JOHN B. LACSON COLLEGES FOUNDATION - BACOLOD
The youngest among the 3 units (John B. Lacson Foundation Maritime University - Molo and Arevalo both in Iloilo). Soon to be a UNIVERSITY too...wait lang ta by end of this school year :D
Among the 3, Bacolod Unit has the most number of awards. These include the back-to-back Award for Excellence in Management and the first ever recipient of the President Emeritus Award for Academic Excellence. :D
Just recently, after the Maritime Schools Assessment Program given to all 90+ maritime schools in the Philippines, JBLCF-B ranked 6th nationwide. :D
NYK ranked first. A school exclusive for the NYK Shipping Company. Second is MAAP (Maritime Academy of Asia Pacific) where all of its students are shipping company scholars also. I forgot the no. 3 and 4 basta all-scholar schools man. UC Lapu-lapu and Mandaue is no. 5 (mix of shipping company scholars and regular students) :D

JBLFMU - Arevalo - ranked 15th
JBLFMU - Molo - ranked 19th

The Civil Aviation Authority of the Philippines (Caap) has started to provide night-operations equipment to 11 provincial airports so that domestic flights can spread their schedule and avoid congestion during departures in Manila.
The move is also in accordance with the open-skies policy adopted by the Aquino administration, upgrading provincial airports so that foreign carriers can also come in, instead of concentrating their operations in Manila.
This was the consensus reached between the Caap and the Manila International Airport Authority (Miaa), following a dialog that included all domestic carriers, to pinpoint the cause of congestion at the premier airport. The local domestic carriers are Philippine Airlines, Cebu Pacific, Zest Air and Seair.
It was discovered that all domestic carriers bundle their departures early in the morning, at noon and sometime in the afternoon so that all of them could take off at their point of departures before sunset.
The study showed that congestion occurs when more than 36 departures at the Ninoy Aquino International Airport are cramped within one hour. Then the planes would return to prepare for another provincial run and maximize their daylight operations.
“We discovered that all of the domestic airline operators are in a hurry to come back before sunset, where provincial airports stop operating due to the absence of runway lights,” Caap Director General Ramon S. Gutierrez said.
To remedy this problem, runway lights are being provided to 11 provincial airports: Puerto Princesa, Cagayan de Oro, Zamboanga, Davao, Kalibo, Laoag, Iloilo, Bacolod, Tacloban, General Santos and Dumaguete.
The Miaa limits the number of departures to a maximum of 36 flights per hour to provide safety to the flying public. Once the quota is met, air carriers can choose other “slots” or schedules so that departures are spread out evenly, thus avoiding congestions.
“Slotting is being resorted to whilethe performance-based navigation [PBN], which is a component of the Communication, Navigation System/Air Traffic Management [CNS/ATM], is in the process of getting installed, ” Gutierrez said. The PBN will use satellite navigation instead of ground-based equipment.
The CNS/ATM would be housed in a new building, the first phase of the scheme, which is now under construction within the Caap compound. The project is scheduled for completion in 2013.

Actually matagal nang may Ayala sa Negros with Ayala Northpoint in the late 1990's (Ayala Northpoint, Plantazzionne, Asyana, Amaia), but this time lang nagka commercial center. Its good to hear that Ayala had its continuous trust and confidence in Negros :banana::banana::banana:

migo underoath..thank you for posting my alma mater pics...daku na gid ang pagbag o ah..who's the admin subong mig?..yeah you are right..medyo naga abante man gid ang bacolod site..the proof?..the presence of independent dormitories/mini-campus of some shipping companies like odjfell and jo tankers..the transfer of Iloilo scholars sa Bacolod Site..and ofcourse Bacolod site has a good number of facilities to cater the needs of maritime industry. I'm hoping na soon maging university status na ni just like sa main site.

Ayala Land sets another milestone in Negros Occidental

MANILA, Philippines - Ayala Land continues to reinforce its growing presence in the VisMin region as it recently held a groundbreaking ceremony for Ayala’s North Point Community Center led by Ayala Land Inc. president Antonino T. Aquino and Talisay City Mayor Eric Saratan.
Located in Talisay and the first of its kind in Negros Occidental, this community center will complete the North Point mixed-use development, which features Ayala Land’s full-line residential development offering in addition to the North Point Technohub office component of the project.
Envisioned as the new destination for Negrenses, the North Point Community Center will have a two-storey retail building, offering a dynamic mix of retail and service concepts, an outdoor retail strip offering a wide selection of dining options and a supermarket as an anchor. Highlighting the project is a central park, which shall feature sprawling landscaped areas and outdoor convergence points- an ideal venue for families and individuals to bond.
Also present during the event were project partners and prospective merchants to celebrate yet another milestone set by Ayala Land.

Negros to host OISCA 50th anniversary

THE Organization for Industrial Spiritual & Cultural Advancement (OISCA) Philippines Chapter, under the leadership of Negros Occidental governor Alfredo Maranon Jr., in collaboration with OISCA International will host the OISCA 50th International Anniversary celebration in the province on August 23 to 25.
The event will showcase OISCA's achievements and how it will pursue its goal of strengthening ties of cooperation – hence, the theme "OISCA: Forging Stronger Partnerships for a Sustainable World".
The OISCA 50th Anniversary celebration will be the platform for interaction and sharing among members and partners on OISCA's core agenda on food security (food first) and environmental protection (love green). Further, it will be an opportunity to explore and expand partnerships in addressing the challenges and the apparent problems of the environment.
Shegemi Watanabe, director of the OISCA Bago Training Center, said that OISCA Negros has spread out to the USA. The new chapter will be inaugurated on August 2 with Filipino Americans comprising most of its members.
Watanabe narrated that OISCA Negros started in 1961 with a simple agricultural training program from rice, vegetable and now the sericulture or silk farming, which benefits about 200 farmers. Every year, OISCA Negros produces about 15 tons of silk, makingit the biggest silk factory in the country.
He added that the demand for real silk, like what Negros produces, keeps on increasing every year. He said that hand-weavers of silk always look for genuine silk. They noticed that what they buy in Divisoria are not genuine silk so they always look for genuine silk produced here in Negros.
Established in 1961 OISCA International has long been promoting development cooperation. It was founded on a mission to contribute to humanity's environmentally sustainable development through a holistic approach emphasizing the interconnectedness of agriculture, ecological integrity and the human spirit.
What has been a taboo for many in the early 1960s, when OISCA started its crusade, is now the battlecry of everyone -- the need to have food security and the importance of protecting mother earth.
Marañon said concerns about the global warning was raised and studied solely by OISCA before and that he is moved now that this issue has become a worldwide concern.
OISCA's milestones in 1961 to 1970 was Food First; working through the grassroots, development activities fostering the youth in 1971 up to 1980; Love green campaign in 1980 to 1990; the Children's Forest program in 1991 to year 2000 and cultivating the future from year 2001 onwards.
Hundreds of OISCA members from Japan and the Philippines are expected to arrive during the 50th anniversary celebration to be held at the Panaad Park and Stadium.

Third District Representative Albee Benitez said the Provincial Government should recognize SM Prime Holdings’ unsolicited bid for the six-hectare provincial property.
Benitez said SM did not participate in the public bidding held by the Provincial Bids and Awards Committee last June 24 because they have already submitted their unsolicited bid, which he said is allowed under Republic Act 7760 or the Government Procurement Act.
During the said bidding, only Ayala Land submitted its bid, prompting the bid committee to declare a failure of bidding.
Benitez, who is a close family friend of the Sy Family of SM Prime, accompanied the company’s president, Hans Sy, when Sy presented to Governor Alfredo Maranon Jr. their development plan for the Capitol's property located at the back of the Provincial Capitol Building.
The company has laid down its plan for a P2.5 billion investment on Capitol's property, which includes a convention center with a seating capacity of 3,500, two hotels with a capacity of 200 rooms each and shopping centers.
Sy brought his technical, financial and legal team during the meeting with Marañon and Benitez to show his group’s seriousness regarding the project.
Sy said construction could begin within six months from the signing of an agreement.
Sy said the hotel in Bacolod would be part of the SM chain of hotels in the country, which already includes hotels in Cebu, Tagaytay and Davao.
"I think SM will look at all other options on how to enforce their position of having an unsolicited bidding," Benitez said.
According to Benitez, under the Procurement Law, there are two types of public bidding. One is where everybody joins a scheduled bidding where there is a term of reference, there is prequalification and there is a pre-bidding conference.
The other form is unsolicited proposal like what SM did that it has submitted to Capitol. If there are other parties interested on the subject property offered, they would give their bid. The first party who sends the first proposal has the right to match any subsequent bids.
Benitez also added that it would be up for SM to decide.
"What they want is to affirm the unsolicited bid and that they are not joining the public bidding because they have already made the unsolicited bid," Benitez added.

BACOLOD City Councilor Em Ang will propose a resolution requesting utility companies to conduct repair and maintenance of electric posts, cables, wires and distribution lines to ensure public safety and for other purposes.
The Philippine Electrical Code provides for the prescribed standards in the installation of electrical wires and other utilities.
Article III, Section 12 of the City Ordinance No. 47, Series of 1959, "An Ordinance Governing Electrical Installations within the City of Bacolod and for other purposes", provides for the prescribed safety requirements of wirings and/or installations as governed by the Philippine Electrical Code.
Section 458(5) IX, provides for the responsibility of the City Council to legislate laws regulating the placing, stringing, attaching, installing, repair and construction of all gas mains, electric, telegraph and telephone wires, conduits, meters and other apparatus, and provide for the correction, condemnation or removal of the same when found to be dangerous, defective or otherwise hazardous to the welfare of the inhabitants.
The proper fixing and reinstallation of all sagging and dropped wires and cables is necessary and must be conducted periodically, Ang said.
There is a need to re-tension old and new cables and wires to comply with the standard and minimum height requirement above the surface.
There is a need to remove all dropped wires and cables not in service and secured.
Several incidents of fire in the city were discovered to have been brought about by faulty wiring, unauthorized electric wiretapping and unmaintained and improper installation of electric, telephone and cable wires.
Ang said the onset of the typhoon season increases the risk of electrocution, accidents and other safety hazards when poorly installed, hanging, sagging open electrical cables and wires are soaked in water when raining, especially when there is flooding.
It has been noted in major streets, particularly Hilado St., Narra St., Tindalo ST. and other areas in Bacolod City, that electric wires and cables of utility companies are sagging, dropping, hanging way below the minimum height requirement, causing danger to pedestrian and other residents.
It is the responsibility of utility companies to conduct maintenance and repair of all posts, cables, and other installations to ensure the safety of the public and provide better service to the consumers, he added.
Ang is the chairman of the council's committee on social services and committee on gender and development.

BACOLOD City — Reforms and development — these are the promises of the new chief of hospital of the government-run Corazon Locsin Montelibano Memorial Regional Hospital (CLMMRH), Dr. Julius Drilon.
In an exclusive interview with Panay News, Dr. Drilon said within three months, he will implement measures which will professionalize the hospital’s personnel and improve its services to the patients.
This, he said, is to address complaints on the rude attitude of some hospital personnel toward patients and the lack of medicines in the hospital’s pharmacy.
He said he understands why some of the medical staff are sometimes “having tantrums” or are irritated when dealing with patients.
“Our medical personnel are overworked and the hospital is understaffed, but (these are not reasons) for them (hospital personnel) to misbehave,” the hospital chief stressed.
He also said he will make sure that all biddings and purchases of items in the hospital will be done in a more transparent manner.
To monitor the operations of the hospital, he said he will regularly inspect the medical facility; he also promised to be of service 24/7.
Three months is more than enough time to apply these changes, said Dr. Drilon, the younger brother of Ilonggo Senator Franklin Drilon.
Also, with the current development plan and modern medical equipment already installed in the hospital, CLMMRH can now be at par with private hospitals, but with more affordable services, he said.
CONTROVERSIES
Aside from being open to those who have complaints about the hospital’s services and personnel, Dr. Drilon said his office will be openly communicating with the media.
Some media reporters are complaining of the elusiveness of previous CLMMRH chiefs of hospital, especially on the issue of the alleged overpricing of medical supplies and the “underdelivery” of medical oxygen tanks.
Another controversy hounding the CLMMRH is the termination of its administrative officer, Bryan Baylon, for allegedly tampering his daily time record a few years ago.
Baylon denied the allegations, saying that his exposé on the “underdelivery” of medical oxygen tanks caught the ire of Dr. Domingo Vega, a previous CLMMRH chief of hospital.
According to Baylon, the complaint against him before the Civil Service Commission was already dismissed. The hospital management under Dr. Vega filed a motion for reconsideration, which was also dismissed.
Baylon, whose case is currently before the Court of Appeals, is reportedly waiting for his reinstatement in the hospital./PN

