st. benilde school in mansilingan is not a district school nor a lasalle school.... it was so happened that they adopted the lasallian practices and guiding principles and they were supervised by lasalle.... lasalle has supervised other schools but they opted not to embrace the lasallian practices.... example is the Silay Institute, St. Francis in Silay and St. Michael in Pontevedra...

@underoath you are 99% right.... St. Benilde School is used to be a supervised school... Right now it's no longer supervised since it has elevated its status to affiliate.....
There is no more DLSU System since it is now replaced by DLSP or the De La Salle Philippines.

Every summer... (I'm lucky that I am part of)... we converge at DLSU Taft for a 3-day Planning and Evaluation of the curriculum... how to improve it further for the benefit of the students.... Right now all La Salle Schools in the Philippines adopt the same Teaching-Learning Approach...

That makes us truly ONe Lasalle...If only the students know how we brainstorm on how we can further improve the quality of instruction and how we can further improve the facilities... to bring back to students every single money that they invest to the school... that makes lasalle different from other institution coz nobody profits since nobody owns it but the students....

ahhhh...so, it's an affiliate school na gale...thanks sa clarification @sir rick! mayo lang kapasar ko ba kay 99%...:D

i had goose bumps when i saw the launching program of De La Salle Phillipines/One La Salle in 2006 (?) esp. the singing of the Alma Mater Song in different dialects - filipino, cebuano, hiligaynon, sign language and the original english version...:)

THE Talisay City Council has submitted a position paper relative to the Bacolod City Council Ordinance No. 461 that provides for the establishment of the Northbound terminal of Bacolod City.

The document was submitted to Bacolod City Councilor Dindo Ramos, chair of the City Council committee on transportation.

The Talisay City Council, through the committee on transportation and communications chaired by Councilor Jose Maria B. Astorga Jr., reiterated its request, "earnestly appealing for the exemption of public utility jeepneys plying the route Talisay-Bacolod from the coverage of the Bacolod City Ordinance No. 461, as amended."

Talisay said that growth of Bacolod City is very noticeable and traffic congestion goes with it. The establishment of the Northbound terminal is well placed.

However, it said this move will affect the nearest neighbor of Bacolod City, which is Talisay City.

Talisay City is just seven kilometers from Bacolod City. It is nearer than the distance from Sum-ag to Bacolod City proper. With the northbound terminal, the distance of will be reduced to five kilometers.

Talisay official said the planned terminal will greatly affect the operation of the PUJs plying the Talisay-Bacolod route. They will have a shorter route and fewer areas to pick up passengers.

With the transfer of terminal, a vacuum will be created in the Shopping to terminal route. A problem will rise on who will ply the route and possible conflict among the jeepneys in Bacolod may arise.

“Our students will incur double pay. Those students from Talisay studying in Bacolod will pay double fare. The same is true with students from Bacolod who are studying in Talisay City. Our businessmen, employees and residents who go to Bacolod to do business, work, or pay a visit will also pay double fare. The same is true with those who go to Talisay from Bacolod,” the Talisay council said.

Many of the residents in the subdivisions in Talisay are spill over from Bacolod. They live in Talisay but they do business and work in Bacolod. Many of these subdivision residents in Talisay remain as registered voters of Bacolod.

“With these issues taken into consideration, we feel the necessity for this appeal to be seriously considered for the good of the public. We are willing to sit down with you on this appeal should you find it necessary. Our only desire is for the best interest of the public be given due course,” the Talisay council said.

Indi gid ko ni tani magsugot kay ang mga tig-a ulo nga Talisay-Bacolod gid ang isa sa dalagko nga contributor sang chokepoints and bottlenecks sa BS Aquino-Lacson, 26th-27th corners, Bombo Radyo area, Robinsons and 722 Metropolis kag Lopues Mandalagan area. But I would consider on the basis of the short route they would be taking....maputo ni sila. BTW these are my points:

1. A vaccum will be created? - If that is the case we shall create a new route that will be named NORTH TERMINAL - SHOPPING. It will take the route of the Bacolod-Talisay Jeepney (hasta likod WNU and v.v.)^^

2. double ride/triple ride expenses - eventually amo man gid ni ang matabu. If tanan kita tamad mag commute and pasugtan ta na lang tanan nga ruta sang jeepney masulod sa aton siyudad, te expect Lacson Street to be the province's largest parking lot. Imagine bala ang mga Bago, Sum-ag, Punta Taytay nga commuters ga double ride man ina sila with lots of walking pa gani para mag transfer sa jeepney pa Shopping.^^

Pero for a win-win solution na gid lang ari na lang suggestion ko:

Talisay-Bacolod new route: From Talisay derecho na sya Lacson up to BS Aquino-Lacson corner (Munsterrific), then ma right turn sya towards A.Bonifacio Elem Sch pakadto Santo Nino Stop, right turn sa SAn Juan St. derecho na sa Puno Banago then right turn to Carlos Hilado Hwy (Circumferential Rd.) to bangga Pepsi, then left turn back to Lacson and out to Talisay. ang ma transfer sa Shopping pwede nga sa North Terminal manaog para magsakay sg N.TERMINAL-SHOPPING nga jeep or didto manaog sa Munsterrific, magtabok sa Ramos Diversified kag Metrobank North Drive then sakay sang malabay nga N.TERMINAL-SHOPPING Jeepneys :banana:

So, I think we would also dream of chartered-seasonal flights Bacolod-Incheon or Bacolod-Busan kun matabu ni...bisan via Cebu or Kalibo lang anay.

We also have a considerable Japanese population here in Negros too...so ma dream naman ta sang seasonal flights nga Bacolod - Nagoya or Bacolod - Fukuoka or Bacolod - Osaka/Kansai kag Bacolod - Tokyo/Narita...pero kun via Cebu lang anay...ok man gyapon ah.:banana::banana::banana::banana:

Island-wide caravan
for life starts today

A Church-led “Island-wide Caravan for Life” of about 80 vehicles will kick off from the Lupit Church in Bacolod City at 8 a.m. today.

Bacolod Bishop Vicente Navarra, who will bless the vehicles at about 7:30 a.m. before they depart, said the five-day caravan is being held to create wider awareness of the Church opposition to the Reproductive Health Bill.

Fr. Felix Pasquin said the bishop will join today’s caravan to San Carlos that is expected to be two-and-a-half kilometers long, with 80 vehicles.

More vehicles are expected to join the caravan as it makes various stops around Negros, Fr. Greg Patiño said.

The caravan that will head north will stop for prayer rallies in Cadiz City, Escalante City and San Carlos City today, Patiño said.

On Tuesday, the caravan participants will hold prayer rallies in Vallehermoso and Guihulngan in Negros Oriental and spend the night in Dumaguete City.

On Wednesday they will proceed to Hinoba-an in Negros Occidental where another prayer rally will be held, and on Thursday, they will make similar stops in Cauayan and Kabankalan, Patiño said.

On Friday they will hold a prayer rally in BInalbagan at 8:30 a.m. and a mass in Hinigaran at 10 a.m. with Navarra, before proceeding to the San Sebastian Cathedral in Bacolod City at 4 p.m., Patiño added.*CPG

University of St. La Salle dominated National University all game and essayed a straight-set 25-19, 25-18, 25-17 victory as it firmed up its quarterfinal drive in the eighth Shakey’s V-League conference at the Filoil Flying V Arena in San Juan City yesterday.

The Lady Stingers outhit, out-blocked and out-served the Stingers with a superb stint on both ends with Patty Orendain and skipper Kay Aplasca churning out a pair of double digit outputs to lead the attack and the rest holding the Lady Bulldogs without a player in twin-digit scores.

It was USLS second win in three starts in the single round robin elims as it closed in one of the berths in the Last 8 phase of the tournament sponsored by Shakey’s Pizza and backed by Mikasa, the official ball, and Accel as official outfitter.

Orendain rammed in 16 kills while Aplasca scored six service aces and six hits in a solid outing that rubbed off to her teammates, including Royce Quijano, Charmaine Moralde, Floradele Dolar and April Hingpit, who combined for 23 points.

The Stingers, bracing for a crucial match against Univ. of Perpetual Help next week, scored 38 points on spikes as against NU’s 27 while making 12 service aces as against their rivals’ two.

The Bacolod-based squad also flourished in non-scoring skills, making 31 excellent digs, including 13 from guest libero Rebbie Delotindo, while coming up with 31 sets as against NU’s 25 and 17, respectively.

The Lady Bulldogs slid to 1-2, just half-a-game ahead of St. Benilde, winless in two starts in the league organized by Sports Vision.

NU, which rebounded from a 0-3 loss to Perpetual Help with a 3-1 victory over St. Benilde last week, drew 26 points from the combined effort of Maricar Nepomuceno, guest players Denise Santiago, Cherry Vivas and Monique Tiangco with Nepomuceno leading the charge with eight hits.

University of St. La Salle dominated National University all game and essayed a straight-set 25-19, 25-18, 25-17 victory as it firmed up its quarterfinal drive in the eighth Shakey’s V-League conference at the Filoil Flying V Arena in San Juan City yesterday.

The Lady Stingers outhit, out-blocked and out-served the Stingers with a superb stint on both ends with Patty Orendain and skipper Kay Aplasca churning out a pair of double digit outputs to lead the attack and the rest holding the Lady Bulldogs without a player in twin-digit scores.

It was USLS second win in three starts in the single round robin elims as it closed in one of the berths in the Last 8 phase of the tournament sponsored by Shakey’s Pizza and backed by Mikasa, the official ball, and Accel as official outfitter.

Orendain rammed in 16 kills while Aplasca scored six service aces and six hits in a solid outing that rubbed off to her teammates, including Royce Quijano, Charmaine Moralde, Floradele Dolar and April Hingpit, who combined for 23 points.

The Stingers, bracing for a crucial match against Univ. of Perpetual Help next week, scored 38 points on spikes as against NU’s 27 while making 12 service aces as against their rivals’ two.

The Bacolod-based squad also flourished in non-scoring skills, making 31 excellent digs, including 13 from guest libero Rebbie Delotindo, while coming up with 31 sets as against NU’s 25 and 17, respectively.

The Lady Bulldogs slid to 1-2, just half-a-game ahead of St. Benilde, winless in two starts in the league organized by Sports Vision.

NU, which rebounded from a 0-3 loss to Perpetual Help with a 3-1 victory over St. Benilde last week, drew 26 points from the combined effort of Maricar Nepomuceno, guest players Denise Santiago, Cherry Vivas and Monique Tiangco with Nepomuceno leading the charge with eight hits.

patty orendain was the youngest guest player of USLS in 2008 at the age of 15 (and youngest in the history of Shakey's V-League). other schools would get from other countries or from the philippine team pero la salle decided to tap her skills...at an age of 15, her built showed nga athletic guid sya ya kag ginapakaon ya bola ang kontra...now, she's an incoming sophomore student of USLS taking up BS Hospitality Management.

indi na sya pirated player ha...she hailed from la carlota city and used to be the star player of dona hortencia salas benedicto memorial high school! :)

Marañon, mayors tackle Panaad Fest traffic jam

BACOLOD City – Negros Occidental governor Alfredo Marañon yesterday said the mammoth traffic jam that trapped over a thousand vehicles and the overcrowding that marred the last day of the 18th Panaad Festival will be addressed.

Marañon said he met with the different mayors in the province and the Negros Occidental Police Provincial Office(NOPPO) to tackle the issue.

Marañon and some mayors were stranded at the Panaad Stadium as their vehicles were among those trapped in the traffic jam that occurred from 9pm until past midnight.

Numerous vehicles had their batteries drained because of the “traffic standstill”.

Bacolod City police chief, S/Supt. Ricardo Dela Paz said the traffic jam that lasted for more than three hours was caused by seven stalled vehicles.

NOPPO provincial director, S/Supt. Allan Guisihan said the jam was caused by a pick-up parked in the middle of the road along the Mansilingan exit.

Dela Paz said there were about 5,000 vehicles and over 30,000 people at the Panaad Park and Stadium on the last day of the festivities. He said the area is too small to accommodate this number.

Bata, Bacolod City, sa nakita ko, My point man ang Talisay-Bacolod route kay affected gid sila nga mga driver, kag labi na gid ang mga ga work kag ga eskwela from Talisay to bacolod, remember migs, damu taga Talisay nga students nga sa Lasalle kag San Agustin ga Schooling, aside na nagsaka ang plite, ma doubel ride pa sila, dapat exempt ni sila or e re-route going to lacson, kay ang Talisay-Bacolod wala man ni sila terminal kay pareho man ni sila sang Bata-Libertad, ang dapat e ban from entering Bacolod is ang mga buses kag double tire na nga byahe beyond Silay,

THE Talisay City Council has submitted a position paper relative to the Bacolod City Council Ordinance No. 461 that provides for the establishment of the Northbound terminal of Bacolod City.

The document was submitted to Bacolod City Councilor Dindo Ramos, chair of the City Council committee on transportation.

The Talisay City Council, through the committee on transportation and communications chaired by Councilor Jose Maria B. Astorga Jr., reiterated its request, "earnestly appealing for the exemption of public utility jeepneys plying the route Talisay-Bacolod from the coverage of the Bacolod City Ordinance No. 461, as amended."

Talisay said that growth of Bacolod City is very noticeable and traffic congestion goes with it. The establishment of the Northbound terminal is well placed.

However, it said this move will affect the nearest neighbor of Bacolod City, which is Talisay City.

Talisay City is just seven kilometers from Bacolod City. It is nearer than the distance from Sum-ag to Bacolod City proper. With the northbound terminal, the distance of will be reduced to five kilometers.

Talisay official said the planned terminal will greatly affect the operation of the PUJs plying the Talisay-Bacolod route. They will have a shorter route and fewer areas to pick up passengers.

With the transfer of terminal, a vacuum will be created in the Shopping to terminal route. A problem will rise on who will ply the route and possible conflict among the jeepneys in Bacolod may arise.

“Our students will incur double pay. Those students from Talisay studying in Bacolod will pay double fare. The same is true with students from Bacolod who are studying in Talisay City. Our businessmen, employees and residents who go to Bacolod to do business, work, or pay a visit will also pay double fare. The same is true with those who go to Talisay from Bacolod,” the Talisay council said.

Many of the residents in the subdivisions in Talisay are spill over from Bacolod. They live in Talisay but they do business and work in Bacolod. Many of these subdivision residents in Talisay remain as registered voters of Bacolod.

“With these issues taken into consideration, we feel the necessity for this appeal to be seriously considered for the good of the public. We are willing to sit down with you on this appeal should you find it necessary. Our only desire is for the best interest of the public be given due course,” the Talisay council said.

I personally agree with Talisay, though I am from bacolod... what is the use of making a Metro bacolod if ang Talisay na very near lang indi makasulod sa aton city, remember guys.. because of shopping terminal kag Talisay and Silay jeepney going to shopping, nag put business ang Robinsons Supermarket, which currently now in Triangle Plaza, and I fear that they might close down kon wala na dira ang terminal, kag ang iban pa na business..
Tani ang i ban from entering Bacolod ang mga Ceres lang kag double tire, kon hasta ang Talisay kag Silay indi na maksulod sa Bacolod, ti wala na customer si Robinsons Triangle, so ma close na lang sila.

The best solution to any traffic situation is simply political will, strict implementation, tricycle banning on hi-ways.. Not re-location.

I fear that Robinsons Triangle will close down if Terminal is no longer in shopping. tsk.tsk. Bisan diin pa ibutang ang terminal kon wala political will worst man gihapon, re location is not a solution, but political will gid, Tani ceres kag mga double tire lang ang i saylo sa new terminal, not Talisay and Silay route. Ang Silay migs, I think should go. their distance is quite considerable naman to end up sa Bata.

pero kun win-win solution, as I have suggested:

1. An option will be a new route N.TERMINAL - SHOPPING nga jeepney will replace the Talisay route. while ang Talisay hasta na lang da sa bangga Ramos and will return via Banago.

2. Another option for Silay/Talisay-Bacolod jeepneys are, i-allow sila pero they will end their route at Triangle Island Plaza (instead at the back of WNU) then back via Banago and not via Lacson anymore. Daw one-way system.

3. another option for Silay/Talisay-Bacolod but I know daw tayog gid ni, is to have their route up to Triangle Island Plaza then ma left turn sila pakadto sa Fa Tzang chinese Temple then follow the CL Montelibano Drive to bangga homesite then left turn sa Circumferential and derecho na sila gwa sa Bata

kun doble plete migs ang problema, that is also the problem first encountered with Cebu. so what they did, ang Mandaue na lang nga "outside" jeepney ang gasulod gid sa city proper. Ang sa Consolacion and Lapu-Lapu dira na lang sa Northern districts sang Cebu City kag sa port area. Kay kun psugtan ta lang na migs ang gusto sang tanan, indi gid na mag uswag ang Bacolod due to serious traffic jams.

I lived in Metro Manila and quite an interrupted time in Cebu and nakita ko man that the peripheral terminals work. Ma anad gid na ang tanan mag transfer. Lantawa bala natabu sa Iloilo City. It took them gridlocks and long traffic jams in Jaro, Tanza, Molo, La Paz and much of the city proper to decide on putting up peripheral terminals (Tagbak, Ungka, Mohon, San Rafael, etc.).

jeepneys and commuters increase in number every week and the traffic force could not catch that up. In fairness to BTAO they are so much undermanned and budlay kay wala ga cooperate ang mga owners kag operators...pati pedestrians nga daan mga bugok man. estudyante pa lang indi na kabalo sang proper traffic rules and regulations...pati gov't employees.

Sa sugod man gid na migs mabudlay but we need to sacrifice a lot of things to give way for improvement.

Plus may Bus/Jeepney satellite terminals sa mga dalagko na brgys sang Bacolod. Then put into practice the right loading and unloading area as well. Property devts are on the rise in Bacolod and vicinity, particularly the North zone. Amu lang na galing kon may budget ang atun syudad for this high tech road and pedestrian signalling system.

So, I think we would also dream of chartered-seasonal flights Bacolod-Incheon or Bacolod-Busan kun matabu ni...bisan via Cebu or Kalibo lang anay.

We also have a considerable Japanese population here in Negros too...so ma dream naman ta sang seasonal flights nga Bacolod - Nagoya or Bacolod - Fukuoka or Bacolod - Osaka/Kansai kag Bacolod - Tokyo/Narita...pero kun via Cebu lang anay...ok man gyapon ah.:banana::banana::banana::banana:

IMO dapat dira na Lang asta sa terminal nga bag-o tanan.If pasugtan mo ini ang Talisay ang Silay mag gutgut Ina.To be fair na Lang sa tanan,in favor ko nga indi na sila tanan kasulod Bacolod.In the first they know the reason kon ngaa indi na sila pasudlon sa Bacolod,Ang ila dapat include sa plea nila Amo ang pagdisiplina sa mga drivers nila.Someone has to sacrifice para sa ikaayo.Other options reroute na Lang sila like sang mga PUV halin sa South Deretso kalabanan sa libertad na kag lain ang Gina agyan nila from Bacolod jeeps.

Plus may Bus/Jeepney satellite terminals sa mga dalagko na brgys sang Bacolod. Then put into practice the right loading and unloading area as well. Property devts are on the rise in Bacolod and vicinity, particularly the North zone. Amu lang na galing kon may budget ang atun syudad for this high tech road and pedestrian signalling system.

I fear that Robinsons Triangle will close down if Terminal is no longer in shopping. tsk.tsk. MANILA, Philippines – Prince William apparently has not forgotten one of his former nannies, Bacolod native Araceli Piccio, as she has been invited to his royal union with Kate Middleton in April.

As stated in his column published on March 7, Bacolod society columnist Nimfa “Buddai” Piccio confirmed to entertainment host-writer Ricky Lo that her sister, Araceli, received one of the almost 2,000 invites distributed last month for the much-awaited wedding that will take place at the Westminster Abbey in London.

The invitation, Buddai added, is good for Araceli, plus one.

Araceli’s presence in the occasion will put her in the same venue with other royal figures, political leaders, and celebrities including power couple David and Victoria Beckham.

Prince William might also fulfill a vow he made to Araceli. Buddai recalled to Ricky what the prince told the nanny when he was 16: “When I get married, I will take you back.”

Fondly called “Miss Lillie” by Prince William’s mother no less, Princess Diana, Araceli served as part of the royal household staff until she resigned a few years after Princess Di’s untimely death in 1997, added Ricky Lo’s report. She was also the nanny of Prince William’s brother, Prince Harry.

Ricky noted that Araceli is the only Filipina in the royal household as well as “the first Filipina ever to have been employed by the Royal Family.”

Araceli, a nurse who had a part-time stint at ITV-4, got hired after she met a lady who was in charge of recruiting candidates for the royal household, as “Miss Lillie” herself recounted to Ricky in his 1989 story.

Working for Princess Diana, her husband Prince Charles and their two sons was something that Araceli enjoyed. She recalled that Princess Di used to ask her to wake her up in the morning. She also recounted the warmth and generosity of the Royal Couple, never forgetting the birthdays of their staff and giving them gifts with personalized cards, as well as hosting "barbeque parties" where Princess Di and Prince Charles bonded with their staff.

Araceli is currently in London working under a different employer, the Ricky Lo report added.

More activities set at Panaad in May

Inspired by the success of the recently concluded 18th Panaad sa Negros Festival, Gov. Alfredo Marañon Jr. yesterday said more festivities will be held at the Panaad Park and Stadium this year.

Being planned is a Flores de Mayo and Negros First food festival May 27 to 29, he said.

Other activities will also be held at the site before the rainy season, including one before the MassKara Festival in October, he said.

The governor said improvements will be implemented, to among others, prevent traffic congestion at the Panaad, especially like the one seen on Saturday night.

He estimated the crowd at the Panaad Saturday night at 40,000 to 50,000.

They are studying the creation of an alternate route to the Panaad that will bypass privately-owned subdivision roads, he said.

Lighting and walkways at the park will also be improved to be handicap and senior citizen-friendly, the governor also said.

He said the huge crowds during the festival last week showed that the people were enjoying it.*CPG

The Overseas Workers Welfare Administration held a Pre-Departure Orientation Seminar at the Global Pinoy Center of SM City Bacolod recently, the press release from the mall said.

OWWA regional director Samuel Madrid said the recruitment agencies based in Bacolod agreed to conduct a PDOS in the city every Wednesday, beginning April 6 so overseas-bound workers from Negros Occidental and Bacolod City no longer have to travel to Iloilo City.

Seventeen Overseas Filipino Workers attended the PDOS conducted by Overseas Workers Welfare Officer Reynold Pigar.

The Global Pinoy Center located at the northwing of SM City Bacolod is the venue of the PDOS.

A project under SM Cares Corporate Social Responsibility initiative, the Global Pinoy Center or GPC is a one-stop shop that offers OFW’s remittances services, communication facilities, shopping and skills training, investment and legal consultations, the press release said.

Step Juan Bai: a Walking Expedition for the Children of Philippine Children's Medical Center is a project that starts with the dream of one man and continues on to help children battle the fight with the big C.

The walk is a journey of one man travelling from the tip of Samar and island hopping to the other islands of the visayan region and will end in Boracay Island, covering about 1,178 kilometers in distance. Each step will hopefully lead to a life.

The Step Juan walking expedition aspires to pace the Islands of the Visayas; travelling by the extent of major roads only by foot. This ambitious dream of Tomas Leonor, a local mountaineer and painter, got its roots from his early childhood in the quaint province of Laguna. Then on July 2008, Tomas assisted a friend during a photo documentation of a basketball tournament which was an actual fund raising event for the Cancer Warriors Foundation. There, on that benefit event, Tomas realized that there was a road which led to his dream and with it came avenues, alleys of opportunities for him to save the lives of children with cancer.

Today, this project is composed of Tomas Leonor’s confidants, colleagues and other well respected personalities in their own fields. All of whom are volunteers aiming to spare a few moments of their professional and personal time not just to assist a friend but also to share a worthy cause of saving a life, one step at a time. With the project’s motivated goal, the team has organized a strategic walk which starts from Allen Samar and ends at the beautiful island of Boracay. The walk will travel through 6 major islands. Bago City Opens P30-M Sanitary Landfill

More than just complying with the Solid Waste Management Act, but more so as a commitment to the environment, the local government of Bago City opened its P30-million sanitary landfill (SLF).


The disposal cell at the Bago City Sanitary Landfill ready to receive the city’s residual wastes with the water treatment facility (inset) at Sitio Pandan, Brgy. Ma-ao in Bago City.*(PIA/EAD) - -

The three-hectare sanitary landfill in Sitio Pandan in Brgy. Ma-ao is expected to service the 24 barangays of the city covering about 38,941 hectares. The blessing of the Bago City SLF was attended by Governor Alfredo G. Marañon Jr, Bago City Mayor Ramon Torres and other provincial and city officials.

Director Oscar C. Cabanayan of the DENR-Environment Management Bureau for Region 6 in his message congratulated the local government of Bago for the landfill saying this is the city’s investment against climate change.

"Having the landfill is just the start of the work to be done in solid waste management, the bigger work is on operating the landfill," Cabanayan told the local officials.

Meanwhile, Torres hopes that their effort will pave the way for other LGUs to follow suit not just in consonance with Republic Act 9003 or the Solid Waste Management Act but in doing its share in the conservation and preservation of the environment.

Marañon noted that the Bago SLF is the first landfill south of Bacolod and the third in the province following the cities of San Carlos and Sagay.

"This shows that with the hard work of local officials and if the finances of the LGUs are put into good use, something can be done," Marañon said referring to the facilities in the SLF.

PHO Issues Warning: Typhoid Cases Up

The Provincial Health Office (PHO) has issued precautions against typhoid fever as cases in Negros Occidental this year reached 304, or 60 percent higher than last year.

Dr. Ernell Tumimbang, provincial health officer, said they have issued precautionary measures to 31 local government units, through their respective city or municipal health offices, against typhoid fever.

In the PHO surveillance report from January 1 to April 2 this year, there were already three fatalities from typhoid fever-one in Moises Padilla and two in Hinigaran.

There were no fatalities for typhoid fever last year, which had 486 cases in 31 LGUs.

Topping the LGUs with the most number of typhoid fever cases this year are Kabankalan City-48, Sagay City-37, San Carlos City-35, Calatrava-24, Ilog-16, Cauayan-16, and Cadiz City-16, the PHO report said.

Only San Enrique and Valladolid towns have no typhoid fever cases this year, the report added.

Tumimbang said the PHO has coordinated with the city and municipal health offices of LGUs with fatalities and those which topped the list of high cases.

According to www.medicinenet.com typhoid fever is an acute illness associated with fever that is most often caused by the Salmonella typhi bacteria.

It can also be caused by Salmonella paratyphi, a related bacterium that usually leads to a less severe illness.

The bacteria are deposited in water or food by a human carrier and are then spread to other people in the area.

Tumimbang said the bacteria for typhoid fever is usually borne during rainy days especially in areas with poor hygiene and sanitation. The bacteria from feces usually seeped through the soil, triggered by heavy rains, and mix with water which humans drink.

To avoid bacteria-causing typhoid fever, Tumimbang said we should boil our drinking water and thoroughly wash our food, especially fruits and vegetables, before eating.

We should also observe have proper disposal of our garbage and human wastes, he added.*DBD

IMO dapat dira na Lang asta sa terminal nga bag-o tanan.If pasugtan mo ini ang Talisay ang Silay mag gutgut Ina.To be fair na Lang sa tanan,in favor ko nga indi na sila tanan kasulod Bacolod.In the first they know the reason kon ngaa indi na sila pasudlon sa Bacolod,Ang ila dapat include sa plea nila Amo ang pagdisiplina sa mga drivers nila.Someone has to sacrifice para sa ikaayo.Other options reroute na Lang sila like sang mga PUV halin sa South Deretso kalabanan sa libertad na kag lain ang Gina agyan nila from Bacolod jeeps.

For me i still believe in political will as the best solution, bisan sa bukid pana ang terminal ibutang kon wala sang political will ang mga enforcers, gutok kag traffic man gihapon.. in fairness man sa mga Talisay route, they should be given a new route within bacolod, but not banning them from entering, they have there rights as a franchise holder, From Talisay to Shopping Bacolod as stated on their Franchise law, unless kon ipa liwat sang bacolod ang ara sa LTFRB nga guidelines.. it takes 5 years and very expensive to do that.:bash: pwede gid ang talisay kasulod sa shopping, tapos pag balik didto na sila sa homesite agi via circumferential going out to Pepsi.. para ma fair man sa riding public nga mga pigado.

The Negros Occidental provincial government yesterday began the demolition of some structures at the Paglaum Sports and Complex facing Lacson and Hernaez streets in Bacolod City, even as officials of the Negros Occidental Teachers’ Federation appealed that their building be spared.

The provincial government’s target is to complete demolition of all the structures by May so the construction of a new three-storey building can begin, Provincial Legal Officer Jose Ma. Valencia said.

Valencia said the NOTF officers are appealing that their building at the corner of Lacson and Hernaez streets be spared from demolition.

However, their structure has to be demolished as it is vital to connecting the two wings of the new building that the provincial government is constructing along Lacson and Hernaez streets, Valencia said.

The provincial government has offered a 1,000-square meter relocation site for the NOTF in Barangay 39, Bacolod City, he said.

However, the NOTF officials asked that if their present building is, indeed, demolished they should instead be given space to rebuild at Lacson Street, Valencia said.

Valencia said he will have to talk to the governor about it, saying the NOTF building will be last on the list of structures for demolition.

The NOTF, through its president Portia Mallorca and general manager Ruben Camarista, appealed that their building be spared from ejection in a letter to the governor dated April 5.

They said the NOTF was established in 1946 and out of the P10 voluntary contribution of each of their members they built the NOTF building, formerly known as the Teachrs’ Center.

The NOTF building has provided public school teachers and their families a home in the city, and also offered educational services, not only to teachers, but to other stakeholders, they added.*CPG

OWWA seminar held at SM City


The Overseas Workers Welfare Administration held a Pre-Departure Orientation Seminar at the Global Pinoy Center of SM City Bacolod recently, the press release from the mall said.

OWWA regional director Samuel Madrid said the recruitment agencies based in Bacolod agreed to conduct a PDOS in the city every Wednesday, beginning April 6 so overseas-bound workers from Negros Occidental and Bacolod City no longer have to travel to Iloilo City.

Seventeen Overseas Filipino Workers attended the PDOS conducted by Overseas Workers Welfare Officer Reynold Pigar.

OWWA seminar held at SM City


The Overseas Workers Welfare Administration held a Pre-Departure Orientation Seminar at the Global Pinoy Center of SM City Bacolod recently, the press release from the mall said.

OWWA regional director Samuel Madrid said the recruitment agencies based in Bacolod agreed to conduct a PDOS in the city every Wednesday, beginning April 6 so overseas-bound workers from Negros Occidental and Bacolod City no longer have to travel to Iloilo City.

NEGROS Occidental is expected to have around 6,000 new classrooms this school year, said Negros Occidental Schools Division Superintendent Rizalino Tortosa.

Of these new classrooms, 5,000 will be for various elementary schools in the province and the remaining 1,000 for high schools.

Most of the classrooms will be provided for the fifth and sixth legislative districts in the province.

Tortosa also clarified that the poor rating at bottom 40 of seven schools divisions in the province was based on old records in 2008.

He said that so far, the performances of said schools divisions already improved.

For 2009 to 2010, school dropouts had gone down and those students who failed on their subjects were also low in number.

Department of Education Regional Director Meldred Garay said seven out of nine schools divisions in Negros Occidental were rated at bottom 40 in the recent report submitted to the United Nations through the “Education for All” (EFA) goals.

Garay said the assessment covered 198 schools divisions all over the country.

The report was submitted to the UN September last year.

Garay said all over Western Visayas, eight schools divisions got the poor rating. Of these, one is located in Roxas City, Capiz and seven in Negros Occidental.

Only Bacolod City and La Carlota City schools divisions were not included in the bottom 40.

Among those rated poorly were the divisions of San Carlos City, Sagay City, Silay City, Bago City, Kabankalan City, Himamaylan City and Negros Occidental.

Garay said this is the reason why they are holding an education summit on May 2-3 at the Bacolod Pavilion Hotel here in Bacolod City. (TED)

We already have the continuous expansion of their residential projects at Ayala North Point, add to that, the technohub and "smaller retail centers" that would dot the area....in short we are really having Ayala's complete community component. Geothermal plant failed to
boost economy: Yulo

The operation of the Northern Negros Geothermal Power Plant of the Energy Development Corp. in Brgy. Mailum, Bago City, has not spurred economic activities or increased revenues for Negros Occidental, Board Member Emilio Yulo III, chairperson of the Sangguniang Panlalawigan Committee on Environment and Natural Resources, said yesterday.

Yulo blamed this on the low geothermal outputs from the NNGP operations, which went down from the expected 40 megawatts power output to nine megawatts, after the power plant resumed operations last week.

The geothermal plant that was inaugurated by then President Gloria Macapagal-Arroyo and commissioned in 2007, was initially envisioned to produce 49 megawatts.

At a recent public hearing of the SP committee on Environment and Natural Resources on the state of geothermal operations in Bago City, Yulo said they tackled with EDC officials three promises they made on power security, economic growth and increase in revenues for the province.

He said EDC officials told the committee members that low power being produced from the geothermal operations, would amount or equate to low royalties.

Yulo added that the province has not derived the supposedly realizable royalties, since the EDC produces only nine to 10 megawatts.

As for the power security, he said “This is a big disappointment because the 40 megawatts power, is now down to 20 megawatts, and even 10 megawatts as of this time.

“We don’t expect it to rise” Yulo added.

Gov. Alfredo Marañon Jr. had earlier said that, with the small amount of power the plant is producing, he does not believe it will be economically viable.

“I doubt if it will continue if it cannot produce more power,” he added.

Noel Salonga, EDC assistant vice president for resource management, said the resource assessment survey being conducted by their technical services team will determine how they can make the project viable.

In a disclosure at the Philippine Stock Exchange, EDC said it has completed studies on 61 percent of the geophysical stations at the Northern Negros area at the end of March.

The NNGP power plant operation has been limited to three months, while it is still validating data gathered from its technical tests.

Yulo said they also asked EDC where the 9-megawatt power is being sold, adding that “supposedly it is going to result in low cost of power in the province”.

He said they were told that the EDC marketing staff will answer their queries in the next public hearing.

Yulo also said they will get a commitment from EDC if they can produce the 20 megawatt-power they promised before the end of 2011.

Saying EDC still has eight months of activities before year 2011 ends, Yulo added, “Definitely, we will take a firm stand on whether there will be any further activity in the area”.*GPB

Guv stands pat on
NOTF demolition

Gov. Alfredo Marañon Jr. yesterday stood pat on the decision to include the Negros Occidental Teachers’ Federation building at the corner of Hernaez and Lacson streets in Bacolod City among the structures at the Paglaum Sports Complex property to be demolished.

He said a win-win solution has been offered to the NOTF, they are being given a 1,000 square meter property at nearby Barangay 39. NOTF officials had written to the governor asking that their building be spared.

There are about 60 structures to be demolished at the Paglaum Sport Complex, four of which were done on Tuesday and more were being demolished yesterday, Provincial Legal Officer Jose Ma. Valencia said.

When the demolition of all structures is completed by May, a new building will be built by the provincial government to run along Lacson and Hernaez streets, which is initially estimated to cost P200 million, he added.

The second and third floor of the wing of the building along Hernaez Street would be used for a dormitory that could house more than 1,000 out-of-town college students, Valencia said.

The governor wants to provide cheap accommodation for out-of-town college students who currently pay bed space at about P1,200 a month in Bacolod City, Valencia said.

At the proposed dormitory, they will only be charged P300 to P400 and the rest of the upkeep of the dormitory will be subsidized, he added.

Valencia said the provincial government will rent the first floors of the three-store building to commercial establishments and the second and third floor of the Lacson Street side to a call center.

The money earned will be used to help in the upkeep of the dormitory, the sports complex, and some of the needs of the nearby Negros Occidental High School, Valencia said.

He said the football field and stadium of the sports complex will also be renovated.*CPG

Guv stands pat on
NOTF demolition

Gov. Alfredo Marañon Jr. yesterday stood pat on the decision to include the Negros Occidental Teachers’ Federation building at the corner of Hernaez and Lacson streets in Bacolod City among the structures at the Paglaum Sports Complex property to be demolished.

He said a win-win solution has been offered to the NOTF, they are being given a 1,000 square meter property at nearby Barangay 39. NOTF officials had written to the governor asking that their building be spared.

There are about 60 structures to be demolished at the Paglaum Sport Complex, four of which were done on Tuesday and more were being demolished yesterday, Provincial Legal Officer Jose Ma. Valencia said.

When the demolition of all structures is completed by May, a new building will be built by the provincial government to run along Lacson and Hernaez streets, which is initially estimated to cost P200 million, he added.

The second and third floor of the wing of the building along Hernaez Street would be used for a dormitory that could house more than 1,000 out-of-town college students, Valencia said.

The governor wants to provide cheap accommodation for out-of-town college students who currently pay bed space at about P1,200 a month in Bacolod City, Valencia said.

At the proposed dormitory, they will only be charged P300 to P400 and the rest of the upkeep of the dormitory will be subsidized, he added.

Valencia said the provincial government will rent the first floors of the three-store building to commercial establishments and the second and third floor of the Lacson Street side to a call center.

The money earned will be used to help in the upkeep of the dormitory, the sports complex, and some of the needs of the nearby Negros Occidental High School, Valencia said.

He said the football field and stadium of the sports complex will also be renovated.*CPG

NSO Documents Now Available at Agency-partner Outlets


National Statistics Office Chief Fred Sollesta urged Negrenses to take advantage of the office’ expanding partners in getting their civil registry documents.

In an interview, Sollesta said SM City Bacolod now averages 30 requests per day since it started accepting NSO authenticated documents like birth certificate, marriage certificate, death certificate and certificate of no marriage (cenomar), during the third quarter of last year.

The mall charges a service fee of P20 per transaction while requested paper can be picked-up in three days. NSO birth, death and marriage certificates cost P140 while cenomar is P195.

Sollesta said services at SM can be availed of during mall hours and another advantage is, they accept requests even during weekends.

"Together with the 29 other LGU-based that the people can access, the extensions have helped ease congestion in the NSO office," he told PIA.

In addition to thatm is the queuing system implemented and by an NSO partner at the releasing area where a TV monitor displays what number is being served.

Before, clients are required to stay on their line or they lose their priority position. Now they can leave the office and return in time for their number’s turn to be called.

That intervention did not cost the government anything.

Rice, corn and vegetable farmers from southern Negros Occidental received top awards at the just-concluded Farmers and Fisherfolk Achievers Day dubbed Pasidungog sa Mangunguma kag Mangingisda at the Panaad Stadium and Park in Bacolod City over the weekend. Rice-based farmer Rodolfo Oray of Barangay Tapi, Kabankalan City, corn-based farmer Simfrosa Masion of Brgy. Talacagay, Hinobaan, and vegetable-based farmer Francis Jiron of Brgy. Calapi, Hinigaran were awarded as the "Best Farmers of the Year". These farmers devoted 75 percent of their total farm area to these crops, said Dina Genzola, event chairperson and Senior Agriculturist of the Office of the Provincial Agriculturist (OPA). They were also chosen for their technical knowledge; management, decision-making and record-keeping skills; farm condition, resources, health and environmental safety; pro-ductivity and profitability; farming system; and social impact to the community, she added.

Lenten Season Activities in Silay Bared

"Semana Santa", a Lenten season activity in Silay is facilitated by the Parish of San Diego de Alcala under Fr. Abenir Pineda, parish priest. It is endorsed by Silay City Tourism Office as part of its religious tourism wherein the faithful reflect on the life, death and resurrection of Christ.

Domingo de Ramos on April 17 includes the 5:30 am and 6:30 am masses to be followed by the blessing of the palms (7:30am) at the plaza covered court then there will be a procession going to San Diego Pro-Cathedral.

Holy Thursday undertaking incorporates 5pm Holy Sacrifice of the Mass which dramatizes the Last Super of the Lord and the ceremony on the transfer of the Blessed Sacrament follows. Vigil is from 7pm up to 12 midnight.

Good Friday Via Crucis starts at 4:30am and the Seven Last Words will be at 12 noon to 3:00pm to be followed by the procession of the Good Friday characters and the adorers can start their visit to Santo Entierro at 7:30pm.

The mourning procession of Soledad - Madre Dolora will be at 8pm on Sabado de Gloria and the mass prior to the resurrection of Christ is at 9pm wherein the faithfuls are requested to bring candles.

The resurrection of Christ is Domingo de Pascua wherein the histrionic ‘Sugat’ features the meeting of Christ and Virgin Mary and culminates with the 5am mass at San Diego Pro-Cathedral.

For winning the Best Performing City award for the third time in a row this 2010, San Carlos City bagged the Hall of Fame in the annual Search for Excellence in Local Governance Awards sponsored by the Department of the Interior and Local Government (DILG) Region VI.

The RSC validated the city’s accomplishments last November 8, 2010.

San Carlos City won the Best Performing City of Region VI in 2008 with the awards Excellence in Social Services and Excellence in Administrative Governance, and in 2009 with the awards Excellence in Social Services, Excellence in Administrative Governance Excellence in Environmental Management and first runner up in Economic Development and in Local Legislation.

Geothermal plant failed to
boost economy: Yulo

The operation of the Northern Negros Geothermal Power Plant of the Energy Development Corp. in Brgy. Mailum, Bago City, has not spurred economic activities or increased revenues for Negros Occidental, Board Member Emilio Yulo III, chairperson of the Sangguniang Panlalawigan Committee on Environment and Natural Resources, said yesterday.

Yulo blamed this on the low geothermal outputs from the NNGP operations, which went down from the expected 40 megawatts power output to nine megawatts, after the power plant resumed operations last week.

I think ini tungod wala gana kag suporta ang projects that regards to CLEAN AND RENEWABLE...syempre they want EASY AND FAST MONEY....when the geothermal plant hit a snag, they were not quick enough to seek on solutions. For winning the Best Performing City award for the third time in a row this 2010, San Carlos City bagged the Hall of Fame in the annual Search for Excellence in Local Governance Awards sponsored by the Department of the Interior and Local Government (DILG) Region VI.

Aside from the Hall of Fame and Best Performing City (city category) awards for its accomplishments in 2009, the city also received the awards Excellence in Environment Management, Excellence in Social Services, Excellence in Economic Development and first runner up in Administrative Governance and in Local Legislation during the DILG Pagdayaw awards last December 20, 2010 at Sugarland Hotel, Bacolod City.

City Mayor Gerardo P. Valmayor, Jr. and former City Mayor Eugenio Jose V. Lacson received the awards together with Vice Mayor Edgar Quisumbing, SP members Rommel Debulgado, Criston Carmona and Filped Maisog, DSWD Officer Cynthia Mirande and ESWM Manager Loreto Sanchez.

Aside from plaques, the city also received cash prizes of P50,000 as best performing city, and P10,000 each for the excellence awards in the three performance areas.

San Carlos City was among five cities in Negros Occidental including Bacolod City, 2 cities in Iloilo province including Iloilo City and one city in Capiz that were evaluated by the Regional Search Committee (RSC) for the 2010 awards that covered the five areas of governance: administrative governance, social services, economic development, environmental management and local legislation. The RSC validated the city’s accomplishments last November 8, 2010.

San Carlos City won the Best Performing City of Region VI in 2008 with the awards Excellence in Social Services and Excellence in Administrative Governance, and in 2009 with the awards Excellence in Social Services, Excellence in Administrative Governance Excellence in Environmental Management and first runner up in Economic Development and in Local Legislation.

In recognition of said accomplishment, the city government rewarded last December 29, 2010 all city government employees with an achievement incentive of P10,000 each under the San Carlos Program on Awards and Incentives for Service Excellence (SACAPRAISE).

naglain lang guro buot ya mig kay ang lugar ya wala nainclude sa post ni migo @dark. Natymingan lang nga nainclude sa sulat ang ngalan ka syudad ta upod sa Cavite, Cebu etc. T alangan man na i-edit ni migo @dark. :)

The properties mostly are located at the North Capitol Road in Bacolod City.

Marañon said many investors already signified interest on these properties, which are located at the back of the old provincial Capitol building.

LOPTTA to host national tablenet tourney

THE Lopue’s Table Tennis Association (LOPTTA) headed by its president Dr. Leonito Lopue will hold its annual national table tennis tournament dubbed as Lopue’s Open 2011 on April 15-17, 2011 at the Lopue’s San Sebastian Department Store annex bldg here in Bacolod City.

Expected to see action in this prestigious tournament are top paddlers from all over the country, including the current and former national team members vying for the championships in the men’s and women’s team events.

A total of 14 strong teams for men and 8 teams for women are set to compete in this three-day tournament.

Among the teams to compete in the men’s division are the Metropolitan Table Tennis Association (MeTTA)-Donic of Manila, Shanghai Siopao (Manila), TableTennis Association of North District (TATAND)-Andro (Manila), TATAND-Joola (Manila), Makati Panthers, Imperium-Donic, Hua Ching (Cebu), Ad Marketing (Bacolod), Misamis Oriental Table Tennis Association (MisOrTTA) Cagayan de Oro, CSB-ATC Health Care (Manila), Bacolod and LOPTTA.

Competing in the distaff side are Makati, TATAND-Women, University of Negros Occidental-Recoletos, Bacolod and LOPTTA.

THE Negros Occidental Provincial Board on Wednesday granted Governor Alfredo Marañon Jr. the authority to offer for lease, sale or through any other arrangement the various provincial properties located in Bacolod City.

Proceeds of the sale will be used to finance the different development projects and activities of the province, a Provincial Board resolution said.

The properties mostly are located at the North Capitol Road in Bacolod City.

Marañon said many investors already signified interest on these properties, which are located at the back of the old provincial Capitol building.

Basi manokan naman nada sa likod Government Center. Sa likod Capitol naman ya talamnan daan. Sady2x lang ni akon ah... Pirme lang abi gasolinahan..

Cge lang ah makita talang nada sa sunod nga mga inadlaw kung anu ang maulhot.

Speaking of gasolinahan may manug open na naman sa Sum-ag dampi kag sa Tangub side naman mga 2 ka commercial buildings mga 2 floors man lang dira dapit sa may simbahan.Damo gid ya gina-construct within Bacolod lang.:cheers::cheers::cheers:

Anyway, nag mangkot lang ko because I've read a book called, 60 years of philippine-french relations and bon vivant.

In the book, it stated the fact that General Araneta's aide de camp was a frenchman, dreyfus, who is also his son-in-law.

the guy was also an actual soldier back in his native france, so it must have been a boost to the revolutionaries during that time. Seeing a french soldier on the side the filipinos in the revolution against spaniards.

That's really nice news....yeah...nearly half a decade ago Lonely Planet describes Bacolod blandly and shows us a picture of a "transit city" only....If I were a tourist that time Bacolod isn't worth visiting.....thanks to the proliferation of tourism among the new breed with local pride. They put the best in what they have.

I hope on the latest edition of Lonely Planet, Bacolod and Negros Occidental would be featured with a much better and non-skeptical article.

MANILA, Philippines – The Azkals will finally have the chance to strut their wares before Metro Manila fans after the Philippine Football Federation announced that the July 3 World Cup qualifying match against Sri Lanka will be held at the Rizal Memorial Football Stadium.

PFF chief Mariano “Nonong” Araneta Jr. made it official Thursday, marking the first time that the 77-year-old venue to stage an international football competition since the 1991 Southeast Asian Games.

“It’s Rizal Memorial Stadium,” Araneta said before holding a meeting with Philippine Sports Commission chair Richie Garcia.

The Rizal Memorial Stadium, which can accommodate 15,000 to 20,000 spectators, beat out Panaad Stadium in Bacolod City which was also hoping to host venue.

The decision to pick the Manila venue was helped in some way by the promise of huge support from San Miguel Corporation which will finance the refurbishment of some areas, including the pitch, score board and locker rooms.

“It’s also more convenient for many to stage the qualifier in the capital,” Araneta said.

The Department of Public Works and Highways has also given the PFF the green light to stage the event at Rizal Memorial, quashing earlier reports that the venue is not safe for the public.

“As early as February, the PSC has already secured a certificate that says Rizal is safe for events,” said Araneta, noting that repairs will start in the next few weeks.

The PFF projects earning as much as P6 million from gate receipts of the game.

Sri Lanka will host the first game of the home-and-away series in Colombo on June 29.

Meanwhile, team manager Dan Palami said three potential Fil-foreign recruits – Fil-Spanish Juan Luis Guirado and Fil-Canadian brothers Jonathan and Julian de Guzman, won’t be able to join the Azkals in the qualifiers because of different commitments.

MANTA Energy Inc. (MEI) is ready to supply Central Negros Electric Cooperative (Ceneco) at cheapest rates, a top official said.

MEI president Alberto Guanzon said they can supply Ceneco with its intermediate and peak load requirement as covered by their March 17, 2009 power sales contract.

MEI assured that the records of the committee deliberations, which touched on the comparative advantage of MEI price at 6.67 per kilowatt hour (kwh) with that of Panay Energy Dev. Corp at 7.76 per kwh, had both offers re-priced at 75 percent load factor.

He further claimed that the price arrived at is fair and reasonable to Manta, to Ceneco members and consumers, and to Ceneco.

Guanzon added that it has instituted proceedings at the ERC for its full implementation and the Commission has set the initial proceedings on April 18, 2011.

Guanzon has urged Ceneco members and customers to be involved in the ERC rate application process because there is a big stake in the proceeds – an overprice of P3.5 billion for a l5-year contract or an average P25,000 in additional cost to each consumer in the Ceneco franchise area.

THE bill seeking for the conversion of Negros State College of Agriculture (NSCA) into a state university is now in the Senate.

NSCA, which has its main campus in Kabankalan City, lies in a 4,000 hectare lot and also operates satellite campuses in the province.

Fifth district representative Mercedes Alvarez said the bill, which she sponsored for the conversion of NSCA into a university, was approved in the House of Representatives after eight months of deliberation.

The passage of the bill in Congress can be attributed to Representative Sonny Angara (Aurora Province), the chairman of the congressional committee on higher education, who pushed hard for the approval of pending bills in his committee.

Angara said there is no reason why the approval of said bill will be further delayed.

Alvarez and Angara were guests in Thursday’s 61st Commencement Exercises of NSCA. Other guests were Vice Governor Genaro Alvarez Jr. and mayors of towns and cities where NSCA has satellite campuses.

NSCA president Freddie Maningo said the college has more than 6,000 enrollees last school year in the main campus and 11 satellite campuses all over the province.

The latest satellite campus that NSCA opened is the Victorias City campus with a school building worth P26 million funded by the City Government of Victorias.

THE Bacolod City Council on Wednesday passed an ordinance prohibiting acts of vandalism.

The ordinance authored by Councilor Caesar Distrito prohibits the writing, drawing, painting, marking or inscribing on any public property or private property any word, slogan, caricature, drawing, mark, symbol or other thing, affixing, posting up or displaying on any public property or private property any advertisement, bill or notice, without the consent of the owner.

Vandalism is defined as willful acts that damage or deface the property belonging to another person or to the public.

Violators will be fined to a maximum of P5,000 with imprisonment of at least 30 days but not more than six months.

If the violator is a minor, the ordinance said, the civil liability shall be shouldered by the parents. If the violator is 15 to 18 years old, they should restore the property to its previous appearance plus they should render service to the school, if enrolled, or perform community service to the barangay, the ordinance said.

If the penalty involves service to the school, the student government shall furnish the court the certification that the violator had complied with the number of hours of service that he/she has rendered to the school, as per the approved diversion program prepared by the Department of Social Services and Development.

If the violator is a leader of a gang, group or fraternity, he should restore the property to its previous appearance and should also render school service, if enrolled in a certain school and, if not enrolled, shall render community service to the barangay where he is a resident.

“I am thankful that this ordinance was approved. We hope that the rapid proliferation of vandalism in Bacolod City will be minimized and eventually stopped,” said Distrito, who heads the committee on laws, ordinances and good government.

The anti-vandalism ordinance is set to take effect 15 days after its publication in at least two newspapers of local circulation.

Guv authorized for sale of Capitol assets

THE Negros Occidental Provincial Board on Wednesday granted Governor Alfredo Marañon Jr. the authority to offer for lease, sale or through any other arrangement the various provincial properties located in Bacolod City.

Proceeds of the sale will be used to finance the different development projects and activities of the province, a Provincial Board resolution said.

The properties mostly are located at the North Capitol Road in Bacolod City.

Marañon said many investors already signified interest on these properties, which are located at the back of the old provincial Capitol building.

Negros Occidental Gov. Alfredo Marañon Jr. yesterday met with officials of the Development Bank of the Philippines who are offering a loan of about P300 million to the provincial government at 5 percent interest to be used for the rehabilitation of the Paglaum Sports Complex in Bacolod City.

The governor said he has also received loan offers from the Land Bank of the Philippines and Philippines Veterans Bank, and the most advantageous offer to the province will be considered.

The loan will be used for the construction of a three-story building at the sports complex along Lacson and Hernaez streets, and a two-storey 24-classroom building for the Negros Occidental High School.

Rental fees from the commercial establishments at the first floor of the new building and from a call center will enable the loan to be self liquidating, Jose Ma. Valencia, Marañon’s chief of staff and provincial legal officer, said.

Demolition of the present buildings along Lacson and Hernaez streets continued yesterday and is targeted for completion by the end of May, Valencia said.

Construction of the new building is expected to start immediately and last for about nine months, he added.*CPG

Sugar Regulatory Administrator Ma. Regina Bautista-Martin yesterday said the Philippines may export an additional 60,000 metric tons of sugar to the United States this year on top of the approved export quota of 136,201 MT given ample local supply.

She will meet with sugar industry stakeholders to discuss the additional export after the Holy Week, Martin told the DAILY STAR.

Martin, who just returned from Washington where she lobbied for the additional sugar quota, said the US Agriculture department on Monday said the Philippines will be among the countries able to export more to the United States to counter a shortage caused by a hard freeze that hit the cane crop inFlorida.

It set the Philippines additional allocation at 60,000 MT, Martin said.

The SRA may hold a tender for the additional export rights, which should draw strong interest from producers, she also said.

The opportunity to export more sugar was a good development as the industry thinks the current crop will be bigger than expected due to favorable weather, she said.

The SRA might raise its sugar output estimate for the crop year to Aug. 31, the Philippines will not have to import sugar this year, she said.

In January, Martin raised the crop year 2010-2011 output estimate to 1.965 million MT from an initial projection of 1.87 million MT.

Raw sugar output in crop year 2009-10 was 1.97 million MT, she added.*CPG

The expected reduction by about P50 million of the annual Internal Revenue Allotment share of Kabankalan City as a result of the creation of 16 more cities in the country, will not deter it from pursuing its P200-million airport project that is now ongoing, Mayor Isidro Zayco said yesterday.

The 104-hectare airport being built in Brgy. Hilamonan, Kabankalan City, is targeted for completion in 2014 and projected to have a 2-kilometer runway. However, Zayco said bad weather in the past months caused the delay in the leveling of the airport runway.

Zayco also said they are now using the heavy equipment of the Army’s 542nd Engineering Construction Battalion in the leveling of the runway, at less expense. “We spend only for fuel and honorarium of operators of the equipment,” he added.

Kabankalan City has already secured a copy of the airport pre-feasibility study from the Department of Transportation and Communication that could be used as basis for seeking national funding.

Zayco said he was told by Rep. Mercedes Alvarez (Neg. Occ., 6th District) that she is coordinating with DOTC for help in the construction of the Kabankalan airport.

The city government of Kabankalan and the provincial government are jointly funding the airport project, while DOTC gave Kabankalan the navigational equipment from the old Bacolod City airport.

The DOTC pre-feasibility study also showed that the Kabankalan airport can handle two domestic flights a day, although it will initially serve light planes.

The Kabankalan City Domestic Airport will be the second airport in Negros Occidental, after Bacolod-Silay City International Airport, and the third airport on Negros island.

Zayco admitted that the P50 million in IRA is a big loss to the city of Kabankalan. He, however, said it will not have an effect on the salaries and wages of the city hall employees, and not much on the delivery of basic social services, since what is needed is only a re-alignment of the budget.

Governor Alfredo Marañon Jr. said the creation of 16 more cities will mean about P600 million less in the budgets of the 13 cities in Negros Occidental, including Bacolod City.*GPB

THE bill seeking for the conversion of Negros State College of Agriculture (NSCA) into a state university is now in the Senate.

NSCA, which has its main campus in Kabankalan City, lies in a 4,000 hectare lot and also operates satellite campuses in the province.

Fifth district representative Mercedes Alvarez said the bill, which she sponsored for the conversion of NSCA into a university, was approved in the House of Representatives after eight months of deliberation.

The passage of the bill in Congress can be attributed to Representative Sonny Angara (Aurora Province), the chairman of the congressional committee on higher education, who pushed hard for the approval of pending bills in his committee.

Angara said there is no reason why the approval of said bill will be further delayed.

Alvarez and Angara were guests in Thursday’s 61st Commencement Exercises of NSCA. Other guests were Vice Governor Genaro Alvarez Jr. and mayors of towns and cities where NSCA has satellite campuses.

NSCA president Freddie Maningo said the college has more than 6,000 enrollees last school year in the main campus and 11 satellite campuses all over the province.

The latest satellite campus that NSCA opened is the Victorias City campus with a school building worth P26 million funded by the City Government of Victorias.

Negros Occidental Gov. Alfredo Marañon Jr. yesterday met with officials of the Development Bank of the Philippines who are offering a loan of about P300 million to the provincial government at 5 percent interest to be used for the rehabilitation of the Paglaum Sports Complex in Bacolod City.

The governor said he has also received loan offers from the Land Bank of the Philippines and Philippines Veterans Bank, and the most advantageous offer to the province will be considered.

The loan will be used for the construction of a three-story building at the sports complex along Lacson and Hernaez streets, and a two-storey 24-classroom building for the Negros Occidental High School.

Rental fees from the commercial establishments at the first floor of the new building and from a call center will enable the loan to be self liquidating, Jose Ma. Valencia, Marañon’s chief of staff and provincial legal officer, said.

Demolition of the present buildings along Lacson and Hernaez streets continued yesterday and is targeted for completion by the end of May, Valencia said.

Construction of the new building is expected to start immediately and last for about nine months, he added.*CPG

The expected reduction by about P50 million of the annual Internal Revenue Allotment share of Kabankalan City as a result of the creation of 16 more cities in the country, will not deter it from pursuing its P200-million airport project that is now ongoing, Mayor Isidro Zayco said yesterday.

The 104-hectare airport being built in Brgy. Hilamonan, Kabankalan City, is targeted for completion in 2014 and projected to have a 2-kilometer runway. However, Zayco said bad weather in the past months caused the delay in the leveling of the airport runway.

Zayco also said they are now using the heavy equipment of the Army’s 542nd Engineering Construction Battalion in the leveling of the runway, at less expense. “We spend only for fuel and honorarium of operators of the equipment,” he added.

Kabankalan City has already secured a copy of the airport pre-feasibility study from the Department of Transportation and Communication that could be used as basis for seeking national funding.

Zayco said he was told by Rep. Mercedes Alvarez (Neg. Occ., 6th District) that she is coordinating with DOTC for help in the construction of the Kabankalan airport.

The city government of Kabankalan and the provincial government are jointly funding the airport project, while DOTC gave Kabankalan the navigational equipment from the old Bacolod City airport.

The DOTC pre-feasibility study also showed that the Kabankalan airport can handle two domestic flights a day, although it will initially serve light planes.

The Kabankalan City Domestic Airport will be the second airport in Negros Occidental, after Bacolod-Silay City International Airport, and the third airport on Negros island.

Zayco admitted that the P50 million in IRA is a big loss to the city of Kabankalan. He, however, said it will not have an effect on the salaries and wages of the city hall employees, and not much on the delivery of basic social services, since what is needed is only a re-alignment of the budget.

Governor Alfredo Marañon Jr. said the creation of 16 more cities will mean about P600 million less in the budgets of the 13 cities in Negros Occidental, including Bacolod City.*GPB

Sugar Regulatory Administrator Ma. Regina Bautista-Martin yesterday said the Philippines may export an additional 60,000 metric tons of sugar to the United States this year on top of the approved export quota of 136,201 MT given ample local supply.

She will meet with sugar industry stakeholders to discuss the additional export after the Holy Week, Martin told the DAILY STAR.

Martin, who just returned from Washington where she lobbied for the additional sugar quota, said the US Agriculture department on Monday said the Philippines will be among the countries able to export more to the United States to counter a shortage caused by a hard freeze that hit the cane crop inFlorida.

It set the Philippines additional allocation at 60,000 MT, Martin said.

The SRA may hold a tender for the additional export rights, which should draw strong interest from producers, she also said.

The opportunity to export more sugar was a good development as the industry thinks the current crop will be bigger than expected due to favorable weather, she said.

The SRA might raise its sugar output estimate for the crop year to Aug. 31, the Philippines will not have to import sugar this year, she said.

In January, Martin raised the crop year 2010-2011 output estimate to 1.965 million MT from an initial projection of 1.87 million MT.

Raw sugar output in crop year 2009-10 was 1.97 million MT, she added.*CPG
