City marks BacoLaodiat


The recent week-long BacoLaodiat Festival celebration of Bacolod City to usher in the Chinese New Year has confirmed it as another big event in the City of Smiles, besides the world-renowned MassKara.

BacoLaodiat is aimed at showcasing Chinese culture to the Filipinos, and the assimilation of both Chinese and Filipino cultures.

The festival is the brainchild of Mayor Bing Leonardia and Councilor Homer Bais, the city council’s tourism chairman. BacoLaodiat comes from the terms “Bacolod” and “Chinese Fukien,” meaning celebration.

Started in year 2006, its first chairman was Fred Barcelona, in 2007 it was Luis Chan, 2008 - William Ong, and this year, the Year of the Tiger, it was Diotay Lopue, whose Zodiac sign is Tiger.

Main events of BacoLaodiat were the Lantern Dance Parade, Chopstick Alley, Symphony of Lights and fireworks and the grand parade where Filipino-Chinese family associations, businesses, chambers, schools, fire brigades, and many more participated.

Zodiac animals were also paraded and some were displayed at L’Fisher, Bank of Commerce, and Sorrento, to mention a few. The colorful animals are now displayed at the foreground area of the Bacolod City Government Center, where it continuous to draw crowds.

BacoLaodiat also promote Lacson Street as the Tourist Strip, where almost all activities like the Lantern Dance contest were performed. Areas near the PNB, Sweet Greens, L’Fisher, up to Inaka were lively during nightly entertainments.

Another attraction, they called Chopstick Alley (Chinese food and products) was opened nightly for three days and our symphony of lights and spark (fireworks) for three straight nights.

On Valentine’s Day, the highlight of the celebration as huge and colorful fireworks exploded up in the sky in a shape of heart as Valentine’s also falls on the same day as the New Year.

This year had the biggest crowd attending and it included some VIP guests like Senator Tito Sotto and wife Helen and their children, who really enjoyed their stay.

Year 2011 will be the Year of the Rabbit and Chinese New Year will be Feb. 13, 2011.

AAB-Negros holds group art exhibition

Thirty-six members of the Art Association of Bacolod-Negros are holding a group exhibit at Namit-Namit Resto Gallery at Arte Kalye, in Bacolod City that opened Saturday and will run until Feb. 28.

Titled “Inogorasyon”, the show is being held in conjunction with the 2nd AAB-Negros Arte Kalye Festival sponsored by the AAB- Negros and the National Commission on Culture and Arts.

Guests of honor were Leonidez David and his wife, Annie who own “Gallery Anna” at SM Megamall in Manila.

The exhibit features the works of Jecky Alano Jr.; Bogie, Nonalisa, Nuklar, and Nunelucio Alvarado; Marjorie Angodong, Dennis Ascalon; Arthur, Daniel Bayles; Bert and Junjun Berondo, Hilario Campos III, Christian Claur, Charlie Co, Sandy Coberos;

BACOLOD CITY — Bacolod finally moves up from being one of the ideal locations for information technology (IT)-enabled outsourcing industry, to also join the race to become the health and wellness tourism capital of the Visayas.

The Sanggunian Panlungsod approved recently on third and final reading the proposed ordinance for the development of the health and wellness industry in the city authored by Councilor Jocelle Batapa-Sigue.

Last year, Batapa-Sigue, with the Metro Bacolod Chamber of Commerce and Industry (MBCCI) organized the Spa Association of Negros Occidental and spearheaded the 1st Health and Wellness Exhibitions in Bacolod. The ordinance seeks to complement the Philippines’s thrust to be the biggest medical tourism and wellness destination in Asia with the economic and social benefits of being a major player in the globalization of healthcare in the 21st century.

The ordinance encourages Bacolod to look at the three different health and wellness clusters that the Philippines has to offer, namely, the medical tourism cluster composed of modern, high-tech and world-class hospitals and medical centers, which are staffed by the most competent doctors and medical professionals.

The second is the retirement cluster which includes retirement villages, nursing homes and hospitals, and the third is the wellness cluster which includes spas, holistic therapies, traditional Filipino massage and complementary medicine.

Batapa-Sigue said Bacolod is well-positioned for the growth of wellness industry with the growing number of health spa and medical spas in the city that now provides jobs to almost 500 Negrenses.

The ordinance classifies the health and wellness tourism market for Bacolod to several segments, namely medical tourism, wellness and spas, nursing and elderly care, research and diagnostic services, health and organic products and alternative modalities. The ordinance also seeks to maintain the standards of spa establishments by requiring them to accredit with the city on yearly basis and subjecting them to regular inspection. It serves to also professionalize the massage therapists and spa personnel as health and wellness professionals and no longer as ordinary masseuse.

Thru the ordinance, a Bacolod Health and Wellness Committee (BHWC) shall be created to assist, guide and support the city government in developing and promoting the local health and wellness industry as one of the world-class destinations for medical and wellness tourism in the world.

USLS Culture & Arts to Stage Euripides on Feb. 26-27

The University of St. La Salle (USLS) Culture and Arts Program will stage Euripides’ The Bacchae on February 26 and 27, 6:30pm at USLS Coliseum. This features the university’s institutional organizations Jean Baptiste Dance Company (JBDC) and Masskara Theatre Ensemble and is directed in theatrical animation by JBDC’s artistic director, Rene Hinojales, using the modern-day version of David Greig from a literal translation by Ian Ruffell.

The Bacchae is one of the greatest of all Greek tragedies that dramatizes the conflict between the emotional and rational sides of the human psyche. The magnetic young icon, hedonist and god Dionysus returns home with his cult of female followers to exact his revenge, unleashing the full force of female sexuality in the city of Thebes.

"I needed to celebrate the 10th anniversary of JBDC with a ‘bang!’ Searching for concepts and matching them with physical resources and logistics was my first obstacle. Lo and behold - after one of her rare visits to the house a friend, Tanya Lopez, leaves behind a pocketbook entitled The Bacchae by Euripides. Curious, I took the opportunity to read it before returning the book and again, to my surprise, it wasn’t only easy reading but also a very entertaining and timely piece of classic literature," said Hinojales when asked why he chose to stage Bacchae. This echoes many of his personal sentiments and frustrations as a love child, in reference to the lines, "O Mother, save me from the fools... the fools who think to be clever is more clever than to be wise... who argue endlessly about argument and who hatch grand schemes grandly without stopping once to notice and enjoy the pleasures of the present life that is right before their eyes."

Negros Occidental conducts 55 cloud seeding operations to cushion impact of El Niño (http://www.pna.gov.ph/index.php?idn=&nid=11&rid=260729)


BACOLOD CITY, Feb. 24 (PNA) – The provincial government of Negros Occidental through the office of the provincial agriculturist (OPA) has already conducted 55 cloud seeding operations to cushion the impact of the worsening El Niño phenomenon in the province.

Earlier, the provincial government had allotted some P1.6 million for the cloud seeding operations.

The operations covered areas in Ma-ao, Bago City, La Carlota City, Kabankalan City, Himamaylan City, Murcia, Don Salvador Benedicto, La Castellana, Victorias City, Manapla, Pontevedra, and Binalbagan.

On Monday, the OPA report showed that around 511.29 hectares of corn and rice plantation were badly affected by drought with an estimated damage of about P7.6 million.

Governor Isidro Zayco said any of the affected localities could declare a state of calamity if the extent of damage in their respective areas warrants.

Meanwhile, evaluation on agricultural areas in Bacolod City is underway relative to the possible impact of the dry spell.

City Councilor Alex Paglumotan, chair of the council committee on agriculture and fisheries, filed a resolution directing city agriculturist, Atty. Goldwyn Nifras, to conduct an evaluation of the agricultural areas and other potential areas to be affected by the phenomenon.

The council already approved two resolutions relative to the city’s mitigating measures towards the phenomenon, said Paglumotan.

He said he asked Nifras to submit her recommendation to the Department of Agriculture Regional Field Unit 6 (DA-RFU 6) in order to avail of the drought assistance for the benefit of the agriculture sectors in the city.

This, following the statement of DA-RFU 6 regional executive director Larry Nacionales that the department will provide assistance to the drought hit areas in Western Visayas based on request and on field evaluation results. (PNA)

Old Sagay’s Nata Pickles a Hit

Nata Pickles, probably the first-of-its-kind recipe in the province and country, is becoming popular in a fishing village of Sagay City, north of Negros Occidental.

The recipe, known as atsara in the local dialect, is a new version of the Filipino pickled green papaya that does not have the shredded or julienned raw papaya as ingredient but nata de coco trimmings.

The special atsara labeled "Negrosanon’s Best" is from nata de coco that the coop produces, said Lucia "Bing" Miño-za, founder-manager of the Negrosanon for Economic Development Multipurpose Cooperative (NEEDMPC) in Baran-gay Old Sagay.

It is cooked the usual way with vinegar, sugar, carrots, ampalaya, eggplant, string beans, sweet pepper, salt, and ginger.

Miñoza helped four coop members create the recipe a month ago. Instead of discarding nata trimmings, she thought of using it for Nata Pickles to maximize the utilization of nata and provide livelihood to housewives and rural women in the community.

She said earning income by retail boosts their self-esteem and helps reduce rumor-mongering, lice-picking, and baby-making as well as vices like playing tong-its.

The mouthwatering recipe is not only healthy but also saleable because of its deliciously sour taste with some sweetness from nata, said the Fishery Education graduate of Iloilo State College of Fisheries-Sagay Branch, now Northern Negros College of Science and Technology (NONE SCOST).

