bigboyali September 16th, 2011, 07:18 AM To be honest, I'm not either a fan of big billboards, both electronic or most especially tarpaulins. Better have it in a modest height, IMO. Not too distracting to the motorists at the same time.
the billboard beside the flyover distracts me...hehehe maybe its just me... when you are going to talisay at your left....

Linguine September 16th, 2011, 09:15 AM Visayas forum kicks off today
By Teresa Ellera-Dulla
Friday, September 16, 2011
ABOUT 200 business leaders from the Visayas region are expected to meet today, September 16, for the the two-day 20th Visayas Area Business Conference and Expo hosted by the Metro Bacolod Chamber of Commerce and Industry (MBCCI) at the L’ Fisher Hotel.
The theme for the confab is “Public-Private Partnership: Vehicle for a vibrant economy.”
Jose Maria “Boy” Zayco, vice president of MBCCI, said business personalities from Metro Manila, Cagayan and other key cities in the country are set to attend the event.
Negros Occidental Governor Alfred Marañon, along with Bacolod City Mayor Evelio Leonardia and Representative Anthony Golez, will welcome the delegates in the confab.
Zayco said speakers for the forum include Art Aguilar of Global Power, Department of Energy Undersecretary Josefina Asirit and Davao City Vice Mayor Rodrigo Duterte.
The keynote speaker on Saturday will be Vice President Jejomar Binay.
Zayco said business groups of the different regions will come up with their respective position papers to be presented to Binay.
For the Western Visayas delegation, Zayco said their position paper will focus on the oil price disparity issue, which has remained unresolved to date, despite a recent inquiry conducted by the Lower House as initiated by Representatives Alfredo Benitez (3rd district, Negros Occidental) and Neri Colmenares and Teddy Casino (Bayan Muna party-list).
MBCCI is also set to recognize and reward the best performing businesses in the province in the conference.
Awards to be given include the Exemplary Award, Model Entrepreneur Award and New Investor Award.

Linguine September 16th, 2011, 09:41 AM Marañon: Province-based
power plant badly needed
BY RANIE S. AZUE
BACOLOD City — Gov. Alfredo Marañon Jr. said Negros Occidental needs — as soon as possible — to have its own power plant that can efficiently provide cheap electricity.
This was what the governor told the businessmen who attended the 20th Visayas Area Business Conference that started yesterday at the L’Fisher Hotel here.
High electricity cost and price disparity in Negros Occidental and other provinces in the Visayas will be discussed in one of the plenary sessions in the business conference.
With the downsizing generating capacity of the Northern Negros Geothermal Power Plant (NNGPP) of the Energy Development Corp. (EDC) in Bago City, it is of utmost importance that province-based power plants are realized the soonest time possible, Marañon said.
The EDC, through NNGPP vice president Dwight Maximo, already informed the governor that it will replace its 40-megawatt (MW) power plant with a small unit that will generate about five to 10 MW of electricity.
Maximo stressed that the replacement will match the field and power plant capacities, and will allow the facility to run smoothly and more efficiently.
Meanwhile, the governor expressed doubt on a Korean-based firm’s proposed solar power plant project in EB Magalona town.
The project may not be viable as the electricity that it will generate may be too expensive, he said.
Marañon revealed that an investor recently visited his office and presented a plan of putting up a natural gas-fed power plant in Bago City.
The project proponent, Filinvest Group, was serious in investing money and resources for the realization of the project, he said./PN

`Bike Lanes’ ordinance
An ordinance establishing bike lanes, or bike friendly zones, along Burgos Street-Circumferential Road up to Brgy. Alangilan and the Bacolod-Murcia Road, Brgy. Alijis to Bacolod-Murcia boundary, and Brgy. Mansilingan, was approved by the Bacolod Sangguniang Panlungsod Wednesday on third and final reading Wednesday.
The ordinance, authored by Councilor Em Legaspi-Ang and co-authored by Councilor Roberto Rojas, said biking is a good form of exercise promoted by the Philippine Society of Endocrinology and Metabolism to prevent diabetes and obesity, and to control hypertension and reduce the risk of heart disease.
It said biking is also promoted as an alternative cheaper mode of transportation, emission-free and noise-free, affordable to the masses and occupies less space.
Biking to work and school will help decongest traffic jams, save expensive fossil fuel, promotes pollution–free environment, and minimize global warming, the resolution said.
It also said there is a need to establish bike lanes and bike-friendly zones in order to safeguard bikers from accidents and other road-related incidents.
The sites for the lanes were recommended by the Bacolod Traffic Authority Office/Traffic Management Unit, the resolution added.*CGS

