The approaching Holy Week break is another good time to visit and explore Bacolod and its countless gastronomic offerings (think inasal, batchoy and cansi). This province also known for its vast sugar lands, hacienderos, and sweets turned out to be (on a recent visit) a haven for desserts. Here are some of our current favorites. No visit to Bacolod would be complete without stopping by Calea. The iconic bakeshop serving a dazzling array of over 50 desserts and pastries has been around for over 18 years and is considered a forerunner in the Bacolod dessert scene. Its super convenient location on Lacson St. (just across the L’Fisher Hotel) makes it the perfect spot to meet friends for coffee and a delicious slice of an old classic favorite, Chocolate Valrhona cake or Strawberry Chocolate Semifreddo Cake.

Further down the road on Lacson St., stands Pendy’s Snack Bar & Restaurant, an old local institution known for its homestyle cooked savory delights as well as its decadently rich, half-moon cake topped with an addicting custard like yema icing. Pendy’s pasalubong corner also boast a wide selection of good quality local sweets sourced out from nearby areas and provinces which includes Tita Grace’s original piaya from Silay that’s freshly delivered daily from the source shortly before lunch time.

Off Lacson on 6th Street, is another popular pastry and coffeeshop called Felicia’s that is well known for its sansrival, pili crumble and old style ensaimada that can definitely rival Manila’s best. The dense buttery version stays moist for a longer period of time.

Off the beaten track (near the reclaimed area), is the original Bailon’s storefront. A long standing local favorite that is well known for its thin and crispy piaya, that is fortunately also available at Pendy’s for really convenient one stop pasalubong shopping.

Parehos man bala sang Equitable kag PCI, naging Equitable PCI Bank, then ang Banco de Oro kag ang Equitable PCI Bank, nag merge to become BDO. :cheers:

MANILA, Philippines - The Philippines will be exporting more sugar to the United States (US) at a lower tax rate or tariff with the United States Trade Representative (USTR) giving the country additional quota allocations of 75,540 metric tons (MT), bringing to 204,367 MT the total country allocation for the year.
The country gets the second biggest share in the US sugar quota allocations this year, next to Brazil, which according to the Sugar Regulatory Administration (SRA) translates to 72,373.653 MT of shippable and commercial value tariff-rate quota (TRQ) sugar.
This quantity is in addition to the minimum amount to which the US is committed under the World Trade Organization (WTO) Uruguay Round Agreements.
TRQs allow countries to export specified quantities of a product to the US at a relatively low tariff, but subject all imports of the product above a pre-determined threshold to a higher tariff.
The 75,540 MT is on top of the 138,827 MT already assigned to the Philippines by the USTR.

Nuclear energy in Negros is not an option, several groups in the province said yesterday in reaction to Former Pangasinan Rep. Mark Cojuangco's call Monday for the establishment of nuclear power plants in the country, including Negros Occidental, to ensure cheaper electricity and to save the country from power shortages that will cripple its economic growth.
Cojuangco issued the call at a press conference at the Negros Occidental Provincial Capitol in Bacolod City, and Negros Occidental Gov. Alfredo Marañon Jr. said he supports the idea.
“Putting up a nuclear plant in Negros Island is like playing a game of Russian roulette or, to put it bluntly, it smacks of having a loaded gun placed in your head. And whoever is vouching or advocating for it should do it first,” Edwin Balajadia, Negros Environment Watch co-convenor and P hilippine Rural Reconstruction Movement-Negros area manager, said.
Bayan Muna Rep. Neri Colmenares also said he disagrees with the setting up of nuclear power plants in Negros Occidental and the rest of the country.
Nuclear power is very dangerous in countries like the Philippines because we are in the Pacific Ring of Fire where earthquakes are a common occurrence, he said.
“What we are advocating, though, is for renewable energy to be used, especially solar power as can be seen in House Bill 5405 or the One Million Solar Roofs Act. And of course support for our bill to repeal the EPIRA (Electric Power Industry Reform Act),” Colmenares said.
Cojuangco on Monday said wind and solar power will be too expensive to be imposed on the Filipino people at P25 to 50 per kilowatt hour.
Today wholesale electric power is sold between P4.50 and P5 per kilowatt hour, while nuclear power will cost half the amount, Cojuangco said.
“The issue of having access to cheap and adequate electric power as a precursor in spurring economic development must not be done to the detriment of the risk and safety of Negrenses,” Balajadia said.
Despite the advances in nuclear science and technology, there is still no “100 percent safe ground” when it comes to controlling and producing nuclear power, and in disposing nuclear wastes as shown in the experience of more technologically-advanced countries, he said.
“We disagree with Cojuangco's assessment that what happened in Fukushima, Japan in March last year strengthened the case for the reactivation of the Bataan Nuclear Plant or for the building of nuclear plants here in Negros. Rather the Fukushima incident, coming only a few decades from the Chernobyl and Three Mile Island nuclear plant incidents only bolstered our belief that existing nuclear power plants remain a grave threat to human safety and security, and thus, must be mothballed and a banned,” he added.
It is easy to say that while the Fukushima plant managed to withstand the dire effects of the quake and its resultant tsunami, it is not automatic to presume that the Bataan plant or other nuclear plants that maybe built here in Negros or elsewhere in the Philippines could also withstand such disastrous effects, Balajadia said.
Instead of resorting to nuclear power as the way forward out of our current energy crisis, Cojuangco and Marañon must focus on renewable energy such as solar power, hydro, wind, and biomass, he added.
Meanwhile, Francisco Puey, Clean and Renewable Energy Movement for Ecological Integrity convenor, said the energy crisis will surely hit Negros if not addressed as soon as possible, but his group is opposing nuclear, coal and fossil fuel generated power.
“The DOE (Department of Energy) is not acting with full force on our problem. It's not acceptable why they can afford to ignore renewable energy and prefer the dirtiest non-eco friendly coal fired and fossil fuel (barges) power plants. This is extremely ridiculous not only locally but to the whole world as well,' he said.
“How can this Aquino government claim they are supporting renewable energy when they are totally ignoring it? We cannot afford to be complacent because what they are doing to Mindanao will surely happen to Negros,” Puey said.
He said the renewable energy solutions for Negros are power from sugar mill biomass, hydro electric power plants, and support for the lobby for the passage of House Bill 5405 for one million solar rooftops in 10 years.*CPG