A small plastic cup sells at P5 and is fit for the schoolchildren’s budget. A pack is sold at P10, a bottle at P20 and a jar at P35. Nata Pickles is served solo or in perfect tandem with lechon baboy or manok, other grilled meats and sausages, and fish.

NEEDMPC Chairperson Myrna Dañas said it entered into a contract with Green Harvest, a big

nata de coco producer based in Murcia. Its orders are unlimited but the coop has only supplied as much as 160 kilos last December and January, at a cost of P15 per kilo, she said.

Dañas, who is also NONESCOST Vice President for Academics, said the coop plans to improve and expand this venture. It has requested technical and financial assistance on packaging from the Department of Science and Technology, through the Small Enterprise Technology

Upgrading Program (SET-UP), to make the product more saleable in the market.

She said the coop began mass production of nata with an initial capital of P25,000 in

September last year. A return of our investment came three months after, through the big orders of Green Harvest, as well as orders for fiestas and exhibits, and the brisk sales of Nata Pickles, she added.

The coop is grateful to the Office of the Provincial Agriculturist headed by Engr. Igmedio Tabianan for the skills training conducted by Agriculturist I and Nata de Coco Specialist Jusie Balinas who is also into the business. Balinas learned nata de coco-making from the Agricultural Training Institute of the Department of Agriculture in 2000.

The training was facilitated by Aquacultural Technologist Susan Apud and Provincial Fishery Livelihood Project Coordinator Elmer Tubola.

City Gov’t allots P.6M for initial repair of markets

BACOLOD CITY — The Bacolod City Government allocated more than P600,000 last year for the initial improvement of the three major public markets in the city.

The improvement included the repair and replacement of defective market facilities such as roofs, water tank, cold storage, stalls and toilets, as well as desilting and cleaning of the drainage system and improvement of lighting and ventilation.

Mayor Evelio Leonardia said that this is an ongoing project that is aimed at improving the market facilities. The mayor stressed that these markets are often frequented by the public so it should always be clean and in the best conditions.

Mayor improvement at Bacolod Central Market and Burgos Public Marked has already been completed while the Libertad Public Market is undergoing a major overhaul that included replacement of roofs, repainting, installation of additional electrical connections and fire hydrants.

The city government also conducted a series of orientation on effective solid waste segregation among the vendors and initiated a clean-up activity in coordination with the different vendors’ association.

Fortuna Park Resort – An Integrated Tourism Estate As described earlier, the site selected for the Tourism Estate lies south of the town center (CBD) in three beautiful valleys currently in agriculture, primarily sugarcane. This area is characterized by four ridges which orient east/west and form the valleys. Two existing man-made lakes occupy the first and largest valley to the north. A river traverses each of the valleys – from north to south the Magbaboy River, the Katingal-an River and the Buluangan River. At the southern end of the estate lies the village of Buluangan on the coast with a small fishing port. This village will remain as will its fishing industry. A little north of Buluangan, the village of Fortuna will be relocated to allow construction of the Beach Resort while the existing fish ponds along the coast will be filled for beachfront housing.

The plan, while highly flexible to respond to changes in the tourism market over time, envisions a development program of hospitality and leisure facilities built in four phases. This program was developed by PKF Consulting Ltd. modified slightly during this study. The golf, resort and shoreline lots are intended for the higher-end market than those within the town itself and will appeal to either management level employees working in the industrial zones, business owners, or retirement couples.

Phase One will concentrate development in the Katingal-an River valley with golf and housing. (See Tourism Estate Development Program). The first resort hotel (the Beach Hotel) is a three-story complex that will also be constructed with a water sports center and beach club. The existing beach will be improved or an inland swimming lagoon could be constructed with some rooms on stilts over the water. Golf Homes are set within the course or on the lower slopes of the forested ridge with views over the course.

Phase One also includes Shoreline Homes, the Retail Center, a portion of Cultural Village I and a portion of the Tropical Sanctuary.

Phase Two will include construction of the Equestrian Center, additional Shoreline Homes north of the Beach Resort and the first nine holes of golf within the Magbaboy River Valley. The Golf Lodge and Clubhouse, a three story complex, is to be constructed on a small knoll which offers views of the golf course, the sea beyond and the lake. The portion of the Resort Housing situated within the first nine hole course will be developed. These lots have an an average size of 1000 sq. meters and are situated to take advantage of golf course and lake views. Cultural Village I, adjacent to the National Highway, will be completed as will the Tropical Sanctuary and a large portion of the Employee Housing will be constructed.

In Phase Three, the existing lake north of the Golf Lodge and Clubhouse will be expanded and additional Resort Home lots will be developed around this lake. Along the sea, the final cluster of Shoreline Homes will be developed. Located in the back of the property for quietness and seclusion and surrounding a small existing lake, the Spa Hotel, which is composed of a spa facility and country homes, will be constructed. It is separated from the resort housing by a ridge. Finally, the remaining Employee Housing will be developed.

Phase Four will complete development in the Magbaboy River Valley with eighteeen holes of golf and additional Resort Housing. If it is determined that a 27-hole course is not desirable in Magbaboy River Valley, more Resort Home lots could be laid out with a par 3 Executive Course, a Putting Course or some other recreational facility.

In each phase hiking, jogging, bicycling and equestrian trails will be constructed within the hills and along the shoreline. BACOLOD CITY — The Bacolod City Government allocated more than P600,000 last year for the initial improvement of the three major public markets in the city.

Haha....indi lang anay ah......yes mig may shrimp congress pero daw gamay man lang ni, last year daw sa pavillion hotel man sila bala mo pero bisan ginagmay lang ang iban basta sige sige lang para maanadan naman ta na convention city......but we still need more rooms and a world class convention center to really hit the big time.....ang other attractions ta ya like our people kag ang aton na food is already a given.......:cheers::cheers::cheers::cheers::cheers::)

exactly... what we need right now is to add more rooms so we can host BIGGER conventions. :) its within reach na gid tito...we just need to puch it harder...good thing crown regency will be investing soon :) we need this kind of investors :) Our city goes global na gid, were following cebu footsteps little by little :) happy na ko na ang Visayas daw wala man naga ka ulihi sa developments specifically sa cebu and sa ciudad ta :)

Old Sagay’s Nata Pickles a Hit

Nata Pickles, probably the first-of-its-kind recipe in the province and country, is becoming popular in a fishing village of Sagay City, north of Negros Occidental.

The recipe, known as atsara in the local dialect, is a new version of the Filipino pickled green papaya that does not have the shredded or julienned raw papaya as ingredient but nata de coco trimmings.

The special atsara labeled "Negrosanon’s Best" is from nata de coco that the coop produces, said Lucia "Bing" Miño-za, founder-manager of the Negrosanon for Economic Development Multipurpose Cooperative (NEEDMPC) in Baran-gay Old Sagay.

It is cooked the usual way with vinegar, sugar, carrots, ampalaya, eggplant, string beans, sweet pepper, salt, and ginger.

Miñoza helped four coop members create the recipe a month ago. Instead of discarding nata trimmings, she thought of using it for Nata Pickles to maximize the utilization of nata and provide livelihood to housewives and rural women in the community.

She said earning income by retail boosts their self-esteem and helps reduce rumor-mongering, lice-picking, and baby-making as well as vices like playing tong-its.

The mouthwatering recipe is not only healthy but also saleable because of its deliciously sour taste with some sweetness from nata, said the Fishery Education graduate of Iloilo State College of Fisheries-Sagay Branch, now Northern Negros College of Science and Technology (NONE SCOST).

A small plastic cup sells at P5 and is fit for the schoolchildren’s budget. A pack is sold at P10, a bottle at P20 and a jar at P35. Nata Pickles is served solo or in perfect tandem with lechon baboy or manok, other grilled meats and sausages, and fish.

NEEDMPC Chairperson Myrna Dañas said it entered into a contract with Green Harvest, a big

nata de coco producer based in Murcia. Its orders are unlimited but the coop has only supplied as much as 160 kilos last December and January, at a cost of P15 per kilo, she said.

Dañas, who is also NONESCOST Vice President for Academics, said the coop plans to improve and expand this venture. It has requested technical and financial assistance on packaging from the Department of Science and Technology, through the Small Enterprise Technology

Upgrading Program (SET-UP), to make the product more saleable in the market.

She said the coop began mass production of nata with an initial capital of P25,000 in

September last year. A return of our investment came three months after, through the big orders of Green Harvest, as well as orders for fiestas and exhibits, and the brisk sales of Nata Pickles, she added.

The coop is grateful to the Office of the Provincial Agriculturist headed by Engr. Igmedio Tabianan for the skills training conducted by Agriculturist I and Nata de Coco Specialist Jusie Balinas who is also into the business. Balinas learned nata de coco-making from the Agricultural Training Institute of the Department of Agriculture in 2000.

The training was facilitated by Aquacultural Technologist Susan Apud and Provincial Fishery Livelihood Project Coordinator Elmer Tubola.

Yes mig, that was a franchise, may isa pa gid ka shakeys migs sang una dira sa downtown, sa lugar subong sang spirits boutique along san juan, I think one of the very first shakeys pizza parlor outside metro manila, I remember sang ga obra ko sa banko sang 1977 dira pa kami nagakaon pizza, mojos kag hero kag mamati sang nagatukar kag kanta kon gab i......those were the days migs, bisan sang una pa ya wala kita nagakaulihi......:cheers::cheers:

Milling season ends early

The milling season appears to be ending early this year again, Board Member Enrique Miguel Lacson yesterday.

