I wish nga ma-put up second floor ang mga warehouses, much like SM Naga,:)
^^nami tani mag expand ang sm bacolod galing mas excited ko kung madayun ang sa capitol mas manami pa gid kung ang development dira lang anay naka focus ang sa sm city baskin 2016 pa ok lang at that time guro maka 700t to 800t ang population sang bacolod city alone.

Capitol to donate new facilities to BJMP

PROVINCIAL Legal Officer Jose Maria Valencia confirmed Wednesday that the Provincial Government will donate to the Bureau of Jail Management and Penology (BJMP) some P100-million worth of property and jail facilities in Barangay Tabunan, Bago City.
This is stipulated in the memorandum of agreement signed by the Provincial Government and the BJMP.
The turnover of the new provincial jail is set on June 21, said Governor Alfredo Marañon Jr.
The Provincial Government will also continue to shoulder all of the jail expenses during the three-year transition period.
A new jail warden to be detailed by the BJMP will take care of the jail management, said Valencia.
Presently, the provincial jail is under the care of Provincial Jail Warden Dionisio Silva.
Valencia also said Capitol will offer an early retirement to more than 50 jail guards who would opt to grab the offer, especially because the BJMP would no longer hire them following their failure to meet the qualifications set by the BJMP for such position.
Only about 17 of the jail guards are qualified. The BJMP is also set to bring in their personnel during the operation of the new provincial jail.
Valencia said about 430 inmates from the old provincial jail are set to be transferred to the new facility.
The old jail started operation in 1910.
The new jail could hold 600 inmates. It has 24 cells, which could accommodate 20 inmates each. It also has separate cells for minors, male as well as female inmates. There will also be cells for those suffering from illnesses.
The new jail is located in a three-hectare property of the Provincial Government.
Marañon also said the new jail is a very ideal place for the rehabilitation of the inmates, adding they will even have space for livelihood like gardening.
The jail guards, on the other hand, will have six well-lighted security towers. The jail compound also has a double wall to make sure that inmates would have no opportunity to escape. (TED)

Mayor denies wife running for mayor

BACOLOD City Mayor Evelio Leonardia said rumors that his wife Elsa will be his successor when he steps down in 2013 is speculative.
"There are people who deliberately sow intrigues as early as this time but in all the years that I slept with my wife, we never talked about it. This talk seems to be running in coffee shops systematically with some people fuelling the fire with the purpose of creating a rift in our political party," he said.
This came after Governor Alfredo Marañon Jr. recently dubbed Vice Mayor Jude Thaddeus Sayson as the next Mayor of Bacolod City during the Santacruzan held at the Pana-ad Park.
Leonardia said he finds Sayson as a competent public official.
"I am even more comfortable when I'm on leave with him taking charge of the affairs of the city because he is handling it well."
However, there is a process to consider and to talk about politics now would all be speculative, he said.
The Nationalist People's Coalition as a whole will have to decide, not just an individual NPC official or member.

THE Bacolod City Government will mark the Philippine Independence Day with a weeklong celebration from June 6 to 12 with Senator Chiz Escudero as guest of honor and speaker.
Councilor Mona Dia Jardin, chairperson of this year's Independence Day celebration, said they have injected new activities to strengthen public awareness on the country's independence.
June 6 is the opening salvo of the 113th Independence Day commemoration with a flag raising rites at the New Government Center at 8 a.m.
The release of 113 balloons will mark the start of the celebration and depict the country's freedom from foreign rule.
They will also open the "Fiesta sa NGC" where government employees will put up kiosks at the NGC grounds to sell foods and other products. It will run until June 11. There is also an on-the-spot poster making contest at 10 a.m.
A ribbon-cutting ceremony will be held at the SM Event Center at 3 p.m., to officially open the historical exhibits and cultural show sponsored by the Circulo de Bacolod. Awarding of prizes to winners of the poster making contest will also be done.
A film showing at the NGC will be held 6 p.m.
On June 7, the Fiesta sa NGC will continue and a film showing will run starting 6 p.m., also at the NGC grounds.
The following day, there will be a band concert at the NGC grounds, 6 p.m.
June 9 is the BACODEA night. June 10 is San Miguel Night.
There will be a kite flying contest on June 11 sponsored by the Tourism Office starting at 9 a.m. as well as a cultural show featuring the Pilipinas Ka-anyag Dance Company, West Negros Chorale and Rondalla, 6 p.m., at the NGC grounds.
On June 12, a flag-raising ceremony at the city's public plaza will be held 7:30 a.m. followed by a wreath-laying rites at the monument of the unknown soldiers who fought for the country's freedom out of their love for country. This will be followed by the 113th Independence Day program, 8:30 a.m., at the Bay Center.
There will be a grand Independence Day parade starting 1 p.m. from Capitol lagoon to SM City.
Aside from the Independence Day event, the city will also celebrate the 150th birthday of national hero Dr. Jose P. Rizal on June 19. (CNC)

THE Bacolod City Police Office (BCPO) is preparing for security measures for the “Balik Eskwela” on June 6, BCPO spokesman Noel Polines said Wednesday.
Polines said BCPO Director Ricardo De la Paz will hold a command conference on Friday involving the entire station commanders to draw plans for the security measures that would be done in their respective areas of responsibility during the opening of classes on Monday.
The station commanders will also be reminded to intensify police visibility and patrol in the different public and private schools and universities in the city to ensure the safety of students against lawless elements.
Polines said they will also designate police officers for public schools that do not have security guards, adding that checkpoint operations will be conducted near schools and universities.
The BCPO is also planning to hold a dialogue with identified fraternity groups with regard hazing and other prohibited practices.
The campaign against illegal drugs will likewise be intensified.

RURAL health physician and Bacolod Representative Anthony Golez is committed to consolidating all proposed improvements to the PhilHealth Law before Congress goes into recess on the 9th of June.
Golez, vice chair of the health committee and head of the technical working group (TWG), is in charge of finalizing the proposed amendments to the National Health Insurance Act of 1995 or Republic Act 7875. He is also one of the first lawmakers to file an amendatory bill.
As per the new bill, "all Filipinos are automatic members of PhilHealth and so whether rich or poor, we are entitled or guaranteed a socialized health insurance."
With more than half of all Filipinos considering themselves poor based on the latest SWS survey, food on the table becomes more of a priority.
Golez said that "because of this growing trend, necessities such as shelter are considered privileges and healthcare more of a luxury."
Universal health insurance coverage has been one of the main thrusts of the current administration with President Benigno Aquino III, certifying amendments to the PhilHealth Law as priority legislation.
Golez said that "if passed, the expanded PhilHealth Law may be one of the milestones of PNoy's 2nd State-of-the-Nation Address (Sona) this July."
Some of the amendments being pushed by lawmakers are the inclusion of children especially those from poor families in the NHIP that will benefit around 14 million children and a provision increasing the powers for the Philippine Health Insurance Corporation (PhilHealth) to step-up compliance of private firms.
Under Golez's leadership of the TWG, the amended PhilHealth Law will most probably be renamed the Pinoy Health Insurance Law.
"We envision PhilHealth extending the benefits of hospital and medical care insurance even to the poorest of the poor- the indigents," the solon explained. "It also aims to address maternal and child health care issues."
Based on the latest figures, the government is targeting 89 percent health insurance coverage this year from 74 percent last year. Aquino is also pushing for a 100-percent coverage in the next three years.
The present provisions in RA 7875 provide that only medicare beneficiaries, members of the Social Security System (SSS) and the Government Service Insurance System (GSIS), retirees, pensioners and their dependents, are automatic members of the healthcare program.
Informal sector workers, indigents, OFWs and the unemployed need to enroll first in the program and comply with the requirements before being covered by PhilHealth.

Based on experience, daku guid ni ang ginabulig sang PhilHealth.
Nag-apply guid ko gani when I was there.
Mayo kay may special lane ang mga OFWs,hehehe.

THE Bacolod City Government will again provide deserving school children in public schools with free school supplies and bags when classes start next week.
Bacolod City Mayor Evelio Leonardia said they will channel this project to the Department of Education (DepEd) to facilitate the release and distribution of the school supplies and bags to selected school children.
This is the contribution of the City Government to help parents defray their expenses during the school opening, he said, adding that the city also shouldered the miscellaneous fees of public elementary and high school students in the city.
"I have implemented this program since I took over as mayor of Bacolod and I am continuing it until now so that some parents will no longer have an alibi of not sending their kids to school. We find this essential to continue as our contribution to the education of our school children," Leonardia said.
In 2010, the City Government did not have the needed funds to continue the program. But now that it was funded, the parents could have a little breathing room with regard the financial burden they are facing every school opening.

Negros Occidental Sets ICT Summit
The first information and communications technology (ICT) conference in Negros Occidental is expected to yield the provincial roadmap of the province in the ICT industry this week.
Dubbed as “Negros First ICT Summit”, Negros Occidental Governor Alfredo Marañon, Jr. has invited national resource speakers from the Commission on Information and Communications Technology (CICT) and the Business Processing Association of the Philippines (BPAP) to guide local stakeholders in the preparation of the Negros Occidental ICT Roadmap 2011-2013.
The summit will take place on June 2, 2011 at the Social Hall and Governor’s Hall of the Provincial Capitol. It is designed for participants coming from the government, academe and business sector to learn about the Philippine Digital Strategy 2011-2016 and the Philippine IT-BPO Road Map 2016.
The summit also significantly marks the observance of June as National ICT Month.
Governor Marañon recently created the Negros Occidental ICT Investments Program to support the goals of the Philippine government in increasing IT/ Business Process Outsourcing Industry (BPO) jobs in the regions, and generating more jobs in the higher value-added segment such as the Knowledge Process Outsourcing (KPO).
As chair of the National ICT Confederation of the Philippines (NICP) and consultant of the provincial government, former Bacolod councilor Jocelle Batapa-Sigue will help facilitate the conference and planning along with officers of the Bacolod-Negros Occidental Federation for Information and Communications Technology (BNEFIT).
Under the Negros First agenda of Marañon, the summit specifically aims to conduct and inventory of all efforts of all local stakeholders and consolidate the same in synergy with the initiatives of the province and the national and international strategies, and to provide a venue for all stakeholders to share in the preparation of a Negros Occidental ICT Roadmap 2011-2013.

Regional hospital gets new eye center
BACOLOD CITY, June 2 (PIA) -- The Corazon Locsin Montelibano Memorial Regional Hospital can now provide better service to Negrenses and Bacoleños with its new P3.2 million Bacolod Eye Center.
The two-storey building was officially turned over to CLMMRH Chief of Hospital Dr. Epifania Simbul, Chief of Hospital III by Bacolod City Mayor Evelio Leonardia.
The Bacolod Eye Center, will not only serve the people of Bacolod but of the entire Negros Occidental since other LGUs can bring their sick also to the hospital.
“However, the majority of patients still come from the city, and it is the policy of my administration to maintain and utilize fully the existing infrastructure, instead of building new ones; so, why not make use of the CLMMRH,” Leonardia said.
The construction of the center took eight months to complete by the City Engineers Office.
A certificate of acceptance was received by the city from CLRMMRH and Leonardia also received a certificate of appreciation from the hospital for his continuing support to CLMMRH
Department of Health Undersecretary Dr. David Lozada, Dr. Julius Drilon from Iloilo City and other local officials were present during the turn-over.
Drilon promised Leonardia that by next week he will be bringing good news about improvement in the capacity of the Bacolod Eye Center to service the needs of the whole province.*(JCM/EAD-PIA6/CMO Negros Occidental)

NICERT official Robert Gasparillo said consumers from United States, Europe , Canada and Japan patronize their products because these are healthy and chemical-free.
He added that many have been offering such products, however, not all are certified organic. Thus, consumers must be assured that their money spent on more expensive organic vegetables are real and healthy.
Aside from vegetables, Negros farmers also produce organic poultry eggs and chicken meat, which also enjoy high demand abroad.
During his presentation at the Regional Techno Gabay Summit and TechnoMart, Gasparillo said it is important that more Filipinos and entrepreneurs engage in organic production since Negros farmers cannot meet the supply on their own.
“Producers also benefit from organic certification because they could already sell their products at premium prices here and abroad,” said Gasparillo.
To date, NICERT has certified the products of 20 individuals, smallholder groups, and firms from Negros, Iloilo and Cebu. These products include fertilizers, vegetables, herbs, root crops, fruits, grains, coffee, sugarcane, meat and poultry, aquaculture and processed foods.

BACOLOD CITY, NEGROS OCCIDENTAL – Aside from the local market, the Negros Island Organic Certification Services (NICERT) is eyeing high demand for organic farm products from abroad.
NICERT official Robert Gasparillo said consumers from United States, Europe , Canada and Japan patronize their products because these are healthy and chemical-free.
He added that many have been offering such products, however, not all are certified organic. Thus, consumers must be assured that their money spent on more expensive organic vegetables are real and healthy.
Aside from vegetables, Negros farmers also produce organic poultry eggs and chicken meat, which also enjoy high demand abroad.
During his presentation at the Regional Techno Gabay Summit and TechnoMart, Gasparillo said it is important that more Filipinos and entrepreneurs engage in organic production since Negros farmers cannot meet the supply on their own.
“Producers also benefit from organic certification because they could already sell their products at premium prices here and abroad,” said Gasparillo.
To date, NICERT has certified the products of 20 individuals, smallholder groups, and firms from Negros, Iloilo and Cebu. These products include fertilizers, vegetables, herbs, root crops, fruits, grains, coffee, sugarcane, meat and poultry, aquaculture and processed foods.

Regional hospital gets new eye center
BACOLOD CITY, June 2 (PIA) -- The Corazon Locsin Montelibano Memorial Regional Hospital can now provide better service to Negrenses and Bacoleños with its new P3.2 million Bacolod Eye Center.
The two-storey building was officially turned over to CLMMRH Chief of Hospital Dr. Epifania Simbul, Chief of Hospital III by Bacolod City Mayor Evelio Leonardia.
The Bacolod Eye Center, will not only serve the people of Bacolod but of the entire Negros Occidental since other LGUs can bring their sick also to the hospital.
“However, the majority of patients still come from the city, and it is the policy of my administration to maintain and utilize fully the existing infrastructure, instead of building new ones; so, why not make use of the CLMMRH,” Leonardia said.
The construction of the center took eight months to complete by the City Engineers Office.
A certificate of acceptance was received by the city from CLRMMRH and Leonardia also received a certificate of appreciation from the hospital for his continuing support to CLMMRH
Department of Health Undersecretary Dr. David Lozada, Dr. Julius Drilon from Iloilo City and other local officials were present during the turn-over.
Drilon promised Leonardia that by next week he will be bringing good news about improvement in the capacity of the Bacolod Eye Center to service the needs of the whole province.*(JCM/EAD-PIA6/CMO Negros Occidental)

Ikthus does need the services of people like you especially in building planning and management. Protected by being anonymous here and being a member myself... I would just like to say that the new building they constructed within the compound is really horrible by my standards. Daw payag lang nga may galvanized iron. They should have saved the money used there and invested it in a worthier building structure for in the long run, it would make a difference. :|
Anyway, they need to expand soon enough their facilities and they are blessed with space naman a. In God's time lang. :)

NEGROS Occidental Governor Alfredo Marañon Jr. and Vice Governor Genaro "Lim-ao" Alvarez led Wednesday the inauguration and blessing of the provincial feed and meat laboratory worth P5 million along Gatuslao Street.
The laboratory is the first in the country to be managed by a local government unit, said Marañon.
Capitol also aims to make the laboratory a world class facility, which is very vital to the food security program of the governor.
Marañon said he will require all feeds and cattle and swine meat coming from in and out of the province to be tested at the laboratory to make sure they are free from any possible contamination or diseases.
Marilyn Manuel, Capitol's consultant on research and development, said they will align with Australia to upgrade the laboratory by acquiring modern equipment.
Manuel said they are in the process of acquiring accreditation from government agencies.
Marañon said P3 million is allocated for the apparatus of the laboratory, P1 million for the chemicals and P1 million for the construction of the building.

From what I know before, it was supposed to be a Greenwich Pizza (the side facing North Drive) but I don't know why Greenwich didn't open there.

Capitol to donate new facilities to BJMP

PROVINCIAL Legal Officer Jose Maria Valencia confirmed Wednesday that the Provincial Government will donate to the Bureau of Jail Management and Penology (BJMP) some P100-million worth of property and jail facilities in Barangay Tabunan, Bago City.
This is stipulated in the memorandum of agreement signed by the Provincial Government and the BJMP.
The turnover of the new provincial jail is set on June 21, said Governor Alfredo Marañon Jr.
The Provincial Government will also continue to shoulder all of the jail expenses during the three-year transition period.
A new jail warden to be detailed by the BJMP will take care of the jail management, said Valencia.
Presently, the provincial jail is under the care of Provincial Jail Warden Dionisio Silva.
Valencia also said Capitol will offer an early retirement to more than 50 jail guards who would opt to grab the offer, especially because the BJMP would no longer hire them following their failure to meet the qualifications set by the BJMP for such position.
Only about 17 of the jail guards are qualified. The BJMP is also set to bring in their personnel during the operation of the new provincial jail.
Valencia said about 430 inmates from the old provincial jail are set to be transferred to the new facility.
The old jail started operation in 1910.
The new jail could hold 600 inmates. It has 24 cells, which could accommodate 20 inmates each. It also has separate cells for minors, male as well as female inmates. There will also be cells for those suffering from illnesses.
The new jail is located in a three-hectare property of the Provincial Government.
Marañon also said the new jail is a very ideal place for the rehabilitation of the inmates, adding they will even have space for livelihood like gardening.
The jail guards, on the other hand, will have six well-lighted security towers. The jail compound also has a double wall to make sure that inmates would have no opportunity to escape. (TED)

Mayor Evelio Leonardia and Vice Mayor Jude Thaddeus Sayson said it will be most appreciated if the Games’ organizers will decide to hold the sports event here maybe two years from now.
The officials said this time, the event will possibly be held at the Panaad Park and Sports Complex.

There. The pioneering restaurateur Glenda Barreto is serving laswa in her Via Mare restaurants in Manila. Together with other Filipino dishes that she has reinvented for the world foodie, such as chicken tinola flan – yes, your good old tinola complete with tanglad and pepper leaves in custard – Barreto is serving laswa to the metropolitan crowd, with outlets located in such places as St. Luke’s Global City in The Fort.

Low-mileage food: The veggies that go into the laswa can come from our gardens, making the dish "low-mileage" meaning it does not use or use very little fossil fuel to make.*
Now, if that is not an affirmation of the culinary weight of this Negrense garden vegetable soup, I don’t know what is. Add to that the fact that unlike the other native dishes she is serving in Via Mare which she retouched, Barreto’s laswa is as original as the ones we have hereabouts – further proof that this dish is good for the world as it already is. Take a bow, Negrense cook, wherever you are, in the highlands or in the lowlands, in humble shack or in massive mansion, your laswa is starting to take the world.
My only complaint here is, Barreto should identify the roots of the laswa, the way she does with some of her offerings. As it is, only the Negenses know this dish comes from home when they see it in the Via Mare menu. But then again, how pleasantly surprising it is to find laswa here, and how, at P160 per serving, the Negrense expat can have a taste of home in the steel-and-concrete jungle that is Manila.

How the veggies are cut, so the old tale goes, affect the balance of flavors in laswa.*
As her menu blurb goes, Barreto’s laswa is squash, beans, okra, eggplant, shrimps and clams “in an earthy broth.” It is not as earthy as some of the versions we can find in our homes, what with our liberal use of the fermented shrimp or fish paste. The one served in Via Mare is a touch too clinical and clean, owing perhaps to her target market but the taste of the shrimp and clams is muted.
Locally, it was Bar 21 which had brought the laswa to the restaurant circuit, and in fact, introduced most of us to the use of crab flakes in this, making this heretofore commonplace dish more interesting, colorful and yes, flavorful. Business Inn has a version that has bits of tomatoes and onions, otherwise known as sautéing ingredients, swimming in the broth. Of course like the true laswa, BI’s laswa has no oil, and what sautéing happens here is, I guess, Fati de la Rama’s secret.
Noble’s, that other old Bacolod favorite, has one with mushroom and it is very good.

The beauty of laswa is, aside from being full of flavor, it is also healthy, and oh yes, politically correct and environmentally sound. It is packed with vitamins and minerals, full of fiber, and considering the veggies can come from your own garden or the neighborhood, it is one of the most low-mileage foods available, aside from being low-cost. Low-mileage foods, for which a movement is now gathering steam in the world, are foods that reach our dining tables using little fuel, therefore they do not add to the greenhouse gases that are puncturing the ozone layer and destroying the world. Life-sustaining to humans, the veggies that go into laswa is also a boon to the plant world, taking little of the earth’s resources to grow even as it helps keep the balance of nature. They are also very easy to grow – low maintenance, as they’d put it. Don’t you see tugabang and alogbate blooming even in the road shoulders? Stick a malunggay branch on the ground and see it grow for harvest in a month.
Perhaps because it is easy on all counts, and so ordinary, we have taken laswa for granted and have not really given it its due importance. Maybe, with the attention and honor Bar 21, Business Inn, Noble’s and Via Mare are giving it by serving it, laswa will come to its rightful place not only in the country but in the world as well.*

SRA mulls more sugar exports

MANILA, Philippines — The Sugar Regulatory Administration (SRA) said it may have more sugar to export this year, after fulfilling its quota shipments to the United States, as it expects to see a higher-than-forecast output.
The SRA, however, did not give any details of how much it was looking to sell. A move by the Philippines to enter the market as an exporter may put downward pressure on sugar prices, although the volume it could ship may be significantly small compared to the sugar exports of its Asian neighbor Thailand.
Thailand, the world's second-biggest sugar exporter after Brazil, expects to export a record 7 million tonnes of sugar in 2011.
India, the world's second-largest producer after Brazil, has approved exports of 253,000 tonnes of sugar as part of planned 500,000 tonnes of overseas sales following a surplus in output.
In a brief statement, the Philippine industry regulator said it was considering the shipment of locally produced sugar, most likely to Asian countries but was open to discussions with any potential buyer. It did not say at what price the local sweetener will be sold.
''This will be on top of the additional US quota, which will further reduce the stock balance in the country considering the higher-than-expected production,'' it said.
The Southeast Asian country's sugar output in the crop year 2010/11 was expected to outpace demand as production has so far exceeded SRA's forecast, agency chief Regina Bautista-Martin said in an interview on May 16.
Output reached 2.033 million tonnes as of April 24, exceeding a December forecast of 1.965 million tonnes for the current crop year ending August and above estimated local demand, SRA data showed.
''The SRA is prepared to discuss with any interested party the requirements for the possible shipment to the world market,'' the statement said.
The Philippines imported 250,000 tonnes of refined sugar in 2009/10, returning to the market after four years to boost stocks after drier-than-usual weather hit production.
Bautista-Martin has said the country could fulfill the US government's request for an additional 60,000 tonnes of sugar this year on top of its 142,160 tonnes regular quota.
In an interview last month, she said world sugar prices were lower than domestic prices and this could discourage exports to countries other than the US.
The price of the sweetener has fallen by around 36 percent from a 30-year peak of 36.08 US cents per pound hit in February on worries supply would outstrip demand. (Reuters)

PFF charging too much for World Cup qualifier

I wonder why the Philippine Football Federation is charging P200 for a bleacher seat for the coming Philippines-Sri Lanka World Cup qualifier on July 3 at the renovated Rizal Memorial Stadium.
Given that more than 11 million Filipinos are jobless, with many more going hungry, isn’t the PFF making it too hard on the ordinary Pinoy to appreciate the sport? The price for a bleacher seat, to my mind, is not within the reach of the common tao?
Instead of gaining more followers, the PFF might drive away new football adherents and alienate the few remaining believers in the game.
Composed of young and fiercely determined (and not bad-looking) shin-busters, the Azkals started to make an unexpected impact on the Philippine sporting scene last year by posting a string of stirring triumphs here and abroad.
“I’m happy with the way the team is making progress,” said the Azkals’ German coach Hans Michael Weiss.
Making up the team are skipper Aly Borromeo, brothers James and Phil Younghusband, goalie Neil Etheridge, Ian Araneta, Simon Greatwich, Rob Gier, Angel Guirado, Jerry Lucena, Ray Jonsson, Anton del Rosario and Chieffy Caligdong.
PSA awardee and team manager Dan Palami said additions to the squad could include Leigh Gunn, Filipino-Americans Nate Burkey and James Rochlitz and Fil-Iranian Misagh Bahadoran.
Bonnie Librado, PFF treasurer and chair of the PH-Sri Lanka match, said the stiff ticket prices would help augment the cost of refurbishing the Rizal Memorial Stadium, noting that the association needs at least P6 million for the renovation.
He said 8,000 tickets will be sold at P200 each, 4,950 tickets will be pegged at P300, the P2,000 tickets will be for the upper level grandstand seats, while the P3,000 tickets will be for the lower level main grandstand seats. Tickets will go on sale beginning June 3.
I think the PFF can help alleviate the ordinary people’s dilemma by distributing a portion of the tickets (at least for the bleacher section) for free through a lottery. Even though this is an unsolicited advice, it is something worth trying.

Alfredo Marañon Jr. yesterday said buildings to be constructed on Negros Occidental provincial government-owned properties at the Paglaum Sports Stadium and along Gatuslao Street in Bacolod City are expected to create about 41,000 new Information Technology-Business Process Outsourcing (IT-BPO) jobs for Negrenses.
The governor announced this at the Negros First ICT (Information and Communications Technology) Summit at the Business Inn in Bacolod City, attended by Ivan John Enrile Uy, chairman of the Commission on Information and Communication Technology.
Uy noted that Bacolod City has been cited as the 3rd Next Wave City in the Philippines and Tholons International’s top 100th city in the world for outsourcing.
“That is a very, very good accomplishment for Bacolod to be ranked among the top 100th out of thousands of cities around the world,” he said.
It is the goal of CICT to strengthen the readiness of cities and regions outside Metro Manila to become preferred destinations for IT-BPO investors, Uy said.
“With this strategy, we will decongest Metro Manila, spread economic growth opportunities to other parts of the country, and capitalize on the abundant and globally competitive workforce available in many parts of the country,” he said.
Approximately 20 percent of the IT-BPO industry is now located outside the main metropolitan areas of Manila and Cebu and this is expected to continue to increase, he said.
The industry continues to grow, as of last year it already employed about 525,000 and had brought in more than $9.1 billion in export revenue to the economy, he added.
The IT-BPO industry in the Philippines is growing at about 25 percent a year, he said, noting that investors see the Philippines as the next Asian dragon.
Many of the world's largest companies operate the biggest services centers in the Philippines, Uy pointed out.
Uy said the Philippines is also now witnessing the impact of the IT-BPO industry on rural communities as other cities outside Metro Manila emerge as new IT-BPO hubs or the Next Wave Cities.
He pointed out that the well renowned international research firm, Tholons, announced in its 2010 Top 100 Cities in the World for Outsourcing that Manila ranked number four and Cebu ranked number nine.
The country’s Next Wave Cities that also made it on the list, are Davao ranked number 69th, Sta. Rosa Laguna – 88th, Iloilo – 98th and Bacolod - 100th, Uy added.
He foresees that, with the support of local officials the growth of the IT-BPO industry in Negros Occidental and Bacolod City should be progressing very, very fast, Uy said.
Aside from information technology graduates, Uy said the IT-BPO industry needs accountants, engineers, architects, artists, lawyers, doctors and nurses who are ICT enabled, Uy said.
Marañon said the Negros First ICT Summit yesterday was just the beginning of a series of initiatives the provincial government will undertake to make Negros Occidental one the next global services destinations in the world.
The Negros Occidental ICT Investments Program has been created with Jocelle Batapa-Sigue, National ICT Confederation of the Philippines chair, as head consultant, the governor said.
The Negros Occidental provincial government is establishing the Negros First Cyberpark – a mixed used complex consisting of more than 12,000 square meters of space for IT-BPO services at the new building to be built at the Paglaum Sports Complex, which will provide for more than 1,000 jobs, he added.
The governor said ShoeMart has also proposed to build ten 12-storey buildings for BPO firms on the provincial government property along Gatuslao Street that will provide 40,000 jobs. The ten buildings will surround a convention center SM plans to build in the area along with two hotels, he added.
Silay, Talisay, Bago, Kabankalan, Sagay and Victorias cities are also setting up economic zones in their areas, the governor added.
Rep. Alfredo Abelardo Benitez (Neg Occ., 3rd District), who was also at the summit, said he will help tap government resources for infrastructure and academic support for the IT-BPO industry.
Benitez also said he is supporting the effort to create a department of ICT, and the passage of bills to ensure data privacy and to curb cyber crime.
Leaders from the government, academe, private and business sectors who participated in the summit signed a manifesto yesterday committing to support the Philippine IT-BPO Industry Roadmap 2016 as well as the Negros Occidental ICT Roadmap 2013 to ensure the optimization , connectivity and visibility of Negros Occidental to the world as well as to generate jobs to improve socio-economic conditions of Negrenses.*CPG

PRC road show set
The Professional Regulatory Commission in Region VI in collaboration with the office of Bacolod Rep. Anthony Golez, will hold a PRC Road Show at the Coco Grove of the Bacolod Pavillon June 8 to 10.
On June 8, processing of applications for the Licensure Examination for Teachers scheduled on September 25 will be held. The deadline of filing is July 15, 2011, a flier on the event said.
On June 9 the continuation of processing application for LET (September 2011) and processing of application for Initial Registration of New Professionals (Licensing of successful examinees in all professions) will be held.

NEGROS Occidental Governor Alfredo Marañon Jr. and third district Representative Albee Benitez led officials in signing the manifesto of support for the Information and Communications Technology (ICT) industry during the first ICT Summit at Business Inn Hotel Thursday.
The manifesto stated that key leaders from government, the academe and private and business sectors, work hand in hand toward a common goal of contributing to the economic development of the country by maximizing the use of ICT in governance, education and in their respective tasks as stakeholders of the ICT industry.
There is also commitment to support the goals and objectives of the Philippine IT-BPO Industry Roadmap 2016 and the Philippine Strategy 2011-2016 as well as the Negros Occidental ICT Roadmap 2013 to ensure the optimization of ICT as a tool to promote e-governance, ensure a competitive workforce, increase connectivity and visibility of the province to the world and improve the socio-economic conditions of the Negrenses in all the cities and municipalities in the province by generating more jobs and opportunities and increasing revenues and investments through the help of all stakeholders and God’s guidance.
Others who signed the manifesto were Ivan John Enrile Uy, chairman of the Commission on ICT; Penny Bongato of the Business Processing Association of the Philippines and lawyer Jocelle Batapa-Sigue, chair of the National ICT Confederation of the Philippines and ICT provincial consultant.
Marañon, meanwhile, said they are projecting 41,000 BPO jobs this year for the province. The proposed P2-billion SM project at the back of the Capitol building will house IT BPO, which is seen to provide employment to about 40,000 ICT workers.
The IT facility to be located at the second floor of the three-storey commercial hub at the Paglaum Sports Complex is also projected to employ 1,000 BPO workers.
Uy, on the other hand, revealed that Information Technology-Business Processing Outsourcing locations outside Metro Manila are encouraged to provide more employment opportunities in rural areas.
“We are witnessing the impact of the IT-BPO industry on rural communities as other cities emerge as new IT-BPO hubs or the Next Wave Cities. The Next Wave Cities' initiative ensures overall competitiveness and business readiness for these target cities even if, for some reason, they are not able to host an IT-BPO locator,” Uy said.
He added that presently, the ICT industry employs around 500,000 all over the country.
He said the IT-BPO locations are also being encouraged outside Metro Manila as it is host to 80 of the IT-BPO firms. “It is the fastest growing industry in the country today with 24 percent growth reported every year.”
Uy pointed out that the Commission on Information and Communications Technology is the government agency that acts as the prime advocate of the IT-BPO industry. It is our goal to strengthen the readiness of cities and regions outside Metro Manila to become preferred destinations for IT-BPO investors.
He said the country is seen as the next ICT dragon in Asia.
“With the promises and challenges faced by the industry, rest assured that the government is one with you – our stakeholders – in promoting the industry as one of the leading players in the global market,” he told participants of the ICT Summit held at the Business Inn here.
Benitez, on the other hand, has an ongoing ICT project for teachers in his district.

