Famous inventor leads Manapla inauguration
OF GUSTILO TOWN CENTER, RESORT VILLAS

The Gustilo Town Center and Northland Resort Hotel in Manapla town were inaugurated yesterday afternoon.

The inauguration was led by world-renown orthopedic surgeon and inventor Ramon Gustilo and his wife, Gloria, who were joined by Manapla Mayor Lourdes Escalante and engineer Rudy Gustilo in the cutting of the ribbon.

The Gustilo Town Center Complex is a 3-storey structure with commercial and office spaces, entertainment and sports facilities, and multi-purpose function rooms, Dr. Ramon Aguirre, president and chief operating officer of the Rabagus Group of Companies, said.

Also inaugurated were a guest house and 12 junior villas that form part of the Northland Resort Hotel, Aguirre said.

He also said the facilities inaugurated yesterday were worth about P250 million.

The Rabagus Group of Companies of Dr. Ramon Gustilo owns the Gustilo Town Center, Northland Resort Hotel, Villa Verde Subdivision, Motor City and Shell Station in Manapla.

Aguirre said the town center and resort hotel serve as family destinations, as they offer something for everybody.

Dr. Gustilo, a native of Manapla, is the inventor of the Genesis Knee System, one of the most successful knee systems in the United States and the world. It is a procedure that replaces a knee with metal-base tibial implants.

The doctor, who has numerous other inventions to his name, said he was investing in Manapla because he wants to give back to the town where he was born and provide jobs for residents of the area.*CPG

Negrense wins int’l award

A Negrense has won this year’s Hans Manneby Memorial Fund Museum Development Award besting nominees from around the world.

Elizabeth Cordova, director of the Museo sang Bata sa Negros in Sagay City, will receive the the award at rites set in Stockholm, Sweden, on November 10.

Cordova was informed that she had won the award by Elisabet Olofsson, executive director of Samp, the International Museum Network.

“The screening was done in Stockholm by the board of Hans Manneby. I didn’t know that I was nominated until the deliberations were over and my name came out as a winner,” Cordova said.

She found out later that she had been nominated by another museum director from Africa, she added.

Olofsson said the deliberations were quite intense and Cordova was shortlisted in the top three, with her closest rival coming from Brazil.

“I am very happy and excited with the prize, although this is as much a prize for Sagay and the museum staff, because I can not do much on my own without their support, “ Cordova said.

The fund had been created to promote museum development and to commemorate Hans Manneby (1946-2008) former chair of Swedish ICOM, the International Council of Museums.

The Museum Development Award is given to a person who has worked in the spirit of Hans Manneby which can be summarized as “an empiricist’s search for the comprehensive view” for museum development, the foundation’s website says.

“I am a bit nervous and anxious as I have read about Hans Manneby and he is awesome. I can only fill a tiny part of his shoe, nevertheless, I will try my best to live and work in his legacy. I am very thankful to the Lord for this prize,” Cordova said.

The foundation noted Cordova’s work at the Museo sang Bata sa Negros, described as a children’s hands-on museum that awakens and stimulates their creative and intellectual potential to discover, understand and appreciate themselves, others, their environment, culture and the rest of the world.

Cordova said she was informed that after the awarding rites, it is being arranged that she will get an audience with the Queen of Sweden and one of the princesses who are very interested in projects concerning children.*CPG

Nat’l summit set Sept. 26-28


The province of Negros Occidental will host the 3rd National Summit on Inter-Local Cooperation at L’Fisher Hotel in Bacolod City, Sept. 26 to 28.

It will be in collaboration with European Union, GIZ, Philippine Development Foundation, CIDA and the Department of Interiors and Local Government, a press release from the Capitol said.

both terminal (North and South) ginalabyan na ka Shopping (San-ag) na jeep. Pero if you mean na halin sa Libertad ang Shopping(San ag) na jeep wala na sya galabay sa South Terminal kay downtown na sya ga diretso from Libertad. Its the Shopping (La Salle) jeep ang galabay sa South Terminal from Libertad.

I haven't actually seen the situation after the transfer. So I can't really tell. The area of the old terminal was really congested. Thanks to a number of people who I think has their own excuses. Depende na lang sa imu kun pano mo xa i-take:
1. Kanday manong driver nga gapanginyadi (chakto term ko?) maka kuha mga commuters that's why biskan tunga dalan pundo sila.
2. Kanday pasajero nga kun diin lapit nga jeep didto masakay, may dala man sila ukon wala.
3. Kanday manong barker nga indi ko kainchindi sg purpose in life nila.
4. Kanday manong pulis/enforcer nga... wait, wala ko da gali may natandaan nga nakita ko da... :bash::bash::bash: Daw mas visible pa kanday manong barker kaysa kanday manong pulis ee...

