BACOLOD CITY – The SM group submitted its plan for a P2.5-billion convention center and commercial complex to be established on a provincial government lot Negros Occidental Governor Alfredo Marañon Tuesday.

Hans Sy, son of SM magnate Henry Sy, visited the governor along with Rep. Albee Benitez (3rd District, Neg. Occ) at the provincial capitol.

Sy told reporters that they envision a convention center good with a capacity of 3,000-3,500 persons and two hotels that can accommodate 200 persons and will be surrounded with a commercial complex.

Sy said the proposed project is still subject to negotiation, particularly the lot which would either be purchased or acquired through a lease agreement with the provincial government.

He said the project will take off in six months after the negotiations.

Sy brought with him technical persons to explain their proposal.

The site being eyed for the project is a six-hectare government property located at the reclamation area.

Marañon said the property will be evaluated for its value.

He said government offices in the said area will be transferred and the remaining squatters will be relocated.

Maranon stressed that while Sy’s investments will be advantageous to the city, the provincial government will also benefit from it.

Coconut sugar earns more money than muscovado

Magsasaka Siyentista (MS) and sugarcane planter Rafael Monfort of Cadiz City, Negros Occidental recently discovered coco sugar, another wonder from coconut, the tree of life.
“Not all that is sweet comes from sugarcane,” says Monfort.

For Monfort, making coco sugar out of fresh toddy (tuba) adds to coconut’s many uses.

Moreover, coco sugar is not only sweet but even more nutritious than cane sugars.

According to Monfort, coco sugar holds a lot of promise for coconut farmers who plan to venture in agri-business. Coco sugar is not only a healthy sweetener but is also a low-calorie food product fit for health enthusiasts and diabetics because of its low glycemic index.

“It’s high time that coco sugar be recognized as an important sweetener next to muscovado sugar. In fact, what’s interesting is that coco sugar makes more money than muscovado,” Monfort added.

For his involvement in research and technology development, particularly in organic farming,
Monfort was named MS of the Farmers Information and Technology Services Center based at the Office of the Provincial Agriculturist in Negros Occidental.

To increase farm productivity and income, MS Monfort applies science and technology-based innovations and uses locally available and indigenous materials and farm wastes.

Through eco-friendly and sustainable farming, Monfort achieves reduced production cost and good quality produce.

MS Monfort was appointed by the Western Visayas Agriculture and Resources Research and Development Consortium in 2006.

In 2009, MS Monfort saw the other potentials of coconut along with his business partner, Lope Consing, also of Cadiz who owns Marfori Consing Farms in Mati, Davao Oriental.

Together they diversified the 200-hectare land planted to copra by setting aside two hectares
of the farm for coco sugar production. In February 2010, they produced their first coco sugar using old-fashioned and laborious cooking methods with the assistance of the Philippine Coconut Authority.

Incidentally, Marfori Consing Farms also became the first farm to produce coco sugar in Davao Oriental. Marfori’s coco sugar under the Marfori and Glow labels are now on sale in Bacolod and specialty stores in Manila.

Monfort and Consing plan to export coco sugar to the United States and Europe where there is a distinct market for the commodity, as soon as they are granted permit by the Bureau of Food and Drugs.

Sy said they plan to construct on the site a commercial complex that can accommodate 3,000 people — merely 30 percent of the actual capacity of the company’s SMX project in Manila.

First to be built are two hotels surrounded with commercial establishments, according to Sy.

Nothing is final on the implementation of the project since they will still have to wait for the decision of Marañon, the top business executive explained.

The plan that they presented to the governor, once approved, may even be reviewed and changed, he said.

With Sy during the presentation of the plan to the governor are his legal team, engineers and key personnel.

The proposed site of the project — measuring more than six hectares — is scheduled for bidding in the provincial government’s effort to raise additional revenue.

Sy said their decision to invest in this city is driven by Bacolod City’s continued economic growth.

He added that they also intend to expand their SM Mall currently in the reclamation area here.

Meanwhile, Marañon said there is no certainty that SM Prime Holding Inc. will bag the property behind the Capitol building.

According to him, he has no idea on how much will the province earn from selling the said property because he does not know the property’s actual market value.

The schedule for the public bidding of the property will be announced next month, he said.

BACOLOD CITY—Plans are underway to build at least four power plants that may answer the expected power shortage by 2015.

Three hydro-electric power plants with combined production of 67 megawatts are expected to be built in Negros Occidental, said Jose Ma. Valencia, chief of staff of Gov. Alfredo Marañon Jr.

Aside from the hydroelectric power plants, he added Global Business Power Corp. planned to construct a coal-fired power plant with a capacity of 80 MW this year.

A hydro-electric power plant, with power capacity of 40 MW, will be constructed in Bago City. A 15-MW plant will also be built in Kabankalan City and another plant, with 12-MW capacity, will be put up in Sagay City.
Valencia said he didn’t know the specific dates for the start of their construction.

Marañon and Valencia met with Energy Secretary Jose Rene Almendras Thursday to discuss the fast-tracking of the hydro-electric power plants in the province.

During the meeting, Almendras had warned that Negros Occidental could face a power shortage by 2015 if it did not take steps to produce its own electricity, especially since the province’s double-digit growth would increase its power demand.

Valencia said the governor met with Almendras to seek the secretary’s help after they discovered that some power firms had blocked off the rivers for hydro-electric power by obtaining service contracts from the Department of Energy.

“We were surprised because they did not coordinate with the local government units as required, and we never knew that they were conducting feasibility studies, unlike those dealing with us like Conal Holdings, Alto Power Management Corp. and Alstom Philippines,” he said.

The issuance of these service contracts to other firms in areas, where Conal, Alto and Alstom plan to build hydro-electric power plants, prevent them from doing so, Valencia said.

Almendras agreed to go over the list of service contracts granted by the DOE, and to cancel those that are unproductive and non-performing within the month, he said.

This will open areas to those really interested in building the hydro-electric plants and have the financial and technical capability to do so, he added.

This will pave the way for the construction of the three plants, Valencia said, noting that it will take five to six years to build one.

problema gid sa aton di mig ang lack of discipline sang aton mga motorists/drivers kag mga pedestrians mismo which results in our chaotic traffic situation and the only solution would be strict, fair and consistent implementation and enforcement of our traffic laws and ordinances...

well I guess sm can't expand there mall in Iloilo that they would like it to be because of the aggressive undertaking of mw so probably the best business strategy for them is to build in Bacolod to counter the development of the other island.

Landbank, PNB Interested in Renting at Proposed Building in Paglaum Sports Complex

There are many companies interested to rent spaces in the proposed three-storey commercial building that the provincial government will construct at the Paglaum Sports Complex, Governor Alfredo Marañon Jr. yesterday said.

Among them are the Landbank of the Philippines and the Philippine National Bank, he disclosed.

Marañon said that the commercial building will be constructed at the sides of Paglaum Sports Complex facing Lacson and Hernaez Sts., Bacolod City.

Marañon had said the building will house commercial spaces in the ground floor, a call center in the second floor, and a dormitory for students in the third floor.

He also said the construction of the building will start when all illegal structures along the Hernaez and Lacson sides of the sports complex are demolished.

As of Monday, Hernaez side had already been cleared of illegal structures, while the Lacson side has remaining four structures that will be demolished this Friday, Chito Magalona, head of the Provincial Capitol security and demolition team, said.

The building of the Negros Occidental Teachers’ Federation (NOTF) at the junction of Hernaez and Lacson Sts. still remains to be demolished as the NOTF officials appealed to Marañon to extend the May 15 deadline for them to demolish their building.

Marañon has given NOTF an extension of 15 days or until May 30, he said.*

Marañon Favors Coal than Solar Power


Governor Alfredo Marañon Jr. yesterday said he is more in favor of putting up coal-fired power plants here than building solar power plants, to address the energy needs of Negros Occidental.

He said coal is more viable, along with nuclear energy, liquefied gas, and dendro energy.

He said although the power costs of solar is cheap, the costs of putting up one is expensive. Besides, the source of energy from solar is only available during the day, and not even when it rains, he said.

Solar energy is good only for smaller energy consumption like for household appliances, but when you want to address the needs of bigger establishments, solar energy is not viable, he said.

On Monday, a Korean-based power from expressed its plan to put up a P4-billion solar power plant in E. B. Magalona with a projected output of 40 megawatts (MW).

The Youil Renewable Energy Corporation officials will meet with the municipal council of E. B. Magalona today (May 11) to present to them the proposal, including the plan to buy the land, estimated to be 71 hectares, to be used for the construction of the solar power plant. The Bacolod Diocese lead by Bishop Vicente Navarra is supporting this project.

Gregory Lofamia, regional manager of Youil Renewable Energy Corp., said solar power is the cheapest power priced at 12 cents per kilowatt hour under the Feed in Tariff rules authorized under ERC Resolution No. 16 series of 2000.

Aside from the solar power plant, four more power plants are being proposed to be constructed in Negros Occidental to answer the expected power shortage here by 2014.

As seen on photo below, SM Prime's head honcho Hans Sy personally visited our Governor for the said proposal. Indi man guro magkadto na si Hans Sy kon wala kasiguraduhan ang iya pag visit. He's too busy for trips without assurances. ;)

BACOLOD CITY – The SM group submitted its plan for a P2.5-billion convention center and commercial complex to be established on a provincial government lot Negros Occidental Governor Alfredo Marañon Tuesday.

Hans Sy, son of SM magnate Henry Sy, visited the governor along with Rep. Albee Benitez (3rd District, Neg. Occ) at the provincial capitol.

Sy told reporters that they envision a convention center good with a capacity of 3,000-3,500 persons and two hotels that can accommodate 200 persons and will be surrounded with a commercial complex.

Sy said the proposed project is still subject to negotiation, particularly the lot which would either be purchased or acquired through a lease agreement with the provincial government.

He said the project will take off in six months after the negotiations.

Sy brought with him technical persons to explain their proposal.

The site being eyed for the project is a six-hectare government property located at the reclamation area.

Marañon said the property will be evaluated for its value.

He said government offices in the said area will be transferred and the remaining squatters will be relocated.

Maranon stressed that while Sy’s investments will be advantageous to the city, the provincial government will also benefit from it.

I don't like the idea of Albee Benitez to meddle in Bacolod's development of Banago as Bacolod's very own public port. Maybe its Benitez's bias to his uncle Mr.Palance who solely owns and operates BREDCO Port. Ang downside sang BREDCO as a private port halin sang una pa are the high cost of fees in docking and bringing in of cargo/trade/etc. So the need of a public port is long overdue. Ang sa akon para win-win solution, if indi ma kaptan sang government ang port operations (as what should just be right and proper as to law and contract)..have Banago handle as the domestic port and BREDCO as the international port. Si Albee ya dapat didto ma concentrate sang iya RORO port project sa EB Magalona para ma open na da ang "already and also" long overdue nga ferry link with Ajuy's Culasi Port. BREDCO has already reaped a lot from its developments and sale of lots sa recalmation area, Its but time to give the port back to the government...amu na ya ang gin agree-han sa contract so dapat magsunod lang gid sila. anyway sila man na gyapon (BREDCO/Bacolod Top Harbor) ang i-prioritize sang city gov't to bid for the port operations and handling. Indi man ina guro piyerde si Palanca dira.

SM City Iloilo has still a wide expanse of lots at the back portion migs. I saw its plans before its construction in 1998-1999. They might expand at the back and open its mall facing the MegaWorld Iloilo Central Business Park. Ang SM City ta di is already serving at its expectations, thats why an expansion is not far to happen. bisan indi na guro mag taas ah, bisan single or 2-storeys lang gyapon and syemps gusto ko gid dugangan ang cinemas ta bisan 2 lang.

Ang expansion nami didto pakadto sa dagat sa South Wing...dala al fresco and view by the sea....para ma live-up ta ang ila hmabal nga ang SM CITY BACOLOD is SM sMall of Asia...:lol:

After six years to be exact. A Plan to expand is a plan that the Sy's would bullishly follow.

Anyway, it is grateful that they are expanding in both cities. One is to maximize the space, the other is to fill the wide open spaces.

SM Prime Holdings Inc. is offering to buy or lease 6.5 hectares owned by the Negros Occidental provincial government along Gatuslao Street in Bacolod City for the construction of a P2.5 billion convention center and hotel, its president Hans Sy said yesterday.

Sy, who met with Gov. Alfredo Marañon Jr. and Rep. Alfredo Abelardo Benitez (Neg. Occ., 3rd District) at the provincial Capitol in Bacolod City, said they also plan to build commercial buildings on the 6.5-hectare property and expand their current SM City Mall at the reclamation area by 40,000 square meters.

“We submitted an unsolicited proposal to build a hotel and convention center on property owned by the provincial government behind the Capitol. The initial estimate of investment is about P2.5 billion,” Sy said.

“Whether the property will be purchased or leased is subject to final negotiations, following the provincial government’s review of our proposal,” he added.

The proposed convention center will have a seating capacity of 3,500, while a 200-room hotel will be built along with it, with another-200-room building to follow, he said.

Sy said he brought his team of architects, financial and legal advisers and contractors to the meeting with the governor to “show our seriousness regarding the project.”

Once an agreement is signed, he said they could begin construction in six months.

He said their Bacolod hotel will be part of a network of SM hotels nationwide, noting that they already have hotels in Cebu, Tagaytay, Davao and eventually all over the country.

Bacolod’s economy has the carrying capacity for SM’s expansion, Sy said, noting that their mall in the city is doing very well.

Marañon said the sale of the more than 6-has. provincial government property could be put up for bidding to all interested parties by August.

Not included in the SM proposal for purchase is the site of the Negros Occidental Provincial Jail also along Gatuslao Street, he said.

The governor said he will not put the properties of the provincial government around the Capitol Lagoon Park up for sale. They can only be leased, he said.

The development of the property behind the Capitol will be good for Bacolod and Negros Occidental’s economy, he added.

Ahay....coal is a no-no...mas na gid nuclear. Japan is so advanced and secure about there nuclear plants but look at what happened to Fukushima Dai-Ichi...kun sa Pilipinas na ambot lang if how could we handle meltdowns and emergencies. We're almost about the same size of Japan, same earthquake, typhoon, tsunami and volcanic hazards....

are these people thinking what would happen in the future?.....mayu tani kun may mga fail-safe mechanism ini.

Haaay...Philippines gets 365 days of sunshine, those energy would be stored in batteries and be used at night. And indi man na guro nga kun solar, ma solar nalang ang tanan...pocket areas of solar energy...ang iban ya wind turbines...then sa rivers, hydroelectric.....te...sa gamay gamay ma amat amat gid na ah....kay ang gusto ta ya pirmi "bungkit-urot"

Sy, who met with Gov. Alfredo Marañon Jr. and Rep. Alfredo Abelardo Benitez (Neg. Occ., 3rd District) at the provincial Capitol in Bacolod City, said they also plan to build commercial buildings on the 6.5-hectare property and expand their current SM City Mall at the reclamation area by 40,000 square meters.

“We submitted an unsolicited proposal to build a hotel and convention center on property owned by the provincial government behind the Capitol. The initial estimate of investment is about P2.5 billion,” Sy said.

“Whether the property will be purchased or leased is subject to final negotiations, following the provincial government’s review of our proposal,” he added.

The proposed convention center will have a seating capacity of 3,500, while a 200-room hotel will be built along with it, with another-200-room building to follow, he said.

Sy said he brought his team of architects, financial and legal advisers and contractors to the meeting with the governor to “show our seriousness regarding the project.”

Once an agreement is signed, he said they could begin construction in six months.

He said their Bacolod hotel will be part of a network of SM hotels nationwide, noting that they already have hotels in Cebu, Tagaytay, Davao and eventually all over the country.

Bacolod’s economy has the carrying capacity for SM’s expansion, Sy said, noting that their mall in the city is doing very well.

Marañon said the sale of the more than 6-has. provincial government property could be put up for bidding to all interested parties by August.

Not included in the SM proposal for purchase is the site of the Negros Occidental Provincial Jail also along Gatuslao Street, he said.

The governor said he will not put the properties of the provincial government around the Capitol Lagoon Park up for sale. They can only be leased, he said.

The development of the property behind the Capitol will be good for Bacolod and Negros Occidental’s economy, he added.

THIRD District Representative Albee Benitez clarified Tuesday misconceptions that he is grabbing for his own district the project, which has already been assigned to other districts.

Last week, Benitez declared that, instead of developing the Banago Port, the Philippine Ports Authority (PPA) should use the P700 allocation to develop other ports in the third district.
The development of the Banago Port is one of the pet projects of Bacolod Representative Anthony Golez.

Benitez pointed out that he had talked with Golez about the issue.

“I have talked to Congressman Golez. We’re still discussing the details,” he added.

“I would like to reiterate that this is not a case of Bacolod against the third district. It has nothing to do with that. I’m putting forward a proposal, which I believe to be practical,” the lawmaker stressed.

“To be a viable project, the port should be located in the shortest distance between Panay and Negros islands to lessen the transportation cost,” Benitez added.

The shortest distance from the province to Panay Island is from E.B. Magalona, according to Benitez.

The town had already conducted a project study for the viability of the port facilities three years ago.

