but anyway nakibot gd ko sng mga nkita ko, ayala SALAMAT gd..

dula man kapoy ko ba.....grabe ang AYALA!!! Ang positibo lang ni nga matabo kung manginit si Tiyoy Henry kag mag-order sya to build a MALL OF NEGROS. dako pa Bacolod kag Negros. kungdi mas maayo kung amo na lang ni obrahon nila.kay ila ya pangguba repyotasyon.

Kung sundun naton ang reaction time sang SM pag-open sang Trinoma, it would take them a year or two after Ayala's mall opening before they would react. :lol: May period of shock sa actual structure pa sila na nga daan. :nuts:

Medyo daw gadula na sa uso ang open parking. If you want most spaces for most of your structures, dig deep down below for parking. Are there any establishments na may basement parking na sa Bacolod? :)

Ang take ko na the wildlife area would still be there pero daw ala Singapore Zoo guid man guro na instead sa wire ang cage, may glass na for viewing. Indi man amo na ka dako ang mga animals da biskan ang Visayan Warty Pig "nork nork" so it will not be a problem guid. :lol:

Kung ma connect connect sila, it would be most likely with 888 anay. Ang pinaka-sosyal nga mall sa pinaka-barato na mall sa ina nga area nag Voltes 5. :lol::nuts:

Actually may plano na sang nagligad nabatian ko na isaylo sa Mambukal ang wildlife park, kunsabagay daw mas conducive sa mga kasapatan ang upland kay lapit sa ila habitat especially ang mga spotted deer.....btw imbis capitol civic center nami man tawgon nila Ayala Capitol Terraces..IMO lang ah....hehe Explosive Morning Everyone...:cheers2:...:cucumber::cucumber::cucumber:

I prefer to have the Zoo developed. NFEFI was the Only Certified Zoo in the Philippines to breed Philippine Eagle Owls, in fact the only one in the World.. Correct me if I am wrong.

hello mga migo! Naga tan-aw gd ko sa skyscapercity since 2009 and na appreciate ko gd ang mga updates na gna post nyo. I'm glad to see my home town is blessed. Dako gd ang gin progress sang Bacolod. I'm hoping and praying that the Ayala Civic Center project will soon be materialized. Naga dalamgo na ko nga galagaw kmi sa Ayala Civic Center upod ko daughter ko kag wife ko. :banana: hehe.

Multi-sectoral leaders applaud Ayala dev’t plan presentation

AyalaLand’s presentation of its P6 billion development plan for the 7.7-hectare prime property of the Negros Occidental provincial government in Bacolod City that it intends to buy and lease was met with applause from Negrense government, business and non-government organization leaders yesterday.

AyalaLand vice president Joel Luna presented his firm’s Capitol Civic Center plan to the multi-sectoral group of leaders at the Capitol’s Social Hall, saying it will greatly boost Bacolod and Negros Occidental’s economy and potential as competitive destinations.

Gov. Alfredo Marañon Jr. said if a referendum were held today in Bacolod and Negros Occidental the AyalaLand plan would win by 90 percent of the votes.

SM Prime Holdings Inc. is opposing the Capitol’s awarding of the sale and lease of the property to AyalaLand saying it is the rightful winner of the bidding.

SMPHI has since sought a temporary retraining order against the Capitol’s move, but the governor said they have yet to receive an official copy of the TRO from the Court of Appeals.

He also said the CA denied a petition of SMPHI to be deputized to serve the TRO.

Marañon thanked the Bacolod Sanggunian led by Vice Mayor Jude Thaddeus Sayson and the various groups that have issued statements of support for the AyalaLand development of the Capitol property.

This is one of the biggest investments in the province, aside from the P6 billion Ayala is putting in, the locators who will occupy its buildings will also be infusing money into the local economy, he said.

Bacolod City will benefit most from this project in terms of taxes paid, business permits and employment generated, the governor added.

The provincial government, on the other hand, will use its earnings from the sale and lease to develop the countryside by providing more social services, infrastructure projects and livelihood opportunities in every town and city of Negros Occidental, he said.

Sayson, who read the Bacolod Sanggunian’s resolution in support of the project thanked the Negros Occidental government for initiating it.

This will put Bacolod on the map as a highly competitive city not only in the Philippines but in South East Asia, he said.

Marañon said as soon as the provincial government gets the Commission on Audit approval of its contract with Ayala, it will proceed with the sale and lease of the property.

Ayala is expected to begin construction immediately to avail of a rent-free incentive for the first two years after signing the contract, he said.

Marañon said contrary to the claim of SMPHI that it was the first to submit an unsolicited proposal for the Capitol property, Ayala did so in 2010 yet.

Jorge Miguel Marco, AyalaLand corporate communications head, when asked about the legal support his firm was offering the Capitol in its battle with SMPHI, said “we now have mutual interests together with the provincial government to resolve this issue at the soonest possible time.”

They are working for the public’s interest and are very excited about developing the property, he said.

Luna, in his presentation, said for decades AyalaLand has been a reliable partner of government, converting idle assets into centers of commerce and business that generate employment, create value and redefine urban environments.

He reiterated that they plan to develop the 7.7 hectare property of the Capitol into an integrated mixed-used civic and commercial district that will combine the center of government with commercial and residential use making it the new growth center of Metro Bacolod and Negros Occidental.

The Capitol Civic Center will encompass retail, office and hotel, a multi-use convention and events venue, and a residential commercial zone, he said.

It will also include the development of Capitol Park, he added.

“We do not intend to provide more of the same, but we want to offer something unique that could put Bacolod City and the province in a high development”, he said.

“We are the only developer with significant track record of successful public-private ownership,” Luna added.*CPG

Guys... good am...I am very happy to see the presentations of AYALA Land in our city and Province.. ask ko lang , did they mention kong pila ang seating capacity sang convention? Pila ka Cinemas? kag pila ka floor ang retail or shopping mall? if this will push through, ano ila unahon build? ... so if this project will commence, ti mahulat naman sa atun ang kaingod ta na isla? ang regional capital? ngaa pirme lang ta una sa ila? remember una man di sulod ang Robinsons

Medyo daw gadula na sa uso ang open parking. If you want most spaces for most of your structures, dig deep down below for parking. Are there any establishments na may basement parking na sa Bacolod? :)

hello mga migo! Naga tan-aw gd ko sa skyscapercity since 2009 and na appreciate ko gd ang mga updates na gna post nyo. I'm glad to see my home town is blessed. Dako gd ang gin progress sang Bacolod. I'm hoping and praying that the Ayala Civic Center project will soon be materialized. Naga dalamgo na ko nga galagaw kmi sa Ayala Civic Center upod ko daughter ko kag wife ko. :banana: hehe.

