BACOLOD City – The Negros Occidental Federation for Information and Communications Technology (BNEFIT), Inc. is set to formally accept the hosting of the 2010 Information and Communication Technology (ICT) national summit as it accepts the chairmanship of the National ICT Confederation of the Philippines (NICP) on Thursday.
In a formal ceremony, Metro Clark ICT Council (MCCCI) Inc. President Aristoteles Elvina will turn over to BNEFIT Chair and Councilor Jocelle Batapa-Sigue the said responsibility along with the Iloilo Federation for Information Technology (IFIT).
“It is a privilege for Bacolod and BNEFIT to be acknowledged as one of the leaders in the ICT industry and it is with pride that I shall represent the city and the province during the plenary discussions where I am invited as one of the key panel reactors along with Cebu, Davao and Iligan and Iloilo,” Batapa-Sigue said.
Batapa-Sigue said BNEFIT and IFIT are both pioneer members of the NICP along with nine other councils when it was founded in 2008 in Iligan City.
During the 2nd NICP National ICT Summit from November 5 to 7 at the Clark Freeport Zone in Pampanga, 32 local government–based councils, federations and organizations have already become members.
These include the Aurora ICT Council, Albay ICT Association Inc., Bataan-Olongapo-Zambales Subic Educational Development Organization for IT, BPO/ITEs Council of Quezon City, Cagayan de Oro ICT Business Council, Cavite ICT Council, Cebu Educational Development Foundation for IT, City of San Fernando Pampanga ICT Council, ICT Association of Dumaguete and Negros Oriental, ICT Davao Inc., Iligan City ICT Council, Laguna Industry Network for Knowledge, Innovation & Technology Foundation, Technology of Information and Communications in Koronadal, Lipa ICT Council, Tarlac ICT Council, Cagayan Development Federation for IT, Bohol ICT Council, Bulacan ICT Council, Dagupan ICT Council, Balanga ICT Council, Cabanatuan ICT Council, CARAGA ICT Council, Urdaneta City Council for ICT, Vigan City ICT Council, Metro Ilocos Norte ICT Council, ICT@Bicol Council, ICT Solutions Association of Region 12-General Santos City and Pasay City ICT Council.
Current NICP chair George Sorio of MCICTCi has invited President Gloria Macapagal-Arroyo to convene the summit on November 5 and to open the “NICP Council Exhibition” and the “Convergence 2009” at the Fontana Convention Center, Clark Freeport Zone.
Bacolod has been given a free booth to showcase its potential in the outsourcing industry as well as its tourism packages.
There will also be a business matching activity with investors in coordination with the Board on Investments and the Department of Trade and Industry.

Pintaflores streetdancing,ritual competition slated
The annual Pintaflores Festival streetdancing and ritual competition will be held in San Carlos City , Negros Occidental, on Nov. 3 to 5.
San Carlos Mayor Eugenio Jose Lacson said it was in 1992 when the Pintaflores originated and it involves the painting of the bodies, and flowers.
Pintaflores was coined from the word “pintados”, the concept behind the Nabingkalan Tattoo Festival and “flores”, the Spanish word for flowers that led to the theme of the Dances of Flowers.
The successful holding of the two activities in 1992 as highlights of the city's fiesta resulted in the creation of the Pintaflores Festival of San Carlos City .
Lacson said that, like any other fiesta, the idea there is to make it as colorful and as attractive as possible.
He said they have also joined Sinulog a couple of times carrying their fiesta name and in the last two years, they have also opened up the competition to other local governments in the Island of Negros – both Oriental and Occidental.
Lacson said that for this year they will have participants coming from Negros Oriental and Occidental.*CGS

BACOLOD City – The Negros Occidental Federation for Information and Communications Technology (BNEFIT), Inc. is set to formally accept the hosting of the 2010 Information and Communication Technology (ICT) national summit as it accepts the chairmanship of the National ICT Confederation of the Philippines (NICP) on Thursday.
In a formal ceremony, Metro Clark ICT Council (MCCCI) Inc. President Aristoteles Elvina will turn over to BNEFIT Chair and Councilor Jocelle Batapa-Sigue the said responsibility along with the Iloilo Federation for Information Technology (IFIT).
“It is a privilege for Bacolod and BNEFIT to be acknowledged as one of the leaders in the ICT industry and it is with pride that I shall represent the city and the province during the plenary discussions where I am invited as one of the key panel reactors along with Cebu, Davao and Iligan and Iloilo,” Batapa-Sigue said.
Batapa-Sigue said BNEFIT and IFIT are both pioneer members of the NICP along with nine other councils when it was founded in 2008 in Iligan City.
During the 2nd NICP National ICT Summit from November 5 to 7 at the Clark Freeport Zone in Pampanga, 32 local government–based councils, federations and organizations have already become members.

MANILA, Philippines - Sugar production for crop year 2009-2010 is expected to hit 2.19 million tons, according to Reynaldo P. Bantug, chairman of the Negros/Panay chapter of the Confederation of Sugar Producer’s Associations Inc.
The sugar crop year starts in September and ends in August of the following year.
However, of the expected 2.19 million ton sugar production for crop year 2009-2010, Bantug explained that only 2.15 million ton will be raw sugar, while about 40,000 tons would be used for the production of ethanol.
In a talk with reporters, Bantug also said that domestic sugar prices are rising due to lower global production primarily by Brazil and India and higher international sugar price.
World market price for sugar, according to Bantug is up at 23 US cents a pound, while domestically, sugar in 50 kilogram bags sells at P1,350 in Negros.
The higher sugar price, hopefully, Bantug said, would spur higher production.
However, the sugar sector is still apprehensive over the influx of imported sugar from its ASEAN neighbors next year with the effectivity of the ASEAN Free Trade Agreement-Common Effective Preferential Tariff (AFTA-CEPT) scheme.
The sugar sector’s apprehension stems from the still unresolved tariff dispute between Thailand and the Philippines over maintaining a 38 percent tariff rate for sugar under the highly sensitive list protocol of the AFTA-CEPT for the period 2010 to 2014.
While there had been some assurance from Thailand that it is agreeable to the Philippines’ request for sugar, the issue now appears to be part of a much tougher bargaining on a similar request for continued tariff protection for Philippine rice for which the Philippines also wants to maintain a tariff cover of 40 percent.
The sugar sector, Bantug admitted, particularly fears the influx of Thai sugar whose sugar production is more efficient than that of the Philippines and is subsidized by the Thai government in the form of loans.
The Philippine sugar industry, on the other hand, Bantug pointed out, does not enjoy such subsidies and is thus relying on the government to successfully protect the sector through tariff walls.

