"It’s a happy compromise. We needed the classrooms and they needed the space at Paglaum Sports Complex," he added. Now that the complex has reverted to the province, Maranon said the structural design will be immediately readied for the development of the sports complex, including the stadium. The stadium will be developed as venue for local sports events and as practice area for international sports events in support of the Panaad Stadium, which is also owned by the Provincial Government. The motel was temporarily closed down by the City Legal Enforcement Team in December 2010, for operating without a permit. Meanwhile, the Office of the Building Official will inspect all the old buildings along Narra Avenue at the Capitol Shopping Center in Bacolod City next week to ensure that they are safe and do not pose danger to the public. Engineer Isidro Sun, in charge of the OBO Structural Annual Inspection Section, said there are about 40 old buildings in the Shopping Center and some have collapsed and have been abandoned. He said they have issued notices to several establishments in the city that they have been found to be not structurally stable. A Memorandum of Agreement (MOA) between Governor Alfredo Maranon Jr. and DepEd Secretary Armin Luistro at the Provincial Capitol was signed Monday for the transfer of ownership. “The province of Negros Occidental granted our request for the construction of 24 classrooms for the Negros Occidental High School,” Luistro said. "It’s a happy compromise. We needed the classrooms and they needed the space at Paglaum Sports Complex," he added. Now that the complex has reverted to the province, Maranon said the structural design will be immediately readied for the development of the sports complex, including the stadium. The stadium will be developed as venue for local sports events and as practice area for international sports events in support of the Panaad Stadium, which is also owned by the Provincial Government. The sports complex will also be developed into a commercial area. It will also house a dormitory for students coming from outside Bacolod City and a call center, Maranon said. Bacolod Mayor Evelio Leonardia, executive vice president of the League of Cities of the Philippines, yesterday said it is their moral and legal obligation to support the protest because the SC ruling is a blow to the country’s judicial system. The SC on February 15 reversed its decision against the cityhood of the 16 municipalities that was supposed to be final, and this is not healthy for the image of the High Court, Leonardia said. “We hope the SC acts on our motion for reconsideration opposing its grant of cityhood to the 16 municipalities,” he said. He said the creation of 16 new cities would mean P40 to 50 million less in Internal Revenue Allotment of Bacolod City annually. Bago City Mayor Ramon Torres said the creation of 16 new cities would mean more than P600 million less in the annual IRA of the 13 cities of Negros Occidental. For Bago City it will mean about P40 million less in its IRA, he added. Kabankalan Mayor Isidro Zayco and Silay Mayor Eric Saratan said an advisory from Mayor Hernani Braganza, LCP secretary general, states that a city mayors general assembly to discuss courses of action against the SC ruling at the Century Park Hotel in Manila will be held on March 8. Zayco said the creation of 16 new cities would mean about P62 million less in the annual budget of Kabankalan City, while Saratan, LCP regional representative, said Talisay City would have about P30 million less. Silay Mayor Jose Montelibano said they will fight against the conversion of the 16 municipalities in question, and pointed out that they would not oppose the move if the towns were qualified. He said creating the 16 new municipalities would mean about P35 million less in IRA for Silay City. Leonardia also pointed out that the members of the Senate and the Lower House approved the cityhood of the 16 municipalities towards an election, making their decisions highly politicized. Their conversion was approved despite their failure to meet all the requirements for cityhood, which are an annual income of P100 million, a population of 150,000 and a land area of about 10,000 hectares, he said. The Supreme Court, voting en banc, reversed itself for the fourth time on February 15 and ruled that the laws converting these towns into cities were constitutional despite complaints that they did not meet the criteria cited in the Constitution. Alfredo Marañon Jr. signed a compromise agreement in which the Department of Education returned the ownership of the sports complex to the provincial government. Valencia said squatters at the sports complex who number more than 50 will be removed and a new building for commercial use will be built facing Hernaez and Lacson streets, to be leased to call centers, and used as a dormitory for students from the towns and cities of Negros Occidental. Proceeds from the lease of the building to businesses and call centers will be used to, among others, maintain the sports facilities in the complex, the governor said. Valencia said their initial count shows 22 squatters in the sports complex building facing Lacson Street, and 32 in the building facing Hernaez Street. Valencia said yesterday. On Monday, Education Secretary Armin Luistro and Gov. Alfredo Marañon Jr. signed a compromise agreement in which the Department of Education returned the ownership of the sports complex to the provincial government. Valencia said squatters at the sports complex who number more than 50 will be removed and a new building for commercial use will be built facing Hernaez and Lacson streets, to be leased to call centers, and used as a dormitory for students from the towns and cities of Negros Occidental. Proceeds from the lease of the building to businesses and call centers will be used to, among others, maintain the sports facilities in the complex, the governor said. Valencia said their initial count shows 22 squatters in the sports complex building facing Lacson Street, and 32 in the building facing Hernaez Street. The squatters will be given 30 days from notice of eviction to leave the premises, he said. Bago City will be the second LGU to comply with the said Republic Act, the first one in San Carlos City in the north with Cadiz City also set to open its sanitary land fill anytime. Canet Thursday, March 3, 2011 BACOLOD City Councilor Roberto Rojas is asking the offices of the City Mayor and City Engineer on the status of the Eye Center at the Corazon Locsin Montelibano Memorial Regional Hospital (CLMMRH). Bacolod and CLMMRH entered into a memorandum of agreement (MOA) for the construction of the Bacolod Eye Center, which was ratified by the City Council last September 16, 2009. As per the MOA, the CLMMRH shall serve as the base hospital for ophthalmologic consultation and management. The construction of the two-storey Eye Center started February 2010 with the City Government allotting funds for the labor and materials. It also secured all necessary permits, licenses and other documentary requirements. Since the Center is expected to serve indigent patients from Bacolod City as well as those coming from the province and Western Visayas, Rojas, who chairs the City Council Committee on Health, wants to be updated on the status of the project. The arrival of Air Phil plane was delayed. It was expected to touch down at 4:30 p.m. I was at Silay Airport as early as 3:15 p.m. My wife, Roselyn, was coming home after a 4-day library tour in Metro Manila together with her colleagues. My friends from the CAAP told me to wait until 5:45 p.m. My more than 2-hour stay at the airport gave me the opportunity to observe the latest trend in management implemented by Manager EfrenNagrama. For the past three weeks, the Civil Aviation Authority of the Philippines in coordination with PNP Aviation Security Group, Civil Security Intelligence and the Silay City Tourism Office conducted a seminar for the transport group comprised of operators, drivers, conductors, dispatchers and front desk ladies on how to follow airport policies and to accommodate visitors, the Negrense way. Like us on Facebook! The unloading portion near the Departure Area is very systematic and orderly. Vehicles bringing passengers are allowed the maximum of three minutes only. Private vehicles waiting for guests and friends proceed to the pay parking area while red plate vehicles waiting for government guests are parking at VIP area. Employee and commercial establishment cars have also a separate parking station. Very orderly, indeed. I saw PNP AVSE Group Chief Manuel Refuerzo efficiently supervising his men who are closely monitoring the flow of action to maintain peace and order. I noticed that the Badjaos – (illegal porters) could not be seen anymore. The blue guards are very attentive in scrutinizing the documents of the passengers going towards the Departure Entrance. No ticket, no entry. Only employees with legitimate identification cards are allowed to interact with passengers. No barkers, no fixers. Passengers with heavy luggage are offered push carts. Senior citizens in wheel chairs are given first priority. I have observed that the x-ray machine is working perfectly. I presumed that CENECO was in perfect mood that Saturday. Inside the airport, some Silay policemen are having their duty as requested by the PNP AVSE Group to augment the regular force. It is a wonderful linkage between the airport management and the Silay City Government. After all, Silay City has provided nurses, tourism ladies and wi-fi facilities as its counterpart in the state-of-the-art airport. That’s right! Many say that Iloilo Airport is just big but Silay Airport is very scenic, pregnant with Negrense touch and carries the air of tourism. I believe them because two weeks ago I was at Iloilo Airport when I took the flight to Davao City. The Arrival Area is served by pretty Silaynon ladies hired by the transport groups. The ladies wearing the official attire of their company serve as information clerks and fountains of facts for non-Negrense travellers. They represent NYALA Tours, Silay Shuttle, Taxi-Shuttle Van (Faith, GNC, MecaJ, Villacar and Tamayo), and the Bacolod SilayPaliparanAssociation of Transport, Inc. The ladies brief the passengers properly and they are passed on to the company dispatcher waiting outside to be brought to the waiting vehicles in their proper assigned areas. The drivers would only charge the passengers based on the tariff, coupon or on the note agreed upon by both parties in the case of special trips. The airline blue guards at the airside are also strict at checking the luggage but very helpful and sensitive to passengers having disability. They are very courteous and maintain a tourist-friendly smile. We would like to congratulate their bosses – MayrtyleRoldan of Cebu Pacific, Fernando Bermejo of Philippine Airlines, Grace Arceo of Zest Air, and Job Lamela of Air Philippines. The well wishers and the members of the family waiting for guests are also contained in one area of the landside managed by the blue guards and the CSI. The entrance-exit main gate is handled by the composite team. We have there the blue guards, PNP-Silay, traffic enforcers and the Regional Mobile Group (Regular Public Safety Command) elements who are also in charge of the perimeter defense of the airport. Last June 12, 2010, the Tao Corporation thru its Taos Puso Foundation turned-over the multi- media library and launched the E-IMPACT Learning Program at Alegria Elementary School. The e-IMPACT Learning System and the multi-media library were the contribution of Taos Puso Foundation to the improvement of education in the country through upgrading of school facilities and enhancement of educational systems. It is a learning originally developed by SEAMEO INNOTECH some twenty years ago to address the educational problems related to access quality of education. There are three modes in the delivery of instruction in the e-IMPACT system. These are programmed teaching, peer group learning and individual study. Evrod M. Jardeleza, project manager of e-IMPACT, in Visayas area, hired by the foundation to monitor, guide and supervise the implementation of e-IMPACT at Alegria Elementary School.
