Bacolod launches 2012 independent film fest

BACOLOD CITY -- About 50 filmmakers are expected to converge in Bacolod City for the 4th Bacollywood film festival set for February next year.

Festival director Manny Montelibano said the event, which they launched last week, will carry the theme, "Empowering Regional Cinema."

It will be held on Feb. 8 to 11 next year.

A pilot project of the National Commission of Culture and the Arts, Bacollywood: Cinema Rehiyon 4 will feature short and full feature films reflective of local culture, produced by emerging Filipino filmmakers and set in various regions of the Philippines.

"We are very rich in talent, specifically in film. And we are honored to organize this national film festival that is getting bigger and bigger," Mr. Montelibano said during the launching ceremonies.

He said they will bring independent films to the masses for free and give the people a chance to interact with filmmakers.

The films will be shown in selected barangays in coordination with ABS-CBN.

Another component of the festival is the Video Art Installation, which will bring the works of past and present video artists to the galleries and museums of Bacolod.

Multi-awarded director Peque Gallaga said he was proud of the artistic community in Bacolod.

Piaya country

Of course this is Piayaland, home of the exquisite pastry. Although we still do not know exactly where this came from – Spain, where most of our cuisine can be traced, or China from where tradesmen who did business with this island long before the Spaniards did had come – piaya has become so Bacoleno it is now a symbol of our sweet life and checkered history.

And well it should be: unleavened flour speckled with sesame seeds heated over hot grills to create the thin, sometimes crumbly crust that covers a layer of muscovado syrup or filling, the Piaya is a deceptively simple pastry that has layers of taste and textures.
To us, natives, the piaya packs not just flavor and nutrients but memories as well, especially of special moments. It is not exactly fiesta food but neither is it plebian fare. It is a class unto itself, something that is always there for our visitors.
You have pasalubong makers like Bong-bong’s and Merci doing the piaya, but there are also unbranded ones there in Silay city that are outstanding and which, I understand, still use age-old recipes. A personal favorite is the one of Bailon’s.
Like anything popular, you’ll find plenty of versions out there, variants that have been developed over the years, like oblong piaya and green [pandan flavor] and violet [ube], and recently, mini-piayas which are called Piyayitos by Casa Carmela.
It all depends on your tastes, certainly, but I personally think the pandan and ube flavored piaya have reduced this pastry to the level of an ordinary, outsized biscuit, a fact that purists among us frown upon. It is weird to bite into piaya and get the flavor of ube or pandan melting in your mouth. There’s an old-time expression on this: Kaon ka piaya, tig-ab ka ube…you eat piaya and burp out ube. But I understand there are those who look for it
The piayitos on the other hand have raised the piaya to gourmet levels, allowing for more culinary ideas around this homegrown delight: piayitos topped with caviar, for example, is a mélange of flavors and textures, a convergence of the East and West, the Old and the New Worlds

But here’s a secret for our visitors: try fresh hot piaya, the ones that have just been taken off the grill. There is nothing like it; it has layers of taste and flavor that make it extra-special, a lot better than the packed pasalubong you usually have.
There used to be stalls selling this at the Central Market but I don’t know if they’re still there. At one time, this was also available at the Organic Market restaurant but I don’t know if it is still there. One thing that makes fresh, hot piaya interesting is you also get to see how it is done and that can be yet another I-was-in-Bacolod photograph.

The secrets of edible Bacolod

Maybe you have guests coming for the festival and are now preparing what to serve them or where to bring them. Or maybe you’re new to Bacolod, or perhaps you’re here once again for the festival, and you haven’t really plumbed the alleys and byways of our city yet. Or you’re staying for a short while and won’t have time to ask around. for the flavors you need to taste to be able to say you’ve been to edible Bacolod, and it was a different experience and you will definitely want to come back, sooner than the next MassKara.

So here’s a list of suggestions.

