70-MW coal-fired plant eyed in Cadiz
By: Dolly Yasa

BACOLOD City – A 70- megawatt coal-fired power plant is eyed in the city of Cadiz in northern Negros.

Cadiz City mayor Patrick Escalante confirmed to reporters yesterday that an investor and the city government have started the negotiations for the project which may P140 million.

Cadiz is a coastal city, an ideal site for a coal-fired power plant because of its coastline.

Escalante said the city port has already been finished which is another plus factor.

He added the firm has already conducted its feasibility studies for the project.

Escalante also said he was already granted by the Sangguniang Panlungsod the blanket authority to negotiate and decide on the project.

He said he does see any opposition to the project because it will adopt the “clean coal” technology.

He is set to meet with the investor today in Manila to finalize the construction plans which will be completed in two years time.

He explained the project will be located right along the port where the investor will reclaim about 10 hectares.

The coal-fired power plant will address the impending power shortage in the province by 2015.

THE Bacolod City Council committee on laws and ordinances discussed with the various stakeholders Tuesday the planned demolition of 29 houses at Barangay 7, Bacolod City, for the opening a new access road via 15th Lacson Street.

Bacolod gets P35M grant, mayor says
BY CHRYSEE SAMILLANO

Bacolod City has received a P35 million grant for passing the Department of Interior and Local Government’s Seal of Good Housekeeping, and the money will be used to repair public markets and roads, Mayor Evelio Leonardia said Wednesday.

A big part of the funds will be allocated for the repair of Magsaysay Avenue, Lacson Extension, Aguinaldo Street, and other road networks connected to a national road as required by the DILG, while about P8 million will be allocated for the repair of the different markets, he said.

Leonardia said the bulk of the P8 million will go to Libertad Market because it has bigger needs, as the Central Market has a new roof. The Burgos Market will also be given attention, he said.

Bacolod City to host ASPAC tchoukball tilt

BACOLOD City was chosen by the International Tchoukball Federation to host the 5th Asian-Pacific Tchoukball Competition slated August 3-5 at West Negros University Auditorium.

Around five hundred officials, coaches and athletes coming from ten Asian countries are expected to arrive in the city. Singapore, Malaysia, Indonesia, Chinese Taipei, United Arab Emirates, Korea, Myanmar and Pakistan are among the countries that have confirmed participation in the tourney.

Bacolod bagged the hosting honors primarily because of its well-known peace and order situation and for having garnered the most number of national awards as among the most well-run city in the Philippines. Bacolod launches ‘Year of Faith’s 100 -Day Countdown’

BACOLOD City, July 6, 2012―The Diocese of Bacolod has launched a “100-Day Countdown” to the worldwide celebration of the Year of Faith 2012 – 2013, aimed to raise awareness among the faithful on the significance of the event in the life of the Church.

The Diocesan “Year of the Faith 100-Day Countdown” also seeks to enrich the faithful’s understanding of the faith amidst the threats of secularism.

Bacolod Bishop Vicente M. Navarra presided over a Concelebrated Mass held in San Sebastian Cathedral on July 3 launching the “100-day countdown,” coinciding with the Feast of St. Thomas the Apostle.

Fr. Deogracias Aurelio V. Camon, MA highlighted the providential coincidence of the feast with the celebration in his homily during the Mass.

Noting that today’s world is filled with so many “Doubting Thomases”, he said such attitude is the consequence of a covert but effective infiltration of the secular values of the West in our Filipino culture.

He added that while St. Thomas doubted, it is from the lips of this Apostle that we heard the greatest profession of Faith in Jesus, “My Lord and my God!”

The official logo of the Year of Faith was also unveiled by Bishop Navarra together with Fr. Felix Pasquin, Rector of the San Sebastian Cathedral.

As part of the activities for the “Year of Faith 100-Day Countdown”, a series of lectures on the 12 Articles of the Apostles Creed will be held every Thursday at 6 to 7 pm starting July 5 until October 4, 2012 at San Sebastian rectory’s St. John Mary Vianney Hall. (ADSUM/CBCPNews)

nice update...daw mas mauna pa ang cadiz sang sa talisay:)

^^chinese resto na lang kulang sa citywalk. although, may Hongkong kitchen located sa main mall. I like RPB kay kadamo sang variety of restos compared to SM. ang SM wala chinese, korean, mexican, thai, filipino ( I don't know kung ang max's considered nga filipino?) puro lang fastfood.

^^basi pa man lang ara sa expansion migs ang alas sang SM.:colgate:

Bacolod launches ‘Year of Faith’s 100 -Day Countdown’

BACOLOD City, July 6, 2012―The Diocese of Bacolod has launched a “100-Day Countdown” to the worldwide celebration of the Year of Faith 2012 – 2013, aimed to raise awareness among the faithful on the significance of the event in the life of the Church.

The Diocesan “Year of the Faith 100-Day Countdown” also seeks to enrich the faithful’s understanding of the faith amidst the threats of secularism.

Bacolod Bishop Vicente M. Navarra presided over a Concelebrated Mass held in San Sebastian Cathedral on July 3 launching the “100-day countdown,” coinciding with the Feast of St. Thomas the Apostle.

Fr. Deogracias Aurelio V. Camon, MA highlighted the providential coincidence of the feast with the celebration in his homily during the Mass.

Noting that today’s world is filled with so many “Doubting Thomases”, he said such attitude is the consequence of a covert but effective infiltration of the secular values of the West in our Filipino culture.

He added that while St. Thomas doubted, it is from the lips of this Apostle that we heard the greatest profession of Faith in Jesus, “My Lord and my God!”

The official logo of the Year of Faith was also unveiled by Bishop Navarra together with Fr. Felix Pasquin, Rector of the San Sebastian Cathedral.

Walking around the plaza with my guide Alberto, I had the sensation of being back in the Bacolod of my childhood. I saw the same palm trees, the same bandstand, the looming presence of the cathedral. People were enjoying themselves, sitting on the grass or on benches, doing nothing.

The tranquil lifestyle never seen in a bustling, crowded metropolis. A relaxed atmosphere. I hope this can be retained even though the city is experiencing a construction boom. :cheers:

^^it only shows lang gid @doc nga ara gid sa kamot sang mayor to make things happen for his city or municipality. the irony is silay is well placed for this project because that is how silay is known for. as a matter of fact, included pa sya sa DOT as one of the top 25 destinations in the country. but sad to say, daw wala sa priority sang mayor sang silay. complacency has no place in today's world.:)

Investor serious on plans for 70-MW coal-fired plant

Escalante said he has discussed with the plans with the investors led by James Molina. The coal fired power plant will locate the plant in a 10-hectare area located at the Cadiz City port.

The target date of project completion is before 2015, said Escalante.

The needed investment for a 70-MW coal-fired power plant is reportedly approximately $140 Million, based on the project estimate of $2 million dollars per megawatt for a coal-fired power plant.

2 representatives from world bank already visited Bacolod Silay airport and they make a survey around the airport premises, the terminal building from pre dep, arrival area, offices, check in area, land side and the air side. This is a response when PNOY visited the airport when he told senator mar roxas to allocate funds and it will be a loan from World bank. im so excited about this project! but we have to wait one more year probably 2013.

baw ah...unahan pa nila ang Silay? Ang Silay tani no, will beef-up their heritage tourism and offer historical walks along Cinco de Noviembre St. or a tour around ancestral houses and buildings as a package, and not just limited to "do-it-your-own-backpack" tour ^^
^^it only shows lang gid @doc nga ara gid sa kamot sang mayor to make things happen for his city or municipality. the irony is silay is well placed for this project because that is how silay is known for. as a matter of fact, included pa sya sa DOT as one of the top 25 destinations in the country. but sad to say, daw wala sa priority sang mayor sang silay. complacency has no place in today's world.:)

^^the project envisioned in talisay are support facilities to tourism like maybe putting up promenades, retail strips and some landscaping which people in silay, whether in good terms or not in good terms with city hall will certainly welcome it as well.:)

Another investor eyes coal-fired plant in Cadiz

MAYOR Patrick Escalante of Cadiz City said another investor, Pacific Energy Corporation, is also interested in constructing a 100-megawatt coal-fired power plant in the city.

Company officials are set to present their power project proposal before the members of the City Council this week, he said.

Philippine Power Corporation, a conglomeration of Filipino and Chinese investors, is already in the process of applying for the necessary permits with concerned government agencies for its proposed 70-megawatt coal-fired plant, which the City Government has already approved.

For its part, Philippine Power said that it will bring in a power plant from Italy that has a very minimal smoke emission.

Escalante also assured Negrense consumers that before signing any agreement with the interested investors, Cadiz officials will make sure Negros Occidental will be the priority for whatever power that would be generated from these proposed power plants.

Nothing compares, not even close, to Campuestohan Highland Resort when it comes to providing the best view of Negros Occidental.

Nestled in one of the highest peaks of a mountain bordered by Bacolod City and Talisay City, the five-hectare Campuestohan Highland Resort offers the best panoramic view of Negros, and even overlooking the seas and island of Panay.

"This will be the newest tourist attraction in Negros. It offers the best view of Negros. It’s panoramic view of Negros is fantastic," Ricardo "Cano" Tan, owner of the resort, said.

Tan said the climate at the resort is comparable to Tagaytay’s and Antipolo’s, and even to Baguio’s at nighttime. Every so often, it gets foggy here, he added.

Tan subscribes to the adage, "To see is to believe" so he brought several media persons, including Negros Daily Bulletin, to prove his claims.

Using the resort’s tourist bus, reporters arrived at Campuestohan Resort at 11 a.m. after 40 minutes of travel from Bacolod city proper.

And indeed, the first thing that will take one’s breath away is the amazing view of more than half of Negros below, a long stretch of vast plains of northern, central and southern Negros Occidental.

From a vantage point of view at Campuestohan, one can see the Silay airport, the whole of Bacolod with its tall buildings, the Pulupandan port, and even Guimaras and Panay islands.

Looking around, behind the imposing loghouse, one can almost touch the majestic mountains still fully forested with lush vegetations, due to its nearness to the resort.

During our four-hour stay, fogs occasionally envelop the area and we would run to the loghouse for cover when it rains.

Tan said the resort is just 40 percent complete, but several structures and amenities are already finished. The resort is yet to formally open to the public.

They only started the development last year, and now there are already the kiddie and adult swimming pools, the large children’s playground imported from China, cottages, and loghouse.

He said that when the resort is fully complete, the amenities will include the 20-room loghouse (each room is large enough to accommodate four persons), a pavilion that can hold 300 people, swimming pools, 25 cottages, 15 umbrella stands, a zipline, sunken garden with giant Zodiac signs, and Igloo-inspired camp houses.

Tan, a former two-termer Bacolod councilor, said they are going to bring back the Sinugba Restaurant to the resort. Sinugba Restaurant, which served Bacolodnons and Negrenses, as well as local and international tourists for 21 years, had stopped operating in 1995.

In its heyday, one can say that you have not gone to Bacolod when you have not dined at Sinugba, he said.

Tan said the guests at Campuestohan will enjoy the delicious but affordable food that Singuba Restaurant had become famous for.

Tan said both the city governments of Talisay and Bacolod are doing their best to develop their respective roads leading to the resort and to provide the resort with electricity.

"When the resort becomes operational, this will be a big help to the tourism potential of the province. It will bring back Negros Occidental to the tourism map of the country," he said.

Although there is no specific date for its formal opening this year, Tan said they will start accepting reservations this July.

Tan shared that when he bought the property in 2010, he did not even actually see it. Initially, he and his wife, Nita, had only planned to build their dream house there but when he saw how beautiful the place is, he thought of converting it into a resort.

"Instead of retiring here, the Lord has other plans for us. I think He does not want us to retire yet," Tan said.

He shared that several tourism officers from Cebu had gone to the resort and they are all one in saying that the place is unique and offers the best view of Negros and Panay island.

Interestingly, Tan had engraved the words "Cano Gwapo" in a big boulder beside the loghouse. It is one marker that guests will first see from the entrance, an announcement that the owner is just as handsome and breathtaking as the place.*

It is pursuing hydro projects in Negros Occidental, namely the 4-MW Bago 1 project in San Carlos City and the 10-MW Bago 2 in Don Salvador Benedicto. Hydropower projects are estimated to cost around $2 million per MW.

New resort has a great view

The cabin sits on a five-hectare property in Barangay Cabatagan, Talisay City, being developed by former Transportation and Communication Assistant Secretary Ricardo “Cano” Tan, and his wife, Nita, into the Campuestohan Highland Resort.

The main cabin of the resort has seven rooms and a huge balcony for entertaining, and 20 cottages shaped like huts of early tribesmen, which also look like igloos, for guests.

A pavilion for conferences and parties, and an artificial river are also being built at the resort where Tan also plans to revive his famous Sinugba Restaurant. There will also be a place where guests can go horseback riding, a sunken garden, and a wedding altar and carriage for couples who wish to marry there, he said.

Only about three-and-a-half kilometers of the road to the resort have yet to be paved but Saratan is planning to develop the tourism potential of the property owned by the Talisay City government nearby, Tan said.

They just need to look at the University of Asia and the Pacific to see that the school's land area is not a problem. If the school offers a wide variety of courses, master's and a PhD program or any "D's", pwede guid sila ka apply for University or Autonomous University. :D

^^50 years and going strong. san-o ma university ang san ag? sang wala pa ang la salle coliseum, san ag gym is the preferred venue for local and national events like concerts, beauty pageants and the like.:)

Di naman gid guro malayo mag university ang CSAB but it wont be much soon.

The area is an obvious reason. That's why they have their Estefania Campus established in 1997.

ang plan sina tani is to pattern it to the University of San Agustin with its USA Sambag Campus in Jaro, wherein the Basic Education Department (GS/HS/Pre School) will be relocated and leave the college departments at the main site.

The Estefania Campus also hosts the housing program for the CSAB Employees, a multi-purpose gym and a swimming pool

CSAB also lacks an ample population of teachers and para-education staff to fully operate at the Estefania Campus...so what they did is to put-up their Early Childhood / Pre School at Estefania and some classes of Nursing and Education courses.

CSAB also lacks a Graduate School Program. It is currently having only post graduate courses under the Univ. of San Agustin (USA) Offshore Grad School Program.

Maybe it would take time pa before the whole Basic Education Department will relocate to Estefania and leave the main campus to the colleges

Progreso Sang Bacolod Exhibit in Robinson

Today, Robinson’s Place plays host to the City Government’s Progreso Sang Bacolod Exhibit.

At the fountain area on the ground floor of Robinson, pictures, posters and banners depicting significant milestones in the life of the city and the progression of its physical development are displayed on panel boards. Audio-video presentations are also available.

Bacolod City Mayor Evelio "Bing" Leonardia and Vice Mayor Jude "Thaddy" Sayson will open the exhibit at around 4 o'clock in the afternoon. They will be joined by councilors, city department and office heads, executive assistants. Key leaders of business and civic clubs will also be around.

The purpose of the exhibit is to present in a graphical manner to viewers the progress and development that the City has achieved.

It is hoped that in just few minutes of viewing, onlookers will be able to take in and retain the information presented.

Leonardia is upbeat about this exhibit because it offers a new way of giving information to Bacolodnons. He said that the exhibit will reinforce the information given by the tri-media on a regular basis.

Sayson believes that a well informed citizenry will be able to make their own plans to bolster the development of the city and also find ways to extend their support and cooperation to the city government.

The exhibit will run for a week or two. During this period, front-line offices of the city government will also try to interact with the viewers through information dissemination and simple services. (CMO/PIO July 6,2012)

DPWH completes 40% of P4.83-B projects in Western Visayas

ILOILO CITY, July 9 (PNA) – The Department of Public Works and Highways (DPWH) has completed 40 percent of its identified projects in Western Visayas funded from its 2012 infrastructure program allocation.

An accomplishment report obtained from the office of regional director Edilberto D. Tayao disclosed that this region was allotted P4.83 billion for 180 projects in the 2012 calendar year.

The highest allocation was for 162 roads and bridges at P4.8 billion while P25 million was apportioned for two flood control and drainage projects and P3.2 million for 16 water system projects.

As of end of June, 73 projects were completed, 89 are ongoing and 18 are yet to be started.

The completed projects are 42.12 kilometers of roads, 44.20 lineal meters of bridge, one flood control and 12 water supply system projects. The flood control facility is situated in Tigum and Aganan in Pavia.

Meanwhile, the ongoing remaining water system projects are being handled by the 2nd Engineering District of Capiz, third Engineering District of Iloilo and the regional office.

The last project will be installed at the first Engineering District of Iloilo.

The agency is also embarking on several high impact projects to include the portion of the P1.457 billion Iloilo circumferential road, also part of the P850-million Roxas City Circumferential Road and the Bacolod Silay Airport Access Road amounting to P400.98 million. (PNA)

Marañon backs 2 coal plants,
economic zone plan for Cadiz

Cadiz Mayor Patrick Escalante said two firms are proposing to reclaim 50 hectares at the Cadiz port area for the construction of coal-fired power plants and the establishment of an economic zone.
Philippine Power Corp., a conglomeration of Filipino and Chinese investors, is planning to put up a 70-megawatt coal fired power plant, while Pacific Energy Corp., owned by Indonesian, Filipino and Chinese investors, is proposing a 100-megawatt plant.
They are presently processing their permits from the Department of Energy and the Philippine Reclamation Authority so they can begin work, he said.
Vice President Jejomar Binay has promised to provide assistance to hasten the procedure, he added.
The reclamation of the land at the port area will be done in phases with 16 hectares targeted initially, he said.
The reclamation phase will take one to two months and the putting up of the plant will take about two years, Escalante said.
Cadiz City will not invest any money in the reclamation project but depending on the outcome of their negotiations, will own about 40 percent of the area to be reclaimed by the investors, Escalante said.

yup, but im thinking nga mas mayu kung matabuanay both ports..then coastal road dayun to ease the traffic sa CBD dampi going to north..just like SRP Cebu..:)

Campuestohan Highland Resort: The Best View of Negros/Panay

Nothing compares, not even close, to Campuestohan Highland Resort when it comes to providing the best view of Negros Occidental.

Nestled in one of the highest peaks of a mountain bordered by Bacolod City and Talisay City, the five-hectare Campuestohan Highland Resort offers the best panoramic view of Negros, and even overlooking the seas and island of Panay.

"This will be the newest tourist attraction in Negros. It offers the best view of Negros. It’s panoramic view of Negros is fantastic," Ricardo "Cano" Tan, owner of the resort, said.

Tan said the climate at the resort is comparable to Tagaytay’s and Antipolo’s, and even to Baguio’s at nighttime. Every so often, it gets foggy here, he added.

Tan subscribes to the adage, "To see is to believe" so he brought several media persons, including Negros Daily Bulletin, to prove his claims.

Using the resort’s tourist bus, reporters arrived at Campuestohan Resort at 11 a.m. after 40 minutes of travel from Bacolod city proper.

And indeed, the first thing that will take one’s breath away is the amazing view of more than half of Negros below, a long stretch of vast plains of northern, central and southern Negros Occidental.

From a vantage point of view at Campuestohan, one can see the Silay airport, the whole of Bacolod with its tall buildings, the Pulupandan port, and even Guimaras and Panay islands.

Looking around, behind the imposing loghouse, one can almost touch the majestic mountains still fully forested with lush vegetations, due to its nearness to the resort.

During our four-hour stay, fogs occasionally envelop the area and we would run to the loghouse for cover when it rains.

Tan said the resort is just 40 percent complete, but several structures and amenities are already finished. The resort is yet to formally open to the public.

They only started the development last year, and now there are already the kiddie and adult swimming pools, the large children’s playground imported from China, cottages, and loghouse.

He said that when the resort is fully complete, the amenities will include the 20-room loghouse (each room is large enough to accommodate four persons), a pavilion that can hold 300 people, swimming pools, 25 cottages, 15 umbrella stands, a zipline, sunken garden with giant Zodiac signs, and Igloo-inspired camp houses.

Tan, a former two-termer Bacolod councilor, said they are going to bring back the Sinugba Restaurant to the resort. Sinugba Restaurant, which served Bacolodnons and Negrenses, as well as local and international tourists for 21 years, had stopped operating in 1995.

In its heyday, one can say that you have not gone to Bacolod when you have not dined at Sinugba, he said.

Tan said the guests at Campuestohan will enjoy the delicious but affordable food that Singuba Restaurant had become famous for.

Tan said both the city governments of Talisay and Bacolod are doing their best to develop their respective roads leading to the resort and to provide the resort with electricity.

"When the resort becomes operational, this will be a big help to the tourism potential of the province. It will bring back Negros Occidental to the tourism map of the country," he said.

Although there is no specific date for its formal opening this year, Tan said they will start accepting reservations this July.

Tan shared that when he bought the property in 2010, he did not even actually see it. Initially, he and his wife, Nita, had only planned to build their dream house there but when he saw how beautiful the place is, he thought of converting it into a resort.

"Instead of retiring here, the Lord has other plans for us. I think He does not want us to retire yet," Tan said.

He shared that several tourism officers from Cebu had gone to the resort and they are all one in saying that the place is unique and offers the best view of Negros and Panay island.

Interestingly, Tan had engraved the words "Cano Gwapo" in a big boulder beside the loghouse. It is one marker that guests will first see from the entrance, an announcement that the owner is just as handsome and breathtaking as the place.*

Marañon backs 2 coal plants,
economic zone plan for Cadiz

Cadiz Mayor Patrick Escalante said two firms are proposing to reclaim 50 hectares at the Cadiz port area for the construction of coal-fired power plants and the establishment of an economic zone.
Philippine Power Corp., a conglomeration of Filipino and Chinese investors, is planning to put up a 70-megawatt coal fired power plant, while Pacific Energy Corp., owned by Indonesian, Filipino and Chinese investors, is proposing a 100-megawatt plant.
They are presently processing their permits from the Department of Energy and the Philippine Reclamation Authority so they can begin work, he said.
Vice President Jejomar Binay has promised to provide assistance to hasten the procedure, he added.
The reclamation of the land at the port area will be done in phases with 16 hectares targeted initially, he said.
The reclamation phase will take one to two months and the putting up of the plant will take about two years, Escalante said.
Cadiz City will not invest any money in the reclamation project but depending on the outcome of their negotiations, will own about 40 percent of the area to be reclaimed by the investors, Escalante said.
