Ato migs sa Banago ang floodway. It traverses the meandering Banago Creek along Sta Clara Subdivision....ang floodway is parallel sa Circumferential Road from the bridge near NN Container Yard to the Bridge antes Puno Banago
Ang dira sa CDIP is a creek coming from Bata pero dira ga agi sa Villa Valderrama pero pag consruct sang subdivision gin butangan dalagko nga tamburong ang built roads and homes above it. Amu na sya ang creek sa kilid Country Mart, but when Sta.Clara was built, gin divert na to what is now Lopues Mandalagan. Kay tungod tangkungan na da before gin tampukan sang Lopues, butangan mnaman tamburong and built the current Lopues Mandalagan.
I hope the CDIP would not underestimate that creek kay amo na ang isa sa mga naga awas kun mag baha sa Mandalagan.

Lower prices seen in Negros with small oil firms’ entry
Wednesday, 25 May 2011 20:03 Edgar Cadagat / Correspondent
BACOLOD CITY—Officials in the business community here are optimistic that consumers of oil products could see significant relief from abnormally high prices of gasoline and diesel oil in the province within the year or by year-end with three independent oil players intent on building oil depots here.
Frank Carbon, president of the Metro-Bacolod Chamber of Commerce and Industry (MBCCI), said in an interview that Phoenix Petroleum Philippines Inc., Philoil and Seaoil plan to build oil depots in the city, where enough oil can be stocked and sold to local consumers.
Phoenix has gone one step ahead of the other independent oil players: It already owns a 1-hectare lot in a portion of the Bacolod Real Estate Development Corp. in the city’s reclaimed area. The two others intend to follow suit, possibly also within the year, said Carbon.
Gasoline, diesel and other processed-oil products cost a few pesos higher per liter than in other parts of the country, including Metro Manila.
The disparity in oil prices was among the major reasons for a two-day transport strike carried out last week.
The strike paralyzed transport movement by 85 percent to 90 percent with business and social activities also disrupted.
Aside from demanding an end to successive oil price increases nationwide, protesters, which included the business community, urged “the big three” oil players, Caltex, Shell and Petron, to remove the extra P4.50 to P5 per liter imposition charged consumers in the province, an excess charge imposed only in Negros and Iloilo. There have been several justifications advanced for the extra charges which is proving disadvantageous to Negrenses.
Huge depots built in the reclamation area are large and deep enough for oil tankers to unload a large supply of fuel products. This would allow oil firms to bring down prices of gasoline at par with those in Metro Manila and other regions in the country, said Carbon.
The MBCCI president said he intends to talk to responsible officials of Phoenix Philippines to find out how they can together resolve the issue of disparate prices of oil products in Negros and Iloilo with the rest of the country.
Bringing down the prices of their oil products will help the three independent oil players gain the trust and support of the people here who will then patronize them.

CHEDENG is now close to being a Supertyphoon with sustained winds of 175 kph (10-minute ave. by PAGASA) or 215 kph (one-minute average by JTWC) but has veered Northwest slightly away from Eastern Luzon. As of 3PM its 15.5 degrees N, 125.5 degrees E or roughly 350 kilometers East of Baler, Aurora...estimated na sya maybe dugay dugay 6PM at 200 kilometers East of Casiguran, Aurora...so its well off to the Philippine Sea
Please see this latest Satellite Loop: NOAA SATELLITE LOOP OVER PHILIPPINES (http://www.goes.noaa.gov/sohemi/sohemiloops/shphil.html)
note the formation of a "pinhole" eye to a well defined small eye....this signifies winds almost exceeding 150 kph at a 10-minute wind measurement (PAGASA, HKO, JMA)....so watch out lang ta sa higupon ya nga habagat

Yep. amu man gid na ang agam-agam sang KFC sang-una that their chicken product might not be patronized, but behold, they found their niche as a fastfood fried chicken haven for those who can't wait for their inasal to be cooked.
Kenny Rogers?...hmmm...sang sa Iloilo ko sang una I always go there but I lost interest in their chicken kay syempre lain gid ya ang inasal or ang mga lechon manok naton. Salads and Muffins lang na da akon gusto.....and lately ang muffins nila di ko naman type....Bobs Cafe na kag Bobs ang gusto ko. he hehehehe....Try sang Kenny Rogers eh if they could get into the Bacolod market. It was the battle of champions. Both team were composed of star players from NCAA and UAAP and also provincial star players.
To name a few, Dacquis of FEU, Carolino sisters of DLSU, Balse of UST are just among the players of the Philippine Team. For the Airforce Team, they have Maizo of UST, Soriano of AdU, Roces of San Sebastian (from Bacolod), Dela Rosa and Guanco of USLS and many more.

blue martini May 26th, 2011, 07:32 PM hahaha...tawa ko gani mig..IMO, we don't need big malls..satisfied na ko sa sm natun subong..ara naman ang tanan..but if Henry Sy decides to expand it..ok lang dyapon...kenny roger? daw ka babaw haw..we dont need that..mas namit pa ang sabor sang manok diri..we dont need those too commercialized chicken and those bloody ones. afterall in the end..we could still live sa amun nga comfort zone..just like the happy old days:)
grabe mga migs, pila lng ko ka oras naghalin new thread na ba!:lol::lol: well, as an answer to that Kenny Rogers cheap issue thrown at us, it was indeed fear that gave them a second thought of opening up a branch in bacolod since our city is known to have the best chicken inasal in the country that even the mega star got hooked because of its delicious taste nga indi sabor tocino...you know what I mean...hehehe, she even had it ordered and flown to manila while she was pregnant as she confessed in one of her old interviews. if bacolenos want to dine in kenny rogers, we go to cebu or manila instead because it's not the only thing nga pwede mapabugal sang mga cities that i've mentioned...
yup doc..you got my point there..someone said so sa pyak na isla..comparing two cities- a regional and provincial..matyagan mo sin o ang lapit sa luwag?..and yes! we need those satellite agencies like the damn PRC..its like im just wasting my time if mapa Lilo pa ko..better kadto na lang sa Main office..daw mga wala huya, the way they treat our professionals plus pa da sang guard kag mga teller na mga ambisyoso..very typical ssc attitude..
speaking of PRC branch didto, the worst word that could describe it ay wala pa nahimo/nasulat sa dictionary...daw indi na guid ko guro magliwat parenew sang license ko didto, mas mayu pa nga sa main office tuod...daw wala katuon sang professional ethics ang mga staff, ang mango nila nga guard feeling superior pa sa mga doctor, nurses, teachers kag iban pa nga mga professionals kung maka sing-al kag makaasta! nagabalalhas kag nagahiliga ang lawas sa pagkagutok kag pagka wala sang sistema sang ina nga office...:ohno::ohno::ohno:

JuIcYdUdE22 May 26th, 2011, 09:39 PM hahaha, Grabe back read ko ba.
I just enjoyed my 5 day adventure/fun/reunion with my Paternal 1st cousins.
IloIlo City, First stop, Improvements are shown, but the Megaworld project is still raw. I do not see any cranes or trucks for that matter.
2nd Leg, Leon. It is good that they are renovating the roads there and they are starting to have some sections in concrete. Still a long way to go.
3nd Leg of the trip, Guimaras. Sections of the road from Jordan to Nueva Valencia is still under contruction. Destinations needs concrete logistic facilities, like organization of resort owners to put up small ports to accomodate boats going in and out their respective properties, this should have LGU Support.
Anyway, I love the outcome of our reunion. Very nice, the water is very Placid, God is so good, we just experienced occassional showers.
I was able to talk to a few of my relatives, and the oNly issue that IloIlo Players have is this, " If they are not Popular, they do not get support. "
My cousins who were residing in Dingle, were not surprised of the outcome of the Game, IFA has long been degraded and tarnished due to Unfair Game Practices. My Cousin from Cebu who is Playing for Barili FootBall, had an experience playing with NOFA, and was very delighted that Team NOFA Won.
I wish some private groups would support IFA much as how Local Private Firms here in Negros Support NOFA.
There are a lot of spoiled potentials.

