Balantayan ta guid na ang HH halin sa old rendering kay buildings with designs made at SanParq are in high demand sa Bacolod. I am crossing my fingers na madugang si isa pa ka building. :cheers:

BACOLOD City – The bidding participated in by SM and Ayala for the prime property owned by the Negros Occidental provincial government failed anew.

Why?

Because of technicalities, according to Governor Alfredo Marañon Jr. As alternative, he said both parties have agreed for a “negotiation” for the 7-hectare (not six as earlier reported) prime property located at the back of the capitol building.

Under the Commission on Audit (COA) rules on bidding, there should be at least three companies participating in the bid for it to be considered valid.

Marañon, however, stressed that there are other technical reasons why the July 7 bidding failed. He did not elaborate.

Hans Sy, president of SM Prime Holdings, recently personally submitted their unsolicited intent to purchase the Capitol property, offering a P2.5-billion investment package that features a convention center, two hotels and shopping centers.

Ayala Land has a grander plan, proposing a P6-billion investment deal on the same property, Marañon said.

“If it wins in the bidding, Ayala is planning to also build a convention center, hotel, BPO (business process outsourcing) centers, and a shopping mall,” he said.

Ayala Land Negros branch head Therese Borromeo and SM City Bacolod mall manager George Jardiolin visited Marañon at the Provincial Capitol yesterday but they refused media interviews.

Marañon assures that either through bidding or negotiation, the result would be to the best interest of the provincial government and the people of Negros Occidental.

“This will be the biggest investment so far. It will definitely change the landscape, it must conform with the culture and aesthetic beauty of the Negrosanons,” he said.

PPA pursues port development projects

MANILA, Philippines — The Philippine Ports Authority (PPA) is pursuing various port projects in Cagayan de Oro and Tacloban and the port rehabilitation work in Pulupandan, Negros Oriental.

PPA General Manager Juan C. Sta. Ana stressed that the current port infrastructure plan puts premium on the PPA's mandate to provide the country’s sea travelling public with more efficient, appropriate and modern port facilities and equipment specifically in keyports or major gateways like the Cagayan de Oro (CDO) port.

The CDO port caters to an average of 1,200 passengers per day during regular season and 2,500 passengers per day during peak season.

On vessel calls, the port receives 7 vessels a day ranging from superferries, liners and tramping vessels. On cargo throughput, the port averages around 12,500 TEUs a month.

The PPA has lined up a number of infrastructure projects that could be implemented in the medium term that would allow the port to accommodate the growing port traffic, said Sta. Ana. Sta. Ana reiterated the PPA's commitment to implement the following individual projects at the CDO port in the latter part of 2011 and 2012 to include the paving of around 20,500 sq.m. newly developed operational back-up area to provide additional space for storage of container cargoes, the construction of new two-storey passenger terminal building (PTB) which is designed to accommodate 1,500 passengers at any given time and the construction of three RO-RO berths that would accommodate large long-haul RO-RO vessels of GRT ranging from 6,500 to 19,000 MT and with a minimum draft requirement of 7.0 meters.

These projects are included in the medium term public investment program (MTPIP) of the PPA with a total fund requirement of P72.21 million, P250 million and P50 million respectively. Sta Ana noted, however, the GMA modular RO-RO port that will cater only to small RO-RO vessels of 300 GRT, and its passenger terminal building which has a total area of 64 sq. m. will accommodate a maximum of 55 passengers.

It is a modular port system intended for remote locations in the Philippines that can be utilized primarily to service small vessels and is classified as RO-RO port for mobility enhancement, remote island development and social reform support, Sta. Ana further stressed.

The Tacloban port improvement and rehabilitation project, on the other hand, involves the expansion of the port's existing wharf which would require the installation of steel pipe sheet piles and waling (1,456 MT), rockworks (15,378 cu.m.), fill materials (37,544 cu.m.) and tie rods (14 sets of 32mm x 18m and 90 sets of 70mm x 24m).

