i think one of the most succesful tourism of this kind is Vigan, Ilocos Sur.

wala man guro mig negosyante nga gusto mag lamugo lantawon iya negoso.they to compete with growing market of the city.subong malls ang ga pa indis indis but i can see in the near future, Bacolod will be a battle ground for Hotels.meaning more jobs and more money maka circulate.now thats simple economics101 :banana::banana::banana:

but i prefer mid rise structures along Mandalagan.dapat ma regulate ini.just like in Spain, regulated ila buildings.kada street daw uniform or at least similar mga structures.indi nga pina gustuhanay lg.kanami lantawon.since Bacolod is so young as an urban city, we have to learn from other cities.

Seventy-five trainees of the Negros Occidental Language and Information Technology Center graduated yesterday, with finished courses for call center agents and contract center services with Vice Governor Genaro Alvarez as guest speaker.
The courses were certified by the Technical Education and Skills Development Authority and the students were trained on conversational English and computer skills, Ma. Cristina Orbecido, NOLITC officer-in-charge, said.
Orbecido said they hope for a 70 percent employment rate for this batch as they will be endorsed to their partner-companies like Transcom, Teleperformance, Panasiatic, Teletech, and Focus.
Alvarez pledged to provide food allowance to all trainees of NOLITC to help them with their expenses, especially those coming from other towns and cities.
He also encouraged the relatives of the graduates to take the opportunity offered by the province as Negros starts to venture in the providing competent workers for the business process outsourcing companies.
Orbecido said they started the program in December last year and have produced 125 graduates, 95 of whom are now employed in call center companies in Bacolod City.
She also encouraged those who want to avail of the free short courses they offer to visit their office at the Paglaum Complex at Hernaez Street, Bacolod City.
Meanwhile, NOLITC is opening two more short courses in 2D and 3D animation and medical transcription, though they are still processing their licenses with TESDA, Orbecido said.
TESDA provincial director Lorena Yunque, said they want to maximize this opportunity especially that there are high potentials for people who have skills in creative arts, design, and visual graphics.
But she also said, NOLITC needs qualified trainers to teach the course, adding that they will invite experts from the Animation Council of the Philippines to help them. *LTG

Rep. Alfredo “Albee” Benitez yesterday filed House Bill 6113 or the Sugarcane Industry Development Act of 2012 that he said is geared towards revitalizing and strengthening the industry through a diversification, development and financing program.
Programs and projects to diversify sugarcane production should not only involve raw and refined sugar but also its by-products such as bagasse, molasses and filter mud that shall be identified, developed, promoted and implemented starting 2013, he said.
The act also aims to transform the sugarcane industry from merely producing sugar, to the production of power, fuel and other possible biochemical products, and as a means for waste disposal.
DEVELOPMENT FUND
House Bill 6113 aims to establish a Sugarcane Industry Development Fund to be collected from the proceeds of 15 percent of the Value Added Tax on the sale and importation of refined sugar and sugarcane by-products and the total tariff collected on the importation of raw, refined and premix sugar.
All the proceeds collected will be remitted in full by the Department of Finance to a separate trust to be maintained by the Philippine Sugar Corp. to fund among others the establishment of Special Economic Zones for the sugar industry and agro industrial districts.
PSC ROLE
The chairman of the Philippine Sugar Corp. will be the administrator of the Sugar Regulatory Administration, the bill states.
All 11 members of the board shall be nominated by the SRA of which five shall come from the sugar farmers sector, five from the sugar millers sector and one from the international traders sector, the bill adds.
Upon the effectivity of the act, the positions in the board of directors of PHILSUCOR shall be deemed vacant and the president shall appoint new members based on the provision of the act, the bill states.
The SRA shall be the implementing agency of the act and together with the PHILSUCOR and representatives of the industry shall formulate its implementing ruled and regulations, HB 6113 adds.
The bill also states that to finance the sugarcane industry development initiatives of the act for fiscal year 2012, P50 million should be sourced from the unprogrammed appropriation of the Office of the President over and above the SRA allocation for the current year.
The required additional annual funding requirements should be incorporated in the subsequent annual budget of the SRA, it added.

Four dairy farmers in New Zealand expressed interest in partnering with and investing in the province of Negros Occidental in dairy production, Provincial Veterinarian Dr. Renante Decena said yesterday.
The dairy farmers from Auckland and Hamilton, New Zealand visited the breeding centers and the Negros First Ranch in Sta. Rosa, Murcia and were impressed by the way the province started project for livestock raisers, Decena said.
“They want to provide their dairy farming technology and transfer it to Negros and they are very interested in the dairy project of Gov. Alfredo Marañon, Jr.,” Decena said.
He said the investors were from Challenge Livestock, Dutchy Farm Ltd, and the two dairy farmers from Hamilton.
He also said they are drafting an agreement with the four investors but also need to see the technology they will get from them as New Zealand uses more advanced technology in dairy production compared to other countries.
He also said they plan to bring five farmers to New Zealand to be trained hands-on in dairy production.
The investors learned about the dairy project of the province through Petrus Nicolaas Smit, director and owner of Dutchy Farm Ltd, whose wife is a Negrense, Decena also said.
Smit was one of the guest lecturers during the Negros First Livestock and Food for Peace Festival in December 2011.
He added that these investors supply dairy animals to China, Malaysia, and Fiji.

The West Visayas State University extension campus in Himamaylan City, Negros Occidental, announced in its press release yesterday that it ranked number one in Negros Island in the Bachelor of Science in Education Licensure Examination for Teachers conducted recently.
WVSU-ECHC garnered a 75 percent overall performance passing rate in the BSED, surpassing the 24.85 percent national passing rate, the press release added.
Results of its Bachelor of Science in Elementary Education LET recently also showed a 72.22 percent passing rate, higher than the 42.46 percent national passing performance. The BEED program ranked seventh in Negros, the press release also said.
The extension campus, headed by Evelyn Tumambo, also surpassed the 40 percent passing rate of its main school in Iloilo City, it added.*

Few are aware that the current project of the Mountain Hot Spring Resort in Mambukal is actually creating a major stir in Japan. The reason - working on it is the fifth most famous Japanese landscaper of the country - Kuchi Yamaguchi.
Yamaguchi has gained fame in Japan as the country’s top fifth landscaper firm’s owner.
In short, he has also gained prestige as one of the country’s best rice producers. Yearly, he is given audience by the Imperial Couple. He is admitted to their Royal Presence to present his first rice harvest for their imperial household. A rare privilege. But the surprise is that Yamaguchi has accepted to work on the project sans any compensation from the provincial government.
"It’s simply because I believe that Governor Alfredo Marañon Jr. really has dreamed of a Japanese type hot spring resort for the place," said Yamaguchi.
"Even if somebody had offered me to do something else with a big portfolio, I would not have accepted it. Instead, I opted to take on the provincial job without compensation," said Yamaguchi.
Members of the Bacolod Capitol Lions Club Saturday visited the site he is working on. Yes, Yamaguchi is working on it himself. Not just supervising the workers. He is personally working on the project, working on it from morning until evening. That’s the Yamaguchi trademark which has earned him the reputation among his Japanese fans. He personally picks the various stones used in the project. He measures them meticulously. And makes sure that they are properly placed.
For the Japanese, however, each stone has its symbolic meaning. And each size is fitted to a particular site.
A few years back, while he was personally working on the Filipino-Japanese Friendship Garden at the Bacolod Plaza, Yamaguchi was almost smashed by a giant stone he had taken from Bago River. My son (I was charter president of the Bacolod Capitol Lions Club) alerted him to the threat of a cable threatening to split. He managed to scamper to safety before it broke.
Yamaguchi said he intends to name it the Mikawa Mountain Hot Springs Resort in memory of the late Yukie Honda, a former Mikawa Lions Club member, who had joined the Bacolod Capitol Lions Club. Honda had then dreamed of putting up that kind of resort in Mambukal. He died before that was realized. But now, his son, a member of the Mikawa Lions Club, will be able to see the ambition of his father realized.
Incidentally, Honda had served here as member of the Japanese medical corps during the last war and fell in love with the place. That’s another reason why Yamaguchi willingly worked for the project sans compensation from the provincial government.
Yamaguchi is worried somewhat that the Filipino workers cannot seem to understand the translated instructions for them. Another, like in most instances, they tend to work in spurts without the deadline-consciousness of the Japanese. That’s why, the original deadline Yamaguchi had set for the project had to be postponed repeatedly. Of course, there is the other problem of heavy equipment not being able to get to the area. Thus, Yamaguchi and the workers had to improvise their own cable equipment made of bamboo. Of course, it’s not as efficient as a cable car.
Despite the setbacks he had encountered, Yamaguchi is still confident that sometime in June, the project may be finished. And, perhaps, the inauguration should be in September or October.
Even now, he admitted that a lot of Japanese spa resort enthusiasts are already in a tizzy when they learned that Yamaguchi is handling the project.
He admitted modestly that Mikawa club members have already discussed the possibility of chartering a jumbo jet to attend the inauguration in October.
That means a big delegation of Japanese travellers coming in. And they intend to stay for a while to savor the handiwork of Japan’s famous landscaper.
And, yes, he had a surprise for us. We did not notice that Yamaguchi had already put up steps leading from the hot spring pond to the cool Mambukal River below. As he explained to us, that will enable the bathers to get off the hot spring, then dip in the cool water of the river. After that, they can go back up to the Hot Spring pool for another dip into the soothing and calming impact of the hot water.
"Actually," he pointed out, "this was a perfect example of a place for a Japanese-type mountain springs. You are fortunate you have such a wonderful natural place," said Yamaguchi.*

He hehehehe....."better" maybe would mean as "more comfortable for suburban living" since Bacolod would be getting denser with the spread of the commercial and light semi-industrial zones, the real estate developers and residential sprawl will spillover to Talisay and further towards Silay. Just like Cebu and Cagayan de Oro where residential developments are pushed towards the mountain slopes and to adjacent towns and cities.
Maybe in a decade, indi na ma define ang boundary sang Bacolod and Talisay :lol:

A good location for Casino Filipino - Bacolod.
Once Manila Entertainment City is fully operational, international companies will build themed parks here without a doubt.
