pa lang to kag indi pa lang bid? Mmm... I sense investment wars going on between SM and Ayala kag ang iban na maintra sa bidding daw decoration na lang guid. :lol:

^^if its complete with financial figures to back up that proposal i think its considered a bid na siguro migo. they just submitted it ahead of the june 24 schedule of opening of bids. actually, sm is on the disadvantaged side because they made known their bids already before others submitted theirs. that just shows how confident SM of bagging the project.:) di bla migo @SUV....hehehe

Inquiry set on power rates, too

Rep. Alfredo Abelardo Benitez (Neg. Occ., 3rd District) yesterday said the House Committee on Energy will conduct a hearing on complaints about high power rates of the Central Negros Electric Cooperative at the provincial Capitol in Bacolod City in the first week of August.

The hearing was originally set to tackle complaints of much higher fuel rates in Negros Occidental compared to other areas in the country, and he asked that the high costs of electricity be included, Benitez said.

The hearing will be presided over by Rep. Henedina Abad (Batanes), who heads the House Committee on Energy.

Meanwhile, Benitez said ShoeMart was under the impression that it had already presented an unsolicited bid to the governor on the provincial government-owned property behind the Capitol, that is why it did not join the bidding held on June 24.

The bidding failed because only Ayala Land submitted the bid. Another bidding will be held on July 7.

Benitez said since SM already submitted its bid, there is a provision in the law that provides that whoever bids first has the right to match any subsequent bidders.*CPG

Hello Bacolod! From what I have known, Mooon is confirmed to open, the rest who have confirmed are local stores. BreadTalk has not confirmed yet as per Leasing. Talk palang daw wala pa bread as per say. October is the target for opening.

oh, so miss karen is giving us wrong info then... what will coz as far as we know, breadtalk is a sure go...it will be located beside ANP store...which is one of the biggest slot in citywalk

BIR ok’s NOCECO tax exemption


The Negros Occidental Electric Cooperative said in a press release yesterday that it is already registered with the Cooperative Development Authority under registration Certificate No. 9520-06012264 issued March 22, 2010, and has been granted tax exemption.

The tax exemptions and incentives are provided under Article 60 as stated in Republic Act No. 9520 and as provided in Section 7 of the Joint Rules and Regulations Implementing Articles 60, 61 and 144 of Republic Act 9520, the press release said.

A certificate of tax exemption was given to Noceco this month by the Bureau of Internal Revenue in Bacolod City and it will be valid for five years unless sooner revoked by the BIR for violation of any provisions of the joint revenue regulations, it added.

The tax exemption certificate exempts Noceco from payment of income tax on income from CDA-registered operations; value-added tax on CDA-registered sales or transactions; and other percentage taxes.

Donor’s tax on donations to duly accredited charitable, research and educational institutions, and reinvestment to socio-economic projects within the area of operation of the cooperative; and excise tax for which it is directly liable are also covered by the exemption, the press release said.

Also included in the exemption are documentary stamp tax, provided, however, that the other party to the taxable document/transaction who is not exempt shall be the one directly liable for the tax; payment of annual registration fee of P500; all taxes with insurance companies and banks; and VAT revenues on systems loss and VAT on revenues on distribution, supply, metering and lifeline subsidy of electricity to the members.

Starting July 2011, Noceco will remove the VAT on distribution, supply and metering charges for its customers, the press release said.

A residential customer consuming an average of 74 kwHr/month will have a reduction of P0.2288/kwHr.

Small commercial consumers with an average consumption of 360 kwHr/month has P0.1359/kwHr reduction while those of Large commercial with an average of 5,196 kwHr/month consumption will have a P0.0448/kwHr reduction, it added.*

25,274 farm animals distributed by PVO


The Provincial Veterinary Office in Negros Occidental has distributed 25,274 farm animals since the launching of the Negros First livestock and poultry dispersal in July 2010, provincial veterinarian Dr. Renante Decena said yesterday.

The farm animals benefited 3,708 recipients from local government units, pastors, religious sectors, non government organizations, and youth sector, Decena said.

He said the dispersal program aims to select the best quality of free range chickens raised by the beneficiaries for the production of organic dressed chicken.

