Negros Occidental Provincial Police Office (Noppo) Director Allan Guisihan said all police station chiefs in the province of Negros and the Negros Occidental Provincial Public Safety Company were directed to be on full alert to pre-empt possible terrorist attacks in their respective areas of responsibility. The station chiefs were also directed to conduct intensified 24-hour checkpoint operations in strategic areas to assure the safety of the public, the Noppo director added. According to Guisihan, police personnel from different cities and municipalities of the province were already deployed at the Panaad Stadium to secure the safety of the players and all the Negrenses who will watch the match at Panaad tomorrow. Noppo will deploy more than a thousand law enforcers starting today, he stressed. The composite force will include more than 700 policemen from the Provincial Command, 200 members of the Philippine Army, policemen from the Bacolod City Police Office (BCPO), and personnel from the Philippine Coast Guard and the Bureau of Fire Protection. During the final coordinating conference held at the Governor's Conference Hall yesterday for "Oplan Football," it was agreed that a dry run for the security preparations will be held today to address possible scenarios that may occur during the actual game tomorrow. Police Superintendent Jefferson Descallar was designated as the overall ground commander for the overall security at the Panaad Stadium. Guisihan also said that the spectators will be subjected to a body search and scanners before they can enter the stadium. On the other hand, BCPO OIC Ricardo De la Paz said that he ordered the 10 station chiefs here in Bacolod to enhance their police visibility in their respective areas of responsibility. The BCPO has already set up checkpoints at the city's points of entry starting last night. De la Paz ordered all station chiefs to check and monitor the entry of motorcycles in their area, considering that motorcycles were often used as gateway vehicles of criminal elements. De la Paz also cautioned the public not to bring valuable things during the football games at Panaad. Meanwhile, Guisihan said that as of yesterday, they have not yet received any confirmation about President Noynoy Aquino's arrival during the game tomorrow but they are prepared if the President decides to come to witness the game. "We are prepared for the President's visit. If the President arrives, his presence will entail only a slight alteration in our final security plans," Guisihan added. Presidential spokesperson Edwin Lacierda had already issued a statement confirming that the President cannot attend the much-awaited football game, contrary to earlier media reports. The Philippines will battle Mongolia for the 2012 AFC Challenge Cup qualifying tournament. Game One will be played tomorrow while Game Two will be played on March 15 at Ulan Bator, Mongolia. "Because of the large number of people expected to watch the match, it is better to avoid bringing children because they might get hurt in the rush of the crowd," the governor said. "Moreover, they cannot yet appreciate and enjoy the game." Negros Occidental Provincial Police Office Director Allan Guisihan, who is in-charge of the overall security at the stadium during the game, also echoed the governor's call. Due to the expected huge turnout, Marañon disclosed that Panaad Stadium in-charge Ian De Ramos is planning to extend an additional 10 layer seats for the bleachers for the convenience of the spectators. On the other hand, the governor reiterated that the provincial government only provides the venue for the game. The Capitol has no control over the distribution of tickets for the match, citing that the provincial government was only provided with a certain number of tickets by the Philippine Football Federation (PFF). However, Marañon said, the promised tickets of PFF have not yet been given to the Capitol as of yesterday, adding that the organizers promised to deliver them today. Many interested spectators have been making inquiries about the tickets, especially those that will be given free to the public. Meanwhile, Marañon said President Benigno Aquino III is probably not coming to witness the game. Usually the advance party and the members of the Presidential Security Group (PSG) comes three days before the President's arrival but as of yesterday, there was no official notice sent to the Capitol from Malacañang. Senators Ramon Revilla, Loren Legarda, Juan Miguel Zubiri and Teofisto Guingona III are expected to be present for the game. While our sports facilities are great, in a way(with Panaad Stadium probably the best in the country), it just does not jive with what you can call "world class." The Panaad's max capacity is around 15k while Vietnam has around 40k, while Malaysia has a 80k max capacity stadium. Kag indi pa ni gani ang "super bongga" nila nga stadium. "World class" should be taken with a grain of salt. Sure, nami man gid ang Panaad but it looks inferior when compared to the stadia of Vietnam and Malaysia. And these are not yet even considered "world class." :lol: Look at the likes of the Bird's Nest. So, para na lang indi na ta masuyaan, let's work hard na lang to build facilities that can be at par with the world's best. Our facilities are still inferior than our neighboring countries' sports venues. I dream of the day when our sports programs (if may ara man gid) would bear fruit. The rehabilitation of the stadium may start at the middle of this year or at the second quarter of this year, Valencia disclosed. Initial talks were conducted between the provincial government and DepEd's legal department prior to the MOA signing today and every detail of the MOA was already discussed, Valencia pointed out. The provincial legal officer said the agreement to return the sports stadium to the Capitol is more of a done deal, since DepEd admitted that it does not have funds to maintain the facility. The Mongolian men’s national team has so far successfully kept information about its brand of football, but the Philippine side may expect an aggressive visiting side to play the long ball. The BusinessMirror learned from Japanese journalist Takashi Morimoto, who aside from being in town to cover the match has worked in Mongolia with the FC Deren Sumida, that the Mongolian side is a highly physical team that loves to play the long ball. The visitors will also bank on veteran internationalists Zorigt Battulga and Garidmagnai Bayasgalan, who both play in the midfield. The Mongolians arrived in Bacolod City for the first leg of the Asian Football Confederation Challenge Cup without speaking to the media and in the press conference held at the L’Fisher Hotel on Wednesday. Team manager Dan Palami said “it would be almost disastrous if we lose.” German coach Hans Michael Weiss said “a 1-0 win will not entertain the fans.” And star striker Phil Younghusband said the “home crowd will spell the difference.” Hoping to provide more inspiration to a nation starting to rekindle its love affair with football, the Azkals are hoping to score a convincing victory when they battle little-known Mongolia tonight at the start of their AFC Challenge Cup series before an expected massive crowd at the Panaad Stadium here. “We’re very confident of a good result in front of our home fans and we want to entertain them as well as win,” Younghusband said Tuesday. The Azkals take the Mongolians at 7 p.m. with hopes of sustaining the nearly fairy tale journey that started with their historic semifinal finish in the Suzuki Cup two months ago. There’s so much excitement and enthusiasm about this match that game tickets were virtually sold out even before they were printed as hordes of fans from Manila flew here to root for the team, injecting new life to a sport the country seemed to have forgotten. A full media coverage is also expected with giant TV network ABS-CBN beaming the game live over Studio 23 and its cable channels. A mammoth crowd, which will be wearing white as sign of support for the local bets, is expected to fill the 15,500-seater venue as football fever reached its peak in the City of Smiles. The throng, however, will miss President Aquino, who begged off from attending due to other pressing matters. The President turned 51 yesterday. “I cannot imagine a loss to Mongolia,” Palami said. “I think that with the preparations I've seen in Manila and the time we had here, we will make an exciting game and we will make sure that we will make the Filipinos proud of their Azkals.” A second match is scheduled on March 15 at the Ulan Bator National Stadium. The winner will join Myanmar, Bangladesh and Palestine in the group stage set March 20-31. Although ranked lower than the Azkals in the FIFA rankings, Mongolia, which reportedly trained in Guangzhou, China to acclimatize with the Philippine weather, won’t be an easy prey. Inactive for nearly two years, the Mongolians provide no clues of how they play, forcing the Azkals coaches to say they will just rely on their instincts and try to adjust to whatever they bring to the table. When the young-looking and taller Mongolians arrived on Monday, hardly anyone can speak English, making it more difficult to unravel the team, whose record of futility included a 1-0 loss to Guam, one of the weakest teams in the world. A. 6847. Panaad is the venue for the national football team’s match against Mongolia in the opener of their Asian Football Confederation (AFC) Challenge Cup qualifying home-and-away series tonight. Philippine Football Federation (PFF) president Mariano Araneta Jr., who arrived in Bacolod City from Manila the other night, said 18,200 tickets were printed for the match with this distribution – 10,000 general admission free to the public, 2,000 grandstand section free to the public, 2,200 reserved seats for VIPs and 4,000 for sale at P300 each. Araneta said the tickets were “allocated properly.” To meet the AFC’s lighting requirements, an additional 300 lux was installed at Panaad last Thursday. The fixtures came from the Paglaum Stadium nearby and brought Panaad’s lighting capacity to 800 lux which was the level for the Asean Football Federation (AFF) Suzuki Cup matches in Vietnam last year. PSC chairman Richie Garcia arranged the transfer of the lights to Panaad after receiving the go-signal from Department of Education secretary Br. Armin Luistro. The PSC purchased the lights for Paglaum which is owned by the Department of Education. Panaad is owned by the Negros Occidental provincial government. Panaad was built in 1998 during the term of Gov. Lito Coscolluela to host the Centennial Palaro. Puentevella was then a PSC commissioner. Now, it’s ready for a refurbishing. Puentevella said the budget to boost Panaad’s capacity could be easily raised if FIFA, generous Middle East countries, the national government and a corporate sponsor like PLDT contribute to the fund. PLDT chairman Manny V. Pangilinan went to Panaad two weeks ago on Puentevella’s invitation. Pangilinan was in Bacolod to witness Game 1 of the recent PBA Philippine Cup finals between Talk ‘N’ Text and San Miguel Beer. “It’s a national effort,” said Puentevella. “PLDT will sit down with Gov. (Alfredo) Maranon’s staff to discuss coordination points. If only PAGCOR remits what it is supposed to by law to the PSC, there shouldn’t be a problem raising the funds.” Puentevella said the PSC Act of 1990 mandates PAGCOR to remit five percent of its gross income to the PSC but during President Ramos’ administration, the contribution was slashed in half. The remittance never went back to the original five percent during the terms of Presidents Estrada and Arroyo. “In fairness, President Ramos made up for the cut-back by providing funds over and above the five percent when the national government was asked to support our international competitions,” said Puentevella. “If PAGCOR follows the law, the PSC should be getting about P1.2 billion a year instead of only P600 million. With what it’s supposed to get, the PSC could easily allocate about P100 million to refurbish Panaad. If countries like Bangladesh, Sri Lanka and Myanmar can build national football stadiums up to AFC standards, why can’t we?” Puentevella said Sen. Juan Miguel Zubiri is batting for Panaad’s upgrade. “The idea is not to build from scratch,” said Puentevella. “Let’s look at the available stadiums. We’ve checked out the Rizal Memorial, University of Makati, PhilSports, Iloilo and Cebu and none can compare with Panaad which has the potential to increase viewing capacity to 32,000. Panaad also has adequate lighting and parking space.” Puentevella said Panaad now has a seating capacity of close to 16,000. A P200 million budget could build another roofed grandstand on the opposite side of the field and seats behind the two goals to increase the capacity to 32,000. The Philippines will battle Mongolia for the 2012 AFC Challenge Cup qualifying tournament. Game One will be played tomorrow while Game Two will be played on March 15 at Ulan Bator, Mongolia. "Because of the large number of people expected to watch the match, it is better to avoid bringing children because they might get hurt in the rush of the crowd," the governor said. "Moreover, they cannot yet appreciate and enjoy the game." Negros Occidental Provincial Police Office Director Allan Guisihan, who is in-charge of the overall security at the stadium during the game, also echoed the governor's call. Due to the expected huge turnout, Marañon disclosed that Panaad Stadium in-charge Ian De Ramos is planning to extend an additional 10 layer seats for the bleachers for the convenience of the spectators. On the other hand, the governor reiterated that the provincial government only provides the venue for the game. The Capitol has no control over the distribution of tickets for the match, citing that the provincial government was only provided with a certain number of tickets by the Philippine Football Federation (PFF). I was desperate to buy up to 1pm, just had to back home. As I heard there in panaad there was no availble free tickets or P300, what a shame maayo na sila ang organizer kidlatan ,,,,,,,,,:bash::bash::bash: AFAIK ha, the Blue, Red, and Yellow section tickets were already sold out online. The only way to buy them was through sending an email to the PFF, depositing the money in the bank account, and claiming the tickets either in Manila or here in Bacolod. "The problem is all the tickets have been sold out and the 10,000 free tickets have been given out," Negros Occidental Governor Alfredo Maranon Jr. said. So when fans flocked to the Panaad Wednesday morning, there was nothing more to give away, except for a few hundred paid grandstand tickets, which were claimed. The PFF printed out 18,000 tickets, including 4,000 grandstand tickets worth P300 each that was sold out days before the match, and 4,000 VIP tickets. “It’s a problem, but we think of it as a good problem because it means that the sport is getting a lot of attention,” said Araneta, who disclosed that President Aquino had released P3 million for the staging of the event. Philippine Sports Commission chair Richie Garcia said increasing the capacity of Panaad to between 30,000 and 40,000 could cost about P150 to P200 million. Increasing the capacity of the grandstand area of Rizal Memorial in Manila costs even more—between P200 and P250 million. But Garcia said the lack of parking space would be a problem if matches were held there. “We don’t have the money to do that,” said Garcia, who also watched the match on Wednesday night, referring to the improvement of the stadiums. And the high demand for Wednesday night’s home match has again renewed the call for a bigger stadium in the country. “The bottom line is we need a bigger stadium,” said Philippine Football Federation president Mariano “Nonong” Araneta. “We are sorry that we could not accommodate everyone.” Araneta said the 10,000 general admission tickets were already farmed out to the Negros Occidental provincial government, PFF sponsor Smart and PFF-member football associations all over the country. So when fans flocked to the Panaad Wednesday morning, there was nothing more to give away, except for a few hundred paid grandstand tickets, which were claimed. The PFF printed out 18,000 tickets, including 4,000 grandstand tickets worth P300 each that was sold out days before the match, and 4,000 VIP tickets. “It’s a problem, but we think of it as a good problem because it means that the sport is getting a lot of attention,” said Araneta, who disclosed that President Aquino had released P3 million for the staging of the event. Philippine Sports Commission chair Richie Garcia said increasing the capacity of Panaad to between 30,000 and 40,000 could cost about P150 to P200 million. Increasing the capacity of the grandstand area of Rizal Memorial in Manila costs even more—between P200 and P250 million. But Garcia said the lack of parking space would be a problem if matches were held there. “We don’t have the money to do that,” said Garcia, who also watched the match on Wednesday night, referring to the improvement of the stadiums. Garcia said one option would be getting a private company to sponsor the improvement of the stadiums in exchange for naming rights. “It’s a good sign,” said Garcia of the huge turnout at the Panaad. “But we should really do something about the stadium. The film traces the story of Victor Pearson, former US Marine and Vietnam war hero, from his hometown in Oregon, United States, to Barangay Andulauan, Ilog, where he had sex with and physically abused numerous local women, some of them minors and siblings. “Kano” is an “indictment of the system, an eloquent argument for the passage of the reproductive health bill,” Gallaga said on Sunday. The film relates how parents allowed their young daughters to live with the ex-Marine. “Initially, it’s easy to set up parameters of what is right and wrong,” Gallaga added. “Then you ... realize there is something distorted about their (parents) world view.” The film won the 2010 International Documentary Film Festival Amsterdam Award for First Appearance and Best Documentary in the 12th Cinemanila International Film Festival in December last year. By invitation Pearson settled in Ilog in 1979 and started his harem. He was arrested in August 2001 and charged with 87 counts of rape committed against eight women, mostly minors. Some eventually withdrew their charges. He was convicted of two counts of rape involving a 15-year-old and is now serving an 80-year sentence at the National Penitentiary in Muntinlupa City.
