If I'm not mistaken, Pacific shores is located on the former golf course in Guinhalaran?.....

boy muscovado January 27th, 2010, 09:09 AM ^^its a sell out in just a short span of time migs...there are a few more lots available. i can only assume that the real estate industry is doing quite good in and out of bacolod. :cheers: according to their website, a fear of tsunami is remote for beach front development like this one because the western side of negros is shielded by guimaras island. i think that's the reason why there are takers for this type of development.
You're quite right there but if the epicenter and area of rupture of an earthquake (usually magnitude 7 and above) is just along the coast of Silay or in the middle of Dumangas and Silay, te its a possibility. Example na da ang Verde Island Passage Earthquake and tsunami in 1994 (please click on this link: http://www.geophys.washington.edu/tsunami/specialized/events/mindoro/report.html)
Pero a I have said here earlier, sa Panay Island lang ang faultline nga active that could generate large quakes, so that means, malayo pa sa bulan ang tsansa nga magka tsunami dira. :lol::lol::lol::lol::lol:
ang hazard na da is "storm surge" kay malapad kag manabaw da ang hunasan (Bacolod to EB Magalona coastline). Kun may mga baskug katama nga bagyo coupled with an unusually high tide, tumpak mag awas gid da ang dagat. By virtue of City Ordinance No. 513, the Bacolod City government will create the Bacolod City Technology and Livelihood Development Center (TLDC) soon.
This is in compliance with the memorandum circular issued by the Department of Interior and Local Government (DILG) that encourages all local government units to establish and instutionalize technology and development centers.
Mayor Evelio Leonardia believes that the creativity of the Bacoleños can compete with the rest of the world if given the ample training and support.
Among the center’s most important functions are to identify, promote and disseminate various income-generating skills to many Bacoleños, and to assist all other cooperatives in the city in their respective livelihood and skills endeavors.
The center will also offer training and technology information on agri-aqua livelihood endeavors, skills development geared towards entrepreneurship, investment support services, industrial research development services and access to various training modules.
Leonardia will serve as chairperson of the center with the City Cooperatives and Livelihood Development Officer as vice chairperson and executive director.
Other members of the governing body are the Department of Science and Technology, Department of Labor and Employment, Department of Trade and Industry, the respective chairs of the Sang-guniang Panlungsod committees on livelihood and cooperatives, trade, commerce and industry and labor management.

Daisy Lowe models more ‘Glam Rock’ inspired clothes with blacks, greys and silvers taking precedence and again animal prints are dominant. Riley Keough offers the alternative while modelling softer shades and styles including more feminine pieces with frills and floral prints.
Included in the autumn/winter 09 collection are pieces created by Zuhair Murad, the Lebanese designer who has designed these pieces exclusively for Arab countries. Mango Clothing are planning to open a store in Iraq which will feature these designs. Clothing in this collection consists of pieces with sequins and embroidered cuffs and are consistent with today’s trends, while still appealing to Asian tastes.

Lantern-Making Contest
In celebration of the BacoLaodiat Festival in February, SM City Bacolod will hold a Chinese Zodiac Lantern-Making Contest with P35,000 worth of prizes at stake.
The competition is open to groups composed of 3-5 members. Design should be lighted, weather-proof, and tri-dimentional. Lanterns must be a minimum of 5 feet and 7 feet including the stand. All teams will draw to get their respective assigned Chinese Zodiac. Interested parties may acquire application forms on or before Feb. 4, 2010 at the Marketing Department of the mall adminstration office.
Deadline of submission of entries will be on Feb. 6. All entries will be displayed at the mall's North and South Al Fresco on Feb. 7 – 14 while winners will be announced and awarded on Feb. 14 at 6PM.