Clearly, traffic is caused by more than just one factor. It's the government's job to devise a plan for order and enforce it. That's what their paychecks [and whatever pa that they benefit from being sa pwesto] are for. Consequently, kita naman are to adhere with the plan; after all, we voted for them/ I just hope storyahan lang sg mau and let cool, functional, and rational minds rule.

Pero in the long run nag maayo man lang. nag tahum ang mga terminal kag nag orderly ang passengers including the city jeepneys that take passengers from the terminal to the city. May mga commercial cubicles na kag restrooms and proper seating sections na for the commuters.

So we are hoping nga if given time and pag cooperate ang tanan may solusyon gid na ang mga gusot sa terminal transfer. As said it will act as a new growth area for development of commercial establishments.

Ang Robinsons Supermarket sa Triangle Island is a different scenario kesa Robinsons Cybergate Center (Formerly Robinsons Metro Bacolod). Schools and commercial establishments including rapid development of residential areas around shopping will sustain the commercial center. nabuhi gani ang Lopues East Center nga ginpatindog sa katubuhan kag malayo sa terminal.
May vaccum lang na nga diutay but ma rebound man ina.

But for me I would prefer a Bata/North Terminal - Shopping (Burgos) jeepney route be established or an option of Talisay-Bacolod route re-established but only up to the Triangle Island Plaza then return back via San Juan thru Banago

nye...daw wala man Vallacar sa lapit UNO-R. If ang gina mean mo ang Ceres sa Tay Tung HS atubang...dugay na ina wala da....early 90's pa na dira napahalin. Ang current nga Ceres South Terminal and ara sa Lopez Jaena St. lapit sa Barangay 31 - Islamic Center.

Almost everyday ara kami sa Triangle Island Plaza buy snacks kag grocery... And damu offices sa Shopping area. Mga passengers gabantay gyapon para magsakay pa north terminal. May mga customers may gyapon ang TIP ah...

Ang mga driver naman nga iban ya sila naman nagpasaway sa La Salle Ave mangkwa pasahero sa corner nga dapart didto sila dampi sa tubang simbahan nga kagutok panada daan kay cge construct ka Mcdo. Diin nagkadto mga traffice enforcer da man? or natymingan lang gina kay gainulan muna wala sila?

Sang Pre-school pa lang ko sa Tay Tung, ara pa da ang Ceres Terminal pero as far as I can remember, sang Grade 1 na ko, amo pagsaylo. Ang Tupad sina nga facing Tay Tung man, daw terminal bala ka Cebro na pa Ma-ao or La Carlota. Grabe nga relief da sa mga parents sang Tay Tung sang nasaylo kay at least di na masyado delicado for us children sang una. :cheers:

I was in Iloilo when their perimeter boundary ordinance was established and indi lang ya migs isa or duwa ila terminal nga gin himo but 4 (or 5) for provincial jeepneys and buses. Sang sugod sapagka budlay man gid mag sagad byahe pa Ungka, Tagbak kag Mohon kay mayab-ok kun adlaw kag lutakon kun tig-ululan. plus pa ang gapinagusto gwa sulod nga mga salakyan sa terminal kag ga pinundo nga V-for-hire sa kilid dalan. Pero in the long run nag maayo man lang. nag tahum ang mga terminal kag nag orderly ang passengers including the city jeepneys that take passengers from the terminal to the city. May mga commercial cubicles na kag restrooms and proper seating sections na for the commuters.

So we are hoping nga if given time and pag cooperate ang tanan may solusyon gid na ang mga gusot sa terminal transfer. As said it will act as a new growth area for development of commercial establishments.

Ang Robinsons Supermarket sa Triangle Island is a different scenario kesa Robinsons Cybergate Center (Formerly Robinsons Metro Bacolod). Schools and commercial establishments including rapid development of residential areas around shopping will sustain the commercial center. nabuhi gani ang Lopues East Center nga ginpatindog sa katubuhan kag malayo sa terminal.
May vaccum lang na nga diutay but ma rebound man ina.