When you happen to drop by Inaka Restaurant, try its tempura, shrimps and vegetable. They have the crunchy goodness that masks the moist freshness of either shrimp and vegetable inside that this Japanese food calls for.
At Bar 21, go for the crablets, the sea bass and of course, the batchoy. This is the restaurant that first served crispy crablets in the Philippines and its ways with the sea bass, or bulgan, are inimitable, a product of many years of cooking this fish. Homecoming Bacolenos should remember the batchoy here, which used to be served in what was then just a food corner.
Over in L’Fisher Hotel, you can try its Pancit Molo, the classic Visayan wanton soup cooked the good old Negrense way, the soup hearty and filling, the wanton balls flavorful.
Across L’Fisher, of course, is Calea with an array of rich cakes worthy of our tag as the sugar capital of the country. There is also Felicia’s at 6th St., serving the same sugar-based creations.
Bacolod fiesta recipes like relleno and classic chorizo recado are at Sweet Greens restaurant where they are also serve other old Negrense family recipes.
At the Organic Market Restaurant at the back of the old Capitol, you’ll find iced fresh fruits with milk, reminiscent of Singaporean street food. It also serves black coffee from the organic farms in Negros. Of course you can always find Gerce café at Hilado, or Gatuslao, serving the same mean black liquid all these years.

Business Inn serves laswa like we knew it, cooked everytime you want it, with just the right amount of garden vegetables, so that they blend well, no single taste overpowers the dish, and everything is pulled together by slivers of shrimp and its flavor.
At the old fish terminal, the genuine Pala-pala, the seafoods are not always as fresh as we would like them, but the makeshift eateries that cook them there offer some interesting takes on tinola, soured usually by our batwan, and just a whisper of vinegar, and then spiked by a piece of kalamansi or two. Of course you should also try their crab omelette or grilled scallops that are drizzled with Star margarine — move over, butter — and topped with crispy garlic sprinkles.
There in the Shopping area, our version of Chinatown is famous, not for Chinese food, but for kansi, the Negrense bulalo that takes its goodness from all those bones that are simmered over time, and then soured by fruity batwan and made interesting by sliced green jackfruit. Two places – Sharryn’s and Conee’s – serve them. The foodie already bored with meat can ask for “ugat-ugat”, servings that are predominantly made of softened cartilage and beef muscles.
Interestingly, Conee’s begins the day as a breakfast place, where one can usually find home dishes like bamboo shoots in coconut milk. But what many people go there in the mornings is its alimusan sinigang, soft, fatty flesh wrapped around by equally fatty skin.

Edible Bacolod’s offerings


So what else can the tourist or festival foodie look for in Bacolod?

This is chicken country, and so you have a wide array of choices in which to eat the famous Chicken Inasal. This varies from place to place, but two of the oldest are Chicken Deli and Chicken House. Although Mang Inasal is the most successful chicken barbecue franchise in history, it is not really Bacolod. It started in Iloilo and tastes too sweet for the Bacoleno palate.

So, it’s really according to how you like your chicken, but one thing that distinguishes the Bacolod chicken inasal is this: it is not sweet. The dipping sauce of coconut vinegar that is oftentimes spiked with chilis, ginger and garlic may sometimes be sweetish, but that’s all the sweetness in it. As a rule, Bacolenos do not go for sweet meats, chicken included. We like our sweets as postre, or dessert that comes after the main course.

Still, the place you shouldn’t forget to go for chicken inasal is good old Manokan Country, there beside the MassKara carnival site near SM City. The chicken there is juicy and tasty in a manner that is all its own; thus far, nobody has successfully copied it yet. Returnees to the city can recall the Manokan was the first to serve the so-called ‘nasty bits’ of chicken: feet, which it called Adidas, the entrails, the skin, and even the bul-o, or fatty tissues under the skin.

Of course we’re not just good with chicken. We can serve you pork, too, which should include lechon – go to Mamie’s somewhere in Villamonte, or Jessar’s at the lechonan at Araneta st, or Enteng’s along Lacson. Aboy’s. that phenomenon of a restaurant, serves lechon paksiw along with its native grilled items. Another item to check out at Aboy’s is the squid fat adobo.

At City Lunch in Shopping one can find garlic spareribs that have cloves of garlic embedded in the pork meat that is neither too soft it is already limp, not tough it is rubbery, just the right tenderness, laced with garlic at the right places and deep-fried quickly.

Enteng’s, of course, also serves the creamiest oysters this side of the country. These are farmed in Sagay and you can be sure they grew in clean surroundings, and are ‘juicilious’ besides. If they’re available, Enteng’s also serves memorable diwal, or Angel’s Wings, that are individually wrapped in foil – to save their juices – and then baked or grilled.

People go to Cuayx [formerly Louise] for its fried chicken, but the place also serves catfish in coconut milk that you can remember Bacolod by.

This is not Bacolod if we do not reengineer, or even turn things upside down. So for those looking for new things, they can try the Batchoy of Pendy’s, another food icon of the city. Batchon is batchoy using lechon meat. Of course Pendy’s has a section of native delicacies, but you might want to try the half-moon and banana turn-over cake there.

You can also go to Sugarland Hotel and try out the things it has done to the bangus, one of which is to serve it as pate, the goodness of this national fish ground to a paste along with cream. This, too, is Bacolod: the bangus coming from our teeming fishponds, harvested and delivered straight to the kitchens

Bangus is one resource we have an abundance of, so we do many things with it. Planta Hotel serves it as sisig, with plenty of onions, a touch of kalamansi, mayonnaise to put the ingredients together, and if you so wish, a whisper, or a blast of hot peppers.

You can also go to Sugarland Hotel and try out the things it has done to the bangus, one of which is to serve it as pate, the goodness of this national fish ground to a paste along with cream. This, too, is Bacolod: the bangus coming from our teeming fishponds, harvested and delivered straight to the kitchens

Bangus is one resource we have an abundance of, so we do many things with it. Planta Hotel serves it as sisig, with plenty of onions, a touch of kalamansi, mayonnaise to put the ingredients together, and if you so wish, a whisper, or a blast of hot peppers.

And well it should be: unleavened flour speckled with sesame seeds heated over hot grills to create the thin, sometimes crumbly crust that covers a layer of muscovado syrup or filling, the Piaya is a deceptively simple pastry that has layers of taste and textures.
To us, natives, the piaya packs not just flavor and nutrients but memories as well, especially of special moments. It is not exactly fiesta food but neither is it plebian fare. It is a class unto itself, something that is always there for our visitors.
You have pasalubong makers like Bong-bong’s and Merci doing the piaya, but there are also unbranded ones there in Silay city that are outstanding and which, I understand, still use age-old recipes. A personal favorite is the one of Bailon’s.
Like anything popular, you’ll find plenty of versions out there, variants that have been developed over the years, like oblong piaya and green [pandan flavor] and violet [ube], and recently, mini-piayas which are called Piyayitos by Casa Carmela.
It all depends on your tastes, certainly, but I personally think the pandan and ube flavored piaya have reduced this pastry to the level of an ordinary, outsized biscuit, a fact that purists among us frown upon. It is weird to bite into piaya and get the flavor of ube or pandan melting in your mouth. There’s an old-time expression on this: Kaon ka piaya, tig-ab ka ube…you eat piaya and burp out ube. But I understand there are those who look for it
The piayitos on the other hand have raised the piaya to gourmet levels, allowing for more culinary ideas around this homegrown delight: piayitos topped with caviar, for example, is a mélange of flavors and textures, a convergence of the East and West, the Old and the New Worlds

But here’s a secret for our visitors: try fresh hot piaya, the ones that have just been taken off the grill. There is nothing like it; it has layers of taste and flavor that make it extra-special, a lot better than the packed pasalubong you usually have.
There used to be stalls selling this at the Central Market but I don’t know if they’re still there. At one time, this was also available at the Organic Market restaurant but I don’t know if it is still there. One thing that makes fresh, hot piaya interesting is you also get to see how it is done and that can be yet another I-was-in-Bacolod photograph.

So what else can the tourist or festival foodie look for in Bacolod?

This is chicken country, and so you have a wide array of choices in which to eat the famous Chicken Inasal. This varies from place to place, but two of the oldest are Chicken Deli and Chicken House. Although Mang Inasal is the most successful chicken barbecue franchise in history, it is not really Bacolod. It started in Iloilo and tastes too sweet for the Bacoleno palate.

Pork MassKara: Slices and slivers of pork face, skewered and grilled, is one streetfood popular in Bacolod, even when there is no festival.*

So, it’s really according to how you like your chicken, but one thing that distinguishes the Bacolod chicken inasal is this: it is not sweet. The dipping sauce of coconut vinegar that is oftentimes spiked with chilis, ginger and garlic may sometimes be sweetish, but that’s all the sweetness in it. As a rule, Bacolenos do not go for sweet meats, chicken included. We like our sweets as postre, or dessert that comes after the main course.

