Anyway, the SM-Ayala ruffle is pretty interesting even here in Manila. It involves big players fighting over public land. It really does engage people to discuss and talk about it, as it affects the local and even national economy.

To think of it, Mr. Sy has a property within Ayala Center. Hehe! :D

ang balay sang migo ko da between PNB and Bank of Commerce nabakal naman kag ang buyer amo man ang owner subong sang BoC kag Shakey's na building kag may kk na basi kuno hotel naman ang ipatindog, lapad na da ang lote sang migo ko with their ancestral house and a swimming pool at the back ...:)

It's not the right term you used when you say "mangin mainuswagon ang Negros". so you think we are not? because we are just to be progressive yet?

Negros Occidental is in the top 5?don't know exactly the ranking in the most progressive provinces...so to say that we are in the making of a progressive province is wrong!don't get offended migo.Peace ta ya ah!:lol::lol::lol:

Bacolod City Flyover Inaugurated This Morning


DPWH Sec. Rogelio Singson and French Ambassador Thierry Borja de Mozota will be the guest in tomorrow’s (August 19) inauguration of the city’s first flyover.

In a program sourced by PIA from the office of Bacolod City Lone District Rep. Anthony Golez Jr., both guests will deliver their messages, while Bacolod City Mayor Evelio Leonardia will give the welcome remarks during the program that will start at 8:30am.

Bishop Vicente Navarra of the Diocese of Bacolod will bless the flyover.

A drive-thru cutting of the ribbon will ceremonially open the P356 million bridge.

The project was started last March 5 this year and completed July 25, 2011. Funding was sourced from COFACE Export Credit Guarantee Assistance from the French government.

Nakalabay gid man ko kagina sa flyover coming from Talisay. much better gid man tanu f laba sya. Daw gulpi lang b nagtaklaron ang sa approach and ofcourse the opposite naman magpanaug.

But ofcourse mayo na lang na sang sa wala na gid.

Muscovado is the closest you can have to pure sugarcane juice and it really is hardened sugarcane juice so namit. Not to mention the slightly alcoholic properties of sugarcane juice is somehow retained a bit in muscovado. Process your sugarcane juice in another way then you have the alcoholic drink "basi" by the Ilocanos. :lol:

Medyo traffic guid kag lubaklubakon sang dalan. If you're in a hurry, you may wanna pass a different route to avoid traffic and the bumpy road.

Good am.. i saw it also mga megs... what worried me is that, last year lang ni sila nag cemento sa circumferential, tapos indi pulido ila ubra, bisan o.k. pa ang cemento gin buhoan pa nila.. tsk.tsk...:bash: tapos indi man nila pag ubrahon dayon.... stupid DPWH (Delapidated and delayed works in Highways) Tani gin asphalt overlay nalang nila para dasig kag less expensive.. like what they do along lacson... diba? , ang sala naman sa lacson na asphalting, is that ang 6 lanes nahimo nalang 4 lanes kay ang both sides wala nila gin asphalt.. tsk.tsk...:bash::bash: attention DPWH!!!!!!!!!! tan awa nyo man ubra nyo..:bash::bash:

"Ginakay-o" (quote-unquote) nila ang dalan biskan indi man kalay-uhon kay siyempre kwarta naman ini. Road fixes means under the table fixes hence these things happening. :bash::bash::bash:

ga agree gd ko mig, tani gn butangan na lang asphalt, kag nag concentrate sila sa pag palapad sang dalan to 4 lanes or 6 lanes (better)

but they have to relocate people first living near that area. kay daw ka over crowded na gd. kag ka delicado sa part nila. imaginon mo ang balay nila ara gd sa kilid sang dalan kun ma tulogan ang truck driver kag e plow ang balay nila ma murag muragan gd na sila. :bash::ohno:

daw na kita ko na gn extend nila ang place kag daw gn extreme make over, but I'm not for sure yet if they're planning to put up 2nd floor. I'm hoping to see 2nd floor and in al fresco design.

‘PHL making comeback as net exporter of sugar’

With a bumper sugarcane harvest, the Philippines is poised to export at least 300,000 metric tons of raw and refined sugar this crop year, Agriculture Secretary Proceso Alcala said yesterday.

With a substantial harvest of 2.39 million MT for CY 2010-11, 21.3 percent more than last year, the country is on the way to regaining its previous distinction as a net sugar exporter, Alcala said in a government press release.

During the 17th Asia International Sugar Conference in Cebu, Alcala said “We have been making great strides in sugar production the past year. This may very well be the start of the country producing more than enough to meet its domestic requirements and quota obligations, but also to ensure that sugar farmers have a reasonable, sufficient, and ‘livable’ income.”

With continuing synergistic efforts of sugar industry farmers and stakeholders, and government through the DA-Sugar Regulatory Administration, Alcala said the country may no longer import sugar and instead once again be a major sugar supplier in Southeast Asia, the press release said.

Thus, due to a bumper harvest, supply of raw sugar increased five-fold to more than 623,500 MT. This is also due to lesser sugar consumption, which dipped to 1.5 million MT this year, from 1.8 million MT in CY 2009-10.

As a result prices of raw sugar fell from a high of P2,480 per 50-kilo bag to P1,300. The same is true with refined sugar.

Domestic consumption dramatically dropped to 655,840 MT, 31 percent less than last year, leaving a balance of more than 300,000 MT.

Similarly, prices of refined sugar also dropped from a high of P2,600 per 50-kilo bag to about P1,950 per bag.

Alcala said the country remains confident to maintain a high level of production for CY 2011-12, of at least 2.4 million MT of raw sugar.

“We look forward to building from these gains next year, as more farms are planted and program interventions continue for CY 2011-2012,” he said in the press release.

In particular, he said the DA-SRA will improve the efficiency and productivity of small farms by providing necessary infrastructure like bigger and automated loading ports, farm-to-mill roads, irrigation facilities, financing windows, and other support services through the DA convergence initiatives with other departments, particularly Department Agrarian Reform and Department of Environment and Natural Resources.*PNA

Ay abaw, more than a week ago na tingala ko na kanami pa sang semento sa circumferential sa tubang balay namon gin pang buhuan nila tapos asta subong wala man gintandug...ti daw sungkaan da subong kag nagatagultol imo salakayan maglabay ka da...tani wala lang anay nila ginguba kay maayo pa man kag kon ginguba nila dapat sige sige na dayon ang pag ubra, indi kay gub on tapos pabay an....daw wala gid sang pag bag o ang tuwid na daan ah...:ohno::nuts::bash::bash:

Executive Order No. 21 Series of July 2011, stipulates the reconstitution of the Bacolod Task Force Clean and Green, was signed by Bacolod Mayor Evelio Leonardia.

This is aimed at ensuring and supporting health and safety of the general public, by sustaining government programs that promote clean and green communities for an epidemic-free environment.

Functions of Bacolod Task Force Clean and Green: to inculcate in the minds of constituents discipline, self-reliance, resourcefulness, cooperation, cleanliness and environmental awareness; to mobilize all sectors of society in transforming and helping their community into clean and green areas, with the least expense of the government. The task force is likewise expected to provide avenues for people’s organizations, NGOs and other private sector organizations to actively participate in community development efforts; to undertake projects and activities designed to sustain the clean and green program of the national government, in order to keep the city free from epidemics, and to monitor projects and activities related to cleaning and greening of Bacolod City.

The new task force is composed of: City Mayor Bing Leonardia as Honorary Chairperson, Vice Mayor Jude Thaddeus Sayson as Honorary Vice Chairperson, Myrna Servando of the Lions Club as Overall Chairperson, Councilor Em Ang is Vice Chairperson for Cluster 1 (South), Councilor Sonya Verdeflor is Vice Chairperson for Cluster 2 (North) and Liga President Mona Dia Jardin is Vice Chairperson for Cluster 3 (Central).

Bacolod Task Force Clean and Green is an example of private-public partnership, that Bacolod City, as pilot area of the DELGOSEA project on "best practice transfer" – is emulating, by involving not only government but also private sector organizations in the implementation of clean and green project.

Non-government organizations involved in the "Clean and Green" are church-based organizations, civic groups, business enterprises, the academe, and Tsinoy associations.*

Puregold sets P12.42-B listing this year

Retail chain Puregold Price Club Inc. is pursuing an initial public offering (IPO) that could raise as much as P12.42 billion this year to expand its store network, documents filed with the Securities and Exchange Commission showed on Thursday.

In a preliminary prospectus, Puregold outlined plans to sell 600 million primary and secondary common shares priced no more than P18 each to raise up to P10.8 billion.

The company also provided an over-allotment option for 90 million common shares, which could add another P1.62 billion.

Including over-allotments, the offer shares represent 34.5 percent of the company’s outstanding stock.

Puregold planned to hold the IPO in March this year, saying it would sell 700 million common shares at P16 each. The company decided to postpone the initial share sale given volatile market conditions in the first half.

For the current offer, Puregold tapped The Hongkong and Shanghai Banking Corp. Ltd. and UBS AG as lead international managers and bookrunners while BDO Capital and Investment Corp. and First Metro Investment Corp. were tapped as domestic underwriters.

Evercore Partners served as financial adviser to the deal.

The 13-year-old retailer led by Filipino-Chinese businessman Lucio Co is selling shares to partly fund the expansion of its store network, mainly geared toward the mass market.

At present, Puregold has 72 stores mainly in Metro Manila and Luzon. The company operates supermarkets, located near residential areas, and hypermarkets, which are built near commercial centers or transportation hubs.

It also operates so-called discounters, which offer limited goods but at lower price points.

The company plans to open outlets in new locations, including Davao, Rizal, Cavite, Pangasinan, Baguio, Ilocos, Camarines Sur, Bacolod, Cebu, Iloilo, Leyte, Albay and Mindoro. Capital spending this year is set at P1.17 billion and P3.02 billion for 2012.

Puregold also plans to retire debts worth P2.25 billion to China Banking Corp., Metropolitan Bank and Trust Co. and Banco de Oro Unibank Inc., the prospectus showed.

Puregold said sales in the six months to June rose 41 percent to P17.3 billion. Net income during the period jumped 269 percent to P782.8 million.

So far, only building contractor Megawide Construction Corp. braved the equity market to hold its P2.3 billion IPO in February.

Apart from Puregold, electronics maker Cirtek Holdings Philippines Corp. has filed its application to hold a P660 million initial share sale.

I think, better concrete it first before putting the asphalt overlay, since the Carlos Hilado Highway (Circumferential) is a main road for heavy sugarcane trucks, tankers, trailers and container vans...asphalt alone is too costly if they annually get destroyed from he rapid wear and tear of heavy trucks and prolonged rainy seasons. Mahumok ang aspalto so mas manami kung may concrete sya nga base.

Additional flyover depends on Bacolodnons

DEPARTMENT of Public Works and Highways (DPWH) Secretary Rogelio Singson said that the second flyover for Bacolod City will depend on how the people want the project.

“We will study how we can revive it, as it is already on the verge that Bacolodnons may lose the opportunity to have it. It all depends of the people here,” he said following the inauguration of the first flyover in the city Friday.

He said that the first flyover was completed in just over four months, wherein normally DPWH finishes it in 15 months.

He said that there are those who considered the P365-million flyover as expensive but the DPWH secretary said that the materials were already at their depot and they have no choice but to implement the project to the recipient city than leave the materials to rust.

Singson was joined by Mayor Evelio Leonardia, French Embassy representative Phillippe Gouvary, and lone district of Bacolod Representative Anthony Golez, Governor Alfredo Marañon Jr., DPWH Undersecretary Rafael Yabut, DPWH Assistant Secretary Emil Sadain,
DPWH-PBPO OIC Project Director Oscar Villanueva and DPWH-Western Visayas Director Evelyn Barroso during the inauguration rites.

Leonardia thanked the secretary because it is in his term that the project was finally given the go signal.

Leonardia recalled that it was on Sept. 23, 2004 when a group of engineers visited Bacolod City Hall and DPWH said that Bacolod is one of the beneficiaries of the President’s Bridge Program.

In 2006 it was confirmed that indeed Bacolod will be a recipient of the said mega structure, he said.

Leonardia said Bacolod City welcomes the flyover for it symbolizes progress and development and is concrete evidence that Bacolod City is indeed moving forward.

He also said that the structure is a big help in traffic decongestion and will propel Bacolod to surge ahead.

On the other hand, Singson said that the flyover is ideal for congested areas, and implementing the said project will benefit not just Bacolod but also the people living around the flyover.

Gouvary, for his part, said that the flyover is a sign of connection and progress between two countries, the Philippines and France.

He expressed his gratitude to all the participants, especially the local dignitaries who made the said project successful.

Golez, on the other hand, said that it was a day full of joy and thanksgiving, as he feels indebted and grateful for the support given towards progress.

“It is a celebration for it is the first time that a mega structure was built in Bacolod; a dream of having a 4-lane circumferential national road,” he added.

He also acknowledged Leonardia’s all-out support for the DPWH project and the professionalism of City Government officials.

He said that the flyover has stirred so much emotions and euphoria - a gift to the people of Bacolod.

It is our duty here in SSC Bacolod to safeguard the interest of Bacolod being the creme de la creme of the province. As long as we are here, we would not let that second flyover project go to the trash. :guns1:

DONNIE Nietes, who held the World Boxing Organization (WBO) miniflyweight crown for four long years, is perhaps the most underrated and unheralded great Filipino boxing champion of this generation.
Humble and unassuming, the 29-year-old Nietes does not have the charisma of Manny Pacquiao, the air and flair of Nonito Donaire, Jr., or the articulateness of Brian Viloria neither did he generate controversies like the alcohol-powered Marvin Sonsona.

But Nietes is a brave and great champion.

Consider this. Ever since winning the WBO title in a fight staged by his patron Don Antonio L. Aldeguer in Cebu City in 2007, Nietes defended his title for four straight times, three of these defenses were in his challengers’ territory, Mexico.

There is no other Filipino fighter in the history of the sport who has scored so many successful title defenses in his opponents’ territory.

Not even the great Manny Pacquiao.

In fact, looking at the list of fights that the Pacman engaged in, it is easy to conclude that the numbers in his loss column could have doubled had he fought in Mexico.

Easily, Manny could have lost his two fights against Juan Manuel Marquez and his fight against Nedal Hussein had these fights been held in Mexico.

In Mexico, the referee would have conveniently waved off the fight and declared the Pacman badly hurt and unable to continue when he was knocked down by Hussein.

But with the advantage of fighting in his own territory, Pacquiao survived the knockdown and came back in the latter rounds to knockout Hussein.

As for the Marquez fights that ended in a draw and a split decision, the judges would have viewed the fights differently had they been staged in Mexico.

And it is for this reason that Nietes’ courage deserves admiration.

Nietes actually could have made history by making more title defenses of his 105-lb. title were it not for the weight problems.

“He just could not easily make the 105-lb. limit anymore that’s why we decided to move him up to the junior flyweight division,” said ALA Boxing Promotions vice president Dennis Cañete.

