USLS signs MOA with DOLE on establishment of PESO Center
Nov 14, 2011

The Job Placement Office of the University of St. La Salle signed a Memorandum of Agreement on Nov. 14 with the Department of Labor and Employment for the establishment and operationalization of a school-based Public Employment Service Office (PESO) at USLS.

Under the signed MOA, the school-based PESO Center shall provide occupational/vocation guidance and employment services as well as promote Special Program for Employment of Students (SPES), Jobs and Livelihood Fair, and other capacity building services for specific sectors.

Meanwhile, a partnership agreement between USLS and online network company, JobsDB Philippines Inc. was also signed.

In the agreement, JobsDB will provide a career site for USLS by granting the use of Microsite, an online recruitment system.

Managing Director Jesusa Viray signed the MOA for JobsDB Philippines Inc.

New revenue code takes effect January

The Revised Revenue Code passed recently by the Bacolod Sangguniang Panlungsod conforms to the provisions of R.A. 7160 or the Local Revenue Code, Bacolod Councilor Al Victor Espino said yesterday.

City Treasurer Annabelle Badajos said the old Local Revenue Code of Bacolod is now outdated and all the taxes and fees contained in it are obsolete and no longer attuned to the economic condition of the city.

She said R.A. 7160 was passed by Congress so local governments will have a uniform implementation in all cities.

Bacolod instead had passed a Revenue Code in 1993 which was not in accordance with R.A. 7160 that was already in effect then, she added.

Since Bacolod chose its own graduated table, Badajos said she found out that it is as if the higher gross income a taxpayer declares, the lower is his tax due.

So it was regressing, and this is not the provision of the law, she said, adding that taxes should be progressive, not regressive.

Bago has higher rates compared to Bacolod because it started right, she added.

Badajos also said the newly-passed Revenue ordinance will take effect in January 2012.

^^yes...sort of a justification on why bacolod should have a new revenue code...we're lagging behind other cities not because there's not much economic activities but because our rates are lower since we still use an outmoded revenue code in the last 18 years.:)

^^basi doble o triple pa ang mahimo matabo. in that case, we will be at par if not higher pa with other regional centers...mayo man kay there's no opposition man sa bag-o nga revenue code amongst the business sector kay kabalo man sila sang real score, nga mas nubo pa ang gina-charge sang bacolod sang sa talisay, bago, cadiz kag san carlos cities.:)

sakto ka migo, it will all redound to better infrastructures and access to better basic social services to our people. daw wala man ta kabati nga may anomalies under sa term ni mayor bing.

SM unit sets P57B capex for 2012

SM Investments Corp. plans to spend P56.8 billion ($1.3 billion) for capital outlays next year, aiming to sustain its double-digit growth in the years ahead despite a fragile global economic environment for 2012.

For next year, bulk of the group’s capital outlays would go to shopping mall development (P20.9 billion) and other property development (P26.9 billion).

Expansion for other businesses is budgeted for next year as follows: P4.6 billion for retailing, P3.4 billion for banking and P1 billion for the hotel and convention unit.

She had been to Bacolod a few years back, she said, and the signs that the city was picking up in terms of economic development were already there. This year, GMA TV vice-president Rikki O. Escudero added, she came back to a city growing in terms she had not quite expected.

She and her company knew all along Bacolod was going to become an important growth center. But we did not know it was going to be this soon, Escudero told the crowd that had gathered last week for GMA TV’s early Christmas-cum-thanksgiving party for its partners in the city.

The moment you stepped out of your plane, Escudero said, there is an excitement in the air, a feeling that “something good is about to happen here.”

I had met Escudero the first time she came in 2006. We had met in the old Calea along 14th st. This time, she said she went to the new location of the desserts place. “Sitting there and taking in the scenery from an angle, you’d think you were in Ayala!”

More rave review: Escudero said she passed by the Bacolod Government Center, and wow, “even Manila does not have something like that!” What impressed her some more, she also added, was when she came back at night, and saw people from all walks of life enjoying the BGC, jogging, walking, laughing or simply taking in the air there. With a particularly acute perceptiveness, the network executive picked up from that nighttime BGC crowd what an egalitarian city Bacolod is.

Earlier, she had noted how impressive the BGC was that night: the massive building, the crowd from all walks of life, both framing Charlie Co’s Dreamers Floating Carousel in the fountain area.

Aside from affirming the city’s egalitarian character, that nighttime BGC scene also told of the sense of style of your people, Escudero said. Style, borne out of your genteel heritage is pronounced here, but I can also see you’re moving on and working on a better tomorrow. She also said she saw the footages of the last MassKara, and she had, ahem, two words for it: world-class.

I thought Escudero’s remarks and observations noteworthy because she is an investor talking about her company’s starting years in Bacolod. And she is no ordinary investor: she represents a news and entertainment company which is a complex organization requiring extraordinary circumstances before it plunks its money in an activity or investment. Indeed, media companies especially in the scale of GMA need to see a confluence of circumstances before deciding to invest in one place or one show or one talent for that matter. GMA must indeed have seen this confluence in our city and province, it is now boosting its presence here. For it to do that in what is decidedly ABS-CBN country means it must have found something exciting here.

Interestingly, among the things that have contributed to this are the things we sometimes do not immediately link to economic development: art, as in Co’s work at the fountain, a building, as in BGC, oh yes, the MassKara festival – and how we allow Everyman to enjoy these things.

The GMA event last week was meant for its Bacolod partners, and it was a quiet little affair that truly focused on this target. No politicians. No guests of honor. No dignitaries. Even the actors and actresses comported themselves as just among the party-goers.

