I hope the mountain ranges in Central Negros including those in the pictures above be declared as natural park to preserve its beauty. More trees should be planted ASAP!

Our mountains in Negros are part of national parks (exceptions will be the mountains from Isabela to parts of Kabankalan)

Kanlaon National Park (etablished in 1934) encompasess Kanlaon Volcano and the forestland around it

North Negros Forest Reserve (established in 1992 ???) consists of two dormant volcanoes, Mt. Mandalagan and Mt. Silay, the town of Don Salvador Benedicto and highlands of Sagay city, Escalante, Calatrava, CAlatrava. This is in response to the massive deforestation brought by the Integrated Lumber Corp (ILCO) in the 60's and 70's

Tablas Plateau Protection Area - highlands of Kabankalan City, CAuayan, Ilog, Sipalay City, Hinoba-an and the town of Candoni.

Cuernos de Negros National Park - the vast forestland of southern Oriental Negros with Mt. Talinis at its center.

Chinky's relaunched

The Cineplex branch of Chinky's reopened and was re-launched Thursday, at Araneta Street , in Bacolod City .

Its business manager, Ryan Dominic Sy, said Chinky's started and was a “Batchoyan” for two decades, but they are moving up now.

Sy said the re-launch included changes in its logo and concept, adding that they now serve food items other than batchoy, he added.*LTG

^^whenever i'm in bacolod, and craving for batchoy, there's only one place for me...Chinky's. swak sa taste bud ko ang ila batchoy compared to the "originals". kaon ta batchoy...lucky me lang galing. hehe

The water sports thrill
LA VIDA NEGRENSE

Bago City led by Mayor Ramon Torres recently held its very first water sport competition at the Bago River . Jet Ski enthusiasts from the Islands of Negros and Panay participated in the adrenaline-filled fun sport. It was thrilling for close to a thousand residents of the city and neighboring towns to witness the powerful water sport masterfully maneuvered by the pros.

Bago river used to be a sleepy “talabahan” and now has been converted to the site of one of the city's water sport attractions.

Hundreds of bamboo poles used as “talabahans” were cleared, making an awesome sight for residents watching the water competition and enjoying free demonstration rides on the Jet Skis until sunset.

Non-stop entertainment was provided at the Bantayan park, one of the city's must-go places with fun-filled family entertainment of bands and singers. Mayor Torres and the city officials gave the awards to the champions of the Bago City Jet Ski competition: Paul Tinsay for the open category, Nesting Jereza for the 215hp category and Vincent Tajanlangit for the 255hpcategory.

It was a fun-filled day from dust till dawn. That evening kids and adults alike were awed by the fire dancing skills displayed by the performers.

The event was capped by an impressive fireworks display lighting up the sky of Bago City.*

Negros local gov’ts streamline business permit procedures (http://www.bworldonline.com/BW100509/content.php?id=054)

BACOLOD CITY — Thirteen towns and cities in Negros Occidental are cutting the steps needed to apply for business permits.

Officials of the towns of Binalbagan and Hinigaran, as well as of the cities of Himamaylan and La Carlota, were the latest to train for the Streamlining of Business Permits and Licensing System which they will implement starting January next year, Trade and Industry provincial director Rebecca Rascon said in an interview. They join Silay, Sagay, San Carlos, Cadiz, Kabankalan, Bago, Talisay, Escalante and Bacolod which have reported revenue collection increases of 10%-12% between 2006-2009 as a result. — NLG

Food packaging,
labeling seminar today
VDS

The Department of Science and Technology Region VI is conducting an appreciation seminar on packaging and labeling of food products to 35 rural improvement clubs and coordinators at the Technology and Livelihood Development Center , in Bacolod City today.

DOST provincial S and T director, Allan Francis Dara-ug, said they are assisting small and medium entrepreneurs in basic proper labeling and packaging and make them aware of the importance of proper presentation of the products they are selling.

DOST Region VI science and research specialist II, Ma. Lina Gelonga, will talk on the current good manufacturing practices and the product package interaction with the participants.

The office of the provincial agriculturist RIC coordinator, Nida Leonidas, said the seminar will augment the products of the RICs in their level so that they can also compete with those coming from business sector.

Leonidas said this is one way of helping them to promote and advertise their products to possible buyers, and increase their food production and income.*LTG

Tourism survey on
VDS

Three nationwide surveys are being conducted simultaneously by the National Statistics Office this month, a Philippine Information Agency press release said.

The 2009 Household Survey on Domestic Visitors, the 3 rd Quarter Labor Force Survey and the 2009 Survey on Overseas Filipinos.