The 1-hectare sanitary landfill in Brgy. Felisa, Bacolod City is ready to operate, Bacolod Mayor Evelio Leonardia said yesterday.
He said it is estimated to last for three years, but the engineers say that if a rip-rap is placed to extend and make it higher, its lifespan could last for one or two years more.
The land area has another 1.5 hectares that can later also be converted into another sanitary landfill, which, they estimate, could last for another three to five years, he added.
The P32 million sanitary landfill was turned over Friday by Senando Santiago, president of A.L. Salazar Construction, to the Bacolod City Government represented by Leonardia during the ceremony and blessing in Brgy. Felisa.
The ceremonial turnover was witnessed by Department of Environment and Natural Resources officials led by Undersecretary for Operations Ernesto Adobo Jr.
Leonardia said that, based on the report of the DENR, the property which the city had purchased, is estimated to last for almost10 years if it is used effectively.
In the worst-case scenario that the segregation program will not be implemented on a 100 percent basis, the Materials Recovery Facility must be there to undertake the final screening of the garbage before it is thrown into the sanitary landfill, he said.
NO BETTER PLACE
Leonardia reiterated that the study of the DENR states that Bacolod City could not have chosen a better place for the sanitary landfill than where it is now. This had the endorsement of the Barangay Council of Felisa, he said.
Bacolod City Water District general manager Juliana Carbon also reiterated her assurances that their wells will not be affected by the presence of the sanitary landfill.
Leonardia said that if the ideal distance of a water well is 500 meters, the nearest BACIWA well is 1.2 kilometers away and is not being used.
Adobo pointed out that only 3 percent of local government units in the country are compliant with the sanitary landfill law, with only 24 in Luzon, 10 in the Visayas and four in Mindanao.
Leonardia said they expect the segregation program to be implemented at the barangay level. In the meantime that it is not yet perfected, they have to make sure that the MRF becomes very efficient and effective, so it will screen the garbage because they have to protect the sanitary landfill in order to prolong its lifespan, he said.
SIMILARITY AND QUALITY
He pointed out that there is a similarity in terms of quality between the contractors of the government center and the sanitary landfill.
Leonardia said the contractor of the government center constructed the Makati City Hall, while that of the sanitary landfill operates the San Mateo facility in Manila.
“In other words, in terms of the standards and the quality of our projects, we can say that those in Bacolod are at par with those of premier national projects like the Makati City Hall and San Mateo Landfill, and therefore, we are supposed to enjoy the quality of the job they have done here, in our government center and sanitary landfill,” Leonardia added.*CGS

The Central Negros Electric Cooperative Inc. has announced that the new residential average rate for April 2012 is P8.95/kilowatt-hour, inclusive of the 12 percent value added tax, a press release from the power coop said.
In the press release, Ceneco explained the decrease as “the causal effect of the normalization of the power transmission lines, and not a rate reduction”.
It also said the P1.64 decrease from last month’s P10.60/kWh rate was due to the reduction in the generation system charge of P1.3904; increase in the transmission system charge, P0.0337; decrease in the systems loss charge, P0.2000, hike in the lifeline rate subsidy, P0.0220; increase in senior citizen subsidy, P0.0002; and a mandatory rate reduction of P0.0408.
For April, the total decrease on charges dropped to P1.4937, while that of the EVAT is P0.1511, resulting to a total decrease of P1.6448, the press release added.
Residential consumers with power usage of more than 80 kWh will have a basic rate of P8.2341, excluding VAT charges and other adjustments, the press release also said.
It added that since it is just a power distributor and has the obligation to pay its power suppliers, consumers should pay their electricity bills on time to avoid disconnection, it added.*

A resolution urging the City Tourism Office, through the Office of the Mayor, involving resorts in Bacolod City is being sponsored by Councilor Em Ang.
The resolution is urging the strict observance of the general rules on the operation and management of resorts, hotels, tourists inns, motels, apartels, pensions houses and other accommodation establishments, specifically pertaining to lifeguard and security, medical services and precautionary measures.
It cited the “Rules and Regulations to Govern the Accreditation of Hotels, Tourist Inns, Motels, Apartels, Resorts, Pension Houses and other accommodation establishments” promulgated by the Department of Tourism.
It said many tourists and local residents flock to resorts and other recreational establishments especially during the summer season.
In order to immediately attend to major and minor accidents which may occur within the premises of a resort, medical services and medicines should be made available, it said.
Efficient management and operation must be observed by resorts and other recreational establishments in Bacolod City to ensure the welfare of tourists and local residents and to make Bacolod City a tourist-friendly tourist destination, the resolution added.*CGS

