The Planta Centro Bacolod Hotel and Residences at the corner of Araneta and Roxas streets, which cost about P114 million, is of Mediterranean style with a touch of classical architecture, its architect Ramiro Garcia said. It will also provide 150 new jobs. The hotel is owned by the Tanpinco and Montelibano families, also the owners of the Business Inn in Bacolod City , he said. Its president and corporate chef is Benedict John Uy, while the hotel manager is Darrylin Sumalangcay and interior designer is Leo Almeria. The hotel has 82 guest rooms, including six suites and a loft, fitted with wireless internet access. Surely, I'd boarded the wrong one -- I'd bought a ticket for Bacolod, on the Philippine island of Negros. Instead, I seemed to be in the Caribbean, afloat in languid, moist heat with a backdrop of green sugar cane stalks hissing in the breeze. Scanning the horizon, I spotted the twin smokestacks of a distant mill, flanked by spiky palm trees. But for the electrical wires overhead, this could have been a lithograph in one of my favorite picture books, a volume of drawings of Cuban sugar plantations in the 19th century. I spent several years in graduate school studying those plantations, and other aspects of 18th- and 19th-century Caribbean culture. Looking at this unexpectedly familiar vista, I remembered the theory of an important Caribbean scholar, who suggests that the rhythms of sugar production created, across the region, a ''repeating island'' of similar foods, housing styles and social structures -- that French, or English, or Spanish colonial histories were just different sprinkles on the same cookie. In the 19th century, when the Philippines was still under the Spanish flag, the island of Negros produced almost all of the sugar in the country, and more than half of the island was covered by cane fields. The Spanish plantation owners were supplanted by well-to-do Filipinos after independence, but the economic base here hasn't changed and neither have the methods: ox cart and locomotive transport. Was Negros, one of the largest islands in the central Philippine chain called the Visayas, a ''repeating island,'' too? My curiosity about this had pulled me here, rather than to Cebu or Bohol, two of the more touristed islands in the chain, when I visited the Philippines in November. Thousands of miles from home, I wanted more than a beach. I wanted history. I'd been introduced, through e-mail, to the perfect guide: Lyn Besa Gamboa. A Manila native who'd married into a prominent local family years ago, Mrs. Gamboa had immersed herself in Negros's heritage and past. She is president of the Negros Cultural Foundation, a private organization that founded and runs the Negros Historical Museum in Bacolod (pronounced bah-KOH-lud) and the Balay Negrense, a restored 19th-century planter's mansion in Silay (pronounced see-LIE), a small town five miles up the coast. Within five minutes after I had met Mrs. Gamboa at the airport, she looked at my list of four hotels, added two more suggestions and snapped orders to her driver like a general. Off we went on an inspection tour of Bacolod's lodgings. After scouting all my options, I chose the Alhambra -- centrally situated and new -- because it had a softer, more feminine decor than the characterless businessmen's hotels in the area. My $25 room was spacious, with twin beds, cable TV, telephone and tile floors -- and was far more comfortable and clean than anything I'd found in Manila at twice the price or more. I dropped off my bags and we headed out on the 10-minute ride to Silay. Silay had the air of a once-grand tropical town. Dilapidated wooden two-story colonial mansions nestled along streets, some lined with tropical trees in need of a trim. Mrs. Gamboa stopped the car at abandoned, architecturally notable houses that she wanted to ''get her hands on,'' that is, bring under the foundation's wing and renovate. Mrs. Gamboa left me alone to wander the Balay Negrense Museum. Once it housed a planter's family; now it shows the daily life of Negros's upper class at the end of the 19th century. Steep wooden steps lead from the carriage entrance to wide-open rooms with cool hardwood floors divided by intricately carved wooden transoms -- the large Filipino families of the elite lived casually, without doors that closed. The carving reminded me of the gingerbread typical of Caribbean houses, but with Chinese motifs like dragons and lotuses. Most of the furniture was period; the beds had been made, the tables set -- in this case, with dishes that I recognized as American Depression glass from the 1930's. Chinese craftsmanship, American manufactured goods -- the local variations on the ''repeating island'' theme (plantation society, upper-class mansions, incredible variety of sugary treats) were certainly there. Still, I was unprepared for my first glimpse of the Negros Historical Museum in Bacolod. With its Corinthian columns and Federal-style facade, it looked as if a small state capitol had washed up in Asia. In fact, it is the former capitol of the province, built as a homage to democracy during the American occupation. Inside were life-size displays depicting important moments in Negros history, like the fabled ''battle'' between local Filipino merchants and cane workers and the Spanish militia in 1898. The Filipinos, with no weapons or ammunition, tricked the well-armed Spaniards into a retreat by marching at dusk with ''cannons'' made from rolled-up palm-leaf mats painted black, and ''bayonet rifles'' fashioned from bamboo. The most intriguing part of the museum, though, was a wing that housed an enormous and elaborate collection of world toys. The collection belongs to a Bacolod woman who lives in the United States whom Mrs. Gamboa persuaded to house her collection in her hometown. And so an ersatz American public building in a small town on a remote Philippine island came to house roomfuls of spinning tops, painted Navajo dolls, tiny wooden trains and doll houses galore -- one of the best toy museums I've seen. THE island is divided into two provinces: Negros Occidental and Negros Oriental. Bacolod is the capital of the western half. To reach Negros Oriental, one must traverse a high, nearly impassable spine of mountains. Bacolod natives speak about the Oriental capital, Dumaguete (pronounced doo-mah-GEH-tay), about 100 miles southeast, as if it were almost as far off as Manila, 300 miles and several islands away. Instead of taking a bus, I hired a car and driver for the four-hour drive -- a splurge at $50 for the day, but worth it to be able to stop along the way and enjoy the views of the hills and the cane, which was just sending up feathery pink stalks. In Dumaguete, the car pulled up at my little hotel, La Residencia, which sat on a waterfront promenade facing a busy harbor. I checked in to my room, which looked and cost about the same as my room at the Alhambra, but also had a balcony with a view of the harbor. Ferries and speedy catamarans came and went, bound for Cebu, for Mindanao, for Panay and for tiny nearby Siquijor. Dumaguete doesn't have any real tourist attractions, but I grew attached to the small harbor town. I walked along the waterfront at sunset, and snacked with students from Silliman University on skewers of grilled chicken dipped in garlic vinegar sold by street vendors for around 50 cents. In Lab-as, an excellent waterfront restaurant, the fish to be grilled swam in big tanks outside. The owner, Vic Fuentes, on spotting a foreigner, introduced himself, asking where I was from. Noticing how carefully he tended his fish, I felt safe when he offered me some of his special raw oysters. He served them with an unusual dipping sauce concocted from vinegar, hot pepper and slivered ginger. I enjoyed the food so much that I became a repeat customer -- ample meals of fresh grilled fish with beer generally came to around $10. Watching the ferries constantly coming and going made me restless. Having found history, I was ready for the beach. The program, described as a legacy program of Governor Joseph Marañon and Vice Governor Isidro Zayco, was passed on first reading, and the hearing was held yesterday preparatory to the second reading, Yulo said. A P5.3 million budget from the provincial government is being proposed to operate the center. The target is for a training center that will provide free English and I.T. training to teachers and students in public schools and the out-of-school youth to be operational by June, Yulo said. At the hearing, Hiede Bianzon, English Division Supervisor of the Department of Education Negros Occidental who expressed the DepEd’s all out support for the training center. “We are thankful to the governor for his support to our English program”, she also said. Total tourist arrival for the year is up by 20%, registering 303,314 visitors as against the 253,262 in 2006. Foreign arrival has jumped from 20,922 in 2006 to 46,354 while that of the OFWs upped from 7,612 to 14,128. Domestic arrival in 2006 has increased from 224,832 to 242,832 in 2007. According to Mayor Evelio R. Leonardia, the total 20% increase is higher by 12% over that of the national tourist arrival which is only 8%, as reported on television and the national papers by the Department of Tourism. The 2007 total visitors’ arrival means a tourism gross receipt of P985,425,430.00 which is arrived at by multiplying the total number of tourists by the ADE or Average Daily Expense of a tourist, pegged at P2,995.00 which is a result of a survey done by the Asian Institute of Tourism on Western Visayas on the standard spending of a tourist. The Koreans top the five foreign tourist arrivals, followed by