Exec’s absence delays ruling
Prov’l gov’t, Ayala Land stuck waiting
BY RANIE S. AZUE

BACOLOD City — Commissioners of the Commission on Audit (COA) have not yet ruled on the sale/lease agreement of the provincial government and the property developer, Ayala Land Inc.

They failed to issue their decision on the deal due to the absence of Commissioner Juanito Espino Jr. who was on official travel and has just returned to the country on May 25, Provincial Board member Miller Serondo said.

Gov. Alfredo Marañon Jr. earlier said he was informed that the COA will rule on the contract on May 22.

Provincial government officials remain optimistic that COA will soon approve the contract involving the development of the 7.7-hectare prime property surrounding the Negros Occidental Provincial Capitol Park and Lagoon, Serondo said.

The Capitol and the Ayala Land have submitted to COA all the requirements for the review of the contract, he said.
There are no more obstacles that will prevent COA from ruling on the agreement, he stressed.

Once the agreement is approved, the Ayala Land will construct a convention center, high-rise residential structures, and commercial and multi-purpose buildings in the target property.
According to the Ayala Land, it will invest more than P6 billion for the land development project.

Marañon, in earlier interviews, said the project will transform the landscape not only of the Capitol property but also of the entire Bacolod City and Negros Occidental.

Almost all local government units in the province, and different business groups and nongovernment organizations are endorsing the Capitol-Ayala deal.
The agreement turned controversial when the SM Prime Holdings Inc., which also bid for the project, questioned the awarding of contract to the Ayala Land.
The SM Prime filed a petition before a local court to nullify the contract. The case is ongoing./PN

Historic Town of Vigan

http://whc.unesco.org/en/list/502
Established in the 16th century, Vigan is the best-preserved example of a planned Spanish colonial town in Asia. Its architecture reflects the coming together of cultural elements from elsewhere in the Philippines, from China and from Europe, resulting in a culture and townscape that have no parallel anywhere in East and South-East Asia.

And to think of it guys, Vigan City preserved only limited city blocks along its historic street, while Silay City still maintains its Spanish houses and buildings on almost the whole city proper area. That just means the potential Silay has when it comes to tourism on the historical aspect. turn-of-the century buildings are also seen with the old post office of Silay and art deco houses of the affluent hacienderos

most of the historical structures of Vigan sir is concentrated mostly sa calle Crisologo.its quite a long tourism strip man nila with food, coffee shops and bars but when it comes to old houses turned into museums, i think lg ha mas damo sa Silay.....i didnt know Silay was declared second to Vigan as a museum city :)

Negros hits breakthrough with ethanol from sorghum
IT’S A FIRST IN SOUTHEAST
ASIA, ZABALETA SAYS
BY CARLA GOMEZ

Another breakthrough in ethanol production took place in Negros Occidental early yesterday morning.
San Carlos Bioenergy Inc. in San Carlos City, for the first time in the Philippines and Southeast Asia, produced fuel ethanol from sweet sorghum, Jose Ma. Zabaleta, SCBI chairman, told the DAILY STAR.

The breakthrough was a joint effort of SCBI, Prof. Rex Demafelis, University of the Philippines Los Baños Alternative Energy Research, Development and Extension convenor and chairman of the UPLB Energy Systems Committee, the Sagay City government, Department of Agriculture-Bureau of Agricultural Research and Biomass Resources Inc. that conducted the agricultural trial for the production of sweet sorghum.

Demafiles said they produced 15,231 liters of ethanol by early yesterday morning.

“We were able to produce 247 liters of fuel grade ethanol for every ton of sweet sorghum syrup,” he said.

“We believe it will be cheaper to produce ethanol from sweet sorghum,” Demafiles added.

Zabaleta said the sweet sorghum planted on 30 hectares in Sagay City was converted into syrup by a mill called Options, which was then sent to SCBI for processing into ethanol.

“We are very happy with this milestone. This has never before been tried nor done in the Philippines and Southeast Asia as far as I know.It has been a resounding first success - although of course we have more to learn yet and improve on,” Zabaleta said.

This now proves that the small planters in the hills, or small land reform beneficiaries can participate and increase their income growing sorghum as a combined food and energy crop for transport fuel, he added.

“ What a wonderful breakthrough. Now all we need is for government to support this project by making it a major Program of DA in coordination with the Department of Energy,” Zabaleta said.

SCBI manager Arnel Amparo said ethanol currently sells from P41 to P43 a liter, but they still have to do the numbers to determine the profit margins from the use of sweet sorghum syrup.

Demafiles said they have proven wrong the skeptics who have said sweet sorghum would be difficult to use for producing ethanol.*CPG

‘Ceneco will have enough supply until 2015’BY CHRYSEE SAMILLANO

General manager Sulpicio Lagarde Jr. of the Central Negros Electric Cooperative told its 37th Annual General Assembly in Bacolod City Saturday that the cooperative will have sufficient power supply until 2015 and that there are plans to address the power shortage after that.

“By 2015, we see a deficit of about 15-25 megawatts depending on the growth we are anticipating,” he said.

Lagarde said they are talking to power suppliers and plan to increase their supply from the Green Core in Negros Oriental by 10 MW, which it promised to deliver by 2014.

They are also discussing with Energreen for another 20 MW for the peaking requirement of CENECO, he said. Last week, another power generating company discussed with CENECO their liquefied natural gas a renewable source, to be built within the CENECO franchise area, he added

If this will really rich 12F (9F currently) plus the roof deck, this might surpass Sanparq's roof height (since sanparq has a spire).

Azkals-Guam Tickets Now Available!

Azkals’ team coordinator Patrick Ace Bright said that tickets for the Azkals-Guam friendly match on June 12, 2012 at the Panaad Park and Stadium in Barangay Mansilingan will be available this week.

It will be sold by the Ticket World while the prices will be known as the tickets are already out, Bright added.

The Azkals-Guam match is another football offer from the Philippine Football Federation (PFF) to the Negrenses following the overwhelming support shown by the local fans to the national team.

This is the second time that the national squad will be facing a foreign squad in this stadium after the February 9, 2011 victory over Mongolia in their AFC Challenge Cup Pre-qualifying match. The nationals won 2-nil before the roaring 25,000 spectators watching in Panaad.

Brands like Starbucks and BMW chose us first because they believe we have the market to sustain them. Their choice of locations can give you an indication of the type of market that they want to cater to.

While SM can be considered as a "mall for the masses," Robinsons might not be on the same league. Again, guess who they chose first?

Ayala's masterplanned community in Talisay that includes premier development to mid- and low-range properties. Again, the construction of their first WV mall here is a good indication of the market they want to cater to. Negros First!

Citibank's decision to retain their office here in Bacolod tells us that their clients regularly patronize them. Afterall, all companies borrow from banks in order to finance their expansion plans. I've yet to hear or see a big company internally source all funds in order to expand their businesses. That's why business is brisk in Bacolod. We borrow money from banks in order to expand our operations, banks in turn trust our businessmen to honor their debts. In the end, businesses expand and profits continue to flow. Kung sagay ka ya kinuripot, ah ti indi ka gid ya ka-expand eh. No wonder almost all big banks have lots of branches in Bacolod. Kabalo sila nga behind every good financial plan of Bacolod and Negros businessmen is the support of financial institutions. So, welcome gid ang mga banks nga mag-open sang ila branches here. Kabalo sila ya nga may clients gid sila to deposit their money and to borrow funds in order to finance their investment portfolio. :)

^^ Actually ang indi pagsulod sang SM sa Bacolod sang 1992 is more of Political Reasons ... It was actually planned that SM will put up it's first mall outside MM in Bacolod (1989-1990 pa lang mga migos, ga negotiate na na ang mga taga SM sa Reclaimed Land where it is presently standing kag ang isa ka location is the one where Gaisano City is currently standing) but due to political instability sa Bacolod during that time, they decided to push through with the Cebu mall which is supposed to be constructed after the Bacolod Mall (kung nadayun lang nga gin pasugtan ang SM mag construct Mall sang 1990 tani after nya Cebu dayun between 1991 and 1992-93)... but past is past na mga migs ah... sang una bi, grabe guid ang pamalabag sang mga Businessmen sang Bacolod nga magsulod ang SM kay it will affect daw their sales. Before pa lang ya migo, Bacolod market maka sustain na sang market kaso lang kagamo guid sang politika sa Bacolod until the Leonardia Administration in 1996 (or 1995) ... :)

I should know guid ya migs kay si Daddy ko ang nag assess ka value ka property and approve sang Sale sang Reclaimed land between the City Government, BREDCO Property kag mga taga SM... And now that we have SM in our own backyard, we have proven to the Sys that we really deserve a bigger mall, hence, the SM Expansion which is bigger than the original size of the mall. Diin pa na sila makakita mn? Only here in Bacolod (in WV).

miga, SM City Cebu was under construction when I went to Cebu in 1989. Kita ko gid na ang day and night nga work sa reclamation area sang Cebu and I was so amazed how big it was. Dira kami abi ga stay sa cousin ni Mama sa Subangdaku in Mandaue so kitaon gid ang masanag nga construction.

I am not sure basta it was in 1991 or 1992 when SM Prime showed interest in constructing SM City in Bacolod, ang choices nga gin offer was the Reclamation Area or the present site of Triangle Island Plaza. I think in 1992 daw na kuha gid sang BREDCO ang SM but I think there was instability with the politics (Montelibano, Palanca, Guanzon) and the strong opposition of the local businessmen (Lopue, et al) so SM Prime stalled. Instead they opened up SM Supermarket at Cineplex, Convention Plaza and BS Aquino Drive (present Grace Pharmacy)....at that same time naga gear-up na ang SM Prime sa Iloilo for a mall planned in Mandurriao as Gaisano was starting its clearing for construction of its mall in La Paz. Then Robinson's entered the scene in 1995 and opened in 1996 (Grand opening 1997). When hard times hit in 1998, SM closed its Supermarkets in Bacolod (and became La Botica under the Luzuriagas) and focused on the construction of its mall in Mandurriao, the planned malls in Davao and CDO and the forseen "Mall Of Asia".....mga 2002 or 2003 during "tiyay Joy's" admin when SM planned on the Bacolod mall na. SM City Bacolod is currently undergoing an expansion in its North Wing. Plans bared by SM Prime Holdings will see a P2.5 billion three-storey expansion plan on both the North and South wings while the existing mall structure will be extended to two-storeys. The expansion will accommodate 150 more store tenants which is set to be completed by 2013.

^^ Oh ok doc... my bad... pero amo guid na pagkaintindi ko sang una sang gina sugiran ko ni pudrakels ko about SM's intent to open up its first mall outside Manila eh... ang indi ko lang guid clear was when did my father told me that... around 1990 or 1989 i guess???

^^ Pero anyway, yes, due to political instability amo na nga wala guid sila nag dare sulod sa Bacolod during that time. Dugangan pa nga malakas ang mga businessmen sa Bacolod sa then Mayor Montelibano plus pa ang mga Guanzon nga ara man sa fuesto. Hahahaha. 1992 guid man na nabakal sang SM ang BREDCO doc. And during the time nga gapangita duta ang SM sa Bacolod, BREDCO, Singcang (Present Gaisano City), Shopping (Present TIP), and a Gonzaga Property somewhere East ang ila nga gina pili-an... but later on, the Gonzaga Property and the TIP site were scrapped kay daw may remalaso sa mga properties... asta nga na acquire guid ka SM ang Bredco (16Has)...

I can still remember nga fenced na nada sang una ang likod sang Sea Breeze Hotel kag may sign nga SM PROPERTY NO TRESPASSING... hehehehe :)