MANILA, Philippines – The 29 largest business process outsourcing
(BPO) providers in the Philippines, mostly engaged in contact center activities, reported P94.4 billion in combined revenues in 2008, up 21 percent or P16.1 billion from the P78.3 billion they posted in 2007.
“The Philippines has definitely secured its position as a leading player in the global BPO market, judging from the sustained double-digit revenue growth of the local branches of mostly multinational BPO providers,” Catanduanes Rep. Joseph Santiago, chairman of the House information and communications technology committee, said.
Santiago cited the need to further build up the BPO industry through ample infrastructure support, proper human resource development, sound policy environment, adequate fiscal incentives and effective business development.
He said the P94.4 billion in combined revenues reported by the top 29 BPO providers alone translate to almost $2 billion at the current exchange rate of P47.63:$1. Overseas clients pay BPO firms in dollars.
“What is remarkable about the BPO industry is that it is highly labor-intensive. Since the industry employs a growing number of Filipinos, it also supports an increasing number of families,” Santiago said.

BACOLOD CITY -- A group of businessmen and sugarcane farmers led by Metro Bacolod Chamber of Commerce and Industry president Roberto L. Montelibano is partnering with foreign investors to build an ethanol plant in Negros Occidental.
Mr. Montelibano, president of Biofuels International Phils., Inc., said his company is now finalizing a joint venture agreement with the yet undisclosed investors.
The ethanol plant, which will cost P3 billion-P5 billion, will be built in the central Negros town of Murcia. It will be a multi-feedstock, autonomous cogeneration facility that will use sugar-cane and sweet sorghum as feed-stock and agricultural waste as fuel. The plant will have a production capacity of 200,000 liters of ethanol a day and 19 megawatts, or 19,000 kilowatts-per-hour, of power.
Mr. Montelibano said the initial capacity is seen to meet about 7% of the ethanol needed for the 10% ethanol blending with gasoline between 2011 and 2012.
The excess power from the plant will be supplied to electric cooperatives in Negros Occidental, he said.
Mr. Montelibano said they will tap small farmers and agrarian reform beneficiaries as contract growers for sugarcane and sweet sorghum.
Sweet sorghum is capable of being ratooned like sugarcane under a three-month cropping cycle. Thus, Mr. Montelibano said, it is ideal for small farmers who have no tractors or advanced farm equipment.
He said that a farmer cultivating between one-and-a-half to two hectares and harvesting at least two crops -- a ratoon and another crop -- yearly can earn about P80,000-P100,000 a year, including the sale of his field trash to the ethanol plant.
Mr. Montelibano said that the short cropping cycle of sorghum, and its ratooning ability for the entire year, is expected to provide livelihood opportunity to about 9,000 farmers.
The local government of Murcia has identified 12,000 hectares as marginally used lands belonging to agrarian reform beneficiaries. About 9,000 to 10,000 hectares of these can be used for sweet sorghum, Mr. Montelibano said.
Last September, San Carlos Bioenergy, Inc. inaugurated the country’s first integrated ethanol distillery and power cogeneration plant in the northern Negros city of San Carlos. The P3-billion facility, which uses sugarcane as feedstock, is designed to produce close to 40 million liters of ethanol yearly, supplying about 10% of the country’s ethanol needs. It will also supply eight megawatts of power to the local grid.

Energy firm eyes hydro, wind projects
Constellation Energy Corp., a local company with Singaporean and Italian partners, is planning to put up two wind farms and three “run-of-river” hydro power plants in the country.
“Our first two wind projects are in Negros Occidental and Negros Oriental. We are looking at other wind areas in the country,” Jose P. Leviste, Jr., Constellation Energy chairman, said.
Mr. Leviste said his company has three applications with the Department of Energy to develop hydropower plants in Bongabong and Alag in Mindoro Oriental, and Tubinga in Nueva Ecija.
The Bongabong plant is expected to have 28 megawatts (MW) in capacity; Alag, 3 MW; and Tubinga, 39 MW. The capacity of the two wind projects has yet to be determined.
“In the middle of 2011 we’ll have a better idea of the next steps to be taken,” Mr. Leviste said of the wind projects.
Mr. Leviste also said the cost of the projects have yet to be pegged as they are still in the feasibility stage.
The average investment for wind and hydro projects stand at $2.5 million per MW.
Constellation is also on the lookout for other possible partners.
“It is our intention to go beyond our existing partners now [and] to move further and get larger companies to work with us,” Mr. Leviste said.
The Department of Energy is seeking renewable energy investors following the passage of the Renewable Energy Law, which offers perks such as income tax holidays for the first seven years of operation, tax-free carbon credits from renewable energy projects, as well as tariff exemption and duty-free importation of machinery and equipment for the first 10 years of operation.
Power from renewable energy sources are also exempted from the value-added tax. Non-fiscal incentives include a renewable energy portfolio standard, which includes the mandatory utilization of renewable energy power in grids, and priority dispatch for power produced from renewable energy resources. -- J. Lopue’s East Centre in Bacolod City celebrated its 12th year of Halloween Fun Games recently, a press release from the management said.
The sold-out event turned up participants in some of the creepiest and most imaginative costumes that wowed the crowd and the judges.
The event started with a costume parade, where the best costumes of 10 different categories were awarded with toys and gift certificates from Lopue’s East Centre. Children then enjoyed a trick-or-treat tour around the store, hoarding candies and showing off their costumes, followed by a visit to the Adventure Room and the side games for more goodies, the press release said.
In the Adventure Room, which opened to the public from Monday through Wednesday, children and adults were led through Captain Thomas Black’s hall of horrors and into his haunted Treasure Room where more prizes were given to those who dared answer the Captain’s riddle, the press release added.