Negros Occidental competing
for DA ‘Rice Achiever’s’ award
Negros Occidental is one of the 16 provinces evaluated by the Department of Agriculture national office for the top 10 provinces in the Agri-Pinoy Rice Achiever’s Award along with Larry Nacionales, DA-VI director said yesterday.
Nacionales said Negros Occidental and Iloilo are the representatives of Western Visayas for the Award.
Moises Padilla town also qualified for the top 50 municipalities and cities in the same award, along with three agricultural extension workers from Kabankalan City, San Carlos City, and Moises Padilla, he said.
The AEWs are Melba Bañares of Kabankalan, Marianita Latoza of San Carlos, and Ramonita Ronquillo of Moises Padilla.
Winners of the award will have an additional P5 million budget for DA projects for the province, P1million for the winning LGU, and P20,000 for the AEWs.
The award aims to identify and recognize top performing local government units in the rice industry, sustain awareness and commitment of LGUs to the rice self-sufficiency program of DA and to attain national rice self-sufficiency, Nacionales also said.
Based on the report of the Office of the Provincial Agriculturist, Negros Occidental was 96 percent sufficient in rice production as of last year.
Edna Garde, manager of the Farmers Information and Technology Services Center said the growth of the rice sufficiency level is credited to all local farmers who applied their knowledge and technology in rice farming and the thrust of Gov. Alfredo Marañon Jr. for food security.*LTG

prestigious FIFA (Federation Internationale de Football Association) hierarchy.
"It is an honor to represent our country in a prestigious global organization like FIFA considering that
Filipinos today are becoming one of the most passionate enthusiasts of football in this part of the world,
" Puentevella said. He likewise expressed gratitude to the Philippine Football Federation (PFF) through its
president Mariano Araneta for their favorable endorsement of his appointment.
The Marketing and Television Committee is headed by Marios Lefkaritis of Cyprus as chair and
Ricardo Terra Teixeira of Brazil as vice chair with 13 other member-nations including the Philippines.
This is Puentevella’s second appointment to one of FIFA’s powerful committees. He earlier served
for four years as member of the Media Committee of the Asian Football Confederation (AFC).
The conference attended by Puentevella in Zurich discussed, among others, key issues involving social media
and football, as well as, media rights in continents like Oceania, Africa, North and Central America,
South America, Europe and Asia.
The next meeting of the Organizing Committee is scheduled on September 26, 2012.*

average rate decreases
The Central Negros Electric Cooperative Inc. has announced that the new residential average rate for April 2012 is P8.95/kilowatt-hour, inclusive of the 12 percent value added tax, a press release from the power coop said.
In the press release, Ceneco explained the decrease as “the causal effect of the normalization of the power transmission lines, and not a rate reduction”.
It also said the P1.64 decrease from last month’s P10.60/kWh rate was due to the reduction in the generation system charge of P1.3904; increase in the transmission system charge, P0.0337; decrease in the systems loss charge, P0.2000, hike in the lifeline rate subsidy, P0.0220; increase in senior citizen subsidy, P0.0002; and a mandatory rate reduction of P0.0408.
For April, the total decrease on charges dropped to P1.4937, while that of the EVAT is P0.1511, resulting to a total decrease of P1.6448, the press release added.
Residential consumers with power usage of more than 80 kWh will have a basic rate of P8.2341, excluding VAT charges and other adjustments, the press release also said.
It added that since it is just a power distributor and has the obligation to pay its power suppliers, consumers should pay their electricity bills on time to avoid disconnection, it added.*

Marañon said La Carlota is privileged because a lot of nationally and locally funded projects were poured into the city.
He envisioned that La Carlota will soon become the science-city of the Visayas.
There will be a joint project by the Provincial Government and the University of the Philippines-Los Baños for a dairy project that will produce more fresh milk for the city, district and the province.
In July, there will be 120 cattle that will be placed in La Granja, La Carlota City

THE PHILIPPINES has received an additional raw sugar quota of 72,374 metric tons (MT) from the United States, the Sugar Regulatory Administration (SRA) said today.
In a statement, the sugar board said that the Office of the US Trade Representative announced last Thursday the additional allocation under its tariff-rate quota (TRQ) scheme for imported raw cane sugar.
The TRQ scheme allows countries to export specified quantities of a product to the US at a low tariff.
This extra allotment will add to the country’s regular sugar quota this year of 138,827 MT, bringing the amount to a total of 211,201 MT.
Last crop year, the country exported 212,505 MT of sugar to the US.

The Provincial Veterinary Office of Negros Occidental will distribute the P3.6 million worth of gilts to all hog raisers association and breeding centers in the province Friday under the Provincial Animal Genetic Improvement Program on Swine, Catheryn Narez, livestock coordinator said yesterday that, PVO will disperse 200 gilts that cost P18,000 each and the turnover will be held at the DC Cruz Showroom, in Brgy. Taloc, Bago City.
She said they chose the Pig Improvement Company’s gilts because of the animals’ higher size, higher wearing weight, and good mavering ability. The farm’s meat products are also of high quality with low back fat thickness, she added

to attend cassava training
The Office of the Provincial Agriculturist will conduct a training on Cassava Technology Production and Promotion for the program implementers of Local Government Units that aims to integrate corn livestock and poultry farming system and to enhance their skills and knowledge on corn production in Negros Occidental.
Armando Abaño, OPA corn specialist, yesterday said the pilot barangays from 26 LGUs will be the participants in the training on May 30 and June 1.
Abaño said the province wants to improve production of cassava to support the livestock and poultry industry, as one of the ingredients of the feed requirement of the animals.
“We need to enhance the production systems and promote it to all areas in the province to meet the demand and to help boost the increasing population farm animals,” he said.
The training aims to teach farmers the benefits of growing cassava and to strategize the production and promotion activities in the pilot areas in the province. It is funded by the province, the Department of Agriculture-Regional Field Unit 6, LGU’s, and pilot barangays, Abaño added.
The pilot barangays whose representatives will participate are from the cities of Sipalay, Kabankalan, Bago, Silay, Cadiz, Sagay, San Carlos, Escalante, and the towns of Hinobaan, Cauayan, Candoni, Ilog, Himamaylan, Isabela, Moises Padilla, La Castellana, Murcia, E.B. Magalona, Manapla, Calatrava, Toboso, and Don Salvador Benedicto. *LTG