@dark spirit September 16th, 2011, 10:38 PM Banago Public Port soft opening October 25 (http://www.panaynewsphilippines.com/bacolod%203.htm)
BY RANIE S. AZUE
BACOLOD City — The Banago Public Port will have its soft opening on October 25, according to Cong. Anthony Golez.
Golez said the Philippine Ports Authority will temporarily use the docking facility in Brgy. Banago to accommodate passenger and cargo vessels using the seaport.
According to the city congressman, the number of cargo vessels — particularly roll-on, roll-off vessels — using the docking facility of Banago will be the basis in determining the design of the new docking facility that the PPA will build.
Golez expressed optimism that the construction of the PPA’s modern facility will start after All Souls’ Day (November 2) and will be completed before the year ends.
In a bid to prove that a public-private partnership indeed works, the multimillion-peso development of the Banago Public Port will be done in partnership with Negros Navigation, Golez revealed.
The government is trying to win the trust of the private sector, he said.
In the case of the conversion of the old private seaport in Banago into a modern public port, this can be best achieved by providing infrastructure facilities, he added./PN

By: Dolly Yasa
BACOLOD City – Ayala Land, Inc. (ALI) reiterated its commitment of changing the landscape of Bacolod City with the development of the 7.7-hectare property of the provincial government.
“It’s in the works. The company will comply with whatever commitments and presentations that we made,” Francis Monera , ALI vice president, said.
Monera, who was here yesterday to declare open the 20th Visayas Businessmen’s confab, declined to comment about ALI’s land deal with the Capitol saying there is still a case in court.
Although the 60-day temporary restraining order (TRO) sought by rival SM Property Holdings, Inc. was already lifted by the Court of Appeals.
Under its development plan presented before the provincial officials, ALI will convert the area into what it calls as Capitol Civic Center – a one-of-a-kind convergence of business, community and governance.
The company considers Negros as one of the fastest growing regions in the Visayas.
ALI will invest P6 billion for the development of a lifestyle center for shopping, entertainment and dining, a hotel to attract business tourism, Business Process Outsourcing offices, a multi-purpose events and convention center, residential and commercial zones with high-rise towers in the midst of private gardens, and a redeveloped Capitol Park as the focal point of the project.
Monera is also the vice president for Visayas of the Philippine Chamber of Commerce and Industry (PCCI).

PEDC cancels plans for coal-fired plant in Negros (http://www.thedailyguardian.net/index.php/local-news-2/2807-pedc-cancels-plans-for-coal-fired-plant-in-negros)
BACOLOD City – Panay Energy Development Corporation (PEDC) will not push through its plans to put up a coal-fired power plant in Negros Occidental.
This was revealed yesterday by Art Aguilar, president of Global Business Power Corporation (GBPC) which owns PEDC.
He cited locational problem as one of the reasons why they are not pushing through with the project at this time.
Aguilar said he will explain further in today’s session of the 20th Visayas Business Conference and Expo hosted by the Metro Bacolod Chamber of Commerce and Industry (MBCCI) at L’Fisher Hotel the reasons why they are canceling the project.
Aguilar will speak on Visayas Electric Power situation at the conference.
PEDC currently operates a 164-mw coal-fired power plant in Iloilo while its sister company, Cebu Energy Development Corporation (CEDC) operates a 246-mw coal-fired power plant in Cebu.
The company early this year announced that it will put up an 80-mw coal-fired power plant costing P10 billion to P13 billion.
Sites earlier identified for the project included Pulupandan, Hinobaan and Sipalay City.
“No. It won’t push through. I will explain why. But it doesn’t mean that we don’t have the appetite to do so. It’s always a desire. We are a business group with P45-billion investments in power generation in the Visayas, the largest in the Visayas. So with the island, particularly a big island like Negros that needs our service. We will be there but it has to be in viable terms,” Aguilar said.

