TUY, Batangas—The Gokongwei group plans to put up a bioethanol plant, possibly in Negros Occidental, to boost the country’s drive to reduce dependence on imported fuel.


A bioethanol plant could cost around P6 billion.

URC has operated three sugar mills since 2008. These are Cagayan Robina Sugar Milling Co., Southern Negros Development Corp. in Negros Occidental and Universal Robina Sugar Milling Corp., the flagship sugar refinery of the JG Summit group.

Francisco Puey, a Negrense businessman, a staunch advocate of clean and renewable energy systems, and the chief facilitator of the Clean and Renewable Energy Movement for Ecological Integrity (Creme), said his team is now in Cadiz and Sagay areas exploring some private spring and biomass sources for development to clean and renewable energy to supply public utilities and communities.

Puey said that Creme will be launched soon in Bacolod City.

Business leaders yesterday called on two national government agencies to step up the development of hydro electric power in Negros Occidental and the sale of the Capitol property in Bacolod City to Ayala Land, saying inaction on these is a hindrance to the development of the province.

Frank Carbon, president of the Metro Bacolod Chamber of Commerce and Industry, and Ben Ortega, president of the Bacolod Filipino-Chinese Chamber of Commerce and Industry, said the Department of Energy should act on the service contracts on the rivers of Negros Occidental and the Commission on Audit should come out with a ruling on the sale of the provincial government property in Bacolod City to AyalaLand to spur development.

Jose Ma. Valencia, chief of staff of Negros Occidental Gov. Alfredo Marañon Jr., last week said they are urging Energy Secretary Jose Rene Almendras to act now on service contracts granted by the DOE before Negros Occidental loses serious investors in much- needed hydro electric plants.

The building of hydroelectric power plants in Negros Occidental has been stalled by service contracts granted for almost all the rivers in the province by the DOE to firms that have not even been seen in the province, he said.

Valencia said the DOE said the service contracts were to expire on October 23, but when the provincial government followed up on their cancellation they were told it was not automatic and the holders have to be given due process.

Marañon yesterday said the service contracts on the rivers of Negros Occidental were granted during the previous administration when the DOE was headed by the late Secretary Angelo Reyes.

He said the need to develop hydroelectric power in the province is urgent, because lack of power supply is a hindrance to development.

Carbon said Negros Occidental is the only province that does not have its own power plant and it is urgent that the DOE help hasten the construction of hydro electric power plants in Negros Occidental to spur development.


Meanwhile, complaints were also aired on the Commission on Audit’s review of the contracts for the lease and sale of the 7.7-hectare property of the Negros Occidental provincial government to Ayala Land Inc.

The delay has been nearly six-month, the contracts had been sent to the COA in August last year yet.

St. John triumphs in SBP tourney

BAGUIO CITY, Philippines — St. John crushed a hapless St. Agnes, 95-45, to post its second straight win in the Samahang Basketbol ng Pilipinas (SBP) National Under-16 tournament at the University of Baguio (UB) gym here.

Kirell Brandon fired 20 points for the Bacolod cagers, while Eldrie Go and Juan Diego Montoya chipped in 18 and 10 markers, respectively.

“I didn’t expect a lopsided win because it was the first time that we played against them. But I’m happy that we won,” said St. John coach Dexter Dy, whose team only prepared for the tournament for only two months.

About the Festival:
Capture the essence of Negros Occidental in the annual celebration of Panaad sa Negros Festival every April in Bacolod City.

Dubbed the “Festival of Festivals”, Panaad (Hiligaynon for a vow and its fulfillment) is a colorful and jubilant presentation of individual festivals of the 13 cities and 19 municipalities of Negros Occidental. It presents Bacolod City’s famous Masskara, La Carlota’s rhythmic Pasalamat, San Carlos City’s multi-awarded Pintaflores, Kabankalan City’s Sinulog, Bago City’s Babaylan, Escalante City’s Manlambus, Sagay City’s Sinigayan, Cadiz City’s Dinagsa, Mambukal’s Mudpack, San Enrique’s Bulang-Bulang, La Castellana’s Bailes de Luces, Don Salvador Benedicto’s Kali-Kalihan, and many more.

It brings together the 32 LGUs in an array of theme booths that showcase their history, arts and culture, tourism, commerce, trade and industry, in the 25-hectare eucalyptus trees-lined Panaad Park and Sports Complex.

Panaad is also a time renewing bonds or initiating friendships. The festival attracts most of the 2.6 million-strong Negrenses, their balikbayan relatives and friends, who get a glimpse of the best offerings of the towns and cities in a tour of the uniquely designed booths, as well as in cultural presentations and friendly competitions for beauty, talent, skills, and in sports.

Free shows or concerts by popular Manila-based artists add fun and excitement to the festivities. The fun continues in the food and drinks alley that offer the famous chicken inasal, grilled fish and seafood, including various shellfish, oysters, and scallops. Local bands perform nightly till way past midnight in the food and drinks alley.

Panaad also features the gains the province has achieved in its diversification efforts and its priority agenda, particularly in Food Sufficiency and Agricultural Productivity. It is seriously developing its rice and corn industries and positioning livestock as its second major industry, next to sugar.

With the Negrenses’ pioneering spirit, Negros is no longer just sugar; it is also cutflowers and ornamentals, high value fruits and organically-grown vegetables, prawns and seafood, champion fighting cocks, exquisite handcrafted gift items and houseware, world-class furniture and garments, and many more.