The sugar industry and the Ethanol Producers Association of the Philippines won a temporary relief when Petron, the oil company, withdrew its petition to cut down to only 0 percent the tariff on imported ethanol.
The tariff commission, however, is still locked in their petition plus that of the Sugar Regulatory Administration to raise the tariff from the current one percent to 10 or 20 percent to provide a climate that will induce investors to put their money into ethanol projects.
Tariff Commission chair Edgardo Abon said the increased tariff rate as “pre-operating protection.”
Reynaldo Bantug said it could not be “pre-production protection since already two bioethanol plants are already in production and there are 20 more potential investors waiting in the sidelines for clarification of the government's position vis-à-vis questions of returns on investments.
Senator Juan Miguel Zubiri, principal author of the National Biofuels Act of 2006 appealed to the tariff commission yesterday to raise the tariff to 10 percent to 20 percent in the next five years, starting in 2010.
Executive Order No. 449, which reduced the tariff to 1 percent, because at the time it was issued in 2005, there was no local producer of bioethanol fuel and aimed to assure price competitiveness of ethanol blended gasoline vis-à-vis gasoline products.
The present environment however, has changed dramatically. Not only have ethanol production companies started to operate in the Philippines , our locally produced ethanol is competitive with current gasoline prices, Zubiri said.
He also said that potential investors are still reluctant to shoulder the billions of pesos required to put up a plant considering the current tariff of one percent.
Thus, he proposed a graduated rate of from 10 percent to 20 percent in the next five years.
Bantug hailed the intervention of Reps. Jose Carlos Lacson (Neg. Occ., 3rd District) and Rep. Monico Puentevella ( Bacolod ) on the issue.
Puentevella is supposed to deliver a privilege speech in the House when the chamber convenes again next week.
Puentevella pointed out the need for the government to address the tariff issue.
This, he said, has frustrated investors on ethanol, pointing out that government entities are deficient in implementing the provisions of the biofuel law and by imposing lengthy procedures in processing applications for relief.
Puentevella cited the SRA report that some 20 biofuel investors have signified their intention to invest in bioethanol production but are hesitant to proceed without favorable signals from the government.
So far, Puentevella pointed out, there are two bioethanol plants already operating in the country producing 39 million liters of the alternative additive with the mandated five percent blend with gasoline.
He also pointed out what the Nacusip-TUCP had warned - that the depreciation of the tariff on imported sugar to only 5 to 0 percent in 2014 paves the way for entry in the country of low-priced sugar.
Besides, Puentevella pointed out, countries which already have their bioethanol plant such as the United States, Brazil, India, and Japan have put up tariffs to protect their bioethanol manufacturers.*RLE

SSC Bacolod went on an adventure up north today through the efforts of Gladita (thanks girl!!)...We visited the mansion of the Gastons in Manapla. Its my first time to be there andall i can say is that the 40 minute trip is all worth it...Thanks to Imelda who toured us around and tirelessly explaining everything to us... Its just amazing that all you can see inside are original stuffs...preserved and well maintained...One of the highlights of our visit is the cartwheel chapel... a very unique and beautiful structure that can only be found in Negros. I must say that it is one of the Most interesting architecture I've ever seen. From the walls, roof and its interior...all indigenous materials transformed into one amazing masterpiece. Thanks to Chef Jomi for the sumptuous lunch you served...as promised, we will post pictures of the house and the chapel...thanks sir jomi for checking the thread also :) We had a great time!!! Thank you....

Today, the Philippines is the most sought after site for contact center clients due to its affinity with Western culture and its customer-centric approach, according to Convergys Corp. Vice President and Country Manager Marife Zamora.
“The customer experience with Filipino agents is unparalleled. Customers love it,” acquiesced Clark D. Handy, Senior Vice President, Human Resources. So much so, that the company has already exceeded its target this year for client satisfaction.
“We have already delivered 4.02 out of our Philippine target of 4 on a scale of 1-5,” Zamora observed. “Most clients are reluctant to give a 5, the perfect score, but the Philippines consistently ranked higher than all other geographics. Among other things, clients say that when they listen to Filipino call center agents, they can actually hear the smile.”
Convergys, the country’s biggest contact center, has over 30 percent or, 18,000 employees, of its more than 70,000 workforce across the globe, residing in the Philippines.
“This is our biggest site worldwide,” she noted. The company opened recently its newest site in Glorietta 5 at the Ayala Center in Makati City, the first time a Convergys facility was attached to a shopping complex.
Within 5 years, Convergys grew from zero to its current workforce across Metro Manila, Cebu, Bacolod and Sta. Rosa Laguna. Last year, the company announced plans to establish 5 local facilities and todate, has built all but one. Its U.P. Technohub facility will have 300 additional seats and another facility in San Lazaro, Manila will have another 300 when it opens in January, 2010.
Despite the economic climate, Convergys sees growth and development, the two executives confirmed. The company is the biggest in terms of the customer management sphere. “The Philippines is the leader in customer management,” Zamora reiterated.

