Call center company gives trash bins to city
Teletech Company in Bacolod turned over 38 trash bins to the city government, at the Government Center, recently, a Bacolod City Hall press release said.
The 38 trash bins were generated through Teletech’s fundraising for the World Environment Day recently. They conducted a fun run at the old Bacolod City airport runway joined by 50 employees of Teletech.
Proceeds collected from the fun run were used to buy the trash bins.
The fundraising was an initiative out of Teletech’s “Good Sense Project for the Environment”. This is an environmental drive of Teletech companies across the Philippines and around the globe, the press release said.
Human capital manager Joel Go of Teletech said the turnover of trash bins is one of their ways of supporting the Clean and Green Project and waste segregation of the city, the press release said.*

There is now a controversy involving the land surrounding the Occidental Negros Provincial Capitol. The structure that we see today had undergone controversies even before the first pail of cement was poured, and it was not occupied after it was completed also because of another controversy. Even when the late Governor Joseph Marañon re-occupied the Capitol in 2003 there was controversy because the occupants wanted a place to transfer.
Governor Jose Locsin wanted to construct a Capitol worthy of the province that was already the wealthiest by mid-1920s. In 1926, he requested and the Provincial Board appropriated P250,000 for the Capitol. On June 2, 1927 the Director of Public Works approved the proposal and authorized the construction. However, the land that was identified to be the best site was owned by the Gonzaga family and the heirs refused to sell. The area was agricultural and part of it was a swamp, what was called “labugon”. The grass was good for hay and was a favorite source of fodder for horses for the calesas, the main mode of public transport in Bacolod. We must note that at this time, the present Gatuslao Street ended at the present Provincial Jail or Puerto San Juan but San Juan Street went all the way to Santo Niño where the Bacolod Murcia Milling Company had constructed a wharf for sugar shipment to Manila. San Juan to Banago and to Talisay was the original route before the Mandalagan road was opened in mid 1880.
The refusal of the Gonzaga family prompted the province to file for expropriation. Former Bacolod Capitan Municipal and lawyer, Manuel Fernandez Yanson, represented the heirs: Jose Gonzaga Torres and the Gonzaga children Gertrudes, Adela, Aurelia, Mamerta, Juan, Francisco and Vilardo. They rejected the expropriation price of P1,200 per hectare. The province refused to increase the price and left it to the court to decide. The heirs, however, later relented and the Director of Public Works directed the immediate construction before the year 1927 ended.
The contractor, Manuel Concepcion, was slow in implementing the contract and the government ordered the confiscation of his bond and the government took over the work. The edifice was finally completed on Oct. 23, 1933 but again there was a snag so that it was not until Jan. 11, 1935 that the provincial government accepted the building. Locsin’s two-year term had expired and so did Gov. Isaac Lacson’s so that it was Gov. Emilio Gaston who finally accepted the building.
But the problem did not end there. Eight months later, the Court of First Instance of Occidental Negros ordered the province to pay Magdalena, Carmen and Vicente Gonzaga who were not parties to the expropriation proceedings but their lands were included in the Capitol site. The province paid them P1,552.40 plus interest from of 6 percent from April 30, 1933.
The Japanese occupied the Capitol during the war as Governor Antonio Lizares preferred to stay in his hometown in Talisay and later Governor Vicente Gustilo in Cadiz. They were governors only in name because the Japanese governed the province. Lizares had to give up for reasons of health and Gustilo took over until the end of the war.
By war’s end, the Philippine Constabulary occupied the land across the Capitol on the west side of San Juan where there was a wooden building. The presence of the military in what was known as Punta Capri drew many, especially families of the PC to construct their houses on the land behind the Capitol, occupying even the swamp. One PC provincial commander had a big house constructed on what is today the pala-pala. The area blossomed with squatters.
Attempts to remove them failed because the new colony had several hundred families (4,500 were recorded in 1980) and they had plenty of votes that the governors did not want to lose. In fact, they encouraged them. Until 1985, the Bacolodnons voted for provincial officials. In 1974 an attempt was made to clear the area with the offer of a relocation site which is today Barangay Handumanan. Some transferred but the others returned and the squatters colony became crowded instead of being cleared.
Governor Lito Coscoluella tried to clear it with an offer for relocation in what is today Kabugwason, but the colony, as in the past simply grew. In 2004 Governor Joseph Marañon cleared the area despite the opposition of city officials. He succeeded and paved the way for the development of this site. His vision and determination is now paying off although he did not live long enough to see it. But his younger brother, Governor Freddie, has begun fulfilling that vision.*

The SM Supermalls Corporate Social Responsibility Program – SM Cares – through its Children’s Committee conducted a Biofuel Seminar recently, at the Mall Admin Training Room of SM City Bacolod, a press release from the mall said.
In partnership with the Department of Energy, the program was aimed to educate the public on Fuel Conservation and Biofuel Law and practices.
The speakers were Simon Leonor and Ramon Jaurigue, Science Research Specialists of the Department of Energy in Manila and Rizalino Siglos, Pollution Control and Safety Officer of Roxol Bioenergy Corp. in La Carlota City.
It was participated in by SM employees, tenants’ personnel, public transport operators using the mall terminals and teachers from the University of St. La Salle Bacolod.
By adopting an innovative, and forward looking approach, SM continues to find ways to improve its conservation efforts, and encourage tenants, patrons, employees, and other companies, to adopt a more sustainable approach in running their businesses and their lives, the press release said.

