Sa 19th Street. Tubang ni migs Bac up 2. The block after Starbucks. Ang location ka Fusion is the one vacated by Louis Restaurant.

ah okay. So that means wala nada ang Louisse Resto? Nanira na or nag change location?

I think nakaagi na siya bala Pastor mo. Si Dad ko Pastor man siya bag-o nag-work for a company. :)

They still do. In fact, a big number of Victory branches meet in a Robinson's Mall. :D


Nice to know about your Father mig:lol:…not all who called to be a perpetual Gospel minister...God will use us in many ways as an instrument to bless the other,,,and not even all who called to be a full time Gospel minister...it can be if you are a lawyer, doctor, janitor, housewife, or whatever of your professions is, you can still spread the Good News and or show up yourself in a Christian manner towards the other… no habit of compromise and backsliding lang…

Nagsaylo sa isa ka ancestral house sa tupad sang Balay Quince kag gin-islan pangalan. I don't like the name they replaced Louise Restaurant... Cuayx. I hope no one gets offended, just my honest opinion but the name sounds so carinderia-ish. Not so good marketing name unlike the previous one. :ohno::bash:

Yep! Cuaycong ang tag-iya but I don't know which one. Basi si Nong SUV kabalo kung sa diin na Cuaycong. :)

Pero i'm sure ari ni sa ngalan sang baye kay siya ang pinay. Kung nakakadto ka didto migs may mga halo didto sa resort( indi capture),ara sa dalum restaurant.

laban-laban sa pinay mig ang ngalan kay damo kuskus-balungos kun stranghero magbakal properties dri sa pinas...wala pa gid kuda kakadto...ambot kun san-o pa,,,basi kun magputi buhok ko

Court of Appeals lifts TRO on Capitol property conflict

CEBU CITY – The Twentieth Division of the Court of Appeals here has lifted the 60-day temporary restraining order it had issued against Gov. Alfredo Marañon Jr. and other Negros Occidental officials in connection with the sale and lease of its 7.7-hectare prime property in Bacolod City to Ayala Land Inc.

The TRO had been granted to SM Prime Holdings Inc. that had opposed the awarding of the negotiated sale and lease of Ayala, claiming it was the winning bidder to the property.

SMPHI had refused to join the negotiated bidding saying it had entered a higher bid than Ayala in a second bidding held on July 7, and sought the TRO to halt the negotiated sale and lease.

But the Capitol had declared the second bidding a failure, saying both SMPHI and Ayala had failed to meet the floor price for the property approved by the Commission on Audit.

The 60-day TRO was expected to end on Oct. 4.

However, the CA, in an order promulgated on Sept. 6 lifted the TRO, which is believed to pave the way for the Capitol to proceed with the sale and lease of its property.

The dispositive portion of the Sept. 6 CA order denied SMPHI's prayer for preliminary injunction, and lifted the TRO it issued on July 27.

It also directed SMPHI and the provincial government officials to submit their respective memoranda within 15 days after which it will be deemed submitted for decision.

The decision was penned by Associate Justice Victoria Isabel Paredes and concurred in by Associate Justices Edgardo de Los Santos and Ramon Paul Hernando.*CPG

the name was taken from the river found in this town.

Sibucao is a barangay of San Enrique.

the Cojuangco Orchards with Durian as it's main crop is in this town while the mangoes are in La Carlota.


that is the main reason why Pontevedra is called Durian Capital.

I am glad no one refuted my town's monicker.

It has for it's old name..."Tinubagan" or Tinubugan,as there were many turugban where the carabaos make tubog or take a bath.

It now has its new nickname..."Bulangbulang Town"

Technically, the festival season started sang Sept. 2(?) when they ceremonially lighted the billboard sa may Calle Araneta sa signboard nayun sa plaza pero ang proper siyempre sa October pa. Dala na lang ni advertise ka Masskara sa iban nga mga forumers na magkadto sa Bacolod kag magsindaya. :D

I don't know who did the promotion for Ruins but effective gid xa... If ang pag promote sg tourists spots natun as aggressive as the one for Ruins, I think mapatok guid granting that Negros is both an emerging metropolis and a haven for nature trippers. Best of both worlds gid! :okay::okay::okay:

BACOLOD City — A Negros Occidental-based consumer organization has criticized the transfer of the Bacolod North Terminal to Brgy. Bata here, calling it an “epitome” of a “lopsided development.”