But for me I would prefer a Bata/North Terminal - Shopping (Burgos) jeepney route be established or an option of Talisay-Bacolod route re-established but only up to the Triangle Island Plaza then return back via San Juan thru Banago

I'm sure ginatinguhaan man ni Mayor Oti nga mag feel at home man japu ang mga taga Bacolod biskan ang airport ara na sa Silay. And because ara na sa Silay ang airport, naging possible na ang pagpataas sg buildings sa Bacolod. More like ang silay daw pasay/parañaque and Bacolod is like Makati, Pasig, QC, etc. Mayu na gid man ang progress ka Bacolod halin pag transfer ka airport because of high and mid rise na buildings. Tani lang di na mag idle ang old airport. Ano na da ang plans gid subong aw? Para mabuhi naman ang area dira. Migo Britnoy, we all gotta do what we have to do... Mayu lang ari ang SSC kag iban nga blogs kanday migo kag miga diri... At least updated japun kita... :)

Ayala for the renovation of lagoon would make it more attractive sa mga tawo.

I am not so sure who sponsors this group who do the "Hataw". They are the one who leads the exercise in the stage. Then if feel mo pwede ka lang ka join. It usually starts at 6AM and ends at 7AM.

Di man migs ah...it is still Bacolod Airport technically. Kadamu sang mga airport nga gin move from their old "near-the-city" locations but became a center of developemnt just like Cebu at Mactan Island.

Long story. :lol: Basta, may ginreklamo kami da sang una nga teacher pero wala nag take action ang School Board so naghalin ko kag nagsaylo sa Trinity in protest and disgust. Next year, damo man naghalin kag nagsaylo pa-Trinity. It was a bitter transfer pero that proved fateful since the moment nagsaylo ko, Trinity fielded me as a contestant in their several academic contests and one of that biggest achievement was being the first champion of ABS-CBN Quiz High Competition. I guess taskto guid man ang Bible... "...we know that in all things God works for the good of those who love him, who have been called according to his purpose." Romans 8:28, NIV. Now, no bitterness about what happened anymore and I occasionally visit my siansi in Tay Tung kung ara ko sa Bacolod. Was happy to be part of the history of two great schools, 10 years in Tay Tung, 2 years of sanctuary in Trinity. :)

I hope Bacolod-Silay Airport will retain a certain feel of laid-backness biskan madevelop ang area. Part of the airport's charm is being located in the middle of sugarcane fields which gives it an authentic Negrénse experience. :)

SAme reason with Kanlaon Volcano nearby and mas expensive ang mga lots kay lapit sa Bacolod City proper. Ang plan kuntani sang una is to extend Bacolod airport to the sea but it would entail a lot of land reclaiming and filling and would expose the airport and aircraft more to dangerous winds during the monsoon and the typhoon. Another one is that, the airplane's flight path still passes over the downtown area and other densely populated centers of Bacolod.:lol:

Ang Abuanan, Bago area tani was a good spot for the airport because of a more level and gentle sloping topography but Kanlaon Volcano poses as a perpetual threat to aircraft since its nature of sudden explosions which may spew dangerous ashclouds along the flight path. Same as the Mansilingan site.

That's what I love about Bacólod, no security concerns whatsoever pero still, in no way should be be lax in our security. We have to take care of our more than half a million people in the city and three quarter a million residents sa Metropolitan area ta. :D

sa nadumduman ko migs ang ginpropose nga lugar sang Bacolod ara sa abuanan area te perdi sila sa Silay eh kay ang finding sang survey about sang proposed area sang Bacolod,kung magerupt kuno ang canlaon medyo delikada para sa eroplano tungod sa ash nga magahalin sa volcano. kag medyo may diutay man nga politika eh. pero ang silay daw ok naman ah.

SAme reason with Kanlaon Volcano nearby and mas expensive ang mga lots kay lapit sa Bacolod City proper. Ang plan kuntani sang una is to extend Bacolod airport to the sea but it would entail a lot of land reclaiming and filling and would expose the airport and aircraft more to dangerous winds during the monsoon and the typhoon. Another one is that, the airplane's flight path still passes over the downtown area and other densely populated centers of Bacolod.:lol:

Ang Abuanan, Bago area tani was a good spot for the airport because of a more level and gentle sloping topography but Kanlaon Volcano poses as a perpetual threat to aircraft since its nature of sudden explosions which may spew dangerous ashclouds along the flight path. Same as the Mansilingan site.