TRO too little, too late — Pinongan

BACOLOD City — The Court of Appeals’ (CA) 60-day temporary restraining order (TRO) on the provincial government-Ayala Land Inc. deal may be too little, too late and can be construed as “moot and academic,” said Provincial Administrator Enrique Pinongan.
Pinongan, who got hold of the TRO issued by the Twentieth Division of the Court of Appeals yesterday, said the provincial government is yet to receive a copy of the petition of the SM Prime Holdings Inc.
The respondents do not need to restrain any more action because the Sangguniang Panlalawigan already granted Gov. Alfredo Marañon Jr. the authority to sign the contract on the sale/lease of the 7.7-hectare Capitol property to Ayala Land on July 20, according to Pinongan.
A copy of the contract was already forwarded to the Commission on Audit (COA) for review, Pinongan said.
Since the TRO does not cover COA, the review will most likely not be affected, he added.
The Twentieth Division of the Court of Appeals in Cebu City granted the 60-day TRO sought by SM Prime Holdings on the sale/lease of the provincial government property.
The resolution dated July 20, 2011 was penned by Associate Justice Victoria Isabel Paredes and concurred by Associate Justices Edgardo Delos Santos and Ramon Paul Hernando. It was only made available on July 21.
Named as respondents in the TRO were Judge Estefanio Libutan Jr., presiding judge of the Regional Trial Court Branch 50; Gov. Alfredo Marañon Jr., chair of the Committee on Awards and Disposal of Real Properties; members of the committee, namely, Patrick Lacson, Atty. Mary Ann Manayon-Lamis, Nelda Generoso, Lucille Chavez-Pines, Merlita Caelian, Enrique Pinongan and Ernie Mapa; and members of the Provincial Board.

Ayala Land Inc. has refused to comment on the 60-day temporary restraining order (TRO) granted by the Court of Appeals to SM Prime Holdings Inc. as it seeks to prevent Governor Alfredo Maranon Jr. and the provincial government from entering into a contact with them on the 7.7 hectares prime property in Bacolod that is worth around P3.5-billion.
In a statement sent to Negros Daily Bulletin yesterday, Ayala Land said, "As we are not a party to the case, we regret that we cannot comment on the order of the Court of Appeals."

"We reiterate that Ayala Land submitted its bid in good faith and in compliance with the requirements of law and procedure," its statement read.
"With all interested parties having been given the equal opportunity to participate in a bidding process that was conducted with transparency and due regard for the rules, we remain confident that the decision of the Provincial Government to award the project to Ayala Land will be sustained by the courts," Ayala Land added.
The Court of Appeals Twentieth Division in Cebu City has granted SM Prime’s petition for a 60-day TRO, after it posted a bond of P50 million, in response to its petition for certiorari with application for the issuance of a TRO and or writ of preliminary injunction against the provincial government.
SM Prime insists that it won in the July 7 bidding for the 7.7068- hectare property of the provincial government that it awarded to Ayala Land after a negotiated bidding on July 15.
In a three-page resolution promulgated Wednesday, but was officially furnished to the Provincial Capitol yesterday, the CA stated that "after a careful scrutiny of the record, the court finds petitioner’s prayer for a TRO to be meritorious. Hence, so as to preserve the rights of the parties during the pendency of the instant petition, as well as to prevent the judgment that may be promulgated in this case from being rendered ineffectual, the application for the issuance of a TRO is granted."
The decision was penned by Associate Justice Isabel Paredes and concurred by Associate Justices Edgardo Delos Santos and Ramon Paul Hernando.
Named as respondents were Regional Trial Court Branch 50 Presiding Judge Estefanio Libutan Jr., who on July 14 denied the TRO sought by SM Prime to restrain the awards committee from proceeding with the July 15 negotiated bidding and enter into a negotiated sale and lease; Gov. Alfredo Marañon Jr., chairman of the awards committee, and members, Pinongan, Board Member Patrick Lacson, Assistant Provincial Legal Officer Mary Ann Manayon-Lamis, Provincial Treasurer Nelda Generoso, Provincial Accountant Lucille Chavez-Pines, Provincial Assessor Merlita Caelian, Provincial Engineer Ernie Mapa and the rest of the SP members.
Meanwhile, the provincial government has yet to schedule the signing of its contracts for sale and lease of its 7.7-hectare property to Ayala Land.
Provincial Administrator Enrique Pinongan, a member of the provincial government’s Committee on Awards and Disposal of Real Properties, said they have forwarded to the Commission on Audit (COA) in Manila Thursday the Deed of Conditional Sale as approved by the Sangguniang Panlalawigan (SP) for the sale of 3.65-hectare land for review and approval.
The contract for lease of the more than 4-hectare land, on the other hand, no longer needs an approval from COA, Pinongan said.
"The signing has not been scheduled yet by the governor," he said.
In the wake of the TRO, Pinongan has expressed concern that the development of the 7.7-hectare Capitol property into a P6-billion Capitol Civic Center will be delayed.
"If the signing of the contracts is stopped, how can they (Ayala Land) effect the development because they can’t even pay," he added.
Both the contracts for the Deed of Conditional Sale and of Lease amount to almost P3.505 billion, involving parcels of lots adjacent to the Provincial Capitol along Gatuslao and Aguinaldo Sts., and North and South Capitol Roads in this city.*

This is what you call professionalism in the part of Ayala. Hipos lang ya pero I know very well that their legal team is moving behind the scenes. It seems that the Province side already saw a gapping hole in the TRO. Hopefully, this will push through soon enough. :cheers:

Negros Occidental Gov. Alfredo Marañon Jr. yesterday said he is very optimistic that the sale and lease of the 7.7-hectare provincial government property in Bacolod City to AyalaLand will push through despite a Temporary Restraining Order obtained by SM Prime Holdings Inc.
The TRO is only for 60 days, he noted.
The governor said he is meeting with his lawyers today to discuss their next course of action.
“The community’s support for the Capitol’s development project with Ayala is snowballing, I do not want it to reach a point where the people will boycott SM because of its actions”, the governor said.
A text message circulating in Negros Thursday and yesterday said “…Boycott of SM and its businesses in the city will start if SM will continue its case against the province. Surely the people will go with this call. Pls pass”.
Marañon said numerous groups, including sugar federations, yesterday joined the business sector and Bacolod City officials, in supporting the Capitol’s decision to sell and lease its property to AyalaLand.
United Sugar Producers Federation of the Philippines president Manuel Lamata said UNIFED supports the governor and the members of the provincial Committee on Awards and Disposal of Real Properties in their decision to sell and lease the 7.7 hectares to AyalaLand.
“We want a first class contractor to do its thing in Bacolod,” he said of AyalaLand’s P6 billion development plan.
Enrique Rojas, National Federation of Sugarcane Planters president, said “we are 101 percent behind the governor because AyalaLand has a track record for beautiful development work.”
“This will be something new for Bacolod that will boost the local economy, we are looking forward to this development,” he added.
The Court of Appeals 20th Division in Cebu City on Wednesday issued a 60-day temporary restraining order enjoining the Negros Occidental provincial government from proceeding with the sale and lease of its 7.7-hectare property.
The TRO was issued by the CA in response to a petition filed by SMPHI that insists it won the July 7 public bidding for the property.
The CA said the request for TRO was granted to “preserve the rights of the parties during the pendency of the instant petition as well as to prevent the judgment that may be promulgated in this case from being rendered ineffectual.”
Respondents in the SMPHI petition before the CA are Marañon, members of the Negros Occidental Committee on Awards and Disposal of Real Properties and the Sangguniang Panlalawigan, and Bacolod RTC Judge Estefanio Libutan.
NOTHING TO HOLD
Negros Occidental Provincial Administration Enrique Pinongan, a member of the awards committee, said he received a copy of the TRO only yesterday.
“We are hoping to also get a copy of the petition that led to the CA’s granting the TRO so we can see what SMPHI specifically asked to restrain,” Pinongan said.
Pinongan said even with the TRO there is really nothing to put on hold for now since the Negros Occidental SP Wednesday had already approved the provincial government’s deed of conditional sale and lease contract for AyalaLand’s takeover of the 7.7-hectare property.
The SP also gave the governor authority to sign the sale and lease contracts, in behalf of the provincial government, he pointed out.
But the governor is not scheduled to sign the contract yet anyway, so there is nothing to restrain for now, he added.
The contract for the sale of the property was submitted to the Commission on Audit head office in Manila Thursday for review and approval before the governor signs it, Pinongan said, adding that it may take sometime there.
The COA was not a respondent in the petition filed by SMPHI.
Meanwhile, they will submit their comments to the SMPHI petition before the CA as soon as they get copies of it, Pinongan said.
But he admitted that if the case drags on, it is possible that the Ayala purchase and lease of the provincial government property could be delayed.
The provincial government is prepared for its legal defense because we believe that what we did is correct, he said.
SUPPORT
On Wednesday and Thursday the Bacolod Sangguniang, Philippine Chamber of Commerce and Industry in Western Visayas, Metro Bacolod Chamber of Commerce and Industry, Southern Negros Filipino-Chinese Chamber of Commerce and Industry, and Northern Negros Filipino Chinese Chamber of Commerce and Industry issued statements of support for the governor.
A list furnished the DAILY STAR by the Capitol showed the following groups as having signified their support for the provincial government-Ayala deal: Negros First Barangay Kagawad Association of Talisay City, Association of Productive Planters Negros, Provincial Agriculture and Fishery Council of Negros Occidental, Negros First Palay Growers Association;
Negros First Federation of Fisher Folks Association, SK Federation of Talisay City, WATCH – Talisay, Negros Para-Military Veterans Association, Negros First Sports Coordinators Association of Negros Occidental;
Negros First Federation of Ministerial Associations Inc., Federation of Ministers in Negros Occidental, Alliance of Young Nurse Leaders and Advocates Inc. – Negros Chapter, Paravet Alliance of Negros Occidental, Provincial Livestock Association of Negros Occidental;
Talisay City Vendors Association, Alliance of Hog Raisers Association, Negros Federation of Dairy Cooperatives, Provincial Executives Association of Negros Occidental, Negros Occidental Poultry Raisers Association, and Sheep and Goat Breeders Association of Negros Occidental.
SMPHI was asked for comment on the reactions of the various Negros groups, but as of press time had not issued a statement.*CPG

Actually the battle for the 7.7 hectares prime provincial government property is now on. The Court of Appeals has issued a temporary restraining order on the provincial government from proceeding with the sale and lease of its property to AyalaLand Inc.
But that is just part of the war that has broken out between SM Prime Holding Inc. and the provincial government under Negros Occidental Governor Alfredo Marañon Jr.
The other part of the campaign has been raging through the media. But the provincial government has taken the first step forward with several business groups, including the Bacolod Sangguniang Panlungsod, expressing their support and endorsement of the provincial government’s development plan.
This is where the provincial government has stolen the thunder from the SMPHI group since the Metro Bacolod Chamber of Commerce and Industry Inc. had taken up the cudgels for the province’s move to award the lease and sale of the prime government property to AyalaLand Inc.
The Sangguniang Panlalawigan of the province, largely through the efforts of Vice Governor Genaro Alvarez Jr. and Board Member Emilio Yulo III, had unanimously voted to ask Gov. Marañon to sign the award.
The SP members were included in the TRO by the CA issued Wednesday on request by the SMPHI to suspend the award and “to prevent the judgment that may be promulgated in this case form being rendered ineffectual.”
The business groups that supported the provincial government represent the cream of the Negros business community.

That's just me,SM has all the reasons to fight for their rights and so do I.Since gapangayo sila restraining order sa proceed sang sale and lease between Ayala kag Capitol,I do mine as well for the time being:lol::lol:Don't worry I'm just a small percentage of SM shoppers.Worst Lang Kon may maglapta nga text.Others may care but other others doesn't bother sa feud between Capitol and SM.
I have other reasons but it would be fair to keep it to myself since I have no proofs or maybe talk to somebody else who does make sense.I find Ayala,the real winner on the bidding.And I find the bidding very FAIR and everyone has to move on.

