MBCCI to coordinate concerns with government agencies: exec

THE Metro Bacolod Chamber of Commerce and Industry (MBCCI) will coordinate with different national government agencies on issues and concerns affecting Negros Occidental.

MBCCI president Roberto Montelibano said these two concerns are on fuel and power that have been the primary issues raised by various sectors in the province.

Montelibano said MBCCI will air these concerns today at the ongoing 35th Philippine Business Conference and Exposition (PBC & E) in Manila Hotel to the heads of the Department of Energy, Department of Trade and Industry, Department of Agriculture and Department of Public works and Highways.

He added they will also present two resolutions regarding these concerns to President Gloria Macapagal-Arroyo who will be the guest of honor and keynote speaker of the PBC & E today.

He added these two resolutions have already been approved by the Visayas Chamber during the Visayas Area Business Conference in Iloilo City last July.

Meanwhile, the Visayas Chamber, including MBCCI, yesterday donated P550,000 to the Philippine Chamber of Commerce and Industry’s Livelihood Development Fund to be given to the victims of typhoons Ondoy and Pepeng in Manila and other parts of Luzon.

Aside from Montelibano, other MBCCI delegates are Jose Ma. Zayco—vice president for External Affairs; Frank Carbon—vice president for Internal Affairs; and Edward Gasambelo and Ernie Pestaño—directors. (PR)

Asyana....it’s what’s new in Negros!

It was a tour of Asia, except that you didn’t leave the city. The attire said, “Come in Asian attire”, and that’s what the guests wore when they walked inside the lavish Plantazzione Verdana Homes’ clubhouse, one of Ayala Land Inc.’s development in Talisay City, Negros Occidental. August 15 marked the Grand Launch of Verdana Homes ASYANA, a project inspired by its name. The main feature was an audio-visual presentation of ASYANA, which boasted of a community of houses with Asian-inspired architecture, incorporating the Matab-ang River and the surrounding lush greeneries in its development. All these set in a backdrop of mountains and Negros’ famed sugarcane fields.

To add to the festivities, the USLS Cheerdance Squad entertained the crowd with a dance number that featured various Asian cultures, and of course, the local Masskara Festival Dance. Executives from ALI graced the event like Mr. Jay Visco, Head of Marketing and Sales of Visayas and Mindanao, and Mr. Francis Monera, ALI’s Vice-President. Negros dignitaries showed their support to the new project such as Congressman Monico Puentevella, Talisay City Mayor Eric Saratan, Silay City Mayor Jose Montelibano, and Talisay City Councilor Marissa Lizares. Bacolod’s top caterers worked hand in hand to create a spread that covered the sprawling gardens and clubhouse, taking the guests on a culinary tour with an array of Japanese, Korean, Chinese, Thai, and Filipino dishes.

Highlighting the evening was a show by the country’s top singing group, The CompanY, who entertained everyone with their unique renditions of Pinoy music. By the end of the show, guests were dancing onstage and by the poolside.

After twelve years of investing in Negros, Ayala Land is confident that Asyana will be another successful venture, as they maintain their standards of developing superior communities in the Philippines.

MBCCI welcomes move to regionalize power generation
Thursday, October 22, 2009
Sun.Star Bacolod-Business

THE Metro Bacolod Chamber of Commerce and Industry (MBCCI) welcomed the move to regionalize the power generation in the country.

MBCCI president Roberto Montelibano said this would be advantageous to the Visayas, particularly the Cebu-Negros-Panay grid.

He said the Philippine Chamber of Commerce and Industry (PCCI) has presented a resolution urging the National Government to create an Energy Program Commission (EPC) to study how to achieve regionally-competitive power rates and reliability of power supply.

He said the EPC shall be composed of the PCCI, the Department of Energy (DoE), the Department of Finance (DOF), Department of Trade and Industry (DTI) and the National Economic Development Authority (Neda).

The resolution was presented to President Gloria Macapagal-Arroyo Wednesday at the closing plenary of the 35th Philippine Business Conference and Exposition (PBC & E) in Manila Hotel.