And Bagtic, Silay nga site was the most reasonable sa tanan

Mmm... actually, could've since flat terrain but... kung maka-observe ka kung maglanding, ang labyan mo, downtown area sang Bacolod.

For example, ara guid man bi sa Talisay ang airport kag usually ang approach ara sa South, you will have to fly low guid above the downtown area just like sa old airport but at a different direction. Imagine kung magsala ang approach niya, dalasa ang downtown or ang Robinson's. :ohno:

Also, the surrounding areas sang Talisay are suburbs which would be a nuisance for the residents. If you move it far enough from the residential area, indi naman pwede kay steep ang pagrise ka elevation from an average of 80ft to about 200ft.

Unlike sa Silay, wala masyado residents so the noise is not a problem and also, the altitude kung mag final approach siya would not be of a threat sa downtown area unless the plane would suddenly fall from the sky. :(

BACOLOD CITY -- The number of economic zones for information technology (IT) firms here and nearby areas has reportedly surged since early 2010, prompting an industry group to vie for a boost in the city’s standing in a yearly list of attractive investment sites.

In the early part of 2010, Bacolod had only less than 10 hectares in presidentially proclaimed IT parks accredited by the Philippine Economic Zone Authority (PEZA), said Jocelle Batapa-Sigue, chairman of the Bacolod-Negros Occidental Federation for Information and Communications Technology (BNEFIT).

IT parks are areas wherein industry players can set up to qualify for lower corporate taxes and easier licensing processes.

Since early 2010, there has been several more major IT parks that have been approved by Malacañang, Ms. Batapa-Sigue said.

She said that two more major IT parks were granted presidential proclamations in recent times: the Northpoint Technohub of Ayala Land, Inc. measuring roughly 13 hectares in the neighboring Talisay City and the Two Sanparq building in Brgy. Mandalagan in Bacolod City.

These come on top of nine IT parks totaling some 20 hectares that already have presidential approval: Luxur Plaza IT Centre, Monfort IT Center, San Antonio Park Square, The Block IT Park, Robinsons Cybergate IT Centre, Bacolod Information Technology Park, Lopue’s East IT Center, Lopue’s South IT Center, and St. Francis IT Centre.

Three other IT parks totaling some 40 hectares are meanwhile awaiting Malacañang approval as these have already been accredited by the PEZA, Ms. Batapa-Sigue said, citing Central District IT Park on Lacson St., Grand IT Park on Araneta St. and another operated by SM Investments Corp.

“[There’s] a leap in real estate availability,” Ms. Batapa-Sigue said further.

According to the BNEFIT, the outsourcing industry in Bacolod has generated almost 10,000 direct jobs which translate to annual total salaries of more than P1 billion.

With these developments, Ms. Batapa-Sigue said the BNEFIT is eyeing the top spot for Bacolod in the 2011 evaluation for the country’s Top 10 Next Wave Cities.

In 2009, Bacolod was in fifth place. It moved two notches higher to third spot last year.

“We are confident that this year will even be better because of what has transpired after the 2010 results especially in the area of human capital development and infrastructure…” Ms. Batapa-Sigue said. -- NLG

I don't think Clark is a good option for land tomorrow, if ever...mas lapit pa na sya sa bagyo.

Anyway, they'll announce it naman whether the flight has been delayed or cancelled, but a rough approach is indeed expected at Manila by tomorrow morning.

first kk was 12 floors then downgraded to 8 storeys...sadly wala pa gid rendering, bantay bantay lang ta ah, basi mag sobra man sa 8.

BACOLOD City—The provincial auditor of the Commission on Audit (CoA) has recommended the approval of the contract for the sale and lease of the 7.7-hectare property in Bacolod City owned by the Negros Occidental provincial government to Ayala Land Inc.

Provincial CoA auditor Ernie Villa said the negotiated price offered by Ayala was higher compared with the offer of the SM Prime Holdings Inc. (SMPHI), which was also interested in the property.

“The negotiated price offered by Ayala was high. It was above the minimum valuation set for the price of the property even after the deduction of the P25 million allotted for the development of the Capitol Lagoon Park in Bacolod City,” Villa said.

The report was submitted on Wednesday to the CoA Western Visayas office in compliance with the policy that every contract entered into by government should be reviewed and approved by state auditors.

Negros Occidental Governor Alfredo Marañon Jr. earlier said the province would stand to receive P3,575,846,909.25 with Ayala’s proposal, or more than P390 million more than the P3,112,464,973 offered by SMPHI.