The provincial government plans to provide mini-dressing plants for commercial production of dressed chicken and will only be given to raisers who have managed the animals best, he also said.

Once these raisers are able to produce organic products from their farm animals, they are encouraged to seek organic certification from the Negros Island Certification Services to guarantee protection and sell their products at premium prices, Decena said.*LTG

Youth given swine for livelihood plan


Fifteen members of the 4-H Club in Negros Occidental recently received two swine fattening piglets each under the group’s Profitable Swine Raising project.

The project aims to train young individuals on swine raising and develop skills in animal management that will help support them with their school needs, provincial 4-H Club coordinator Ma. Elena Gumban said yesterday.

This will help the youth to start their own livelihood project, train them in productive activities, and motivate them to do agricultural practices, she added.

She said the 15 youths underwent orientation on the basic skills and swine management and encouraged to personally grow the animals granted to them.

The program allows the recipients to raise the animals in three months and will sell them through the 4-H club provincial federation, she also said.

The beneficiaries will return the cost of the pigs, the total amount of feeds consumed, and the additional P250 share for the federation and the profit will be given to them, she said.

The recipients were Brgy. Ayungon Youth Organization 4-H Club in La Carlota City, M.H. Del Pilar 4-H Club, Pontevedra town, and Zone 1A 4-H Club, Pulupandan.

The Department of Agriculture-Agricultural Training Institute provided the funding. ATI also provides training on capability and personal development services, technology courses, basic information communication, and agricultural strengthening programs.*LTG

PAMPLONA, Negros Oriental, Philippines — The National Dairy Authority (NDA) will have additional dairy multiplier farms in the Visayas area. This, after three applicants recently passed qualification under the Multiplier Farm Partnership (MFP), a loan program of the agency to increase milk output of the country.

Among said three applicants that qualified for the NDA grant were Santiago Sierra in this town, Congressman Florencio Miraflores of Regador, Ibajay, Aklan and Buglas Corporation in Pontevedra Negros Occidental.

Farina Dy, NDA-Visayas field office information officer said each multiplier farm partner will receive 50 dairy cows from the agency which will be used to improve the local milk industry in the country.

“NDA embarked on public-private partnership in dairy farm operation to augment the milk production of the country,” she said.

Dy added that the program also wants to help dairy farmers further improve their business while the agency continues to provide them with technical and marketing assistance.

“We are encouraging farmers having 16 to 20 hectares of contained agricultural land and with good water supply to apply for MFP because NDA will be providing them step-by-step strategies on how to make their farms productive,” Dy said.

The NDA-Visayas official disclosed that multiplier farm owners can either sell milk to existing federations in their area or establish their own processing facilities.

Meanwhile, Dy explained that the mode of payment for the MFP loan offers three options with borrowers choosing the best mode option that suits them best.

No offense with DOST but putting it under that department means he is downgrading the ICT industry to a mere "research" program rather than an industry in itself. If he was to transfer its functions man lang, he could have transfered it instead to DOTC or DTI where ICT is more relevant. The Jose Garcia Montelibano Gallery of International Folk Arts will open at the Negros Museum July 1, a press release from the organizers read.

Good evening. Yes, i also learned this morning that it was not confirmed. Hambal nila gani kaina when i went there "talk palang wala pa bread" which means they have not signed yet. They say tastier than Bar21's pero I say both are good with distinctive tastes. Galingin ulo ko kung diri guid ko bala or should I be in 21 pero cheaper na da e, basi dira na lang ko ma eat later.

Ma. Elena “Len” Lopez, the Negrense stockbroker formerly linked to President Benigno Aquino, donated a pre-school classroom in Bago City through a foundation led by presidential sister Pinky Aquino Abellada yesterday.

“She’s a friend. I’m very grateful to her because when she heard about the project, she donated her personal funds for the classroom,” Abellada said.

“I informed Noy na ang bait bait ni Len (that Len is so good), she gave a classroom for this project and he is most grateful for that,” she added.

Lopez, when asked about her relationship with the President, said “I’m just a friend.”

In December last year, the President's youngest sister Kris Aquino confirmed on ABS-CBN that he was dating Lopez of Deutsche Bank, but in April it was reported that they had broken up.

Lopez is the daughter of the late Joseph Lopez, a Negrense sugar planter, and Sonia Recto, and is said to be the best friend of Luli Arroyo-Bernas, daughter of former President Gloria Macapagal-Arroyo.

She studied at St. Scholastica’s Academy in Bacolod and went to college at Ateneo de Manila.

Lopez donated a pre-school classroom to the Jalandoon Sison Elementary School in Barangay Manlingin in Bago City, through Aklat Gabay Aruga Tungo sa Pag-angat at Pag-asa (AGAPP) Foundation, in memory of her father, Joseph Lopez, whom she lost to cancer, Abellada said.

San Miguel Corp. Foundation represented by John de Guzman also donated one pre-school classroom at the Jalandoon Sison Elementary School, while the two others at the Vista Alegre Elementary School in Bacolod City, were donated by San Miguel Brewery Bacolod represented by its manager Noel Villanueva.

The classrooms were constructed from private sector donations solicited by AGAPP and built under the supervision of the Negrense Volunteers for Change Foundation Inc. headed by Millie Kilayko.

The classrooms are built according to design and color specifications of AGAPP and come equipped with tables and chairs, book shelves, cubbyholes, books and learning materials with special education training for teachers.

Abellada said that by the end of June, her foundation will have built 109 classrooms, and from July to June of next year aims for another 150 classrooms.

In Negros Occidental, they have donated eight classrooms, she said, adding that she hopes they can do more in the province.

She really wants her brother to succeed so whatever is needed to help him, because he is faced with so many problems, she and other sisters will do, Abellada added.*CPG

BACOLOD City Mayor Evelio R. Leonardia on Thursday said that the Regional Development Council (RDC) has approved the drainage master plan of the cities of Bacolod and Iloilo during the RDC meeting held at Provincial Capitol.

Bacolod may have this master plan ahead of Iloilo considering that it has already provided a partial amount out of the P8 million for the conduct of a feasibility study.

Dr. Rogelio Balo made a presentation on the existing conditions in Bacolod City during heavy rains due to its outdated drainage system causing floods in some business districts of the city during a meeting of the Infrastructure Development committee in September 2010.

The Executive Committee of the passed the RDC 6 Ex-Com Res. No. 07, Series of 2010, requesting the Department of Public Works and highways (DPWH) to prepare for the Formulation of a Drainage Master Plan for the cities of Iloilo and Bacolod on November, 2010.

The resolution stated that the cities of Iloilo and Bacolod are Western Visayas' highly urbanized cities (HUCs) and are among the fastest growing areas of the country in terms of population and in economic activities.

The major thoroughfares and some of the commercial and residential areas of both cities have perennially been experiencing floods every time heavy rains occur because of dilapidated and clogged underground drainage systems and constricted waterways.

There is a need to prepare a drainage system master plan for Bacolod City and Iloilo City in order to establish a more systematic network that will meet the growing needs of the central business districts and nearby suburbs.

The master plan will include, among others, a waste septage and sewerage system appropriate for the cities of Iloilo and Bacolod.

The proposal will be utilized to access technical and grant assistance from the Official Development Assistance (ODA) sources in order to take advantage of the expertise of other countries in the area of drainage and sewerage management.

Dr. Balo said this Drainage Master Plan is the long-awaited solution to the flooding in some areas of Bacolod City.

Meanwhile, Mayor Leonardia in his welcome remarks said that Western Visayas is one of the progressive regions in the country.

"The reason why we are advance because we have RDC that works, plan things out and implement things together. I even told the graduates of the Graduate School of San Beda when I was invited as their guest speaker recently that they should take a good hard look at the countryside in terms of investment. Goldmines are not only in Metro Manila but also in the countryside," he said.

He said it is wise decision to invest in the countryside and they should start in Bacolod City.

"I hope that this will not be an offense to others if I said that they should start investing in Bacolod considering that we have geography and a culture of being close to each other. The leadership is united and is there to help each other. If Iloilo will enjoy progress, the neighboring cities and provinces will likewise progress and same with Bacolod City," he added.

Leonardia urged everyone at the RDC meeting to continue the good record of the RDC.

Nami man a kay may gina-execute man somehow si Mayor kag early bird siya sa proposal a kay nagpagwa dayun kwarta. I hope the effort also extends to other sectors of the city especially with the one sitting in Congress as our Representative.

The Bacolod Food hunters were feeling a bit under the weather. The frequent rains had given them a case of the flu.

“I want something nice and warm.. like soup” complained Martin.

Sa Super Batchoy sa likod sang Centroplex kag tubang Bacolod Pension Plaza Hotel. Unassuming nga klase sang batchoyan pero namit na da ila batchoy. They say tastier than Bar21's pero I say both are good with distinctive tastes. Galingin ulo ko kung diri guid ko bala or should I be in 21 pero cheaper na da e, basi dira na lang ko ma eat later.

Guys! I accidentally chanced upon this piece of goods news. Ang nakita nyo na gina hawanan tubad Rob sa may left side sang entrance may patindugon naman da 4 storey bldg. Not sure though if its for commercial space or it is a pension house/hotel.... Halin fronting Lacson asta toh sa likod ina sya. :)

‘Chinatown Center’ proposed in Bacolod


An ordinance seeking the creation of the Bacolod City Chinatown Center and the allocation of not less than P15 million as initial funding for the improvement of the center to honor the Filipino-Chinese communities in their contribution is being proposed by Councilor Dindo Ramos.

The ordinance said the Capitol Shopping Center will be renamed and improved as the BCCC and the Bacolod City Chinatown Development Council will be created to formulate policies and guidelines, recommend actions and possible legislation to enhance the operation, management and the physical improvement of BCCC.

The BCCDC will also ensure the participation of the private sector and will approve requests for tax incentives of a private sector proponent for undertaking government projects within BCCC.

The ordinance also said that any person or entity who contributes to the establishment of the BCCC will be entitled to a 70 percent tax refund in the form of Tax Credit Certificate, chargeable against his future tax liabilities with the city government.

The fund raised will be used for the declogging of drainage system, concreting and widening of roads and pavements, streetlights, construction of welcome arch, and other improvements needed.

Meanwhile, an ordinance requesting the strict implementation of the Republic Act 9211, or the Tobacco Regulation Act of 2003, to stop the selling of cigarets to minors is being proposed by Councilor Cezar Distrito.

The ordinance said sidewalk vendors, sari-sari stores, bars outside school premises, playgrounds, and other places frequented mostly by minors should not sell cigarets to the youngsters.

It will also involve the participation of the Bacolod City Police, the City Health Office, and the Ordinance Enforcement Unit-City Legal Office as the core implementers of the law.*LTG

Mayor Evelio Leonardia yesterday said the Department of Public Works and Highways will release an initial P8 million to fund a feasibility project study for the drainage master plan of Bacolod City.

The DPWH will also start the construction of the airport road within this year so the Circumferential Road will be connected to the airport, he added.

City Administrator Rogelio Balo said the creation of the drainage master plan, which is part of the priority projects of the DPWH Region 6, was in response to his presentation of existing conditions in Bacolod City during rains due to its outdated drainage system which caused floods in business districts in the city, during a meeting with the Regional Development Council Infrastructure Development Committee.

Balo said the master plan will include, among others, a waste septage and sewerage system appropriate for the cities of Iloilo and Bacolod.

The Executive Committee of the RDC had passed RDC Resolution No. 7, Series of 2010, requesting the DPWH to prepare for the formulation of a Drainage Master Plan for the Cities of Iloilo and Bacolod in November 2010.

The proposal will be utilized to access technical and grant assistance from the Official Development Assistance sources in order to take advantage of the expertise of other countries in the area of drainage and sewerage management, Balo said.


Leonardia also informed the members of the RDC yesterday that he invited the graduating class of San Beda College to take a good hard look at the cities outside of Metro Manila since the gold mines are not just found in Metro Manila.

Leonardia, who spoke at the commencement exercises of the San Beda Graduate Schools of Law, Business and Liturgy held at the Abbey Church of Our Lady of Monserrat Wednesday, said “I told them it would be a wise investment for them if they put their money in the countryside, and asked them if they could prioritize Bacolod.”

