Bacolod City was peaceful and orderly in 2011 --BCPO
by Easter Anne D. Doza
BACOLOD CITY, Jan. 3 (PIA6) -- The Bacolod City Police Office (BCPO) reported that the city enjoyed a stable peace and order situation in 2011.
This was disclosed by BCPO Director Col. Ricardor Dela Paz to members of the City Peace and Order Council during its regular meeting recently.
“We don’t have incidents involving the City PNP. We don’t have violent incidents reported for the last six years. No bank robberies in the city. No bombing perpetrated by any threat groups. Crime incidents in the city are more on those perpetuated by individuals or personalities based locally,” Dela Paz told members of the CPOC.
The local police noted a downward trend of criminality in the city which they attributed to effective and focused crime prevention programs of the BCPO and the reinvigorated Police Integrated Patrol System (PIPS).

CAPITOL is working out the realization of an economic zone in a 125-hectare property previously owned and occupied by Insular Lumber Corporation (Ilco) in Barangay Bacuyangan, Hinobaan.
Provincial legal officer and chief of staff of Governor Alfredo G. Marañon Jr., Jose Maria Valencia, said there are already a lot of allocators who signified their interest on the economic zone in Hinobaan, especially now that Hinobaan already has its own port and airport.
Ilco has already ceded ownership of the property to the province because of unpaid taxes with the Bureau of Internal Revenue. Capitol intends to bring the matter to court to hasten the procedure.
Capitol charged Ilco with unpaid real property taxes and initiated expropriation proceedings against the company’s property, Valencia said.
Valencia said the governor wants to fast-track the expropriation procedure.

WV has new customs chief
BY CARLA GOMEZ
Customs Commissioner Ruffy Biazon recently appointed Negrense 2010 top performer, Bureau of Customs Collector Julius Premediles, as BOC Region VI district head.
Premediles yesterday said he will do his best to introduce reforms in the region and is optimistic that more investments will come to Western Visayas that will increase importation and boost revenue collection for 2012.
The BOC will continue to be vigilant against fraud and will prevent smuggling, especially of sugar, in order to protect the interest of local producers, Premediles added.
Premediles was the first customs district collector promoted under the Aquino administration. His appointment as BOC Region VI head was released by Finance Secretary Cesar Purisima on December 12.
Premediles was a special assistant at the Post Entry Audit Group of the office of the Customs Commissioner before his appointment as WV head.
He had also served as assistant national chief of the BOC Warehousing Audit and Monitoring Unit, and formerly headed the Sub Port of Pulupandan in Negros Occidental.
Premediles has a masters degree in business administration.*CPG

bacolodchamp January 4th, 2012, 05:22 AM from the column of mr. rolly espina of visayan daily star. even our fiercest critics can't help but notice it.
Just one year after, one is amazed with the rapidly changing skyline of Bacolod City. A lot of multi-storey buildings have been rising in many parts of the city. And many more are undergoing construction.
Not only that. There have been several more subdivisions put up in various parts of the city. Both north and south. And one wonders whether there are buyers for these lots and buildings.
Even in subdivisions, a lot more modern buildings have been under construction. A credit to the optimism of their owners.
For example, Nestor Gebalda has six townhouses (duplex), constructed in front of my house at Camansi Street in Capitol Heights.
Yet, I have seen dozens of prospective buyers making a beeline to the area. In Villamonte and neighbouring areas, I have seen a lot more constructions ongoing. So with other areas nearby and as far as Sum-ag and Mansilingan.
All these indicate there is so much funds for investing available in the city. Couple this with the sudden increase in call center employees as with the emergence of call centers in the city.
Nearby Talisay City is also benefiting from the “boom.” The Ayala North Point is gradually developing into a real suburban area with the Ayala reportedly eyeing the of finally putting up eight call center there.
Mayor Eric Saratan is often seen grinning as he views with satisfaction the ongoing constructions in his city and the prospects of it catching up with Bacolod.
So with Silay City. All one has to do is just move around the city to note that the(re) is an ongoing development that could soon convert Silay into a primary tourism attraction.
In short, all indications point to a move prosperous New Year for Negros Occidental. Even Kabankalan City in the south has grown by leaps and bounds. It has become the main transport hub between Oriental and Occidental Negros. And one can immediately appreciate what this means to Kabankalan City which has become the focal stop for many foreigners going to the south or Oriental Negros.
The more important point to remember: all these progress depends primarily on the availability of stable and adequate supply of power.*

| More |
Wednesday, January 4, 2012
The Philippine Ports Authority has already plans for the rehabilitation of the Santana Port which serves as the gateway of southern Negros. (Teresa Ellera-Dulla)