The port handles both foreign and domestic ships and cargo vessels. It will also involve an additional, 7,904 sq.m. of cement; 2,975 sq.m. of interlocking concrete blocks pavement (ICBP) and 15 sets of V-1000H x 1000L rubber dock fenders and 7-sets 50 tons T-Head mooring fixtures will be installed.

Sta Ana said the new wharf project in Pulupandan, Negros, Occidental has a revised contract amount of P411.2 million and not P715 million as reported in the press. The project was completed in 2005 during the previous administration.

He stressed that it is not appropriate to make a comparison between the costs of the three PPA projects with the GMA modular RO-RO ports considering the enormity of the scope of work and the magnitude of the facilities in these major key ports.

Have your experience reported here at USGS (http://earthquake.usgs.gov/earthquakes/dyfi/) to determine the intensity of the earthquake in Bacolod City and Negros Occidental.

Ayala Land Negros branch head Therese Borromeo and SM City Bacolod mall manager George Jardiolin visited Marañon at the Provincial Capitol yesterday but they refused media interviews.

Marañon assures that either through bidding or negotiation, the result would be to the best interest of the provincial government and the people of Negros Occidental.

“This will be the biggest investment so far. It will definitely change the landscape, it must conform with the culture and aesthetic beauty of the Negrosanons,” he said.

Negros trench under monitoring after 5 earthquakes

BACOLOD CITY, Philippines—The Philippine Institute of Volcanology and Seismology (Phivolcs) has been closely monitoring the Negros trench following five earthquakes, the strongest one at a 5.2-magnitude, that hit Negros Occidental.
Ishmael Narag, Phivolcs Seismology Division officer-in-charge, said Monday afternoon that the 24-hour watch started when the last tremor hit at 10:10 a.m.
The epicenter of the earthquakes was offshore and believed to have been caused by sudden movements along the earthquake-generating Negros Trench, Narag said.
“We believe a subduction occurred where heavier denser plates dove into the interior of the earth, triggering five earthquakes recorded in Cauayan town and Bago City in Negros Occidental,” Narag said.
A subduction occurs when two oceanic plates collide, with the younger plate riding over the older one, according to Plate Tectonics website http://www.platetectonics.com/book/page_12.asp.
Narag explained that as a precaution, they were monitoring the Negros Trench although the magnitude of the tremors that occurred later Monday had gone down.
“These are small magnitude events that did not lead to any damage. But we are not discounting the possibility of having stronger earthquakes,” Phivolcs Director Renato Solidum also said.
The first quake was recorded at 12:24 a.m., with a magnitude of 3.6 in Bago City, followed by four others that hit Cauayan at 5.2-magnitude at 12:43 a.m., 4.8-magnitude at 1:40 a.m., 2.8-magnitude at 5:40 a.m. and 3.5-magnitude at 10:10 a.m., Phivolcs reported.
Cauayan Mayor John Rey Tabujara said they felt the earthquakes shake their town one after the other but these did not cause any damage nor was anybody harmed.

Negros Trench of course runs through Negros Island towards the direction of Panay Island. I wonder if our buildings in Bacolod City are prepared for the big one? :ohno:

Well I guess its time para mag volts-in na Lang ang SM Kag Ayala para matapos na ini.Time para ang Capitol na Lang magnegotiate sa Ayala Kay SM.