Marañon added the proposed development cost of Ayala would be around P6 billion, P2.5 billion more than SMPHI’s investment in the area.

According to Villa, the provincial government had followed the pertinent rules and regulations in the bidding and the disposal of the property.

“With that, we have to recommend approval,” he said.

Villa said he also took note of the Court of Appeals ruling on the lifting of a temporary restraining order against the sale and lease of the property to Ayala.

The SMPHI has filed a petition for certiorari to stop the province from proceeding with the sale and lease of its prime property in Bacolod to Ayala.

The SMPHI claimed that it won the July 7 bidding for the property yet the province awarded the contract to Ayala in a negotiated bidding.

One surge of thought... What government offices ang ga-occupy sang Old City Hall subong? I heard of PRC plans to set up an office in Rob but why not offeran na lang sila bi space to rent sa Old City Hall? Damo ta government agencies nga ga rent space like DFA Bacolod, NSO, Census Office, etc. so why not house them in one structure like the Old City Hall? Kanugon lang na kung wala gina-usar, menos gastos pa na sa mga government agencies kag yawat pa nga senintimos na madugang sa City Government. :D

Dugay na ina migs gina offer sang Bacolod City Govt ang Old City Hall for lease sang mga other govt agencies but daw wala gana ang mga agencies..ambot ngaa...as I know some govt offices ara pa da like the Govt Employees Union Office, City Mayor's Satellite office, etc. as I have heard gi offer na sa CIDG, PDEA and PRC but ambot ngaa daw ka slow sa ila

Ang DFA ya by hook or by crook indi na ya pag pasugtan ni Monico isaylo sa old city hall. balingag utok abi

Relic of St. John Baptist De La Salle to visit Bacolod

The relic of the Patron Saint of Teachers St. John Baptist De La Salle is coming to Bacolod on Oct. 1 and will stay until Oct. 22.

The relic is a bone part from the arm of De La Salle and is enclosed in a glass.

On October 1, the relic is expected to arrive at 10:00 am from Manila at the old Bacolod Airport and will be enthroned at the San Sebastian Cathedral. A High Mass will then take place at 12:15 pm on the same day.

Prayers and Veneration of the relic at the Cathderal will then follow until midnight.

On October 2, the relic will be transferred to St. Joseph School-La Salle in Villamonte where it will stay until October 11.

It will then be moved to the Main Chapel of the University of St. La Salle for public viewing starting October 12 to 21.

Prayers and veneration of the relic is open to the public.

The relic will be brought back to Manila on October 22.

The visit of De La Salle’s relic in the country is in line with the celebration of the centenary of Lasallian presence in the Philippines.

Golez to construct toilets for public schools

BACOLOD City Representative Anthony Golez said that toilet complexes will be constructed in all public elementary and high schools in the city starting this month.

Golez was able to source funds from the Department of Education for these projects, which he believes necessary to maintain public health in schools.

This is one facility that is lacking in public schools; schoolchildren and students don't have toilets to use during school days.

There are also existing toilets, he said, but they desperately need repairs. "With this project, pupils and students will have toilets which they can use, thereby assuring their sanitation," he said.

The construction will start this month until next year, he said.

Entrepreneurs told: Avail of DOST's zero interest loan

THE Metro Bacolod Chamber of Commerce and Industry (MBCCI) urged small entrepreneurs in Bacolod City to avail themselves of the zero interest loan offered by the Department of Science and Technology (DOST).

MBCCI president Frank Carbon said that their office serves as one of the evaluators of those who would like to avail of the program of DOST.

He said that this is a great opportunity for small entrepreneurs because the loan is extended for a three-year loan payment period.

The government he said would like to give small entrepreneurs the opportunity to upgrade their facilities through this loan.

The initial requirement for those who would like to avail of the project is for the proprietor to present the proof of business existence for at least three years, current business permit and official receipts for the business.

Carbon pointed out that MBCCI will also guide the small entrepreneurs how to make their businesses more profitable.

He also said that DOST extends a loan of up to P1 million this year payable for three years and the loan could be extended to P2 million to P3 million next year. (TED)

Bacolod notes increase demand in hotel rooms

BACOLOD CITY, Sept. 26 (PIA) -- More Hotels are getting booked in time for the world-renowned MassKara Festival come October.

Bacolod City Mayor Evelio Leonardia revealed that since 3-4 months ago hotel rooms in the city were getting booked by local and foreign tourists who wanted to witness the MassKara Festival that the mayor called the "crown jewel" of Bacolod’s Tourism industry.