ENERGY Development Corp., the country’s biggest producer of geothermal energy, has committed to pour in some P50.2 billion to further develop its five existing geothermal service contract areas over the next five years.
The contracts for these areas have been recently converted by the Department of Energy into renewable energy service contracts, which would allow the Lopez-led firm to tap the incentives provided under the Renewable Energy Law.
The fiscal and non-fiscal incentives included a seven-year income tax holiday.
Documents from the DOE showed that the bulk of the spending or about P22.7 billion would be allocated for the 112.5-megawatt (MW) Tongonan 1 geothermal power plant in Leyte, while another P6.74 billion would be used for the 192.5-MW Palinpinon facility in Negros Oriental.
It was only late last month that EDC assumed the operations of the two power plants after winning the bidding in September. Its $220-million bid edged out the Aboitiz group’s offer of $200 million.
Part of the amount may likely be used for a planned rehabilitation of the facilities to have them operating at their maximum capacities.
EDC earlier said it expected to complete the rehabilitation of the facilities within a year or two.
Meanwhile, EDC committed to spend P8.1 billion over the next five years to expand the 150-MW Bacon-Manito geothermal power facility.
The documents showed that EDC also plans to invest P6.11 billion for its 108-MW Mindanao geothermal production field in Mt. Apo, within the North Cotabato/Davao areas.
Another P6.57 billion will also be allocated for the Northern Negros power plant in Negros Occidental within a five-year period, DOE data showed.
It was only in May this year that EDC recommissioned its 49-MW Northern Negros facility after being shut down for almost a year due to insufficient steam production.
EDC had said that the decline in steam production was mainly due to the “clogging of the wells by calcite minerals found in the current geothermal field. The clogging prevents the wells from releasing the steam from its very source underneath the earth.”
However, the steam field is expected to produce steam good for only 15 to 18 MW of electricity due to the small area of operation.
Since 2007, the Northern Negros geothermal facility had actually been operating under capacity.

BACOLOD CITY, Philippines -- The business community in Negros Occidental urged President Gloria Macapagal-Arroyo to get on track a project extending the Bacolod-Silay Airport runway for larger aircraft in international flights.
Opening the Bacolod-Silay Airport to regional traffic is necessary to further boost the Negros economy, according to Roberto Montelibano, president of the Metro Bacolod Chamber of Commerce and Industry president.
Montelibano said they were hoping the extension of the runway could start before the end of President Arroyo's term next year.
Negros Occidental Gov. Isidro Zayco said the President, in previous visits to the province, already acknowledged the need to open the airport to regional traffic, and had promised the extension of the runway by 500 meters.
With the uncertainty of sugar industry, Montelibano said Negros needed all the help it could get to boost alternative industries such as tourism, call centers and manufacturing.
The airport, which sits on a 181-hectare site in Silay City, 15 km north of Bacolod City, was constructed for P4 billion and opened in 2007. But while it was built as an international airport, it currently accommodates only domestic flights because its runway needs to be extended to handle the larger aircraft used in international flights.
Montelibano, a member of the Central Negros Electric Cooperative Board, also said Ceneco has been doing all it could to buy more power for its coverage area, particularly to meet the power requirement of its growing business community.
He said the Ceneco service area has been consuming 50 percent of the power needs of Negros Island. Ceneco has been using 110 megawatts but needed 10 more megawatts to prevent brownouts during peak hours, and more power to draw in more investors, he said.
He said four more call centers have expressed interest in coming to Bacolod City but they wanted to be assured first of adequate power supply, he said.
Montelibano said he has already spoken to officials of the Energy Development Corp., Green Core, the new owner of the Palinpinon Geothermal Power Plant in Negros Oriental, on the need of Ceneco for an additional 10 megawatts.
Ceneco was also planning to buy power from independent power producers in Cebu for its additional power needs, he said

MANILA, Philippines - Since 1984 when Pizza Hut was brought into the country by Philippine Pizza Inc., master franchisee, it grew its pizza store network to its current 154 of which 104 is dine-in restaurant and the balance is take-out or delivery counters. This pizza market leader is now branching into the casual dining, pasta segment.
At its press launch last Oct. 28 at the Gateway Mall, Elaine V. Guzman, vice president for marketing of Pizza Hut Philippines, said the local market is ripe for quality Italian pasta that is affordable, compared to current players’ prices.
“No matter if there is a global crisis, we see the Philippine market, especially the middle class sector, as hungry for Italian pasta and would scrimp on other expense items just to enjoy this pleasure,” Guzman told The STAR.
At the launch, Pizza Hut unveiled seven of its planned 12 pasta dishes to the press and some corporate clients.
“We are not here to compete with the quick service restaurants or fastfood chains but more with the Italian-sounding casual dining restaurants, whose products are priced so high that consumers go to them only for special occasion,” said Edgar Allan Caper, advertising and promotions manager.
Our twist is we will offer the consumers a high quality product that they can afford anytime they feel like eating good food, he added.
The goal is to make Filipinos eat pasta as much as they eat rice, to enjoy pasta everyday without feeling guilty about the cost because now the pasta we offer is really affordable for the quality they are looking for, Guzman explained.
Asked if Pizza Hut has any plans of expanding its name to Pizza Pasta Hut, Guzman said “no because we want the Filipinos to continue associating us with good quality pizza and now also good quality but affordable pasta as well.”