Whoever will finally have this Capitol property must of course, in the light of the recent earthquake, build it to withstand as high as magnitude 8.0 since our city lies close to a trench, Negros Trench. Amo na ang mas importante nga bagay subong. :)

I hope Ayala tops their previous bids so that indi na makalusot ang SM kag mapatindog nila ang Ayala Mall nila nga dugay na nga wish sang mga Negrénse. As for SM ya, they have their Reclamation area property and I rather see they completely transform that wide area since their purpose in that area is for hotels, BPOs and other "little things" to sprout there. :)

Seeing San Carlos Borromeo Cathedral, I am reminded that both San Carlos and Kabankalan Cities are both episcopal sedes of a dioceses. I think with these cities being their own dioceses, it is just a mirror on the future when they are already HUC's. San Carlos here looks progressive. :D

Yes, almost similar to Christchurch and so that worries me much. I hope the City of Bacolod and the rest of the Province's 12 cities and 19 towns are checking up on structures if they can withstand a stronger one. I hope they invest bigger as well in disaster preparedness. :ohno:

Negros Trench is a major earthquake generator in Western Visayas and it has only one recorded major earthquake...the biggest so far in Philippine records at Anini-y, Antique Juanuary 25, 1948 placed at 8.2. The southern stretch of Negros Trench just west of Cauayan and Sipalay has not yet recorded any major tremor so far until this morning at 6.2 magnitude

Bacolod is quite far from any earthquake generator but its filled-up areas like reclamations, filled swamps and river/creek banks are subject to much amplified shaking. If the epicenter is far enough and/or the strength of the quake is non-destructive < Intensity VI (take note guys that the Magnitude of the Richter scale is DIFFERENT from the Intensity Scale, as noted by the roman number for intensity scales), Bacolod is far more safe. But let us not be complacent. A major quake far off Bacolod may still do damage to poorly-built old structures mostly at the old streets of Bacolod City proper and Shopping Area

With regards to tsunami to this recent quake in Cauayan-Sipalay area....local authorities and media outlets should be warning centers and not sensational tabloids to create panic to shoreline communities. The earthquake, although shallow and is beneath the sea is less than magnitude 7 so it is most likely NOT to produce a tsunami. And take note, the golden period of a local tsunami in the Philippine setting is one hour after a major quake. If one hour has lapsed and a tsunami hasn't occurred or been observed, it is safe to let people return to their homes (or wait for a tsunami warning to be cancelled)

The next active fault line in WV is the West (Central) Panay Fault which triggered the June 14, 1990 earthquake at Culasi, Antique measuring 7.1 magnitude killing 8. This faultline is an intermediate extension of the Negros Fault all the way to Sibuyan Sea

Despite only at magnitude 6, the Christchurch Quake was very shallow and occurred right below the city itself resulting to shaking of up to intensity IX. The duration was also quite long enough to cause sever damage. Christchurch also sits on soft alluvial soil so shaking was amplified also

I hope the HH skyscrapers nga ipatindog sa CDIP or for that matter Two SanParq has a foundation deep enough to hold biskan may baskug pa nga earthquake within proximity sa Bacolod. Swerte lang ang Bacolod of all metropolitan cities in the Philippines kay wala faultline nga gadalagan within the city kag ang mentioned swampy areas medyo limited lang sa certain areas near the business centers pero NEVER guid mangin complacent. :ohno::ohno::ohno:

AYALA Land Inc. and SM Prime Holdings have agreed on a negotiated bid on July 15 for the 7.7-hectare property of the Negros Occidental Government surrounding the Provincial Capitol building.

Negros Occidental Governor Alfredo Marañon Jr. said the negotiated bud will take place after the second bidding conducted on July 7 was declared as a failure anew, since only two companies participated.

The first bidding in July 24 was also a failure after only Ayala Group submitted its bid.

Under the Commission on Audit (COA) rules on bidding, there should be at least three companies participating in the bidding for it to be considered valid.

However, Marañon said there are other technical reasons why the July 7 bidding failed, though he did not elaborate on the reasons.

Last month, Hans Sy, president of SM Prime Holdings, personally submitted their unsolicited intent to purchase the Capitol property, which only covers the area located at the back of the Provincial Capitol building.

Sy was eyeing a P2.5-billion investment for a convention center, two hotels and shopping centers in the area.

On the other hand, Ayala Land is proposing a P6-billion investment on the same property, Marañon said.

If it wins in the bidding, Ayala is planning to also build a convention center, hotel, BPO (business process outsourcing) centers and a shopping mall, the governor said.

The Committee on Awards and Disposal of Property chaired by Marañon is currently evaluating the bid document of Ayala and SM.

Other members of the committee are Provincial Administrator Enrique Pinongan, Assistant Provincial Legal Officer Mary Ann Lamis, Provincial Engineer Ernie Mapa, Provincial Assessor Merlita Caelian, Provincial Accountant Lucille Pines, and Board Member Patrick Lacson.

Marañon assured Negrenses that the results of the bidding or negotiation would be to the best interest of the Provincial Government and the people of Negros Occidental.

“This will be the biggest investment so far. It will definitely change the landscape but it must conform with the culture and aesthetic beauty of the Negrosanon,” he said.

The governor added that, of the total 7.7 hectares up for bidding, 3.6 hectares will be for sale while the 4.1 hectares will be for lease.

The properties for sale are the lots located at the back portion of the Provincial Capitol building while those for lease are from the Philippine National Bank down to North Capitol Road, to Aguinaldo St. and to Gatuslao St. up to the National Food Authority building, he said.

THE Bacolod City Council recently approved the amendments introduced by Councilor Caesar Distrito on some sections of City Ordinance No. 84, series of 1993 known as the No-Smoking Ordinance in Public Utility Vehicles of Bacolod City.

The amendatory ordinance amended the corresponding penalties in the current no-smoking ordinance, which has very minimal penalties.

The penalties were relatively increased because it was observed that more Public Utility Vehicle Drivers were seen smoking while the vehicle is in transit same also with the passengers.

Smoking Passengers and drivers of Public Utility Vehicles (PUVs) can affect the health of other passengers inside the vehicle and will lead to secondhand smoking diseases.

Another amendment to the Ordinance was the designation of the Bacolod Traffic Authority Office (BTAO) deputizing them in apprehending Passengers and drivers who are smoking inside the vehicle while in transit.

The amendatory ordinance states that a passenger, a driver, owner or conductor of the public and private utility motor vehicle who is found guilty of violating this ordinance for the first offense shall be imposed a fine of P300; for the second offense, a fine of P500; and P 1,000 fine for the third offense.

In case of the fourth offense and succeeding offenses, a fine of not less than P1,500 or an imprisonment of five days for a driver, owner or conductor of the public and private utility motor vehicle and imprisonment of three days for a passenger will be imposed.

A driver who fails to call the attention of passenger/s smoking inside the public or private utility motor vehicle shall also be fined P100 for every passenger caught smoking inside the public or private utility motor vehicle.

AYALA Land Inc. and SM Prime Holdings have agreed on a negotiated bid on July 15 for the 7.7-hectare property of the Negros Occidental Government surrounding the Provincial Capitol building.

Negros Occidental Governor Alfredo Marañon Jr. said the negotiated bud will take place after the second bidding conducted on July 7 was declared as a failure anew, since only two companies participated.

The first bidding in July 24 was also a failure after only Ayala Group submitted its bid.

Under the Commission on Audit (COA) rules on bidding, there should be at least three companies participating in the bidding for it to be considered valid.

However, Marañon said there are other technical reasons why the July 7 bidding failed, though he did not elaborate on the reasons.

Last month, Hans Sy, president of SM Prime Holdings, personally submitted their unsolicited intent to purchase the Capitol property, which only covers the area located at the back of the Provincial Capitol building.

Sy was eyeing a P2.5-billion investment for a convention center, two hotels and shopping centers in the area.

On the other hand, Ayala Land is proposing a P6-billion investment on the same property, Marañon said.

If it wins in the bidding, Ayala is planning to also build a convention center, hotel, BPO (business process outsourcing) centers and a shopping mall, the governor said.

The Committee on Awards and Disposal of Property chaired by Marañon is currently evaluating the bid document of Ayala and SM.

Other members of the committee are Provincial Administrator Enrique Pinongan, Assistant Provincial Legal Officer Mary Ann Lamis, Provincial Engineer Ernie Mapa, Provincial Assessor Merlita Caelian, Provincial Accountant Lucille Pines, and Board Member Patrick Lacson.

Marañon assured Negrenses that the results of the bidding or negotiation would be to the best interest of the Provincial Government and the people of Negros Occidental.

“This will be the biggest investment so far. It will definitely change the landscape but it must conform with the culture and aesthetic beauty of the Negrosanon,” he said.

The governor added that, of the total 7.7 hectares up for bidding, 3.6 hectares will be for sale while the 4.1 hectares will be for lease.

The properties for sale are the lots located at the back portion of the Provincial Capitol building while those for lease are from the Philippine National Bank down to North Capitol Road, to Aguinaldo St. and to Gatuslao St. up to the National Food Authority building, he said.

Ang heart mo mig....:D....I think expected gid man na may failure of bidding kay 2 lang ang nag bid instead of the required minimum of 3 bidders....so mahulat naman ta sa negotiated bid ah....patience lang mga migs kay damo pa ta dire sang lugar sa ciudad na puede ma offer sa mga prospective investors....Ang southern part sang Bacolod nagakatulog pa lang, sigurado sa indi magdugay makabugtaw man ang dira na area kag mapa Wow naman kita.....;)...

Budlayan Gus magbid kon ara ang Ayala kag SM ga intra kag interesado kag since ginreveal na sang SM.Starting proposal pa lang daw budlay na tapatan.Ang ginpresent sang SM before sang bidding bal-an na sang iban kon diin sila asta.I think ISA ni sa cause kon nga-a diutay nagbid.Atleast may transparency ang bidding process.
Am guessing nga kon makuha sang Ayala ang Capitol there might some possible revision sa Ayala Northpoint.

“Organic farming is not expensive and only uses local materials like fertilizers out of farm waste,” Peñalosa said. Claiming that organic farming is the only alternative in the midst of global warming and climate change, the WESVARRDEC farmer scientist dared farmers to work together as a team to transform Sipalay into the first organic city in the province

According to Peñalosa, organic products are more attractive and healthy-looking, demanding a price 30 percent higher than those produced with chemical fertilizers and pesticides.

“Tourists will not only go to your place because it is peaceful and has beautiful beaches but also to your organic farms,” Peñalosa added.

The organic farmer also encouraged farmers to put up “edible gardens” by making use of containers. He pointed out that farmers or those interested in farming need not have very spacious farmlands but must only have the right knowledge on how to convert their backyards into gardens that could produce chemical-free crops.

Citing the abundant display of agricultural products at the fair, Peñalosa lauded the strength of the irrigation dams and small water-impounding systems in the city that help mitigate the effects of El Niño on farmers’ crops.

The agri-preneur also congratulated the City Agriculture Office for regularly monitoring the prices of agricultural products, making it easy for farmers to sell their products.

The farmer’s very own Peñalosa Farms is a show window of integrated natural farming business that has lured tourists from across the country who are interested in science-and-technology-based practices that are cheap, available, and sustainable.

Peñalosa Farms also operates Monchito’s, a product line that sells probiotic poultry and pork products in the city. Also in SM Supermarket in Bacolod City, Peñalosa Farms sells organic vegetables and fruits certified by Negros Island Sustainable Agriculture and Rural Development (NISARD) or NICERT-certified products.

In turn, Montilla supported Peñalosa’s advocacy, saying that organic farming is the need of the times and issued his oft-repeated call for farmers to avoid using chemicals. Montilla also called on his constituents to cooperate with the city’s food production efforts and to live up to the city’s battle-cry “Ugyon Sipalaynon.”

Among those that welcomed organic farming were Barangay I farmers and the Barangay Mambaroto Organic Village , both of whom displayed and sold organically-grown and chemical-free vegetables, fruits, other crops, and poultry at the fair.

Barangay I farmers showcase a creative way of using hanging bamboos as container for organic crops while Mambaroto farmers have mushroom fruits and fruiting bags from the technology they learned from OPA. To help expand its livelihood venture on mushroom production, the Office of the Provincial Agriculturist (OPA) Negros Occidental awarded a drum sterilizer and rice hull stove to the Negrosanon for Economic Development Multipurpose Cooperative (NEEDMPC) based in Barangay Old Sagay, Sagay City.

NEEDMPC Manager Lucia Miñoza said the new sterilizer given by OPA will help cut down their cooperative’s operating cost and increase production and income for its members.

Lilibeth Miñoza, team leader of the mushroom project, said that “since we started mushroom culture in September last year, we have been using a pressure cooker for canning to sterilize the fruiting bags. The cooker could only accommodate 12 bags. For fuel, we also used liquefied petroleum gas which is costly.”

“With the drum sterilizer, we could sterilize as much as 80 fruiting bags at a time. Rice hull, a farm waste which we use as fruiting media as well as fuel, is given free by a mill in the community and we only need to pay for hauling. This means big savings and more profit for us,” Miñoza said.

NEEDMPC availed itself of OPA training on subculturing of the mother spawn and multiplying them by inoculation into the fruiting bags. “We were able to make good spawns because we followed the procedure taught to us by Alexander Lecciones, Agriculturist II and Mushroom Culture Specialist of OPA,” Miñoza added.

According to Lecciones, OPA gave the mother spawn of the oyster mushroom species Pleurotus sajor cajo which is rich in protein, vitamins A and B complex, and minerals such as calcium, phosphorus and potassium. A delicious, low-calorie, cholesterol-free, it also has anti-tumor properties.

Lecciones said there are styles of growing mushrooms and the coop devised its own by hanging the tubular-shaped fruiting bags using nylon ropes tied to the ceiling to pile as much as eight layers of the bags. The bags need to be sprinkled with water regularly for the mushroom fruits to pop out and be harvested. Because mushroom culture needs a cool temperature and the right humidity especially in hot summer months, foam moistened three times a day is placed at both sides of the growing house. After the mushroom production cycle is completed for about 2-3 months, the fruiting bags can be used as plant fertilizer. It’s zero waste, he added. According to Lecciones, people who engage in mushroom culture have to be diligent, meticulous and patient.

NEEDMPC Chairperson Myrna Dañas said the coop established its own growing house and laboratory for P70,000. It allocated a capital of P25,000 to jumpstart mass production after the September 2009 training and a return of investment came in two months.

Miñoza who is also a biology professor at the Northern Negros College of Science and Technology in Sagay City, said that they have 850 fruiting bags available. If they sell them at P25 each, they could get P21,250. This excludes the mushroom fruits that could be harvested from the fruiting bags.

It’s actually double income if you sell the fruiting bags and the fruits separately. Mushroom fruits command a high price of about P400 a kilo. There’s a lot of cash in mushroom,” Miñoza added.

Earlier, OPA distributed drum sterilizers and rice hull stoves to the 10 pilot organic villages in the province. The sterilizer-stove set costs about P10,000 and is being fabricated by the Alternative Indigenous Development Foundation Incorporated (AIDFI) in Bacolod City.

The equipment awarded could also be used to sterilized agar oatmeal or coco gel media for Trichoderma harzianum, a compost fungus activator that hastens the decomposition of rice farm waste for the production of organic fertilizer.

Other active mushroom growers in the province are Sipalay City which will market fruiting bags on their March 27 city fiesta and a Himamaylan City grower who regularly supplies Aboy’s Restaurant and Bacolod Adventist Medical Center in Bacolod City.

Turning 16 years this year, and with 847 active members in and outside Sagay City, NEEDMPC was named well-managed coastal vegetable garden (1st level) in the 2nd Farmers and Fisherfolks Summit and the 4th Negros Island Organic Farmers Festival in November 2009 at the Bacolod Pavilion Hotel in Bacolod City.

The coop also manages a bangus pond, two fishing boats, rice trading, nata de coco making, and the production of nata pickles, its latest successful venture that has given livelihood to rural women.

They also sell mushroom fruits and fruiting bags from the technology they learned from the Office of the Provincial Agriculturist-Negros Occidental. The group’s mushroom production is among the few successful mushroom projects in the province.

AYALA Land Inc. and SM Prime Holdings have agreed on a negotiated bid on July 15 for the 7.7-hectare property of the Negros Occidental Government surrounding the Provincial Capitol building.

Negros Occidental Governor Alfredo Marañon Jr. said the negotiated bud will take place after the second bidding conducted on July 7 was declared as a failure anew, since only two companies participated.

The first bidding in July 24 was also a failure after only Ayala Group submitted its bid.

Under the Commission on Audit (COA) rules on bidding, there should be at least three companies participating in the bidding for it to be considered valid.

However, Marañon said there are other technical reasons why the July 7 bidding failed, though he did not elaborate on the reasons.

Last month, Hans Sy, president of SM Prime Holdings, personally submitted their unsolicited intent to purchase the Capitol property, which only covers the area located at the back of the Provincial Capitol building.

Sy was eyeing a P2.5-billion investment for a convention center, two hotels and shopping centers in the area.

On the other hand, Ayala Land is proposing a P6-billion investment on the same property, Marañon said.

If it wins in the bidding, Ayala is planning to also build a convention center, hotel, BPO (business process outsourcing) centers and a shopping mall, the governor said.

The Committee on Awards and Disposal of Property chaired by Marañon is currently evaluating the bid document of Ayala and SM.

Other members of the committee are Provincial Administrator Enrique Pinongan, Assistant Provincial Legal Officer Mary Ann Lamis, Provincial Engineer Ernie Mapa, Provincial Assessor Merlita Caelian, Provincial Accountant Lucille Pines, and Board Member Patrick Lacson.

Marañon assured Negrenses that the results of the bidding or negotiation would be to the best interest of the Provincial Government and the people of Negros Occidental.

“This will be the biggest investment so far. It will definitely change the landscape but it must conform with the culture and aesthetic beauty of the Negrosanon,” he said.

The governor added that, of the total 7.7 hectares up for bidding, 3.6 hectares will be for sale while the 4.1 hectares will be for lease.

The properties for sale are the lots located at the back portion of the Provincial Capitol building while those for lease are from the Philippine National Bank down to North Capitol Road, to Aguinaldo St. and to Gatuslao St. up to the National Food Authority building, he said.

Yep I agree....foreshocks...main shock and some aftershocks....but we don't know if earthquake swarm lang ni like what happened in Anini-y, Antique in 2003, or foreshocks for a big one.

Basta....once kusog ang earthquake at a coastal area don't hesitate to go to higher ground. Always keep presence of mind kag indi mag panic. Follow what the Japanese would always do in an earthquake

Haha, actually mig I was able to pack all these stuff in a backpack, syempre you need it light, kay basi mapatay ka indi tungod sa linog but sa imo bag. :lol: Nalipat ko magdugang sang whistle gali, this is a very important tool for emergencies. You can put it in your key holder para nga dala mo bisan diin ka magkadto. Kun malubong ka sa imo balay it's easier to just blow the whistle than to shout for help.

Should there be a need to temporarily evacuate people out of the coastal towns?

I suggest that residents of Sipalay City, Cauayan and Hinoba-an to sleep with caution tonight...preferrably in the sturdiest part of their homes or in the "balkonahe" or "sala" where its easier to run outside in an earthquake.

Remember southern Negros is a landslide hazard area so they should be aware that these shocks may loosen mountain slopes and cliffs

Sipalay Mines Area, Camindangan and Manlucajoc/Manlukahok for Sipalay are very prone to landslides....even Sipalay City's coastal aras are full of cliffs

Gov. Alfredo Marañon Jr. said the bidding for the purchase and lease of 7.7 hectares of prime property owned by the Negros Occidental provincial government in Bacolod last week has been declared a failure, and SM Prime Holdings and Ayala Land yesterday agreed to submit their proposals for a negotiated bidding on Friday.

It was declared a failure of bidding because both SM and Ayala failed to meet the floor price set by the provincial government of P19,500 per square meter.

“We will ensure that the winning bidder will offer what is most advantageous to the province and Negrosanons. This will be the biggest investment in the province so far, and it will definitely change the landscape (of Bacolod City),” the governor said.

The development plan of the winning bidder must also conform to the cultural and aesthetic requirements of Negrosanons, how the proposed development will look will be one of the considerations, he said.

Marañon, who met with representatives of the two firms yesterday, said the winning bidder will be decided by the provincial government’s Committee on Awards and Disposal of Property.

At the bidding on July 7, Ayala Land had proposed a P6 billion development of the area while SM said it had a P2 billion plan, Marañon said.

The Capitol property up for lease and sale consists of 7.7068 has. along Lacson Street, North Capitol Road and Aguinaldo Street in Bacolod City.

Marañon said 3.6 hectares of the property is up for sale, while 4.1 has. directly surrounding the Capitol area is up for lease.

Ayala Land has initially said it plans to invest P6 billion for the construction of a convention center, a hotel, business process outsourcing buildings, and a shopping mall, the governor added.

In May, SM Prime Holdings Inc. officials, who were accompanied by Rep. Alfredo Abelardo Benitez (Neg. Occ., 3rd District), offered to buy or lease the property.

In regards to your Earthquake experience Migo Kusinero,Medyo OT but wanna share my experience in Taipe,Taiwan earthquake as well.Medyo kaladlawan.Mga 2 am,Namuragman ko sang todo nga shaking sang room ko nga makkita mo na ang mga cracks sa ceiling not the main structure ha.Nagdalagan ko pagwa and everyone are also running around and panicking and screaming pabalik-pabalik sa hallway.Daw mga buang bala kay we have no idea where to go.Then sang gapangita ko sang emergency exit which is ang stairway dumduman ko wala ko wallet kag wala ang passport ko.So what i did was i ran back towards my room ang grab my passport and wallet.:lol::lol::lol::lol:In my mind was,kon may matabo man sa akon they can easily identify me and mayo kay sa 8 floor lang ang room ko pero ang shaking is intense.i have seen sang mga pulverize na nga debris fron the celing gakahulog.I think year 2004 bala to.Kinahanglan sa mga crisis presence of mind gid.Don't panic.

P6 Billion? from Ayala wala pa gin award.Ngek,daw may lutong Macau na naman nga matabu haw.

Maybe they are giving SM an honorable exit of some sorts. Basi bala i-offer nila ang other properties nila sa SM or some sort of concession. Ambot na lang kung ano matabo basta sa Ayala na lang nila i-award ang duta. I went to Bonifacio Global City kagina and I took time to look at that big chunk Ayala is developing there. There is of course High Street and Serendra plus a BIG museum and Shangrila under construction. I could just imagine na basi amhun ma na da nila bala sa may Capitol aw... wish ko guid. :cheers:

What I see there is that they are trying to reinforce an idea that Negros is AYALA TERRITORY kay they have been here decades before Robinson's and SM came of root. I agree, they should be more aggressive sa province ta which would bring in a wider investment war between that companies which is very good for us. :cheers:

Mig 6 billion initial investment given by ayala is not a joke anymore and they are really serious about it. Tani gov will consider ang bid nila..very promising gid ini kag makahawat hawat..sin o bala makapaminsar na sang una squatter area na da, rampant ang illegal drugs kag anu anu pa..pero look at now the property..gina agawan sang duwa ka big players...sakto si migo cris.the only way is up para sa ayala na e utilize ang area...im seeing skyscrapers in few years to come...