bacolodchamp January 4th, 2012, 02:08 PM LGUs in EV called to support Sen. Sotto’s III bill amending local gov’t code on sales tax payment
TACLOBAN CITY – Local government units in the region have been called to support the bill of Sen. Vicente “Tito” Sotto III amending the local government codes provision on sales tax payment allocation.
Lawyer Clarence Paul Oaminal, consultant of Sen. Sotto in the Visayas, said Senate Bill No. 42 seeks to increase allocation of revenue shares among local governments, notwithstanding the Internal Revenue Allotment (IRA).
“The regions should support the amendments of Republic Act 7160 or the Local Government Code of 1991 specifically section 15, which is the Sales Tax Payment Allocation. It mandates that the principal place of business receives a bigger percentage than that of the actual place of business,” Oaminal said.
Multi-national companies and large scale industries situated their principal place of business in the cities in the National Capital Region as it was the place of registry.
“The actual place of business or operation like factories, warehouses and distribution centers where bulk of the business takes place are located in the provinces like that of big cities,” Oaminal said.
“For example, a mining company operates in Leyte, but the sales tax payment is received in Makati where their main office is located,” Oaminal added.
Under the code, the cities and municipalities that house those industries receive a small share in the tax payment allocation.
“That is why Sen. Sotoo intends to change this set up so that instead of the principal place of business, the actual place of business receives the bigger share,” Oaminal said.
“This is fair as it is the provincial LGUs that provide safety and security, maintenance of the road, yet it receives the smaller share while the principal place of business merely houses the air-conditioned offices,” he said.
“The bill, when it becomes a law ,will surely usher economic boom in the provinces,” he said. (REYAN L. ARINTO)

Negros Occidental Golf and Country Club (Marapara), Bata, Bacolod City

may ara pa sa guinhalaran @doc. and we produced world class glofers as well, the likes of silverio and pagunsan.
That disclaimer aside, my mother’s family has its roots in nearby Silay City and I later learned that my grandfather, Aguinaldo Severino Gamboa had quite a role in the development of golf in the province. My mother used to tell me stories of how my grandfather had three holes of golf built on their farm in Buenbanyo not far from the city proper; a par 3, a par 4 and a par 5 prior to the Second World War The house there became the hangout of his cousins and friends that cherished the game as much as he did. Later (I’m not sure of the dates involved), he built and 18-hole layout on his property outside of the City of Silay in a place called Guinhalaran, which ran parallel to the beach. I remember going to the golf club with him in the early 60’s playing on the beach catching crabs while he and his friends played their afternoon round of golf. The great Larry Montes was a frequent visitor and stayed at my grandfather’s Silay City residence when he would visit. Another golf great, Paterno Braza, got his start in the game in Guinhalaran as my grandfather’s caddy and later as the caretaker of the course.

By Teresa Ellera-Dulla
Thursday, January 5, 2012
VICE Governor Genaro Alvarez said his daughter, 6th district Representative Mercedes Alvarez, will complement the economic zone project of the Provincial Government with a road project in Barangay Talacagay, Hinobaan.
Alvarez said Alvarez eyes the completion of about half-a-kilometer road in the barangay. He said the lawmaker targets the completion of the road project this year.
He said the area, owned by Insular Lumber Corporation (Ilco) in Barangay Bacuyangan, Hinobaan, is an ideal place for an eco-zone because it is located at the existing airport and seaport.

bacolodchamp January 5th, 2012, 04:48 AM ‘Water Dragon year will be challenging’
BY CHRYSEE SAMILLANO
The Year of the Water Dragon or 2012 is expected to be a challenging year, BacoLaodiat Festival chairman Leonito Lopue said yesterday.
Lopue said the dragon is a majestic animal who loves challenges and is willing to take risks.
They will put up a 30 feet by 60 feet inflatable dragon in front of the Bacolod City Government Center as Bacolod City welcomes the Chinese New Year, with the celebration of the 7th BacoLaodiat Festival from January 20-23 a week before the festival.
This year’s theme is “A Majestic Spirit in a Challenging Year.”
Lopue said the faces of the Zodiac animals they will install along Lacson Street will be smiling since Bacolod is known as the City of Smiles, while the costumes and lanterns of the contestants this year will be better than last year’s.
An inflatable arch and pillar will also be put at the Chopsticks Alley and 500 more red lanterns will be hanged along Lacson Street. They will request the mayor to ban trucks at Lacson Street during the festival, Lopue said.
Eleanor Fukuda, president of the Organization for the Development and Advancement of Negros in Japan who has worked at the consular office of the Philippine Embassy in Tokyo, said she will promote the BacoLaodiat festival to the Japanese who were not able to make it during the New Year’s Eve Countdown.
Photojournalist Yogi Yokoi of Japan Press, who attended the countdown and was at the press conference yesterday, said he will not be able to attend the BacoLaodiat but he will be back for the MassKara Festival.