Still, the place you shouldn’t forget to go for chicken inasal is good old Manokan Country, there beside the MassKara carnival site near SM City. The chicken there is juicy and tasty in a manner that is all its own; thus far, nobody has successfully copied it yet. Returnees to the city can recall the Manokan was the first to serve the so-called ‘nasty bits’ of chicken: feet, which it called Adidas, the entrails, the skin, and even the bul-o, or fatty tissues under the skin.

Of course we’re not just good with chicken. We can serve you pork, too, which should include lechon – go to Mamie’s somewhere in Villamonte, or Jessar’s at the lechonan at Araneta st, or Enteng’s along Lacson. Aboy’s. that phenomenon of a restaurant, serves lechon paksiw along with its native grilled items. Another item to check out at Aboy’s is the squid fat adobo.

VMC converts part of debt to stock

VICTORIAS Milling Corp. (VMC) has converted a portion of its debt to shares in the company as part of a rehabilitation plan that aims to keep the Philippines’ biggest sugar miller afloat and allow the resumption of trading of its shares.

In a disclosure, VMC said its creditors converted notes worth P310.05 million into equity reaching 310.05 shares at a ratio of one share per every peso of debt.

The shares represent 16 percent of the 1.91 billion total issued outstanding shares of the company after the conversion. Creditors Asset Pool A (SPV-AMC) Inc. subscribed to 6.91 million shares, ADRC Cayman Ltd. to 73.57 million shares and CVI GVF (Lux) Master SARL to 229.57 million shares. The debt to equity conversion is pursuant to the debt restructuring agreement between VMC and its creditors in 2002.

The company is awaiting the Securities and Exchange Commission’s decision on a petition to resume the trading of VMC shares absent any ground for the suspension to continue.

The company must have three straight years of profitability, among other requirements, before the corporate regulator lifts the suspension.

Trading of its shares remains suspended pending its complete rehabilitation. Its shares were last traded on October 8, 1997 at P0.29 each.

In February, VMC said it intends to accumulate enough profits through higher prices of sugar and the sale of its non-core businesses to eliminate the debt by the end of the fiscal year ending August 2011. The sugar miller’s profit fell to P707.08 million in the first nine months of its fiscal year, down from P1.34 billion in the same period last year on lower revenues. The company has been profitable in the last three years.

VMC accounts for approximately 10 percent of the country’s total raw sugar and about a third of refined sugar output.

Except that Two SanParq does not have an actual curved side. The curve there is like an optical illusion that breaks the monotone from a box shape sa isa ka building. Glass helps achieve that. :D

Sa 6th St, asta sa Hilado ang overflow of parked vehicles. Biskan ang small streets connecting 6th and 10th streets fully occupied. Didto na kami nakapark sa Hilado-6th St corner, front of Maybank!

MANILA, Philippines - Bring out those sweaters as cooler mornings brought on by the northeast monsoon start to prevail over the country next week, the state weather bureau said yesterday.

Graciano Yumul, supervising undersecretary of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), said the northeast monsoon will be the prevailing system beginning Monday, bringing dry and cool weather in the country.


“The tail-end of a cold front, which is the major system during November and December, will soon arrive,” Yumul said.

Meanwhile, Yumul said the country will experience good weather condition until Wednesday next week after tropical depression “Ramon” moved away from the Philippine area of responsibility leaving at least nine people dead.

As of 10 a.m. yesterday, the eye of Ramon was spotted at 340 kilometers west of Laoag City with maximum sustained winds of 55 kilometers per hour near the center.

It is forecast to move north northwest at 19 kph and is predicted to be 670 km west northwest of Basco, Batanes this morning.

Yumul said good weather will prevail over Bacolod this weekend in time for the annual MassKara festival.

He said the public should take advantage of the good weather and conduct repair, rehabilitation and reconstruction works.

Except that Two SanParq does not have an actual curved side. The curve there is like an optical illusion that breaks the monotone from a box shape sa isa ka building. Glass helps achieve that. :D

Barangay Taculing bested nine other contestants in the Electric MassKara Performing Float Competition last night that drew thousands of spectators along its route.

First runner-up was Barangay 23 and second runner-up was Brgy. 30, technical director Manny Montelibano said yesterday.

The winners were announced by Bacolod Mayor Evelio Leonardia at the Tourism Strip with Vice Mayor Jude Thaddeus Sayson and Councilors Roberto Rojas, Al Victor Espino, Carlos Jose Lopez and Dindo Ramos.

The contest started at SM City to the Bacolod public plaza at about 7 p.m. and continued along the tourism strip at Lacson Street where a bigger crowd waited.

