for Sagay hospital
BY CARLA GOMEZ
The Negros Occidental Sangguniang Panlalawigan yesterday approved the allocation of P50 million for the construction of the Alfredo Marañon Sr. Hospital in Barangay Rizal, Sagay City, Vice Governor Genaro Alvarez said.
The SP held its regular session in Sagay City yesterday.
The hospital will cost P106 million, with Sagay City and Rep. Alfredo Marañon III (Neg. Occ., 3rd Disttict) allocating the balance of the amount, Alvarez said.
Gov. Alfredo Marañon Jr. yesterday said the 75-bed hospital will be built next to the Sagay City Hall in Barangay Rizal to bring its services closer to the people.
The present 50-bed Alfredo Marañon Sr. Hospital is located in Barangay Bato, Sagay, 13 kilometers away from the city proper.
The old hospital will be maintained as an emergency hospital for residents living in the upper areas of Sagay City, he said.*CPG

Linguine March 17th, 2011, 06:13 AM Fate of 2nd flyover uncertain
By Carla N. Canet
Thursday, March 17, 201
THE Department of Public Works and Highways (DPWH) is apparently uncertain whether the second flyover for Bacolod City will still be given, a top city official said.
Mayor Evelio Leonardia said that DPWH Secretary Rogelio Singson is not certain on the status of the second flyover project that is intended for Bacolod City.
Leonardia said the secretary, however, did not say whether the project will still be for Bacolod or if it has already been aborted or given to other cities.
The mayor said he even suggested having the flyover relocated to the Burgos Circumferential Road. The second flyover is originally planned to be built at the Araneta-Magsaysay intersection.
The Negrense for Noynoy Movement has been objecting this project because they believe it is expensive and is not the answer to the traffic problems of Bacolod City.
The first flyover at the intersection in Bata-Circumferential Road has already started. It would take eight or more months to finish the project.

City hits North Terminal construction delays
By Carla N. Canet
Thursday, March 17, 2011
THE construction of the North Terminal is apparently facing long delays, said Councilor Dindo Ramos, chair of the Bacolod City Council committee on transportation.
Ramos said the contractor has been given a deadline until June this year to make the terminal operational.
Crispin Chua, contractor of the North Terminal, signified his intention to start the construction but the plan of Vallacar Transit (Ceres) to construct a modern bus terminal across the location of the North Terminal apparently causes the delays again.
Bacolod City Mayor Evelio Leonardia said the plan was really for both terminals to operate simultaneously.
Earlier, Ramos proposed a resolution directing the contractor to update the city council of the progress of the North Terminal's construction and urging them to start the facility's operation not later than June 2011.
Otherwise, the city might impose measures as stipulated in its agreement with the contractor.
One of the purposes of putting up terminals at the boundary of Bacolod City and Talisay City is to decongest traffic in Lacson Street and the Shopping area, as these buses, mini buses, and PUJ would no longer be allowed to go beyond the terminals to load and unload passengers.
Vallacar Transit Inc. likewise signified that it is putting up its own terminal but it will only be for the exclusive use of the company's buses and mini-buses.

Linguine March 17th, 2011, 06:31 AM Building officials urged to intensify inspection
Thursday, March 17, 2011
BUILDING officials who issued building and occupancy permits should intensify the inspection of buildings, both private and government owned, in their areas of jurisdiction to ensure public safety during calamities.
"These building officials should continue checking the structural integrity of these buildings especially at these present times to assure public safety," said Department of Public Works and Highways Secretary Rogelio Singson in a statement. "The building official should look into its present condition. If it warrants immediate demolition, then it should be demolished before it poses danger to the public."
DPWH engineers were also directed to continue with their inspection of national roads, tunnels, flyovers, interchanges, elevated expressways and bridges along national roads to further assess on what works to be done to retrofit, reconstruct or undertake major repairs to improve the structural stability of these structures.
Singson likewise called on private sector entities like the Philippine Institute of Civil Engineers (PICE) and the Association of Structural Engineers of the Philippines (ASEP) to participate in conducting the audit of public buildings, particularly school buildings, hospitals, housing projects and other important government buildings. "If possible, audits should include thorough materials testing."
He reiterated previous directives that a concerted effort must be in place to further ensure that the government is prepared in the event of a disaster. (CGC)

Crispin Chua, contractor of the North Terminal, signified his intention to start the construction but the plan of Vallacar Transit (Ceres) to construct a modern bus terminal across the location of the North Terminal apparently causes the delays again....
I am hoping ang Silay kag Talisay jeepneys lang ang i-allow pasulod sa Shopping because of its proximity to Bacolod (awat ang gasto). Pero tani kun ang Talisay kag Silay jeepneys i-allow mag sulod sa Bacolod they would follow the one way route like the present flow of buses and mini-buses (double tire) when going out of Bacolod. kay ang tansfer system sang Silay, Talisay jeepneys sa Lacson ang pinaka ulugtasan gid sa tanan. Hamak mo dira sila nag pundo kag ga bara sa Lacson-BS Aquino, Robinsons kag Lopues Mandalagan. So dapat if mag return na ang Talisay kag Silay jeepneys, didto na sila derecho sa San Juan St. (Sto Nino stop) to Banago and out sa bangga Pepsi.
But in case nga indi gi sila pwede, there would be the creation of a new route...suggestion?...NORTH TERMINAL-SHOPPING nga ruta. It will follow the present route of Talisay-Bacolod Jeepneys.
Ang problema man lang na di ang pag sugod implement kay katamaran daan sa aton di. tamad mag lakat sa unloading/loading area. gusto pirmi pag transfer saka dayon. Haaaay. So if amu ni matabu, dapat maanad na ang tawo because this is the cost of a fast growing city. Te agwanta man ta gani sa Manila sang sulit sulit nga transfer, panaog kag lakat.

‘Paglaum squatters
will face demolition’
BY CARLA GOMEZ
The provincial government will rehabilitate the football field at the complex, Valencia added.
On Tuesday Governor Alfredo Marañon Jr. also said that after the squatters vacate the sports complex, it will be fenced in and the structures facing Hernaez and Lacson streets will be demolished.
A plan is now being prepared for the building of a new three-storey structure in its place, he said.
The first floor will be rented out to commercial establishments, the second floor will be used for a call center and part of the third floor will be a dormitory for students, he added.*CPG

SP approves P50 million

By Carla N.

BoI okays P5.2-B Negros ethanol plant
By BERNIE CAHILES-MAGKILAT
March 17, 2011, 11:55pm
MANILA, Philippines – Canlaon Alco Green Agro Industrial Corp. is investing P5.192 billion for the establishment of a bioethanol plant and production of by products in Bago, Negros Occidental.
The project has been approved by the Board of Investments (BoI) with pioneer status entitling it to six-year income tax holiday because it is producing non-conventional product. It is among the big ticket items registered with the agency in the first two months this year.
The proposed facility has an annual capacity of 52.2 million liters of ethanol. It will employ 160 people when it starts commercial operation in December 2012.
The project has been certified by the Sugar Regulatory Authority that its 2,302 hectare sugar plantation in Bago, Negros Occidental as production areas for feedstock for bio-ethanol while the purified carbon dioxide by-product would be supplied to beverage firms for the production of food grade products.
The project is owned by several businessmen with Jose de Jesus as majority owner.
In granting pioneer ITH for this domestic-oriented project, the BoI said the country has a huge requirement of ethanol because the BioFuels Act of 2006 has required a 10 percent blend to gasoline starting 2011. It will require 500 million liters of ethanol, 7,143 million tons sugar cane and 120,000 hectares planted to sugar cane.
Projected total demand for ethanol by 2012 is expected to hit 849 million liters as against projected domestic production of only 193 million liters or a deficit in local supply of 656 million liters.
This means, the government will continue to encourage more production of ethanol projects because to bridge the huge supply deficit, which is being augmented through imports.

pomperadz@yahoo.com March 18th, 2011, 07:03 AM Clearing of Two Key Streets Done, District Engr Says
By Edgar Cadagat
Clearing of two major streets of obstruction in sidewalks have been going on smoothly, while the local DPWH is now set to improve the circumferential road highway and to remove obstructions in other major streets and highways, the lone district DPWH District Engineer said in an interview the other day.
Josefino Melgar, DPWH District engineer said the clearing of major highways in Bacolod City, including posts and other obstructions which the DPWH, city government and representatives of major public utilities, to include telephone companies and the Central Negros Electric Cooperatives (CENECO), have gone on smoothly. This, after an earlier meeting where they all agreed to cooperate in removing obstructions and to clear these to more expediently promote pedestrian and vehicular traffic.
Bottlenecks included posts of public utilities including that of PLDT, cable TV companies and electric posts.
Almost cleared of sidewalk obstructions are Lacson and Araneta Sts. said Melgar, who added that what has been done has been positive.
In fact, during the visit of President Benigno Aquino III to Bacolod where he was accompanied by top government national officials, DPWH Secretary Rogelio Singson, witnessed clearing activities on Lacson Street.
Among the targets for road improvement is the Circumferential Road which the DPWH and the city government both agreed must be widened and reblocked, said Melgar.
Also being prepared is the building of a flyover in the Pepsi-Bata Village portion of the highway clearing activities.
Informal settlers who do business along national roads have been consulted and issued notices in coordination with the local government to give way to human and vehicular traffic for safety’s sake.
Staying on near highways could also prove dangerous to lives and limbs.
The improvement on the highways and roadways in Bacolod will include concreting and asphalting, a major example being the stretch of streetway in the Burgos area.
Bacoleños will see a brand-new face in key portions of the city when the obstructions are fully removed.
The clearing has been done also with an eye to humanitarian considerations whenever it occurs and is also in compliance with the directive by DPWH Secretary Rogelio Singson.*

12 companies going big into organic food production in Negros Island
By MELODY M. AGUIBA
March 17, 2011, 11:54pm
MANILA, Philippines – A dozen companies and a total of 1,300 hectares in the Negros Island have obtained certification for organic farming which is making Negros island Philippines’ organic food capital.
The Negros Island Sustainable Agriculture and Devt. Foundation Inc. (NISARD) has faciltated organic farming certification of these organic farms in a vision to make the island a totally-organic farming haven.
"Our vision is for the whole island to become an organic farming area with at least 100,000 hectares in five years," said NISARD President Edgardo S. Uychiat in an interview.
While not yet ready to export as its priority is to supply the island first and then its neighbors, Negros is already swarmed by traders. Its abidance by the organic certification standards as that of the International Federation of Oganic Agriculture Movement (IFOAM) is attracting investment interest in its organic agriculture.
"We want Filipinos to first enjoy the good quality and reasonable price of organic food. Our farms are certified which means they are inspected using a protocol similar to the certification (harmonized with) IFOAM in other countries. Some people go to us because they want to export our products, but we're not yet ready," he said.
Uychiat said during the National Academy of Science and Technology's (NAST) organic agriculture forum that the Negros Island is now in the thick of expanding its organic area with an organic livestock program focused mainly on sheep and goats. The livestock program will also become a source of animal manure, a major component of organic fertilizer. Its availability is a major factor to organic agriculture's success.
"Because of the Organic law, the DA (Department of AGriculture) has a P900 million fund for organic farming. We don't know the procedure yet, but we're talking to them," he said.
NISRD data show that organic rice can yield a high seven metric tons (MT) per hectare at a lower production cost of P25,000. This is compared to non-organic's 6.3 MT yield at a higher cost of P32,000. Organic vegetable also generated a higher annual sales of P332,000 from a 1.3 hectare land that grew rice and vegetable. This was several times more than the rice monocrop using conventional system that gave only P72,000 sales from a similar 1.3 hectare area.
Organic sugarcane produced a comparable 60 MT per hectare at a lower cost of P30,000. The non-organic sugarcane produced a higher 65 MT, but with a higher cost too of P45,000.
Beneficiaries of its organic food program are small farmers through non government organizations (NGO) and people's organizations (PO). The island already has several organic food brands. These are the Rainforest Mt. Kanlaoon premium coffee (Arabica) blend, Rainforest Negrense Robusta blend, Gourmet Spices and Specialties Light Muscovado, and FreshStart black rice, white rice, and brown rice.
NISARD aims to tap a portion of the 170,000 hectares of land being transfered to Agrarian Reform Beneficiaries (ARB) to be converted to organic farming. "Small farmers are looking at organic practices out of necessity as a result of ever increasing costs of conventional inputs," he said.
"To realize the expansion, NISARD is assisting farmers' groups through marketing and promotion of fair trade. The island has declared a No GMO (genetically modified organisms) policy to ensure the propagation of purely organic farming. Negros also discourages monocropping which is known to exhaust nutrients in the soil.

Azkals live broadcast in peril
By FRANCIS SANTIAGO
March 19, 2011, 12:58am
MANILA, Philippines – The live telecast of the Philippine Azkals’ three matches in the group stage of the Asian Football Confederation Challenge Cup in Myanmar is in jeopardy after the Rangoon government denied the request of ABS-CBN to bring in cameras to broadcast the games.
Myanmar will only allow foreign broadcast groups to tap into the government telecast but this too has not been approved at presstime with only two days left before the Azkals face the hosts in game one of the Challenge Cup.
An ABS-CBN officer confirmed that it has yet to get the approval of Myanmar’s information ministry for the live feed of the tournament.
The Philippines is competing for one of two qualifying berths for the tournament’s main draw scheduled in 2012.
The Azkals take on hosts Myanmar on Monday, Palestine on Wednesday, Bangladesh on Friday.
“We’re still waiting for permit from the information ministry. Mahigpit kasi yung junta sa live telecast,” said Diana Sayson, an ABS-CBN producer. “Walang TV coverage ang news kasi bawal magdala ng camera. We are coordinating with the Myanmar Football Federation.”
Media is strictly controlled in Myanmar which filters bad news, criticisms, report of natural disasters and sometimes enforces a news blackout whenever the national football team loses, according to the British Broadcasting Corporation’s country profile.
Another problem facing ABS-CBN, which will broadcast the games on Studio 23, is that even if it gets the green light from Myanmar to tap into its government station, it may not still be able to air the games live on March 23 and 25 because the schedule of the football matches, set at 5 p.m. (Manila time), conflict with timeslots of the PBA games which are scheduled every Wednesday, Friday and Sunday set around the same time.
“Maybe, mag-live muna sa Balls (cable channel also owned by ABS-CBN) for the two playdates,” Sayson said. “Malabo mag-give way ang PBA. It’s like apples and oranges.”
The Philippine Football Federation and ABS-CBN forged a deal early this year allowing the TV station to cover all Azkals games in the Challenge Cup.
Studio 23 aired the Azkals’ home-and-away pre-qualifying series against Mongolia held in Bacolod City and Ulan Bator, Mongolia.
Under the contract, the Azkals get P500,000 share for every coverage of the games on local soil against an international opponent while P250,000 whenever the games are played abroad.

to address egg deficit
The P500,000 poultry house expansion in La Granja, La Carlota City, in Negros Occidental is expected to be finished this month and will house more than 400 breeder cocks, Provincial Veterinarian Dr. Renante Decena said yesterday.
The quarters will house 400 kabir hens and 40 grimaud cocks that are expected to produce 1,000 organic eggs per week, Decena said.
He said the breeder cocks will be transferred right after the construction and will be monitored closely to safeguard the egg and meat production whenever the staples are ready.
Some of these pre-ranged chickens are intended for the animal dispersal project, dressed chicken production, and table eggs, he added.
Decena said the poultry and livestock expansions will slowly address the more than one million table eggs deficit in the province last year. He also said they need to balance the supply with the need from last year to prevent more deficit this year.
Meanwhile, the Provincial Veterinary Office has already purchased equipment for the construction of the Negros Food Terminal at the Pala-pala area in Bacolod City.*LTG

Dulay runs away with Visayas title
March 19, 2011, 7:09pm
MANILA, Philippines — Chepe Dulay put the finishing touches to a lopsided triumph in the NGAP’s Visayas Regional Amateur championship on Friday by shooting a three-over-par 73 for a 14-stroke victory at the Marapara in Bacolod.
Having a lock on the title even before the day started with an 11-shot cushion, the battle for the next two places was a heated one as Bacolod Golf and Country Club caddy Paul Vesinica finished second over veteran JR Tanpinco after shooting a 76 for 296.
Tanpinco finished tied for third with Paul Echavez at 300 after a 77 and bagged the third and final all-expense paid trip to the Philippine Amateurs in Manila in the tournament presented by Pancake House and SOC Land and backed by Great Depot, Callaway and Odyssey Golf and Marapara.
Echavez, who is now based in Canlubang, was not eligible to win one of those trips.
Dulay, Vesinica and Tanpinco from Visayas and three crack players from Del Monte, led by Banny Abano, will all see action at The Riviera from April 12 to 15 as they attempt to dislodge reigning PH Am champ Clyde Mondilla.
Korean Min Jin-kim finished fifth at 301 after closing out with a 74 and missing a tie for third by a stroke even as former junior standout Justin Limjap and Migo Ochoa fired 79 and 78, respectively, to tie at 305.
The PH Am will have foreign contingents from Malaysia, Thailand and Singapore coming over as play shifts to match for the first time.

jayjay6100 March 19th, 2011, 01:58 PM See great thing happen if we are doing something and that make a difference .Alright!!!!!!!NegOcc poultry project
to address egg deficit

Go Hotels attracts foreigner as franchisee
FRIDAY MARCH 18, 2011 PHILIPPINES
http://www.malaya.com.ph/mar18/busi12.html
A foreign hotelier is working with the Gokongwei-led Robinsons Land Corp. to grow its network of businessmen’s hotels, Go Hotels, which the company is planning to expand in the next five years.
Frederick Go, Robinsons Land president, declined to name the foreign partner which is planning to put up 20 Go Hotels branches.
Go said Robinsons Land plans to put up 30 GoHotels the next five years, encouraged by the prospect of the tourism industry.
Go Hotels is Robinsons Land’s first foray into the budget hotel business, employing the same marketing approach it uses in running its budget airline, Cebu Pacific.
A visitor can get a room for as low as P588 per night if he books in advance, compared with the industry rate of P3,000 per night for a room of similar quality.
Robinsons Land in May last year inaugurated its pilot GoHotels site in its Pioneer mixed-use development, a 233-room facility within an office building development.
Next for development are GoHotel branches in Bacolod and Dumaguete this year, to be followed by branches in Palawan, Iloilo, Davao, Tacloban, and Cebu in 2012, in and Ilocos Norte, Butuan, Zamboanga, General Santos City and Pangasinan in 2013, the company earlier said.
Go previously said the company plans to build the hotels "side by side" with its mall developments nationwide.
Robinsons Land earlier said it plans to budget P30 billion for capital expenditure over the next two years, the bulk of which will be used to expand the property firm’s landbank and build new malls, residential condominiums, office buildings and hotels.

di bale what is important..GO na GO na gid ang GO HOTEL:lol:
@regarding sa PRC..we share the same sentiments guys. First, i dont like the set up of PRC ILOILO with our population of more than 400 thou, in Bacolod alone, plus nearby cities and municipalities. My Gawd, biskan PRC satellite office wala gid.
Pirti! Basta damu pa gid nega feedbacks ako basta sa PRC Iloilo. Kaya guys for me not worth magkadtu didto!

^^thanks for this renewed optimism in the ethanol industry. i don't understand why of all people, PGMA was responsible for the standstill of this "sunshine"industry who at the close of her term brought down to zero tariff on imported ethanol making our fledgling industry to a virtual halt.

pomperadz@yahoo.com March 21st, 2011, 07:35 AM GOOD MORNING BACOLOD!
SPORTS BALITA TA ANAY..
Bacolod young dribblers
impress Jr. NBA trainers
Validating basketball’s popularity among young dribblers in Negros Occidental and neighboring provinces, a record-breaking number of 246 participants joined the Jr. NBA Regional Selection, Saturday at the St. John’s Institute in Bacolod City.
Led by former Toronto Raptors clinician and assistant Jama Mahlalela, the Jr. NBA team selected from the participants the top 10 players from the Bacolod tryout, who will join the national training camp at the Xavier School Gym at Greenhills, San Juan on April 9 and 10.
While he commended the local partners of the Jr. NBA in Bacolod for drumming up support for the program, Mahlalela said he was impressed with the skills and performance of the kids from Bacolod City.
“While those from Cebu are taller, the ones here in Bacolod have the speed and outstanding skills. They are quicker and the turnout is much better,” Mahlalela said. From the total participants, top 40 players were selected and divided into different groups for scrimmage.
After Bacolod, two more regional selection camps will be held in Biñan, Laguna (March 24) and Manila (March 26).

neomind March 21st, 2011, 05:54 PM Guys, I heard from a friend who is applying in TV5 Manila that TV5 will be setting up their new studio here in Bacolod and it's beside the ABS CBN-Bacolod office, Its the vacant building beside ABS and Globe. And also they are offering jobs to several ABS CBN staffs/reporters to transfer to TV5 at double/triple salary compared to abs cbn. haha. Sadya ni.
And update for the Hi-Rise residences, some of the units in 5 out of 9 buildings to be built were already reserved/sold. And design gali medyo solodlon pa ang entrance and not exactly in the main road because they will also building several commercial buildings for call-centers raw before the main entrance.

At 8.30 PM on 26 March 2011, Saturday, lights will switch off around the globe for Earth Hour. Various activities have already been lined up for the upcoming Earth Hour 2011. The collective support of the Filipino people made last year's Earth Hour a resounding success for the Philippines, with the country ranking #1 worldwide in terms of scale of public participation. The result of last year's Earth Hour has led to significant power savings and more importantly, greater prospects for meaningful and sustained actions against climate change.
Join us in this endeavor as we do the ceremonial countdown to switch off the lights at 8:30 PM on March 26, 2011, Saturday, at the North Carpark1A of SM City Bacolod. The program will start at 7:30 PM. This aims to send the message that we, the citizens of the world, demand commitment to actions that will reduce greenhouse gas emissions for the benefit of the planet.

MANILA – Local badminton gets a big boost with the recent launching of the Philippine Badminton Ranking System (PBaRS), a four-leg nationwide circuit put up to determine the real mettle of the players and rank them according to their strength.
Vice President and incoming Philippine Badminton Association president Jejomar Binay attended the inaugurals of the event held at the Atrium of Robinsons Place Ermita along with Negros Occidental Rep. Albee Benitez, former First Lady and outgoing PBA president Amelita "Ming" Ramos and Philippine Olympic Committee president Jose Cojuangco Jr.
"We appreciate all the badminton tournaments in the country for the good of the sport," said the Vice President, a noted badminton enthusiast.
PLDT chair Manny V. Pangilinan, whose GOAL Pilipinas! has included badminton as one of the program’s recipients, was out of the country.
Others who graced the launch where former Olympians Kennie and Kennevic Asuncion and tournament director Nelson Asuncion.
The tournament, sponsored by MVP Sports Foundation-Goal Pilipinas! and Yonex-Sunrise, kicks off on March 27 at PowerSmash in Makati with a total prize fund of P1 million at stake, including P700,000 in the centerpiece Open division.
The other categories are the Under-15 and Under-19 featuring the men’s and ladies' singles and doubles and the mixed doubles events.
Meanwhile, Bacolod will host the second leg on May 29 to June 4 while Davao will stage the third leg on July 31 to August 6. This will give players in the provinces the chance to play in top-level competitions.
The circuit, aimed at further raising the level of play in the country, will culminate in the VP Grand Prix Badminton Open Championships on October 22 to 29 in Manila.*PNA

Since then TV5 (formerly ABC 5) is broadcasting with its repeater station here in Bacolod at channel 32. its good nga dira ang TV5 ma butang station. That makes Lacson St. from BS Aquino to 27th street our "BROADCASTING DISTRICT/ZONE" just like QC's Broadcast City.