Hotel rooms have increased from 1,612 rooms in 2004 to 3,678 hotel rooms this year.

“Robinsons Land is also building a hotel and is even adding an additional floor from its original plan. This tells us therefore that the tourism industry is growing and continues to grow,” Leonardia said.

Flights have also increased from four flights 10 years ago to 17 flights now going in and going out of Manila and Cebu.

“An increase in flights indicates that there is vibrancy in the economy and the industry continues to grow,” Leonardia added.

With the expected overflow of people during the festival on October 1-19, the mayor urged the local police to prepare for the security and safety aspects of the revelers.

Provincial Board to skip session for Negros Trade Fair

NEGROS Occidental Vice Governor Genaro Alvarez on Sunday said the Provincial Board (PB) will skip its regular session on Wednesday, as most of the members will attend the Negros Trade Fair in the capital.

Alvarez said that he may also attend the said affair that will showcase the Negros products at the Rockwell tent in Makati City.

Considered as the country's longest running provincial trade fair, the Negros Trade Fair is one of the Association of Negros Producers' most potent marketing vehicle for its member-entrepreneurs, providing Negrense entrepreneurs direct access to the buyers and merchandisers of store chains as well as to the fair’s loyal clients.

It’s going to be a more festive celebration of this year’s Electric MassKara which will be held on October 14 and 15 in two venues: the Tourism Strip along Lacson St., and Rizal St., between SM City buildings.

On Oct. 14, Friday, 10 Bacolod barangays are competing in the Performing Float Competition. These are Brgys. 2, 3, 11, 23, 30, 39, Alijis, Bata, Cabug, and Taculing.

The float parade kicks off at 7 p.m. at SM City and will proceed to the Tourism Strip where there will be performances.

On the second night, corporate floats will join the Electric Float Parade, including the top three winners of the performing float competition the previous night.

Also for two nights, there will be concerts at four different venues along Tourism Strip, and at Rizal St. in SM City.

On these dates, traffic will shut down partially starting 12 noon and will shut down totally starting 4 p.m., festival organizers said.

Festival organizers stressed that during the Electric MassKara celebration, tents, tables and chairs will no longer be allowed at the Tourism Strip.

This is to allow bigger space for people traffic and the parade which will have bigger floats.

However, establishments that have their own private parking spaces and sidewalks can set up tables therein, organizers added.

Now on its 5th year, the Electric MassKara, which is a major event of the festival, has successfully earned its own distinction as another mardi gras of the festival.

In 2007, organizers had converted the Lacson St. (from the 5th St. to North Drive) into a Tourism Strip as an alternative party venue to the public plaza.
For two nights the Electric MassKara showcases colorfully lit dancers and carnaval-like features.

While the dancers are performing on the floats, the audiences enjoy a comfortable view from their vantage points, which are a long line of kiosks of food and drinks from two sides of the street.*

The 2011 MassKara festival logo was designed by Bacolod visual artist and fine arts professor Bamboo Tonogbanua who has also been commissioned to do the trophies that will be given to the winners in the different official festival competitions.

In keeping with a tradition started in 2004, a Bacolod artist is commissioned to capture the year’s MassKara theme and creative impulses in its logo and trophies.

Tonogbanua has been part of the past MassKara festivals in different capacities— as a costume and stage designer for the MassKara Queen pageants, floats, festival arcs, and streetdancing competitions. He is also the organizer of the well-received MassKara Fantasy Costume contests, an annual festival event that is being revived this year.

He is a graduate of Bachelor of Fine Arts major in Advertising of the University of Santo Tomas.

Tonogbanua had taught at the La Consolacion College—School of Architecture and Fine Arts (LCC-ARFIEN) for more than 20 years.

He is a founding member of the 36-year-old Art Association of Bacolod-Negros, and a member of the Circulo de Bacolod.

Tonogbanua said he was both happy and honored to have been commissioned by the Silver MassKara Festival Organization to create this year’s logo that is centered on the theme, “Celebrating the New Icons of Bacolod.”

This year’s logo shows a spectrum of colors that the festival is famous for, he said.

The logo combines the glamorous but realistic portrayal of the mask, itself a symbol of the festival, and the vibrant colors of the MassKara Festival, he said.

The hairs of the mask are illustrated like flowing ribbons to symbolize the lively and festive atmosphere of the festival, he said.