THE Philippines has succeeded in getting a deferment in the implementation of the tariff cut in sugar, as Thailand, a major trading partner, did not pose any opposition to it and had chosen to focus on tariff negotiations for rice.
Also, the tariff reduction will be done at a slower pace.
The sugar industry had expressed fears that the implementation of the scheduled tariff cuts under the Asean Free Trade Agreement-Common Effective Preferential Tariff (Afta-CEPT) scheme could kill the sector.
The delay in the implementation of the tariff reduction will give the sugar sector more time to adjust to trade liberalization.
Tariffs for imported sugar, currently at 38 percent, will be lowered through a “stepladder approach,” Agriculture Undersecretary Segfredo R. Serrano told reporters.
Under the CEPT, the Philippines should have lowered the tariff on sugar to 28 percent by 2009 and to 0-5 percent by 2010 but the country appealed to its Asean neighbors and the schedule was extended.
“It’s something like 38-38-38-28-18, then 10 percent and finally to 5 percent (by 2015),” he said.
This means that country will maintain the tariff rate of 38 percent up to 2011 and bring it down to 28 percent in 2012, 18 percent in 2013, 10 percent in 2014 and to 0-5 percent in 2015.
Asked whether Thailand had sought compensation in agreeing to the gradual lowering of sugar tariffs for the Philippines, Serrano said there was none.
“They focused on (tariff negotiations for) rice. They may have also considered the issue of whether they have a good sugar crop,” Serrano said.
The whole world is having sugar supply problems, he said.
Sugar farmers, he said, needed to improve their competitiveness and that they should diversify their products to cope with a liberalized trade regime.
According to Philippine Sugar Millers Association executive director Archimedes B. Amarra, the country still has to prepare for competition, especially from Thailand which has long been exporting sugar worldwide.
The Philippines, in contrast, has concentrated on exporting to the US market.
Sugar Regulatory Administration Administrator Rafael L. Coscolluela also advised farmers to take advantage of the high sugar prices, which would likely last for about two years, to finance more efficient farming practices. This way, he said, farmers could be competitive even when sugar tariffs go down.
In the meantime, the Philippines is grappling with a surge in sugar prices in the local market.
The Philippines, as a net exporter of sugar, has enough stocks, according to sugar industry stakeholders.
However, Agriculture Secretary Arthur Yap said that there was not enough surplus to prevent spikes in prices as industrial users try to shore up their sugar stocks in response to a global price increase.
The government earlier set the suggested retail price of refined sugar at P48 to P52 per kilo.
“There is regular milling in Negros and in our supply centers but the high demand is in Luzon and it takes time to transport. That’s why we are importing 150,000 metric tons (of sugar) immediately,” Yap said.

The Department of Energy (DOE) has awarded over a hundred renewable energy (RE) contracts to investors on Monday as part of its aggressive campaign to promote the use of these alternative sources of energy.
The DOE gave out 112 RE contracts and certificates to a number of proponents of biomass, geothermal, solar, hydro, ocean and wind energy. The projects will involve investments of at least $1.5 billion and would be able to generate 2,000 megawatts of clean power once on stream.
“[It] is expected that these investments will address not only requirements for additional power but address problems of climate change and at the same time drive the economy towards growth and development,” Angelo Reyes, DOE secretary, said.
The companies that received the RE contracts were AVGarcia Power Systems; Benguet Electric Cooperative Inc.; Century Peak Energy Cooperative; Energy Development Corp.; First Gen Bukidnon Power Corp; First Gen Mindana o Hydro Power Corp; First Gen Trans-Asia Renewable Energy Corp.; First-maxpower International Corp; HEDCOR; Luzon Hydro Corp.; Mindanao Energy Systems Inc; Northern Luzon UPC Asia Corp; Northpoint Wind Power; Oriental Energy and Power Generation Corp.; PNOC-Renewable Corp; Trans-Asia Renewable Energy Corp.; Hawaiian Philippines Co.; Lopez Sugar Corp.; Binalbagan-Isabela Sugar Miling; Central Azucarera Don Pedro Inc.; Sagay Central Inc.; Capiz Sugar Central Inc.; Roxol Bionergy Corp.; Sweet Crystals Integrated Sugar Mill Corp.; BASE-COM Inc.; Davao Sugar Central Co. The government is banking on the development of RE sources as a long-term solution to the country’s power supply requirements and as a catalyst to countryside development.
“With investments you have additional jobs, additional income, additional resources available for government for its infrastructure projects,” the DOE chief said.
The country’s current installed generating capacity is about 15,000 megawatts, bulk of which are still accounted for by conventional power plants that are blamed for the environment’s deteriorating state.
The government aims to hike RE sources’ share in power generation from 4,500 megawatts to 9,000 megawatts in 10 years.
To achieve this goal, the government passed the RE Act two years ago, granting fiscal and non-fiscal incentives to investors since most green power initiatives have been hampered by high investment costs compared to their fossil-fuel based counterparts and limited market.

"It will again involve convincing the creditors to do some conversion of debt into equity. Unless you do that, you will just end up just working for the banks," VMC Chairman Omar Byron T. Mier told reporters at the annual stockholders meeting in Manila on Tuesday.
To date, VMC owes creditors about P6 billion at 8%-10% interest rates. The company also plans to sell some subsidiaries to pay debts.
"We will sell the non-core business. Food is non-core business, golf course is non-core business for us. So those two assets will be sold," Mr. Mier said.
VMC owns Victorias Golf and Country Club, Inc. in Negros Occidental and Victorias Quality Packaging Corp.

President Gloria Macapagal Arroyo may visit Bacolod City tomorrow as part of her nationwide cyber corridor tour.
The president is expected to visit Teleperformance Global Marketing and Teleservices Solutions- Bacolod but a DAILY STAR source said the details of her visit are still being finalized.
The president is expected to have round table discussion with the Teleperformance agents.
Arroyo yesterday underscored the important role of information and communications technology (ICT) in improving the country’s economy and providing thousands of jobs to the Filipino people as she formally started her nationwide cyber corridor tour at the Angeles University Foundation in Pampanga, the Office of the Press Secretary reported.
Arroyo said the Philippines now ranks among the most attractive business process outsourcing (BPO) destinations in the world due to cost competitiveness and highly trainable English proficient IT enabled management and manpower, the OPS reported.
"That’s why I am very proud of our cyber corridor,” Arroyo said, as she related how the ICT industry grew from virtually nothing in year 2001.
She said the number of workers in the business process outsourcing (BPO) sector has ballooned from only 4,000 in 2001 to almost 500,000 at present mainly due to government’s rational and strategic act to foster a digital culture that maximized the benefits of ICT.
ICT is one of the strongest contributors to the country’s flourishing economy. At present, there are 750 ICT companies located in the cyber corridor, the OPS reported.

Victorias Milling proposes debt for equity swap

MANILA, Philippines - Cash-strapped sugar refiner Victorias Milling Corp. (VMC) is proposing a debt-for-equity swap and a divestment program involving its non-core assets as part of its revised rehabilitation plan aimed at staying afloat and seeing its shares traded once again on the stock market.
On the sidelines of the company’s annual stockholders’ meeting yesterday, VMC chairman Omar Byron T. Mier said they will be discussing this proposal with creditors within the first quarter this year. “If you want this company to survive, you have to do that. We want to make sure that the expected cashflow will be enough to service debt,” he said.
From a high of P8 billion, VMC’s debt has gone down to P6 billion, Mier noted. The revised plan involves the conversion of a significant amount of debt into equity. “We will review that and see exactly how much is needed and then we will go the creditors. That will happen maybe by the first quarter of the year,” he said.
To ensure continued operations and raise needed funds, the sugar miller is ready to dispose of its non-core assets including its food processing business and golf course project.
Mier said the company is preparing for the expected elimination of all tariffs on imported sugar by 2010.Under the ASEAN Free Trade Agreement (AFTA), the 10-percent tariff on sugar will be reduced to zero this year.
“That means if you remove the tariff, that is what’s staring us in the face, we will go bankrupt. This is precisely the reason why we have revised the rehab plan to allow VMC to survive in a scenario where the price of sugar drops to around P650 to P700 per bag,” he said.
He said the company has received offers from several parties for a possible buyout but they never came back.
The Lucio Tan Group of Companies hold around a fourth of VMC while commodity wholesaler Cargill, the second biggest shareholder of VMC, owns around 24 percent of the sugar firm.
Mier said the firm is shelving its plan to go into bioethanol so it can just focus on sugar manufacturing. “At this time we want to focus on sugar. The thing with bioethanol is it has its ups and downs. When the price of gasoline drops, it becomes unprofitable,” he said.
He said VMC is also aiming to have its shares traded again to give it more flexibility to raise cash and provide investors with an exit plan. The company has already requested the Philippine Stock Exchange and Securities and Exchange Commission to lift the trading suspension on its shares.
“We’ve been following this up with the SEC. But there are two conditions for the lifting — one is that we have to be profitable in the last few years, which we have complied while the second one is that we must have a deficit in retained earnings,” he said.

BACOLOD CITY -- The country’s top developer has sold 55% of the lots in the first phase of Verdana Homes Asyana, its second mid-market residential subdivision in Talisay, Negros Occidental.
Ayala Land, Inc. Negros head Therese Borromeo said the company has delivered its committed facilities and would continue to improve three projects, including the high-end Ayala North Point and Plantazionne, the firm’s first Verdana Homes development in the province.
Following its launch last August, Asyana has sold 63 of 114 lots.
The first phase development, already 30% completed last year, features a landscaped walkway and a jogging path, and a Wind Park for residents to enjoy outdoor breeze, and space that will complement the facilities of the future clubhouse.
Roads, pipe-laying, and entrance landscaping are already in place.
Developments scheduled for 2010 are the construction of a Balinese-inspired clubhouse, landscaping of village parks, and construction of the power supply facility.
Asyana, which has an “Asian Contemporary” theme, is clustered with the Ayala North Point and Plantazionne villages, and will have swimming pools, a multipurpose covered court, a social hall, gym, and play area. Also in the vicinity is the preschool and sports stadium of St. John’s Institute. It is five minutes away from Bacolod. Next to Talisay is Silay City, where the airport is situated.
Ms. Borromeo earlier said Phase 4 of Verdana Homes Plantazionne is already 98% complete and has only 20 lots available.
Last year, Ayala Land sold more than 100 lots from its three residential subdivisions in Talisay, surpassing its goals last year, she said.

Another round of power interruptions set to hit the Visayas
CEBU CITY -- A major geothermal power plant in Leyte was shut down on Saturday for preventive maintenance, compounding the generation deficiency caused by the lack of imported power from Luzon and the unavailability or derated capacities of some units in Cebu.
Power utilities in Cebu, Negros and Panay are bracing for a shortage of up to 200 megawatts (MW) during peak hours starting today, as the 120-megawatt Mahanagdong plant undergoes preventive maintenance for 10 days.
Impact
This means another week of rotating power interruptions of up to one hour during peak periods.
"The impact of the supply shortage will be felt starting Monday," said Belinda S. Canlas, National Grid Corp. of the Philippines (NGCP) corporate communication officer in the Visayas, in an advisory sent by text last Saturday.
"The shortage will be felt Visayas-wide, as this will be equitably distributed among the major islands and cities," Ms. Canlas explained.
The shutdown of the Mahanagdong facility and some plants in Cebu contradicted an assurance made just last December by an NGCP official that no generating plant was to undergo preventive maintenance until next month.
"They were trying to delay the preventive maintenance shutdown but it was no longer possible," Ms. Canlas explained in a telephone interview.
She declined to identify the other power plants that were unavailable or have de-rated capacities, but sources said the 50-MW Cebu Thermal Power Plant 1 run by SPC Power Corp. in Naga is out again.
Bearing the brunt
The shutdown of the Mahanagdong plant on Saturday caused a 97-MW shortage in the Visayas, as reported on the NGCP Web site.
The Visayas region, including Bohol and Leyte, had a peak load of 1071 MW that day, but available capacity reached only 975 MW on that day.
The NGCP’s power outlook yesterday showed a shortage of 82 MW in the Visayas, thin reserves of 73 MW in Mindanao and 1087-MW reserves in Luzon.
Metro Cebu and neighboring towns, which require about 600 MW during peak hours, are expected to bear the brunt of the shortage in the region.
The Visayan Electric Co., Inc. (VECO), which serves over 300,000 power users in Cebu, is usually asked to de-load two-thirds of the deficiency, explained VECO corporate communications manager Ethel T. Natera.
For a 200-MW shortage, Ms. Natera said VECO expects to be asked to drop roughly 65 MW.
So far, she said VECO has been asked to de-load 40-50MW.
No respite
Metro Cebu has had no respite from rotating one-hour power interruptions, the latest of which occurred when the 50-MW power that the Luzon grid sends to augment the supply in the Cebu-Negros-Panay grid was cut off on Jan. 19 as Luzon itself ran out of reserves then.
The Malitbog power plant, which also supplies Luzon and Cebu-Negros-Panay grids, had also been shut down then for maintenance.
VECO, however, is getting help from its customers that de-load from the system during a shortage under the interruptible load program.
As of last week, Ms. Natera said the program has shaved 21.4 MW from VECO’s system and minimized the areas affected by power interruptions during peak hours -- from 10-12 a.m., 1-3 p.m. to 5:30-8 p.m.
"More customers, including the small ones with less than 1-MW requirement, have joined the program. We are prepared to cope with the shortage," she said.
Conservation boost
VECO has also employed demand-side management to lessen the impact of the shortage by distributing 15-watt compact fluorescent light (CFL) bulbs to its customers.
As of the first week of January, Ms. Natera said they have distributed 60,000 CFL bulbs.
The target is to give out 250,000 bulbs.
In Negros, NGCP-Negros head Zosimo Briones said load-shedding will still be expected, although the privatized generating units of the National Power Corp. (Napocor) in Negros will be available.
"The preparation is on the power plant side, [meanwhile] the NGCP facilities are [in place]," he said.
Green Core Geothermal, Inc. now operates the 192.5-megawatt Palinpinon geothermal power plants in Valencia, Negros Oriental.
Central Negros Electric Cooperative (CENECO) general manager Sulpicio Lagarde, Jr. said power supply to CENECO, which serves 140,000 consumers, should not be adversely affected as it sources electricity from the Palinpinon plants.
"We are not getting power from Leyte. Right now, all of our power supply are from Palinpinon. So, there will no effect to CENECO. The immediate effect is nil," he said.
Prepared
But he said CENECO will continue to issue its daily possible load shedding schedules during peak hours either because of the de-rated capacity of a Palinpinon geothermal power plant or generation deficiency, as instructed by NGCP.
In Iloilo, the management of Panay Electric Co. (PECo), the sole power distributor in Iloilo City, said it will ask Panay Power Corp. (PPC) to make up for any shortage in the next 10 days.
Randy S. Pastolero, PECo operations manager, said Iloilo City might be affected by the shortage as the city also draws 8-15 MW from the Cebu-Negros-Panay grid.
"We will ask PPC to compensate for the lost capacity from the grid," Mr. Pastolero said.
"If they can’t, we have to rotate outages [sic]."
Power interruptions ranging from 15 minutes to four hours hit Iloilo City on Saturday after PECo replaced rotting electric posts in Molo and Iloilo City proper districts.
Iloilo City, which has a peak demand of 82 MW, draws 75 MW from PPC, a subsidiary of Metrobank Group’s Global Business Power Corp. (GBPC).
Watching
Wilfred L. Billena, general manager of Iloilo Electric Cooperative (Ileco) 1, said they have yet to know the effects of the shutdown of the Leyte geothermal plant on their system.
He said their main source of power is Palinpinon geothermal power plant in Negros and PPC in Iloilo City.
"The effects of the preventive maintenance will depend on the NGCP’s load shedding schedule," Mr. Billena said.
The power supply situation in Cebu, Negros and Panay is expected to ease by the end of February or early March with the expected commissioning of the first 82-MW coal-fired plant that Cebu Energy Development Corp. has completed in Toledo City in Cebu.
Cebu Energy is building two more 82-MW units and plans to build a fourth in anticipation of another round of power shortage by 2013.

Another call center is opening in Bacolod City middle of this year bringing to eight the total number of contact center companies in the city since 2004, which have already generated 7,000 jobs.
Panasiatic Call Center Inc. chief operating officer Nabil Edmond Salamouni yesterday said they are opening a call center in Bacolod this year with 800 seats.
The construction of the 2-storey building with an area of 2,500 meters will be undertaken by the Gonzaga family, hopefully next week, and they hope to open the call center in June, he said.
The building will be about 200 meters away from the Bacolod City Government Center, he added.
The Gonzagas were represented by Gina Piccio and her daughter, Patricia, during the press conference at the government center yesterday.
Salamouni said this will be part of a series of many projects or businesses that they will have in the city. “Bacolod is important to us and I am even planning to settle here,” he said
They chose Bacolod since they believe it is in that stage where it is going to develop very rapidly, Salamouni said. It has everything that they need and has a very competent and educated workforce, he said.
“It also has a business and political community which is geared up to channeling that energy in order to start creating something that, hopefully, will bring you up to the level of maybe the third city in the Philippines within the next 20 years,” he added.
Bacolod Mayor Evelio Leonardia said this will inspire them all the more to see to it that they are able to cope up with the fast growth that the city is experiencing.
Despite the advice of the Commission on Communications and Information Technology commissioner that Bacolod is already saturated, a big call center company made its own evaluation and decided to come here, he said.
“We believe there must really be something in Bacolod that lures them here,” Leonardia said.
On the part of the city, they are happy that even in the official report that listed the 10 next wave cities in the IT, Bacolod was number one in the area of best business environment, he said.
Leonardia said “This validated the recognition given to us by the Philippine Chamber of Commerce and Industry when we won the title as the Most Business Friendly City in the Philippines.”
He said they will rise on that momentum and will focus more on preparing and training their students and even professionals and also see to it that they can keep up with the investments pouring into the city.
Leonardia assured Salamouni of the government’s full support and cooperation, saying, “We will create a business climate in Bacolod that will make it very healthy for you to grow.”
Meanwhile, Leonardia told the President yesterday that while the CICT, the PCCI and a host of players in the industry had stimulated the growth and development of the ICT industry in Bacolod, “We are happy because your keen interest and sincere concern for the industry served as our guiding light and inspiration.”
He also thanked President Gloria Macapagal Arroyo for including Bacolod in her cyber corridor tour.
Senior Supt. Manuel Felix, Negros Occidental police provincial police director, said the President came over to talk on investments along the line of information technology and they we are happy that the province has a lot of call centers benefiting its constituents.
Col. Maximo Caro, 303rd Infantry Brigade commander, said
the President mentioned development and hopefully, the peace and order efforts of the police and military have also contributed to it.
He said the rebels have not done much untoward incidents since the second semester of last year. “This only means our peace and order situation has greatly improved,” he added.
Undersecretary Anthony Golez said it is good that the President visited Bacolod City, a place considered one of the best contenders in terms of cyber corridors.
The IT industry gives jobs to Bacoleños and her visit is a way of showing support to this industry, Golez said.*CGS
