Commission on Audit chairperson Maria Gracia Pulido-Tan yesterday confirmed to Presidential Spokesman Edwin Lacierda that she had inhibited herself from the COA review of the sale and lease of the 7.7-hectare Negros Occidental provincial government property in Bacolod City to AyalaLand Inc.

In Bacolod Wednesday night, Lacierda had told the Bacolod media: “We will ask the COA chairperson if she really inhibited and if there was a formal declaration of inhibition.”

“Our understanding is that Chairman Grace Tan has inhibited herself over the concern that the law firm of her husband is the lawyer for the Sys,” he said.

The Sy family owns SM Prime Holdings that is opposing the Capitol’s sale and lease of its property to AyalaLand.

Negros Occidental Gov. Alfredo Maranon Jr. yesterday said he was very happy and thankful to God that Tan has inhibited herself.

The governor said he hopes the COA will come up with a decision on its review soon.

Marañon, business leaders, and town and city mayors in Negros Occidental have aired complaints against the COA delay in coming up with a decision on its review of the sale and lease of the Capitol property that was submitted to it for action in July last year.

The SM Prime Holdings Inc. has a pending petition before the Bacolod Regional Trial Court seeking the annulment of any negotiated sale and lease by the provincial government property to AyaLand, and for SMPHI to be declared the winner of the July 7 bidding of the 7.7-hectare property.

Marañon, however, has insisted that the action of the province was above-board, and SMPHI did not win the July 7 bidding for the property, because, like Ayala, it had entered a bid below the floor price set.

That is why a negotiated bidding was held, in which SMPHI refused to participate, so the sale and lease was awarded to AyalaLand, he said.*CPG

Taiwanese teacher-farmer pushing for organic farming

Chen also lauded Gov. Alfredo Maranon, Jr. for his programs of promoting green agriculture to local farmers of Negros Occidental, saying, “I myself would like to see him and talk about organic agriculture.”

Chen also encouraged Negrese farmers to pay more attention to organic agriculture and learn how to handle the organic farming practices so that they will know what to reap in the future.

Is this to avoid confusion and suspiscion?A little bit too late because the of the prolonge delayed.This always happens in the Philippines,that when a certain issue becomes a hot issue and is started to flame they stay away and relax.From the beginning,she should have inhibit herself and rules should have been created that they shouldnt be involved in auditing or decision making if a member of a family is attached to any businesses being audited or is there a policy like this already.Why do they allow people clean other peoples mess.

Housing loan ‘madness’ in Bacolod


BPI Family Savings Bank is having its first housing madness in the Philippines here in Bacolod City because of its strong economy, Jose Teodoro Limcaoco, president of the BPI Family Savings Bank said at a press conference yesterday at Bar 21.

“We remain very convinced that there is a big potential here in Bacolod City that is why our 4th housing madness is here and we are joined by six local developers and four national developers,” Limcaoco said

The housing madness will start tomorrow until Sunday at the Robinsons Place.

He said that the strong economy of the city comes from the tourism industry, business process outsourcing industry, and the Overseas Filipino Workers.

Tourism is very strong in Bacolod and it will be stronger because of the government’s push to make it as their primary focus, he said, adding that the city has hotels, buildings, and infrastructures, new and fairly large airport, and its access is very easy.

Limcaoco also said that local businessmen are very focused in providing the infrastructures so that the BPO industry can continue to grow and BPO is one of our target clients because it is composed of young people making good income.

PH share of US sugar quota hiked

The United States Department of Agriculture has increased the Philippines share of its sugar quota, Sugar Regulatory Administrator Ma. Regina Bautista-Martin said yesterday.

The SRA estimate is that the increase will be from 58,000 to 60,000 metric tons, but is still awaiting the official figure from the USDA, she said.

This is on top of the 138,000 MT US quota share allocated to the Philippine for this crop year, which has already been shipped out, she said.

Martin said the country has the sugar to fill the additional quota.

ILOILO City – President Benigno Aquino III only promises things he can fulfill, stressed Presidential Spokesperson Edwin Lacierda.
“He is definitely not ‘noynoying’ nor ‘jedjeding’,” Lacierda told reporters during his visit at the metro Thursday.
Coined by militant groups, the term "noynoying" refers to President Aquino allegedly doing nothing to resolve the country’s most pressing problems.
“Jedjeding,” on the other hand, is in reference to Iloilo City Mayor Jed Patrick Mabilog, who is allegedly talking too much about things he cannot accomplish. The term, which was first coined in Panay News, also means boasting about one’s performance even if it's untrue.
Lacierda said there is no way for the President to do “jedjeding” because he is not the type of person who promises about things he cannot fulfill.
“As a President, he has to speak up...he made promises but only those he can make,” he stressed.
For instance, Lacierda cited President Aquino promising to assist the poor during his presidential campaign.
He said right after Mr. Aquino was elected as the country's Chief Executive, he fulfilled his promise by continuing the implementation of the Conditional Cash Transfer program (CCT).
“Instead of waiting for the economy to grow, he directly invested in human capital to help the poor help themselves,” he said.
Lacierda reiterated that the CCT, also known as Pantawid Pamilyang Pilipino Program (4Ps), is not a dole-out because the beneficiaries are ought to comply with certain conditions in exchange of the cash grant.
Based on the record of Department of Social Welfare and Development (DSWD), the lead implementing agency of the CCT, more than five million extremely poor households have been enrolled in the program, he noted.
Another promise Aquino made was on the universal health care, which the Philippine Health Insurance Corporation (PhilHealth) is currently working on, Lacierda also said.
The President's promise to build housing units for the military and policemen also came true following the construction of the project in Luzon, he noted.
The housing project intended for the members of the Philippine National Police, Armed Forces of the Philippines, Bureau of Fire Protection and Bureau of Jail Management and Penology will also commence in Visayas and Mindanao soon, he added.

Talking about SM, am not sure if this has been mentioned here, as per one of my guests nga originally from Bacolod but is now based in Manila..SM "kuno" has acquired a huge parcel of land at the boundary of Bacolod and Talisay...let's wait and see na lang..




sadya gid na mig. :) mas nami tani kon acquire na lang nila ang Uniwide mall na area dira sa Talisay. :)

BPI Family Savings Bank is having its first housing madness in the Philippines here in Bacolod City because of its strong economy, Jose Teodoro Limcaoco, president of the BPI Family Savings Bank said at a press conference yesterday at Bar 21.

“We remain very convinced that there is a big potential here in Bacolod City that is why our 4th housing madness is here and we are joined by six local developers and four national developers,” Limcaoco said

He said that the strong economy of the city comes from the tourism industry, business process outsourcing industry, and the Overseas Filipino Workers.

Tourism is very strong in Bacolod and it will be stronger because of the government’s push to make it as their primary focus, he said, adding that the city has hotels, buildings, and infrastructures, new and fairly large airport, and its access is very easy.

So if Manila-Legazpi would be called "Bicol Express", a Bacolod-Dumaguete train route would be the "Sugar Express" :lol:

nakibot ko gni sir nga ang urban city like Bacolod may amo na ka lapad nga forest.i hope this map could help spread the awareness on tree planting.we should not tae our forests for granted.lets plant more trees :)

Gov. Alfredo Marañon Jr. yesterday said that if the Commission on Audit approves soon the lease and sale by the Negros Occidental provincial government of its 7.7-hectare property government of its 7.7-hectare property in Bacolod City to AyalaLand Inc., the development of the area to boost the local economy could commence.

Ayala officials had earlier said their firm plans to invest P6 billion for the development of the 7.7-hectare property adjacent to the provincial Capitol into an integrated mixed-used civic and commercial district that will combine the center of government with commercial and residential use.

This would make it the new growth center of Metro Bacolod and Negros Occidental, they said.

Marañon said that with Commission on Audit chairperson, Maria Gracia Pulido-Tan, inhibiting herself from the COA review of the sale and lease of the 7.7-hectare property, he expects a favorable COA ruling on the matter soon.

Presidential Spokesman Edwin Lacierda who confirmed Tan's decision to inhibit, said: “Our understanding is that Chairman Grace Tan has inhibited herself over the concern that the law firm of her husband is the lawyer for the Sys”.

The Sy family owns SM Prime Holdings that is opposing the Capitol's sale and lease of its property to AyalaLand.

Marañon, business leaders, and town and city mayors in Negros Occidental have aired complaints against the COA delay in coming up with a decision on its review of the sale and lease of the Capitol property that was submitted to it for action in July last year.

I think the COA will rule on the sale and lease of the property soon, and if it approves it, Ayala will go ahead with the development of the area, the governor said.*CPG

Disaster preparedness center eyed

The compound of the Bacolod City Police Office will host the SMC-Petron Bacolod Disaster Preparedness and Relief Center soon, Bacolod Rep. Anthony Golez said in a press release.

Golez heads the three-pronged disaster management program not only for the city but for the whole Western Visayas, the press release from his office said.

The Center will provide support to local government units in cases of disasters and related emergencies, in terms of training for emergency response, relief assistance, paramedic services, and other logistical requirements necessary for disaster and emergency response, the press release said.

On the same day, the Bacolod Humanitarian, Emergency, Logistics, Paramedics Service or Bacolod H.E.L.P.S. will also be organized and formalized, it added.

Golez, who is vice-chairman of the Congressional Committee on Health, is pushing for the healthy lifestyle advocacy merging this with the critical need for disaster preparedness as an imperative in the wake of recent natural calamities that hit the country, the press release added.*

amo gani i asked kay sa nabal-an ko ang Ayala property is ara sa right side going to Talisay.who knows basi nabakal naman na dira sg Ayala......or if may iban nga owner, they're also planning to develop that area to catch up with the ongoing north bound progress of Bacolod and Negros :)


regarding sa overpass, the wizard said its part of the city's plan to make Lacson street a tourism strip.....but as far as i know businessmen in Bacolod are against the flyover projects.they believe that we can solve the traffic problems in some other ways, therefore it wouldnt be a surprise if ma protest sila sa sini nga project :)

regarding sa overpass, the wizard said its part of the city's plan to make Lacson street a tourism strip.....but as far as i know businessmen in Bacolod are against the flyover projects.they believe that we can solve the traffic problems in some other ways, therefore it wouldnt be a surprise if ma protest sila sa sini nga project :)

Instead of the overpass, I would suggest underpasses like in Makati para nga mas nami tulukon kag tawhay :cheers:

^^tower 1 and 2 must be similar kay pareho man sila nga 5 storeys, that;s why isa lang ka scale model ang nakadispaly. pero, tower 1 is almost sold out na according sa website nila, and tower 2 is selling good as well.:)

Yhup. Daw gnphotoshop lng ni bla mu. Notice how the upper part of the structure is similar to the PNB Building in lacson. They said the lower part is a building in Makati kuno. :) But there are rumors before that a 35-storey structure will rise though it is still unconfirmed. :cheers:

BACOLOD City — Provincial Board member Salvador Escalante is optimistic about the reported inhibition of Commission on Audit (COA) chair Maria Gracia Pulido-Tan from reviewing the sale/lease agreement contract of the provincial government and Ayala Land Inc.
An unverified report reaching officials said Tan will not join in the deliberation and review of the contract involving a 7.7-hectare provincial government-owned property.
It would be better for Tan to inhibit herself from the matter to avoid suspicions and doubts, considering that her husband, A. Bayani Tan, was said to be working in a law firm catering to the legal needs of SM Prime Holdings Inc., Escalante said.
SM Prime questioned the awarding of the right to develop the subject property to Ayala Land. It has brought the matter to the courts.
Tan’s “inhibition” may lead to the speedy review of the contract which has been stalled for almost a year already, Escalante, chair of the Committee on Finance and Appropriations, said.
If COA doubts the validity of the procedure in awarding the contract to Ayala Land, Escalante said, then it should “doubt the LGU (local government unit),” the provincial government.
‘WE CAN HEAD TO JAIL’
The Provincial Board authorized Gov. Alfredo Marañon Jr. sign the contract with Ayala Land.
COA offices in Negros Occidental and Western Visayas endorsed the contract to their central office in Manila.
According to Escalante, the COA central office should know that the province will stand by its decision to award the contract to Ayala Land.
Capitol officials are willing to go to jail, if necessary, the Board member stressed.
National agencies like COA should respect the programs and undertakings of LGUs, he said.
Early this month Marañon said the provincial government will “de-prioritize” the sale of its property to Ayala Land because of COA’s inaction.
Ayala Land, for its part, also announced that it will shift the focus of its development plans and resources to other projects in the province./PN