Towards Breaking the Negrense ‘Cultural Divide’

Last November 4 in Silay City, Mayor Jose "Oti" Montelibano impressed upon a select group of guests, that "it is our duty to pass on to future generations the lessons of the past that has made Silay strong and resilient where customs and traditions are not lost, integrity and honesty are the epitomes of its people." Thus, the technological capture of the Ilustrado settlement history and the Silay-based revolution now known all over the world as "Movimiento de Cinco de Noviembre 1898" were epitomized in "Silay Rediscovered" previewed at the St. Theresita’s Academy.
Using 21st century technical advances, the collaboration of Gary Lake Liza and Solo Locsin created an obra which narrated what Mayor Oti meant, the narration of historical context surrounding Silay from Carobcob in 1565, the first known settlement in Negros, to the undermanned bolo uprising against the Spanish colonizer ignited by the signal from General Aniceto Lacson and his meeting with deputy military commander of Northern Negros Nicolas Golez, Leandro Locsin and Melecio Severino towards Silay’s victory as the first to declare independence.
History consultant, Solomon "Solo" Neil Locsin, moreover corrected the impression that Silay was the "Paris of Negros" to "Paris of the Orient", a phrase made famous by publisher of El Debate Francisco Varona. It is a town way ahead of its time, "Solo" Locsin said, as Paris, France is known as the City of Enlightenment through liberalism, thus the naming of Paris as the Cradle of the French Revolution the same way as Silay was the "Cradle of Independence" in Negros.
As November 5 was observed last Sunday, Bacolod 20/20 Movement convenor Renato "Kid" Bañas gathered close to 50 members at the Sacred Heart Seminary and discussed a seemingly forgotten personality belonging to the "little people" class named in various ways as Dionisio Magbuelas, Dionisio Seguela or Dionisio Papa y Barlucia, who was declared Papa Isio as the leader of the messianic Babaylanes movement.
One interpretation is that Magbuelas, Siguela or Isio operated in Isabela, south of Negros, but his guerilla type movements brought him as far as Murcia (based on oral sightings). His mark as leader of an organized a group in Isabela as his base fighting for freedom from the Spanish colonizers dated back two years earlier than the Silay-based revolution, 1896. Haciendas associated with the foreigners, American or Spaniards, the Babaylanes were predisposed to burn.
Kid Bañas explained that the raw passion of Papa Isio to rebel against foreign colonizers was not tainted with vested interest to the point that Emilio Aguinaldo’s Katipunan recognized his leadership as against the Silay-based revolutionaries and Iloilo-based Negros settlers who had embraced the Americans and the lure of Nicholas Looney for pragmatic reasons of commerce.
Papa Isio fought the American colonizers in 1899-1907, surrendered on August 6, 1907, and one interpretation said that he died at the Manila Bilibid Prison in 1911. A Bacolod 20/20 Movement participant claimed he died fighting and various namesakes continued to operate.
To whom then shall we attribute the fight for the Negrense Independence then?
Sociologists and cultural anthropologists had long been studying responses, interactions and conflict within societies exposed to foreign influences and those marginalized by the same resulting in expressions and behavioral differences called "cultural divide" or "virtual differences" to accommodate influences of technology.
One thing is sure, the "Pelikulang Dokumentaryo"- Silay Rediscovered, as described by Silay’s Tourism Officer Severino Pacete, presented last November 4 and the news about the unveiling of Dionisio Magbuelas "Papa Isio" historical marker located at the public plaza of the Municipality of Isabela last Friday, is not a "completion" of the non-definitive history but a beginning of a breakdown of this great Negrense cultural divide.*

Sugar Regulatory Administrator Rafael Coscolluela is pushing for an increase in the price ceiling for refined sugar from P38 to P41 a kilo in typhoon hit areas.
The national government froze prices of basic goods following the typhoon devastation that hit Luzon .
However, Coscolluela said at the time the price was frozen at P38 a kilo, the millgate price on Sept. 6 was at P1,077 per 50 kilobag of sugar.
On Sept. 27, the millgate price for a 50 kilobag of sugar rose to P1,257, he said.
That is why retailers are holding back on the sale of refined sugar because they do not want to sell at a loss, he said, in explaining a perceived shortage of refined sugar.
“There is no shortage of refined sugar in the country, people just don't want to sell at a loss,” Coscolluela said.
The SRA chief said he endorsed his recommendation to the Department of Agriculture for action by the Department of Trade and Industry and the Price Monitoring Council.*CPG

METRO Bacolod Chamber of Commerce and Industry president Roberto Montelibano stressed the need for at least 30 percent increase in tariff for ethanol.
The said tariff increase is to protect the "accelerated development" of the biofuels program in the country.
The increase in tariff for ethanol from one percent to 30 percent will encourage more investors to put up more ethanol plants and meet the 10 percent ethanol blend by 2011 mandated under the Biofuels Law, he said in a press statement.
Philippine Government is currently imposing one percent tariff only which Montelibano cited that Executive Order No. 499, which President Gloria Macapagal-Arroyo signed in 2005, reduced tariff to one percent "because at that time there was no local producer of ethanol."
He, however, cited that in other Asean countries, particularly Indonesia, ethanol producers are given as much as 30-percent protection from imports.
In a petition letter sent last week to the Tariff Commission, the Ethanol Producers Association of the Philippines (Epap) demanded an increase in tariff for ethanol from one percent to 20 percent, Montelibano said.
The local ethanol industry has not progressed much because it lacks equity investments and a stronger political support. It added unless there is strong government support, investors will remain reluctant to commit billions of pesos into the Philippine ethanol industry, said Epap.
MBCCI also urged the Department of Energy to issue a Department Order requiring oil companies to sign supply and purchase agreement with the local bio-ethanol investors and producers qualified under the implementing rules and regulations of the Biofuels Law.
MBCCI director for Agri-Industrial Development Greg S. Lopez said a higher tariff for ethanol is the only plausible solution to the "threats" in our economy.
"The Philippines is importing 90 percent of its liquid fuels which run all its air, sea and land transportations thus the whole economy is dependent on liquid fuel. If there is a threat to this liquid fuel, the whole economy could be crippled," Lopez explained.
To safeguard the country against these threats, whether a simple threat from oil producing countries or a global turmoil like war, will strengthen the local source of liquid fuel, Lopez said, stressing bioethanol as one of the indigenous fuels.
He said a study of Usaid-funded Eco Asia Project cited the Philippines as having the potential to produce as much as 1.7 billion liters of ethanol.
Further, Lopez said that if the 700,000 hectares identified in the convergence survey of the Department of Agriculture, Department of Natural Resources and Department of Agrarian Reform were deployed, twice that amount or almost 70 percent of the projected fuel needs of the country by 2012 can be produced locally. )GMD)

Alcantara-led firm bares hydro-power plant prospects in Sarangani
GENERAL SANTOS CITY -- On top of its 200-megawatt coal-fired power plant, an Alcantara-led company announced here on Friday it will construct a mini hydro-power plant.
In a statement, Conal Holdings Corp. said the planned hydropower plant is in response to popular clamor of tapping renewable sources for power generation.
Joseph C. Nocos, Conal Holdings vice-president, said they are on the late stages of completing a feasibility study for a three-tiered 17-megawatt (MW) hydro-power plant along Siguel River.
The river serves as boundary between this city and Maasim, a town in Sarangani where Conal Holdings plans to build the $450-million coal power plant.
Conal Holding bared its plan to put up a hydro-power plant following World Wide Fund for Nature’s (WWF) call for the company to stop its coal plant project. WWF was the latest to condemn the firm’s coal plant project, which is also being opposed by Greenpeace, the local Catholic Church and other local organizations.
Conal is also looking into the possibility of building a hydro-power plant along Kalaong River in Maitum town, also in Sarangani province, Mr. Nocos revealed. Citing the company’s initial study, he added the Kalaong River could generate as much as 30-MW of electricity.
Currently, Conal Holdings is developing a 40-MW hydro power project along Bago River and another 12-MW hydro power plant along Carol-an River, both in Negros Occidental.

MANILA, Philippines - SM Investments Corp. (SMIC), the investment holding firm of the Sy family, has set a massive capital expenditure program worth P211.32 billion over five years to take advantage of a global economic recovery as well as emerging business opportunities.
On the sidelines of the company’s annual shareholders’ meeting yesterday, SMIC chief finance officer Jose T. Sio said for next year alone, the company has earmarked P40.6 billion for its capex or 31 percent higher than the P31-billion budget in 2009.
Sio said 70 percent of the 2010 capex will come from internally-generated funds while the balance will come from external sources which could either be through debt or equity.
He said the company is in very good shape to support its capex, pointing out that it has cash resources of $1 billion as of end-September this year.
SMIC reported a 14-percent rise in its net profit for the nine months ending September this year to P10.8 billion, with retail and property continuing to be the group’s major drivers of growth. Consolidated revenues likewise went up 14 percent to P110.9 billion while EBITDA amounted to P23.5 billion.
Harley Sy, SMIC president, said: “SMIC’s nine results in 2009 affirm our growth track over the medium term as it is achieved amidst a challenging global business climate. SMIC is poised to enter a new growth cycle led by our retail and property businesses. SMIC’s core businesses, namely malls, retail, banking and property, mirror the strengths of the Philippine economy amidst the global financial crisis.”
Sio said the company is eyeing a net profit of P15.5 billion this year on sales
of P150 billion. The group expects to double this figure by 2014.
Sio said bulk of the programmed capital budget for 2010, or P17.4 billion, will go to the development of 14 residential projects while P12.1 billion has been allotted for the opening of five new local malls and a China mall. Among the sites identified for mall construction next year are Calamba, Laguna; Masinag, Antipolo; Tarlac; Novaliches; and San Pablo, Laguna which are expected to provide 279,228 square meters in total gross floor area.
Three new malls in China - Chonggqing, Suzhou, and Zibo – are targeted for opening between 2010 and 2012. These will add to SM’s three existing mall – in Xiamen, Jinjiang and Chengdu.
The group, through unit SM Prime Holdings Inc., expects a total of 41 malls nationwide by end-2010 with total gross floor area of 4.8 million square meters or 6.2 percent higher than the estimated 2009 GFA of 4.5 million square meters. Its malls currently have a foot traffic of over 2.5 million per day.
Around P6.2 billion has been set aside for the development of 25 new supermarkets and hypermarts while the balance of P4.9 billion will be channeled to the development of hotels within the Mall of Asia complex along Roxas Boulevard, its first boutique hotel in Bacolod, and the 400-room Radissons Cebu.
The 150-room boutique hotel is scheduled for construction in the first quarter next year with the target date for completion set for early 2011. Estimated to cost around P2 billion, the hotel will rise on a 400-square meter lot and will have a gross floor area of 11,500 square meters.
The 20-story Radisson Hotel Cebu, which has a total floor area of 59,750 square meters, is the first Radisson Hotel to operate in the Philippines. The Radisson Hotel within SM Mall of Asia Complex is scheduled to open in 2011.