In his first foray into the 108-lb. division, Nietes easily disposed of his Mexican opponent by knockout in the first round showing new-found power developed through a new conditioning program under physical conditioning coach Pio Solon.

This October, Nietes will make his first stab at the world title in the junior flyweight division when he challenges Mexican champion Ramon Hirales Garcia for the WBO title.

Unlike is title defenses for his miniflyweight title, Nietes will be fighting for his second world title in
Bacolod City where the crowd will certainly be rooting for him and where he will be comfortable with the climate.

I have seen Hirales fight once in Mexico when he won the WBO title by technical knockout.

Judging by Hirales’ performance in that fight, it is safe to say that Nietes will have the upper hand when they meet in October.

Besides, with his record of 28 wins, 16 by KO, only 1 split decision loss and three draws, Nietes is the more experienced fighter compared to Hirales Garcia.

If and when Nietes wins that title, he will hold the distinction of being one of the very few Filipino fighters who have won titles in two or more divisions and he will be in the league that includes such boxing greats like Pacquiao, Luisito Espinosa and Dodie Peñalosa.

It’s a pity that Nietes does not have the body frame and height like the Pacman which could have allowed him to gain more weight and move up to higher divisions to win more titles.

He is just a natural flyweight, a small division where the purse is also understandably puny compared to the hundreds of thousand dollars that Donaire makes or millions that Manny earns.

But regardless of the amount of purse, Nietes could be rated as among the best in the world today, pound-for-pound.

SAN CARLOS BioPower, Inc. has resorted to putting up an 18-megawatt (MW) biomass power plant in Negros Occidental to be powered by sugarcane by-products as the larger ethanol facility of its affiliate remains stalled.

“San Carlos BioPower will be a greenfield, stand-alone power plant with a generation capacity of 18 MW supplying baseload power to the local grid,” the company said in a statement yesterday.

“San Carlos BioPower...already secured its first 30% equity commitment from ThomasLloyd’s Cleantech infrastructure fund,” it added.

The ThomasLloyd Group earlier announced the acquisition of Bronzeoak Ltd., the principal proponent in San Carlos BioPower.

Bronzeoak Ltd. is the owner of Bronzeoak Philippines which runs local ethanol firm San Carlos Bioenergy.

The ethanol producer had earlier halted operations, citing competition from cheap imports from Brazil.

The biomass plant, on the other hand, will be built on 20 hectares of land with another five hectares for fuel storage.

The company said sugarcane residues are “typically left in the fields after harvest and energy crops from dedicated plantations.”

San Carlos BioPower’s plant will “provide electricity to an area of short supply and increasing demand for power and will provide an additional source of income for the local farming community.” -- Emilia Narni J. David

Don Salvador Benedicto, a fourth class municipality located in the mountainous regions northeast of Negros island, was established as a town in 1983. Its semi-temperate climate with temperatures ranging from 16 to 24 degrees Celcius has earned for itself the title of ‘summer capital’ of the island.

Farmers in the area raise so-called Benguet vegetables like lettuce, cabbage, sayote, potato and tomato.

Don Salvador Benedicto Mayor Laurence MJ Dela Cruz said a Korean firm has already established a vegetable farm in the area to supply the needs of Korean restaurants in the Visayas.

To support the production of organic vegetables and other crops, Alcala said the DA, through the National Irrigation Administration (NIA), will construct an irrigation project next year that will put into productive use an additional 1,500 hectares of farmland.

The DA chief said the government will help Don Salvador Benedicto farmers to engage in the production of coffee, cacao and tea.

Alcala granted the town through a counterpart scheme two hand tractors, two threshers, five carabaos with farm implements, two flatbed dryers, hundreds of coffee and cacao seedlings, and 10 four-year college scholarship grants (inclusive of tuition, books and monthly stipends) to deserving high school students who will pursue college degrees in agriculture, fishery and other related courses.

I think Ilonggo na da bala ang ara sa higher-ups nila mo. I once saw an article about someone from Cibo making a salad out of ubad which is actually amazing since medyo pilit ya ang ubad than ubod but came out good. :lol:

Basta ang mahambal ko lang...zone these salad farms properly so that the remaining forest land will remain intact or else we will end up like Baguio and La Trinidad's slopes that were hastily converted to veggie farms for big demands of salad veggies. Basta halong lang sila sa pag open sang DSB to salad farming....I suggest that these farms are better placed at the part of DSB that borders San Carlos City, Toboso and Caltrava

BACOLOD CITY, Aug. 20 (PIA) -- Farmers of Kabankalan City in Negros Occidental, and even of the nearby town of Mabinay in Negros Oriental, will now be able to easily bring their produce to the market with the new agricultural tramlinein their area.
The Tagukon Agricultural Tramline Project based in Brgy. Tagukon in Kabankalan is a collaborative project of the Department of Agriculture – Philippine Center for Post Harvest Development and Mechanization (DA-PhilMech) and the Provincial Government of Negros Occidental.
The project was funded by DA-PhilMech while the provincial government through the Office of the Provincial Agriculturist (OPA) provided the technical assistance and supervision of its construction.
The tramline has a structure engine, shed house, two towers, carrier, and cable assembly.
It was built to provide easy transport of agricultural products with a maximum capacity of 350 kilograms per trip.
This will cater to farmers in the upland barangays of the City of Kabankalan and Municipality of Mabinay, Negros Oriental.(Capitol News/JSC/EAD-PIA6 Negros Occidental)

Thats the bad fate of supposedly efforts for reforestation, Pero Tungod sang NPA, hindi dali2x makakuha passes to enter these areas, para makatanum Endemic Species of Trees. Areas na dapat a reforested are Magallon, Himamaylan, Binalbagan, Kabankalan, Ilog, Candoni, Hinobaan, Cauayan, and Sipalay. They have all 10 year programs, nasugdan way back 2001. t 10 Years na. Ulihi na nila nakita ang supposedly benefit sang reforestation Project. So Far sa Bago, La Carlota, Silay, Talisay, Cadiz, La Castellana, San Carlos, Toboso, Victorias, EB Magalona and Escalante pa lang ang miski papaano naga Comply..

Nope, they are different bananas... este, fruits. :lol: Pareho sila hitsura ka dahon pero lainay ni sila. :) Actually, wala ni siya Tagalog name, Ilocano lang which is karamay. :nuts: Damo na sa balay sang mga tiya ni Mom ko. Ginabutang na natun sa Negros sa paksiw nga isda, hipon or kung ano na seafood, sa mga Ilocano guina-dulce lang or pickles kag sa mga Chinese ginakaon after meals. :lol:

There is a Separate Plan for Circumferential Road. Himuoon gid na da sang DPWH 4 lanes, and some parts 6 lanes. Nami sa Burgos-Carlos Hilado Intersection and Flyover nga galiko.

Originally the flyovers were:

Lacson-BS Aquino Flyover - nag entra abi si Monico, nag drag ang issue plus ang N4NM
Lacson-Burgos Flyover - nag reklamo si councilor Catalino alisbo kay maapektuhan iya negosyo

option #2 as suggested by the city

Lacson-CM Hilado (Circumferential) Flyover - now finished
Burgos-CM Hilado (Circumferential) Flyover - opposed by N4NM, some opposition councilors and the fact that the East junction of Burgos is narrow for a flyover...so this one stalled

then it was suggested by Cong.Golez (and Rogelio Balo "daw") to have the Araneta-Magsaysay Flyover since its more "doable" there. But nabalahuba ang contractor sang Infante Flyover with some glitches plus again, Monico nd N4NM....so gin pa wait....but the problem...sa tam-an ka wait...it might be scrapped off na lang....so ang mga bwisit na tani nga samong ang dapat sementuhon sa dalan kag sila ang himuon haligi ang ipatindog nga flyover!