THE Committee on Energy of the House of Representatives will be conducting a hearing on House Resolution 1218 on reasons behind the high prices of fuel products in the province of Negros Occidental.
As per the communication received by the Metro Bacolod Chamber of Commerce and Industry (MBCCI) from the Office of Third District Representative Albee Benitez, the hearing is tentatively scheduled first week of August in Bacolod City.
Benitez also requested MBCCI to provide his office with the average cost of each of the domestic oil pricing components on the oil pricing formula of oil companies.
The data, according to the communication, would help Committee members to further understand and trace the root causes of the high cost of fuel products in Negros Occidental so that Congress could come up with appropriate measures.
Benitez’s move is in response to the clamor of the transport groups and the business sector in the province on the high cost of fuel here compared to other provinces, especially in Metro Manila, at an average of P4 to P5 per liter.
Frank Carbon of MBCCI said they have requested the figures from the formula presented by the Department of Energy but until now, the agency has yet to respond to said request.
Carbon said those expected to attend the inquiry include members and officers of the United Drivers and Operators center (Undoc), Bacolod Federation of Drivers Association and Action Inc. (Febacda), Bacolod Filipino-Chinese Chamber of Commerce and Industry, Southern Negros Fil-Chinese Chamber of Commerce and Industry, Northern Negros Fil-Chinese Chamber of Commerce and Industry, Consolidated Truckers Association, Association of Negros Occidental Gas Station Operators, Phoenix Petroleum, FilOil, Sea Oil, Total, Caltex, Shell, Petron, NPC and KBP. THE Negrense for Noynoy Movement (N4NM) has commended local authorities, especially the police and other enforcers concerned, on an improved traffic situation in the City of Bacolod.
N4NM Core officers Nana Yulo, Alex Ozoa, Joe Pahilanga, Delia Jayme, Roque Hofilena, Antonio Yap, Carmela Namin, Roger Balderas, Greg Hofilena, Duds Locsin, Andrea Si and Ma. Lourdes Lapore said that in the past several weeks, “our group had observed in a number of busy intersections of Bacolod that the traffic difficulties can be improved with stricter and sustained enforcement of the traffic rules.”
“As we note the modest improvements so far, we must however emphasize that these few cases are only a start which must be continued and expanded citywide for we have also seen that traffic quickly revert to congestion when local authorities do not sustain their efforts. Also, there are still many areas where the required enforcement needs to be done,” the group said.
The group called on authorities and other agencies concerned to continue strengthening efforts.
“Only strong leadership and sustained coordinated efforts among government agencies and the citizenry concerned can, in the long run, effectively address this festering problem obstructing the growth of Bacolod City,” the group said. (Carla N. Canet)

During the recent Peace and Order Council meeting, Leonardia cited a joint project of the Asian Institute of Management, German Technical Cooperation and the USAID that listed Bacolod as “one of the growth areas in the country,” a Philippine Information Agency (PIA) press release read.
In the survey, the city ranked second based on the dynamism of economy that considered infrastructure, cost of doing business, manpower and training and quality of life, it said.
Bacolod ranked first in the area that measured the responsiveness of the government or LGUs whether it hinders or facilitates the business, it added.
The city also ranked high on the quality of life that took into account the security of the people noting that the Bacolod City Peace and Order Council has always been on the list of Top 5 Most Outstanding Peace and Order Councils in the country, it said.
From its previous 5th place among the Next-Wave Cities of the Philippines in the Information Technology Industry, Bacolod is now on the 3rd spot where it ranked first on the aspects of business environment and risk management.
Bacolod had also been chosen as the Most Business Friendly City in the country by the Philippine Chamber of Commerce and Industry.*PIA

TEN of the 15-strong Negros First Junior League Team, who will represent the Philippines in the upcoming World Series this August in Kirkland, Washington, passed the visa interview last July 20 and 21at the US Embassy in Manila.
The approval of the visas of the other members will assure the country of a complete team competing in this World Series.
Those players scheduled to appear before the Embassy today are Tweedle Gee Samson, Edna Mae Severino and siblings Vanessa and Julie Zaragoza.
Those who already passed the interview were coach Rosie Velasco, Jamaica Aribas, Arielyn Areglado, Riflayca Basa, Jessel Tanya Belonio, Hannah dela Torre, Geialyn Dechosa, Florabelle Pabiania, Ma. Celestine Palma and Jenette Rusia.
After securing his passport, Romeo Palma will be assisted by the Little League of the Philippines to get a schedule for interview at the US Embassy tentatively next week.
The appearance of the team at the Embassy is part of the legal procedures in getting the players’ respective visas to allow them entry to the US.
The team will depart Manila Saturday at 6:30 p.m. and is expected to arrive at the New Bacolod-Silay Airport at around 7:30 p.m.

THE Negrense for Noynoy Movement (N4NM) has commended local authorities, especially the police and other enforcers concerned, on an improved traffic situation in the City of Bacolod.
N4NM Core officers Nana Yulo, Alex Ozoa, Joe Pahilanga, Delia Jayme, Roque Hofilena, Antonio Yap, Carmela Namin, Roger Balderas, Greg Hofilena, Duds Locsin, Andrea Si and Ma. Lourdes Lapore said that in the past several weeks, “our group had observed in a number of busy intersections of Bacolod that the traffic difficulties can be improved with stricter and sustained enforcement of the traffic rules.”
“As we note the modest improvements so far, we must however emphasize that these few cases are only a start which must be continued and expanded citywide for we have also seen that traffic quickly revert to congestion when local authorities do not sustain their efforts. Also, there are still many areas where the required enforcement needs to be done,” the group said.
The group called on authorities and other agencies concerned to continue strengthening efforts.
“Only strong leadership and sustained coordinated efforts among government agencies and the citizenry concerned can, in the long run, effectively address this festering problem obstructing the growth of Bacolod City,” the group said. (Carla N. Canet)

On July 29, our Philippine girls’ 16- to 18-year old softball team is slated to leave for the Little League World Championship in Kalamazoo, Michigan, with a very strong chance of coming home with the title. Once again, the Philippines is representing the Asia-Pacific region.
There’s only one problem. They don’t have the money to get to Kalamazoo.
“We approached the Philippine Sports Commission since we won the Asia-Pacific championship against Guam in Bacolod last June 25,” recounts Manila Councilor Che Borromeo, the team’s manager. “They told us the funds are going to be used for the Southeast Asian Games. They will just cover our travel tax exemption.”
In the remaining week before their scheduled departure, Team Philippines needs to raise about $45,000 more so that the 13 players, four coaches and one or two officials can make the trip. Half of the team, a collection of outstanding players from various school and local government squads, come from poor families - most from Negros - who are only able to study in Metro Manila because they are on softball scholarships.
Pitcher Veronica Belleza is from Murcia, Negros Occidental, and a second year college student at Rizal Technological University whose father died a few years ago, and whose mother is unemployed. Pitcher and outfielder Annalie Benjamen is a farmer’s daughter from a nearby barangay. Outfielder Glesyl Opjer is an auto mechanic’s daughter who grew up in Silay City. Second baseman Michelle Lentija’s father is a construction worker in Bacolod City. Catcher Clariz Palma’s father is a security guard likewise from Murcia. Shortstop Cindy Carol Banay is the child of a jeepney driver from Bago City. Outfielder Gene Joy Parilla, studying at the Caloocan campus of University of the East, grew up in Cagayan de Oro City. First baseman Rizza Bernardino is a tricycle driver’s daughter from Sta. Cruz, Laguna.
Each of these strong, independent young women has transcended her difficult beginnings, learning softball anywhere from age five to 11, and transformed into a local, national and international champion softballer. Now, despite the financial constraints and the looming possibility that their sacrifice will go to waste, they are still training as hard as they can, even spending their weekends isolated at the campus of Adamson University to improve their bond with one another. They get up a 4:30 in the morning to run along Manila Bay to start their day. And they are not even allowed the use of their cell phones.
All this simply to be prepared should some white knight come to rescue their dream of going to the Little League Worlds.
“We have something to prove to ourselves if we are able to go,” says coach Ana Maria Santiago. “We need to show our sponsors and whoever helps us that we are doing our best to win.”
In 2001 and 2005, Team Philippines finished second runner-up in the Little League World Championship. In 2008 and 2010, they finished first runner-up. In the 2008 edition, the Philippines was leading host US two runs to one, when the very last American batter hit a solo home run to send the game into extra innings. In the second extra inning, with the score tied at one, the same thing happened, and the Filipinas lost a heartbreaker by one run.
“That’s why we feel people will help us, because we’ve proven that even if we come from a small country in Asia, we can beat the bigger countries in this sport,” declares Laura Lehmann, who has been playing softball since she was five years old. “And if you watch that game, you’ll see that we had more hits and more outs. It was just that one run.”
Once the team arrives on the East Coast, local Filipino communities will take care of their transportation, food and accommodations for tune-up games and the actual competition, although the girls will be split up into groups of two or three and cared for by various foster families. But here at home, their relative anonymity is also working against them.
“It’s also difficult because nobody knows about us,” admits Lehmann, one of three players on the team from International School Manila. “But if people find out about us and see how hard we work, they would want to help.”
The past two weeks, the team has been soliciting help from friends in media to publicize their dilemma. It has helped in bringing in small donations from private sponsors. But time and funds are short, and they need a miracle. The irony is that, on a frenzied sports weekend when multi-million dollar basketball players and insanely popular footballers are drawing huge, fanatical crowds, this platoon of driven, wholesome, attractive young champion Pinay athletes desperately needs a helping hand to fulfill their lifelong dreams. What the visiting NBA All-Stars earn in one weekend would help our whole girls softball team get a fair shot at a world championship.
They represent the best of our race. There must be a white knight willing to come to their rescue out there somewhere.

Support snowballs for Capitol land deal with Ayala

BACOLOD City – The multi-billion land purchase and lease deal between the provincial government of Negros Occidental and giant land developer Ayala Land Inc. (ALI) keeps on gathering massive supports from different sectors amid the protest of rival developer SM Prime Holdings Inc. (SMPHI).
The latest to issue a statement of support to the deal were the barangay kagawads from Talisay City and two sugar planters / producers associations.
According to Sulpicio “Bingbing” Verdeflor Jr., president of the Negros First Kagawad Association Talisay Chapter, they are supportive of the development project initiated by both the provincial government and ALI.
He also said they abhor SMPHI for trying to derail the project.
The development of the properties surrounding the provincial capitol would boast the economy of the province and will provide livelihood opportunities not only for Bacolod City but also for neighboring towns and cities, particularly the city of Talisay which is very near the center of the province, Verdeflor explained.
Verdeflor also said the continued insistence of SMPHI that it was the real winner of the second bidding -- which was declared by the Committee on Awards and Disposals of Properties headed by the governor as a failure -- is a form of bullying.
Meanwhile, the United Sugar Producers Federation of the Philippines (UNIFED) through its president Manuel Lamata said they are fully supportive of the governor and the members of the provincial Committee on Awards and Disposal of Real Properties in their decision to sell and lease the 7.7 hectares to Ayala Land.
Lamata said they want a first-class contractor to do its thing in Bacolod, citing the proposed P6-billion investment eyed by Ayala Land on the project.
On the other hand, the National Federation of Sugarcane Planters headed by Enrique Rojas said they are behind the governor because Ayala Land has a track record for beautiful development work.
He stressed that the investment eyed by ALI is something new to the city of Bacolod and the province of Negros Occidental, and will definitely boost the local economy.
Panay News received information that the United Negros Drivers Operators Center (UNDOC), a federation of public transport associations (mostly out-of-town buses and public utility jeepneys), will also issue a statement of support to the provincial government and ALI.
Last week, four business groups headed by the influential Metro Bacolod Chamber of Commerce and Industry (MBCCI) issued its endorsement of the agreement entered by Gov. Alfredo Marañon and representatives of ALI for the development of the capitol properties.
Their support was also echoed by the Southern Negros Filipino-Chinese Chamber of Commerce and Industry, Northern Negros Filipino Chinese Chamber of Commerce, and the Philippine Chamber of Commerce Western Visayas Chapter.
Also, text messages started to circulated Friday last week calling for a boycott of SM and its businesses in the city if it pursues its legal cases against the province.
The completion of the multi-billion deal between capitol and ALI is temporarily put on hold as SMPHI was granted a 60-day TRO by the Court of Appeals in Cebu while its petition for a Preliminary Injunction with Certiorari is being heard in a local court here.
ALI won the right to purchase and lease 7.7 hectares of the provincial government after SMPHI failed to join the negotiated bid presentation called by Marañon as it continued to stress they already won the second bidding process./PN