The Binalbagan Isabela Sugar Co. is ending milling on March 6 and the Central Azucarera de La Carlota on March 5, he said.

This will mean a dead season in the industry since normally milling ends in April, he said.

BACOLOD CITY — Business Permit and License Division chief Jardis Jaculina confirmed yesterday that almost 15,200 business applications were issued to all business proprietors and proprietress even at the start of the renewal of business permit which started last January 2010.

She said that this is higher by 2,000 as compared to last year with only 13,200 business application. Jaculina said that the “One Stop Shop” established by the City Government had already expired last February 28, 2010 with no surcharges and penalties meted out.

She said that with increase of business application, this means that higher revenue will be generated here in the City of Bacolod.

Jaculina further stressed that based on their records, businessmen who have already secured a business permit reaches to 5,474 and this figure has already complied all the requisites and procedures mandated by law.

Jaculina believed that others might have already paid their permit, only that they have not complied with some requirements like the Office of the Building Officials, Barangay and Health Clearances and as well as Fire Clearances.

Jaculina said that with the increase of Business Tax, there will be enough revenues to generate and this will enhance further tax collection. Jaculina did not confirm if the Sangguniang Panlungsod will again implement the New Tax Revenue Code which was implemented but it was opposed by some members of the Council.

RP to export more sugar to the US despite tight local supply


THE PHILIPPINES, which has become a net sugar importer this year, is willing to ship an additional 75,000 metric tons (MT) of the commodity to the United States by the third quarter on top of its annual sugar quota allocation.

The Sugar Regulatory Administration (SRA), in its Feb. 23 letter to the US Department of Agriculture (USDA), said the Philippines was prepared for the possible additional raw sugar allocation for the United States.

"Our stocks will allow us to ship an additional maximum volume of 75,000 MT by [fiscal year ending] Sept. 30," Rafael L. Coscolluela, who was SRA Administrator at the time the letter was sent, said.

This was in response to a query from USDA on whether the Philippines can supply additional raw cane sugar, confirming talk that the US might import more sugar amid tight global supply.

The 75,000-MT volume will be on top of the 136,201 MT that the Philippines has shipped to the US this year under the latter’s tariff-rate quota scheme. The last time the US asked for additional sugar was in 2005 as a result of damage to sugarcane crops caused by Hurricane Katrina.

Mr. Coscolluela, who has resigned to run for a congressional seat, said in a phone interview on Friday the country can meet the additional US requirement without sacrificing domestic supply if the private sector will be able to bring in 150,000 MT of the commodity under a scheme approved by the government last month.

"That is why we need the 150,000 MT but while we have to serve the US quota, what is important is to beef up domestic supply," he said.

Archie B. Amarra, executive director of the Philippine Sugar Millers Association, said there should be no problem with the additional sugar export since the country still has enough inventory.

"The Philippines is fortunate that the US gets its sugar from us. The US is generally a preferred market because of the premium it puts on sugar prices," Mr. Amarra said.

Mr. Amarra said if the Philippines fails to deliver the additional sugar requirement, it might lose the opportunity to get a better market since the US traditionally offers a higher price.

"The premium varies. In the first week of February for instance, the world sugar price was at $30 cents per pound, while the US price is at $40 cents per pound [which is why it is a favored market]," Mr. Amarra said.

The Philippines currently gets 13% of the total volume allocated by the US for sugar imports. The USDA is expected to release the allocation for additional sugar imports by April.

But while the Philippines is ready to export an additional 75,000 MT to the US, the country is also planning its own importation by bringing in 150,000 MT to beef up domestic supply -- the first time since 2006 when the country bought 50,000 MT of sugar under a counter-trade program.

Based on the SRA data, the initial production estimate for crop year ending August is 2.147 million MT. Including 421,000 MT from last year’s inventory, total sugar supply is expected to reach 2.57 million MT.

Demand meanwhile is expected to be 2.1 million MT for crop year ending August. With the 136,000 MT to be exported to US this year and the 21,000 MT for export to other countries, the ending sugar supply inventory should be 313,000 MT by August.

"The problem is the 313,000 MT is less than the ideal two-month buffer stock of 360,000 MT, that is why we need the 60,000 MT to cover for the buffer stock," Jose Rojo G. Alisla, acting SRA chief regulation officer, said in a phone interview.

The 60,000 MT represents the first tranche of the 150,000 MT that the government approved last month for private importation. Mr. Alisla said the remaining 90,000 MT was meant to cover domestic demand.

Rights to import 60,000 MT of sugar auctioned last Feb. 23 drew only seven qualified bidders who were willing to bring in only 16,000 MT, indicating a lack of interest because of the stabilizing sugar prices.

Data gathered by BusinessWorld showed that three of the seven qualified bidders paid for volumes lower than what they originally sought last month.

Rosemarie S. Gumera, SRA department manager for planning and policy department, confirmed in a text message that 3,000 MT of sugar had been pulled out by the bidders. This means that they will likely bring in only 13,000 MT.

"I still have to confirm [today] if all of them have paid since the allocation is considered forfeited if they have not paid until [Friday last week]," Ms. Gumera said.

A sugar trader, who requested anonymity, attributed the lack of interest to the high P2,300 per 50-kilogram bag landed price set by the government, which is higher than current domestic prices averaging P2,100 per bag for refined sugar.

"Sugar prices have already started to stabilize and the government should change the lan-ded price otherwise we will just buy from the domestic market and keep the stock. The government should also extend the delivery date [of the first tranche] from May because it puts too much pressure on us," the trader said.

Sugar prices in the New York Intercontinental Exchange closed last week at $0.2167 per pound (lb.) from $0.30/lb last Feb. 1. Local sugar prices have remained stable at P54 per kilo after touching a high of P60 a kilo at the end of January, data from the Bureau of Agriculture Statistics showed.

The government had said it would push through with the importation of the remaining 90,000 MT under an export replacement scheme. Plans for a re-bidding of the 44,000-MT have yet to be finalized.

Mr. Alisla said the government remains committed to fulfilling the additional US quota requirement and should the private sector fail to bring in the 150,000 MT, the country’s buffer stock will be affected.

Agriculture in Negros Occidental has progressed from sugarcane to high-value crops and from conventional or chemical to organic or natural farming. Credit this to the dynamic change in the environment like global warming, and the new breed of farmers who realize that integrated farming is in and that organic farming has dawned. This kind of farming can provide year-round employment to farm workers, make more profit, and provide fast cash than managing a sugarcane hacienda alone.

This farming evolution has led to a new dimension in travel activities – agri-tourism. If agriculture is the backbone of the Negros economy, tourism plays an important role in drawing people to the farms and generating local revenues. Visitors come in hordes to see what Negros farms have to offer. Negros Occidental is ready not just for eco-tourism, adventure tourism, and culinary tourism but also for agri-tourism because of quality and “certified organic” products grown in the farms.

Organic farms have largely contributed to the birth of agri-tourism. These farms showcase natural methods of growing crops and fish, and raising animals in contrast to traditional methods that rely heavily on toxic pesticides and fertilizers as well as chemical-laden feeds. Tours are developed to educate visitors on how food is produced as well as influence the way they look at farms. Eventually, they enjoy producing their own food that is safe and healthy.

Last year witnessed a boom in agri-tourism, with the highest number of agri-tourists to Negros Occidental recorded so far, said Provincial Agriculturist Igmedio Tabianan.

A total of 78 agri-tours to various organic farms were coordinated by the Farmers Information and Technology Services Center of the Office of the Provincial Agriculturist Negros Occidental, accounting for 1,027 visitors including farmers, students, academicians, technical experts, private and government officials and employees, entrepreneurs, and garden enthusiasts listed in the OPA-FITS logbook.

“The influx of agri-tourists on Lakbay-Aral grows year by year. It is apparent that they cut a significant slice in the tourism pie. Agri-tourism is one industry that could rake in big revenues to the province,” Tabianan added.

The figure, however, does not reflect the total number of tourists coming into the province, as some tourists go straight to the farms without seeking the assistance of OPA, said Edna Garde, OPA-FITS Manager.

Garde, who is also OPA’s public information officer and official tour guide, said that, of the 1,027 agri-tourists recorded last year, more than half or 521 came from Panay Island. OPA-FITS facilitated agri tours in the province, most of them referred by its co-member agencies in the Western Visayas Agriculture and Resources Research and Development Consortium.

Organic farming initiatives in Negros became popular since a Memorandum of Agreement was signed between Governors Joseph Marañon of Negros Occidental and George Arnaiz of Negros Oriental in 2005 in Tanjay City, Oriental Negros. The ceremony was witnessed by President Arroyo, who also signed Executive Order No. 481 entitled “Promotion and Development of Organic Agriculture in the Philippines” in a bid to further boost organic farming in the country.

The partnership of the twin provinces is geared toward sustainable agriculture, organic production, bio-security, and rural development while paving the way to realize the goal of making Negros Island the “Organic Food Basket of Asia”.

Farms designed for agri-tourism are found in various parts of Negros Occidental. “Of the sites being visited, the farms of OPA-FITS Farmer-Scientist Ramon Peñalosa in Victorias City and Manapla emerged as the top agri-tourism destinations in the province,” Garde said.

Appointed volunteer Magsasaka Siyentista by WESVARRDEC in 2007, Peñalosa has been conducting package tours since the province started promoting organic farming through the 1st Negros Island Organic Farmers Festival in 2006.

It was actually in 2000 when the network of organic agriculture advocates was organized, the same year when Peñalosa began ‘integrated organic farming business,’ Garde said. Non-government organizations like Alter Trade Corporation and Broad Initiatives for Negros Development as well as the Buro-buro Vermi Farm in Talisay City started years earlier. Buro-buro, owned by couple Batchoy and Pamela Henares, started converting their farmlands from chemical to organic. Part of it is devoted to vegetables, fruits, and vermicomposting.

In 2007, awareness on agri-tourism was initiated by OPA-FITS in an effort to introduce tools in developing agri-tourism and eventually put the local farms in the Negros tourism map. “The Seminar on Responsible Tourism was conducted for farm owners or their representatives as a strategy for sustainable agricultural development,” said Lawrence Ledesma, Planning Division Head of the Provincial Planning and Development Office. He said the activity examined responsible tourism concepts and principles, and made participants understand its role in community development. “They accepted the challenge of beautifying their farms and readying them for agri-tourism,” said Ledesma, who was formerly OPA Planning Section Chief/FITS Manager since FITS was established in 2004.

Agri-tourism has become an added economic value to these destinations. Some of them charge entrance fees and sell their produce to visitors right at the farm. Per request and for a fee, a welcome drink and lunch from the farms’ produce are served. OPA-FITS received mostly positive feedback from tourists saying they got the best value for their money.

One of the many impact testimonies gathered by OPA-FITS was from tourists of Oriental Negros - graduates of the Farmers Field School on vegetables - who put into practice what they learned from MS Peñalosa. This resulted in the declaration by the Provincial Government of Oriental Negros of Barangays Guihob, Nasungan and Pacuan in the Municipality of La Libertad as “organic farming barangays”.

As of 2009, OPA has listed 12 agri-tourism spots in the province, most of them advocating and practicing organic and probiotic agriculture and aquaculture while a few are into the manufacture of farming equipment and machinery.

Aside from Peñalosa Farms and Buro-buro Vermi Farm, other agri-tourism sites are Fresh Start Organics in Silay and Sagay City; Alternative Indigenous Development Foundation Incorporated, Cruz Aqua Corporation, RU Foundry, and Shenandoah Eco Farm in Bacolod City;

ECJ Farms and La Granja Agricultural Research and Development Center in La Carlota City; and Humayan Ministry, OPA Integrated Correctional and Agricultural Technology (ICAT) Center, and the Organization for Industrial, Spiritual & Cultural Advancement (OISCA) in Bago City.

The flow of agri-tourists validates the theme “Organic Agriculture: Key to Agri-tourism” of the 3rd Negros Island Organic Farmers Festival in 2008.

OPA-FITS and other stakeholders are working hand in hand to further enhance the agri-tourism potential of Negros Occidental and to raise awareness on environmental management and protection, promotion of local indigenous farming technologies as well as economic empowerment.

In the light of the El Niño phenomenon, climate change, soaring prices of fuel and commodities, unhealthy lifestyle and dietary habits, and the hustle and bustle of everyday life, now is the time to turn more to nature. Be an agri-tourist and enjoy natural!

Pagkadto namon sa langub wala problema ang tubig migs, kag ang beach nami paligo an, on our first night nag brownout for about two hours, kanami kay damu fireflies sa mga kahoy, malingaw man ang mga taga ciudad ah..:D.....namanol abi....:lol::lol::lol::lol::lol:

Looking Back at Arte Kalye

The Art Association of Bacolod-Negros transformed a street formerly the San Agustin Road Extension (beside the Riverside Medical Center) in Bacolod City into a big stage where concerts and poetry reading were held, actors staged plays, dancers performed, and a street party was held during the closing rites of the 2nd Arte Kalye Festival on Feb 28.

The closing program was graced by Bacolod Rep. Monico Puentevella, Mayor Evelio Leonardia, Councilor Jocelle Batapa-Sigue, Regional Trial Court Judge Napoelon Diamante and art critic Cecile Nava as guests of honor.

The month-long festival in celebration of the 2010 Arts Month adopted the theme “Art for Earth” and was sponsored by the AAB-Negros and the National Commission on Culture and the Arts.

Festival director and AAB-Negros president Nunelucio Alvarado, in his ‘Laygay ni Nunelucio’ encouraged artists to seriously pursue their craft. Alvarado gave the advise at the program held on the street (Arte Kalye) which had been earlier transformed by the AAB-Negros members into a big canvas by filling it with their colorful paintings during the opening on Jan. 28.

The street, which was turned into a place where artists can gather as a community, is located right next to the Namit-Namit Pagkaon kag Taliambong, Moravia, Italia, Chowking, David’s Salon, rows of apartments and boarding houses for students. The street also served as the venue for a wedding organized by the artists on Valentine’s Day. AAB-Negros secretary Mary Jane Calvario and Rodel Sequijor exchanged marital vows in the presence of RTC Judge Napoleon Diamante, who later serenaded the couple by playing on his viola.

The Arte Kalye Festival was held to raise cultural awareness of the Arts Month among the people of Negros, to promote the area as a cultural hub of visual artists, writers and cultural workers, as well as, to motivate artists to actively participate in the celebration of the Arts Month.

The National Arts Month has been celebrated for more than 18 years under the leadership of the National Commission on Culture and Arts and with the cooperation of different arts associations in different regions of the country. CGSamillano

Mall set to host Earth Hour 2010

Primemovers of the Earth Hour 2010 will attempt to plunge Negros Occidental and Bacolod City into total darkness for an hour, on March 27 from 8:30 to 9:30 p.m., at SM City Bacolod, a Philippine Information Agency press release said

Earth Hour will not only take place in the province but also in the entire Philippines and around the globe.

The key message is to sound-off alarm on the pollutions the Earth has critically absorbed from man’s improper and total abuse of energy that partly caused climate change, the press release said.

It brings into fore the advantages of shifting into alternative and sustainable sources of energy such as wind, solar, water and others that are natural and non-toxic.

Last year, the switch-off ceremony was attended by Gov. Isidro Zayco and Bacolod City Mayor Evelio Leonardia.

It was supported by SM City Bacolod, groups of electrical and civil engineers, environmental organizations, local government units, non-government organization, and the academe.

Now on its third year, the Earth Hour, last year inspired millions of people around the world to join in the global momentary black out that experts estimate is like shutting off 12 coal fired power plants, the press release said.

The Bacolod City Fire Station observed the annual Fire Prevention Month by opening a photo exhibit at the SM City North Wing, Reclamation Area, Bacolod City yesterday.

The celebration theme this year is “Sustaining fire prevention through active community participation,” a BFP press release said.

The ribbon-cutting ceremony was led by City Fire Marshal, S/Insp Pamela Rojane Candido, with special guests Cecille Felix, wife of Negros Occidental Police Provincial Office director S/Supt Manuel Felix, Vicente Petierre, in behalf of Bacolod Mayor Evelio Leonardia, Interior and Local Government city director Eduardo Basinang, C/Insp. Fred Trajeras Jr., fire marshal of Negros Occidental; Mae Diamante, NAPOLCOM officer, and George Jardiolin, SM City mall manager.

The photo exhibit which runs until March 15 aims to inform the public, especially the people of Bacolod City, about the activities and programs of the Bureau of Fire Protection, Bacolod City Fire Station.

It also aims to impress on to the public the importance of fire safety and the dangerous and devastating effects of destructive fire, and strengthen community participation in the bureau’s thrust for a safer environment, the press release said.

Business group worried over ‘uncertain status’ of water

THE Metro Bacolod Chamber of Commerce and Industry (MBCCI) expressed worries over the “uncertain status” of water in Bacolod City, fearing the drought caused by the El Niño phenomenon will soon have direct or indirect effect on its supply.

Frank Carbon, vice president for internal affairs of MBCCI, said they are worried not only of the status of water here for drinking and household use, but also for industrial and economic development use.

“Water is a basic element of business and aside from household use it is also significant in industrial and agricultural development,” Carbon said.

The Bacolod City Water (Baciwa) District had released an advisory on
February 22 assuring its constituents that the El Niño phenomenon will have no direct effect on the water sources of the Baciwa since its supply comes from ground water.

Baciwa general manager Juliana Carbon, however, added what will only be affected are surface water like rivers and big bodies of water.

Mr. Carbon said Baciwa has yet to explain the actual status of the potable water whether how long can it last, assuming it is not in critical level yet.

“What is the long-term status of our potable water level? How long can it sustain us? What are the adoptive and mitigating measures that the public is going to do now to ensure that it does not dry up soon?” Mr. Carbon asked, adding that the Department of Agriculture has projected that the El Niño may extend until June.

MBCCI Director for Agricultural and Industrial Development Greg Lopez said it is Baciwa’s duty to inform its constituents on what are their long-term development plans on the use of potable water, as well as on its industrial and economic development use.

MBCCI President Roberto Montelibano has written Baciwa on February 24 asking for a conference to discuss the status of potable water in the city so that if there is looming problem, they can help the agency.

They cited a report in national papers on February 20 that “the worst of El Niño is not over” as dams in Luzon could reach critical levels by March and April, citing a report of the Philippine Atmospheric, Geophysical and Astronomical Administration (Pagasa).