Silay set to develop
Patag for eco-tourism
BY CARLA GOMEZ
The North Negros Natural Park Management Council yesterday approved a resolution endorsing the Environment Compliance Certificate application of Silay City with the Department of Environment and Natural Resources for the development of Barangay Patag as an eco-tourism area.
Mayor Jose “Oti” Montelibano said the Silay City government is going ahead with the development of Patag despite a boundary dispute with Talisay City.
Gov. Alfredo Marañon Jr. said yesterday that he will ask the Negros Occidental Sanggunian to hasten the resolution of the dispute.
Montelibano said he is confident that the boundary dispute will be resolved in favor of Silay City that has been in possession of Patag.
Talisay City does not even have direct road access to Patag, he said.
It appears that Talisay needs to claim a portion of Patag to meet the land area required for its cityhood, he said.
Montelibano said he has proposed to Mayor Eric Saratan that both cities jointly develop Patag but the Talisay mayor wants the boundary issue resolved first.
So the Silay City government will go ahead and develop Patag for eco tourism, anyway, the income earned from it will be given back to the barangay for the benefit of its residents, Montelibano said.
He also said the old hospital in Patag has been turned into a lodging house for tourists and a swimming pool keeps drawing many visitors.
The Silay City government plans to cement the road all the way to Patag, put up a zip line, and develop bird watching areas and trails, he said.*CPG

Authentic breakfast joys
Those who doubt what a blessed land we have need only go to the public market on a shoe string budget and see how far, indeed, it can be stretched even in these difficult times, how indeed, can one have a hearty and healthy breakfast for under P100:
http://www.lifestylesbacolod.com/wp-content/uploads/2011/05/breakfast1.jpg
Green juice, made with fresh cucumbers.
It starts with green, fresh cucumber juice. At P30 a kilo, you make 8 glasses of this which means it is about P3.75 per; you add ice or sugar and make it P4.25 per glass.
Then you have fresh, juicy red tomatoes, chopped and salted and spiced slightly. Tomatoes these days go for P15 to P20 a kilo and you only need a fourth, making this P5 per serving, tops;
Grilled bisugo, or lagaw, at P160 a kilo, half of which can feed three and that makes P26.60 per serving, add a little something for charcoal, and make it P28 each;
Live river shrimps, simply steamed, since freshness like this need nothing else. That’s P110 a kilo, including the charcoal you use, and it can serve 8 and that means P12.50 per serving.
Rice can go for P8 per person, max.
You can round this off with a piece of native banana, which you can have for P3 each and bill for this is a whooping P60.75. You can also add a cup of strong, dark coffee made from mountain beans for another P10 and you can burp and breath deeply and say a prayer of thanks: ah, life is good. Make that: life is good, in this city.

The bill is something close, even cheaper than, those mechanized, carbohydrate-loaded, fat-smothered meals you have in those supposedly efficient fast-food restaurants that have, sadly, encroached on or even perhaps overtaken the breakfast scene of the city. Now tell me why we have an economic crisis – our priorities skewered and cultural values damaged, we prefer to eat hotdogs and other pre fabricated meals over healthier, fresher and cheaper choices. Aside from the undue expense of empty carbohydrates, this scheme of things also contribute to the deepening crisis in our farms. By choosing fast foods, we ignore our own farmers’ produce, removing the incentive for them to plant and contribute to the economy.
While we are at it, who can say what goes into those hotdogs and other fast foods for breakfast and other meals, what preservatives, what chemicals and most importantly, what they do to our bodies. Now tell me why we have this epidemic of obesity and the host of other health problems now.

Grilled fish with chopped fresh tomatoes
How dare us indeed, ignore this day to day blessing around us: the thrill of finding those river shrimps hawked around the fringes of the market, for example, was inimitable. The river overflowed last night, said the woman selling them, and we found these ulang and crabs this morning. You could see the shrimps dancing here and there, and the crabs seemed breathing, their fat almost bursting out of the shells.
You choose the ulang, deciding crab fat is something you don’t want to surface in your cholesterol and tryiglycerides tests soon. Besides it’s been a while since you had river shrimps, at a quality like this.
Suddenly, you remember Forrest Gump and his box of chocolates and smile.
Today you poked and picked from life’s chocolate box and it gave you ulang – sweet, salty, soft and crunchy, true flavors of nature as they were, authentic breakfast joys, indeed.*

Then you have fresh, juicy red tomatoes, chopped and salted and spiced slightly. Tomatoes these days go for P15 to P20 a kilo and you only need a fourth, making this P5 per serving, tops;
Grilled bisugo, or lagaw, at P160 a kilo, half of which can feed three and that makes P26.60 per serving, add a little something for charcoal, and make it P28 each;
Live river shrimps, simply steamed, since freshness like this need nothing else.