Multi-sectoral leaders applaud Ayala dev’t plan presentation

AyalaLand’s presentation of its P6 billion development plan for the 7.7-hectare prime property of the Negros Occidental provincial government in Bacolod City that it intends to buy and lease was met with applause from Negrense government, business and non-government organization leaders yesterday.

AyalaLand vice president Joel Luna presented his firm’s Capitol Civic Center plan to the multi-sectoral group of leaders at the Capitol’s Social Hall, saying it will greatly boost Bacolod and Negros Occidental’s economy and potential as competitive destinations.

Gov. Alfredo Marañon Jr. said if a referendum were held today in Bacolod and Negros Occidental the AyalaLand plan would win by 90 percent of the votes.

SM Prime Holdings Inc. is opposing the Capitol’s awarding of the sale and lease of the property to AyalaLand saying it is the rightful winner of the bidding.

SMPHI has since sought a temporary retraining order against the Capitol’s move, but the governor said they have yet to receive an official copy of the TRO from the Court of Appeals.

He also said the CA denied a petition of SMPHI to be deputized to serve the TRO.

Marañon thanked the Bacolod Sanggunian led by Vice Mayor Jude Thaddeus Sayson and the various groups that have issued statements of support for the AyalaLand development of the Capitol property.

This is one of the biggest investments in the province, aside from the P6 billion Ayala is putting in, the locators who will occupy its buildings will also be infusing money into the local economy, he said.

Bacolod City will benefit most from this project in terms of taxes paid, business permits and employment generated, the governor added.

The provincial government, on the other hand, will use its earnings from the sale and lease to develop the countryside by providing more social services, infrastructure projects and livelihood opportunities in every town and city of Negros Occidental, he said.

Sayson, who read the Bacolod Sanggunian’s resolution in support of the project thanked the Negros Occidental government for initiating it.

This will put Bacolod on the map as a highly competitive city not only in the Philippines but in South East Asia, he said.

Marañon said as soon as the provincial government gets the Commission on Audit approval of its contract with Ayala, it will proceed with the sale and lease of the property.

Ayala is expected to begin construction immediately to avail of a rent-free incentive for the first two years after signing the contract, he said.

Marañon said contrary to the claim of SMPHI that it was the first to submit an unsolicited proposal for the Capitol property, Ayala did so in 2010 yet.

Jorge Miguel Marco, AyalaLand corporate communications head, when asked about the legal support his firm was offering the Capitol in its battle with SMPHI, said “we now have mutual interests together with the provincial government to resolve this issue at the soonest possible time.”

They are working for the public’s interest and are very excited about developing the property, he said.

Luna, in his presentation, said for decades AyalaLand has been a reliable partner of government, converting idle assets into centers of commerce and business that generate employment, create value and redefine urban environments.

He reiterated that they plan to develop the 7.7 hectare property of the Capitol into an integrated mixed-used civic and commercial district that will combine the center of government with commercial and residential use making it the new growth center of Metro Bacolod and Negros Occidental.

The Capitol Civic Center will encompass retail, office and hotel, a multi-use convention and events venue, and a residential commercial zone, he said.

It will also include the development of Capitol Park, he added.

“We do not intend to provide more of the same, but we want to offer something unique that could put Bacolod City and the province in a high development”, he said.

“We are the only developer with significant track record of successful public-private ownership,” Luna added.*CPG

Guys... good am...I am very happy to see the presentations of AYALA Land in our city and Province.. ask ko lang , did they mention kong pila ang seating capacity sang convention? Pila ka Cinemas? kag pila ka floor ang retail or shopping mall? if this will push through, ano ila unahon build? ... so if this project will commence, ti mahulat naman sa atun ang kaingod ta na isla? ang regional capital? ngaa pirme lang ta una sa ila? remember una man di sulod ang Robinsons
ti ang Ayala una man di sa atun kaysa ila? he.he.. in other words business here is better than the regional capital... kami d tanan sa office voted for AYALA Land than SM.. kay ang SM kon sila mag daug sa bidding, basi warehouse naman ila i tukod...tsk.tsk.. poor architecture and sm ta d.

una siguro ipatindog ang convention center kag ang mall then residential kag hotel...guess ko lang 4,000-seats capacity...ang sm dri sa iloilo nami kag damu tawo,,,sila di ang una kag damu savemore nila...

Bredco’s lament


The expression of dismay by lawyer Simplicio Palanca against the government’s decision to improve and manage the Banago port is understandable, and as several businessmen in Bácolod had said during the passage of Bácolod ordinance taking over the port operated by Bredco, investors in the city should have a sense of protection from government competition. Indeed, no private business can prosper against the government with its tax exemptions and other benefits that private business had to charge to their operational cost.

But the reality of the Banago port must also be confronted and a little historical background is necessary to understand the turnover of the port to the government. That port (wharf as it was called in the past) was constructed on government land on a 50-year lease from 1936 and all of it was to revert to the government after the term ended. The life of this lease was extended for another 25 years in 1986. This extension ended this year. Technically, the lease was issued when the lessee, Negros Navigation began construction as early as 1934, but let us give and take a few years.

Anyway, the Banago port served Bácolod well and because of it Bácolod prospered. Before 1936, the port was in Silay but the capital of the province is in Bácolod where businesses had their main offices. NN realized the value of the port in Bácolod. In truth, NN competed with the Port of Pulupandan, the national government port that still operates today though not with the same volume as Bredco’s. In fact, the operation of Bredco undercut the Banago port business because the latter was far from the center of the city and domestic vessels shifted to Bredco.

Because of unresolved issue of ownership and management, Bredco’s owners operated it as a private port so that its arrastre could not be controlled by the Philippine Ports Authority. The result is that users of its roll-on-roll off facilities have to pay twice. They pay Bredco to leave or to dock and pay again when they leave or dock in a government port. On the other hand, those that leave a government port pay only on departure and no longer on docking in another government port, thus cutting their ro-ro cost by half.

The Banago port was originally leased by the then Department of Agriculture and Natural Resources and taken over by the Department of Environment and Natural Resources. Later the PPA was established under martial law with powers and authority over all ports in the country. Thus it became necessary for DENR to turn over Banago to the PPA.

Last February when I took a NN ship to Cagayan de Oro I learned that this year PPA would take possession of Banago, the reason that NN did not spend money on its maintenance although it was collecting toll and port fees. Now that PPA has the responsibility and it has the funds for its improvement, the reclamation of 4 hectares for its port facilities, including ro-ro, it follows that Banago will pose a threat to the economic life of Bredco.

There was an effort by Rep. Albee Benitez of the 3rd District to shift the funds to E.B. Magalona for a port there but as explained by Bácolod Rep. Anthony Golez, Benitez understood the problem and posed no more objection to the retention of over P750 million for Banago.

