Philex defies local pols, to reopen Negros mine

BACOLOD CITY – Philex Mining Corp. is bent on resuming gold mining in southern Negros despite the opposition of the Negro Occidental provincial council to any form of mining.

Philex chairman Manuel Pangilinan, who was here during the weekend for the first in the best-of-seven games between Talk ’n Text and San Miguel Beer for the PBA Open championship, said reopening the Bulawan project will benefit host communities.

Bulawan started commercial operations in January 1996 and was decommissioned in May 2002. It produced 465,766 equivalent ounces of gold during the period.

Since the closure of Bulawan, Philex has been maintaining the site, waiting for an improvement in gold prices before putting it back in operation.

The Negros Occ. Sangguniang Panlalawigan (SP) has passed a resolution opposing exploration, extraction and processing of mineral products in the province for the next 25 years.

Negros Occ. Gov. Alfredo Marañon Jr., however, has broken ranks with the SP, saying mining will boost the local economy and provide jobs for residents.

Sipalay Mayor Oscar Montilla said the mining operations will not damage the tourist attractions of southern Negros as feared by anti-mining groups.

Two other mining companies, Essensa and Eagle Cement, have applications with the Department of Environment and Natural Resources to explore in the southwest Negros mineral belt which spans Cauayan, Sipalay and Hinobaan in Negros Occidental and Basay and Bayawan in Negros Oriental.

In South Cotabato, the Tampakan project of Sagittarius Mining has also been derailed by a ban on open-pit mining imposed by the provincial government.

Tampakan, the biggest single biggest foreign investment after the Malapampaya natural gas facility at $5.2 billion, holds what is considered to be the largest undeveloped copper in Southeast Asia.

Philex, the country’s most profitable mining company, earned an income of P2.1 billion during the first nine months of 2010, up 21 percent from the P1.7 billion during the same period in 2009.

Operating revenues from January to September stood at P8.6 billion, up the P6.8 billion posted in the same period in 2009 mainly due to higher prices for gold and silver.

Philex, however, has been preparing for the day when its Padcal mine in Tuba, Benguet, which has been in operation since 1958, runs low in reserves.

Since 2001, Philex has been focusing on exploring and blocking off reserves in the Silangan project in Surigao, a property which is said to contain rich copper-gold porphyry deposits.

MANILA---Mongolia plans to field a young, inexperienced lineup when it faces the Philippines in the AFC Challenge Cup qualifying series starting Feb. 9 at the Panaad Stadium in Bacolod.

That’s the information gathered by Azkals coach Hans Michael Weiss, who said that the hosts’ edge in experience should give them more motivation to pull off a win against the Mongolians, who are ranked 30 places lower than the Philippines at 182 in the world.

“It’s a transition year for Mongolia,” the German coach said at the PSA Forum at Shakey’s UN Avenue in Manila. “Maybe we will be facing an inexperienced team.”

Weiss, who is hoping for “a convincing win,” said he has been informed that Mongolia plans to hold a training camp in Guangzhou a week before the match, and that could negate whatever advantage the Azkals have in terms of acclimatizing to the Philippine weather.

At the same forum presented by Pagcor, Accel, Outlast Battery and Shakey’s, Philippine Sports Commission chair Richie Garcia said he is waiting for the release of the P6 million to help defray the cost of hosting the match.

“The hosting of the match is very important, especially now that we are trying to ignite a strong following in football,” Garcia said.

The bulk of the government funding will go to the enhancement of Panaad’s lighting system.

Weiss said the Azkals’ transition to a more attacking style of play will take time.

“Its really difficult to impose that style of play and a coach needs a certain period of time, considering the low level of football pitches we have in the Philippines,” he said.

The celebrated Philippine national football team is arriving in Bacolod City tonight with new coach Michael Weiss and officials of the Philippine Football Federation.

Silay City Mayor Jose “Oti” Montelibano said the team is expected to arrive 6 p.m. at the Bacolod-Silay Airport and will proceed to Bacolod City for a welcome dinner to be hosted by Gov. Alfredo Marañon Jr.

Montelibano said they are also planning to host a welcome party for the Azkals but everything will depend on the schedule of the team.

Among the players who will arrive today is goalkeeper Eduard Sacapano, who hails from Bago City, while the Younghusband brothers, James and Philip, along with defender Aly Borromeo, will join the team this weekend.

Rob Gier, Ray Johnson, Jade de Jong, and Neil Etheridge will arrive on Feb. 6.

Meanwhile, the PFF has advised those who sent an email for ticket reservation before January 18, 2011 to resend their reservation to ticketing@the-pff.com using the correct format.

As posted on its website, the PFF will accept reservations until 11 p.m. today and deadline of payment for all reserved tickets will be on January 28. All unpaid tickets will be released on a first come, first serve basis on February 9, from 1 p.m. to 5 p.m. at the Panaad Park and Stadium Ticket Office.

For Manila-based requests, tickets may be claimed at the PFF House of Football, 27 Danny Floro corner Captain Henry Javier Streets, Oranbo, Pasig City on February 2-3, from 9 a.m. to 5 p.m. only.

All set to hoist the banner of Bacolod City and Negros Occidental in the 1st Philippine Open Tchoukball Championships, the three teams of Negrenses leave today for Davao City for the January 27-30 tournament at the Davao City Recreation Center.

The teams are composed of 45 coaches and athletes, who will compete in men and women’s open, and boys’ Under-18 categories.

Coach Raymund Jamelo, PTF Vice President for Visayas and FCA Area Director for Western Visayas said they are ready and excited to compete with the other teams from Singapore and host Davao.

He said the Singapore contingent captured the silver medal in the recent Asia Pacific Tchoukball Championship while the Davao squad has been practicing very hard and has had a tune up game against the Singaporeans.

But while the other teams have the experience on their side, Jamelo said the Negrenses will try their best to bring home the championship.

He also urged the people in Negros to include the three teams in their prayers.

Expected to attend the opening ceremony tomorrow at the start of the tournament is International Tchoukball Federation President Chris Huang and other FITB officials.

Albee Eyes PRC Satellite Office

Rep. Alfredo "Albee" Benitez (3rd District) has made an initial request for the creation of a Professional Regulations Commission (PRC) satellite office in Negros Occidental, his staff Ruth Irene Reyes said.

Benitez had received a lot of requests from his constituents and even from those outside his district to facilitate a PRC mobile servicing road-show here so they need not go to the regional office in Iloilo to process their licenses, Reyes added.

However, she said, since the creation of a satellite office is not feasible yet, Benitez has decided to facilitate a PRC-on-the-Road Program to cater to the growing demands of professional licensees with the agency. He will also schedule regular mobile servicing programs after this one, she added.

Moreover, Benitez, who is in Manila for official functions, will push for the creation of a satellite office if the growing needs of professionals can no longer be met by mobile servicing programs, she said.

The PRC on-the-Road program that was facilitated by Benitez has started yesterday at the Coco Grove of the Bacolod Pavillon Hotel in Reclamation Area. It will continue until January 28, from 8 a.m. to 5 p.m.

The mobile servicing program accepts applications of teachers for the licensure examination this April; process applications for initial registration of new professionals; and process applications for renewal of professional identification (ID) cards for all professionals.

Application fee for licensure examination is P900, initial registration fee for a new professional is P 1,050, renewal of the professional ID card that is good for three years is P450, while the mobile servicing management fee is P250.

PRC regional director Lily Ann Baldago, who personally supervised the processing of licenses yesterday, said they have been doing this road-show since 1999, to cater to the needs of the professionals in the region without the hassle of going to Iloilo.

She added that in the past, they had done mobile servicing programs in the cities of Sipalay, San Carlos, Sagay, Cadiz, and Kabankalan.

Baldago said that for 12 years of holding a roadshow they would normally cater to nurses, mechanical engineers and civil engineers because they get very few requests from other professional groups.

"However, this is the first time that we have received a very dynamic invitation from any congressman and I’d like to underscore the fact that when the invitation was made it was done in a very warm manner, and so the staff was very excited to come here," Baldago said.

She said that in the road-show it would normally take 30 minutes for the whole process of applying but the waiting time makes it longer, considering the long queues.

Baldago stressed that the PRC Regional Office in Iloilo is undermanned, with only 15 personnel with plantilla items. She said the roadshow involves a lot of hardwork on their personnel as they have to stay until 9 p.m. to fix the day’s transactions.

She also disclosed they have requested for additional personnel and satellite offices for many years now but it seems the Department of Budget and Management does not think along the same line with them. "We are always told that we have a limited budget," she said. Meanwhile, Benitez is also planning to hold a one-week rooadshow, where national agencies like the Department of Foreign Affairs, National Statistics Office, National Bureau of Investigation and PRC will converge in one location to cater to the licenses and other professional papers of Negrenses, Reyes said.

Benitez plans to do this either in the last week of February or first week of March, either in Silay or Bacolod, she said.*

‘Capitol’s Total Reorganization will Follow Civil Service Rules’

The impending total reorganization of employees at the Negros Occidental Provincial Capitol will follow the rules of the Civil Service, Anna Theresa Murillo, acting head of the Provincial Human Resource Management Office, yesterday said.

Murillo cited Republic Act 6656 (An Act to Protect the Security of Tenure of Civil Service Officers and Employees in the Implementation of Government Reorganization) as basis for their guidelines in the implementation of a total reorganization.

Section 3 defines a total reorganization as the process of restructuring the whole agency’s organizational and functional set-up to make it more viable in terms of economy, efficiency, effectiveness and make it more responsive to the needs of its public clientele as authorized by the law.

Section 4 states that no officer or employee in the career service shall be removed as a result of a reorganization except for a valid cause as prescribed herein and after due notice and hearing.

Section 7 states preference for appointment to the new positions in the approved staffing pattern shall prioritize officers and employees holding permanent appointments to positions comparable to their former positions or in case there are not enough comparable positions, to positions next lower in rank.

Section 8 also provides for the composition of a Placement Committee.

Murillo said based on the CSC rules, the composition of a Reorganization or Placement Committee has been suggested during their Team-Building and Strategic Planning on January 21 to 23 at Nabulao Bay Beach Resort in Hinoba-an.

She said some of those who will compose it are herself, Provincial Administrator Enrique Pinongan, Provincial Planning and Development Coordinator Ma. Lina Sano-gal, and Provincial Budget Officer Jose Percival Salado.

Under the CSC rules, it shall also be composed of the Committee on Personnel and Human Resource, so Board Member Miller Serondo as chairman of the said committee shall be appointed, along with a representative of the Capitol employees association and a representative of the CSC, Murillo said.

Governor Alfredo Maranon Jr. said he will first ask authority from the Sangguniang Panlalawigan to declare a total reorganization, and once approved, he will then create a Placement or Reorganization Committee.

Pinongan earlier explained that under the total reorganization, all positions from the department heads down to the lowest will be declared vacant, and all incumbents are free to apply for any position they deemed themselves qualified.

"In this total reorganization, we are not talking about persons, not about incumbents, but functions. The Placement Committee will evaluate all functions," Pinongan stressed.

He said the concept of total reorganization was recommended and agreed upon by the department heads during the three-day strategic planning that was attended by all department heads and division chiefs.

They discussed the problems, issues, and concerns, and plans and programs of the NEGROS FIRST executive-legislative agenda of Maranon for the remaining 2 = years, Pinongan said.

They discussed the food security program, tourism development program, optimum health services, natural resources management program, among others, he said.

Pinongan said while discussing these plans and programs, they realized that there are so many priority programs that need to be implemented that would require additional personnel component.

They have agreed that the only plausible answer to these proposed expanded services is to totally reorganize the positions, such that those whose functions are unnecessary in a certain office will be re-assigned to another office, he said.*

Capitol to the BIR: ‘We Won’t Pay Income Tax’

Governor Alfredo Marañon Jr. yesterday reiterated his decision not to pay income taxes to the Bureau of Internal Revenue (BIR) despite demand by the agency to register its taxable proprietary activities.

In a dialog between him and BIR Regional Director Araceli Francisco at the Provincial Capitol yesterday, Marañon said in jest that if the BIR insists on taxing the provincial government, Marañon will elevate the matter to the Supreme Court.

When asked for her comment later, Francisco said, "Well, this is a free country, he is entitled to do that."

When asked what she would do since the governor did not give in to their demands, she said, "I will elevate the matter to the Office of the (BIR) Commissioner. It is a policy matter and I am just implementing directives."

Francisco, whose Revenue Region 12 comprises Negros Occidental, Negros Oriental and Siquijor, said they went to the Provincial Capitol to present to the governor and provincial government officials the definitions of governmental and proprietary functions of local government, in relation to their request to Marañon to register its taxable proprietary activities.

The economic enterprises of the Capitol are Mambukal Resort, its provincial and district hospitals, Sweet City Captel, Panaad Park and Stadium, multi-purpose gym and pala-pala.

Francisco said if the provincial government declares in its books that they are not profiting from any of its economic enterprises, "it’s just fine."

"We only collect taxes if it’s a profit, if it’s not, we don’t collect anything. When we do an audit, it’s not primarily to collect tax, but to check whether they’re keeping the books accordingly," she said.

Provincial Legal Officer Jose Ma. Valencia said Marañon’s stand is: it’s not proper that every time an LGU launches a project, it will be taxed by the BIR.

"We have to make a margin of profit in order to make it self-sustaining otherwise if it’s all losses, we better close it," he said.

"Why run after the local government? The Local Government Code states that we are encouraged to raise revenues on our own so that we will not be IRA (Internal Revenue Allotment) dependent, and that revenue should be used exclusively for the disposition of the local government," Valencia explained.

Valencia said Marañon will bring this matter during a meeting of the League of Governors on Friday. The governor will ask which LGUs are paying income tax, as the BIR was reportedly citing that Camarines Sur is doing so.

But Valencia said Camarines Sur Governor Luis Raymond Villafuerte Jr. told him in a meeting last week that they are not paying taxes.

Villafuerte said if they are taxing us because we are profiting, then we will not earn profit anymore, we will charge all expenses, Valencia said.

Valencia asked why should BIR tax the provincial government-run hospitals when the Capitol is even borrowing money to construct hospitals?

As for the Mambukal Resort, he said, they did not even charge to the resort the capital outlay that went to its road construction as well as the cottages, so paying for its income tax is not right, he said.

As for the slaughterhouses, Valencia said, we must have slaughter houses so we can sell our livestock at a price that is competitive and viable, so why should slaughter houses be taxed?

As for the power, the government is being blamed for power problems but now that we are looking for a way to put up a power plant, here comes the BIR and say we will tax you, he said.*

PESO to create skills
registry system

The Public Service Employment Office plans to create a skills registry system that will address the job mismatch on the supply and demand of job and jobseekers in Region VI, Moises dela Cruz, PESO Western Visayas vice-president and Bacolod manager, said yesterday.

The system will serve as conduit between the companies and the jobseekers. This will work through the barangay level in which all establishments and companies in the area will register all their job vacancies and as well as the local jobseekers, dela Cruz said.

In fact, Bacolod City has recently approved the resolution requiring all establishments in every barangay to register with PESO SRS and its unemployed and underemployed residents, he said.

Through the system, PESO will be able to meet both ends in providing quality workers and local jobs, dela Cruz added.

The SRS will be linked to the philjobnet.dole.gov.ph website of the Department of Labor and Employment for jobs abroad, dela Cruz also said.

Meanwhile, Bacolod PESO is still looking for service crews, waiters and waitresses for Middle East and European countries. On Jan 26-28, Lead Agency and PNI Agency will be at the PESO office for nurses abroad.

The Philippine Carabao Center has chosen 29 barangays in Western Visayas as new impact zone for carabao development in the region, a government press release said.

Arn Granada, OIC-center director of PCC based at the Western Visayas State University Calinog campus, said that these 29 barangays in the municipalities of Calinog and Lambunao have a benchmark carabao population of 1,339 heads; 301 heads are breedable female Philippine Carabao and 25 F1 breedable female.

The PCC will focus its interventions like artificial insemination, diseases monitoring, pasture development, strengthening of carabao raisers associations and related extension services on these new impact zones.

As of 2010, the PCC had released seven bulls under the Bull Loan Program taken from the center stocks. The center also availed 112 bulls intended for Panay and Guimaras from PCC Nueva Ecija on cumulative release.

Recorded BLP services for 2010 reaches 347 heads compared to 176 services resulting to 109 calves on ground for 2009, the press release said.

For dairy herd model, PCC was able to establish 43 buffalo population. As of December 2010, 15 heads were lactating, 10 heads calving and 3 heads were pregnant, it added.

The PCC’s institutional dairy enterprise was able to sell milk amounting to P511,760.50, sold meat was P20,742.00 and the live animal (1 cull) sold was at P12,000.00.

The milk production was 14,202.6 kilos and milk sold 8,541 kilos (generally fresh milk).

For this year, the PCC has also targeted 3,050 doable artificial insemination activities on 60 target municipalities in the region, the press release said.*

Benitez had received a lot of requests from his constituents and even from those outside his district to facilitate a PRC mobile servicing road-show here so they need not go to the regional office in Iloilo to process their licenses, Reyes added.

However, she said, since the creation of a satellite office is not feasible yet, Benitez has decided to facilitate a PRC-on-the-Road Program to cater to the growing demands of professional licensees with the agency. He will also schedule regular mobile servicing programs after this one, she added.

Moreover, Benitez, who is in Manila for official functions, will push for the creation of a satellite office if the growing needs of professionals can no longer be met by mobile servicing programs, she said.

The PRC on-the-Road program that was facilitated by Benitez has started yesterday at the Coco Grove of the Bacolod Pavillon Hotel in Reclamation Area. It will continue until January 28, from 8 a.m. to 5 p.m.

The mobile servicing program accepts applications of teachers for the licensure examination this April; process applications for initial registration of new professionals; and process applications for renewal of professional identification (ID) cards for all professionals.

Application fee for licensure examination is P900, initial registration fee for a new professional is P 1,050, renewal of the professional ID card that is good for three years is P450, while the mobile servicing management fee is P250.

PRC regional director Lily Ann Baldago, who personally supervised the processing of licenses yesterday, said they have been doing this road-show since 1999, to cater to the needs of the professionals in the region without the hassle of going to Iloilo.

"We are always told that we have a limited budget," she said. THE Silay City Government prepared a grand welcome for the members of the Philippine men's national football team, more popularly called “Azklas”, for its arrival Wednesday at the Silay-Bacolod Airport.

Silay City Tourism Officer Ver Pacete said the Azkals will be welcomed by Mayor Jose Montelibano, Vice Mayor Mark Andrew Arthur Golez, and the personnel of the city tourism office led by Silay Councilor Popeye Locsin.

From Silay City, the members of the team Azkals will proceed to Bacolod City for a welcome dinner to be hosted by Negros Occidental Governor Alfredo Maranon Jr.

Pacete said that during the stay of the team in the province, Silay mayor Jose Montelibano plans to also host a dinner for the players where they will be treated to the performance of the Kabataang Silay Rondalia.

Starting today, the Philippines men’s national football team, Azkals, will hold their training at the Panaad Sports and Stadium in preparation for the match against Mongolia in the AFC Challenger Cup.

Negrense Eduard Sacapaño, one of the goalkeepers of the team, said they started their training in Manila on June 11 even without coach Hans Michael Weiss, who replaced their former coach, Simon McMenemy.

An active member of the Philippine Army, Sacapaño joined the team in 2006 and alternates as goalkeeper of the national team, along with Neil Etheridge.

Philippine Football Federation President Mariano Araneta said that Weiss, the new coach of the Azkals, is a veteran and experienced coach with Class B license.

A former member of the German Football Federation, Weiss also served as coach of football clubs in Rwanda, China and Japan.

He is expected to join the Azkals in their training next week in preparation for the AFC Cup showdown with Mongolia.

An “askal” is a Filipino term for any dog with no pedigree, no breed, no class. The askal is usually astray, unsupported, and survives by feeding on whatever provision it can find.

The Filipino national football team can relate to this mongrel, because it has almost no support from the National Government, which is supposed to support them. They are underdogs, not just only to the world, but even in their own region, South East Asia.

President Benigno Aquino III will likely watch the match of the Azkals as it battles against Mongolia in the first leg of the former's qualifying series in the Asian Football Confederation Challenge Cup at the Panaad Stadium in Bacolod City.

Other officials who said that they will come during the game on February 9 are Senators Miguel Zubiri, Teofisto Guingona III and Bong Revilla.

The group composing the BCAGG included Negrense for Noynoy Movement (N4NM)’s Nana Yulo and Delia Jayme, Lourdes Lapore, Dr. Bernardo Eres, Matet Lozada and Edwin Balajadia.

House Bill 3692, originally HB 02999, was sponsored by Bacolod City Lone District Representative Anthony Golez.

The group’s opposition to the bill to divide Bacolod into two legislative districts is based on several reasons.

One of them is that the Bacolod redistricting plan has not undergone the needed broad sectoral consultation, which is mandated by law, to solicit the views of the citizenry on critical issues that affect the welfare of the people.

The said plan is very untimely and divisive. At this urgent time when the Aquino administration is exhausting all means to improve the lives of the poor Filipino families with needed solutions to their basic problems, the Bacolod redistricting proposal is not responsive and useful.

The people of Bacolod are facing many urgent problems like massive poverty and perceived widespread corruption, chaotic traffic and illegal sidewalk vendors, massive garbage and flooding, increasing criminality and other pressing socio-economic problems.

“We urge the local political leaders to focus on serious political will to solve the more urgent problems of the city before this self-serving political interest as a move seen by many as gerrymandering,” the group said.

The proposed bill of dividing Bacolod is also not cost effective. If the expected plebiscite is held as may be required by law in this critical issue for the city, this initiative will incur an estimated P50million for holding a plebiscite alone, said the group.

If the proposed bill is pushed through, the required budget for another district will only add to the already heavy national budget deficit.

BCAGG added the said plan is not necessary at this time. The proponent’s claim for more pork barrel for Bacolod raises doubts on its value as pork barrel in the past years have not delivered effective public services to the city.

The Bacolod redistricting plan is seen by many Bacolenos as gerrymandering, which is a negative political strategy used by some politicians for their partisan selfish interest. Concerned citizens strongly oppose this questionable practice to dictate the direction and future of Bacolod, BCAGG stressed.

The group called on the people of Bacolod to unite for good governance by asking Congress not to allow piece-meal redistricting as this will further aggravate the country’s budget deficits. (Carla N. Canet)

THE much-awaited arrival of the most celebrated team in the country Wednesday is set to land at Bacolod-Silay Airport at 6 p.m.

The Philippine Football Team-Azkals led by their German coach Hans Michael Weiss and team manager Dan Palami along with Ilonggo standouts Ian Araneta,Yanti Bersales, Mark Ferrer, Chip Caligdong, Noel Gener, Joven Bermejo, Nestor Magarce and Eduard Sacapaño will compose the first batch, the PFF media relations said yesterday.

The Azkals’ early arrival is part of their venue familiarization and preparation for the upcoming February 9 AFC Challenge Cup qualifying series at the Panaad Stadium.

Meanwhile, key players like the Younghusbands, James and Phil, are most likely to arrive soon as well as goalkeeper Neil Etheridge, defenders Ray Jonnson and Rob Gier and midfielders Jason de Jong and Chris Greatwich, who are expected to arrive on February 5.

On the other hand, national coach Weiss, in a national paper, expressed confidence that he could whip the national squad into a solid attacking unit when the Azkals face Mongolia however allayed concerns that the team’s preparations will be affected by the arrival of several overseas-based players just a few days before the match.

A press conference, meanwhile, is also set after a welcome dinner for the team led by Gov. Alfredo Marañon will be held at Bar 21 Restaurant.

BACOLOD City – We are closing in to the Chinese New Year on February 3, the Year of the Rabbit - the fourth animal of the Chinese zodiac.

In Bacolod City, the celebration will also mark the first day of the 6th BacoLaodiat Festival, a three-day event at the North Capitol Road and SM City Bacolod.

Bacolaodiat is Bacolod City’s very own Chinese New Year celebration, showing the harmonious merging of both Chinese and Filipino cultures and its co-existence.

Leonito “Diotay” Lopue, festival chairman of Bacolaodiat 2011 said this year’s Bacolaodiat Festival has grown bigger, better and more colorful.

“The 6th Bacolaodiat will not be where it is without the constant support of our government and our people but most especially by Bacolod City Mayor Bing Leonardia who is the father of this festival,” Lopue added.

The Year of the Rabbit unfolds on February 3, with the theme “Hopping towards Prosperity.”

On its first day, the event will blast off with the Grand Parade at 5 p.m. which will be highlighted by the colorful and larger-than-life zodiac animals and illuminated lanterns from participating groups of the Lantern Dance Parade.

Significantly, this year, Tsinoy organizations together with the Chinese schools, namely Bacolod Tay Tung High School, St. John’s Institute and Trinity Christian School, are also invited to join the Grand Parade.

Dragon and lion dances will animate the Grand Parade which will be led by Leonardia and Lopue.

As the parade reaches the North Capitol Road, the opening of the Chopsticks Alley follows. Chopsticks Alley is a food and fair strip where Chinese food and merchandise are available for the festival goers. This year, tenants of the Chopsticks Alley also include non-food concessionaire.

The Chinese Cultural Show will start at 6:30 p.m., featuring a live rendition of this year’s Bacolaodiat theme song, Chinese dances from the three Chinese Schools in the city, a fashion show of Chinese minority costumes, and which will be capped by a spectacular fireworks display and a live band to keep the party spirit up.

Meanwhile, Bacoleños will get a peek of the Chinese New Year thru the Bacolaodiat Photo and Costume Exhibit which has been launched on January 17 at the East Bridgeway of SM City-North Side. It will run until the 31st. Photos of the festival throughout the years, together with costumes of some of the 56 ethnic minorities of China, as well as lanterns and costumes of the participating groups in the Lantern Dance Parade are featured in this exhibit./PN

Albee Eyes PRC Satellite Office

Rep. Alfredo "Albee" Benitez (3rd District) has made an initial request for the creation of a Professional Regulations Commission (PRC) satellite office in Negros Occidental, his staff Ruth Irene Reyes said.

Benitez had received a lot of requests from his constituents and even from those outside his district to facilitate a PRC mobile servicing road-show here so they need not go to the regional office in Iloilo to process their licenses, Reyes added.

However, she said, since the creation of a satellite office is not feasible yet, Benitez has decided to facilitate a PRC-on-the-Road Program to cater to the growing demands of professional licensees with the agency. He will also schedule regular mobile servicing programs after this one, she added.

Moreover, Benitez, who is in Manila for official functions, will push for the creation of a satellite office if the growing needs of professionals can no longer be met by mobile servicing programs, she said.

The PRC on-the-Road program that was facilitated by Benitez has started yesterday at the Coco Grove of the Bacolod Pavillon Hotel in Reclamation Area. It will continue until January 28, from 8 a.m. to 5 p.m.

The mobile servicing program accepts applications of teachers for the licensure examination this April; process applications for initial registration of new professionals; and process applications for renewal of professional identification (ID) cards for all professionals.

Application fee for licensure examination is P900, initial registration fee for a new professional is P 1,050, renewal of the professional ID card that is good for three years is P450, while the mobile servicing management fee is P250.

PRC regional director Lily Ann Baldago, who personally supervised the processing of licenses yesterday, said they have been doing this road-show since 1999, to cater to the needs of the professionals in the region without the hassle of going to Iloilo.

She added that in the past, they had done mobile servicing programs in the cities of Sipalay, San Carlos, Sagay, Cadiz, and Kabankalan.

Baldago said that for 12 years of holding a roadshow they would normally cater to nurses, mechanical engineers and civil engineers because they get very few requests from other professional groups.

"However, this is the first time that we have received a very dynamic invitation from any congressman and I’d like to underscore the fact that when the invitation was made it was done in a very warm manner, and so the staff was very excited to come here," Baldago said.

She said that in the road-show it would normally take 30 minutes for the whole process of applying but the waiting time makes it longer, considering the long queues.

Baldago stressed that the PRC Regional Office in Iloilo is undermanned, with only 15 personnel with plantilla items. She said the roadshow involves a lot of hardwork on their personnel as they have to stay until 9 p.m. to fix the day’s transactions.

She also disclosed they have requested for additional personnel and satellite offices for many years now but it seems the Department of Budget and Management does not think along the same line with them. "We are always told that we have a limited budget," she said. Meanwhile, Benitez is also planning to hold a one-week rooadshow, where national agencies like the Department of Foreign Affairs, National Statistics Office, National Bureau of Investigation and PRC will converge in one location to cater to the licenses and other professional papers of Negrenses, Reyes said.

Benitez plans to do this either in the last week of February or first week of March, either in Silay or Bacolod, she said.*

PFF offered 'home' for football

MANILA, Philippines — The country’s bid to build a national football stadium that meets international standard got a boost after a private entity said it was willing to donate 4.5 hectares of land to the Philippine Football Federation (PFF).

PFF president Mariano “Nonong” Araneta declined to reveal the identity of the private group, but sources said the head of El Shaddai, Mike Velarde, had broached the idea of donating a parcel of land in Paranaque for the purpose.

Only the finer details are reportedly being ironed out such as if the place will also be used for religious purposes or whether it is exclusive for football.

It was earlier reported that FIFA, the international football federation, was willing to help the PFF build its own stadium if the place will be used exlusively for football for at least 20 years.

Araneta said if the donation of land will push through, it will fast track PFF’s plan to finally have “home” stadium that can host huge international events.

“Maybe in two months, after we meet with them (donors) and seal the deal, we can submit the (site) report to FIFA for approval,” Mariano said.

Araneta said FIFA is willing to give as much as $500,000 (about P21.5 million) to help realized PFF’s dream project.

The PFF had earlier eyed the Philsports Arena in Pasig City as the site for the project but it could not get the Philippine Sports Commission to commit the facility for the exlusive use of football.

Right now, the 15,500-seater Panaad Stadium in Bacolod City stands as the country’s lone venue fit to host international tournaments but on a Southeast Asian level only. Araneta said to host SEA level events, a football stadium must accommodate at least 15,000.

Last December, the Philippines lost its chance to host its “home” game against Indonesia in the AFF Suzuki Cup semifinals after AFF officials believed that the Panaad Stadium is not fit for such an event.

The Panaad Stadium, which can accommodate as much as 18,000, served as a satellite venue for the 2005 SEA Games and the Palarong Pambansa

The Panaad Stadium will host the Azkals’ AFC Challenge Cup qualifier against a Mongolia on February 9.

Not call center migs. Gapang himo bala website. As of now mga web companies diri wala pa call centers like sa Cebu some of the companies have call centers if may concern ang clients/support and for marketing purposes. Jutay lang ang staffs kay skills gid daan ang ginapangita mga around 10 - 15.

THE Jr. National Basketball Association (NBA) conquered Bacolod. Or did Bacolod conquer the Jr. NBA?

For one, Bacolod broke all NBA records in school clinics attendance worldwide with 1,004 kids in two days of school clinics. A total of 648 kids of all ages—some of them girls—showed up for the morning and afternoon sessions of the first day of clinics at St. John’s Institute, a record number for Jr. NBA clinics around the world ever, according to NBA officials. A whole team of deaf students under special education classes also joined the clinics.

“Wow, this is the biggest number of kids I’ve ever seen in a school clinic,” exclaimed coach Frank Lopez, the US Jr. NBA coach who is here for the fourth consecutive Jr. NBA Philippines Program. Coach Frank, the popular junior basketball clinician who has gained quite a following among local kids, parents and coaches, teamed up with another Jr. NBA star personality—Jama Mahlalela, director of Basketball Operations at NBA Asia—who is a bundle of enthusiasm and energy, packaged in turbo-charged candy wrap.

The US Jr. NBA coaches were beefed up by the Alaska coaching staff made up of Jojo Lastimosa, Dickie Bachmann and Eric de la Cuesta. Cebu coaches Elmer Cabahug (also returning to the program for the fourth time) and Roel Gomez (that sweet-shooting Alaska role player coach Tim Cone used to turn to if he wanted a no-fail, no-miss three-pointer at clutch time) also prepped up the kids in the clinics.

To show its support and warm welcome for the Jr. NBA, local city officials—Vice Mayor Jude Thaddeus Sayson, councilors Bobby Roxas and Atty. Cesar Distrito and board member Manuel Frederick Ko—turned up at the opening ceremonies and hailed it as a program that would take basketball coaching and young player preparation to the next level. St. John’s Institute, which provided the venue for free, had vice principal Dr. Elmer Cagalitan extending the enthusiastic welcome.

Bacolod was, in fact, abuzz with sports last weekend. The city was thrilled about Game One of the Philippine Basketball Association Finals between Talk ’N Text and San Miguel Beer being held there. People were looking forward and scrounging for tickets to the February 9 game between the Philippine Azkals and the Mongolian team at Panaad, Stadium. But this early the tickets were already soldout. And also, the Jr. NBA was in town.

The Jr. NBA had never found such avid following from a city before. From the time our PAL plane landed in Silay on Thursday, the warmth and affection of the City of Smiles shone through. School kids were at the airport with a tarp greeting and Masskara leis for NBA officials. Our Bacolod City hosts—a group of movers and shakers in the city that was also crazy about basketball—had organized a caravan of vehicles to take us to the city. Inside the vehicles we were offered merienda and drinks and lots of amusing, chatty conversation. Talk about hospitality. This one had a capital H.

But Bacolod hospitality was more than just convenience. It was food, too—glorious food that probably packed the pounds on our hips and tummies when we weren’t looking. Lunches at the clinics were provided for all by KFC, but dinners were spent dining out at restaurants or in our hosts’ own (amazing) homes. You name it—buffet at Imay’s Bar & Restaurant, endless Bacolod Inasal (chicken, boneless bangus and pork spare ribs) at Chicken House, a continental buffet complete with lechon at Planta, a seafoods galore dinner of big crabs, giant prawns and more at Tyron Cu’s house, a native chicken feast that starred a zesty Chicken Binakol and the much-coveted angel wing clams (diwal), a highly seasonal shellfish prized for its “delectable and succulent taste” at Dennis Coo’s. Native to this part of the country, diwal in Hiligaynon means “tongue sticking out” because the shellfish’s “feet” stick out like a tongue when uncooked. Its shells resemble angel wings when completely open. After the dinner we were spoiled even further with luscious cakes and pastries at Calea—Bacolod’s famous dessert place.

Our hosts doted on us for anything we needed. We were ferried to and from our hotels and the clinic venues. We received welcome baskets of Bacolod sweets and delicacies in our rooms. They helped man the registration tables and retrieved balls, put benches and equipment in place after every clinic day, and did it with a joke here and a joke there, the smiles coming straight from their hearts. And to think they were like the Makati Business Club of Bacolod City!

The group—Tyron Cu, Roger Montalbo, Emmanuel Villanueva, Louie Cuaycong, Marizel Montalbo, Angelie Cu, Stephen Tan and Aaron Arroyo—actually sponsored the whole Bacolod leg, shelling out their own funds and getting local sponsors (St. John’s Institute, The Negros Provincial Government, PD888 Distributors Inc., Amart, Red Mobile, CVolgate Palmolive, Metro Click, Dynamic Metals, Palmolive Cool Dude, JSY Transport, Crave Burger, Toyota Bacolod, Jackson’s Bona, Imay’s Bar & Restaurant, Kio Mini Mart, City Radio, New St. Bacolod Marketing and Quality Pipes) excited about the Jr. NBA.

“We just want to give back,” said Roger Montalbo, teammate of former San Miguel Beerman Yves Dignadice in Bacolod and father of Kib Montalbo, one of the eight Jr. NBA All-Star members picked last year from the National Training Camp. “We want to share the Jr. NBA experience with our fellow Bacoleños. We are happy that we were able to bring it here.”

It was the most memorable Jr. NBA leg in memory, too. Thank you, Bacolod!

Albee Eyes PRC Satellite Office

Rep. Alfredo "Albee" Benitez (3rd District) has made an initial request for the creation of a Professional Regulations Commission (PRC) satellite office in Negros Occidental, his staff Ruth Irene Reyes said.

Benitez had received a lot of requests from his constituents and even from those outside his district to facilitate a PRC mobile servicing road-show here so they need not go to the regional office in Iloilo to process their licenses, Reyes added.

However, she said, since the creation of a satellite office is not feasible yet, Benitez has decided to facilitate a PRC-on-the-Road Program to cater to the growing demands of professional licensees with the agency. He will also schedule regular mobile servicing programs after this one, she added.

Moreover, Benitez, who is in Manila for official functions, will push for the creation of a satellite office if the growing needs of professionals can no longer be met by mobile servicing programs, she said.

The PRC on-the-Road program that was facilitated by Benitez has started yesterday at the Coco Grove of the Bacolod Pavillon Hotel in Reclamation Area. It will continue until January 28, from 8 a.m. to 5 p.m.

The mobile servicing program accepts applications of teachers for the licensure examination this April; process applications for initial registration of new professionals; and process applications for renewal of professional identification (ID) cards for all professionals.

Application fee for licensure examination is P900, initial registration fee for a new professional is P 1,050, renewal of the professional ID card that is good for three years is P450, while the mobile servicing management fee is P250.

PRC regional director Lily Ann Baldago, who personally supervised the processing of licenses yesterday, said they have been doing this road-show since 1999, to cater to the needs of the professionals in the region without the hassle of going to Iloilo.

She added that in the past, they had done mobile servicing programs in the cities of Sipalay, San Carlos, Sagay, Cadiz, and Kabankalan.

Baldago said that for 12 years of holding a roadshow they would normally cater to nurses, mechanical engineers and civil engineers because they get very few requests from other professional groups.

"However, this is the first time that we have received a very dynamic invitation from any congressman and I’d like to underscore the fact that when the invitation was made it was done in a very warm manner, and so the staff was very excited to come here," Baldago said.

She said that in the road-show it would normally take 30 minutes for the whole process of applying but the waiting time makes it longer, considering the long queues.

Baldago stressed that the PRC Regional Office in Iloilo is undermanned, with only 15 personnel with plantilla items. She said the roadshow involves a lot of hardwork on their personnel as they have to stay until 9 p.m. to fix the day’s transactions.

She also disclosed they have requested for additional personnel and satellite offices for many years now but it seems the Department of Budget and Management does not think along the same line with them. "We are always told that we have a limited budget," she said. Meanwhile, Benitez is also planning to hold a one-week rooadshow, where national agencies like the Department of Foreign Affairs, National Statistics Office, National Bureau of Investigation and PRC will converge in one location to cater to the licenses and other professional papers of Negrenses, Reyes said.

Benitez plans to do this either in the last week of February or first week of March, either in Silay or Bacolod, she said.*

SILAY CITY - The Philippine Azkals, along with the coaching crew led by German coach Hans Michael Weiss, team manager Dan Palami and Philippine Olympic Committee chairman Monico Puentevella, finally landed Wednesday night at the New Bacolod-Silay Airport in Silay City for the team's early preparation for the upcoming AFC-Challenge Cup on February 9, 2011 at the Panaad Stadium in Mansilingan, Bacolod City.

Silay City Vice-Mayor Mark Golez, who led the warm welcomed for the Azkals, said that while the city has yet to establish a grassroots program for football, the arrival of the national team in Silay City will surely hasten the realization of the football program.

From the airport, the Azkals also attended the welcome dinner by Governor Alfredo Marañon Jr. at Bar 21.

In an interview at the airport, Palami, who has been working with the team for 13 months, assured the Filipino fans of a good show from the Azkals.

"I think that with the preparations I've seen in Manila and the time we will have in Bacolod, I think we will make an exciting game and we will make sure that we will make the Filipinos proud of their Azkals," Palami said.

Despite the delayed arrival of several Fil-foreign players like James and Philip Younghusband, Niel Etheridge, Rob Gier, Ray Johnson and Jade de Jong, Palami stressed that most of them, including the new recruits, are on the way to Bacolod aboard the last flight for the day to join the team.

While the Younghusbands and defender Aly Borromeo are reportedly set to arrive this weekend, Palami disclosed that the other Fil-foreign booters will be coming over either on February 4 or 5.

"As they are coming on February 4 or 5, they have four days to blend with the team but since they have been playing with the team for some time, it's easier for them to adjust. I just hope they won't suffer jet lag when they come over," Palami said.

However, Palami was confident that these Fil-foreign players will not be affected by jet lag because they have experienced jet lag before it's not hard for them to adjust.

On the other hand, Azkals goalkeeper Eduard Sacapano, one of the two Negrense players in the team, said that since they have worked only for a week with their new coach, lots of adjustments are needed.

"That's the reason why we come early in Bacolod. It is to settle the needed adjustments in the game plan," Sacapano stressed.

Sacapano, along with Reymark Palmes, are both natives of Bago City.

NEGROS Occidental Governor Alfredo Marañon Jr. bared on Wednesday the plan to construct an 80-room hotel in Mambukal Resort to accommodate all tourists who might wish to enjoy the place.

The Provincial Government sometimes had to refuse some bookings for Mambukal because the facilities at the resort are already fully booked.

Marañon said the hotel will be constructed on the area where the Mambukal lodge now stands.

It will be a four-storey hotel with 20 rooms for each floor, the governor said. The final number of storeys and rooms of the hotel, however, will depend on the capacity of the land for such a building.

Any private investor, like business tycoon Manny Pangilinan, is welcome to construct a hotel in Mambukal, Marañon said.

"If we can find a joint venture, much better," the governor pointed out.

He said the Provincial Government will leave it to experienced hoteliers to manage the hotel once construction is completed.

During his recent visit to the province, Pangilinan said his company, Metro Pacific Investments Corporation, is assessing the tourism investment potential of Mambukal Resort, which, under the management of the Provincial Government, is now considered the premier tourist destination in the province. A resolution urging all Bacoleños to support the Philippine Football Team Azkals in its historic match against Mongolia to be held in Bacolod City’s Panaad Stadium, was approved by the Bacolod Sangguniang Panlungsod yesterday.

Authored by Councilor Caesar Distrito, the resolution said the victory of the Philippine Football Team Azkals over Vietnam in the 2010 ASEAN Football Federation Suzuki Cup gave pride to the Filipinos and made it to the Sports Illustrated’s Top 10 soccer stories of 2010.

It said the Philippine Team Azkals needs the support of the Filipinos in their showdown against Mongolia in the first leg of the AFC Challenge Cup qualifying series match this February 9, 2011 at Panaad Sports Complex.

The resolution said the venue of the match will be held here in Bacolod City and the Bacoleños are encourage to watch the historic game and support the team during its match.

Bacolod City as the host city in this historic match is humbled of such honor to be given the privilege in hosting this football match, it said.

The Organizers are now setting up the Panaad Stadium in Bacolod for the anticipated AFC Challenge Cup encounter between the Philippine Azkals and Mongolia on February 9, 2011, it added.

The resolution said the selection of the Panaad Sports Complex to host the Football match is one way of promoting Sports tourism in the City of Bacolod and the Province of Negros Occidental.

Giving Bacolod City such honor and privilege to be the host of the biggest sports event in the country for this year, will definitely put the city in the world’s attention, it said.

With their new coach Michael Weiss, the Philippine football team, the Azkals, arrived last night and are eager to start their training at the Panaad Part and Stadium for the Feb. 9 game against Mongolia in the AFC Challenge Cup qualifying series.

Bago City native Eduard Sacapaño, one of the goalkeepers of the team, said he is excited to play before the homecrowd at the Panaad and feels overwhelmed with the support of the entire nation to the Azkals.

“It is almost unbelievable to see how football’s popularity has risen and the support our team has been getting since we played in the AFF Suzuki Cup last year,” Sacapaño told local sportswriters who went to the Bacolod-Silay Airport yesterday to meet the Azkals.

Also with the team is Reymark Palmes, a Bacoleño, who like Sacapaño used to don the West Negros University colors during their college days.

Sacapaño, who joined the national team in 2006, said the national team has a very good chance of winning against Mongolia on Feb. 9, given the strength and the high-morale of the team right now.

Although the team is still adjusting with the new coach and some new members, Sacapaño they have enough time to train and familiarize with the “football environment” at the Panaad.

Meanwhile, team manager Dan Palami said that bringing in a new coach to the team will make sure that the Azkals’ preparation for the AFC Challenge Cup qualifying game is better than last year’s Suzuki Cup.

With their training in Manila and the time they are going to spend in Bacolod in preparation for the game, Palami said the public will see an exciting game that will make Filipinos proud of their Azkals.

While the most of the players are already in Bacolod City, Palami said the Younghusband brothers, James and Philip and Aly Borromeo are expected to join the team this weekend, while Rob Gier, Ray Johnson, Jason de Jong, and Neil Etheridge will arrive three or four days before the game.

Although the team will only have several days to train together before February 9, Palami said the members have been playing together for quite some time and everyone has an easy time adjusting to each other.

“Jetlag will not be a problem. Our players are professionals and they’ve done it before…flying in days before the game,” Palami said.

The Azkals, he added, are looking forward to their training in Bacolod and are happy of having a home game advantage.*NAB

The Negros Occidental Provincial Veterinary Office generated an additional income of P7.4 million for 2010 from the issuance of shipping permits of meat and by-products of meat to neighboring islands like Cebu and Bohol, Provincial Veterinarian Dr. Renante Decena said yesterday.

A total of 786,013 kilograms of meat, hatching eggs, day old chicks, table eggs, frozen and processed meat were shipped from these places. The farmers, livestock investors, and local businessmen benefited the quarantine regulatory services of the province, Decena said.

Aside from the meat, more than 460,000 animals of the Negros livestock and poultry businessmen also shipped game fowl, poultry/hen, goat, swine, and day old chickens, he also said.

Decena said the shipment allowed the farmers to have additional income and establish new clients from other places aside from Negros Occidental.

Part of the provincial quarantine service was the footbath maintenance and cargo inspections in all seaports and airports that kept the province free from exotic animal diseases like avian flu and foot and mouth disease, Decena added.

The province also campaigned for renewal of licenses and conducted monitoring on commercial livestock and poultry farms, he added.

Meanwhile, PVO continues its campaign to keep the province from those exotic diseases through the animal disease diagnostic laboratory, animal health extension services, and the quarantine regulatory services, Decena also said.

Decena clarified that PVO does not receive payments from the issuance of the shipping permits. All transactions are made at the shipping division of the province, he added.*LTG

Albee Eyes PRC Satellite Office

Rep. Alfredo "Albee" Benitez (3rd District) has made an initial request for the creation of a Professional Regulations Commission (PRC) satellite office in Negros Occidental, his staff Ruth Irene Reyes said.

Benitez had received a lot of requests from his constituents and even from those outside his district to facilitate a PRC mobile servicing road-show here so they need not go to the regional office in Iloilo to process their licenses, Reyes added.

However, she said, since the creation of a satellite office is not feasible yet, Benitez has decided to facilitate a PRC-on-the-Road Program to cater to the growing demands of professional licensees with the agency. He will also schedule regular mobile servicing programs after this one, she added.

NEGROS Occidental Governor Alfredo Marañon Jr. bared on Wednesday the plan to construct an 80-room hotel in Mambukal Resort to accommodate all tourists who might wish to enjoy the place.

The Provincial Government sometimes had to refuse some bookings for Mambukal because the facilities at the resort are already fully booked.

Marañon said the hotel will be constructed on the area where the Mambukal lodge now stands.

It will be a four-storey hotel with 20 rooms for each floor, the governor said. The final number of storeys and rooms of the hotel, however, will depend on the capacity of the land for such a building.

Any private investor, like business tycoon Manny Pangilinan, is welcome to construct a hotel in Mambukal, Marañon said.

"If we can find a joint venture, much better," the governor pointed out.

He said the Provincial Government will leave it to experienced hoteliers to manage the hotel once construction is completed.

During his recent visit to the province, Pangilinan said his company, Metro Pacific Investments Corporation, is assessing the tourism investment potential of Mambukal Resort, which, under the management of the Provincial Government, is now considered the premier tourist destination in the province. Hi Guys, I sincerely wish for a succesful hosting by bacolod of the football match between the Philippines and Mongolia.

The match is being held in bacolod, which is good, because this would put the spotlight outside of metro manila. Katalaka kung puro sa manila lang ang mga events kay since time immemorial, manila gid ang sentro sang tanan. It's about time that the provinces get to be on the spotlight naman.

This hosting of the football match by bacolod is for the entire country, this is for the philippines, our nation which is the only one we've got, so I really hope for a succesful, peaceful and impressive hosting by bacolod city. Godspeed to bacolod in hosting the match.

BACOLOD CITY—Just hours after appearing in a Senate inquiry in Manila, the national football team touched down here last night to begin the final stretch of preparations for the game against Mongolia in the AFC Challenge Cup qualifying series.

Among those who joined the first wave of arrivals were seven players who were not included in the provisional 31-man lineup but impressed new coach Hans Michael Weiss during tryouts.

With Weiss still waiting for the arrival of several players based abroad, Filipino-Scottish Mark McMahon, keeper Paolo Pascual, winger Aaron Altiche, striker Yannick Tuazon, Italy-raised Albert Frias and former national players Roxy Dorlas and Ricardo Becite were included in the training pool for the Feb. 9 match.

Majority of the players who arrived here were in a Senate hearing in Manila, where it was revealed that members of the squad, known as the Azkals, receive only P4,000 to P6,000 a month for national duties.

“We just hope that the players themselves are the ones taken care of first because we are the ones who put in all the hard work,” said skipper Aly Borromeo, who did not join the flight last night.

“Some of us can’t even attend the camp as well as the other players because we have to attend to our jobs,” added Borromeo, who will arrive here in the weekend along with brothers Phil and James Younghusband.

Four players in the Azkals’ starting lineup—Neil Etheridge, Jason de Jong, Rob Gier and Ray Jonnson—are expected on Feb. 6.

In the Manila hearing, Philippine Football Federation president Mariano Araneta revealed plans to build a new 40,000-seat football stadium, which could cost at least P1 billion.

Araneta said the Philippines had a three-year-old grant of $500,000 from the International Football Federation (Fifa) for the construction of its own football stadium.

We welcome Senior Superintendent Ricardo de la Paz as officer-in-charge of the Bacolod police while Senior Supt. Celestino Guara is recuperating due to injuries from a vehicular accident.

An experienced police chief we hope de la Paz can reduce crimes in the city, particularly robbery and the spread of illegal drugs.

In the past few months, criminality in Bacolod, including the operation of numbers games like jai alai, had gone up showing that among the cities in West Visayas Bacolod performed poorly.

We need our police to work harder. Criminality is rising, not only here, but all over.

The carnapping in Central Luzon has hogged the headlines and will continue for sometime as evidence of collusion with authorities is yet to be uncovered.

When there is a carnapper facing criminal charges for carnapping, including drug trafficking, who can bail himself out 19 times, then the collusion among agencies of government is obvious.

The problem is our weak justice system and ineffective law-enforcement agencies.

Just the other night, a bus was bombed with five dead and a number injured in Makati!

We hope President Aquino wields a strong hand to put a stop to all these crimes.

We were at Riverside ourselves for a minor ailment when I was told Tuesday morning that Joe was admitted.

It was not until yesterday morning that I read in our DAILY STAR that Joe passed away.

My prayers for you, Joe. I know you are there in the bosom of the Father.

I cannot understand a group calling itself Bacolod Citizens Alliance for Good Governance that wants to stop the redistricting of Bacolod.

If it is for good governance they want, why will they stop redistricting? Their reasons are they were not consulted and that “we cannot afford it at this time.”

I don’t want to argue with the group. But if the reason is they were not given the self-importance they need, I don’t know if you believe it is a valid reason.

It will make us poorer, the group said. Who is “us”? If the group means Bacolod people, they are wrong. With two districts we will get an equivalent of two budgets instead of one. This will make us better.

We will also have a Congressman taking care of less number of people and less problems.

We better know who these people in this group are and publish their names for our Bacolod people to know who are stopping the progress of the city.

Or, are they coming out just for the publicity?

Because if the argument is the move of redistricting will make us poorer, I suggest they take up a cause that will make us spend less like let there be no election.

You can just imagine the billions and billions of pesos we will save.

Or, because they do not want more Congressmen, they can call for the abolition of Congress. This will also help our savings and we will not be poor as they fear. And possibly many will join them.

I ask them, give us a list of their membership, and we will publish it. The public will have a chance to examine who they really are, their political affiliation, and their individual interests.

Labor has filed for a P97 wage increase before the Regional Tripartite Wages and Productivity Board.

I sympathize with wage earners who have to face the fast escalating cost of everything, capped by another round of diesel and gasoline price increases the other day.

But, I hope the RTWPB also does not lose sight of the fact that businesses, especially the small ones, can only take so much.

If these small businesses fold up because they cannot afford to pay the wages, this will mean unemployment and less consumers.

We must have to strike an economic balance.

Sy group requested to make bigger sports arena

SENATOR Juan Miguel Zubiri yesterday told reporters that the government is talking to the Sy Group of Companies to enlarge the closed indoor stadium it is planning to construct near the Mall of Asia grounds in Pasay City in preparation for the country’s hosting of the Suzuki Cup in 2012.

The Suzuki Cup is a biennial football competition organized by the Asean Football Federation.

Last year, the Philippine team, known as the Azkals, made a good showing in the tournament, increasing interest in the sport in the country.

Zubiri said they are asking the Sy group to increase the size of its planned indoor stadium so that it can accommodate a football field and 30,000 to 40,000 spectators.

The senator said the country needs to spend at least P400 million to improve the Panaad stadium in Negros Occidental and the Rizal stadium to meet international standards and allow the country to host the Suzuki Cup.

He said they are already talking to a businessman who he declined to identify to sponsor the repairs for the Panaad stadium but the sponsorship rests on changing the name of the stadium to the name of the corporate sponsor.

This is what I said yesterday. Pangilinan's SMART Communications is very interested to renovate and improve PANAAD but the downside is, it should bear the name of the company....so most likely it might be SMART-PANAAD Stadium or PANAAD-SMART Stadium or something kinda like it.^^

EXACTLY MIGO... as I have said... wala pa BACOLAODIAT NASUGAT-AN ko na ang AZKALS sa Burgos-Lacson Junction... naga sakay sila sa Ceres Private Tour Bus and nag Stop ang Traffic Lights... so mga 3 Minutes ko guid sila nga na tulok tulok and ang mga jeep nga naga lalabay sa dalan ang mga girls naga HINUGYAW guid... daw mang snatch ako kagina sang cellphone nga may 8-12MP nga camera para makuhaan ko sila pictures... hahahahaha kanami man sa ila kay naga wave sila sa mga tawo.. as in daw may mga artista lang kagina ang mga tawo nagtumpok sa Mercury Drug kag sa tubang alisbo... nagdinililagan pakadto sa bus nila... may naga tumbo tumbo guid sa windows... as en kasadya guid ya... daw ka nami sang feeling nga nakita ko na ang iban nga members sang Azkals sa Person... :) hehehehehee

Hi Guys, I sincerely wish for a succesful hosting by bacolod of the football match between the Philippines and Mongolia.

The match is being held in bacolod, which is good, because this would put the spotlight outside of metro manila. Katalaka kung puro sa manila lang ang mga events kay since time immemorial, manila gid ang sentro sang tanan. It's about time that the provinces get to be on the spotlight naman.

This hosting of the football match by bacolod is for the entire country, this is for the philippines, our nation which is the only one we've got, so I really hope for a succesful, peaceful and impressive hosting by bacolod city. Godspeed to bacolod in hosting the match.

As per the news videoclip in BANDILA last night, the Azkals were mobbed by screaming fans outside SYLVIA MANOR HOTEL as they went to board their service bus. So I think sa SYLVIA sila naga tinir....correct me if I'm wrong :banana:

but to be exact not only Monico deserves the credit but the City Council of Bacolod. It was the councilor's of Bacolod who passed the resolution to request for the DFA satellite office. As it was there in Congress, nakita ni Monico kag gin lobby. so that's it. tani ndi lang sya mag dinalok kay sobra sobra na gid ang kapal muks nya.^^

^^remember ko man na @chef, I give credit to our former Congressman for the effort of bringing DFA to Bacolod but I think it should be informed to the public kay ang iban wala pa gid kabalo nga naga exist na ang DFA office sa Bacolod





^^I love the idea of a sponsored name on the stadium...most stadiums in the US amo naman ni ang trend because only private corporations have the money to build and maintain such facility. pareho man bala sa staple center or toyota center, maging open minded lang ta, the hell kung smart stadium pa ina kag wala ang panaad nga ngalan as long as it gives the city its benefits and brings in tourist in our province.

I know mig nga indi tanan at least ang simple nga renewal indi na kilanlan mag plete pa tabok isla...syempre isa ang Negros Occ sa naga contribute sang progress sa regional center, amo na gani gin tawag nga regional center diba kay gina kadtuan sang neighboring provinces kag ang Negros Occ kung isipon ka daku sang population compare mo lang sa iban nga provinces sang Panay.

anyway no need to argue with this...total sa salog man lang location mo.

but to be exact not only Monico deserves the credit but the City Council of Bacolod. It was the councilor's of Bacolod who passed the resolution to request for the DFA satellite office. As it was there in Congress, nakita ni Monico kag gin lobby. so that's it. tani ndi lang sya mag dinalok kay sobra sobra na gid ang kapal muks nya.^^




Kunsabagay...daw kasaw-a galing....mas better METRO-PACIFIC PANAAD Stadium...kay kun SMART daw ka "ding-dong" name na ^^

ako ya favor man ko kon may satellite office dira kamu sa bacolod..kay masyado na gid kagutok sa Iloilo, ang Bacolod city may 5000 more or less graduates bala every year so damu man gihapon kag indi na maka dugang pa sa mga graduates sang Iloilo na more or less 18,000 every year plus..ang mga graduates pa sa Capiz,Aklan,Antique kag Guimaras nga ga process man da sa prc Iloilo..so dapat may ara man kamu da prc..para indi na mag pa gutok pa ang mga Negrenses sa Iloilo:cheers:

PFF just confirmed our tickets! me and my family are going to Bacolod to watch the Azkals game! :banana: first time to visit your city. Are there hotel rooms still available on that day? Coz I heard it's all taken. are L'Fisher hotel and L'Fisher chalet two separate buildings?

And one more thing, I'm driving our car all the way from Cebu pa. quite a long trip. Are there many one-way roads in Bacolod city proper? Just so I could start familiarizing the road map. I appreciate some helpful tips, many thanks! :okay:

hindi lang ako sure if meron pang available rooms eh. btw, L'Fisher Hotel and L'fisher Chalet are located in the same building. :)

Meron din Hotel na medyo malapit sa Panaad Stadium. These are Sugarland Hotel w/c is approximately 10-15mins away from the stadium depending on traffic conditions. Luxur Place or also known as Bacolod Convention Plaza Hotel w/c is also approximately 10-15mins away. :) There is also Grand Regal Hotel and Planta Hotel which is located in front of Gaisano City Bacolod Supermall, both located along Araneta St., one of the major arteries of the city.

L'Fisher Hotel and the Chalet are just one...but the Chalet has its entrance at the rear part of the hotel with a scenic roofdeck resto, pool and spa.

Yes there are many one-way streets at Bacolod CBD especially around downtown. but most streets here are standard 4-lane in width and highways (Lacson and Araneta) of up to 6-lanes wide.

Keep in mind that going around the Bacolod Public Plaza even at 4 lanes and 2 lanes with shoulders in width is ONE WAY COUNTERCLOCKWISE. just follow the traffic flow

the EZ Map of Bacolod City at the Negros and Siquijor Map Edition would be most helpful on driving. its Php 99 at National Bookstore

that's really right... that's why i hope ma pushed through ni ang satellite office coz its really very inconvenient to go to iloilo para lang mag renew... very inconvenient.... amo man lang na kadtuon ko to... from pier tapos taxi going to PRC and then ma taxi naman ko from PRC back to pier to catch the last trip back to bacolod..... pag abot mo sa PRC kagutok pa coz kadamu ga process. given a small office, yet serving 6 provinces where iloilo has 18 000 + graduates and the remaining 5 provinces combined have a total annual graduates of around 7000 (tsakto man na nga estimate?)... unfair man na tuod sa amon di sa bacolod nga ang regional office mostly ang services gakadto lang majority sa isa ka province tapos mapa gutok pa kami da sa iloilo... haaay tani madayon na ni ba...

BACOLOD -- Silay Airport manager Efren Nagrama made good on his promise to improve the facility's operation and policies with the ongoing orientation and training involving transport operators and drivers.

Silay City Tourism Officer Ver Pacete said that among the policies discussed was the one on loading and unloading of passengers in front of the departure and arrival gates. The loading and unloading should not take more than three minutes to avoid congestion.

Drivers of accredited taxis and vans were also oriented on how to be tourist friendly and to be always courteous to their passengers.

Nagrama, who took over as OIC airport manager last January 4, earlier said 50 taxi units have already been accredited, adding that the campaign against colorum vehicles operating in the airport will be intensified.

"They exploit the tourists and give a bad impression to our guests," said Nagrama.

Silay has been declared as one of the 25 major tourist destinations in the country.

Mayor Jose Montelibano said, "The centerpiece of Silay's master plan is the development of a new city next to the key infrastructure feature: the state-of-the-art domestic airport of international standard. This new metropolis is projected to grow around special economic zones and export processing points to be built in the airport's periphery."

"In our wish list is a light railway transit from our airport. This mass transport system is expected to ease traffic congestion in thoroughfares linking the airport to the province's major arteries," he added. (CGC)

FORMER Senator Mar Roxas will be in the province Friday to provide additional assistance to the beneficiaries of the Negros Occidental Comprehensive Health Care Program (NOCHP).

Roxas, who lost in his vice-presidential bid in last year's election, will reportedly donate an ambulance and medical equipment to the provincial and district hospitals in the province to complement Governor Alfredo Marañon Jr.'s health program.

NOCHP, the flagship program of the Provincial Government under Marañon's administration, aims to cover all indigent families in the province. Under the program, the head of the families will be given health cards that entitle the entire family to free hospital care and medicine whenever they are confined in a government hospital.

The Capitol, along with the six congressional districts in the province, targets to cover about half a million indigent beneficiaries in the province. The cards have already been initially released in all towns and cities in Negros Occidental.

NOCHP program manager Roy Balicas and Provincial Planning and Development Office head Marlin Sanogal, who is also the NOCHP core group chief, will brief Rojas on the salient points and coverage of the pioneering health program at the Nature's Village Hotel and Restaurant on Friday.

From the presentation, Roxas is expected to make respond regarding his assessment of and assistance for the program.

Marañon and other provincial officials, along with third district Representative Albee Benitez, who is one of the major proponents of the program, are expected to attend the presentation.

Roxas, who was President's Benigno Aquino's running mate in the last election, will reportedly be appointed as the country's Interior and Local Government Secretary once the one-year ban for the appointment of losing candidates in the previous elections is over. (Teresa Ellera-Dulla)

Maricalum Mining Corp. owes Sipalay City and Cauayan town P107,912,775 in back taxes that it needs to pay in order to resume mining operations in southern Negros Occidental, provincial administrator Enrique Pinongan said yesterday.

MMC officials, who recently met with Gov. Alfredo Marañon Jr., have expressed interest in resuming operations but are contesting the P107 million the firm is being charged, and have presented their own figures, Pinongan said.

Further discussions and negotiations on the matter are still underway, Marañon said.

Taxes owed by MMC as of January 6, 2011 to Cauayan town is P35,124,719 and Sipalay City – P72,788.055, a Negros Occidental Office of the Provincial Treasurer report said.

A tax clearance is a requirement for MMC to resume operations, Pinongan said.

To focus on their training and execute the coaches’ instructions, possibly, with less distraction, were the things team manager Dan Palami hopes to see before the Philippine men’s football team, the Azkals, face the Mongolia squad for their AFC Challenge Cup qualifying series at the Panaad Park and Stadium on February 9.

In a press conference at Luxor Hotel in Bacolod City yesterday, Palami said that the team’s first practice in Talisay City went smoothly and they are looking into other options as far as the venue of their trainings is concerned.

The schedule of the practice is no secret, but we have to consider other options to preserve the condition of the pitches where we play, the Azkals’ team manager said.

Those who want to watch the practice are welcome, but the fans have to maintain their distance from the players so that the training will not be disrupted, Palami said.

Grateful for the warm welcome they received from the Negrenses, he said the Azkals are determined to play their best against Mongolia to make their fellow Filipinos proud.

With Palami during the press conference were Negrenses Eduard Sacapaño and Reymark Palmes and Ilonggos Emelio “Chippy” Caligdong, co-captain of the Azkals, and veteran Yanti Barsales.

Palmes said that while they haven’t seen Mongolia play, they are not underestimating their strength and the Azkals are in Bacolod to train on their attack, defense and transition play to achieve their goal which is to beat Mongolia.

On the inclusion of several Filipino-foreigners in the team, Caligdong said everyone gets along well and they respect each other.

BACOLOD City – Philippine Olympic Committee chair Monico Puentevella yesterday lamented the apparent lack of cooperation on the part of the Department of Education on the need to transfer the lights from the Paglaum Sports Complex to the Panaad Stadium needed for the scheduled game between the Philipine Azkals and Mongolia on February 9, 2011.

Puentevella showed his disappointment in a press conference together with several Azkals players who are from Barotac and Negros Occidental with their team manager Alan Palami.

Puentevella said that despite a letter from the DepEd secretary approving the transfer of the lights, the local DepEd supervisor reportedly refused the transfer.

Puentevella even appealed to the media to help in convincing the local DepEd people to allow the transfer.

He said the matter can be considered as national interest yet they were given a taste of government bureaucracy in the local level.

He clarified that the distribution of the tickets for the game is not in his hands.

On the other hand, Palami appealed to the fans to understand the situation of the Azkals as they prepare for the game against Mongolia.

He hopes there will be no distractions while the training and practice of the Azkals is going on.

Marañon said he really wanted the President to visit Negros Occidental so he would personally see and know the concerns of Negrenses.

Marañon said Negros Occidental is one of the big provinces that delivered the winning votes to Aquino but since the elections, he has not visited the province yet.

Aquino was scheduled to visit Negros Occidental late last year but his visits were postponed for several times.

Meanwhile, 25 players of the Philippines Azkals arrived here Wednesday night and are ready for training at the Panaad Stadium.

Team Manager Dan Palami said four more players including James and Philip Younghusbands are expected to arrive this Saturday, while Rob Gier, Ray Johnson, Jason de Jong, and Neil Etheridge will arrive on February 6.

Although there are 33 players, they will have to undergo tryouts to compose the final 23 lineup, including the 11 who will play, Palami explained. Goalkeeper Eduard Sacapaqo, who is from Bago City said, "It is almost unbelievable to see how football’s popularity has risen and the support our team has been getting since we played in the AFF Suzuki Cup last year."

Another player, Bacoleno Reymark Palmes, said the national team has a very good chance of winning against Mongolia, given the strength and the high-morale of the team right now.

Although the team is still adjusting with the new coach and some new members, Sacapaqo they have enough time to train and familiarize with the "football environment" at the Panaad Stadium.*

Negros Occidental High School (NOHS) Principal Mario Amaca yesterday confirmed that their there is already the go signal for the transfer of floodlights from Paglaum Sports Complex to Panaad Stadium as part of the upgrading the lighting system of the latter sports facility for the upcoming AFC-Challenge Cup scheduled February 9, 2011.

Amaca said that after receiving the order from DepEd-Negros Occidental Supt. Rizalino Tortosa to oversee the undertaking, he immediately communicated with the Dynamic Builders’ engineer in charge of the transfer of these facilities.



"We will just have all these things recorded as compliance to the existing rules and regulations for the transfer of government properties," Amaca explained.

In the communication sent by Department of Education Secretary Armin Luistro to Philippine Sports Commission (PSC) chairman Ricardo Garcia stated that DepEd hs no objection to the latter’s request for the transfer of all available floodlights including its accessories to Panaad Stadium provided that the existing rules and regulations for the transfer of property are strictly complied.

Meanwhile, Philippine Olympic Committee (POC) chairman Monico Puentevella reiterated that PLDT and SMART Communication chairman Manny Pangilinan has considered to assist the province for the possible expansion of the Panaad Stadium in preparation for future international football competitions. Puentevella said that Pangilinan will talk to Gov. Alfredo Marañon Jr. and will see what his companies can do to help expand the stadium with more seats to be added in the existing structure.

LONDON - Neil Etheridge is overwhelmed by the support of his fans in the Philippines.

The British-Pinoy goalie gained a massive Filipino following the recent 2010 Suzuki Cup, where the Philippine squad qualified in the semifinals and made Philippine football history.

The reserve goalkeeper of Fulham Club, one of the club’s prized rising stars, is based in the UK but his Filipino fans continue to follow him through various social media networks.

In June, when the English Premier League goes on a break, he will spend the whole month in the Philippines to help promote the Philippine team Azkals and devote time with his fans.

“I update my twitter as much as possible. I try to keep everyone involved and let them know what’s going on,” he said.

Etheridge earlier tweeted he will be joining the Azkals in the AFC Challenge Cup during the home game at Panaad Stadium in Bacolod City on February 9.

He also confirmed the same with ABS-CBN Europe News Bureau. (Related story: Etheridge excited to rejoin Azkals)

After Fulham Club’s match against Ashton Villa on February 5, Etheridge will head to the airport and fly to the Philippines.

“It’s an international week so all the games stop all over the world and everyone flies out to their home country to play for their national team. All the teams all over the world are doing exactly the same. I will be having a few training sessions with the team. Unfortunately, I will not have much time in the Philippines. I will be flying back to England straight after the game,” explained Etheridge.

Etheridge has yet to confirm if he will be able to join the Azkals in the second game of the qualifier. The second round of the qualifying game is slated in March and will be held in Mongolia.

Although he is happy to fly back and forth for the match, he needs approval from Fulham Club’s manager Mark Hughes.

“To play for the national team is a great experience for me. I love the fans, I love the atmosphere. I love the environment that I play in. I want to thank all the fans that followed me and take a big interest in how I’m doing,” said Etheridge.

He is confident that the Azkals are ready to bounce back. He also acknowledges that there are lots of work to be done to improve and to consolidate the national team.

He said he is doing whatever he can, along with the rest of the team, to lay the ground work for the future of football in the Philippines.

“We really need to look outside the box. I know a lot of people are trying to play now for the national team. Whether it’s for the right or the wrong reasons, I don’t know. There are lots of room for improvement and I’m sure we can find those ways to improve the national team,” he explained.

With the support of the fans in the AFC Challenge Cup home game, he is positive it will create a winning atmosphere that will set the tone for what they are hoping to achieve.

"Every time I play for the national team, I give one hundred percent, 110 percent, I call Philippines my second home. I come home as often as I can,” Etheridge said.

MANILA, Philippines – The Philippine football team's top scorer in the 2010 Suzuki Cup will not be able to join the Azkals' game versus Mongolia in the upcoming Asian Football Confederation (AFC) Challenge Cup.

Filipino-British midfielder Chris Greatwich has tweeted that he has decided to withdraw from the Philippine Azkals, who are preparing to battle the Mongolians this February.

"Due to my work commitments in the US, it means I have to withdraw from the squad," he said.

Nevertheless, Greatwich believes the Azkals will remain a force to reckon with in the AFC Challenge Cup.

"The team is still extremely strong and I am sure the team will do well in my absence," he said.

Greatwich added that he is still willing to play for the Azkals in the future.

"I have told Dan (Palami, team manager) the door is not closed on me playing in future competitions," he tweeted.

His younger brother, Simon, will be joining the team instead.

Greatwich has been playing for the national team since 2004.

He is best remembered for scoring crucial goals for the Azkals in the AFF Suzuki Cup last December.

Greatwich bolstered the team in its 1-1 draw with football powerhouse Singapore. He also scored the opening goal in the Philippines' 2-0 victory over then defending champion, Vietnam.

The Azkals eventually made it into the Suzuki Cup semifinals following a 0-0 draw with Myanmar, but lost to Indonesia.

BACOLOD City – Philippine Olympic Committee chair Monico Puentevella yesterday lamented the apparent lack of cooperation on the part of the Department of Education on the need to transfer the lights from the Paglaum Sports Complex to the Panaad Stadium needed for the scheduled game between the Philipine Azkals and Mongolia on February 9, 2011.

Puentevella showed his disappointment in a press conference together with several Azkals players who are from Barotac and Negros Occidental with their team manager Alan Palami.

THE Noynoy Aquino-Mar Roxas tandem for the May 2010 national election might re-unite in Bacolod City on Feb. 9 to witness the match between the Philippine Team Azkals and Mongolia at the Panaad Park and Stadium in Mansilingan, Bacolod City.

Former Senator Manuel "Mar" Roxas II, who was in the province Friday to learn about the Negros Occidental Comprehensive Health Care Program, said that he will surely watch the Asian Football Confederation (AFC) Cup qualifying match between the Philippine Team Azkals and Mongolia.

Last week, officials of the Philippine Football Federation asked President Aquino to lead the Filipinos in cheering for the victory of the Azkals. The President has reportedly signified his intention to come.

For his part, Negros Occidental Gov. Alfredo Marañon Jr. said that he had not received any official communication regarding the President's arrival during the much-anticipated football game.

"If the President is coming, it will be the Presidential Management Staff, not any other persons, which will officially announce his arrival," the governor said earlier.

Meanwhile, when Roxas was asked about the cabinet position that he might occupy in the Aquino administration once the one-year ban on the appointment of losing May 2010 election candidates is over, Roxas said that it would depend on the President's decision.

"Maybe you should ask the President. I'm only here as a water boy," he jokingly added, pointing out that his visit to the province was on his own personal capacity.

"I consider myself a Negrosanon because my mother is from here," Roxas declared, adding that he is thankful for the support given to him by the Nengrenses during the last elections. "That's why I really want to help the development of Negros in whatever way that I could and I hope to relay to the President the concerns of the Negrenses."

According to Roxas, his main purpose in visiting the province was to assess the provincial government's health care and other economic programs which he can bring to the attention of the President for possible replication in other parts of the country.

He said Marañon also presented the proposed project about the Capitol's intervention in the form of palay procurement during the peak of rice harvest to protect the interest of the local farmers.

He also declined to answer when asked for confirmation of reports that he will replace Interior and Local Government Secretary Jessie Robredo.

Roxas also refused to comment on the recent incidents in Makati, saying that he does not want to muddle the situation. (Teresa Ellera-Dulla)

FORMER Senator Mar Roxas said Friday that the Negros Occidental Comprehensive Health Care Program (NOCHP) is a very laudable project and can be the model health care program that President Benigno Aquino III can replicate nationwide.

Roxas, Aquino's running mate in the previous election, was briefed by the NPCHP technical working group on the salient features of the health care program at Nature's Village Hotel and Restaurant in Talisay City in the province.

"This is one of the most pioneering and very aggressive health care programs. It runs parallel to the President's universal health care, which is one of our campaign promises," said Roxas.

"This is a very exciting project. I will tell the President about this and ask his support for the program," he added.

According to Roxas, his visit to the province is one way to help the Negrenses in whatever way he can as his way of thanking them for giving him the highest number of votes for the vice-presidential post in last year's elections.

Negros Occidental Governor Alfredo Marañon Jr. said that Roxas was interested in learning about the health program because he wanted to replicate it in Capiz and other parts of the country.

Marañon had to immediately rush back to the province to be present at the NOCHP briefing after he attended the Governors' League Conference in Manila Friday morning.

"The National Government officials are trying work out a similar program which will provide universal coverage for indigents covered by Philhealth (Philippine Health Insurance Corp.)," the governor said.

With Marañon during the activity were Vice Governor Genaro Alvarez; Representatives Mercedes Alvarez (6th District), Albee Benitez (3rd District) and Alfredo Marañon III (2nd District); San Enrique Mayor Mario Magno Enrique; and E.B. Magalona Mayor David Albert Lacson.

The provincial officials also presented to Roxas the province's programs on food security, irrigation and livestock.

Benitez, on the other hand, said the NOCHP technical working meeting on Friday was aimed at exploring ways on how the national government can support the program.

"The more people who would like to listen to our programs, the better for us. The national government may compose a template for NOCHP and make this a model in the whole country," said the lawmaker, who was one of the major proponents of the program.

He said he believes in Roxas as a troubleshooter sent by the President to help the country improve its economic programs. (Teresa Ellera-Dulla)

PRESIDENT Benigno Aquino III has declared a special non-working day in Talisay City in line with its 13th Charter anniversary on February 11, 2011.

In Proclamation 104, Aquino said, "It is but fitting and proper that the people of the City of Talisay be given full opportunity to celebrate and participate in the occasion with appropriate ceremonies."

A third-class component city of Negros Occidental, Talisay commemorates its Charter Day through the Pasidungog Festival, a thanksgiving revelry celebrated every 11th of February.

The three-day festival brings out the best among the best. Competitions include vocal solo, composo, cheer and dance, folk and pop dance, drum and bugle corps, platoon drill, chorale and sports revealing the artistry and skills that Talisay is justifiably proud of, per the information gleaned from the Negros Occidental website.

WITH 10 days to go before the 2012 AFC-Challenge Cup qualifier unfolds at the Panaad Stadium in Bacolod City, main men of the Philippine Football Team Azkals will arrive Saturday and Sunday to start blending with their teammates under their German head coach Hans Michael Weiss.

Philippine Football Federation's team coordinating officer Patrick Ace Bright and security officer Jogie Ronda Friday confirmed the arrival of Azkals team captain Alexander Charles Luis Borromeo at 6 a.m. Saturday at the New Bacolod-Silay Airport in Silay City.

American-born Ali Borromeo is a versatile center-back who is often deployed as a defensive midfielder and striker. He is known for his exceptional defense, high work rate and bravery which earned him the captain's armband.

Meanwhile, Bright also disclosed that the Younghusbands, Phil and James, will arrive Sunday morning to join the squad in their preparation for the upcoming clash against Mongolia.

Azkals' forward Phil, on the other hand, is an English-Filipino skipper who played for the national squad after he was released by Chelsea while his brother James plays as a right winger and used to play for Chelsea before he was released in 2008.

On Wednesday, twenty Azkals booters, along with coach Weiss and team manager Dan Palami, arrived in Bacolod and started their training Thursday at the Carlos Hilado Memorial State College pitch in Talisay City. They continued their practiced at the University of Negros Occidental-Recoletos football field Friday afternoon.

On the other hand, the Dynamic Builders and Construction Company had started dismantling the lights of Paglaum Sports Complex yesterday morning and brought equipment to Panaad Sports Stadium to further upgrade the lighting system of the venue for the coming tournament. (Jerome s. Galunan Jr.)

Fans trail practicing RP Azkals

Since they arrived in Negros Occidental on Wednesday for their training in preparation for their game on Feb. 9 against Mongolia in the AFC Challenge Cup, the Philippine men’s football team members, the Azkals, have been followed everywhere they go by a crowd, mostly of females, wanting autographs and to take pictures.

It was the same excitement that met them yesterday at the University of Negros Occidental-Recoletos, where the team had their afternoon practice.

With 30 university security personnel deployed to secure the football field, the Azkals had their practice amidst the screaming crowd of students, from grade schoolers to college coeds, who trooped to the pitch to watch the team.

But instead of getting distracted, the Azkals focused on their practice and were able to execute the moves their new German coach, Michael Weiss, gave them.

Weiss said he considers the presence of the crowd more encouraging than disturbing.

“We’re happy to see these boys and girls watching the practice. Very encouraging...but of course some of kind of discipline needs to be observed,” Weiss said.

Moving away from Manila, he said, is very good for the team since they were able to save time and experience less stress from driving for more than an hour to and back from where they practice.

“Here in Bacolod, we get to the venue in less than 15 minutes. This is better, much better,” Weiss, who also had his share of football fans asking for his autograph and having their pictures taken with him, added.

The Azkals’ coach also confirmed two friendly games for the team against a selection of players on Monday and Thursday next week.

He said they will probably play the Monday game at the UNO-R pitch and the Thursday match-up at the Panaad Stadium.

Being with the Azkals for only two weeks, Weiss said he finds the players to be very disciplined.

While they still have to develop further their game, he said they have enough time to prepare for the game against Mongolia and he is looking forward to having the Fil-foreigner players joining the team soon.

“We will beat Mongolia. That is a sure thing,” Weiss said.*NAB

Capitol to create more farms
for better livestock services

Four more farms are to be established this year for the farm and livestock program of the Provincial Veterinary Office under the Negros First Agenda of Gov. Alfredo Marañon Jr., Provincial Veterinarian Dr. Renante Decena said yesterday.

The four farms will be placed in the cities of Sagay and Victorias, Sta. Rosa, Murcia, and the University of the Philippines-La Granja.

He said the expansion of the farms is important because PVO wants to organize and institute breeding centers, semen processing, agri-livestock techno-demo farms, and the dairy farms.

PVO will also have its milk and milk products center under the dairy program of the province that aims to provide free milk and quality nutrition to malnourished school children, he also said.

There will also be laboratories for meat, semen processing and liquid nitrogen plant for storage and further experiments and tests related to semen production and artificial insemination, Decena added.

Dairy Farmers and Paravets Academy will also be established in La Granja, La Carlota, he added.

Decena said if these farms, laboratories, and sites will be realized, the province is already assured of better services and job opportunities related to poultry and livestock industry.

He said that there might be oppositions of utilizing the lands to farms and laboratory sites but the province will make sure that jobs and livelihood development programs will be provided to the residents particularly in those areas.

Currently, the Provincial Livestock Breeding Center and Development Farm in La Granja and the Cattle Breeding and Semen Processing Farm in Brgy. Cansilayan, Murcia are the two operational farms of the province, he added.*LTG

^^thanks @lg now we have a clearer picture of whats to come...when these projects will be completed. I'm very sure that Bacolod to Talisay boundary will be sprouting with businesses especially from low to high rise buildings. go Ayala!:)
