Phase 4 of North Point Ayala Land identified as THE GARDENS was launched over the weekend to signal its availability to prospective buyers with discriminating taste. This is a 5.8 hectare area which is part of the gross land area of about 45 hectares, fully integrated and master-planned mixed-use development with a full line of residential villages, commercial buildings, retail center with specialty shops, landscaped parks and educational facility.

Ayala North Point is approximately 10 minutes away from downtown Bacolod City, accessible via Talisay City national highway and via the 6-lane spine road inside the North Point estate. Famous institutions and establishments are within 15 minutes from the North Point. Cozy area with greens and pools, playground and a lot more amenities.

Phase 4 has only 34 lots available, with lot size at 302 square meters to 544 square meters. Prices vary from discounts depending on the mode of payment. But Ayala Land North Point requires 30% deposit, and the 70% balance is payable over 24 months.

In a disclosure to the Philippine Stock Exchange on Monday, ALI said it had completed negotiations for the development of the provincial capitol’s property. ALI was awarded the right to purchase 3.66 hectares of the property and to lease the remaining 4.04 hectares for a period of 50 years.

ALI said the project would combine the center of government with commercial and residential uses, “making the growth center of Metro Bacolod and Negros Occidental — the Capitol Civic Center — one-of-a-kind convergence of business community and government.”

The proposed development will be consistent with the vision of developing the Provincial Capitol property in a manner that will realize and uphold the sustained cultural, civic and economic ideals of the provincial government and of the entire province of Negros Occidental,” the disclosure said.

tower 1 and 2 will have 5 floors each migo but the icing on the cake is the 16 storeys high tower.

as per my NFA insider, yes included ang ila nga area sa bid migs. he's one of the heads sg NFA ta.:D

nakita nyo ang sign sa guwa sg 888 china square? it says nga centralized na ang ila nga airconditioning system kag "watch out sa ila expansion"...nga-a ayhan? buot silingon, na-close na ang deal nga sila makuha sg area currently occupied by the provincial jail? wala naman da sg vacant area nga pwede pa sila ka-expand. :)

I beg to disagree...all chinatowns in the world start from these hodgepodge of important things in the home clumped together in rows and clusters of stores. What they could just do is properly zone them and maintain their cleanliness and orderliness. Without these bodega-cum-stores, a Chinatown is not complete. I don't mind snaking through Ongpin and Escolta's alleys and "eskinitas" since that is the true essence of the Chinatown.

Hmmmm...Ayala would only "enhance" and "beautify" the Lagoon and Negros Wildlife Center but would retain its original structures and features. The lagoon and park are already beautiful areas...additional structures might just kill its beauty.....originally there are fountains at the middle of the lagoon and four smaller lagoons at the side, but during the first major facelift of the Lagoon and Park, those four lagoons were converted into landscaped boxes with concrete seating borders. ....I just want Ayala to resurrect those fountains in the middle of the lagoon and add ducks in it (like at Greenbelt)

BACOLOD City – Around 500 businessmen from the Visayas region are expected to gather here for the Visayas Area Business Conference September 16 - 17.

Frank Carbon, president of the Metro Bacolod Chamber of Commerce and Industry, said that MBCCI will serve as host of the business conference with Vice President Jejomar Binay and Antonio Aquino, president of Ayala Land, as keynote speakers.

Carbon added they are also expecting Energy Secretary Jose Rene Almendras to attend the conference to update businessmen about the present power situation in the Visayas.

The businessmen who will gather here will come from the three regions in the Visayas – Regions 6, 7 and 8.

The hosting of MBCCI of the said conference was finalized last Saturday during the visit here of Francis Monera, vice president of Ayala Land and of the Philippine Chamber of Commerce and Industry (PCCI).

Meanwhile, Carbon said that MBCCI fully supports the moves of Negros Occidental Governor Alfredo Marañon Jr. for offering the Capitol-owned properties for development by the private sector.

Ayalan Land won the negotiation for the purchase and lease of the Capitol's 7.7-hectare prime property.

Carbon said Ayala has the track record in real estate development and developing communities like what they did in Mindanao and Cebu.