NSO personnel will interview a total sample of 1,396 households all over the province.

About 700 households from the total sample households will be asked on HSDV, with household members aged 15 years and over to be asked about labor force and their employment characteristics.

Details about household members who left for abroad in the last five years will also be asked.

All members aged 15 years old and over of the 700 households will be asked about the travels they had made from April to September 2009.

Provincial Statistics Officer Fred Sollesta of the NSO is encouraging the sample respondents of the households that will be visited, to be cooperative and patient and give the necessary information to the questions asked by the NSO personnel.

The credibility, accuracy and reliability of data and information being produced by the NSO are highly dependent on the responses given by the sample respondents, the press release said.

The 2009 HSDV is being undertaken jointly with the Department of Tourism.

The survey aims to collect data on the travel characteristics and volume of domestic tourism in the country.

The data to be gathered from this survey would be vital to the effective and efficient development and implementation of tourism plans and programs.

Specifically, the survey aims to provide baseline data to measure the volume of domestic tourism, determine the profile and travel characteristics of domestic visitors, identify the travel patterns of the Filipino households and estimate the extent and economic contribution of domestic tourism in the country.

The Labor Force Survey is a regular undertaking by the NSO, and it is being conducted quarterly to have estimates on the levels of employment and unemployment in the country, the press release said.*

City registers 19 new coops; benefits 4,499 micro bizmen

THE City Government, through the Cooperative and Livelihood Development Office (CCLDO), has already registered 19 new cooperatives and helped 4,499 micro business people.

This was through various orientations, seminars, trainings and other business purposes in the city.

The 19 new cooperatives are engaged in various small enterprises such as micro-lending, pedicab spare parts trading, consumer stores, massage therapy, consumer credit, trucking services, poultry, farm inputs marketing, piggery operations and agricultural farming.

Mayor Evelio Leonardia said that one of the major thrusts of the City Government is to promote economic independence and entrepreneurship among Bacoleños.

Leonardia said that the 2,013 who benefited from various business purposes such as reflexology/massage clinics run by blind masseurs, micro-lending, water refilling, swine fattening, manufacturing of household and fashion accessories, hollow blocks manufacturing, consumers store, table egg production, swine dispersal, rice retailing, vermi-culture and composting, trading of auto parts/oils and lubricants will be successful in their endeavors.

There were 1,478 beneficiaries from various barangays in the city who availed of livelihood skills training and entrepreneurship on economic activities such as soap-making, meat processing, production of accessories and fashion jewelries, perfume making, basic massage therapy, and food processing and preservation.

CCLDO is also assisting local producers in participating various sales activities and trade fairs such as the Negros Trade Fair, MassKara Village Booth during MassKara Festival, Panaad sa Negros and the Bacolod Inasal Festival.

the difference between the Old and the New is that the old hotel is carpetedand this one is tiled...according to one of the one who toured me around (sorry, i forgot her name) chalet was built to suit your preference...there are some guests who doesnt want a carpeted room so they decided to have this kind of accommodation. And rooms here are smaller compared to the old building. And take note guys... once chalet is completely finished...they will renovate the old one :)

SUGAR FAIRY'S BIG REVELATION:

When i was in Robinsons earlier (I went there supposedly to ask permission from Ms. T if I could go to the roofdeck so i can get a clearer view of the DUMANCAS (its not the YANSONS Actually - its only Mr. Dumancas' wife) PRIME REAL ESTATE DEVELOPMENT PROPERTY Called THE PROXIMA CENTAURI REALTY DEVELOPMENT CORPORATION - otherwise known as THE CENTRAL IT DISTRICT PARK) i got the chance to take a peek at the property...

Then i saw this guy (hes a construction worker inside) and ask him if i could take pictures (i was in robinsons side pa)... he said yes!

I again asked him IF I COULD GET INSIDE THE PROPERTY just to take a clearer view for my pictures... and he said, WHY NOT? OPEN MAN KAMI DI.. DAMO DI GANI NAGA LABAY SA AMON... hehehe

Then I rushed to the PRIME PROPERTY... As i was taking a walk inside the property, a NISSAN FRONTIER NAVARRA Passed by me... its colored green... I didnt care at first...

Then as i was going near in the area where they are currently doing some fillings, i saw the guy driving the navarra talking to a certain person...

I rushed to him and as i get nearer, i asked, "SIR, MAY I ASK YOU A QUESTION?" he said, "SURE, WHY NOT?"

"ARE YOU IN ANYWAY CONNECTED TO PROXIMA CENTAURI?" I recalled asking.

