“The province of Negros Occidental granted our request for the construction of 24 classrooms for the Negros Occidental High School,” Luistro said.

"It’s a happy compromise. We needed the classrooms and they needed the space at Paglaum Sports Complex," he added.

Now that the complex has reverted to the province, Maranon said the structural design will be immediately readied for the development of the sports complex, including the stadium.

The stadium will be developed as venue for local sports events and as practice area for international sports events in support of the Panaad Stadium, which is also owned by the Provincial Government.

BUREAU of Fisheries and Aquatic Resources (BFA) Director Malcolm I. Sarmiento Jr. asked Bacolod City Mayor Evelio R. Leonardia to support the agency’s mariculture project.

Sarmiento said that after a rapid resource assessment survey conducted in July 2010, the BFAR team identified Barangay Banago and delineated the area for the establishment of a mariculture park for high value fish species.

While mariculture parks are designed for sea-cage culture of milkfish, siganids red snappers, seaweeds, mussels, oysters, among others, as well as sea ranching of lobsters and seahorses in coral reefs and seagrass areas, initial thrust was given to the grouper species, which has shown considerable potential as a commodity of high export value.

BFAR will implement the “Grouper Culture in Cage Project” in response to the request of Bacolod City Representative Anthony Golez for possible livelihood projects in coastal areas of Bacolod.

BFAR will be conducting consultation with the mayor and other local government officials and conduct a briefing on mariculture operations to members of the City Council and other parties concerned, Sarmiento said. (Carla N. Canet)

Sports complex reverted to Capitol

THE ownership of Paglaum Sports Complex was reverted Monday from the Department of Education (DepEd) to the Provincial Government.

A Memorandum of Agreement (MOA) between Governor Alfredo Maranon Jr. and DepEd Secretary Armin Luistro at the Provincial Capitol was signed Monday for the transfer of ownership.

“The province of Negros Occidental granted our request for the construction of 24 classrooms for the Negros Occidental High School,” Luistro said.

"It’s a happy compromise. We needed the classrooms and they needed the space at Paglaum Sports Complex," he added.

Now that the complex has reverted to the province, Maranon said the structural design will be immediately readied for the development of the sports complex, including the stadium.

The stadium will be developed as venue for local sports events and as practice area for international sports events in support of the Panaad Stadium, which is also owned by the Provincial Government.

The sports complex will also be developed into a commercial area. It will also house a dormitory for students coming from outside Bacolod City and a call center, Maranon said. (Teresa Ellera-Dulla)

Motel issued permit

The Bacolod Imperial Court Inc. in Brgy. 6, Bacolod City, has been issued a Mayor’s Permit after it paid the required fees to the city Friday.

The motel was temporarily closed down by the City Legal Enforcement Team in December 2010, for operating without a permit.

The Case Review and Recommendation Committee formed by the City Legal Office concluded, after a thorough evaluation, that the BICI may be issued a Mayor’s Permit after it had paid P10,000 in penalties for several violations it had committed.

Meanwhile, the Office of the Building Official will inspect all the old buildings along Narra Avenue at the Capitol Shopping Center in Bacolod City next week to ensure that they are safe and do not pose danger to the public.

Engineer Isidro Sun, in charge of the OBO Structural Annual Inspection Section, said there are about 40 old buildings in the Shopping Center and some have collapsed and have been abandoned.

He said they have issued notices to several establishments in the city that they have been found to be not structurally stable.

Sun said they have noticed cracks in some establishments they have inspected and the owners have decided to vacate them and have them demolished.

They will send out notices and re-inspect old buildings so they can advise the owners to vacate if the structure cannot be repaired, he said.

Building owners should watch their structures for cracks since the OBO cannot attend to all of them because they lack personnel, Sun also said. He added that if the cracks are getting bigger, the structure may not be safe anymore, he said.

They have also inspected the old City Hall and did not find anything defective in the structure, he said.

Sun said Mayor Evelio Leonardia has issued a memorandum ordering them to inspect the fire exits of all boarding houses in Bacolod.

City Disaster Coordinating Council action officer, Joemarie Vargas said the city has a Collapsed Structure Rescue Team and has the capability to conduct rescue operations in case of disasters, although they hope these do not happen.*CGS

Edgardo Serion, Libertad Market’s Fish Section Association president, complained about sidewalk vendors selling fish outside the market causing reduced income to those paying daily fees for slots inside the market.

The city officials assured the market tenants and vendors that complaints like leaking rooftops, market impediments and remaining illegal structures, drainage and electrical installation problems, the need for sanitation, unused tiled stalls, and improper garbage dumping, among others, will be addressed under the masterplan that will however need public-private partnership to accomplish.

Meanwhile, Rogelio Balo, City Administrator and concurrent Market Administrator has also called for a transformation of the markets with special focus on the collection of the multi-million tenant arrearages, the press release said.*

if i may recall ., I think what migo underoath is trying to say is that those people in Negros who booked in Ilo2x and vice versa comprise only a very minimal/small percentage of the total traffic of a particular airport... Correct if im wrong migo under .. :)

President Benigno Aquino is expected to join an economic managers meeting with the business sector, meet with local government executives and multi-sectoral representatives, and attend groundbreaking rites during his visit to Negros Occidental Friday.

Aquino is set to join the groundbreaking for the expansion of the Teresita L. Jalandoni Provincial Hospital in Silay City Friday, Gov. Alfredo Marañon Jr. said yesterday.

The governor noted that Health Secretary Enrique Ona, during a visit to Negros Occidental, committed to provide the provincial hospital with an MRI (Magnetic resonance imaging) machine, a medical imaging technique used in radiology to visualize detailed internal structures.

Marañon said he is hoping the national government will provide the provincial government-run hospitals with more equipment to augment the Negros Occidental Comprehensive Health Services program.

He said the advance party for the President’s visit came Friday last week and will return Wednesday to finalize details.

The President is expected to meet with local government officials and sectoral group representatives in Bacolod and may go to Pontevedra to inaugurate a housing project of the Department of Social Welfare and Development, he said.

Frank Carbon, president of the Metro Bacolod Chamber of Commerce and Industry, said an economic managers briefing to be attended by the president, top government officials and Negros businessmen will be held at L Fisher Hotel Friday.

Aside from the president, expected at the affair are Finance Secretary Cesar Purisima, Trade and Industry Secretary Gregory Domingo, Energy Secretary Jose Rene Almendras, Agriculture Secretary Proceso Alcala, National Economic and Development Authority chief Cayetano Paderanga, and Bangko Sentral ng Pilipinas Gov. Amando Tetangco Jr., Carbon said.

Sports complex reverted to Capitol

THE ownership of Paglaum Sports Complex was reverted Monday from the Department of Education (DepEd) to the Provincial Government.

A Memorandum of Agreement (MOA) between Governor Alfredo Maranon Jr. and DepEd Secretary Armin Luistro at the Provincial Capitol was signed Monday for the transfer of ownership.

“The province of Negros Occidental granted our request for the construction of 24 classrooms for the Negros Occidental High School,” Luistro said.

"It’s a happy compromise. We needed the classrooms and they needed the space at Paglaum Sports Complex," he added.

Now that the complex has reverted to the province, Maranon said the structural design will be immediately readied for the development of the sports complex, including the stadium.

The stadium will be developed as venue for local sports events and as practice area for international sports events in support of the Panaad Stadium, which is also owned by the Provincial Government.

The sports complex will also be developed into a commercial area. It will also house a dormitory for students coming from outside Bacolod City and a call center, Maranon said. (Teresa Ellera-Dulla)

Hmmm, I'm not aware of that "Asia-wide" claim for Araneta Street but as far as I know, its being compared to some streets and avenues here in the country (excluding expressways and tollways) and was claimed to be the "longest single contiguous street" in the Philippines. Araneta Street is unbroken from its north end at Gonzaga Street at Bacolod Public Plaza all the way to the Bago City Coliseum in Bago City. (Guys from DPWH could provide us with its exact length)

Colon St. in Cebu is the oldest in the Philippines but I'm not sure if it is true Asia-wide. Sorry sugar limited lang ang akon "Wiki" plus "Google" :banana::banana:

^^ Yes migs... naglabay kami to sang last time nila doc and dark spirit, nakita man to namun... infairness, tani mapanami lang nila ang Lugar kag ang Building... nice to see that Downtown Area is currently being upgraded... City mayors of Negros Occidental are opposing the recent granting by the Supreme Court of cityhood to 16 allegedly unqualified municipalities and are joining their colleagues in a “flip-flop outrage” to be staged in front of the Supreme Court on March 9.

Bacolod Mayor Evelio Leonardia, executive vice president of the League of Cities of the Philippines, yesterday said it is their moral and legal obligation to support the protest because the SC ruling is a blow to the country’s judicial system.

The SC on February 15 reversed its decision against the cityhood of the 16 municipalities that was supposed to be final, and this is not healthy for the image of the High Court, Leonardia said.

“We hope the SC acts on our motion for reconsideration opposing its grant of cityhood to the 16 municipalities,” he said.

He said the creation of 16 new cities would mean P40 to 50 million less in Internal Revenue Allotment of Bacolod City annually.

Bago City Mayor Ramon Torres said the creation of 16 new cities would mean more than P600 million less in the annual IRA of the 13 cities of Negros Occidental.

For Bago City it will mean about P40 million less in its IRA, he added.

Kabankalan Mayor Isidro Zayco and Silay Mayor Eric Saratan said an advisory from Mayor Hernani Braganza, LCP secretary general, states that a city mayors general assembly to discuss courses of action against the SC ruling at the Century Park Hotel in Manila will be held on March 8.

Zayco said the creation of 16 new cities would mean about P62 million less in the annual budget of Kabankalan City, while Saratan, LCP regional representative, said Talisay City would have about P30 million less.

Silay Mayor Jose Montelibano said they will fight against the conversion of the 16 municipalities in question, and pointed out that they would not oppose the move if the towns were qualified.

He said creating the 16 new municipalities would mean about P35 million less in IRA for Silay City.

Leonardia also pointed out that the members of the Senate and the Lower House approved the cityhood of the 16 municipalities towards an election, making their decisions highly politicized.

Their conversion was approved despite their failure to meet all the requirements for cityhood, which are an annual income of P100 million, a population of 150,000 and a land area of about 10,000 hectares, he said.

The Supreme Court, voting en banc, reversed itself for the fourth time on February 15 and ruled that the laws converting these towns into cities were constitutional despite complaints that they did not meet the criteria cited in the Constitution.

It upheld the cityhood of the municipalities of Mati, Davao Oriental; Naga, Cebu; Bogo, Cebu; Carcar, Cebu; Baybay, Leyte; Catbalogan, Samar; Tandag, Surigao del Sur; Lamitan, Basilan; Borongan, Samar; Tayabas, Quezon; Tabuk, Kalinga; Bayugan, Agusan del Sur; Batac, Ilocos Norte; Guihulngan, Negros Oriental; Cabadbaran, Agusan del Norte; and El Salvador, Misamis Oriental.

Meanwhile, no municipality in Negros Occidental is among those “converted,” and all the 13 cities in the province had fully met the requirements when they were upgraded.*CPG

Paglaum squatters

The Negros Occidental provincial government will soon send notices of eviction to all squatters at the Paglaum Sports Complex in Bacolod City, Provincial Legal Officer Jose Ma. Valencia said yesterday.

On Monday, Education Secretary Armin Luistro and Gov. Alfredo Marañon Jr. signed a compromise agreement in which the Department of Education returned the ownership of the sports complex to the provincial government.

Valencia said squatters at the sports complex who number more than 50 will be removed and a new building for commercial use will be built facing Hernaez and Lacson streets, to be leased to call centers, and used as a dormitory for students from the towns and cities of Negros Occidental.

Proceeds from the lease of the building to businesses and call centers will be used to, among others, maintain the sports facilities in the complex, the governor said.

Valencia said their initial count shows 22 squatters in the sports complex building facing Lacson Street, and 32 in the building facing Hernaez Street.

The squatters will be given 30 days from notice of eviction to leave the premises, he said.

If they wish to lease business space in the new structures to be built at the sports complex later, they can do so, provided they pay rent, he said.

It appears that when the sports complex was under the ownership of the DepEd, those supposedly leasing space had not been paying rent, he said.

The Negros Occidental Teachers Center at the corner of Lacson and Hernaez streets will also be transferred to another area, Valencia said.

Valencia said he will meet with personnel to validate the names of the squatters at the complex so the notices of eviction can be sent immediately.

Under the agreement signed by Luistro and the Marañon, it was agreed that the provincial government will build the DepEd a two-storey 24-classroom building with a foundation strong enough for an addition two more floors to be used by the Negros Occidental High School, Valencia said.

But the governor said the provincial government will assess if it can, instead, build a three-story, 36-classroom building.*CPG

Terminal update sought

A resolution directing the parties under Bacolod City Ordinance 480, Series of 2009, which legalized the creation of the northbound terminal to update the Sangguniang Panlungsod of the progress of the construction of the project, was approved by the SP recently.

Authored by Councilor Dindo Ramos, the resolution also urged the Bacolod City Government and Crispin Chua to start the operation of the terminal not later than June 2011, or appropriate measures will be imposed to put in effect the provision of C.O. 480.

C.O. 480 was passed and approved by the SP on Feb. 11, 2009, while a memorandum of agreement was entered into between the city and Chua for the latter to construct a common terminal for all north-bound public utility vehicles except the buses and mini-buses of Vallacar Transit Inc.

The resolution said one of the aims of putting up terminals at the boundary of Bacolod and Talisay cities is to decongest traffic at Lacson Street and the Shopping Center area, as these buses, mini-buses and PUJ’s will no longer be allowed to go beyond the terminals to load and unload passengers.

Vallacar Transit Inc. has told the city government that it is putting up its own terminal but it will be for the exclusive use of the buses and mini-buses of the company.*CGS

La Salle has
three new doctors

The University of St. La Salle garnered a 100 percent passing rate based on the result of the February 2011 Physician Licensure Examination released by the Professional Regulation Commission, a press release from USLS in Bacolod City said.

The national passing rate for the examination is 53 percent.

The three new Lasallian doctors are Drs. Mary June Cadigal, Melanie de Vera and Gienah Lyn Ganzon, the press release said.

Admission testing dates for the College of Medicine are scheduled on March 11, April 8, April 29 and May 13.

why can't some of us here be loyal to its own home. i do agree to what underoath, greenflare and others had said.
a piece of unsolicited advice... no matter how you pretend to act as if you are taking no sides, eventually your natural being will come out....
be true... don't pretend that you are happy for our development when in fact you are not.... and don't say that your family is rooted in here or your wife came from here coz i believe the blood that runs in you still prevails over other matters....

La Salle has
three new doctors

The University of St. La Salle garnered a 100 percent passing rate based on the result of the February 2011 Physician Licensure Examination released by the Professional Regulation Commission, a press release from USLS in Bacolod City said.

The national passing rate for the examination is 53 percent.

The three new Lasallian doctors are Drs. Mary June Cadigal, Melanie de Vera and Gienah Lyn Ganzon, the press release said.

Admission testing dates for the College of Medicine are scheduled on March 11, April 8, April 29 and May 13.

Terminal update sought

A resolution directing the parties under Bacolod City Ordinance 480, Series of 2009, which legalized the creation of the northbound terminal to update the Sangguniang Panlungsod of the progress of the construction of the project, was approved by the SP recently.

Authored by Councilor Dindo Ramos, the resolution also urged the Bacolod City Government and Crispin Chua to start the operation of the terminal not later than June 2011, or appropriate measures will be imposed to put in effect the provision of C.O. 480.

C.O. 480 was passed and approved by the SP on Feb. 11, 2009, while a memorandum of agreement was entered into between the city and Chua for the latter to construct a common terminal for all north-bound public utility vehicles except the buses and mini-buses of Vallacar Transit Inc.

The resolution said one of the aims of putting up terminals at the boundary of Bacolod and Talisay cities is to decongest traffic at Lacson Street and the Shopping Center area, as these buses, mini-buses and PUJ’s will no longer be allowed to go beyond the terminals to load and unload passengers.

Vallacar Transit Inc. has told the city government that it is putting up its own terminal but it will be for the exclusive use of the buses and mini-buses of the company.*CGS

Giordano distributor planning to open 14 stores

THE MASTER franchisee and exclusive distributor of Hong Kong-based apparel firm Giordano International Ltd. is set to go on expansion mode.
TFB, Inc. wants to open 14 new stores at an investment of P5 million per store up to next year in new malls to capture demand from the provinces, an executive said.

“We became more active in the past three years. Last year, we opened three shops. We are looking at opening eight to 10 stores this year and four next year,” David O. Magat, assistant operations manager of TFB, told BusinessWorld in an interview.

“[Mall operators] are expanding mostly in provinces like in the Visayas.

We will be more visible in those areas,” Mr. Magat said. “It would be more advantageous if we go with the malls because people go there.”

The local Giordano franchise now has 45 company-owned Giordano Functional stores, one Giordano Ladies concept store, and four franchised branches, all in shopping malls. It has 25 company-owned branches in Metro Manila, 12 in Luzon, three in the Visayas, and five in Mindanao.

Last year, the company started commercial operations of three stores -- at Newport City in Pasay, SM Novaliches in Quezon City, and SM Calamba in Laguna.

“It is like we are starting again now and we have the funds from the past few years for our expansion,” Mr. Magat said.

This year, new stores will open in SM Iloilo, Abreeza of Ayala Land, Inc. in Davao City, SM City Bacolod, and SM City North Edsa.

“Aside from full stores, we are developing Giordano kiosks,” Mr. Magat said, adding that a kiosk is already operating at the Glorietta mall in Makati.

The apparel chain’s top-selling stores -- SM Megamall and Glorietta -- will close during the “better part of the year” due to renovations, prompting Giordano to open kiosks at available space in the malls.

“One of the problems we have is the closure of our two biggest stores.

We then thought that it is time for us to expand,” Mr. Magat said.

Kiosks will occupy 20 to 24 square meters (sq. m.) and require about P500,000 for fixtures and initial merchandise.

These will be smaller than the 120- to 200-sq.-m. full stores costing P5 million. The kiosk concept came from Giordano branches in the Middle East.

“We would rather put up kiosks if we are not sure of the market and at the same time we have visibility in those locations,” Mr. Magat said in Filipino.

Giordano has five brands: Giordano Functional for basic apparel, Giordano Ladies for the high-end market, Giordano Concepts for young professionals, Giordano Junior for three- to 10-year-old kids, and Blue Star Exchange for the middle to low-end market. Mr. Magat said the company was looking for 500 sq. m. of space that can house all the brands in one store.

The Philippines is posting good numbers compared with the region, he said. “They (Giordano International) are seeing good growth in the Southeast Asian region and they are looking at what we are doing here,” Mr. Magat said.

TFB is looking at connecting to the “Tiger System” -- an information-sharing system within Giordano stores worldwide that allows fast ordering -- this year.

Moving forward, the company wants to expand its reach to the younger market with innovative styles. Giordano is also tapping the “bundling system” where customers can buy more apparel at a discount.

Having achieved scale in production, Giordano products have become 30% cheaper, Mr. Magat said.

Giordano International was put up in Hong Kong in 1981 and was introduced in the Philippines in 1989.

The apparel maker operates more than 1,800 shops in over 40 territories including Algeria, Australia, Hong Kong, China, Canada and Japan.

P-Noy’s Negros visit

President Benigno Aquino is expected to join an economic managers meeting with the business sector, meet with local government executives and multi-sectoral representatives, and attend groundbreaking rites during his visit to Negros Occidental Friday.

Aquino is set to join the groundbreaking for the expansion of the Teresita L. Jalandoni Provincial Hospital in Silay City Friday, Gov. Alfredo Marañon Jr. said yesterday.

It will be expanded from a 100 to a 250-bed hospital, and this will be funded by the provincial government at the cost of about P102 million, Marañon said.

The re-bidding for the construction work has yet to be set after the governor cancelled the results of the first bidding because of a procedural lapse in Philippine Government Electronic Procurement System postings.

The governor noted that Health Secretary Enrique Ona, during a visit to Negros Occidental, committed to provide the provincial hospital with an MRI (Magnetic resonance imaging) machine, a medical imaging technique used in radiology to visualize detailed internal structures.

Marañon said he is hoping the national government will provide the provincial government-run hospitals with more equipment to augment the Negros Occidental Comprehensive Health Services program.

He said the advance party for the President’s visit came Friday last week and will return Wednesday to finalize details.

The President is expected to meet with local government officials and sectoral group representatives in Bacolod and may go to Pontevedra to inaugurate a housing project of the Department of Social Welfare and Development, he said.

Frank Carbon, president of the Metro Bacolod Chamber of Commerce and Industry, said an economic managers briefing to be attended by the president, top government officials and Negros businessmen will be held at L Fisher Hotel Friday.

Aside from the president, expected at the affair are Finance Secretary Cesar Purisima, Trade and Industry Secretary Gregory Domingo, Energy Secretary Jose Rene Almendras, Agriculture Secretary Proceso Alcala, National Economic and Development Authority chief Cayetano Paderanga, and Bangko Sentral ng Pilipinas Gov. Amando Tetangco Jr., Carbon said.

The president, during his visit, is expected to meet with local government executives at the Capitol, attend a multi-sectoral meeting and consultation, and award certificates of land ownership to beneficiaries, Carbon added.*CPG

BAGO City Mayor Ramon Torres Jr. revealed that the City Government will soon open and operate its sanitary landfill to comply with Republic Act 9003 or the Ecological Solid Waste Management Act, which is mandatory to all local government units (LGUs).

Bago City will be the second LGU to comply with the said Republic Act, the first one in San Carlos City in the north with Cadiz City also set to open its sanitary land fill anytime.

Torres said that the operation of the sanitary landfill of the city was just a bit delayed because of the rain during the past few days but he added that “we will open it as soon as possible.”

The City Government has allocated some P30 million for the establishment of the sanitary landfill at the old dumpsite, which is on an 8-hectare lot owned by the City Government in Barangay Ma-ao and is for local use only, Torres added.

RA 9003 stipulates that the local government units should ensure the proper segregation, collection, transport, storage, treatment and disposal of solid waste through the formulation and adoption of the best environmental practice in ecological waste management, excluding incineration.

It also stressed the use of environmentally sound methods that maximize the utilization of valuable resources and encourage resource conservation and recovery.

Torres said that Bago City residents have been urged to segregate their garbage so that not all trash will be brought to the sanitary landfill.

He also reported that a Peace Corps volunteer in their locality is actively involved in the recycling of plastic bags in a joint undertaking with the City Government.

Redistricting, flyover concerns await Aquino

THE Negrense for Noynoy Movement (N4NM) will meet with President Benigno Aquino III during his visit to Bacolod City on March 4, with the proposed redistricting and the flyover project as major concerns that will be presented.

N4NM Core Group chairperson Alex Ozoa said they have already written the President to convey their current priority concerns on major problems facing Bacolodnons.

“We in N4NM and BCAGG (Bacolod Citizens Alliance for Good Governance) respectfully urge you not to sign into law the proposed Bacolod City Redistricting Bill (House Bill 3692) now pending in Congress, which we strongly believe is costly, untimely and unnecessary and will only aggravate the socio-economic problems of our City and country,” the groups said in their letter.

They are also seeking disapproval of the construction of the two Bacolod flyover projects proposed and approved during the previous administration, costing almost P800 million…“which we believe are overpriced, economically unsound and are not the solution to Bacolod’s traffic problem.”

Taking into consideration Aquino’s platform on good governance, the groups appealed for the President’s intervention “on these matters which will greatly negatively affect the urgently needed better governance in Bacolod City.”

N4NM also sent previous letters to Aquino on various concerns such as urging for the abolition of the pork barrel of congressmen and senators; a position paper supporting the banning of names and pictures of the President and other officials from government project billboards; another position paper supporting the investigation on the excessive salaries and benefits of GOCC and GFI officials; recommending for strict supervised bidding procedures of PDAF projects as well as a position paper supporting the creation of the Truth Commission. Update on Eye Center project sought

BACOLOD City Councilor Roberto Rojas is asking the offices of the City Mayor and City Engineer on the status of the Eye Center at the Corazon Locsin Montelibano Memorial Regional Hospital (CLMMRH).

Bacolod and CLMMRH entered into a memorandum of agreement (MOA) for the construction of the Bacolod Eye Center, which was ratified by the City Council last September 16, 2009.

As per the MOA, the CLMMRH shall serve as the base hospital for ophthalmologic consultation and management.

The construction of the two-storey Eye Center started February 2010 with the City Government allotting funds for the labor and materials.

It also secured all necessary permits, licenses and other documentary requirements.

Since the Center is expected to serve indigent patients from Bacolod City as well as those coming from the province and Western Visayas, Rojas, who chairs the City Council Committee on Health, wants to be updated on the status of the project.

CLOUDY Saturday afternoon. The arrival of Air Phil plane was delayed. It was expected to touch down at 4:30 p.m. I was at Silay Airport as early as 3:15 p.m. My wife, Roselyn, was coming home after a 4-day library tour in Metro Manila together with her colleagues. My friends from the CAAP told me to wait until 5:45 p.m.

My more than 2-hour stay at the airport gave me the opportunity to observe the latest trend in management implemented by Manager EfrenNagrama. For the past three weeks, the Civil Aviation Authority of the Philippines in coordination with PNP Aviation Security Group, Civil Security Intelligence and the Silay City Tourism Office conducted a seminar for the transport group comprised of operators, drivers, conductors, dispatchers and front desk ladies on how to follow airport policies and to accommodate visitors, the Negrense way.

The unloading portion near the Departure Area is very systematic and orderly. Vehicles bringing passengers are allowed the maximum of three minutes only. Private vehicles waiting for guests and friends proceed to the pay parking area while red plate vehicles waiting for government guests are parking at VIP area. Employee and commercial establishment cars have also a separate parking station. Very orderly, indeed. I saw PNP AVSE Group Chief Manuel Refuerzo efficiently supervising his men who are closely monitoring the flow of action to maintain peace and order.

I noticed that the Badjaos – (illegal porters) could not be seen anymore. The blue guards are very attentive in scrutinizing the documents of the passengers going towards the Departure Entrance. No ticket, no entry. Only employees with legitimate identification cards are allowed to interact with passengers. No barkers, no fixers. Passengers with heavy luggage are offered push carts. Senior citizens in wheel chairs are given first priority. I have observed that the x-ray machine is working perfectly. I presumed that CENECO was in perfect mood that Saturday.

Inside the airport, some Silay policemen are having their duty as requested by the PNP AVSE Group to augment the regular force. It is a wonderful linkage between the airport management and the Silay City Government. After all, Silay City has provided nurses, tourism ladies and wi-fi facilities as its counterpart in the state-of-the-art airport. That’s right! Many say that Iloilo Airport is just big but Silay Airport is very scenic, pregnant with Negrense touch and carries the air of tourism. I believe them because two weeks ago I was at Iloilo Airport when I took the flight to Davao City.

The Arrival Area is served by pretty Silaynon ladies hired by the transport groups. The ladies wearing the official attire of their company serve as information clerks and fountains of facts for non-Negrense travellers. They represent NYALA Tours, Silay Shuttle, Taxi-Shuttle Van (Faith, GNC, MecaJ, Villacar and Tamayo), and the Bacolod SilayPaliparanAssociation of Transport, Inc. The ladies brief the passengers properly and they are passed on to the company dispatcher waiting outside to be brought to the waiting vehicles in their proper assigned areas. The drivers would only charge the passengers based on the tariff, coupon or on the note agreed upon by both parties in the case of special trips.

The airline blue guards at the airside are also strict at checking the luggage but very helpful and sensitive to passengers having disability. They are very courteous and maintain a tourist-friendly smile. We would like to congratulate their bosses – MayrtyleRoldan of Cebu Pacific, Fernando Bermejo of Philippine Airlines, Grace Arceo of Zest Air, and Job Lamela of Air Philippines.

The well wishers and the members of the family waiting for guests are also contained in one area of the landside managed by the blue guards and the CSI. The entrance-exit main gate is handled by the composite team. We have there the blue guards, PNP-Silay, traffic enforcers and the Regional Mobile Group (Regular Public Safety Command) elements who are also in charge of the perimeter defense of the airport.

I met Roselyn at around 6:50 p.m. (delayed and late). Just like the other passengers, we found our way smoothly towards the waiting vehicles. I enjoyed the scenario. At least, I was there as part of the crowd and not as ID-wearing tourism officer who has access in most of the areas.

Manager EfrenNagrama, P/Supt. Manuel Refuerzo, P/Supt. Jerry Bartolome, Gov. Freddie Maranon Jr. and Mayor Oti Montelibano deserve to be congratulated for their effective networking and linkaging. It takes an iron will to put order in a place like the airport where there are more chiefs than warrior Indians.

e-IMPACT system pilots at Alegria school

NEGROS OCCIDENTAL, Mar 3 (PIA) - The e-IMPACT (Instructional Management by Parents Community and Teachers) learning systems is a technology-enhanced alternative learning delivery mode for basic education piloted at Alegria Elementary School, Murcia, Negros Occidental, in SY 2010-2011.

Last June 12, 2010, the Tao Corporation thru its Taos Puso Foundation turned-over the multi- media library and launched the E-IMPACT Learning Program at Alegria Elementary School.

The e-IMPACT Learning System and the multi-media library were the contribution of Taos Puso Foundation to the improvement of education in the country through upgrading of school facilities and enhancement of educational systems.

It is a learning originally developed by SEAMEO INNOTECH some twenty years ago to address the educational problems related to access quality of education.

There are three modes in the delivery of instruction in the e-IMPACT system. These are programmed teaching, peer group learning and individual study.

Evrod M. Jardeleza, project manager of e-IMPACT, in Visayas area, hired by the foundation to monitor, guide and supervise the implementation of e-IMPACT at Alegria Elementary School.

He said that learning materials are based on the Department of Education’s national curriculum standards, children are active participants in the learning process, progress of learners is based on the mastery and individual speed.

He explains under the e-IMPACT delivery of instruction is not only the responsibility of the teachers, but of the parents and community as well. There are no more class sections as practiced under the conventional system. Instead, there are “families” having 40 to 50 pupils from grades 1-6 in each family.

Family members may want to feel responsible for each other. Friends and neighbors will have greater feeling of responsibility for their group mates. The mixing of genders in each level is an important contributor to the socialization of children.

Vivian P. Dionela, teacher III of Alegria Elementary School said because of e-IMPACT implementation in their school, their pupils have developed self confidence, social sensitivity, a sense of responsibility and commitment, development of leadership and zero drop-outs.

Mariano wants PH to have own football arena

THE $500,000 donation from Fifa, the world governing body for football, for the construction of an artificial pitch in Paranaque will go a long way in the development of the sports in the country, but Philippine Football Federation president Mariano “Nonong” Araneta said he still longs for the day when the Philippines will have its own, world-class stadium in the future.

Araneta said it would be ideal if the Philippines will be able to build one three years from now, when the country plays host to the 2014 ASEAN Football Federation Championship, which is also known as the Suzuki Cup.

“Sabi ko sa kanila (Fifa), we would like to host it in 2014. Sana nga may stadium na tayo na maganda,” said Araneta.

The PFF has secured to right to host the 2014 Suzuki Cup after meeting with Ian Mathie, the vice president of World Sports Group, which is the lead organizer of the Suzuki Cup.

But in the absence of a brand-new, standard-sized football stadium, Araneta said the 2014 Suzuki Cup could either be held at the Rizal Memorial Sports Complex in Manila or at the Panaad Stadium in Bacolod.

The Fifa, through former PFF secretary general and ex-Ateneo soccer star Domeka Garamendi, who is a FIFA Development Officer based in Kuala Lumpur, informed Araneta of the international federation’s grant last Tuesday.

Araneta said that the $500,000 (P21.7 million) financial package, granted under the FIFA Goal 2 project, will be used to develop a 4.5-hectare property in Tambo, Parañaque into a world class pitch.

The property, which is owned by El Shaddai leader Bro. Mike Velarde, has been leased to the PFF for the next 25 years.

Araneta said the artificial pitch to be built on the said property will be used mainly as a training venue for the national team. He added that the PFF will finalize the lease agreement with Velarde within the next two weeks. Peter Atencio

CLOUDY Saturday afternoon. The arrival of Air Phil plane was delayed. It was expected to touch down at 4:30 p.m. I was at Silay Airport as early as 3:15 p.m. My wife, Roselyn, was coming home after a 4-day library tour in Metro Manila together with her colleagues. My friends from the CAAP told me to wait until 5:45 p.m.

My more than 2-hour stay at the airport gave me the opportunity to observe the latest trend in management implemented by Manager EfrenNagrama. For the past three weeks, the Civil Aviation Authority of the Philippines in coordination with PNP Aviation Security Group, Civil Security Intelligence and the Silay City Tourism Office conducted a seminar for the transport group comprised of operators, drivers, conductors, dispatchers and front desk ladies on how to follow airport policies and to accommodate visitors, the Negrense way.

The unloading portion near the Departure Area is very systematic and orderly. Vehicles bringing passengers are allowed the maximum of three minutes only. Private vehicles waiting for guests and friends proceed to the pay parking area while red plate vehicles waiting for government guests are parking at VIP area. Employee and commercial establishment cars have also a separate parking station. Very orderly, indeed. I saw PNP AVSE Group Chief Manuel Refuerzo efficiently supervising his men who are closely monitoring the flow of action to maintain peace and order.

I noticed that the Badjaos – (illegal porters) could not be seen anymore. The blue guards are very attentive in scrutinizing the documents of the passengers going towards the Departure Entrance. No ticket, no entry. Only employees with legitimate identification cards are allowed to interact with passengers. No barkers, no fixers. Passengers with heavy luggage are offered push carts. Senior citizens in wheel chairs are given first priority. I have observed that the x-ray machine is working perfectly. I presumed that CENECO was in perfect mood that Saturday.

Inside the airport, some Silay policemen are having their duty as requested by the PNP AVSE Group to augment the regular force. It is a wonderful linkage between the airport management and the Silay City Government. After all, Silay City has provided nurses, tourism ladies and wi-fi facilities as its counterpart in the state-of-the-art airport. That’s right! Many say that Iloilo Airport is just big but Silay Airport is very scenic, pregnant with Negrense touch and carries the air of tourism. I believe them because two weeks ago I was at Iloilo Airport when I took the flight to Davao City.

The Arrival Area is served by pretty Silaynon ladies hired by the transport groups. The ladies wearing the official attire of their company serve as information clerks and fountains of facts for non-Negrense travellers. They represent NYALA Tours, Silay Shuttle, Taxi-Shuttle Van (Faith, GNC, MecaJ, Villacar and Tamayo), and the Bacolod SilayPaliparanAssociation of Transport, Inc. The ladies brief the passengers properly and they are passed on to the company dispatcher waiting outside to be brought to the waiting vehicles in their proper assigned areas. The drivers would only charge the passengers based on the tariff, coupon or on the note agreed upon by both parties in the case of special trips.

The airline blue guards at the airside are also strict at checking the luggage but very helpful and sensitive to passengers having disability. They are very courteous and maintain a tourist-friendly smile. We would like to congratulate their bosses – MayrtyleRoldan of Cebu Pacific, Fernando Bermejo of Philippine Airlines, Grace Arceo of Zest Air, and Job Lamela of Air Philippines.

The well wishers and the members of the family waiting for guests are also contained in one area of the landside managed by the blue guards and the CSI. The entrance-exit main gate is handled by the composite team. We have there the blue guards, PNP-Silay, traffic enforcers and the Regional Mobile Group (Regular Public Safety Command) elements who are also in charge of the perimeter defense of the airport.

I met Roselyn at around 6:50 p.m. (delayed and late). Just like the other passengers, we found our way smoothly towards the waiting vehicles. I enjoyed the scenario. At least, I was there as part of the crowd and not as ID-wearing tourism officer who has access in most of the areas.

Manager EfrenNagrama, P/Supt. Manuel Refuerzo, P/Supt. Jerry Bartolome, Gov. Freddie Maranon Jr. and Mayor Oti Montelibano deserve to be congratulated for their effective networking and linkaging. It takes an iron will to put order in a place like the airport where there are more chiefs than warrior Indians.

Sugar Tee golf tilt
fires off March 11

The province's premier golf tournament, the 17th Sugar Tee, opens on March 11 at the tricky layout of the Negros Occidental Golf and Country Club in Marapara, Bacolod City.

Organized and co-hosted by the NOGCC and the Bacolod and Victorias Golf and Country Clubs, the three-day event will feature players from different parts of the country as well as a number of overseas golfers.

Already 170 teams have signed up for the event with last year’s winning tandem of Paul Chang and Rudy Delos Reyes leading the pack of title chasers.

The event has once again attracted major sponsors including Smart Communications and Du Pont.

All proceeds from the tournament will go to the newly-established Sugar Tee Foundation designed to assist caddies, umbrella girls and other club workers and their families through medical missions and scholarships.

The tournament director is Raul Tanpinco.*