It is disheartening how city officials approved the transfer of the terminal without considering its possible effect to commuters from the northern part of the province, Maria Elena Lazarte, chair of the Consumer Alliance in Negros, said.

With the transfer of the terminal site, workers and students from the north are now forced to take two rides to reach Shopping area, the university belt here, and other workplaces in the city.

According to Lazarte, this will result to an additional P14 per day (P70 per week) on the expenses of the commuters.

“The situation is deplorable. Amid the rising cost of commodities and the worsening poverty, to suffer more is unacceptable,” she said.

Lazarte said the government should promote and uphold the welfare of its constituents, thus, the policies and resolutions that it passes must be expressive of the desires and aspirations of the people it promised to serve.

However, the transfer, this so-called development, “only serves the interest of the rich” and is “deliberately unmindful of the plight of poor workers and students,” she said.

City officials who are always comfortably riding in their private cars are lucky because they will never experience this misery, she added.

While for the city officials, the transfer of the terminal is a development, “for the poor workers who struggle to augment their meager income to sustain them until the next payday, and the students whose allowance means blood and sweat from their parents, this is unacceptable,” she stressed.

Lazarte has recommended that the new terminal be closed and that original routes be returned “until further study that considers the interest of majority of commuters and drivers is conducted.”

If it really seeks development, Lazarte said the city government “should not look at the Bacolod North Terminal as a business enterprise” but rather as a form of “service to its constituents.”

“Development should serve the interest of the people,” she said. “We have witnessed how oppressive ‘development’ can be if the welfare of the majority is disregarded.”/PN

Uhmm mga migo, could you fill me in on this please? ang mga jeep from up north (Talisay, Silay, etc) diin na lang asta? Like students riding Silay/Talisay jeeps nga sa u-belt ga school ma Double ride na going there? Di ko aware sg re-routing ee...:ohno::ohno:

Guv urges sugar mills to produce more power

Gov. Alfredo Marañon Jr. yesterday urged sugar mill owners in Negros Occidental to go into the commercial production of power to address the growing needs of the province.

Negros Occidental is projected to have a power deficit of 93 megawatts by 2015.

The Northern Negros Geothermal Power Plant in Bago City that was targeted to produce 40 megawatts of power has recently been downsized to a 5 to 10 megawatts plant, and Global Business Power Corp. has not found a suitable site for a coal-fired power plant in Negros Occidental.

On Saturday, Arthur Aguilar, GBPC president, said Negros could be the Saudi Arabia of renewable energy in the Philippines if its sugar mills are retro-fitted to produce electricity from biomass.

Aguilar said GBPC’s going into biomass is “something that we are talking about, I am not saying we will.”

Marañon yesterday said it has been a dream to get Negros Occidental’s sugar mills to go into the commercial production of power to meet the needs of Negrenses, but it will need huge investments.

“I urge them (the sugar mills), encourage them and I appeal to them to go into the production of renewable energy,” the governor said.

There are nine sugar mills in Negros.

If the sugar mills are tapped, Negros could be exporting 200 megawatts of biomass clean renewable energy, Aguilar said.

Negros could potentially produce about 310 megawatts of renewable energy using biomass, mini hydro and wind power, he added.

Sugar mills have been engaged in biomass co-generation for about a hundred years now, he said.

If existing sugar mills retro-fit high pressure boilers, these mills could double the amount of electricity they produce for the same tons of bagasse, he said.*CPG

Negros movie industry pushed

Negros multi-awarded actors and movie makers have banded together to create an Ilonggo film they hope to release not only in the Philippines but internationally.

Actors Joel Torre and Ronnie Lazaro yesterday said their goal is to create a profitable Ilonggo movie industry, by making quality films that can vie for awards even in international competitions.