He replied: "YES I AM.."

I introduced myself to him and asked another question, "May I KNOW SIR if how are you connected to Proxima Centauri?"

He answered: "I am the OWNER..."

So I ASKED: "Are you A YANSON?"

He replied: "No, Its my wife. BTW, I am CHARLES DUMANCAS, owner of PCRDC."

I was shocked and i couldnt get my nerves... but i remained to be poised, and calm and ask him IF HE WONT MIND ME ASKING HIM SOME QUESTIONS REGARDING THE CENTRAL IT DISTRICT PARK...

He said: "Oh its ok..."

So I Introduced him again myself, and the SSC BACOLOD and what are we doing to promote bacolod... He was so amazed that we all did this for free and for the love of bacolod and he said that he will be glad to help the group in anyway he can in the future...

Here are my questions:

1. Sir, how big exactly is The Central IT BUSINESS PARK...?

CD: its 13 has. and we are still under negotiations for the occupants in the land behind this.. hopefully, we could get the deal...

2. How about the Illegal Settlers right over there? (pointing to a specific place where there are still illegal settlers)...

CD: Thats actually what we are dealing right now.. we hope that we can get the deal... We are cooperating with the city government for that matter so that when this whole project will be done and ready for occupancy, we can get rid of the "EYESORES" and get a nice veiw..

3. Can you give me an over-all view on how TCITBP will look like? Does it in anyway resembles to that of ASIATOWN IT PARK in CEBU?

CD: Its going to be More Beautiful and More Better than ASIATOWN... but if we cant, then we would be glad to at least be at PAR with ASIATOWN...

4. More Beautiful and More Better? What do you mean by that?

CD: More Beautiful because i wanted the area to be one with nature... as you can see, we are already setting base for the Landscaping of the whole area... More Better, because we will be building more sophisticated building designs... and i assure you, WE WILL HAVE OUR OWN ASIATOWN, EASTWOOD, and FORT BONIFACIO versions here... with a touch of NEGRENSE FEEL...

5. You are getting me really excited sir... When do this whole thing be finished? I mean the Filling?

CD: We are targeting at least in 2011 we are done filling and compacting the land...

6. Why would it take you that long sir? I mean, the land here is very suitable for Highrises...

CD: Yes it is... it is very suitable for it... but the thing is, we wanted to elevate the area of at least 2 Meters from Lacson St... we are just trying to be ready of any circumstances that might be happening in the future...

7. Oh I see... and I also agree because this place is a catch basin of the rainwaters that is coming from the roads and all... so its better to plan things out ahead of time...

CD: Yes youre right... and why would it take us that long because we need to fill in at least 500,000 cubic meters of soil to achieve our goal to elevate it at 2 meters from lacson st...

8. Wow! Thats a lot of soil sir... May i know if you have already interested occupants for TCITBP?

CD: Actually, many are very interested with this venture... and so far, we already received proposals of constructing higrises in the area... and a STRIP MALL i guess...

9. HIGHRISES? Clarify me on that matter sir, because as far as i can understand, highrises would be at least 20 floors...

CD: Then how you understand it might be probably right.. but one thing is certain, its not gonna be below 15 storeys... and so far, there are already INTERESTED BUILDERS for that matter, it will be comprised of several buildings and TCITBP will change bacolods skyline forever...

10. When can we expect the construction of the highrises and the mall of course...?

CD: As soon as we finish the job in putting into realisation the master planning of the area... 2011, 2012? who knows... maybe as soon as you have expected...

Good morning peeps, daku daku gali ni na investment ang sa Murcia.......

Tan building P800-M plant

BACOLOD — The Lucio C. Tan-owned Negros Biochem Corp. is constructing an P800-million alcohol distillery plant in Murcia, the next town east of Bacolod, after subsidiary Asian Alcohol Corp. in Pulupandan ceased operations in September.

The new plant, which will use the state-of-the-art vacuum distillation system, will be adjacent to the rum bottling facility of its sister Tanduay Distillers, Inc.

Ben Sebastian, Negros Biochem vice-president for technical operations, said building a distillery beside the rum plant would cut logistics costs between the two firms. "We have the incentive to gain more in [terms of] logistics," Mr. Sebastian said in a television interview.

The proposed plant in Brgy. Blumentritt will produce 100,000 liters of extra neutral alcohol and 6,000 liters of low-grade alcohol per day from sugarcane molasses.

The Lucio Tan group stopped early last month the operations of Asian Alcohol after 35 years, following a run-in with the municipal government over water pollution concerns, amid the plant’s P400-million expansion plan.