@dark spirit May 27th, 2011, 05:35 PM House specialty: ‘Nasty bits’
This is one Bacolod eatery serving the best ‘nasty bits’ in town: perpilla, paras, bindonggo boiled to tenderness, their juices making up a uniquely flavorful soup.
http://www.lifestylesbacolod.com/wp-content/uploads/2011/05/bits1.jpg
Perpilla linaga.
Internationally known chef and food writer Anthony Bourdain who had first used the word ‘nasty bits’, would be surely interested in Saning’s Eatery, a hole-in-the-wall carinderia in Bacolod. The internationally-known chef and food writer had first used the phrase to describe livestock parts that some people throw away but have been salvaged by imaginative cooks in cultures where people needed to eat everything to make both ends meet. Well, here in Saning’s they have not just turned the entrails, tripe and bones into edibles but dishes people queue for.
That is all what Saning’s offers, the ‘nasty bits’, cooked the Negrense way of the linaga, literally meaning boiled, and flavored by your usual spices, taking its taste largely, I think, from the volume of the meats they cook together. That is flavor you can never have elsewhere, not even with all the culinary tricks and spices in your kitchen arsenal: the goodness of say, 10, 20 kilos or more of meat boiled at once. The sheer volume of the meats, or discards, that weep out their juices unto the broth is inimitable. They also serve the iconic dinuguan, another dish of discards and meat-in-bones cuts called paras. Funny, but in our meat markets, these meat-in-bones cuts are also identified as lalaga-on meaning, for boiling. Yes, along with tenderloins and briskets, you can also order lalaga-on from your butcher and he’ll understand what you mean.
The dinuguan here is so-so; it’s the linaga that stand out.
http://www.lifestylesbacolod.com/wp-content/uploads/2011/05/bits2.jpg
Good old karne linaga, or literally, boiled beef.
Saning’s, of course, is not for the squeamish. You have to pass through the wet market that the street has been converted to, with all its noise, and grime, and dirt and smells before you reach this carinderia. It is located in that row of structures that have been half-covered by the stalls of the wet market, there in that area along San Juan St. called “Sto. Nino stop”
Actually, it must have been the sala of a house before it became an eatery. It is not air-conditioned, and there is a no-fuss, down-home atmosphere. You come here to eat, and you do it fast: the rice comes in pre-packed plastic, for faster service, no more measuring or ladling to be done, the rest of your orders come soon. You eat fast because there are people waiting to be seated. Especially at lunch, the place is packed to full house, and the street outside is lined with cars. The crowd is a cross section of the city: students, yuppies, corporate types with expense accounts to burn, bill collectors, and my favorite restaurant goer, the Chinese patriarch types.
http://www.lifestylesbacolod.com/wp-content/uploads/2011/05/bits3.jpg
Tripe soup.
Now, when you get these old Chinese to eat in your place, you must be serving good food. I don’t know their names but these people, usually dressed in simple white shirts, dark pants and sandals, are serious eaters, you see their types in places high and low that serve delicious foods.
Big caldrons, fueled by charcoal, are boiling at the entrance, where you can choose what you want, in the volume you prefer. The servings that I guess were meant for those who go for value for their money, are small very reasonable for the prices they charge. You take, two or three orders for every dish to approximate the usual restaurant servings.
But go easy on the servings, though. Two of my friends said that while they throughly enjoyed their linaga there, they had headaches soon after, and asked if it was because of sheer overload, having eaten beyond their capacity, or some seasonings their constituency cannot agree with. Or perhaps just plain coincidence? I and several other friends have eaten there several times already and we have not had any post-prandial headaches. Maybe because I go for portion control?

In what can be described as a rare ocassion, we shall launch today a book about Negros history, written and published by a Negrense and hopefully, will be enthusiastically read by Negrenses themselves.
“Against the Rising Sun,” a two-volume book on the Japanese Occupation of Negros Occidental and the resistance movement against it written by papal knight and DAILY STAR columnist Modesto P Sao-noy will be launched in austere but meaningful rites at the Bacolod Government Center at sundown.
It is not incidental that the book will be launched at the BGC at that hour. You have a history book, and only a venue with historical stature should host it. It is being done it at sundown, as night falls signifying how the Japanese Occupation was one of the longest, darkest nights of our history.
The book is a poignant, details-loaded, retelling of that dark chapter in our history so brilliantly told almost three decades back by Negrense filmmaker Peque Gallaga in his debut movie, “Oro, Plata , Mata” that was shot in the province.
The Japanese Occupation, indeed, is one of richest eras of our history in terms of literature – stories of hope and heroism, of betrayal and treachery, of opportunism and greed, love and generosity, indeed, the full gamut of the human experience played out against the dramatic background of war.
“Oro…” of course told the story of how the aristocracy in the province was forever scarred by that war. While it was fictional , it was put together mostly from oral history of those who went through that period. It was highly-acclaimed, and in fact won several awards, among them the Best Film award in the Berlin Film Festival of that year.
“Against the Rising Sun” on the other hand is bound by the rules of history writing, basing its stories on facts gathered from testimonies, recollections, and documents such as intelligence reports.
Mode said the book took almost three decades to work, and had been stumped by too many gaps too many times. He was able to pick up, he said, when many of the war time documents were declassified in recent years, allowing him to pursue threads of the stories in the book.
It turned out to be rather long, too long in fact, that it had to be cut into two volumes for manageability and readability. It is bound to be controversial, and like any book that tries to recreate the past, it will have its share of questions and earn its share of cynicism. But even in that, the book will have succeeded – it will have brought attention to the past, and in so doing, bring everything into the open for dissection and learning.
“Against the Rising Sun” is by far the most substantial book on the Japanese Occupation. If only for the data it is presenting from wartime documents and other papers, it is no small accomplishment. It adds to our body of knowledge about that war, now receding in our collective memory and being replaced by more urgent and later events of historical proportions. It should be more than a worthy addition to our libraries and collections.
But we are doing ourselves a disservice if indeed we kept it on our shelves as mere codes in our catalogues.
“Against the Rising Sun” after all, is our story, the story of our forebears and families, the story of where we came from. As such, it cues us on why we are what we are now, and if we care to look deeply, it can serve as a guidepost as to where we are heading.
It is history, alright, but it is also a mirror upon which we can see ourselves as a people, and therefore foster a better understanding of our own culture.*

Okay lang yan migo @DJ. Just take note sa highlighted phrase. Fyi, mas maunlad ang Iloilo compared sa Bacolod. Hence, the regional capital status of the former. Its only during the 90's up to now na medyo nakakahabol na ang Bacolod as a prov'l capital of Negros Occ. sa Iloilo(WV's regional capital) in terms of higher economic and other socio-economic outcomes. ;)

JEFFjr_25 May 28th, 2011, 06:00 AM Capitol eyes P400M ODA funds
By Teresa Ellera-Dulla
Saturday, May 28, 2011
THE Provincial Government is eyeing P300 million to P400 million funds from the Official Development Assistance (ODA) funds through the Development Bank of the Philippines (DBP) for the construction of a three-storey commercial hub and the rehabilitation of the Paglaum Sports Complex.
This was confirmed Friday by Francisco Del Rosario, president and chief executive officer of DBP, who was the guest during Friday's opening of the First Negros Food Fair and May Flower Festival at the Panaad Park and Stadium.
“We are looking at the proposal but there is a strong possibility that we are going to fund it,” Del Rosario disclosed.
He said they are looking at the possibility that the funding for the development of the Paglaum Sports Complex will be through ODA. ODA funds come from either from the World Bank, Asian Development Bank and other international funding institutions.
According to Del Rosario, the advantage of ODA funding is that, although it offers higher interests than local banks, it has a longer maturity period of between 10 to 15 years with a grace period, which the local banks cannot offer.
Aside from the Paglaum Sports Complex commercial hub, DBP is also on the process of evaluating funding for the 11-kilometer road project in Silay City that requires approximately P130 Million.
The whole province of Negros Occidental has a credit line with DBP, which was placed at P600 Million, Del Rosario revealed.
Meanwhile, Governor Alfredo Marañon, Jr. confirmed that the bidding for the proposed three-storey building to be constructed at Paglaum will be next month, after all the procedures for the project are complied with.
He said that the total clearing of the Paglaum Sports Complex envisioned to be at the end of this month.
The governor added that the only structures left for demolition are the Negros Occidental Teachers' Federation (NOTF) office and hometel, considering that the provincial government granted NOTF’s request that it be allowed to demolish the structures it on its own.
Del Rosario also said that DBP is evaluating the other projects in the province.
“If there are other noteworthy projects related to tourism, healthcare, infrastructure, power and water, we are ready to fund it because countryside development is our mandate,” Del Rosario added.

Guv highlights Negros agri potential
By Teresa Ellera-Dulla
Saturday, May 28, 2011
NEGROS Occidental Governor Alfredo Marañon Jr. highlighted Negros Occidental's agricultural potentials during the opening of the First Negros Food Fair and May Flower Festival at the Panaad Park and Stadium Friday.
Marañon pointed out that the province is now the number one producer of poultry and blue crab meat in the whole of Western Visayas and that his administration aims that the province will be number one in the whole country in these products.
"Our smiles are not only sweet but also delicious," he said.
The governor disclosed that Negros is making a strong comeback as an exporter of agri-based products, not only sugar but animal products as well.
The Provincial Government has already dispersed 15,000 chicken and 4,000 hybrid swine as part of the poverty alleviation project of Marañon’s administration.
In terms of rice production, Marañon cited that Negros Occidental is now the number two top producer in Western Visayas and that the province is now 95 percent rice sufficient.
"In 2013, we aim to be fully self sufficient in terms of our staple food production," Maranon said.
The First Negros Food Fair is being participated in by 189 cooks who will compete in various categories of the cooking competition.

DBP offering Negros loans
for Paglaum, power projects
BY CARLA GOMEZ
The Development Bank of the Philippines is open to providing the Negros Occidental and Silay City governments with P530 million in loans, DBP president Francisco del Rosario said yesterday.
DBP is also open to financing power, water, tourism, health and other infrastructure programs in Negros Occidental in keeping with its mandate for countryside development, del Rosario added.
Del Rosario, who along with other DBP officials joined Gov. Alfredo Marañon Jr. at the opening of the First Negros Food Fair, and Ranch and Animal Show at the Panaad Park and Stadium, said “We came here because we wanted to show our commitment to Negros Occidental, we know that there is a lot of potential here, a lot of projects are in the pipeline.”
“As far as Negros Occidental is concerned, I’m optimistic because I know that the people are all working together. I can see unity among different mayors and officials, and development
plans that are rational and long term,” he said.
Marañon said DBP is one of the banks being eyed by the provincial government for availing of an about P400 million for the development of the Paglaum Sports Complex in Bacolod City.
The Land Bank of the Philippines and the Philippine National Bank have also expressed interest in providing loans to the provincial government, the governor added.
Silay Mayor Jose Montelibano said his city is applying for a P130 million loan from DBP for the concreting of the road leading to Barangay Patag, whose eco-tourism potentials he intends to develop.
Del Rosario said the food fair and ranch show that opened at the Panaad yesterday encourages entrepreneurship in Negros Occidental.
The DBP would also like to support the provincial government’s thrust towards producing free range organic natural food, which are better for the health, del Rosario added.
He also noted the potential of Negros Occidental to produce ethanol but said that until government resolves the tax issue on imported supply, it appears that producing alcohol instead of ethanol from molasses and cane is more commercially viable.*CPG

wins at int’l DTI expo
A Negros-based company manufacturing health food products and herbal supplements under the Daily Apple brand won second place at the recent Trendy Awards at the 8th International Food Exhibition of the Department of Trade and Industry–Center for International Trade Expositions and Missions, its president, Ruby Tania Cruz, said yesterday.
The Negros company, Herbanext Laboratories Inc., won for its product dubbed “flower power” at the exhibition held at SMX Convention Center in Pasay City recently.
Herbanext’s Sweet Roselle Chips is a healthy snack made from the calyxes of the Roselle plant, a member of the hibiscus family popularly used in traditional folk medicine in many countries for its very rich content of anthocyanins and health-benefitting phytochemicals, Cruz said.
Sweet Roselle Chips is part of Daily Apple’s health food line that includes Roselle Tea, Red Roselle Juice Concentrate, and Hydrolean Slimming Drink, she said.
Its unique cranberry-like flavor and intense red color, Roselle presents interesting potential for expansion in culinary and confectionary uses, she added.
Another product from Herbanext, the Lemon Grass Herb Cooler, made it as semi-finalist, while its turmeric-flavored Banana Chips was a nominee, she said.
The IFEX is the country’s premier annual showcase of Philippine food and beverages, she said.
The Sweet Roselle Chips was among 22 nominees and the panel of judges was composed of Nancy Reyes-Lumen, editor in chief of Cook Magazine; Glenda Barreto of Via Mare; Claude Tayag of Bale Dutung; Margarita Fores of CIBO; Ige Ramos, food writer and designer; Cecil Zamora-Van Straten, lifestyle columnist of the Philippine Star; Raul Virtudazo, news anchor of DZBB; and Nora Daza, national culinary icon.
The annual Trendy Awards is a search for local innovations in content and packaging of new food products and applications, as well as those that exemplify successful adaptation to consumer lifestyle and preferences, and readiness for global market requirements.
Sweet Roselle and other Herbanext products are available at all outlets of the Daily Apple Store, a chain of stores selling health food and supplements with outlets in major malls, Cruz said.
In Bacolod, Sweet Roselle may be found at the Daily Apple Store at Magsaysay Avenue and at the ANP Showroom. Those interested may call 4322234 or visit www.dailyapplestore.com, she added.*CPG

The proposed IT Park consisting of 12,675 square meters will be known as the Negros First Cyber Park.
In his letter to Bacolod Vice Mayor Jude Thaddeus Sayson dated May 12, 2011, Marañon said that through this initiative, the provincial government with add the necessary infrastructure that the province and the city can jointly offer to potential IT-Business Process Outsourcing locators to help generate more jobs and investments.
Meanwhile, the SP approved a resolution urging the Housing and Urban Development Coordinating Council to monitor the compliance and implementation of Republic Act 9653, or the Rent Control Act of 2009, within Bacolod City, authored by Councilor Em Ang.
Another resolution reiterating an earlier request to the mayor to convene the Bacolod City Sports Council authored by Councilor Sonya Verdeflor, was also approved.
The SP also approved a resolution expressing condolences and deep sympathy to Councilor Catalino Alisbo and family for the demise of his wife, Barangay Captain Gloria Alisbo last May 23, 2011.*CGS

“Negros Occidental is not only sweet, it is delicious,” Gov. Alfredo Marañon Jr. said at the launching of the First Negros Food Fair, and Ranch and Animal Show at the Panaad Park and Stadium in Bacolod City yesterday.
The three-day activities are geared at showcasing Negros Occidental’s thrust toward food security, through delicacies made using Negros products.
Marañon said the target to make Negros the organic food bowl, not only of the Philippines but of Asia, is progressing by leaps and bounds.
This is on top of his administration’s thrust to make Negros a swine, poultry and cattle country, he said.
He noted that Negros Occidental is the number one poultry producer in Western Visayas and aims to be number one in the country, he said.
Negros Occidental is also the 10th largest rice-producing area in the country and is nearly self-sufficient in its production, he added.

BACOLOD City — Gov. Alfredo Marañon Jr. officially opened the three-day 1st Negros Food and May Flower Festival yesterday.
Several chief executives of the different cities and municipalities in the province attended the opening ceremony at the main stadium of the Panaad Sports and Recreational Park in this city.
In his speech, the governor said under his Negros First Agenda, he envisions Negros Occidental as a self-reliant province in terms of food production.
Thus, the festival — an affair where Negros Occidental localities can present their unique food products and dishes which reflect the true identity of Negrenses, the governor said.
The festival, the first of its kind in the province, is also a showcase of the provincial government’s achievements in pursuing food security and productivity for the province, said Marañon.
Negros Occidental is gradually becoming one of the top producers of poultry products in the Philippines as it started exporting such products to other parts of the country, he revealed.
Marañon added that the province — No. 2 in Western Visayas in terms of rice production — is already 95-percent self-sufficient in rice.
Excluding this highly urbanized capital city’s demand for rice, Negros Occidental is 100-percent rice sufficient, the governor claimed.
He also said the province is among the top suppliers of Japanese rice variety in Metro Manila.
Organically grown agricultural products will be displayed and sold in the Panaad Park, in line with the provincial government’s vision of turning Negros Occidental into what Marañon called an “organic food bowl.”
In 2003, Marañon said government officials of Negros Occidental and Oriental made a unified effort in converting the Negros Island into an organic products-producing island.
Now, Negros Island is the “No. 1 organic producing island in the whole country and probably in the whole Asia,” the governor said./PN

45 Fined for Jaywalking
By Ritzy Robles Malo-oy
Forty-five persons were fined by the Bacolod Traffic Authority Office (BTAO) for violation of the anti-jaywalking policy of the city since its implementation a few days ago.
PCInsp. Luisito Acebuche, BTAO-Traffic Management Unit (TMU) chief said that they have already collected a total of P4,500 from people who failed to obey the law and most of them were from other municipalities who were not aware of its strict implementation.
However, this has not stopped BTAO from enforcing the policy which is based on Section XIII of City Ordinance No. 338, Series of 2003, or an ordinance regulating traffic, parking, towing and other transporting or commuting activities in the streets of Bacolod City, establishing the route system of public utility vehicles and trucks, and redefining the loading and unloading zones in the city.
An official receipt from the City Treasurer’s Office was issued to jaywalkers once they have paid the fine of P100.00.
Acebuche further urged the public to be aware of the existing ordinance to prevent them from being fined and cited.
Likewise, another resolution has requested Acebuche to implement City Ordinance No. 53, Series of 1988, or an ordinance declaring edifices and other structures built on public roads and sidewalks as nuisance and providing penalties for violation of the law.* (RRM)

City college ranks third in board exam for teachers
(http://thedailyguardian.com/index.php?option=com_content&task=view&id=24599&Itemid=97)
By Easter Anne D. Doza
BACOLOD City – The local government-run Bacolod City College (BCC) ranked 3rd among colleges and universities in Negros Occidental in the latest Licensure Examination for Teachers (LET) with a 50 percent passing rate.
The results of the LET Exams dated April 2011 showed that the national passing rate is 26.28 percent for the secondary level.
West Visayas State University- Himamaylan Campus topped the exams with 61.54 passing rate followed by the University of St. La Salle with 57.14 percent passing rate in the LET Secondary Level.
Meanwhile, for the elementary level, the national passing rate is 15.81 percent while BCC has a passing average of 50 percent, ranking second to the University of St. La Salle with 76.47 percent.
College Administrator, Dr. Ma. Johanna Ann Rabago-Bayoneta expressed pride in the achievement of the college, and hopes that the trend will continue for the benefit of the poor but deserving students in Bacolod.
“Would-be students of the future teachers from BCC will surely be benefited by the training afforded their mentors by the only public college in Bacolod City,” Bayoneta added.
BCC has continuously produced quality graduates through its Teacher Education Program.
Enrollment for the incoming freshmen of the BCC is ongoing this week while the enrollment for the upper year levels will be next week. Classes will open on June 14.
Last year, the BCC had 3,342 enrollees, according to Bayoneta and they expect the number to increase to 3,500 this year, particularly in its two-year courses.

By Dolly Yasa
BACOLOD City – The Central Negros Electric Cooperative (CENECO) is being urged here to clear obstructions which may prove dangerous especially during typhoons.
Councilor Em Ang, in a resolution passed during the session of the Sangguniang Panlungsod Wednesday, asked CENECO to diligently inspect posts and electrical lines and conduct clearing operations to remove obstacles along power lines and electrical installations.
This is in anticipation of the typhoon season and other natural calamities.
She pointed out that Section 16 of Republic Act 7160 otherwise known as the Local Government Code of 1991 mandates local government units to exercise their power essential to the promotion of the general welfare of the people.
It further stated that the LGU shall ensure and promote health and safety at the same time preserve the comfort and convenience of the inhabitants.
She stressed that since CENECO is the sole provider of electric power here, it is responsible for the maintenance, repair and clearing operations for the smooth flow of power supply and reduction of electricity-related incidents.

@dark spirit May 28th, 2011, 12:48 PM City council mulls changes to Bacolod’s market code
By Carla N. Canet
Saturday, May 28, 2011
THE Bacolod City Council passed on first reading the Ordinance amending Chapter VIII, section 48 of the City Ordinance no. 160, Series of 1996 or the Market Code of Bacolod City.
Authored by Councilor Caesar Distrito and co-authored by Councilor El Cid Familiaran, the resolution cited Chapter VIII, Section 48 of City Ordinance No. 160, Series of 1996 which states that ten (10) percent of the total collection from the operations of the markets shall be set aside as trust fund solely for the use of the maintenance and improvement of the public markets.
The trust fund that is allocated for the maintenance of the Public Markets and the Manokan Country should be increased in order to properly address the rehabilitation and the repair of the same.
The rehabilitation and improvements of the markets are not properly addressed because the trust fund that is allocated for the same is not enough.
As amended and added, there shall be created a separate trust fund for each public market, namely the North Public Market (Burgos Market), the Central Market, the South Public Market (Libertad Market) and the Manokan Country, and allocating fifty percent (50%) of the total collection to each of the said trust fund.
The respective Market Supervisors shall be responsible for the preparation of the program of works, subject to the approval of the City Mayor.
The City Treasurer’s Office shall submit the monthly collection report and the status of the Trust Fund of the said public markets to the City Council through the committee on markets and slaughterhouse.
