MANILA, Philippines - Ian Clark Bautista moved a win away from completing a grand debut on the international stage as he trounced Gaurav Bidhuri, 12-5, to reach the lightfly finals in the 21st President’s Cup in Jakarta Thursday.

The 16-year-old find from Negros Occidental sustained his fine form and asserted his might early against his Indian rival en route to the victory in the 49-kg semifinals.

Three other PLDT-ABAP bets gained shot at the gold medal with similar impressive wins in their respective divisions while two others settled for bronzes in another remarkable stint by the Filipinos in the tournament.

Josie Gabuco disposed of Indonesian Selly Manimbo, 22-11, in the 48-kg class while Nesthy Petecio whipped another local bet Veronica Nicolas, 23-7, in the 51kg division.

Charly Suarez, getting better by the day, fought for the third straight day and posted another convincing victory – a 15-6 rout over Yeldos Saldalin of Kazakhstan.

Nathaniel Montealto, however, fell short of his bid as he bowed to Russian Alexander Malinin, 5-8, while Analisa Cruz also lost to veteran Aya Shinmoto of Japan, 10-21.

The Cruz-Shinmoto fight was tied at 2 after the first round but the Japanese came out of the second frame leading at 7-4 to the surprise of the Phl delegation, which thought Cruz had won the round.

The Mindoro native then scrambled to get back and figured in some heated exchanges but the judges again saw the third round differently, 13-6, for the Japanese.

Montealto and Cruz settled for bronze medals.

Bautista goes for the gold against Vietnamese Nguyen Van Hai, Gabuco clashes with Gui Jing Shan of China, and Petecio collides with Le Thi Bang of Vietnam.

Suarez faces Cen Yu of China in the 60kg lightweight finals.

“We brought mostly young members of the national pool here. While the veterans are carrying the fight, the showing of our first timers, especially Bautista, is heartwarming. We have two bronze medals and four opportunities to win golds in a tough field. That situation is already better than expected, but our boxers want to win the gold,” said ABAP executive director Ed Picson.

He added: “This is a testament to the directions set by ABAP chairman Manny V. Pangilinan and our president Ricky Vargas. We strive for excellence but it entails hard work and leaving nothing to chance. That’s why we have some of the most experienced coaches, our own strength and conditioning consultant, nutritionist and sports psychologist. With ample support from PLDT, the backing of the Philippine Sports Commission and our sponsors Accel, G4S, Powerade and Clusivol, the team is armed with the proper tools for success. It’s now up to our athletes to utilize them optimally.”

Hydro power in Mambukal a ‘go’ -- guv (http://www.visayandailystar.com/2011/July/09/topstory9.htm)
BY CARLA GOMEZ

Negros Occidental Gov. Alfredo Marañon Jr. yesterday said the construction of mini hydro power plant for the Mambukal Resort in Murcia is a “go”.

Hannes Mueller, Hydrotec Renewables Inc. director, is currently preparing the study for the hydro plant, after which construction will commence, he said.

The governor said he hopes the Mambukal hydro plant will serve as a model for other areas to emulate.

Mueller had earlier said that the mini hydro plant his firm is proposing to build will tap water before it reaches the Mambukal waterfalls, to generate power.

It will not affect the natural beauty of the falls and will not have a negative impact on the environment, he said.

“No trees will be cut and no access road will be built,” he also assured.*CPG

ON BIRTHDAY
Mayor wishes progress for city (http://www.visayandailystar.com/2011/July/09/topstory4.htm)
BY CHRYSEE SAMILLANO

Bacolod Mayor Evelio Leonardia yesterday wished that the development and progress of Bacolod City will continue and be sustained so that Bacolod will become one of the premier cities of the Philippines.

He said ring icon and Sarangani Rep. Manny Pacquiao officially greeted him on his birthday but told him he could not come due to a prior engagement.

Meanwhile, Bacolod Rep. Anthony Golez Jr. wished the mayor more brilliance and more wisdom in his work, better health, and more birthdays to come.

Leonardia’s wife, Elsa also wished him good health, continued good governance for the city, and God’s grace and blessings. She said the mayor has always been a good husband to her and a good father to their children.