The Negros Biochem proposal showed that Murcia can collect about P25 million in real property taxes and P10 million in local taxes yearly from the plant’s operations. — Nanette L.

Silay to host Balangay vessel crew

SILAY City will host the arrival of the crew of the vessel, the Balangay, on October 17 at Barangay Balaring.

Mayor Jose Montelibano said that this Balangay landing is a re-enactment of the voyage of the Austronesians, the ancestors of the Filipino people.

Sun.Star accepts donations for victims of Typhoon Ondoy

Montelibano added that this event is a major lesson in history “because the Balangay crew will retrace the migration of our ancestors on board the boat, which showcases craftsmanship and ancient navigational expertise.”

The Balangay crew is headed by Arturo Valdez, a Negrense, who led the First Philippine Mount Everest Expedition.

Accompanying Valdez are Leo Oracion, Erwin ‘Pastour’ Emata, Noelle Wenceslao, Carina Dayondon,
Janet Belarmino- Sardena, Dr. Ted Esguerra, Fred Jamili and Dr. Voltaire Velasco.

The rest of the crew will be composed of master sailors, academics and scientists who were selected based on their capability, commitment and compatibility.

Ver Pacete, tourism officer of Silay, said the boat will be at the Balaring shoreline around 10 a.m. and will be welcomed by Silay City officials and barangay chief Jocelyn Doromal of Balaring and her council.

A guided tour will be conducted at the area where the Balangay is with the assistance of tour guides from Silay Tourism Office. The resource person will explain the social significance and the tourism value of the Balangay.

Those who are interested to join the tour may get in touch with Silay Tourism Office at Sen. Jose C. Locsin Cultural and Civic Center at telephone # 495-5553.

Convocation on the voyage of the Balangay in partnership with the crew, local government and the Department of Education will be held at the barangay Balaring covered court.

Art Valdez and his staff will also conduct a rescue drill to be attended by the different rescue teams from Silay City.

P5B ethanol plant
to rise in Murcia
BY CARLA GOMEZ

An ethanol plant, projected to cost between P3 to P5 billion, will be built in Barangay Blumentritt, Murcia, Negros Occidental soon under a joint venture agreement between Biofuels International Phils. Inc. and a group of foreign investors, BIPI president Roberto Montelibano said yesterday.

The plant that will be bigger than the San Carlos Bionergy Inc. plant recently inaugurated in San Carlos City , will be built within a 45-hectare property to be developed into an industrial zone, Montelibano, who is also president of the Metro Bacolod Chamber of Commerce and Industry, said.

BIPI is composed of a group of sugar farmers, businessmen and professionals, and is now in the final stages of concluding the agreement with foreign investors, he said.

The new ethanol plant will have a capacity of 200,000 liters of ethanol per day and with a cogen plant capable of producing 19 megawatts, or 19,000 kilowatts per hour (kWh), Montelibano said.

Its annual production is projected at 45 million liters of alcohol and 95,000 Mwh of exportable electricity, Montelibano said.

This initial capacity is estimated to meet about seven percent of the alcohol requirement for the 10 percent alcohol blending with gasoline as mandated in the Biofuels Law starting crop year 2011 to 2012, he said.

The electricity from the power plant will then be supplied to electric cooperatives in Negros in answer to the projected consumption growth of the province, he added.

The San Carlos plant produces 125,000 liters of ethanol per day and 8 megawatts of electricity.

The Murcia plant to be built on property owned by the Montelibano family is designed to simultaneously process sugarcane and sweet sorghum and to use agricultural wastes as fuel, Montelibano explained.

He said they are also inviting other land owners in the area to make their property part of the economic zone.

Montelibano said the ethanol plant, with its multi-feedstock design and its cogen component, will open up opportunities for a year-round and profitable livelihood for small farmers and agrarian reform beneficiaries.

He explained the major partners of this project are the thousands of small farmers and ARBs as “contact growers” of sugarcane and sweet sorghum.

The sweet sorghum, with a cropping cycle of about three months and equally capable of being ratooned like sugarcane, is especially suited for growing by small farmers who have no tractors or any advanced equipment required in cane crop cultivation, he explained.

For example, a farmer cultivating between 1 ½ to two hectares and harvesting at least two crops (a plant and ratoon) per year can earn between P80,000 to P100,000 a year. This includes the sale of his field trash that the ethanol plant will also buy, Montelibano said.

The short cropping cycle of sorghum, and its ratooning ability for the whole year, is expected to provide livelihood opportunity to about 9,000 farmers, he added.