Mayo na Doc nga plan plus tabunan nila ka rock tiles ang surface kag butangan cascading fountain. Ang puertahan ka generator nga gatubang sa Go Hotel tabunan lang ka thick decorative bamboo plants para serene pa guid tulokon. :cheers: Ginhimo nila guro nami ang design kay bal-an nila stiff ang competition sang standard-type hotels in Bacólod. Ultimo standard-type hotels lang pero ang facilities above standard pa guid ya. :lol:

BacoLaodiat crowd ‘beyond expectation’

BACOLOD Mayor Evelio Leonardia said the huge crowd at the culminating night of the 7th BacoLaodiat Festival held at the Bacolod Government Center was beyond the expectation of the organizers.

“It was overwhelming. It is another leap forward. It is clearly accepted by the people as part of our regular calendar in Bacolod City,” said Leonardia.

“The participants and crowd that gathered for the 4-day event had exceeded all the previous celebrations. Every year it keeps on getting bigger and better. An added impetus is that, for the first time, the President has declared the Chinese New Year as a non-working holiday. After the MassKara Festival, this is the biggest,” he said.

i have fraternity brothers from zamboanga, cavite and manila who witnessed the bacolaodiat for the first time and they were IN AWE how we party in bacolod. no exxageration.

we were in lacson at around 7pm and we went home 4am. good thing, jan 23 is a holiday. :D

Thanks for the nice updates fellow forumers...maayung udto, nyaga ta ah....btw, the first building sa Hi Residences is now on its 4th floor, ang Philtrust building nagalabaw na, maybe 2nd floor na sila, Avenue Suites Inn is having its first coat of paint, and Metro Inn seems to be adding another floor again, seems like SM is also taking down the tall lighting structures on its parking lot....sorry guys wala gid opportunity to take pics, basi may ara da makakuha ah...:)

MBCCI sees COA approval of Capitol-Ayala deal soon

FRANK Carbon, president of the Metro Bacolod Chamber of Commerce and Industry (MBCCI), expressed optimism that the Commission on Audit (COA) will come out soon with the approval of the contract between the Capitol and the Ayala Land Inc (ALI) involving the lease and purchase of the 7.7-hectare prime property of the Provincial Government.

The delay in the approval also delays development of the province, Carbon said.
Negros Occidental Governor Alfredo Marañon Jr. said last week that the COA en banc was supposed to decide on the review last week.

He has expressed optimism that COA will approve the contract, as the Provincial Government has fully met the requirements on the matter.

I visited their office and chatted with some of their people, problema sang primary road is ang ma concrete nila asta lang sa last nga bangga sang Hillside nga subdivision, meaning indi mag connect ang dalan sa Handumanan access road. Lain kuno ang tag-iya or na repo sang bank ang remaining nga lote for the road so medyo madugayan pa siguro before ma complete ang ina nga dalan.

BACOLOD Mayor Evelio Leonardia said the huge crowd at the culminating night of the 7th BacoLaodiat Festival held at the Bacolod Government Center was beyond the expectation of the organizers.

“It was overwhelming. It is another leap forward. It is clearly accepted by the people as part of our regular calendar in Bacolod City,” said Leonardia.

“The participants and crowd that gathered for the 4-day event had exceeded all the previous celebrations. Every year it keeps on getting bigger and better. An added impetus is that, for the first time, the President has declared the Chinese New Year as a non-working holiday. After the MassKara Festival, this is the biggest,” he said.

Universal Robina Corp., the largest snacks maker in the country, plans to separately put up a bioethanol plant in Negros Occidental under the company’s sugar division.

The company plans to use molasses, a by-product from its three sugar mills, namely Cagayan Robina Sugar Milling Co., Southern Negros Development Corp. and Universal Robina Sugar Milling Corp.

Senator Sergio Osmeña III yesterday said he will raise the concern of Negros Occidental on the river service contacts hindering investments in hydroelectric power plants in Negros Occidental with Energy Secretary Jose Rene Alemndras.

The building of hydroelectric power plants in Negros Occidental has been stalled by service contracts granted for almost all the rivers in the province by the DOE to firms that have not even been seen in the province, he said.

Its nice to see nga nagamayu na man gid ang mga hotels sa Bacolod ah- well established kumbaga. With the expected opening of Go Hotel Bacolod and the rest of the gang, Avenue suites, First Avenue suites Inn, etc..baw madugangan na naman ang hotel rooms sang Bacolod that can cater and accommodate our visitors especially those who are attending sa mga national conventions.

Kabudlay daan kung for example we will have 1.5 million visitors sa festival natun, ti sa diin natun patulugun ina? Just a thought anyway dnt take it seriously.hehehe

Update gali, ang Hillside Residences nga project tapos na ang ila nga construction sang drainage kag pag concrete sang dalan sa sulod. Na tapos naman grade ang half sang primary road leading to Panaad. I visited their office and chatted with some of their people, problema sang primary road is ang ma concrete nila asta lang sa last nga bangga sang Hillside nga subdivision, meaning indi mag connect ang dalan sa Handumanan access road. Lain kuno ang tag-iya or na repo sang bank ang remaining nga lote for the road so medyo madugayan pa siguro before ma complete ang ina nga dalan.