MBCCI director Edward Gasambelo, who is also the president of the Central Negros Electric Cooperative (Ceneco), said the Cebu-Negros-Panay grid is now at a critical situation and regionalizing the power generation is beneficial to the region.

He explained that it is now experiencing power supply deficiency and the grid has to make a scheduled rotating load shedding everyday that results to power failures (brownouts) that occur three to four times a day.

The power problem was one of the issues raised by MBCCI during the Visayas Area Business Conference last July. It presented a resolution before the chamber that then approved it and submitted to PCCI.

Gasambelo added that PCCI is urging local chambers to participate in the development of the power sector and assist in the faster development of sustainable power generation projects.

The PBC & E was attended by about 1,000 businessmen-delegates from 98 local chambers around the country.

MBCCI was represented in the PBC & E by Roberto Montelibano—president, Jose Ma. Zayco—vice president for External Affairs, Frank Carbon—vice president for Internal Affairs and Edward Gasambelo and Ernie Pestano—directors.

DOF micro-finance seminar held

BACOLOD City, under Mayor Evelio Leonardia, hosted the capacity building seminar and lecture series on financial literacy.

The lecture includes savings advocacy and micro-finance in line with the Financial Independence for a Robust Economy (Fire) project of the Department of Finance at the MassKara Hall of the New Government Center Friday.

This nationwide capacity building project is in line with the vision to have a strong economic growth with equity and productivity in support of the administration's Comprehensive Livelihood and Emergency Employment Program (Cleep).

Department of Finance assistant secretary and Cleep national focal person Ma. Eleanor Dela Cruz said that this is an opportunity for learning and improving basic knowledge in finance, to help get into an intended destination to be financially-independent as individual and as an organized unit.

Project Fire aimed to facilitate the flow of funds from financial institutions to targeted beneficiaries through capacity building and sharing/dissemination of information as well as closer interaction between the sources of funds and loan beneficiaries.

As part of the capacity building activity, fundamentals of personal finance was introduced. The activity focused on how to access resources by bringing loan officials/staff face to face with potential users of loans.

This also helped in creating opportunities for matching users with lenders to fast tract the mobilization of resources, and generation of more business and livelihood opportunities.

The project had a maiden launching in Cebu City last May and in Dumaguete City the following month. As the steward for the Panay provinces, more particular Negros Oriental and Negros Occidental, the Department of Finance carried the project.

DOF Secretary Margarito B. Teves led the launching during the commemoration of the 111th Philippine Independence Day in Dumaguete City.

There were more than 150 participants coming from several government agencies who attended the lectures of Dr. Antonio Errol B. Ybañez Jr. of the Graduate School, Pamantasan ng Lungsod ng Maynila; DoF Development Management officer Aurora Luz Villaviray; Department of Trade and Industry Negros Occidental provincial director Rebecca Rascon; and Negros Occidental senior Technical Education and Skills Development Authority (Tesda) specialist Thelma Tubungan, who discussed on the financial literacy with savings advocacy; micro-finance success stories; harnessing entrepreneurial capabilities of micro, small and medium enterprises (MSMEs) through One Town One Product (Otop): key to economic empowerment; and programs, services and in demand skills information, respectively.

Land Bank of the Philippines, Iloilo Lending Center department manager Vivian Canoñero; Philippine Postal Bank Inc. accounts management head, Edgar V. Rico; Development Bank of the Philippines Western Visayas senior assistant vice president Amy Cris Toledo; and Visayas Operations Small Business Guarantee and Finance Corp. manager Cesar Antoni also presented their micro financing and lending programs.

Bacolod City BIR Revenue Assistant director lawyer Aynie Mandajoyan and Bureau of Local Government Finance Western Visayas Cleep regional focal person, director Melba Sullivan led the invocation and delivered the welcome address, respectively.

Business clinic with representatives from LBP, SBGFC and Dev't Bank of the Philippines will be held the day after the seminars.

This was co-organized by the Bureau of Local Government Finance, Bureau of Internal Revenue, Land Bank of the Philippines, Development Bank of the Philippines, Small Business Guarantee and Finance Corp., Philippine Postal Savings Bank Inc., and Women's Movement for an Empowered Nation (Women) Inc.