At these critical levels, the report added, the dams would be unable to supply water for irrigation and power generation.

Baciwa has not replied to our letter yet, Mr. Carbon said. “We want to be apprised of the situation whether we have reasons to be alarmed of our water here,” Montelibano wrote, “and more importantly we want to help address the problem.”

Meanwhile, Lopez is also asking whether Baciwa has surface water development plan to maximize the rehabilitation and conservation of watersheds that are sources of underground water.

He said the present generation should not use underground water, since “we are stealing it from the second generation.”

We can maximize the use of our surface water like rivers and lakes, which is abundant in the province, instead of “just throwing it into the sea.”

“We are all guilty of willful neglect, which is almost a crime,” Lopez lamented. (Teresa Ellera-Dulla)

In its First General Membership Assembly, some 200 poultry raisers from various municipalities and cities in Negros Occidental gather recently at the Social Hall, Provincial Capitol Building for the formulation of resolution on El Nino mitigating measures on poultry and livestock and conduct seminar on various topics.

The gathering is anchored on the theme “Food security through Poultry”.

The poultry raisers who attended the general assembly include those engaged in backyard poultry raising and those raising game fowl and egg layers.

The assembly was initiated by Neg. Occ. Gov. Isidro Zayco and provincial veterinarian Dr. Renante Decena and organized by the Negros Occidental Poultry Raisers Association, Inc. (NOPRA).

NOPRA has been registered with the Securities and Exchange Commission. It is headed by Manuel Puey with three vice presidents, George Baterna for northern Negros, Bonnie Ta-ala for central Negros and Caroll Guanco for southern Negros.

The directors are Fernando Cuenca representing broilers, Eriberto Sevilleno for layers and Rebecca Samonte representing free range chicken.

Various topics like tunnel ventilation technology, brooding technology and probiotics were discussed that will greatly helped the members.

Department of Agriculture Regional Field Unit Director Larry Nacionales spoke before the members of the Neg. Occ. Poultry Raisers Association, Inc in behalf of DA Acting Secretary Bernie Fondevilla.

Dr. Renante Decena, provincial veterinarian said the purpose of the organization is to have government assistance to benefit individual poultry raisers, facilitate technology transfer and education on poultry raising, and to produce quality poultry meat and poultry by-products.(PIA/cad)

Neg Occ tops WV poultry inventory, earns P6.3-B a year

BACOLOD City — The Department of Agriculture 6 (DA-6) disclosed that Negros Occidental ranks first in the Western Visayas Poultry Inventory as of fourth quarter of 2009. The province recorded more than 6.5 million heads and earned P6.3 billion.

DA-6 Regional Director Larry Nacionales said the inventory accounts for 1.5 million heads of broiler earning P1.8 billion a year, more than 500,000 heads of layer chicken valued at P500 million, and more than 4.7 million heads of native chicken and game fowls at P4 billion.

Nacionales, who spoke at the first general membership assembly of the Negros Occidental Poultry Raisers Association at the Social Hall of the Provincial Capitol recently, shared the message of newly appointed Agriculture Secretary Bernie Fondevilla that the poultry industry in Negros Occidental has a “pivotal role to the region’s agriculture sector.”

He thanked the various stakeholders, associations and government officials led by Gov. Isidro Zayco for their support to the industry and vowed to strengthen relations with them to increase productivity and the income of poultry growers and traders.

Sagay City Mayor Alfredo Marañon Jr., president of the Negros Island Sustainable Agriculture and Rural Development (NISARD) Foundation, said the foundation will continue to support poultry growers and urged them to continue their best practices to remain as the top growers in the region.

Meanwhile, the DA-6 said it will address the two problems confronting the poultry industry in Negros Occidental - the effects of the El Niño phenomenon on crops, livestock and poultry, and Provincial Ordinance 007 that bans genetically modified organisms (GMOs) and products in the province.

He assured that the DA has enough stocks of vaccines. He said they have started distributing vaccines and biologics to poultry growers, and conducted information dissemination and monitoring of the effects of drought to the industry.

Nacionales said that since the anti-GMO ordinance has been put under moratorium for further study and review, the shipment of corn from other regions for feeds and research is now allowed which ensures sufficient supply of corn for feeds of the livestock and poultry sectors./PN

Business group worried over ‘uncertain status’ of water

THE Metro Bacolod Chamber of Commerce and Industry (MBCCI) expressed worries over the “uncertain status” of water in Bacolod City, fearing the drought caused by the El Niño phenomenon will soon have direct or indirect effect on its supply.

Frank Carbon, vice president for internal affairs of MBCCI, said they are worried not only of the status of water here for drinking and household use, but also for industrial and economic development use.

“Water is a basic element of business and aside from household use it is also significant in industrial and agricultural development,” Carbon said.

The Bacolod City Water (Baciwa) District had released an advisory on
February 22 assuring its constituents that the El Niño phenomenon will have no direct effect on the water sources of the Baciwa since its supply comes from ground water.

Baciwa general manager Juliana Carbon, however, added what will only be affected are surface water like rivers and big bodies of water.

Mr. Carbon said Baciwa has yet to explain the actual status of the potable water whether how long can it last, assuming it is not in critical level yet.

“What is the long-term status of our potable water level? How long can it sustain us? What are the adoptive and mitigating measures that the public is going to do now to ensure that it does not dry up soon?” Mr. Carbon asked, adding that the Department of Agriculture has projected that the El Niño may extend until June.

MBCCI Director for Agricultural and Industrial Development Greg Lopez said it is Baciwa’s duty to inform its constituents on what are their long-term development plans on the use of potable water, as well as on its industrial and economic development use.

MBCCI President Roberto Montelibano has written Baciwa on February 24 asking for a conference to discuss the status of potable water in the city so that if there is looming problem, they can help the agency.

They cited a report in national papers on February 20 that “the worst of El Niño is not over” as dams in Luzon could reach critical levels by March and April, citing a report of the Philippine Atmospheric, Geophysical and Astronomical Administration (Pagasa).

At these critical levels, the report added, the dams would be unable to supply water for irrigation and power generation.

Baciwa has not replied to our letter yet, Mr. Carbon said. “We want to be apprised of the situation whether we have reasons to be alarmed of our water here,” Montelibano wrote, “and more importantly we want to help address the problem.”

Meanwhile, Lopez is also asking whether Baciwa has surface water development plan to maximize the rehabilitation and conservation of watersheds that are sources of underground water.

He said the present generation should not use underground water, since “we are stealing it from the second generation.”

We can maximize the use of our surface water like rivers and lakes, which is abundant in the province, instead of “just throwing it into the sea.”

“We are all guilty of willful neglect, which is almost a crime,” Lopez lamented. (Teresa Ellera-Dulla)

The last disastrous drought that dried up a lot of our springs in Negros Occidental was the 1983 El Niño Phenomenon. we were lucky that our well did not dry up. I remember many tractors with big steel drums lining up outside our house to ask for water that they will use for their sugarcane fields in ABKASA.:ohno::ohno::ohno::ohno:...we survived the 1998 El Niño so I think we could surpass this one because......GOOD NEWS!!! By the way FYI to those who still don't know...El Niño is a worldwide phenomenon and its not all drought and heat. During El Niño, the seas of SE Asia (Philippines included), Oceania and Indian Ocean becomes unusually cold, so no formation of rainclouds occur. so there is drought in our side extending to southern India and southern Africa. At the opposite side of the Pacific the sea becomes unusually warm so there would be storms, hurricanes and flooding in the US, Central America, Peru, Colombia and Ecuador.^^^^^^

To the provinces

After a slump-driven halt on local property expansion plans, the business process outsourcing (BPO) industry is back on the negotiation table, but seems to have begun drifting away from the capital’s saturated business districts. The Commission on Information and Communications Technology (CICT) has said that the sector this year wants to expand operations outside Metro Manila, which currently holds 30% of the total BPO business.

Asked about his outlook for 2010, Colliers International (Philippines) research head Ramon Jose Aguirre said that the spread of BPOs is crucial to the success of the office sector. “Coming from an oversupply, the office/commercial space is the segment to watch because of the imminent growth of BPO service providers in the country,” he said.
Last year, CICT along with the Business Processing Association of the Philippines and the Department of Trade and Industry named the country’s top “next-wave cities,” and estimated that BPOs in these provincial centers could contribute 35% to the total business.

Metro Laguna
Just south of the capital region, Metro Laguna has been touted as the best place for IT-BPO operations outside of Metro Manila and Metro Cebu. In addition to its 7,000-plus labor pool of college degree holders, the region attracts a workforce from the rest of southern Luzon area. While it is indeed more expensive to operate here, Metro Laguna has quality roads, good power and telecommunication infrastructure, is less vulnerable to natural disasters, and has a few Philippine Economic Zone Authority (PEZA)-accredited sites.

Metro Cavite
The most populous province in the Philippines, Metro Cavite rivals Manila’s high-density university belt and labor force. It is close to the Ninoy Aquino International Airport and boasts of good roads, power and telecommunication infrastructure. Compared to neighboring Metro Laguna, the region has lower rental rates but still needs more IT- and BPO-specific infrastructure and a multi-stakeholder point of contact for investors.

Metro Pampanga
Not lacking on proper infrastructure, which includes the Clark Freeport Zone, Angeles City and Mabalacat, Metro Pampanga has reliable and redundant power and telecommunications, and enough commercial areas, hotels and restaurants to accommodate an influx of business visitors. Further, the area benefits from an international airport and high-grade road network that leads to the zone. Metro Pampanga has institutionalized investor services, an active ICT Council that helps firms set up their operations, and a number of BPO-ready, PEZA-accredited sites. These, however, come at a cost that is highest among locations outside Metro Manila.