The headdress of the mask showed symbols of the new icons of Bacolod: the Bacolod City Government Center, the Blessed John Paul II Tower, and other rising business structures.

Also in the headdress are the public plaza’s bandstand, where the MassKara streetdancing competitions are held, and the Philippine flag, to symbolize patriotism.

Festival director Eli Francis Tajanlangit said the inclusion of the flag is apt as Bacolod is campaigning for our “kababayan” in the US and other countries to come home in October and join the celebration of the 32nd MassKara Festival.

Among those who have created the MassKara logos are renowned filmmaker Peque Gallaga and visual artists Barry Cervantes, Lee Santiago, Raymond Legaspi. Cervantes and Legaspi had also worked on the trophies along with Jose Carreon, Jr. and Dennis Ascalon.

The MassKara trophies were first designed by Charlie Co in 2006. From the figure Co designed, that of a rising sun and a ship, other artists had painted on.

Last year, the festival logo was designed by Daryl Anthony Jimenea, a young multi-media artist, and a graduate of Computer Engineering of the University of Saint La Salle.*

PNOC unit eyes 1,000-ha sweet sorghum plantation

MANILA, Philippines - The Philippine National Oil Co.-Alternative Fuels Corp. (PNOC-AFC) is in talks to establish a 1,000-hectare sweet sorghum plantation in Negros Occidental.

The project will require an investment of P45 million to P75 million at a production cost of P30,000 to P50,000 per hectare.

The harvest will be used to produce sweet sorghum syrup for ethanol production at the San Carlos Bioenergy Inc. (SCBI) plant in San Carlos City in Negros Occidental.

Estimated to yield 2,500 liters per hectare, 1,000 hectares can produce as much as 2.5 million liters of ethanol per year.

Sweet sorghum is very competitive as bioethanol feedstock as studied by UPLB and Mariano Marcos State University ((MMSU) team, according to Prof. Rex B. Demafelis, University of the Philippines Los Baños (UPLB) Alternative Energy Research, Development, and Extension (RDE) convenor and chairman of UPLB Energy Systems Committee.

The commercial production is expected to come after several years of agronomic research and inter-agency coordination funded by the Department of Agriculture-Bureau of Agricultural Research (DA-BAR).

Demafelis is urging PNOC-AFC to conduct first a feasibility study (FS) to validate previous studies and the site specificity analysis before any engagement is made.

All this requires PNOC-AFC board approval and that of the PNOC mother board. Securing the approval, Demafelis estimate, would take up to just before the end of next year, and only after the approvals are secured could a feasibility study be done.

SILVER MassKara Festival Organization Inc. director Eli Francis Tajanlangit said this year's festival, which will run for 19 days starting October 1, will going to be "big, massive, and colorful."

"I felt this way in 2007 when we launched the very first Electric MassKara, which pushed the festival higher. This year, we are bravely going live music for the Barangay Category, which will be held on October 16. The street dance will have live original music composed by our barangay musicians. We are very proud, excited and happy about it because finally, we are bringing the festival to its last phase of development," said Tajanlangit.

He said the response of the barangays to this idea has been fantastic. "We went around the barangays and we have seen the flowering of musical talents in our barangays. We can say that now is the right time to go live music. The artists like Peque Gallaga have been telling us we go live because the effect of live music is different from canned music."

He said this is going to be interactive because the electricity of the beat of the drums is entirely different from the canned music. "We might have people dancing on the streets with our dancers."

Only the School Category will use the canned music where they can choose from the years 2004 to 2010.

The 32nd MassKara Festival will also unveil three MassKara landmarks. These are the MassKara billboard of lights located at the Gonzaga Araneta Streets; the Public Plaza Band Stand to be unveiled October 1 with the 19 MassKara Giant Lanterns; and the fountain area of Bacolod Government Center to be opened October 7.

On October 18, they will have fireworks dubbed as a “Salute to Bacolod City.”

A MassKara dance showdown, a competition among dance groups that aims to develop a culture of wearing masks, will be launched October 19. This is in cooperation with GMA 7.

The organizers of this year's festival said they no longer allow tables and chairs on the streets to give more space to the dancers and for all spectators to be able to witness the festival conveniently. (Carla N. Canet)

THE Bacolod City Government is planning to give six brand new patrol cars to the Bacolod City Police Office (BCPO), acting City Mayor Jude Thaddeus Sayson said Tuesday.

Sayson said City Mayor Evelio Leonardia allotted a budget to buy six brand new patrol cars for the BCPO. The purchase is now under bidding.

He said the six brand new patrol cars will augment and improve the mobility of BCPO. The new cars will be distributed to the different police stations.

Recently, the City Government procured two sets of vehicles for BCPO.

Sayson said each brand new patrol car will costs P500,000 to P600,000

The City Government will also provide an additional budget for the procurement of equipment for the Special Weapon and Tactics or Swat unit of BCPO in 2012, Sayson said. (Merlinda A. Pedrosa)

Clean Up Drive at Public Markets On

As part of the continuing Clean and Green Program of the Bacolod City government, Task Force Linis Burgos Market conducted a clean up drive.

Executive Assistant Sammy Montoyo led the drive, with participation of various agencies like Department of Public Services, City Engineer’s Office, BACIWA, Soroptimist Club of Bacolod City, Amity Fire Brigade, PESO scholars as part of the community outreach, Burgos Market staff and Burgos Market Vendors Association.

They first cleaned the vegetable, fish and meat sections.

They also included the 61 market stalls which remain vacant for years already.

They also cleaned the streets and market along Hilado and Galo Streets, as reports said these areas will be utilized as parking spaces of marketers’ cars.

Montoyo said, Councilor Dindo Ramos will conduct a public hearing regarding the conversion of the said side-streets into parking spaces.

This kick-off activity is participated in by the City Mayor’s office-EAs and staff and PESO scholars as part of their community service, Department of Public Services Cleaners, City Engineers Office, Soroptimist Club, BACIWA, Amity Fire Brigade, Burgos Market staff and Burgos Market vendor’s association.

Montoyo said, the purpose of the activity is to maintain the orderliness and cleanliness inside and outside the premises of the market and to introduce some improvements and innovations on how to make markets more beneficial to the buying public. After the Burgos Public Market, Montoyo said they will clean the other public markets.*

City to build P5M youth detention center


A P5-million youth rehabilitation facility will be put up near the relocation site in Brgy. Vista Alegre, Bacolod City, to house the growing number of the city’s juvenile offenders, acting Mayor Jude Thaddeus Sayson said yesterday.

Sayson said the complex, which will be put up on a two-hectare lot, will serve as a formation center for juvenile offenders involved in heinous crimes until they are ready to go back to the community.

He said the Social Development Center at the Bacolod City Police headquarters, which now serves as temporary shelter for youth offenders in the city, will be utilized as processing center of children with lesser offenses.

The x-ray machine of the Bacolod Silay airport bogged down Saturday, as the local Civil Aviation Authority of the Philippines in Negros Occidental braced for the influx of passengers to Bacolod for the MassKara Festival.

June Madamba, officer-in-charge of the CAAP-Bacolod office, however, said he was assured technicians will arrive to repair the x-ray machine at the final departure area, on October 3.

The three-week MassKara Festival celebration starts Oct. 1.

Madamba advised passengers to come early, as much as possible an hour before their flight, to avoid inconvenience at the pre-departure area, where manual checking of hand-carried baggages will be done.

He said P2 million has been earmarked for the purchase of a new x-ray machine.

Madamba, former Bacolod Silay Air Traffic Controller supervisor, took over as airport manager when complaints involving sanitation, poor air-conditioning, dirty comfort rooms, lax security and lack of personnel, were raised against his predecessor last year.

He said P5 million has been earmarked for the repair and rehabilitation of the Bacolod-Silay airport air-conditioning system.

As to sanitation, Madamba said he is implementing multi-tasking among the janitorial services personnel, to address it.

Security has been also tightened at the airport, he added.*GPB

that's right migo...they scratch the 2 buildings at the center to give way for more amenities, which is good.

Visit Negros trade fair – guv


Negros Occidental Gov. Alfredo Maranon Jr. yesterday called on the public and Negrenses in Metro Manila to visit the 26th Negros Trade Fair at the Rockwell Tent in Makati City that kicks off today and ends Sunday.

More than 50 producers of the Association of Negros Producers are joining the trade fair. They will sell Negros products and food, he said.

Every year sales at the trade fair increase, which shows that Negros’ products are acceptable in Manila.

Aside from actual sales the producers also get export inquiries and sign contracts, he said.

Marañon said he will not be able to join the trade fair opening this afternoon because of the ongoing National Summit on Inter-Local Cooperation in Bacolod City, but Negros Occidental board members and other officials will be there.*CPG