Maayung gab i mga migs, may TM ko nabaton na ang favorite ko na korean resto dira sa Mayfair Plaza ma open branch sa Robinsons on Oct. 01, they will be serving Korean rice Bowls and between 20 to 30 variations of my favorite Korean Ice Cream, ....:cheers:..:banana::banana:

Tagapierme guid ko na da gakaon bibimbap sa ina nga resto if I'm in Bacolod. Ubos ko na pierme ang tanan nila nga banchan (sidedishes). Ka-filling man kag mabusog ka pa especially sa ice-cream pa guid nila. :bow::bow::bow:

The Korean store love is sweeping Metropolitan cities and is now hitting Bacolod thanks to that store. :lol: Tanan ko nga kilala sa school or sa church gabakal Korean noodles or ice cream pierme nga ara lang sa atubang ka duwa nga lugar. :lol: Ang pisyo pierme sang friends ko sa Bacolod nga ka-chat is that ma-excuse sila anay mag-log out to buy Korean noodles. :nuts:

Ka-weird gani nga why do they have to cut old growth forest for agriculture nga tens of thousands hectares ang kalaparun sang duta sa Negros nga cogon lang ang gatubo nga ni isa ka stack sang tubo or other crops wala guid tanom. :ohno: Ang duta sa Candoni nga na-grant as IFMA sa company ni Dad ko kalapad nga puro lang cogon ang gatubo, ni isa ka endemic tree wala, ni isa ka tubo wala guid tanom. 70 - 80% of the area they devoted to reforestation while the rest sa agri-development projects para sa pumuluyo sang lugar. :)

BACOLOD City – Central Negros Electric Cooperative (Ceneco) General Manager Sulpicio Lagarde said this early they are preparing the required power for the development plan of Ayala Land Inc. (ALI) for the 7.7-hectare lot of the provincial government.

Lagarde revealed that CENECO is set to sign a power contract agreement with Greencore this week for a 10-megawatt supply.

BACOLOD City – Central Negros Electric Cooperative (Ceneco) General Manager Sulpicio Lagarde said this early they are preparing the required power for the development plan of Ayala Land Inc. (ALI) for the 7.7-hectare lot of the provincial government.

Lagarde revealed that CENECO is set to sign a power contract agreement with Greencore this week for a 10-megawatt supply.

then it was suggested by Cong.Golez (and Rogelio Balo "daw") to have the Araneta-Magsaysay Flyover since its more "doable" there. But nabalahuba ang contractor sang Infante Flyover with some glitches plus again, Monico nd N4NM....so gin pa wait....but the problem...sa tam-an ka wait...it might be scrapped off na lang....so ang mga bwisit na tani nga samong ang dapat sementuhon sa dalan kag sila ang himuon haligi ang ipatindog nga flyover!


I have liked it tani kun sa BS Aquino-Lacson ang flyover nga naga left turn pakadto BS Aquino and another flyover tani at BS Aquino La Salle Ave, where those nga ma right turn sa La Salle would turn right beneath the flyover towards La Salle Ave while those nga ma derecho will take the flyover right after Redemptorist then naog didto sa Shell near the Turtle Building....ang maliko sa Doctors Hospital sa dalum flyover eh...

What is the basis of these group's opposition to flyovers? Last Christmas season, traffic at the junction of Burgos and CM Hilado was a mess. At one point, the line of vehicles extended from Grace Pharmacy up to the Bacolod Government Center! In a few more years, traffic in this area will surely increase and the long lines of vehicles will evolve from being a seasonal (as in Christmas) occurrence and become a daily problem.

Maybe N4NM do not like flyovers because they think these are potential eyesores, like many of the flyovers in Metro Manila, which now serve as roof to squatters, illegal vendors,or just plain garbage. But we all heard Congressman Golez that these will not be allowed to happen here in Bacolod. And I do hope that our local leaders will make our first flyover a centerpiece of the city's new clean and green program by keeping the flyover fresh looking by diligent maintenance.

Pero kon indi gid ya gusto sg iban da ang flyover, maybe they will agree to digging an underpass along CM Hilado at its intersection with Burgos, like the Lagusnilad in Manila and the ones on EDSA at Cubao, Shaw and Makati Ave. Considering the width of CM Hilado, though, it may just be a two-lane underpass, I think. Plus, as I understand, digging an underpass will cost more than building a flyover.

I was there and I had a big headache since I'll be late for the Christmas Service sa East View. Something must be done to ease perennial traffic in the area. A flyover must be built there for it will help but it would also help if those trucks will be given an alternative route. My :2cents: :D

Agree ko sa imo migs.. pabay i na da sila ya. Puro lang na sila reklamo. :bash::bash:

Ang point is libre man na ang Flyover because it was already funded na project. Gapili na gid lang na gani if where ihatag na syudad or province. We are so lucky kay two gid ka flyover ang ihatag so why pa gid punggan...

As to diin sya ibutang...mas prefer ko sa East area considering na didto na ang next na growth are ka Bacolod.

BACOLOD City – Central Negros Electric Cooperative (Ceneco) General Manager Sulpicio Lagarde said this early they are preparing the required power for the development plan of Ayala Land Inc. (ALI) for the 7.7-hectare lot of the provincial government.

Lagarde revealed that CENECO is set to sign a power contract agreement with Greencore this week for a 10-megawatt supply.

He explained that out of the 10mw, 7mw will be reserved for Ayala Land development project while the 3mw is reserved for the development in the area behind Robinsons Mall in the northern part of the city.[

Lagarde said that CENECO is also preparing for the increase in power demand by 2012 brought about by various development projects in the city.

"We are looking for the needed power starting January 2012," Lagarde said.

He pointed out that based on ALI’s presentation, the full completion of the development of the capitol's property would need about 7mw.

That's why Lagarde said that Ceneco is now on the process of preparing for the infrastructure needed for the future required capacity in their service areas including that for ALI.

Part of this, he said, is the 1,000-square meter lot along San Juan going to Banago because the government plans to continue the construction up to Talisay City.

"We need to have it ready by July 2012 especially on BPOs and call centers," he added.

Lagarde said Greencore offers cheaper power at P4.70 per kilowatt hour.

Negros Occidental Governor Alfredo Marañon Jr. said that the development of the Capitol property by Ayala will immediately start when the contract approved by the Commission on Audit is received by his office.

Ceneco cancels power deal

BACOLOD CITY -- The Central Negros Electric Cooperative (Ceneco) has decided to stop sourcing power from the Iloilo-based Panay Energy Development Corp. despite a supply deal given cheaper alternatives, officials said last week.

This, after the power cooperative found that Panay Energy’s rate of P7 per kilowatt-hour (kWh) is higher than the P5.63/kWh offered by Kepco-Salcon Power Corp., Ceneco President Arnel L. Lapore said.

“The board decided as a collegial body to dishonor the contract with [Panay Energy],” he said.

The deal had been signed by Ceneco’s former president Edward M. Gasambelo.

The announcement came a few days after the National Association of Electricity Consumers for Reforms, Inc. pressed the Energy Regulatory Commission (ERC) to order the cooperative and the power company to stop implementing a contract without the commission’s approval.

Ellen C. Ebcas, director of ERC’s Regulatory Operations Service, confirmed in a recent power forum here that they have not received any application for the approval of the Ceneco-Panay Energy supply deal.

Based on their records, Ms. Ebcas said Ceneco is sourcing power from National Power Corp.-Power Sector Assets and Liabilities Management Corp., Wholesale Electricity Spot Market (WESM) and Kepco-Salcon Power in Cebu.

“Other sources not approved by the ERC are not authorized,” she added.

The contract provides that Panay Energy, which operates two 82-megawatt coal-fired power plant in La Paz district, Iloilo City, supply 24 megawatts to Ceneco, which serves the cities of Bacolod, Bago, Talisay, Silay and the towns of Murcia and Don Salvador Benedicto in Negros Occidental.

Mr. Lapore said they have already notified Panay Energy to stop supplying power to Ceneco.

“They (Kepco-Salcon) have the capacity to supply 64 MW to Ceneco,” Mr. Lapore said. The 10-year contract with Kepco-Salcon was signed in 2007, but took effect only last March, providing Ceneco with 40 MW to cover for the 24-MW intermediate load. The intermediate load is the standby power for 12 hours and for peak loads.

Mr. Lapore said Panay Energy has been charging Ceneco time-of-use (TOU) rate, which is lower than the commercial rate. But they were concerned that the rate would increase once the contract is approved by the ERC.

He said Ceneco is also negotiating to source 10 MW from Green Core Geothermal Inc., which operates the Palinpinon plants in Valencia, Negros Oriental. The Negros Oriental Electric Cooperative II has an excess power supply of 10 MW and has manifested to transfer it to Ceneco.

Ceneco general manager Sulpicio Lagarde, Jr. earlier said their power requirement is 58 MW. During peak hours, it increases to a maximum of 118 MW. -- Nanette L. Guadalquiver with a report from Chrysee G. Samillano

Asia’s sugar demand growth expected to open door to small suppliers

LONDON -- Increasing demand for sugar by China, Indonesia and Malaysia in the next few years is likely to lead to a surge in production by small suppliers such as southern African and Latin American countries as the big exporters fail to keep pace.
Demand growth in sugar is being led by Asia, analysts say.

Next year will see Russia’s import needs surpassed by China, Indonesia, Malaysia and a number of large refineries in the Middle East.

"With Indonesia and China now the largest importers of world market priced sugar, it is very apparent that the growing markets of Asia will be driving the market in the years ahead," said Toby Cohen, director of London-based merchant Czarnikow.

The surge in Asian sugar demand is driven by rising incomes and urbanization, limited land availability, and increased production of processed food.

The growing Asian markets will create opportunities for top regional exporters Thailand and Australia, which benefit from a freight cost advantage over top exporter Brazil.

"The past decade was the decade of Brazil, in terms of production growth," said Plinio Nastari, president of Sao Paulo-based analyst Datagro.

"In the next decade, the production growth will be shared by Brazil and other countries."

Mr. Nastari singled out Colombia, Peru, Guatemala, El Salvador, and some African countries, including Tanzania, Sudan, Zambia and Swaziland among those small suppliers that can alongside the big exporters potentially satisfy growing Asian demand.

Czarnikow has predicted that Asia’s share of global sugar consumption will rise to 50% by 2030 from 40% today, against a backdrop of a 50% increase in global consumption over the next 20 years.

Global consumption is expected to surge to 257 million tons by 2030 from 168 million now.

India, the world’s top sugar consumer and number two producer which can see wild swings in production from year to year, could also find new Asian markets when it has an exportable surplus, said Sergey Gudoshnikov, a senior economist with the International Sugar Organization (ISO).

Mr. Nastari said: "Thailand will continue to be a powerhouse, and India will probably play a significant role as a producer."

Brazil has the capacity to increase its planted area substantially to meet growing sugar demand, but is hostage to volatile freight rates to distant Asian markets, and to its rising production costs, estimated by analysts at some 18-22 cents a pound.

ICE front-month sugar futures stood at 28.29 cents a lb, up 0.25 cent, on Wednesday.
FREIGHT COSTS

In terms of freight, Thailand has a big advantage over Brazil for the Indonesian market, said Colo Sewoko, acting secretary for the Indonesian Sugar Association (AGI).

"Freight is almost double from Brazil and Australia, compared to Thailand," Mr. Sewoko said.

"For the next five years, India maybe and Thailand [will be our main suppliers]. India next year will increase production, so India and Thailand will be the main suppliers to Indonesia."

Analysts said the Philippines, a modest supplier, had potential to boost exports to other Asian markets.

The Philippines aims to sell more than 300,000 tons of sugar this year, including refined sugar, about 100,000 tons above a previous target.

Brazil’s booming economy, rising prices, and a strong real currency will drag on its competitiveness as an exporter, creating opportunities for much smaller suppliers with lower costs of production, such as southern African countries like Swaziland and Zambia, the ISO’s Mr. Gudoshnikov said.

OPPORTUNITY

Czarnikow’s Cohen said sugar consumption growth in southern Africa exceeded production growth, signaling that output would most likely be consumed regionally.

However, Mr. Gudoshnikov said investors could see low-cost southern Africa as an opportunity to add industrial scale capacity to meet international demand.

About 60% of South Africa’s sugar is marketed in the Southern Africa Customs Union region.

The remainder is exported to markets in Africa, Asia and the Middle East.

In Central America, Mexican officials were upbeat about the possibilities of planting more land with sugarcane.

"There is potential to expand," said Carlos Blackaller, the head of Mexico’s national cane workers’ union. -- Reuters

Forum for Solutions to Sugar Industry Problems Set

An essentially-centralized approach to providing key solutions to problems facing the sugar industry, primarily in 2015 when protection would now be removed with zero tariffs for imported sugar, has been agreed upon during a meeting with sugar industry leaders, a worker’s alliance and Negros Occidental Governor Alfredo Marañon Jr., Confederation of Sugar Producers-Negros-Panay Area (CONFED) legal counsel Enrique Barcelona said in an interview with NNF.

Barcelona said during the meeting of CONFED and sugar officials recently, and which was related to issues facing sugar industry stakeholders, Marañon agreed that a more comprehensive solution to the problems was needed, and that consultations with stakeholders could be key which could unblock what could turn out to be the problems bedeviling the sugar industry.

The meeting with the provincial chief executive was the third they had done which started with the first consultation with Bacolod lone district Congressman Dr. Anthony Golez, who had suggested that the sugar industry needed a comprehensive response which could, in all probability, led to a long-term solution to its problems and not just a knee-jerk approach every timeproblems crop up such as the entry of pre-mix and smuggled sugar into the country.

The importation of pre-mixes and the smuggling of sugar which compete with domestic sugar bringing prices down has been the major concern of sugar industry stakeholders recently.

The oversupply has resulted in plunging prices of the commodity.

During their first meeting, Golez had opined that the knee-jerk approach would not do and proposed a long-term solution, more comprehensive "to once and for all strengthen the domestic sugar industry even beyond the 2015 tariff-free period."

It was after another lunch-time meeting that the Sugar Watch-CONFED group decided that a consultation with Governor Marañon was needed.

Again, Golez said Negros Occidental congressmen must be involved in the efforts to provide long-term and comprehensive solutions to the problems facing the industry.

During the third meeting, this time with the governor, and a representative of a Southern Negros sugar planters’ group, Hinigaran Vice Mayor Jose Nadie Arceo of the United Sugar Farmers (UNIFARMS) present, Marañon agreed and proposed the holding of a forum as a medium for consultation with all Negros Island congressmen present, including those in Negros Oriental, representing three districts.

Marañon also promised to do the leg work for the forum insofar as the congressmen are concerned.

CONFED and Sugar Watch officers, on their part, would be the invitation incharge for their own groups.