"The move is like hitting three birds with one stone as it will beautify and improve the landscape of Bacolod City. It will definitely expand the downtown area and that it will definitely create jobs with the construction of the convention center and the hotels. Surely, it will attract more investors for Bacolod City and Negros Occidental," Carbon said.

Property giants Ayala Land Inc. (ALI) and SM Prime Holdings are locked in a dispute on who has the right to develop the prime property of the provincial government of Negros Occidental in Bacolod City.

In a disclosure to the Philippine Stock Exchange Monday, ALI said it completed last Friday negotiations with the Negros Occidental provincial government for the development of the provincial capitol property.

ALI said it was awarded the right to purchase 3.66 hectares of the property and to lease the remaining 4.04 hectares for a period of 50 years.

The firm said it planned to invest P6 billion to redevelop the area into a 7.7-hectare mixed-use civic and commercial district.

However, the property deal between ALI and the provincial government is being disputed in court by tycoon Henry Sy-led SM Prime, which claimed to have submitted a “far more superior” bid.

Shopping mall developer SM Prime assailed as “invalid” the award to ALI of the property following a controversial bidding conducted early this month.

SM Prime counsel Vince Bayhon alleged that the negotiated sale was “illicit” because of a pending petition for a court injunction filed by SM Prime against the Negros Occidental governor and the members of the committee on awards and disposal of properties before the Bacolod Regional Trial Court.

Bacolod RTC Judge Estefanio Libutan Jr. on Thursday denied SM Prime’s petition for a TRO on the negotiated deal between Ayala and the provincial government, saying the courts would not interfere with the government in its exercise of its discretion in the acceptance or rejection of bids, unless it has been shown that it gravely abuses or exceeds its jurisdiction.

Libutan has set for July 21 the hearing on SM Prime’s injunction petition.

Negros Occidental Governor Alfredo Marañon Jr. has also maintained that the result of the negotiated proposal of ALI was much more advantageous to the province than the bids made on July 7 and noted that the CoA memorandum cited by SM Prime that allowed for a 10-percent variance on a bid did not apply to real property.

“The problem with the [SM Prime] people is they want to force us to declare them the winning bidder of the July 7 bidding, which we could not. In fact, we did not proclaim anyone a winner then,” Marañon said.

“The allegations of [SM Prime] are their opinion. As far as we are concerned, we did our job and everything we did was legal and above board and in the best interest of the people of Negros Occidental,” the governor said.

In its petition, the SM group claimed that it submitted a far more superior bid than that of ALI in the July 7 bidding, but which was later declared a failure after both SM Prime and ALI allegedly submitted bids below the appraised value of the property. The awards committee only disclosed the appraisal value of P19,500 a square meter after the actual bidding.

Bayhon said SM Prime’s non-participation in the negotiated transaction last Friday was prompted by the requirement imposed by the awards committee for the participants to issue an undertaking that no legal action would be initiated against the committee and the provincial government by the aggrieved parties.

“SM Prime did not lose by default and our interest in the project remains,” Bayhon said, reacting to statements attributed to Gov. Alfredo Marañon that the property was awarded to the Ayala group. “In fact, SM Prime won the July 7 bidding,” he said.

Ah! Downtown to siya gali. Tingala ko man may daw circle kag nubo ang buildings with those narrower streets. I think amo na siya ang City Plan nga ginsunod sa ginhimo ni Fr. Mauricio Ferrero sang Spanish times nga ang centerpiece ang simbahan, convento (or palacio de obispo), municipio (or ayuntamiento) and casa real surrounding the plaza mayor in its four corners just like other Spanish towns. Kay kung amo to ang planning sa may NBGC, medyo daw ka balik-awot na siya diutay. :)

Frank Carbon, president of the Metro Bacolod Chamber of Commerce and Industry, said that MBCCI will serve as host of the business conference with Vice President Jejomar Binay and Antonio Aquino, president of Ayala Land, as keynote speakers.

Carbon added they are also expecting Energy Secretary Jose Rene Almendras to attend the conference to update businessmen about the present power situation in the Visayas.

The businessmen who will gather here will come from the three regions in the Visayas – Regions 6, 7 and 8.

The hosting of MBCCI of the said conference was finalized last Saturday during the visit here of Francis Monera, vice president of Ayala Land and of the Philippine Chamber of Commerce and Industry (PCCI).

Meanwhile, Carbon said that MBCCI fully supports the moves of Negros Occidental Governor Alfredo Marañon Jr. for offering the Capitol-owned properties for development by the private sector.

Ayalan Land won the negotiation for the purchase and lease of the Capitol's 7.7-hectare prime property.

Carbon said Ayala has the track record in real estate development and developing communities like what they did in Mindanao and Cebu.

"The move is like hitting three birds with one stone as it will beautify and improve the landscape of Bacolod City. It will definitely expand the downtown area and that it will definitely create jobs with the construction of the convention center and the hotels. Surely, it will attract more investors for Bacolod City and Negros Occidental," Carbon said.

Court sets July 21 hearing of petition against LGU

Property giants Ayala Land Inc. (ALI) and SM Prime Holdings are locked in a dispute on who has the right to develop the prime property of the provincial government of Negros Occidental in Bacolod City.

In a disclosure to the Philippine Stock Exchange Monday, ALI said it completed last Friday negotiations with the Negros Occidental provincial government for the development of the provincial capitol property.

ALI said it was awarded the right to purchase 3.66 hectares of the property and to lease the remaining 4.04 hectares for a period of 50 years.

The firm said it planned to invest P6 billion to redevelop the area into a 7.7-hectare mixed-use civic and commercial district.

However, the property deal between ALI and the provincial government is being disputed in court by tycoon Henry Sy-led SM Prime, which claimed to have submitted a “far more superior” bid.

Shopping mall developer SM Prime assailed as “invalid” the award to ALI of the property following a controversial bidding conducted early this month.

SM Prime counsel Vince Bayhon alleged that the negotiated sale was “illicit” because of a pending petition for a court injunction filed by SM Prime against the Negros Occidental governor and the members of the committee on awards and disposal of properties before the Bacolod Regional Trial Court.

Bacolod RTC Judge Estefanio Libutan Jr. on Thursday denied SM Prime’s petition for a TRO on the negotiated deal between Ayala and the provincial government, saying the courts would not interfere with the government in its exercise of its discretion in the acceptance or rejection of bids, unless it has been shown that it gravely abuses or exceeds its jurisdiction.

Libutan has set for July 21 the hearing on SM Prime’s injunction petition.

Negros Occidental Governor Alfredo Marañon Jr. has also maintained that the result of the negotiated proposal of ALI was much more advantageous to the province than the bids made on July 7 and noted that the CoA memorandum cited by SM Prime that allowed for a 10-percent variance on a bid did not apply to real property.

“The problem with the [SM Prime] people is they want to force us to declare them the winning bidder of the July 7 bidding, which we could not. In fact, we did not proclaim anyone a winner then,” Marañon said.

“The allegations of [SM Prime] are their opinion. As far as we are concerned, we did our job and everything we did was legal and above board and in the best interest of the people of Negros Occidental,” the governor said.

In its petition, the SM group claimed that it submitted a far more superior bid than that of ALI in the July 7 bidding, but which was later declared a failure after both SM Prime and ALI allegedly submitted bids below the appraised value of the property. The awards committee only disclosed the appraisal value of P19,500 a square meter after the actual bidding.

Bayhon said SM Prime’s non-participation in the negotiated transaction last Friday was prompted by the requirement imposed by the awards committee for the participants to issue an undertaking that no legal action would be initiated against the committee and the provincial government by the aggrieved parties.

“SM Prime did not lose by default and our interest in the project remains,” Bayhon said, reacting to statements attributed to Gov. Alfredo Marañon that the property was awarded to the Ayala group. “In fact, SM Prime won the July 7 bidding,” he said.

Of the 142 hectares land area proposed to be converted into an economic zone, said Regalado, half of it will be devoted to the proposed solar plant by a Korean firm while the remaining half will be for an IT Park to be called Tanza Techno Park.

“I think this is now a go go project considering that the land owners – Rebecca and Herminio Maravilla are also interested to offer their estate to this business venture,” he said.

“The only thing that the Municipal Government of EB Magalona will do is to let its Sangguniang Bayan to pass a resolution converting the Maravilla estate from agricultural to industrial zone,” Regalado added.

“No problem, we’re willing,” answered Mayor David Albert Lacson.

As soon as a resolution for land conversion will be passed, Regalado said they will process everything — from DENR permit, among other government registrations.

Regalado, however, is assured that said resolution is now forthcoming after hearing the commitment of Mayor Lacson and the members of the town’s council last week.

15,000 JOBS

If they’re will be no more hitches, Regalado said they will initially start the development within the 25 hectares land area with an initial input of P250 million.

“Then everything will be done in a gradual basis,” he further said, adding, “With this business venture, around 15,000 jobs will be generated in a span of 5 years of operations.”

He added that one of the main reasons why they want to locate in EB Magalona because of the proximity of the place to the Silay-Bacolod Airport, and “the roads leading to the proposed IT park are already paved.”

Regalado also said that graduates of Technological University of the Philippines (TUP) in Talisay have also a very good chance landing jobs in this IT park considering of their skills after graduation.

“That’s why we’re targeting about 6,000 graduates of TUP in the next five years,” he also disclosed.

that turtle of snail building on what floor na sila let me guess 6th floor pa rin OH MY GOODNESS !!! well sanparq tower 2 is way faster because they have crane and more construction workers and i think they work almost 24/7 maybe owner of the turtle building is thinking twice or is lacking of tenants if it's a office building or maybe they are re-designing the building or WORSE they are lacking of funds......

This is the town’s annual festival celebrated every May 1 that also coincides with the feast of St. Joseph the Worker, the town’s patron saint.

Ugyonan (a vernacular word for unity) is a celebration of the various sectors in town for good harvest that primarily honors laborers in the rural side and fisher folk in the coastal area.

However, latest edition of the festival gives more emphasis on blue crab, town’s prime sea produce that introduced E.B. Magalona to the whole world after this famous sea crustacean has became an export material due to high market demands of crab meats in Japan, USA, China, Europe, among other countries.

Therefore, Ugyonan is highlighted by a street dancing competition with blue crab as its prime motif.

There’s also an annual search for Binibining Ugyonan, a beauty contest aimed at choosing the most beautiful and intelligent lass who deserved to be the town’s ambassadress of goodwill.

Known as portunus pelagicus as its scientific name, blue crabs are abundant along Tomongtong Point in Brgy. Tomongtong.

With its distinct taste due to the salinity of water in E.B. Magalona, blue crab is now one of the sought-after sea products in town.

And there’s a saying that says: “You’re not in E.B. Magalona if you can’t taste the blue crabs.”

Due to its high marketing demand abroad, several crab picking plants are now operating in town.

Bad weather including muddy sea is good for crab fishers.

Of the 142 hectares land area proposed to be converted into an economic zone, said Regalado, half of it will be devoted to the proposed solar plant by a Korean firm while the remaining half will be for an IT Park to be called Tanza Techno Park.

“I think this is now a go go project considering that the land owners – Rebecca and Herminio Maravilla are also interested to offer their estate to this business venture,” he said.

“The only thing that the Municipal Government of EB Magalona will do is to let its Sangguniang Bayan to pass a resolution converting the Maravilla estate from agricultural to industrial zone,” Regalado added.

“No problem, we’re willing,” answered Mayor David Albert Lacson.

As soon as a resolution for land conversion will be passed, Regalado said they will process everything — from DENR permit, among other government registrations.

Regalado, however, is assured that said resolution is now forthcoming after hearing the commitment of Mayor Lacson and the members of the town’s council last week.

15,000 JOBS

If they’re will be no more hitches, Regalado said they will initially start the development within the 25 hectares land area with an initial input of P250 million.

“Then everything will be done in a gradual basis,” he further said, adding, “With this business venture, around 15,000 jobs will be generated in a span of 5 years of operations.”

He added that one of the main reasons why they want to locate in EB Magalona because of the proximity of the place to the Silay-Bacolod Airport, and “the roads leading to the proposed IT park are already paved.”

Regalado also said that graduates of Technological University of the Philippines (TUP) in Talisay have also a very good chance landing jobs in this IT park considering of their skills after graduation.

“That’s why we’re targeting about 6,000 graduates of TUP in the next five years,” he also disclosed.

AyalaLand Inc. made a much more advantageous offer to the Negros Occidental provincial government for the purchase and lease of its 7.7-hectare prime property in Bacolod City in its negotiated bid, Gov. Alfredo Marañon Jr. said yesterday.

The problem with the SM Prime Holdings Inc. (SMPHI) people is they want to force us to declare them the winning bidder of the July 7 bidding, which we cannot do, since they entered a bid below the floor price approved by the Commission on Audit.

In fact, no one won the July 7 bidding as both AyalaLand and SMPHI bidded below the floor price, so both firms were invited to submit proposals for a negotiated sale and lease Friday, he pointed out.

SMPHI on Sunday claimed that the award to AyalaLand of the right to purchase and lease the 7.7 hectares is invalid.

Its lawyer, Vince Bayhon, described as illicit the negotiated sale resorted to by the provincial government to dispose of the property in view of the pendency of the injunction petition filed by SMPHI against the governor and the members of the Committee on Awards and Disposal of properties before the Bacolod Regional Trial Court.

Marañon said SM was invited to the negotiated bidding but it refused to participate and Ayala made an offer that was much more advantageous to the province than the bids made on July 7, so the right to purchase and lease the property was awarded to them.

The allegations of SMPHI is their opinion. As far as we are concerned, we did our job and everything we did was legal and aboveboard and in the best interest of the people of Negros Occidental, he said.

Bayhon said SMPH’s non-participation in the negotiated transaction Friday was prompted by the requirement imposed by the awards committee for the participants to issue an undertaking that no legal action will be initiated against it and the provincial government by the aggrieved parties.

“The alleged floor price or appraisal value was never disclosed during the public bidding, even after the sealed bids of both parties were opened and read aloud. The belated disclosure of the floor price the next day was a mere afterthought and done with bad faith to deliberately provide an excuse for the Committee’s rejection of SMPHI’s bid,” Bayhon claimed.

Even if the floor price was set before the public bidding, Bayhon said, SMPHI’s bid was still compliant under COA rules. The COA Memoranda Nos. 91-712 and 88-569 allow a variance of not more than 10 percent between the floor price and the bid. SMPHI’s bid was only 3 percent lower than the alleged floor price and therefore, still compliant or acceptable, he added.

But Marañon yesterday said the COA memoranda cited by SMPHI that allows for a 10 percent variance on a bid does not apply to real property.

Provincial government lawyer Mary Ann Manayon-Lamis said the COA memoranda cited by SMPHI that grants a 10 percent variance is for unserviceable property such as vehicles, scrap metals and furniture that depreciate in value.

Memorandum No. 88-659 states specifically that not covered by the allowable 10 percent variance are antiques, works of art, and real estate that are properties of government that appreciate in value.

She said the committee on awards acted well within its authority and with legal basis.

SMPHI has filed a civil case for certiorari with application for temporary restraining order and or preliminary injunction against the governor and the members of the committee.

But Bacolod Regional Trial Court Judge Estefanio Libutan Jr. last week denied the petition of SMPHI for a temporary restraining order to prevent the governor from entering into a negotiated lease and sale of the 7.7 hectares.

The judge has set the hearing for SMPHI’s application for a writ of preliminary injunction on Thursday.*CPG

Court sets July 21 hearing of petition against LGU

Property giants Ayala Land Inc. (ALI) and SM Prime Holdings are locked in a dispute on who has the right to develop the prime property of the provincial government of Negros Occidental in Bacolod City.

In a disclosure to the Philippine Stock Exchange Monday, ALI said it completed last Friday negotiations with the Negros Occidental provincial government for the development of the provincial capitol property.

ALI said it was awarded the right to purchase 3.66 hectares of the property and to lease the remaining 4.04 hectares for a period of 50 years.

The firm said it planned to invest P6 billion to redevelop the area into a 7.7-hectare mixed-use civic and commercial district.

However, the property deal between ALI and the provincial government is being disputed in court by tycoon Henry Sy-led SM Prime, which claimed to have submitted a “far more superior” bid.

Shopping mall developer SM Prime assailed as “invalid” the award to ALI of the property following a controversial bidding conducted early this month.

SM Prime counsel Vince Bayhon alleged that the negotiated sale was “illicit” because of a pending petition for a court injunction filed by SM Prime against the Negros Occidental governor and the members of the committee on awards and disposal of properties before the Bacolod Regional Trial Court.

Bacolod RTC Judge Estefanio Libutan Jr. on Thursday denied SM Prime’s petition for a TRO on the negotiated deal between Ayala and the provincial government, saying the courts would not interfere with the government in its exercise of its discretion in the acceptance or rejection of bids, unless it has been shown that it gravely abuses or exceeds its jurisdiction.

Libutan has set for July 21 the hearing on SM Prime’s injunction petition.

Negros Occidental Governor Alfredo Marañon Jr. has also maintained that the result of the negotiated proposal of ALI was much more advantageous to the province than the bids made on July 7 and noted that the CoA memorandum cited by SM Prime that allowed for a 10-percent variance on a bid did not apply to real property.

“The problem with the [SM Prime] people is they want to force us to declare them the winning bidder of the July 7 bidding, which we could not. In fact, we did not proclaim anyone a winner then,” Marañon said.

“The allegations of [SM Prime] are their opinion. As far as we are concerned, we did our job and everything we did was legal and above board and in the best interest of the people of Negros Occidental,” the governor said.

In its petition, the SM group claimed that it submitted a far more superior bid than that of ALI in the July 7 bidding, but which was later declared a failure after both SM Prime and ALI allegedly submitted bids below the appraised value of the property. The awards committee only disclosed the appraisal value of P19,500 a square meter after the actual bidding.

Bayhon said SM Prime’s non-participation in the negotiated transaction last Friday was prompted by the requirement imposed by the awards committee for the participants to issue an undertaking that no legal action would be initiated against the committee and the provincial government by the aggrieved parties.

“SM Prime did not lose by default and our interest in the project remains,” Bayhon said, reacting to statements attributed to Gov. Alfredo Marañon that the property was awarded to the Ayala group. “In fact, SM Prime won the July 7 bidding,” he said.

Even if the floor price was set before the public bidding, Bayhon said, SMPHI’s bid was still compliant under COA rules. The COA Memoranda Nos. 91-712 and 88-569 allow a variance of not more than 10 percent between the floor price and the bid. SMPHI’s bid was only 3 percent lower than the alleged floor price and therefore, still compliant or acceptable, he added.

But Marañon yesterday said the COA memoranda cited by SMPHI that allows for a 10 percent variance on a bid does not apply to real property.

Provincial government lawyer Mary Ann Manayon-Lamis said the COA memoranda cited by SMPHI that grants a 10 percent variance is for unserviceable property such as vehicles, scrap metals and furniture that depreciate in value.

Memorandom no. 88-659 states specifically that not covered by the allowable 10 percent variance are antiques, works of art, and real estate that are properties of government that appreciate in value.

She said the committee on awards acted well within its authority and with legal basis

But Bacolod Regional Trial Court Judge Estefanio Libutan Jr. last week denied the petition of SMPHI for a temporary restraining order to prevent the governor from entering into a negotiated lease and sale of the 7.7 hectares.

Court sets July 21 hearing of petition against LGU

Property giants Ayala Land Inc. (ALI) and SM Prime Holdings are locked in a dispute on who has the right to develop the prime property of the provincial government of Negros Occidental in Bacolod City.

In a disclosure to the Philippine Stock Exchange Monday, ALI said it completed last Friday negotiations with the Negros Occidental provincial government for the development of the provincial capitol property.

ALI said it was awarded the right to purchase 3.66 hectares of the property and to lease the remaining 4.04 hectares for a period of 50 years.

The firm said it planned to invest P6 billion to redevelop the area into a 7.7-hectare mixed-use civic and commercial district.

However, the property deal between ALI and the provincial government is being disputed in court by tycoon Henry Sy-led SM Prime, which claimed to have submitted a “far more superior” bid.

Shopping mall developer SM Prime assailed as “invalid” the award to ALI of the property following a controversial bidding conducted early this month.

SM Prime counsel Vince Bayhon alleged that the negotiated sale was “illicit” because of a pending petition for a court injunction filed by SM Prime against the Negros Occidental governor and the members of the committee on awards and disposal of properties before the Bacolod Regional Trial Court.

Bacolod RTC Judge Estefanio Libutan Jr. on Thursday denied SM Prime’s petition for a TRO on the negotiated deal between Ayala and the provincial government, saying the courts would not interfere with the government in its exercise of its discretion in the acceptance or rejection of bids, unless it has been shown that it gravely abuses or exceeds its jurisdiction.

Libutan has set for July 21 the hearing on SM Prime’s injunction petition.

Negros Occidental Governor Alfredo Marañon Jr. has also maintained that the result of the negotiated proposal of ALI was much more advantageous to the province than the bids made on July 7 and noted that the CoA memorandum cited by SM Prime that allowed for a 10-percent variance on a bid did not apply to real property.

“The problem with the [SM Prime] people is they want to force us to declare them the winning bidder of the July 7 bidding, which we could not. In fact, we did not proclaim anyone a winner then,” Marañon said.

“The allegations of [SM Prime] are their opinion. As far as we are concerned, we did our job and everything we did was legal and above board and in the best interest of the people of Negros Occidental,” the governor said.

In its petition, the SM group claimed that it submitted a far more superior bid than that of ALI in the July 7 bidding, but which was later declared a failure after both SM Prime and ALI allegedly submitted bids below the appraised value of the property. The awards committee only disclosed the appraisal value of P19,500 a square meter after the actual bidding.

Bayhon said SM Prime’s non-participation in the negotiated transaction last Friday was prompted by the requirement imposed by the awards committee for the participants to issue an undertaking that no legal action would be initiated against the committee and the provincial government by the aggrieved parties.

“SM Prime did not lose by default and our interest in the project remains,” Bayhon said, reacting to statements attributed to Gov. Alfredo Marañon that the property was awarded to the Ayala group. “In fact, SM Prime won the July 7 bidding,” he said.

This is the town’s annual festival celebrated every May 1 that also coincides with the feast of St. Joseph the Worker, the town’s patron saint.

Ugyonan (a vernacular word for unity) is a celebration of the various sectors in town for good harvest that primarily honors laborers in the rural side and fisher folk in the coastal area.

However, latest edition of the festival gives more emphasis on blue crab, town’s prime sea produce that introduced E.B. Magalona to the whole world after this famous sea crustacean has became an export material due to high market demands of crab meats in Japan, USA, China, Europe, among other countries.

Therefore, Ugyonan is highlighted by a street dancing competition with blue crab as its prime motif.

There’s also an annual search for Binibining Ugyonan, a beauty contest aimed at choosing the most beautiful and intelligent lass who deserved to be the town’s ambassadress of goodwill.

Known as portunus pelagicus as its scientific name, blue crabs are abundant along Tomongtong Point in Brgy. Tomongtong.

With its distinct taste due to the salinity of water in E.B. Magalona, blue crab is now one of the sought-after sea products in town.

And there’s a saying that says: “You’re not in E.B. Magalona if you can’t taste the blue crabs.”

Due to its high marketing demand abroad, several crab picking plants are now operating in town.

Bad weather including muddy sea is good for crab fishers.

They become more unpredictable when they lose to another mall establishment... but in a positive way. For example, SM North EDSA was dull in the first few years of TriNoMa's but suddenly, they were in a renovation boom and even built a connecting overpass from SM North EDSA to TriNoMa to give people no reason to drop by there too. It only happened years ago when I am in my first two years of college. They event built a series of condos behind their mall property. :lol:

i agree migs :) manami na na da and i like the project ha :) renovating the sports complex is a good idea. :) plus surrounded with good establishments. grabe ang development sa city ta. :)

I just hope nga ang madaog na developer would include it on their list to renovate the old stadium as well and incorporate it in the IT Park just like what Ayala planned on the Capitol area. Basta ang best thing na lang sa atun is to wait. :)