Bacolod eyes top spot in ‘Next Wave Cities’ ranking

BACOLOD City – Amid adverse reactions on the dissolution of the Commission on Information and Communications Technology (CICT), the Bacolod-Negros Occidental Federation for Information and Communications Technology (BNEFIT) is still expecting positive marks for Bacolod City in the “Next Wave Cities” ranking for 2011.
According to Atty. Jocelle Batapa-Sigue, chairperson of BNEFIT, they are currently eyeing the top spot for Bacolod in this year’s evaluation.
In 2009, Bacolod was in the fifth place and moved two notches higher last year.
Batapa-Sigue is confident that this year will even be better, noting the strides made in human capital development and infrastructure.
“We made sure that these developments were evaluated for purposes of the 2011 ranking. But whatever the results will be, it is best to let everyone know the reasons why Bacolod has a good chance to rank higher,” Batapa-Sigue said.
The former Bacolod City Councilor said BNEFIT had been consistently the highest among the Top Next Wave Cities for the business environment criterion, especially with the support of local governments and the presence of BNEFIT as a multi-stakeholder organization that promotes programs to attract IT-BPO investments.
Currently, the IT-business process outsourcing (BPO) industry in Bacolod City has generated almost 10,000 direct jobs -- which translate to an annual salary of more than one billion pesos.
The Commission on Information and Communications Technology (CICT), the Business Processing Association of the Philippines and the Department of Trade and Industry are behind the annual ranking. They assess a city’s (including its province and nearby cities) potential as an IT-BPO location in terms of human capital, cost of doing business, availability of real estate, reliability of telecommunications infrastructure, and business environment.
“Among the reasons why we are confident of a positive ranking is the strong and clear show of desire by the provincial government to complement and reinforce the gains of Bacolod thru strong collaboration with the academe and the business and private sector,” she explained further.
Just this June 2, Gov. Alfredo Marañon Jr. called for the 1st Negros Occidental ICT Summit.
He also appointed Batapa-Sigue as consultant for the Negros Occidental ICT Investments Program.
Local governments and the business sector of cities like Talisay, Silay, Bago, San Carlos and Kabankalan are supportive of the provincial government’s IT initiatives./PN

SM is bullying Capitol
The press conference called by SM last Tuesday, the succeeding media campaign and the temporary restraining order (TRO) filed in Cebu made clear that the objective of these legal maneuvers by SM was to bully the Negros Occidental provincial government to make it the winner in the bidding for the provincial lots.
I did not know there was to be a presscon on July 19 but we were at the Negros Press Club building for a separate meeting, so after we disposed of our agenda, we sat down to listen.
The SM lawyer was narrating the same reasons for filing the case against the provincial government but it seems the press was being giving a runaround and there were statements that were indeed unsettling.
I asked where this case is going to. The SM spokesman, caught unaware, said that until they are accepted as the winner.
I probed further by asking, is this not threatening the government, coercing it and make SM the winner?
While he denied it, his clarifications indicated nothing else but, in the words of Gov. Freddie Marañon, to force the Capitol to make SM the winner.
He mentioned there are several reasons to show the governor favored Ayala Land but when I asked to give us the reasons, he just mentioned the same thing he had been saying all along.
Worse he said that there was favoritism because the Capitol also invited Ayala Land when they were the first to make an offer.
I asked whether it is favoritism to ask another to bid since this is government property.
I was probing deep into his statements and even citing the kind of attitude SM in Bacolod in relation to a problem, but SM must have sensed it would not be able to answer, so his companion stood up and intervened, saying I was already arguing. I then know SM’s position is merely posturing. For what purpose? That is another topic.
He even said that SM will “investigate,” which means that they have nothing solid but posturing, especially after the court refused to grant them a TRO to stop the bidding.
Why conduct an investigation when one has all the facts?
But there was something sinister in this plan – they want to look for what SM claim something irregular in the bidding. That also confirms that they have nothing, and so they go fishing for whatever mud they can find to throw at the Capitol. It is a clear attempt at bullying, like a bully who wants to get his lollipop.
Let’s take this “reason” SM says shows that the bidding favored Ayala.
He said the bid price was not published. Granting, even if there is no law requiring the publication of the bid price and that the Commission on Audit has approved this price. SM did not know the price, but did Ayala know the price? That seems to be the thesis of SM.