This year’s Electric MassKara participants paraded floats bearing the landmarks or icons of Bacolod City such as the Bacolod public plaza, Bacolod City Government Center and the flyover.

These were also reflected in their masks that were made out of recycled materials, Christmas decors and lights.

IRA 2012 budget cut to get P6.5B relief: guv

Negros Occidental Gov. Alfredo Marañon Jr. yesterday said the budget cuts in the Internal Revenue Allotment of local government units will not be as bad as expected next year.

That is because President Benigno Aquino, in his speech at the 20th anniversary of the Local Government Code at the Philippine International Convention Center in Pasay City Tuesday, said the government has savings to reduce the P13 billion expected cut the 2012 IRA, Marañon said.

The president will provide P6.5 billion to meet the shortfall and the local governments will have to shoulder the rest, the governor said.

The governor was at the PICC to receive Negros Occidental’s award for being the Western Visayas champion in the Gawad Pamana ng Lahi tilt.

It was earlier announced that the Negros Occidental provincial government, and its 13 cities and 19 towns would face a P940,585,592 IRA cut next year because of poor tax collections during the Arroyo administration three years ago.

With Aquino’s announcement of the availability of the P6.5 billion, the IRA cut will be less, the governor said.

The IRA shares of local governments for an upcoming year are based on tax collections made three years earlier.

On fears of some Capitol employees that the IRA cut could mean they will not be granted expected salary increases next year, the governor said they should not preempt him.

They should stop thinking about themselves and work at delivering better services, he said.

He said while there are many hardworking employees at the Capitol there are also many who are lazy and barely do any work.

Albee starts talks on Sugar Act plan

Rep. Alfredo Abelardo “Albee” Benitez yesterday said he has began consultations with sugar industry stakeholders for the Sugar Act bill he is filing that, among others, aims to fix the price of sugar in the domestic market to remove volatility and ensure that the Philippine sugar industry survives when the tariff on imports drop to 5 percent in 2014.

Benitez said the cost plus pricing, which is being implemented in Thailand, protects its producers and consumers from unpredictability in the market.

“It aims to reduce the volatility in the price for long-term planning and possibly engaging in long-term contracts,” he also said.

The solon said he is also conducting consultations with stakeholders to get inputs on smuggling, the high price of locally produced sugar compared to other countries, and on low productivity and high productivity cost.

Benitez Thursday night met with leaders of the Confederation of Sugar Producers Associations and Sugar Regulatory Administrator Ma. Regina Martin-Bautista in Bacolod City to get inputs on his bill, which he hopes to file when Congress resumes in November.

He said he will also meet with leaders of other sugar groups and will asks that they have representatives in the technical working group on the bill to ensure that their inputs are heard.

Martin said Benitez presented his ideas for validation to help improve the industry and solicited the planters’ own ideas and suggestions.

The planters in turn will consolidate their own plans to improve the industry as inputs to the bill, she said.

“We’ll need more technical working groups to study these proposals, she said.

Some planters also sought Benitez help to follow up some important bills for the good of the sugar industry that have not been passed, she said.

Among them are excise tax on imported sugar and bills to assist bio energy, Bautista said.

Sugar planter Joemarie Montinola, who was at the meeting of Benitez, said he agrees with the proposal to set the sugar prices that will benefit producers and consumers.

Radical change in the way we conduct our business is needed now, we should not wait for 2015, he said.

Empowerment of the farmers is needed to pursue their own destiny and not leaving it to the traders to dictate the price on what they produce, he said.

Benitez, who recently visited Thailand, said its sugar industry that is way ahead of the Philippines created policies, structural support and reforms to push it into becoming globally competitive.

Thailand is poised to control sugar production and exports in Asia as their sugar mills are also establishing operations in countries such as Laos, Cambodia, Vietnam and China, he pointed out.

Thailand strictly regulates its sugar industry, provides domestic subsidies to its farmers, and dictates the prices and volume of sugar for the domestic and export markers, he noted.

Benitez noted that while the Philippines produces 2.3 million metric tons contributing $1.6 billion to the local economy annually, Thailand produces 9.6 million metric tons contributing $6 billion with far less workers.