As far as I know sa Chinese beliefs that the element "water" is the least promising. But the dragon being the luckiest of all the zodiac signs, I hope it won't be a very hard year for us. 1988 was a Dragon year too and it was plagued by coup attempts, typhoons and slow economy; 2000 was also a dragon year that was also a year when the Estrada admin encountered instability :ohno:^^...fingers crossed...sa akon lang basta ga sige sige lang tinguha sang kada Negrosanon maka survive gid ta....all throughout the sugar crisis and height of insurgency gasni ginkaya ta man.

Geotechnical investigations are performed by geotechnical engineers or engineering geologists to obtain information on the physical properties of soil and rock around a site to design earthworks and foundations for proposed structures and for repair of distress to earthworks and structures caused by subsurface conditions. Additionally, Geotechnical investigations are also used to measure the thermal resistivity of soils or backfill materials required for underground transmission lines, oil and gas pipelines, radioactive waste disposal, and solar thermal storage facilities. A geotechnical investigation will include surface exploration and subsurface exploration of a site. Sometimes, geophysical methods are used to obtain data about sites. Subsurface exploration usually involves soil sampling and laboratory tests of the soil samples retrieved.

There are a range of different types of cities in the Philippines to consider for retirement purposes. They offer an assortment of varying costs, available social amenities, and basic activities for international living and retirement. Atlhough a developing country, the Philippines does provide for a full range of lifestyle choices: from the most upscale and exclusive to the simplest rural lifestyles. This listing represents some of the major cities in the Philippines that can be recommended for consideration as a retirement destination.
Major Metropolitan Areas in the Philippines for Retirement
There are two major metropolitan areas in the Philippines that are suitable for those who are most comfortable with a large urban center for international living. The two cities that fall in this category have a full range of social amenities that will most likely be needed by an urbanite retiree. These amenities include: world class shopping centers, an international airport, access to the US Embassy or consulate, a JCI accredited hospital, a vibrant nightlife, museums, universities and a wide range of housing choices by type or by price.
Metropolitan Manila: located on the island of Luzon, Manila is the capital city of the Philippines and the political, cultural and economic center of the country. Together with 15 other nearby cities, Manila makes up one of the largest metropolitan areas in the world with a population of over 16 million inhabitants.
As the capital of the country, the city attracts businesses from all over the world. On one hand that makes Manila very cosmopolitan, and on the other hand it makes Manila the most expensive for Philippines living. The cost of living in Manila is in the upper third of the major cities in the world.
The major downsides to Manila are its large and dense population, air pollution, traffic, a barely adequate infrastructure, and being vulnerable in a hurricane zone.
Metropolitan Cebu: Cebu City is the second largest metropolitan area in the Philippines that is made up of four cities resulting in a population of about 2 million people. It is located on the island of Cebu. For all intents and purposes, Cebu City can be considered ‘Manila-Lite.’ The city offers the same amenities as Manila, but on a smaller scale.
Cebu City has the same infrastructure problems as Manila but lies outside of the major hurricane zone. Living costs are slightly lower than in Manila. Cebu City offers a tropical climate and a full range (but scaled back) range of social amenities. The cost of living tends to be lower than in Manila and the level of air pollution slightly lower as well.
Major ‘Small Town’ Cities in the Philippines for Retirement
The ‘small town’ category is not based purely on population size. To some degree it is also based on the ‘feel’ of the city. These cities offer the full range of amenities, but instead of an international airport may only offer a national airport, hospitals may be limited to a public hospital, and other social amenities will be limited as well.
The trade off for fewer amenities are usually a lower cost of living, lower crime rates, lower levels of pollution, and a generally rural feel despite the fact that it may be a relatively large or mid-sized city.
Davao City: the city has a population of about 1.6 million people, making it the next ‘largest’ city after Metro Cebu. Despite its large population, the city is not as densely populated as Metro Manila or Metro Cebu. The city is very large in land size, so there is much less of a sardines can feel to urban living in Davao.
Access to social amenities is good although not on the same level as Manila or Cebu City. The city is likely to appeal the retiree wanting a quieter urban lifestyle but with access to a range of hospital, shopping, and housing choices.
The major drawback to Davao City is that it lies on the island of Mindanao which has been vulnerable to terrorist activity – although such activity is primarily centered in remote regions outside of the city itself. The city is growing rapidly however, and one can expect significant improvements with respect to the quality of healthcare, international transportation services and shopping opportunities.
Bacolod: Metro Bacolod consists of three cities and has a population of about 700,000. It has the full range of social amenities but not anywhere near the scale of Manila’s. It has more of a small town feel than Cebu or Manila. The city is growing rapidly however and has established a good reputation for its business outsourcing operations.
Called the ‘City of Smiles,’ Bacolod has a reputation for being a small but friendly city. It is also a more environmentally friendly and clean city. Crime levels are low and police presence is good. Retirees seeking a true small town setting may find Bacolod to their liking in Negros Occidental.
Cagayan de Oro: the population of ‘CDO’ is approximately 550,000 inhabitants. Like Davao City, it is located on the island of Mindanao. Cagayan de Oro is small, but is a city on the move and growing rapidly. An international airport is in development and new industries moving in regularly. Tourism is increasingly important to the economy and one can expect for a fuller range of social amenities to emerge over the next decade.
Although small in population size, the city is evolving into a more sophisticated city each year as its economy grows at one of the fastest rates in the Philippines. Again, as with Davao, CDO lies on the northern tip of Mindanao – an island that is on the State Department’s watch list. Nevertheless, the growth of the city and the number of foreign expatriates settling in the region represents a vote of confidence for the city.
Major Cooler Climate Cities in the Philippines for Retirement
Although the Philippines is predominantly a tropical climate (Af, Am, As) there are locations in the country with a cooler almost temperate type of climate. These are found at higher elevations. Being a mountainous country, a number of cities have emerged and gained popularity for their cooler lifestyles.
Baguio: the city of Baguio is situated over a mile above sea level on the island of Luzon. Interestingly enough, the city was founded by Americans in 1909 and was declared the ‘summer capital of the Philippines’. The city’s primary economic base lies in tourism and higher education.
The population of Baguio is about 300,000 inhabitants with almost half of them students from Baguio, other areas around the Philippines and foreign students. A true college town, Baguio also attracts many artists to the city. Retirees seeking a lower cost of living, a cooler climate, and life in a youthful college town are likely to find Baguio an ideal retirement destination.
Tagaytay City: the city of Tagaytay lies about 35 miles outside of Metro Manila on Luzon Island. It has an elevation of about 2000 feet, and like Baguio has a cool climate with average temperatures below 23 degrees Centigrade. The city also experiences northeasterly winds that provides additional cooling to the city. The city has a population of under 100,000 people.
Its close proximity to Manila has made it popular for weekend country homes, honeymoons, and conferences. From Tagaytay, one also has a nice view of Taal Volcano and Taal Lake which are natural attractions for tourists. The tourist economy combined with its proximity to Manila makes living in Tagaytay a little more expensive than comparable small cities in the Philippines. The city is ideal for a retiree looking for a cooler climate in a small city that almost functions as a suburb of Manila.
Major Resort Cities in the Philippines
Tagbilaran City: the city of Tagbilaran has a population of about 100,000 and is located on the island of Bohol. Although the island is in itself a major tourist destination, Tagbilaran is the capital of Bohol and known as the “City of Friendship.” The city has a tropical climate and a strong tourism component. Tagbilaran and the island of Bohol offer many white sand beaches and diving spots.
Its tourist orientation provides a full range of hotels and resorts for the tourist, without being dominated by tourism. A retiree will find a small city with growth potential, a decent range of social amenities for a city its size, while maintaining a laid back atmosphere for international living.
Puerto Princesa City: located on the island of Palawan, Puerto Princesa serves as the capital of the island province. Located in a remote region of the Philippines, Puerto Princesa has capitalized on ecotourism as an economic enterprise. White beaches, diving sites, unique wildlife, the world’s longest underground navigable river represents the city’s claim to fame.
The city has also been recognized as the cleanest and greenest city in the Philippines. It also has claim to fame. The retiree preferring a ‘green’ retirement will find Puerto Princesa to his liking with many parks, small islands, beaches, wildlife reserves and World HeritaAge sites. The population of the city is about 160,000 people but with a low population density.

Major ‘Small Town’ Cities in the Philippines for Retirement

White beaches, diving sites, unique wildlife, the world’s longest underground navigable river represents the city’s claim to fame.

I think it is partly tribal attitude. :) Tribal tendencies can be good if it makes us competitive, but bad if we fail to see the whole picture.

I like the logo of new DOTs campaign..but the slogan is not appealing and inviting..make it simple just like the "wow philippines" years back. Very easy to access sa networld unlike subong na kalaba laba if you want to jump sa main website gid.

AIRPORT HAS NEW OIC
We hope this will be the start of more direct international flights from other countries to Negros Occidental, the governor said.
Marañon said the provincial government is also set to expropriate the property of the defunct Insular Lumber Co. in Barangay Bacuyangan, Hinoba-an, for an economic zone, but will prioritize the opening of its airstrip to enable small planes carrying tourists to southern Negros to land there.
The tourists are complaining that it takes too long to reach the southern Negros beaches by land from Bacolod, he noted.
With the opening of the Hinoba-an airstrip, small planes carrying tourists from Bacolod, Cebu, Manila and other areas can directly fly to the south, Marañon said.
^^ina yah, gov. for the meantime that the kabankalan domestic airport is still under-construction.:banana::banana::banana:
