I hope he can....Just to give you a little background: He was a Former Municipal Councilor from the Municipality of Siaton....and got the Highest Vote as Board Member last May 2010....kaya na promote as Vice Gov.....then as Governor....
I am pretty sure he can do it, Degamo is also into tourism and that is what I like the most...because there is progress in tourism....

He was a chef actually..joke..... Yeah based on his performance so far he is quite OK..... I hope that the two Governors of the two provinces will work hand in hand for our Negros Island....

Western Visayas tourist arrivals in 2010 registered at over 2.5M

ILOILO CITY, Jan. 7 (PNA) – The tourists arrivals in Western Visayas for the year 2010 registered at more than 2.5 million, according to Department of Tourism (DOT) Regional Director Edwin Trompeta.
Trompeta said that although they are still in the process of consolidating data, their present figure is more than 2.5 million.
The tourism official further said that this number shows they have nearly hit their target for 2010 which is 2.7 million.
This makes the DOT regional office very optimistic of reaching their target of 2.8 million this year.
The tourist arrivals are mostly registered in Boracay island in Aklan province; Sipalay and Cauayan in Negros Occidental because of the European tourists who are drawn by the beautiful beach resorts in there; Bacolod City because of the resorts and preserved old houses; and Guimaras province which is the mango capital and has beautiful beaches as well.
Most of the tourists who arrived in Western Visayas were from Korea, Singapore, England, Germany, United States of America and Canada. (PNA)

dagyang_grandson January 7th, 2011, 07:01 AM MANILA, Philippines – Major Philippine airports are being readied for the arrival of more flights from abroad once the “open skies policy” gets implemented, Tourism Secretary Alberto Lim said on Radyo Inquirer Wednesday morning.
Lim said the airports in Cebu, Davao, Iloilo, Cagayan de Oro, Tagbilaran, Puerto Princesa, Bacolod and other key cities were “ ready.” He said the Bureau of Customs, Bureau of Immigration and the Bureau of Quarantine would be expected to deploy additional personnel once the flights start coming in.
“But that should not be a problem. In fact, it would mean more employment,” Lim told Jay Sonza of “Tapatan.”
Lim said the “open skies policy” would benefit the country, citing the case of the former US military Clark Air Base which was converted into a commercial airport under the 'pocket open skies' policy.
He noted that in 2003, only 10,000 airline passengers passed through Clark. But this soared to 500,000 passengers following President Gloria Macapagal-Arroyo's decree opening the airport to foreign budget and low-cost air carriers in 2005.
“The open skies policy is a policy that would promote competition among airlines. In the process, this would bring down rates of fares,” Lim said in Filipino.

Mas madamo na guid ni tourists sa aton matahum nga siyudad kag probinsiya once ma-implement na ang "open skies policy".
Based on the article I posted, Bacolod & Sipalay Cities & as well as the town of Cauayan have the most number of registered tourists in WV last year along with Boracay & Guimaras. :)

Floodlights at Paglaum Complex
set for transfer to Pana-ad Stadium
Chairman Ricardo Garcia of the Philippine Sports Commission has confirmed the transfer of floodlights from the Paglaum Sports Complex to Panaad Stadium in Brgy. Mansilingan, Bacolod City.
During his recent visit to Bacolod, Garcia said that he talked with Gov. Alfredo Marañon Jr. and they discussed the plan to provide the stadium with better lighting.
The provincial government has committed to provide for the maintenance of the lightings at the stadium and with the floodlights, Panaad can host sports tournaments at the field even during low-light conditions.
Panaad Stadium, which hosted the football competitions during the 2005 Southeast Asian Games in Bacolod City, was offered by the PSC as venue for the Philippines vs. Indonesia semi-final game during the Asian Football Federation Suzuki Cup last month.
The plan did not push through after the AFF ruled that the Philippines does not have a venue that will suit its requirements.
Garcia said they are now renovating the field at the Rizal Complex in time for an international football event next month.
Meanwhile, even with a smaller budget this year, Garcia said the PSC will strengthen its grassroots development program and will carry out its plan of reviving the Batang Pinoy competition.
Plans are also underway for the PSC to send a foreign boxing coach to Negros Occidental, who will help in the province’s boxing program.
Garcia said he believes that sports talents abound in Western Visayas, and Negros has provided the country with several boxers of international caliber.*NAB

Sinulog 2010 opens today
The Sinulog Festival 2011 in Kabankalan City, Negros Occidental, formally opens with a novena mass at the city cathedral at 5 p.m. today with Fr. Ricon Dagunan as the celebrant.
The mass will be followed by a procession of St. Niño images, “Sadsad”, composed of KCC high school students, and drum beaters of seven tribes.
The procession will pass by CV Garcia Ave., Guanzon, Tan Lorenzo , Bonifacio., Lirazan ., Tayum., Burgos., and Guanzon Streets, to public plaza, the press release said.
The grand opening ceremonies will be held at the public plaza on Jan. 15. There will be a novena mass at 4:30 p.m. and a motorcade of St. Niño from cathedral to Hda. Palma, Catholic chapel, Brgy. Andulawan, Ilog and Holy Mass and vigil at Hacienda Palma Chapel.
On Jan. 16, there will be a fluvial parade from Brgy. Talubangi to Lugway,, Brgy. 8, Kabankalan; at 6 a.m.; fluvial float competition at 7 a.m,. That STAR OF HOPE which I saw first in 1988 when my classmate Philip Montelibano brought it at school, was nothing for me but an OA dust collector. set for transfer to Pana-ad Stadium
Chairman Ricardo Garcia of the Philippine Sports Commission has confirmed the transfer of floodlights from the Paglaum Sports Complex to Panaad Stadium in Brgy. Mansilingan, Bacolod City.
During his recent visit to Bacolod, Garcia said that he talked with Gov. Alfredo Marañon Jr. and they discussed the plan to provide the stadium with better lighting.
The provincial government has committed to provide for the maintenance of the lightings at the stadium and with the floodlights, Panaad can host sports tournaments at the field even during low-light conditions.
Panaad Stadium, which hosted the football competitions during the 2005 Southeast Asian Games in Bacolod City, was offered by the PSC as venue for the Philippines vs. Indonesia semi-final game during the Asian Football Federation Suzuki Cup last month.
The plan did not push through after the AFF ruled that the Philippines does not have a venue that will suit its requirements.
Garcia said they are now renovating the field at the Rizal Complex in time for an international football event next month.
Meanwhile, even with a smaller budget this year, Garcia said the PSC will strengthen its grassroots development program and will carry out its plan of reviving the Batang Pinoy competition.
Plans are also underway for the PSC to send a foreign boxing coach to Negros Occidental, who will help in the province’s boxing program.

Western Visayas tourist arrivals in 2010 registered at over 2.5M

ILOILO CITY, Jan. 7 (PNA) – The tourists arrivals in Western Visayas for the year 2010 registered at more than 2.5 million, according to Department of Tourism (DOT) Regional Director Edwin Trompeta.
Trompeta said that although they are still in the process of consolidating data, their present figure is more than 2.5 million.
The tourism official further said that this number shows they have nearly hit their target for 2010 which is 2.7 million.
This makes the DOT regional office very optimistic of reaching their target of 2.8 million this year.
The tourist arrivals are mostly registered in Boracay island in Aklan province; Sipalay and Cauayan in Negros Occidental because of the European tourists who are drawn by the beautiful beach resorts in there; Bacolod City because of the resorts and preserved old houses; and Guimaras province which is the mango capital and has beautiful beaches as well.
Most of the tourists who arrived in Western Visayas were from Korea, Singapore, England, Germany, United States of America and Canada. (PNA)

Hi @ Barongoy, definitely the highway across Don Salvador Benedicto is better that the one in Mabinay in terms of riding comfort and beautiful views along the way, awesome view of the North Negros Forest Reserve on the north and on the south, the majestic Mt. Kanlaon , the trip to Bacolod would take longer if you're coming from Dumaguete, but the seaside view on the coastal highway of northern Oriental Negros would make up for the longer ride and there is less road traffic on this western part of Negros Island.....hope this helps, have a nice trip next time.....:)

Southern solons push open skies

LAWMAKERS from Mindanao and the Visayas are pushing for legislation that will allow a “pocket open-skies” policy that they say will boost trade, tourism and employment in their regions.
The members of the 106-strong bloc said open skies, which would remove restrictions on foreign carriers, would have a trickle-down effect on the countryside because businesses such as hotels, resorts, restaurants and the cottage industries would thrive with the influx of tourists and traders.
Davao del Sur Rep. Marc Douglas Cagas IV said open skies would also bring greater economic activity within a regional group that includes Malaysia, Indonesia and the Philippines.
A House resolution by Valenzuela City Rep. Rex Gatchalian urges the adoption of a pocket open-skies policy.
Meanwhile, Cagayan de Oro and Palawan became the latest areas to seek inclusion in the open-skies policy, joining Cebu, Davao, General Santos, Zamboanga, Subic, Laoag and Bacolod.
Palawan Rep. Antonio Alvarez said he wanted to revive talks with the Malaysian carriers because Malaysia wanted to include Palawan as a destination for its 2-million tourists annually. The province attracts only 200,000 tourists a year so far.
“The talks failed because they found the customs, immigration and quarantine fees too steep,” Alvarez said.

The individual competition is set over 54 holes and will use the Molave scoring format while the seniors and team event, a four-to-play, three-to-count format, will be played in the first two days over 36 holes using the Stableford scoring system (net of handicap).
Aside from the centerpiece Championship Flight, other titles to be disputed are Classes A, B, C and D. The seniors division will be for players 55 years old and above.

THE Bacolod City Government will start replicating the best practice of Cambodia, especially on people’s participation on infrastructure program in March, as initial planning have already started with the presence of Democratic Local Governance in Southeast-Asia (DOLGOSEA) project manager Susanne Stephan and Cresencio M. Doma, its Philippine Coordinator.
Bacolod’s core group led by Gilda F. Lluisa, human resource management officer who was trained in Thailand, recently spearheaded the planning along with Councilors Em L. Ang, Monadia Jardin, Caesar Distrito, Secretary to the Mayor Rodel Parcon, City Administrator Dr. Roger Balo. They already discussed the implementation plans with the DOLGESEA representatives who came to the city on Friday.
Stephan said the project runs in five countries - Indonesia, Vietnam, Cambodia, Thailand and Philippines. This is a 13th month project.
It will start in March in Bacolod, Pangasinan and Misamis Oriental as the pilot areas in the Philippines.
“The best practice will be translated into your local circumstance and it is a very good idea to start on one spot where everything will come together and replicate it also in other concerns of the city,” she said.
Doma said the replication is not considered simply copying what they did in Cambodia. “We will look at it on a progressive side, which is the things that we can learn from their best practice. We will try to get the important segment of that best practice and make the replication more meaningful for all of us.”
The core group has identified the perennial problems on traffic and vendors at the Libertad Public Market. They will draw up plans to implement programs that will highlight people participation.
Bacolod City Mayor Evelio R. Leonardia and Local Government Development Foundation (LOGODEF) Executive Director Prof. Edmund Tayao last year signed the Memorandum of Understanding on the Best Practice Model Replication for the City of Bacolod using the model from Cambodia.
The project is co-funded by the European Commission and implemented by the consortium composed of Konrad-Adenauer-Stiftung, Thailand Environment Institute, LOGODEF, United Cities and Local Governments for Asia and Pacific, Association of Indonesian Regency Governments, Association of Cities of Vietnam and National league of Communes/Sangkats of the Kingdom of Cambodia.
Leonardia said that he wants to strengthen the partnership between the private and public sector.
“With the guidance from this project, we can have a mechanism to guide the LGU of Bacolod City. We have private sector which holds huge potential in effectively helping the local government. We can work together because we all have the same purpose and goal which is making Bacolod City a better place to live in,” the mayor added.
Running the city is the work not only of the local government but it is a shared responsibility between the government and the private sector, Leonardia stressed.
The city has grown fast in the past years because of the efforts of the government. But we know that if the private sector becomes more involved, we can run with a pace of 120 KPH, said the mayor.
The private and public sector partnership has been part of Leonardia’s State of the City Address delivered in July 3, 2010, as he would like to see a maximized partnership with the private sector.
Prof. Tamayo said Bacolod will replicate the Best Practice models in Cambodia. While the Philippines is far more developed than Cambodia, Cambodia was able to rebuild its country despite the years of war and infightings because of the private and public sector partnership. (Carla N. Canet)

THE Provincial Board has granted Negros Occidental Governor Alfredo Marañon authority to negotiate for a P1.5 billion loan with the Land Bank of the Philippines to fund the province’s priority health projects.
Marañon said the Provincial Government may not avail of the full amount as the amount needed will depend on the fund requirements of a specific project.
The governor said that one his priorities is the expansion of the Teresita Jalandoni Provincial Hospital in Silay City into 150-bed capacity. The projects, which is supported by Health Secretary Enrique Ona, will cost P102 million.
Marañon also plans to build an oxygen plant facility pegged at P29 million. He said the hospitals under the Provincial Government can save money if they will get their oxygen supply from the province’s own oxygen plant.
The governor also plan to allocate P45 million for the rehabilitation of the Cadiz City District Hospital where an elevator and a doctors’ cottage will be constructed.
Meanwhile, the governor revealed that a multimillion structure will soon rise at the Paglaum Sports Complex.
Under a plan, the sports complex will be converted into a business hub.
Marañon said the first floor of the building will be turned into a commercial and business center while the second floor is intended for a training center for call center agents.
A dormitory for Provincial Government scholars and students residing outside the city will also be constructed, he said.
Marañon said the negotiation has already started and that the Department of Education will most likely give back the property to the Provincial Government. (Teresa Ellera-Dulla)

Philippine Olympic Committee (POC) chairman Monico Puentevella, who is currently in Doha, Qatar, yesterday told Sun.Star-Bacolod that he and Philippine Football Federation (PFF) President Mariano Araneta has met with newly-elected Asian Football Confederation (AFC) executive member Ganbold of Mongolia to request for the two games for the forthcoming AFC Challenge Cup to be played in Panaad Stadium, Bacolod City instead of home and away basis.
This effort is to avoid the freezing winter weather all over Europe and some parts of Asia, however the Mongolian official declined, insisting on one game in Mongolia, which he proposed to be on March 15, 2011.
First game is scheduled February 9, 2011, in Bacolod City and Araneta proposed the next game to be played on Feb. 12, 2011, in the same venue which would mean less expense for the Mongolian team but to no avail.
Negotiation was done during the 24th Asian Football Confederation Congress held here in Doha, Qatar, where AFC President Mohamed Bin Hammam was elected unopposed for another four years, according to Puentevella.
FIFA’s Pres. Sepp Blatter attended and spoke at the forum before the hotly contested election for the other AFC positions.
In the meantime, Puentevella expressed his appreciation for the all out support being given to the preparation of the forthcoming Challenge Cup games in Bacolod City to Negros Occidental Governor Alfredo Marañon and Philippine Sports Commission chairman Richie Garcia.
The only problem hanging now is the approval of DepEd Sec. Bro. Armin Luistro for the transfer of the lights from Paglaum Stadium to Panaad which is owned by DepEd. The papers have been pending in his desk for a week now.
On January 15, the AFC team will inspect the Panaad venue for approval.

2011. New Year. New tourist buses for Silay. Mayor Jose Montelibano was excitingly telling us that to boost Silay Tourism Program, at least, we have brand new tourist buses for Silay for our on-going “Lagaw Silay”, a tour package featuring Silay tourist attractions.
Tourism is a rediscovery. At the dawn of history, tourism was already there when our pre-historic ancestors traveled mainly on foot and the villagers were using banana or bamboo rafts while traversing rivers infested with crocodiles and snakes. Now, we only emphatically emphasize tourism as industry where we accommodate people in our beautiful places in business-like approach by way of introducing our arts, culture and hospitality.
Before the Spaniards reached the shorelines of Carobcob (an encomienda where Silay emerged), the islanders were already crossing Guimaras Strait (body of water between Irong-Irong and Buglas) to maintain barter trade. The islanders were using bamboo raft or bancas with sails or caracoas (large canoes with two rows of oars). In the direct appropriation stage, the native wanderers were merely traveling by foot accompanied by their dogs properly trained for hunting (pangayam). When animals were domesticated and farming became a practice, carabaos and horses brought in our islands by the Spaniards made use of caro or carosa to deliver farm products and to visit established villages.
During the Spanish regime in Silay, the horse and carriage became a fad. Members of the principalia were using calesa (from European caliche) in going to the church, or attending parties by the hacenderos. A calesa is usually driven by a cochero wearing the prescribed uniform. On the other hand, the jornaleros working in the haciendas devised also their means of transportation, the carretela, which resembled the calesa, except that it was like a square box.
In sophisticated Manila, the well-to-do officials and businessmen were driving around the paved streets their victoria, a some-kind-of-sophisticated calesa drawn by two horses with liveried coachmen and footmen. In some provinces in Luzon where Spaniards were dominant, the buena familias were using quiles, a calesa-like structure used to transport four passengers. It was drawn by one horse but on rainy days; more horses could be added because of the muddy calles.
The elites of Silay were sporting the tartan or the tartanilla with two wheels. The carriage was artistically covered with the finest wood and beautiful decoration from Europe. It had one seat only (usually for a very important figure in the pueblo), with a cochero. In the later years, loggers and millers in Negros occidental used the steam locomotive passing the railroads. That was for sugar and logging industries but also for new investors who wanted to put up ranches and sugar plantations.
In 1881, the tranvia was introduced in the Philippines. The seats were only for twelve passengers, with room for eight strap-hangers, but usually carried as many as thirty passengers. The first car at the turn of the century was introduced in Manila, it was known as George Richard. Since cars were expensive, the auto-calesa became very popular in 1920s. It was an open-sided carriage drawn by a horse with benchlike seats for eight or more passengers. In 1930s, metered taxi was gradually accepted for comfortable riding. Businessmen got that feeling of security while on board a taxi.
When World War II ended, army vehicles were converted into colorful jeepneys using Pinoy ingenuity. The jeepneys became a hit and symbolized what the Philippines is all about – durable, innovative, persevering and overcrowded.
Today, we enjoy the comfort of air-conditioned tourist buses, spacious vans, attractive coasters and classy touristers. Out tour guides are properly trained and our attractions offer the amenities which are reflective of the culture of the villagers. Biyahe na!

The Negros Occidental provincial government will evict squatters occupying the Paglaum Sports Complex in Bacolod City as soon as it regains possession of it, Gov. Alfredo Marañon Jr. said yesterday.
The squatter commercial establishments, stalls and residences at the sports complex have reached close to 200, figures from the Negros Occidental Government Assets Management Section showed yesterday.
Squatters not only occupy the Paglaum Sports Complex structures facing Hernaez and Lacson streets, they are now also inside the complex and if no action is taken, may overrun more areas, the governor said.
Squatters houses are now close to the track oval and football field of the sports complex, he noted.
And businesses occupying Paglaum buildings have not been paying rent, he added.
The swimming pool at the facility has also long been unused.
The sports complex was donated by the provincial government to the Department of Education during the term of Gov. Rafael Coscolluela on the condition that the DepEd maintain the facility.
However, years of neglect has led to the deterioration of the sports complex and an increase in squatters in the area, prompting the provincial government to seek its return for breach of the conditions set in the deed of donation.
Marañon said the Negros Occidental provincial government is set to sign a Memorandum of Agreement with the DepEd soon to regain the sports complex so it can be rehabilitated.
The provincial government, aside from rehabilitating the sports facility, plans to build a new three-story building facing Lacson and Hernaez streets, with the ground floor to be leased out to commercial establishments and the two other floors to call centers, he added.
A portion of the structure will also be used as a dormitory for out-of-town students, especially the provincial scholars, the governor said.*CPG

The Negros Occidental provincial government will avail of about half of the P1.5 billion credit line made available to it by the Land Bank of the Philippines for the improvement of two hospitals and the construction of a new one, and for the building of more facilities at the Mambukal Resort in Murcia, Gov. Alfredo Marañon Jr. said yesterday.
The provincial government is also using P28 million from the loan for the purchase of a machine to produce the oxygen needs of its hospitals and P1 million for the structure that will house it in Silay City, Provincial Budget Officer Jose Percival Salado Jr. said.
The provincial government will be able to recover the cost of the machine in two years, Marañon said.
The provincial government is also allotting P102 million from the loan for the expansion of the Teresita Lopez Jalandoni Provincial Hospital in Silay City from a 100-bed facility to 250 with private rooms, he said.
It needs to be expanded because there is not enough space for the patients who go to the facility, the governor said.
Funds will also be allocated for the repair of the five-storey Cadiz District Hospital, which also needs an elevator and a ramp for wheelchairs, he said.
Also to be improved at the Cadiz facility are five run-down doctors’ cottages, he added.
A 50-bed hospital, with 14 private rooms to cater to tourists, will also be built in Sipalay City, he added.
Funds will be allocated for the improvement of the Mambukal Resort that needs more cottages, he said, noting that the facility is always fully booked.
Mambukal has an annual net income of about P10 million, he added.*CPG

Bacolod City is teaming up with the Partnership for Democratic Local Governance in Southeast Asia to replicate local governance best practices on People Private Public Partnership from Cambodia starting March.
DELGOSEA project manager Susanne Stephan yesterday said the project covers five countries in Southeast Asia – Philippines, Indonesia, Cambodia, Thailand and Vietnam.
She said the project activities in the Philippines will start in March 2011 and they will work in three pilot areas – Pangasinan, Misamis Oriental and Bacolod.
Bacolod, which was chosen pilot city out of the 121 others in the country for the project that is co-funded by the European Union, is considering replicating the best practices of Cambodia such as traffic management and illegal vendors.
Stephan said they will work out the transfer concept from Bacolod in February and March followed by capacity building program for local stakeholders so that Bacolod will be ready to start replication from March 2011 onwards.
The Konrad-Adenauer-Stiftung plays a lead role in the management of the project which will be implemented in close coordination with regional organizations and local government associations in countries involved.
TRAINING IN THAILAND
In November 2010, trainors and coaches met and trained for 10 days in Thailand to replicate the best practices in the Philippines and in other countries. They will then start capacity building of local government units in their individual countries this month.
Stephan said Bacolod will have to transfer the best practices coming from Cambodia to its local circumstances – not only traffic but solid waste and illegal vendors and be able to replicate it to other areas in Bacolod.
She said they have 16 best practices from the five countries. If Bacolod is through with the Cambodian project, it is always free to select another project, she added.
“You have to select the best practice that will suit you and which you think will solve your problems here,” Stephan also said.
DELGOSEA national coordinator Crescencio Doma Jr., said the tourism of Puket is the best practice model from Thailand which will be replicated by Misamis Oriental. The Puket model focuses on the preservation of the cultural heritage of the municipality which is an integral part of their tourism industry, he said.

Doma said Misamis will try to replicate how tourism was restored in Puket, Thailand after the tsunami tragedy in the area.
Pangasinan, on the other hand, has a project that would address the waste water of an urban community, he said.
They would like to address the waste water of Alaminos, which is the pilot area for replication, so they are constructing the wetland near the poblacion leading to the outer side of the city because they would like to protect the waters of Pangasinan considering that it is the home of the hundred islands which is a tourist destination, Doma added.*CGS

The floodlights at the Paglaum Sports Complex will be transferred as soon as Department of Education Secretary Armin Luistro approves the request submitted to his office by the provincial government.
Former Bacolod City congressman Monico Puentevella, who presently serves as Philippine Olympic Committee chairman, said the lights are needed for the Asian Football Confederation Challenge Cup game scheduled on Feb. 9, 2011 at the Panaad Stadium in Brgy. Mansilingan, Bacolod City.
Puentevella said a team from the AFC will be in Bacolod on January 15 to inspect the Panaad venue and assess its suitability to host the game.

No less than Bacolod City Mayor Evelio "Bing" Leonardia declared in last Wednesday’s presscon at the New Government Center (NGC) that the Bacolaodiat Festival is here to stay and that after last year’s staging it can now be considered an institution.
He recalled that it was during the visit of Congressman Jerry Treñas in 2005, at the wake of Mrs. Ester Ramos Leonardia, his mother, that talks about the Bacolaodiat in Iloilo got underway and which was eventually adopted in Bacolod.
Mayor Bing saw the transfer of technology between Bacolod and Iloilo as one which shall further strengthen relations between the twin cities.
Meanwhile, Bacolaodiat Chairman Leonito Lopue had announced the holding of the annual festival (now its 6th in the City of Smiles), on February 3 to 6, said that it has been proposed in Congress that the Chinese New Year be declared a National Holiday. That being the case, Bacolaodiat will truly be the kind of institution cited by Mayor Bing.
Lopue expressed hopes that Congress approves the proposal, announced in Wednesday’s presscon that the festival will make the city hop for three days as it welcomes the "Year of the Rabbit."
He pointed out that the tourism stretch from 4th to 17th Lacson streets, including the North Capitol Road, will be painted red during the celebration.
Lopue added that the first day shall include the Grand Parade at 5 p.m., the opening of the Chopsticks Alley along North Capitol Road at 6 pm and a cultural show at 6:30 pm. He also revealed that the performers’ costumes, numbering 30, for the various presentations, had been brought all the way from China and that each night there shall be fireworks for 5 to 10 minutes at the Capitol Lagoon.
Original ethnic costumes spelling China’s history, he said, will make a big difference from past presentations in a bid to educate Pinoys and Chinoys on Chinese culture.
Lopue, who went as far as showing mediamen an audio-visual presentation on Bacolaodiat (featuring the previous year’s festival in Bacolod) expressed optimism that the yearly event will attract more tourists into the city, especially the large throng of Chinese tourists flocking the country.
At the same time, mammoth paper animals, which were displayed at the NGC grounds last year, will even be more gigantic in size this year (to be displayed once more at the NGC grounds), he added.

A world class transportation terminal will soon rise in the northern side of Bacolod City.
According to Mayor Evelio Leonardia, the proposed North Terminal will be established in the northern part of Bacolod. This is a world-class standard terminal equipped with amenities like refreshments and lodging facilities to especially accommodate tourists. But, the main reason in putting up the terminal outside the city is to ease traffic in the main thoroughfares since the city is growing more than 30% in population.
He said the construction of the north terminal will not only give impact to the transportation business, but also on the tourism industry.
Vice Mayor Jude Thaddeus Sayson said, the delay in the construction of the north terminal is due to documentary requirements of the proposed overpass which will also be built in the area. These are two synchronized projects in the city, it was pointed out. They are also looking into the possibility of all PUJs from the North stopping at the terminal. Talisay alone has 700 units and that is a big volume to reckon with, he added.
Tentatively, in March or April this year, the two top city officials said Ceres buses and the other buses which are presently occupying the Shopping Northbound terminal should be at the new terminal beside the Pepsi Cola plant in Bata Subdivision. Leonardia said should there be another terminal set up in the South for Southbound vehicles that would seek to decongest
traffic in the city, and help in the city’s thrust to move forward. The Vice Mayor, on the other hand, said, the Northbound buses should be moved together to the new terminal smoothly without any snags or any trouble.
As for the awaited flyover, Leonardia announced that the needed materials for its construction are now complete.*

Preparations are underway for Bacolod City and province of Negros Occidental to host this year’s Asia Pacific Softball Championship in the second week of June.
An independent sports association will spearhead the hosting of the annual Asia Pacific softball championship in coordination with the City Government of Bacolod and Province of Negros Occidental where the winners are to represent Asia Pacific in the World Series held in separate venues of the USA.
Four age categories will compete in the tournament; the Major League (11-12 years old), Junior League (13-14); Senior League (14-16) and Big League (16-18).
Bacolod City will only host the softball event, while Manila and other parts of the country will play host to baseball with the same age group categories.
The association that will run the tournament, in coordination with Little League of the Philippines, is now conducting meetings with concerned persons who have the knowledge in running the tournament.
Bacolod City will field three age group categories; the Major, Junior and Senior leagues, provided they will hurdle other teams from other parts of the country in the upcoming Philippine Series in Lipa City, Batangas.
The Major League is represented by players from Educational Training Center School (ETCS 1 & 2) and the Junior and Senior leagues from Domingo Lacson National High School. These schools are many times Palarong Pambansa champions in the said event.
Under the Bacolod-Negros (BaNeg) Little League Softball Chapter, it won several Asia Pacific titles in the past and represents the region in numerous World Series and placed third or fifth in several tournaments held in the past.
Bacolod City, represented by Paglaum National High School won the World Series Junior League in 1996.
Last year, two teams from Bacolod City failed to compete in Asia Pacific in Jakarta, Indonesia after a financier failed to give them the plane tickets hours before they are set to depart to the competition proper. The Major League won the title, but also failed to compete in World Series due to no-adult to accompany them when Little League Philippines failed to include the guardian of the team.
Bacolod City hosting the Asia Pacific was known after the three teams captured the Philippine Series in Daet, Camarines Norte last April. The Little League Philippines informed them unofficially to award the hosting to Bacolod City, knowing the hospitality of Negrenses.
The Philippines is this year’s host of the Asia Pacific Softball Championship after China hosted it in 2008, Guam in 2009 and Indonesia in 2010.*

Spring water swimming pool at Silay Outdoor Recreation and Ecotourism Area (SORETA) in Brgy. Patag is now open for public use.
Mayor Jose Montelibano said the pool will complement the interest of those who are going to Patag to trek, camp, stargaze and visit the waterfalls.
SORETA facilities include seven rooms for backpackers, a conference area for lectures and meetings and a mess hall with rural kitchen facilities.

Spring water swimming pool at Silay Outdoor Recreation and Ecotourism Area (SORETA) in Brgy. Patag is now open for public use.

Cleanliness, health and sanitation in the North Public Market, have vastly improved after leaders of the vendor’s association aired various complaints in broadcast and print media specifically the NDB and DYRL Radyo, about their major concerns related to sanitation issues.
Earlier, during the height of the Christmas season last year, Ruben Casipe, of the Bacolod North Public Market Sea Product Vendors’ Association, Inc. (BNMSPVAI), had declared in media interviews that sanitation and cleanliness left much to be desired because, early in the morning, water to clean the toilet was not available, the drainage system overflowed with water, while garbage piled up as it was not collected regularly.
After these concerns were aired, Casipe said, the market worker in-charge of opening the faucet from the water tank, arrived early, garbage was collected and the comfort room cleaned, although more comprehensive cleaning is needed to be done as until now, foul odor still permeates nearby areas, the toilet, often remains closed.
The North Market or Burgos Market as is commonly called, is where market-goers proceed to, when they buy commodities for cooking, including sea products such as fish, seashells and vegetables. Casipe said, market vendors have complained against the state of affairs in the public market because the improvement could attract market-goers and encourage them to patronize the place.
However, Casipe said regular cleaning of the market which is being done every Friday is being done sparingly, a system which is blocked and which causes water to overflow when it rains, still needed to be repaired.
The roof in a portion of the public market needs to be also immediately repaired, because there are already holes which drench the vendors whenever it rains.
These problems need the attention of city government officials but which the market supervisor has not acted upon.
Another major problem impacting upon the vendors is their lack of capital for their businesses. Because of this, the vendors have to borrow money from Indian and Pakistani money lenders, which when computed disadvantages the money is usurious. The lenders usually collect debts due them on a daily basis.
In an effort to help the vendors, Casipe said, he will send a letter to Bacolod Lone District Congressman Anthony Golez to ask his assistance in putting up a credit cooperative with some capital to relieve the vendors of the burdens they are shouldering with regards to their livelihood.

No less than Department of Labor and Employment (DOLE) Secretary Rosalinda Dimapilis-Baldoz confirmed Monday that several call centers are eyeing Bacolod and Negros Occidental for expansion of their branches or offices.
In short, this confirms my previous information that call centers have opted to get out of Metro Manila because of certain constraints that militate against hiring more call center agents there.
I had earlier disclosed that Ayala Corporation has already earmarked about seven to be set up in the Ayala North Point of Talisay City.
Another is reportedly set to open up its branch in Kabankalan City soon.
The reason - Bacolod can no longer cope with the demand for trained call center manpower. And their hope is that the provincial training center jointly with the city will soon be able to turn out enough trained manpower for their needs.
Incidentally, our informed sources from these call centers indicate that some 30 percent of its employees are outsiders. Either from Iloilo or nearby provinces.
In short, the provincial government that has come up with a worthwhile project for the training of call center agents. And it has signed MOAs with at least two IT centers regarding their training of call center agents.
In short, the provincial government will soon reap a harvest of benefits for the province with the program initiated by Negros Occidental Governor Alfredo Marañon, Jr. with Atty. Jose Ma. Valencia having taken over the guidance of the project which has transformed the Paglaum Stadium into a training center.

Preparations are underway for Bacolod City and province of Negros Occidental to host this year’s Asia Pacific Softball Championship in the second week of June.
An independent sports association will spearhead the hosting of the annual Asia Pacific softball championship in coordination with the City Government of Bacolod and Province of Negros Occidental where the winners are to represent Asia Pacific in the World Series held in separate venues of the USA.
Four age categories will compete in the tournament; the Major League (11-12 years old), Junior League (13-14); Senior League (14-16) and Big League (16-18).
Bacolod City will only host the softball event, while Manila and other parts of the country will play host to baseball with the same age group categories.
The association that will run the tournament, in coordination with Little League of the Philippines, is now conducting meetings with concerned persons who have the knowledge in running the tournament.
Bacolod City will field three age group categories; the Major, Junior and Senior leagues, provided they will hurdle other teams from other parts of the country in the upcoming Philippine Series in Lipa City, Batangas.
The Major League is represented by players from Educational Training Center School (ETCS 1 & 2) and the Junior and Senior leagues from Domingo Lacson National High School. These schools are many times Palarong Pambansa champions in the said event.
Under the Bacolod-Negros (BaNeg) Little League Softball Chapter, it won several Asia Pacific titles in the past and represents the region in numerous World Series and placed third or fifth in several tournaments held in the past.
Bacolod City, represented by Paglaum National High School won the World Series Junior League in 1996.
Last year, two teams from Bacolod City failed to compete in Asia Pacific in Jakarta, Indonesia after a financier failed to give them the plane tickets hours before they are set to depart to the competition proper. The Major League won the title, but also failed to compete in World Series due to no-adult to accompany them when Little League Philippines failed to include the guardian of the team.
Bacolod City hosting the Asia Pacific was known after the three teams captured the Philippine Series in Daet, Camarines Norte last April. The Little League Philippines informed them unofficially to award the hosting to Bacolod City, knowing the hospitality of Negrenses.
The Philippines is this year’s host of the Asia Pacific Softball Championship after China hosted it in 2008, Guam in 2009 and Indonesia in 2010.*

MANILA, Philippines – Major Philippine airports are being readied for the arrival of more flights from abroad once the “open skies policy” gets implemented, Tourism Secretary Alberto Lim said on Radyo Inquirer Wednesday morning.
Lim said the airports in Cebu, Davao, Iloilo, Cagayan de Oro, Tagbilaran, Puerto Princesa, Bacolod and other key cities were “ ready.” He said the Bureau of Customs, Bureau of Immigration and the Bureau of Quarantine would be expected to deploy additional personnel once the flights start coming in.
“But that should not be a problem. In fact, it would mean more employment,” Lim told Jay Sonza of “Tapatan.”
Lim said the “open skies policy” would benefit the country, citing the case of the former US military Clark Air Base which was converted into a commercial airport under the 'pocket open skies' policy.
He noted that in 2003, only 10,000 airline passengers passed through Clark. But this soared to 500,000 passengers following President Gloria Macapagal-Arroyo's decree opening the airport to foreign budget and low-cost air carriers in 2005.
“The open skies policy is a policy that would promote competition among airlines. In the process, this would bring down rates of fares,” Lim said in Filipino.

Philippine Olympic Committee (POC) chairman Monico Puentevella, who is currently in Doha, Qatar, yesterday told Sun.Star-Bacolod that he and Philippine Football Federation (PFF) President Mariano Araneta has met with newly-elected Asian Football Confederation (AFC) executive member Ganbold of Mongolia to request for the two games for the forthcoming AFC Challenge Cup to be played in Panaad Stadium, Bacolod City instead of home and away basis.
This effort is to avoid the freezing winter weather all over Europe and some parts of Asia, however the Mongolian official declined, insisting on one game in Mongolia, which he proposed to be on March 15, 2011.
First game is scheduled February 9, 2011, in Bacolod City and Araneta proposed the next game to be played on Feb. 12, 2011, in the same venue which would mean less expense for the Mongolian team but to no avail.
Negotiation was done during the 24th Asian Football Confederation Congress held here in Doha, Qatar, where AFC President Mohamed Bin Hammam was elected unopposed for another four years, according to Puentevella.
FIFA’s Pres. Sepp Blatter attended and spoke at the forum before the hotly contested election for the other AFC positions.
In the meantime, Puentevella expressed his appreciation for the all out support being given to the preparation of the forthcoming Challenge Cup games in Bacolod City to Negros Occidental Governor Alfredo Marañon and Philippine Sports Commission chairman Richie Garcia.
The only problem hanging now is the approval of DepEd Sec. Bro. Armin Luistro for the transfer of the lights from Paglaum Stadium to Panaad which is owned by DepEd. The papers have been pending in his desk for a week now.
On January 15, the AFC team will inspect the Panaad venue for approval.

NEGROS Navigation Co. (Nenaco) has made a tender offer for the remaining shares owned by the public in Aboitiz Transport System Corp. (ATSC).
In a disclosure, Nenaco said that it will acquire publicly owned 166.32 million common ATSC shares, or about 6.8 percent of the transport company, at P1.88 per share and valued at P312.9 million.
“The tender offer period shall commence at 9 am of January 11 to end-February [12 noon], unless extended by the bidder upon approval by the Securities and Exchange Commission [SEC],” ATSC said in its disclosure.
According to the SEC rules, a company can make a tender offer to other shareholders if it buys at least 35 percent of a publicly listed firm.
Nenaco late last year acquired 93 percent of the combined ownership of Aboitiz Equity Ventures and Aboitiz and Co. (ACO) in ATSC.
AEV previously owned 77.24 percent of ATSC, while ACO, a privately held firm, had 15.96-percent share, while the rest is owned by the public.
Nenaco paid the two Aboitiz firms a total of P4.28 billion.
Not included in the transaction are the joint-venture companies of ATSC with the Jebsen Group of Norway, a ship management, manning and crew management, and bulk transport firm.
Before the sale of ATSC to Nenaco, AEV acquired the ship management, manning, crewing, and bulk transport businesses for P355.91 million, while ACO acquired the chartering business for P44 million.
Both firms are turning in profits for ATSC in the previous years.
Over the years, Aboitiz’s shipping unit was a drag to the AEV’s profitability.
ATSC posted a net loss of P480.4 million for the first three quarters of 2010 after it dry-docked most of its vessels for the first part of the year.
In July 2008, Kuwaiti Gulf Link Inc. made an offer to the Aboitiz family to buy the domestic shipping units of ATSC. That deal fizzled, however, out as a result of the world financial crisis.
Finally China-ASEAN Marine B.V., a company based and incorporated in the Netherlands, funded Nenaco’s acquisition of ATSC.
ATSC operates a fleet of around 18 vessels, including fast crafts, but the high fuel cost limited its ability to post profit.

* Guimaras province which is the ”mango capital of the Philippines” and has beautiful beaches as well.

And another thing is, been to different sports complex sa Metro and all i can say, Panaad ang pinakadaku sa ila tanan..kung may ara man lang gali sa Metro Manila nga maka accommodate nga diri pa ging butang..a simple logic man!:lol:

Philippine Olympic Committee (POC) chairman Monico Puentevella, who is currently in Doha, Qatar, yesterday told Sun.Star-Bacolod that he and Philippine Football Federation (PFF) President Mariano Araneta has met with newly-elected Asian Football Confederation (AFC) executive member Ganbold of Mongolia to request for the two games for the forthcoming AFC Challenge Cup to be played in Panaad Stadium, Bacolod City instead of home and away basis.
This effort is to avoid the freezing winter weather all over Europe and some parts of Asia, however the Mongolian official declined, insisting on one game in Mongolia, which he proposed to be on March 15, 2011.
First game is scheduled February 9, 2011, in Bacolod City and Araneta proposed the next game to be played on Feb. 12, 2011, in the same venue which would mean less expense for the Mongolian team but to no avail.
Negotiation was done during the 24th Asian Football Confederation Congress held here in Doha, Qatar, where AFC President Mohamed Bin Hammam was elected unopposed for another four years, according to Puentevella.
FIFA’s Pres. Sepp Blatter attended and spoke at the forum before the hotly contested election for the other AFC positions.
In the meantime, Puentevella expressed his appreciation for the all out support being given to the preparation of the forthcoming Challenge Cup games in Bacolod City to Negros Occidental Governor Alfredo Marañon and Philippine Sports Commission chairman Richie Garcia.
The only problem hanging now is the approval of DepEd Sec. Bro. Armin Luistro for the transfer of the lights from Paglaum Stadium to Panaad which is owned by DepEd. The papers have been pending in his desk for a week now.
On January 15, the AFC team will inspect the Panaad venue for approval.

Being the host of the very first Palarong Pambansa in 1976 (Paglaum) dugay na gid ya ang Negros ga shine sa sports. we even had the first component city to host the WVRAA Games (Bago). Panaad Sports Complex is the biggest environmentally-sound sports facility in the country.

Azkals manager Dan Palami yesterday announced the entry of German Hans Michael Weiss as its head coach.
Weiss brings with him a lot of hope and experience when he takes over the Azkals’ training on Jan. 16, three weeks before the start of their AFC Challenge Cup tie against Mongolia.
The 45-year-old Weiss will replace Simon McMenemy, the English coach who steered the Azkals to a historic semifinals stint in the recent AFF Suzuki Cup.

Spring water swimming pool at Silay Outdoor Recreation and Ecotourism Area (SORETA) in Brgy. Patag is now open for public use.
Mayor Jose Montelibano said the pool will complement the interest of those who are going to Patag to trek, camp, stargaze and visit the waterfalls.
SORETA facilities include seven rooms for backpackers, a conference area for lectures and meetings and a mess hall with rural kitchen facilities.
The activities are supervised by the Silay Tourism Office under the management of Brgy. Patag Council headed by Punong Barangay Milagros Catalan.
Entrance fee is P10.00 and swimming pool fee is P30.00 while room occupancy, camping sites and visit to the waterfalls or a long trek to Tinagong Dagat could be arranged with the management.
Montelibano added that farmers of Patag will be given the opportunity to sell the produce of their farms and the cooperatives can offer their culinary delights.
The full operation of SORETA would mean economic opportunity for residents because those who are involved in the livelihood program can sell their soft brooms, native body ornaments and potted plants.

BACOLOD City Councilor Em L. Ang has proposed a resolution supporting House Bill No. 1072 and 2715, declaring the Chinese New Year on February 3 as a special non-working holiday in the Philippines.
She said that House Committee on Revision of Laws of the 15th Congress has consolidated House Bill 1072, 611 and 2715 for floor deliberation when the Lower House resumes session on January 17, 2011.

House Bill 1072, entitled "An Act Declaring the Chinese New Year a Special Non-Working Public Holiday in the Philippines" was proposed by Cagayan de Oro 2nd District Representative Rufus Rodriguez and Abante Mindanao Party-list Representative Maximo Rodriguez Jr.
House Bill 611 entitled "An Act Declaring Chinese New Year of Each Year as a Special Non-Working Holiday as a Sign of Goodwill and Amity Between the Philippines and China" was proposed by Aurora Representative Juan Edgardo M. Angara.
Meanwhile, House Bill 2715, entitled "An Act Declaring Every Lunar Year a Regular Holiday Throughout the Entire Philippines" was authored by Northern Samar Representative Emil Ong.
She said that the congressional record of the plenary proceedings of the 15th Congress manifested a Committee Report by the Committee on Revision of Laws (Committee Report No. 301), which recommended the approval of HB 1072, in consolidation with House Bill 611 and 2715 sponsored by the chairman of the Committee on Revision of Laws, Congresswoman Marlyn Primicias-Agabas, and the proponents.
House Bills 1072, 611 and 2715 embody the strengthening of the Chinese-Filipino relations via recognizing the great contributions of the Chinese community in the Philippine cultural heritage.

ABOUT 800 Bosconian athletes from 10 Salesian schools are expected to see action in various sports disciplines as the 2011 National Boscolympics unfolds January 17-21, 2011 at Don Bosco Technical Institute (DBTI) – Victorias City.
This national event, to be joined by schools from Makati, Mandaluyong, Tarlac, Pampanga, Canlubang, Sta. Rosa, Cebu, Dumaguete and host-DBTI with special participation of Don Bosco-Guam, is the opening salvo of DBTI’s 60th Foundation Anniversary celebration after it was founded in 1951.
Guam will be fielding 42 athletes in this National Don Bosco Athletic Association (DBAA)-organized event.

COUNCILOR Em L. Ang will propose a resolution urging the Land Transportation Office (LTO) to strictly implement the rules and the corresponding penalties against illegal parking.
She said that Sections 46 of R.A. 4136, otherwise known as the "Land Transportation and Traffic Code" provides that parking is prohibited, whether attended or unattended, within an intersection, on a cross walk, within six meters of the intersection of curb lines, within four meters of the driveway entrance to a fire station, within four meters of fire hydrant, on the roadway side of any vehicle stopped or parked at the curb or edge of the highway.
She said that Section 52 of the same law provides that no person shall drive or park a motor vehicle upon or along any sidewalk, path or alley not intended for vehicular traffic or parking.
Violation of Sections 46 and 52 of Republic Act 4136 has corresponding penalties as prescribed by Sections 56(g) of a fine not exceeding one hundred pesos (P100), and 56(h) a fine not exceeding fifty pesos (P50).
One major cause of traffic congestion in Bacolod City is the reckless and uncontrolled parking of PUVs and private vehicles by drivers in places where parking is prohibited. Senator Franklin Drilon said yesterday he is optimistic that the Senate will pass his counterpart bill seeking the creation of a second congressional district for Bacolod City.
Drilon told the DAILY STAR he has not heard of any objections to Senate Bill No. 2568, and does not see any legal obstacles to it.
The House of Representatives on December 8 approved on third and final reading its version of the bill filed by Bacolod Rep. Anthony Golez for the creation of a second Bacolod congressional district.
Drilon said he is waiting for the House to officially transmit a copy of the Golez bill to the Senate so he can set his counterpart bill for hearing.
“I will check on it as soon as the Senate resumes sessions on Jan. 17,” Drilon said.
Golez yesterday also said he will follow up on the House transmission of his approved bill to the Senate.
House Bill No. 2999 is an act providing for the creation of two legislative districts for Bacolod wherein barangays 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21, 22, 23, 24, 25, 26, 27,28, 29, 30, 31, 33, 41, Alangilan, Banago, Bata, Estefania, Granada, Mandalagan, Monte Vista, Villamonte and Vista Alegre will comprise the First District, while barangays 32, 34, 35, 36, 37, 38, 39, 40, Alijis, Cabug, Felisa, Handumanan, Mansilingan, Pahanocoy, Punta Taytay, Singcang, Sum-ag, Taculing and Tangub will comprise the Second District.
It also proposes that the Bacolod Sangguniang Panlungsod be composed of a vice mayor as the presiding officer, with eight SP members from each district, who shall be elected in the district where they reside, the president of the city chapter of the Liga ng mga Barangay, the president of the Panlungsod na Pederasyon ng mga Sangguniang Kabataan and other sectoral representatives, as members.

My intention last weekend was to determine for myself the extent of the intrusion by squatters into the Paglaum Sports Complex, and to find out the extent of work the provincial government will have to do to eject them from the area.
The houses of squatters started to be constructed in the area during the time of the late Governor Alfredo Montelibano Jr.. But since the time the education department took over control of the facility from the province, the invasion became a stampede.
But surprise! What greeted me at the entrance to the stadium was a prominently displayed signage – Negros Occidental Language Information and Technical Center.
I’ve only hear rumors about this favorite pet project of the late Governor Joseph Marañon Jr. And the determination by Governonr Alfredo Marañon to really make it fully operational.
The reason is that it is the center that will provide the needed manpower of call centers in the province. This was made more urgent with the reported plan of Manila-based IT corporations to transfer to the province which they find ideal for their operations. And Marañon certainly wants to encourage them by the promise of ready manpower.
Thus, my original intent was abandoned. Instead, I focused my attention on the NOLITC, led by director Edmundo Claur.
Imagine my surprise when I and Mrs. Athena Baren, secretary of the Fabricanian Association, found out that there are currently two batches of trainees undergoing training in English and communication.
My son, Jose Fulgencio (Toto) took pains to explain to me the visions of Gov. Marañon and chief of staff Jose Ma. Valencia to make the center truly an operating mill for acceptable graduates for employment by present and prospective call centers.
It must be stressed that there are several IT outfits that intend to put up their local IT centers. Ayala, for example, reportedly already had pledged to put up six centers in Talisay City. This was confirmed by Talisay Mayor Eric Saratan.
And Silay City has been advertising openings for employees (prospective). And there is the possibility that another may soon put up another call center in that city.
For one, I heard that one of the biggest IT groups will put up a call center in Kabankalan City. No more Bacolod because the city is running out of trained agents.
Claur, the center director, said there are currently two batches of scholars being trained as call center agents.
Marañon is encouraging local government units to sponsor scholars who are assured of immediate employment if they complete the training course. The reason – it is tailors to precisely the requirements of call centers. Already, as I understand it, five have been employed by a local call center without much examination since they know they are trained according to their specifications.
Since most of the scholars are from out of town, the provincial government has put up for them a dormitory for girls and another for boys. And they are comfortable as these are air-conditioned.
So, they are going to have another batch of trainees. For the moment, according to Claur, there are 40 trainees or the two batches undergoing training and instruction in English language and computers.

Senator Franklin Drilon said yesterday he is optimistic that the Senate will pass his counterpart bill seeking the creation of a second congressional district for Bacolod City.
Drilon told the DAILY STAR he has not heard of any objections to Senate Bill No. 2568, and does not see any legal obstacles to it.
The House of Representatives on December 8 approved on third and final reading its version of the bill filed by Bacolod Rep. Anthony Golez for the creation of a second Bacolod congressional district.
Drilon said he is waiting for the House to officially transmit a copy of the Golez bill to the Senate so he can set his counterpart bill for hearing.
“I will check on it as soon as the Senate resumes sessions on Jan. 17,” Drilon said.
Golez yesterday also said he will follow up on the House transmission of his approved bill to the Senate.
House Bill No. 2999 is an act providing for the creation of two legislative districts for Bacolod wherein barangays 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21, 22, 23, 24, 25, 26, 27,28, 29, 30, 31, 33, 41, Alangilan, Banago, Bata, Estefania, Granada, Mandalagan, Monte Vista, Villamonte and Vista Alegre will comprise the First District, while barangays 32, 34, 35, 36, 37, 38, 39, 40, Alijis, Cabug, Felisa, Handumanan, Mansilingan, Pahanocoy, Punta Taytay, Singcang, Sum-ag, Taculing and Tangub will comprise the Second District.
It also proposes that the Bacolod Sangguniang Panlungsod be composed of a vice mayor as the presiding officer, with eight SP members from each district, who shall be elected in the district where they reside, the president of the city chapter of the Liga ng mga Barangay, the president of the Panlungsod na Pederasyon ng mga Sangguniang Kabataan and other sectoral representatives, as members.

My intention last weekend was to determine for myself the extent of the intrusion by squatters into the Paglaum Sports Complex, and to find out the extent of work the provincial government will have to do to eject them from the area.
The houses of squatters started to be constructed in the area during the time of the late Governor Alfredo Montelibano Jr.. But since the time the education department took over control of the facility from the province, the invasion became a stampede.
But surprise! What greeted me at the entrance to the stadium was a prominently displayed signage – Negros Occidental Language Information and Technical Center.
I’ve only hear rumors about this favorite pet project of the late Governor Joseph Marañon Jr. And the determination by Governonr Alfredo Marañon to really make it fully operational.
The reason is that it is the center that will provide the needed manpower of call centers in the province. This was made more urgent with the reported plan of Manila-based IT corporations to transfer to the province which they find ideal for their operations. And Marañon certainly wants to encourage them by the promise of ready manpower.
Thus, my original intent was abandoned. Instead, I focused my attention on the NOLITC, led by director Edmundo Claur.
Imagine my surprise when I and Mrs. Athena Baren, secretary of the Fabricanian Association, found out that there are currently two batches of trainees undergoing training in English and communication.
My son, Jose Fulgencio (Toto) took pains to explain to me the visions of Gov. Marañon and chief of staff Jose Ma. Valencia to make the center truly an operating mill for acceptable graduates for employment by present and prospective call centers.
It must be stressed that there are several IT outfits that intend to put up their local IT centers. Ayala, for example, reportedly already had pledged to put up six centers in Talisay City. This was confirmed by Talisay Mayor Eric Saratan.
And Silay City has been advertising openings for employees (prospective). And there is the possibility that another may soon put up another call center in that city.
For one, I heard that one of the biggest IT groups will put up a call center in Kabankalan City. No more Bacolod because the city is running out of trained agents.
Claur, the center director, said there are currently two batches of scholars being trained as call center agents.
Marañon is encouraging local government units to sponsor scholars who are assured of immediate employment if they complete the training course. The reason – it is tailors to precisely the requirements of call centers. Already, as I understand it, five have been employed by a local call center without much examination since they know they are trained according to their specifications.
Since most of the scholars are from out of town, the provincial government has put up for them a dormitory for girls and another for boys. And they are comfortable as these are air-conditioned.
So, they are going to have another batch of trainees. For the moment, according to Claur, there are 40 trainees or the two batches undergoing training and instruction in English language and computers.

I made it my new year resolution not to skip a day without logging in to our thread even just to lurk or read a lot of backpages...but it's only 9 days in January and it seems I already broke my own rule.