He added he is scheduled to meet with PPA general manager lawyer Juan Sta. Ana about the matter.

He initially discussed the matter over the phone with Sta. Ana who agreed to hold the Banago Port project and study the feasibility of transferring the project to the third district.

Benitez also reiterated that his relationship with Bacolod Real Estate Development Corporation (Bredco) president Simplicio Palanca has nothing to do with the issue. Bredco operates the port at the city’s reclamation area.

“Again, I would like to bring up two items. The first that E. B. Magalona is the shortest route to Panay Island through Ajuy and it is practical to put a port there so that three sugar mills in the district that can have an easy access to the port facilities. I would also raise again the question if it is viable to have two ports in one area,” said Benitez.

In a related development, Benitez denied reports that there is a conflict between him and E.B. Magalona Mayor David Albert Lacson.

Benitez said he was in fact the guest during the town fiesta of E.B. Magalona last May 1 upon the invitation of Lacson who is also the president of the League of Municipalities in the province and chairman of the Association of Chief Executives (ACE)-Negros.

Benitez cited that he donated a speedboat for the Bantay Dagat of E.B. Magalona.

“After the turnover of the speedboat, I went to Manila for my flight to the US to catch up with the fight of Manny Pacquiao who is our colleague in Congress. I have not met him because I immediately came back for the resumption of our session in Congress,” Benitez narrated.

hmmmm...I don't really buy this. If he wants a port for the third district then he should have lobbied it in the congress and he should have asked for a different allocation. It sounds and it looks like that a proposed plan for the improvement of Banago Port was put on halt because of his objection to it. If he doesn't call it "grabbing" then what is it?

Ahay....coal is a no-no...mas na gid nuclear. We can say 70% dirty Coal Plant is Much Cleaner that 90% dirty Coal plant. But that does not eliminate the fact that it is still dirty.

Bacolod is a separate body from the Province. If he wants to have his port his way, then he creates a Law that would pass through Congress, not grab oppotunities from what is set for Bacolod.

I agree, a Negrosanon way is different from the way he does business. If he is saying that it's more practical to have it in the third district because of the distance, he should have also considered that from the port in E.B. Magalona to Bacolod will also be costly when it comes to transporting the goods...what about those cities and municipalities from the south? Bacolod is a lone district and he should have respected that the project was really meant for the city and it's really for the benefit of the entire province and not just for the third district.:ohno:

SM Prime Holdings Inc. is offering to buy or lease 6.5 hectares owned by the Negros Occidental provincial government along Gatuslao Street in Bacolod City for the construction of a P2.5 billion convention center and hotel, its president Hans Sy said yesterday.

Sy, who met with Gov. Alfredo Marañon Jr. and Rep. Alfredo Abelardo Benitez (Neg. Occ., 3rd District) at the provincial Capitol in Bacolod City, said they also plan to build commercial buildings on the 6.5-hectare property and expand their current SM City Mall at the reclamation area by 40,000 square meters.

“We submitted an unsolicited proposal to build a hotel and convention center on property owned by the provincial government behind the Capitol. The initial estimate of investment is about P2.5 billion,” Sy said.

“Whether the property will be purchased or leased is subject to final negotiations, following the provincial government’s review of our proposal,” he added.

The proposed convention center will have a seating capacity of 3,500, while a 200-room hotel will be built along with it, with another-200-room building to follow, he said.

Sy said he brought his team of architects, financial and legal advisers and contractors to the meeting with the governor to “show our seriousness regarding the project.”

Once an agreement is signed, he said they could begin construction in six months.

He said their Bacolod hotel will be part of a network of SM hotels nationwide, noting that they already have hotels in Cebu, Tagaytay, Davao and eventually all over the country.

Bacolod’s economy has the carrying capacity for SM’s expansion, Sy said, noting that their mall in the city is doing very well.

Marañon said the sale of the more than 6-has. provincial government property could be put up for bidding to all interested parties by August.

Not included in the SM proposal for purchase is the site of the Negros Occidental Provincial Jail also along Gatuslao Street, he said.

The governor said he will not put the properties of the provincial government around the Capitol Lagoon Park up for sale. They can only be leased, he said.

The development of the property behind the Capitol will be good for Bacolod and Negros Occidental’s economy, he added.

amu na guro migs ang HH...huring huring...wala tawo ang SM City Bacolod...hehehehe

ka gamay abi sang panan-aw nila pirmi sa aton....well those little things matter to us because it shows nga ang mga "friends" ta nagapulos kag aga enjoy man sang little things nga ina naton. :lol::lol::lol:

they thought kita nag benefit sa ila...sila man nag benefit na, kag naga benefit pa gid gyapon sa aton. so nobody's a spare tire here. Ang tikal sang Negros tyempo Kastila pa, so di na ina makatilingala kag balita pa :lol::lol::lol:

It's basically a win-win situation here in Bacolod, investors won't risk putting up their businesses here esp. Mr. Sy if they did not do any feasibility study. They believe in the buying capacity of the Negrense people...surprisingly, the vacant lots at the back of SM are not for the SM hotel but for the mall expansion gali. Mr. Sy really knows what a good surprise is:nuts:
I don't believe in that "spare tire" parable that others are saying because blessings come to those who are really deserving...Bacolod and Negros had already went through the dark age and I think we have already arrived in our GOLDEN AGE...as what Kuya Kim would always say...weather, weather lang yan!:cheers: hoping for more good "little things" for our city...:cheers:

SM PRIME Holdings Inc. intends to build two 200-room hotels and a convention center at the Provincial Government’s six-hectare property at the back of the Provincial Capitol building and the area in front of the Hall of Justice.

Hans Sy, SM Prime Holdings president, personally submitted Tuesday to Governor Alfredo Marañon Jr. the company’s proposal.

The investment is worth P2.5 billion, according to Sy, who brought along his key technical, financial and legal team during his visit to the governor.

The businessman said he visited the Capitol upon the invitation of Marañon and third district Representative Albee Benitez, who accompanied Sy at the Governor’s Office.

“We submitted an unsolicited proposal to construct a convention center, hotels and other commercial projects in the vacant property behind the Capitol building. We will give Capitol time to review our proposal and we will finalize it, based on whatever the Provincial Government officials feel would fit for the city,” said Sy.

The proposal is still subject to final negotiations, he added.

He said the convention center that they are planning to build in the city is about 10 percent of the size of SMX in Manila.

SM Prime is also mulling the construction in the same area of a 200-room hotel and then another hotel with the same number of rooms.

The two hotels will be surrounded by commercial buildings, Sy revealed.

“We are looking for an area of six and a half hectares. I brought the architect, legal and financial team and the contractor to show our commitment and seriousness about the project,” Sy explained.

Once the proposal is finalized, the architects will proceed to the nitty-gritty of the plans. Within six months of the signing of the agreement with the Provincial Government, SM Prime Holdings will start the construction of the project.

He said SM Prime Holdings had constructed similar projects in Cebu, Tagaytay, and Davao. “Eventually, we will have hotels all over the country,” Sy pointed out.

Meanwhile, Marañon said SM Prime Holdings is very interested on putting up their project at the Capitol’s property.

He assured Negrenses that the sale of the property will go through the normal bidding process.

“We will advertise that. I’m sure other investors would be interested on the property,” Marañon said.

Marañon is certain that the sale of the more than six-hectare property will materialize by August this year.

He said the development project in the property will definitely improve Bacolod City’s economy and will also have a significant economic impact for the province.

Proceeds from the sale of the said Provincial Government property will be used for relocation of some Provincial Government agencies, according to Marañon.

On the other hand, when asked about the possibility to his partnering with SM Prime Holdings on the project, Benitez said he will first take a look at its viability and feasibility of the project.

Benitez revealed that his family and the Sy family are old friends.

“When I was still in college, we were already friends,” he said.

“This is a very good project. This is for the development of Bacolod City and Negros Occidental,” he stressed.

He also thanked the Sy family for its enthusiasm for the project.

For his part, Sy said Bacolod has the economic capacity for the viability of such hotels and convention center.

“This is based on the result of our mall here. The mall is doing well. All our malls are doing very well,” Sy declared.

He added the performance of the Bacolod mall is above average.

“In fact, we have plans to expand it. We will eventually launch it, once it’s finalized. It could be about 40-meter expansion sideways and upward,” he said.

^^let's wait for the contract signing para piho na gid ang sm investment sa capitol, ma bidding pa man sila by August, I think just for the sake of formality na lang kay illegal na daan nga indi mag go through sa bidding when its a government property...so if its a go may palaabuton naman ta sa 2012, don't forget, basi during this time ma construct naman ang ayala shopping strip and ang first high rise sa cdip.

Amu na ang nami sa RPB mig kay ang ila expansion, unique kag exciting from its other expansions across the Pinas. Ang atun yah Shell shaped alfresco shopping thingy.

Hoping, ang SM Bacolod expansion and other projects would not replicate the designs of their other SM sites. Indi bala ang SM City Bacolod design is one of the most beautiful in the Pinas. ;)

^^noting on what he said about the intent expansion daw ala north wing gid sang sm cebu, posibly ala high end shops with a wide space for the atrium.

excited ako pero i would still appreciate it kung gina construct na gid, news articles are sometimes teasers nga kisah ma disappoint ka lang kung indi ma dayun so e reserve ko lang anay banana dance ko till they get the deal in black and white.

Ako ya, 2008 lang nagpa-member as DARK SPIRIT. Then nalimtan ko ang password ko for that account. Nagpa-member ko uli as dark spirit 2, same thing happened!:lol: Then I became national guard. Tak-an ko galing kaypareho kami ni migo ngprofflorida nga NG, so @dark spirit na ko subong eh.:)

mapuno naman ang thread ta sang pictures if ever masuguran na :lol:...about the power stability, the provincial govt. is working on it already...so far we still have more or less 3-4 years before sang foreseen power crisis sa region, hopefully matapos na ang aton power plants by that time ah. It's very clear nga d na guid mapunggan ang economic growth sang aton province and city because of our great power consumption. All I can say is; if there is a will, there is a way...:soon:

After six years to be exact. A Plan to expand is a plan that the Sy's would bullishly follow.

Anyway, it is grateful that they are expanding in both cities. One is to maximize the space, the other is to fill the wide open spaces.

Bacolod should expand! From what I know about the expansion is that SM will expand at the back and front portion. They will expand from the exit of foodcourt then connect to the exit of the department store. They will also eat up the space fronting manokan and the other side. The one neside john Paul tower will be additional space for parking. I am not really certain of the balita but i have learned this during Hans Sy's visit dugay na. Like last year pa i guess, that was December pa. part of the expansion will be renovation.

we are very blessed here in Negros coz we have so many means of harnessing power from mother nature like geothermal energy, hydro power and even ang solar energy...well, coal plant could be harmful if there's no technology to contain its byproduct...I'm ok with it if they could show/prove to us that they can preserve our environment through sustainability...I understand our governor because desperate time is looming ahead...as early as now, they have to exhaust all means of stabilizing the power supply in our province...I hope that these four proposed power plants will push through and I also hope that we won't sacrifice our environment just for the fast development...I would rather go for sustainable development:bowtie::bowtie::bowtie:

Marañon Favors Coal than Solar Power


Governor Alfredo Marañon Jr. yesterday said he is more in favor of putting up coal-fired power plants here than building solar power plants, to address the energy needs of Negros Occidental.

He said coal is more viable, along with nuclear energy, liquefied gas, and dendro energy.

He said although the power costs of solar is cheap, the costs of putting up one is expensive. Besides, the source of energy from solar is only available during the day, and not even when it rains, he said.

Solar energy is good only for smaller energy consumption like for household appliances, but when you want to address the needs of bigger establishments, solar energy is not viable, he said.

On Monday, a Korean-based power from expressed its plan to put up a P4-billion solar power plant in E. B. Magalona with a projected output of 40 megawatts (MW).

The Youil Renewable Energy Corporation officials will meet with the municipal council of E. B. Magalona today (May 11) to present to them the proposal, including the plan to buy the land, estimated to be 71 hectares, to be used for the construction of the solar power plant. The Bacolod Diocese lead by Bishop Vicente Navarra is supporting this project.

Gregory Lofamia, regional manager of Youil Renewable Energy Corp., said solar power is the cheapest power priced at 12 cents per kilowatt hour under the Feed in Tariff rules authorized under ERC Resolution No. 16 series of 2000.

Aside from the solar power plant, four more power plants are being proposed to be constructed in Negros Occidental to answer the expected power shortage here by 2014.

Three hydro-electric power plants with a combined production of 67 megawatts, and a coal-fired power plant with a capacity of 80 megawatts, are expected to be built in Negros Occidental soon.

Global Business Power Corp. plans to construct a coal-fired power in northwestern side of the province, while hydro-electric power plants will be constructed in Bago City, Kabankalan City and Sagay City.* DBD

Indi gid ko diri agree, Solar power pays for itself in the long run since it is very sustainable. Ang coal power plant subject siya sa fluctuations sang price sang coal sa global market, it's just like a cheaper version of bunker fuel, so it will not generate cheap electricity if you factor in all the economics. Solar ya mahal lang na ang initial capital, but kun may investor man nga ma invest why not? It's not like the government will pay for it. Indi lang tani magpahapos si gov, mga trapo lang na ya ang naga pursue sang projects nga matapos dayon sa ila nga termino bisan indi maayo for the long term. I can still remember sang sa TUP pa ko, we have been rabidly opposing the coal power plant in Bago or was it Pulupandan before, so why start again now?

BACOLOD City — SM Prime Holdings Inc. President Hans Sy yesterday visited Gov. Alfredo Marañon Jr. to relay the company’s intention to build a convention center behind the Negros Occidental Provincial Capitol building.

Sy said they plan to construct on the site a commercial complex that can accommodate 3,000 people — merely 30 percent of the actual capacity of the company’s SMX project in Manila.

First to be built are two hotels surrounded with commercial establishments, according to Sy.

Nothing is final on the implementation of the project since they will still have to wait for the decision of Marañon, the top business executive explained.

The plan that they presented to the governor, once approved, may even be reviewed and changed, he said.

With Sy during the presentation of the plan to the governor are his legal team, engineers and key personnel.

The proposed site of the project — measuring more than six hectares — is scheduled for bidding in the provincial government’s effort to raise additional revenue.

Sy said their decision to invest in this city is driven by Bacolod City’s continued economic growth.

He added that they also intend to expand their SM Mall currently in the reclamation area here.

Meanwhile, Marañon said there is no certainty that SM Prime Holding Inc. will bag the property behind the Capitol building.

According to him, he has no idea on how much will the province earn from selling the said property because he does not know the property’s actual market value.

The schedule for the public bidding of the property will be announced next month, he said.

matyagan ko gina presure si gov ta nga mag decide as soon na gid kay basi ma change pa ang mind sang mga investors kung madugayan pa basi magita pa sang iban nga lugar para mag invest...so good move kung sa next week na ang bidding and decision.

I would really want sm to nail this deal among the 3 potential investors they're the only group that had a clear plan for the development of the area and they even announced it on their official website of their plans so go,go,go sm!

Well you see it is about red tape.

The project will pass through the Western Visayas Development Council. The Council would give recommendation to the governor as to what can be done and what can be salvaged out of either selling the property or lease the property. You know where this Council is.

This is what the Governor would like to Fast Track, because, bypassing the Council would require a Presidential proclamation. Which is the key why we have a Lot of PEZA areas here in Bacolod.

So to summarize it all. We just wanna make sure that the development that should go to Negros is definitely going to Negros and not being held up due to Effin Red tape.

Well you see it is about red tape.

The project will pass through the Western Visayas Development Council. The Council would give recommendation to the governor as to what can be done and what can be salvaged out of either selling the property or lease the property. You know where this Council is.

This is what the Governor would like to Fast Track, because, bypassing the Council would require a Presidential proclamation. Which is the key why we have a Lot of PEZA areas here in Bacolod.

So to summarize it all. We just wanna make sure that the development that should go to Negros is definitely going to Negros and not being held up due to Effin Red tape.

At least it is something we can look into, something we will look forward. The Araneta Center Cubao is almost done. You know what it means after that.

I hope the Province would focus as well on developing the Industrial Area of Bago City. Much to everybody's Interest, they are bullish as well, though Chinese Companies cannot get in. Maybe soon they would change their plans.

A South Korean firm is planning a solar farm on a 71-hectare property in Sto. Niño village in E.B. Magalona town in Negros Occidental to ensure the province's power supply.

Youil Renewable Energy Corp. regional manager Gregory Pliny Lofamia said that they can put up a 40-megawatt solar plant in the area, news site Visayan Daily Star reported.

“With solar power, you will start with a big capital but the return of investment will be recovered in 20 years and this will not be a burden to the consumers because of the Feed in Tariff policy," Lofamia said.

Support from local government

He said he will present the project to the Sangguniang Bayan of E.B. Magalona on Wednesday, adding that Mayor David Lacson has already expressed his support for the project.

Lofamia ponted out that this is a good way to promote and encourage renewable energy, because the Philippines' vast natural resources.
He said that Youil can set up the solar plant themselves, taking about nine months to complete.

It was also reported that the firm already has an initial agreement with the Maravilla family, who owns the property on which the plant will be built.

Daily operations

Once constructed, the plant will operate from 6am to 6pm daily, providing intermediate load needs in the daytime for the Victorias Rural Electric Company to help address the low-voltage problems in the town.
Lofamia said that he hopes they will get the support of the local government and other groups in E.B. Magalona because solar energy is clean.
He added that, if they generate at P18 per KWH, they will charge consumers of VRESCO at P18 if there is no Feed in Tariff (FIT). But with the FIT they will only charge P12 per KWH.

Lower energy costs

Lofamia said that the cost of solar power will be lower than conventional power because they do not need fuel, only sunshine to produce power.
After three to five years, solar rates will go down by five to 10 percent, he said.

Lofamia also presented the benefits of the project to the municipality and the environment during a forum at the Bishop’s House Monday.
He said solar power is a proven technology and they installed a solar farm in Korea in 2007 and it is already operational.
In the Philippines, they have one solar farm in Cagayan de Oro that was installed in 2005 and it is still operating, he said.

Backing of Catholic Church

For his part, Bacolod Bishop Vicente Navarra said they support solar energy because it is environment-friendly and they are lobbying with government for the use of these environment-friendly initiatives.
He said they are against the establishment of coal-fired power plants because it is a hazard to the health of the people and eventually will be more expensive.
“I urge the people be more informed so they can make their voices heard and eventually convince our government officials to sponsor these kinds of initiatives," Navarra added.

This is true. My tito was hoping to expand in Bago but his plan was turned down by the city council because the local government seems not interested in investors that are not from their city. :ohno:

Not really, well, sort of. I have understood the ways of protectionism here in the Philippines. I think Bago knows what too much Protectionism can do. Look at Iloilo. I think they are just the waiting and needs the right Timing.

Not in a hurry, but there is always a "looking forward" attitude.

the leaders of LGU's are key factors for realizing growth and developments in their respective cities...political will is indeed very important. It only shows that if they want to extend their muscles, just like what gov. maranon did, then progress will surely take place although it could not happen overnight. I'm just happy that we are trying to break free from too much politicking and our leaders are mature enough to take a stand. moreover, they are very clear with their vision for our province and city! they should keep it up!!!

SM PRIME Holdings Inc. intends to build two 200-room hotels and a convention center at the Provincial Government’s six-hectare property at the back of the Provincial Capitol building and the area in front of the Hall of Justice.

Hans Sy, SM Prime Holdings president, personally submitted Tuesday to Governor Alfredo Marañon Jr. the company’s proposal.

The investment is worth P2.5 billion, according to Sy, who brought along his key technical, financial and legal team during his visit to the governor.

The businessman said he visited the Capitol upon the invitation of Marañon and third district Representative Albee Benitez, who accompanied Sy at the Governor’s Office.

“We submitted an unsolicited proposal to construct a convention center, hotels and other commercial projects in the vacant property behind the Capitol building. We will give Capitol time to review our proposal and we will finalize it, based on whatever the Provincial Government officials feel would fit for the city,” said Sy.

The proposal is still subject to final negotiations, he added.

He said the convention center that they are planning to build in the city is about 10 percent of the size of SMX in Manila.

SM Prime is also mulling the construction in the same area of a 200-room hotel and then another hotel with the same number of rooms.

The two hotels will be surrounded by commercial buildings, Sy revealed.

“We are looking for an area of six and a half hectares. I brought the architect, legal and financial team and the contractor to show our commitment and seriousness about the project,” Sy explained.

Once the proposal is finalized, the architects will proceed to the nitty-gritty of the plans. Within six months of the signing of the agreement with the Provincial Government, SM Prime Holdings will start the construction of the project.

He said SM Prime Holdings had constructed similar projects in Cebu, Tagaytay, and Davao. “Eventually, we will have hotels all over the country,” Sy pointed out.

Meanwhile, Marañon said SM Prime Holdings is very interested on putting up their project at the Capitol’s property.

He assured Negrenses that the sale of the property will go through the normal bidding process.

“We will advertise that. I’m sure other investors would be interested on the property,” Marañon said.

Marañon is certain that the sale of the more than six-hectare property will materialize by August this year.

He said the development project in the property will definitely improve Bacolod City’s economy and will also have a significant economic impact for the province.

Proceeds from the sale of the said Provincial Government property will be used for relocation of some Provincial Government agencies, according to Marañon.

On the other hand, when asked about the possibility to his partnering with SM Prime Holdings on the project, Benitez said he will first take a look at its viability and feasibility of the project.

Benitez revealed that his family and the Sy family are old friends.

“When I was still in college, we were already friends,” he said.

“This is a very good project. This is for the development of Bacolod City and Negros Occidental,” he stressed.

He also thanked the Sy family for its enthusiasm for the project.

For his part, Sy said Bacolod has the economic capacity for the viability of such hotels and convention center.

“This is based on the result of our mall here. The mall is doing well. All our malls are doing very well,” Sy declared.

He added the performance of the Bacolod mall is above average.

“In fact, we have plans to expand it. We will eventually launch it, once it’s finalized. It could be about 40-meter expansion sideways and upward,” he said.

THIRD District Representative Albee Benitez clarified Tuesday misconceptions that he is grabbing for his own district the project, which has already been assigned to other districts.

Last week, Benitez declared that, instead of developing the Banago Port, the Philippine Ports Authority (PPA) should use the P700 allocation to develop other ports in the third district.
The development of the Banago Port is one of the pet projects of Bacolod Representative Anthony Golez.

Benitez pointed out that he had talked with Golez about the issue.

“I have talked to Congressman Golez. We’re still discussing the details,” he added.

“I would like to reiterate that this is not a case of Bacolod against the third district. It has nothing to do with that. I’m putting forward a proposal, which I believe to be practical,” the lawmaker stressed.

“To be a viable project, the port should be located in the shortest distance between Panay and Negros islands to lessen the transportation cost,” Benitez added.

The shortest distance from the province to Panay Island is from E.B. Magalona, according to Benitez.

The town had already conducted a project study for the viability of the port facilities three years ago.

He added he is scheduled to meet with PPA general manager lawyer Juan Sta. Ana about the matter.

He initially discussed the matter over the phone with Sta. Ana who agreed to hold the Banago Port project and study the feasibility of transferring the project to the third district.

Benitez also reiterated that his relationship with Bacolod Real Estate Development Corporation (Bredco) president Simplicio Palanca has nothing to do with the issue. Bredco operates the port at the city’s reclamation area.

“Again, I would like to bring up two items. The first that E. B. Magalona is the shortest route to Panay Island through Ajuy and it is practical to put a port there so that three sugar mills in the district that can have an easy access to the port facilities. I would also raise again the question if it is viable to have two ports in one area,” said Benitez.

hmmmm...I don't really buy this. If he wants a port for the third district then he should have lobbied it in the congress and he should have asked for a different allocation. It sounds and it looks like that a proposed plan for the improvement of Banago Port was put on halt because of his objection to it. If he doesn't call it "grabbing" then what is it?

would it be a mid rise ? a high rise? i remember i went to taguig onwards to serendra with a friend and ga minanol ko sige lang ko nga tangla nga tangla and i even too pics of those High rise bldgs hehe as in daw manol gid ya.. and my companion stare at me and she asked do u have tall buildings in bacolod? and i said to her no but we have at least the tallest which is the 10storey PNB at lacson st...and i also said i just seldom travel and daw kis-a lang gid ko bla kita kataas nga bldg..hehehe so i hope sooner our investors here cud put up as High as 10 flr? or even higher than 20? .....

PNB is just 9 levels. Riverside College has the 10 level building.

SM PRIME Holdings Inc. intends to build two 200-room hotels and a convention center at the Provincial Government’s six-hectare property at the back of the Provincial Capitol building and the area in front of the Hall of Justice.

Hans Sy, SM Prime Holdings president, personally submitted Tuesday to Governor Alfredo Marañon Jr. the company’s proposal.

The investment is worth P2.5 billion, according to Sy, who brought along his key technical, financial and legal team during his visit to the governor.



He said the convention center that they are planning to build in the city is about 10 percent of the size of SMX in Manila.

SM Prime is also mulling the construction in the same area of a 200-room hotel and then another hotel with the same number of rooms.

The two hotels will be surrounded by commercial buildings, Sy revealed.

“We are looking for an area of six and a half hectares. I brought the architect, legal and financial team and the contractor to show our commitment and seriousness about the project,” Sy explained.



He assured Negrenses that the sale of the property will go through the normal bidding process.



Proceeds from the sale of the said Provincial Government property will be used for relocation of some Provincial Government agencies, according to Marañon.

On the other hand, when asked about the possibility to his partnering with SM Prime Holdings on the project, Benitez said he will first take a look at its viability and feasibility of the project.



For his part, Sy said Bacolod has the economic capacity for the viability of such hotels and convention center.

“This is based on the result of our mall here. The mall is doing well. All our malls are doing very well,” Sy declared.

He added the performance of the Bacolod mall is above average.

“In fact, we have plans to expand it. We will eventually launch it, once it’s finalized. It could be about 40-meter expansion sideways and upward,” he said.

BACOLOD CITY - Other investors, including the Ayala group of companies, are also eyeing the provincial government property where SM Prime Holdings is proposing a P2.4-billion investment, according to Negros Occidental Vice Governor Genaro Alvarez.

Alvarez said he informed Governor Alfredo Marañon of the interested firms.

The vice governor said the lot should go to the highest bidder under proper government procedures.

Alvarez said there is nothing final yet as far as SM’s proposal is concerned.

He said the governor’s decision makes will have to get the provincial board’s approval.

Hans Sy, son of mall magnate Henry Sy, recently submitted to Marañon a billion plan to put up a convention center and commercial complex on the provincial government lot near the Reclamation area.

Sy was accompanied by Rep. Albee Benitez (3rd District, Neg. Occ) in meeting the governor at the provincial capitol.

SM envisions a commercial complex that will also include a 3,500 capacity convention center and 2 hotels. Sy assured that the project can take-off within six months after a deal with the provincial government is finalized.

Maranon assured that all negotiations will be subjected “to the proper procedure.”

Grand Regal Hotel set as PNG media center

A MEDIA center has been set up at the Grand Regal Hotel along Araneta Street in Bacolod City ahead of the Philippine National Games (PNG) set on May 22 to 29.

The center was originally proposed at the Panaad Stadium, but due to inconveniencies it has been decided to be set up somewhere in the downtown area.

Among the suggested venues were the NPC Hall and the Sea Breeze Hotel lobby in downtown Bacolod City.

The decision to set up a media center was decided during the May 10 committee meeting attended by the officers and representatives from Negros Occidental–PIO, Negros Press Club, Kapisanan ng mga Brodkaster ng Pilipinas, Sports Communicators Organization of the Philippines-Bacolod, Inc. and the Philippine Sports Commission represented by its Marketing Executive Assistant Albert Almendralejo.

The media center will serve as the server of all the information related to PNG. This will include all the game schedules, updated results and photos of various events.

The center will also be equipped with 10 computer sets courtesy of Bacolod City College (BCC) and free Wi-Fi connections that will be available to all the covering media agencies.

Rogelio Giganan, Media, Publicity and Marketing Committee head, said the BCC will also field computer technicians to assist in the center’s operation during the event. (JSG)

Privatization of garbage collection pushed

BACOLOD City Councilor Jose V. Lopez requested Mayor Evelio R. Leonardia to consider the privatization of garbage collection to address the problem on uncollected garbage.

Lopez, chairman of the City Council committee on agriculture and fisheries, said it is the policy of the State to adopt a systematic, comprehensive and ecological solid waste management program which shall ensure the protection of public health and environment and likewise encourage greater private sector participation in solid waste management.

The City Development Council has issued Resolution No. 13, series of 2010 approving and adopting the privatization of garbage collection in Bacolod City.

City Ordinance No. 310, series of 2002 does not prohibit the bidding out of the collection of garbage to private entities for the segregation, collection and disposal of waste.

Leonardia, on the other hand, had formed a group that will study privatization proposal.

Guv eyes fuel depot to address price disparity

NEGROS Occidental Governor Alfredo Marañon Jr. is eyeing to build a fuel depot in the province as one of the solutions to the high prices of petroleum products in the province, which are higher by P5 per liter than prices in other provinces, especially in Metro Manila.

Oil companies cited transportation cost from the fuel depots in Batangas and other parts of Luzon to the provinces like in Negros Occidental as one of the reasons why they impose additional costs on their products.

Marañon bared plans by the Provincial Government to build a fuel depot so that it would not be dependent on the oil companies. It would serve not only the government vehicles but would also accommodate private and public transport vehicles.

On the other hand, Marañon has urged the transport sector in the province not to push through with their plans to hold a two-day transport strike on May 16 to 17 next week.

He said, if the transport strike pushes through, it will still be a normal working day for Capitol.

Ballesteros St. cleared of illegal structures

THE City Legal Office Composite Enforcement Team has cleared the Ballesteros St. of illegal structures and occupants after the seven-day notice given to illegal settlers had lapsed.

City Legal Officer Joselito Bayatan said that there were 18 illegal structure owners who voluntarily vacated the area, including money changers with stationary mini bus and vehicles staying all day long at Ballesteros St.

Those who received the demand letter were Linda Maravilla, Oscar Parcon, Bong Bong Maquiling, Rogelio Torisa, Jigger Santacera, Helen Aguadilla, Lalyn Enid, Roderick Jardin, Teodora Aloro, ******* Francelizo, Jerry Saydoques, Gloria Ariscar, Rochel Cordero, Marvin Makilan, Nenith Pamintu-an, Marshel dela Rosa, Ernesto Binas and Ernie Cagayan.

Bayatan said that they were informed that their business structures and operations located along Ballesteros Street which are within government owned property that creates obstruction in the said area and therefore considered nuisance per se, the same are subject to removal and/or demolition.

He said that although there was a resistance during the serving of the notice but the concerned individual already apologized to Atty. Caesar Beloria, the head of the CLO Composite Enforcement Team.
The clearing of the area has gone on smoothly.

Alvarez backs sale of Capitol property

NEGROS Occidental Vice Governor Genaro Alvarez supported the move of Governor Alfredo Marañon Jr. to sell the 6.5-hectare property of the Provincial Government located at the back of the Provincial Capitol Building rather than offer it for lease.

"The highest bidder could buy the property," Alvarez said, adding that SM Prime Holdings, which submitted Tuesday its proposed project amounting to P2.5 billion for the development of the said property to Governor Alfredo Marañon Jr., is not yet a sure winner for the bidding to be held for the acquisition of the property.

After SM signified its interest in the property, Alvarez said he is sure that several other investors would signify interest and would come to the Capitol.

He said the governor told him that the Ayala Group of Companies has also signified its interest to invest on the said property ahead of SM.

"There are now four companies which are interested on the property. I'm sure there are still more coming," Alvarez pointed out.

Alvarez said the sale of properties of the provincial government would need the concurrence of the Provincial Board.

Businessman Hans Sy, president of SM Prime Holdings Inc., personally handed to Governor Alfredo Marañon Jr. Tuesday the company’s proposal to build two 200-room hotels and a 3,000 capacity convention center at the six hectare property of the Provincial Government at the back of the Provincial Capitol Building and the area in front of the Hall of Justice.

The investment is worth P2.5 billion, according to Sy.

The businessman said that they would see if Capitol will offer the prospective area for sale or for lease and that they will still finalize everything once Capitol made up the decision.

SM to invest P2.5 billion in Bacolod

SM PRIME Holdings Inc. intends to build two 200-room hotels and a convention center at the Provincial Government’s six-hectare property at the back of the Provincial Capitol building and the area in front of the Hall of Justice.

Hans Sy, SM Prime Holdings president, personally submitted Tuesday to Governor Alfredo Marañon Jr. the company’s proposal.

The investment is worth P2.5 billion, according to Sy, who brought along his key technical, financial and legal team during his visit to the governor.



He said the convention center that they are planning to build in the city is about 10 percent of the size of SMX in Manila.

SM Prime is also mulling the construction in the same area of a 200-room hotel and then another hotel with the same number of rooms.

The two hotels will be surrounded by commercial buildings, Sy revealed.

“We are looking for an area of six and a half hectares. I brought the architect, legal and financial team and the contractor to show our commitment and seriousness about the project,” Sy explained.



He assured Negrenses that the sale of the property will go through the normal bidding process.



Proceeds from the sale of the said Provincial Government property will be used for relocation of some Provincial Government agencies, according to Marañon.

On the other hand, when asked about the possibility to his partnering with SM Prime Holdings on the project, Benitez said he will first take a look at its viability and feasibility of the project.



For his part, Sy said Bacolod has the economic capacity for the viability of such hotels and convention center.

“This is based on the result of our mall here. The mall is doing well. All our malls are doing very well,” Sy declared.

He added the performance of the Bacolod mall is above average.

“In fact, we have plans to expand it. We will eventually launch it, once it’s finalized. It could be about 40-meter expansion sideways and upward,” he said.

Guv eyes fuel depot to address price disparity

NEGROS Occidental Governor Alfredo Marañon Jr. is eyeing to build a fuel depot in the province as one of the solutions to the high prices of petroleum products in the province, which are higher by P5 per liter than prices in other provinces, especially in Metro Manila.

Oil companies cited transportation cost from the fuel depots in Batangas and other parts of Luzon to the provinces like in Negros Occidental as one of the reasons why they impose additional costs on their products.

Marañon bared plans by the Provincial Government to build a fuel depot so that it would not be dependent on the oil companies. It would serve not only the government vehicles but would also accommodate private and public transport vehicles.

On the other hand, Marañon has urged the transport sector in the province not to push through with their plans to hold a two-day transport strike on May 16 to 17 next week.

He said, if the transport strike pushes through, it will still be a normal working day for Capitol.

It looks like that it will be the clash of the titans...the bidding will surely be a cutthroat event because they are going to fight over a prime real estate. I would rather go for SM because they are very serious about their plan and for me, it would be best if Ayala develops the area bordering bacolod and talisay...at least the development will spread outward and it will not just be concentrated within the main commercial district of the city. This only shows that investors have already acknowledged the fact that bacolod is really one of the prime movers in the Philippine economy and businesses here are booming. well, may the best firm win!:cheers1:

Nat’l Games to gather elite athletes nationwide

BACOLOD City — The Philippine Olympic Committee-Philippine Sports Commission (POC-PSC) National Games on May 22–29 promises to be the biggest gathering of elite athletes from all over the country, including members of the different national teams from 35 disciplines.

The event is a joint project of the POC, PSC and the cities of Bacolod, Bago, Talisay and Silay and the province of Negros Occidental. It is expecting to attract around 8,000 athletes.

The activity coincides with the celebration of 100 years of Philippine sports.

It will open on May 22 with a 3k (three-kilometer), 5k and 10k run-marathon to be participated by national athletes.

“We believe that this will be a major boost for Philippine sports,” POC president Peping Cojuangco said.

Organizers said other National Sports Associations (NSAs) heads will also attend the event and will be on the lookout to discover new talents for their respective disciplines.

Meanwhile, PSC commissioner-in-charge Jose Luis Gomez will use the latest technology available with online registration and a tie-up with Smart Communications.

Smart is sponsoring an InfoBoard for the duration of the games to enable participants to get real-time updates on results and other event information.

Solon: Developing seaport
outside Bacolod not ‘anti-city’

BACOLOD City — Third District Rep. Albee Benitez denied that developing a seaport outside of this city is “anti-Bacolod.”

Benitez was responding to the alleged insinuations of Rep. Anthony Golez that city residents should react on the former’s proposal to transfer the fund for the Banago Port rehabilitation to another project.

Benitez suggests that the P700 million intended to rehabilitate the Banago Port be channeled to the development of a seaport in EB Magalona town.

Such intervention, according to Golez in recent media interviews, stalled the Banago Port development project.

With this city already having its own seaport, it is but practical to develop another seaport outside of Bacolod, like in EB Magalona or Victorias City, Benitez said.

“This is not a case of Bacolod (City)-against-3rd District. It has nothing to do with that. I’m putting forward a proposal, which I believe is practical,” said Benitez.

A viable seaport project should be located on EB Magalona, the part of Negros nearest to Panay Island, Benitez said.

This position of the port, according to him, will lessen transportation cost.

“EB Magalona is the shortest route to Panay Island through Ajuy and it is practical to put up a port there so three sugar mills in the (3rd) District can have easy access to port facilities,” said Benitez.

EB Magalona already studied the viability of putting up port facilities in the town three years ago, he added.

On the other hand, Philippine Ports Authority (PPA) General Manager Juan Sta. Ana agreed to hold the Banago Port project and study the feasibility of having the project in the 3rd District instead, he said.

Benitez said he already discussed issue and the details of his proposal with Golez.

He also clarified that his relationship with Bacolod Real Estate Development Corp. President Simplicio Palanca has nothing to do with the issue.

Golez earlier tapped national agencies to fund the rehabilitation of Banago Port and has secured P700 million.

Banago Port was previously leased to Negros Navigation but the contract expired last year. It was later turned over to PPA./PN

Distrito seeks detailed
cops at Burgos market

BACOLOD City — Councilor Caesar Distrito is sponsoring a resolution requesting the Bacolod City Police Office and the office of Mayor Evelio Leonardia to permanently assign police personnel at the Burgos North Public Market.

“A lot of crimes are happening in the (Burgos) North Public Market, including robbery, theft and snatching,” said Distrito.

Police officers should be assigned to quickly apprehend law violators and ensure the safety of vendors and market goers, he said.

Detailing police officers in the market will reduce the number of crimes happening in the area, Distrito said.

The councilor also requested the immediate rehabilitation of the Burgos North Public Market, especially the market’s roof and floor.

Some portions of the public market, particularly at the vegetable section, are gradually deteriorating, thus, its need for repair, Distrito said.

He also said there were complaints that the market’s roof leaks when it rains, the light system is inadequate and the floor is muddy and dirty due to sewage and drainage problems.

The City Council’s Committee on Market already inspected the public market and confirmed the complaints, he said./PN

Looming energy crisis



THERE is this series of news reports that creates a sense of crisis in the event the proposed energy sources are not in place in Negros within the next two years.

We are made to believe that there is a looming energy crisis, that unless we act now, there will be not enough energy sources and we have to live with recurrent brownouts.

Are we being panicked into accepting every proffered energy source? Almost every year, we hear the same. But somehow today, we no longer panic despite the media thrust to get us to grab whatever is readily available regardless of the cost.

People periodically punished by brownouts have learned to accept the incident as they come and try to live as normally as they can. I am writing this column with an emergency light because Ceneco has just conked out and the reply from their end is they do not know when power will be back. Fortunately, the battery pack of my laptop — despite being small — is good for 10 hours.

Nevertheless, we are made to choose between a coal-fired, solar or hydro power plant. Currently, in fact, we are supplied by a coal-fired power plant.

But we do not think about it because the plant is hundreds of kilometers away and we are not at health risk. Others near the plant are, if we believe the anti-coal groups. The plants in Cebu and Iloilo, however, do not seem to care and opposition there had been either silenced or mollified.

Solar power source has been presented. A Korean company plans to put up a solar field in EB Magalona and promises to operate within nine months from start of the project. That is within the period that the “crisis” in our energy needs could be prevented. The DOE says we will suffer outages three years from now if we do not produce our own energy.

There are also three hydroelectric plants being proposed which can be operational within our breathing period — our lease in energy life — granting, of course, that the hydrographic study now being conducted shows that the project is viable.

These alternative energy sources have both their merits and drawbacks. Of all these, coal is the most hotly debated primarily on environmental concerns and yet it has the cheapest rates. Solar is fine as an environment-friendly power source but it also occupies a lot of space that critics say will be taken away from the food production sector. Moreover, its initial investment cost is high and, thus, its rates.

The Korean proposed plants, for instance, will sell at P18 per kilowatt hour (kWh) compared to Iloilo’s P7 and Kepco’s P4.8. Even with incentives from tariff, the solar energy would still cost P12/kWh.

Hydroelectric power is cheap but it also requires the alienation of large tracts of land near the river, which will be its source of water. Where dams are constructed hundreds of farm lands will have to be vacated and removed; residents also need to relocate. China’s Three Gorges Dam was constructed at the cost of destroying ancient villages and national monuments as well as the relocation of hundreds of thousands of families along the gorges.

No serious study has been published on the viability of hydroelectric power source here. There were many proposals since the 1960s but nothing came out of them, even just to source our potable water from Bago River.

Solar energy has been bruited about for decades but nothing yet of great significance. There are solar panels set up in many villages of Bangladesh and India but under government subsidy. Solar panels were installed over the St. Augustine Building of La Consolacion College-Manila but we have yet to see its cost effectiveness.

Solar power’s drawback is its cost of installation and operation, but once these panels are mass produced, their cost will be competitive.

I love Ayala but I still go for sm mas aggressive sila mag invest sa Bacolod ang Ayala ok man but I don't think they will start construction soon knowing that they have other big plans in talisay.


Same with me migs, SM has submitted concrete plans with Hans Sy himself personally meeting with the guv while Ayala I think would be more of landbanking.

BACOLOD CITY - Other investors, including the Ayala group of companies, are also eyeing the provincial government property where SM Prime Holdings is proposing a P2.4-billion investment, according to Negros Occidental Vice Governor Genaro Alvarez.

Alvarez said he informed Governor Alfredo Marañon of the interested firms.

The vice governor said the lot should go to the highest bidder under proper government procedures.

Alvarez said there is nothing final yet as far as SM’s proposal is concerned.

He said the governor’s decision makes will have to get the provincial board’s approval.

Hans Sy, son of mall magnate Henry Sy, recently submitted to Marañon a billion plan to put up a convention center and commercial complex on the provincial government lot near the Reclamation area.

Sy was accompanied by Rep. Albee Benitez (3rd District, Neg. Occ) in meeting the governor at the provincial capitol.

SM envisions a commercial complex that will also include a 3,500 capacity convention center and 2 hotels. Sy assured that the project can take-off within six months after a deal with the provincial government is finalized.

Maranon assured that all negotiations will be subjected “to the proper procedure.”

SM is really bent on developing the said property the soonest after an agreement is signed. So this means we get to see more T-cranes at the back of the Prov'l Capitol lot erected by 1Q of 2012. :banana:

BACOLOD City — Third District Rep. Albee Benitez denied that developing a seaport outside of this city is “anti-Bacolod.”

Benitez was responding to the alleged insinuations of Rep. Anthony Golez that city residents should react on the former’s proposal to transfer the fund for the Banago Port rehabilitation to another project.

Benitez suggests that the P700 million intended to rehabilitate the Banago Port be channeled to the development of a seaport in EB Magalona town.


Banago Port was previously leased to Negros Navigation but the contract expired last year. It was later turned over to PPA./PN

Farmers with standing cassava crops in Hinobaan and Cauayan towns and Sipalay City have supplied over 290,000 kilograms of dried cassava chips to the GSMI distillery in Bago City, Galura said.

GSMI encourages farmers to use idle lands to provide additional income and livelihood opportunities to local farmers adding that the project will also alleviate poverty and help rural development through sustainable agriculture, he said.

GSMI has accredited Negros assemblers as farmers can enter into a production and purchase agreement, under which the assemblers will provide farmers with free cassava planting materials and commit to buy their produce in dried chips at a guaranteed minimum price, Galura said.

However, the farmers can also opt to sell their produce directly to the Bago City distillery at P8 per kilo, he added.

He said farmers will be trained in cassava farming practices and soil conservation in support of sustainable agriculture.

Meanwhile, Edna Garde, manager of Farmer’s Information and Technology Services Center of the Office of the Provincial Agriculturist, said yesterday that farmers can plant cassava because there is a ready market, which is the GSMI.

They have nothing to fear about where to sell their produce, unlike other products that they are asked to plant but there is no market for it, Garde said.

“We have all the contact persons, production processes, product consolidators are all in the province. What they need to do is to plant and coordinate with their market,” she added.*LTG

More than 500 farmers of San Enrique, Valladolid, and Pulupandan towns were trained at the Agri-Pinoy Briefing and Teknokliniks for Extension Workers and Farmers in Negros Occidental recently.

Alejandro Malijoc of the Office of the Provincial Agriculturist said yesterday that Agri-Pinoy training provides avenues for farmers to inquire about solutions for problems in their farms and how to get recommendations from concerned agencies.

Farmers were given updates on sustainable organic agriculture, ecological pest management and control, soil fertility and structure, and maximized biodiversity on farms, he said.

Also discussed were rice technologies, food security, El Niño and La Niña phenomenon, livestock technologies, and palay check system with emphasis on certified seeds and the impact of climate change on their farms, he added.

He said farmers are expected to apply the ideas and technologies provided them so they can ensure food supply even only at their household level.*LTG

Around 2,500 runners, to be led by football stars Phil and James Younghusband of the Philippine Azkals, are set to join the Fun Run that will officially open the POC-PSC National Games on May 22 in Bacolod City.

Albert Almendralejo, member of the organizing team from the Philippine Sports Commission, said all national athletes from the 35 national sports agencies, who will be seeing action in the May 22-29 Games will take part in the Fun Run from the New Government Center up to the Panaad Stadium.

An elite competition among athletes who will represent the country in local and international events, the Games is a synchronized national championships of the NSAs.

The weeklong event will be co-hosted by the cities of Bacolod, Bago, Silay and Talisay with Negros Occidental Gov. Alfredo Marañon Jr. and Mayor Evelio Leonardia of Bacolod City as co-chairpersons of the Executive Committee.

Earlier, PSC chairman Ricardo “Richie” Garcia said a budget of P30 million has been earmarked for the Games, P20 million of which will be spent on the accommodation, transportation, and food allowances of the athletes while staying in the host cities.

Holding the national competition in Negros is PSC’s way of bringing sports outside of Metro Manila to regional areas, event commissioner-in-charge Jose Luis “Jolly” Gomez told local sports writers earlier.

He said the Games will boost local tourism as an estimated 8,500 athletes are expected to arrive in Bacolod for the Games.

Volunteers will also be tapped by the PSC to assist the NSAs and to ensure the smooth flow of the competition, Gomez added.

While main officials of the games will be tapped from Manila, he said coaches, judges and referees will be recruited form the province to train local sports officials and enhance their skills for future national competitions.

Gomez said it was agreed to kick off the Games with 10K, 5K, and 3K Fun Fun to encourage a lifestyle of fitness not only among athletes but, primarily, the public.

Garcia explained that basketball, boxing, chess, and dance sports are not included in the Games since these NSAs have their own calendar of competitions and it will be difficult for them to make some adjustments.

Events that will be played in Bacolod City are: athletics at the Panaad Track Oval; badminton (Po Hang Badminton Court), beach volleyball (USLS Sand Court), billiards (Gaisano Mall), fencing (UNO-R Gym), gymnastics (SJI and CSA -B Gym), judo (Riverside College), karatedo (BAYS and BCNHS), lawn tennis (Center Court Tennis Club and Noah’s Haven);

Motorcycle sports (Bacolod City Airport Runway), sailing and wind surfing (Lopue Family Beach Resort), softball and wrestling (BCNHS), soft tennis (UNO-R and Panaad), swimming (Panaad), taekwondo (NOMPAC), volleyball (USLS), weightlifting (SM North Terminal).

Bago City will host events in baseball (City Hall Housing Site), canoe kayak and dragon boat (Bantayan Park, Bago River), muay thai and wushu (Manuel Torres Coliseum), and wall climbing (Bago Sports Center).

In Talisay, games that will be played are: cycling (Silay-Talisay City Hall), futsal (Talisay City Gym), football (women) and table tennis (Carlos Hilado State College), and pencak silat (Talisay Public Plaza).

Competitions in Silay will be archery (Dona Montserat Lopez High School), arnis (Silay City Plaza), sepak takraw – men (Natalio Velez Gym), and triathlon (from Marina-Pacific Shore).*NAB

One can only hope that the on-going negotiations between Hans Sy, SM Prime Holdings president, and Negros Occidental Gov. Alfredo Marañon Jr. for the sale or lease of the 6.5-hectare property of the provincial government along Gatuslao Street in Bacolod City will push through successfully.

A group of developers paced by the University of St. La Salle had earlier precisely recommended that the area be put up for investors interested in transforming it into a commercial center. That was after the late Gov. Joseph Marañon had managed to relocate illegal settlers to an area in the suburbs of the city.

With Ayala North Point fast becoming what it had been planned to be, the latest idea presented by Sy to Marañon makes it easily imaginable that Bacolod will soon live up to the dream of Bacolod officials that it can recapture what it used to be in the past – a convention center for Western Visayas.

But while that vision remains in hold, pending final negotiations on whether the area will be for sale or lease, city officials better start soliciting the help of urban planners on how they can help convert the entire area along the Bacolod Real Estate Development Corp. to complement the SM vision of a sprawling commercial center.

Which means that they should complement Marañon’s and Sy’s plan with their own development plan.

I had heard Simplicio (Sammy) Palanca, BREDCO president, earlier sketch to me a plan to ask the city government to clean up the squatters area of about 10 hectares along the BREDCO fringes by converting the homes from the ugly cluster that they are now into tenement buildings through a housing development program.

And, yes, that also means that Bacolod can expand and improve the San Juan Street up to Banago into a truly beautiful boulevard. That should add to the lure of the expected modern commercial and convention center.

This is one time when the city government should focus on urban development rather than on a hodge podge of resettlement of illegal dwellers. Instead, they can easily solve the problem by borrowing funds from the government to put up a housing project along the San Juan area. The beauty of the program is that the city will not have to look for livelihood programs for the settlers. Instead, they can continue with how they earn their living in the area but with modern and more sanitary facilities.

And assure that traffic can move smoothly since the broadening of San Juan Street, as originally envisioned by former Vice Mayor Ramiro Garcia, to ease traffic flow.

Gov. Marañon deserves kudos for holding on to the dream of converting what once had been consigned to a jumble of huts and ugly makeshift houses to pave the way for a modern city. And also to Rep. Albee Benitez, close friend of Sy, for encouraging the latter to view the profitable prospects of investing in the area.

And for Palanca that his dream of a truly Bacolod worthy of the name which may make his dream come true.

Robinsons Land is already ongoing with its Robinson's Bacolod Central Citywalk and the Go Hotel

SM is obviously a frontrunner in the Capitol Property Development...so daku gid tsansa nila