AyalaLand happy with lifting of TRO
BY CARLA GOMEZ
Ayala Land Vice President Francis Monera yesterday said they are happy with the lifting by the Court of Appeals of the Temporary Restraining Order on the sale and lease by the Negros Occidental provincial government of its 7.7-hectare property in Bacolod City.
The TRO had been sought by SM Prime Holdings Inc. against Gov. Alfredo Marañon and several other provincial government officials who had awarded the sale and lease of the property to Ayala Land, after the firm had submitted a negotiated bid.
SMPHI is insisting that it won the bidding for the property.
Monera, Philippine Chamber of Commerce and Industry vice president for Visayas, who was in Bacolod yesterday for the 20th Visayas Area Business Conference and Expo at the L’Fisher Hotel, said Ayala’s purchase and lease of the property is in the works, it “depends on the progress of things.”
A case filed by SMPHI is still spending, so he would rather exercise prudence in commenting on the matter, Monera said.
Meanwhile, Megaworld Inc. is also interested in investing in Bacolod City and Negros Occidental, its regional sales manager, Hally Alcarde, said.
Alcarde, who was also at the business conference, said the direction of Megaworld is to go full thrust into tourism-related projects, and is looking at the Visayas area.
Megaworld already has investments in Iloilo and Cebu and is in search of properties and opportunities in Bacolod, he said.*CPG

Good news +1! Coal, no matter what it's supporters would say, is obsolete. We have lots of alternatives in Negros which are clean, sustainable, and renewable. Wind, water, solar, geothermal, ethanol, biomass. The provincial government only needs to ramp up support for these technologies and we are sure to have the electricity that we need.

Invest in Bacolod,Neg. Occ., officials urge
BY CARLA GOMEZ
Negros Occidental Gov. Alfredo Marañon Jr. and Bacolod Mayor Evelio Leonardia yesterday urged the businessmen attending the 20th Visayas Area Business Conference and Exposition in Bacolod City to explore what the province and city have to offer.
It is time to shift investments towards the Visayas countryside that has a huge potential, rather than concentrating on Metro Manila that suffers from a huge traffic problem and is overpopulated and congested, the governor said.
Marañon noted that 70 percent of the money in the country is circulating in 64,000 hectares of land that is Metro Manila, whose congestion problems will only worsen, while 30 percent is spread over Mindanao, Visayas and rural Luzon.
The country will not move forward if development remains concentrated in Metro Manila, he said.
“Let us challenge imperial Manila and invest in the countryside where one can enjoy a better life,” he said

Ayala vows to comply with commitments
Saturday, September 17, 2011
AYALA Land Inc. reiterated its commitment to change the landscape of Bacolod City with the development of the 7.7-hectare property of the Negros Occidental Provincial Government.
“It’s in the works. The company will comply with whatever commitments and presentations that we made,” said Francis Monera, Ayala Land vice president.
Ayala Land will invest P6 billion for the development of a lifestyle center for shopping, entertainment and dining, a hotel to attract business tourism, Business Process Outsourcing offices, a multi-purpose events and convention center, residential and commercial zones with high-rise towers in the midst of private gardens, and a redeveloped Capitol Park as the focal point of the project.
The company considers Negros as becoming one of the fastest growing regions in the Visayas. (TED)

Megaworld already has investments in Iloilo and Cebu and is in search of properties and opportunities in Bacolod, he said.*CPG