migo underoath..thank you for posting my alma mater pics...daku na gid ang pagbag o ah..who's the admin subong mig?..yeah you are right..medyo naga abante man gid ang bacolod site..the proof?..the presence of independent dormitories/mini-campus of some shipping companies like odjfell and jo tankers..the transfer of Iloilo scholars sa Bacolod Site..and ofcourse Bacolod site has a good number of facilities to cater the needs of maritime industry. I'm hoping na soon maging university status na ni just like sa main site.

Several incidents of fire in the city were discovered to have been brought about by faulty wiring, unauthorized electric wiretapping and unmaintained and improper installation of electric, telephone and cable wires.
Ang said the onset of the typhoon season increases the risk of electrocution, accidents and other safety hazards when poorly installed, hanging, sagging open electrical cables and wires are soaked in water when raining, especially when there is flooding.
It has been noted in major streets, particularly Hilado St., Narra St., Tindalo ST. and other areas in Bacolod City, that electric wires and cables of utility companies are sagging, dropping, hanging way below the minimum height requirement, causing danger to pedestrian and other residents.
It is the responsibility of utility companies to conduct maintenance and repair of all posts, cables, and other installations to ensure the safety of the public and provide better service to the consumers, he added.
Ang is the chairman of the council's committee on social services and committee on gender and development.

Ongoing ang widening, pero asta lang sa may NENACO na warehouse. Ang halin Gawad Kalinga asta sa Bangga Banago wala na include sa widening. Supposed to be tapos na ni by June galing pirme man gaulan so delayed sila.

Revive ang plan eh.. The road that will traverse from Barangay Mansilingan to Victorias... Exclusive lang nila for truckings bisan 2 lanes lang anay..

A very good question indeed. If those cane trucks would continue to pass through that route the widened area would not still be able to accommodate them.
I am not really familiar with the route of proposed access road to Bacolod-Silay Airport. Basi amo man na ang iutilized sang mga cane trucks.
Aside sang Circumferential Road na gutok, another bottleneck is the Talisay City roads... Upon reaching the front of there market, kitid na katama then may mga vehicles pa na masulod and magwa sa TUP road (Kapitan Sabi Street). If madivert tani ni ang mga cane trucks mabuhinan na gawa ang galabay da.

Third District Representative Albee Benitez said the Provincial Government should recognize SM Prime Holdings’ unsolicited bid for the six-hectare provincial property.
Benitez said SM did not participate in the public bidding held by the Provincial Bids and Awards Committee last June 24 because they have already submitted their unsolicited bid, which he said is allowed under Republic Act 7760 or the Government Procurement Act.
During the said bidding, only Ayala Land submitted its bid, prompting the bid committee to declare a failure of bidding.
Benitez, who is a close family friend of the Sy Family of SM Prime, accompanied the company’s president, Hans Sy, when Sy presented to Governor Alfredo Maranon Jr. their development plan for the Capitol's property located at the back of the Provincial Capitol Building.
The company has laid down its plan for a P2.5 billion investment on Capitol's property, which includes a convention center with a seating capacity of 3,500, two hotels with a capacity of 200 rooms each and shopping centers.
Sy said construction could begin within six months from the signing of an agreement.
Sy said the hotel in Bacolod would be part of the SM chain of hotels in the country, which already includes hotels in Cebu, Tagaytay and Davao.

San Carlos gets to Hall of Fame
for solid waste mgmt program
San Carlos City in Negros Occidental was elevated to the Hall of Fame for having won the Model Solid Waste Management Board for three consecutive years, in the Provincial Search for Model Solid Waste Management Board, recently.
The city had been awarded for having the Model Solid Waste Management Board for the years 2008, 2009 and 2010.
Mayor Gerardo Valmayor Jr. received the Hall of Fame plaque, plus P75,000, at the closing of the 19th Provincial Environment Week Celebration, at the Capitol Social Hall, Bacolod City, recently, a San Carlos City press release said.
The city also emerged champion in the search for the 2010 Most Outstanding LGU on Environmental Management (City Category-Year 3) and received a trophy and P40,000. Under this category, the city received three special awards as Best in Solid Waste Management, Best in Sustainability, and Best in Environmental Advocacy Program.
San Carlos also bagged second place in the provincial search for Model Fisheries and Aquatic Resources Management Council for 2010 which carried a trophy and P50,000 prize, the press release said.
Valmayor and former City Mayor Eugenio Lacson received the awards together with Councilor Rommel Debulgado, chairman, SP Committee on Environment; Loreto Sanchez, Senior Environmental Management Specialist; and Edward Burgos, Aquaculturist of the City Agriculture Office.
The SWMB is composed of Valmayor as chairman, with members, city administrator Francisco Tolcidas; SCDB managing director Anacleto Villarante; Genesys Foundation executive director Ma. Rose Solis; Councilor Rommel Debulgado; DILG San Carlos CLGOO Marissa Costelo; ABC president Mark Cui; and Sangguniang Kabataan president Lady Lehi Lambayong, the press release said.

EDC shutters Negros geothermal plant
LOPEZ-LED Energy Development Corp. (EDC) has closed its geothermal plant in Bago City, Negros Oriental after completing tests of its steam wells, the company disclosed to the bourse on Monday.
It was not immediately known whether the plant will be revived and when this will be, with the firm only saying it will first study data from the tests.
The Northern Negros plant was put online on April at a limited capacity to make use of steam being produced during the testing of the Pataan production sector wells.
This was after the company decommissioned the plant in December last year due to low steam levels. --ENJD

To decongest the aviation area of the Ninoy Aquino International Airport (NAIA), 15 Metro Manila aviation schools have agreed to move their training operations out of Manila, an aviation official said on Monday.
The increase in student pilots using NAIA runways has worsened aviation traffic and has resulted in slotting problems especially for commercial flights operators, according to Civil Aviation Authority of the Philippines (CAAP) director general Ramon Gutierrez.
Dialogues with flight training schools have convinced 15 schools so far to stop using the NAIA area and to move their flight training activities to airstrips in Plaridel in Bulacan, Clark Field in Pampanga, and Binalonan in Pangasinan.
Meanwhile, Gutierrez said the CAAP is also studying the possible conversion of more airports around the Philippines into night-flight capable ones.
He noted that aside from the Manila airport, only a few other airports can operate at night, including those in Mactan in Cebu, Davao, Dumaguete, General Santos City, Silay in Bacolod, Puerto Princesa City, Cagayan de Oro, Iloilo, Laoag, Kalibo, Tacloban, and Zamboanga City.
With more provincial airports operating at night, Gutierrez said domestic carriers need not rush to fly back to Manila before dusk to prevent leaving their airplanes idle overnight at the provincial airport. — PE/VSGMA News

After the Great Bacolod Fire in 1955, Montelibano offered the newly developed Capitol Shopping Center for those chinese businessmen aroung downtown Bacolod (specifically along Luzuriaga St.)...but Shopping did not pick-up the crowd that long...in the 1970's businessmen still went back to downtown for their businesses....
But now....I think its the right time to speed-up the facelift and refurbishing of "Shopping" as Bacolod's Chinatown....the size of Shopping would make it one of the country's biggest Chinatown Districts.....together with Binondo (Manila), Davao and Iloilo (Chinese Triangle of Iznart,Aldeguer and JM Basa) :banana::banana::banana::banana:

Really cheap.Went to Bohol a few years ago and paid same amount just to cross the suspension bridge that's only less than 50 meters.

