ay chure,, u leave your batt sa charger ko while ikot kita. :D

ill charge all my batts full prior to my flight. excited na ko. nag bakal ko new polarizerfor my 300mm lens kag isa pa ka extra SD card. kay na dudla na ko sang nag pa angono ako na corrupt ako SD card indi na masaligan. kag nag bakal ako bago nga Lomo camera loaded na din with ektachrome slides.

excited na ko mag pa sunog panit ko sa guimaras!!!!!

Escalante youth climbs Mount Lunay

3K's ESCALANTE (Kabataan Kaabag sa Kalambo-an), a federation of barangay youth organization led by Marie Antonette 'April' Ocdinaria in Escalante City, conducted a mountain trekking at Mount Solitaire (Mt. Lunay) in Barangay Mabini, Escalante City last April 18.

The local government of Escalante City organized "Manaka Ta, Kuyog Ta" 3K's Escalante Mount Solitaire (Mt. Lunay) exploration to familiarize the youth on the city's highest peak as a kickoff of LGU's bantay bukid protection, conservation and reforestation program.

Toastmasters for the event were Francis Arambula, liaison officer for youth affairs, Rolyn Cabus and retired Major Arthur Tupas, both from Civil Security Office.

With the theme "Kabataan Kaabag sa Kalambo-an sa Kinaiyahan", 3K's Escalante were lectured on the importance of the environment. They then started traversing Mt. Solitaire from sitio Niluthangan.

After more or less two hours of trekking, they reached the summit where a brief lecture on the conservation of nature's wealth was done.

Tupas told the youth "the actual exploration of the site will help you understand deeply the importance this (bantay bukid) program." The event is in consonance with RA 9147 Section 2 or an act to safeguard the country's forest, wildlife and nature's wealth.

Among the trekkers were George 'Mark' Gregorio of Barangay Dian-ay, and Jean Warlet Saratobias of Barangay Jonobjonob, Glory Jean Sinining of Barangay Udtongan, and Reynel John Dayon of Barangay Rizal.

The exploration ended at sitio Tanquinto. Though the participants were tired and exposed to the scorching heat of the sun, they said they enjoyed being close to nature.

Scholars join Energy Camp
High school scholars of the Philippine National Oil Company-Energy Development Corp. in Negros saw action in the last day of the week-long 1st Energy Camp as they competed in the culminating activities ala Amazing Race at the Northern Negros geothermal site in Bago City.
The 48 campers include 20 from EDC’s host communities in Negros Occidental while the other 20 from Oriental Negros as well as and eight children of PNOC-EDC employees.

Starting April 28, the other campers in Valencia, Oriental Negros will be joined by 19 other scholars from Northern Negros Geothermal Production Field in Bago City and Murcia.

The Energy Camp, held every summer for five years now, expose the participants to outdoor activities such as hiking, rappelling, basic martial arts and survival training. This year, more than 200 scholars and 50 children of PNOC-EDC employees from all the companies geothermal sites will take part in the activities.

Under PNOC-EDC’s social forestry program, the campers are introduced to the company's watershed management program, visit farmers' association sites, plant trees and learn how to make compost pits.

Yesterday’s Amazing Energy Race was the highlight of the Energy Camp where the campers hurdled a series of physical and mental challenges to attain the Survivor Champion award.

"We envisioned a program where teenagers can learn about life, the environment and geothermal energy as they all have fun. All these, we hope that they can pass on to others when they go back to their family and community," PNOC-EDC president and CEO Paul Aquino, who attended last night’s graduation rites, said in a statement.

La Carlota City opened the Pasalamat ’08 festival on Monday with a big bang. The drums (mostly made of indigenous materials) thumped Latin American music and the officials and residents sang out “Let’s go, La Carlota.”

The 29th Pasalamat (Thanksgiving) precedes by one week the Panaad festival of the province of Negros Occidental which opens on Sunday, April 29.

I have always been a kin enthusiast of Pasalamat. The Latin American music is something which was first introduced by Executive Band member, the late Mayor Nonoy Jalandoni, who would sway while playing the bongo and other musical instruments. He successfully encouraged La Carlota youths to create their own instruments using native materials.

Pasalamat actually means thanksgiving. It is usually the tribute to God by La Carlota folk for the good fortune they have been blessed with.

That is why one of the highlights of the celebration was the Eucharistic liturgy by Fr. Julian Bermejo, Our Lady of Peace parish priest. He was assisted by Rev. Fr. Nilo Justablero, assistant parish priest, Fr. Allan Parreno, and Rev. Fr. Terence Nueva from Australia.

Negros Occidental Gov. Isidro Zayco hailed the Pasalamat festival as already well known nationwide because of its drumbeating, beauty, and dances.

Like the Panaad (vow), it gives thanks to the Lord Almighty for all the blessings and the bountiful harvest He had given the people.

City Mayor Demie John Honrado stressed that the celebration marks the end of the milling season and the harvest festival and presages what Rep. Jeffrey Ferrer, former La Carlota mayor, adopted as the slogan of public service – “Let’s go, La Carlota and beyond 2007.”

Lin-ay tilt talent search Sunday
The Talent Competition and Festival Costume parade of the Lin-ay Sang Negros 2008 will be held 5 p.m. Sunday at the fountain area of Robinsons Place in Bacolod City, a press release from organizers said.

The 24 ladies representing the different cities and municipalities of Negros Occiental will showcase their talents as part of the annual Panaad sa Negros Festival.

The best of Negros will also be showcased during the festival costume parade, the press release added.*

Panaad fest kicks off todayBY CARLA GOMEZ

Thousands of Negrenses are expected to flock to the Panaad Stadium at Barangay Mansilingan, Bacolod City, this afternoon to watch tribes from 23 towns and cities compete for the top three awards in the Festival Dance Competition, which kicks off this year’s week-long Panaad sa Negros Festival.

The 23 participating tribes will showcase the best of the festivals in their areas starting 2 p.m. The awarding of the festival dance top awards of P50,000 for the first price, P30,000 for second and P30,000 for third will be at 7 p.m. followed by a fireworks display.

Senator Juan Miguel Zubiri and Negros Occidental Gov. Isidro Zayco are schedule to speak at the 3:30 p.m. opening program that will briefly interrupt the dance competition.

Senior Supt. Ronilo Quebrar, Bacolod police chief, said security and traffic measures are all in place for the festival.

The Bacolod police is being augmented by the Negros Occidental Police Provincial Office.

At 7:30 p.m. the Little Lin-ay sang Negros contest will be held with ABS-CBN stars and a concert sponsored by Convergys, also at the Stadium.

At 8 a.m. today a Panaad Thanksgiving Mass will be held followed at 9 a.m. by the ribbon-cutting ceremonies for the Panaad Trade Fair, Negros Products Display, Negosyo-to-Go Market Matching, Negros Island Organic Agriculture Festival Display, Livestock and Dairy Products Fair, and Festival Costumes Exhibit.

A mobile passporting activity will also be held.

Among the highlights on Sunday will be a National Dog Agility Competition at 3 p.m. at the Panaad Stadium, an Earth Day Celebration at the Park Stage and the Lin-ay Sang Negros Festival Costume Parade and Talent Night at Robinson’s Place Bacolod.*CPG

NISARD to launch rainforest coffee

The Negros Island Sustainable Agriculture and Rural Development Foundation Inc. will launch the locally-produced and roasted “Negros Rainforest Coffee” at 1:30 a.m., on April 29, at the Social Hall of the Provincial Capitol in Bacolod City.

Sagay City Mayor Alfredo Marañon, NISARD president, said the coffee is produced by three upland communities assisted by NISARD in organic production.

He said the launching aims to directly link the coffee farmers with the local coffee market.

“This would allow the farmers to present the production cycle of their local coffee from ‘Farm to Cup,’ ” Marañon said.

The event is part of the four-day 3rd Negros Island Organic Farmers Festival that will open on April 27, 3 p.m., at the Panaad Park and Stadium in Mansilingan, Bacolod City.

Negros pays tribute to int'l dance day event


THE public is invited to watch 'Araw ng Sayaw,' the Philippine celebration of the 2008 International Dance Day on April 29, 8 p.m., at the Panaad Stadium.

The event is organized by the Committee on Dance of the National Commission for Culture and the Arts, in cooperation with the Province of Negros Occidental through the Provincial Tourism Office, to coincide with the Panaad sa Negros festival.

The International Dance Day was created by Unesco's International Theater Institute to commemorate the birthday of Jean-Georges Noverre (1727-1801), the creator of modern ballet.

Slated to perform are Bayanihan, The Philippine Folk Dance Company, Powerdance, Clara Ramona Canto de Danza Flamenca, Quezon City Ballet of Halili-Cruz, Leyte Dance Theater, Philippine Normal University Kislap Sining, University of the East Silangan Dance Troupe, Kahayag Community Dance and Theater Company of Koronadal, South Cotabato, Annie Divinagracia-Sartorio School of Performing Arts of Iloilo, VMA Global College Poseidon Dance Theater and the CSA-B Kagayon Dance Troupe.

An outreach performance would also be held on April 30, 6 p.m., in Silay City.

Guv invites all to see Panaad

GOVERNOR Isidro Zayco is inviting everyone to come to Negros Occidental for the 15th Panaad sa Negros festival from April 26 to May 3.

Tourists would see a microcosm of Negros Occidental in a tour of unique theme booths of its 13 cities and 19 towns in this annual summer extravaganza of colorful festivals, trade fairs, cultural presentations, friendly competitions and warm reunions of thanksgiving and celebration at the Panaad Park and Sports Complex in Bacolod City.

Dubbed as the 'Festival of Festivals', visitors would see the best that each local government unit has to offer in terms of products, tourism destinations, trade and investments, among others.

This year's theme is 'Pasidungog', which Marlin Sanogal, Panaad executive director, said is a salutation to the late Governor Joseph Marañon who contributed a lot to Negros Occidental's development. 'Pasidungog' also means a tribute to and gesture of pride to all Negrense talents and abilities that are globally competitive.

Panaad (Hiligaynon for a vow and its fulfillment) is a colorful and jubilant presentation of the towns and cities that brings together the 32 LGUs in an array of theme booths that showcase their history, arts and culture, tourism, commerce, trade and industry, in the 25-hectare eucalyptus trees-lined Panaad Park and Sports Complex.

It is also a time for renewing bonds or initiating friendships. The festival attracts most of the 2.6 million-strong Negrenses, their balikbayan relatives and friends, who get a glimpse of the best offerings of the towns and cities in a tour of the uniquely-designed booths, as well as in cultural presentations and friendly competitions for beauty, talent, skills, and in sports.

Free shows or concerts by popular Manila-based artists add fun and excitement to the festivities. The fun continues in the food and drinks alley that offer the famous chicken inasal, grilled fish and seafood, including various shellfish, oysters, and scallops. Local bands perform nightly till way past midnight in the food and drinks alley.

Panaad also features the gains the province has achieved in its diversification efforts and its priority agenda, particularly in food sufficiency and agricultural productivity. It is seriously developing its rice and corn industries and positioning livestock as its second major industry, next to sugar.

With the Negrenses' pioneering spirit, Negros is no longer just sugar; it is also cut-flowers and ornamentals, high value fruits and organically grown vegetables, prawns and seafood, champion fighting cocks, exquisite handcrafted gift items and house ware, world-class furniture and garments, and many more.

Panaad fest kicks off today

Thousands of Negrenses are expected to flock to the Panaad Stadium at Barangay Mansilingan, Bacolod City, this afternoon to watch tribes from 23 towns and cities compete for the top three awards in the Festival Dance Competition, which kicks off this year’s week-long Panaad sa Negros Festival.

The 23 participating tribes will showcase the best of the festivals in their areas starting 2 p.m. The awarding of the festival dance top awards of P50,000 for the first price, P30,000 for second and P30,000 for third will be at 7 p.m. followed by a fireworks display.

Senator Juan Miguel Zubiri and Negros Occidental Gov. Isidro Zayco are schedule to speak at the 3:30 p.m. opening program that will briefly interrupt the dance competition.

Senior Supt. Ronilo Quebrar, Bacolod police chief, said security and traffic measures are all in place for the festival.

The Bacolod police is being augmented by the Negros Occidental Police Provincial Office.

At 7:30 p.m. the Little Lin-ay sang Negros contest will be held with ABS-CBN stars and a concert sponsored by Convergys, also at the Stadium.

At 8 a.m. today a Panaad Thanksgiving Mass will be held followed at 9 a.m. by the ribbon-cutting ceremonies for the Panaad Trade Fair, Negros Products Display, Negosyo-to-Go Market Matching, Negros Island Organic Agriculture Festival Display, Livestock and Dairy Products Fair, and Festival Costumes Exhibit.

A mobile passporting activity will also be held.

Among the highlights on Sunday will be a National Dog Agility Competition at 3 p.m. at the Panaad Stadium, an Earth Day Celebration at the Park Stage and the Lin-ay Sang Negros Festival Costume Parade and Talent Night at Robinson’s Place Bacolod.*CPG

Rock concert today
IN BACOLOD

Pepe Smith, a former member of the Juan de la Cruz Band, will hold a free rock concert together with the Banda Kwadro at the Casino Filipino Hotel tonight in celebration of the Earth Day 2008.

Smith said his latest album entitled “Idiosyncrasies,” which includes songs popularized by the band like Ang Himig Natin, Beep Beep, Teacher’s Enemy Number One, Rock n’ Roll sa Ulan, among others, was released about two years ago.

They hope to bring awareness to the public on the preservation of the environment especially on the proper disposal of garbage, he said. “We’re gonna rock the earth and shake it off of all kinds of garbage clinging on to her,” he added.

Smith said he believes people will listen although there is need to wake them up and to let them know what is happening to the environment before it’s too late. “If we don’t take care of mother earth we may have no place to live in someday,” he said. He said they won’t succeed in the campaign to preserve the environment if nobody will cooperate, he added.

Who has ever imagined that water will be bottled? Smith asked. Perhaps in a couple of years from now we won’t be surprised if air will also be for sale like bottled water because the environment has become so polluted, he said.

Smith said he will start to compose songs that will help bring awareness of the preservation of the environment. “Let’s all get together and love Mother Earth,” he said.*CGS

Lin-ay tilt talent search Sunday
The Talent Competition and Festival Costume parade of the Lin-ay Sang Negros 2008 will be held 5 p.m. Sunday at the fountain area of Robinsons Place in Bacolod City, a press release from organizers said. The 24 ladies representing the different cities and municipalities of Negros Occiental will showcase their talents as part of the annual Panaad sa Negros Festival...
The best of Negros will also be showcased during the festival costume parade, the press release added.*

My sources say thet Lin-ay sang Bacolod is the "girl to beat" and the "frontrunner" of this year's pageant. If that would happen...we might be seeing Bacolod win the LIN-AY SANG NEGROS title 3 YEARS IN A ROW! Fingers crossed! :banana::banana::banana:

Costume, photo exhibit showcase Panaad

IN CELEBRATION of the 15th Panaad Festival, SM City Bacolod has officially opened its Panaad Festival costume and photo exhibit at the Northwing Event Centre of SM City Bacolod, Saturday.

This year's exhibit's ribbon cutting rites was led by Board Member Edgardo Acuña of the 2nd District of Negros Occidental, Elsa Leonardia, first lady of Bacolod City, and Nestor Jalandoni Jr., Pag-Ugyon Negros Foundation president.

The costume and photo exhibit, which will run until May 3, is a display of the rich history, culture and arts of the Negrenses.

Mannequins dressed in colorful apparels depict the festival garments of the different cities and towns in the province, while the colorful visual images of the beautiful places and festival revelry show off the diverse heritage of the people.

The live performances of the Magayon Festival of Moises Padilla and Pintaflores Festival of San Carlos City at the mall's Event Center inspired the audience to witness the weeklong celebration of the Panaad Festival 2008 at the Panaad Stadium in Mansilingan, Bacolod City.

Just like in previous Panaad festivals, more festival performers boost the festivity in the mall with their jubilant and joyful dances participated in by MassKara festival of Bacolod City and Bulang Bulang of San Enrique on April 26, 27, 30, May 2 and 3 at 4 p.m. daily.

Mt. Kanla-on now open for trekking
Negros Occ. (28 April) -- The Philippine Institute of Volcanology and Seismology (Phivolcs) announces the lowering of alert status of the volcano from alert level one to alert level 0.

This means the volcano has returned to normal condition and is open for trekking.

Kanl-on Volcano's status was raised to alert level one last February 10 until March 4 due to increased seismic activity has declined beginning March 5. During its active state, steaming activity from the crater varied from wispy to no steaming.

On March 5, the Volcano's seismic activity registered at background level with volcanic quakes numbering zero to three per day with no unusual volcanic-related activity observed around it.

Based on this development from Phivolcs, the Office of the protected Area Superintendent (PASu) as the secretariat and implementing arm of the Protected Area Management Board therefore declares Mount Kanla-on Natural Park (MKNP) open for activities.

Entering the four kilometer Permanent Danger Zone (PDZ), however, remains high because sudden phreatic explosions may occur anytime without warning.

Byahilo Feasting on Bacolod’s Calea Cakes

Several times, I keep on rambling to some friends that Bacolod, unlike Vigan Iloilo or Baguio, is not rich in touristy sights. We only have the Cathedral, the Plaza, the Capitol and some few others. All the rest it’s outside of the city already. But one thing why people continue to come in droves to Bacolod is because of its food. Bacolod City in Negros Occidental may not have a large number of places to visit, but has more than enough kainan, foodshops and retaurants to satisfy all your cravings.

Hinoba-an town bet, Elarmo, 17, an Information Technology major at the Foundation University in Dumaguete City, Negros Oriental, agrees with Sultan and added that her inner beauty will help her go through the show.

MULTI-AWARDED artist from Fabrica, Sagay Nunelucio Alvarado, stood tall bringing with him young and budding artists from different schools as he led a mural painting at the Bacolod Public Plaza to depict the plight of Negrense laborers.

They call their mural painting 'Armas', which stands for 'Artista para sa Masa'.

Alvarado said painting is a collective effort of young artists.

It was, they say, their contribution to the movement of laborers under a regime of injustice.

Alvarado, a member of the 'Black Artist in Asia,' told Sun.Star "this mural is meant to be simple and understandable."

The 'Black Artist in Asia' is a movement that articulates the muted aspirations of the weak, the downtrodden, and the victims of injustice.

"I admit a bias toward depicting the long-suffering of the downtrodden and marginalized. This is translated into an artistic style in mural painting which is characterized by less figures but replete with symbolism, leaving something for people to decide," Alvarado explained.

"Of course, you would see Gloria Macapagal-Arroyo there but others might not interpret this as the President. You know who the president is and what she had done to labor," he added.

Nevertheless, this whole thing is an initial exercise for Armas to express themselves, adding: "Everyone is invited to be a member of Armas. All forms of art, major and minor, written, spatial and non-spatial artists, who has a bias for the plight of labor, are welcome to join," he said.

Fireworks, celebrities cap Panaad

Celebrity shows and fireworks will cap the week-long celebration of the Panaad sa Negros Festival at the Panaad Park and Sports Complex in Bacolod City today, Gov. Isidro Zayco said yesterday.

A GMA Network show with celebrities will be held at the park at 2 p.m. to be followed by festival closing ceremony rites and awarding of prizes to winners of the various festival competitions.

The crowds in the evening will also be treated to fireworks and a Globe sponsored concert.*

15 Years of the Panaad

On the 15th year of Panaad Festival, the “mother of all festivals in Negros Occidental”, attention is focused on the late Gov. Joseph Marañon, who passed away last month. With the ‘Pasidungog’ theme of the festival, the tribute was bestowed on the leader who was on his seventh year as governor of the province until his death last month.

Panaad closed yesterday with the awarding of prizes to the winners of the different arts, cultural, sports, booth and entertainment competitions held during the whole Panaad week. Leading officials in the closing rites was Gov. Isidro Zayco.

Activities included the trade fair, which showcased the different agricultural, cottage and industrial products of the Negros towns and cities, educational activities, dance festival, the organic farming fair, drum and bugle contest, a dog show, folk dancing, singing and song writing competitions as well as the Lin-ay sang Negros pageant, which was ongoing as of press deadline.

Also held during the festival were the passport processing program of the Department of Foreign Affairs, a dog agility show and the culminating activity for the Earth Week celebration in the province.

7 farms, centers named agri-tourism destinations

The Negros Occidental Provincial Government has recognized seven farms and non-government organizations in the province as agri-tourism destinations.

Named were Shenandoah Farms in Bacolod City of Dr. Evangeline Aboyo; DC Cruz Aquaculture Corp. in Bago City of Philip Cruz; Mirasol Development Corp. in Victorias City and Manapla of Ramon Peñalosa; Buro-buro Springs Vermicomposting Farm in Talisay City of Jose and Pamela Henares;

Alternative Indigenous Development Foundation Inc. in Bacolod City managed by Aladino Moraca; Fresh Start Organics in Silay City of Ramon Jr. and Francine Uy; and the Integrated Correctional and Agricultural Technology Center in Bago City run by the Office of the Provincial Agriculturist.

Edna Garde of OPA said these farms are the most requested places to visit by farmer-tourists.

Talisay City and Moises Padilla town won the top awards for best destination booths in the city and town categories on the theme “Nature, adventure and wellness tourism” at the closing rites of the week-long Panaad sa Negros Festival Saturday.

Gov. Isidro Zayco said the Panaad Festival was a success because all the towns and cities participated in the festivities.

The other best destination booths, city category winners were Cadiz – second, Escalante – third, Silay – fourth, and Bago – fifth, festival executive director Marlin Sanogal said.

In the municipal category, the winners are Murcia – second, Calatrava – third, Pulupandan – fourth, and Don Salvador Benedicto – fifth.

The winners were judged according to level of service of the persons manning the booth, marketing relevance, landscaping, relevance to the theme, design and concept, artwork and creativity, and originality and uniqueness, Provincial Tourism Officer Jennylind Cordero said.

“For 2009 we would like to add the cleanest and greenest special award to make Panaad the cleanest festival in the country. A series of workshops will be conducted for the local governments on destination pavilion preparation and all,” she said.

Chairman of this year’s board of judges was Nilo Agustin, a consultant of the Subic Bay Metropolitan Authority and of the Department of Tourism.

Members were tourism officers Norberto Arcangel of Mandaluyong and Roselyn Merlin of Surigao, Peter de Vera of the National Commission for Culture and the Arts and Joseph Perez of DOT.

Winners in the Best of Festival Dances at the opening rites of the Panaad were the Isabela Kalag-kalag Festival – first, San Carlos Pinta Flores Festival – second and Moises Padilla Hinuptan Festival – third.

Isabela won the first and second place in the IIonggo Pop Songwriting Contest and Escalante City was in third place. Best interpreter was Hyacinth Benignos of Escalante City.

Latin dancesport competition winners were John Ray Alipar and Ma. Lourine Sendico of Cadiz City – first place, Regino Abonyawan and Ashley Nicole Luna of Binalbagan – second and Jenell Tayo and Zillah Amparado of Valladolid – third.

Winners in the folk dance competition, rural category, were Himamaylan City – first, San Enrique – second and EB Magalona – third, while in the Ma. Clara category it was Cadiz – first, Silay – second and Murcia – third.

Drum and bugle competition winners in the secondary level are Bacolod – first, Talisay – second and Pontevedra – third; pop idol contest: La Castellana – first, Bacolod – second and Calatrava – third; Composo: Pulupandan – first, Cadiz – second and Talisay – third.

Bago tops best products contest
Products from Bago City were the top awardees in the Panaad sa Negros Festival 2008 Trade Fair and Exhibits.

Bago City dominated the Home Accessories and Personal Accessories categories with its coco chandelier and coco bag, respectively. Each award came with a P20,000 cash prize.

Other winners in “Home Accessories” were Toys for Big Boys – Binalbagan, second, P15,000; and Kabankalan City’s lighted wall bamboo divider, third, P10,000, while in “Personal Accessories,” Hinoba-an’s hand-crafted silver jewelries, second, P15,000; and Murcia’s Bululoy necklace and bracelets, third, P10,000.

In the Home Furnishings category, San Carlos City’s chair won first place with P20,000; Binalbagan’s Palahuwayan, second, P15,000; and Bago City’s couch set, third, P10,000.

The Processed Food category was topped by the Sweet Chili Squid of Sagay City, P20,000; Nonoy’s Camias Bar, second, P15,000; and Dolor’s Macapuno Balls, third, P10,000.

Winners of the Design Excellence Award were Noel Dominic Gomez of NG Woodworks, home furnishings; Kent Gary Española, home accessories; Hamidon Altarez, personal accessories; and Feliza de la Cruz of Produkto Sagaynon.

The Top Grosser Awardees were San Carlos City, home furnishings; Calatrava, home accessories and personal accessories; and Cadiz City, processed food products.

All the awardees received P20,000 cash each.

The Technology and Livelihood Development Center supervised the competition which aimed to discover new and innovative products using the local skills, raw materials and artistry.

The criteria for the “Best Product,” “Design Excellence Award” are originality and uniqueness, 40 percent; craftsmanship, 30 percent; and market acceptance, 30 percent.

The processed food products were judged based on palatability, 40 percent; nutritive value, 30 percent; packaging/presentation, 20 percent; and pricing and costing, 15 percent.*NLG

1st Balbag festival kicks off

THE municipality of Binalbagan, one of the oldest towns in the country, is celebrating its 436th founding anniversary and annual patron town fiesta from May 8 to 15 with the theme "Binalbagan 2008: A golden opportunity for unity and progress."

This year's celebration is significant because of the launching of the 1st Balbagan Festival. It was conceptualized based on the town's two folkloric legends: 'Balbag' and 'Binalabagan'.

It is said that the town's forefathers used to pound shrimps as a means of livelihood. Balbag refers to the movement and sound derived from this act of pounding.

The lore tells of a huge snake, which blocked the main road of the old town, thus the name Binalabagan that means "snaked through."

The 1st Balbagan Festival will feature original music, choreography, and costumes, which evolved from the sounds of Balbag and the movements of the snake.

The festival's figurehead is the golden unity serpent, whose 30-foot mascot can be found at the town plaza.

Activities

The "Pasidungog sa Mangunguma" agro trade fair kicked off last May 8. There were also activities like the 1st Alejandro Y. Mirasol BMX bike motorcade, social welfare day, employees' night, SK day, a concert party by the market vendors' association and a pop and Latin dance competition.

On May 13, the grand finals of the "Gintong Tinig" open category will be held. A street party sponsored by San Miguel Corp. on May 14 will feature bands along the poblacion area.

Highlight of the festival will be a street dancing competition on May 15 to be capped with a spectacular fireworks display.

Music, dance

The Balbagan Festival celebrates both historical and folkloric origin of Binalbagan through music and dance.

The rhythm of the pounding of the bass drums, bamboo tultugan and bamboo sticks provide the appropriate beat reminiscent of the balbag ritual. The shakers produce the sound similar to the hissing of snakes.

The choreography follows seven basic movements that replicate the movements of snakes.

Dancers are either clad in fabric or body-painted in red, orange, yellow, green and blue -- the colors of snakes. Innovative and colorful accessories and headdresses accented with gold are worn to further carry the theme of the snake.

The festival is celebrated every 15th day of May as the highlight of the annual town fiesta celebration. It is celebrated with a street dance around the poblacion streets. Dancers make a stopover at stations to do their dance rituals. Highlight of the festival is the golden serpent of unity representing the Binalbageños' aspiration for peace, harmony and prosperity.

The highlight of the street dancing is the final presentation at the Mayor Pedro T. Yulo III Sports and Cultural Center.

MAMBUKAL Resort will once again celebrate its annual Mudpack Festival from June 21-22 with the theme "Clean Air... a Breath of a Better Life."

Now on its 12th year, several new activities are lined up for the entertainment of both local and foreign visitors.

Mudpack is a unique event as it centers on the harmony of man and nature.

The celebration features Mambukal's distinct multi-colored clay to stir people's awareness of the importance of the environment.

It is a festival of arts and serves as a venue where artists from all over Negros gather to exhibit their respective artistic talents in ethnic dances, crafts and music.

In 1986 after the EDSA Revolution, Mambukal Resort was in a disarray. People were scared to go up. The spirits of the people in Mambukal were really low.

Artists Rudy Reveche, Louie Dormido and friends trooped to Mambukal to enjoy the place and started playing with the multi-colored clay abundant in the area.

They created souvenir items made of clay. A foreign tourist took interest in their art works and encouraged them to make more.

Mambukal local artist Cris Garzon and members of the Art Association of Bacolod (AAB) gave their support and more artists were enticed to join. They meet once a year in Mambukal to showcase their individual talents.

When NIDCORP handled Mambukal in 1996, they officially started celebrating the festival which is now known as the Mudpack Festival.

When the Provincial Government took over the management of the resort, it continued to support the celebration, developed more activities and integrated the relevance of the protection of the environment in the festival.

The festival has attracted not only the local tourists but foreign visitors as well.

They took interest in the festival because of its ethnic appeal coupled with its environmental concern.

Activities include the tribal dance, body painting, clay sculpture, solo dance improvisation, drum-beating competition, mixed media art, photo competition and Ms. Earth-Mambukal pageant.

Grade school students are also encouraged to share their talents as young artists of the province in the poster-making competition.

This year's addition is the chants & stunts competition. This is like a cheer dance competition but with a twist.

Chants/yells should be about the environment and the theme. This is open to high school and college students since Mudpack Festival is a good venue for them to expose their students to the arts.

Bacolod City — Bacolod City’s tourism prospects are bright this year as more tourists arrive here with the city fast turning into the “call center capital” of Western Visayas and was recently adjudged the Most Business-Friendly City in the Philippines.

A report from the Bacolod City Tourism office shows that tourist arrivals hiked by 20 percent registering 303,314 in 2007 compared to 253,262 tourists in 2006. Gross receipts from tourism totaled P985,425M

Koreans topped the list of foreign visitors in the city with 10,308 followed by Americans 8,113, Japanese 5,211, Canadians 2,497, and Germans 2,309.
L’Fisher Hotel garnered the highest number of tourist with 29,162 house guests, Standard Hotel 23,885, Pension Bacolod 33,000, Bacolod Pension Plaza 16,547, and Palmas del Mar 28,461.

New hotels and accommodations have recently opened to welcome tourist growth in the city. These are Planta Hotel in Araneta St. with 82 rooms, and Bacolod Pavillion Hotel with 82 rooms. Westown Hotel in Lacson St. and Carribean Waterpark Resotel at Goldenfields Commercial Complex are yet to open.

A new resort was blessed recently in Hinoba-an, which is fast becoming a tourist destination in the province. Businesswoman Eleanor Fukuda jetted in from Japan, especially for the occasion. Steve Millan designed the resort. Colorful flags swaying gently in the breeze welcomed the guests. The pebble driveway went all the way to the newly renovated resort. The main house holds a lot of memories for Hinoba-an. It was once an influential abode of the Bilbaos. That night, two Baywalk bodies, Dove de Vera and Kissa Kurdi, danced and sang for the crowd. The following morning, everyone went by boat to the white sand island.

Among the highlights were the Street Party featuring two bands, grand fireworks display sponsored by the Office of Mayor Alejandro Mirasol, and the 1st Balbagan Street Dance Competition participated in by 15 barangays, held at the Mayor Pedro T. Yulo III Sports and Cultural Center

Contest choreographers underwent a preliminary workshop from members of the National Commission for the Culture and the Arts led by Rudy Reveche.

Participating barangays were clad in costumes and snake icons made from recycled materials in line with the Solid Waste Management campaign of the town, the press release said.

To educate children about snakes, a live python was featured at the town plaza. Other activities were a Diana and Procession, the Gintong Tinig Star Search (Open Category), an Agro Fair, the 1st Alejandro Y. Mirasol BMX Bike Motorade, a Social Welfare Day, Employees’ Night, Educators’ Day, Face Painting, SK Day, a concert party by the Market Vendors’ Association and a Dance Showdown of Pop and Latin Dances, the press release added.*

thats why, by history, technically, it was binalbagan not ilog, the first capital, then ilog, himamaylan, then bacolod.

Years ago, Binalbagan was called Inabagan, “the haven of refuge”. Negritoes inhabited this settlementuntil the arrival of the Mundos. Between 100 and 1300 A.D. Malays belonging to the 10Bornean datus and their families settled in Binalbagan. During the Pre-Spanish era, three groups of people namely; the Mangyans, the Pintados and the Agtas inhabited the place.In 1571, the Spaniards came and established in Binalbagan the largest encomienda in the island.Binalbagan, along with the Municipality of Oton, both established in 1572, are the two oldest towns in Western Visayas. As such it had earned the title, Banwang Panganay.Two stories are told on the origin of the name Binalbagan. During stormy nights, the cargo of shrimps get wet and are partially spoiled. To remove the slimy odor and preserve the shrimps, the traders would beat the barks of mangroves to extract juice believed to contain preservatives for the shrimps. The action of beating the bark was termed as balbag in the native dialect. Hence, the place where the beating was done was called Binalbagan.Old folks however, say that the town got its name from a past incident when a very big snake wasstranded in the mouth of Binalbagan River, blockading sea transport. People referred to the place and incidents as Binalbagan. Subsequently, the name evolved into Binalbagan.

BISCOM (Binalbagan-Isabela Sugar Company) is an imposing sight going to the town proper. Once, dubbed as the “biggest and oldest sugar mill” in Asia. It plays an important role in the development not only of Binalbagan but also of the whole 5th district being the only sugar mill in the area.St. Isidore Parish Church was built in 1937. It undergone various renovation but retained its original façade. The church serves as a gathering place for Binalbaganons who are predominantly Roman Catholics. Binalbagan Bridge connects the Binalbagan River, built to hold heavy vehicles passing Binalbagan town. The Municipal Hall was once called the Malacañang of the South because of its Spanish inspired design.

Binalbagan is nearing of their cityhood...i must says that before this town to be declare as a city they must also 1st to widen the proper national road from the Binalbagan National High School (formerly Paglaum National High School) going to BISCOM or to the crossing of Binalbagan and the road entry going to Isabela town...and cover up all those canals side by side...kudos to their public market it's a well-maintained of cleanliness

Fish Market for Tourists Opens in Silay

Cabrera Market which recently opened at Brgy. Guinhalaran Highway in Silay City with accommodate those who would like to buy fish coming from the fishports of Silay, Cadiz and Talisay. Mayor Jose Montelibano said that these areas will enhance tourism and economic activities in Silay.

Punong Barangay Jose Cordero, Jr. of Guinhalaran said his council will facilitate the construction of a pasalubong center which will showcase Silay handicrafts and hometown delicacies.

Arroyo cites Sipalay in WVis peace and security meet

President Arroyo arrived in Bacolod City Wednesday morning and attended the Western Visayas Peace and Security assembly at the Planta Centro Bacolod Hotel.

The president, during the assembly, lauded Sipalay City.

Arroyo said that the province used to be a base of communist rebels during the 80s, but now, Sipalay City has become a tourism hub

Mrs. Arroyo even took time to go on rest and recreation as she went scuba diving in Campomanes Bay in Sipalay Wednesday afternoon.

"Look at Sipalay. How long it was kept a secret because the communist rebels were impeding the progress and development of the area and that is true to a number of rural areas," Arroyo said.

She also commended the successful peace negotiations of the military with the Revolutionary Proletarian Army-Alex Boncayao Brigade (RPA-ABB) in Western Visayas that led to a peace agreement. "And because our soldiers have been able to very well combine soft and hard power to defeat insurgency in many areas," the president added.

The president expressed confidence government should be able to eradicate the communist insurgency by 2010.

Arroyo goes scuba diving in waters off Sipalay, Negros Occ

President Arroyo dove into the waters of Campomanes Bay in Sipalay City, south of Negros Occidental, Wednesday afternoon.

Wearing her pink and black scuba diving suit, President Arroyo dove into the waters of Campomanes Bay around 4 pm.

Residents who witnessed the President's arrival Wednesday morning said Mrs. Arroyo immediately dove into the waters after the helicopter she was in landed on the presidential yacht BRP Ang Pangulo.

"Her bodyguards, the PSG (Presidential Security Group) and Navy frogmen were helping her when she dove into the waters", said Troy Gedang, a member of Bantay Dagat of Sipalay who was one of those who personally saw how the President managed to dive.

They were so happy to see President Arroyo in her scuba diving suit dive like a pro. Mrs. Arroyo is known to be a scuba diving enthusiast.

"She can be a big help in promoting tourism of Sipalay", added Gedang.

President Arroyo in her earlier visits to Bacolod in previous years announced that the government is taking efforts to make Sipalay a world tourist destination, next to Boracay.

The President is set to be the guest of honor in Thursday's Western Visayas Local Peace and Security Assembly in Planta Centro Bacolod Hotel.

This came after President Gloria Macapagal-Arroyo assured Thursday the construction of the said airport in southern Negros.

Governor Isidro Zayco confirmed this after he personally thanked the President at La Planta Hotel in Bacolod for the latter's order to transfer all the air navigational equipment from the old Bacolod airport to Kabankalan.

"Meaning, we are now assured that the proposed airport in Kabankalan will be realized soon," stressed Zayco.

Asked on the current status, he said: "We're still on the ground works. After the 100-hectare land will be leveled, technical consultants will come in and that's the time they could make estimates on how much money will be allotted for the construction of the terminal, among other facilities to be installed there."

"The DOTC's promise of P480-million is just for the runway while the rest will be funded by the city government of Kabankalan with P30-M counterpart from the province," Zayco added.

The proposed airport will sprawl in a 100-hectare land area in Barangay Hilamunan and is expected to complement the province's tourism promotion for the fine beaches in southern Negros like in Sipalay, Cauayan, and Hinoba-an areas.

Binalbagan, Negros Occidental recently held its 1st Balbagan Festival and the 436th Annual Fiesta, a press release from the town said.

Among the highlights were the Street Party featuring two bands, grand fireworks display sponsored by the Office of Mayor Alejandro Mirasol, and the 1st Balbagan Street Dance Competition participated in by 15 barangays, held at the Mayor Pedro T. Yulo III Sports and Cultural Center

Contest choreographers underwent a preliminary workshop from members of the National Commission for the Culture and the Arts led by Rudy Reveche.

Participating barangays were clad in costumes and snake icons made from recycled materials in line with the Solid Waste Management campaign of the town, the press release said.

To educate children about snakes, a live python was featured at the town plaza. Other activities were a Diana and Procession, the Gintong Tinig Star Search (Open Category), an Agro Fair, the 1st Alejandro Y. Mirasol BMX Bike Motorade, a Social Welfare Day, Employees’ Night, Educators’ Day, Face Painting, SK Day, a concert party by the Market Vendors’ Association and a Dance Showdown of Pop and Latin Dances, the press release added.*

President Gloria Macapagal-Arroyo has described Sipalay and the private vacation homes there as amazing. She went diving in the deep shores of Sipalay a day before she addressed the participants of the Local Peace and Security Assembly held at Planta Centro Hotel and Residences at Araneta St., Bacolod City yesterday.

“We asked her to help us come up with a tourism development master plan for Sipalay because it is our focus. She assured us of her help and it is very timely to have it for the future development of Sipalay. We don’t want to commit another Boracay which has started to make mistakes,” she said.

She said the President slept at the Presidential yacht and visited some private vacation homes of some private individuals.
They also asked help for the possible re-operation of the airstrip in Sipalay.

“It’s an honor for us and we’re very grateful to have the President in our city,” he said.

The facade the San Sebastian Cathedral, a belfry, people and images in the Church, the Crucifixion, a mother and child — these are among the artworks of 25 members of the Art Association of Bacolod-Negros now on display at the University of Negros Occidental- Recoletos in Bacolod City.

Bacolod Bishop Vicente Navarra was guest of honor at the opening of the exhibit, “Simbalay: House of God. Home of the Poor” which is a tribute to the San Sebastian Cathedral in celebration of the 75th year of the Diocese of Bacolod.

The Bishop said the Cathedral, as it is, is just a symbol, a picture of what the real church is. He said the Church is the people – baptized and confirmed people. “And we, who belong to the Diocese of Bacolod, are that people. As traced by our Second Diocesan Synod and in the spirit of the Second Plenary Council of the Philippines, we aim to become the Church of the Poor,” he added.

The Bishop said he hopes that the exhibit, which opened Tuesday and will run until June 10, will remind the faithful of their commitment and spur them on to make their aim and dream a reality.

“The pains and struggles endowed by our dear artists in producing these works of art should encourage us, the viewers of these paintings, to undergo the same discipline that they have, as we try to make correct priorities in life, especially in embracing the simple life styles and in going-out of our way to help and uphold the rights of the poor,” Bishop Navarra further underscored.

NNFR boundary, guidelines readied

Negros officials said yesterday they will undertake the planting of flowering trees to set the boundary of the Northern Negros Forest Reserve and draw up guidelines for the ejection of illegal occupants.

The guidelines to be set by the Northern Negros Forest Reserve Council will be used as the basis for an inventory of those to be included in the list of illegal occupants due for ejection, Provincial Environment and Natural Resources Officer Livino Duran said.

The 84,000-hectare NNFR covers San Carlos City, Don Salvador Benedicto, Talisay City, Silay City, EB Magalona, Victorias City, Cadiz City, Sagay City, Calatrava, Toboso and Murcia, Duran said.

Meanwhile, flowering trees will be planted to set the boundary of the NNFR strict protection zone, Provincial Environment and Management Officer Edwin Abanil said.

No human activity, except for that of indigenous people, is allowed within the strict protection zone that covers about 40,000 hectares of the reserve, he said.

Those found residing in the strict protection zone who are not IPs will be moved to multiple-use zones of the reserve, he said.

Meanwhile, Don Salvador Benedicto Mayor Cynthia dela Cruz said at a DSB Sanggunian Bayan hearing yesterday that environmentalist Rusty Biñas apologized for building a house in Barangay Kumaliskis that is part of the NNFR.

Biñas said he will abide by a demolition order the town government would issue, she added,

Dela Cruz said the SB was not zeroing in on Biñas, it is merely enforcing the law by moving to remove all illegal structures from the forest reserve area in DSB.

Gov. Isidro Zayco said the DSB municipal government has the right to send notices of demolition to people with houses and structures illegally occupying areas within the forest reserve.*CPG

Tourism for Negros



Thanks to President GMA for coming last Wednesday and scuba diving in Sipalay. Now many know we have so many beautiful tourist attractions.

The white beaches of southern Negros, not only Sipalay, our beautiful and majestic mountains, our beautifully cascading waterfalls, our coral reefs, our colorful annual festivals, these are things worth seeing and enjoying by other people. And ourselves, too.

Our neighboring countries, like Singapore, are raking in plenty of money from tourists. We should promote ours too.

Gov. Isidro P. Zayco is doing that, started by the late Gov. Joseph Marañon who improved Mambukal.

I saw the Negros Occidental series of Hazel Stuart, a British TV documentary maker, and saw the beauty of our place. Scuba diving attracts many tourists. And Hazel told me she scuba dives herself. Stuart has made 48 in a series of documentaries.

At 9 p.m. Saturday and 8 p.m. Sunday Channel 14 will show the beauty spots of Negros Occidental made of Hazel.

I also hope our many cities and municipalities can produce TV documentaries for people to know what they have and what they can present to people who want to visit the place.

Why was Bacolod chosen by the magazine “Money Sense” the best place to live? “Money Sense” published its bases for choosing Bacolod.

Silay City, the center of culture in the province, was once known to be the Paris of Negros Occidental. Victorias has one of the biggest sugar mills in Asia. Then we have the historic Bago, La Carlota and Himamaylan, which was the former capital of the province. A documentary will make people abroad interested in them.

Before other people know us, we must first know ourselves. Like Bacolod, which is one of the cities with many foreigners. An interview with them why they chose Bacolod would be interesting.

Many of us, I for one, are not from here. And we chose to live here.

But what many do not know about are the beautiful beaches in the south. I saw one that looks like the Mediterranean. I have gone to Nice, the so-called playground of the rich in the Mediterranean, then to Monaco which is a cove with beautiful houses in the mountain side and costly yachts moored below.

Campomanes Bay in the south where the Americans first landed their submarines to deliver guns and ammunition to the guerrillas is historic.

But what is beautiful in the south is the mountain side with beautiful houses there. Many of our public officials have beautiful mansions there, I heard. I will ask our other officials if they can afford, to have their houses there, too.

In world competition, tourism is the game. We cannot rely all the time on our overseas foreign workers to propel our economy.

Spain, after World War II, had the most people working in Europe’s more affluent countries. Spain, from the earnings of their foreign workers successfully developed its tourism industry.

Today, Spaniards no longer work in other countries of Europe. Spain is one of the richest countries in Europe now.

Asians, Filipinos especially, have taken over their work.

And not just tourism. Government must develop in our people the need for hard work, to produce, produce, produce.

At the rate oil prices are escalating, the time will come when our people will not be able to buy basic commodities. What is important is they have food.

So, people in the rural areas must be taught to plant, plant, plant, anything that can be eaten. We have so many vacant lands.

Aside from planting, we must train our people to raise animals and forget about commercial fertilizer which, being oil based, will also be beyond reach.

Your garbage is the best fertilizer. Bury your compost and in its place plant something and you will be surprised that the compost will be better than commercial fertilizer.

This is where Hazel Stuart can make tv documentaries with the help of government to be used as an educational tool to teach our people.

LGUs have their own video-taking staff. But it’s different when done by a professional.

This is something our government officials must seriously think about: educating our people on the many ways to be progressive.

Negros Occidental has among the most hard working and aggressive people. “What they just lack is being led.

And we can make our foreign nationals help us. They will be just too happy to be involved.*

Bayawan on 'lakbay-aral' in Kabankalan

SELECTED personnel of the Bayawan City government headed by Mark Fidencio Aurelia, who chairs the committee on tourism, visited Kabankalan recently to study the rudiments on how to set up a foundation.

At present, Bayawan City has no existing foundation, Aurelia said. Bayawan City Mayor German Sarania plans to set up a foundation but said they still need an orientation and some knowledge on how to go about it.

Kabankalan City has two existing foundations - the Sinulog Foundation, chaired by Engineer Rogelio Diaz, which is existing for more than 10 years and the Cultural and Tourism Foundation, chaired by Dr. Enigardo Legislador, which is more than five years old.

The Bayawan group composed of eight members was welcomed by Vice Mayor Delia Anacan. A meeting with the visitors was held at the mayor's conference room with Sangguniang Panlungsod (SP) members Ted Romula del Rio and Anecito Villaluz Jr., Engineer Rogelio Diaz, Dr. Legislador, City Treasurer Irma Villanueva, Asst. City Accountant Grace Sablaon, Virgilio Gerongani of Tourism, City Legal Officer Jalore Bolivarr and Reynaldo Gasataya, Sinulog Foundation board member.

Bayawan is a sister city of Kabankalan, the former now made accessible by the Sangumayon bridge and the Kabankalan-Bayawan friendship highway to be constructed soon.

Resorts in forests of Don Salvador Benedicto declared a nuisance

The municipal government of Don Salvador Benedicto are alarmed at the existence of resorts and rest houses that have sprouted in the forested area of the town which is part of the North Negros Forest Reserve (NNFR).

Presidential Proclamation 895 states that NNFR should be free from any structures.

"A natural park like the North Negros Forest Reserve should be withdrawn from any structures or any activities which is not in conformity with the NIPAS [National Integrated Protected Areas System] Act", said Edgar Rostata, Senior Ecosystems Management Specialist of the Provincial Environment Management Office in Negros Occidental.

Vice Mayor Cynthia Dela Cruz of Don Salvador Benedicto said that it is the job of the Department of Environment and Natural Resources (DENR) to guard any activities happening in areas covered by NNFR.

"DENR however has not made any efforts to stop the activities", said Dela Cruz

Owners of these illegal structures are reportedly well-off residents of Bacolod City.

But none of these buyers have with them titles or any certificate that would show their ownership of the land.

They reportedly bought rights on the lands from some residents in Don Salvador Benedicto.

Mayor Lawrence Marxlen said however that none of them, neither the residents of Don Salvador Benedicto from whom they bought the land rights could acquire the property because the areas are part of the NNFR.

67% of Don Salvador Benedicto is declared as timberland and watershed area.

Only 33% of the town’s land area is alienable and disposable. The titled lands which can be bought and can be developed into a resort are part of this 33%

NNFR Management Council is now preparing a proposed ordinance that would regulate the ejectment of these structures from the forest reserve.

While the town’s council has yet to pass the ordinance, the local government of Don Salvador Benedicto is however taking a stronger step to control these illegal activities.

The Sangguniang Bayan (municipal council) of Don Salvador Benedicto already passed a resolution declaring the illegal structures in NNFR a nuisance.

Dela Cruz said, they will furnish notices to the owners of these structures to demolish and stop the construction within 30 days after receipt of the document.

"We will demolish the structures if they will not do it", warned Dela Cruz

Gov. Isidro Zayco yesterday called on all those who have built illegal structures, such as rest houses, within the Northern Negros Natural Park (formerly the Northern Negros Forest Reserve) to respect the law and vacate the area.

While the Sangguniang Panlalawigan of Negros Occidental yesterday enlisted the help of government agencies tasked with the preservation of the environment, to support the drive of the Don Salvador Benedicto municipal government to clear illegal structures and settlers from the town’s forest reserve.

This was contained in a resolution authored by Board Member Mae Javellana, chairperson of the Committee on Environment and Natural Resources, and approved during the SP regular session.

The resolution also called on government agencies to strictly implement the provisions of Proclamation No. 895, which elevated the forest reserve into a natural park.

“Alleged prominent personalities who reportedly have structures in the area should also abide by the law. They have to set leadership by example,” Zayco said.

Zayco said he will ask the Department of Environment and Natural Resources why these structures have been allowed in the park.

“I do not know if the DENR lacks personnel or is negligent,” he said.

The functions of the DENR have not been devolved to the provincial government yet, Zayco said.

“In fact Environment Secretary Lito Atienza said he would deputize governors to watch natural resources but until now his executive order has not reached us,” Zayco said.

The 80,454-hectare park covers San Carlos City, Don Salvador Benedicto, Talisay City, Silay City, EB Magalona, Victorias City, Cadiz City, Sagay City, Calatrava, Toboso and Murcia.

It is home to a diverse wildlife of 140 species of birds, 44 of which are endemic to the Philippines, and six large mammals, two of which are globally endangered.

A resolution, authored by Board Member Nehemias de la Cruz, also approved by the SP yesterday, urges the DENR, Provincial Environment and Management Office and Task Force Ilahas to clear the NNNP of illegal settlers.

De la Cruz said 48 percent of the 80,454.50 hectares of the park, which is equivalent to 40,643.3 hectares, are now occupied.

“All permanent structures within NNNP must be demolished or declared nuisance”, de la Cruz, in his resolution, said.

Last month, the DSB Sangguniang Bayan requested Mayor Marxlen de la Cruz, through the Office of the Municipal Engineer, to demolish the illegal structures constructed by Joemax Ortiz and Teodoro Lopez III on timber lands within the town, after a 30-day notice.

“Builders of the illegal structures had violated so many laws, which makes it a public nuisance, including violation of the Revenue Code of the Municipality of Salvador Benedicto, which is non-compliance of the building permit,” the resolution said.*CPG/GPB

Negros to get moremini hydro plants

The Asian Development Bank has agreed in principle to give Negros Occidental additional grants to build more hydro plants, one of which is proposed to power the Mambukal Resort in Murcia, Jose Ma. Valencia, chief of staff of Gov. Isidro Zayco, said yesterday.

The ADB committed the grants to the governor, who is pushing for the building of hydroelectric plants in various parts of Negros Occidental on top of the micro-hydro plants to power small villages, Valencia said.

A micro-hydro has a capacity of 1 to 100 kilowatts while a mini-hydro, 101 kW to 10 megawatts, according to the Department of Energy.

With more mini hydro plants throughout the province on top of major power sources, we will able to ease the power shortage in Negros Occidental, Valencia pointed out.

Under the Renewable Energy for the Poor in Negros Occidental (RENEW Negros), the ADB and the Japan Fund for Poverty Reduction has funded various projects to provide water and electricity in the province.

Among the projects RENEW Negros is implementing are three micro-hydro power plants with an aggregate output of 85 kW to energize the homes of 270 families, and to run rice and corn mills to boost livelihood opportunities, Valencia said.

Commissioned yesterday was the micro hydro project in Balea on Sipaway Island in San Carlos City, and today another micro-hydro project to serve residents of Sitios Vergara and Magtuod in Barangay Bug-ang, Toboso, Valencia said.

The third micro-hydro project in Sitio Baclao, Barangay Lagaan, Calatrava, is targeted for completion in August.

Valencia said ADB has also committed to provide grants to build three more mini-hydro projects in Negros Occidental, and based on their performance will consider more.

Of the three new projects, areas being eyed for two of them are in Mambukal, Murcia and Hiyang-Hiyang, Cadiz City, while a third site will have to be identified, Valencia said.

The mini-hydro project in Mambukal is targeted to tap power from the first falls and the boating lagoon of the resort, Valencia said. The project is estimated to cost P9.1 million and to produce about 142 kW of power for the resort and residents of the neighboring areas, Valencia said.

This would allow savings of P1,105,120 million in annual electric bills for the resort and earnings of P1,039,328 million in power sales to residents of neighboring areas, he added.

On top of that, the governor is also pushing for a 60MW to 80MW hydroelectric plant that will tap the Bago river, and is offering the tapping of the Ilog-Hilabangan River in the south, Sicaba River in Cadiz City, the Binalbagan river and the Himoga-an River in Sagay City for the production of more hydroelectric power, he said.

Negros Occidental has seven big rivers, it has a huge potential for hydroelectric power, he said.

These plants will not only provide electricity but will prevent rivers from flooding, and provide irrigation, Valencia said.

Firms who put them up will also be compelled to conduct reforestation activities, he said.*CPG

THE talent show of the search for Miss Teen-Kabankalan is set Friday at 7 pm at the public plaza of Kabankalan City.

Eight ladies, age 15 to 18, are vying for the title held for the first time in the city.

Contestants come from the different schools, many of them first-time participants to the beauty contest.

The contestants are Ria Jeannie Gatoc, 16, University of St. La Salle; Janlou Rolusta, 18, high school graduate; Pauline Catedral, 17, University of St. La Salle; Jocel Tanaya, 18, Fellowship Baptist College; Erna Cañete, 18, high school graduate; Alyssa Lorenzo, 18, Binicuil National High School; Eunice Grace Tapang, 18, Philippine Norma College; and Rezzel Anne Florentino, 15, Fellowship Baptist College.

The search, with pageant proper on June 6, is a joint project of the Molasses Jaycees and Norkis Yamaha.

Karen Jun Cioco, president of the Molasses and a vocalist of the K-CT Band, will act as the mistress of ceremony (emcee) during the talent night.

"The objective of the search is to develop our young girls to become graceful, articulate and confident in facing people... We are looking forward to make this search an annual event," she added.

Bangkal Jaycees, headed by Engineer Randy Siason, is also giving full support to the pageant.

Winner of Teen-Kabankalan will represent the city to the Pana-ad's 'Lin-ay sang Negros' competition next year.

THE famous Mambukal Resort in barangay Minoyan, Murcia in central Negros is being eyed as site for a mini-hydro power plant.

Lawyer Jose Ma. Valencia, the Capitol's chief of staff said, the power plant will be funded through a grant from the Asian Development Bank (ADB).

The project is estimated to cost about P9,980,000.00. This includes the resort's first falls and the boating lagoon area.

Valencia said that as per study, the first falls in Mambukal can produce as much as 102 kilowatts (kW) of power while the boating lagoon is expected to generate about 42 kW.

If realized, Mambukal would have a total of 144-kW independent power production, enough to supply the power needs of the entire mountain resort and even the adjacent localities, Valencia said.

"This would also mean million of pesos in savings and income for the province," he added.

This as Valencia said that based on initial computation, the province could save at least P1,105,120 in electrical bill and could also earn about P1,039,328 in excess energy to be supplied to the neighboring places in Mambukal.

Aside from Mambukal, two more sites in the province are also being eyed to host additional mini-hydro plants.

Barangay Hiyang-Hiyang in Cadiz City in northern Negros is one of those being targeted. The other one is somewhere in southern Negros, Valencia said.

"What we are looking is simply a place with abundant water supply and not yet energized," he said.

At present, Valencia said ADB, in partnership with the Japan Fund Poverty Reduction (JFPR), has already installed three mini-hydro power plants in northern Negros, which are now ready for operation.

The three are located in sitio Balea, barangay Lagaan, Calatrava town; Sipaway island, San Carlos City and sitio Vergara-Magtuod, barangay Bug-ang in Toboso town.

Residents in these areas could also avail of P5,000 loan per household, payable in staggered basis. Loan will be extended by ABD through the Negros Women for Tomorrow Foundation Inc. (NWTFI).

Valencia, however, explained that mini-hydro power plants in Calatrava, San Carlos, Toboso and those being proposed in Mambukal, Hiyang-Hiyang and another one in the south, are totally different from the one being eyed in Bago City by Alto Corporation, and even those being planned in the Ilog-Hilabangan river in Kabankalan City and Binalbagan river in Binalbagan town. He said that according to ADB, Negros has a lot of potential in terms of hydro power project, considering its seven large rivers.

Plans to put up more mini and macro hydro plants in the province won't also be a hindrance to the soon-to-be implemented geothermal exploration of the Philippine National Oil Company-Energy Development Corporation (PNOC-EDC) inside the Mt. Kanlaon buffer zone, Valencia clarified.

The Asian Development Bank has agreed in principle to give Negros Occidental additional grants to build more hydro plants, one of which is proposed to power the Mambukal Resort in Murcia, Jose Ma. Valencia, chief of staff of Gov. Isidro Zayco, said yesterday.

The ADB committed the grants to the governor, who is pushing for the building of hydroelectric plants in various parts of Negros Occidental on top of the micro-hydro plants to power small villages, Valencia said.

A micro-hydro has a capacity of 1 to 100 kilowatts while a mini-hydro, 101 kW to 10 megawatts, according to the Department of Energy.

With more mini hydro plants throughout the province on top of major power sources, we will able to ease the power shortage in Negros Occidental, Valencia pointed out.

Under the Renewable Energy for the Poor in Negros Occidental (RENEW Negros), the ADB and the Japan Fund for Poverty Reduction has funded various projects to provide water and electricity in the province.

Among the projects RENEW Negros is implementing are three micro-hydro power plants with an aggregate output of 85 kW to energize the homes of 270 families, and to run rice and corn mills to boost livelihood opportunities, Valencia said.

Commissioned yesterday was the micro hydro project in Balea on Sipaway Island in San Carlos City, and today another micro-hydro project to serve residents of Sitios Vergara and Magtuod in Barangay Bug-ang, Toboso, Valencia said.

The third micro-hydro project in Sitio Baclao, Barangay Lagaan, Calatrava, is targeted for completion in August.

Valencia said ADB has also committed to provide grants to build three more mini-hydro projects in Negros Occidental, and based on their performance will consider more.

Of the three new projects, areas being eyed for two of them are in Mambukal, Murcia and Hiyang-Hiyang, Cadiz City, while a third site will have to be identified, Valencia said.

The mini-hydro project in Mambukal is targeted to tap power from the first falls and the boating lagoon of the resort, Valencia said. The project is estimated to cost P9.1 million and to produce about 142 kW of power for the resort and residents of the neighboring areas, Valencia said.

This would allow savings of P1,105,120 million in annual electric bills for the resort and earnings of P1,039,328 million in power sales to residents of neighboring areas, he added.

On top of that, the governor is also pushing for a 60MW to 80MW hydroelectric plant that will tap the Bago river, and is offering the tapping of the Ilog-Hilabangan River in the south, Sicaba River in Cadiz City, the Binalbagan river and the Himoga-an River in Sagay City for the production of more hydroelectric power, he said.

Negros Occidental has seven big rivers, it has a huge potential for hydroelectric power, he said.

These plants will not only provide electricity but will prevent rivers from flooding, and provide irrigation, Valencia said.

Firms who put them up will also be compelled to conduct reforestation activities, he said.*CPG

Calatrava sanctuary featured

The first-ever adventure of environment and wildlife conservation TV program “Born to Be Wild” airs tonight on Sine Totoo, a press release from GMA-7 Network said.

In this episode, hosts Romi Garduce, Everest mountaineer and environmentalist, and Doc Ferds Recio, veterinarian, experience wildlife in two different animal sanctuaries.

Romi journeys to Calatrava, Negros Occidental, to meet a group of wild monkeys rumored to be extremely friendly with people. The macaques living in the sanctuary have freely interacted with residents and tourists for years that they have become used to being fed, the press release said.

Doc Ferds travels to the island of Calauit in Palawan on a special mission. Inside the Calauit Game Preserve and Wildlife Sanctuary, a group of giraffes were inflicted with myasis – lesions caused by the larvae of flies. Treating the giraffes’ wounds right there in the wild proved physically challenging – with Doc Recio chasing after them to disinfect their wounds.

Sine Totoo host Howie Severino invites Doc Ferds Recio and executive producer Anj Guidaya-Atienza on the set to talk about the challenges of producing a show with an advocacy, the press release added.*

Rep. Alfredo Marañon III (Neg. Occ., 2nd District) and Senator Pia Cayetano yesterday said they have filed bills in both houses of Congress seeking to declare the Northern Negros Natural Park as a protected area.

Marañon said House Bill 00610, which he filed on Feb. 7, 2007, seeks to establish the Northern Negros Natural Park located in the cities of Talisay, Silay, Victorias, Cadiz, Sagay and San Carlos and in the municipalities of Murcia, EB Magalona, Toboso, Calatrava and Don Salvador Benedicto in Negros Occidental as a protected area.

The bill includes provisions for the management of the park as a protected area.

Marañon yesterday said the bill has been reported out from the Committee on Natural Resources for plenary discussion and could be passed in the House by December.

Rep. Jose Carlos Lacson (Neg. Occ., 3rd District) yesterday said he also has a bill in Congress seeking a total log ban in the third district of Negros Occidental, but added that he would be willing to amend it to include the entire NNNP, because of the need to preserve the forests of the province.

The NNNP should be free of illegal structures and occupants, Lacson said, and he will support all efforts to protect the park.

Cayetano filed her version of the Marañon bill on July 2007 and it is also pending in the Senate.

She said the park that covers 80,454.50 hectares needs to be declared a protected area because it is the home to a diverse wildlife of 140 species of birds, 44 of which are endemic to the Philippines and six large mammals, two of which are globally endangered.

Recognizing the value of this area, it was established as the Northern Negros Natural Park by virtue of Presidential Proclamation No. 895, dated August 15, 2005, she said.

Her bill seeks to declare the NNNP as protected in order to protect it from indiscriminate exploitation and to be able to maintain its ecological balance, she said.

“Given the importance of biodiversity, it is deemed crucial that we act on these now to ensure that our children and the succeeding generations will inherit a living earth with all of its bountiful natural resources and vibrant wildlife, as a protected area,” the bill said.

The passage of this measure is earnestly urged, she added.

Meanwhile, the environment group, Green Alert Negros, yesterday lauded the position of Governor Isidro Zayco supporting the call for all the owners of illegal structures such as rest houses and resorts within the NNNP to respect the law and vacate the area.

The group said it also appreciates the resolution of the Negros Occidental Sanguniang Panlalawigan calling on government agencies to strictly implement the provisions of Proclamation No. 895, which elevated the forest reserve into a natural park.

Green Alert said it lauds Board Member Nehemias De La Cruz and the rest of the SP members for their resolution urging the DENR, Provincial Environment and Management Office and Task Force Ilahas to clear the NNNP of illegal settlers.

Green Alert Negros strongly urged Zayco and the SP to ask the Department of Environment and Natural Resources why these structures have been allowed inside the park.

The illegal structures inside the NNNP were raised when environmentalist Rusty Biñas, who is also a member of Green Alert Negros was in the hot seat regarding his “bahay kubo” inside Don Salvador Benedicto, the Green Alert statement said.

The group said it welcomes the issues being thrown at Biñas but would like to inform the public that his intentions are to help in the reforestation of the area and provide a venue for environmental education and training.

Biñas and Green Alert Negros have been involved in the protection of NNNP for the past 15 years, the statement added.*CPG

At the Marine Camp


Twenty-nine boys and girls, aged 12-16, had their close encounter with nature and biodiversity when they attended the Youth Marine and Wildlife Camp at Danjugan Island in Barangay Bulata, Cauayan , Negros Occidental last month.

The camp, annually conducted by the Philippine Reef and Rainforest Conservation Foundation, Inc. since 1994 was held this year with the assistance of the Children’s International Summer Village, said Jay Jalandoni, camp director. Assisting the foundation in the organization of the camp was CISV’s Dr. Ceres Baldivia-Gay, who’s “icebreakers, games and other activities made the camp for fun for the participants”.

It hopes to inculcate greater environmental awareness for marine conservation on children, Jalandoni said, adding that activities included lectures, small group discussions and fun activities, including snorkeling, nature treks, bat cave adventures, bird watching and tide pool observations, among others.

The 43-ha. island became one big classroom on May 5-11 for these boys and girls, Jalandoni said (please see the sidebar for the comments of some participants).

the camp panel of resource persons had an international line-up. The mentors included Pavel Hosporarsky, a Czech birds specialist; Stefan Groenewold, a German marine biologist and fish and eco-systems expert; Thomas Gross from Switzerland, who is into mangroves, corals and seaweeds studies and Filipino scholars Angela Quiros (dolphins and whales), Nikki Lizares (global warming issues) and Silliman professor Apolinario Cariño (bats).

Among the participants are Nicole Conchu, Arielle Macatulad, Aila and Marela Torre, Inigo Valdez and Tom Fernandez from Metro Manila, Miggy and AJ Durano from Cebu and Giselle Tagamoila from Davao.

The Negrenses in the camp were Don Colmenares, Jamie Alejano, Sam and Sarina Legaspi, Josh Agustin, Merv Manio, Ina Legaspi, Aleeza Gay, Anya Benedicto, Noel De la Paz, Gabby Yusay, Joaquin Legaspi, Danielle Tongoy, Nina Pedregosa, Javi Yusay, Chris Andrade, Mariel Legaspi, Danielle Monfort, Carmela Lizares and Ervin Hilado.

The camp staff were BJ Benedicto, Paul and Nikki Lizares, Gaby Penacuba, Liana Severino and Abe Zayco.

Smart Communications Inc. is using wind and solar energy in operating its cellsites in remote areas, including one in Punta Bulata in Cauayan, Negros Occidental, a press release from the company said.

At present, it is using hybrid wind and solar power in 11 cellsites situated in Tanudan in Kalinga; Ba-ay-Licuan and Luba in Abra; Cagayancillo and Busuanga in Palawan; San Isidro, Hinabangan and UET Catarman in Samar; Boracay in Aklan; Sarangani in Davao del Sur; and in Cauayan,Negros Occidental.

Jun Costes, senior manager of Network Services Division, said that for 2008, the company is aiming to deploy another 34 eco-friendly cellsites, 19 of which will be wind-powered and 15, hybrid solar- and wind-powered.

Not all cellsites have potential wind source, so solar energy was the obvious easily available energy, he said in the press release.

The press release also said its first wind-powered cellsite was installed in Malapascua Island in Cebu in December 2006. Late last year, it deployed 33 more renewable energy-powered cellsites, including 11 which are hybrid wind- and solar-powered.

It said the hybrid wind- and solar-powered cellsite system serves as a reliable, efficient and economic alternative to the fuel generator, which is commonly used in powering cellsites. Compared to diesel-driven generators that need monthly refueling, produce carbon dioxide emissions and entail costly replacement of engine oil and filters, the hybrid wind- and solar-powered system require minimal maintenance.

NSD senior engineer Davidson Sevilleja said in the press release that solar cells made from semiconductor materials convert sunlight directly into electricity, adding that during the day when the wind speed is low, solar power becomes the primary source of power of the cellsites.

Sevilleja said that at night, the wind turbines deliver electricity to the cellsite.

The press release added that the use of hybrid wind- and solar-powered cellsites translates to reduced operational expenses because the electricity cost is almost free and the high cost of hauling fuel to the cellsite has been removed.*

I agree...negros has 4 volcanoes...a good source of geothermal energy

winds are quite strong and could be harnessed for energy at Pulupandan-Valladolid area

large rivers like Bago, Binalbagan, Malogo, Ilog, Himogaan could be sources of hydroelectric energy through small or medium sized dams...we have energy, irrigation and even protection from floods with these dams.

anyway,,,negros is not only a bowl of sugarcane plantation but also plenty of rice plantation and mostly found it in Bago City...Bago is vastly,,,plain agricultural land...rice farming is the main source of livelihood of most of the people there...i think bago city was one of the option being mulled before for the new bacolod airport,,,but unfortunately not coz many of the rice fields to be sacrificed

Motorcade around the city at 8 a.m. will be participated in by the 16 barangays featuring their lin-ay candidates riding on a float.

Mayor Jose L. Montelibano will formally declare the opening of Silay 51st charter anniversary at the plaza covered court.

“Arroz a la Valenciana Festival” will be featured at Silay plaza presenting 16 valenciana recipes prepared by the best cooks from the barangays.

Promenaders are invited to eat for free arroz a la valenciana in 16 tents prepared by the Liga Ng Mga Barangay headed by PB Joedith Gallego.

The best tasting valenciana will receive awards from Hugyaw Silay, Inc. Mayor Montelibano said that this is Silaynons humble way of promoting community-based tourism in Silay as “Banwa Sang Dulce” and “City of Hometown Delicacies”.
Pandot Saot (Festival of Phil. Dances) will be held at Natalio G. Velez Sports and Cultural Center.

Matinee will be at 3 p.m. and gala will be at 7 p.m. Acoustic band will entertain guests at the public plaza after the whole day volleyball tournament.* (Ver F. Pacete)

The hall, which is still in the works, will take on the inspiration and literally, the edifice of the once Silay Maternity and Children's Hospital – Puericulture Center that turns a century old in a few years' time, the press release said,.

Exhibits would not only involve the city's traditions but also the best of the arts, and its trade and industry, the press release said.

This is also part of Silay's cultural re-use endeavors that employ creative processes in utilizing almost dilapidated historical structures by transforming them into relevant, even functional venues.

Lyn Gamboa, president of the Negros Cultural Foundation and the Balay Negrense Lifestyle Museum , said the edifice serves not only as model of cultural re-use, but also as a visible platform that continues to promote awareness and appreciation, especially among Silaynons, of the value and pleasure of safeguarding old things.

The “re-use” of the structure as an exhibit hall draws on the experience of the Balay Negrense Lifestyle Museum . It is supported by Mayor Jose Montelibano, the press release said.

The puericulture center started in 1915 following the vision of Dr. Jose Locsin, and the El Circulo Femenil de Silay, a group of Silaynon women who helped offer medical services to the community, the press release said.

She added that the "reuse" of the Silay Maternity and Children's Hospital-Puericulture Center as an exhibit hall draws on the experience of the Balay Negrense Lifestyle Museum.

She is also grateful for the support and cooperation of Mayor Oti Montelibano, who is a very staunch catalyst in preserving the city's historical and cultural gems.

The opening of the new hall is also inspired by the story of the puericulture center, which started in 1915 with just P8,000, following the vision of Dr. Jose C. Locsin together with El Circulo Femenil de Silay.

El Circulo was a group of Silaynon women who helped shape the doctor's dream of offering medical services to the community during a time when infant mortality was high. Their joint effort elicited positive responses from the public while private solicitations also came in.

Its operations became so successful as confirmed by figures in its 1963-64 report that in the celebration of its first 50 years, both the center and the women of Silay earned praises from Diosdado Macapagal, the president of the Philippines that time (1965).

But with the advent of technology and the growth and development of medical institutions and services, Dr. Locsin's dream seems to have already served its purpose and seen the last of its days.

Not really... for the center is seen to take on its second life, not as a shelter to mothers and children, but a kind of shelter just the same. This time, maintaining its tropical house appeal and construction without the aid of air conditioning, the once Silay Maternity and Children's Hospital-Puericulture Center will now become an exhibit hall.

It will feature costumes of the Kabataang Silay Dance Group, handicrafts and other products. A highlight of the June 12 opening features the specially baked goods of the bakeries of Silay.

Admission is free. The activity will be at 10 a.m. on June 12.

In the tradition that the women of El Circulo had laid down almost a hundred years ago, the city calls for donations and other forms of assistance, not only to help restore the center to its former glory, but also to serve well its new role as an exhibit hall.

As Dr. Locsin had said: "From what the women of Silay have shown the last 50 years (1915 to 1965), we can foresee what they can do in the future."

Donations will be coursed through Hugyaw Silay Inc., the NGO arm of Silay City c/o the Tourism Office with telephone number (034) 495-5553.

Yesterday I received a feedback from the US on the possibility of Sipalay City , Hinobaan and Cauayan overtaking Boracay.

In the other line were four professional photographers who had just returned home to the US after a two-week vacation here in Negros including a side trip to Sipalay. They had also taken in Boracay upon their arrival.

And the answer – Southern Negros can compete with Boracay but not with a four-hour drive from Bacolod .

In short, open up the Sipalay Mines airport or even just that one in Kabankalan to stimulate tourist arrivals.

The Kabankalan airport can reduce driving time to two hours. Acceptable for many. But still, one must consider the fact that most visitors do not want to undergo a long overland travel just to visit for a few hours to two days a tourist spot.

That is a proposition to Sipalay authorities. That they convince the Sipalay Mines to make use of its airport for light aircraft to ferry passengers to the city.

Now, the four photographers traveled by jeepney from Bacolod to Sipalay just for the experience. But they did it because they really were prepared for the trip by land. Otherwise, from their experience, it does not encourage foreign visitors with limited time to embark on the same adventure.

And, yes, the other caveat. Sipalay authorities must exercise due diligence that the development of the scenic spots of the city and nearby Hinobaan should not follow the example of Boracay. Although still the prime destination of most foreign visitors, Boracay is gradually becoming overcrowded or over-developed so that it now presents foreign guests a hodge-podge of facilities, etc.

By graduated development, I mean that all the infrastructure facilities must be in place such as electricity, drainage, etc. and waste disposal.

'War of Cansilay' highlights Silay's 51st charter day

THE 51st Charter Day anniversary of the City of Silay, which coincided with the June 12 Independence Day observance, culminated in the Hugyaw Silay street dancing competition.

The Hugyaw Silay features the legendary woman warrior Cansilay.

Silay City tourism officer Severino Pacete said, the woman warrior protected her people from the pirates' assault.'

"Although Cansilay was badly wounded and eventually died, her courage was remembered. This city was named after her and the memories these dances bring today is very consistent with what Silay stands for," Pacete said.

Pacete said it is only in Silay where a woman was the subject of a powerful folklore. He also said it is in Silay where the Al Cinco de Noviembre movement was conceived, therefore making Silay as a city of warriors. "Our dances will be inspired this way," he explained.

Silay City Mayor Jose 'Oti' Montelibano led the grand civic parade atop a horse, together with his horseback-riding 'caballeros.'

Pacete said, "It is as if we are showing ancient Silay through the wars of Cansilay and the 19th century Silay where its illustrado population dominated the City's socio-political strata."

"The typical illustrado then rides a horse, toured the vastness of his hacienda and watches the vaudeville in the evenings. This is one of the reasons why Silay was known as the 'Paris of Negros'," he said.

Pacete said, "Silaynons were warriors but love the 'nightlife.' This is really a very typical illustrado lifestyle which we would like our people to remember," Provincial information officer (PIO) Marlin Sanogal said the Cansilay street dancing is doubly meaningful for Silay.

"For the past six years, this was brushed away by previous political leadership for some unclear reasons. I am happy that the present leadership revived the Cansilay street dancing as this was among the first-ever created street dancing in Negros," Sanogal said.

As I have known, there was only ONE winner from the Occidental side (Bacolod). The rest were from the Oriental side (Canlaon, Guihulngan, Jimalalud, Dumaguete).....he hehehehe....^^....I hope they would bring this male pageant to a bigger scope to attract larger sponsors and audience. With that, the roads from La Castellana - Canlaon City would get attention and be repaired for a smoother travel. :lol::cheers:

most of kanlaon volcano is negros occidental, and we cannot even say that it will be just for negros occidental since canlaon city is part of oriental. basically the answer is both, for sensitive readers better the kanlaon volcano at negros island.

most of kanlaon volcano is negros occidental, and we cannot even say that it will be just for negros occidental since canlaon city is part of oriental. basically the answer is both, for sensitive readers better the kanlaon volcano at negros island.

it is appropriate to say that. Theres no point of argueement as to where the exact location of Mt. Kanlaon even if the huge part of it is in Occidental. Negros Occidental and Oriental share this grand gift from the almighty...its not just ours...its for the entire NEGROS island

yes, you're right migo..we can't really say where Mt. Kanlaon belongs..because of its big size, Mt. Kanlaon can be found on both sides of the Island of Negros...It's safe to say that Mt. Kanlaon belongs to the Negros Island..:)

hahaha...negros just like our neighbors in the visayas is a festival island...i think that's one character that's very distinct to the visayan region. our love for life and what better way to celebrate life than to recreate life in songs and dances and merriment in the streets.:)

you're right migo..each municipality and city in Negros has thier own festival to be proud of..and Panaad sa Negros is the biggest festival here in Negros..Its called mother of all festivals because each town or city has its participant that showcase the colorful festival of their place..:)

Mga migo...I have brought that issue to PHIVOLCS 2 years ago and they said they are trying to edit it as Kanlaon Volcano, Negros Island from the former Kanlaon Volcano, Negros Oriental. Where is Kanlaon Volcano located?...it's definitely at the exact border of the 2 Negros provinces but if we measure it by land area, 70% of the mountain is at the Occidental side while the remaining 30% is at the Oriental side. the volcano is bordered by San Carlos City, Murcia, Bago City, La Carlota City and La Castellana at the Occidental side and Canlaon City and Vallehermoso at the Oriental side. Kanlaon's Eastern and South Eastern Sector is occupied by Vallehermoso and the small plateau al the eastern side of the active cone is Canlaon City (the safest place to see the volcano up close). The NorthEast (San Carlos), North (Murcia), Western (La Carlota) and the dangerous South western sector (La Castellana) is with Occidental. The reason why PHIVOLCS transferred its main station from Kumbol, Canlaon City to La Granja, La Carlota City is that Occidental would experience most of the eruption hazards (2 brgys-La Carlota, 4 brgys-La Castellana) than the Oriental side (2 brgys-Canlaon City). But PHIVOLCS still retains the Kumblo-Mananawin stations at Canlaon City. Presently, If you can hold a copy of the PHIVOLCS Kanlaon Volcano Brochure, it describes the volcano as "at the middle, dividing the two provinces":lol::lol::lol:

FACT: Lin-ay Sang Negros is one of the biggest pageants in the Philippines with an average of 24 to a maximum of 31 contestants annually (bb Pilipinas, Mutya ng Pilipinas and Ms Phil-Earth has usually 24 contestants only). I just dunno if our Oriental counterpart also sports that number of contestants.Our closest counterpart is Lin-ay Kang Antique:lol:):)...and I think Hari Sang Negros, if it would survive a long time, would be the most successful male pageant in the country ^^:cheers:

NFA increasing rice stock
to stabilize Negros prices

The National Food Authority is doubling its release of rice in Negros Occidental next week to stabilize and slightly drive down the price of commercial rice in the market, NFA provincial head Marianito Bejemino said yesterday.

A harvest of 1 million bags or 250,000 metric tons of rice from June to August worth at least P1.5 billion in Negros Occidental is also expected to help, Provincial Agriculturist Igmedio Tabianan said.

Both Bejemino and Tabianan said that while it is difficult for prices to drop too much because of the rise in production inputs, they expect the price of regular and well-milled rice not to exceed P35.

Reports on the rice situation in Negros Occidental were made at a meeting presided by Gov. Isidro Zayco at the Capitol in Bacolod City to explore ways to keep down prices of basic commodities. The meeting was attended by representatives of various government agencies and retailers from the private sector.

Zayco is set to issue a directive to city and town mayors of Negros Occidental to activate their price monitoring councils to actively keep watch to prevent hoarding and price manipulation.

Bejemino informed Zayco that NFA will double its rice allocation in all its outlets in Negros Occidental, in the hope that it will drive down the price of commercial rice. NFA rice sells at P18.25 a kilo.

Commercial regular milled rice is selling at P29 to 34 a kilo, well-milled rice ay P34 to 36 and premium rice at P40, Bejemino said.

Bejemino also said that from a release of 60,000 bags or 3,000 metric tons of rice, the NFA next week will be releasing 130,000 bags or 6,650 metric tons a week.

Zayco said the local governments will be asked to coordinate their local price monitoring work with the Department of Trade and Industry provincial office in Bacolod City.

DTI representative Max Ravena said charges of profiteering or hoarding could be filed against violators caught by the price monitoring councils.

Zayco has set another meeting on the price situation in Negros Occidental on July 1.

In Manila Agriculture Secretary Arthur Yap yesterday said the NFA is set to infuse six to eight million 50-kilogram bags of rice monthly in the domestic market during the lean months to stabilize commercial prices of the staple.

The NFA is set to flood the market with 300,000 metric tons of rice this June, and will sustain this monthly volume for the next three to four months, he said.*CPG

With this we should be bracing for the slow to sudden rush of influx of developments, esp if the Kabankalan Airport would open or the Sipalay Maricalum Airport (for chartered flights only?). Proper planning of sewerage and garbage management should be put into priority so that we would not suffer Boracay's woes.

KEEP NEGROS ECO FRIENDLY!!!

Mayor Evelio Leonardia recently signed an executive order creating an organizing committee for the 70th Charter Day Anniversary on October 19, a City Hall press release said.

The celebration is very special and significant, and the holding of the 29th MassKara Festival is a prelude to an anticipated grand occasion when the festival becomes 30 years old in 2009, the executive order said.

The committee was formed to ensure the historic celebration should involve a multi-sectoral participation from the government and the private sectors, the press release said.

Chairman of the committee is the mayor, vice chairman is Vice Mayor Jude Thaddeus Sayson, while Vice Chairman for the Masskara Festival is Eli Tajanlangit.

The vice chairmen are expected to immediately organize committees and coordinate with the mayor on the 70th Charter Day celebration activities, the press release added.*

welcome inspiron. i've been there before and surely they're some of the best beaches in the philippines or even in the world. even PGMA was amazed on the developments in southern negros when she visited sipalay recently. what i like about sipalay is its crystal clear blue waters, the white sand, great dive sites and a backdrop of mountain ranges. a perfect getaway for a great vacation.

Finally there's an alternative to Boracay. My brother who's a member of a group Earthguards, I'm not really sure about the name, told me about these amazing beaches in Sipalay, I did not believe him because at the back of my mind "tikal naman ni" and also gina-justify ya lang ang mga lakwatsa niya. His "tikal" became so irksome that I have to dragged him with me to Boracay to show him the epitome of natural beauty as I'm a fan of Boracay. Until I saw the pictures posted here and when I read in a local daily that PGMA, no less, declares amazement at what she saw, then I became a believer. What a missed opportunity!!! Now I have to wait for my next vacation, hopefully this December to enjoy these beaches and waaaaah!!!!! my bro has the last laugh. Hope he won't tell me, I TOLD YOU SO!!!!.

you need not to go too far to experience a vacation ala-boracay. its already right in our doorsteps. there's a beach there that's called aracay before, i dunno if its still there or maybe it acquired another name. but precisely, it a combination of the owners family name and boracay. so the word aracay. and true to its name, it was ala-boracay with its white sand and crystal clear blue waters. i can personally attest to its beauty.

what differentiates it with boracay though is that its natural beuaty is well preserved unlike in boracay where recent developments made it too commercialized and touristy. and you're right dako gid magastos. hehehe.