ahay, miski ano kaplano sang DOE kung pamatukan ka tawo, hindi gid na mag push through, dont forget, that before anything else is put up in one area, there is always a Mayor's Permit. The Mayors here are bound to whatever the people likes. Never had a mayor who agrees with Coal so far. So daw malayo pa ang coal diri sa Negros. Kung naga on the ground as you say sila. Binay asks LGUs to help address housing shortage
By Teresa Ellera-Dulla
Monday, September 19, 2011
VICE President Jejomar Binay asked the local government units (LGUs) in the Visayas to help address the housing shortage in the country, which is 13.6 million units.
“What the Municipal or City Governments have to do is to look for a two-hectare lot and that our office will finance the construction of the houses,” said Binay, who is also the chairman of the Housing and Urban Development Coordinating Council (HUDCC), during the press conference yesterday at Felicia’s Pastry Café, 6th Street, Bacolod City.
Have something to report? Tell us in text, photos or videos.
Binay was in the province as keynote speaker in the 20th Visayas Business Conference last Saturday.
He disclosed that he is coming back to Western Visayas in October or November to launch the "Pabahay Caravan" to cater to the housing and shelter needs of the people. The said cavaran has already been to other provinces, with the last two held in Baguio City and Cebu.
"Being closer to the people, the LGUs should be at the forefront in delivering housing services," Binay said.
"Our role in HUDCC is to enable them to provide these services by orienting them on our housing programs and training them to facilitate the implementations of such projects in their areas," he said.
Meanwhile, Binay said the challenge of converting the potential of Negros Occidental into a reality is already here.
“On my way here from the airport, I could not help but notice the sugar lands which Negros is famous for. However, as we entered the city, I am quickly reminded that Bacolod, the "Sugar City of the Philippines," is one of the most progressive and elite cities in the country.
The city’s vibrant economy, abundant resources, as well as the congeniality and skill of its human resources, make it a promising center for investments, agriculture, trade, and industrial growth,” he said.
He also cited that the City Government of Bacolod has already laid the foundations in integrating the investment incentives laws of the National Government with the local development initiative.
“City Ordinance No. 323 or the Bacolod Investment Code aims to transform selected areas of Bacolod into highly developed agro-industrial, industrial, commercial, tourist, investment and financial centers in the province, the region and the country. This timely ordinance aims to encourage local entrepreneurs and attract outside investors by offering incentives for new investments, expansion and diversification projects,” he said.
“A qualified investor may enjoy up to five years of exemption from local business taxes and real property taxes on improvements. The number of years of exemption depends on the classification of the project, and the capital invested in relation to the number of employees hired or to be hired,” he added.

GLOBAL Business Power Corporation (GBPC), which owns the biggest coal-fired power plant in the Visayas is eyeing to invest in biomass power plant in the Negros Occidental.
"It is something that we are talking about. I’m not saying we will. It is something we are talking about,” said Art Aguilar, president of GBPC, when asked about the company’s negotiation with Governor Alfredo Marañon Jr. regarding the company’s plans in the province.
GBPC had confirmed that the company will not push through with its plans to put up a coal-fired power plant in the province.
GBPC owns Panay Energy Development Corporation (PEDC) that operates a 164-megawatt coal-fired power plant in Iloilo and Cebu Energy Development Corporation (CEDC), which operates a 246-megawatt coal-fired power plant in Cebu.
Biomass, which is readily available in various sugar mills in the province, will cost less for the electricity consumers in the province.
He earlier cited "locational problem" in putting up a coal-fired plant in the province, especially on areas, which were earlier identified to be the ideal site for a coal-fired plant. He pointed out that it will be more expensive for an investor to put up a coal-fired plant, partly because of the cost in transporting coal.
Aguilar pointed out that Negros has been the capital of biomass.
“All we need to do here is to modernize the various sugar mills and we will produce electricity from renewable energy sources,” he stressed.
“It is something that Governor Marañon is pushing. There are a quite few investors who are going into bagasse (fibrous matter when sugarcane is crushed to extract juice) biomass. The technology is there. You can buy it in China, Japan and India so that you can produce electricity here. You could be exporting 200 to 250 megawatts of biomass,” Aguilar disclosed.
“The technology is available and the commercial and market conditions are already right. The time to do it is now,” he said.
Aguilar updated the businessmen about the Visayas electric power situation during the 20th Visayas Business Conference and Expo, which ended last Saturday at L’Fisher hotel.

BACOLOD City Mayor Evelio R. Leonardia wrote Vice President Jejomar Binay last September 16 asking him to consider the inclusion of Bacolod’s relocation sites, formerly known as the Abada-Escay and Arao properties, in his housing program.
“We know how task-driven you are, especially when it comes to housing the homeless and marginalized sector of our society. You have done commendable works with your many innovative ideas on slum upgrading, CMP (Community Mortgage Program), and development of resettlements. This is exemplified by your launching the Pabahay Caravan,” Leonardia stated in his letter to the Binay.
“On our end, the city has resorted to land banking to address the housing backlog and doubled-up housing as a result of heavy concentration of informal settlers in our city,” he continued.
Leonardia, in his letter, said the city recently acquired a 58.6-hectare property in Barangay Vista Alegre through a loan from the Philippine Veterans Bank. Of the 58.6, the 15 hectares have been used for the construction of the road leading to the site.
“An overhead tank for water supply, electrical connection and drainage system are now in place. However, we still need to develop the remaining 43-hectares,” Leonardia said.
He requested the Vice President to consider Vista Alegre Relocation Phase II (also known as Arao property) under the Vice President Housing Fund and/or any fund source available and appropriate to this initiative.
Once development is completed, this site, together with the adjacent 30 hectares relocation site (also known as the Abada Escay property) will generate more than 7,000 lots expected to house approximately 35,000 people. (Carla N. Canet)

Marañon thanked all PCCI officers and members for being an effective organization that can bring about positive change in the country. He also urged them to help develop the countryside, since it has a big potential for business and tourism.
He also invited the delegates and guests to explore Mambukal Resort as well as other tourism attractions in the province; he also proudly informed the delegates that an airport of international standard is about to rise in Kabankalan City, the only one of its kind in the country that is locally-funded. BACOLOD City – Mayor Evelio Leonardia yesterday said that the transition period on the transfer of the northbound terminal to Barangay Bata “is getting better than expected.”
This, as the temporary restraining order sought by southbound operators was denied by the Regional Trial Court.
The operators, especially those using DAALCO as terminal, sought for the TRO to stop City Hall from forcing their transfer to the Southbound terminal beside Vallacar transit.
Leonardia said the transition is to be completed in 45 days.

Negros could be Saudi Arabia of renewable energy - Aguilar
BY CARLA GOMEZ
Negros could be the Saudi Arabia of renewable energy in the Philippines if its sugar mills are retro-fitted to produce electricity from biomass, Arthur Aguilar, president of Global Business Power Corp., said Saturday.
Aguilar, who spoke on the Visayas Electric Power Situation at the 20th Visayas Area Business Conference and Expo in Bacolod City, said that if the sugar mills are tapped Negros could be exporting 200 megawatts of biomass clean renewable energy.
And Negros could potentially produce about 310 megawatts of renewable energy using biomass, mini hydro and wind power, he added.
Sugar mills have been engaged in biomass co-generation for about a hundred years now, he said.
If existing sugar mills retro-fit high pressure boilers, these mills could double the amount of electricity they produce for the same tons of bagasse, he said.
“Ten years ago when I was running Victorias Milling Co., I was telling the sugar planters that in 15 years they will be growing sugarcane, not just for sugar, but for the energy it produces. It's already 10 years and five years to go and it's now very obvious with the high pressure boilers that the technology is there,” he said, “It's up to them make independent investments.”
Negros also has seven major river systems that could yield from 50 to 80 megawatts using cascading run-of-the-river mini-hydro technology, he added.