He said from the 12,000 hectares that the local government of Murcia has identified as marginally used lands belonging to ARBs, about 9,000 to 10,000 hectares can be used for sweet sorghum.

The operation of the autonomous ethanol plant in Murcia is “another step towards fuel independence, employment generation, rural dispersal of industry, foreign exchange savings, and can even mitigate climate change,” Montelibano said

He said the construction of an autonomous ethanol plant in central Negros Occidental will also be a “dream come true” for MBCCI executive vice president Gregorio Lopez, a sugar technologist, who was the first to propose ethanol plant in the country some 20 years ago and has even won an award for this.*CPG

LG inaugurates 1st mobile concept shop in Visayas

AS A way to celebrate “30 Years of Smile” through the MassKara Festival, LG Electronics inaugurates Thursday its first mobile concept shop in the Visayas, particularly here in Bacolod City.

“We have all the reason to smile as we bring a variety of LG mobile phones through a concept shop here in the City of Smile,” said Richard Javier, mobile communication division head of LG Electronics Philippines.

“Our new store allows us to engage with and serve more mobile phone consumers, who are always on the lookout for stylish and technologically-advanced handsets.”

Based on a thorough study of consumers and of the market, LG found that people’s buying behaviors had changed somewhat and are now based more on rational criteria. Essentially, people are spending more time evaluating products before making a purchase, to ensure they are happy and fully satisfied with the item.

“You cannot create one handset that satisfies the needs of all consumers. This makes it essential for a place to be accessible to offer handsets specifically tailored to how consumers use and want to use their mobiles, which is what the LG Mobile Concept Shop is for,” Mr. Javier enthused.

In the LG Mobile Concept Shop, consumers can get a feel of LG’s current handset lineup and a chance to take a peek at upcoming models. From here, they can see the right phone with the right look and features for them.

Located at Unit 223 2F Northwing, West Bridgeway, SM City Bacolod, the shop is in line with LG’s overwhelming global success; hence the company is further extending its reach and strengthening its position as a top-tier mobile phone manufacturer in the country.

Various models such as the most affordable full touch-screen Cookie and a multimedia powerhouse feature-rich Arena with new S-Class UI further increased LG’s presence across the board.

The LG Cookie, in particular, has sold over five million units worldwide. In the Philippines, LG’s Viewty, Chocolate, Cookie, QWERTY keypad messaging phone KS360, Arena, and now the LG GD900 Crystal are all certified best sellers. LG GD900 Crystal is the first transparent design handset currently available in the market.

Similarly, the company has opened its first set of LG Mobile Concept stores in prominent malls in Metro Manila. The first stores to open officially can be found in the Cyberzone areas of SM Annex North Edsa in Quezon City and SM Megamall in Mandaluyong City. Additionally, LG mobile phones are showcased in the company’s first and newly opened concept store, located in Robinsons Galleria in Ortigas Center, Mandaluyong City.

Investments are also underway in other areas before the year ends, as LG plans to reach out more discerning consumers in the Visayas and in Mindanao.

“With the opening of the mobile concept stores, LG Electronics is confident it will gain increased market share as it continues to make its presence felt to more consumers all over the country,” Javier said.

LG Electronics Inc. is a global leader and technology innovator in consumer electronics, mobile communications, and home appliances, employing more than 84,000 people working in 115 operations including 84 subsidiaries around the world.

With 2008 global sales of US$44.7 billion, LG is comprised of five business units – home entertainment, mobile communications, home appliance, air conditioning, and business solutions. LG is the world’s leading producer of flat panel TVs, audio and video products, mobile handsets, air conditioners, and washing machines.

LG has signed a long-term agreement to become both a global partner and a technology partner of Formula One. As part of this top-level association, LG acquires exclusive designations and marketing rights as the official consumer electronics, mobile phone, and data processor of this global sporting event. Higher Horizons for Negros Tourism
-Visayan Daily Star-Starlife Sunday (http://www.visayandailystar.com/2009/Starlife/2009/October/18/feature2.htm)

For the past three years, an organization has been steadily doing its share in promoting Negros as a tourism destination that offers diverse destinations and attractions. The organization, Negros Island Tourism, Inc, recently conduct a 10-Saturday tour-guiding training as part of its wholistic efforts to promote Negros tourism to new directions and higher horizons. StarLife interviewed NITI President Ruth Minerva Cruz for insights and updates on the NITI efforts.

StarLife: Can you please tell us what the Negros Island Tourism, Inc. is? What brought it about?