BACOLOD City - The chairperson of the Commission on Audit (COA) scored the local media here for what she claimed as undue criticism which forced her to inhibit from the review of the Capitol-Ayala Land Inc. land deal.
COA chief Maria Gracia Pulido Tan claimed she inhibited herself from the deliberation of the case due to the malicious insinuations hurled against the commission and her person by the local media in Negros Occidental.
While the accusations are untrue, Tan feels that she can no longer be objective.
Tan explained why she inhibited from the issue in the April 23, 2012 letter of Commission secretary Fortunata Robico to Atty. Gilbert Kintanar, chief executive staff of Office of the COA Chairperson.
The letter was in line with the “re-inspection, re-appraisal for the reasonableness of lots/lands located at Barangay/Bacolod City for disposal through public auction/sale by the provincial government of Negros Occidental.”
It added that the Commission Proper (CP) took note of the appraisal/ valuation report dated April 11, 2012 submitted by the Technical Audit Team.
The letter stated that the “CP instructed the Legal Services Sector to require Governor Alfredo Maranon to comment on the letter dated March 19, 2012 of Atty. Lorenzo Alminaza, counsel for Manuel Villadelgado Jr., who brought to the attention of the Commission the pending case before the Regional Trial Court pertaining to the ownership of Lot 403 which is allegedly included in the proposed sale/rental submitted to the Commission for approval.”
The letter also said that the CP noted the Deed of Conditional Sale and the Contract of Lease submitted for approval were unsigned, “contrary to the requirement that the contract to be submitted must be signed by the local chief executive.”
Maranon said the Villadelgado case has long been resolved and the provincial government has established ownership of the said property in question. The documents submitted to the COA for review were unsigned as that is the procedure.
Maranon added that he has already made the letter in answer to the points raised by COA.
The governor said it won’t be long and the COA will render its approval of the contract.Category: For Negros

1. Why did the COA take so long to take appropriate action on the deal wherein the agency is mandated by the Constitution, no less, to act within 60 days after receipt of the notice?
2. Why did, after numerous letters sent by the province, COA not have sent at least a letter of recognition of receipt as an act of courtesy man lang tani that they are working on the issue?

Ngaa bi nagpa-press release pa sila with matching unveiling of the plan for the Ayala Capitol Civic Center kun kabalo man sila nga basi kasuhan ta sang SM, etc. etc.
4. COA Central Office is effectively saying that the COA office in Negros is incompetent because they had to review the deal all over again even after it was endorsed to the office in Metro Manila. What? A constitutional agency can't even designate the work with its sub-offices?
5. This whole brouhaha started when national media already picked this up and COA had no choice but to end its cold shoulder approach kay people are already starting to get suspicious that they haven't acted on it for almost a year.

Major General Darryll Wong, Adjutant General of Hawaii and former Director of the State Civil Defense of the United States officiated at the groundbreaking ceremony of the national SMC-Petron Bacolod Disaster Preparedness Relief Center in Bacolod City yesterday.
Wong, who was the guest of honor, said the state of Hawaii hopes to partner with Bacolod as far as disaster preparedness is concerned after the center has been built.
He said that with the center, Bacolod and Negros will be prepared to respond to calamities immediately so disaster can be prevented and lives and properties are saved.
Benito Ramos, executive director of the National Risk Reduction Management Council, said that the launching of the center is timely especially that the country is celebrating the disaster preparedness month in July.
He said it will benefit not only the people of Bacolod but also the residents of Negros Oriental and Occidental and even of the neighboring provinces.
Chief Supt. Gil Hitosis, head Directorate for Police Community Relations of Camp crame said that PNP is conducting different response drills to raise awareness among the public and policemen can also train at the center.
Also present was AFP Vice Chief of Staff Lt. Gen. Raymuno Mapagu.
Bacolod Rep. Anthony Golez said the center, which is worth P6 to P8 million will be completed within eight months and is expected to provide support to different local government units in case of disasters and other emergencies.
Golez said that the staff of the center will also provide trainings for emergency response, relief assistance, paramedic services, and other logical requirements necessary in disaster preparedness

4. COA Central Office is effectively saying that the COA office in Negros is incompetent because they had to review the deal all over again even after it was endorsed to the office in Metro Manila. What? A constitutional agency can't even designate the work with its sub-offices?
5. This whole brouhaha started when national media already picked this up and COA had no choice but to end its cold shoulder approach kay people are already starting to get suspicious that they haven't acted on it for almost a year.

In line with the celebration of Earth Day, the Institute for Negros Development and BALAYAN of the University of St. La Salle (USLS) recently hosted talks on Disaster Risk Reduction and "Green Business, Green Jobs."
The talks on both topics were simultaneously conducted on April 20 at the MM Auditorium and Santuario De La Salle with the participation of students, teachers from different schools and institutions, government employees and non-government organizations in the province.
The talks highlighted the importance of safety and how business could impact the environmental development in the community.
"The celebration and campaign towards the preservation of our environment is not confined only on one day but it should be continuous and over-all," Renato Bañas, secretariat of Earth Day 2012 Bacolod, said.