BAYO STORY (http://www.bayo.com.ph/bayostory.html#)

Bayo started out as a made-to-measure dress shop in Makati. The need to expand grew bigger when Bayo launched its ready-to-wear line. In 1992, the growing demand triggered the establishment of Lyncor, Inc., then a manufacturing firm, to support Bayo.

“Bayo,” an ilonggo term which means, “dress” in English was chosen by the owners of the company since they are from Bacolod.

Bayo reflects a clean, classic image. Bayo caters to women who embody the laid-back, casual lifestyle who have preference for stylish yet classic apparel.

Bayo is a testament of what the Filipino can do in today's competitive environment. Bayo is proud of what it has achieved as a Filipino retailer and it expresses its full pride in being Filipino. This is what set the brand apart, its devotion to staying true to its roots as a Filipino brand. It has no pretensions on what the brand image is all about and rather keeps in tune with the brand's origin, which is still Filipino. Bayo revolves around who the Filipina truly is in all her different facets and how she evolves with time but still maintaining her distinct cultural attributes

Uratex showroom to open next month
The Visayan Daily Star-Business

Uratex foam, one of the companies of the Robert G. Cheng foam group, will launch its showroom at 60th Lacson-San Sebastian streets, in Bacolod City on November 9, a press release from the firm said.

Uratex offers a wide-range of foam from pillows, sofabed to mattress, sponge and even beddings.

The brand has created a high-quality and fashionable items for these. Mattresses such as Blue foam, Permahard foam mattresses, Comfort Plus foam, US Rubber foam and Premium Touch Beds such as Viscoluxe Memory & CozyLatex are soon to be available in the City of Smiles .

Uratex foam is known for its “Blue foam” and because of its popularity in the market, many blue foam grades have cropped up but of course with inferior quality, the press release said.

There is also a Permahard Foam Mattress or the “yellow foam” which is 20 percent harder than the blue foam. When doctors recommend hard foam, they recommend yellow foam as an orthopedic mattress. Blue foam mattress has a warranty of 5 years while the yellow foam has 7 years of warranty.

Advanced pocket spring system and body-molding memory foam combine for a mattress of soothing indulgence.

Boosts of an exclusive firm feel that balances the softness of memory foam for optimum support & comfort.

Sensitive to body heat and weight, the memory foam gently conforms to body contours to relieve pressure points and create a comfortable cocoon.

Premium Touch Cozy Latex on the other hand, promises an exceptional level of comfort, thanks to its high performance pocket springs, five zone latex foam and breathable coolmax, cashmere cover plus fragrance-active and anti-dust mite properties, the Uratex press release said.*

Business application forms available Nov. 15
Tuesday, October 27, 2009
By Merlinda A. Pedrosa
Sun.Star Bacolod

THE Bacolod City Government is now ready to issue business application forms for year 2010, both for the new or renewal of business permits.

Permits and Licensing Division head Ardis Jaculina said Monday that by November 15, the Permits and Licensing Department will be ready to issue business application forms, noting that on that day, business establishments could undergo the signing of clearances in compliance with the business requirements in the city, "so that by January 2010, they would not be pressured by short or reduced processing time."

Jaculina said that businesses could start having their barangay clearance signed then proceed to the Zoning, Office of the Building and the City Health Office, among others. By January, there will be a one-stop-shop for the new and renewal of business permits.

Jaculina added that the usual issuance of business application forms starts January, but now, there is an early issuance for the convenience of taxpayers.

She said this would be an enhancement to further improve procedures in securing business permits in the city, "which means that the issuance of the Mayor's permit would depend on how fast they (taxpayers) can comply with the clearances for the issuance of the business permit."

Jaculina said that for 2010, the city projects a P300-million business tax collection and regulatory fees, citing that as per records, Bacolod never had a collection increase lower than 10 percent every year. "It has always increased every year from 10 percent - 12 percent no matter what kind of global crisis there is."

She said that in 2008-2009, the city's tax collection increased by 11 percent even as the Commission on Information and Communication Technology made an official observation that among the 10 wave cities, Bacolod was top 5 and number one in business environment in the country.

Jaculina noted that in several meetings with the DILG, Neda and the Department of Finance, "they find it very regrettable that Bacolod had deferred the revenue code implementation or an increase of the tax rates since Bacolod really deserves to amend its tax revenue code or tax rates," adding that among the cities and municipalities all over the country, "only Bacolod never increased pr amended the revenue code for almost 15 years."

"It's really sad to note that Bacolod is considered a highly urbanized city and the one city that has made business services easy for its taxpayers, but received objections on the increase of tax rates; it should have benefited the constituency of Bacolod in terms of basic service," Jaculina stressed.

She said if the revenue code was not deferred, the city would have reached the P300-350-million business tax collections and fees level this year, adding that the city has the lowest rate services all over the country in terms of the City Health fees, cremation and burial permit and fees on birth certificate.

"Bacolodnons should be made to understand that the tax rate increase is really needed by the City in order to be more progressive, to develop and to give more services to its constituents."

Jaculina also said that next month, the Permits and Licensing Office will transfer to the New Government Center.

^^
HISTORY

CM & Sons Food Products, Inc. was established as a family enterprise in 1995 in Bacolod City, Negros Occidental. Its products are marketed under the trade name "Merci," a French word that literally means "thank you."

Primarily, Merci started as a small bakery, supplying breads to a single store at the Libertad Market.

But satisfying customers with high quality breads at affordable prices, combined with aggressive marketing strategies and the ingenuity of youth, it did not take long for the company to add more branches around the city and to supply to satellite dealers all over the province.

And Merci did not only remain as a bakeshop but soon evolved into a fast food restaurant serving delicious and affordable snacks and meals for people on the go. More branches also came about, even in neighboring cities in the province.

Complementing its food line, Merci diversified its business interests in 2003 with the introduction of its bottled water brands distributed around Negros Island. Despite competition from national brands, Merci Purified Drinking Water and Vitalife Purified Drinking Water successfully sliced a big share in the province's purified water market in only a few months' time. These two brands are still enjoying a sizeable market share in the province.

The success of CM & Sons Inc. may very well be attributed to its ability to cope with the emergence of new markets and opportunities.

Thus in January 2005, CM & Sons launched its newest line Merci Pasalubong Treats in order to cater to the growing tourist and balikbayan crowd that regularly come into the province. These pasalubong treats have gained a massive "suki" that it was inevitable for the company to open its first Merci Pasalubong Center in Singcang on September 2005. This branch is only about five minutes away from the airport and has since been gaining wider acceptance among the locals and travelers alike. Seven months later, a second Merci Pasalubong Center emerged in Mandalagan in April 2006, which caters to the North-bound clients.

Barely a year after storming the local pasalubong market, Merci Pasalubong Treats is now widely available nationwide, with distributors to as far as Tuguegarao City in the North and Zamboanga City in the south. There are also dealers Manila and in the islands of Negros, Cebu, Panay, and Mindanao. This year, Merci Pasalubong Treats were also exported to Canada..

For its advertising and promotions, the company employs different media, such as television, radio, print, and outdoor signs, to reach its different target markets. Merci products enjoy massive exposure in these advertising venues.

Now, CM & Sons continues to keep its loyal clientele by strictly maintaining high quality in all its products. Operations are strictly controlled at their production site in Hervias II, Bacolod City. All in all, the company is manned by an almost 300-strong workforce, with each one trained and effectively doing his or her task to build up the company.

The young and dynamic management also stands ready to satisfy future consumer needs by constant innovation and expansion of product lines, which are always offered at a price that most of the local population can afford.

City Government, PAL Welcome JOR Travel
By Edith B. Colmo
Negros Daily Bulletin

Although business in nature, the objectives of the owners of JOR TRAVEL & TOURS are a good name and the establishment of quality service that we can really be proud of. These are prime concerns as of the moment, said Mrs. Josie Tamparon, wife of Jorre Tamparon, owners of JOR Travel and Tours which inaugurated last night its Bacolod Branch office at Sea Breeze Hotel Bldg, San Juan Street, Bacolod.