One issue on the bidding for the Capitol properties is that SM Prime Holdings is not interested to lease or purchase all the 7 hectares property of the Negros Occidental provincial government, Provincial Legal Officer Jose Ma. Valencia yesterday said.
The Capitol properties that are up for bidding total 7.7068 hectares that stretched from the Philippine National Bank at Lacson Street, down to the North Capitol Road to Aquinaldo St., and Gatuslao St., until the boundary of the old Provincial Jail, he said.
Valencia said SM is only interested in leasing the back part of Provincial Capitol until the Negros Museum, and purchase those at the far end along Gatuslao St.
Valencia said that is now one of the concerns because the provincial government has decided to offer for lease or sale all the 7 hectares.
"What we did is we wrote SM a letter that we acknowledged to have received their unsolicited proposal but the Province decided to offer for lease or sale all the properties surrounding the Capitol, except the old Provincial Jail, in one bidding," Valencia said.
"In other words, you have to bid for all the lots or else you will be disqualified. So we urged them to join that bidding earlier set, which they did not," he added.
Governor Alfredo Marañon Jr. last week said that the bidding for the 7-hectare property conducted by the Provincial Bids and Awards Committee on June 24 was declared "failed" as only one bidder participated, and it is reset on July 7.
Ayala Land submitted their bid, whose papers were returned unopened for the next bidding, while SM Prime did not submit its bid papers, he said.
Marañon said under Commission on Audit (COA) rules, a bidding has to have a minimum of three bidders, if less than that it will be declared a "failed bidding."
But 3rd District Rep. Alfredo Abelardo Benitez said the "unsolicited proposal" of SM Prime Holdings is already a "a formal bid," and should be recognized by the Capitol as it is allowed under the law.
Benitez, who is a close friend of the Sy family and who accompanied Hans Sy when the latter submitted the proposal papers to Marañon, said that since SM Prime was the first to submit an unsolicited intent to purchase the property prior to the bidding, it should, under the law, be considered already as a bid. He added that under the Procurement Law, there are two types of public bidding. One is when everybody joins a scheduled bidding, where there is a term of reference, prequalification, and a pre-bidding conference, and the other is an unsolicited proposal, he explained.
Valencia said that it is just the legal opinion of SM and its interpretation is not necessarily correct, because the (Procurement) Law needs an official interpretation.
Valencia said the point of SM is that if by the second bidding on July 7 there will be again a failure in bidding, under the law the sale or lease of properties can be subject to negotiation.
SM believes that they have a right to match the bid of the highest bidder because they were the first to submit an unsolicited intent to lease of purchase the said properties, Valencia said.
"If SM feels they have a better offer they will insist on their offer. If they see they cannot match the offer of whoever is the highest bidder, then they won’t," he said.
"But definitely, SM will do something to insist on their right under that ‘unsolicited proposal’ law," he said.
SM Prime Holdings is reportedly planning to have a P2.5-billion investment in the Capitol property, that would include a convention center that can accommodate 3,500, and two 200-room hotels and shopping centers.*

Illegal structures at the Paglaum Sports Complex have been demolished completely as of yesterday, and the next step of the Provincial Capitol is to prepare for the development plans in the area, Provincial Legal Officer Jose Ma. Valencia yesterday said.
"I just reported to the governor that as of yesterday, we have completed the demolition of illegal structures at Paglaum 100 percent. I was asking him if we can fast track the (development) plans so we can proceed with the bidding," he said.
The provincial government is planning to construct a three-storey commercial building in Paglaum Sports Complex along Lacson and Hernaez Sts. that is expected to cost P300 million, Governor Alfredo Marañon Jr. earlier said.
The governor said the building will house commercial spaces in the ground floor, a call center in the second floor, and a dormitory for students in the third floor.
This project is expected to generate income to support public education in Negros Occidental, he added.
Aside from the commercial building, the provincial government will also construct a two-storey 24-classroom building to be donated to the Negros Occidental High School (NOHS).
The donation of this school building to the NOHS is embodied in the memorandum of agreement between the provincial government and the DepEd when the latter returned the ownership of the Paglaum Sports Complex to the former.
The NOHS is currently using the Paglaum stadium as venues for some of its classes, like Physical Education, since it lacks classrooms.
Valencia said, "I recommended that the plan should be approved now and then the estimated cost and we should go to a bidding so we can start constructing the 24-classroom building."
When some classes of NOHS are transferred to the new building, we can then start the rehabilitation of the stadium, Valencia said.
Marañon earlier said the Development Bank of the Philippines is ready to loan between P300 million to P400 million to the provincial government for the development of Paglaum Sports Complex.*

These buildings have to contend with that fact and they have to look convincing enough nga ma rent na lang ang business kaysa patindog own building. :)