Leonardia said he believes that if Bacolod will progress, its neighboring towns, cities and provinces in Western Visayas, will also progress, considering its geography and the culture of the people of being close to each other, plus their leadership, that is united.

“In Western Visayas we can say we are helping each other and are united, so whatever happens in one place, will somehow have an effect on another place,” he said.

If Aklan is progressing, maybe Guimaras will be affected and its neighboring local governments as well, he added.*CGS

Bacolod Bishop Vicente Navarra officiated at the blessing of the Anglo Eye Center at Balay Quince, Lacson Street, Bacolod City, yesterday.

The clinic is owned by Melissa Anglo, who has been practicing optometry for 45 years. She said eye defects are sometimes caused by lifestyle diseases like high blood pressure, diabetes, and are sometimes hereditary.

The clinic also sells sports eyewear and eye sight supplementation to prevent, control, and manage eye problems, she also said.

She also suggests that her patients try the colored lens and tints. She said colored lenses can improve visual performance.

The tints, meanwhile, represent the spectrum and these colors are green, red, yellow, orange, violet, and blue, she said.

Anglo said people have night blindness because their retinas do not have color pigments. “If you put a color to it, it can enhance and improve their vision,” she said.

Meanwhile, Anglo said she is also working on the inclusion of the primary care optometry to the Philippine Government Health Care System to prevent further eye damage and provide quality eye care to the public.*LTG

Yep...and I know this would be a start pa lang ah....I'm hoping to see more office buildings and spaces in Bacolod since it opens up to more potential investors to put their business offices here...and seeing tall buildings of more than 7-storeys figuratively makes an impression that our city is moving up :)

CICT Reports Outsourcing Investments in 17 Areas

MANILA, Philippines--Seventeen areas in the country now have investors from the business process outsourcing (BPO) industry, according to the Commission on Information and Communications Technology (CICT).

CICT has identified a total of 22 areas in its drive to establish so-called ICT hubs ideal for BPO investors, according to Commissioner Monchito Ibrahim. The commission is now working on adding Tagbilaran and Tuguegarao the list, he told INQUIRER.net in a phone interview.

"Out of these, 17 already have locators and most of them have created their respective ICT councils to take care of HR [human resource] issues," said Ibrahim, who is heading CICT's efforts to establish ICT hubs in partnership with the private sector.

Quezon City, which already has BPO locators in areas like Eastwood City, is the latest to form an ICT council. Metro Manila, which comprises Quezon City and other cities like Makati and Mandaluyong, is considered as just one area or ICT hub.

Ibrahim also cited the growing awareness about BPO in cities outside of the Metro Manila. He also noted increased enrollment in ICT-related courses in these areas.

The local BPO industry today generates estimated revenues of $5 billion and the industry is targeting to more than double that in less than three years.

Call centers continue to be the biggest revenue contributor although there are non-call center investments as well, even in areas outside Metro Manila.

In Bacolod, for example, major US operator Convergys is opening a call center, the fourth operator to locate. The latest investments in Bacolod also include a software company, and BPO companies that handle services for medical billing and investment banking customers.

"Total employment in Bacolod is expected to reach 6,000 by the end of the year. That should result to about P60 million to P90 million in new investments getting in Bacolod's local economy," Ibrahim said.

The 17 areas are as follows: Bacolod, Bacoor, Baguio, Batangas City, Cagayan de Oro, Cainta, Naga City, Cebu, Angeles, Davao, Dumaguete, Iloilo, Legazpi, Lipa, Manila, Sta. Rosa and Dagupan.

Just recently, after the Maritime Schools Assessment Program given to all 90+ maritime schools in the Philippines, JBLCF-B ranked 6th nationwide. :D

NYK ranked first. A school exclusive for the NYK Shipping Company. Second is MAAP (Maritime Academy of Asia Pacific) where all of its students are shipping company scholars also. I forgot the no. 3 and 4 basta all-scholar schools man. UC Lapu-lapu and Mandaue is no. 5 (mix of shipping company scholars and regular students) :D

Here is the ranking for WV maritime schools :

JBLCF-B - ranked 6th
JBLFMU - Arevalo - ranked 15th
JBLFMU - Molo - ranked 19th
VMA-Global College - ranked 27th