Its main office is at Mabini-Alonzo Streets, Talisay City.

Representing Mayor Evelio Leonardia who was in Manila, was City Administrator Dr. Roger Balo. He said, the addition of JOR Travel & Tours in the city is a healthy sign and an indication that Bacolod is really most business-friendly. Negros Navigation profit surges in Sept.
Thursday, 29 October 2009 00:00
The Manila Times.net

Negros Navigation Co. (Nenaco) announced on Wednesday that its net income rose sharply in the first nine months, mostly because of cost cutting and increased cargo capacity. In a statement, Nenaco said its profit went up by 77 percent to P203.2 million from January to September compared with the same period last year.

Nenaco attributed its strong operating performance to “revenue-enhancing initiatives coupled with stringent cost-management measures” that it implemented during the year.

The company’s consolidated revenues for the nine-month period amounted to P1.5 billion from P1.3 billion last year owing largely to increased cargo capacity.

The company’s freight business, which constitutes 67 percent of the revenue, rose 30 percent from last year.

Earlier, it acquired two additional cargo vessels with a capacity of 300-twenty-foot equivalent unit each to further strengthen its cargo business.

For its passage business, the company has implemented aggressive marketing strategies in light of the stiffer competition posed by the roll-on, roll-off vessels and the airlines’ discounted fares.

Because of its strong performance for the past two years, Nenaco has filed a motion to terminate the rehabilitation proceedings on account of the successful implementation of its Court-Approved Rehabilitation Plan earlier this year.

P250M loan with Veterans Bank up

By Merlinda A. Pedrosa

FOLLOWING the bungled P150-million loan deal with the Philippine National Bank (PNB), the City Council Tuesday gave Mayor Evelio Leonardia the authority to enter into a P250-M credit accord with the Philippine Veterans Bank.

The loan is still intended for the purchase and development of relocation sites for informal settlers in the City.

The granting of authority in Tuesday’s special session was made following the request of Leonardia that the Council authorized him to sign the proposed loan agreement with the Veterans Bank, “including any and all other documents that may be required pursuant to the conditions set forth in said loan agreement and deed of assignment.”

Vice Mayor Jude Thaddeus Sayson said since Leonardia confirmed that the P150M loan agreement with PNB had been cancelled, “the mayor finds it best to find another option just for the informal settlers of the City since it is one of the priorities of the present administration to provide a relocation site for squatters of Bacolod.”

Sayson said the mayor already held talks with the Veterans Bank management, which said the bank is willing to finance the purchase of the land, including the development of the site area. “This is a much better facility offered by the Veterans Bank.”

He added the previous loan agreement entered into by the City Government with the PNB had been politicized. “The PNB is willing to release the P150-million loan to the city but because of politics, they would release it by next year, if ever.”

Earlier, Bacolod Representative Monico Puentevella admitted he was the one who opposed the release of the loan. “For the first time, the people must know that I’m the one trying to save Bacolod from all these debts. I’m proud to admit that I’m now the number one representative of Bacolod, carrying the voice of the people that we don’t want anymore loans for the City.”

But Sayson said while the PNB may release the loan next year, informal settlers who have pending ejectment cases in court can not anymore wait. He added that when Veterans Bank heard of the status of the city’s loan with PNB, the former made its offer and talked with the mayor.

The vice mayor hopes the new loan agreement would no longer be politicized. “If we wait for another year to purchase any property, the price might be more than the interest due the city.”

He said the City Government intends to provide a decent relocation site for the squatters, noting that almost 3,000 households are scheduled to be ejected from their present homes and that the city also needs to relocate almost 2,000 families who are living in identified danger zones.

DOE to check why gas price is higher in Bacolod

INVESTIGATION in underway on the observed higher gasoline prices in Bacolod City after a resolution authored by Councilor Wilson Gamboa Jr. was submitted to the Department of Energy (DOE) for appropriate action.

In his reply, DOE Undersecretary Roy Kyamko said since Republic Act 8479 or the “Downstream Oil Industry Deregulation Act of 1998” was imposed, prices of gasoline and crude oil products were based on supply and demand and the price of crude oil in the international market.