The press conference called by SM last Tuesday, the succeeding media campaign and the temporary restraining order (TRO) filed in Cebu made clear that the objective of these legal maneuvers by SM was to bully the Negros Occidental provincial government to make it the winner in the bidding for the provincial lots.
I did not know there was to be a presscon on July 19 but we were at the Negros Press Club building for a separate meeting, so after we disposed of our agenda, we sat down to listen.
The SM lawyer was narrating the same reasons for filing the case against the provincial government but it seems the press was being giving a runaround and there were statements that were indeed unsettling.
I asked where this case is going to. The SM spokesman, caught unaware, said that until they are accepted as the winner.
I probed further by asking, is this not threatening the government, coercing it and make SM the winner?
While he denied it, his clarifications indicated nothing else but, in the words of Gov. Freddie Marañon, to force the Capitol to make SM the winner.
He mentioned there are several reasons to show the governor favored Ayala Land but when I asked to give us the reasons, he just mentioned the same thing he had been saying all along.
Worse he said that there was favoritism because the Capitol also invited Ayala Land when they were the first to make an offer.
I asked whether it is favoritism to ask another to bid since this is government property.
I was probing deep into his statements and even citing the kind of attitude SM in Bacolod in relation to a problem, but SM must have sensed it would not be able to answer, so his companion stood up and intervened, saying I was already arguing. I then know SM’s position is merely posturing. For what purpose? That is another topic.
He even said that SM will “investigate,” which means that they have nothing solid but posturing, especially after the court refused to grant them a TRO to stop the bidding.
Why conduct an investigation when one has all the facts?
But there was something sinister in this plan – they want to look for what SM claim something irregular in the bidding. That also confirms that they have nothing, and so they go fishing for whatever mud they can find to throw at the Capitol. It is a clear attempt at bullying, like a bully who wants to get his lollipop.

MEMBERS of the Philippine Health Insurance Corporation (PhilHealth) could soon update their records, pay their premiums or have their ID cards and member data records (MDRs) printed at various Robinsons malls, including here in Bacolod City.
This after PhilHealth and the Robinsons Land Corporation (RLC), the owner and operator of the mall chain nationwide, recently signed a memorandum of agreement that would enable shoppers and mall-goers to transact business with PhilHealth while relaxing and shopping inside the mall.
The MOA aims to establish a PhilHealth service desk that will provide frontline assistance such as new member registration, updating of member's accounts, generation of ID and MDRs as well as acceptance of premium payments from members and employers.
The service desk, which would be open during business hours Mondays to Fridays, is part of the newly devised marketing strategy of RLC dubbed "Lingkod Pinoy Center", designed to bring in more patrons to the malls and increase the sales of tenant and concessioners’ shops and stores.
Other government agencies such as theProfessional Regulation Commission, Land Registration Authority, National Bureau of Investigation, Department of Tourism, Department of Foreign Affairs and the Philippine Overseas Employment Administration have also already agreed to setup their respective off-site offices in Robinsons malls nationwide.
There are currently 29 malls nationwide with 12 more expected to be built this year to bring Robinsons brand of shopping experience closer to Filipinos. (CGC)

Appeals court TRO vague, governor says

“It’s vague, it does not outrightly order us to desist from proceeding with the sale and lease of the 7.7. hectare provincial government property to AyalaLand.”
This was the reaction of Negros Occidental Gov. Alfredo Maranon Jr. to a Court of Appeals-issued Temporary Restraining Order last week after meeting with his lawyers Saturday.
He said since the CA order on the petition of SM Prime Holdings Inc. is vague, it cannot be assumed that the sale and lease has been stopped.
He noted that the CA-issued 60-day TRO stops the respondents from enforcing and or implementing the assailed order of July 15 issued by the Regional Trial Court of Negros Occidental Branch 50.
Since the July 15 order issued by Branch 50 was a denial of the TRO sought by SMPHI, what is specifically being stopped then? he asked.
The CA in its resolution said it found the SMPHI petition for a TRO against the governor, members of the provincial Committee on Awards and Disposal of Real Properties and the Sangguniang Panlalawigan, and RTC Branch 50 Judge Estefanio Libutan meritorious.
“So as to preserve the rights of the parties during the pendency of the instant petition, as well as to prevent judgment that may be promulgated in this case from being rendered ineffectual, the application for the issuance of a temporary retraining order is granted,” the CA resolution said.*CPG

THE Vice Mayors League of the Philippines will conduct its 4th Visayan Island Congress in Bacolod City from July 28-30, 2011 with the theme "excellence in Local Legislator - Responding to the Call for a Responsible, Transparent and Accountable Governance."
The activity is part of the League's organizational management program as indicated in its Business Plan for 2011-2013.
As such, Department of Interior and Local Government Secretary Jesse Robredo, in Memorandum Circular 97-2011, has urged all city and municipal mayors to allow their respective vice mayors to attend the activity on official business as per request of League national president Francisco Domagoso.
"Payment of applicable traveling expenses and the registration fee of P12,000 to defray the costs of hotel accommodation, meals and congress materials per participant may be authorized chargeable against local funds, subject to the availability thereof, and to the usual accounting and auditing requirements..." the Circular added.
An after-activity report shall be submitted within 15 days to the DILG that should include the outputs of the technical sessions; issues and agreements or recommendations; and total fees collected and disbursed, among others. (CGC)

Negrense boy wins world championship

Negrense Joshua Augustine Pineda bagged the prestigious Junior Grand Champion Performer of the World and the Junior Grand Vocalist of the World titles at the 2011 World Championships of the Performing Arts in Hollywood, California, Saturday, Gov. Alfredo Marañon Jr. said yesterday.
Pineda, 11, and in third grade, plays the role of Chito, Michael V‘s son, in GMA-7′s situational comedy Pepito Manaloto.
He is the son of sales engineer Augusto Pineda and Jesusa Pineda, a former English teacher of the University of St. La Salle high school in Bacolod City, who are from Barangay Paraiso, Sagay City, Negros Occidental.
Jesusa said her son began singing Gospel songs when he was four and later performed at malls, hotels and corporate events.
Joshua was enrolled at the grade school of Carlos Hilado Memorial State College in Talisay City and went to church at the Metropolitan Bible Baptist Church in Silay City, Negros Occidental.
He is now enrolled in a home study program at the Victory Elijah Schools Systems in Antipolo City.
When he joined the Young Voices of Negros they performed at the Assumption College in Makati City two years ago and he was discovered by television personality, Kuya Germs, who gave him a role in the Pepito Manaloto show on GMA, his mother said.
Jesusa said she resigned from her job at USLS to watch her son in Manila, and she and her husband were overjoyed to see him win in the world championship. We watched the show on the internet from the Philippines, she said.
His winning song was Frank Sinatra’s “They can’t take that away from me”.
But his mother also said his favorite Gospel song is “Upon this Rock”.
Marañon and Sagay Mayor Rafael Leo Cueva also said they are very proud of Joshua’s achievement.
Ever since he was small Joshua has shown that he is very talented, we wish him all the best for the future, the mayor said.
Joshua’s parents thanked Marañon and Cueva for helping make it possible for their son to go to the United States to compete.
They also thanked Grace Morizawa, John Raymond Castiller, Wilson Maghari and Ferdinand Tordecilla for taking care of their son before, during and after the competition.*CPG