Americans, Japanese, Canadians and Germans. The runway is being levelled with the use of bulldozers loaned out by the provincial government including a backhoe which allows them to save on expenses, added Zayco. The airport would sit on a 100-hectare property once owned by sugar planters which was awarded to farmer-beneficiaries who agreed to sell their land share from P200,000-220,000 per hectare. The DOTC pitched in by providing funds for the concreting of the runway. Once finished, the Air Transportation Office (ATO) will provide all the equipment which will come from the old Bacolod airport. Personnel who will man airport traffic will be personnel from the Bacolod airport, too. The Acting Negros Occidental Governor said that with the airport’s operation he believes this will boost tourism, Southern Negros especially Sipalay City and Hinobaan town in its southernmost portions being destination of tourists what with its beach resorts and diving destinations. Kabankalan City airport would become the jump-off point for tourists and visitors going southward to savor the sea and sand. The airport could be used by airplanes similar to those going on flights to Aklan and Boracay. Technical components of the ethanol production and power cogeneration facility, which will generate 125,000 liters of ethanol daily, have already been erected, with 600 employees contracted by project developers to work at the plant site in Brgys. Punao and Palampas. The SCBI project office has hired 44 employees now based in the project office, including 14 from San Carlos City. It is also seeking qualified San Carlos residents to fill in some key positions for its ongoing operations. Cañet Thousands of devotees and faithfuls in Bacolod City and Negros Occidental warmly welcomed the pilgrim relics of St. Therese of the Child Jesus when it arrived at BREDCO port by 1 p.m. on board a Montenegro ro-ro yesterday. The pilgrim relics came from Jaro, Iloilo City. Upon arrival of the relics, members of the 6th Regional Mobile Group carried the reliquary out of the ro-ro to the Theresemobile and devotees started to come to feel the joy of seeing the pilgrim relics. Some touched the reliquary, wiped it and some offered flowers. Others picked petals and got flowers which were placed at the Theresemobile. After the warm welcome at the BREDCO port, a motorcade to San Sebastian Cathedral was held. People from all walks of life came to welcome the relics. The San Sebastian Cathedral was filled with devotees and faithfuls. Catholic Bishop Vicente Navarra officiated holy mass. Military Bishop Leopoldo Tumulac also came. Bishop Navarra said that, “We are happy that St. Therese is here with us again in time of the Jubilee year of the Diocese. After the BJMP, the reliquary was brought to Carmelite Church by 5 p.m. and a mass started at 6 p.m. This is the second visit of the relics of St. Therese which started January 15 to March 15, 2007. Agriculture Secretary Arthur Yap signed the memorandum of agreement with project proponents Francisco Hoyos, vice chairman of FE Clean Energy, and José Maria Zabaleta, president of Bronzeoak Clean Energy, at the Philippine Embassy in Washington. The pact calls for increased cooperation in developing bio-fuel feedstock. “The department is prioritizing the development of fuel ethanol and bioenergy industries to supply the needs of the domestic market as well as fulfill the goals of the Biofuels Act of 2006,” Yap said. Yap is among the guests to the Washington International Renewable Energy Conference, where he presented the Philippine position on bio-fuels generation and the country’s efforts to cooperate with the alternative fuels production across the world. FE Clean Energy and Bronzeaok are building the country’s first ethanol and bioenergy plant, San Carlos Bioenergy, in San Carlos, Negros Occidental, with the backing of the National Biofuel Feedstock Development Program and Philippine Agricultural Development and Commercial Corp. Using sugarcane as a feedstock, the plant will produce ethanol for blending with gasoline and electrical power for the national grid. Ethanol is a clear, colorless alcohol with a characteristic odor. There is already an established heritage council in silay. i just dont know if theyre really doing their homework.. i dropped by silay last jan 2007 after the cebu sinulog and i was a bit disappointed in what i saw. several tarps were hanging over the old builings boldly announcing the services of these store owners. these can especially be found along rizal street. the old houses i think have no problem at all. many of them have already been declared as heritage houses by the NHI. and because of these, renovations cannot just be done anytime the owner wants. they need a clearance from the NHI to do this. its really a pity to see the old buildings along Rizal getting covered with all the tarps. i just wish the heritage council of silay can teach these business owners the importance of these buildings, and why they should maintain it. and probably, to really motivate these business owners to cleap up these old business, Silay should give them tax holidays. The birds had been in the care of the Gil Montilla National High School in Sipalay City, Negros Occidental, for the past two years. It is hoped that they will mate with female Rufous hornbills at the center. The Rufous hornbill is the largest bird of its kind in the country. It's endemic to the Philippines, especially in the Luzon and Mindanao faunal regions. During their breeding season, the female is cemented into the cavity of large tree trunks high above the ground with only an opening to pass food to her by the male hornbill. The female only breakout of the chamber after the single nestling is partially grown. The birds are adapting well to their new homes at NFEFI. Binalbagan is considered to be the oldest Spanish settlement in the island of negros. It was founded in 1572 thus, the name "banwang panganay". i should have known it coz we used to spend our summer there which coincides with the town fiesta. Others to the mountains and the animals that make farm life practical and convenient. Or the tribes and their practices that connect the historical past of places and people. This one is a celebration of the bounty of the waters, particularly crabs and other products. The historic southern town of Ilog held its annual Kisi-kisi Festival Tuesday last week with 15 groups participating and paying tribute to the main source of livelihood of the townsfolk – fish and other marine products. The participating groups showcased not only the colors of the sea but also rhythm representing the sea products’ movements as they are hauled from the waters during the harvest. Shells, fish nets, bamboo poles, fish baskets and shells were among the accessories used to highlight the performers’ costumes and props. Topping the competition were the performers of Barangays of Vista Alegre, Bocana and Dancalan, who clinched the three tops slots. Bocana also won the choreography prize. Joseph Marañon and will have more events and activities compared to last year’s, Festival Executive Director Marlin Sanogal yesterday said. This year’s theme is “Pasidungog” which means giving recognition to Negros Occidental’s best such as its products, traditions, dances, songs and the people behind them, she said. The four-day sports competitions will start on the 3rd day of Panaad, April 28, at 8 a.m. while the drum and bugle competition (secondary level) would open at the Panaad football field. The RMN hip hop challenge would also be conducted at the Park stage at 6 p.m. followed by the pop dance showdown, 8 p.m., at the stadium, while the ABS-CBN Campus Heartthrobs 2K8 dance show would be held simultaneously at the Panaad Park stage. For exhibit goers, Panaad is also a perfect venue as there will be a display of Negrense products, costumes, and delicacies during the duration of the festival. There will be also be a Panaad exhibit starting April 25, 4 p.m., at SM City Bacolod while the 'Traje sang Lin-ay' display will open at the Negros Museum on April 28, 5 p.m. Day 4 consists of the drum and bugle competition (elementary level) at the football field at 1PM, Capitol employees' day at the Panaad poolside at 2 p.m., NCCA international dance presentation at the Stadium, 8 p.m., to be followed by 'banda katunog' with ABS-CBN M.O.R. at the Park stage. Day 5 includes the UPLBAA seminar at the 2nd level of the stadium at 8 a.m., Panaad breakdance 'BBOY' fest at the Park stage, 4 p.m., Latin dance competition at the Negros Occidental multipurpose activity center at 5 p.m., and the Negros pop idol iinging contest at the stadium, 8 p.m. May 1, which is day 6, would be a day of songs since the pop song writing competition would be held at the Park stage, 5 p.m., and a Unilever pop fiesta, featuring Spongecola and Southwing bands with singers Nikki Gil, Yeng Constantino and Chad Peralta, will perform at the stadium at 7 p.m. There will also be livelihood skills Olympics spearheaded by Tesda at the covered court that will start at 7 .m. on May 2. The Provincial Government Employees' chorale concert of Hiligaynon songs will be heard at the Park stage and the much-awaited "Lin-ay sang Negros" pageant, to be hosted by Paolo Bediones, will be done at 8 p.m. at the stadium. Day 8 of the festival is the closing ceremony and awarding of winners at 3 p.m. to be followed by the GMA Network-sponsored concert at the stadium at 6 p.m. There will also be a fireworks display followed by another band concert sponsored by Globe Telecom. Co shows a collection of nine works done from 2002 to 2008, of his interpretations of events that happened during this period.