Ruth Minerva Cruz: The Negros Island Tourism, Inc., or NITI, was the culmination of two years of research and study by the SMEDSEP on how to enhance the potential of the tourism industry of Negros Occidental. In 2004, tourism had been chosen as the industry in the province with the best potential for employment generation, and SMEDSEP, which stands for Small & Medium Enterprise Development for Sustainable Economic Program and managed by the German Technical Cooperation, or GTZ, in partnership with the Department of Trade and Industry and TESDA, launched a series of studies to assess its position.

An expert on tourism from Germany made three separate study-visits and ultimately concluded that the tourism products of the island are very diverse and not homogenous, and the stakeholders do not share the same opinions on tourism. He also noted that the LGU’s are not capable of developing and marketing the province. His recommendation was for the private sector to unite and manage a professionally-run marketing office for tourism.

NITI was the product of this series of studies and recommendations. It was officially inaugurated in March 2006 under the administration of former Governor Joseph Marañon. NITI’s main objective is the setting up and management of a professionally-run tourism marketing office for the province.

StarLife: Who composes NITI? How is it supported?
RMC: NITI is open to all stakeholders with actual investment in tourism. As homogeneity and unity were key issues at the start, the tourism consultant recommended that the NITI board includes representatives from all sectors of tourism. The board is, therefore, composed of executives from the hotel, resort and food sectors, as well as from the transportation, handicraft and allied industries. It is funded by membership fees and the occasional grant from government.

StarLife: What are the NITI visions and goals?
RMC: A few years ago, the board of directors went through a workshop to determine and articulate NITI’s mission and vision and it came out with this statement: “NITI is THE Prime Mover of Tourism in Negros Occidental Attracting Discerning Visitors, Enhancing the Cultural, Environmental and Economic Conditions. “

StarLife: What have you been doing to realize the NITI goals? What have you accomplished so far since you organized it?

RMC: NITI’s first project was the Adventure Negros campaign, which brought attention to the natural attractions of the island, often overshadowed by our almost myopic focus on the sugar industry and its “by-products” — like the ancestral mansions, lavish lifestyle, sugar refineries and steam locomotive — as our unique selling point. The campaign identified five outdoor activities that can offer other insights to the province: - —Scaling its Mt. Kanlaon

Biking through its rolling landscape

Golfing next to sugarcane plantations

Kayaking through its many river systems, and

Diving in its coral reefs.

I would like to believe that the campaign forced a new way of looking at what we have on the island and the many possibilities still untapped. Adventure Negros was the carrier theme of the province’s participation in several trade fairs in the last two years.

StarLife: Can you recall some incidents or situations that serve as testimonials to what you dreamed for NITI?

RMC: Getting government to fund NITI’s projects is already recognition of its ability to plan and carry out relevant programs for the development of tourism and the effective marketing of the province. The Department of Tourism – Region VI has always recognized the capabilities of the NTI board in carrying out relevant projects. Also recently, NITI produced a video on Bacolod City that has been enjoying widespread distribution on the web and has generated such wonderful praise from Negrenses the world over who say that when they saw the video, they felt proud to be Negrense and were hit with profound homesickness.

Sometimes one never knows the impact of what one does at the moment. But to have been part of something that can awaken love of the home province is very profound.

StarLife: One of your most recent activities was the tour guiding training. What did it hope to attain?

RCM: When we looked at the tourism chain, we realized that one vital link was weak and that this weakness is a major deterrent in the destination’s ability to sell itself. This link was the supply of effective, well-informed, culturally-sensitive, articulate, professional tour guides. And this lack is preventing local tour operators from creating the kind of tour programs that show the true essence of the province and its people.

StarLife: Who supported you in the training?
RMC: Financially, we got support from the Office of the Governor and the Department of Tourism – Region VI. Our wonderful speakers gave their hearts and soul to the project. Rene Hinojales, Dr. Cecile Nava, Raymond Fuentes, Msgr. Gigi Gaston, Lilibeth Cordova, Gerry Ledesma, Lito Ballesteros, Agnes Reyes, Rudy Reveche, Girlie Belcunze and her Kaanyag dancers, Christine Abaquin, the Chefs at La Salle’s Institute of Culinary Arts, the Red Cross team, Terry Quitevis (our professional tour guide from Manila, who did a full-day workshop on the technicalities of tour guiding with us), Director Edwin Trompeta, and of course, Allen del Carmen, who taught us how to pursue a good research topic. Peque Gallaga, our guest speaker at the graduation dinner, was an early inspiration for his passion and love of Negros .

