Flyover, North terminals completion eyed in June

Thursday, May 19, 2011

THE construction of the flyover project at the intersection of Bata-Circumferential Road and the two Northbound terminals are now being worked out so that they can become operational before the opening of classes in June.

Bacolod City Acting Mayor Jude Thaddeus Sayson said the Department of Public Works and Highways (DPWH) stated that the flyover will be completed either in July or August.

City officials fear that traffic congestions will be experienced once classes start next month.

A U-turn slot will be established under the flyover project, which will be used by public utility vehicles and buses coming from the City Northbound Terminal and those from Vallacar Transit.

This will direct the flow of traffic, especially from the north terminals.

However, its construction will still be made sometime soon.

The city-owned northbound terminal is still under construction while Vallacar Transit also started to clear the area where it intends to construct its terminal. Vallacar Transit vowed that it will be finished and will operate its terminal simultaneous with that of the city-owned Northbound Terminal in June.

However, Vallacar will just be using a small area where they can initially operate, considering that the entire plan would include a vast investment of P100 million, as it plans to put up hotels and commercial structures in the area.

Vallacar stated that it will start with the terminal first so that it can catch up with the June deadline set by the Bacolod City Council.

Negros vs. Iloilo in U23 final
PFF disqualifies 2 Ilonggo players

DISQUALIFIED PLAYERS

Even before the semifinals started in Iloilo Sunday, the National Capital Region has filed a protest against two players of the host team – Mark Anthony Ferrer and Peter Sobredo – who were not registered during the National Final Rounds.

In a letter addressed to Ramon Manuel, Philippine Football Federation General Secretary, NCR Football Association president lawyer Roland Tulay pointed out that Ferrer and Sobredo were not officially registered with the U23 Iloilo Team or any other four provincial teams during the Visayas Regional Qualifying Rounds in Dumaguete on April 15-19.

Acting on the complaint filed by the NCR, tournament coordinator Red Avelino said the two players were declared not qualified to join the Iloilo team in the semifinals and the finals.

The results during the quarterfinals where the two players were fielded, including the 7-0 win of Iloilo over the NCR Team A, will remain as it is since the games were not under-protest, Avelino said.

In Sunday’s semifinal game between Iloilo and NCR Team B, the Ilonggos nipped the UAAP-loaded NCR Team B, 2-1, without Ferrer and Sobredo in the roster.

The two players will not also be allowed to play in the finals and Iloilo, instead, will be playing with the lineup it fielded in the Visayas regionals in Dumaguete, Avelino added.*NAB

Bacolod takes crucial away win in Finals
Thursday, 19 May 2011 19:29 Rick Olivares / Columnist

JARO, Iloilo City—If the first finals game of the Philippine Football Federation (PFF) Suzuki Under-23 National Cup Finals between Bacolod and Iloilo is any indication, then we’re headed for a fiery windup.

The two neighboring rivals battled through full time and two extension periods that at times seemed more like a wrestling match. But after the smoke had settled, Bacolod left for Negros with a 3-1 win at the Central Philippines University pitch.

The marginal goal, remarkably, came from Joven Bedic, the Barotac Nuevo native who is playing for West Negros University and Norman Fegidero Jr., who is also Bacolod’s head coach.

Brutally knocked down several times over, Bedic, taunted by the home crowd, blasted a heater at the ninth minute of the first extension period from 25 yards out that Iloilo substitute goalkeeper German Doronilla was unable to punch out.

Bacolod took the lead in the 13th minute when striker Aldrin Dolino’s blast from outside the box managed to skip right in at the far post as Iloilo ’keeper Wilson Muñoz looked helplessly away.

And Muñoz will watch helplessly from the bench in the Bacolod leg as he was given an automatic red card by referee Grant Rojas when he rushed out of the box to bat away Bedic’s shot.

Iloilo managed to draw level in the 54th minute when midfielder Glester Sobremisana converted a penalty shot after a handball by Bacolod defender Janrick Soriano.

Following Bedic’s goal in extension, Dolino, also repeatedly knocked down by the rugged defense of Iloilo, scored his sixth goal of the tournament at the eighth minute of the second extension period.

Iloilo, missing Francis Gustilo and Neckson Leonora, activated Nicholas Leonora who last played in the Visayas regionals, and temporarily sent injured midfielder Shirmar Felongco to stem the tide. But Bacolod broke Iloilo in extension with Bedic’s goal.

“It was a big win for us. A big away win,” said Fegidero. “We wanted to score more goals and this is crucial to us defending our home field in Panaad.”

“When Bedic temporarily went out, I told him, ‘Bumalik ka. Bumalik ka.’ And he made the difference with that goal.”

Good evening Bacolod!

Negros battles Iloilo today
in PFF Suzuki Cup finals

Negros and Iloilo will test each other’s strength today as the two squads face each other in the first game of the PFF Suzuki Cup Under-23 Cup at the Central Philippine University in Iloilo City.

It will be sizzling game, Iloilo head coach Marjo Allado said as both Iloilo and Negros are expected to lay claim on some bragging rights as far as football supremacy in this part of the country is concerned.

Allado said the game can get rough and trash talking can not be ruled out as the rivalry between the two squads goes back a long way.

“It will be a high-intensity match,” Ceres-Negros Team assistant coach Ali Go was quoted saying, as he cited that both teams will try to overpower each other.

While Iloilo boasts of a strong midfield, the team will miss the services of Francis Gustilo and Neckson Leonora, who will not be able to play due to the carry over system in the cards. Both players earned two yellow cards during the semifinals against the National Capital Region.

Also not included in the lineup were Ilonggo players Mark Anthony Ferrer and Peter Sobredo, who played during the quarterfinals in Laguna but were not in the Iloilo roster at the Visayas regionals in Dumaguete city.

Red Avelino of the Philippine Football Federation said it was agreed during the manager’s meeting in Iloilo that the two players will not be allowed to play in the semifinals and in the finals.

In their first encounter in Dumaguete during the regionals, Bacolod nipped Iloilo, 1-0, to top their group and keep an unbeaten record up to the semifinals.

It was a physical game as the players engaged in nasty tackles with eight yellow cards and one red card issued during the game. Iloilo assistant coach Richard Bedia was also thrown out by the referee in the 70th minute for dissent as the Iloilo side complained about the calls.

“We will try to correct our weaknesses,” coach Norman Fegidero said going into today’s first game in the finals, while coach Allado said “we will just try to do our best.”

Suiting up for the Ceres-Negros team are: Joshua Beloya, Jovin Bedic, Aldrin Dolino, Lemuel Unabia, Carmelo Tacusalme, Jet Diel, Ralph Layumas, Janrick Soriano, Jake Morallo, Jay Baguioro, Gino Palomo, Abelardo Solinas, Anton Tongson, Willy Mangubat, Jimmy Malaloan, Michael Pacite, and Jurex Replentes.

Playing for Iloilo are: Wilson Muñoz, Rhante Bayquin, Ronaldisla-Ong, Shirmar Felongco, Jenver Vergara, Glester Sobremisana, Romeo Martinez, Chester Braga, Jomar Lestingio, Fidel Kue, Christian de Juan, Nicholas Leonora, John Paul Caro, Joel Bedia, Michael Porres, and German Doronilla.*NAB

Delegates for PH Nat’l games arrive
Thursday May 19, 2011

BACOLOD City — Philippine National Games delegates from Occidental Mindoro has recently arrived in this city, according to the secretariat head of the Philippine Olympic Committee-Philippine Sports Commission (POC-PSC).

They are currently billeted at the C. L. Montelibano Elementary School, according to Jonathan Lobaton.

With them are the Arnis Martial Arts contestants headed by Mario Pajarillo of Dipolog City.

Lobaton also said there were some adjustments with the sports venues.

Badminton, for instance, originally set at the Phonag Badminton Gym, was moved to the Bago Sports Center.

Arrangements are still underway as regards other more expensive venues, he pointed out.

The last and final POC-PSC meeting for the Bacolod City and Negros Occidental counterpart was recently held at the MassKara Hall 1, presently being used as secretariat office.

On the other hand, Senior Supt. Ricardo Dela Paz, city police director, assured that this city will be a safe venue for the Philippine National Games events.

Bacolod City has earned accolades as a highly progressive city, so residents should help preserve this status quo during the arrival of some 8,000 national athletes for the sports competition, Dela Paz said.
Sports events of the Philippine National Games will also be played in the cities of Silay, Talisay and Bago./PN

Security, billeting, venues ready for PNG

By Dolly Yasa

BACOLOD City – All is set for the holding of the Philippine National Games this Sunday, May 22, as delegates and athletes have started to arrive within the week, according to Bacolod City acting mayor Thaddeus Sayson.

Sayson took over the helm of the city government since last week when Bacolod Mayor Evelio Leonardia left for the United States for the boxing bout of Rep. Manny Pacquiao.

Leonardia is expected to arrive in time for the opening ceremonies Sunday.
Security is all set, said Bacolod police chief, S/Supt. Ricardo de la Paz.

Sayson said a fun run will kick off the PNG games. “This fun run is open to everybody and will be led by the Younghusband brothers.”

Billeting areas in the different public elementary and high schools for the athletes and the delegates are already prepared.

The games will be held not only at Pana-ad Park but also in other venues in Silay and Bago cities.

A total of 2,066 athletes from local government units in the country are seeing action in various PNG events, Sayson said.

Of this number, 560 are national players while 1,506 are local athletes.

I played football before and still watch football from time to time...and makita ta man da especially on professional football nga may mga players that are drafted from the hometown of its rival.

Example na dira is Spain. Players from Real Madrid and Barcelona are tough opponents but they played together for Team Espana during the World Cup

...same as when Ferdinand Marcos established the "Gintong Alay Program" wherein aspiring athletes everywhere in the Philippines were offered scholarships for the National Team which also later composed the NCR Athletic Assoc.

Big Manila Schools offer scholarships to us athletic "provincianos" who want to earn a college degree plus allowance...in return they play for the alma mater they are in.

It's a team sport. Kun diin ka na belong didto ka ga hampang sa ila team as a representative

Football is rough...yes..may gaka bali kag gaka balda...but that's a consequence of the game but kun daw obvious na ya nga panghalit so its never called a fair play. Kita ta man kun ano ka rough mag hampang ang Chelsea sa UEFA and other European League Series. Ang damak ya wala gid na gina tolerate...that's FIFA's Fair Play rule...sa kada World Cup gina display gid na ang flag for fair play before the game. Its just bad that others resort to bad tactics just to push their pride to victory. Hurting your opponent intentionally to win the game is foul and it doesn't justify football's rough and physical nature.

Let me post this again...

Negros vs. Iloilo in U23 final
PFF disqualifies 2 Ilonggo players

DISQUALIFIED PLAYERS

Even before the semifinals started in Iloilo Sunday, the National Capital Region has filed a protest against two players of the host team – Mark Anthony Ferrer and Peter Sobredo – who were not registered during the National Final Rounds.:ohno::ohno::ohno:

^^^^^^^^
Reminder: this is the true issue...what they did is a form of cheating. On the other hand, Joven Bedic playing for Negros doesn't break any of the rules...so what's the fuss all about? I think it would be best that we just bask on the success of our team today:cheers::cheers::cheers:

"The marginal goal, remarkably, came from Joven Bedic, the Barotac Nuevo native who is playing for West Negros University and Norman Fegidero Jr., who is also Bacolod’s head coach."

Congratulations, NOFA!
Your players won by representation not by association.
Indi na lang tani pag-ubrahan issue; kay biskan ano pa ang pag-rason, Neg. Occ. team man gyapon ang nagdaug.

Kay daw parehos lang na karon nga gina-claim sang Pinoy nga nagdaug ta sa isang ka international tournament by tracing the consanguinity/affinity up to the nth degree nga basta may Pinoy blood lang para lang ma-claim nga daw daug man ta kuno pero ang heart sang athlete nga nagdaug ara sa country/team nga iya-gina-represent.

like Ginger Cornejero nga taga Kabankalan ang mother...she represented the US Community sa Miss Philippines Earth and became 1st Runner-up but daw wala man ta guro nag kumod di nga..."taga Kabankalan man na sya".

Or did we demand for the recognition of Grendel Alvarado as Miss Bacolod when she indded registered as the representative of Iloilo?

toinks!!!...gina issue-han gid ya dayun.

Diin ka ya kakita nga football match nga halos maubos na out ang players sa foul and ang PFF Susuki indi small time.Maskin sa intramurals lang indi amo ni ka rough ang defense.Considering nga these people knows how to play real football and knows the rule, just wondering Kon anu nga style sang hampang ang gusto iimpose sang Ilo coaching staff.I'd say these matches between Bacolod-Ilo involves too much personal reasons and thus it reflects the way they play.I played football before and still watch football from time to time...and makita ta man da especially on professional football nga may mga players that are drafted from the hometown of its rival.

and here's the answer to my query about the terminal...:)

Police to deploy 321 officers for national games

By Merlinda A. Pedrosa
Friday, May 20, 2011

THE Bacolod City Police Office (BCPO) will deploy 321 personnel during the staging of the Philippine Olympic Commission-Philippine Sports Commission (POC-PSC) Philippine National Games on May 22-29, 2011.

BCPO Director Senior Supt. Ricardo De la Paz on Thursday said the 321 personnel will be assigned in different billeting centers and venues to secure the safety of the athletes who will compete and the spectators who will watch the games.

Among the billeting centers are ETCS I, II, and III; Bata I and II; C.L Montelibano and A.L Montelibano; ABES I and II; Rizal Elementary School; Bacolod City National High School; Mansilingan Agro National High School; and Domingo Lacson National High School.

BCPO will be in full alert during the entire staging of the sports event, Dela Paz assured.

He said he will order all the station chiefs to strengthen their police visibility patrols within their areas of responsibility to secure the safety of athletes and officials who will stay in various hotels in the city.

De la Paz pre-empted the possible attack of pickpockets, robbers and snatchers who might take advantage the sports events that will victimize the delegates coming from different parts of the country.

Acting Mayor Jude Thaddeus Sayson earlier said there would be about 2,500 athletes who will compete in various sports events in Bacolod, Bago, Talisay and Silay Cities.

City councilor urges enforcement of EWDs for vehicles

By Carla N. Canet
Friday, May 20, 2011

THE City Council of Bacolod has approved the resolution of Councilor Em Ang, which directs the Bacolod Traffic Authority Office/Traffic Management Units and Land Transportation Office to strictly enforce the early warning device (EWD) requirement for private and public vehicles.

She said that many private and public vehicles, particularly trucks plying the Circumferential Road, do not possess EWDs devices. Instead, they use improvised devices like sticks, stones or sugarcanes.

"Trucks and vehicles rendered unserviceable or parked along major thoroughfares without an early warning device sometimes cause accidents that result to death or serious injury and damage to property," Ang pointed out.

The EWD is an indispensible tool in giving warnings to incoming vehicles that an accident has happened, a car trouble occurred or a vehicle is parked within the main roads, especially at night.

Section 458 (5), (v) and (vi) of Republic Act 7160 otherwise known as the Local Government Code of 1991 empowers the City Council to regulate the use of streets and regulate traffic on all streets and other public places, she cited.

The Bacolod Traffic Authority Office/Traffic Management Unit and the Land Transportation Office are the government offices tasked to implement and enforce traffic rules and ensure road safety.

Under our Traffic Laws and Regulations, private and public vehicles are required to procure the necessary Early Warning Device, she said.

Councilor: Probe Bacolod language centers for wage compliance

By Carla N. Canet
Friday, May 20, 2011

BACOLOD City Councilor Em Ang urged the Labor department and the Department of Trade and Industry to investigate language academies teaching foreign students.

Ang wants to check whether these language teaching academies comply with labor laws, particularly the payment of wages and other conditions of employment, and whether they comply with trade and other registration requirements.

Ang backed her words with the resolution she authored, which was duly approved by the City Council of Bacolod recently.

The lady councilor cited the numerous English language schools for foreigners that are operating within the city. Filipino teachers are hired by these English academies to teach foreign students from Nigeria, Japan, South and North Korea and Iran among others.

Ang said there are complaints that these Filipino teachers are reportedly working under an unfair scheme and paid with wages that do not conform to what is prescribed by our labor laws.

Some of these English language academies are also reportedly operating without the necessary registration requirements and do not comply with trade and business regulations.

She cited that Section 18, Article II of the 1987 Constitution recognizes labor as a primary social economic force and the state shall protect the rights of workers and promote their welfare.

Section 3, Article XIII of the Constitution mandates the State to afford full protection to labor, local and overseas, organized and unorganized, and promote full employment and equality of employment opportunities for all. It shall guarantee the rights of all workers to security of tenure, humane conditions of work and, a living wage.

Negros snatches Game 1 in PFF Suzuki Cup Finals

By Jerome S. Galunan Jr.
Friday, May 20, 2011

PAINFUL but sweet!

This is how to describe the 3-1 triumph of the Ceres-Negros Team over the Iloilo Football Association booters yesterday during the first leg of the Philippine Football Federation Suzuki Under-23 National Cup Finals at the Central Philippine University football pitch in Iloilo City.

These two neighboring rival squads battled through full time and two extension periods, but it seemed to be more like a wrestling match. The Negrenses had to overcome the physical game played by the Ilonggos.

“We have already anticipated the possible game plan of Iloilo. That’s why we told the boys to stay focused because our main objective in this tournament is to win,” said Negros Assistant Coach Ramon Janeo.

“At the start of the game, we tried to play offensively through a 3-4-3 formation but it did not work out because our midfielders had lots of miscommunications,” Janeo explained.

Aldrin Dolino opened Negros’ offense in the 27th minute after his shot slid off the hands of Iloilo keeper Wilson Muñoz.

Another goal opportunity for the Negros team came in the 34th minute on a foul on Joshua Beloya but his penalty shot hit the crossbar.

At the resumption of the match, Iloilo became aggressive in its offense and managed to make very close attempts. However, the Negros defense stood tight, denying Iloilo any goal opportunity.

In the 54th minute, Iloilo’s midfielder Glester Sobremisana forced the match to a draw after converting a penalty shot on a handball by Negros defender Janrick Soriano.

Both teams failed to break the deadlock within regulation but Iloilo suffered a blow later in the second half when a red card was issued against one of its key players.
During an attempt by Negrense booter Joven Bedic, Iloilo keeper Muñoz rushed out of the box and intentionally struck Bedic instead of the ball.

Referee Grant Rojas immediately slapped Muñoz with a red card and threw him out of the game. The incident brought more bad news for Iloilo, as the red card translates to a one game suspension, which will preclude Muñoz from suiting up for his team during the Bacolod leg of the finals.

In the extension period, a crucial goal was sunk by Bedic, a native of Barotac Nuevo who currently plays for West Negros University under Negros head coach Norman Fegidero Jr.

Brutally knocked down several times and taunted by the home crowd, Bedic blasted a shot from 25 yards at the 9th minute of the first extension period. Iloilo substitute goalkeeper German Doronilla unable to block the shot, paving the way for the visiting team’s second goal. :ohno::ohno::ohno:

With Negros leading 2-1, a 13th minute insurance goal from striker Aldrin Dolino sealed the match at 3-1.

“We tried to play a defensive game in the second half using the 4-4-2 formation but we were unable to capitalize on it. After Muñoz got the red card, we increased the intensity of our attack,” Janeo explained.

“It was a big win for us. A big away win,” said Fegidero. “We wanted to score more goals. This is crucial to us when we will be defending in our home field in Panaad.”

“When Bedic was injured and forced to temporarily retire from the game in the second half, I told him, ‘Bbumalik ka! Bumalik ka!’ And he made the difference with that goal,” Fegidero added.

Despite losing the first game at home turf and also losing his starting goalkeeper when they invade Bacolod this Sunday, May 22, Iloilo head coach Marjo Allado remained optimistic.

“We were able to have more attempts than Bacolod but were unable to finish properly. It’s not yet over. It’s going to be hard but, hopefully, we can prepare for it.”

Iloilo will have Francis Gustilo, Neckson Leonora, and Shizmar Felongco back in the next leg but there will be a gaping hole at the net with Muñoz being sidelined by the one-game suspension.

“Though we are ahead in this leg, we don’t want to be overconfident. It’s still anybody’s ball game. We just have to keep focused on our game plan. It’s only done when the final whistle blows,” said Janeo.

“We were a better team in a very physical game,” said Philippine Olympic Committee Chairman Monico Puentevella, who was also present during yesterday’s game.

Puentevella asked the Negrenses and Bacolodnon to show support for the Negros team. “Let’s wear green on Sunday. Let’s support the Ceres-Negros team,” he appealed.

The final leg of the PFF Suzuki Under-23 National Cup is on Sunday, May 22 at 6 p.m. at Panaad Stadium.

Negros Occidental wins intense battle over Iloilo in first leg of PFF Suzuki title

ILOILO CITY, Philippines — Striker Aldrin Dolino struck twice as Negros Occidental clinched a highly physical 3-1 victory over Iloilo in extra time of their first-leg finals duel on Thursday for the PFF Suzuki Under-23 National Cup at the Central Philippine University pitch.

The fleet-footed Dolino opened the scoring in the 13th minute and sealed the outcome with another goal seven minutes from the end of extra time as the visiting Negrenses frustrated the Ilonggos, who finished the game with only nine players on the pitch.

The Negrenses will carry their two-goal cushion to the second leg in Bacolod on Sunday at the Panaad Stadium. Iloilo needs to win by three goals to wrest the crown, a tall order considering how evenly matched both teams are.

Regulation play ended at 1-all and the two teams were actually surprised that organizers ordered the game sent into extra time, which was usually not done in the first of a two-leg final. The extra time scenario, if needed, is usually conducted in the second leg.

For a while, officials appeared clueless on what should be done, although tournament rules state that extra time will be conducted even in the first leg.

“I didn’t like the way we played tactically, but we stayed focus in extra time,” said Negros coach Norman Fegidero.

Negros rediscovered its ruthless form in the extra session as Joven Bedic rifled home the go-ahead goal with a thunderous strike from 10 yards five minutes into first half, just moments after Iloilo keeper Wilson Muñoz was sent off for a deliberate handball.

Iloilo’s fortunes turned from bad to worse as Rhanty Bayquin followed Muñoz to the showers in the 112th minute after a clumsy challenge on Jake Morallo for a second yellow card.

With top scorer Joshua Beloya tightly marked, Dolino cut loose on the right to score the first goal from a difficult angle. Dolino bagged his second in an even tighter angle a minute after Bayquin’s dismissal.

Good morning Bacolod!
Dummies’ of Charlie Co
at Galleria Duemila

BACOLOD-BASED artist Charlie Co presents his latest paintings at Galleria Duemila in a one-man rebuttal to modern-day malevolence and malaise.

Starring in Co’s eleven large canvases are life-sized wooden mannequins in various quotidian scenarios. Faceless and seemingly soulless, they enact misdemeanors that are all too human and thus embarrassingly familiar: debauchery, conspiracy, apathy, and fraud.

Current events, be they national scandals or global conflict, inform all of these pieces, all executed in the last four months. "I have always associated the subject matter of most of my works with everyday scenarios. I cannot help but put these situations on canvas, not in literal level but more as a satire," Co says.

All of these performances play out under Co’s deceptively light baton: carnival-like in arrangement but rendered with a gloomy palette, generating a mood that is tense, at times apocalyptic.

As art critic Gina Fairley notes in the exhibition catalogue, this show is "is classic Co imagery melding fantasy with the big topics. They are the marks of a mature and considered artist, and Co’s constant push for a currency in his art making is what has sustained his practice over the past three decades and, indeed, signals this new body of work as a superb next chapter."

For what these paintings disguise underneath the light strokes and Crayola wash is a palpable fury - an artist’s bellow arising from a spring of discontent. Charlie Co’s ‘Dummies’ will run from 7 May 2011 to 5 June 2011 at Galleria Duemila, 210 Loring Street, Pasay City, Philippines.

Galleria Duemila is celebrating its 35th anniversary this year.

Baseball out of PNG; Badminton moves to Bago

By PNA and U.S. News Agency / Asian
With the Philippine National Games (PNG) set to open on Sunday, Philippine Sports Commission (PSC) Commissioner Atty. Jose Luis Gomez said Tuesday that baseball was slashed out from the list of events while badminton was moved to Bago City Badminton Gym inside the Manuel Y. Torres Sports Complex of the said city.
Gomez cited the absence of participants as reason for the removal of baseball from the contention.
PNG head secretariat Jonathan Lobaton disclosed that the unavailability of the original venue, the Pohang Badminton Center was the reason for the shifting of badminton event to Bago City.
Bacolod City Acting-Mayor Jude Thaddeus Sayson said that the city is well-prepared for the game proper. The city is all set to house the expected 5,000 athletes competing in this week-long hostilities, added Sayson. However, he explained that if this number will not materialize on the day of the competition, they will make necessary adjustments.
Among the billeting venues are the Education Training Center School (ETCS) I, II and III, C.L. Montelibano Elementary School, A.L. Montelibano, Andres Bonifacio Elementary School I and II, Rizal Elementary School, Bacolod City National High School, Mansilingan Agro Industrial National High School and Domingo Lacson National High School.
Sayson also stressed that the city has readied the vehicles to transport athletes from the billeting to the playing venues vice-versa.
The opening program will be on Sunday, May 22 at 7:30 am at the New Government Center.
Among the expected guests in the opening rites are the officials from the PSC, Philippine Olympic Committee, National Sports Associations, Gov. Alfredo Marañon Jr. and mayors from the different cities and towns in Negros Occidental.

Another version from Manila Bulletin...

Negros Occidental wins series opener
Posted on May 20, 2011 by Manila Bulletin Reporter

ILOILO CITY, Philippines – Aldrin Dolino scored a brace as Negros Occidental broke the hearts of fierce rival Iloilo with a resounding 3-1 victory in the opening leg of their home-and-away title duel for the Philippine Football Federation-Suzuki U-23 Cup yesterday at the Central Philippine University here.

The diminutive Dolino awed his defenders with his brilliant footwork, dancing his way in breaking the ice in the 13th minute where his right-footed howitzer left Iloilo’s goalkeeper off-guard and the home crowd in funeral silence.

He capped his brilliant show with another terrific run that saw him score another goal as if rubbing salt on the wounds of the home team which ended with only 9 men left due to the physicality of the game.

Negros and Iloilo battled to a 1-all tie after the regulation ended, but to the players and coaches’ surprise tournament officials ruled that a 30-minute extra time was needed.

Usually, an extra time is only allowed in the second leg of a home-and-away series, but Red Avelino, the overall tournament coordinator, said it was part of the technical rules.

After Dolino gave the visiting Negros a head start, Glester Sobrimisana, a Far Eastern University player, equalized for Iloilo off a penalty kick in the 55th minute.

But Joven Bedic, who was earlier stretchered off the pitch after being knocked down from a rough tackle, beats Iloilo’s German Dolino in the race to the goalmouth to put Negros back on top again, 2-1, in the 10th minute in extra time before Dolino struck his second goal 13 minutes later.

Despite the victory, Negros coach Norman Fegidero cautioned and challenged his boys.

Guys, Good morning City of Smileys!!!....I would just like to give the NOFA-Ceres FC a big pat on the back for a job well done, what happened in Iloilo yesterday was a "Class Act" on the part of our team, they never lost their focus and composure and as a result they humbled the home team. They surely earned the admiration and respect of the football-loving fans in our province and in other places where the "beautiful game" is being followed religiously. I wish to see a "clean game of football" this sunday and hopefully, NOFA-Ceres FC would eventually be crowned Champions, indisputably....:cheers1:...

Mayor reports on
US Balik Bacolod drive

Bacolod Mayor Evelio Leonardia yesterday reported on his meetings with various Bacoleño groups and representatives of other Filipino Communities during his 15-day promotional campaign and sales blitz for the Balik Bacolod Program 2011 in the United States.

Leonardia, who went straight to his office from the airport yesterday, said he met with Bacoleños living in the West Coast area particularly in Burbank, Las Vegas, Summerlin, Lake Havasu, San Jose, Penngrove, Carson and Encino and invited them to come home for a family reunion and to enjoy the privileges and amenities of the Balik Bacolod for the 2011 program.

He also said he expects a lot of returning Bacoleños during the 2011 MassKara Festival in October.

“No matter how far they may have gone away, their hearts are still rooted in Bacolod because Bacolod is home and family. And the best time to come home, especially for a family reunion, is during the MassKara Festival and the city’s charter day anniversary”, Leonardia said.

During the meeting with the Bacoleños in the U.S., Leonardia presented an audio visual presentation of the progress and positive changes in Bacolod under his administration. He also underscored the investment possibilities in the city and urged them to contribute to its economic growth.

During the blitz among the Filipino communities, Leonardia also met two Fil-Am mayors, Mayor Jose Estevez of Milpitas City and Jim Dear of Carson City. Estevez who hails from Pangasinan, promised to help campaign for the Balik Bacolod 2011 program to the big Filipino community in Milpitas.

Mayor Dear had come on his own to Encino City where Leonardia was meeting a Filipino Group. Leonardia said Dear told him of his interest in personally witnessing the MassKara Festival and also expressed his interest in forging a friendly exchange between Carson City and Bacolod. There is a possibility Mayor Dear will lead the Carson delegation to Bacolod this October, Leonardia said.

But he stressed that, just like his previous US trips, this one was at no cost to the city, and acknowledged the assistance of his team of volunteers who spent their own time and money for the program, among them US and Bacolod-based Romy Niere, Edmund Cabrillos, Hugo Corral Jr., Leif Severino, Roberto Cordova Jr., Ananias Caro Jr., and Jung Nidea.*

Mayor seeking understanding
from motorists for flyover
BY ADRIAN NEMES III

Bacolod Mayor Evelio Leoanrdia yesterday appealed to motorists for understanding the traffic congestion caused by the ongoing flyover construction at the junction of Circumferential Road and Lacson Street in Brgy. Bata.

Leonardia who arrived from Los Angeles, California yesterday, inspected the construction of the flyover project, which he said is already near completion.

He said he is quite impressed at how fast the contractor of the flyover has been in implementing the project.

Leonardia stressed that the construction of the flyover project, has further modernized Bacolod and that it will become a symbol of development.*APN:lol::lol::lol:

Interesting analysis from an 'outsider'.... And who made the RULES???
Reports have it that he is from _ _ _ _ _ _

Villaflor: Making sense of the first leg experiment
By Noel S. Villaflor

SOMETHING odd happened during the first leg of the PFF Suzuki Under-23 National Cup Finals between fierce rivals Bacolod and Iloilo, the home team.

It wasn’t the home team losing that made it odd but the game going into extra time in the first leg. Now this was unusual, if not unheard of, and got me scratching my head the whole day.

According to a report published on national broadsheet Manila Bulletin yesterday, “Negros and Iloilo battled to a 1-all tie after the regulation ended, but to the players and coaches’ surprise tournament officials ruled that a 30-minute extra time was needed.”

“Usually, an extra time is only allowed in the second leg of a home-and-away series, but Red Avelino, the overall tournament coordinator, said it was part of the technical rules,” the report said.

Sports Editor Mike Limpag and I tried to recall any tournament that employed a first-leg extra time, to no avail. And was it even allowed?

There was only one way to find out, so I checked Fifa’s Laws of the Game and found this section: “Procedures to determine the winner of a match of home-and-away.”

The section states that extra time is one of the three methods “approved for
determining the winning team where competition rules require there to be a winning team after a match has been drawn.” The other two methods are the away goals and penalty kicks.

“Competition rules may provide for two further equal periods, not exceeding 15 minutes each, to be played,” the section says of extra time.

Take note of the phrase “may provide,” which suggest using extra time is optional. The rules also didn’t explicitly state that extra time can’t be used in the first leg of a two-leg series. So to the first question, yes the alteration did not violate anything.

Since I haven’t secured a copy of the technical rules of the competition, I figured that organizers probably didn’t find the need to employ the away goals rule in the U-23 finals, as they have opted for extra time in the first leg, although nothing could have stopped them from throwing in away goals just to complicate things.

But the more I thought about it, the more I wondered why the organizers decided to depart from a format that football fans are more familiar with: a home-and-away match decided on away goals, and in case of an aggregate tie after the second leg, going to extra time, then penalty kicks.

There was one logical explanation, however, why the organizers might have conjured the first leg extra time: it was to take away the inherent advantage of the home team in the second leg. How so?

Since extra time is conventionally used in the second leg, the home team gets an undue advantage of 30 more minutes of having the crowd on their side plus many other intangibles that come with playing in home soil. The away team, on the other hand didn’t such an advantage in the first leg. (There is even a London study published in 2007 providing evidence of the second leg home advantage phenomenon.)

Anyway, to even things out, the U-23 finals organizers probably believed they have arrived at a “Solomonic” decision. But I’m just speculating, of course.

The finals, which stand at 1-3 in favor of Bacolod, will culminate with the second leg at the Panaad Stadium tomorrow, with IloIlo, which squandered its home advantage last Friday, now facing a nearly insurmountable task in hostile territory.

To be fair, the tournament matches did not disappoint, starting from the build up from the early stages leading to the “dream” finals between the country’s traditional football powerhouses.

And may I stress that discussions on extraneous aspects of the tournament, no matter how bothersome, shouldn’t distract us from a match up that has already lived up to expectations.

I figured we’ll have extra time after extra time to nitpick after the game.

PPA, DENR to resolve
Banago port ownership (http://www.visayandailystar.com/2011/May/21/topstory3.htm)

BY ADRIAN NEMES III

Philippine Ports Authority and Department of Environment and Natural Resources officials are set to sign a memorandum of agreement to resolve their conflicts regarding the ownership of the Banago port in Bacolod City, Rep. Anthony Golez (Bacolod) said yesterday.

PPA and DENR contested the ownership and operational jurisdiction of the port after the expiration of the foreshore lease contract agreement entered into by the shipping firm, Negros Navigation Co., with the government, in August 2009.

DENR Undersecretary Manuel Geroche had earlier said that, under the provisions of Commonwealth Act 141, the administration of all public land, except those conclusively transferred to other government agencies, lies with the DENR.

Fernando Claveria, PPA Port District Visayas manager, however, cited the provisions of Presidential Decree 857 and stressed that they have automatic authority to take over ports, with the lease to the government having expired.

Golez said PPA manager Juan Santa Ana and DENR Secretary Ramon Paje will sign the agreement to finally end the conflict between the two government agencies and the P700 million Banago port development will finally push through.

Golez will furnish the local PPA and the City Environment and Natural Resources office copies of the agreement later.

He also said his office will allot P250 million for the initial rehabilitation of the national highways in Bacolod City and an additional P200 million for the completion of the restoration of these roads, among them the Circumferential Road extension leading to the Banago port, where the two lanes will be expanded into four lanes for easy access of vehicles going to the port, he said.

Meanwhile, Golez said he had written to Department of Public Works and Highways Secretary, Rogelio Singson, informing him of the near completion of the flyover at the junction of the Circumferential Road and Lacson Street.

He said once the flyover project is done, the one at the intersection of Magsaysay Avenue and Araneta Street will be started.*APN

Baciwa spends P26M on lab to ensure clean water supply (http://www.visayandailystar.com/2011/May/21/topstory5.htm)

BY ADRIAN NEMES III

The Bacolod City Water District has spent about P26 million for the modernization of its laboratory to ensure that its water supply is clean, potable and meets Philippine health standards, its Engineering Department manager, Jenelyn Jamora, said yesterday.

Its officials, representatives from the Department of Health and six barangay captains met yesterday with Bacolod Rep. Anthony Golez to discuss concerns on potable water supply.

Jamora said that in 2005, BACIWA’s laboratory could only conduct bacteriology tests on water samples and other tests were conducted in Iloilo City but in 2009, it had upgraded its laboratory that can now facilitate physical and chemical test examinations of water samples for free.

The DOH requires the water districts to test at least 41 water samples every month but Jamora claimed that BACIWA has exceeded this quota, and conducts tests on 500 “water samples” per month.

She also said that they now monitor deep wells in Bacolod barangays as there are about 600 with no extraction permits from BACIWA and other concerned agencies.

Government offices have the most water consumption with 1,397 cubic meter per month, while residential and commercial entities only consume 25.95 and 47.83 cubic meters per month, respectively, she added.

She also assured that they have enough water supply with four reservoirs and eight elevated tanks with a capacity of 23, 600 cubic meters and that the water firm’s production capacity has increased in 2010.

Golez yesterday said he called for the dialog to address the water supply concerns of the barangays in Bacolod City.

Golez invited Barangay Captains Alfredo Talimodao of Granada, Emman Rectra of Vista Alegre, Baldo Benjamin of Banago, Deggie Tanista of Alangilan, Benjamin Macasa of Sum-ag and Donny dela Vega of Alijis whose barangays have the most concerns over water supply.

He also assured BACIWA of help to resolve its problems regarding water supply in the areas it services in Bacolod.*APN

POC-PSC National Games opens in Bacolod tomorrow (http://www.visayandailystar.com/2011/May/21/sportnews1.htm)

The venues are ready and the athletes who will compete in the 34 sports disciplines have started arriving in time for the weeklong competition of the 2011 POC-PSC National Games that will open tomorrow with a 3K, 5K, and 10K Fun Run at the Bacolod City Government Center.

The footrace, with football stars James and Phil Younghusbands of the Philippine team Azkals leading the estimated 2,500 runners, will start at 7:30 p.m.

After the race, a simple opening program will be held at the BCGC grounds.

As of yesterday, contingents from the canoe kayak, dragonboat, and gymnastics had arrived and are billeted in various hotels in the city.

The arrival of the national athletes was confirmed to the local media by Mylene Concepcion, designated PNG media officer.

She said some 644 athletes and coaches are set to arrive in Bacolod in the next two days.

The organizers also announced the arrival in Bacolod of a team from Malaysia that will compete in athletics.

Meanwhile, the Younghusband brothers will be at the West Negros University today to conduct a free football clinic to kids ages 9-12, male and female.

The football clinic will be held in coordination with the Negros Occidental Football Association and the Bacolod City government.

Another side event in POC-PSC Games is the photography seminar and photo contest that will be held at the Grand Regal Hotel. The seminar is free of charge and will be from 9 to 11:30 a.m. today.

Media practitioners and amateur photographers who will cover the PNG may join in the contest. The rules and mechanics of the competition will be announced today during the seminar.

As part of the weeklong sports activity in Bacolod City, a series of seminars on different sports sciences will also be held on May 22 to 27 at the Grand Regal Hotel.

The seminar will open tomorrow with PSC Commissioner Jose Luis Gomez giving the participants an insight on the current state of Philippine Sports.*NAB

OT guys.

Pero it is funny lang, I am not generalizing, I am pin pointing it to people who are exactly what I am describing about.

SOME PEOPLE JUST DO NOT KNOW HOW TO READ AND COMPREHEND, ENGLISH. THEY LIKE TO INDUCE THEIR OWN IDEAS AND MAKE IT APPEAR AS MINE.

THAT IS WHAT YOU CALL BRAIN WASH, HORSE TALK, FAGOT BLIMEY, PIECE OF SHIT.

Maybe siguro na wash sang BAHA, ang katiting nga nabilin nga kaalam. Kag Kahuluya.

Wala ko ya gutgut sa IloIlo, Some People know that, I just do not Like PEOPLE CLAIMING RIGHTEOUSNESS AND YET THEY HAVE MAGGOT BRAINS. THOSE ARE WHAT YOU CALL HYPOCRITES.

I AM AN ILONGGO AND I DO NOT LIKE THAT SOME PEOPLE CLAIM TO BE ONE AND YET THEY ARE ALL OUT OF CHARACTER. I DO NOT LIKE TO BE ASSOCIATED WITH THOSE CRAP-HOLES. They are a few bad Eggs, which I know for a fact that not everyone in the IloIlo thread is what I am describing. For those who read and able to understand, you would if it is you who is offended, or just an individual.

Take my message as a wake up call. Look at how those Imbeciles twist the line of the story. How many times they conclude, how many times they revise their messages, how many times they elude scrutiny?

Kung ako personal nga pamangkuton hindi ko ya mag sugot, kay ang Mga Ilonggo, mga Mabuot, mayara man iban nga mga Tikalon gid, Dako ang Ulo, kag mga Palasugid. Bisan diin ka man hindi gid man malikawan nga may tikalon gid diri sa kalibutan, WALA LANG UBRA ANG IBAN KUNDI MAMANTAY, PERO KUNG SILA NA GANI< HINDI MO MAN MASAWAY.

AND I SEE THINGS CLEARLY. IF THAT FAGOT, ENCYCLOPEDIA WRITER, as if thinking people who have sense would take time to read his messages ( infact really believe people buy "IT's" crap, supeeer-eeeeggoooo), that "IT" really believed that ILOILO never DEPENDED on NEGROS for its Wealth and GLORY? Thats plain bull. That is what you call a HIGHWAY RUN-OFF. Because everybody knows, that if it is not because of SUGAR TRADE, ILOILO would never have AFFLUENCE.