Bacolod eyes top spot in ‘Next Wave Cities’ ranking

BACOLOD City – Amid adverse reactions on the dissolution of the Commission on Information and Communications Technology (CICT), the Bacolod-Negros Occidental Federation for Information and Communications Technology (BNEFIT) is still expecting positive marks for Bacolod City in the “Next Wave Cities” ranking for 2011.
According to Atty. Jocelle Batapa-Sigue, chairperson of BNEFIT, they are currently eyeing the top spot for Bacolod in this year’s evaluation.
In 2009, Bacolod was in the fifth place and moved two notches higher last year.
Batapa-Sigue is confident that this year will even be better, noting the strides made in human capital development and infrastructure.
“We made sure that these developments were evaluated for purposes of the 2011 ranking. But whatever the results will be, it is best to let everyone know the reasons why Bacolod has a good chance to rank higher,” Batapa-Sigue said.
The former Bacolod City Councilor said BNEFIT had been consistently the highest among the Top Next Wave Cities for the business environment criterion, especially with the support of local governments and the presence of BNEFIT as a multi-stakeholder organization that promotes programs to attract IT-BPO investments.
Currently, the IT-business process outsourcing (BPO) industry in Bacolod City has generated almost 10,000 direct jobs -- which translate to an annual salary of more than one billion pesos.
The Commission on Information and Communications Technology (CICT), the Business Processing Association of the Philippines and the Department of Trade and Industry are behind the annual ranking. They assess a city’s (including its province and nearby cities) potential as an IT-BPO location in terms of human capital, cost of doing business, availability of real estate, reliability of telecommunications infrastructure, and business environment.
“Among the reasons why we are confident of a positive ranking is the strong and clear show of desire by the provincial government to complement and reinforce the gains of Bacolod thru strong collaboration with the academe and the business and private sector,” she explained further.
Just this June 2, Gov. Alfredo Marañon Jr. called for the 1st Negros Occidental ICT Summit.

Of all Lopue's branches, amo na ang may class kag may dating. If I am not mistaken, ang tagsa ka branches ka Lopue's under sa isa ka Lopue family member each ano? I hope lang they would improve the facilities of the Grocery Store and department store sang Mandalagan branch kay daw kabarat na guid tulukon. Kudos for their Art District though, good move guid.
Ang East branch nila okay man kay may loyal customers and steady stream of people. I just hope that hope is not lost for Lopue's kay amo guid ni ya ang mall establishment na matawag ta nga tatak Negrense guid. :)

CEBU, Philippines - Cebu being recognized globally as the top emerging BPO (business process outsourcing) destination, hosted the awarding ceremony of the top 10 Next Wave Cities in the Philippines.
The Commission on Information and Communications Technology (CICT) in cooperation with the Business Processing Association of the Philippines (BPAP), and the Department of Trade and Industry (DTI) named Davao City as the best outsourcing location in the Philippines, followed by Sta. Rosa (Laguna) and Bacolod.
Other cities that were given recognition include; Bacolod City, Iloilo City, Metro Cavite, Lipa City, Cagayan de Oro City, Malolos City, Baguio City, and Dumaguete City.
Davao and Sta. Rosa were the top Next Wave Cities for outsourcing in the Philippines in 2010 outside of Metro Manila, Metro Cebu, and Metro Clark.
The event which was attended by CICT secretary Ray Anthony Roxas-Chua III was held at the Cebu City Sports Club to mark the culmination of this year’s Cebu Chamber of Commerce and Industry’s BPO & IT Congress.
The Next Wave Cities scorecard underwent changes in 2010 from the original 2009 scorecard to reflect the change in market sentiment of investors following the global financial crisis.
In particular, weights of the different criteria were recalibrated in response to locators’ seemingly keener interest in the cost of doing business in different locations.
The talent criterion was also modified to recognize educational institutions, which are accredited as Centers of Excellence/Development by the Commission of Higher Education (CHED).
Also taken into consideration was each city’s absorptive capacity, or its local BPO sector’s estimates employment capacity versus existing sector employment.
These new metrics added dimensions in the employability of local talent particularly its quality and availability.
A different approach on the scoring on the travel advisory component of the business environment criterion was implemented. Considered were issuance from 10 consulates, that were each assigned scores.
This was a practical change especially for cities in the Mindanao region, which were previously penalized if a blanket advisory was issued against the region.
In the previous computation, an advisory issued against a city (or its corresponding region) automatically warranted the lowest score.
Also in 2010, Angeles-Clark advanced from Next Wave City status to an established IT-BPO location, joining the ranks of Metro Manila and Metro Cebu.
“The CICT is fully committed to this endeavor of championing regional growth through ICT. These Next Wave Cities will continue to be our rallying points, where, given the impetus and the correct resources, will spur economic growth the way this government has envisioned it to be,” Roxas-Chua said.
He added that the CICT is seeing prosperous regions across the nation as a result of their maturity and readiness to compete in the IT-BPO arena.
As of the end of 2009, there are about 442,000 employees in the Philippine IT-BPO sector. Majority or 85 percent of the sector is located in established IT-BPO hubs Metro Manila, Metro Cebu, and Metro Clark.
“Having then Next Wave Cities and more will ease the pressures to raise salaries and rental rates in these major hubs, and spread the benefits of employment, higher incomes, and increased business activity across the country,” said BPAP chief executive officer (CEO) Oscar Sañez.