Golez allayed the fears of Bredco. He said that Banago will complement Bredco but did not explain how this can be done. Of course a lot can be done to make the two complementary rather than competitive but that will require a lot of giving and taking and exercise of political will on both sides including the cooperation of foreshore lessees between Banago and Bredco.

I heard, however that there are a lot of plans that the Gov. Alfredo Marañon has on the pipeline. If these materialize Bredco and Banago would be unable to handle them. We may have to dust off a 1954 Republic Act whose number I cannot recall that also directed the establishment of an international port in Sipalay. Pulupandan will have to be dredged and expanded. San Carlos is expanding as well and Cadiz has a good port though it has to be expanded also. The progress of Negros, less the sugar industry that will have to be redesigned even before the zero tariff takes effect in 2013, will depend on how we can construct more ports than Bredco and Banago.

In effect what Bredco needs is a redefinition of its role in the light of Banago’s operation late this year or at latest next year.*

Sambok terminal temporary – Balo


Bacolod City Administrator Rogelio Balo yesterday said the use of the Sambok south terminal will only be temporary as he was already tasked by the mayor to conduct a feasibility study on the construction of a permanent southbound terminal in the vicinity of Brgy. Sum-ag, Bacolod City.

Balo said he is just waiting for the Sangguniang Panlungsod Committee on Transportation headed by Councilor Dindo Ramos to invite private partners in the establishment of the southbound terminal in line with the thrust of the government to encourage public-private partnership.

Meanwhile, Balo said the transfer of southbound public utility vehicles to the Sambok south terminal at Lopez Jaena-San Sebastian streets will serve as a dry run.

Whatever problems that may arise from the implementation of City Ordinance 43, Series of 1961 that requires all southbound PUV’s to use the Sambok south terminal, he said, they will try to make adjustments.

It is just normal that when there are changes being implemented, there would be some resistance, Balo said in reaction to the complaints of the affected drivers.

Balo said he believes that Bacolod City Police Traffic Management Unit head Chief Insp. Luisito Acebuche and City Legal Enforcement Unit head Cesar Beloria are on top of the situation and will make recommendations on adjustments to be made.

He appealed to the drivers to give change a chance so they will see what improvements will be needed.

On the other hand, Balo said Bacolod City will receive two flyover projects based on the letter of President’s Bridge Program director Emil Sadain dated October 2006 to Mabey and Johnson general manager David Watson.

Sadain furnished Watson a copy of the October 4, 2006 memorandum of Public Works and Highways Secretary Hermogenes Ebdane for the President which stated that Bacolod City is a candidate for two flyover projects.

Balo said the flyover project at the Lacson Street-Circumferential Road in Brgy. Bata, Bacolod City is about 98-99 percent complete.

Since this is a nationally funded project, the date of the turn-over should come from the Office of the President through the Department of Public Works and Highways, he said.

Balo cited Section 5.1 of the tripartite memorandum of agreement entered into by the PBP, DPWH 6 and Bacolod City represented by Sadain, DPWH regional director Rolando Asis and Mayor Evelio Leonardia, respectively, which provides that the MOA takes effect upon signing of all parties and will remain in full force until the completion and acceptance of the project.

“In our interpretation of the MOA, the DPWH 6 should come up with an official report that the project is already completed. So the DPWH and the City Engineer’s Office will inspect the project prior to the acceptance of the city,” Balo said.*CGS

The Department of Agriculture will launch the Farmers Contact Center in Kabankalan City tomorrow during the Ombudsman information caravan to answer queries and provide technical assistance to farmers, fisherfolk, agri-entrepreneurs and other stakeholders in agriculture and fisheries, a DA press release said.

DA Regional Director Larry Nacionales said that the Farmers Contact Center is a venue where the clientele can avail of the farm and business advisories from technical experts.

The farmers and fisherfolk will use the latest and most effective way of communication such as the voice and text modes as well as online communication.

One of the featured services in the FCC in partnership with the International Rice Research Institute is the Nutrient Manager for Rice Mobile (NMRiceMobile) where farmers are advised on what fertilizer will be applied in specific rice fields using a mobile phone.

Nacionales said that aside from the launching of the Farmers Contact Center, the DA will conduct massive anti-rabies vaccination in Kabankalan City considering that out of more than 16,000 dog population only 6,000 were vaccinated as of June this year. There will also be a film showing on rabies prevention and control.

The DA will also distribute open-pollinated varieties of corn seeds.

The participants will have a chance to have a dialog with the coordinators of rice, corn, high value crops and livestock during the Agri-Pinoy cliniquing.

Information materials on matured technologies will be distributed to the participants, the press release said.*

Department of Agriculture Secretary Proceso Alcala will be in Bacolod City for the launching of the Negros First Universal Crop Insurance Program of Gov. Alfredo Marañon Jr. and Vice Gov. Genaro Alvarez in partnership with the Office of the Provincial Agriculturist at the Negros Occidental Multi-Purpose Acitivity Center tomorrow, Dina Genzola, OPA senior agriculturist, said yesterday.

NFUCIP is a project of the provincial government that offers insurance protection to 10,000 famers in the province against losses from pest infestation, plant diseases, and natural calamities, Genzola said.

She said this is will also provide free health care coverage to farmers, encourage participation of the local government units, private sectors, schools, cooperatives, and other associations supporting the programs of DA.

There will be a ceremonial turnover of P1.6 million high value crops development project and coffee seedlings and P1 million production support and irrigation development to 3rd District, she said. Alacala will also take part in the launching of farmers contact center, and upland rice program, and assistance program to Alter Trade and Negros Kabataan, she added.

Other guests are Board Member Miller Serondo (Neg. Occ. 2nd District), PCIC President Jovy Bernabe, DA-6 Director Larry Nacionales, Provincial Agriculturist Igmedio Tabianan, city and municipal mayors, and farmers.

