That's right migs...actually, Mr. Frank Carbon had disclosed some of the HH and U/C projects that we have in Metro Bacolod during his TV interview today...he made mention of the MW project in Negros which he said is already in the pipeline...he discussed about the BSIA developments and the ongoing access road project...he added that there are plans already of putting up a govt. hospital and commercial establishments near BSIA because they already had foreseen that it will be the next growth area in our province...he assured the public that there are many projects that are pouring in our city and province to date and it's all a matter of time before they will be disclosed...businessmen outside Negros according to Sir Frank are not asking him anymore about the feasibility of having their businesses here but they are asking where they could put up their businesses in Bacolod and in Negros...he ended his interview by saying that it's already the time for Bacolod and Negros after Cebu, Davao and CDO :)

^^somebody here said that ayala had a property in granada. i just seconded it because i know and i heard it from residents in granada back in the early 2000's that ayala purchased a property somewhere near hda carmen. they were supposed to develop it into a residential subdivision but, there was aproblem along the way because of the claims of the old settlers there. i hope, if indeed its true, its already resolved.:)

LRWC whose chairman now is AB's uncle Reynaldo Bantug when AB divested his shares when he joined politics is the one who will handle the hotel and casino operations of Sy's owned Belle Grande Manila Bay which is located inside PAGCOR's entertainment City. let's be clear on that.:)

that's what I really appreciate about us Negrenses because the public and the private sectors are working hand in hand all for the common good!:) yes! they had envisioned already the future of Negros...progress will not just be contained in one area but it will be spread outward so that Bacolod will not be heavily congested and it's already in their urban planning...well, that's precisely the reason why they are working on the BSIA access road...right now, they want the LGUs to concentrate on the infrastructures, flood control, power supply and other important things coz investors have their eyes fixed on Bacolod and Negros...:cheers:

ALI to break ground on Negros project.

BACOLOD CITY, Philippines – Negros Occidental Governor Alfredo Maranon Jr. said Ayala Land Inc. (ALI) will break ground this week on the 40,481-square meter property it is leasing from the provincial government, despite a contract still being reviewed by the Commission on Audit (COA).

“I think by this week signboards will be put up, they (ALI) will start the project on the leased section of the property, he said.

The property, located at the back of the Provincial Capitol and portions near the Philippine National Bank in Bacolod, is part of the 7.7-hectares property awarded to ALI, 36,587 square meters of which are under the contract for the deed of conditional sale still pending before COA.

In his manifestation with appeal for resolution submitted to COA, Maranon stressed the provincial government will be implementing the contract of lease anyway, since only the sale or disposal is subject to COA review and approval under the provisions of Sec. 380 of Republic Act 7160 (Local Government Code of 1991) and Sec. 181 and 197 of COA Circular 92-386.

Mary Ann Manayon-Lamis, assistant provincial legal officer, said the Local Government Code of 1991 mandates a COA review only for disposal of real properties, not of lease.

On July 22, 2011, the provincial government submitted to COA the deed of conditional sale and contract of lease for the sale and lease of its more than 7.7-hectare prime property in Bacolod to ALI.

Even as the provincial capitol is not compelled to submit the contract for lease to COA, the governor explained that they submitted it in “good faith, not to seek approval for the said transaction, but to afford COA (the) opportunity to assess the impact of the proposed project in its entirety on the economic growth and development of the province of Negros Occidental and the city of Bacolod, in the spirit of full transparency.”

In his manifestation, Maranon he is appealing to COA to resolve “at the soonest possible time” its review on the contract of the sale of its 3.6-hectare property to ALI.

Maranon wrote that the provincial government “most respectfully prays” of COA for the “consideration and resolution of the deed of conditional sale and Supplement to the Deed of Conditional Sale” for the “interest of justice, equity and public service.”

Based on the contracts, ALI will purchase from the provincial government 3.6587 hectares of land worth P750 million subject to an initial payment of 50 percent, with the balance to be paid on a quarterly basis over a one-year period.

To be leased is 4.0481 hectares at P2,955,133 a month, with rent increasing at 10 percent every five years. ALI will deposit P35 million covering one year rent, the contracts stated.

Manayon-Lamis said that the provincial government will earn from ALI P2.7 billion over the 50-year lease period, and P750 million from the sale package, or a total of P3.5 billion.

Earlier, Maranon expressed optimism COA will eventually approve the contract, since they have already complied with all the requirements set by the commission.

He earlier said he sees no hindrance to the approval of the contract since it was already signed by him and by ALI officials.

The governor even set the date of its target approval, first on May 22, then on June 7, only to learn that COA did not deliberate on it because it was not included in the agenda.

Maranon said that as a partner in government service, COA should heed the call of the people of Bacolod and Negros Occidental, represented by their government officials and private sectors, who have supported the project, and believe that it could be an instrument for development and progress.

Maranon said this is shown in the manifesto of support of the 32 towns and cities of Negros Occidental, the Vice Mayors League of the Philippines – Negros Occidental Chapter, the Philippine Chamber of Commerce and Industry, Metro Bacolod Chamber of Commerce and Industry, Southern Negros Filipino Chinese Chamber of Commerce and Industry, Northern Negros Filipino Chinese Chamber of Commerce and Industry, the Labor Sector Representatives, and the Integrated Bar of the Philippines—Negros Occidental Chapter.

THE Regional Development Council (RDC)-Western Visayas approved during their meeting at Silay City on Friday the P219 million expansion of the Bacolod-Silay Airport.

Silay City Mayor Jose "Oti" Montelibano said that the airport expansion will start during the first quarter of 2013.

The project will include the expansion of the airport terminal pegged at P194 million and the 500 meter runway extension pegged at P25 million, he added.

The matter was personally brought up by Montelibano to President Noynoy Aquino in his recent visit to the province during the mass oath taking of the members of the Liberal Party held at Nature's Village Hotel in Talisay City.

The President has already approved the proposal in principle.

Montelibano said that the funding for the airport expansion will be included in next year's budget, as the budget of the Civil Aviation Administration of the Philippines has already allocated its budget for this year for the lighting requirements of other airports in the country.

He said that the airport's funding will be including during the budget hearing on October.

The Bacolod-Silay airport started operation in 2007 and CAAP noted that right now there is a significant increase of ten percent in terms of the number of passengers catered at the airport, 18 percent increase in terms of cargo and 40 percent increase in terms of the number of flights.

With the realization of the expansion, Montelibano said that more flights, particularly international ones, are expected in the airport.

He also explained that the airport expansion is in line with the thrust of the Department of Tourism to promote tourism all over the country. The project will also boost the tourism potential of Silay City and the whole province as well, added Montelibano.

BACOLOD CITY – Call center companies and other similar firms in this city are pouring in about P105 million monthly or close to P1.3 billion annually into the local economy, according to the Next Wave Cities (NWC) 2010-2011 report.

Bacolod is ranked third among the Top 10 Next Wave Cities: The Philippines’ Best IT-BPO Locations for 2010-2011.

Jocelle Batapa-Sigue, former chair of the Bacolod-Negros Occidental Federation for Information and Communications Technology (BNEFIT), said Bacolod is considered consistent in its third place performance for two consecutive years up to 2011.

The report was released by the Business Processing Association of the Philippines (BPAP) and Information and Communications Technology Office (ICTO) under the Department of Science and Technology (DOST) on March 15.

Bacolod took the top spot for business environment and risk management in the NWC scorecard along with Iloilo City with 97 percent.

According to the report, IT-BPO jobs in Bacolod increased by 67.71 percent in three years – from only 2,154 workers in 2007 to 12,167 jobs in 2010.

It also noted the 15 parks and buildings in Bacolod accredited by the Philippine Economic Zone Authority (PEZA).

Moreover, the report underscored the hosting of Bacolod in November 2010 of the 3rd National ICT Summit conducted by the National ICT Confederation of the Philippines (NICP) in cooperation with the former Commission on Information and Communications Technology (CICT) and the BNEFIT.

BNEFIT has also organized for five consecutive years the annual IT Educational Exhibitions and Competitions.

The report added that having established itself as a reliable business location, Bacolod is well-poised to take advantage of opportunities in complex IT-BPO work, which is viewed as the principal driver of growth for the future.

"We are relentless in undertaking all initiatives with both public and private sectors in Bacolod and Negros Occidental to respond to the demand for more qualified and sufficient manpower in the IT-BPO industry and to prepare for higher IT services," Batapa-Sigue said.*NLG

Lack of infra turns off Eton Properties from tourism projects

The insufficient infrastructure in the country is keeping Lucio Tan-led real estate developer Eton Properties Philippines Inc. from venturing into tourism projects, company officials said Wednesday.

Danilo Ignacio, Eton president and chief operating officer, said the company’s long-term plans include resort and hotel projects in Batangas, Laguna, Cebu, Bacolod and Zamboanga.

“The government infrastructure projects are not sufficient to attract tourists in our country," said Ignacio. “We have enough landbank for tourism projects."

The property sector will continue its recovery in 2009, Ignacio said, noting that although there is an oversupply in office or BPO (business process outsourcing) spaces, he remains upbeat on residential projects.

“Easily there’s a backlog of two million to three million houses for the middle-income segment of the market," he added.

Meanwhile, Eton Properties also launched its 18th project – the 8 Adriatico, a residential condominium development located at the corner of Adriatico and Padre Faura Sts., just beside Robinsons Manila.

The four-tower project will sit in an 8,000 square meter lot. Construction for the first tower, with 40 storeys and 888 units, will begin in the first half of 2011 and turn over of ...

ALI to break ground on Negros project.

BACOLOD CITY, Philippines – Negros Occidental Governor Alfredo Maranon Jr. said Ayala Land Inc. (ALI) will break ground this week on the 40,481-square meter property it is leasing from the provincial government, despite a contract still being reviewed by the Commission on Audit (COA).

“I think by this week signboards will be put up, they (ALI) will start the project on the leased section of the property, he said.

The property, located at the back of the Provincial Capitol and portions near the Philippine National Bank in Bacolod, is part of the 7.7-hectares property awarded to ALI, 36,587 square meters of which are under the contract for the deed of conditional sale still pending before COA.

In his manifestation with appeal for resolution submitted to COA, Maranon stressed the provincial government will be implementing the contract of lease anyway, since only the sale or disposal is subject to COA review and approval under the provisions of Sec. 380 of Republic Act 7160 (Local Government Code of 1991) and Sec. 181 and 197 of COA Circular 92-386.

Mary Ann Manayon-Lamis, assistant provincial legal officer, said the Local Government Code of 1991 mandates a COA review only for disposal of real properties, not of lease.

On July 22, 2011, the provincial government submitted to COA the deed of conditional sale and contract of lease for the sale and lease of its more than 7.7-hectare prime property in Bacolod to ALI.

Even as the provincial capitol is not compelled to submit the contract for lease to COA, the governor explained that they submitted it in “good faith, not to seek approval for the said transaction, but to afford COA (the) opportunity to assess the impact of the proposed project in its entirety on the economic growth and development of the province of Negros Occidental and the city of Bacolod, in the spirit of full transparency.”

In his manifestation, Maranon he is appealing to COA to resolve “at the soonest possible time” its review on the contract of the sale of its 3.6-hectare property to ALI.

Maranon wrote that the provincial government “most respectfully prays” of COA for the “consideration and resolution of the deed of conditional sale and Supplement to the Deed of Conditional Sale” for the “interest of justice, equity and public service.”

Based on the contracts, ALI will purchase from the provincial government 3.6587 hectares of land worth P750 million subject to an initial payment of 50 percent, with the balance to be paid on a quarterly basis over a one-year period.

To be leased is 4.0481 hectares at P2,955,133 a month, with rent increasing at 10 percent every five years. ALI will deposit P35 million covering one year rent, the contracts stated.

Manayon-Lamis said that the provincial government will earn from ALI P2.7 billion over the 50-year lease period, and P750 million from the sale package, or a total of P3.5 billion.

Earlier, Maranon expressed optimism COA will eventually approve the contract, since they have already complied with all the requirements set by the commission.

He earlier said he sees no hindrance to the approval of the contract since it was already signed by him and by ALI officials.

The governor even set the date of its target approval, first on May 22, then on June 7, only to learn that COA did not deliberate on it because it was not included in the agenda.

Maranon said that as a partner in government service, COA should heed the call of the people of Bacolod and Negros Occidental, represented by their government officials and private sectors, who have supported the project, and believe that it could be an instrument for development and progress.

Maranon said this is shown in the manifesto of support of the 32 towns and cities of Negros Occidental, the Vice Mayors League of the Philippines – Negros Occidental Chapter, the Philippine Chamber of Commerce and Industry, Metro Bacolod Chamber of Commerce and Industry, Southern Negros Filipino Chinese Chamber of Commerce and Industry, Northern Negros Filipino Chinese Chamber of Commerce and Industry, the Labor Sector Representatives, and the Integrated Bar of the Philippines—Negros Occidental Chapter.

Lack of infra turns off Eton Properties from tourism projects

The insufficient infrastructure in the country is keeping Lucio Tan-led real estate developer Eton Properties Philippines Inc. from venturing into tourism projects, company officials said Wednesday.

Danilo Ignacio, Eton president and chief operating officer, said the company’s long-term plans include resort and hotel projects in Batangas, Laguna, Cebu, Bacolod and Zamboanga.

“The government infrastructure projects are not sufficient to attract tourists in our country," said Ignacio. “We have enough landbank for tourism projects."

The property sector will continue its recovery in 2009, Ignacio said, noting that although there is an oversupply in office or BPO (business process outsourcing) spaces, he remains upbeat on residential projects.

“Easily there’s a backlog of two million to three million houses for the middle-income segment of the market," he added.

Meanwhile, Eton Properties also launched its 18th project – the 8 Adriatico, a residential condominium development located at the corner of Adriatico and Padre Faura Sts., just beside Robinsons Manila.

The four-tower project will sit in an 8,000 square meter lot. Construction for the first tower, with 40 storeys and 888 units, will begin in the first half of 2011 and turn over of ...

That's right migs...actually, Mr. Frank Carbon had disclosed some of the HH and U/C projects that we have in Metro Bacolod during his TV interview today...he made mention of the MW project in Negros which he said is already in the pipeline...he discussed about the BSIA developments and the ongoing access road project...he added that there are plans already of putting up a govt. hospital and commercial establishments near BSIA because they already had foreseen that it will be the next growth area in our province...he assured the public that there are many projects that are pouring in our city and province to date and it's all a matter of time before they will be disclosed...businessmen outside Negros according to Sir Frank are not asking him anymore about the feasibility of having their businesses here but they are asking where they could put up their businesses in Bacolod and in Negros...he ended his interview by saying that it's already the time for Bacolod and Negros after Cebu, Davao and CDO :)

“I think by this week signboards will be put up, they (ALI) will start the project on the leased section of the property, he said.

The property, located at the back of the Provincial Capitol and portions near the Philippine National Bank in Bacolod, is part of the 7.7-hectares property awarded to ALI, 36,587 square meters of which are under the contract for the deed of conditional sale still pending before COA.

Bills creating new legislative districts come from the House of Representatives and are passed to the Senate. They are then returned to the House, and later signed by the President.

Escudero said new legislative districts created by October this year, the start of the filing of certificates of candidacy, would mean that congressional candidates can also join the midterm elections next year.

Escudero reminded though that congressmen are elected representatives of the people, and that the Constitution provides that a representative should be elected for every 200,000 population.

Silay City Mayor Jose Montelibano confirmed that the RDC approved and endorsed to the Department of Transportation and Communications (DOTC) the proposed expansion of the airport costing P194.4 million, and runway extension at P25 million for funding.

The expansion will start in the first quarter of 2013, he added.

Montelibano, who brought up the proposal to President Benigno Aquino III during his visit in Negros Occidental last May, said the President has already approved the proposal in principle. The Sangguniang Panlalawigan of Negros Occidental, the Provincial Development Council, and the Sangguniang Panlungsod of Silay, had earlier endorsed the expansion of the Bacolod-Silay airport, based on the recommendation of the Civil Aviation Authority of the Philippines (CAAP).

The RDC Western Visayas - Infrastructure Development Committee chaired by Iloilo Mayor Jed Patrick Mabilog, said in a resolution, that the Bacolod-Silay airport is now the sixth busiest airport nationwide, in terms of passenger movement, and fifth in cargo movement, citing CAAP records.

CAAP records also show that the Bacolod-Silay Airport, which started commercial operation in January 2008, exceeded its project feasibility study projections in 2007 for passenger by nine percent, number of flights by 40 percent, and cargo by 18 percent.

Currently, the Bacolod-Silay Airport caters to 19 flights a day, Montelibano said, and with the expansion, more flights, particularly international ones, are expected in the airport.

The RDC resolution also states that, in order to address the growing passenger congestion, the airport passenger terminal building needs to be increased by 6,480 square meters to facilitate the expansion of the check-in arrival, and pre-departure areas and the installation of additional baggage handling system and boarding bridges.

Montelibano said that adding 500 meters to the airport runway will allow the landing of larger aircrafts, and address the rapidly increasing aircraft traffic. The RDC approval is a preliminary requirement for the airport expansion to be included in the priority plans for Negros Occidental and Western Visayas for the preparation of budgetary allocations.

Montelibano said the funding for the airport expansion will be included in next year’s budget, as the budget of CAAP this year is already allocated for the lighting requirements of other airports around the country. Meanwhile, the construction of the 10-kilometer access road to the Bacolod-Silay airport, which has a budget of P404 million, is now ongoing. The access road starts at the north tip of the Bacolod Circumferential Road, heading northward, traversing sugar cane plantation areas in Talisay City and then northward to Brgy. Bagtic in Silay City, the site of the airport. It consists of two lanes, six bridges, seven intersections, and drainage and slope protection structures.*

The proposed expansion of the Bacolod-Silay Airport in Silay City amounting to P219 million was approved by the Regional Development Council (RDC) - Western Visayas in a meeting last Friday.

Silay City Mayor Jose Montelibano confirmed that the RDC approved and endorsed to the Department of Transportation and Communications (DOTC) the proposed expansion of the airport costing P194.4 million, and runway extension at P25 million for funding.

The expansion will start in the first quarter of 2013, he added.

Montelibano, who brought up the proposal to President Benigno Aquino III during his visit in Negros Occidental last May, said the President has already approved the proposal in principle. The Sangguniang Panlalawigan of Negros Occidental, the Provincial Development Council, and the Sangguniang Panlungsod of Silay, had earlier endorsed the expansion of the Bacolod-Silay airport, based on the recommendation of the Civil Aviation Authority of the Philippines (CAAP).

The RDC Western Visayas - Infrastructure Development Committee chaired by Iloilo Mayor Jed Patrick Mabilog, said in a resolution, that the Bacolod-Silay airport is now the sixth busiest airport nationwide, in terms of passenger movement, and fifth in cargo movement, citing CAAP records.

CAAP records also show that the Bacolod-Silay Airport, which started commercial operation in January 2008, exceeded its project feasibility study projections in 2007 for passenger by nine percent, number of flights by 40 percent, and cargo by 18 percent.

Currently, the Bacolod-Silay Airport caters to 19 flights a day, Montelibano said, and with the expansion, more flights, particularly international ones, are expected in the airport.

The RDC resolution also states that, in order to address the growing passenger congestion, the airport passenger terminal building needs to be increased by 6,480 square meters to facilitate the expansion of the check-in arrival, and pre-departure areas and the installation of additional baggage handling system and boarding bridges.

Events: Forum on New Farmers’ Program Set at Capitol Today


About 18 organized fruit and vegetable farmers’ groups will converge at a forum the Provincial Capitol 8 a.m. today.
The farmers will be engaged in a program called OURFood-Negros (Optimizing and Upscaling Roles in Food Supply Chain), a partnership of the Association of Negros Producers (ANP) with AFOS Foundation, in cooperation with NISARD, Alter Trade Foundation, and key farm entrepreneurs, Ramon Peñaloza, OURFood-Negros CoreGroup chairperson said.
The new program is aligned to the provincial government’s thrust towards food security and sustainability by way of a qualification program, he added.
OURFood envisions to increase income opportunities for small farmers, as well as improve their product standards through trainings and qualifications, he said.
The program will eventually develop a sustainable business model for the vegetable and fruit supply chain through the participation of institutional buyers, and hopes to prepare processors and farmers to become globally competitive in 2015 when Asia harmonizes its resources and trade, Peñaloza added.

Villamonte ang largest nga barangay by land area, next is either Mansilingan or Taculing.

The Land area of Taculing is only 457.2571 has.

Villamonte with Land Area - 594.0386 has.

Granada's Total Land Area - 2984.621 has.:banana: Granada's original land area was divided into three. One side became a part of Talisay City, the Other Murcia and the remnant of Granada became the part of Bacolod.

He said the hosting in Panaad, largely considered the birthplace of the Azkals, is estimated to cost P5-6 million, inclusive of food and accommodation of the delegates plus match officials, and logistical requirements such as security.

Actually, it's 250,000 dapat as I have read in the law, 200,000 naman para mangin HUC ang isa ka city. Even that, Bacolod passes beyond mark so that law will be passed soon. The President needs more allies in Parliament, este, Congress for "something" soon. :lol:

MANILA, Philippines – The Philippine Football Federation (PFF) has tapped Panaad Park and Stadium in Bacolod City as site for its planned hosting of the four-nation Long Teng Cu bootfest featuring Phl, Hong Kong, Chinese Taipei and Macau.

PFF president Nonong Araneta said instead of holding it Manila, they have decided to bring the Long Teng to Bacolod as the City of Smiles is more feasible in terms of financial requirements.

Additionally, he said the Rizal Memorial Football Stadium's scheduled conversion into an artificial turf beginning next month may not be finished in time for the tourney, which the PFF targets to stage from Oct. 3-7.

"We are already communicating with Chinese Taipei, Macau and Hong Kong that if we'll host the Long Teng Cup, we'll hold it in Bacolod. If they're okay with it, then we'll go ahead (with the Cup) in Bacolod," said Araneta.

He said the hosting in Panaad, largely considered the birthplace of the Azkals, is estimated to cost P5-6 million, inclusive of food and accommodation of the delegates plus match officials, and logistical requirements such as security.

MASSKARA WEEKEND PACKAGE
(3 days / 2 nights)

First Day:

Palacio Episcopal
One of the historical spots in Bacolod City, the Palacio was built in the 1890s and was the residence of Bishop Julian Gonzaga. At the rise of the Philippine revolution, many Spanish soldiers, civic leaders and officials found shelter in the walls of the Palacio.

Negros Museum
This was formerly the provincial capitol building but was abandoned after it fell into a state of disrepair. Because of its fine symmetry and proportion it was considered the most beautiful provincial capitol in the country. You can see and view artifacts related to the sugar industry of Negros here.

The Pottery Village
Is found in Bgy. Pahanocoy which is 7 kms. south of downtown Bacolod. Most products are made of clay and are often used for decorative purposes.

Provincial Capitol Park and Lagoon
This rectangular lagoon is located in front of the provincial capitol. The lagoon grounds serve as a recreational area for the Bacolod residents. The lagoon and park is accented in the south and north ends by a statue of a male water buffalo and a man, as well as a female water buffalo and a woman.

Barangay Virgen Chapel
Tthis chapel is found in Santa Clara Subdivision and it features a unique mosaic measuring 9 ft. x 21 ft. The mural is done on a collage made of 95,000 shells of different colors, shapes and sizes.

Pala-pala resembles
The concept of the Dampa in Manila where fresh shrimp, fish, crab and shells are bought and taken to the eatery one has chosen to cook the lot. The fresh sea catch is so irresistible and the cooking, simple but superb..

Manukan Country
Is probably the second symbol of Bacolod, it comes close to sugar, the number one industry in the province. You will find the original native chicken inasal in Manukan Country, a cluster of small eateries that come to life at nightfall. Regular clients flock to the inasal capital to enjoy their favorite chicken parts roasted to a delicious color and dipped in one’s favorite condiment. Delish!

Second Day:

Bernardino
Ysabel Jalandoni Museum is one of the 30 ancestral homes in Silay City that was converted into a museum in 1990. It houses memorabilia, not only of the family, but records of the heritage of Silay.

Balay Negrense
Owned by the Gaston clan, it was acquired by the Negros Cultural Foundation with the help of the DOT and was partially restored. It houses century-old furniture and other cultural heritage of the province.

Lunch at Balaring
Balaring is a seaside barangay so one can guess that the specialty here is the fresh seafood. To reach this remote barangay, one can take the tricycles for P50 pesos. Oceans of sugarcane provide a refreshing scene on the way to Balaring.

The Ruins of Talisay
Is the remains of the once grand mansion of Don Mariano Ledesma Lacson. It was burned by the USAFFE forces to prevent the Japanese army from camping in it. It boasts of a dramatic transformation during nightfall.

Third Day:

Masskara Parade and Street Dancing
(Araneta St and Lacson St. and Bacolod Public Plaza)
Take part in the 3-day Masskara dancing competition that culminates on Sunday, on or before the 19th as the city celebrates it’s Charter Day.

Sakto guid man si Dad ko nga ginpatindugan sang Ayala low cost unit ang property sa Granada in compliance with law that high end property developers should also develop low-cost housing units too if they are going to develop a high-end one. May nabalan ko hga high end developer somewhere nga ang low-cost unit nila gutok na pero ang high-end units wala masyado panimalay. :nuts:

Bills creating new legislative districts come from the House of Representatives and are passed to the Senate. They are then returned to the House, and later signed by the President.

Escudero said new legislative districts created by October this year, the start of the filing of certificates of candidacy, would mean that congressional candidates can also join the midterm elections next year.

Escudero reminded though that congressmen are elected representatives of the people, and that the Constitution provides that a representative should be elected for every 200,000 population.

I think we are so much qualified since we are more than 500,000 by the 2010 census...thats more than 200,000 people each for the proposed districts

The proposed expansion of the Bacolod-Silay Airport in Silay City amounting to P219 million was approved by the Regional Development Council (RDC) - Western Visayas in a meeting last Friday.

Silay City Mayor Jose Montelibano confirmed that the RDC approved and endorsed to the Department of Transportation and Communications (DOTC) the proposed expansion of the airport costing P194.4 million, and runway extension at P25 million for funding.

The expansion will start in the first quarter of 2013, he added.

Montelibano, who brought up the proposal to President Benigno Aquino III during his visit in Negros Occidental last May, said the President has already approved the proposal in principle. The Sangguniang Panlalawigan of Negros Occidental, the Provincial Development Council, and the Sangguniang Panlungsod of Silay, had earlier endorsed the expansion of the Bacolod-Silay airport, based on the recommendation of the Civil Aviation Authority of the Philippines (CAAP).

The RDC Western Visayas - Infrastructure Development Committee chaired by Iloilo Mayor Jed Patrick Mabilog, said in a resolution, that the Bacolod-Silay airport is now the sixth busiest airport nationwide, in terms of passenger movement, and fifth in cargo movement, citing CAAP records.

CAAP records also show that the Bacolod-Silay Airport, which started commercial operation in January 2008, exceeded its project feasibility study projections in 2007 for passenger by nine percent, number of flights by 40 percent, and cargo by 18 percent.

Currently, the Bacolod-Silay Airport caters to 19 flights a day, Montelibano said, and with the expansion, more flights, particularly international ones, are expected in the airport.

The RDC resolution also states that, in order to address the growing passenger congestion, the airport passenger terminal building needs to be increased by 6,480 square meters to facilitate the expansion of the check-in arrival, and pre-departure areas and the installation of additional baggage handling system and boarding bridges.

Montelibano said that adding 500 meters to the airport runway will allow the landing of larger aircrafts, and address the rapidly increasing aircraft traffic. The RDC approval is a preliminary requirement for the airport expansion to be included in the priority plans for Negros Occidental and Western Visayas for the preparation of budgetary allocations.

Montelibano said the funding for the airport expansion will be included in next year’s budget, as the budget of CAAP this year is already allocated for the lighting requirements of other airports around the country. Meanwhile, the construction of the 10-kilometer access road to the Bacolod-Silay airport, which has a budget of P404 million, is now ongoing. The access road starts at the north tip of the Bacolod Circumferential Road, heading northward, traversing sugar cane plantation areas in Talisay City and then northward to Brgy. Bagtic in Silay City, the site of the airport. It consists of two lanes, six bridges, seven intersections, and drainage and slope protection structures.*

MANILA, Philippines – The Philippine Football Federation (PFF) has tapped Panaad Park and Stadium in Bacolod City as site for its planned hosting of the four-nation Long Teng Cu bootfest featuring Phl, Hong Kong, Chinese Taipei and Macau.

PFF president Nonong Araneta said instead of holding it Manila, they have decided to bring the Long Teng to Bacolod as the City of Smiles is more feasible in terms of financial requirements.

Additionally, he said the Rizal Memorial Football Stadium's scheduled conversion into an artificial turf beginning next month may not be finished in time for the tourney, which the PFF targets to stage from Oct. 3-7.

"We are already communicating with Chinese Taipei, Macau and Hong Kong that if we'll host the Long Teng Cup, we'll hold it in Bacolod. If they're okay with it, then we'll go ahead (with the Cup) in Bacolod," said Araneta.

He said the hosting in Panaad, largely considered the birthplace of the Azkals, is estimated to cost P5-6 million, inclusive of food and accommodation of the delegates plus match officials, and logistical requirements such as security.

MVP assures Negrenses of ‘responsible mining’ in Sipalay
Manuel V. Pangilinan, chief executive officer and board chairman of Philex Mining Corp., said the company will resume mining operations in Sipalay City, Negros Occidental, in two to three years, giving livelihood to at least 3,000 local residents.

In an interview with journalists based in the provinces, Pangilinan added that Philex had started to conduct “heavy exploration works” in Sipalay City in preparation for the planned reopening of the mothballed Bulawan Gold Mine.
Negros Occidental Gov. Alfredo Marañon Jr. earlier said in news reports that the reopening of the Bulawan Gold Mine will boost the economy and provide employment in southern Negros.

According to him, the provincial government will keep a close watch on Bulawan operations to ensure that environmental laws are strictly complied with.

MANILA, Philippines – The Philippine Football Federation (PFF) has tapped Panaad Park and Stadium in Bacolod City as site for its planned hosting of the four-nation Long Teng Cu bootfest featuring Phl, Hong Kong, Chinese Taipei and Macau.

PFF president Nonong Araneta said instead of holding it Manila, they have decided to bring the Long Teng to Bacolod as the City of Smiles is more feasible in terms of financial requirements.

Additionally, he said the Rizal Memorial Football Stadium's scheduled conversion into an artificial turf beginning next month may not be finished in time for the tourney, which the PFF targets to stage from Oct. 3-7.

"We are already communicating with Chinese Taipei, Macau and Hong Kong that if we'll host the Long Teng Cup, we'll hold it in Bacolod. If they're okay with it, then we'll go ahead (with the Cup) in Bacolod," said Araneta.

He said the hosting in Panaad, largely considered the birthplace of the Azkals, is estimated to cost P5-6 million, inclusive of food and accommodation of the delegates plus match officials, and logistical requirements such as security.

Raw sugar output to slightly exceed target

THE COUNTRY’S raw sugar production this crop year may reach 2.25 million metric tons (MT), slightly above the targeted output of 2.24 million MT by the end of June, the Sugar Regulatory Administration (SRA) said.

As of June 3, raw sugar output had already amounted to 2.221 million MT, said Rosemarie F. Gumera, SRA policy and planning manager, in a phone interview on Monday.

"We expect to meet the target, and we may even hit as much as 2.25 million metric tons," said Ms. Gumera.

The official said sugar production is expected to slowly reach the 2.242-million MT target as the milling season comes to a close next month. "We will inch our way towards the target, as we have six mills still operating," she said.

In crop year 2010 to 2011, the country posted a raw sugar output of 2.399 million MT.

hmmm the magazine got its inspiration from SSC. good to know that lifestyle magazine is back in circulation. my suggestion lang, make it more tempting balan mo naman sa Pilipinas sex sells magazines. so, a little bit of skin and modeling wouldn't hurt for people to buy.