AN OFFICIAL on Monday urged SM Prime Holdings to join in the bidding in July for the purchase and lease of the 7.7-hectare property along North Capitol Road and Aguinaldo Street in Bacolod City.
Provincial Legal Officer Jose Maria Valencia said the province decided to offer for lease or sale in one bidding all the properties surrounding the Provincial Capitol except the one where the old provincial jail is located.
Valencia said SM is not interested with other lots. It is interested only on the area at the back of the Provincial Capitol but what is offered by Capitol is the whole area surrounding the Provincial Capitol Building.
“In other words, you have to bid for all the lots, or else you will be disqualified and so we urged them earlier to join the bidding which they did not," Valencia said.
SM has not participated in the June 24 bidding, which was declared a failure.
Valencia clarified that the Capitol has informed SM about the bidding.
According to Valencia, SM's position, which it conveyed to third district Representative Albee Benitez is that, since it had submitted a written unsolicited proposal, under the law, we (Provincial Government) should have acted on it, either by accepting or rejecting it or, had we published the unsolicited proposal, that would have triggered a public bidding among those interested.
"The point of SM now is that, by the second bidding on July 7, if there will be a failure of bidding again, the sale or the lease of the properties can be subject to a negotiation under the law. SM's point is that, they have the right to match whatever is the bid of whoever. SM has made a presentation, while we do not know yet the offer of Ayala, as their bid has not been opened," Valencia added.

BACOLOD City Mayor Evelio Leonardia supported the move to file petition for the Central Negros Electric Cooperative (Ceneco) to immediately stop purchasing power from Panay Energy Development Corp. (PEDC) and collecting charges from its consumers.
The National Association of Electricity Consumers for Reforms Inc. filed a petition before the Energy Regulatory Commission (ERC) asking it to order Ceneco and its officers to stop purchasing power from PEDC.
“We want to know the naked truth about the transaction considering that Ceneco has refused the offer by Green Core of a cheaper power cost and favoured PEDC despite the big price difference. I was just concerned then when Green Core complained why Ceneco resisted their offer, which is the cheapest during that time. People are suspecting that there might be an anomaly there considering that under normal circumstance, one will buy a cheaper power,” he said.
He added that getting power from Green Core is more accessible because it is generated here.
I hope that this group and the new set of Board of Directors of Ceneco will do something that will truly reduce the cost of power in the province.
The issue here is on who can best serve the consumers with a reasonable power rate, the mayor said.
Meanwhile, the National Association of Electricity Consumers for Reforms (Nasecor), represented by its president Pete Ilagan, also asked ERC to order Ceneco general manager Sulpicio Lagarde Jr. to immediately submit to the commission, under oath, all records of Ceneco on purchases of power from PEDC and the charges collected from its consumers.
It also asks the ERC to impose on the respondents the penalties provided under Section 45 of the Electric Power Industry Reform Act.
Aside from Lagarde, the other respondents are former Ceneco Board president Edward Gasambelo, directors Luis Cuenca, Zenaida Lacson, Arnel Lapore, Paul Lizares, Michael Maravilla, Roberto Montelibano and former director Raul Alvarez Jr.
Ilagan said they have noted that Ceneco and PEDC have been implementing and continue to implement a contract for the supply of power, and charging to the consumers the cost of electricity purchased, without the prior consent of the ERC.
If there is no prior approval from the ERC, then passing on and collection of the cost of electricity to the consumers is illegal and in violation of the Epira, he said.
Ilagan said records of ERC will reveal that Ceneco has not complied with its obligation under the Epira, to obtain the Commission’s approval of the supply contract. Worse, Ceneco has not even submitted the contract to ERC for approval, he said.
Ilagan said that if Ceneco had not failed and refused to comply with the legal regulatory requirements, its customers would have paid only P2.3081 per kilowatt hour (KWH) for the testing and commissioning power from PEDC as determined by the ERC, instead of P4/KWH for the same power, which is double the amount.
As a result, Ceneco’s customers have paid an additional and unnecessary P77.9 million from December 2010 to March 2010, he said.
Based on records, it cannot be determined when Ceneco began illegally collecting charges and overcharging its customers, and how much exactly was illegally charged to its customers, he added.
Ilagan said that since the illegal collection of generation charge was perpetrated by Ceneco’s officers, who purposely and intentionally failed to seek the ERC’s approval, the amounts allegedly illegally collected from the Ceneco’s customers must be refunded personally by the respondent officers of Ceneco.
Meanwhile, Lagarde said Monday they have not yet received an order from the ERC asking them to explain.
He said that once they receive the order from the ERC, they will have it published together with their answer, he said.
Lagarde said in order not to pre-empt the ERC, they will wait for the commission to ask them to explain why the complaint should not be given due course.
He said whatever they did, they did it for the interest of the consumers.
He explained that because there were frequent brownouts in 2010, they had to source out power elsewhere when their contract with Green Core expired so they were able to get cheaper source of power.