Asked for his wish for his political career, Leonardia, who is serving his last term as mayor of Bacolod, said that if Bacolod will be divided into two districts, it will be advantageous for the city since its resources will double.Bacolod is really qualified and it will benefit if it is divided into two districts, he said.

Golez said he will ask Senate about the status of the Bill dividing Bacolod into two districts.

Leonardia recalled that every time he makes a birthday wish, it comes true.

When he wished for the construction of a new government center in 2006, it materialized, he said. All the other things they had anticipated and wished for in the past are already there, he added.

Leonardia said this time he wish is for the continued progress and development of Bacolod, especially with the latest result of competitiveness project of Asian Institute of Management, German Technical Cooperation, and United States Agency for International Aid, which showed that, officially, out of the 10 growth centers in the country, Bacolod is number two.

He also cited the other achievements of the city like being named the Most Business Friendly City in the Philippines.

Leonardia said he also hopes that the Revised Revenue Code of Bacolod City will be passed by the Bacolod Sangguniang Panlungsod this time, since he is anticipating a reduction in the city’s Internal Revenue Allotment next year with the conversion of 16 municipalities into cities.

He said the Board of the League of Cities of the Philippines has a scheduled meeting this week concerning the entry of final judgment on the case involving the 16 cities.

Leonardia said this means Bacolod’s IRA will be reduced by as much as P45 million next year. In addition to that, the IRA collection of the national government in the past three years, which is the basis of the computation of the share of the local government unit’s IRA, will also reduce. Translated this, is about P35 million, he said.

So the total amount that will be reduced from the IRA of Bacolod is about P80 million, he said.

As one of the antidotes, Leonardia said he hopes the SP will pass this time the Revenue Code which has not been adjusted in the past 18 years.

He said an efficient and effective LGU is supposed to update its Revenue Code at least every five years. Bacolod’s Tax Code is not only due, but it is overdue, he said. “Our city officials and businessmen should take that into consideration,” he added.

Leonardia said “If we have to sustain the growth of Bacolod, we have to have a budget that is commensurate to the pace of development of the city.”*CGS

Local agri produce
gain ground at expo (http://www.visayandailystar.com/2011/July/09/businessnews4.htm)

Organic agricultural produce in Negros Occidental have generated P5,600 in sales and have booked orders for Federico’s Wine of Victorias City in the recent 1st International Agriculture and Tourism Expo at the World Trade Center, Pasay City.

Hayde Daniel, Agriculturist I of the Office of the Provincial Agriculturist said the expo helped in the promotion of organic produce of their assisted local farmers and entrepreneurs.

They brought produce of OPA Magsasaka Siyentista Ramon Peñalosa, Fresh Start Organics of Ramon Uy, Jr., Kalibutan Society of Kabankalan City, and Option Multi-Purpose Cooperative of Sagay City, Daniel said.

Peñalosa’s products are processed food like kimchi, pesto, red onion sauce, mustard honey, and concentrated kalamansi juice. There were also probiotic products, vermicast, and premixes, she said.

Among the products of Uy are jams, pickled vegetables, and brown and red rice, while the Kalibutan Society displayed herbal medicines. They also brought the backed peanuts of San Carlos, Bong-bong’s piyaya, and muscovado of Option MPC, she added.

Daniel said they were able to book 100 bottles of 150ml Duhat Wine by Federico’s. This is a good venture for other local produce because there are buyers from Manila who might be enticed to purchase orders during the exhibit, she added.

Meanwhile, the Provincial Tourism Office also marketed tourist destinations in partnership with Maricar Dabao of Viaje Negros.

Cristine Mansenares, tourism operations officer, said the province has lots of potential tourism sites, like the agricultural farms, resorts, and cultural homes and places that need promotion and introduction to possible clients.

The expo also conducted a series of lectures on how to access funds, sustaining agricultural products, exporting, and other agri-tourism development, Mansenares said.

The Department of Agriculture Region 6 also participated with Guimaras and Negros Occidental managing the booth, she added.*LTG

Future Azkals matches in Panaad?
PANAAD BIGGER THAN STADIUM IN MANILA – GUV

BY RANIE S. AZUE

BACOLOD City — Gov. Alfredo Marañon Jr. will lobby for the hosting of future matches of the Philippine National Football Team, popularly known as Philippine Azkals, at the Panaad Recreational Park and Sports Stadium football pitch.

Marañon said the Panaad football pitch, which is bigger than the Rizal Memorial Stadium in Manila, can accommodate a huge crowd.

It also has a wide parking space for vehicles, he said.

According to the governor, the provincial government is dead serious in promoting football in the Western Visayas.

He announced that there will be a forthcoming national open football tournament next month, which will be participated by 23 teams from around the country.

A roof may be constructed over the open bleachers fronting the main grandstand to accommodate the audience better, Marañon said.

He added that the provincial government is open for a joint undertaking with private firms to further improve the facilities in Panaad, just like what the Philippine Football Federation did to the Rizal Memorial Stadium.

Marañon said the floodlights used in the previous home game of Azkals against the Mongolian team will now be permanently installed.

The provincial government is reportedly negotiating with the owner of the private lot adjacent to the Panaad Park for an access road leading to the park.

This is to address complaints on traffic congestion whenever a huge crowd gathers in the area./PN

Merci opens 24th branch (http://www.visayandailystar.com/2011/July/09/businessnews3.htm)

Merci Pasalubong opened its 24th branch yesterday at Luzuriaga Street in Bacolod City.

Its general manager, Paul Londres, said Merci-Luzuriaga is the biggest store among its branches. They serve breads, pasalubong items, pastries, and meals.

The second floor of the store is the dining area and can used for special gatherings like meetings, seminars, birthdays, and other occasions Londre said.

Earlier this year, Merci opened three branches in Negros Occidental. The Gonzaga branch opened on April and then the Binalbagan branch on May 13, and the Mayfair branch on June 10, he said.

The business started in 1995 as a small bakery, supplying breads to a single store at the Libertad Market that later evolved into a fast-food restaurant, Londres said.

In 2003, the business diversified its interest and introduced its bottled water brands, the Merci Purified Drinking Water, and Vitalife Purified Drinking Water.

Merci now has different branches and dealers in Negros Occidental, Iloilo City, Tuguegarao City, Zamboanga City, Manila, Cebu, and Panay. Some of its products are exported to Canada, the United States of America, and other parts of the world, Londres added.

Merci is the market brand of CM & Songs Food Product. *LTG

2 Negrenses to play in Homeless World Cup (http://www.sunstar.com.ph/bacolod/sports/2011/07/08/2-negrenses-play-homeless-world-cup-165663)
Friday, July 8, 2011

TWO Negrense booters were tapped to represent the Philippines in the upcoming Homeless World Cup (HWC) in Paris, France on August 21-28, 2011.

They are Janrick Soriano and Michael Rojo, both hail from Talisay City.

Soriano and Rojo were among the eight players who were selected during the tryouts conducted all over the country spearheaded by HWC Philippine Team head Coach Rudy del Rosario.

Other players who compose the national team are Jeffrey Guelas from Leveriza, Manila; Jeffrey de Castro from Cainta, Rizal; Bert Anthony Sienes from Manila Boystown; Aljhonn Loui Matulac from Estancia, Iloilo; John Celiz from Barotac Nuevo, Iloilo; and Ricardo Padilla from Lingayen, Pangasinan.

Urban Opportunities for Change Foundation (UOCF) Board member Bacoleño Leopoldo C. Arnaiz disclosed that these players were chosen based on the study conducted on various communities in the country. These players come from less fortunate families yet they have the potential to excel not only as football players but as valuable members of the society.

UOCF is responsible of supporting the HWC in the Philippines.

Arnaiz added that aside from producing good football players and potential coaches, one of the program’s objectives is to improve the lives of these young football aspirants by leading them away from drugs and alcohol, getting them jobs and strengthening their families.

According to Arnaiz, the HWC Team Philippines has the incredible opportunity to give hope, dignity and opportunity to the poor and homeless people in this nation.

“The success of the HWC and Team Philippines will happen off the football pitch - in the rice fields and factories, with the sweat and sacrifice of us all - and long after this one time opportunity for these eight players has gone. But this game will not pass. It will stay and persist until poverty has been eradicated,” Arnaiz said.

In last year’s HWC, which was held in Rio de Janero in Brazil, three Negrense booters, namely Leopoldo Aragon from Barangay Banago in Bacolod City and Tonie Mark Arenal and Michael Quinlat of Talisay City wore the national colors.

Members of the 2010 HWC Team Philippines captured the Host Cup division crown by beating Norway, 4-3.

The Host Cup is one of the other cups at stake for those teams that did not make it in the Top 8 of the tournament. The teams that made it in the Top 8 will have the right to battle for the HWC crown, which eventually Brazil bagged after defeating Chile 6-0. (Jerome S. Galunan Jr.)

Bacolod City: Ripe For Progress
(http://bpotimes.weebly.com/1/post/2011/05/bacolod-city-ripe-for-progress.html)05/14/2011

The province of Bacolod may not be a prime tourist destination for foreigners looking for fine beaches and exciting mountain treks, but companies abroad are closely looking at the area for something more lucrative -- business process outsourcing.

Bacolod City was acclaimed as the Most Business Friendly City in the Philippines in 2007 by the Philippine Chamber of Commerce & Industry.

The city is also considered as the Information Technology and Business Process Outsourcing hub of Western Visayas with the presence of 8 major call centers including Teletech, Teleperformance, Convergys and the newly opened Interface Techno-Phil, Inc. at the Lopue's East Center.

According to the “Philippine Cities Competitiveness Ranking Project 2005″ of Asian Institute of Management (AIM), Bacolod tops the list as Number One in terms of infrastructure, ahead of such other mid-size cities like Iligan City, Calamba City, Cagayan de Oro City and General Santos City.

Bacolod also tops the list as Number One in terms of quality of life, ahead of such other mid-size cities like San Fernando City, Baguio City, Iloilo City and Lipa City.

AIM recognizes Bacolod as one of the Top Five most competitive mid-size cities together with Batangas City, Iligan City, Iloilo City and San Fernando City.

Known for being a relatively friendly city, it bears the nickname “City of Smiles.” Bacolod City recently topped a survey by MoneySense Magazine as the “Best Place to Live in the Philippines”.

PVO starts construction
of P5-M livestock infra

The Provincial Veterinary Office in Negros Occidental has started the construction of the P5 million cattle and sheep houses in Brgy. Sta. Rosa, Murcia town, Dr. Renante Decena said yesterday.

Decena said the farm in Brgy. Sta. Rosa is known as the Negros First Ranch of the province where 100 cattle and 100 sheep will be placed after the completion of the buildings.

Farm manager Dr. Ma. Regina Arquiza said the cattle house is 35 percent complete. They have also started the perimeter fence of the area, land preparation, and pasteur development to ready the place for the ranch improvement, she said.

Meanwhile, Decena said the sheep in Sagay farm recently gave birth to 14 lambs. The expansion of the dairy farms and the continuous purchase of farm animals like cattle and sheep are in line with the project of Gov. Alfredo Marañon to sustain food security and livelihood project in the province.

He also said the training of pastor-paraveterinarians has helped them in conducting animal health extension services like deworming, vaccination, treatment, artificial insemination, and monitoring especially in the animal dispersal project.

The province also aims to produce products using fresh milk like manufacturing milk bars, fresh milk products, and milk supplements that will provided to communities where there are most number of malnourished school children, he added.*LTG

Introduction

The Provincial Government under Gov. Alfredo G. Maranon, Jr. and Vice Gov. Genaro M. Alvarez, Jr. will be implementing NEGROS FIRST! as the strategic development plan for the province of Negros Occidental in the next three years, starting 2010.
NEGROS FIRST! seeks to optimize the potentials of Negros Occidental as an agricultural province to ensure food sufficiency and agricultural productivity as well as generate livelihood especially for the poor and marginalized.

Background

Negros Occidental has a land area of 792,607 hectares or 7,900 square kilometers with a length of 375 km from north to south. Out of the total land area, 68.17 percent (540,350.13 ha) is classified as alienable and disposable, 31.65 percent (250,845.87 ha) is classified forest land, and 0.18 percent (1,411 ha) is unclassified public land.

A first class province in terms of income, Negros Occidental’s economy is mainly agricultural, with 98 percent of its alienable and disposable land used for agriculture (531,016.99 ha) and 2 percent for inland fishery/fish pond (9,333.14 ha).

Notwithstanding its potential for higher growth and poverty reduction, however, agriculture in the province, as it is in the country, continues to under-perform. Agriculture has the potential for higher growth through crop diversification to dynamic high value products with export potential and higher income growth, such as tropical fruits as well as vegetables.

Fishery is another major source of income for Negros Occidental. With 13 cities, including Bacolod, and 19 municipalities located along the coast, a great portion of the population depends on fishing for their livelihood.

Production and supply of most fish and marine resources are noted to increase each year.

The livestock and poultry sectors also generate substantial sources of income, with opportunities to fill up the demand in the export market considering that Negros Occidental remains free from exotic animal diseases.

The province has six major rivers (Danao, Himogaan, Malogo, Bago, Binalbagan, and Ilog) that could be tapped for irrigation, watershed development, reforestation, power and agro-industrial initiatives.

As of October 2007, Negros Occidental has a total population of almost 2.9 million (including its capital, Bacolod City at close to 0.5 million) which is 42 percent of the population in Western Visayas. It is ranked as the 6th most populous province in the Philippines. Its growth rate of 1.44 percent for 2000-2007 is lower than that of Bacolod City, pegged at 2.12.

Development Strategies
Development has been correlated with the attainment of the total human potential; it is the sustained capacity to achieve a better life – one that is longer and of higher quality, and that allows freedom of choice. This is the ultimate end of government, to develop its people’s total human potential by meeting their needs now, but without compromising the ability of future generations to meet their own needs. In short, government must follow the principles of sustainable development, and this will be our guide as we endeavor to implement the following strategies to develop Negros Occidental.

Concluding Note

For the foregoing development strategies, we will always apply the overriding principles of equity and sustainability to ensure that future generations will enjoy the fruits of the earth that we enjoy today. This will be our legacy to our beloved people of Negros Occidental: in whatever we do, we will always put their best interest at heart. This is our battle cry: NEGROS FIRST!

Welcome to Negros Occidental

http://www.negrosoccidentaltourism.com/wp-content/uploads/2009/09/capitol-300x198.jpg

Bacolod is the gateway to the province of Negros Occidental, often referred to as the land of genteel people and large sugar plantations.

Authentic 1912 steam locomotives and well-preserved ancestral homes serves as reminders of the sugar barons and rich Spanish families in the past.
Negros Occidental’s wealth has always been in its land, its charm in its people, its pride in its cuisine.

The land is where the wealth of the province originated and continues to emulate. The once lucrative sugar industry has started to give way to other profitable industries like prawn culture, cutflower and handicraft for export.

Negros Occidental is blessed with one beautiful natural scenery, explored waterfalls and mountains, white sand beaches and crystal springs.

Its people with their endearing lilting accent are known for their easygoing, old world charm and gracious hospitality. They have natural knack for entertaining which is best experienced during MassKara, a mardi gras festival in October when there is merrymaking in the streets and parties at private homes in its capital, Bacolod. The people are also famous for their unrivalled good taste which is evident in the exquisite arts and crafts that they produced for the local and export markets.

http://www.negrosoccidentaltourism.com/wp-content/uploads/2009/09/masskara_about-202x300.jpg

Negros Occidental’s cuisine is legendary. Its mouthwatering dishes rank among the best that the islands have to offer. It is particularly popular for sugar-based food items and delicacies. From upscale restaurants to wayside eateries, one can sample the heavenly concoctions this land is famous for.

A beautiful land, charming people and delectable cuisine – these elements make for a destination that is best when experienced. Bacolod and Negros Occidental promises to be a destination like no other – a breath of fresh air, away from a harried pace of city life.

UniGames: Capiz to host UniGames as USLS declines
By Cyrus M. Garde, PNA and U.S. News Agency / Asian

The Province of Capiz and the City of Roxas, after all, will be the site of this year’s 16th University Games (UniGames) slated October 22 to
29 after the University of St. La Salle (USLS) declined but assured organizer to host next year’s event here.

Bro. Ray B. Suplido, FSC, USLS President thanked the organizer for inviting the university to host this year’s event but regrets it cannot do so as the school has Centennial and other previous scheduled activities and numerous construction and renovation projects of the facilities going on.
Suplido said that one of it is the resurfacing of the track oval for future use in time for next year’s UniGames.

He added that next year’s hosting will jive with the University Diamond Jubilee celebration. USLS is the home of UniGames since 1996.