Rev. Fr. Julius Espinoa, Chaplain of Our Lady of the Most Holy Rosary in Bacolod City will be the officiating priest at the launching, Genzola added.*LTG

Guys... good am...I am very happy to see the presentations of AYALA Land in our city and Province.. ask ko lang , did they mention kong pila ang seating capacity sang convention? Pila ka Cinemas? kag pila ka floor ang retail or shopping mall? if this will push through, ano ila unahon build? ... so if this project will commence, ti mahulat naman sa atun ang kaingod ta na isla? ang regional capital? ngaa pirme lang ta una sa ila? remember una man di sulod ang Robinsons

Kabankalan City has the old city charm that Bacolod used to have ten years ago. I am very optimistic about this city being the most progressive one in the island, second only to Bacolod City economics-wise and to Dumaguete City in terms of growth. :)

By having that TRO, they are actually giving Ayala time to improve further on its plans and align resources altogether. Basta kutos, indi na kakakita sang katangahan nga ginahimo nila. They are not pushing Ayala down, they are unknowingly pushing it up! :lol::nuts:

Ang Kabankalan lapad lapad guid na nga city with plenty of space for who knows, developers sang mga subdivisions. I just hope that they will garner HUC status soon so that this can skyrocket furthermore developments in that big city. From a sleepy town 20 years ago, booming metropolis na ang padulungan ka Kabankalan. Who knows, ten to twenty years further on, daw Bacolod City na guid ang hitsura ka Kabankalan. :)

Sambok terminal temporary – Balo


Bacolod City Administrator Rogelio Balo yesterday said the use of the Sambok south terminal will only be temporary as he was already tasked by the mayor to conduct a feasibility study on the construction of a permanent southbound terminal in the vicinity of Brgy. Sum-ag, Bacolod City.

Balo said he is just waiting for the Sangguniang Panlungsod Committee on Transportation headed by Councilor Dindo Ramos to invite private partners in the establishment of the southbound terminal in line with the thrust of the government to encourage public-private partnership.

Meanwhile, Balo said the transfer of southbound public utility vehicles to the Sambok south terminal at Lopez Jaena-San Sebastian streets will serve as a dry run.

Whatever problems that may arise from the implementation of City Ordinance 43, Series of 1961 that requires all southbound PUV’s to use the Sambok south terminal, he said, they will try to make adjustments.

It is just normal that when there are changes being implemented, there would be some resistance, Balo said in reaction to the complaints of the affected drivers.

Balo said he believes that Bacolod City Police Traffic Management Unit head Chief Insp. Luisito Acebuche and City Legal Enforcement Unit head Cesar Beloria are on top of the situation and will make recommendations on adjustments to be made.

He appealed to the drivers to give change a chance so they will see what improvements will be needed.

On the other hand, Balo said Bacolod City will receive two flyover projects based on the letter of President’s Bridge Program director Emil Sadain dated October 2006 to Mabey and Johnson general manager David Watson.

Sadain furnished Watson a copy of the October 4, 2006 memorandum of Public Works and Highways Secretary Hermogenes Ebdane for the President which stated that Bacolod City is a candidate for two flyover projects.

Balo said the flyover project at the Lacson Street-Circumferential Road in Brgy. Bata, Bacolod City is about 98-99 percent complete.

Since this is a nationally funded project, the date of the turn-over should come from the Office of the President through the Department of Public Works and Highways, he said.

Balo cited Section 5.1 of the tripartite memorandum of agreement entered into by the PBP, DPWH 6 and Bacolod City represented by Sadain, DPWH regional director Rolando Asis and Mayor Evelio Leonardia, respectively, which provides that the MOA takes effect upon signing of all parties and will remain in full force until the completion and acceptance of the project.

“In our interpretation of the MOA, the DPWH 6 should come up with an official report that the project is already completed. So the DPWH and the City Engineer’s Office will inspect the project prior to the acceptance of the city,” Balo said.*CGS

Wala pa ma close ang Trading Floor sa Tektite, on the process pa lang. Both bourses in Ayala and Ortigas will be closed when the unified bourse in Bonifacio Global City will open na. I go to school near that building by the way. :)

The what would be PSE Office in Cebu is not a trading bourse but an extension office. It would be my dream to see trading bourses in Visayas and Mindanao. Tani they would opening trading bourses guid mismo in Cebu, Davao, Cagayan de Oro and Bacolod. :D

Oh I see...so cebu is just a marketing office of some sort. but, its good for a start. tani bacolod will be next. we have lots of investors in securities in bacolod as well:)

I even found out that ang crush ko sang una (kag asta subong siguro? :lovethem:.) sa University diri sa Manila na alumna ka St. Scho may stocks nga nakapangalan sa iya. :lol: Ang grandfather ko naman may ara man sa PNOC-EDC. Tani makabutang sila trading bourse biskan smaller lang sa Manila para indi na mabudlayan kadto pa sa Manila or magtawag-tawag ang stockholder mag submit reports, buy stocks, sell stocks, etc. :)

NEGROS Occidental Governor Alfredo Marañon Jr. maintains that Ayala Land Holdings Incorporated (ALI) is the rightful winner in the bidding process on the purchase and lease of the 7.7-hectare Capitol property.

Marañon said during the presentation by ALI officials on Wednesday of their P6 billion development plan for the project called “Capitol Civic Center” at the Capitol Social Hall.

Marañon declared that he made the right decision in awarding the lease and purchase of the Capitol property to ALI.

In reaction to the governor’s statement, 3rd district Representative Albee Benitez said, “For the sake of the province and Bacolod City, I hope he is right.”

“Something was wrong with the bidding process conducted by the Provincial Government’s Committee on Awards and Disposal of Government Properties in awarding the lease-purchase to Ayala Land. This perceived discrepancy prompted SM Prime Holdings Inc. (SMPHI) to bring the issue to court,” Benitez said.

SMPHI officials maintained they were the first to hand in their unsolicited proposal, which was personally presented by its president Hans Sy, who was accompanied by Benitez during the presentation to Marañon.

Marañon, however, revealed that Ayala Land has expressed its interest over the Capitol property earlier than SMPHI.

He said that Ayala Land representatives have also made their unsolicited proposal, which like what he did to SM’s proposal, he also declined as he would rather go with the regular process of bidding.

Marañon stated that the proceeds from the purchase and lease of the Capitol property will be used to fund projects of the province which he said “will spur growth in the countryside.” (Teresa Ellera-Dulla)

NEGROS Occidental Governor Alfredo Marañon Jr. maintains that Ayala Land Holdings Incorporated (ALI) is the rightful winner in the bidding process on the purchase and lease of the 7.7-hectare Capitol property.

Marañon said during the presentation by ALI officials on Wednesday of their P6 billion development plan for the project called “Capitol Civic Center” at the Capitol Social Hall.

Marañon declared that he made the right decision in awarding the lease and purchase of the Capitol property to ALI.

In reaction to the governor’s statement, 3rd district Representative Albee Benitez said, “For the sake of the province and Bacolod City, I hope he is right.”

“Something was wrong with the bidding process conducted by the Provincial Government’s Committee on Awards and Disposal of Government Properties in awarding the lease-purchase to Ayala Land. This perceived discrepancy prompted SM Prime Holdings Inc. (SMPHI) to bring the issue to court,” Benitez said.

SMPHI officials maintained they were the first to hand in their unsolicited proposal, which was personally presented by its president Hans Sy, who was accompanied by Benitez during the presentation to Marañon.