PVO starts construction
of P5-M livestock infra
The Provincial Veterinary Office in Negros Occidental has started the construction of the P5 million cattle and sheep houses in Brgy. Sta. Rosa, Murcia town, Dr. Renante Decena said yesterday.
Decena said the farm in Brgy. Sta. Rosa is known as the Negros First Ranch of the province where 100 cattle and 100 sheep will be placed after the completion of the buildings.
Farm manager Dr. Ma. Regina Arquiza said the cattle house is 35 percent complete. They have also started the perimeter fence of the area, land preparation, and pasteur development to ready the place for the ranch improvement, she said.
Meanwhile, Decena said the sheep in Sagay farm recently gave birth to 14 lambs. The expansion of the dairy farms and the continuous purchase of farm animals like cattle and sheep are in line with the project of Gov. Alfredo Marañon to sustain food security and livelihood project in the province.
He also said the training of pastor-paraveterinarians has helped them in conducting animal health extension services like deworming, vaccination, treatment, artificial insemination, and monitoring especially in the animal dispersal project.
The province also aims to produce products using fresh milk like manufacturing milk bars, fresh milk products, and milk supplements that will provided to communities where there are most number of malnourished school children, he added.*LTG

Applicants for the Licensure Examination for Teachers can process their applications for the September 25, 2011 examination. The deadline is July 15.
Golez is bringing the PRC Region 6, in collaboration with PEMC, to serve more Bacoleños and Negrenses so they will not need to go to Iloilo City to process their PRC requirements, the press release said.
Through the three-day PRC activities, LET applications will be processed, as well as the applications for Initial Registration of New Professionals (Licensing of successful examinees in all professions), the press release also said.
Renewal of professional identification card for all professionals will also be accommodated.

HRANO help asked
in boycott of Coke

The Confederation of Sugar Producers Associations Inc. yesterday asked the Hotel and Restaurant Association of Negros Occidental to boycott Coca-Cola products in support of the sugar industry’s protest against the firm’s importation of sugar premixes and high fructose corn sugar, instead of buying local sugar.
CONFED Negros-Panay Chapter chairman Raymond Montinola in a letter to Pat Cajili, HRANO president, said “The boycott move will be strengthened for sure if members of HRANO commit themselves to stop patronizing Coca-Cola products while it continues to import premix and HFCS, or at least give options to customers for other brands should there be existing commitments for exclusive marketing.”
“We urge you to join us in this boycott move. After all, the survival of the local sugar industry is undeniably interlinked with the interest of hotel and restaurant owners whose business is most likely to be adversely affected by any deterioration in the economic condition of this predominantly sugar-producing province,” Montinola said.
He said HRANO’s support is very critical, and added that Coca-Cola’s importation of sugar premixes is seen a ploy to avoid the payment of the proper tariff duties for imported sugar.
He also said the use of HFCS raises health-related concerns in the light of issues regarding genetically-modified organisms or GMO.
JB Baylon, public affairs and communication director of Coca-Cola and president of the Beverage Industry Association, last week stressed that Coke’s importation of premixes that contain sugar at zero tariff is allowed under Executive Order 850.
Baylon said Coke had to import its sugar premixes from Thailand because prices in the Philippines reached a high of P2,700 per Lkg this crop year that was much higher than rates elsewhere.
However, if prices in the Philippines are not so high that their firm will not lose, there is no question that Coca-Cola will buy locally, he added.
Baylon also debunked claims that HFCS is a health hazard, pointing out that its use is approved by the Philippine Food and Drug Administration, and by similar agencies in other countries.*CPG

may ara pa tood. usually ang makita ta diri sa Bacolod in cans na. Sang sa Davao ko before, I used to drink that kay barato gid. Basta super cold lang sya. :cheers:
