The theme of this year’s Mudpack Festival set at the Mambukal Resort Murcia June 19-20 is “Clean Water for a Healthy World”, resort head Ellen Vasquez said yesterday.
The Mudpack is a festival of arts participated in by artists from various parts of Negros Occidental – whether in performing or visual arts, she said.
They chose the theme “Clean Water for a Healthy World for the 14th Mudpack Festival to raise awareness about the importance of water and its growing scarcity, she said.
Festival activities on June 19 are the Hataw with Ching from 6:30 to 8 a.m., the opening ceremony at 10 a.m., and at 10:30 a.m. to noon there will be the chants and stunts competition, drumbeating competition, poster-making competition for kids, clay body painting competition, mixed media art competition, and the photo competition.
Set at 2:30 p.m. on June 19 are the clay body painting presentation and judging and the mixed media art judging and the awarding will be at 4 p.m. The Ms. Earth-Mambukal pageant will be from 6 to 8 p.m., followed by a band and dance party.
On June 20, a Holy Mass will be from 9 to 10 a.m., followed by a solo dance improvisation competition and clay sculpture making competition.
In the afternoon, the tribal dance competition and clay sculpture judging and awarding will be held.*

San Miguel, toting an 11-3 record, will try to bounce back from a frustrating 83-82 setback against B-MEG Derby Ace last week.
Talk n Text stretched its record streak to 12 games in overcoming Alaska Milk in a defensive battle Wednesday.
The Texters held the Aces to a single field-goal basket in the last six minutes for the win that assured the team of at least a playoff for an outright PBA Fiesta Conference semifinal seat.
Against San Miguel tomorrow, coach Chot Reyes said their problem is how to stop the Beermen after an exhausting game against Ginebra Saturday in Batangas.
During Wednesday’s game the Aces threatened to put an end on the Texters’ rampage but fell short in their bid on two misses in the closing seconds.
Alaska got a chance to steal the game following a turnover by Jimmy Alapag with Talk n Text ahead by just one with 20 seconds left to play.
After scrambling for the inbounds, Jeffrey Cariaso -- reactivated from the reserve roster -- settled down with the ball only to miss a short jumper.
But the Aces got another chance to steal the game as the Texters touched the ball last before it went out of bounds.
The Texters eventually won the game as Joe De Vance missed a shot from afar at the buzzer.
Talk n Text put up a good defense, disallowing Alaska from throwing in the ball close to the basket.
Shawn Daniels went 5-of-15 from the field but gave Talk n Text a big push with his 21 rebounds.*

Produksyon Tramontina’s Nature vs. Nurture, a multi-channel video installation, opens today and will run until July 12 at Gallery Orange, Lopue’s Mandalagan Annex in Bacolod City.
Member artists are Cindy Ballesteros, EJ Ballesteros, Jeffrey Lazaro, Jun-jun Montelibano, Jack Triño, Moky Uychiat and Joann Villarias, a press release from the gallery said.
Nature vs. Nurture was conceptualized for the National Commission for Culture and the Arts’ national visual arts exhibition, Sungduan 5 Daloy Ng Dunong, at the Museum of the Filipino People in 2009.
The press release also said that it is a dynamic installation using rice stalks, dextrose bottles, plastic tubes, food coloring, garden soil, and empty car battery containers with metal halide light fixtures.
It adopts the colors of the Philippine Flag and defines that Blue is for unity and noble aspirations, Red for bloodshed, Yellow for progress and the transparency of water for purity, the press release also said.
Gallery hours are from 2 to 9 p.m. and admission is free, the press release added.*

The speaker on the first day was Dr. Ma. Luz Villarante of San Sebastian College, while Dr. Joselito Flores is the speaker today, a UNO-R press release said.
Meanwhile, the UNO-R Colleges of Arts and Sciences, Information Technology, Engineering, Education, Business and Accountancy and the Medical Technology Department have recently been reaccredited by PAASCU. UNO-R also enjoys its CHED Autonomous status, the press release said.*

in Pulupandan

False killer whales (Pseudorca crassidens), the third largest members of the oceanic dolphin family, and more than 66 bird species have been spotted in Pulupandan town in recent months.
Residents have counted about 15 false killer whales near the Pulupandan shoreline in Barangay Zone 1A and frolicking near the pier area, mostly in the afternoon, since February, Pulupandan town administrator Federico Infante said yesterday.
The False Killer Whale is black with a grey throat and neck. It has a slender body with an elongated tapered head and 44 teeth. The dorsal fin is sickle-shaped and its flippers are narrow, short and pointed. It can grow up to 20 feet.
It appears that the dolphins and birds have returned to Pulupandan since Asian Alcohol Corp. in Pulupandan town, which produced P3.5 million worth of alcohol a day, closed down in June last year, Infante said.
It closed down after the driver of a backhoe allegedly accidentally dug up the pipe supplying water to AAC, but which its lawyer, Roger Reyes, said appeared to be deliberate.
Pulupandan Mayor Magdaleno Peña had sought the closure of the firm claiming it was polluting Pulupandan air and water, but Asian Alcohol officials said they were implementing anti-pollution measures.
Since Asian Alcohol closed down marine life has returned to Pulupandan that is a coastal town, Infante said.
The environment is healing itself and the false killer whales are probably in Pulupandan waters because there are a lot of small shrimps that they can eat near the Pulupandan pier.
In the Bago River area in Pulupandan located in barangays Culo, Ubay and Tapong more than 66 bird species have also been spotted, he added.
Infante said the false killer whales and birds could become tourist attractions for the town.*CPG

Ayala Land Inc. (ALI) sprawling its high end subdivision units everywhere has penetrated the taste of Negrenses. In a short period of time since its opening at the boundary between Bacolod and Talisay Cities, Verdana Homes Asyana had launched its Phase 2 area. It has 133 lots at 204 to 250 square meter lot sizes, all prime lots only, costing less than P1 million per lot.
Therese Borromeo, AYI-Bacolod branch manager said, Verdana Homes Asyana features various amenities which encourage vibrant living among neighbors. Its centerpiece is a resort-like Balinese-inspired clubhouse set on a linear park along the river. Ms Borromeo also said, soon, the rear side of the subdivision will be part of the circumferential road from Bacolod City to the Silay Airport. That would mean business prospects both in front and back of the subdivision.
The cost is very affordable but quality of living is high end. Common clients are overseas workers and medium sized entrepreneurs.
They are repeat clients because of the payment scheme offered by AYI - the stretched payment.

MEET me at Melba's Farm because I'm likely to go back. The fresh air, lots of greenery, and its relative convenience getting there make it a magnet for nature lovers like me.
Melba is Melba Carranza, the present owner's mother. Alvin Carranza had converted the family farm into something more sustainable. The cozy but airy clubhouse sits at 600 feet above sea level and offers unexpectedly modern facilities and an expectedly wonderful panorama of the city below. There's wifi access, wide-screen television and even a phone in case you want to call the folks back home. From Lopue's East, where Melba's Farm Coordinator Nicky Burgos met my group, take a 30-minute travel to this 12-hectare property in Barangay Alangilan. If you don't have your own transportation, that's no excuse for you to not arrange with the Farm to pick you up.
Melba's Farm is only a year old yet already boasts of having ample attractions to make a visit really worthwhile. The family room annexed to the clubhouse can accommodate four comfortably and the view is delightful from the room's own deck. Your overnight stay comes with your own pretty towels and slippers so you can enjoy a refreshing bath in the roomy bathtub. The eternity pool is not too large and just right for a cozy dip with your friends and family. Although the pool is filled with spring water sourced from the mountain, it is still treated for health purposes.
So, there! That's a worry-free swim for you. I can eschew the swim but I can't pass up the chance to hike around the premises. Farm Administrator Raymond de Asis showed us the trees planted by some Ms. Earth candidates. Then, we took a hike in "the tube," a sloping decades-old pathway that was once filled with water to float down timber during ILCO's logging days. The American-owned lumber company used to be the largest lumber company in the world with logs and furniture shipped to the United States.
The hike got us hungry so the very early lunch prepared by Raymond's wife Chinky de Asis was timely and healthy, too. There was Steamed Hainanese Chicken with Candied Ginger and Spicy Tamarind Sauce; Chinky's version of the okoy made of carrot and yellow camote strips; lots of fruits - watermelon, Indian mango, star fruit or galangan, and pineapple. But what made me go back to the buffet table again and again was the best-tasting crispy kangkong I ever tried. If it weren't unethical, I would have asked for the batter recipe. The leaves are thinly coated with the batter so one actually can taste the kangkong. VGKK (Very Good KangKong).
I like the resort's nature-loving principles. It absolutely discourages the use of plastic bags in the area. In fact, Chinky showed an alternative to paper by wrapping our dining utensils with wilted bamboo leaves tied with organic string (must be banana fiber strips). Solar panels catch the sunlight and power the clubhouse's appliances. Isn't it nice of them to be so thoughtful of the environment?
Straddling the boundary between Bacolod and Talisay, Melba's Farm is not far from Buro-Buro and the polo club. You can play polo, shop for organic herbs and vegetables and, then, relax at Melba's. What a truly country-field way to spend a weekend.

Ms. Therese Borromeo, Ayala Land Negros Branch Manager also gave her Welcome Remarks to the Guests.

It was truly Fun at the launch. With Asian Festival Inspired theme, different Food Kiosks invaded Club Verdana. From the Filipino Ensaymaditas and Puto Cheese, Ginataan and Bibingka; The Chinese Buchi, Siopao and Siomai to the Japanese Tempura and Fishball and my Uber favourite, California Maki, it sure satisfied mine and my comrades’ (from Skyscrapercity) palate.

The kid’s were also the happiest of the bunch, with Carnival Fair, Anime Sketching and Caricature Workshops and lots of classic Filipino Games to enjoy, everything was a blast!

I and my group were also busy entertaining ourselves during the launch. We had fun at the Photo Booth and we almost drown ourselves with photos. Photoshoot here, Photoshoot there, Photoshoot everywhere. The scenery in Beautiful Ayala Negros is incomparable. It almost makes you feel like you’re in a foreign land.

During the Program Proper, The Wu Shu Federation of the Philippines – Bacolod Negros Chapter performed a very energetic Lion Dance and a Wu Shu Presentation after it. Ms. Therese Borromeo, Ayala Land Negros Branch Manager also gave her Welcome Remarks to the Guests.

It was truly Fun at the launch. With Asian Festival Inspired theme, different Food Kiosks invaded Club Verdana. From the Filipino Ensaymaditas and Puto Cheese, Ginataan and Bibingka; The Chinese Buchi, Siopao and Siomai to the Japanese Tempura and Fishball and my Uber favourite, California Maki, it sure satisfied mine and my comrades’ (from Skyscrapercity) palate.

The kid’s were also the happiest of the bunch, with Carnival Fair, Anime Sketching and Caricature Workshops and lots of classic Filipino Games to enjoy, everything was a blast!

I and my group were also busy entertaining ourselves during the launch. We had fun at the Photo Booth and we almost drown ourselves with photos. Photoshoot here, Photoshoot there, Photoshoot everywhere. The scenery in Beautiful Ayala Negros is incomparable. It almost makes you feel like you’re in a foreign land.

eco-tourism highway

With its beautiful mountain resorts, scenic beaches, and industrial sites, all that is lacking in Negros Occidental is a comprehensive tourism program to package it as a prime tourist destination in the country, re-elected first district Board Member Nehemias De la Cruz said.
From the town of Murcia going up to Don Salvador Benedicto and San Carlos City, De la Cruz said the province can create an eco-tourism highway that will easily appeal to local and foreign tourists.
The natural resources are there, what the province needs is a marketing strategy, a complete package that will boost Negros Occidental’s tourism industry, he said in a press conference at the Mambukal Resort during the opening of the 14th Mudpack Festival.
With De la Cruz was re-elected third district Board Member Patrick Lacson, who agreed with De la Cruz’s observation that tourism can be next boom industry for the province.
He said Mambukal is the province’s centerpiece tourist destination, earning more than P30 million every year for the province. The target of incoming governor Alfredo Marañon Jr., Lacson said, is to double the resort’s income.
Aside from mountain resorts, both board members cited the agri-tourism as another potential market for Negros. He also said investors are eyeing Murcia as a possible cite for an organic farming school where students will trained on organic farming.
Murcia mayor-elect Andrew Montelibano, who was present in the press conference, said a 5-hectare land in Brgy. Talotog is being considered as the next site for an organic farming school.
Within the area, he said, is the NONESCOST Murcia campus, offering Education, and Criminology. Agriculture will be the next course the school will offer.
Lacson, meanwhile said that the province should also maximize the use of the cyber technology in tapping the tourism potential of the province.
Montelibano said Murcia will start participating actively in the annual Mudpack celebration in Mambukal, as the resort is located in Brgy. Minoyan, the second biggest barangay in Murcia.
He said the local government will explore possible joint-ventures with the province to enhance Mambukal and integrate the Mudpack Festival in the town’s tourism package.*NAB

P8 billion in bioethanol projects on hold

ETHANOL producer Bronzeoak Philippines has put on hold bioethanol and biomass energy projects worth P8 billion as the company waits for world prices to stabilize and for the approval of the feed-in tariff rules for renewable energy sources.
Bronzeoak Philippines managing director Jose Maria P. Zabaleta Jr. disclosed that there are about five bioethanol and biomass projects that have been placed in the back burner.
“We have projects in the pipeline but they’re on hold for now. As for bioethanol, we don’t know how the price rolls. We’re waiting for [international] commodity prices to change and for the government to put in some [support] mechanisms,” Zabaleta told reporters in a chance interview.
Price wise, Zabaleta said ethanol producers find it difficult to compete with foreign firms as they are more competitive.
“The Philippine bioethanol industry is still in its infancy. We cannot compete with global leaders. Oil companies prefer to import rather than buy local bioethanol,” he said.
The company is also keen on the outcome of a proposal to allow feed-in tariffs for renewable energy sources.
Feed-in tariffs help encourage investments in renewable energy sources. Under the draft rules on the feed-in tariff scheme released by the Energy Regulatory Commission, renewable energy developers will be offered guaranteed payments per kilowatthour they produce.
Zabaleta said he hopes the decision on the feed-in tariff scheme will be issued soon. He noted that the proposal would have go through Congress and the National Renewable Energy Board.
Bronzeoak Philippines is a joint venture between Zabaleta & Co. and Bronzeoak Ltd. of the United Kingdom.
In 2006, the company completed the development of San Carlos Bioenergy, the first integrated cane-based ethanol and power cogeneration plant in Asia. Located on Negros Island, it produces around 30 million liters of fuel ethanol annually.
Another company, Leyte Agricultural Corp., augments local production by producting 9 million liters of bioethanol annually.
The national requirement for fuel ethanol is pegged at 350 million liters annually.

Ayala Land set to expand Negros project
BACOLOD CITY -- Real estate giant Ayala Land, Inc. is continuing its expansion in Negros Occidental with the launch of the second phase of its mid-market residential subdivision Verdana Homes Asyana in Talisay.
The second phase sale came 10 months after the 20-hectare Asyana was launched in August last year. The “Asian-modern-themed” Asyana is Ayala Land’s second mid-market project in Negros Occidental, following the Verdana Homes Plantazionne.
The expansion project precedes the plan of Ayala Land to put up information technology and commercial hubs next to its residential subdivisions in the coming months, which is part of the more than 120-hectare master-planned community, including the 88-hectare high-end subdivision Ayala North Point. The properties are located about seven kilometers north of Bacolod.
Therese Borromeo, Ayala Land Negros branch manager, said the first phase of Asyana was well-received as shown in the sale of 65% of the lots in less than a year after it was launched, with only 41 lots remaining out of 114.
The 10-hectare second phase has 133 lots, priced from P4,988 to P6,388 per square meter. Lots measure 204 to 259 square meters.
In 2012, Ayala Land will launch Phase 4 of Ayala North Point, Ayala Land’s first project in Negros Occidental launched in 1997. Ayala Land may consider buying additional properties to connect Verdana Homes to the access road going to the Silay airport, she said. -- Nanette L. Guadalquiver

THE business sector and local officials in the province and Bacolod City are opposing the rate increase imposed by the National Power Corporation (Napocor).
State-owned Napocor has asked the Energy Regulatory Commission to increase rates to recover foreign exchange losses and increased fuel prices.
Napocor and Power Sector Assets and Liabilities Management Corp. (Psalm) filed petitions seeking to recover P8.8 billion in higher cost of fuel and increased rates from independent power producers P8.5 billion in foreign exchange losses over a period of six months.
Napocor and Psalm filed the petitions under the so-called 16th Generation Rate Adjustment Mechanism and 15th Incremental Currency Exchange Rate Adjustment, which allow Napocor to recover or refund fluctuations in its fuel and foreign exchange costs.
Napocor's rates will increase by about P0.6251 per kWh in Luzon, P0.0973 per kWh in Visayas and P0.1122 per kWh in Mindanao if the GRAM application is approved by the regulator.
Napocor said it would charge an additional P0.6361 per kWh for Luzon, P0.0704 per kWh in Visayas and P0.0399 per kWh in Mindanao if the Icera application was approved.
Napocor earlier asked the ERC to allow it to recover the balances from its 12th to 14th Icera in Luzon and 9th to 14th Icera in Visayas and Mindanao, and its 5th, 13th and 14th GRAM in Luzon and 5th and 10th to 14th GRAM in the Visayas and Mindanao.
Governor-elect Alfredo Maranon Jr. said on Tuesday that the power rate increase is not proper at this time because Napocor is giving an inefficient service to its consumers. "We always experience brownouts," he said.
Meanwhile, Jose Maria Zayco of the Metro Bacolod Chamber of Commerce and Industry (MBCCI) said they support the sentiment of Marañon. He said that the increase asked by Napocor has no basis. He said that two to three hour brownouts everyday are hurting the businessmen.
Bacolod City Mayor Evelio Leonardia, meanwhile, said that they will oppose the move to increase the power rates because they are already suffering from brownouts.
Leonardia said that the City Government will pursue with the plans to create a special body that will be a multi-sectoral group to be lead by the City Government to study the power issues. "It will be open to the presentation of all sectors," he said. (Teresa Ellera-Dulla)

CAB reported Cebu Pacific flew a total of 138,376 passengers in the first quarter of 2010.
Philippine Airlines and Air Philippines, however, had only 118, 779 in the same period, combined.
CAB added that in 2009, Cebu Pacific flew 499,911 passengers, or 22,003 more passengers than the combined total number of passengers of Philippine Airlines and Air Philippines.
“We consider Bacolod as an important market for us. In fact, we will be increasing the frequency of our Cebu-Bacolod flights due to demand,” said Candice Iyog, Cebu Pacific vice president for marketing and distribution.
Cebu Pacific, Asia’s third-largest low-cost carrier, flies five times daily from Manila to Bacolod, and 11 times weekly from Cebu to Bacolod, the company’s statement read.
The lowest year-round “Go Lite” fares for these routes are P748 and P648, respectively. Those with check-in luggage will just add P100 upon booking, it added.
“Starting November 24, Cebu-Bacolod flights will be increased from 11 times weekly to twice daily frequencies,” Iyog added.

BACOLOD CITY -- Negros island’s five electric cooperatives will launch a partnership to ensure power supply next week.
To be launched on July 2, the Negros-Power Supply Aggregation Group is composed of the Central Negros Electric Cooperative (CENECO), the V-M-C Rural Electric Service Cooperative (VRESCO), Negros Occidental Electric Cooperative (NOCECO), the Negros Oriental Electric Cooperative I (NORECO) and the Negros Oriental Electric Cooperative II.
Edward Gasambelo, chairman of the group, said plans of creating an aggregate group started years ago on the premise that "there is strength in numbers."
"The power shortage in the Negros Island is a pressing concern that we should collectively solve immediately," Mr. Gasambelo said.
The group, as a legal entity representing the five electric cooperatives, will jointly enter into contracts with generating companies and wholesalers to provide cheap power.
The venture is expected to foster a stronger negotiating power for the group, they said in a memorandum of agreement signed by Mr. Gasambelo with VRESCO President Armando Valmayor, NOCECO President John Peter Milan, NORECO I President Anito Mercado, and NORECO II President Lennie Joy Alviola.
Daily rotating brownouts have plagued Negrenses in the past three months, particularly those under the CENECO coverage areas, as generator Green Core Geothermal, Inc. conducts maintenance operations on its Palinpinon plants in Valencia, Negros Oriental.
Since May 19, the CENECO management has been advised by Green Core on power interruptions until yesterday due to preventive maintenance work.
The recent daily rotating brownouts in Bacolod City and its neighboring areas, which have eventually decreased in the past days, came on the heels of similar power interruptions in April when Green Core also conducted preventive maintenance work to prepare for the May 10 elections.
Green Core has a total rated capacity of 192.5 megawatts for its two Palinpinon plants, but both plants have a dependable capacity of only 173 MW -- 97 MW from Palinpinon I and 76 MW from Palinpinon II.
CENECO sources 100% of its 100-MW power requirement from Green Core, which also supplies 22 MW to VRESCO in northern Negros, and 2 MW to Gaisano City mall in Bacolod. The surplus is supplied to Panay and other areas in Negros Island.
Manolo Candelaria, Green Core power and steam sales deputy manager, said in a statement that the contracts inherited from the National Power Corp. did not require nor prepare customers to source out replacement power during preventive maintenance work.
As the electric cooperatives lacks reserves, any breakdown or preventive maintenance work results in manual load shedding, he said.
"The immediate solution is for electric cooperatives to find replacement power to bridge the power supply gap in the [Visayas] region and for existing power generators to keep their facilities in good condition," Mr. Candelaria said. -- Nanette L. Guadalquiver

at Visayas business conference
Three officers of the Metro Bacolod Chamber of Commerce and Industry will attend the three-day 19th Visayas Area Business Conference today until Saturday at the City Sports Club Cebu in Cebu City, an MBCCI press release said.
The officers are MBCCI President Roberto Montelibano Jr., Vice President for Internal Affairs Frank Carbon, and Vice President for External Affairs Jose Ma. Zayco.
The conference, with the theme “Public-Private Partnership Towards Sustainable Development,” gathers about 250 business people from 17 Chambers in the Visayas, and about 150 from the Philippine Chamber of Commerce and Industry, government, academe, and private sector.
The conference provides the local private sector a venue to share and discuss related information and insights as well as address pressing concerns that affect the economy, in general, the press release said.
Carbon said the conference is very important as one of the main topics in the plenary sessions is “Sustainable Power for the Visayas.”
He said they will bring up to the plenary the power concerns of Cental Negros Electric Cooperative, particularly in Bacolod.
In the said plenary, National Grid Corporation of the Philippines president Roque Corpus will talk about the “Power Situation in the Visayas.”
Energy Undersecretary Mario Marasigan, meanwhile, will discuss “Renewable Energy and The Green Fund,” while Rep. Mark Cojuangco (Pangasinan, 5th District) will talk about Nuclear Energy on the topic “Exploring the Alternatives for Sustainable Energy.”
Some governors of Regions VI, VII and VIII will talk about the Best Practices in Power and Energy Management.
Carbon said that on the last day of the conference, the Visayas chambers are expected to adopt the resolutions presented at the plenary, including a resolution to address the chronic power shortage problem in Negros Occidental.
These resolutions will then be presented to the Philippine Business Conference and Exposition to be hosted by the PCCI in Manila this year.
The resolutions in the PBCE will then be presented to President Benigno Aquino III.
The PCCI hopes that these resolutions will be included in the executive-legislative agenda of the president, the press release said.*

With the agreement, Teleperformance will accept at least five OJT’s from the NOLITC for every semester and it will hire the center’s graduates every year subject to job availability and the hiring criteria of Telepreformance.

As of June 10, 2010, Top Harbor International, Inc., formerly BREDCO, has a standing account with the Bacolod City government the amount of P3.2 millionin unpaid rentals. The amount covers the port rental at P800,000.00 a year, covering the period from July 26 to date.
Annabelle Badajos, city treasurer said, on July 7, 2009, she sent a collection letter to Atty Simplicio Palanca, president of Top Harbor, reminding him of his obligations with the city government. That time the total obligation of Top Harbor was only P2.4 million. However, he failed to settle.
Therefore, this June 10, 2010, Badajos has sent a final demand letter.
The amount has increased to P3.2 million. After the end of this month, if Top Harbor disregards this letter, then the case will be elevated to the City Legal Office for proper disposition, according to Badajos.
If the city is strictly enforcing its collection rules to the small entrepreneurs, then there is no reason we will not enforce the law against Top Harbor, Badajos said.

Sidewalk vending is OK’
BACOLOD City – The city government does not have plans of eradicating sidewalk vendors, said Atty. Cesar Beloria of the City Legal Office (CLO) Enforcement Unit.
Contrary to the impression of just messing up the sidewalks, Beloria said sidewalk vending actually helps in providing means of livelihood to Bacoleños.
He said, though, they will monitor and regulate the practice.
Beloria recently had a series of meetings with representatives of different sidewalk vendors in the city.
He said the CLO now “decongests” the city sidewalks to clear obstructions to the flow of traffic and pedestrians.
Beloria said sidewalk vendors operating around downtown voluntarily reduced their space to one meter, following the conditions of the city government.
He said CLO concentrates on the streets surrounding the three major public markets here, especially on Mercedes St. beside Libertad Public Market.
Some permanent structures along the sidewalk of the Market are being dismantled.
The vendors on Mercedes St. are still allowed to sell, but they should vacate their areas during rush hour. (Ranie Azue)/PN

Governor-elect Alfredo Marañon Jr. yesterday asked power investors to give him specifics on their proposal to build a 16-megawatt bunker-c fired power plant in Negros Occidental that could be up and running by 2011 as a short-term solution to the power shortage hitting the province.
Marañon, who was accompanied by lawyer Jose Ma. Valencia, was briefed by Alto Power Management Corp. and Conal Holdings Corp. executives Tirso Santillan and Edgar Sevilles in Bacolod City on their proposed Negros Power Development Program, which includes the building of hydro power plants.
Concern has been raised over power shortages hitting Negros Occidental that is not expected to ease until alternative sources of power are found.

VICTORIAS CITY -- Governor-elect Alfredo Marañon Jr. yesterday said the immediate short-term solution to the power crisis hitting Negros Occidental is to bring in a power barge, which can be docked at the BREDCO port.
However, he said the search for an available barge to augment Negros’ power needs is still underway.
The proposed building of a 16-megawatt bunker-C fired power plant in Negros Occidental by Alto Power Management Corp. as a short-term solution to the crisis is not viable since the generators it plans to use are old and the cost of the power it will produce will be expensive, he said.
And the building of hydro power plants will take five to six years yet, he pointed out.
“So, meanwhile, we should all help each other find a solution to the problem,” he said.
Every Negrense can help by conserving energy and having self discipline, he added.
Former Negros Occidental Gov. Daniel lacson Jr. said he and Marañon have discussed coming up with a short, medium and long term master plan for Negros Occidental that will cover power and water needs, measures to improve the sugar industry, health care and diversification.
“We need to have this in place so when we knock on the doors of the Cabinet members, Congress and even the President for help we have a clear plan to present,” he said.
Among the measures discussed to make the sugar industry competitive is the building of a sugar expressway, Lacson said.*CPG

VICTORIAS CITY -- Representative-elect Alfredo Abelardo Benitez (Neg. Occ., 3rd District) yesterday said he will push for the retooling of the sugar industry, especially to maximize utilization of sugarcane by-products as an alternative source of energy.
Benitez outlined the top priorities in his legislative agenda in his inaugural speech at the Victorias Coliseum here after he took his oath as congressman before Judge Felipe Banzon of the Regional Trial Court of Silay City.
Benitez told the media he will work on convincing sugar mill owners to go into co-generation of power, to help mitigate the current power shortage hitting Negros Occidental.
Only 10 percent of sugarcane is used for sugar, while 90 percent of it is thrown away as waste, Benitez said. We need to maximize the use of this waste called bagasse to power boilers to produce more renewable energy, he said.
It is a government policy to subsidize renewable energy with a price set at P9.50 per kilowatt hour, which would give sugar mills sufficient profit, he said.
Benitez, in his speech, said “as a businessman and entrepreneur, I have long espoused for the good use of new knowledge, new technology and continuous improvement by thinking outside of the box.”
He said among his other top priorities in his legislative agenda is to work on bills that will enhance health and medical care through universal health cards, introduce mass scale education outreach programs and cyber-education, establish a retirement estate and spur economic programs to further revitalize the economy in the third district.
Benitez also said he will launch and support initiatives to address the critical issue of power and water supply, and re-invent micro-financing programs for community-based ventures with strong marketing support for enterprise development.
He thanked the people of the third district for giving him an overwhelming mandate, and promised to serve them with integrity and accountability and commitment to service.
Governor-elect Alfredo Marañon Jr. described Benitez as a rising star in Negros politics.
Also present at Benitez inauguration was Former Governor Daniel Lacson Jr., other provincial officials and mayors of Negros Occidental.
Meanwhile, Benitez said there are moves in the House to postpone the barangay elections for a year, which he supports.
He also said jai alai should not be allowed in the third district as there is no legal framework for its operations.*CPG

Power shortage
until July 2011
The power shortage in the Visayas is expected to last until July next year as the combined capacity of power plants in this region cannot meet its 160-megawatt deficit, a press release from the Metro Bacolod Chamber of Commerce and Industry said yesterday.
The National Grid Corporation of the Philippines expects to have stable power supply in the Visayas by August 2011 yet when the power plants in Panay Island and in Toledo and Naga in Cebu go into full operations, to augment the power supply provided by existing power plants in Panay, Cebu, Negros and Leyte, the press release said.
Raul Venerando Galano, Visayas Operations head of NGCP, said one of the reasons for the intermittent manual load dropping or brownouts in the Visayas is that the peak power demand that has reached 1,343 MW this June from just 1,219 in January this year, cannot be met by the existing power plants, it added.
Galano spoke about the Visayas Power Situation at the plenary session on Sustainable Power in the Visayas of the 19th Visayas Area Business Conference at City Sports Club Cebu in Cebu City held June 24 to 26.
MBCCI president Roberto Montelibano, vice president for Internal Affairs Frank Carbon, and vice president Jose Ma. Zayco attended the conference. Montelibano is also the governor of the Western Visayas Chamber.
Carbon said this means that Negros Occidental will experience more brownouts until next year without assurance from power producers that the situation will improve sooner.
Documents furnished the MBCCI by the National Economic Development Authority and the Department of Energy said the Central Negros Electric Cooperative, where Bacolod belongs, has a peak load of 117.9 MW this year, the press release said.
The power firms supply only 102.2 MW or a shortage of 15.78 MW. The additional capacity to meet this peak load is at least 13.2 percent or another 15.57 MW but Carbon said this should be increased to about 30 MW as based on international standards, the total dependable reserved requirement is set at 23 percent of the peak load.
He said the MBCCI has written NEDA to hold a dialog-meeting of power stakeholders in Negros Occidental, which is being coordinated by the Regional Development Council through its Infrastructure Development Committee, on July 6 at 9 a.m. at the Bacolod City Government Center.
Carbon said the meeting will assess the power situation in Negros Occidental, including the energy highway status, and provide solutions to the current power supply concerns.
Carbon said the MBCCI will suggest two options; one of them is to find replacement power that will provide power to CENECO in times of power deficiency from the main supplier.
The second option is the implementation of a Voluntary Load Curtailment Program among the commercial and industrial customers to lessen the impact of power deficiency.
In her talk during the VABC, Cebu Gov. Gwendolyn Garcia said her province is practicing this second option which has helped them cope with the power shortage in their area. Under this scheme, big commercial and industrial establishments used their own power generating sets during peak hours, the press release added.*

GMA lauded for sugar industry resurgence
Manila (26 June) -- The sugar industry found an ally and staunch supporter in President Gloria Macapagal-Arroyo with her administration's programs and policies that resulted to sustained production gains, a representative from the small planters group recently said.
Preciosa Maturan, 2008 Gawad Saka awardee, lauded the outgoing president for ensuring the welfare of thousand of sugar farmers across the country, saying that the resurgence that the industry is currently experiencing is largely due to the policy considerations extended by the Arroyo administration.
Maturan recently gave testimonial on the positive impact of programs implemented by the Department of Agriculture during a Retrospective Program for PGMA, along with other farmers from the country, including Jose Maria Zabaleta, chairman of the San Carlos Bioenergy Inc. who talked on biofuels and renewable energy.
In her testimony, Maturan said the industry attained surplus production for seven consecutive crop years starting 2002.
"In fact, during crop year 2007-2008, the sugar industry attained a production volume of 2.45 million metric tons – the highest production volume the Philippine has achieved in 25 years," she stressed.
Maturan also attributed the industry's steady growth to PGMA's legislative initiatives, particularly the Biofuels Law and Renewable Energy Law, which, she claimed, have encouraged additional sources of income to sugar farmers and promoted rural development while, at the same time, responding to the challenges posed by climate change.
She also cited DA's policy initiatives, through former Secretary Arthur Yap, which increased the competiveness of the industry such as the modification of sugar's World Trade Organization Bound tariff from 50 percent to 80 percent and the transfer of sugar from the temporary exclusion list to the sensitive list in the ASEAN Free Trade Agreement.
Maturan also noted the full government support for the retention of sugar tariffs beyond 2010.
She also reiterated the industry's appreciation to PGMA for the issuance of Executive Order 285 which curbed technical smuggling of sugar in the guise of premixes and the Presidential Memo Order 850 on the sugar counter-trade program that allowed the Philippines to fill the additional volume of the U.S. quota.
"Millions of sugar farmers in the country, including their families, will remain grateful to President Arroyo for her trust in the industry," Maturan said, adding the she will always be considered a champion of sugar farmers. (DA-SRA) [top]

IN ONE OF MY conversations with director Peque Gallaga, I asked him to describe Bacolod in reference to its people and cuisine.
“Flamboyant, daring, risk takers, adventurous, exciting, rogue, dramatic, we bluff, we’re tikalon (hambog) but at the same time we don’t take ourselves too seriously and have a cosmic sense of humor like Texas, we do everything in a big way!”
“You have to understand that Negrosanons trace their roots all the way back to Iloilo.
I love Iloilo and its food. They have a certain sense of refinement. They are more conservative and, therefore, more traditional. Their cuisine reflects this. So when you want to know what a real pancit molo, La Paz batchoy or even an inday-inday should taste like, you go to the Iloilo template. But if you want excitement, turn to Negros cuisine.
“Bacolod is where liberties are taken. So, for example, the authentic La Paz batchoy is a lot more peppery. The Negros La Paz batchoy is yummier.”
More than any of their Visayan cousins, the Negrosanons like to travel. They incorporate what they experience abroad in their dishes. During our cinematic workshops in summer, we took a leading Manila choreographer to one of our hangouts that’s almost like a beer joint. She announced that the martinis coming from the bar were straight from New York. And this lady can be quite snobbish about her tastes.
“There’s a lot more fusion going on here. And I don’t necessarily mean haute-cuisine fusion.
“Negros is all about the people. We’re not really known for our beaches or our structures. No Taj Majal or Eiffel Tower alternatives here. When you come to Negros, the people embrace you and then feed you. Most people who come here complain that they end up on their return flights feeling stuffed and force-fed like Strasbourg geese. That’s how we show our love. We have great social hosts—and I’m not limiting that to any class level of society. It goes up and down the scale. Once we take you into our hearts, we feed you to death and it’s hard for you to say no. I have spent more magical evenings in Negros, under the stars with great drinks, great pulutan and even greater theme dinners. There’s a really palpable correlation between the stomach and the heart out here.”
I agree with Peque a hundred percent. I was in Bacolod last Wednesday. I was fed till I no longer could take it.
Bulawan Awards
Madie, Peque’s wife, met me at the airport and whisked me straight to the Association of Negros Producers showroom, in the arms of Christine Abaquin, to sample all the new food entries for the Bulawan Awards, an annual competition that recognizes outstanding products by ANP members.
One of the first things laid before us was the vegetable puto pao.
I later learned that the tasty “cross-breed” is, in fact, truly Negros-born, a byproduct of the ’80s flour shortage.
Agnes Cuenca, owner of Quan’s, told me that her ingenious delicacy was inspired by a school requirement. “My daughter asked me to cook something for her to take to school.”
“I was going to make siopao but there was no flour!”
Necessity and panic bred invention. Armed with a puto recipe of her husband’s grandmother, Mercedes Jalandoni, Agnes decided to top the siopao filling with puto batter. The rest, as they say, is history.
It seems the strength of the Bacolodnon food producers lies in their ability to keep what we love the most about their traditional delicacies and peppering it with the new.
‘Aratiles’ tarts
Take the other entry of Cuenca, aratiles tarts, one of the old blended with new creations which I was fortunate enough to try.
According to Agnes: “I remembered a friend whose mother used to cook aratiles with coconut milk. Pressed for time to come up with a Bulawan Award entry, I experimented on the formula and came up with the tart.”
Her tarts have a shortbread-like crust with an aratiles filling that was gooey, with hints of coco milk. It was deliciously different!
Our culinary adventure continued and soon, the three of us, fellow chefs Robbie Goco, Agnes Borromeo and myself, found ourselves speechless over an ensaimada created by Jarvis Gourmet Foods.
Not the light soft type but rather the old traditional bready one, rich, dense, moist and buttery, filled with Muscovado Coconut Jam. The muscovado gave the ensaimada a different, deeper dimension.
I agree with its baker Lowelia Jarvis when she says that her ensaimadas are a “luxurious treat.”
Then we discovered that one of Bacolod’s yummiest treats comes in tiny packages.
Imagine a rich, smooth, creamy hopia filling, spiked with toasted garlic, wrapped in flaky crust, its size just right to the bite.
According to Margarita Villaruel, Hopia Ahos was inspired by a suggestion made by ANP consultant, chef Jomi Gaston of Café Uma, who, after trying our Hopia Sebuyas, advised “to make a garlic-flavored one.”
“I was so happy for it is the combination of our bestsellers Hopia Sebuyas and Garlic Toast.”
For marrying these two, thanks, Jomi. The Hopia Ahos is a match made in culinary heaven.

“Revisiting Silay” a photo and collage exhibit by Ven Tan will open at Jalandoni House Museum in Silay City at 4:30 p.m. today.
The exhibit co-sponsored by the Silay Heritage Foundation Inc. will feature the festive mood of Silay and its Hugyaw kay Kansilay Street Dance-Drama, a Silay City press release said.
The ribbon will be cut by Marissa Montelibano, president of Hugyaw Silay Foundation, and the special guests are Mayor Jose Montelibano, Vice Mayor Mark Golez, city councilors, and Dr. Milagros Gonzales of Dep.Ed Silay.

You bite into these small, slightly sweet flat orbs and you get a mouthful of my province’s past, present and future. Actually biscuits made from unleavened flour, they are the dainty, downsized but no less delicious version of The Piaya, the famous pastry of Negros Occidental. My province is known as the Philippines’ sugar capital and home of its most famous aristocracy that had lived a global lifestyle pivoting on the kitchen : two counts that tell you the kind of reverence we have for food, sweets especially.
I christened them “Piayitos,” the way we call the juniors in our families Ramoncitos or Paulitos, the better to emphasize not only their smallness but also the fact that they are naturally lovable and most likely could become favorites, the way the youngest sibling usually turn out to be.
Because youngest Piayitos really are. After all, it took Negros over a century to come up with them! Throughout the generations, The Piaya has been reinvented countless times. There are fluffy piayas [ho-hum], green and purple piayas [yuck!], super-sweet [ha!]. There are even hopias, with their crumbly, layered crust and soft sweet filling masquerading as piayas; some recklessly exuberant entrepreneur simply flattened these hopias and passed them off as piaya. Indeed, as icon of Sweetland Negros, The Piaya has gone so many reincarnations many of them are hardly recognizable by the old folks. They have come a long way from the sesame-specked bread which was sometimes soft and sometimes slightly brittle, but always delicately flat, the filling a mélange of organic muscovado and special flour, sometimes added with glucose to make it slightly chewy. The secret to that was the shortening used: pork lard, making it unbelievably creamy in a non-dairy way. Of course in today’s cholesterol-terrified diets, such Piaya makes for a head-spinning indulgence. For that Piaya, to die for takes on a literal and figurative dimension.
And now, the Piayitos. Not until three years back has The Piaya shrunk to this size while retaining its goodness – and then some. Sprinkled with sesame seeds, traditionally filled with muscovado and dusted with flour, they are thin and crispy, the way the senoras of yore ate them, but in a size that I am sure Emily Post would prefer. Using the recipe that has been passed on like patrimony from generation to generation, Piayitos evokes delicate notes of our Castillian and Chinese heritage. Improved with variants like fruit fillings and organic wheat flour for the health-conscious, they have moved on to the global table ready to stand out in the explosion of cuisines from all over the world.
These tiny sexy biscuits from my town have gone a long way since it came out of the Negros kitchen. It has literally flown high and gone places, being served in international flights. That makes for a hopeful note for my province, where cooking is a sacred ceremony and recipes are jealously guarded secrets. Here, our forebears loved cooking so much they refused to make businesses out of them. Food was shared and enjoyed, but the recipes were seldom discussed; indeed, many of them were flattered when people praised the food they cooked, but got offended when asked of the recipe — that was sacred territory.

Hopefully, Piayitos will not go the way of The Piaya where the original and the very best were kept in the kitchens of our best cooks, and the poor copycats that oftentimes do not even approximate our taste are the ones making the sales killing in the market now. Because our best cooks failed to see or refused to see the business potentials of The Piaya, the more aggressive entrepreneurs whose taste for profits are sharper than their taste for food, have overtaken and have defined, for the present generation, what The Piaya is. I once had a friend in Manila who kept badgering me to send her Piaya, and she wanted the Green One because that was what was introduced to her as The Piaya. I wanted to give her a nice lecture about what the true Piaya is, but what’s point? It wasn’t her fault that we kept our original recipes in our minds and vaults!
Hopefully, the future of Piayitos wouldn’t be as sad. After all, it rolled out of the kitchen as a product to be sold.
But how are Piyayitos eaten? Some eat them with ice cream: their brand of crispiness and sweetness a happy counterpoint to the creamy sweetness of the cold fare. Some eat them in between courses, washed down by white wine to clean the palate and prepare it for the next culinary set. Some use them for coffee or chocolate.
“But what the heck,” a piayitos fan once declared, “eat it by itself!!! It is that good!”*

Negros Occidental swine raisers support governor's program
Bacolod City (8 July) -- The officers and members of the Alliance of Hog Raisers Association of Negros Occidental (AHRANO), recently pledged support to Gov. Alfredo Marañon, Jr. on his plans and programs and discussed the status of swine production and marketing in the province.
The AHRANO has more than 3,000 members in the province and actively coordinate with the Provincial Veterinary Office under Dr. Renante Decena.
Gov. Marañon shared swine marketing views with the groups and said he will help look for funds to finance backyard swine raisers to augment their income and livelihood.
Meanwhile, Reynaldo Ga, president of the Sagay Hog Raisers Association presented an award to Marañon for being cited as an "Outstanding Artificial Insemination Technician" by the International Training Center for Pig Husbandry. (PIO/PIA/cad)

THE photo entry of Joy Caballero placed first in the 14th Mudpack Festival Photo Competition held recently at Mambukal Resort, a provincial government-run mountain resort in the Municipality of Murcia.
Fifty entries vied for the competition, and were judged according to its artistic value or originality, visual impact, presentation, and over-all impact.
Entries of Jeronie Turbanos bagged the second and third places.
Judging the photo contest were Tanya Lopez, Bro. Jaazel Jakosalem and Clem del Castillo.
Caballero was awarded P3,300, while Turbanos received P2,300 and P1,300 for his second and third places photos, respectively.
On the other hand, entries of Christine Marie Bangero, Jeronie Turbanos, Venancio Tan, Joy Caballero and Jhonrey Baldonado won consolation prizes at P600 each. Mambukal Resort Head Ellen Marie Vasquez disclosed that all submitted entries automatically become property of Mambukal Resort./PN

I don’t think it will take a long time to track down the remaining three robbers who held up a mini-store at the Aguisan public market in Himamaylan City Wednesday night.
Joel Eleuperio, 44, of Purok Bagumbayan, of Isabela town, was hit in the right ankle when he traded shots with a member of the Criminal Investigation and Detection Group. He identified his companions as alias “Tony”, Tisoy, and alias “Jonie”.

Yes, yesterday, I received another complaint from airline passengers. In this instance, a close friend questioned the P200 terminal fee at the Silay Airport. He pointed out that the terminal lacks the necessary air conditioning units, the toilets are dirty and unattended, and many other deficiencies, such as the fact that there is only one X-ray machine operating and passengers must have to wait for a long time to have their baggage inspected.
That’s true, I, for one, wish also to point out that there seems to be no need for the parking fee which is not needed since the parking area is already finished. And nothing has been done to justify the parking fee.
Perhaps, it is time that the airport manager explains these things and controvert the complaints by the airline commuters.
Surely, it is not enough for him to remain silent in the face of the mounting complaints against deficiencies at the Silay Airport.*

MY FRIENDS and I didn't mind leaving early for Bago City to celebrate the Feast of St. John the Baptist and its 435th Founding Day last June 24. Dear friend Francis Lagradilla of the Bago City Tourism Office had Facebook-ed me the day before: The church schedule for the procession of St. John the Baptist will take off from the church at 6:30 a.m., going to Bantayan Park and fluvial procession will follow around 7 a.m. due to high tide time. Please come early before 8 a.m. Thank you.
So, my colleagues in the tourism industry Maricar Dabao, E Azuelo and I joined many others who made a beeline to Bantayan Park to witness the parade on water of 24 gaily decorated pump boats. Bantayan Park is a boulevard that is a long stretch and rip-raped river bank that has become a hang-out for relaxing for the Bagonhons owing to the quiet atmosphere. At dawn, it is host to people who love jogging and morning exercises; in the evening, for those who enjoy stargazing and simply enjoying the cool breeze and sound of water splashing against the sea wall.
Bantayan Park is also the site of the annual Agro-Industrial Cultural Educational Fair, which is held for a week every February during its City Charter Celebration. This one is quite a fun experience and the last time I was there, it was very well-attended. Each of the 24 barangays of the city has a pavilion to represent their local government unit and also to display their products. I enjoyed shopping for fruits, eggs lain by native chickens, duck eggs, aged vinegar, and root crops. I could have bought more but I ran out of money. (blush)
Back to the fluvial procession, we three plus photographer par excellence Ronnie Baldonado were the judges who had to consider the top three boats that symbolized best the theme of the feast which was to honor San Juan. The tourism office was very hospitable and had assigned one personnel to accompany each of us as we walked to and fro the boulevard to view the boats. There was a lot of creativity in action (we delighted in the neat and orderly rendition of one barangay that made use of carton egg trays) and mucho show of the bayanihan spirit. Drumbeat punctuated the air and a boat or two had pretty "mermaids" to add interest to their decorations.
The celebration dubbed Biray sa Bantayan 2010 was sponsored by the City Government of Bago and Purok SUNFLOWER, Barangay Poblacion (Bantayan Park is part of Purok Sunflower.) It started with a procession of the image of Bago City's Patron Saint St. John the Baptist from the ancient Roman Catholic Church to Bantayan Park. This was followed by the blessing of the river cruise raft M/V St. John the Baptist. The Fluvial Procession which was organized very well by the Tourism Affairs Office came next. At the same time, the Philippine Independent Church had their own procession of the image of St. John through the major city streets.
Aside from the Agro-Industrial Fair and the Feast of St. John the Baptist, Bantayan Park also hosts the Water Sports Exhibition and Competition every August. For lovers of rock band music, Friday Night is the night for live bands. Nearby is the newly opened Wellness Center aptly called Paradise. Prices for massage and other services are quite competitive. Visitors can also hie off to Balay Kalan-an for coffee, a Filipino breakfast (which we had) and lunch. See, Bago City has enough amenities for a long stay.
The highlight of the day it seemed was the hour-long river cruise which had us float on the calm waters of Bago River. What a blast we had!!! Now, this is something to experience. Jaded city lovers will have their eyes opened to a different view of Negros Occidental. I can't wait to do it again. Sadya gid ya. And we enjoyed observing how the boatmen maneuvered flatboats they use to carry sand and gravel that they quarry from the river. A boatman uses a long pole, sticks it into the bottom of the river and moves the boat by walking from one end of the boat to the other. In effect, operating the boat requires total body movement and not just the arms. This surely beats going to the gym! Firm up while you earn!!
I'd like to thank the Bago City Officials for this esteemed invitation. Thank you, everyone, you made your city proud.

THE river has always serve man in so many ways. Besides being used as a mode of passage for water vessels like rafts and boats, the river is also a resource of water and food, an easy way of laundry, a refuge for travelers and a cause for adventure.
The novel of becoming of Tom and Huck, the adventure fantasy of the Narnia chronicles, or the Lord of the Rings series have scenes depicting the river as a source of escape, of exploit, or of quest.
For most of us Hiligaynon-speaking folks, our "Hiligaynon" is derived from the local term "ilig" or flow. This term sprung from the folks from the "iraya" or from the hinterland who commissioned a "manug-ilig" or raft man to bring them to the "ilawod" or the coastal area for the former to barter their goods with traders for necessary home items. Thus, we now understand why our regional lingua franca is termed as "Hiligaynon," why there is such a dialect as "kinaray-a," and why our Western Visayan epic is entitled "Hinilawod."
In the Visayan area, when one speaks of a river cruise, one immediately thinks of Bohol. The Loboc river, with its mother and baby falls, the time spent aboard a bamboo hut on top of a mechanized boat, with the serenading troubadours entertaining the tourists. Now, an Ilonggo does not have to go to the far Bohol because we are very proud to have our own.
In the famous "city of shells' Sagay, there is now an eco-tourism project spanning the 13.5 kilometer span of Himuga-an River. The once-a-day cruise, which starts in Barangay Paraiso to Tan-aw River in Old Sagay, allows the tourists to experience the wonders and beauty of nature and to rediscover bits and pieces of the local culture of the Sagay.
So on board the native bamboo hut on board an engine-powered banca which can accommodate a minimum of 20 per cruise but a maximum of 40-45 people, we took our Himuga-an River Cruise at one o'clock in the afternoon. Why at this hour? Our amiable guide from the Sagay City Tourism Office, Ms. Isabel, explained that we have to travel during high tide.
Together with our local guide, Joy, the two folk singers, and the two local women who managed the food table, Ms. Isabel proceeded to enumerate where the P250 per person river cruise fee would go. It is so inspiring to note that what we paid would help mainly the local folks in Barangay Fabrica and the City of Sagay, as well. We also learned from Ms. Isabel that "himuga-an" comes from word "puga" or to wring water from the laundered clothes. This is really an affirmation of how the river had served the people in the early days.
Joy, our local guide, told us historical bits about the Insular Lumber Company or lLCO, then considered as the biggest lumber mill in Asia; Fabrica as then the most productive of all the baranggays of Sagay, and the way of life of the people at that time.
In the course of our one and half voyage in the river, we noticed that Himuga-an River is wider than Loboc, our travel is more relaxed, and the water is clean. Moreover, our folk singers are a powerhouse of local songs. The very reason why they were hired and paid to sing us the wonderful lutes of "Kakahuyan", "Dandansoy", "Turagsoy", "Dalawidawidaw", "Istorya Sang Mga Isda", "Usahay", "Kapaligiran" and more. The native songs really made us appreciate more our culture and loosen up weary spirit.
We also passed a growing marshland which our guides called the "carabao island." True to its name, there were plenty of local oxens there which grazed on the verdant pasture of the islet.
After partaking of the "puto", "alope", "kutsinta", "bitso-bitso", "valenciana", the native delicacies served by the women of the barangay and sipping either hot coffee or cold soft drinks, we reached the Himuga-an Baybay of old Sagay. There, we docked and disembarked the boat. Filled to our hearts' content, our cruise of the Himuga-an River was a very enriching experience. It was a way of re-affirming the ways the river has served man, and a reminder of what we can do in return. More than that, our river cruise made us learn more from our local history and appreciate our culture.
So the next time you are tempted to take a Loboc route, think twice. Within our province is our own Himuga-an River Cruise. All it takes is just a call to the Tourism Office of Sagay City three days in advance before your schedule cruise.

Convergys to increase workforce in 5 sites

US-based business process outsourcing (BPO) giant Convergys Corp. on Friday announced that it will crank up hiring by 17 percent in its Philippine operations.
In a briefing, Marife Zamora, Convergys Philippines country manager, said the company will hire 3,600 people for five of its local sites, namely Bacolod City, Cebu City and three in Metro Manila.
Zamora said the expansion was due to the “demand for high quality services that Convergys’ Philippine sites are offering.”
“Our clients are demanding for more seats and more capacities,” she said.
The executive said existing as well as new clients from the financial, healthcare, retail, technology and telecommunications sectors abroad will be serviced by the additional workforce.
The company is constantly looking for potential new sites in the so-called “next wave cities” identified by the Business Processing Association of the Philippines (BPAP), the Commission on Information and Communications Technology and the Department of Trade and Industry (DTI), Zamora said.
This year’s Top 10 up-and-coming BPO destinations are the cities of Davao, Santa Rosa, Bacolod, Iloilo, Lipa, Cagayan de Oro, Malolos, Baguio, Dumaguete and Metro Cavite (Bacoor, Dasmariñas and Imus).
Convergys has 12 contact centers in the Philippines—seven in Metro Manila, three in Cebu, one in Bacolod, and one in Santa Rosa.
The company employs about 21,000 people in the country.
The Philippine BPO industry this year targets revenues to grow by about a third to $9.5 billion. Employment in the sector is expected to reach up to 600,000 by yearend.

Gov. Alfredo Marañon now considers coal-fired power plant as the “quickest” way to address the power shortage in Negros.
He now suspects the capacity of the controversial geothermal power plant in Mt. Kanlaon Natural Park to produce enough electricity.
Marañon said he welcomes investors for constructing a coal-fired power plant. He said he already talked to some who came to his office.
He said a coal-fired power plant is easier to construct, needing only a sea port for the delivery of needed power-generation materials.
Marañon stressed it only takes two years for such plant to be operational, a lot sooner compared to geothermal and hydroelectric power plants.
He does not believe those who are saying coal plants are dangerous.
“They do not know what they are talking about… Countries like Japan and others in Europe use such plant,” he said.
Marañon eyes Toboso and Pulupandan towns, and Sipalay City as potential sites for the coal plant.
Meanwhile, he said the Northern Negros Geothermal Power Plant generated very low electricity and cannot address the power demands of the province.
“They projected to generate 49 megawatts of electricity, but until today, they produce less than 10 megawatts,” Marañon added.
The provincial government under former Gov. Isidro Zayco allowed the Energy Development Corp. to explore and drill an area in Mt. Kanlaon Natural Park despite oppositions from environmentalists./PN

JuIcYdUdE22 July 18th, 2010, 02:37 PM What is happening is this, sometime, when the proposed coal fire power plant is primarily introduced by Ceneco, the site is the alijis ceneco compound, when it was decided to transfer to pulupandan, bcoz Bacolod does not want to go for the Coal Technology, Ceneco asked for support from Noceco to support the plan for Coal, Greenpeace, WWF, and the Educated Populace of the province, opposed that, this becomes a game of tug-o-war, between the interest of earthly needs and the good of the general public.
Of all Provinces, Only Palawan and Negros Island goes for the renewables.
EDC on their part makes the Bago Plant, more like a show, because their interest is the easy and dirty money of Coal plants. Another point that they would like to pin is the infiltration of the "Old Growth Forest" of MKNP, fyi for everybody, Negros Island is a hotspot for biodiversity, and it is a significant part of our heritage and Culture.
Speaking of identity, we have to protect what is left of us, we should not repeat the mistake of the past, look what happened to Fabrica, once there was Insular Lumber Company, the largest lumber company in the world- before, now, non-existent, whats left is just a humming sigh for recalling the "old glory".
Going back for the power generation, sustainables should be the priority, hydro (manage the water source) for potable drinking and farm irrigation, we are blessed for pete's sake, Wind, Cauayan and Pulupandan are the best spots. There are a lot of options.
More ideal is the Nuclear plant te be built in Palawan. 1 plant can slash 3/4 of the total power requiurement for 20 to 50 years, enough time to develop more sustainables to accomodate future plan.
Point is, I would never go for Coal. There is no clean coal, besides from the air pollution, mercury that goes to the waste water and other hidden loops are obvious, Plants in Taiwan does not justify the claim for clean, if so, then why Japan is not into it, so is Britain, even the US. For China, they need a steady "cheap" supply of power, because they have aplenty of coal, that is their case, not ours.

THE Sugar Regulatory Administration (SRA) is planning to schedule the tender for the importation of an additional 150,000 metric tons (MT) of sugar next week.
SRA Administrator Bernardo Trebol said the agency could schedule the tender anytime between July 26 and 28.
“In principle, the importation [of the additional 150,000 MT] is already approved. We will try to speed things up,” said Trebol in a telephone interview. He said the additional sugar imports are expected to arrive in the Philippines not later than September 30.
Archimedes Amarra, executive director of the Philippine Sugar Millers Association Inc., said the SRA and the National Food Authority (NFA) will be meeting today to discuss the guidelines for importation.
“The ground rules must be finalized by the NFA and the SRA.
This is a prerequisite to having the tax expenditure subsidy [TES)] approved by the Department of Finance,” said Amarra in a telephone interview.
The additional importation is expected to beef up the country’s sugar supply and prevent any price spikes caused by the expected delay in milling due to the poor quality of sugar cane.
Earlier, the SRA expressed apprehension that sugar output for crop year 2010-11 could also be lower than 2 million metric tons (MMT) due to the El Niño weather phenomenon.
Agriculture Secretary Proceso J. Alcala said he is set to meet with sugar stakeholders, including farmers, on August 5 to ensure that the Philippines would not have a sugar shortage in the next crop year ending August 31, 2011.
“We will discuss [strategies] to ensure that there will be no shortage of sugar next year,” said Alcala in a chance interview.
Initially, SRA estimated production to be around 2.18 MMT for the current crop year ending August 31. But because of the extent of the damage caused by the El Niño weather phenomenon, actual production may be around 1.97 MMT.

There is one thing that binds Roberto Montelibano and Jose Maria Cajili: the Bacolod palate.
Montelibano and Cajili are just among the brave entrepreneurs of Bacolod who ventured in the food industry, hoping to offer their townsfolk a lasting tang on their lips, and the rest of the country with such tasty homegrown flavor.
Montelibano founded in 1993 GH Foods Inc., which produces the American variety of cucumber (gherkins) into sweet pickles (Whole Pickles, Pickle Chips, Pickle Relish and Mixed Pickles). Also produced by GHFI are nata de coco, kaong, and coconut milk.
According to Montelibano, GHFI was set up to provide flavorsome complements to some of the common finds in the Filipino plate. He said that their products, which are freshly packaged in glass bottles (pickles, nata de coco, and kaong) and tin cans (coconut milk), are singled out by some major restaurants in Metro Manila to match their menus; Pancake House, Dencio’s, and UFC, to name some.
“No matter how challenging it is, we always make sure that our products appeal to the taste of almost every consumer,” Mon-telibano said. “The secret is to stay true to the ‘fresh’ and tested procedures which have since produced quality goods.”
Before GHFI, Montelibano had also established RM Poultry Dressing Plant, which offers services for Poultry
Dressing Operations and Blast Freezing and Storage. The company, recognized for four consecutive years as the Cleanest Triple-A Dressing Plant in Region VI, has been an active dressing plant business partner of Swift Foods Inc. in Negros since its inception.
On the other hand, before Cajili came up with the idea to serve what would be known as one of Bacolod’s best, Chicken Inasal was unknown to many. But when Bacolod Chicken House was founded in February of 1976, the scrumptious chicken wonder became an instant favorite.
With three branches in Bacolod City and four branches in Manila serving tastefully marinated and grilled spare ribs, pork barbecue, and lechon manok, Bacolod Chicken House continues to literally wow eaters from all the country over.
As well, at Bacolod Chicken House, the eating public does not only seek its meaty chicken but also its “pinangat” (gabi leaves with tinunuan), pansit moto, crablets, fruit punch with ubod and Napoleones (one of Bacolod’s delicacies).
Because of the warm response of the multitudes favo-ring their food, Cajili said that there are plans for his tasteful business to go global.

THE 5th TravelXchange, to be staged in Bacolod City from August 20 to 21, 2010 will be the biggest since its inception.
Jointly presented by the Department of Tourism and Selrahco Management, a tourism consulting and destination marketing company, the three-day travel show to be held at Robinson Place Bacolod is supported by the province of Negros Occidental and City of Bacolod.
TravelXchange 2010 will feature local and foreign destinations, hotels, resorts, theme parks and other travel-related products. "Low fares and affordable tour packages will be specially created for the fair visitors during the three-day extravaganza," said Selrahco president Charles Lim.
Running along this event will be a business and tourism forum for the industry on August 20.
The fair will also feature exciting games and entertainment by SikatTV on Island Living Channel with Cebu Pacific, PAGCOR and Enchanted Kingdom in full supporting roles.
"Tour operators from Manila and Cebu will visit Bacolod during the travel fair and explore new tourist attractions," added Lim. He hopes that the industry stakeholders will create new and exciting tours to attract visitors to the city and province and aggressively promote them.

It’s the art of making do with reusable materials and random elements
NESTLED IN a 90-ha farm between Silay and Sarabia in Negros Occidental are the vacation home and big fishpond of architect Edgardo Ledesma.
In the mid-’90s he ventured into the prawn industry. According to law, trees had to be cut around the fishpond for practical reasons. Since prawn feeding was a 24/7 job, casitas were built for the farm folk and caretakers.
However, the prawn industry floundered and the waters in the Visayas suffered pollution. “I lost my pants,” Ledesma recalls his business downturn.
The farm was turned into a family compound, composed of a main house and casitas. The fishpond now cultivates milk fish.
Feeling guilty about having destroyed the trees, Ledesma started planting.
“Ideally fishponds need sunlight for the algae,” says Ledesma. “They are hot. Having a lot of trees is contradictory. I made a forest out of it. Every year I’ve been planting narra, molave, kamagong and all kinds of trees.”
One passes a rough road lined with eucalyptus trees. A carved wooden gate opens to the farm, encircled by rubber trees as well as acacia and balete (which Visayans call lunok), or ficus trees. To city folk, it’s the rustic setting that makes it unforgettable.
Unlike his projects under the architecture firm Leandro V. Locsin Partners, there was no design strategy here. Everything was created out of necessity, from recycled or reusable materials.
The architecture of the main house and casitas was derived from the bahay-kubo, with the pitched roof and stilts. Ledesma added concrete beneath the bamboo and nipa to make the abodes sturdier.
For decorative touch, he installed carved Balinese doors from the antiques store Joliza.
Texture is everywhere— woods are roughly planed or flawed; araal flooring is interspersed with Spanish tiles to break the monotony; massive stone hearths and exposed rocks in plastered walls serve as borders.
One day, Ledesma discovered an old cemetery in his field. The workers discovered pieces from jars and antique celadon that had been crushed by tractors. Ledesma made an effort to salvage them. Workers poked the fields with steel rods and found solid pieces seven feet below the ground.
They were able to dig up 20 percent of the jars and celadon in good condition.
The broken pieces became flooring material for the main house. Instead of throwing away chairs discarded by his family, Ledesma used them to decorate an outdoor space. The armrests echoed the curving, gnarled roots of the adjacent banyan tree.
There are endearing elements in the farm. A deep well was transformed into an outdoor bath, lined with river stones and installed with an antique tub. When his grandchildren swim and get muddy, they bathe there so as not to bring dirt inside the house.
Once there was a tower made of bamboo near the flowing well. What’s left now is a 20-ft spiral staircase—“that leads to nowhere,” says Ledesma.
A white gazebo lies at the end of a walkway on the pond. It was originally made of bamboo and nipa, but the elements corroded the material. Ledesma then used cement and board roofing to make it sturdy. It is made romantic by a bed, swathed in muslin.
To Ledesma, a rustic farm is about making the most of what’s available and connecting with the outdoors.

When the commercial port in Cadiz was inaugurated in Barangay Banquerohan on July 3, the occasion served as a historic milestone for the Northern Negros Occidental city.
We came in full circle with our sister city, Cadiz City, which is known as the Port City of Spain., said former Mayor Salvador Escalante, Jr., who is now a member of the Provincial Sanggunian. The occasion was witnessed by special guest Juan Jose Quevedo, vice mayor of Cadiz, a port city in southwestern Spain.
The two Cadiz cities forged sisterhood agreement during the former mayor's first term in 2001.
The Spanish vice mayor congratulated the city officials and residents that they have realized the dream of becoming a port city. Indeed, Board Member Escalante said, “we can now rightfully claim as the port city of the Philippines like our sister city in Spain because of this commercial port.”
The Cadiz, Spain official emphasized during the inauguration that the port is a realization, after centuries, of the settlers' dream for their adopted place in the Philippines. The board member, explaining the realization of that dream, said when settlers from Cadiz, Spain first came to the place, they noted a similarity in the mountainous and hilly terrain and coasts between their home place and the Negros poblacion that they decided to call it 'Cadiz'.
Newly-elected Mayor Patrick Escalante is upbeat about the port's prospects. He told StarLife that the local government is awaiting the permit to operate from the Philippine Ports Authority. “We expect it within the next 15 days, “ he said late last week, adding, that eventually PPA will post an officer in the city to oversee port operations.
Board Member Escalante said the actual construction took place during his last three years of term as mayor, although the whole project including the planning stages, bidding and other pre-construction processes took about five years. The port, he added, costs about P205 million in all.
While the permit is being awaited, the board member said, the port, meantime, accommodates passenger boats to and from Bantayan Island and oil tankers from Cebu City as well as commercial fishing boats.
But the hub of port activities could be a lot busier once plans to accommodate more shipping lines are realized. Mayor Escalante, who said the port in the city is an alternative pier to the Bredco Port in Bacolod City, disclosed they have invited the national association of shipping companies to consider Cadiz as a port of call.
If plans push through, Weesam will have fastcraft service between Cadiz and Estancia, Iloilo, with Board Member Escalante saying that may take place the latest in the last quarter of the year. “We are just finalizing some docking requirements,” the incumbent mayor aded.
Another exciting prospect is the plan to connect through shipping line service Cadiz to the Batangas International Port in Batangas City. And that would mean passengers to southern Luzon destinations need not go to Manila if they travel by sea. Mayor Escalante said a Japanese investor is looking into the prospects of his ships plying the Cadiz-Batangas route.
“We are hoping that initially, once we have the permit from PPA and the plans push through, we will serve inter-island vessels from and to Iloilo, Batangas and Bantayan as well as cargo trips to Cebu,” said the new mayor. That is the fruit of being in full circle, former Mayor Escalante added.

A motocross, battle of the bands and the Bulawanon Awards Night will be the main features on Sunday, Yap added, with the Monday activities preceded by the Thanksgiving Mass at the St. Francis Xavier Cathedral.
Entertainment personalities Vina Morales and Christian Bautista will be featured in a Friday night concert at the city plaza.
The Monday events will be capped with a concert featuring Nikki Gil and Ala Kim and the K City Band.

FOOD ambassador of Negros Occidental. Smells good - tastes good. Crisp. Yummy. Delicious. Juicy. Appetizing. Mouthwatering. Flavorful. Toothsome. Scrumptious. Namits!
Negros chicken inasal is something else. It should be eaten where it is sold. ..classy restaurant, kiosk along the road, night sidewalk carenderia, or in front of a rolling cariton pushed by an ambulant vendor. Any ambience offers an exciting eating adventure. Our inasal is best eaten if dipped first in sinamak, a concoction inside a bottle with ingredients such as strong tuba vinegar, katumbal kutitot, langkawas, luy-a and ahos. Pour a little amount of this in your saucer; add calamansi juice, soy sauce or a pinch of salt. Perfect! You have instant heavenly fiery sawsawan! Don't forget, your plate of rice should be hot also. Better eat kamayan style. It's cultural.
In the early 50's, chicken inasal (grilled chicken) was not really a social fad. I remembered that my mother was always reserving the petso (breast) to be grilled as the next day viand while the other parts of the chicken were included in the tinola... first sautéed with garlic, tomato and sibuyas-bombay using the ordinary cooking oil. When the smell reached the neighborhood, that's the time for my mother to add water. When a three-month old native chicken is already soft, slices of green papaya are added with tahod-ilahas katumbal, tanglad and leaves of katumbal kutitot or malunggay. Presto! You would sweat it out with magsanaya rice.
Manok inasal was just a common sumsuman or some sort of appetizer for tuba drinkers alongside with grilled caraho fish. But, there came a time that some farmers and investors became passionate in expanding their poultry business. Dressed chicken supply was abundant in the market. People with vision in the food trade started with grilled chicken as their main entry. That gave rise to the Manokan Country of Bacolod, sidewalk grilled chicken outlets...and Negros was invaded!
The early favorites were the petso, paa, petsopak and pakpak. Well, chicken inasal has to cater to all people from all walks of life with varied tastes. The other chicken parts found their way also to the chicken bamboo skewers (asalan) - ulo, liog, tagipusu-on, dugo, atay, batikulon, tina-e, bato-bato, bul-o, tungol, isul, panit and tiil. No edible part is wasted. Chicken feathers are delivered to feather duster makers, costume designers, festival prop makers, and mask producers.
Visitors from Manila and tourists from other places are always amazed on how we prepare our grilled chicken. The taste is heavenly and dreamy. Is there a secret or a magic attached to it? Not really. We are just resourceful. The desired taste for chicken inasal would always depend on how we marinate paa, petso, pakpak, etc. but, before anything else, be sure that we have a newly butchered chicken to have that mananam (savory) taste. Double dead chicken and chicken which have been frozen for several weeks taste like newspaper when grilled.
My friend, Prof. Yorihisa Goto from Nihon Fukushi University in Japan, said that Negros chicken inasal is the best in the world. A successful friend of mine in the chicken inasal circle told me that her formula has been tested, tasted and proven. She is using sweet lina, early morning tuba to marinate her chicken. Her prime chicken parts are inside the big stainless steel basin. Added to lina are fresh tanglad (which could be substituted with young leaves of pomelo, lemon or Indian mango), calamansi juice or batwan leaves or sambag leaves, garlic, ginger, soy sauce and mint herbs to maintain the exhilarating aroma. Marinating should not exceed seven hours.

Negros chicken inasal is something else. It should be eaten where it is sold. ..classy restaurant, kiosk along the road, night sidewalk carenderia, or in front of a rolling cariton pushed by an ambulant vendor. Any ambience offers an exciting eating adventure. Our inasal is best eaten if dipped first in sinamak, a concoction inside a bottle with ingredients such as strong tuba vinegar, katumbal kutitot, langkawas, luy-a and ahos. Pour a little amount of this in your saucer; add calamansi juice, soy sauce or a pinch of salt. Perfect! You have instant heavenly fiery sawsawan! Don't forget, your plate of rice should be hot also. Better eat kamayan style. It's cultural.
In the early 50's, chicken inasal (grilled chicken) was not really a social fad. I remembered that my mother was always reserving the petso (breast) to be grilled as the next day viand while the other parts of the chicken were included in the tinola... first sautéed with garlic, tomato and sibuyas-bombay using the ordinary cooking oil. When the smell reached the neighborhood, that's the time for my mother to add water. When a three-month old native chicken is already soft, slices of green papaya are added with tahod-ilahas katumbal, tanglad and leaves of katumbal kutitot or malunggay. Presto! You would sweat it out with magsanaya rice.
Manok inasal was just a common sumsuman or some sort of appetizer for tuba drinkers alongside with grilled caraho fish. But, there came a time that some farmers and investors became passionate in expanding their poultry business. Dressed chicken supply was abundant in the market. People with vision in the food trade started with grilled chicken as their main entry. That gave rise to the Manokan Country of Bacolod, sidewalk grilled chicken outlets...and Negros was invaded!
The early favorites were the petso, paa, petsopak and pakpak. Well, chicken inasal has to cater to all people from all walks of life with varied tastes. The other chicken parts found their way also to the chicken bamboo skewers (asalan) - ulo, liog, tagipusu-on, dugo, atay, batikulon, tina-e, bato-bato, bul-o, tungol, isul, panit and tiil. No edible part is wasted. Chicken feathers are delivered to feather duster makers, costume designers, festival prop makers, and mask producers.
Visitors from Manila and tourists from other places are always amazed on how we prepare our grilled chicken. The taste is heavenly and dreamy. Is there a secret or a magic attached to it? Not really. We are just resourceful. The desired taste for chicken inasal would always depend on how we marinate paa, petso, pakpak, etc. but, before anything else, be sure that we have a newly butchered chicken to have that mananam (savory) taste. Double dead chicken and chicken which have been frozen for several weeks taste like newspaper when grilled.
My friend, Prof. Yorihisa Goto from Nihon Fukushi University in Japan, said that Negros chicken inasal is the best in the world. A successful friend of mine in the chicken inasal circle told me that her formula has been tested, tasted and proven. She is using sweet lina, early morning tuba to marinate her chicken. Her prime chicken parts are inside the big stainless steel basin. Added to lina are fresh tanglad (which could be substituted with young leaves of pomelo, lemon or Indian mango), calamansi juice or batwan leaves or sambag leaves, garlic, ginger, soy sauce and mint herbs to maintain the exhilarating aroma. Marinating should not exceed seven hours.

The 13th Charter Day in Kabankalan ended with the Udyakan streetdancing and arena competition with 11 public and private schools in the city participating.
Southland College won first place in the dance completion, Kabankalan Catholic College was second, and Fortress College, third. The winners received trophies and cash prizes of P30,000, P20,000 and P10,000 for the first, second and third placers respectively, a Kabankalan City Hall press release said.
Mayor Isidro Zayco said Udyakan Festival is now one of the top attractions of Kabankalan and the city is trying to improve its presentations every year.
The judges in this year competition were Andrey Noel Tumulak and Dean David Ang both of Negros Oriental, and Thea Marie Jison, Bob Aizpuro and Rudy Reveche on the Occidental side of Negros.*

Conceived to reach the poorest of the poor of Negros, the Bacolod 888 Chinatown Square (popularly called as Chinatown Mall) opened its second year anniversary through a Holy Mass and the blessing of its event center which is dedicated to charity and civic works for free.
This was explained by its President William Ong to political leaders, respected members of the Bacolod Chinese community and media, adding that the event center was originally meant for sports but as the days passed by, he felt the urgency to convert the area into an Event Center for all charity works in Negros.
Mr. Ong therefore appealed to all who attended "to spread the word around that the Bacolod 888 Chinatown Square Event Center can be a venue for all kinds of charity works, free of charge!"
In attendance were representatives of Governor Alfredo Marañon, Jr. Congressman Anthony Golez, Mayor Evelio Leonardia, Councilor Em Ang, respected leaders of the Chinese community, mall tenants, sponsors and members of the media.
In one of the prayers of Msgr. Noli Que, he expressed, "We entreat your kindness, that this place, 888 Event Center and its facilities will contribute to leisure activities that renew the spirit and strengthen the mind and body."
Likewise, Que prayed, "And by giving us rest and health recreation, you refresh our weary bodies and minds."
An apt prayer for the vision of Chinatown Mall Event Center which had already hosted charity and civic works for the past two years like blood letting, fire drills, programs for the "Masa," all reaching out to Bacolod and the Negros’ "poorest of the poor," its president, Mr. Ong explained.
The synergy of two cultures were then presented after the ribbon cutting where the Lion Dance, Dragon Dance, Tai-chi by the Wushu performers and Filipino native dances by the West Negros University Kaanyag Dance Co., while the deafening sound of firecrackers were ignited.
To the Chinese, lions and dragons are symbols of joy and happiness and both lion and dragon dances play an important role in the consecration of temples and other building, at business openings, planting and harvest times, official celebrations, and religious rites.
The Philippine folk dances, meanwhile, must have been inspired by its mythological significance where different gods and goddesses that needed to be placated, implored, or thanked for various natural events like rain and harvests were done through dances.
The Bacolod 888 Chinatown Square’s second anniversary program includes: Clash of the Reggae Bands, August 6; Celebrity Night with Cristine Reyes and Carlo Aquino, August 7; The Tamiya Mini 4WD Racing Competition, August 8.
The Chinatown Mall will be opened until 10:00 p.m..*

IN LINE with Negros Occidental Governor Alfredo Marañon Jr.’s food sufficiency program, the Provincial Government will buy 100 heads of Brahman Hiefer cattle in Saranggani for its cattle breeding program.
The purchase will be made after the Provincial Board approved Supplemental Budget no. 5 amounting to P148 million, which among other provisions, allocated P9 million for the project.
Personnel from the Office of the Provincial Agriculturist and the Provincial Veterinary Office will go to Saranggani on Monday for the purchase of the cattle, which cost P28,000 each. The shipment of the cattle will cost P6,000 per head, according to Capitol employees.
Aside from the acquisition of the cattle, the Provincial Government will also purchase land in Don Salvador Benedicto for the breeding farm as well as construct the necessary infrastructure for the project.
Board member Salvador Escalante, chairman of the committee on finance, said that some of the projects included under the supplemental budget could be implemented next year.
He added that the projects proposals were already approved and is ready for implementation but, due to the pre-implementation ground work and the mandated compliance with auditing procedures, the actual project implementation will usually take two to three months.
Escalante said that most of the projects included under Supplemental Budget no. 4 were for the food security projects of the Provincial Government. The projects were intended to help the farmers recover from the long dry season brought about by the El Niño phenomenon. (Teresa Ellera-Dulla)

Inasal na Manok / Bacolod Style Grilled Chicken a la Marketman

I have never been to Bacolod. I almost visited the city earlier this year but the trip was postponed at the last minute. I realize that I am missing a serious culinary experience… Everyone I spoke to about Bacolod waxed poetic about the food; but the one big caveat was that the best food was in private homes, not on the streets or in restaurants. inasal2The bottom line, I would need a seriously well-connected guide to get me into the back doors of all the old estates in order to eat like royalty (not to mention photograph and write about it). While there are a few people I know from Bacolod, none were in the mood to get fatter alongside me in a multi-day eating and market tour. And I suppose families guard their special recipes like precious heirlooms. There are some faithful Bacolod-based or bred readers of the blog who have graciously offered suggestions of places to see, eat, etc. and I am still hopeful that one day soon I will make the trip. The one specialty that I have had several times in several different places, but never in Bacolod, is their famous Chicken Inasal or Grilled Chicken. What’s the big deal, anyway???
I did a quick search on the internet and ended up at this article by Heny Sison on “Mang Melchor’s Chicken Inasal.” I decided to make the recipe she describes as my “control” and also simultaneously concocted my own recipe based on the versions I had consumed so far. Mang Melchor’s inasal3version goes something like this… take chicken parts and place it in a big bowl. Add finely chopped ginger, garlic, brown sugar, cane or coconut vinegar, kalamansi (calamondin), rock salt. Marinate the chicken for about an hour (not much longer as the vinegar will have almost completely “cooked” the meat.) Then fire up a charcoal grill and barbecue the chicken over medium-low flames while basting with achuete (annatto seed) oil. To make the achuete oil, heat up several tablespoons of vegetable oil, drop in 2 tablespoons of achuete and turn the fire off after a minute or so. Let the oil absorb the intensely orange red color of the achuete and strain away the solids. Cook until chicken is just done and remove from the heat. Best if eaten within 15 minutes of coming off the grill with a good native vinegar and some crushed chillis. A tip, don’t scrimp on the ingredients, overdoing it is difficult to do. The key is to infuse flavor into the chicken. Good vinegar is imperative. I used native coconut vinegar.
For my version, I incorporated Star Margarine. Yipes, is right. I never ever used Star Margarine when I was growing up. I only used butter. My parents were big anti-margarine crusaders. But those in the Bacolod “Inasal nga Manok know,” whispered that Star Margarine is one of those inasal4secret ingredients that I just had to try so I took their advice with superb results… So here goes with Marketman’s version… Place your chicken parts in a bowl. Add lots of finely minced ginger, garlic, good native vinegar, calamansi, lots of chopped lemongrass, I used over 8 stalks! (the other secret ingredient), rock salt and lots of cracked black pepper (another key ingredient). Marinate for an hour, stirring to coat chicken pieces evenly. Meanwhile, make the basting sauce with an entire medium tub or more of star margarine that you melt in a small saucepan over a low flame. Add a tablespoon or so of achuete oil if you are one of those who must have the color and even more cracked black pepper. Barbecue over medium to low flames (the photo up top is just for graphic effect, that was a flare-up that had to be put out!) until cooked, basting several times with the star margarine, achuete oil and black pepper mixture. I tried a version where I pre-baked the chicken to ensure that it was cooked inside but that version resulted in a dryish chicken, don’t do it. If you live abroad, I have tried this with a good organic cider vinegar that yielded good results.
How did it turn out? SPECTACULAR. I kid you not. Both versions inasal5were super sarap but I am partial to the heavy margarine basted, lemongrass scented and high pepper content of the Marketman version. This was special grilled chicken. Excellent with vinegar. I easily ate several pieces in addition to healthy servings of paella. Try it the next time you have a hot grill going! The last two pictures are the margarine versions. The second and third photos are the achuete oil version. Cooked they were nearly indistinguishable visually, but flavor wise, the margarine one did it for me… Many grillers have a tendeny to overcook chicken so watch these closely – you want them juicy inside but possessing a nicely flavored skin and crust. Absolutely YUMMY! Great party food.

Major innovations are up in this year's Electric MassKara.
Aside from reengineering the streetdance into a performing float parade, organizers are also enforcing new rules in the Tourism Strip, where the Electric MassKara is set, festival director Eli Tajanlangit said yesterday.
To ensure hygiene, sanitation and food safety, only established restaurants along the Tourism Strip, and restaurants certified by the Hotel and Restaurant Association of Negros Occidental, will be given permits to use the street during the event, Tajanlangit said in a press release.
“We appeal to the property owners in the area to help us carry these rules,” Tajanlangit said. “You can use or rent out the spaces in front of your properties, but this has to be done with established restaurant operators,” he added.
“Unless we succeed in regulating the area, we will lose the charm and character of the Tourism Strip that has made Electric MassKara such a success in the last years,” he also said.
The performing float parade is carnival-inspired and will feature lighted floats carrying musicians, dancers and other performers, he said.
But Tajanlangit stressed that although the Tourism Strip has become a popular venue for revelers, there will still be other festival sites, such as the MassKara Village at SM City and the public plaza, which still remains the “heart of the MassKara Festival.”
The MassKara Village at SM and the plaza will open on Oct. 1. The fourth festival site, the New Government Center grounds, will be open only on Oct. 18, for the Countdown to Charter Day party.
“There is a place for everyone. We are just maximizing the full range of what we have to offer. We offer varied choices to all segments,” he said.
Tajanlangit also announced that this year, the MassKara Dance Parade song will be determined through a songwriting competition that is open to all amateur and professional composers all over the world.
He said that through the years the MassKara Festival had not been able to establish its signature music and hopefully, this year’s song writing competition will help accomplish that.
“The choice of the streetdancing music has now been thrown to the public. We are very excited about this. I’m sure there are a lot of talents out there waiting to be tapped,” he said.
The visual artists and the dancers have proven their talents in the MassKara Festival, it’s about time songwriters and composers also share their talents in the festival, he added.
Tajanlangit also said that the entry forms for the songwriting contest are available at the Silver MassKara Festival Organization office, while the guidelines can be accessed through www.themasskarafestival.com, the official website of the 31st MassKara Festival.
The grand prize winner will receive P20,000 and a trophy while seven consolation prizes will receive P3,000 each. Deadline for submission of entries is on August 21.
Meanwhile, the Countdown to Charter Day party on October 18 will be beamed live to screens at the old City Hall and the public plaza.
The Street and Arena Dance competitions will have two categories: Schools on October 16 and Barangays on October 17. The street dance will start at 4 p.m. in consideration of the performers who had to endure the noontime heat in the past, he said.
He added the festival organizers had met with representatives of barangays and schools for orientation. As of Friday, 11 barangays have applied for the streetdancing competition; the top ten finishers last year are already pre-qualified.
In the schools category, which is managed with the Department of Education, 11 are participating. In the Electric MassKara performing float parade, six have applied as the top three groups last year are already pre-qualified.
But although more innovations are being made to the festival every year, “original flavors” that have made it world-famous remain. This includes the theme, “Kari sa Bacolod!,” which was originally used during the first years of the festival.
“This theme serves as our pitch to the world to come and celebrate with us in the MassKara, as well as an acknowledgment that this festival is 31 years old and has a rich history behind it,” Tajanlangit added.*

A feast of steamed crabs and shrimps and various kinds of grilled fish and squid were served to the public Saturday at the Banago barangay hall to show that it is safe to eat seafood from the area after a recent oil spill.
Laid atop banana leaves on long rows of tables along with steaming rice, residents and guests ate with gusto.
“We are declaring to all that it is safe to eat our catch from the sea,” Banago Barangay Captain Roy Cordova said.
The Bureau of Fisheries and Aquatic Resources issued an advisory on July 21 assuring residents that fish caught in waters off Banago and the open waters of the Guimaras Strait were safe for human consumption.
Fish sales dipped after about 100 liters of bunker fuel spilled into the waters of Banago on July 4 when thieves cut an abandoned pipeline of oil firm Chevron.
The spill that caused an oil sheen in the Banago waters was quickly contained but raised concern on its effects on the coastal resources of Bacolod City.
Tests made by BFAR July 5 to 19, however, showed fish samples negative of bunker fuel, BFAR regional director Malcolm Sarmiento said.
Jason Atillo, spokesperson of the Kitahanon Small Fishermen Association, said the main objective of their food festival Saturday organized by Chevron in coordination with the Banago officials and their group, was to inform the public that it is safe to eat marine products from along the coastal waters of Bacolod.
After the spill, he said Chevron gave financial and food assistance to 77 fishermen whose livelihoods were affected by the spill as the public was afraid to eat their catch.
The Bacolod City government also gave food assistance to fisherfolk in Barangays 1, 2 and 3 and Banago, he added.
Mark Andrew Quebral, Chevron manager for policy, government and public affairs, said the affair Saturday was a closure to what happened and celebration of the cooperation that occurred.
The estimate of the Department of Environment and Natural Resources is only 100 liters of bunker oil spilled so that’s about six pails or less than a barrel and it only caused a sheen on the water, he said.
However, there was a lot of news about it so it scared residents from buying the fish and fishermen complained that their livelihood was being affected, Quebral said.
Bacolod Councilor Carlos Jose Lopez said he is meeting with representatives of the different oil companies to ensure that safety measures are in place to prevent a similar incident from happening again.*CPG

1. kun float parade, musicans lang kag mga "nice-nice and sexy" dancers ang sakay float and the rest would be trailing behind and going around the float while dancing. In that way, some of the crowd could be plucked by the dancers for them to join. Kay kun pareho last year daw nag "cheerdance/kanya-kanyang ininta/ininto" ang mga nag electric masskara. i have expected electric masskara to pattern like the Samba Carnival of the Rio de Janiero Sambadrome, wherein there would be showdown of dancing and floats at the start sa 6th St., front of PNB, front of the old Coca Cola plant and 21st st. In-between those would be the usual streetdance. Don't you know Lacson Strip is longer than the Rio Sambadrome? So that means mas damu pa arte ang aton maubra sa Lacson.
2. The Masskara Music?.....NO RAP PLEASE!!!!!! We should cancel the music contest if ang mga entry may mga rap-rap...amu gid na ang na bwisitan ko mamati. It's a big NO NO NO!:bash::bash::bash:
It should be the standard "LATINO-BEAT" or mix it with indigenous/filipino-tribal beat (like in 2005 and 2006). And it could be played and sung along by a live band, with saxophones, drums, trombones, gongs, etc. Para indi ta mag sagad usik gasto sang madamo pa nga sound systems. So the music could be played live or taped. The instrumental 2008 version was a good start for the beat.