Bulacan East and West
Located north of Metro Manila and south of the populous Central Luzon (which includes Metro Pampanga), Bulacan East and West are untapped centers that have the same standard of power and telecommunication infrastructure as its more developed neighbors. The region is bisected by two major highways and is less than two hours away from international airports in Manila and Clark. Bulacan has over 5,000 graduates yearly, and is accessible to workforce coming from nearby cities. However, the area still lacks enough BPO-ready office space and nearby rivers also make the region prone to floods.

Iloilo City
Down in the Visayas, Iloilo was named the most cost-efficient city by the CICT, with the lowest average wage, rental, and power rates among the next wave cities. While the rising hub produces more than 17,000 graduates a year, it has a smaller talent pool in its vicinity and a Megaworld-led construction at the old airport has failed to keep up with increasing demand for space.

Bacolod City
The capital of Negros Occidental early on prepared itself for IT-BPO locators by streamlining its PEZA accreditation process. This has led to a sufficient supply of leasable space for BPOs in the city, which for now has three major call centers and several smaller IT and BPO tenants. Many of the Bacolod’s 8,000 plus graduates a year are prepared to work in the industry and its ICT Council is quick to address locators’ concerns.

Davao City
The only urban area outside of Metro Manila with more than a million residents, Davao generates over 11,000 graduates a year and has around half a million people in its workforce. The city has competitive labor and power rates, IT-BPO facilities for lease at reasonable prices, and infrastructure that includes an international airport, good hotels and telecommunication facilities. While peace and order is an issue on the island of Mindanao, Davao City’s police force, one of the most effective in the country, does a good job of maintaining a peaceful environment in the area.

Cagayan de Oro City
The northern Mindanao city has the cheapest power rates among the top IT-BPO locations, and some of the lowest rental and wage rates. The city has a good power and telecommunication infrastructure, an airport with daily local flights, hotels and good roads. Over 6,000 students graduate and join Cagayan de Oro’s workforce every year and another 6,000 live within commuting distance. The city is generally safe but like Davao, Cagayan de Oro is often included in Mindanao-wide travel advisories of foreign governments that don’t distinguish between peaceful and conflict areas in the large island.

According to CICT statement, these next-wave cities were found to be underutilized and could still support larger IT-BPO operations. The industry group is scheduled to release a new list of next-wave cities early this year.

BACOLOD City — The Office of the Provincial Veterinarian reported that damage to the livestock and poultry industry in 23 local government units (LGUs) of Negros Occidental has reached P4.1 million as of March 12.

In his report to Gov. Isidro Zayco, Provincial Veterinarian Renante Decena disclosed that most of the livestock and poultry affected by the dry spell are being raised in backyard. These are cows, pigs, goats, carabaos, chickens, ducks and fighting cocks.

He said at least 20 hectares of pasture lands were also hit by the drought in Sipalay City, Hinobaan, and Murcia, with an estimated damage of P500,000.

Based on the latest report of the Office of the Provincial Agriculturist (OPA), damage to crops in this province is already at P28.7 million, affecting at least 16 LGUs. Crops that have been damaged are corn, rain-fed rice and vegetables.

The OPA earlier reported that six LGUS are set to declare a state of calamity. These are Hinoba-an, Sipalay City, Kabankalan City, Isabela, La Castellana - all in southern Negros, and Don Salvador Benedicto in northern Negros.

Murcia had already declared a state of calamity on February 23, while Himamaylan City declared the same on March 5.

OPA reported that its cloud seeding operations, which started on February 1, have induced rains since two weeks ago, especially in mountainous areas of several towns.

The provincial government of Negros Occidental has allocated P2 million for its cloud seeding operations on top of the P1-million counterpart fund given by the Department of Agriculture.

Zayco said the provincial government is willing to add more funds for cloud seeding operations if the need arises./PN

BACOLOD City – Around 1,200 squatter families will be relocated by the city government to the Andal/Antigua or Arao properties once Phase 1 of the relocation site development is finished.

This was revealed by Engineer Ephraim Hechanova of the City Engineer’s Office as he presented development plans for the proposed relocation site.

Phase 1 of the project covers 15 hectares of the 58-hectare property. It is targeted to be completed within this year.

Hechanova said the contractor can fast tract the construction since the property does not have any occupants.

He explained that the P100-million budget for site development can only cover 15 hectares thus the remaining areas will be developed gradually.

He said the project was designed by the CEO. It includes concreting of the road from the main highway traversing the Abada-Escay relocation site and to the Arao properties.

Hechanova said the contractor will also concretize arterial roads of the Phase 1 (Abada-Escay) and the Phase 2 (Arao) relocation sites, as well as constructing an overhead water tank that will be the site’s own water system.

“It is much cheaper for the city to create a water system for the community than put up different artesian wells which require regular maintenance,” he said.

Meanwhile, Acting City Administrator Atty. Glodwyn Nifras revealed that they are only waiting the report of the technical working group (TWG) that made the post qualification evaluation of the winning bidder so they can award the project.

Nifras said Alfies Construction and Construction Supply Inc. tendered P99,722,225.19 for the development of the 15-hectare site out of the P99,979,334.87 approved budget for contract presented by the city.

He said if Alfies Construction passed the requirements set by the TWG, they will recommend to Mayor Evelio Leonardia to issue a notice of award./PN

Perhaps the “great taste” of all coffee has invaded coffee lovers in Bacolod City when the Culinary Exchange and VVC Ventures had its presentation and product launching yesterday at the Northwest Inn in Bacolod City.

Those at the launching were major hotels, bars and coffee shops in Bacolod City and Negros Occidental who now distributes Culinary Exchange Coffee.

Willie Villar of VVC Corporation, distributor of Culinary Exchange Coffee said the product is already widely used in major and five star hotels, bars and coffee in Metro Manila, Cebu, Davao and in many parts of the country.

DOT Presents Sipalay Tourism Dev’t Plan


The Department of Tourism (DOT) through the Office of Tourism Development Planning headed by Dir. Rolando Cañizal presented the Tourism Development Plan of Sipalay City at the Office of the City Mayor yesterday.

The plan aims to develop tourism anchored on sustainable tourism development while generating revenue and creating employment for its residents and to provide a framework and direction, protection of its natural resources, conservation of cultural heritage, development of community-based tourism projects and formulation of appropriate policies to efficiently manage tourism development in the area.

Priority tourism attractions included in the said plan are Poblacion Beach, Mamara Cave Campomanes Bay, Tinagong Dagat, Punta Ballo Beach and Malinab Lagoon. Dr. Erwin Balane, Chief Tourism Operations Officer of the Regional Development Planning Division highlighted the numerous activities in his presentation that will induce longer stay of guests in the city as well as the required tourism-support facilities towards a tourist-friendly destination.

The initiative of Sipalay City in crafting the said plan is in consonance with the Tourism Act of 2009 which encourages local government units to prepare their local tourism development plans for sustainability as stressed by Dir. Cañizal.

The presentation was attended by city officials and concerned heads of offices in the City as well as a representative from the Department of Trade and Industry-Negros Occidental since tourism is the city’s One Town One Product (OTOP).

The said plan was realized through the assistance of the Regional Development Council- Region 6 that strongly supports Mayor Soledad C. Montilla and Acting City Mayor Oscar C. Montilla, Jr. in their tourism development thrusts in Sipalay City.*

BHLKC Seen as a Boost to Bacolod’s Economy Thru Medical Tourism

The unrelentless pursuit of Bacolod Congressman Monico Puentevella to construct the Bacolod Heart, Lung and Kidney Center (BHLKC) at the Corazon L. Montelibano Memorial Regional Hospital (CLMMRH) and which was inaugurated March 15 was boost to the healthcare delivery system of Bacolod City, the Negros Island, the Visayas and Mindanao.

Not only this, Puentevella said, but the state-of-art facilities and equipment put in place by the Department of Health (DOH) which is a six-storey hospital in coordination with Philips Health Care and Medikotec (Philippines) in Bacolod is an attraction to tourists availing of low cost structures and offering.

Connecting this with the development of the Bacolod-Silay Airport as an international airport, the Bacolod Congressman is optimistic that the inauguration of the BHLKC is a new boost not only to the economy in terms of foreign exchange entry and healthcare delivery system of Bacolod City but the entire province of Negros Occidental in general, including nearby cities of the Visayas and Mindanao.

Both the Secretary and Undersecretary of Health, Esperanza Cabral and David Lozada, respectively, stressed the reduction of patients’ cost by as much as 50 percent upon admission to BHLKC compared to traveling and staying in Manila where such facilities were once exclusively available.

What originally was intended for the center of the region in Iloilo but now constructed in Bacolod City through the efforts of Puentevella and despite political sabotage and maneuverings, he has in mind the replication of specialized healthcare program aggressively pushed by other countries, right now in the United States by President Barack Obama, as an avenue for opportunities generated by medical tourism.

Months ago, the City of Bacolod refused to issue a building permit to said project but Medicotek right now as project manager of the BHLKC assured that the Permit to Construct, Environment Compliance Certificate and the Comprehensive Structural and Engineering Plan will soon be submitted to DOH for the issuance of the local building permit.