The Commission on Audit (COA) has criticized the Bacolod media for its "malicious insinuation" against chairperson Ma. Gracia Pulido-Tan on her role in the nine-month delay of the review and approval or disapproval of the contracts between the Negros Occidental provincial government and Ayala Land.
The media reported that the law firm of Tan’s husband is providing legal services to the Sy family, which owns rival SM Prime Holdings, which is ques-tioning in court the contracts awarded to Ayala Land on the sale and lease of 7.7-hectare prime property in Bacolod.
COA Director IV Fortu-nata Rubico said Tan inhibited herself from the deliberation of the case due to what the commissioner calls "malicious insinuations" hurled against the COA and her person by the "local media" in Negros Occidental.
While untrue, Tan feels that she can no longer be objective (on the case), Rubico added.
Rubico’s statement was stated in her memorandum dated April 23 to Gilbert Kintanar, chief executive staff of Tan, that quoted the minutes of the COA-Commission Proper’s regular meeting on April 12.
COA is reviewing the purchase and lease contracts between the Provincial Capitol and Ayala Land on the 7.7-hectare prime property in Bacolod.
In reaction to Tan’s statement, Governor Alfredo Marañon Jr. yesterday said, "It’s for her (Tan) to analyze if the allegation is true or not. Only she can answer that."
Marañon is blaming the COA for its delay in deciding on the review of the sale and lease contracts. The delay had prompted the Provincial Capitol to "de-prioritize" the project called the Capitol Civic Center, with P6 billion in investments.
Ayala Land has also decided to "de-prioritize" the project so it can focus on its other development plans and projects in Negros Occidental.
Rubico’s memorandum further stated that the COA-CP "noted some questionable provisions in the Deed of Conditional Sale and Contract of Lease" of the said property but no elaboration was provided, nor specific provisions cited.
The memorandum also noted that the contracts for sale and lease submitted to COA for approval were unsigned.
But Marañon said they did not sign it purposely because it was still a "draft," and subject to review by COA.
"If we had signed it, COA might say we have already consummated the contracts because it bore our signatures," the governor said in vernacular.
Rubico further said in the memorandum that the COA-CP ordered its Legal Service Sector to require Marañon to comment on the letter of Lorenzo Alminaza, counsel for Manuel Villadelgado, who had brought it to the COA attention, the pending court cases pertaining to the ownership of Lot 403, that is allegedly included in the proposed sale and rental agreement submitted to the COA for approval.
Marañon said the Provincial Capitol has submitted its reply to COA on Alminaza’s letter. In fact, when the technical team was here to evaluate and re-appraise the property, the Provincial Legal Office had given them a copy of the court decision favoring it on the case against Villadelgado.
The governor said the Provincial Capitol has complied with all the requirements asked by COA so he is "very confident" that the Commission will release its decision soon, favoring the provincial government. "This project is for the good of Negros Occidental and for the whole country," Marañon said.*

The Bacolod Sanitary Landfill has started operating after the official turn-over of the project by the constructor to the city government. This will be the official dumpsite of garbage collected all over the city. It is estimated serviceable 3 to 5 years. The important key factor that will determine the life span of the sanitary landfill is the segregation of garbage right from the households or establishment. Thus,Mayor Evelio Leonardia emphasized to urge the constituents to segregate garbage so that these will not destroy the machine in the sanitary landfill that will crush the garbage. He also said garbage segregation is separating the biodegradables from the non-biodegradables, and recyclables.
DENR officials present during the turn over ceremony over the weekend, estimated the life span of the sanitary landfill to run up to 10 years if properly used.
Leonardia also cited the support of the barangay officials having passed a resolution accepting the establishment of sanitary landfill in the baran-gay.
Also, BACIWA general manager Atty. Julie Carbon has certified that there is no problem with the sanitary landfill in the area because the location is far from the BACIWA wells. Had BACIWA and DENR assessed that the sanitary landfill is hazardous to the public health, then we will leave the area, Leonardia stressed. Therefore the barangays have big roles and responsibility in making the sanitary landfill serve for a longer time.
They should implement the "no segregation, no collection" as a garbage policy.
The standard of Bacolod Sanitary landfill is comparable to the sanitary landfill in San Mateo, Rizal, since both were constructed by the same contractor, Same with the new government center of Bacolod City and the Makati City Hall, having the same contractor - the Hilmark Construction.
Therefore, we are at par with other big cities insofar as these projects are concerned, Leonardia said.*

4. COA Central Office is effectively saying that the COA office in Negros is incompetent because they had to review the deal all over again even after it was endorsed to the office in Metro Manila. What? A constitutional agency can't even designate the work with its sub-offices?
5. This whole brouhaha started when national media already picked this up and COA had no choice but to end its cold shoulder approach kay people are already starting to get suspicious that they haven't acted on it for almost a year.

USLS is getting crowded and crowded as the population increases...to add to this, are the new courses that are being added w/c will surely require new facilities and buildings. Even that photo above showing the coliseum, it's 8K+ capacity isn't enough to hold the 12K+ population of the university, excluding the faculties. They should think of long-term plans or they will suffer the same fate w/ DLSU-Taft. I just hope the plans for the transfer of USLS-IS would materialize soon. :) As to the coliseum, it is impossible to expand the facility horizontally but very feasible to expand vertically just like the MOA Arena. :cheers:

BACOLOD City - The chairperson of the Commission on Audit (COA) scored the local media here for what she claimed as undue criticism which forced her to inhibit from the review of the Capitol-Ayala Land Inc. land deal.
COA chief Maria Gracia Pulido Tan claimed she inhibited herself from the deliberation of the case due to the malicious insinuations hurled against the commission and her person by the local media in Negros Occidental.
While the accusations are untrue, Tan feels that she can no longer be objective.
Tan explained why she inhibited from the issue in the April 23, 2012 letter of Commission secretary Fortunata Robico to Atty. Gilbert Kintanar, chief executive staff of Office of the COA Chairperson.
The letter was in line with the “re-inspection, re-appraisal for the reasonableness of lots/lands located at Barangay/Bacolod City for disposal through public auction/sale by the provincial government of Negros Occidental.”
It added that the Commission Proper (CP) took note of the appraisal/ valuation report dated April 11, 2012 submitted by the Technical Audit Team.
The letter stated that the “CP instructed the Legal Services Sector to require Governor Alfredo Maranon to comment on the letter dated March 19, 2012 of Atty. Lorenzo Alminaza, counsel for Manuel Villadelgado Jr., who brought to the attention of the Commission the pending case before the Regional Trial Court pertaining to the ownership of Lot 403 which is allegedly included in the proposed sale/rental submitted to the Commission for approval.”
The governor said it won’t be long and the COA will render its approval of the contract.Category: For Negros

You mean, those who come to study english? I don't think they are included in the 12K population. hahaha. I myself forgot to include them. And the number is actually constantly changing since they only stay there for a short period of time, months i guess. All I can say is, there are plenty of them in la salle. :)
There are also Koreans who really study in la salle and take-up BS/AB courses.
Anyway, OT....I remember chatting with a Korean friend before, who is now back in Korea, she told me that she really want to live here in Bacolod and she really love the lifestyle here. She even told me that after finishing her degree in Korea, she will marry a Filipino guy so she could stay here permanently. :lol: She said, she loved the food, the people...She told me that in Korea, people are busy in competing w/ each other (that's why damu koreans nga gparetoke) :lol::ohno:...Even until now, her facebook statuses talks of how she misses the Philippines. :)

^^ Sounds familiar. I had a short stint at Phil-Korea La Salle, about a couple of months when I had too few units during college. My student also wanted to live here because she loved the food and everything else Bacolod. Maybe BCD is better off pursuing lifestyle tourism instead of just food tourism. Because tourists who have stayed here just don't fall in love with the food, they fall in love with the lifestyle. :)

The Commission on Audit (COA) has criticized the Bacolod media for its "malicious insinuation" against chairperson Ma. Gracia Pulido-Tan on her role in the nine-month delay of the review and approval or disapproval of the contracts between the Negros Occidental provincial government and Ayala Land.
The media reported that the law firm of Tan’s husband is providing legal services to the Sy family, which owns rival SM Prime Holdings, which is ques-tioning in court the contracts awarded to Ayala Land on the sale and lease of 7.7-hectare prime property in Bacolod.
COA Director IV Fortu-nata Rubico said Tan inhibited herself from the deliberation of the case due to what the commissioner calls "malicious insinuations" hurled against the COA and her person by the "local media" in Negros Occidental.
While untrue, Tan feels that she can no longer be objective (on the case), Rubico added.
Rubico’s statement was stated in her memorandum dated April 23 to Gilbert Kintanar, chief executive staff of Tan, that quoted the minutes of the COA-Commission Proper’s regular meeting on April 12.
COA is reviewing the purchase and lease contracts between the Provincial Capitol and Ayala Land on the 7.7-hectare prime property in Bacolod.
In reaction to Tan’s statement, Governor Alfredo Marañon Jr. yesterday said, "It’s for her (Tan) to analyze if the allegation is true or not. Only she can answer that."
Marañon is blaming the COA for its delay in deciding on the review of the sale and lease contracts. The delay had prompted the Provincial Capitol to "de-prioritize" the project called the Capitol Civic Center, with P6 billion in investments.
Ayala Land has also decided to "de-prioritize" the project so it can focus on its other development plans and projects in Negros Occidental.
Rubico’s memorandum further stated that the COA-CP "noted some questionable provisions in the Deed of Conditional Sale and Contract of Lease" of the said property but no elaboration was provided, nor specific provisions cited.
The memorandum also noted that the contracts for sale and lease submitted to COA for approval were unsigned.
But Marañon said they did not sign it purposely because it was still a "draft," and subject to review by COA.
"If we had signed it, COA might say we have already consummated the contracts because it bore our signatures," the governor said in vernacular.
Rubico further said in the memorandum that the COA-CP ordered its Legal Service Sector to require Marañon to comment on the letter of Lorenzo Alminaza, counsel for Manuel Villadelgado, who had brought it to the COA attention, the pending court cases pertaining to the ownership of Lot 403, that is allegedly included in the proposed sale and rental agreement submitted to the COA for approval.
Marañon said the Provincial Capitol has submitted its reply to COA on Alminaza’s letter. In fact, when the technical team was here to evaluate and re-appraise the property, the Provincial Legal Office had given them a copy of the court decision favoring it on the case against Villadelgado.
The governor said the Provincial Capitol has complied with all the requirements asked by COA so he is "very confident" that the Commission will release its decision soon, favoring the provincial government. "This project is for the good of Negros Occidental and for the whole country," Marañon said.*

ILOILO CITY (PIA6) -- A number of programs and projects are being pursued in Western Visayas that support the thrust of the government to promote inclusive growth.
Inclusive growth is the main goal of national development spelled out in the Philippine Development Plan for 2011-2016. It is growth that sustains, creates jobs, and reduces poverty. Government programs and projects such as the ones being implemented in the region are in line with this thrust.
These include the following:
1) The P11.2-billion Jalaur River Multi-Purpose Project Stage II -- P450 million has been released for pre-engineering works on the project.
Some 32,000 hectares of farmlands involving 783,000 farmers in Iloilo stand to benefit from the irrigation project, which is expected to further boost the capability of the province to produce rice which it is already having in surplus. Construction of the project will also create more than 10,000 new jobs as well as new livelihood opportunities.
The subsequent phase of the project will include a power generation and water supply component.
2) Priority Infrastructure Projects of the Department of Public Works and Highways (DPWH) in Iloilo worth P2.4 billion. Already started, these include the Metro Iloilo Radial Road – P217 million; Iloilo Circumferential Road – P1.7 billion; widening of Jaro-Leganes Road – P423 million; construction of Hechanova Street to Diversion Road – P173.60 million; Esplanade (widening of Trenas Boulevard) – P70 million. The projects are intended to support the economic development agenda of President Aquino and spur Iloilo’s economic growth.
3) The recently inaugurated P200-million Iloilo Rice Processing Complex located in Pototan, Iloilo which was funded by the Korean Government through its Korean International Cooperation Agency and is expected to boost Iloilo’s rice output through efficient processing and post-harvest handling in support to government’s rice self-sufficiency efforts.
4) Call Centers in Bacolod City employing about 12,147 workers in the city and Negros Occ. and infusing more than P146 million monthly in money circulation here. In fact, many call centers are in need of more workers for their expansion.
At the latest update from DTI, there are about five big call centers and five more small ones for a total of 10. Including the medical transcription, medical coding, tourism operator, and business transcription, Bacolod has a total of 13 ICT firms existing in the city.
5) The P704.2-million Capiz Circumferential Road Project whose recent ground breaking was led by DPWH Secretary Rogelio L. Singson. The project, which spans 19.86 kilometers, aims to provide fast and reliable support transport system between urban centers and depressed rural municipalities, promote tourism, increase economic activities and upgrade the standards of people living in areas of Capiz covered by it.
As part of the project, four bridges will be constructed in the Cadimahan River 1 (120 meters), Cadimahan River 2 (50meters), Panay River 1 (125 meters) and Panay River 2 (70 meters).
6) Construction of two new bridges in the island province of Guimaras worth P64.181-million, which were conceived to support the tourism industry as well as other socio-economic development efforts in the island province. The projects which fall under the President’s Bridge Program, include Mantasic Bridge, P32.474 million and Bugnay Bridge, P31.707 million, both in the municipality of San Lorenzo.
7) Construction of the P910-million national road linking Antique-Iloilo which is almost complete. The project involves construction and improvement of 29.95 kilometers road network traversing the towns of Anini-y, Dao and Hamtic in Antique. It also involves the construction of 10.80 linear meter bridge and approaches and rehabilitation of four bridges.
The project aims to provide access roads from the rural areas of Antique to Panay major arterial road links to promote and sustain regional industries and agricultural activities. This will also uplift the living conditions of the Antiqueños to mainstream progress and development.
The project is Package 9 of the Rural Road Network Development Project, Phase III and funded by the Japan International Cooperation Agency (JICA) –Official Development Assistance (ODA) loan.
8) Road widening projects especially in the western side of Aklan leading to the world-famous tourist destination, Boracay Island off Caticlan in Malay town.
There are also other development projects being implemented by various government agencies in the province in line with the national development thrusts.
9) Distribution of some P43 million worth of farm machineries, programs, projects and financial support to local government unit and farmers' organizations in Capiz as part of the P171.37 million worth of food security and rice self-sufficiency projects committed by President Aquino to the province.
10) Expansion of government’s social or anti-poverty programs and projects in the region. The Pantawid Pamilyang Pilipino Program (4Ps) and KALAHI-Comprehensive and Integrated Delivery of Social Services (CIDSS) programs will expand coverage in 37 more towns and cities in Western Visayas.
To date, there are already 118 local government units out of 133 covered by the Pantawid Pamilya, with 266,591 households served.
DSWD-6 Information Officer May Castillo said KALAHI-CIDSS is in 34 localities, while the sustaining SEA-K is in all LGUs.
As of the first quarter of this year, the government has poured some P3 billion to anti-poverty programs and projects in the region, and in effect benefiting more than 500,000 families and individuals through supplemental feeding, social pension, 4Ps, SEA-K, KALAHI-CIDSS, and Cash/Training for Work. News feature: W.Visayas pursues inclusive growth

ILOILO CITY (PIA6) -- A number of programs and projects are being pursued in Western Visayas that support the thrust of the government to promote inclusive growth.
Inclusive growth is the main goal of national development spelled out in the Philippine Development Plan for 2011-2016. It is growth that sustains, creates jobs, and reduces poverty. Government programs and projects such as the ones being implemented in the region are in line with this thrust.
These include the following:
1) The P11.2-billion Jalaur River Multi-Purpose Project Stage II -- P450 million has been released for pre-engineering works on the project.
Some 32,000 hectares of farmlands involving 783,000 farmers in Iloilo stand to benefit from the irrigation project, which is expected to further boost the capability of the province to produce rice which it is already having in surplus. Construction of the project will also create more than 10,000 new jobs as well as new livelihood opportunities.
The subsequent phase of the project will include a power generation and water supply component.
2) Priority Infrastructure Projects of the Department of Public Works and Highways (DPWH) in Iloilo worth P2.4 billion. Already started, these include the Metro Iloilo Radial Road – P217 million; Iloilo Circumferential Road – P1.7 billion; widening of Jaro-Leganes Road – P423 million; construction of Hechanova Street to Diversion Road – P173.60 million; Esplanade (widening of Trenas Boulevard) – P70 million. The projects are intended to support the economic development agenda of President Aquino and spur Iloilo’s economic growth.
3) The recently inaugurated P200-million Iloilo Rice Processing Complex located in Pototan, Iloilo which was funded by the Korean Government through its Korean International Cooperation Agency and is expected to boost Iloilo’s rice output through efficient processing and post-harvest handling in support to government’s rice self-sufficiency efforts.
4) Call Centers in Bacolod City employing about 12,147 workers in the city and Negros Occ. and infusing more than P146 million monthly in money circulation here. In fact, many call centers are in need of more workers for their expansion.
At the latest update from DTI, there are about five big call centers and five more small ones for a total of 10. Including the medical transcription, medical coding, tourism operator, and business transcription, Bacolod has a total of 13 ICT firms existing in the city.
5) The P704.2-million Capiz Circumferential Road Project whose recent ground breaking was led by DPWH Secretary Rogelio L. Singson. The project, which spans 19.86 kilometers, aims to provide fast and reliable support transport system between urban centers and depressed rural municipalities, promote tourism, increase economic activities and upgrade the standards of people living in areas of Capiz covered by it.
As part of the project, four bridges will be constructed in the Cadimahan River 1 (120 meters), Cadimahan River 2 (50meters), Panay River 1 (125 meters) and Panay River 2 (70 meters).
6) Construction of two new bridges in the island province of Guimaras worth P64.181-million, which were conceived to support the tourism industry as well as other socio-economic development efforts in the island province. The projects which fall under the President’s Bridge Program, include Mantasic Bridge, P32.474 million and Bugnay Bridge, P31.707 million, both in the municipality of San Lorenzo.
7) Construction of the P910-million national road linking Antique-Iloilo which is almost complete. The project involves construction and improvement of 29.95 kilometers road network traversing the towns of Anini-y, Dao and Hamtic in Antique. It also involves the construction of 10.80 linear meter bridge and approaches and rehabilitation of four bridges.
The project aims to provide access roads from the rural areas of Antique to Panay major arterial road links to promote and sustain regional industries and agricultural activities. This will also uplift the living conditions of the Antiqueños to mainstream progress and development.
The project is Package 9 of the Rural Road Network Development Project, Phase III and funded by the Japan International Cooperation Agency (JICA) –Official Development Assistance (ODA) loan.
8) Road widening projects especially in the western side of Aklan leading to the world-famous tourist destination, Boracay Island off Caticlan in Malay town.
There are also other development projects being implemented by various government agencies in the province in line with the national development thrusts.
9) Distribution of some P43 million worth of farm machineries, programs, projects and financial support to local government unit and farmers' organizations in Capiz as part of the P171.37 million worth of food security and rice self-sufficiency projects committed by President Aquino to the province.
10) Expansion of government’s social or anti-poverty programs and projects in the region. The Pantawid Pamilyang Pilipino Program (4Ps) and KALAHI-Comprehensive and Integrated Delivery of Social Services (CIDSS) programs will expand coverage in 37 more towns and cities in Western Visayas.
To date, there are already 118 local government units out of 133 covered by the Pantawid Pamilya, with 266,591 households served.
DSWD-6 Information Officer May Castillo said KALAHI-CIDSS is in 34 localities, while the sustaining SEA-K is in all LGUs.
As of the first quarter of this year, the government has poured some P3 billion to anti-poverty programs and projects in the region, and in effect benefiting more than 500,000 families and individuals through supplemental feeding, social pension, 4Ps, SEA-K, KALAHI-CIDSS, and Cash/Training for Work. I think the Hotel del Rio Convention Center proposed here is the vacant lot in front of the former Hotel Alhambra that is undergoing upgrading and facelift. Thank you once again for the info here eskaryote, gives light to the previously very silent developments. :)

Negros family boosts PBCom capital
MANILA, Philippines—Philippine Bank of Communications is getting a fresh equity infusion of P800 million from the Jalandoni group, a low-key Negrense family.
The Jalandoni group will buy new shares in the bank at P27.88 per share, the same price at which the group of former Trade Minister Roberto V. Ongpin acquired a controlling stake in the bank, according to a disclosure to the Philippine Stock Exchange on Wednesday.
The disclosure said PBCom’s board had approved the acceptance of deposit for future subscription from the Jalandoni group in the amount of P800 million. The family hails from the sugar-producing province of Negros Occidental.

Thank you for the post eskaryote! Been lurking and reading development posts at Roxas Thread lately. Roxas City's development is impressive, looking much like Bacolod City in its very effecient development and urban planning program. Kudos Roxas City! :cheers:
I think the Hotel del Rio Convention Center proposed here is the vacant lot in front of the former Hotel Alhambra that is undergoing upgrading and facelift. Thank you once again for the info here eskaryote, gives light to the previously very silent developments. :)

Major General Darryll Wong, Adjutant General of Hawaii and former Director of the State Civil Defense of the United States officiated at the groundbreaking ceremony of the national SMC-Petron Bacolod Disaster Preparedness Relief Center in Bacolod City yesterday.
Wong, who was the guest of honor, said the state of Hawaii hopes to partner with Bacolod as far as disaster preparedness is concerned after the center has been built.
He said that with the center, Bacolod and Negros will be prepared to respond to calamities immediately so disaster can be prevented and lives and properties are saved.
Benito Ramos, executive director of the National Risk Reduction Management Council, said that the launching of the center is timely especially that the country is celebrating the disaster preparedness month in July.
He said it will benefit not only the people of Bacolod but also the residents of Negros Oriental and Occidental and even of the neighboring provinces.
Chief Supt. Gil Hitosis, head Directorate for Police Community Relations of Camp crame said that PNP is conducting different response drills to raise awareness among the public and policemen can also train at the center.
Also present was AFP Vice Chief of Staff Lt. Gen. Raymuno Mapagu.
Bacolod Rep. Anthony Golez said the center, which is worth P6 to P8 million will be completed within eight months and is expected to provide support to different local government units in case of disasters and other emergencies.
Golez said that the staff of the center will also provide trainings for emergency response, relief assistance, paramedic services, and other logical requirements necessary in disaster preparedness