UniGames President Roger Banzuela is scheduled to meet with officials of the Province of Capiz and City of Roxas for holding the tertiary sports competition in Capiz.
With the new development, he is now sending invitations to different colleges and universities in the entire country. Last year’s participants reached to more than 56 schools competing in sixteen (160 sports disciplines.

Earlier, Banzuela said, USLS hosting could be more advantageous to the local schools in their expenses even if they have to rent venues for some sports events, like the Manila schools to have easy access in their transportation and billeting centers like hotels.
“Hosting this kind of national sports competition will boost revenue for the host,” he added.

The event, a brainchild of former USLS president, Bro. Rolando R. Dizon, FSC, in 1996, was last staged in 2007 at USLS.

Last year, UniGames was hosted by Silliman University in Dumaguete City, Negros Oriental.

Community Mortgage Program gives squatters chance to own homes

by Lorenzo O. Lambatin Jr.
NEGROS OCC., July 9 (PIA)-- Many informal settlers dream of owning a lot where they can build their home.
The Community Mortgage Program(CMP) of the National Housing Authority (NHA) here has turned that dream to reality, at least to more than a thousand of them.
Implemented several years ago, the CMP is based on the mutual agreement where legal owner of the lot agrees that squatters purchase the piece of land.
Once a deal is reached, the NHA provides the technical assistance to both parties. A funding agency pays the lot owner while squatters form an association and pay NHA their monthly dues that will all go to the funding agency.
The National Home Mortgage Finance Corp. used to finance the project but has now been turned over to the Social Housing Finance Corporation in 2007.
Because of CMP, 1,276 families in the province are now enjoying the ownership of the lot that once seemed a distant reality. There are 1,100 direct beneficiaries of the CMP while areas covered now reached approximately 14 hectares at the cost of P40 million.
In many standards, the CMP accomplishment is notable, considering Negros Occidental is famous for hacienderos owning big hectares of land for sugarcane production. The vast track of sugarcane fields supply more than half of the country’s sugar needs that’s even marketed abroad.
“Building home is building lives. If they (squatters) own the lot, the structure will follow and the will have no anxieties of being evicted,” NHA Provincial Manager Felix Silva said.
The program though is not without challenges, as recent collection shows it did not meet the 80 percent sustainability rate.
Silva attributed the lapse due to financial constraints gripping the beneficiaries but believes they will soon recover and pick up pace. For the meantime, the program is temporarily suspended.
When all the financial aspects shall have been fixed, 10 more incoming CMP program will come in bringing the promise of hope to a thousand more informal settlers in Negros Occ. (JCM/LOL-PIA6)

AMO NI YA ANG DEVELOPMENT NGA GINATAWAG..

Green: Amo lang gid ni ang draw back.. Taga-an na sila chance nga maka panagiya sang duta, wala man gabayad on time, nga kung pinsaron barato na gid gani..

Embassy cites OISCA help to Pinoys in Japan

NEGROS OCC., July 9 (PIA)-- The Embassy of the Philippines to Japan recently cited the Organization for Industrial, Spiritual and Cultural Advancement(OISCA) in recognition of the support and contribution it has made to the Filipino Communities affected by the March 11 calamity especially in Tohoku Region.
The awarding ceremony was held recently at the Japan Education Center in Tokyo with His Excellency Ambassador Manuel M. Lopez and Consul General Sulpicio M. Confiado.
OISCA donated blankets collected from its members and Training Centers in Chubu, Kansai, Nishi Nihon and Shikoku to address the need of the Filipino victims as requested by the Philippine Embassy.
Other relief goods donated to the Filipino evacuees were mineral water, medicines, undergarments, diapers and masks purchased from the accumulated money from the Japanese companies supporting OISCA projects, OISCA members and staffs, former OISCA trainees and OISCA-Chapters overseas led by OISCA Philippine President Governor Alfredo G. Maranon, Jr.
OISCA has been working closely with the Filipinos within and outside Japan since its foundation in 1961.
With its activities like environmental education programs, operating agricultural training centers,
reforestation projects and livelihood development projects aligned with the development plans of the Philippine government in poverty alleviation, OISCA has somehow contributed to the development and empowerment of the Filipinos.
These efforts of OISCA were recognized with two Presidential citations.(JCM/LOL-OISCA-PIA6)