"Once the forum makes agreements on policies and along with the congressional representatives this would be indeed be very positive as it would do away with the divisive piecemeal approach to problem-solving," added Barcelona.

All the more positive would be the fact that the congressmen who are to introduce legislation for the benefit of the sugar industry, will in effect, constitute the Technical Working Group, (TWG) along with sugar industry leaders and leaders of workers’organizations.

With the collective mindset, correct policies for the sugar industry could then be worked out.

Once policies which would be legislated are out in place through Congress, those in the sugar industry, would be able to face tariff-free 2015 with confidence and resolve, said Barcelona.

Among possible measures which could be incorporated into possible laws to be introduced by congressmen in the island and those in sugar-growing areas in the country, are the would-be conversion of sugar mills as power and electricity-generating units, through the establishment of co-generation utilities using bagasse and sugarcane fields trash, one which Barcelona said, has been brought up by CONFED official, Luis Tongoy during meetings, the CONFED Negros-Panay legal counsel said.

Problems besetting the fledgling ethanol industry could be discussed and bills introduced to solve the problems besetting it, mainly because oil companies would rather buy the commodity from outside because it is cheaper compared to the locally-produced ethanol.

All these and other issues facing the sugar industry could be discussed during the forum, said Barcelona.

Meanwhile, Guillermo Barreta Jr. of sugar Watch said a coming sugar industry summit called by third district Congressman Albee Benitez, would also be very productive because any positive inputs could be incorporated into the data for the drafting of laws which the Negros congressmen could spearhead in Congress.*

MassKara Choreographers Attend Workshop
Bacolod City News Negros Festival Masskara 2011 Negros Occidental Philippines

In order to produce a unique beat for the MassKara streetance competition this October, the choreographers of 15 participating barangays underwent a workshop on live music instrumentation last Friday at the BAYS Center.

"Workshops will be held every week until the choreographers, musicians and trainers produce quality music for their respective barangays," streetdance committee chairman Rudy Reveche said.

For the first time in 32 years, the barangay streetdancing competition will use live music, and each group will choose its own music, Reveche said.

The participants will use drums and percussion instruments, he said.

Conducting the workshop is Gerry Grey, music committee chairman, and his team.

During Friday’s workshop, Grey and his team oriented the participants of the basic musical sounds and rhythms and the instruments that can be used to produce them.

He brought a set of drum beating instruments to show participants of the possible rhythm each can make.

"We also played the festival beats of Cadiz, Kabankalan, La Carlota, Iloilo, and Kalibo, with special instructions not to copy them," Grey said.

"I challenge them, make your own rhythm, make your own authentic Bacolod beat," he said.

Some choreographers and trainers for the Electric MassKara performing float competition and for the schools category also attended the workshop, although the latter will be using this year a remix version of the official MassKara music from 2004 to 2009.

Organizers will announce the next workshop this week.

Meanwhile, application for the operation of festival kiosks at the Bacolod Public Plaza will be accepted by the MassKara office starting today at 9 a.m.

There are 125 kiosks on the three sides of the plaza that are up for rent on a first-come, first-served basis, festival site manager Carmen Arrieta said.

Those interested should visit the MassKara office, as no phone inquiry will be entertained, she stressed.*

Guys, got to use the flyover at 4 am today when I went to the airport, driving was smooth but a bit scary when accelerating to the top because of the narrow 2 lane bridge, anyway basi namag uhan lang ko ah, kag kaagahon pa abi, pero it would be interesting kon adlaw siguro kag damo na salakayan ang naga usar, ang flyover indi man madulom bisan wala lights kay kasanag man sang streetlights sa mandalagan/ bata area so daw wala man gid problema sa kadulom but its another thing siguro kon naga ulan tudo....just my personal observation ah.....maayung udto sa tanan, panyaga ta...:)

What is the basis of this group's opposition to flyovers? Last Christmas season, traffic at the junction of Burgos and CM Hilado was a mess. At one point, the line of vehicles extended from Grace Pharmacy up to the Bacolod Government Center! In a few more years, traffic in this area will surely increase and the long lines of vehicles will evolve from being a seasonal (as in Christmas) occurrence and become a daily problem.

Maybe N4NM do not like flyovers because they think these are potential eyesores, like many of the flyovers in Metro Manila, which now serve as roof to squatters, illegal vendors,or just plain garbage. But we all heard Congressman Golez that these will not be allowed to happen here in Bacolod. And I do hope that our local leaders will make our first flyover a centerpiece of the city's new clean and green program by keeping the flyover fresh looking by diligent maintenance.

Pero kon indi gid ya gusto sg iban da ang flyover, maybe they will agree to digging an underpass along CM Hilado at its intersection with Burgos, like the Lagusnilad in Manila and the ones on EDSA at Cubao, Shaw and Makati Ave. Considering the width of CM Hilado, though, it may just be a two-lane underpass, I think. Plus, as I understand, digging an underpass will cost more than building a flyover.

Bacolod Councilor Dindo Ramos has authored a resolution calling on the City Legal Office to conduct an inquiry concerning the continued destruction of roads in Bacolod City that are still in good condition, and without coordination with the city government.

Ramos, chairman of the Bacolod Sangguniang Panlungsod Committee on Transportation and Traffic Management, yesterday said he is also asking the CLO to file appropriate legal action or impose appropriate sanction against the violator if the destruction of the roads is unwarranted.

He said the local government unit is mandated by the Local Government Code to protect the properties of the government, be it locally funded or nationally funded properties.

Ramos said he has observed that well-paved roads still in good condition specifically along Burgos Street leading toward Sta. Fe, and the Circumferential roads in Brgys. Villamonte and Mansilingan, are presently being destroyed purposely to replace them with newly constructed ones without proper coordination with the city.

“This has caused so much inconvenience to our constituents, not to mention the waste of government resources as serviceable roads are being indiscriminately destroyed to be replaced with newly constructed roads,” he said.

Ramos said it appears to be very illogical and irrational why the destruction of well-paved roads continues, when in fact, there are several national roads which are no longer serviceable that require immediate repair, yet these are not attended to by the concerned government agency.

Guys, got to use the flyover at 4 am today when I went to the airport, driving was smooth but a bit scary when accelerating to the top because of the narrow 2 lane bridge, anyway basi namag uhan lang ko ah, kag kaagahon pa abi, pero it would be interesting kon adlaw siguro kag damo na salakayan ang naga usar, ang flyover indi man madulom bisan wala lights kay kasanag man sang streetlights sa mandalagan/ bata area so daw wala man gid problema sa kadulom but its another thing siguro kon naga ulan tudo....just my personal observation ah.....maayung udto sa tanan, panyaga ta...:)

that was also my observation based on the photos we have here. medyo steep ang FO on the approach, so motorists really have to take extra caution. btw, are motorcycles also required to take the FO?

BACOLOD City – Central Negros Electric Cooperative (Ceneco) General Manager Sulpicio Lagarde said this early they are preparing the required power for the development plan of Ayala Land Inc. (ALI) for the 7.7-hectare lot of the provincial government.

He explained that out of the 10mw, 7mw will be reserved for Ayala Land development project while the 3mw is reserved for the development in the area behind Robinsons Mall in the northern part of the city.[

"We need to have it ready by July 2012 especially on BPOs and call centers," he added.

Negros Occidental Governor Alfredo Marañon Jr. said that the development of the Capitol property by Ayala will immediately start when the contract approved by the Commission on Audit is received by his office.

It seems that all the speculations about the controversial sale/lease of the Occidental Negros provincial lot is shrouded in some mysterious cloud of maneuvers. At the same time that SM Prime Holdings was waging a media blitz in Metro Manila, it is unclear about its moves in the local scene.

There was, for instance a sudden turn around by SM after the Capitol declared a failure of bidding. Silently, SM filed a case before the Occidental Negros Regional Trial Court for a Temporary Restraining Order and before we could sneeze, the news came out with this petition. The filing was so close to the second scheduled bidding that we got caught by surprise and then just as suddenly, after the court heard the province, the petition was denied and the bidding proceeded the following day.

Everybody thought that, like a good business people (I can’t swear to that but I just assume), we thought that SM will join the next bidding, this time a negotiated bid. My assumption was that the meat of the petition of the application for a TRO was that the bidding should not have been a failure and the SM won but for the favoritism of the governor. This alleged favoritism was anchored on the unpublished lowest bid that the province required. The province replied that it has no legal obligation to reveal the bid price as it wants to get the best offer. Moreover in its explanation, the province gave SM the chance to bid the highest after the bid price was revealed.

We had expected that, but SM kept to itself its moves and suddenly it did not join the bidding after the court denied its petition for a TRO. Then just as suddenly we got the news that SM had asked for a certiorari from the Court of Appeals in Cebu and a TRO was granted for 60 days. Again we were at a loss because while SM trumpeted the existence of the TRO, the province did not receive a copy until weeks later.

When finally the CA TRO was read, the lawyers of the province were at a loss as to what was being restrained. The original TRO filed with the RTC wanted to stop the bidding, but it went through because the RTC did not find any reason to stop it.

The CA TRO is again unclear. What is or are being restrained? The bidding had been completed and Ayala Land declared a winner, the Sangguniang Palalawigan had debated the terms of the sale and lease that, ironically SM took part in formulating, the SP approved the resolution authorizing the governor to award and enter into a contract with Ayala, and the governor sent the documents to the Commission on Audit for review. So, all the steps taken had been completed, or, as the Romans would say, “consumatum est” – all is finished. How can one be ordered restrained when the act supposedly ordered to stop is no longer in motion?

So we are in the cloud as to what is being restrained by the CA but I guess this will be clarified in due time when the two parties appear before the CA and argue, but from a lay man’ view and in the words of lawyers, the issue is moot and academic. So we are left with academic discussion which would be interesting since SM wants to bid for the Paglaum sports complex. At least we have a forewarning of the mindset of SM when it bids for something it desperately wants – they will not accept they lost. Perhaps they are too rich that they cannot believe they can be defeated, and if anyone opposes, they will use the power of their wealth to stop others.

The COA was not a party to the TRO so we are in the cloud what the COA will do. In fact because of the new COA policy of withdrawing its auditors from government offices, it will be out of the equation. However, COA is also unsure of its position because the documents were sent to it prior to this new policy. Will it continue to evaluate because it has already started the process or will it throw the matter back to the province?

COA is also unclear what SM wants. COA said SM’s letter telling it there is a TRO was “misleading as it was not a dispositive portion of the TRO itself” and that the 60-day TRO is “vague”.

SM keeps on telling us differently at different settings. Obfuscation, a cover-up is the tactic of those with nothing to stand on. *

The Steep that everyone sees is an illusion. Everybody should know about this, that nowhere near the Flyover would poise itself much higher or bigger to show that the slope is just fine. Of course it would look steep, the ROAD is Wide Enough and the backdrop Buildings are too low.

The Accident this morning news, shows how STUPID some drivers are for not LOOKING where they are going. They Yellow and Black Stripes is more than enough sign that HEY I AM A FLYOVER!!!

The Driver said he wasn't able to see, HELLO, YOU HAVE A 350+ Million FO there, where's your brain? Left at home?

This is a Wake up Call for our driving public. Our Local Government is working really hard to drive this City to where it is now. And this N4M? Maybe just maybe the sugar left in their brain is expired.

Amo na ni guro ang pagdabong liwat ka Candoni and I can imagine a great view of Candoni's mountains and hills years from now na daw ara ka sa iban na pungsod. They'll start planting by late this year or early next year. Upod lang kamo pangamuyo na wala na delay sa ini nga plano kay para guid ni sa kamayuhan ka mga pumuluyo sang Candoni. Wala labot sa mga kahoy, mapatindog man state of art nga organic muscovado sugar mill sa vicinity. :D

Kung sa term pa ni Bayani Fernando... Urbanidad. The City Government needs to be more forceful in implementings laws and ordinances, and the people must inculcate a Metropolitan lifestyle for what the people are is what the city is. :)

The current IFMA holder in Candoni is Hacienda Asia Plantation, Inc. (HAPI), a company owned by Alfred Joseph S. Araneta with my Dad as the Executive Vice-President. IFMA-Candoni was applied by the Association led by former Cong. John Orola but whose rights, property, etc. has since been sold to HAPI. HAPI will be investing on the property for a Palm Oil Plantation, Rubber Plantation and Muscovado Sugar Mill sa areas na rolling pero wala kahoy and the majority will be planted with trees endemic or native sa forests of Negros. Project is closely supervised by PENRO-Negros Occidental and CENRO-Kabankalan who regularly checks the area. :)

Included in the plan is of course tourism promotion. Ang organic farm will be spearheaded naman by my family for our love of organic produce plus the fruit trees you have seen in my post. Basi makapuli ka sa December, kitaay ta sa Candoni. In the next 5 to 10 years, mapuno guid na sang sari-sari nga gadabong na kahoy ang ina nga area ka Candoni. :D

MassKara Choreographers Attend Workshop
Bacolod City News Negros Festival Masskara 2011 Negros Occidental Philippines

In order to produce a unique beat for the MassKara streetance competition this October, the choreographers of 15 participating barangays underwent a workshop on live music instrumentation last Friday at the BAYS Center.

"Workshops will be held every week until the choreographers, musicians and trainers produce quality music for their respective barangays," streetdance committee chairman Rudy Reveche said.

For the first time in 32 years, the barangay streetdancing competition will use live music, and each group will choose its own music, Reveche said.

The participants will use drums and percussion instruments, he said.

Conducting the workshop is Gerry Grey, music committee chairman, and his team.

During Friday’s workshop, Grey and his team oriented the participants of the basic musical sounds and rhythms and the instruments that can be used to produce them.

He brought a set of drum beating instruments to show participants of the possible rhythm each can make.

"We also played the festival beats of Cadiz, Kabankalan, La Carlota, Iloilo, and Kalibo, with special instructions not to copy them," Grey said.

"I challenge them, make your own rhythm, make your own authentic Bacolod beat," he said.

Some choreographers and trainers for the Electric MassKara performing float competition and for the schools category also attended the workshop, although the latter will be using this year a remix version of the official MassKara music from 2004 to 2009.

Organizers will announce the next workshop this week.

Meanwhile, application for the operation of festival kiosks at the Bacolod Public Plaza will be accepted by the MassKara office starting today at 9 a.m.

There are 125 kiosks on the three sides of the plaza that are up for rent on a first-come, first-served basis, festival site manager Carmen Arrieta said.

Those interested should visit the MassKara office, as no phone inquiry will be entertained, she stressed.*

The six members of the Philippine Dragon Boat team from EB Magalona will receive cash incentives from 3rd District Rep. Alfredo “Albee” Benitez and Mayor David Albert Lacson when they arrive home tomorrow.

Lacson said the town of EB Magalona the Sangguniang Bayan of EB Magalona has passed a resolution recognizing the feat of the Dragon Boat “Warriors” and the town will give the six members P5,000 each.