Marañon, however, revealed that Ayala Land has expressed its interest over the Capitol property earlier than SMPHI.

CA denies SM’s plea to Capitol

NEGROS Occidental Governor Alfredo Marañon Jr. confirmed Wednesday that the SM Prime Holdings, Inc. (SMPHI) has filed a petition before the Court of Appeals (CA) requesting to be deputized to serve the Temporary Restraining Order (TRO) to the Provincial Government over the lease and purchase of the 7.7-hectare Capitol property.

The governor said the petition was denied and a copy of the petition was furnished to them.

Marañon said messengers from SM furnished their office a copy of the TRO, which they declined to receive officially.

He said the CA denied the petition of SM because it might set a precedent.

SMPHI’s lawyer Vince Patrick Bayhon said it has made such request before the CA but the CA just mailed it instead.

“In any case, they already have notice of the TRO, since we furnished them Certified True Copies of the TRO and CA resolutions,” Bayhon said.

Marañon, however, said until today, he has not received the official copy of the TRO from the CA.

“As far as I am concerned, we have not received a copy of the TRO,” Marañon said. (Teresa Ellera-Dulla)

City Council backs province on Ayala deal

THE City Council of Bacolod headed by Vice Mayor Jude Thaddeus Sayson has expressed its appreciation and support to the Negros Occidental Government’s development plan on its 7.7-hectare property in Bacolod City that will boost its business, economic, tourism, technological and historical landscape.

This was contained in City Council Resolution No. 713, Series of 2011 in relation to the future development of the said properties for the greater good of the province and its capital city.

Sayson read the resolution before a huge crowd of Provincial Government officials, department heads, regional directors of various government agencies, business sector, concerned citizens who were invited to see the presentation of Ayala Land, Inc. held at the Provincial Capitol Social Hall Wednesday.

The resolution states that the Negros Occidental Provincial Government has negotiated for the sale and lease of its 7.7 hectares of prime properties in Bacolod City for the development of an integrated mixed-use civic and commercial district that will combine the center of government with commercial and residential uses, while at the same time, respecting the site’s heritage and history as the Seat of Power of the Provincial Government.

Such development plan is historic for the Province of Negros Occidental, especially for its capital, Bacolod City, making it the tourism advancement, entertainment and leisure, culture and the arts, tourism and sports.

Those who voted in the affirmative were Councilors El Cid Familiaran, Homer Bais, Archie Baribar, Roberto Rojas, Catalino Alisbo, Em Ang, Elmer Sy, Verdeflor, Espino, Distrito and Mona Dia Jardin.

Councilor Dindo Ramos said the ultimate beneficiary of this project is still the City of Bacolod because of the payment of real property and business taxes.

“We welcome that as long as all are legal. We have to respect the court despite the fact that we are not privy on how they were able to award the property in favor of Ayala, but we have a presumption of regularity on the act of the provincial government unless otherwise it was nullify by a court of competent jurisdiction. We want even this project to be pushed through very soon,” Ramos said.

Espino said, “We hope that this will indeed stimulate the growth of Bacolod City even more and make us competitive not just in the country but in the rest of the world.”

Verdeflor said that Ayala Land, Inc.'s presentation of its development plan of the Provincial Government property showed its vision for the holistic development of the entire Province of Negros Occidental.

The city is also exploring the possibility for a private public partnership with not just limited to Ayala and SM but anybody interested in developing the properties of the City Government of Bacolod.

SJI studes shine in international math tilt

THREE elementary students of St. John’s Institute, Bacolod City bagged two golds and a bronze medal at the 7th International Math Contest held in Singapore last July 29-31, helping the Philippines secure a strong third place finish.

Jose Ignacio A. Locsin and Natalia Beatrice Q. Dy won gold medals in the Grade 4 level, while Raymund Carlo A. Masbaño snared the bronze in the Grade 3 level.

Math wizards from the Philippines competed with their counterparts from China, South Korea, India, Malaysia, Singapore, Hong Kong, Indonesia, Taiwan, and Thailand during the three-day contest.

The Philippines won 82 medals, winning the third place in the overall ranking in the contest where a total of 865 elementary and high school students competed.

Filipino contestants bagged 13 gold, 25 silver, and 44 bronze medals, the highest medal haul by a country in an international math competition this year.

In the overall medal tally, China ranked first, while South Korea settled for second place finish.

China had the biggest number of delegates at 467 while the Philippines only had 123. (Butch Bacaoco)

Negros mulls creation of nat’l badminton team

Negros Occidental badminton players who passed the national standard will be part of the Negros-based national badminton team to represent the country in different international competitions.

Jaguar Badminton Academy head coach Jordan Sun said he is now preparing the list of the prospective players to be part of the team.

Negros Occidental 3rd District Congressman Abelardo "Albee" Benitez, also the Philippine Badminton Association secretary general, will bankroll the squad, Sun added.

Sun, who hails from Cadiz City, said that JBA will be spearheading the talent identification for the team.

He said the selection will be in age group and will be based according to the World Badminton Federation requirements.

Sun also said that Benitez is inclined in building a badminton court for the Negros-National Team which will be located at Victorias City.*PNA

NTU–Murcia jins rule SMART tourney


Negros Occidental jins, from the Bacolod City-based Negros Taekwondo Union Tigers and sponsored by the local government of Murcia, brought home for the fourth time the 34th SMART National Taekwondo Championships crown in a tournament held at Makati Coliseum over the weekend.

As adopted athletes of Murcia, the taekwondo jins enjoy the support of the municipal government with Mayor Andrew Montelibano leading the team in the Makati tournament.

Montelibano said he was glad by the performance of the Negrense jins who showed what sports excellence is all about by dominating more experienced opponents.

“Our athletes showed what sports excellence is all about by dominating much experienced opposition. They truly are deserving to be role models as they even conducted sports camps for young Murcia kids during the summer period,” Montelibano said in a press release.

The female taekwondo standouts mentored by champion coach JimJim Chua, ruled the 32-team field, while their elementary boys’ counterparts highlighted their campaign via a third runner-up finish.

With the championship copped by the distaff side in the grade school advance division, and third runner-up honors out of 47 squads in the boys’ bracket, the Negrense jins went home with the overall title.

Members of the champion girls team are Camille Miraflores, Sam Arrieta, Kathleen Dinsay, Stephanie Lamayo, Irene Bermejo and Anja Dael.

The boys’ side is composed of Aaron Dael, Marcus Hinojas, Joshua Rosalia, Anton Guinanao, Jason Locsin and Khaizzer Batano.*

Actually, a lot more than you can imagine. :lol: Kay tungod sa research nga ginahimo ko sa university, I often have my way in opening the books and accounts of companies. You would often see familiar family names there namely: Locsin, Jalandoni (kay apelledo kag middle name ka crush ko bi :lovethem:,) Araneta, Lacson, Ledesma, Gonzaga, Lopez (nga taga Negros), some Chinese businessmen, Palaca (of course), our dearly beloved Albee Benitez and family... many more pa guid nga gapawala lang sa Bacolod pero damo kwarta. :lol:

The resolution states that the Negros Occidental Provincial Government has negotiated for the sale and lease of its 7.7 hectares of prime properties in Bacolod City for the development of an integrated mixed-use civic and commercial district that will combine the center of government with commercial and residential uses, while at the same time, respecting the site’s heritage and history as the Seat of Power of the Provincial Government.

Such development plan is historic for the Province of Negros Occidental, especially for its capital, Bacolod City, making it the tourism advancement, entertainment and leisure, culture and the arts, tourism and sports.

Those who voted in the affirmative were Councilors El Cid Familiaran, Homer Bais, Archie Baribar, Roberto Rojas, Catalino Alisbo, Em Ang, Elmer Sy, Verdeflor, Espino, Distrito and Mona Dia Jardin.

Councilor Dindo Ramos said the ultimate beneficiary of this project is still the City of Bacolod because of the payment of real property and business taxes.

“We welcome that as long as all are legal. We have to respect the court despite the fact that we are not privy on how they were able to award the property in favor of Ayala, but we have a presumption of regularity on the act of the provincial government unless otherwise it was nullify by a court of competent jurisdiction. We want even this project to be pushed through very soon,” Ramos said.

Espino said, “We hope that this will indeed stimulate the growth of Bacolod City even more and make us competitive not just in the country but in the rest of the world.”

Verdeflor said that Ayala Land, Inc.'s presentation of its development plan of the Provincial Government property showed its vision for the holistic development of the entire Province of Negros Occidental.

The city is also exploring the possibility for a private public partnership with not just limited to Ayala and SM but anybody interested in developing the properties of the City Government of Bacolod.

PESO sets up Satellite Office

The Local Government of Bacolod City through the Office of the City Mayor sets up the Public Employment Service Satellite Office at the Northwing of SM City Bacolod which will run until August 31, 2011.

The PESO Satellite Office has an information desk and offers employment assistance and skills registry. In partnership with the Bureau of Local Employment (BLE) of the Department of Labor and Employment and SM City Bacolod, the project aims to serve not just the constituents of Bacolod City but people from other cities and municipalities of the Province of Negros Occidental as well.

Wait a minute? Ang sa Magsungay gali! I don't know galing kung what good will come out in that lot kay surrounded man abi by squatters area. :lol:

Trivia: The first settlement in Bacolod was situated in Magsungay so we can consider or call Magsungay as "Daan Banwa" of Bacolod. Because of the Moro raids, most of the population was forced to vacate Magsungay and relocated to what we now know as Granada. :lol:

To think about it guid man tuod, a lot of big development areas in Bacolod used to be squatters area guid man. Nothing is impossible guid in Bacolod. Basi galing mauna pa develop ang Bacolod-Murcia millsite kay amo guid na ang naka emphasize nga future Araneta Center sa South. Looking at Araneta Center today, we can say it is as wonderful as Ayala magplano with again nature being integrated with modernity. :)

They are more associated with Luzon galing since they have a big landholding sa Calatagan, Batangas that their family had since late Spanish era (or early American era?) pero they have family in Cebu especially the Yrastorzas and other Spanish-Basque families of Cebu. :)

Medyo daw gadula na sa uso ang open parking. If you want most spaces for most of your structures, dig deep down below for parking. Are there any establishments na may basement parking na sa Bacolod? :)

basement parking is not nice for those areas along the Lacson tourism Strip, Capitol and all the way to the Mandalagan-Banago areas since small creeks and swamps used to stand there. So flooding might be a problem once drainage beneath reaches its peak flooding level...one example would be the intersections of the 10th-13th Streets in Lacson which get quickly flooded (ankle deep)on prolonged torrential rains

I prefer to have the Zoo developed. NFEFI was the Only Certified Zoo in the Philippines to breed Philippine Eagle Owls, in fact the only one in the World.. Correct me if I am wrong.

In December 2005, Negros Forests and Ecological Foundation (NFEFI) in Bacolod City was the first conservation center in the world to successfully hatch a Philippine Eagle-Owl (aptly nicknamed Bubo) in captivity and it has the only breeding pair of these owls in captivity anywhere in the world.

That would be the nearest beachfront area from Bacolod City's busy downtown where everybody could have fun and have their tummies full at costs friendly to the pocket.

I think the Camingawan used to be part of Granada when it was still pueblo under the Spaniards. :D

I like the moves of the Governor on the Ayala Land and the ICT industry deal but I am not thoroughly convinced on other matters of governance. I also have another reason why but I will reveal them kung lapit na elections sa 2013 or kung gaguluwa na ang mga pulitiko for filing of candidacies. :lol::nuts:

Sambok terminal temporary – Balo


Bacolod City Administrator Rogelio Balo yesterday said the use of the Sambok south terminal will only be temporary as he was already tasked by the mayor to conduct a feasibility study on the construction of a permanent southbound terminal in the vicinity of Brgy. Sum-ag, Bacolod City.

Balo said he is just waiting for the Sangguniang Panlungsod Committee on Transportation headed by Councilor Dindo Ramos to invite private partners in the establishment of the southbound terminal in line with the thrust of the government to encourage public-private partnership.

Hope Ceres will develop the South Terminal, I mean sila nalang ma deal sa City. Himo sila terminal sa South for their own use, and then sila man construct ka South Terminal for double tires. Kay basi mag bagsakan the 2nd time around naman ang South Terminal bala haw.

Guv - NFA to transfer, old jail site up for lease

Gov. Alfredo Marañon Jr. yesterday said the provincial government will lease out the site of the now defunct Negros Occidental Provincial Jail at Gatuslao Street in Bacolod City soon, while the National Food Authority has agreed to vacate the adjacent area.

Marañon said the owners of 888 Chinatown Square are interested in leasing the about 1.1 hectare jail site, but the provincial government will call on a all interested parties to join a bidding for its lease.

The historical marker at the façade of the old jail will be preserved, the governor assured. ( Daw amo gid ni request pirme ni migo RN...)

The NFA, on the other hand, has agreed to vacate its current site owned by the provincial government at Gatuslao Street. The NFA will move to Tabunan, Bago, where the provincial government will construct its new building to bring it closer to the rice farmers whom it serves, the governor said.

The Negros Occidental Sanggunian has set the minimum lease price of provincial government prime property at P60 per square meter a month, Board Member Salvador Escalante said. ( oh... gin set na ha.. basi may mahambal naman da nga wala sila kabalo kag mapa issue naman TRO..:lol::lol:.)

1, 2, 3 knockout punch to SMPHI

In boxing, it is dubbed as a one, two, three knockout punch. And that seems to have happened to the SMPHI in its efforts to pin down the provincial government in the second bidding for the prime government properties around the provincial capitol.

AyalaLand Inc. has yet to see Governonr Alfredo Marañon Jr. accede to its offer for its legal services to help out the government in its TRO sought by SMPHI to temporarily suspend the award of the sale or lease of the 7.7-hectare government property to AyalaLand Inc.

Yet, without lifting a finger, it seems the provincial government has already delivered a knockout punch against SMPHI which has been waging a publicity war against the provincial governor in Manila dailies as against local dailies.

The first was the ALI linking 75 of the 113 public high schools of the province with free access to the Internet. This was helped by Senator Franklin Drilon and other donors.

The GILAS (Gearing UP Internet Literacy and Access for Students) received a donation of P10-million from Sen. Drilon’s Priority Development Assistance Fund (PDAF). Of the amount, P4-million went to the Internet package of 40 schools in Negros Occidental.

Governor Marañon and E.B. Magalona Mayor David Albert Lacson thanked both Ayala and Drilon for choosing 75 out of the 113 public schools to benefit from the project.

The second, and more fatal for SMPHI, was the rejection by Associate Justice Victoria Isabel Paredes of SMPHI’s urgent ex-parte motion to be deputized to serve court orders and resolutions on respondents in the TRO order.

This order by the CA associate justice was furnished Wednesday to the Provincial Legal Office.

The SMPHI filed an urgent ex-parte manifestation and motion a day after it filed its petition for the TRO with the SMPHI filing a surety bond of P50-million to answer any and such damages as the respondents may sustain by virtue of the TRO.

So far, according to Gov. Marañon, the provincial government still has to receive a copy of the TRO. In fact, as stated by Atty. Mary Ann Manayon-Lamis, the legal officer, some SMPHI personnel tried to serve them a file copy of the order despite the lack of deputation from the CA.

The knockout punch was Wednesday’s pencil point briefing by ALI vice president Joel Luna of his firm’s Capitol Civic Center development plan to a multi-sectoral group at the Capitol’s Social Hall.

That was met with applause by the group which included business leaders, non-government organizations, and various other sectors of Negros society, including local government leaders.

Luna was accompanied by Jorge Marco, Rico Manuel and Roberto Ongsiaco, all of ALI.

The members of the Negros Occidental Sangguniang Panlalawigan, headed by Vice Governor Genaro Alvarez Jr. also attended en masse the briefing and reiterated their previous endorsement of the ALI contract to Gov. Marañon.

The governor also pointed out that SMPHI did not have basis for their assertion that they were the first to have submitted their unsolicited bid for capitol property.

He said that ALI had long before that already expressed its interest in the government property and that SMPHI only offered its own unsolicited bid in April 2011.

Thus, he explained, it was not true that SMPHI had been given the run-around by the provincial government to make ALI win the bid.

That was the main argument by Manila columnists who were unaware of the true state of things happening in the province.

The thrust of the PR move was to smear the reputation of Gov. Marañon, who despite his long service in public office, had never been touched by any hint of scandal or rumor.

A check with the Ombudsman and the COA by a local columnist showed that Marañon never had been charged for any offense in either agency of the governor.

Zubiri funds for Negros face cut with resignation
Mayors air support; senator vows comeback

He may have resigned from the Senate but Sen. Juan Miguel Zubiri yesterday vowed to stage a comeback in 2013.

“This is a temporary setback, I will come back with a bang,” Zubiri told the DAILY STAR in a phone interview yesterday.

Zubiri, who resigned from the Senate Wednesday, is arriving in Negros Occidental today to further explain to his fellow Negrenses the reason for his actions and to thank them for their support.

Zubiri’s resignation has been described by Negrense leaders as a loss to Negros Occidental and the sugar industry.

During his incumbency as senator he had allocated P1 million for each of the 32 towns and cities of Negros Occidental for various projects. An additional P500,000 for each of the 32 areas was set to be allocated this year, but Zubiri told the DAILY STAR that with his resignation, that will not materialize.

Zubiri, who is set to speak before the Integrated Bar of the Philippines-Negros Occidental Chapter at L‘Fisher Hotel in Bacolod City tonight, assured that he will continue working for the interests of Negros Occidental and the sugar industry in his private capacity.

The senator also said he will run for the Senate in 2013 so that he can continue serving the province again in an official capacity.

Zubiri, whose father is from Kabankalan City, in a privilege speech Wednesday afternoon delivered before the Senate, said he was resigning with honor and dignity, amid claims that he benefited from alleged cheating in the 2007 senatorial elections.

”I did not cheat nor ask anyone to cheat for me and my family. We would never tolerate any form of electoral fraud,” Zubiri said.

PIMENTEL PROCLAMATION

Zubiri’s winning the 12th slot in the 2007 senatorial elections was contested by Aquilino “Koko” Pimentel III, who charged that he was cheated of his victory and filed a protest before the Senate Electoral Tribunal.

Pimentel is married to Negrense beauty queen, Jewel Mae Lobaton, former Miss MassKara of Bacolod City. She was the Miss Philippines-Universe 1998 first runner-up who was officially selected as the Philippine representative in the Miss Universe pageant held in Honolulu, Hawaii.

With the withdrawal of his counter protest before the Senate Electoral Tribunal, Zubiri said Pimentel is expected to be proclaimed Senator within a month.

Zubiri said if he did not withdraw his counter protest, he could have delayed the Senate Electoral Tribunal’s decision but what is important is to uphold the public’s interest, he said.

ZUBIRI TOUCHED

Zubiri said he was touched by the outpouring of support for him from Negrenses, and hopes that they understand that his resignation had to be done for a higher purpose.

Negros Occidental Gov. Alfredo Marañon Jr. yesterday again called Zubiri a true statesman for resigning even before the Senate Electoral Tribunal came out with a decision.

“He (Zubiri) helped Negros Occidental very much, he is a loss to our province but he will be back, I’m sure of that,” the governor said.

He cited Zubiri’s having championed the cause of the sugar industry and the needs of Negros Occidental.

“I hope Zubiri’s actions will serve as an example to other politicians,” Marañon said.

MAYORS’ SUPPORT

EB Magalona Mayor David Albert Lacson, president of the League of Municipalities-Negros Occidental chapter and Negros Association of Chief Executives, said the LMP and ACE Negros Occidental laud Zubiri for his resignation.

He (Zubiri) is truly a rare breed of politician worthy of emulation, Lacson said.

Lacson, who is also the senator’s third cousin, said, “At least Senator Zubiri proved that he’s not after the power but the dignity of his family.”

The LMP and ACE chief also asked Negrenses to cease from speculating that Zubiri is “guilty” of poll fraud because he resigned from his current post.

“Let us be reminded that allegations of rigging the 2007 election that catapulted him (Zubiri) to power remain to be proven yet,” Lacson stressed.

“But the best thing that happened was that Sen. Zubiri acted as a true statesman with all delicadeza,” Lacson said.

Jose Ramos, secretary and treasurer of the CONFED sugar coops, said he is saddened by the untimely resignation of Zubiri.

“Negros Occidental and the sugar industry lost an effective and able defender. He authored and worked for the passage of the new Cooperative Act of the Philippines that exempted sugar producers’ cooperatives from the VAT (Value Added Tax),” Ramos said.

SENATE

The Senate Wednesday decided not to act on Zubiri’s resignation and accept it at face value.

“The senators decided that we should not even vote or we should not even take it upon ourselves whether we should accept or not accept a resignation. We should just take it at face value,” Senate Minority Leader Alan Cayetano said yesterday.

“Because if we accept it then we will be admitting that we have the powers to accept it, and it will become a precedent that every time that happens we will have to vote,” he said.*CPG

Jail, NFA lots up for bidding, too


THE Negros Occidental Provincial Government has plenty of lots to offer for bidding.

Governor Alfredo Marañon Jr. on Thursday confirmed that, aside from the approximately two-hectare lot at the Paglaum Sports Complex in Bacolod City, the lots where the old provincial jail and the National Food Authority (NFA) building stand will also be offered for bidding.

The old provincial jail is now vacant, as the inmates were already transferred to the new Negros Occidental District Jail in Barangay Tabunan, Bago City.

Marañon said that the NFA management has already signified its willingness to transfer to the property of the Provincial Government in Barangay Tabunan, Bago City near the new jail.

The Provincial Government has been offering the place to NFA, he said.

The old provincial jail area is about 1.2 hectares, while the NFA area is less than the size of the jail area.

The Provincial Government will construct the building for NFA in Barangay Tabunan, Marañon added.

Meanwhile, the governor disclosed that the two-hectare area at the Paglaum Sports Complex area will be prioritized in the schedule of bidding. The bidding for the Old Provincial Jail and NFA lots will then follow.

The owners of 888 China Town Square has already signified interest on the Old Provincial Jail lots, which is just across 888 while Robinsons has also signified interest on the Paglaum property.

These properties will be subjected to bidding, Marañon stressed.

The area occupied by 888 China Town Square is under a 50-year lease. The agreement was inked during the administration of the late governor Joseph Marañon, brother of the incumbent governor. (Teresa Ellera-Dulla)

When was this jail/fort constructed? I think this is a heritage site of the Negrense people.

Zubiri, whose father is from Kabankalan City, in a privilege speech Wednesday afternoon delivered before the Senate, said he was resigning with honor and dignity, amid claims that he benefited from alleged cheating in the 2007 senatorial elections.

”I did not cheat nor ask anyone to cheat for me and my family. We would never tolerate any form of electoral fraud,” Zubiri said.

PIMENTEL PROCLAMATION

Zubiri’s winning the 12th slot in the 2007 senatorial elections was contested by Aquilino “Koko” Pimentel III, who charged that he was cheated of his victory and filed a protest before the Senate Electoral Tribunal.

Pimentel is married to Negrense beauty queen, Jewel Mae Lobaton, former Miss MassKara of Bacolod City. She was the Miss Philippines-Universe 1998 first runner-up who was officially selected as the Philippine representative in the Miss Universe pageant held in Honolulu, Hawaii.

With the withdrawal of his counter protest before the Senate Electoral Tribunal, Zubiri said Pimentel is expected to be proclaimed Senator within a month.

Zubiri said if he did not withdraw his counter protest, he could have delayed the Senate Electoral Tribunal’s decision but what is important is to uphold the public’s interest, he said.

ZUBIRI TOUCHED

Zubiri said he was touched by the outpouring of support for him from Negrenses, and hopes that they understand that his resignation had to be done for a higher purpose.

Negros Occidental Gov. Alfredo Marañon Jr. yesterday again called Zubiri a true statesman for resigning even before the Senate Electoral Tribunal came out with a decision.

“He (Zubiri) helped Negros Occidental very much, he is a loss to our province but he will be back, I’m sure of that,” the governor said.

He cited Zubiri’s having championed the cause of the sugar industry and the needs of Negros Occidental.

“I hope Zubiri’s actions will serve as an example to other politicians,” Marañon said.

MAYORS’ SUPPORT

EB Magalona Mayor David Albert Lacson, president of the League of Municipalities-Negros Occidental chapter and Negros Association of Chief Executives, said the LMP and ACE Negros Occidental laud Zubiri for his resignation.

He (Zubiri) is truly a rare breed of politician worthy of emulation, Lacson said.

Lacson, who is also the senator’s third cousin, said, “At least Senator Zubiri proved that he’s not after the power but the dignity of his family.”

The LMP and ACE chief also asked Negrenses to cease from speculating that Zubiri is “guilty” of poll fraud because he resigned from his current post.

“Let us be reminded that allegations of rigging the 2007 election that catapulted him (Zubiri) to power remain to be proven yet,” Lacson stressed.

“But the best thing that happened was that Sen. Zubiri acted as a true statesman with all delicadeza,” Lacson said.

Jose Ramos, secretary and treasurer of the CONFED sugar coops, said he is saddened by the untimely resignation of Zubiri.

“Negros Occidental and the sugar industry lost an effective and able defender. He authored and worked for the passage of the new Cooperative Act of the Philippines that exempted sugar producers’ cooperatives from the VAT (Value Added Tax),” Ramos said.

SENATE

The Senate Wednesday decided not to act on Zubiri’s resignation and accept it at face value.

“The senators decided that we should not even vote or we should not even take it upon ourselves whether we should accept or not accept a resignation. We should just take it at face value,” Senate Minority Leader Alan Cayetano said yesterday.

“Because if we accept it then we will be admitting that we have the powers to accept it, and it will become a precedent that every time that happens we will have to vote,” he said.*CPG

mig basi may balita ka about negros federalism state kay daw imo gid ni linya...hopefully by next election naman on 2016 ok na...kun successful na ang redistricting of bacolod and negros daw indi ko ma imagine kun daw ano ka progress sang sugarland capital of pinas...kun by state siguro ang negros its like DC, kun by metropolitan siguro ang bacolod its like a NY (modes of dreaming):lol::)