There is no reason why the City will not issue building permit once these papers are complied, Medicotek assured.

Also, the BHLKC is the pinnacle, the apex, the summit, the crown of MONICO KABUHI KO, Puentevella said, taking care of the lowly by giving them quality health care system now giving sense to the program core: helping people, saving lives.

The BHLKC, as a new concept of delivering specialized medical services to both local patients and foreign tourists, shall maintain a high quality medical services to both charity and private patients, he added.

Puentevella vowed, once elected, he shall focus all means and capabilities to position Bacolod City as a prime medical tourism destination and the BHLKC as one of the top hospitals in the Philippines which in turn shall attract broader medical and tourism markets here and abroad by acquiring the international accreditation for the facility.*

SEC approves Globe Asiatique IPO


CORPORATE REGULATORS have approved the initial public offering (IPO) of Globe Asiatique Realty Holdings Corp., which will raise nearly P3 billion for the property developer.

The latest decision of the Securities and Exchange Commission (SEC) paves the way for what will be the second IPO of a local firm this year.

Globe Asiatique will secure as much as P2.869 billion in net proceeds from the share sale, to be used for new projects and debt repayments.

"Of the total [170.455 million] offer shares, up to 136.365 million new common shares are being issued for subscription by the company from its authorized and unissued capital, and up to 34.09 million existing common shares are being offered by the selling shareholder," the SEC said.

Globe Asiatique also granted Banco de Oro Capital and Investments Corp., the issue manager and lead underwriter, an over-allotment option of up to 168.705 million common shares.

The property developer will offer the shares for P6.50-P10.00 each.

The company expects to raise net proceeds of P806,136 million to P1.242 billion from the primary offering. "But should the underwriter exercise the over-allotment option, net proceeds to the company from the offer is expected to be approximately P2.869 billion," the SEC said.

Around P850 million will be used to pay debts, and the rest to start new projects.

Globe Asiatique has built 13,400 housing units in nine projects for the low- and middle-income segments. The property developer operates the Xevera brand for its subdivision projects and Sameera for socialized and low-cost township projects.

"The company is currently in the planning process of developing Xevera projects in Bacolod, Subic and Mindoro, and Sameera projects in Angeles City in Pampanga and Subic in Zambales," Globa Asiatique said in its prospectus.

To date, it has a land bank totalling 215,188 square meters.

Profits of Globe Asiatique, which is owned by businessman Delfin Lee, rose by 82% last year to P502 million from P275 million in 2008.

Business chambers ask amnesty for failure to renew business permits

CITY Mayor Evelio Leonardia is requested to grant amnesty to those business establishments and real property owners who failed to renew business permits in 2009 and/or to update the payments of real property tax up to year 2009.

The Metro Bacolod Chamber of Commerce and Industry (MBCCI) president Roberto Montelibano and Bacolod Filipino-Chinese Chambers of Commerce and Industry (BFCCCI) president Benjamin Ortega said they are requesting for the write-off of penalties and other surcharges computed from their last payment to December 31, 2009.

The two chambers president claimed that the MBCCI and FBCCCI have been actively campaigning to the owners of all establishments for payment of real property taxes. “If the penalties and surcharges are condoned or written-off, more business or real property owners will be enjoined to process their City Mayor’s Permit and pay the corresponding basic fees as well as pay their arrears in real property taxes.”

They said this proposal will ensure a healthy business climate and more income to the City of Bacolod.

Councilor Al Victor Espino, chair of the committee on finance, said he fully supports the said request, “we understand the situation of our businessman and why this has now reached this level, and once introduced by way of request because it’s in the power of the Sangguniang Panlungsod (City Council) to condone these penalties, I will fully support this move within the bounds of the law.”

He said they will check the said request and take the time to review and give what is due to the benefits for the condoned of the penalties and surcharges of the businessmen in the city.

“At this point of time, the need of assistance and support coming from the local government unit to our businessmen is very important in their relationship with the local government,” he added.

Panaad Sa Negros 2010 opens today

NEGRENSES will celebrate the Panaad Sa Negros 2010 with Department of Tourism-Western Visayas Director Edwin G. Trompeta as the guest of honor, at its opening program.

The event will open on Saturday, at the Panaad Park and Stadium in Barangay Mansilingan, Bacolod City with a theme “United in One Festival, One Negros Occidental.

The festival opening will start with a motorcade at 3 p.m. from the Provincial Capitol grounds passing through the main streets of the city going to Panaad Park where the opening ceremonies will be held.

Governor Isidro P. Zayco and Vice Governor Emilio L. Yulo, III will give their messages.

The 20 Lin-ay sang Negros candidates from the province’s 32 cities and municipalities will also be introduced during the program.

For the raising of banners, Board Member Edgardo Acuna, chairman, Provincial Board Committee on Tourism, Panaad Executive Director Marlin P. Sanogal, and the mayors will lead the raising of the banners.

The best of festival dance competition and fireworks display will follow after the opening program.

GMA Kapuso Night featuring Manila-based artists will also entertain the crowd after the competition to be followed by the performance of the Euphonic Band at the stadium.

The Aldrtz Pabayle sa Panaad will simultaneously be held at the Panaad Park Stage at 7 p.m.

City pays P124M for
relocation site

Bacolod Mayor Evelio Leonardia, on behalf of the city government, turned over to its owners Wednesday the full payment for the 58-hectare Arao property in Vista Alegre, Bacolod City it has purchased for use as relocation site for the city’s informal settlers, or squatters.

The payment was received by Nelly Antigua and Romanita Andal in the presence of their counsel, Geraldine Gardiner, and acting City Administrator Goldwyn Nifras, at the Bacolod City Government Center.

The payment of P124,314,598.06, is net of taxes that the family owed the Bureau of Internal Revenue and the city.

The original cost of the purchase of the property was P129,069.20.

Leonardia said the development plan for the new relocation site will include the existing relocation site at Vista Alegre-Granada as both sites are contiguous.

The amount released by the Philippine Veterans Bank to the city government last month is part of the P250 million loan the city had applied for to fund the purchase and development of squatters’ relocation sites in Vista Alegre.

The PVB Head Office credited into the current account of the city the amount of P129,069,820, representing the net loan proceeds from the first partial availment on the P250 million loan of the city with them.

The amount was earmarked for full payment of the sale consideration of P129,069,820 of the ratified Deed of Sale on the Andal/Antigua (Arao) properties after the usual operating procedures are complied with.

Earlier, Leonardia said that when the Vista Alegre-Granada relocation site is integrated with the new relocation site, a new growth center will be created in the Granada and Vista Alegre area.

He said the purchase of the relocation site is a project that was started as early as January 2008, and contrary to what critics have claimed, it was never a “spur of the moment decision.”*CGS

THE province of Negros Occidental remains as the top source of quality seafarers, an official said.

Pobar Marine Services Inc. Director and General Manager Leonito Mirande said that of the total 1,300 seamen in its roster nationwide, about 500 of them are from the province.

Mirande met with some of the seafarers and their families in a luncheon meeting held at Aboy’s Restaurant in Bacolod City recently.

He also pledged that the Manila-based firm will always give priority to applicants from the province in their future deployment.

Bacolod City Mayor Evelio Leonardia, who graced the occasion, thanked Pobar for continuously providing overseas employment to the graduates of the local maritime schools in the city.

Leonardia said Pobar’s advocacy for the Negrense seafarers is in line with the goals of his administration to promote Bacolod not only as the country’s most business friendly city but also as the premier manpower provider.

Pobar Chairman of the Board Tetsuya Suzuki, meanwhile, welcomed the “allotees”, seafarers’ spouses and parents, as he emphasized that the company values its employees as partners in the business.

He said that for the past many years, Pobar has been a consistent top performing manning agency in the Philippines and is listed among the leaders in the maritime industry.

On the other hand, Pobar president Carmen C. Rebusi told the attendees that the company is strengthening its services to the allotees, including the processing of remittances and other forms of assistance needed by the families of the seafarers.

The luncheon activity is the first provincial get-together hosted by Pobar for its allotees outside of Metro Manila.

Also present at the gathering were VMA Global College president Elizabeth Salabas, Bacolod police chief Celestino Guarra, and Pobar officers Captain Jose Ramon Diamante, Captain Emmanuel Ubaldo and administrative officer Doris Garcia.

‘Lin-ay Sang Negros Candidates

Twenty young ladies – relatively fresh faces in beauty pageants – are vying for the Lin-ay sang Negros title in the annual pageant set on Friday at Panaad Park, home of the Panaad Festival, which is on its 17th year.

The winner will succeed Vickie Marie Milagrosa Rushton, who represented Talisay City in last year’s competition.

Ian De Ramos, executive producer of the pageant, said the candidates will have their pictorial session at Palmas del Mar today which is their second major activity after the Wednesday press presentation. Hinobaan bet Mio Flores was named Darling of the Press for her candid and comprehensive reply during the Q&A with the media at the SM City Event Centre.

Also lined up today are the festival costume parade and talent night scheduled at Robinsons Place starting 6 p.m.

‘Panday Kids’ visit Bacolod

Stars of StarStruck V and the Panday Kids of GMA Network added color to the opening of the 17th Panaad sa Negros Festival Saturday at the Panaad Stadium in Mansilingan, Bacolod City.

The crowd was treated to fun and entertainment by StarStruck V’s Sarah Labahti, 16, Diva Montelaba, 19, Rocco Nacino, 23, Enzo Pineda, 19, and Sef Cadayona, 21, together with “Panday Kids” stars Sabrina Man, 10, Julian Trono, 12, and Buboy Villar.