Benitez said he will personally give them P5,000 each in addition to his contribution to the cash incentive pledged by the House of Representatives to the entire team amounting to P1.4 million.

The six EB Magalona residents are Salvador Sumagaysay, Joemar Ocquiana, Rico Pradilla, Crisanto abulayan, Junrey Dayumat and Ma. Aileen Padrones, all from Barangay Latasan.

Provincial board member Patrick Lacson also said that each member

of the Sangguniang Panlalawigan will contribute P5,000 each, which will be deducted from their salaries. Vice Governor Genaro Alvarez pledged P20,000 for the six members of the team from EB Magalona.

Board member Lacson said the provincial board also passed a resolution recognizing the accomplishment of the Philippine Dragon Boat Team.

Expert: Bright future for sugar industry

AN INTERNATIONAL sugar expert said the Philippine sugar industry faces a bright future due to the increasing demand for the sweetener in Asia.

Dr. Peter Baron, executive director and former chairman of the London-based International Sugar Organization (ISO), said Asia’s annual demand growth for sugar is at two million metric tons (mt), driven by increasing consumption in the emerging market of China, as well as in Indonesia, Japan and Malaysia.

World sugar production for the coming season is forecasted at a surplus of four million mt but such surplus stands to be offset by strong Asian demand, added Baron during a dinner hosted in his honor by National Federation of Sugarcane Planters Inc. (NFSP) president Enrique D. Rojas in Bacolod last Saturday.

If the Philippines can maintain its bumper sugar production, its proximity to Asian nations, which are net sugar importers, can make the country a key sugar exporter in Asia.

For crop year 2010-2011, which is set to close at the end of this month, raw sugar production as of August 7 reached 2.44 million metric tons.

Domestic withdrawals were pegged at 1.7 million mt while the commitment to the US market is normally at 136,000 mt yearly, thereby leaving a substantial volume available for export to the world market.

China may import about 3 million tons in the 2011/12 season as it beefs up its sugar reserves to strategic levels while Indonesia may import about 2.6 million tons in 2011/12 as domestic output was unable to meet the country's growing demand.

“Any excess supply from Thailand and Brazil could be absorbed by China and Indonesia,” Baron said.

Baron dropped by Bacolod after attending the 17th Asia International Sugar Conference in Cebu City. He primarily went to the province to visit former Sugar Regulatory Administration (SRA) administrator James Ledesma, a former chairman of the ISO and a close personal friend of Baron.

Meanwhile, Rojas said that the Philippine sugar industry should rise up to the challenge.

“We should upgrade and consolidate our sugar production capabilities. Our mills should increase not only the sugar recovery efficiency but they should also improve the quality of sugar to make it at par with and acceptable in the world market,” Rojas said.

Facilities at the loading ports, particularly the depth of the docking areas and the capacity of the sugar loading equipment, should be upgraded to accommodate vessels which will carry the Philippine sugar to the world market, added Rojas.

He also underscored the need to improve farm-to-mill roads and to provide sugar producers with access to cheaper fertilizer.

ETON Properties Philippines Inc. presented four of its residential and office projects in Makati and Manila to brokers and prospective clients in Bacolod City at Bar 21 Saturday.

EPPI specializes in development of commercial buildings, mid-income and premium residential buildings, development and management of hotels and shopping centers, ready-office buildings for business process outsourcing, and construction of information technology.

Master-planned township incorporating office, institutional, residential, and leisure components are also handled by EPPI.

It seems that all the speculations about the controversial sale/lease of the Occidental Negros provincial lot is shrouded in some mysterious cloud of maneuvers. At the same time that SM Prime Holdings was waging a media blitz in Metro Manila, it is unclear about its moves in the local scene.

There was, for instance a sudden turn around by SM after the Capitol declared a failure of bidding. Silently, SM filed a case before the Occidental Negros Regional Trial Court for a Temporary Restraining Order and before we could sneeze, the news came out with this petition. The filing was so close to the second scheduled bidding that we got caught by surprise and then just as suddenly, after the court heard the province, the petition was denied and the bidding proceeded the following day.

Everybody thought that, like a good business people (I can’t swear to that but I just assume), we thought that SM will join the next bidding, this time a negotiated bid. My assumption was that the meat of the petition of the application for a TRO was that the bidding should not have been a failure and the SM won but for the favoritism of the governor. This alleged favoritism was anchored on the unpublished lowest bid that the province required. The province replied that it has no legal obligation to reveal the bid price as it wants to get the best offer. Moreover in its explanation, the province gave SM the chance to bid the highest after the bid price was revealed.

We had expected that, but SM kept to itself its moves and suddenly it did not join the bidding after the court denied its petition for a TRO. Then just as suddenly we got the news that SM had asked for a certiorari from the Court of Appeals in Cebu and a TRO was granted for 60 days. Again we were at a loss because while SM trumpeted the existence of the TRO, the province did not receive a copy until weeks later.

When finally the CA TRO was read, the lawyers of the province were at a loss as to what was being restrained. The original TRO filed with the RTC wanted to stop the bidding, but it went through because the RTC did not find any reason to stop it.

The CA TRO is again unclear. What is or are being restrained? The bidding had been completed and Ayala Land declared a winner, the Sangguniang Palalawigan had debated the terms of the sale and lease that, ironically SM took part in formulating, the SP approved the resolution authorizing the governor to award and enter into a contract with Ayala, and the governor sent the documents to the Commission on Audit for review. So, all the steps taken had been completed, or, as the Romans would say, “consumatum est” – all is finished. How can one be ordered restrained when the act supposedly ordered to stop is no longer in motion?

So we are in the cloud as to what is being restrained by the CA but I guess this will be clarified in due time when the two parties appear before the CA and argue, but from a lay man’ view and in the words of lawyers, the issue is moot and academic. So we are left with academic discussion which would be interesting since SM wants to bid for the Paglaum sports complex. At least we have a forewarning of the mindset of SM when it bids for something it desperately wants – they will not accept they lost. Perhaps they are too rich that they cannot believe they can be defeated, and if anyone opposes, they will use the power of their wealth to stop others.

The COA was not a party to the TRO so we are in the cloud what the COA will do. In fact because of the new COA policy of withdrawing its auditors from government offices, it will be out of the equation. However, COA is also unsure of its position because the documents were sent to it prior to this new policy. Will it continue to evaluate because it has already started the process or will it throw the matter back to the province?

COA is also unclear what SM wants. COA said SM’s letter telling it there is a TRO was “misleading as it was not a dispositive portion of the TRO itself” and that the 60-day TRO is “vague”.

SM keeps on telling us differently at different settings. Obfuscation, a cover-up is the tactic of those with nothing to stand on. *

The current IFMA holder in Candoni is Hacienda Asia Plantation, Inc. (HAPI), a company owned by Alfred Joseph S. Araneta with my Dad as the Executive Vice-President. IFMA-Candoni was applied by the Association led by former Cong. John Orola but whose rights, property, etc. has since been sold to HAPI. HAPI will be investing on the property for a Palm Oil Plantation, Rubber Plantation and Muscovado Sugar Mill sa areas na rolling pero wala kahoy and the majority will be planted with trees endemic or native sa forests of Negros. Project is closely supervised by PENRO-Negros Occidental and CENRO-Kabankalan who regularly checks the area. :)

Included in the plan is of course tourism promotion. Ang organic farm will be spearheaded naman by my family for our love of organic produce plus the fruit trees you have seen in my post. Basi makapuli ka sa December, kitaay ta sa Candoni. In the next 5 to 10 years, mapuno guid na sang sari-sari nga gadabong na kahoy ang ina nga area ka Candoni. :D