Amo ni ya ang insakto, sustainable kag damo sang maka benepisyo nga local producers. If we go for coal, ang gwa niya sini "outsourced" man gihapon nga power, since ang imo raw materials imported, local lang ang location sang imo nga planta. Ang ga benepisyo dako ang source sang coal, kag syempre ang power producer.
JuIcYdUdE22 September 19th, 2011, 09:30 AM There's a lot of "feeling" socialites here in Negros than the ones with the real status...
IKR?! But obviously I am not referring to the Social Climbers. I am referring to Real Socialites..
Apparently it appears you are more associated to those who climbs a lot, coz you seem surrounded by them. What a pity.
kusinero September 19th, 2011, 09:31 AM Guys what do you think about this? Para sa inyo ano ang nami nga global slogan for Bacolod/Negros island?
"Organic food bowl of Asia" is a good start.
Source: http://opinion.inquirer.net/12369/%E2%80%98polska-kay-ganda%E2%80%99
Polska kay ganda
We would have made a fool of ourselves. Under its previous secretary, the tourism department adopted a logo that was copied from Poland. And “Pilipinas kay ganda” should have been “Polska kay ganda.” That was one of the lowest, if not the most juvenile, points in the then new Aquino administration.
But Ramon Jimenez, the new tourism secretary, seems to have the vantage point of understanding the value of slogans. Perhaps because he is a marketing man, Jimenez has already announced that the Philippines will have a new one for tourism before the year ends.
Nothing is more heartening than that. Slogans are, in fact, a principal tourism booster. All we need to do to verify this claim is to look at the figures. In the international tourist arrivals data posted by the World Tourism Organization for 2010, the top Asean country is Malaysia, with its 24.5 million visitors a year. Malaysia is bested only by China in the entire Asia-Pacific region. After Malaysia is Hong Kong with 20 million visitors a year. The Philippines is not anywhere near the top 10 tourist destinations in the world.
What drives Malaysia which, like the Philippines, is known for its cultural diversity? Some 20 or 30 years ago, Malaysia had limited natural features, it certainly had less islands to speak of, compared to ours.
Malaysia early on understood that tourism is a game of perception to be played in a global arena. Entering the world of tourism meant going into a field of competition and contest. By adopting the slogan “Malaysia truly Asia,” it cleverly positioned itself in that tourism market as an Asian destination.
It is interesting to note that in a study of tourism slogans in the Asia-Pacific region, “Asia” is the key word. Second-place Hong Kong touts itself as “Asia’s World City.” Korea, seventh in Asia Pacific with its 8.80 million visitors, describes itself as the “Soul of Asia.” Some Asian cities have also come to understand the mechanics of the game rather well. Yogyakarta (Jogjakarta) in Indonesia, the proud repository of the heritage treasure Borobudur temple, styles itself as “Jogja, Never-ending Asia,” putting it in direct competition with its neighbor Malaysia.
We need not look far. Right in our backyard is Cebu, which has discarded the sobriquet “Queen City of the South.” Which “south” is that? Obviously it is the south of the Filipino traveler. But that south is not the same in the orientation or on the map of the global traveler. When it adopted the new slogan of “Island in the Pacific,” it became known in the global tourism market.
Tourism is a game of perception that certainly includes a script employing much “folklorizing,” “ethnicizing,” “exoticizing.” In the game of global tourism, one has to satisfy the global taste for “other-ness,” and project an image of exotic-ness. Anthropologists find that absurd. What place in the world has remained unperturbed, undisturbed by visitors? But that is the game.
One surprising player in that game is Zamboanga City. It suffers from the strife-torn image of southern Mindanao. Its proximity to Basilan is something it cannot avoid. Mayor Celso Lobregat often laments that being the civic center of the Zamboanga peninsula and the vast Sulu archipelago, any news of war that takes place within the region is often datelined and filed in Zamboanga City, even if it did not happen there. That is certainly a problem in the game of perception. But against that tide, the mayor has stopped the use of its traditional slogan “City of Flowers,” which really did not excite much interest among global tourists. Today, Zamboanga City is “Asia’s Latin City,” thus positioning itself as another exotic destination for the traveler looking to Asia for an experience of that “other-ness.”
So far, only Cebu and Zamboanga have understood the value of slogans in the world arena. Many of our city slogans are run-of-the-mill types that only offer “rural” attractions rather than project global appeal. That should be the first object of any image-overhauling move.
Of course, the slogan is only one aspect. Other considerations are as critical. Obviously, the Philippines has to address a lot of other of problems—from poor infrastructure to sub-standard accommodation facilities, not to mention mulcting taxi drivers and stinking bathrooms. The quality of our airports is anything but global. We even have much to learn about the wonders of 21st-century architecture. Our airports are still box-like structures that do not inspire awe.
Malaysia addressed this concern early on, aside from inundating the world’s cable TV channels with appetizing ads and repackaging tourist buses with images of exotic jungles and video clips of the white beaches of Langkawi. We had an impressive ad that was run in cable news channels during the “Wow Philippines” era. It should be interesting to see what Jimenez, the marketing guru, would come up with to challenge “Incredible India” and “Mongolia of endless possibilities.”
Philippine cities must do no less. Slogans like “the friendliest city,” “city of bloom, blossom and boom” or the “city of smiles” simply tell us that we have yet to step into the global dimensions of the game. We have yet to learn the ropes. Our slogans address only the local, not the global. We have yet to see that an expanding global inter-connectedness is opening up to new local meanings, self-images, representations best played in a competitive global arena.

Binalbagan "Banwang Panganay" for Negros - 1571
I dont know about the other areas here in Negros, but definitely these cultural identities needs proper advertising. Authentic Advertising mean Cultural Integrity. This is a must, because it creates an endless opportunity for all industries that the province can legally tap.

@dark spirit September 19th, 2011, 10:19 PM Banago Public Port soft opening October 25 (http://www.panaynewsphilippines.com/bacolod%203.htm)
BY RANIE S.