The initial film they plan to make is “Hutik Sang Taglugar” to be filmed entirely in Negros Occidental with a cast of Negrense actors, Lazaro said.

Lazaro said that, aside from Torre and himself, they are talking to Susan Roces, Edu Manzano and other Ilonggo actors to join the cast.

Actor and scriptwriter Dwight Gaston said the film will be directed by Negrense director Richard Somes.

Yesterday the Negrense actors met with Gov. Alfredo Marañon Jr. at the Capitol to seek his help to get their project off the ground and presented to him their vision for the Negros movie industry.

They said while the project will cost about P12 million they expect the film to make a profit of about P8 million in Negros alone.

Marañon said while it is not possible for him to use government funds to help bankroll the film, he will help them find investors in the project.

“I will assist you 101 percent in convincing some people in the private sector to invest in the film,” he told them, citing people from the sugar industry and from the business sector.

“If we convince them that there will be a return on their investment I am sure we can get funding for the project,” the governor said.

With Torre, Lazaro and Gaston at the meeting with the governor were Joe Marie Sy, an actor who is also into advertising and marketing, line producer Riza Montelibano, and Jesthela Lizardo.

Sy, in a presentation to the governor, said their objective is to create a profitable Ilonggo movie industry, and to highlight Ilonggo culture, showcase its people, resources and natural beauty, and encourage tourism.

They also aim to provide additional employment opportunities for Negrenses and effect a technology transfer through workshops, apprenticeships, and actual on-the-job training, he said.

The goal is to make Negros Occidental the Hollywood of the Philippines, not just for Filipinos, but for international filmmakers as well, Sy added.

The movie “Mga Hutik sang Taglugar” is a story about friendship, love, trust and greed, set against the breathtaking beauty of Negros Occidental, he said.

He noted that three years ago, an Ilonggo movie, “Yanggaw” came out in CinemaONe and became a phenomenal hit in Negros, Iloilo and other parts of Western Visayas.

Inspired by “Yanggaw’s” success, the team that made that mega hit is all set to make another all-Ilonggo movie, Sy said.

They hope to have “Mga Hutik sang Taglugar” ready to premier in Bacolod on May 3, 2012 if plans go ahead as schedule, he added.

I can shed light on that matter... the good thing that The Ruin's owners did is that they partnered with every hotel and restaurant conceivable in the City of Bacolod. When I went around the city to ask for prices of hotels kag siyempre para makita ko ang accommodation, halos kalabanan na major ones may flyers ka The Ruins. Not to mention the zealous bloggers that will post about the place and eventually from the bloggers to travel mags to travel channels. :cheers:

The transfer does have its positive and negative sides...

The positive side is that we will be unclogging our city streets which I project will be soon congested. Transfering some to the North Terminal but...

of course transfering some jeepneys to the North Terminal will not solve our traffic problem. We still need to implement traffic ordinances STRICTLY (calling on the City Government! :bash:). If consider the plight of residents from Silay and Talisay, two solutions can be at hand...

...either allow the Silay and Talisay jeeps to enter at Bacolod but they could not stop at anay point in Bacolod, they must just quickly pick-up or alight passengers at designated points...

...or lower the fare matrix so that even if they have two rides, the cost will somewhere be near the time they only had one ride. :cheers:

Concern kolang if mag liko na ang jeep from Ceres Terminal to Jeepney/mini bus/vhire terminal kay daw ka delikado sa mga salakyan gapanaug sa flyover. Tani sa medyo unhan nila butangang U-turn

Kalimpyo ka flyover sa dalum. wala may gatinir tani ma maintain lang pirme.

Bacolod City, that has won the Most Business-Friendly City award from the Philippine Chamber of Commerce and Industry three times in the past, is once again a finalist this year.

Bacolod Mayor Evelio Leonardia said he was informed of this by PCCI chairman Miguel Varela.

He said Varela also requested for a presentation on the local government’s initiatives in the five award/criteria: quality customer service, public-private sector partnership, investment promotion, MSME (Medium Small Micro Enterprise) development and quality management and innovation.

Leonardia said, “This is inspiring, to say the least, as it is another recognition of the kind of business environment we have in Bacolod City.”

Having reached the finals is a feat in itself, Leonardia said. “Whatever may happen, we have already won,” he added.

Leonardia said he has designated City Administrator Rogelio Balo to present the city’s documents and materials for the contest in Manila this week.

Bacolod won as the Most Business-Friendly City in the Philippines, twice in 2006 and in 2007 as Most Business-Friendly City in the Visayas, and in 2007 also as Most Business-Friendly City in the Philippines.

Bacolod City has been reaping many accolades recently. Among them as No. 2 of the “10 Growth Centers of the Philippines according to the Asian Institute of Management.

THREE local government units in Western Visayas were included in shortlist of nominees for the Presidential Award for Child Friendly Municipalities and Cities this year.

This was confirmed by Asuncion Santiago, Department of Social Welfare and Development 6 focal person for children and family with Philippine Information Agency.

Asuncion said the region’s contenders to the national awards are Bacolod City for Highly Urbanized City Category; Guimbal, Iloilo for 4th to 6th class municipalities; and Jordan, Guimaras for 1st to 3rd class municipalities category.

According to Santiago, the National Award Committee is scheduled to conduct its validation visits in Bacolod City on September 20 to 23; Guimbal on September 21 to 23; and Jordan on October 4 to 6.

The Presidential Award is conferred on deserving local government units in recognition of their vital role in promoting children’s rights to survival, development, protection and participation as well as in ensuring child-friendly governance.

National winners will receive the Presidential Trophy plus P300,000 while the Hall of Fame Awardee will also receive the Presidential Trophy and P500,000.

SAN JOSE, Antique – To heighten the awareness of sugar migrant workers locally known as “sacadas” of their rights and responsibilities while working in the sugar land of Negros Occidental, a Pre-Departure Orientation Seminar (PDOS) is conducted by the Department of Labor and Employment (DOLE).

Loraine Villegas Sr., labor officer of DOLE Antique, PDOS is now a requirement for labor contractors before they can secure their permit with DOLE to hire and transport sakadas to Negros Island and other parts of the country for that matter.

PDOS is a breakthrough in the campaign to protect the rights of sugarcane workers who are vulnerable to abuse and exploitation. This approach can help a lot in eliminating child labor and trafficking said Villegas.

DOLE reported that for this hiring season alone, they are expecting more than 2,000 workers to attend PDOS before they can go to work with their contractors.

Two companies based in Northern Territory of Australia and South Korea are interested in hiring skilled workers from Negros Occidental, with an offer of about P2-million salary per year, or about P4-M for two years, Provincial Legal Officer Jose Ma. Valencia said yesterday.

Rivas said these companies need workers in the areas of tiling, carpentry and roofing. The contract for work will be for two years and salary is P2.1 million gross per annum, he said.

Sae Kim, general manager of Tile Force, said they will also hire welders specializing in CO2 welding for the shipping industry in South Korea, with a gross salary of $2.5K US dollars per month.

My friend is in the human resource industry so I think it's pretty reliable. To think he plans to come back pa to Bacolod kun madayun. Confirm ko anay.

A TANOD from Barangay Mandalagan in Bacolod City was adjudged as second best in the individual category of the 2011 Regional Search for Outstanding Barangay Tanod.

The City Council through Councilor Mona Dia Jardin, who chairs the Committee on Barangay Affairs, commended Willy Idiosolo through a resolution for his exemplary performance as Barangay Tanod.

The council also commended Barangay Mandalagan for being the official nominee of Bacolod City for the Regional Search for the Most Outstanding Barangay Tanod for Year 2011.

This search is a yearly program of the Department of Interior and Local Government (DILG) to recognize exemplary performance and services of Barangay Tanods.

The search has three categories – group category, individual category and posthumous category.

DILG Bacolod City has created a search committee composed of the DILG Bacolod, National Police Commission, Bureau of Fire Protection, Philippine National Police, Bureau of Jail Management and Penology, Regional Training School and an NGO representative. (CNC)

Ang gusto ma lang nila enough food para sa adlaw adlaw kag may mapasalubong pagpuli. May nakita ko nga documentary not too long ago about Antique sacadas nga ga-obra sa Batangas. Makuha lang nila ni gali ang ila sweldo kung tapos na ang ila service for a fixed number of months so monthly wala sila sweldo, gamay lang na stipend for their families. Pitiful katama sang ila condiciones pero gwanta lang nila para may inugkaon. :ohno:

BACOLOD City – Negros Occidental Vice Governor Genaro "Lim-ao" Alvarez yesterday said that Governor Alfredo Marañon Jr. is planning to share to the six congressional districts in the province part of the proceeds from Capitol properties sold and leased to Ayala Land, Inc. (ALI).

The initial proceed is pegged at P700 million which is expected to be paid by ALI to the provincial government once the contract between the company and the provincial government is signed.

The contract is now under review by the Commission on Audit at its regional office in Iloilo after it was sent back by COA national office for comment.

Alvarez said that Marañon informed him of his plans of allocating P50 million for each congressional district in the province which will be for counterparting projects identified by the congressmen in their respective districts.

Alvarez said they expect that the payment for the 7.7-hectare property will be made during the last quarter of this year or early next year. (Dolly Yasa)

BACOLOD CITY –– Negros Occidental has the potential to become the renewable energy center of the Visayas if its nine sugar mills are retrofitted to produce electricity from biomass, Arthur Aguilar, president of Global Business Power Corp., said.

He said the potential is up to 200 megawatts of exportable clean energy.

Negros is connected to the Panay and Cebu grids, both energy-deficient areas.

Aguilar cited the potential for biogas as other power sources are facing difficulties.

The Northern Negros geothermal power plant in Bago City, for example, has been downsized from 40 MW to 5-10 MW because of inadequate steam deposits.

Negros Occidental is projected to have a power deficit of 93 MW by 2015.

Aguilar said sugar mills have been engaged in biomass co-generation for almost 100 years now. Their output, however, is mainly for their own use.

If sugar mills are fitted with high-pressure boilers, they could double their power output using the same amount of bagasse, the residue from milling sugar cane, Aguilar said.

Gov. Alfredo Marañon Jr. said the hurdle to retrofitting the mills for power generation is the huge investments required.

Aguilar was here to provide a briefing on the power situation during the 20th Visayas Areas Business Conference and Expo.

He said if mini hydropower and wind power units are added to biomass in the renewable energy portfolio, Negros has the potential to produce 310 MW.

Two Negros towns

Two towns in Negros Occidental, Don Salvador Benedicto and Hinobaan, will receive a P10 million grant from Kapit-Bisig Laban sa Kahirapan- Comprehensive Integrated Delivery of Social Service (KALAHI-CIDSS) for its anti-poverty reduction projects, a Department of Social Welfare and Development said.

These two towns are in the 2011-2012 KALAHI engagement. Don Salvador will receive a P3,500,000 grant and Hinobaan P6,500,000.

The KALAHI engagement with the provincial government and local government units of two beneficiary towns will be firmed up with the signing of the Memorandum of Agreement with DSWD Regional Office 6. The tripartite MOA has yet to be signed.

KALAHI-CIDSS is a community driven development project that aims to empower communities, through their enhanced participation in community projects that reduce poverty. CDD recognizes local communities as not just recipients but as partners in local development by giving them control over decisions and resources.

Don Salvador Benedicto and Hinobaan are only two of the six municipalities in the province of Negros Occidental that are already beneficiaries of the KALAHI. The four others are Cauayan, La Castellana, Moises Padilla and Toboso.

In the previous engagement, Don Salvador received a KC grant of P6.5 million and Hinobaan P12.1 million.

The grant, along with the local counterpart contribution, was spent on several projects such as pre and post harvest facilities, vermin composting production center and hanging bridge, among others.*

P905 MILLION WORTH OF INFRA PROJECT S FOR NORTHERN NEGROS (http://www.dpwh.gov.ph/offices/region/06/index.asp)

About P905 Million worth of infrastructure projects is lined up for implementation for CY 2011 by the DPWH Negros Occidental 1st District Engineering Office. District Engineer Lea Delfinado reported that the amount will be utilize for the improvement of national highway traversing the three (3) Congressional District in northern Negros Occidental. The First Congressional District under Congressman Julio Ledesma IV has P276.747 Million for road projects while Second Congressional District under Congressman Alfredo Marañon III has P197.006 Million. DPWH projects worth P432.087 Million for the Third Congressional District under Congressman Alfredo Abelardo Benitez is focused on the construction of the New Bacolod-Silay Airport Access Road which will cost about P369.666 Million. Engineer Delfinado said that no less than DPWH Secretary Rogelio L. Singson has noted the fast deterioration of national road pavement due to truck overloading especially during sugarcane milling season . Although there is an existing weighbridge stationed at Talisay City that regulates overloaded trucks and trailers passing the highway, this is not enough to service the entire northern Negros. DPWH has already requested funding for the establishment of additional weighbridge station in Escalante City to support the Department’s anti-overloading program.

Ang gusto ma lang nila enough food para sa adlaw adlaw kag may mapasalubong pagpuli. May nakita ko nga documentary not too long ago about Antique sacadas nga ga-obra sa Batangas. Makuha lang nila ni gali ang ila sweldo kung tapos na ang ila service for a fixed number of months so monthly wala sila sweldo, gamay lang na stipend for their families. Pitiful katama sang ila condiciones pero gwanta lang nila para may inugkaon. :ohno:

Bacolod finalist for 4 more awards

Bacolod City is a finalist for four national awards.

It is among the three finalists in Western Visayas for the National Gawad Pamana ng Lahi (an award for exemplary performance in local governance), aside from being once again a finalist for the Most Child-Friendly City national award.

It is also a finalist this year for the Most Business-Friendly City after having won the award from the Philippine Chamber of Commerce and Industry three times in the past.

Bacolod City is also one of the eight cities in Region VI to receive the Seal of Good Housekeeping for Local Governments given by the Department of Interior and Local Government.

Bacolod was chosen together with Iloilo and San Carlos cities to compete for the National Gawad Pamana ng Lahi Award (or Gawad), after an initial assessment conducted by the DILG of all local government units in Region VI in three categories – province, city, municipality.

Bacolod Mayor Evelio Leonardia yesterday said that, based on the score sheet of the DILG, Bacolod got a perfect score as far as transparency is concerned.

"if you have what it takes..." tawa man ko bah... Ok lang man guro manila but kahilidlaw gd sg tam-is kag limpyo nga hangin, mouthwatering dishes and warm people sa negros. Maybe THAT would make me want to go back there. :)

About performance sg taga negros sa BPO industry, a lot of friends tell me nga mag transfer diri sa Manila mga callpeople natun dra and they tell them that they are from Bacolod, gahanga gid sila coz from what I heard, for most accounts, ang ga-beat sa ncr agents are the teams from Bacolod. They also wondered why Bacolod is an emerging hub for BPOs naman. Guess it's natural talent of the Bacolodnons and Negrosanons. I. AM. SO. PROUD.:lol::lol::lol:

Chinatown Proposes to Construct P400-M Building on Old Provincial Jail Site

The lease of the more than one-hectare property occupied by the former Provincial Jail along Gatuslao St. in Bacolod is up for bidding, Provincial Legal Officer Jose Ma. Valencia said.

888 Chinatown Square, one of the interested bidders, is proposing to construct a three-storey building that is estimated to cost P400 million, Valencia said.

The owners of the Chinatown Square have written the Provincial Capitol that they are interested to lease the said property, he said.

The owners said the proposed three-storey building will have a parking area at the former jail’s site, he said.

Valencia said the owners intend to allot one of the floors for a parking area and rent out the rest of the building for commercial use.

The 888 Chinatown Square mall is adjacent to the subject property.

Chinatown has triggered the development of the Capitol properties along Gatuslao St. After they built their mall there, other companies have expressed interest in buying and leasing properties owned by the provincial government in the area, Valencia said.*

The Philippine women’s basketball team is in town for the 1st PSC-SBP Women’s Basketball Invitational Tournament, a four-nation competition, that will serve as the Filipinas’ tune-up game for the November Southeast Asian Games in Indonesia.

Head coach Haydee Ong said the Discovery Perlas Pilipinas squad will face China, Thailand, and Qatar in the September 28 to October 1 tournament that will be played at the West Negros University Gym.

China and Thailand will play in the curtain-raiser at 3 p.m., while Philippines will battle against Qatar in the main game.

The lease of the more than one-hectare property occupied by the former Provincial Jail along Gatuslao St. in Bacolod is up for bidding, Provincial Legal Officer Jose Ma. Valencia said.

888 Chinatown Square, one of the interested bidders, is proposing to construct a three-storey building that is estimated to cost P400 million, Valencia said.

The owners said the proposed three-storey building will have a parking area at the former jail’s site, he said.

Valencia said the owners intend to allot one of the floors for a parking area and rent out the rest of the building for commercial use.

I'm not really keen on having another lot leased or sold out there for low-cost services like a mall full of ukay-ukay or cheap China items. The cost of real estate in that specific area is too valuable just for this one. I just hope the lot would be absorbed by the Ayala's since its just beside the property they will be developing. :D

Is that a tramway line? There has been talks sang una by Mayor Oti of his dream of an LRT line traversing from Bacolod, Talisay, Silay's City Proper to the Airport. Why not instead of an LRT line, tramway na lang. Trams do not demand that much space. Just lay a track path on the road and have designated stops just like the bus pero de-riles unlike light rail transits that you need stations for it. I think they will have a test model of this in UP Diliman. If the UP Diliman model will be successful, they'll modify it a bit for application around the country. Trams are not new to the country, we once had it in Manila during the Spanish era until the end of American rule. :)

Ancient of days pa na nga klase "rail" transport ya ang may kabayo pero may ara pa man na sa mga areas na may existing railways from sugarcane-carrying locomotives. :lol: Sang wala pa kuryente sang 1800's sa Manila, de kabayo pa pero later on, steam powered na, then diesel powered then de-kuryente na especially sa Europe though may diesel-powered pa man. :cheers:

O’k Prov’l Gov’t-Ayala Land Deal

The Commission on Audit (COA) Negros Occidental Office has recommended to its Head Office in Manila the approval of the contract between the Provincial Capitol and Ayala Land for the negotiated sale and lease of the 7.7-hectare property of the provincial government in Bacolod City.

COA Provincial Head Ernie Villa yesterday said he has submitted Wednesday his comments and recommendation to their regional office, which in turn, endorses it to their Head Office.

Villa said the COA Head Office had asked for comments and recommendation of the COA Western Visayas Office, which also asked COA Negros Occidental Office, on the said contract.

The provincial government had submitted a draft of the Deed of Conditional Sale to COA Head Office for review and approval, prior to the signing of the contract.

The Deed of Conditional Sale as approved by the Sangguniang Panlalawigan (SP) involves the sale of 36,587 square meters of Capitol lots totaling P750.033 million. The Contract of Lease, on the other hand, is for the 40,481-square meter lot at P73 per square monthly, amounting to almost P2.755 billion.

The total monthly lease amount is P2.914 million monthly, increasing by 10 percent every five years over a 50-year period. Both contracts amount to almost P3.505 billion.

Villa said, “I recommended for the approval of the contract principally because the COA review concerns two things: one is the reasonableness of the price, and second, the compliance with rules and regulation of the COA.”

He said that on the first count, the price negotiated was reasonable. “With regard to the price, there is no question,” he stressed.

Even if they subtracted the P25-million development cost of the Capitol Lagoon and Park as what was proposed by Ayala, the price is still above the minimum that was set by the provincial government’s Committee on Awards and Disposal of Real Properties, and inspected by COA technical services team, he said.

With regards to the rules and regulation being followed in the conduct of the bidding, Villa said it is also legal.

“I have declared this also in the hearing of the SP that the Committee on Awards had followed the pertinent rules and regulation with respect to the conduct of the disposal of bidding. That is provided for in COA Circular 92386 issued as Implementing Rules and Guidelines for RA 7160 with respect to property management which includes disposal (of properties),” he explained.

Villa, who had served as a resource person during the SP deliberation, said he believes the Capitol awards committee acted in accordance with procedures under COA Circular No. 92386. The circular pertains to the rules and regulations on supply and property management in the local governments.

Villa yesterday said he also took note of the Court of Appeals decision, in the lifting of the temporary restraining order (TRO) earlier granted to SM Prime Holdings, the other bidder for the subject property, which stated that that the COA memorandum that SM Prime had alleged as basis for supposedly winning the bid is not applicable (to the COA rules on bidding).

COA memorandum is different from COA circular, a memorandum is an issuance for internal guidelines to the auditors, while a circular is, as the name suggests, circularized for government-wide application, he said.

The circular contains the policies and guidelines that COA sets as part of its quasi-legislative function, he said.

The Court of Appeals 20th Division in Cebu has lifted the TRO that it earlier granted to SM Prime which filed a petition seeking to restrain Governor Alfredo Marañon Jr. from signing the contract with Ayala Land.

Meanwhile, Ayala Land is proposing to develop the 7-7-hectare property into a Capitol Civic Center with P6 billion in investments.*

May ara na to nga U-turn slot sa unhan. Just before the boundary of Bacolod and Talisay. Curing period pa siguro sang concrete. In couple of days mahuman man na didto ang ginrepair na portion ka road. Thats also the reason why ang distance ka current U-Turn slot is near the entrance of the North Terminal ni Chua.

Kong sa pwede migs pwede gid.. Pero syempre that would require a lot money for its rehabilitation. Not to mention sang issues on right of way.

Ang Hawaiian ya is still using it on a limited area na lang. I'm not so sure about the other sugar centrals.

Ang VMC ya... same man sa iban.. pang display na lang

Good am.. hope that what happened to Robinson Metro in Sincang will not suffer the same fate here in Robinsons Triangle, :bash::bash: because first of all, Robinsons triangle will not materialize if not because of Ceres Terminal, as i said before it is not the Terminals that worsen the traffic, it is the traffic implementors?enforcers that is lenient and not serious in implementing traffic rules in our city. The city officials should consult a public hearing incuding businesses owners, drivers and commuters before implementing the terminal transfer, many are complaining especially students from Talisay and Driver's, meaning there is no public hearing that really happened.:bash::bash::bash: the transfer of north terminal does not solve the traffic, it only transfers the traffic problem from shopping to Pepsi area, the worst impact is the Big business that may possible closed down and many people will lost their livelihood.:bash::bash:wake-up Mayor Bing!! listen to the sentiments of the people who voted you and put in a position what you are today...:bash::bash:

I haven't actually seen the situation after the transfer. So I can't really tell. The area of the old terminal was really congested. Thanks to a number of people who I think has their own excuses. Depende na lang sa imu kun pano mo xa i-take:
1. Kanday manong driver nga gapanginyadi (chakto term ko?) maka kuha mga commuters that's why biskan tunga dalan pundo sila.
2. Kanday pasajero nga kun diin lapit nga jeep didto masakay, may dala man sila ukon wala.
3. Kanday manong barker nga indi ko kainchindi sg purpose in life nila.
4. Kanday manong pulis/enforcer nga... wait, wala ko da gali may natandaan nga nakita ko da... :bash::bash::bash: Daw mas visible pa kanday manong barker kaysa kanday manong pulis ee...

Clearly, traffic is caused by more than just one factor. It's the government's job to devise a plan for order and enforce it. That's what their paychecks [and whatever pa that they benefit from being sa pwesto] are for. Consequently, kita naman are to adhere with the plan; after all, we voted for them/ I just hope storyahan lang sg mau and let cool, functional, and rational minds rule.