Government urged to invest in bio-ethanol
TO BOOST the country’s economy by averting power crisis, the government should invest in bio-ethanol to hasten the energy industry, said Roberto Montelibano, president of Metro Bacolod Chinese Chamber of Commerce and Industry.
Amid the global economic meltdown which results in unstable fuel prices affecting the local economy, Montelibano said that through bio-ethanol, which he stressed is an alternative to augment the power source in exchange of the country’s billion-dollar importation on fuel, “will save the country a lot from the international bank loans.”
The country has a potential area of 700,000 hectares for bio-ethanol which he said would be equivalent to at least 80 plants that can produce as much sufficient supply of ethanol.
MBCCI projects to establish 17 plants in 2011 that would supply large quantities of ethanol, thus saving the country of at least 25 percent of the fuel importation.
In a convergent survey by the Department of Agriculture (DA), Greg S. Lopez, executive vice president on Biofuels International Phils. Inc., cited that on a low yield of 4,000 liters per hectare, these areas are capable of 2,800 million liters that is more than half the Department of Energy (DOE) projected gasoline needs of the country by year 2013-2014.
Following the success of San Carlos City, the first ever bio-ethanol plant, which is a P3-billion facility established in Negros Occidental, the local government of Murcia has adopted the same. Montelibano said two foreign investors from Germany and Finland have already committed to invest in the 13-hectare and P5-billion plant, which is almost a complete structure.
Lopez theorized the “no transport, no economy,” citing the fuel that transport use is 95 percent imported but opined that should the government accept the challenge and finally invest this “will save the country from energy crisis.”
He cited the reasons the country had long been experiencing brownouts. He lamented that in 1982 during the Marcos administration, legislators scrapped the National Alcohol Commission, which Lopez said is supposed to be the agency which will give impetus to the country’s business for alcohol, like ethanol.
He pointed out that for the sugar industry, which is at the forefront of the country’s economy, the sugar-farming community should be benefited by bio-ethanol mainly as a result of increased tariff rates from 10 percent to 30 percent, now being considered in Congress for the passing of an Internal Rules and Regulations.
Lopez said the country is “negative in trade balance” because the economy had been seriously affected under the control and dictates of fuel-rich countries.
He theorized that should the government utilize and thus invest on bio-ethanol projects, fuel importation will be reduced, thereby resulting in an increased efficiency and productivity.
“It’s a viable project which will help mainly the sugar industry,” Montelibano said.
He lauded the efforts of Senator Miguel Zubiri and congressman Monico Puentevella of the Lone District of Bacolod having supported a bill on bio-ethanol.
Montelibano said the ethanol plant in Murcia is “another step towards fuel independence, employment generation, rural dispersal of industry, foreign exchange savings, and can even mitigate climate change.” )GMD)

Roxas Group goes full blast on bioethanol, property projects

MANILA, Philippines - The Roxas Group, which owns a vast sugar empire in Negros, is going full blast with the construction of its first bioethanol plant and its diversification into hotel/resorts, commercial and mixed-use development which would require total investments of at least P2.5 billion.
In a briefing with reporters following Roxas & Co. Inc.’s (RCI) annual stockholders meeting yesterday, company chairman Pedro Roxas said the bioethanol plant, estimated to cost around P1.5 billion, will produce 100,000 liters a day when fully operational in February next year. The plant, located in La Carlota City, Negros Occidental, is intended to take advantage of opportunities provided by the Biofuels Act of 2006 which mandates the use of locally-produced biofuels.
At the same time, Roxas said the group is bullish on the property sector which has been experiencing strong growth in the past years brought about by the return of investor confidence. It has earmarked close to a billion pesos for its real estate development projects. “The rosy prospects for real estate bring limitless opportunities for industry players and we are positioned to capitalize on them,” he said.
RCI president and chief executive Francisco Del Rosario Jr. said the group is venturing into tourism development with plans to put up a mixed-use self contained community integrating a luxury resort facility and residential units in a 300-400 square meter property in Tagaytay. Estimated to cost around P200 million, the project involves the establishment of a hotel, commercial complex and 15-20 residential villas and 60 open lots.
Plans are also underway for the development of medium-cost housing units in Batangas in joint venture with the Lopez family. Unit sizes range from 80 to 120 square meters priced at P3,500 per square meter.
In addition, the group is exploring the possibility of building a commercial center on a 3.2-hectare property in Nasugbu, Batangas, estimated to cost around P350 million. Plans also include the establishment of an open area for events and for the development of a seven-storey businessman’s hotel costing P300 million.
To sustain its real estate activities, the group is open to forging partnerships with landowners. It owns several parcels of land with a total land area of 2,900 hectares in Nasugbu, Batangas. Of these, 2,241 hectares are subject to the Comprehensive Agrarian Reform Law.
The group has also ventured into the development of memorial parks with the 3,000-unit San Antonio Memorial Gardens in Nasugbu, Batangas as its pilot project.
The Roxas Group has undertaken a coporate reorganization this year, resulting in the merger of the defunct CADP Group with RCI to be the group’s entity for real estate businesses. With the merger, RCI now has interests in both sugar manufacturing through Roxas Holdings Inc. and property development through Roxas Land.
The group is expanding the operations of its sugar milling and refining subsidiaries to increase revenue-generating capability and enhance-competitiveness. The first phase expansion will boost existing capacity to 18,000 by November 2009.
The expansion is in preparation for the lowering of sugar tariffs to 5 percent from 35 percent beginning in 2010 in line with the tariff reduction scheme of the ASEAN Free Trade Agreement.

This Finishing Course for Call Center Agents NC II was undertaken in cooperation with the Center for Allied Paramedical Studies, Inc.
Among the 40 scholars, there were those who excelled in various fields - Excellence in English Language, Excellence in Customer Service, Excellence in Knowledge of American Culture and Geography and Excellence in Basic Computer Operations and Internet Navigation.
Those who excelled in the English language are Ma. Christina A. Gensaya, Joy D.P.A. Robles and Ellen Rose T. Verzosa. In Customer Service are Joefred R. Molina, Airesh Mae T. Padilla and Jean Katherine M. Torcita. In the Knowledge of the American Culture and Geography are Elsie G. Plant and Jose Arnolf Gary M. Segovia.

Under Batch 35 and 36, Robles, Jesani Malapitan and Torcita currently undergo 15-day training at Transcom, a call center.

The scholarship grants were provided and funded by Cong. Arroyo under his Priority Development Assistance Fund and also the Pangulong Gloria Scholarship which was delivered by CAPSI.
Arroyo said that he will continue to provide scholarships to his constituents because this has a lasting beneficial to them than give them dole-outs.

Madam Elsa has always been behind all the projects of Bacolod especially those spearheaded by her husband, Mayor Bing.

Ayala Land forms new unit for community retail centers
THE COUNTRY’S largest property developer will establish a new company to handle its latest venture in the real estate market -- small "retail communities."
In a disclosure Friday, Ayala Land, Inc. said its board had approved a plan to incorporate Primavera Town Center, Inc., which will handle the planning, development and management of small-format retail facilities or "neighborhood centers."
The new retail spaces will rise within Ayala Land’s existing and planned "growth centers" across the country, and will each have a maximum size of 10,000 square meters of gross leasable area.
"Neighborhood centers will offer a convenient shopping and lifestyle experience to the immediate mixed-use communities in these growth centers," Ayala Land said.
Primavera will spend P320 million to fund the development of five new neighborhood centers next year. Ayala Land said it would open three to six neighborhood centers in the succeeding four years.
These pocket-sized retail outlets will be in places where Ayala Land has a major presence, which include Makati, Bonifacio Global City in Taguig, Nuvali in Laguna, and other areas in Luzon.
"This is in line with the company’s growth strategy to expand its market and geographic reach to serve broader economic segments in more areas across the country," Ayala Land said.
The company had long disclosed plans to veer away from its high-end Glorietta-type malls to tap the "broader market" because of the limited opportunity to develop large regional malls.
The mall industry is currently dominated by the Sy-led SM group. Four of 36 SM malls nationwide are among the world’s largest.
While the primary market of SM is the middle- to low-income segments, Ayala Land had opted to tap the higher-end market. Its major malls -- Glorietta and Greenbelt at Ayala Center in Makati, Trinoma in Quezon City, Alabang Town Center, Ayala Center Cebu, and Serendra and Bonifacio High Street in Fort Bonifacio -- cater to the upper-middle and upper markets.

BACOLOD City – The Negros Occidental Federation for Information and Communications Technology (BNEFIT), Inc. is set to formally accept the hosting of the 2010 Information and Communication Technology (ICT) national summit as it accepts the chairmanship of the National ICT Confederation of the Philippines (NICP) on Thursday.
In a formal ceremony, Metro Clark ICT Council (MCCCI) Inc. President Aristoteles Elvina will turn over to BNEFIT Chair and Councilor Jocelle Batapa-Sigue the said responsibility along with the Iloilo Federation for Information Technology (IFIT).
“It is a privilege for Bacolod and BNEFIT to be acknowledged as one of the leaders in the ICT industry and it is with pride that I shall represent the city and the province during the plenary discussions where I am invited as one of the key panel reactors along with Cebu, Davao and Iligan and Iloilo,” Batapa-Sigue said.
Batapa-Sigue said BNEFIT and IFIT are both pioneer members of the NICP along with nine other councils when it was founded in 2008 in Iligan City.
During the 2nd NICP National ICT Summit from November 5 to 7 at the Clark Freeport Zone in Pampanga, 32 local government–based councils, federations and organizations have already become members.
These include the Aurora ICT Council, Albay ICT Association Inc., Bataan-Olongapo-Zambales Subic Educational Development Organization for IT, BPO/ITEs Council of Quezon City, Cagayan de Oro ICT Business Council, Cavite ICT Council, Cebu Educational Development Foundation for IT, City of San Fernando Pampanga ICT Council, ICT Association of Dumaguete and Negros Oriental, ICT Davao Inc., Iligan City ICT Council, Laguna Industry Network for Knowledge, Innovation & Technology Foundation, Technology of Information and Communications in Koronadal, Lipa ICT Council, Tarlac ICT Council, Cagayan Development Federation for IT, Bohol ICT Council, Bulacan ICT Council, Dagupan ICT Council, Balanga ICT Council, Cabanatuan ICT Council, CARAGA ICT Council, Urdaneta City Council for ICT, Vigan City ICT Council, Metro Ilocos Norte ICT Council, ICT@Bicol Council, ICT Solutions Association of Region 12-General Santos City and Pasay City ICT Council.
Current NICP chair George Sorio of MCICTCi has invited President Gloria Macapagal-Arroyo to convene the summit on November 5 and to open the “NICP Council Exhibition” and the “Convergence 2009” at the Fontana Convention Center, Clark Freeport Zone.
Bacolod has been given a free booth to showcase its potential in the outsourcing industry as well as its tourism packages.
There will also be a business matching activity with investors in coordination with the Board on Investments and the Department of Trade and Industry.
MCICTCi is leading all the NICP members in this bold campaign to explore possible new markets for non-voice talents and tourism, access latest information and communication technologies, enhance still developing IT and tourism capabilities, and to encourage outsourcing partnership with foreign investors./PN

They came like goddesses of beauty and dazzled the people of Bacolod with their incredible looks, charm and talent. Twenty-eight stunning young ladies from all over the world descended on our fair city like a constellation of blinding stars, holding the people spellbound.
They were part of the 80 candidates who vied for the title Miss Earth 2009. The girls' visit under the program entitled, “I Love Planet Earth”, included a short stop at Brgy. Punta Taytay's Mangrove Plantation where they were warmly welcomed by officials and students of VMA Global College headed by its president Elizabeth Salabas. Local officials led by Negros Occidental Gov. Isidro Zayco hosted lunch for them at Planta Hotel.
In the evening, 15 candidates participated in the Talent Competition at L'Fisher Hotel's La Proa Grand Ballroom. The venue was filled with lovers of beauty who could only gape at the Heavenly creatures strutting their stuff onstage.
The Board of Judges: Girlie Belzunce, Dr Ver Lacson, former Bacolod Vice Mayor Chick Garcia, former Valladolid Mayor Ricardo Presbitero, Leonor Kilayko, Sev Pacete, Roy Balicas and yours truly, had a difficult time choosing the winners in the Talent Contest.
There were five ladies who stood out and grabbed the audience' attention, earning the approval of the judges. Miss Brazil Larissa Ramos (who eventually won the title Miss Earth 2009 in the finals) stunned the audience with her Brazilian Carnaval performance and won the Miss Talent title hands down. Another attention grabber was Miss France Magalie Thierry, who gave us a glimpse of gay Paree with her classic Can-Can dance full of high kicks and ending with an explosive full split finale.
The crowd loved the way the charming beauties mingled with them and everyone scrambled to have a photo op with the dazzlers. It was a fabulous night for beauty, indeed!*