Benitez said he hopes to adopt methods used in Thailand that work in the Philippines in his bill to boost the country’s sugar industry, too.*CPG

Roxol awaits reference pricing for local ethanol

THE Roxol Bioenergy Corporation based in La Carlota City, Negros Occidental, has started negotiations with several oil companies to supply their fuel ethanol requirements.

This as the bioethanol unit of listed sugar group Roxas Holdings Inc. (RHI) awaits the pricing mechanism for ethanol, the guidelines of which would be signed soon as announced by the government.

“We were informed that the guidelines shall involve a reference price for locally-produced fuel ethanol based on the National Biofuel Board’s published prices of feedstock,” RHI chair Pedro Roxas said in a statement, adding that “with this encouraging development, we are happy that Roxol can now start moving full steam ahead.”

As per the Biofuels Act of 2006 or Republic Act 9367, oil companies are mandated to blend 10 percent of ethanol with their gasoline.

Roxol has the capacity to produce 30 million liters of ethanol a year or around 100,000 liters a day.

The bioethanol project located in barangay Nagasi, La Carlota started operations last July. It uses molasses, a byproduct of sugar production, as feedstock.


RHI, the second largest producer of refined sugar as well as the first fully integrated sugar mill and bio-ethanol distillery complex in the country, produces sugar at its Central Asucarera De la Carlota Inc. in La Carlota and the Central Asucarera Don Pedro Inc. mills in Batangas.

It also holds a 45-percent equity in the Hawaiian-Philippine Company, another sugar mill based in northern Negros Occidental. (CGC)

:) fact guid na sya, langga. bacolod lang ang major city sa Pinas nga ang progress can be attributed to only one province. other cities of bacolod's league are regional hubs. your city is abnormally progressive hehe...
I agree so much with you. Its not only Bacólod that is progressing that rapid scale in Negros Island too but also Dumaguete and all cities of two provinces. My best of wishes to Negros. Enjoy Masskara Festival. :D

Saw the preview of costumes last Saturday and ang costume ka Brgy 17 is sexy. Naka-tights ang boy, naka-mini skirt naman ang girl, naka heels pa. Dunno if every girl in their group will also wear heels during the streetdancing.

That's right. migz. There were plans for rerouting vehicles going through the area pero wala ya advisory for vehicles going and staying in the area. Anyway, ka-orderly man sg pagpark nila ah. No one double-parked and no car blocked gates and driveways. At least, that's what I saw on 10th St and 6th St.

Construction slows in Western Visayas

ILOILO CITY -- Construction projects of the private sector in Western Visayas slowed down last year as indicated by a decrease in approved building permits.
Data from the National Statistical Coordination Board (NSCB) showed that only 3,703 building permits were approved and issued to private construction firms in 2010, a 10.77% decrease from 2009 figures.

The province of Negros Occidental had the most number of private constructions with a total of 1,995 projects, accounting for 52.80% of the regional total.

Others with a large gap were the provinces of Iloilo (896 or 24.20%), Capiz (349 or 9.42%), Aklan (278 or 7.51%) and Antique (211 or 5.69%). Guimaras had the least number of projects at 14, or less than 1% of the regional total. -- Francis Allan L. Angelo

The constructions are slowing everywhere except Bacólod City and Negros Occidental Province. It means we are really on the skyrocket rise in terms of economy. You could only have that much construction if you have a really really good and stable economy. :D

Barangay Taculing bested nine other contestants in the Electric MassKara Performing Float Competition last night that drew thousands of spectators along its route.

First runner-up was Barangay 23 and second runner-up was Brgy. 30, technical director Manny Montelibano said yesterday.

The winners were announced by Bacolod Mayor Evelio Leonardia at the Tourism Strip with Vice Mayor Jude Thaddeus Sayson and Councilors Roberto Rojas, Al Victor Espino, Carlos Jose Lopez and Dindo Ramos.

The contest started at SM City to the Bacolod public plaza at about 7 p.m. and continued along the tourism strip at Lacson Street where a bigger crowd waited.

This year’s Electric MassKara participants paraded floats bearing the landmarks or icons of Bacolod City such as the Bacolod public plaza, Bacolod City Government Center and the flyover.

These were also reflected in their masks that were made out of recycled materials, Christmas decors and lights.

Other participating barangays were Brgys. 39, 11, Cabug, Alijis, 2 and 3.

Barangay Taculing paraded an elegant white float that was decorated in silver and framed by poles that had lighted balls on top.

Their performers wore glittering white pants with styro balls attached to their hips. Their masks had a headdress and white plastic spoons that appeared like enlarged eyelashes.

The float of Barangay 23 bore the icons of Bacolod – the government center, Pope John Paul III Tower, flyover and the Bacolod plaza.

Its dancers wore glittering black leotards painted blue while their masks were decorated with red, yellow and green feathers and broken CD’s.

The float of Barangay 30 had the design of the government center and around it hanged native baskets.

Its performers were clad in gold and red costumes and wore masks designed with lighted plastic “soccer” balls and painted like the checkered tiles found in the Bacolod plaza. It was also made of recycled materials like empty mineral water containers, and Christmas lights and decors.

Barangay Cabug was a crowd favorite with its performers dressed like Elvis Presley, wearing shades.

Its performers entertained the crowd by dancing to the different songs sang by their companions who impersonated Lady Gaga and Michael Jackson and also sang Lemon Tree and La Bamba as they moved up and down their float which featured a structure like the flyover. Their drumbeaters had their faces painted to look like the rock band “Kiss.”

The drumbeaters of Barangay Alijis performed on top of its float wearing colorful shirts.

The participants of Barangay 39 wore light green costumes with matching green sneakers and while gloves. Their masks were decorated with small colored drums.

Barangay 11 performers were clad in white costumes that had tails like peacocks and breastplates that held their wings. They also held red torches as they performed on their float.

Barangay Bata paraded a silver float designed like the flyover which is also located in the barangay.

Meanwhile, numerous complaints were aired over traffic in most city streets, yesterday with motorists pointing out that there were no policemen or traffic enforcers around.

The constructions are slowing everywhere except Bacólod City and Negros Occidental Province. It means we are really on the skyrocket rise in terms of economy. You could only have that much construction if you have a really really good and stable economy. :D

Bacolod gets good housekeeping award


BACOLOD CITY -- Bacolod has been awarded the Seal of Good Housekeeping and chosen, together with two other cities in Western Visayas, to compete for the National Gawad Pamana ng Lahi Award (Gawad).

DILG-Bacolod director Dino Ponsaran said Gawad recognizes local government units with exemplary performance in governance in the areas of administrative governance, social services, economic development and environmental management.

"This is its first year. The LGUs were chosen based on the initial assessment that we conducted," Mr. Ponsaran said. Aside from Bacolod, the cities of Iloilo and San Carlos will represent Western Visayas.

The Seal of Good Housekeeping, meanwhile, is given to local government units with exemplary performance in terms of fiscal management, accountability and transparency.

"Based on the score sheet of the DILG, Bacolod got a perfect score as far as transparency is concerned," said Bacolod Mayor Evelio R. Leonardia.

Meanwhile, Bacolod was also a finalist for the Most Business-Friendly City Award by the Philippine Chamber of Commerce and Industry. It received the award in 2006 and 2007.

"I would like to state that we have consistency in so far as the business climate in Bacolod is concerned. No wonder buildings are sprouting up left and right," Mr. Leonardia said.

He said the squabble between SM and Ayala is flattering for Bacolod.

"If these titans in business are fighting over the opportunity to do business in Bacolod, it shows that there is a goldmine in the city," he added. -- Chrysee G. Samillano

Construction slows in Western Visayas

ILOILO CITY -- Construction projects of the private sector in Western Visayas slowed down last year as indicated by a decrease in approved building permits.
Data from the National Statistical Coordination Board (NSCB) showed that only 3,703 building permits were approved and issued to private construction firms in 2010, a 10.77% decrease from 2009 figures.

The province of Negros Occidental had the most number of private constructions with a total of 1,995 projects, accounting for 52.80% of the regional total.

Others with a large gap were the provinces of Iloilo (896 or 24.20%), Capiz (349 or 9.42%), Aklan (278 or 7.51%) and Antique (211 or 5.69%). Guimaras had the least number of projects at 14, or less than 1% of the regional total. -- Francis Allan L. Angelo

I remember that I was one of the first participants on this Bacólod History Quiz pero guinslate ko nila upod sang partner ko three days before the contest. :nuts: I won Quiz High but that does not mean pwede ko ma magic ang answers without me researching long. :bash:

About 40 skilled workers have started their training on English Language Proficiency (ELP) at the Negros Occidental Language and Information Technology Center (NOLITC) for possible job outsourcing to Australia and South Korea. For 100 hours starting Monday, the skilled workers undergo competency-based training program to help improve their skills in reading, writing, speaking and listening before deployment abroad.

This is also in preparation for the International English Language Test Scheme (IELTS) which is a major work requirement in Australia.

In a bid to boost the global competitiveness of Negrense overseas-bound skilled workers, Gov. Alfredo Marañon Jr. has implemented the free ELP training for them to have an additional competitive edge.

Marañon said he wants to equip Negrense workers with not only the hands-on skills related to their respective fields but also the basic ability to communicateusing the language of their employers and their workplace abroad.

NOLITC offers other competency-based training programs such as finishing course for call center agents NC III and contact center services NC II. For those interested, call 435-6092.*

^^there was a time nga she was even gunning for the SK chairmanship of bacolod...nabasahan ko gani sa iban nga thread nga si Jewel Mae kuno is much more approachable kag mas ma-PR pa kesa kay sen Koko...she's down to earth...i remember, nakaupod ko na sya sa ceb pac nga flight, for which she was acknowledged gid sang mga crews, she's a celebrity na at that time. she i think started as a flight attendant of PAL...am i right?

I am not a fan of Sen. Koko Pimentel and more so on how he handles issues... really poorly. :ohno: I am not inclined to support Sen. Koko Pimentel in the long run pero kung si Jewel Lobaton ang mapadalagan, I am giving my 100% support. :cheers:

I'm not impressed with Sen. Koko's performance so far. Kung waslikan niya pork ang Bacólod and Negros Occidental, matindog guid ko kag mag clap. He needs to impress me all the more before he can get my vote. I will campaign for Sen. Zubiri for him to be on top. :D

Daw ma saylo si miga sugar sang industry aw? From ICT, daw makadto na sa Traditional Media. Kung organizer ka, hatagan mo lang kami free passes para maka enjoy man kami sang mga social events with the socialites. :cheers:

Bacolod gets good housekeeping award


BACOLOD CITY -- Bacolod has been awarded the Seal of Good Housekeeping and chosen, together with two other cities in Western Visayas, to compete for the National Gawad Pamana ng Lahi Award (Gawad).

DILG-Bacolod director Dino Ponsaran said Gawad recognizes local government units with exemplary performance in governance in the areas of administrative governance, social services, economic development and environmental management.

"This is its first year. The LGUs were chosen based on the initial assessment that we conducted," Mr. Ponsaran said. Aside from Bacolod, the cities of Iloilo and San Carlos will represent Western Visayas.

The Seal of Good Housekeeping, meanwhile, is given to local government units with exemplary performance in terms of fiscal management, accountability and transparency.

"Based on the score sheet of the DILG, Bacolod got a perfect score as far as transparency is concerned," said Bacolod Mayor Evelio R. Leonardia.

Meanwhile, Bacolod was also a finalist for the Most Business-Friendly City Award by the Philippine Chamber of Commerce and Industry. It received the award in 2006 and 2007.

"I would like to state that we have consistency in so far as the business climate in Bacolod is concerned. No wonder buildings are sprouting up left and right," Mr. Leonardia said.

He said the squabble between SM and Ayala is flattering for Bacolod.

"If these titans in business are fighting over the opportunity to do business in Bacolod, it shows that there is a goldmine in the city," he added. -- Chrysee G. Samillano

^^i think @doc may long history na gid man ya ang negros nga amo ang dalagan sa pulitika. one example is when speaker jose yulo ran for president but lost. kay the governor at that time gov. montelibano supported the candidacy of his opponent, carlos garcia who eventually went on to be become the president. and up to now, wala pa gid sang isa ka succesful nga truly negrense nga nangin senador. the lat time we had a negrense senator is i think in the 60's pa, si sen. jose locsin but votation was done on a regional level.:)

The closest we can have is Sen. Zubiri pero galing Bukidnon na siya ya gaistar subong pero nevertheless loves his Negrénse-Kabankalanon heritage. Sadly, hindi sa siya Senator pero he'll be back kag no.1 guid na siya in the next election undisputed. :okay:

Migo, FYI, before I work sa Call Center, Event Organizer na guid ko ya nga daan... until now, pero daw nag hiatus lang ko ah kay daw medyo nabalda ko guid ang lawas ko sa events... hehehe pero I am planning a big comeback soon with a Manila Event that will have a National Exposure... Whehehehehee I am planning on it na... :)