StarLife: Can you give us a profile of or describe your training participants?
RMC: It was a diverse group. We had employees from various government offices, teachers, students, travel agency owners, a retired advertising executive, and hotel personnel.

StarLife: What was your training content? What hands on activities did the participants have? The training highlights?

RMC: We wanted to develop the perfect host; one who’s knowledgeable in the facts about the province’s history and its continuing stories. A great story teller, an inquisitive person with the skills to undertake effective research, trained in the technicalities of tour guiding and as Peque would have it, a true lover of everything Negrense.

Over 10 Saturdays, we put together talks on the province’s history and facets of its culture, including food, the sugar industry, dances, music, local architecture, handicraft, and flora and fauna. The participants visited museums, landmarks, parks, churches and markets. They had full-day workshops in speech and communication, and practical tour guiding.

We handpicked speakers who were not only experts in their fields, but who were also passionate about the province and were themselves good benchmarks of the quintessential Negrense host.

StarLife: What are your dreams and hopes for NITI in 2010 and subsequent years?

RMC: NITI needs an executive director to professionally run its programs. I’d like to see it take exclusive lead in the marketing and development of tourism on the island. At the moment, there are too many groups jousting for that position and too many cooks make a bad stew.

StarLife: What are the challenges ahead? Any expansion plans?

RMC: The biggest challenge to NITI is finding a steady source of funding so it can get the professional team it needs to run its programs. Several good programs were started this year, and the effort must be sustained to realize some gains in 2010.

NITI has to embark on a massive membership drive to gather as many stakeholders under its fold, so that there is true unity of the industry. Communication must be strengthened. Common ground must be established.

The possibilities are endless. Sometimes that is also a problem in itself because it can spawn so many disparate projects and new players with new ideas. The industry seems to always get forced back to first base, when it should already be in 3rd base, to accommodate every new idea and every new group of players. A strong and unified industry under an established leader can rise above this challenge. Hopefully, NITI can live up to it.

More lands eyed for ‘Kasla' farms

The Kasla Energy Philippines Inc. presented their partnership with the Germany Kasla Milling and Kasla Trading corporations in the production of bio fuel using kasla at the L'Fisher Hotel in Bacolod City yesterday.

Kasla president Mario Macainan said this joint venture of the Philippines and Germany was made possible through Dr. Jurgen Unfried, a doctor in nuclear physics, who said that Germany has been looking for a producer of kasla, also known as jathropa, as a bio fuel.

Macainan said that the Philippine's role is to produce a wide range of kasla plantation particularly in Negros Occidental. The Germany corporations will provide the expeller machine at the same time will assure the bio fuel market, he added.

He said the Kasla Milling Corp. will take charge of the machines needed in the extraction, while the Kasla Trading Corp. is in charge of marketing the bio fuel.

Kasla Energy is targeting about 1, 005 hectares of land in the province. Macainan said they are eyeing the available lands of Hinoba-an and other cities and municipalities for the kasla plantation.

Unfried said kalsa does not compete for food production; it is competing for the livelihood of the people, particularly in the province.

He said, they will become the partners of kasla planters, the market generator, and the same time, a producer of a quality bio fuel. This is to enforce renewable agency and to give the planters a chance to have an assurance in their livelihood, he added.

The corporations' prime client Bernd Ebert, the managing director of Muhle Diehleim M.E.D. manufacturer of expellers and Combined Heat and Power plants also attended the presentation.

Meanwhile, the Land Bank of the Philippines Region VI was also represented as witness of the understanding of the Kalsa Energy Philippines, Inc. and Germany Milling and Trading corporations,

LBP vice president Manuel Jose Mari Infante said that, based on the presentation, nothing can prevent them from financing the project, though it will still be discussed by their top officials.

He said they are willing to support the project since their main thrust is towards the use of a renewable energy.*LTG

Gloria inaugurates P2B in infra to fight poverty
IN NEG. OCC.
BY CARLA GOMEZ

President Gloria Arroyo inaugurated close to P2 billion in infrastructure projects in Negros Occidental, including the P1.8 billion rehabilitated irrigation system and post harvest facilities in Bago City as she launched the Philippines' week-long fight against extreme poverty yesterday.

At the Bago River Irrigation System in Barangay Bagroy, Bago, the president sowed seeds in a ricefield, and in a forum with farmers, stressed the goal of government to boost the income of farmers and make them agri-businessmen.

She said government is making P150 billion in loans available to farmers and has increased NFA support price buying of rice to 1 million metric tons, at the forum attended by 1,000 rice farmers.

The Bago River Irrigation System covers 13,350 hectares serving about 10,000 farmers in Bacolod, Bago and La Carlota cities and Murcia, Pulupandan, San Enrique and Valladolid towns, National Irrigation Administrator Carlos Salazar said.

With the rehabilitated irrigation system they can boost organic farming of rice and increase the income of farmers through increased production, he said.

Salazar said the BRIS rehabilitation is 96 percent complete and will be finished by end of December 2009.

Rep. Jeffrey Ferrer (Neg. Occ., 4 th District) thanked the president for her help to the farmers and for aid to his district.

Farmers at the forum also thanked the President for helping them boost their production through the irrigation system and post harvest facilities.

Aside from Bago City, the President, accompanied by Gov. Isidro Zayco throughout her visit to Negros Occidental yesterday, also went to Moises Padilla, Hinigaran, Isabela and Binalbagan towns, and Bacolod and Talisay cities.

BRIDGES, ROAD

At the fifth district of Negros Occidental where her brother-in-law Ignacio Arroyo Jr. is congressman, the president inaugurated the P54.1 million Bagacay Bridge along the Hinigaran-Isabela road and the P52.3 million Bagroy Bridge along the Binalbagan-Isabela road.

In Bacolod City, the president accompanied by Rep. Monico Puentevella inaugurated the P88.5 million Tangub-Singcang Section of the Bacolod City-South-Kabankalan Road Project.

MOISES PADILLA

In the fifth-class town of Moises Padilla that was celebrating its 58 th founding anniversary, the president launched the Philippines' week-long fight against extreme poverty.

“I thought it better to launch a national fight against extreme poverty, not in Metro Manila but in a town of hardworking people who are still struggling to rid themselves of extreme poverty,” she said.

The President also thanked Mayor Francisco Nazareno for “charting a five-year agricultural development agenda that is aimed at delivering the municipality from extreme poverty.”

Arroyo also said the global financial crisis, which affected almost every country in the world, did not affect the Philippines as much because of the strong economic policy reforms earlier put in place.

IN BINALBAGAN

In Binalbagan the president joined the Day of the Common Man at the Pedro Yulo Sports and Cultural Center.

The President gave away 16 sets of medical kits, each worth at least P2,000, to different barangays. Each kit contained assorted medicines, blood pressure apparatus, syringes, surgical gloves, bandages, breast pumps, and specimen bottles.

She then distributed reading glasses and wheelchairs to physically impaired residents, and assured dialysis treatment to beneficiaries who earlier sought medical assistance from the Philippine Charity Sweepstakes Office.

Arroyo also instructed the PCSO to grant a P250,000 endowment fund for the use of indigent patients at the Binalbagan Infirmary.

Her last stop was the Aniceto Lacson Heritage Home in Talisay City for her usual Friday climate change briefing, before flying to Iloilo City.*CPG

SM Foundation to conduct farmers training program in 8 provinces

--------------------------------------------------------------------------------

Eight provinces—Cavite, Batangas, Cebu, Camarines Sur, Davao, Negros Occidental, Pampanga and Laguna—will be sites of the Kabalikat sa Kabuhayan Farmers’ Training Program of SM Foundation, Inc. this year.

Kabalikat sa Kabuhayan Farmers’ Training Program is SM Foundation’s livelihood program that aims to help marginal farmers improve and increase their productivity. So far it graduated 814 farmer participants from 201 barangays in 64 municipalities.

Last week, 219 farmers in Cavite held their first-ever Harvest Festival where fruits and vegetables were harvested in paddy farms in Tanza. Harvested were honey melons, giant ampalayas, papaya, eggplants, sili, string beans, kalabasa, camote and okra.

The maiden Kabalikat sa Kabuhayan Farmers’ Training Program was conducted in Barangay Handumanan, Bacolod City from May 17-August 18, 2007. The first batch of graduates numbered 102, 80 percent of whom successfully replicated the technology they learned from the training program in their backyard. Encouraged by the success of the initial training program, SM Foundation brought the training program the following year to Sta. Rita, Pampanga; Pagbilao, Quezon; Marilog, Davao City; Sta. Rosa, Laguna; and Rosales, Pangasinan. Another farmers’ training program was also conducted in Barangay Hamdumanan, Bacolod City in 2008.

Kabalikat Sa Kabuhayan is a joint undertaking of private and government agencies. This collaborative effort, initiated by SM Foundation, Inc. with Harbest Agri Business Corporation, the Department of Agriculture regional field unit and the local government units as project components.