Alfredo Marañon Jr. yesterday said buildings to be constructed on Negros Occidental provincial government-owned properties at the Paglaum Sports Stadium and along Gatuslao Street in Bacolod City are expected to create about 41,000 new Information Technology-Business Process Outsourcing (IT-BPO) jobs for Negrenses.
The governor announced this at the Negros First ICT (Information and Communications Technology) Summit at the Business Inn in Bacolod City, attended by Ivan John Enrile Uy, chairman of the Commission on Information and Communication Technology.
Uy noted that Bacolod City has been cited as the 3rd Next Wave City in the Philippines and Tholons International’s top 100th city in the world for outsourcing.
“That is a very, very good accomplishment for Bacolod to be ranked among the top 100th out of thousands of cities around the world,” he said.
It is the goal of CICT to strengthen the readiness of cities and regions outside Metro Manila to become preferred destinations for IT-BPO investors, Uy said.
“With this strategy, we will decongest Metro Manila, spread economic growth opportunities to other parts of the country, and capitalize on the abundant and globally competitive workforce available in many parts of the country,” he said.
Approximately 20 percent of the IT-BPO industry is now located outside the main metropolitan areas of Manila and Cebu and this is expected to continue to increase, he said.
The industry continues to grow, as of last year it already employed about 525,000 and had brought in more than $9.1 billion in export revenue to the economy, he added.
The IT-BPO industry in the Philippines is growing at about 25 percent a year, he said, noting that investors see the Philippines as the next Asian dragon.
Many of the world's largest companies operate the biggest services centers in the Philippines, Uy pointed out.
Uy said the Philippines is also now witnessing the impact of the IT-BPO industry on rural communities as other cities outside Metro Manila emerge as new IT-BPO hubs or the Next Wave Cities.
He pointed out that the well renowned international research firm, Tholons, announced in its 2010 Top 100 Cities in the World for Outsourcing that Manila ranked number four and Cebu ranked number nine.
The country’s Next Wave Cities that also made it on the list, are Davao ranked number 69th, Sta. Rosa Laguna – 88th, Iloilo – 98th and Bacolod - 100th, Uy added.
He foresees that, with the support of local officials the growth of the IT-BPO industry in Negros Occidental and Bacolod City should be progressing very, very fast, Uy said.
Aside from information technology graduates, Uy said the IT-BPO industry needs accountants, engineers, architects, artists, lawyers, doctors and nurses who are ICT enabled, Uy said.
Marañon said the Negros First ICT Summit yesterday was just the beginning of a series of initiatives the provincial government will undertake to make Negros Occidental one the next global services destinations in the world.
The Negros Occidental ICT Investments Program has been created with Jocelle Batapa-Sigue, National ICT Confederation of the Philippines chair, as head consultant, the governor said.
The Negros Occidental provincial government is establishing the Negros First Cyberpark – a mixed used complex consisting of more than 12,000 square meters of space for IT-BPO services at the new building to be built at the Paglaum Sports Complex, which will provide for more than 1,000 jobs, he added.
The governor said ShoeMart has also proposed to build ten 12-storey buildings for BPO firms on the provincial government property along Gatuslao Street that will provide 40,000 jobs. The ten buildings will surround a convention center SM plans to build in the area along with two hotels, he added.
Silay, Talisay, Bago, Kabankalan, Sagay and Victorias cities are also setting up economic zones in their areas, the governor added.
Rep. Alfredo Abelardo Benitez (Neg Occ., 3rd District), who was also at the summit, said he will help tap government resources for infrastructure and academic support for the IT-BPO industry.
Benitez also said he is supporting the effort to create a department of ICT, and the passage of bills to ensure data privacy and to curb cyber crime.
Leaders from the government, academe, private and business sectors who participated in the summit signed a manifesto yesterday committing to support the Philippine IT-BPO Industry Roadmap 2016 as well as the Negros Occidental ICT Roadmap 2013 to ensure the optimization , connectivity and visibility of Negros Occidental to the world as well as to generate jobs to improve socio-economic conditions of Negrenses.*CPG