Oli Amorosio, GMA Regional TV senior manager, said the Startruck V stars have already been invited to several festivals in the country and are scheduled to visit Iloilo, Cebu and Dagupan. He said Bacolod is included in their second regional road show.

They are proud of this batch of Starstruck V talents since they can sing, dance and even host TV shows, Amorosio said.

Labahti said that, if given a break in her showbiz career, she would like to choose Richard Gutierrez to be her leading man someday.

Cadayona and Pineda said GMA Network has been a big help to them since it has helped enhance their talents in singing and acting, while Cadayona likes to play the role of a comedian, and Pineda likes to do drama.

Amorosio said Kapuso Networks has also produced Encantada, Mulawin, aside from “Panday Kids.”

“Panday Kids” is now one of the highest rating programs of GMA Network with an average of 28-30 percent, he said.

Panday Kids star Julian Truno, who started his showbiz career as a dancer in the “Daisy Siete” teleserye, said this is his first prime time telefantasia in GMA Network.

Truno plays the role of Haji, Buboy Villar plays Oliver and Sabrina Man plays the role of Charlie, a gymnast and ballerina.

Helen Sese, Panday Kids executive producer, said they auditioned almost 800 kids to cast in Panday Kids, and the three kids have talents that fit the characters in the story.*CGS

BSP set to conduct another public info campaign


BACOLOD CITY — The Bangko Sentral ng Pilipinas is set to address its different publics through its Public Information Campaign (PIC) which will be graced BSP Deputy Governor Diwa Guinigundo.

The PIC is part of the BSP’s advocacy to increase awareness on its role in the country’s economic development and to deepen understanding of current economic issues.

Aside from Guinigundo, other officials of the BSP from Manila are also expected to talk on various topics.

Guinigundo and these officials are also set to meet with the members of the local media in a press conference organized by BSP-Negros Occidental at 11:30AM at the L’Fisher Hotel.

Some 120 participants coming from the academe, national government agencies, representatives from the different local government units, banking institutions, private organizations and the non-government organizations in the province are expected to attend the information campaign.

PIC has been an ongoing project of the BSP for the past 10 years whose rationale anchors on a better informed public as the key to a more participatory engagement in the country’s economic development. (PIA/ EAD)

Negros Occidental Police Provincial Office (NOPPO) yesterday declared that the opening of Panaad Festival 2010 was generally peaceful with 250 police officers and army troopers deployed in the site to secure the safety of revelers.

PCInsp. Jefferson T. Des-callar, NOPPO Operations and Plan chief said they are conducting preventive patrols in the area of the festival which is also part of the implementation of Oplan Panaad 2010 which will run on March 20-27, 2010.

The peace and order of the festival site will be maintained in coordination with the Negros Occidental Provincial Public Safety Management Company (NOPPSMC), Bacolod City Police Offices (BCPO) and the Philippine Army (PA), among others.

PSupt. Armando Tubongbanua, NOPPO deputy provincial director for operations, earlier urged the Negrenses and other guests to avoid bringing deadly weapons and firearms in the area; however, there are still some knives recovered from some of the revelers.

He further underscored that the bringing of beer and soda bottles outside the designated drinking area will also be prohibited to avoid untoward incidents. Parents are also advised not to allow their little children to go to places where alcoholic drinks are served to ensure their safety.*

San Carlos wins dance contest

San Carlos City’s Pinta Flores performers bagged the first place in the Best of Festivals Dance Competition at the start of the 17th Panaad sa Negros Festival of Negros Occidental at the Panaad Park and Stadium in Barangay Mansilingan, Bacolod City, Saturday afternoon

In second place was Isabela’s Kalag-Kalag Festival performers and third placers were La Carlota’s Pasalamat Festival performers, provincial tourism officer Jennylind Cordero said.

The dance competition participated in by performers from 19 towns and cities drew a crowd of about 10,000, including provincial officials and mayors.

Winners of the dance festival will receive P70,000 for first place, P50,000 for second and P30,000 for third.

Winners in the float competition during a motorcade from the Capitol to the Panaad Park and Stadium were Cadiz City – first place, Bago City – second and Bacolod City – third.

The festival that ends Saturday also features a tourism and trade fair at the Local Government Unit pavilions, Negros Best Products Display, Organic na Negros Agri Fest, Festival Costumes Exhibit and Competition, Eco-Garden and Wellness Show, and a motor show, on top of other daily entertainment activities.

Negros Occidental Gov. Isidro Zayco, who declared the festival open, called on the public to visit the festival where many events are being held.

The festival is a showcase of what Negros Occidental can offer to the world, he said.

He noted that the festival has drawn visitors from various parts of the province, country and the world, that is a boost to the local economy.

Tourism Regional Director Edwin Trompeta, speaker at the Panaad opening ceremonies, said the Panaad sa Negros Festival is something very unique because it is the only festival in the country that has a permanent venue.

It is a showcase of Negrense lifestyle and an engine that can stimulate economic growth, he said, citing the province for its trailblazing and innovative tourism thrust.

“This is a very unifying festival in a big province like Negros,” he said.

He also noted that the festival has also become a major economic activity for the festival participants.

The DOT thrust for Negros Occidental is in sports and adventure tourism, Trompeta said

For sports, Trompeta cited the province’s three golf courses and its Panaad facilities.*CPG

NFEFI, farm help promote environmental programs



The Negros Forests and Ecological Foundation and Melba's Farm have joined forces to promote environmental awareness in Negros Occidental, especially among the youth, a press release from NFEFI said.

Paul Lizares, NFEFI president, and Alvin Carranza, owner of Melba's Farm, signed an accord recently to jointly promote tree planting programs, eco tourism and other activities focusing on environmental education and conservation of Negros wildlife and habitat.

The program kicked off with the provision by Melba's Farm of billboards at the Biodiversity Conservation Center of NFEFI at the Provincial Lagoon in Bacolod City designed to draw attention to the NFEFI Center.

Similar billboards have also been erected along the main road leading to the Bacolod - Silay Airport.

Melba's Farm is a 7.9 hectare eco-friendly resort located at Sitio Masanglad in Talisay City. It includes a butterfly garden, aviary and greenhouses where organic vegetables are grown, the press release added.*

Bacolod Holds first Farmers’ Summit

The Bacolod City Government, in coordination with the Highly Urbanized City Agricultural and Fishery Council, will hold tomorrow the first ever Bacolod City Farmers Summit at the proposed Bacolod Food Terminal in Barangay Alijis.

The summit, with the theme Paghili-upod sang Mangunguma kag Gobyerno Lokal sa Padayon nga Pag-uswag sang Agrikultura, will focus on issues faced by the farmers such as measures to alleviate the effects of the El Niño phenomenon and the use of organic fertilizer.

Mayor Evelio Leonardia saw the need to address the concerns of the farmers particularly with the onset of the long dry season as they may lose their main source of livelihood if problems such as water supply and irrigation are not attended to immediately.

The summit will be attended by Department of Agriculture regional executive director Larry Nacionales and city government officials lead by Leonardia, Vice Mayor Jude Thaddeus Sayson, Councilor Alex Paglumotan who chairs the Sangguniang Panlungsod Committee on Agriculture and Fishery, and city agriculturist Atty. Soft sculpture exhibit opens today at gallery



Kina-iya, a soft sculpture exhibit by Margaret Kathryn “Katz” Tecson, will open today and run Mondays through Saturdays, 2 to 9 p.m., until May 23 at Gallery B of Gallery Orange, in Bacolod City, a press release from organizers said.

Tecson started her visual journey in the national level with the NCCA Sungduan 5 and Kina-iya is her first solo exhibition. Coming from a leap of faith as far as artistry is concerned, Katz acknowledges that ideas are something you can’t force on people; they have to recognize the merit of it, the press release said.

Tecson is a collaborative artist who is a product of Trinity Christian School and the Mass Communication program of the University of St. La Salle. She was costume designer/ wardrobe head in Erik Matti’s film Nagsimula sa Gitna and Peque Gallaga’s stageplay Si Rosencrantz & Guildenstern Patay Na, and was costume coordinator/ junior designer for GMA 7’s Mulawin.

Tecson has benefited much from workshops like the Nautilus Comic Workshop by Jaime Bautista, Production Design with Rodel Cruz, Play Production with Tanya Lopez, Basic Acting and Stage Management, the press release added.*

PBB Big 5 to join Panaad

ABS-CBN Bacolod will join Negros Occidental in celebrating the 17th Panaad sa Negros Festival 2010, a press release from the station said.

The station intensifies its coverage by airing several feature reports in “The Morning Show” and “TV Patrol Negros” in the afternoon. The Kapamilya network is the exclusive media partner of the Panaad events such as Popdance, High School Drum and Bugle Competition and Elementary Drum and Bugle Competition, the press release said.

MOR 101.5, the FM station of ABS-CBN will stage “Showband” at 8 p.m. tomorrow in the Panaad Park Stage. Six bands out of the 20 groups that auditioned will compete in the show. Meanwhile, 10 Little Lin-ay sang Negros candidates will have their Coronation and Pageant event at the Panaad Stadium on Saturday, at 5 p.m., the press release said.

^^it's like having a cruise but the downside of this, you have to have a one week budget if your gonna wait for the next trip going back...NN should have 2 trips per week so not to stay too long.:)