But it may have been GMA TV’s launching of a stronger, more active presence hereabouts as an infotainment company and as a corporate citizen.

Something good, indeed, is about to happen here.*

This is a very good indicator nga healthy katama ang aton province kay other cities can take care of themselves since dako man ang ila income. Usually ang tendency is for the people of surrounding towns to flock to the capital for all their needs, be it jobs, health, education, etc. So ang outcome is nagaginutok, polluted, kag of course naga saka man ang criminality.

It was Negrénse hospitality at its finest. Grabe guid tatap ni Mayor kag sang Tourism Office namun kay they know we bloggers can help in the promotion of the city. I myself loved the trip kag gusto ko magliwat. Kudos to Mayor Oti! :okay:

hehehehe....matyag mo lang na da migs...actually diutay lang tawo pero wala man gakawad-an kada hapon or gab-i may naga kaon gid at least 2-3 tables ang occupied...mas damo client ang Cafe Uma at its other side facing L'Fisher. But what's nice about Trattoria Uma kay Italian resto na sya migs...not only pizza..:cheers:

Actually fil-chinese migs, mahulat lang ta kon ano gid man ah pero daku na da ang lote, may swimming pool pa sa likod.

I haven't realized that it has been that long naman gali. It seems that it has been there for ages but this mall opened the door for other big malls to sprout in the city. Even with some sores I didn't like once with Robinson's, still I am grateful. :)

I think this guy deserves our accolades. Meet the Chef, Sir Ronnie Guance, the mastermind of all the organic dishes we ate. People, especially foreigners come by to Negros to taste his recipes. Indi lang ni ya pang fastfood sa kilid kilid na pagkaon, world class ni ya. :eat:

Sa mga indi kakilala sang BAS-UY dira, capital B-A-S-dash-U-Y, may nakita ko nga recipe sa net...

BAS-UY

Bas-uy Ingredients:
2 tbsps cooking oil
3 cloves garlic, minced
1 medium onion, minced
1 thumb-size ginger, sliced into strips
2 beef cubes, dissobled in 5 cups water
1 stalk lemon grass (tanglad), tied in a knot
1/2 kilo pork buttocks (pigi), sliced into strips
2 cups upo, diced
2 cups patola, sliced
1 cup pork liver, sliced into strips
1/2 tsp salt
1/4 tsp ground black pepper
spring onion, chopped

Bas-uy Procedures:
1. Heat cooking oil and saute garlic, onion and ginger.
2. Pour in broth and simmer until pork is tender.
3. Add pork and simmer until pork is tender.
4. Add vegetables and liver.
5. Simmer for about 2 minutes more.
6. Season with salt and pepper.
7. Serve with garnished spring onions on top.

Makes 4-6 servings.

This dish is unique to the countrysides of Negros just as our inasal is unique from the City of Smiles. Mas mayo pa guid kung ang baboy, patola kag iban na vegetables used here are organic pa guid para tatak Negros na guid. :)

any way I just wana ask if anu anu po yung mga pwedeng pasyalan jan sa Bacolod City?anu2x po yung mga tourist spots, mga beaches and etc?anu yung pwde pasyalan na malls, hangouts, pwde kainan and pwde mag stay na hotel/pensions houses jan na may mura/affordable rates pa?Nagchoose kami ng fren ko kung saan yung place magandang pasyalan dis december and we choose Manila, Bacolod and Ilo-Ilo...but im interested about Bacolod kasi we never been there pa and Bacolod is one of the most interesting City para sa akin...kaya ask ko anu yung the best tlaga jan sa Bacolod?kasi we are in the stage of Choosing which is better to go and spend short vacation....

If you are going in Talisay, there is The Ruins for you to see or the former Don Mariano Lacson Mansion.

For Bacólod, you have the whole of Lacson Street to have your shopping, dining and partying experience. Hotels and inns line up that street too. Just across SM City Bacólod is the Pope John Paul II Tower with a wonderful view of the Guimaras Strait and the Bacólod skyline. If you are a jogging enthusiast, the Provincial Capitol and Bacólod Government Center are two places good for jogging aside from Panaad Park and Stadium or the Bacólod Tree Park in Alangilan. If you are more into nightlife but also serene surroundings, we have Metrodome and Goldenfields Complex for you.

^^actually migs I've eaten this meal alot of times but I never knew what it was hehehe Batchoy este Bas-uy gali ang ngalan. nothing against Batchoy it's one of my favorite merienda kapin pa kung locally made in Negros Occ... It's just hilarious sang over reaction sang aliens from outer space.

Perfect guid daw for the palm oil plantation and a small processing plant. Nami kuno kay scrublands na nga daan ang area so wala guid may ma compromise na forest areas which is good since plan nila nga eco-friendly ila facilities. Yes mig, hard labor with minimal wage. Init kag ulan guinasulay para lang maka feed hungry mouths at home. Sacadas were indeed part of the Sugar industry's unsung heroes. ;)

Guys, just watched the interview on cable TV of Talisay city mayor Eric Saratan and he talked about his plans and projects for his city, one of the topics also covered were the plans of Ayala in Talisay, ang gina ubra da gali subong na ground works para na kuno sa ila transport terminal and soon ma start naman ang ila "Mall", that's the term used by the mayor mga migs ha kay basi bala may ma angal naman da, damu daan ga bantay, hehe....the mayor also said that the prospective locators sa ila BPO/IT Hub naga require gid sang transport terminal kag mall, ti amo ni siguro nga na delay ang pag occupy da sang ila 1st BPO building....so things are looking up also for the city of Talisay.....:cheers:
