Developer reports 55% take-up in Negros project

Posted on 08:37 PM, February 03, 2010 [ BusinessWorld Online ]

BACOLOD CITY -- The country’s top developer has sold 55% of the lots in the first phase of Verdana Homes Asyana, its second mid-market residential subdivision in Talisay, Negros Occidental.

Ayala Land, Inc. Negros head Therese Borromeo said the company has delivered its committed facilities and would continue to improve three projects, including the high-end Ayala North Point and Plantazionne, the firm’s first Verdana Homes development in the province.

Following its launch last August, Asyana has sold 63 of 114 lots.

The first phase development, already 30% completed last year, features a landscaped walkway and a jogging path, and a Wind Park for residents to enjoy outdoor breeze, and space that will complement the facilities of the future clubhouse.

Roads, pipe-laying, and entrance landscaping are already in place.

Developments scheduled for 2010 are the construction of a Balinese-inspired clubhouse, landscaping of village parks, and construction of the power supply facility.

Asyana, which has an “Asian Contemporary” theme, is clustered with the Ayala North Point and Plantazionne villages, and will have swimming pools, a multipurpose covered court, a social hall, gym, and play area. Also in the vicinity is the preschool and sports stadium of St. John’s Institute. It is five minutes away from Bacolod. Next to Talisay is Silay City, where the airport is situated.

Ms. Borromeo earlier said Phase 4 of Verdana Homes Plantazionne is already 98% complete and has only 20 lots available.

Last year, Ayala Land sold more than 100 lots from its three residential subdivisions in Talisay, surpassing its goals last year, she said.

The company has also built a first-of-its-kind facility in Negros, the Wetlands Project. The project, which gets energy from the sun, is a natural treatment to reduce pollution levels of wastewater from residences within the subdivisions. -- Nanette L. Guadalquiver

A good indication that Bacolod's economy is growing as well as the whole province in general.

STATE OF THE PLANET
2000, BBC/Discovery Channel Co-Production
Special Jury Award Jackson Hole 2003

Everywhere you turn there is confusion about the current situation of our planet; with talk of rainforest destruction, global warming, extinction of species, rising sea levels and drought. David Attenborough presents a programme that delves into the current state of the planet as he journeys across the globe to demystify what is happening to the planet as a result of human destruction. His quest takes him on a truly global trail, from Kenya to Ecuador, from the Philippines and the Maldives to Easter Island, and from South Africa to California.

The 11th HOUR
2007

Actor Leonardo DiCaprio presents this thought-provoking documentary about the fragile state of our planet's ecosystems and the dangers we face. We've all seen the devastating effects of natural disasters like Hurricane Katrina, and now scientists and experts from around the world believe that unless we act immediately to cut carbon emissions and switch to renewable energy sources, humankind is in very real danger of becoming extinct. The film explores how we arrived at this unfortunate predicament, blaming industrial civilisation for much of the damage and world leaders for allowing it to happen. It's not all doom and gloom though; if we reduce the human footprint on Earth by a wide enough margin, we can effectively change the course of our planet's future. THE 11TH HOUR gathers an impressive list of supporters, including former Soviet leader Mikhail Gorbachev, renowned scientist Stephen Hawking, former head of the CIA R. James Woolsey, and over 50 leading scientists.

WARNINGS FROM THE WILD
BBC in association with PBS

A documentary, produced by The New York Times, that examines the effect of global warming on the natural world. Polar bears are becoming thinner and bearing fewer offspring. The Adelie penguin is moving south from its home in the Antarctic. In North America, the Edith's checkerspot butterfly is moving north. Great Britain's oak trees are blooming two weeks earlier than 30 years ago, and its swallows are arriving two weeks earlier. In the cloud forests of Costa Rica, keel-billed toucans and other normally lowland birds are invading higher altitudes where they are overlapping and competing for food. The program presents evidence that Earth's temperature is increasing at a faster rate than once thought -- and faster than the natural world can adapt.

PLANET EARTH
BBC, 2006
Winner of 4 Primetime Emmy Awards 2007

Four years in the making, it was the most expensive nature documentary series ever commissioned by the BBC, and also the first to be filmed in high definition. The series was co-produced by the Discovery Channel and NHK in association with CBC, and was described by its makers as "the definitive look at the diversity of our planet".

A hundred years ago, there were one and a half billion people on Earth. Now, over six billion crowd our fragile planet. But even so, there are still places barely touched by humanity. This series will take you to the last wildernesses and show you the planet and its wildlife as you have never seen them before.

Arroyo asked to stop sugar importation

By Carla Gomez
Inquirer Visayas
First Posted 22:28:00 02/03/2010

BACOLOD CITY— A Negros surgar farmers' group on Tuesday appealed to President Macapagal-Arroyo to hold off the importation of 150,000 metric tons of sugar until the end of milling season so it could be determined if it was necessary.

Trade Secretary Peter Favila has pushed for the importation of sugar amid the product’s rising prices in the retail market.

But Jose Maria Montinola, chairman of the Victoria Milling Corp. Farmers’ Multi-Purpose Cooperative, pointed out that the government’s planned importation of 150,000 metric tons of sugar would cause tariff revenue losses amounting to 2.103 billion.

In the cooperative’s letter of appeal to the President, Montinola suggested that the government remove or suspend the 12-percent value-added tax to stabilize and bring down the price of refined sugar.

He pointed out that it is currently the peak of the milling season and supply of domestic sugar was more than sufficient to meet domestic needs as shown by Sugar Regulatory Administration data.

Montinola said the cooperative was issuing its appeal on behalf of thousands of sugarcane farmers who are members of the cooperative. He said 90 percent of them own less than two hectares of land and are mostly agrarian reform beneficiaries.

In its letter-appeal, the cooperative noted that there were 17 sugarcane-growing provinces in the country with an estimated direct and indirect employment of 6 million people.

It said that the extra income that the farmers would earn from sugarcane farming would help them pay amortization to the Land Bank of the Phils. for the land that they received through the Comprehensive Agrarian Reform Program (CARP).

Through sugarcane farming, they could also pay other loans, their children’s medical needs and tuition and to pay for the repair of their houses that were destroyed by typhoons and other calamities.

The six million people dependent on the sugar industry would be adversely affected if sugar prices collapsed because of massive importation, it added.

Instead of using the P2.103 billion “tax expenditure subsidy (TES)” to import sugar, the government should instead use the subsidy to bring in badly needed fertilizer for farmers to enhance the country’s food security, Montinola said.

“Importing foreign sugar would in effect be subsidizing foreign farmers instead of helping our own farmers so that we can enhance our food security program,” Montinola said.

Montinola also claimed that Favila appeared to be the “SRA commissioner” for industrial users.

“If we must import sugar, tariff free, for the households, by all means let us do so, but not for the industrial corporations,” he added.

Industrial users, including soft-drink companies and processed-fruit companies, could pay for their sugar needs with their “billions upon billions of gross revenues,” he said.

Another call center opening
BY CHRYSEE SAMILLANO

Another call center is opening in Bacolod City middle of this year bringing to eight the total number of contact center companies in the city since 2004, which have already generated 7,000 jobs.

Panasiatic Call Center Inc. chief operating officer Nabil Edmond Salamouni yesterday said they are opening a call center in Bacolod this year with 800 seats.

The construction of the 2-storey building with an area of 2,500 meters will be undertaken by the Gonzaga family, hopefully next week, and they hope to open the call center in June, he said.

The building will be about 200 meters away from the Bacolod City Government Center, he added.

The Gonzagas were represented by Gina Piccio and her daughter, Patricia, during the press conference at the government center yesterday.

Salamouni said this will be part of a series of many projects or businesses that they will have in the city. “Bacolod is important to us and I am even planning to settle here,” he said.

They chose Bacolod since they believe it is in that stage where it is going to develop very rapidly, Salamouni said. It has everything that they need and has a very competent and educated workforce, he said.

“It also has a business and political community which is geared up to channeling that energy in order to start creating something that, hopefully, will bring you up to the level of maybe the third city in the Philippines within the next 20 years,” he added.

Bacolod Mayor Evelio Leonardia said this will inspire them all the more to see to it that they are able to cope up with the fast growth that the city is experiencing.

Despite the advice of the Commission on Communications and Information Technology commissioner that Bacolod is already saturated, a big call center company made its own evaluation and decided to come here, he said.

“We believe there must really be something in Bacolod that lures them here,” Leonardia said.

On the part of the city, they are happy that even in the official report that listed the 10 next wave cities in the IT, Bacolod was number one in the area of best business environment, he said.

Leonardia said “This validated the recognition given to us by the Philippine Chamber of Commerce and Industry when we won the title as the Most Business Friendly City in the Philippines.”

He said they will rise on that momentum and will focus more on preparing and training their students and even professionals and also see to it that they can keep up with the investments pouring into the city.

Leonardia assured Salamouni of the government’s full support and cooperation, saying, “We will create a business climate in Bacolod that will make it very healthy for you to grow.”

Meanwhile, Leonardia told the President yesterday that while the CICT, the PCCI and a host of players in the industry had stimulated the growth and development of the ICT industry in Bacolod, “We are happy because your keen interest and sincere concern for the industry served as our guiding light and inspiration.”

He also thanked President Gloria Macapagal Arroyo for including Bacolod in her cyber corridor tour.

Senior Supt. Manuel Felix, Negros Occidental police provincial police director, said the President came over to talk on investments along the line of information technology and they we are happy that the province has a lot of call centers benefiting its constituents.

Col. Maximo Caro, 303rd Infantry Brigade commander, said
the President mentioned development and hopefully, the peace and order efforts of the police and military have also contributed to it.

He said the rebels have not done much untoward incidents since the second semester of last year. “This only means our peace and order situation has greatly improved,” he added.

Undersecretary Anthony Golez said it is good that the President visited Bacolod City, a place considered one of the best contenders in terms of cyber corridors.

The IT industry gives jobs to Bacoleños and her visit is a way of showing support to this industry, Golez said.*CGS

17 products ‘certified organic’

Products of 17 companies, smallholder groups and individuals have been labeled “certified organic” by the Negros Island Sustainable Agriculture and Rural Development (NISARD) Certification Services, making their products more cost-efficient and command a higher price in both local and international organic markets.

Robert Gasparillo, Organic Guarantee Officer of the NISARD Certification (NICERT) Services, said these organic products include fertilizers, vegetables, herbs, fruits, grains, coffee, sugarcane, meat, poultry, and aquaculture. It also covers the production, processing and distribution of these products, he added.

Producers that have undergone NICERT organic certification are Fresh Start General Merchandising in Silay and Sagay City; Buro-buro Springs Vermi Farms in Talisay City; Dublin Bio-Industries in Cebu City;

Sag-ang Organic Coffee Producers Association (SOCPA) in La Castellana; La Carlota Organic Coffee Producers Association (LACOCPA) in La Carlota City; Alternative Indigenous Development Foundation, Inc. (AIDFI) in Cauayan; Organic Farmers Multi-Purpose Cooperative (OF-MPC), Humayan Ministry Negros, and Tabunan Organic Farm in Bago City; Iliranan Tribal Council in San Carlos City;

Josefina Ledesma of Hinigaran; Kent Javelosa, Joseph Edgar Sarrosa, and Alfredo Marañon of Sagay City, Ramon Peñalosa of Victorias City and Manapla; Winnie Albarillo of Bago City; and Merco Obas of San Carlos City.

Of the total NICERT certified producers, 327 are small farmers belonging to smallholder groups, Gasparillo said.

NICERT addresses the growing needs of producers to protect consumers from falsely-claimed organic products, Gasparillo said. He added that NICERT assists clients in the technology transfer and promotion of their certified products.

NICERT is a local independent organic guarantee system that is tailored fit to the unique conditions of the island but globally competitive. It follows the strict standards set by the International Federation of Organic Agriculture Movements (IFOAM), ISO 65, and the Philippine National Standards on Organic Agriculture. It was established in 2007 and became fully operational in January 2009. The Organic Inspectors’ Association of Negros Island (OIA-NI) was organized to handle inspection work of various products for organic certification.

Sustainable development initiatives like organic certification are geared towards making Negros Island the “Organic Food Basket of Asia."

The third art exhibit of Janet Lim dubbed “Bulit Bulilit” that opened recently at Sweet Greens, Bacolod City, features the beauty of art to children, and showcased eight of her charcoal paintings entitled “Growth of Innocence,” “Only this Far,” “Dinugol,” “Child Fantasy,” “Youthful Folly,” “Lost Dream of our Old,” and “Ondoy.”

Janet is a business management graduate of the University of the Philippines. An artist since Grade One, she launched her first solo exhibit on the Andes Mountain and Amazon’s deepest trail, at L’Fisher Hotel October 2008. Aside from holding exhibits, she is also into traveling, diving, cooking, Yoga, reiki, and she loves dogs.

A short program emceed by Cristina Tinsay preceded the art viewing with special numbers from 13-year-old Joel Sedayon, followed by the BINHI children who dramatized their personally written poetry.

She said this is to encourage the young, creative children appreciate art and to make them discover the contentment that can be found in art.

BacoLaodiat: A grand celebration of love

By Carla Gomez

Filed Under: Festive Events (including Carnivals)

IT WILL BE A GRAND CELEBRAtion of love between the Chinese and Filipino communities in Bacolod City when they celebrate this year’s BacoLaodiat Festival.

That is because this year’s Chinese New Year falls on Valentine’s Day.

BacoLaodiat comes from the words Bacolod and Laodiat, the latter being the Chinese word that means “to celebrate,” says Leonito “Diotay” Lopue, this year’s chair of the festival.

Since 2010 is the year of the tiger, this year’s BacoLaodiat theme is “Leap of courage with renewed vitality.”

Bacolod Mayor Evelio Leonardia started the BacoLaodiat annual celebration five years ago, and its main purpose is “the assimilation of the Chinese with their Filipino brothers and sisters, and bringing the Chinese culture to a better understanding,” according to Lopue.

This year, the festival to be celebrated from Feb. 12 to 14, would feature Chinese national ethnic costumes that were specially ordered from China, says Lopue.

BacoLaodiat organizers want the festival to be known for its lantern dance parade and symphony of lights and sparks. In this parade, lanterns will flow, sway and make formations in the night.

They want its Chopstick Alley to be located at the North Capitol Road during the three-day festivities.

The Chopstick Alley is where Chinese food and delicacies will be available to the public. Chinese medicines, books, feng shui products, and other products will also be on sale in this area.

The festival this year will also have two giant tigers on a float made from fine bamboo with a red lighted heart. The tiger costumes will be donned by two “trisikad (bicycle for hire)” drivers.

The 12 zodiac animal floats will be placed inside the Capitol Lagoon Park in Bacolod for the BacoLaodiat.

Lanterns

Also to be put up are a tent full of lighted lanterns, a room full of tigers plus a life-sized one that people could ride on and have their photos taken with, and a wall where tiger products of different companies would be presented, Lopue adds.

On Feb. 12, leaders and members of Negros Occidental’s Filipino-Chinese community will start the festival with a grand parade along the city’s major thoroughfares, complete with dancing dragons and lions, the floats of the 12 Electric Zodiac Animal floats, national ethnic dresses that include emperors’ outfits, and Chinese school students in their national costumes.

Chinese and Filipino folk dances would be presented and a medley of Filipino and Chinese songs would be sang by a chorale, he said. This would be followed by fireworks and band music.

On Feb. 13, the lantern dance parade will be held at the festival’s main stage at the North Capitol Road and down to Lacson Street’s Tourist Strip to end at the 21st Street.

This will also be capped by fireworks and live band music.

On Feb. 14, there will be a GMA Kapuso show, the awarding of prizes to the lantern dance parade winners and fireworks.

The festival will also have side shows of performers on “kadangs” or stilts, fire dancers and Chinese lanterns.

Lovapalooza has been a valentine’s day tradition to each Filipino celebrating the month of love where couples kiss simultaneously all together in one time.
The Philippines has set a Guiness’ record in the year 2004, for the most number of kissing couples in one event. However, for the succeeding years, other countries has successfully broke the record. Now, this year, the organizers of Lovapalooza are urging Filipinos to attend the February craze and try putting back Philippines as the record holder.

Sponsored by Close Up, together with the celebration of the Bacolaodiat Festival in Bacolod City, there will be a lovapalooza event on February 13, 2010 at 12:00 midnight.

Every couple is invited to join and share the love altogether. Let’s have fun and be a part of history as we kiss our lover showing off the love we have for each other.

Int’l Jazz Artist to Perform at Jazzfest in L’Fisher Hotel

By W. Henry O. Streegan

Mishka A. Adams, aesthetic roots include the literary, visual and musical arts. She is a daughter of Filipino visual artist, Agnes Arellano and British writer, Michael Adams. She was born on May 19, 1984 in Manila. At her tender age, she was already associated with the Philippine literary scene, when her father was publishing the Caracoa literary journal along with the Philippine Literary Arts Council. Mishka does her share of writing as well, of poems that later on turned into songs. She enthuses, "Alot of my songs starts out as poetry. My dad was a big influence on me."

Mishka became interested in jazz at the age of 3 and her very first initiation into music were old songs, including those of Jeni Mitchell, which she listened to as a child. She then began saxophone lessons at the age of 10 and by 14, she was singing jazz standards.

While taking her A levels at King’s School in Canterburry, England, she joined the school’s jazz band where she was associated with some of the rising young talents of the school. Mishka, after nine years, flew back to Manila, to continue her studies at the University of the Philippines - College of Music - majoring in saxophone.

This British-Filipina singer was snapped up by Candid Records, following a guest appearance at a British Council sponsored "Jazz in Time" featuring none other than Courtney Pine. After two weeks, she was signed up by CANDID RECORDS-Philippines.*

Havaianas' Happy Soles

http://i893.photobucket.com/albums/ac138/nationalguard_ssc/havaianas.jpg

Are you ready to flip-flop your way to a once-in-a-lifetime experience in Brazil?. The answer better be yes as world-famous fashion brand Havaianas kicks off its new Happy Soles campaign.

This campaign celebrates the fact that Havaianas has been both a witness and a reminder of Filipinos? happiest moments. A constant companion on everything from beach trips to food trips, Havaianas has trekked up mountains, walked down wedding aisles and danced under the pale moonlight. For many happy soles, Havaianas is a daily reminder of moments spent with friends and filled with laughter - moments that define who we are.

And in an effort to be present in even more unique life experiences, Havaianas kicks off the Happy Soles campaign with a creative competition titled "Happy Soles Will Travel to Brazil". Answer the question "If anything was possible, what would you do to make the world happy for a day? as creatively as possible and you could get the chance to win an all-expense-paid vacation for four to the land of sunshine, Brazil.

The winner, along with three friends, will fly to Brazil on an unforgettable, all-expense-paid retreat, complete with travel must-haves from Havaianas, Sony, David and Goliath, and Aloha Board Sports. The group of friends will get to experience the cool climate of cosmopolitan Sao Paulo and the endless summer of Rio de Janeiro in quirky clothes from David and Goliath, and stylish resort wear from Aloha Board Sports. Not only will they stay in chic, boutique hotels and dine at world-class restaurants, the four friends will also visit Oscar Freire Street, home to Brazil's fanciest boutiques, where they will enjoy a shopping spree at the Havaianas Concept Store. A visit to Daslu, a super luxurious shopping mecca is also on the agenda. In Corcovado Mountain, they will get to see the Brazilian icon, Christ the Redeemer, and record the priceless memory with their Sony CyberShot cameras. They will also experience everything from the football madness at Morumbi and Maracana to the breath-taking tropical landscape of Jardim Botanico, a UNESCO site, and the laid-back beach culture of different world-renowned beaches like Copacabana. The winner will also be able to share these memories with ease, with a new Sony HandyCam camcorder and Sony Vaio laptop, and even a new Sony Walkman mp3 player to bring home the sound of Samba.

Answers can be recorded via the Havaianas roving video booth that will travel to key malls nationwide or uploaded on the campaign website: www.havaianasphilippines.com/happysoles The top ten happiest and most creative entries will be shortlisted by a board of judges that includes a representative from the Brazilian Embassy, magazine editor Pauline Suaco-Juan, travel blogger Anton Diaz, Capoeira guru Professor Fantasma, and the Managing Director of Havaianas Philippines. The public will then decide who of the ten will be awarded the grand prize through online voting at the campaign website. The remaining nine finalists will also walk away with prizes from Havaianas and new Sony CyberShot cameras.

Havaianas has always had the privilege of being with Filipinos during their happiest moments - at the beach, in malls, at home, practically everywhere. We wanted to create the happiest possible experience through this unique, luxury vacation to Brazil, says Anne Gonzalez, Managing Director of Havaianas Philippines.

The Colegio San Agustin – Bacolod Peforming Arts group, staged “SALUDO: Tribute to Philippine National Artists” at the opening of the Philippine International Arts Festival, or the Philippine National Arts Month.

The enterprising architect Bugoy fulfills a long-held dream – and produces Bacolod’s first truly-local beer, complete with muscovado.

Here, now, is beer brewed, mastered, and bottled in Bacolod.

Although it was conceptualized decades back when Felix “Bugoy” Hagad was still in the UP where a classmate was experimenting with beer making, Bogsbrew Beer is decidedly Bacoleno. To start with, Bugoy is true-blue Bacoleno. Then, the ingredients: pure Negros springwater and the indisputably Negrense muscovado. Add the fact that it is produced in Bacolod. What can be more Bacolod than that?

Bogsbrew started coming out of the production line in 2008, but the idea sparked in Bugoy’s mind in the 80’s when one of his classmates at UP College of Architecture tried his hand making his own beer. It was a flop, of course, Bugoy recalls, but that got me thinking: what if I try it myself?

The idea was shoved in the backburner for the meantime, as more pressing matters had to be attended to, he also recalls. A few years later, in the States, where his girlfriend and now wife Cathy was working on her masteral thesis, Bugoy got acquainted with one of her classmates who was in the business of brewing beer. This rekindled the almost- forgotten idea in his head, he says. Still it took him about 20 years after this encounter to successfully brew a batch.

Bugoy says Negros is an ideal place to brew beer, because of two things: sugar and spring water. Beer is created by fermenting sugar and starch, and this happens in a pool of water, he adds, and Negros has been blessed with an abundance of both. I far as I know, ours is the only beer made with muscovado, and this imparts a uniquely caramel- toffee flavor to our beer, he also says.

http://www.digitalye.com/lifestyles/wp-content/uploads/2009/12/food5.jpg
Negros also has mountain spring water, which brewers all over the world know will give the beer its own character. No two sources of spring water will be the same, as these will not have the same concentration of minerals, he adds.

Bogsbrew beers are currently available at Café Bob’s Deli, Café Uma and Trattoria Uma, and Tipsi bar at the East Block.

It comes in several variants: India Pale Ale, Aussie Pale Ale, Czech Pilsener, Canadian Blonde, Mexican Cerveza, Euro Lager, and Negros All-grain. They have different recipes and distinct characters, Bugoy says, but they are all made with muscovado and refined Negros sugar and bathed in Negros spring water.

Piano Concert Slated Today

"A Homecoming Love Offering," a concert of duo pianists, Della Gamboa Besa and Anamaria Gregorio de Guzman, will be presented at Sen. Jose C. Locsin Cultural and Civic Center today, Feb. 12 (3 pm., matinee) and Feb. 13 (6pm, gala). The concert is sponsored by the Catholic Women’s League (CWL)- Silay City Unit under the Steering Committee headed by Evalyn Tan, Maria Rosa Gamboa, Ruska Gamboa and Linda Ledesma.

Proceeds of the project will assist the Parish of San Diego in the parochial catechetical program which covers 29 elementary schools in Silay City.

Featured Filipino music include Katakataka, Ahay Tuburan, Pandangguhan, Kasing-Kasing, Toccatina, Ang Larawan, Ilocandia, Nais Ko, Hanggang sa Dulo ng Walang Hanggan, Saranggola ni Pepe, Bato sa Buhangin, Gaano Ko Ikaw Kamahal, Minamahal Kita and Telenovela Medley. Gamboa, a native of Silay City, served as assistant dean of the School of Music of St. Scholastica’s College until she joined the Cultural Center of the Philippines as director for Musical Arts, eventually heading the Performing Arts Department.

De Guzman, a long time partner of Gamboa, has given concert with her partner in major cities in our country and abroad - San Francisco, Chicago, Washington DC, New York, and New Jersey.

Mayor Jose Montelibano said that this big cultural event of CWL is a boost to the tourism-cultural program of Silay, the seat of arts, culture and ecotourism in Western Visayas.

Ver Pacete, president of the Association of Tourism officers of Negros Occidental, said that this concert is also promoted by ATONO because it features the work of landmark Filipino composers and arrangers and most pieces have been classified original Pilipino music.

Pacete added that teachers and students in music classes have been invited as part of their curricular enhancement program.* (Gerle Sulmaca)

Sugar industry has GMA, Yap’s ears’
BY CARLA GOMEZ

The sugar industry still has the ears of President Gloria Arroyo and Agriculture Secretary Arthur Yap, Sugar Regulatory Administrator Rafael Coscolluela said yesterday.

Coscolluela was reacting to the statement of former Senate President Franklin Drilon that Arroyo and Trade Secretary Peter Favila are playing politics with the lives of sugar workers and the livelihood of planters and millers in Negros Occidental with their planned importation of 150,000 metric tons of sugar.

Drilon had said that they want to artificially bring down the price of sugar, which is dictated by the world market, to be popular with the electorate at the expense of the sugar industry.

Coscolluela said he appreciates Drilon's concern for the sugar industry and its dependents.

“We truly hope to see him back in the Senate and fighting for the cause not just of sugar producers but of farmers in general,” Coscolluela said.

He said the current mood is that government tends to be overly pro-consumer.

In fairness, however, to the President and Yap, the sugar industry has consistently been supported by both of them, Coscolluela said.

“The pro-consumerists in the Cabinet, however, are pressured by other competing interests. Our job is to work for a balanced approach to addressing the issue, and we are fortunate that we still have the ears of the President Secretary Yap,” he said.

The government is expected to import an initial 60,000 tons or a 9-day supply of sugar to arrive in the Philippines not earlier than April 2010, and the balance of up to 90,000 tons by August 15, if warranted by the announcement of an additional US Quota.

Favila pushed for the importation of sugar following the rise in retail prices in the commodity.

Coscolluela earlier said that even if the government intends to import 60,000 metric tons of sugar by April, there is no assurance that it will find the needed supply.

“Because we authorized the importation, it doesn’t mean we are going to get it…authorized importers have to go to the world market and compete against bigger buyers,” he said.

There is a tight supply in the world market and India is looking to import 3.6 million metric tons and Indonesia more than 300,000 MT, he explained.*CPG

Another record field up in Bacolod PAL Interclub

By Musong R. Castillo
Philippine Daily Inquirer

MANILA, Philippines -- Close to 1,500 players coming from various parts of the world comprise the record field that will see action when the 61st staging of the Philippine Airlines Interclub golf championship tees off at the Binitin and Marapara layouts in Bacolod City starting next week.

The competitors are spread out in 161 teams with 84 squads seeing action in the Seniors event and 77 in the Regular Men’s side.

Teams from Las Vegas, Guam, New Jersey, Florida and Shanghai in China will make their debut in this year’s Interclub, regarded as the official golf team championship in the country.

This year’s roster easily surpassed last year’s field of 140 teams in Cagayan de Oro City with both divisions featuring 70 squads each. There are 35 international clubs in the Seniors and 34 in the Men’s division, which are both record highs as well.

Marapara and Binitin are par 70 layouts that have hosted the Interclub many times in the past, including the milestone 50th championships in 1997 and, most recently, the 58th tournament in 2002.

All eyes will be on Canlubang as its seniors team led by the irrepressible Tommy Manotoc tries to jumpstart its chase for an unprecedented “double three-peat” set Feb. 21-24.

The Sugar Barons will try to become the first team in PAL Interclub history to win both divisions for three straight years.

“More than the record, we just want to win it all again, if possible. I think we have a pretty good chance at it,” said Rolly Viray, golf manager of Canlubang and one of the mainstays of the senior squad.

Canlubang’s Men’s team will be coming into another battle again armed to the teeth with a team led by national players Mark Fernando and Jonnel Ababa and newly-crowned DHL Amateur champion Rufino Bayron.

Jay Bayron and Boyet Saragoza, long-time fixtures of the Men’s squad, have both decided to turn pro at the start of the year, their spots in the roster filled by products of the National Caddies’ Open program being run by Manotoc.

Expected to crowd Canlubang for honors are perennial contenders Manila Southwoods and Del Monte in the Men’s tournament, and 12-time champion Luisita in the Seniors.

The Men’s tournament will be held Feb. 27-March 1.

This year’s competition is backed by platinum sponsors Airbus, Boeing, Bombardier, GE Aviation, MTV Philippines and Solar Sports.

The major sponsors are Action Asia, Business Mirror, Crossover, Pacsports and Royal Caribbean.

Fortune Tobacco, GECAS, MasterCard, People Asia and RMN are the corporate sponsors, while Callaway Golf, Century Park Hotel, Lufthansa Technik and Patio Pacific Boracay are the minor sponsors.

Bogsbrew

Bigger BacoLaodiat begins
BY NIDA BUENAFE & CHRYSEE SAMILLANO

It is getting bigger, more colorful and more attractive every year, Bacolod City Mayor Evelio Leonardia said of the city’s Bacoloadiat Festival, as the three-day celebration opened yesterday at the Lacson Tourism Strip along Capitol Lagoon area.

Citing the unity of the Filipino-Chinese community in Bacolod as the strength behind Bacolaodiat, Leonardia, who had initiated the celebrations, gave recognition to the effort put in by the organizers every year since the festival started in 2006.

Bacolaodiat, he said, has become the second biggest tourist attraction in Bacolod, next to MassKara.

Leonardia said the festival has become an institution in the city and he encouraged everyone to take part in the various activities this weekend that will be capped every night by a multi-fireworks show scored with music and drumbeats.

Revelers are also invited to visit the Chopsticks Alley at the Strip, a food walk and night market with booths of Chinese food, souvenirs, arts and crafts.

The celebration was ushered yesterday by a grand parade from the Bacolod Public Plaza to the Provincial Lagoon.

The parade featured illuminated floats, lanterns, lions and dragons and was joined by the 34 Fil-Chinese organizations in the city that welcome the Year of the Golden Tiger.

At the opening ceremony, Leonardia and Gov. Isidro Zayco led the Chinese tradition of burning incense.

Presented during the program was a cultural show of Chinese and Filipino songs and dances displaying the colorful meaning of two cultures.

Vice Mayor Jude Thaddeus Sayson said this will be a grand celebration, considering that the whole Lacson Street or the tourism strip, will be closed to traffic starting 5 p.m. because of nightly activities like parties, concerts and cultural shows.

Councilor Homer Bais, chairman of the Sangguniang Panlungsod Committee on Tourism, said the number of participants during the opening of the BacoLaodiat Festival was overwhelming, particularly during the parade.

He said he hopes the festival will lure more tourists to Bacolod with the 100 percent support shown by the Filipino-Chinese community in the city, he said.

Leonardia said the people have embraced the festival. “It has been only five years, but at the rate it is going, we can say there is no stopping this.”

Ricardo Tan, former Land Transportation Office-National Capital Region head, said this shows that the Chinese-Filipinos are not only part of city but part of the culture and history of Bacolod.

“I hope that this occasion will strengthen the unity of all sectors in the city”, he said.

Also present were former Undersecretary Anthony Golez, former Bacolod Rep. John Orola, BacoLaodiat chairman Leonito Lopue and former chairmen Fred Barcelona, and William Ong, city councilors and members of the Filipino-Chinese community.

Today’s activities at the Tourism Strip include the Lantern Street-Dance competition that will start at 7 p.m., followed by the countdown to welcome the Chinese New Year.

The festival will end tomorrow with a star-studded performances featuring GMA Network’s artists followed by the fireworks display.*NAB/CGS

‘El Niño won’t hamper ethanol production’
BY DANNY B. DANGCALAN

BACOLOD City — The Biofuels International Philippines, Inc. (BIPI) said the development of ethanol as an energy source will not be hampered by the El Niño phenomenon.

The Department of Agriculture (DA) reported that the El Niño phenomenon, a weather disturbance characterized by long drought, has started last month and may last until June.

An executive of another ethanol manufacturing plant fears that this will result in the scarcity of sugarcane, which then will bring higher prices both on feedstock and ethanol.

But BIPI Director Frank Carbon told Panay News that ethanol production in Negros Occidental will not be affected by El Niño as there is an abundance of water in the province.

Carbon said the province has six major rivers that could supply water to irrigation systems, thus mitigate the drastic effects of the long dry spell.

These major rivers, strategically scattered across the island, are the Danao River, Himoga-an River, Malogo River, Bago River, Binalbagan River, and Ilog River that flow from Mt. Silay, Mt. Mandalagan and Mt. Kanlaon.

The improvement of irrigation facilities is seen as one of the mitigating measures to cushion the impact of El Niño phenomenon.

Gov. Isidro Zayco earlier approved a P25-million budget for measures to cushion the impact of El Niño. Most of this will be for the improvement and rehabilitation of irrigation facilities; P1.3 million is for cloud seeding.

He also asked P59 million from President Gloria Macapagal-Arroyo for provincial government projects addressing El Niño.

BIPI President Roberto Montelibano said they currently have a joint venture agreement with foreign investors to build an autonomous ethanol plant in Brgy. Blumentritt in Murcia town.

He said the new ethanol plant, projected to cost between P3 billion to P5 billion, will be built on a 45-hectare property that will be developed into an industrial zone.

BIPI Director for Agri-Industrial Development Greg Lopez said the plant will have a capacity of 200,000 liters per day and with a co-generation plant capable of producing 19 megawatts (MW) or 19,000 kilowatt per hour (kWh), while its annual production is projected at 45 million liters of alcohol and 95,000 kWh of exportable electricity.

This initial capacity is estimated to meet about seven percent of the alcohol requirement for the 10 percent alcohol blending with gasoline as mandated in the Biofuels Law starting crop year 2011 to 2012, he said.

The electricity from the power plant will then be supplied to electric cooperatives in Negros in answer to the projected consumption growth of the province, Lopez added./PN

[QUOTE=Linguine;51884761]800-seat Panasiatic Call Center to open in Bacolod by June

BACOLOD -- Another call center is opening in this city in middle of the year, bringing to eight the total number of contact center companies in the city since 2004.

Panasiatic Call Center, Inc. Chief Operating Officer Nabil Edmond Salamouni said his company’s facility will initially have 800 seats.

The call center sector in this city has, so far, generated 7,000 jobs, paying almost P80 million in salaries per month.

Panasiatic will hold office at a two-storey building that the Gonzaga family is constructing. The building will be about 200 meters away from the Bacolod City Government Center, Mr. Salamouni said.

He added that this will be the start of Panasiatic’s series of projects in Bacolod.

“Bacolod has everything that we need and has a competent and educated work force, too,” Mr. Salamouni said.

Bacolod, which ranked first among the top 10 next wave cities for outsourcing in terms of business environment, continues to attract business process outsourcing companies despite reports that it is already saturated, Mayor Evelio R. Leonardia said.

He assured Mr. Salamouni of the government’s full support and cooperation. “We will create a business climate in Bacolod City that will make it very healthy for you to grow,” the mayor added. -- C. G. Samillano

negros island rainforest organic coffee

The Organic Coffee is made from selectively handpicked Red Coffee Cherries by the rural forest dwellers in Negros Island following the strict quality control system for Organic Coffee Production. It is freshly picked, dried, sorted and stored by three farming communities in the mountains of Negros. The farmers from coffee plantations of Brgy. Sag-ang La Castellana, Brgy. Yubo, La Carlota and Brgy. Canlusong E.B. Magalona came to launch their organic coffee at a seminar during the Negros Island Organic Farmer’s Festival.

Organic Farming practices promote shade grown coffee trees resulting in the increase of forest covers, at the same time protecting the water shed areas that provide clean water source to Negros Island. As the coffee beans mature more slowly in the shade, natural sugars increase and enhance the flavor of the coffee giving it an intense taste of goodness. Most and foremost, organically grown products helps prevent soil erosion, reduces Green House Gas emissions, foster farm crop diversification and provides habitat to the native animal species, all of which benefits the people of Negros.

With every cup of Negros Rainforest that you drink, you don’t only help the lives of those farmers but you also help yourself value the best of nature’s products from the Island of Negros.

Granada Bacolaodiat champ
BY ADRIAN NEMES III
Barangay Granada immerged as champion among the eight groups that performed in the BacoLaodiat Street dance competition Saturday at the North Capitol road in Bacolod City.

It received a prize of P75,000 in cash and was also adjudged best in lantern and street dance, for which it received P5,000 as cash prize for each category.

The “What You See is What You get” group was named first runner-up and received P50,000 in cash while the group of Barangay 23 was second runner-up and got P25,000.

The three-day festival, on the theme “Leap of Courage with renewed vitality” was capped by a spectacular fireworks display at the North Capitol Lagoon.

The police estimated the crowd at 10,000, which according to Bacolod Mayor Evelio Leonardia and festival chairman Leonito Lopue, is the biggest crowd in the history of the five-year-old festival.

Leonardia, who spoke before the jam-packed chopsticks alley at the North Capitol road, said, hopefully, the city can hold a bigger BacoLaodiat festival next year. He also thanked the people for their help in making this year’s festival a success.

Former Senator Vicente Sotto, who was in Bacolod Saturday as one of guests, said the BacoLaodiat festival is a domestic attraction that should be followed by other cities and provinces in the country.

“Bacolaodiat” is derived from the words-Bacolod and "Lao Diat", which is Fookien term for “Celebration”. It was first organized on 2006 to usher in the Chinese New year.

Police Station 2 chief Insp. Jeffrey Attunaga said about 30 policemen and several barangay tanods were deployed at 6th street, Provincial Lagoon park and at Lacson Street in front of the Philippine National Bank building, where the concert was held.

Attunaga also said that, aside from alarm and scandal, and concealment of bladed weapons, they have not recorded any untoward incident so far in the past three days when the festival was ongoing.

The audiences were also treated to special performances from the Wushu Federation of Bacolod and Negros and other local talents.

GMA channel 7 artists Patrick Garcia and Isabel Oli from the television series Full House and the love triangle of Barbie Forteza, Jake Vargas and Joshua Dionesio from the youth-oriented show First Time, also entertained the audiences.

City’s investment board grants firm of ‘tax holiday’
Tuesday, February 16, 2010
By Merlinda A. Pedrosa

THE City Government through the Local Investment Board in simple ceremony awarded a Certificate of Exemption to Bacolod Big Joc Realty and Management Corporation for their P60-million “preferred investments.”

Said investments include the East View Hotel and Blue Grass Café, Bar and Grill located at the corners of Pag-asa and the circumferential road, Barangay Villamonte, Bacolod City.

Mayor Evelio Leonardia awarded the certificate to corporation owner Johnny Chua.

"This is another concrete proof how business-friendly Bacolod City is…an indication that the city now is having an economic boom,” said Leonardia.

Leonardia said that the P60 million investments could bring employment for many Bacoleños.

Chua said instead of putting business in other place, “why not here, to promote and create jobs and help the economy of Bacolod.”

Bacolod Business Development and Promotion Center head Ardis A. Jaculina said that the hotel and restaurant is entitled to a business tax holiday for five years and other charges imposed by the governing city ordinance will also be waived for the same period.

The exemption was granted under the Bacolod City Local Investment Code, created by City Ordinance No. 207 as amended by City Ordinance No. 323, Series of 2002.

El Nino affects 8 areas in Negros Occidental
Tuesday, February 16, 2010
By Teresa Ellera-Dulla

EL NINO phenomenon has already affected eight areas in Negros Occidental involving 502.29 hectares of crops with an estimated value of P7,356,155, a report from the Provincial Agriculturist showed.

Areas in Negros Occidental hit by El Nino in early November last year were Hinigaran with 115 hectares (has) of rice at P3,163,580; Murcia -- 36 has of corn at P1,296,000; Himamaylan City -- 131 has of rice P648,475; and Hinoba-an -- 101 has of corn at P913,500, Kabankalan City – 8 has of corn at P162,000; Cauayan – 1 has of rice and corn at P836,520; La Castellana -- 4 has of corn at P144,000; and Ilog -- 7 has of corn at P10,080, the report showed.

Provincial Agriculturist Igmedio Tabianan said the Provincial Government has allocated P25-million fund as mitigating measures to cushion the impact of the El Niño phenomenon including P1.3 million for the cloud-seeding operations that started last Feb. 1 and to last until June.

Earlier, Governor Isidro Zayco had asked a P59-million aid from President Gloria Macapagal Arroyo relative to the province’s El Niño projects.

Meanwhile, the Biofuels International Philippines, Inc. (Bipi) said, the development of ethanol as an energy source in the province will not be hampered by the dry spell.

The Department of Agriculture reported that the El Niño phenomenon, a kind of weather disturbance characterized by long drought, has started last month and may last until June, Bipi cited in its statement.

An executive of another ethanol manufacturing plant fears that this will result in the scarcity of sugarcane which then will bring higher prices both on feedstock and ethanol, Bipi said.

But Bipi Director Frank Carbon said ethanol production in Negros will not be imperiled by El Niño because of its abundance in water resources.

The province has six major rivers that could supply water to irrigation systems thus mitigate the drastic effects of the dry spell, BIPI said.

These major rivers are the Danao River, Himoga-an River, Malogo River, Bago River, Binalbagan River, and Ilog River that flow from Mt. Silay, Mt. Mandalagan and Mt. Kanlaon that strategically scattered in the island which are potential for water source.

With this, the improvement of irrigation facilities is seen as one of the mitigating measures to cushion the phenomenon’s effect.

Bipi president Roberto Montelibano said they currently have a joint venture agreement with foreign investors to build an autonomous ethanol plant in Barangay Blumentritt, in Murcia town.

He said the new ethanol plant, with a project cost of at least P3 billion, will be built in a 45-hectare property which is a good prospect for an industrial zone.

The plant will have a capacity of 200,000 liters per day and with a co-generation plant capable of producing 19 megawatts (MW) or 19,000 kilowatt per hour (kWh), while its annual production is projected at 45 million liters of alcohol and 95,000 Mwh of exportable electricity, said BIPI director for Agri-Industrial Development Greg Lopez.

The initial capacity is estimated to meet about seven percent of the alcohol requirement for the 10 percent alcohol blending with gasoline as mandated in the Biofuels Law starting crop year 2011 to 2012, Lopez said.

The electricity from the power plant will then be supplied to electric cooperatives in Negros in answer to the projected consumption growth of the province, Lopez added.

The show is being held in conjunction with the 2nd AAB-Negros Arte Kalye Festival sponsored by the Art Association of Bacolod- Negros and the National Commission on Culture and Arts.

Featured are the works of Mary Rose Amogod, Mirasol Alquizar, Jocelle Batapa-Sigue, Miriam Bayles, Jasper Bayles, Ellen Carmona, Konica Faustino, Jo-Anne Gancita, Dolly Gatuslao, Sony Golez, Chin Guanzon, Ma. Illiana Libo-on, Pinky Lizares, Susan Leyble, Eleanor Leyble, Joan Mocorro, Leah Remolado, and Chrysee Samillano.

Guests of honor were former Undersecretary Anthony Golez Jr., Col. Maximo Caro, 303rd Infantry Brigade commander, Elsa Leonardia and Josefa Puentevella.

AAB-Negros vice president Sony Golez, said the artists have also held previous exhibits that benefited the cancer-stricken children of the Suntown Camp, the Negros Elders and the disabled sector.

Caro said they have embarked on a feeding program funded by the Social Security System last year which benefited thousands of public school children particularly in remote areas in the province and they have observed that there were children who tasted milk for the first time in their lives.

The program was one way of showing that government is present in their areas and trying to deliver services, he said.

Negros agri-tourism boom registered in 2009

Bacolod City (18 February) -- The year 2009 saw a boom in agri-tourism with the highest number of agri-tourists to Negros Occidental recorded so far, said Provincial Agriculturist Igmedio Tabianan.

A total of 78 agri-tours to various organic farms were coordinated by the Farmers Information and Technology Services (FITS) Center of the Office of the Provincial Agriculturist in Negros Occidental, with 1,027 farmers, students, academicians, local officials, and entrepreneurs registered in the OPA-FITS logbook, he said.

The influx of agri-tourists grows year by year and it is apparent that they cut a significant slice of the pie of tourists. Agri-tourism is one industry that could rake in big revenues to the province, Tabianan said.

The figure, however, does not reflect the total number of tourists coming into the province, as some tourists go straight to the farms without seeking the assistance of OPA-FITS, said Edna Garde, OPA-FITS Manager, Public Information Officer, and Official Tour Guide.

Of the 1,027 agri-tourists recorded last year, more than half or 521 came from Panay Island in Region 6, she said.

Organic farming initiatives in the province became popular since 2005 when a milestone partnership took place. Governors Joseph Marañon and George Arnaiz of Occidental and Oriental Negros signed the Memorandum of Agreement on sustainable agriculture and rural development with the goal of making Negros Island the "Organic Food Basket of Asia".

Of the sites frequently visited, the farms of OPA-FITS Farmer-Scientist Ramon Peñalosa in Victorias City and Manapla emerged as the no. 1 agri-tourism destinations in the province, Garde said. Peñalosa has been conducting package tours since the provincial advocacy on organic farming officially started in 2006 through the holding of the 1st Negros Island Organic Farmers Festival. It was actually in 2000 when the network of organic agriculture advocates was organized, the same year when Peñalosa began ‘integrated organic farming business, she said.

As of 2009, OPA has listed 12 agri-tourism spots in the province, most of them advocating and practicing organic and probiotic agriculture and aquaculture while a few are into the manufacture of farming equipment and machinery.

Aside from Peñalosa Farms, other sites are Buro-buro Springs Vermi Farm in Talisay City; Fresh Start Organics in Silay and Sagay City; AID Foundation, Cruz Aqua Corp., RU Foundry, and Shenandoah Eco Farm in Bacolod City;

ECJ Farms and LGARRDC in La Carlota City; and Humayan Ministry, OPA Integrated Correctional and Agricultural Technology (ICAT) Center, and OISCA in Bago City. (FITS-OPA-Negros Occ/PIA/EAD)

Bacchae:
Challenge and Inspiration

For dance guru Rene Hinojales, a big bang is needed to celebrate the 10th anniversary of the Jean-Baptist Dance Company, which he organized at the University of St. La Salle.

The search for the big bang entailed concepts plus the practical side of matching these with resources and logistics. The answer came rather unexpectedly after his performing arts colleague Tanya Lopez left behind “The Bacchae” pocketbook written by Euripides.

“Curious, I took the opportunity to read it and, to my surprise, it was not only easy reading but was also entertaining and a timely piece of classic literature,” he added.

He later admitted that the modern-day version of David Grieg echoes his personal sentiments and frustrations as a love child as reflected in the volume, “O Mother, save me from the fools — the fools who think to be clever than to be wise… who argue endlessly about argument and who hatch grand schemes grandly without stopping once to notice and enjoy the pleasures of the present life that is right before their eyes.”

For the dance specialist, the volume became the well spring of his inspiration and challenge to do a full-length ballet. “But,” he pointed out, given the realities of production, logistics and human resources, I am on my way to the finish line with THE BACCHAE that even I will be surprised with for the nth time.”

The BACCHAE will be staged Feb. 26-27, 6:30 p.m. at USLS Coliseum with Gerhard Pagunsan as Dionysus, Kim Chauven Villaluna as Pentheus, Carlz Elmstherson Libo-on as Teiresias and Jizel Talaban as Kadmus.

Director Hinojales will be assisted in the production by Emilio Montelibano (set design), Katherine Margareth Tecson (costume design), Paolo Rossini Fortaleza (lighting), Ben Thompson (sound), Noel Michael Morales (stylist), Myish Endonoila (poster);

Marivic Lacson (executive producer),Tanya Lopez (production management), Honey Marie Celedonio (deputy production management), Dianne Valerie Galvan (production assistant), Melissa Marie Galang and Joann Villarias (stage management) , EJ Ballesteros and Bernard Uychiat (art direction);

Set crew members Dominic Lindaya, Luigi Maghari, Ed Marty Gonzales, Paolo Correa, Anne Marie Constantino, Sasrah Mae Omilig, Luigi de Guzman and Albert Paypon.