He said the law has liberalized the downstream oil industry that promoted market competition “wherein the prices of petroleum products are governed and influenced by several factors/indicators such as the crude oil in the international market, the foreign exchange rate, spot prices and the interplay of market forces /conditions in a particular trading area.”

“It is for this reason that prices may vary across locations as these are dictated by the market,” Kyamko added.

He said he has endorsed the issue to concerned oil companies operating in Bacolod City, asking them to submit written explanations on the price situation of oil here.

“Also, we have directed our director for the Visayas Field Office, Engr. Antonio Labios, to conduct a thorough assessment and evaluation of the price situation in your area,” he told Gamboa.

In Kyamko’s letter dated September 24, 2009 addressed to Jim Meymink, country chairman of Chevron; Edgar Chua, chairman and president of Pilipinas Shell; Glenn Yu, president and CEO of Seaoil; and Eric Recto, president of Petron, it states: “We are endorsing the letter and resolutions to your office for your appropriate assessment and evaluation.”

He asked the office to submit the assessment and evaluation of said oil companies within 15 days after receipt of his letter.

The gas price issue was spurred when Metro Bacolod Chamber of Commerce and Industry (MBCCI) Vice President for External Affairs Jose Maria Zayco questioned why fuel price in Bacolod is higher by P4-P6 per liter when Negros Occidental is close to Batangas where most companies get their fuel supply.

Gas prices in some cities in Mindanao are cheaper compared to Bacolod.

^^ya thats what I notice also..the foodcourt has become the thing of the past...even in Iloilo and Cebu there are few people who dine...I personally prefer eating in fastfood chains its because the food is freshly made, ang sa food court sometimes kahapon pa gina init-init lang...so sometimes the food doesn't taste right.

Mayor appeals for DOE intervention
BY CHRYSEE SAMILLANO
The Visayan Daily Star

Bacolod Mayor Evelio Leonardia yesterday said has reiterated the appeal to Energy Secretary Angelo Reyes for his intervention in prices of fuel products in Bacolod City that are higher than in Manila and other cities in Mindanao.

Negros Occidental Gov. Isidro Zayco had earlier also issued his objection to such price disparities.

In his letter to Reyes dated Sept. 17, 2009, Leonardia said that based on a comparative study on fuel product prices in Bacolod, Manila and other cities in Mindanao conducted by the city's Energy Task Force, prices of gasoline XCS/Gold and unleaded/extra were lower in Manila, Davao, Cagayan de Oro and Iligan cities than those of the same product in Bacolod.

While Shell and Petron sell XCS/Gold types of gasoline for P44.25 per liter in Manila , the price of the same product costs P45.44 to P45.58 per liter in Bacolod , or P1.19 to P2.33 per liter higher, respectively, he said.

Leonardia said the price of diesel is also higher in Bacolod than in Manila , Davao , Cagayan de Oro and Iligan cities.

He said that while diesel in Bacolod costs between P35 and P36 per liter, the price of the same product ranges from P28.45 to P33.50 in Manila , a price difference of P6.55 and P2.5 per liter.

The argument of representatives of major oil companies that the reason for the lower prices in Metro Manila is the presence of more companies providing more competition, is highly debatable, he said.

The Visayan Daily Star

The preliminary talent competition for Miss Earth 2009 will be held at the La Proa Grand Ballroom, L’Fisher Hotel, in Bacolod City at 7 p.m. on Nov. 9, event organizer John Orola said yesterday.

Beneficiaries of the presentation will be the Bantay Bata Foundation-163 Negros chapter, victims of typhoon “Ondoy,” and the JJO Foundation Scholarship Program.

The event will bring the 28 candidates from foreign countries to Bacolod City, Orola said, adding that their visit will boost the image of the province and the city as major tourist destinations in the Philippines.

Tickets are priced at P1,000 each, inclusive of dinner.

The event is also supported by Negros Occidental, the City of Bacolod, ABS-CBN, VMA Global College, Restro Grill, and PAGCOR Hotel, Orola added.*
